Frankfort School The first school classes in Frankfort Township were taught by Mrs. Knight and Mrs. Hiram Wood in a log schoolhouse, located in section 19, in the southwest boundary of the village.

As more families settled in the village, the school soon became overcrowded.

To accommodate the growth, a two-story elegant wood-frame structure that contained three classrooms was built in 1870 at a cost of nearly $5,000. The new schoolhouse was located near the southwest corner of Oak and Oregon streets. When the doors of the new school opened, there were 150 students in attendance and building was under the leadership of Professor O.P. Blatchley. This schoolhouse served the needs of the village until the new, more modern building was built in 1925.

Known as the Frankfort School, this new brick building contained three modern classrooms, a large auditorium and two large playrooms. Mr. B.C. Saulman was the first principal of the new building and he oversaw the instruction of both primary and intermediate level classes in the building. Over the years, additions were made to the building, including a large gymnasium in 1938.

Until Lincoln-Way Central High School was opened in 1954, students wishing to take high school-level classes needed to go to either Joliet Township High School or Bloom Township High School.

In 1995, the Frankfort School building was purchased by the Frankfort Park District. Soon, a few upgrades and a small

Experts offer advice; filings can be extended, but taxes must be paid Last-minute advice

By BOB OKON bokon@shawmedia.com JOLIET – Tax accountant Howard Ellison has this advice for last-minute tax filers: “First of all, don’t be last-minute.”

OK. Well, it’s too late for that advice. What’s next?

Don’t panic. Ellison’s next advice is not to panic.

“Rather than rush through and try to file their returns, they should try to complete their returns as much as they can,” he said. “Then, if they need to, they should file an extension.”

The IRS grants six-month extensions that allow taxpayers to file returns as late as Oct. 15. It’s a better option than rushing through a tax return and filing it with errors to make the Wednesday deadline, Ellison said.

But, warns Ellison, “An extension is time to file, it’s not an extension on time to pay.”

Taxes must be paid April 15, although the IRS does work out payment plans.

Ellison is the tax partner at Joliet accounting firm Wermer, Rogers, Doran & Ruzon.

Last week, the firm still was getting calls from people setting up first appointments for their taxes.

“They’re calling, and they’re typical procrastinators,” Ellison said. “A portion of them tend not to show up after they make appointments.”

‘Coming in left and right’

Lots of late filers were showing up last week.

“They’re actually coming in left and right,” Alex Gay, senior clerk at James Halstead & Associates in Joliet, said Thursday when asked if the firm still was seeing customers for the first time this tax season. “It is last minute and people literally waiting until the last minute. It seems to be a lot of people who owe.”

too, she said. One of the biggest is that people were waiting for documentation needed to complete taxes.

Gay said it may be tough to get an appointment this week.

But the firm will file for extensions and complete returns before the Oct. 15 extension deadline.

“It seems to be the same people every year who file for extensions,” she said.

Advice from the IRS

The Internal Revenue Service expects 374,000 taxpayers in Illinois will file for extensions this year. That’s out of an expected 6.2 million filing tax returns in the state, spokesman Joe Munoz said.

As of March 31, the IRS still was expecting 2.5 million tax returns to be filed in Illinois, which explains why tax preparers still were getting so much business last week.

“I’ve always thought on April 15 that half of the people standing in line don’t need to be there,” he said.

The federal government gives you three years to claim a refund, Ellison said. But don’t wait that long. The state of Illinois charges a penalty for taxpayers who do not file by Oct. 15 even if they have money coming back.

In regards to the Oct. 15 extension deadline, Ellison repeated his initial advice about the April 15 deadline. Don’t be last-minute.

“You don’t want to wait until October and be in the same boat again,” he said, “because you don’t get a second extension.”

Joliet still home to Comptroller Munger

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET – New Illinois Comptroller Leslie Geissler Munger may live in Lincolnshire and may spend much of her time in her Springfield and Chicago offices, but she still calls Joliet her home.

“I have very fond memories here,” she said.

Munger was chosen by Gov. Bruce Rauner to serve as the state’s comptroller after longtime Comptroller Judy Baar Topinka died in December.

M u n g e r is a Joliet native and a 1974 graduate of Joliet West High School.

She said her Leslie father’s side Geissler of the family owned a bakery Munger and banking loan business, while her late mother was active in the local volunteer community.

“I remember the long days with mom at the Childerguild Gift Shop at Silver Cross [Hospital],” Munger said.

Munger said she hasn’t attempted to fill Topinka’s shoes, but is taking advantage of her platform before re-election comes around next year.

“I can’t vote [in the Legislature],” Munger said. “But I have a very large megaphone.”

ment a new statewide accounting system to make spending more transparent and save what she said was hundreds of millions of dollars in waste.

Munger said Joliet is viewed in Springfield as a sprawling metropolis that “blurs” into surrounding Will County communities.

“People think of it as a very big community,” she said, adding that Will County is identified as an important economic area in the state.

These days, Munger doesn’t visit Joliet often. She comes for family events and usually stays with family.

But she said she is tuned in to the issues Joliet area agencies face with state funding.

Most notably, she recently directed her staff to expedite payments to child care providers. Many day care centers have closed since child care payments started getting increasingly past due.

And some, such as Discovery Child Care & Learning Center Inc. in Minooka, have relied on generous donations to fill the funding gap.

In Joliet, the Senior Services Center of Will County had to hand over its Meals on Wheels program to the Northeastern Illinois Area Agency on Aging because the organization couldn’t keep up with paying off its line of credit, in part due to late state payments.

“It’s hard to say, but we have to give up a little,” Munger said, adding that the state budget crisis is a reflection of not having a balanced budget since 2001.

“We just don’t have the money to pay,” she said. “We’re juggling payments and payments right now. We’re trying to fix this.”

Joliet Jewish Congregation hosts two Holocaust-related events

That is the question Rabbi Charles Rubovits will pose at 7 p.m. Tuesday at the Joliet Jewish Congregation, 250 N. Midland Ave., Joliet, after the showing of the 1983 documentary of three Holocaust survivors, “The Three Esthers.”

“I’m afraid we are suffer-

ing from it,” Rubovits said of Holocaust fatigue, “but few people are willing to admit it.”

Young people often disdain “ancient history,” Rubovits said, while individuals who experienced the Holocaust want the lessons learned preserved for future generations.

Yet, Rubovits said, many schools are decreasing the amount of time devoted to it.

“There used to be a whole chapter on World War II and

That’s not the case at Hufford Junior High School in Joliet. Students have prepared an hourlong program on the Holocaust, which they are scheduled to present to the community at 11 a.m. Thursday, also at Joliet Jewish Congregation, Rubovits said.

“They’ve written the material and it includes music and readings,” Rubovits said, adding that a Holocaust survivor also will speak at the

event.

Rubovits wants the community to attend, because religious persecution affects everyone, he said. What happened to the Jews during World War II could easily happen to others.

“Hopefully there will be some interest in looking at this situation and trying to come up with ways to avoid it in the future,” Rubovits said.

CASA to sow Pinwheel Garden for Child Abuse Prevention Month THE HERALD–NEWS JOLIET – April is national Child Abuse Prevention Month, and Court Appointed Special Advocates of Will County, or CASA, is bringing awareness by planting a “Pinwheel Garden” at its River Valley Justice Center headquarters.

CASA is partnering with Exelon to plant the garden and dedicate the site of the future CASA Children’s Garden, a place where children visiting the Juvenile Courthouse, as well as children from the park district and community

at large, will have a safe, natural haven in which to play, according to a news release from CASA. CASA of Will County staff and volunteers are set to plant the garden from 10 a.m. to 1:30 p.m. Tuesday. The group will plant 500 pinwheels to represent the 500 children currently in the Will County Juvenile Court System.

Children come into the care of CASA through abuse and neglect cases. The pinwheels will remain throughout April to remind visitors and passers-by of the important issue of child abuse pre-

The public is invited to attend Tuesday’s event. The River Valley Justice Center is at 3200 W. McDonough St. in Joliet.

This year marks the 41st anniversary of the Child Abuse Prevention and Treatment Act and the second year it is being recognized by CASA of Will County. Will County Chief Judge Richard Schoenstedt, Juvenile Court Judge Paula Gomora, 12th Circuit Court Judge Jeffrey Allen, and Exelon employee volunteers are scheduled to attend Tuesday.

LEMONT – Like many Illinois municipalities, the village of Lemont is waiting to see how much money it will receive from the state for the fiscal year that starts July 1.

Gov. Bruce Rauner has proposed reductions in shared municipal funding from the state, but municipalities do not expect to know what that funding will look like until the state passes a fiscal 2016 budget in the next few months.

With its own 2016 budget due for ratification before the state’s budget, the village is suspending some of its road resurfacing projects and major departmental expenditures, such as capital equipment.

Lemont Village Manager George Schafer said the village will re-evaluate in July what road projects it will pay for this year after the state passes its budget.

The village is scheduled to do resurfacing this year on Julia, Grant, Holmes, Fremont and Porter streets, which an initial 2016 capital improvements budget projected could cost $445,000.

The village still will budget to resurface streets where it is replacing water mains: Ledochowski Street, from McCarthy Road to Schultz Street; and Crestview Drive, from Keepataw Drive to Hillview Drive.

Schafer said the public works department evaluates road conditions and classifies them by level to determine

how immediately they need resurfacing.

He said all the roads scheduled for resurfacing this year are at level two, which are roads that should be resurfaced in the near future.

Public Works Director Ralph Pukula said level two is described as “streets with pavement settlement along the curbline with many base failures, deteriorating at an accelerated rate due to drainage.”

He said that, if needed, resurfacing of a level two road could be delayed a year.

Because none of the roads are at level one and in need of immediate repair, Schafer said, the village believes it can delay its decisions on the road projects.

Schafer said he believes the village can pay for some, if not all, of the road resurfacing projects this year.

He said the village typically bids out its road resurfacing projects in May, but it is not uncommon to bid in July.

With projects usually taking a couple of weeks to finish, he said he is confident all the projects could be finished before the end of construction season.

While the 2016 state budget is uncertain, Schafer said the village knows the state took back money from the Motor Fuel Tax to balance the 2015 budget.

He said the reduction in those funds, which is between $30,000 and $40,000, will not have much effect on the village’s 2015 budget.

Coal City holding a pilot preschool program next year

By HEIDI LITCHFIELD hlitchfield@shawmedia.com COAL CITY – With waiting lists growing each year for Grundy County preschool-age students who are at-risk, the Coal City Community Unit School District 1 Board voted to start a pilot program for a blended preschool next school year.

The board voted 5-0 on the program Wednesday, with members Shawn Hamilton absent and Chuck Lander abstaining.

“The preschool will meet in the afternoon and will be blended between at-risk students and special-needs students,” Sandy Rakes, special populations director, said Thursday.

The program will house 14 of the 31 students on the waiting list for next year’s preschool program.

The board discussed last month possibly offering a tuition-based program, but the board decided to hold the pilot program at no cost to families.

Superintendent Kent Bugg said Thursday he had spoken to area private preschool providers, who said they had no problem with the school offering an additional alternative.

The program will cost the district the salary for a parttime aide, which Bugg said would be about $7,800. But if the program keeps one student out of the special education population, he said, it pays for itself.

Rakes said the class will have one teacher and two aides to provide services for the blended students.

when they go to all-day kindergarten.

“It helps get the kids ready for school,” she said. “They learn how school works, they work through any separation anxiety, and they just start kindergarten a little more ready.”

She said by removing 14 children from the waiting list, the district hopes to get all the students eventually into a preschool classroom.

The program will offer periodic reports to the board, which plans to take the information gathered from the pilot program to determine whether to continue offering the preschool after the 2015-16 school year.

Oral appliances for treatment of pediatric obstructive sleep apnea (OSA) can be helpful, especially in adolescents whose facial bone growth is largely incomplete.

One device, according to www.sleepapnea.com, which rapidly expands the transversal diameter of the hard palate over a six-month to one-year period, has been successfully used in patients as young as age six.

In the United States, oral devices to treat OSA can’t be sold over the counter. They must be prescribed by a physician and fitted by a dentist.

James drilled wells, ran his own business, worked as a pipe fitter, restored cars, constructed elaborate Christmas decorations and crafted items from wood.

But no matter how busy James was, family – his wife Gloria and his sons Donald of Lockport and Rick of Manhattan – came first.

“Whenever he went some place, he always had one of the boys with him, always,” Gloria said.

Many activities took James outdoors, where he spent much time as a boy. He ice-skated on Hickory Creek and went camping with his family, back when camping meant sleeping in tents, not campers.

“To keep their food cold, they submerged a barrel in the creek,” Rick said.

When James was 13, his father bought him a pony. As time passed, James joined a horse riding club in New Lenox. He owned horses – Queenie was his favorite, Gloria said – showed horses and cared for horses when Pilcher Park had stables. He also liked tinkering with cars.

“Back then, you could buy a car from someone down the road for $25, work on it and then buy another car a couple months later,” Donald said.

Gloria met James at the former Silver Fross drive-in in Joliet. By then, James was working for Will County Well and Pump, Gloria said. Their first date was seeing a movie

Both had different interests – James liked horses and Gloria liked to go dancing – but they liked each other more.

“When we got married, the horses went and my dancing went,” Gloria said.

After working the night shift at Caterpillar for two years, James began Jim Pearce Well Drilling – which he ran for five years – and then became a pipefitter for 35 years, Gloria said.

It wasn’t until the mid-70s that James brought home a 1948 Crosley station wagon, so small that it could fit in the back of a pick-up truck, which was how James transported it to car shows, Donald said.

“It wasn’t drivable when he got it,” Rick said. “It was all parts thrown into a box.”

But James restored this rare car, Donald said, to the point of borrowing Gloria’s sewing machine to reupholster the cushions. James, a member of the Joliet Antique Car Club, could take a car down to its bare frame, Don-

ald said, and rebuild it from the ground up.

“They’d come out of the garage looking like new,” Donald said.

James’ woodworking projects were as comprehensive, but he never used plans, Donald said. James crafted everything from end tables to puzzles. James’ most intriguing puzzles were wood arrows drilled through glass bottles.

James sons couldn’t reproduce them if they tried.

“He never told anyone the secret,” Rick said.

Each year for many years, James created new items for his elaborate holiday lawn display, which won several community awards, Gloria said.

For instance, James’ extensive manger scene was all-wood and even included camels. His Ferris wheel turned and lit up. A lighted “Peace on Earth” sign was constructed from pop cans nailed to a board.

Possibly the most ambitious woodworking project James ever undertook was the large dollhouse he built for Gloria, complete with windows that moved up and down, doors that opened and closed and electrical wiring so the lights would turn on.

James was 85 when he died Jan. 15. But it’s not for any of his accomplishments that James’ family most remembers him.

“If he could do anything to help us out in any way,” Rick said, “he did it.”

QUICK NEWS Temporary closures to start along Route 53

CREST HILL – The Illinois Department of Transportation announced that temporary lane closures will occur along Route 53/Route 7 from Caton Farm Road to Renwick Road in Crest Hill for intermittent roadwork beginning, weather permitting, Thursday.

In order to complete the work,

traffic lanes will be reduced during construction activities.

Temporary lane closures will occur between 6 p.m. and 6 a.m. on weekdays and weekends, according to a news release from IDOT. In addition, there also may be occasional temporary lane closures during off peak hours from 9 a.m. to 3 p.m. on weekdays.

The project, which includes

milling, patching and resurfacing, is scheduled to be complete

by June 15.

Motorists can expect delays and should allow extra time for trips through this area. Drivers are urged to pay close attention to flaggers and signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment.

Are you nervous to show your mug around the Three Rivers Library because you have a few unpaid fines on overdue books? Maybe you haven’t checked out a book or attended a program because you misplaced a loaned DVD and finally found it under the couch cushion.

Well dust it off and bring it in. Your fines can be forgiven all this week at Three Rivers Library in Minooka and Channahon by bringing nonperishable food items. For every item you donate, you will receive $1 off a library fine. And you can go in multiple days if you need to.

The only caveat is that the program will not forgive money owed on lost or damaged items or anything else that will cost the library district money, such as fines gone on for collection.

If you have accumulated fines, it’s OK to bring in multiple items. The idea behind the program is to do something nice for the community and give library patrons a little break, Executive Director Lauren Offerman said.

All the food collected this year will be donated to the food pantry at Living Stones Community Church in Channahon. The library has coordinated with Minooka

Leanders was born January 19, 1951 in Laurel, Mississippi. He was the son of Norris Thomas, Sr. and Ella Mae Barfield. Moving to Joliet in 1953, he was educated in Lockport Township Schools. In 1969, he joined the United States Army.

Leanders is preceded in death by his maternal grandparents, Reuben and Linnie Barfield; and paternal grandparents, four brothers, three nephews and one great nephew.

Leanders is survived by his daughter, Jamillah; and granddaughter, RaKeesha of Malmo, Sweden.

He is also survived by five sisters, Annie J. Barfield, Houston, TX, Linda Barfield-Mack, Laurel, MS, Brenda Barfield, Joliet, IL, Janet Fisher, Houston, TX and Arma Barfield-Deloach, Glendale, WI; two brothers, Jerry and Terry Deloach.

RICHARD E. BETZWISER Richard E. Betzwiser, passed away peacefully at home on April 12, 2015.

Richard was a lifelong farmer who enjoyed working around his home, being outdoors, and spending time with his family. Member of St. Mary’s Church in Minooka since 1970.

KEVIN M. HANSEN Born: June 18, 1981 Died: April 11, 2015

Kevin M. Hansen, age 33, of Homewood, IL and formerly of Joliet, passed away suddenly Saturday, April 11, 2015, after a valiant and courageous seven day battle with acute myelocytic leukemia.

Kevin was born in Joliet on June 18, 1981. He was a 1999 graduate of Joliet Catholic Academy where he was the Valedictorian and Man of the Year of the Class of 1999. He attended University of Notre Dame, graduating in 2003 Summa Cum

Laude with a degree in Pre-professional Science Studies and as a member of the Order of the Coif. He continued his studies at Providence College in Providence, Rhode Island, graduating in 2005 with a Masters degree in Education, as well as during the 2003-2005 school years teaching biology and chemistry at St. Peter Marian Catholic High School in Worcester, MA. He entered the seminary at Conception Seminary College in Conception, Missouri in July 2005, graduating in May 2007, with a Masters degree in Theology. He began his eight years at Mt. Carmel High School in Chicago in August 2007, teaching theology and also doing multiple assignments including football equipment manager for the state championship Mt. Carmel football program, student service coordinator,after school prefect and scoreboard operator at the home basketball games. Each year, Kevin supervised the Mt. Carmel students on a trip to Washington, DC for the annual March for Life. Kevin was a member of St. Joseph’s Catholic Church in Homewood.

Beloved son of Michael and Beth (Shankland) Hansen; loving brother of Eric, Andrew (Rachel) and Mary Catherine Hansen; proud uncle and Godfather of Anthony John Hansen; and dearest grandson of Mary Shankland and Cecilia Hansen. He is also survived by his aunts and uncles, Thomas (Sheila) Hansen, Betsy Hansen, Mary (David) Lawson, Christine (Rodney) Springer, Ann (Robert) Hatfield, Susan (Robert)Flavin, John Shankland, Sarah (Frank) Turk, Thomas (Joan) Shankland, William(Tina) Shankland and Joseph (Elaine) Shankland. A special appreciation is also extended to Presence St. Joseph Medical Center and to the doctors and ICU nurses for their superb care and compassion who put every effort into attempting to keep Kevin alive.

In the end, his strong heart and fighting spirit had endured enough.

Kevin’s love of Jesus and His Church, living the commandments and his work ethic, attitude and integrity were the cornerstones of his life. He lived what he believed.

He was truly a good and faithful servant. His love for his mother and his

unwavering commitment to Pro-Life beliefs were very true. His love for and his guidance to his little sister “Shrinny” were extraordinary. Kevin especially looked forward to being with his father and his brothers Eric and Andrew for sporting events and golf games. They were the perfect foursome.

Eugene C. Hoffmeyer, age 89, of Joliet, passed away Saturday, April 11, 2015, at Joliet Area Community Hospice Home, with his family at his side.

Born July 19, 1925, in Joliet, he was the son of William Nicholas and Mabel (Borgman) Hoffmeyer, and was a graduate of Joliet Catholic

High School. He retired from Amoco Chemical after 28 years of service.

He was also a long time member of Loyal Order of the Moose, Lodge #300. Gene’s greatest joy was his family and he always looked forward to family gatherings. His interests included NASCAR and following the Chicago Cubs. He will be remembered for his love of animals, especially his dogs.

Workers’ compensation

High on the list of Rauner’s priorities is reducing the amount employers pay for workers’ compensation insurance. Illinois currently ranks 7th nationwide for the highest cost per $100 of salary, according to the Oregon Department of Consumer and Business Ser-

vices, he notes.

Rauner said one of the reasons for high costs is that Illinois compensates workers for injuries that are related in any way to their job. He wants to raise that standard so workers only would be compensated if an on-the-job accident is more than 50 percent responsible for the injury. He also wants to cut the fees paid to some medical providers by 30 percent, and end compensation for injuries that occur while an employee is traveling to and from work.

Opponents say the changes create a system that’s stacked against workers, who could be burned, maimed or injured in other ways but receive no compensation. They also say changes approved in 2011 created huge savings, but insurance companies aren’t passing those savings along to employers.

Legal system

Rauner wants to make it more difficult for plaintiffs in lawsuits to “venue shop,” or to

file cases in courts they believe will be friendlier to their cases.

He would allow lawsuits to be filed in locations only where corporations have an office or do business. The plan also would allow for lawsuits to be dismissed if defendants aren’t Illinois residents or the business transaction in question doesn’t take place in Illinois.

John Cooney, president of the Illinois Trial Lawyers Association, said the state already has a system in place for attorneys to argue – and a judge to decide – whether a lawsuit is filed in the proper venue.

Rauner told the Daily Herald’s editorial board that he thinks the Illinois Supreme Court is part of a “corrupt system” because justices can get campaign donations from attorneys who argue before the court. He said he’d favor merit selection of judges over elections, and he wants to ban trial lawyers from making campaign contributions.

The governor later told

the Quad-City Times that he didn’t mean to single out the high court, adding “I probably didn’t use words carefully enough.”

Unemployment

The governor said he doesn’t think Illinois’ unemployment insurance system is fair to employers, noting that Illinois ranks ninth in the U.S. in unemployment insurance tax costs for the average fulltime employee, according to the U.S. Labor Department.

Rauner said he’d like to impose tougher penalties for fraud and strengthen enforcement, and he wants to further restrict worker eligibility for unemployment benefits.

Currently, any worker who makes $1,600 or more from an employer during a recent 12-month period prior to being laid off is eligible to receive unemployment benefits. Rauner said that minimum amount was established 30 years ago and should be increased.

William Joseph Horwath, age 99, passed away on April 10, 2015, at Reflections in Washington, IL. He was born February 26, 1916, in Joliet, IL, son of Frances (Klemencic) Horwath and Frank Horwath. He married Rosella Janes on March 15, 1944. They enjoyed 71 years together.

William was preceded in death by his two brothers, Albert and Frank Jr.; and six sisters, Josephine, Frances (Stanley) Kozlowski, Elizabeth (Arnold) Meader, Julia (Tom) O’Brien, Mary (James) Lyman and Anna (Clarence) Stukel.

His wife, Rosella (Janes) Horwath, survives him and also his son, David (Lynn) Horwath; one daughter, Jane (Terry) Thomann; 6 grandchildren; 7 great grandchildren; and many nieces and nephews.

Mr. Horwath was an Army Veteran

of W.W. II, life member of Cantigny Post #367 V.F.W. He retired from Caterpillar as a toolmaker in 1982 after 27 years of service. He enjoyed playing the organ, reading, square dancing and fishing in Minnesota.

He also liked working around his home, and in his basement workshop. All will miss his dry humor and wit.

CHICAGO – Gov. Bruce Rauner has begun putting a finer point on his legislative agenda, telling voters, elected officials and newspaper editorial boards during a tour of Illinois last week that his business-friendly plan is vital to improving the state’s economy.

During appearances in which he made several provocative comments, the Republican tried to build support for his proposals before legislators return to Springfield this week.

Among them are a reduction in the cost of workers’ compensation insurance, tighter restrictions on eligibility for unemployment benefits and changes to the judicial system.

He said he would back a modest increase in the minimum wage if the Democratic-controlled Legislature supports his plans.

“If we make those kinds of changes, we’ll increase our

competitiveness, we’ll grow more jobs,” Rauner said during a stop in the Chicago suburb of Bedford Park.

Many Democrats, labor unions and the Illinois Trial Lawyers Association have heavily criticized Rauner’s proposals, calling them anti-worker and questioning his priorities amid a serious budget crisis.

Indeed, Rauner told the Chicago Tribune’s editorial board that he plans to “leverage” the budget crisis to get the Legislature to back his plans.

2 drunken driving bills awaiting votes in Illinois House

SPRINGFIELD – Two bills that would affect motorists with repeat drunken driving convictions are awaiting votes in the Illinois House.

One measure would require offenders with at least two convictions to participate for at least five years in the state’s Breath Alcohol Ignition Interlock Device, or BAIID, program before their drivers’ license can be reinstated.

The program requires offenders to blow into a tube that measures blood alcohol levels before they can start their cars.

Currently offenders can apply after waiting for the license suspension to lapse without having to install the device.

Illinois Secretary of State’s Office spokesman Henry Haupt said the office supports the proposal. Illinois started the BAIID program in 1994 and expanded it in 2009. Haupt said that 55,000 devices have been installed since 2009 and he credits them with a decline in DUIs in Illinois.

The other measure would allow offenders with four or more drunken driving convictions the chance to get a restricted driving permit. Those who apply must prove they are alcohol and drug free for at least three years and have the ignition devices installed in their vehicles. Currently drivers with four or more DUIs have their licenses revoked for life.

CHICAGO – Authorities in Cook County are investigating the death of the CEO of a company involved in a lawsuit with the state of Illinois over the company’s failed bid for a medical marijuana-farming permit.

James headed PM Rx. A spokesman for the company said it would meet soon to discuss how to proceed without James as CEO. PM Rx filed a lawsuit alleging it lost its bid for a permit because the Illinois Department of Agriculture broke rules when awarding permits.

Census estimates show fewer residents in 2 Illinois counties

BELLEVILLE – New estimates from the U.S. Census Bureau show Madison and St. Clair counties in southern Illinois are

shrinking in population.

The Belleville News-Democrat reported that Madison County has lost more than 2,700 people. That’s measured from the April 2010 census through population estimates for 2014.

During the same period U.S. Census estimates show St. Clair County, where Belleville is located, lost more than 4,300 people.

St. Clair County Board Chairman Mark Kern said the board is working to draw employers to the region. He said it’s important to note that the numbers from the Census Bureau are estimates, not an actual count.

Census Bureau officials said they use birth and death certificates and addresses on tax returns to estimate annual population changes.

$3M federal grant to ease commuter rail congestion

CHICAGO – A $3 million federal grant will help ease congestion that slows Metra commuter trains heading into Chicago’s Union Station from the south and southwest.

U.S. Reps. Dan Lipinski and Mike Quigley along with U.S. Sen. Dick Durbin announced the grant Friday.

The money will help the Illinois Department of Transportation develop a plan to improve the efficiency of those commuter rail lines.

Chicago man charged after 8-year-old boy accidentally shot

CHICAGO – Police say a Chicago man has been charged after an

8-year-old boy accidentally was shot and wounded last week while playing with a gun.

Chicago police say 34-year-old Jeffery Williams faces one felony count of unlawful use of a weapon by a felon and misdemeanor counts including endangering a child. The boy’s mother, 31-yearold Micquelyn Biles, also is charged in the case.

MINEOLA, N.Y. – A $24 billion sea of red ink has millions of Americans in vulnerable flood zones, including homeowners still struggling to recover from Superstorm Sandy, facing steep increases in flood insurance premiums.

New legislation that went into effect this month – the second time in two years Congress has tweaked the troubled National Flood Insurance Program – allows rate increases of up to 18 percent.

“This appears to be death by a thousand cuts,’ ” said Scott Primiano, an Amityville, New York, insurance broker who has been holding seminars for clients to explain the new legislation.

“The concept sounds good, but no one can say what the full risk is. ... They are going to take it in bits and pieces every year and it keeps going until Congress determines we’ve had enough.”

Federal Emergency Management Agency spokesman Rafael Lemaitre said the flood insurance program has for decades been paying out more than it took in, with the United States as a whole totaling more than $260 billion in flood-related damages between 1980 and 2013. He said the new legislation is “intended to improve the long-term sustainability of the program while being sensitive to needs of policyholders.”

Zoo: Mom dangling boy over pit when he fell

CLEVELAND – A woman was dangling her 2-year-old son over a

railing at the Cleveland zoo when he fell about 10 feet into a cheetah exhibit, zoo officials said.

The toddler’s parents jumped in and pulled him to safety Saturday afternoon. He was treated at a hospital for a few bumps and bruises, said Cleveland Fire Department spokesman Larry Gray.

The cheetahs didn’t go toward the boy or his parents, said Chris Kuhar, executive director of Cleveland Metroparks Zoo. Several eyewitnesses saw the woman holding the child over the railing, Kuhar said in a statement.

“While this incident is disturbing to everyone, we are glad injuries were not any more severe,” he said.

Cleveland Metroparks plans to seek child endangering charges against the mother Monday, he said.

Sudan leader set to extend chaotic rule

KHARTOUM, Sudan – Sudan’s President Omar al-Bashir, the world’s only sitting leader wanted on genocide charges, is expected to win a landslide victory in elections this week, extending a 25-year reign in which the country has endured multiple insurgencies and the secession of the oil-rich south.

Despite Sudan’s seemingly perpetual unrest, al-Bashir survived the 2011 Arab Spring. His ruling party dominates the parliament and local councils, and the massive security apparatus has left the once-vibrant opposition a husk of its former self.

Clinton kicks off ’16 campaign online, heads next to Iowa

By KEN THOMAS and LISA LERER The Associated Press WASHINGTON – Hillary Rodham Clinton jumped back into presidential politics Sunday, making a much-awaited announcement she will again seek the White House with a promise to serve as the “champion” of everyday Americans.

Clinton opened her bid for the 2016 Democratic nomination by positioning herself as the heir to the diverse coalition of voters who elected her immediate predecessor and former campaign rival, President Barack Obama, as well as an appeal to those in her party still leery of her commitment to fighting income inequality.

And unlike eight years ago, when she ran as a candidate with a deep resume in Washington, Clinton and her personal history weren’t the focus of the first message of her campaign. She made no mention of her time in the Senate and four years as secretary of state, or the prospect she could make history as the nation’s first female president.

Instead, the video is a col-

lection of voters talking about their lives, their plans and aspirations for the future. Clinton doesn’t appear until the very end.

“I’m getting ready to do something, too. I’m running for president,” Clinton said.

“Americans have fought their way back from tough economic times, but the deck is still stacked in favor of those at the top.

“Every day Americans need a champion, and I want to be that champion, so you can do more than just get by.

You can get ahead and stay ahead.”

It’s a message that also made an immediate play to win over the support of liberals in her party for whom economic inequality has become a defining issue. They remain skeptical of Clinton’s close ties to Wall Street and the centrist economic policies of the administration of her husband, former President Bill Clinton.

Many had hoped Clinton would face a challenge from Massachusetts Sen. Elizabeth Warren, who has said she will not run.

“It would do her well electorally to be firmly on the

side of average working people who are working harder than ever and still not getting ahead,” said economist Robert Reich, a former labor secretary during the Clinton administration who has known Hillary Clinton for nearly five decades.

Clinton also began her campaign for president in 2007 with a video, followed by a splashy rally in Des Moines where she said, “I’m running for president, and I’m in it to win it.” This time around, Clinton will instead head this week to the first-to-vote Iowa, looking to connect with voters directly at a community college and small business roundtable in two small towns.

“When families are strong, America is strong. So I’m hitting the road to earn your vote. Because it’s your time.

And I hope you’ll join me on this journey,” she said in the video.

Clinton is the first high-profile Democrat to get into the race, and she quickly won the endorsement of several leading Democrats, including New York Gov. Andrew Cuomo and Virginia Sen. Tim Kaine.

With Iran and Cuba, Obama breakthroughs face hard sell

By JIM KUHNHENN The Associated Press WASHINGTON – After breakthroughs abroad, President Barack Obama is finding stern challenges at home to his foreign policy, facing hard sells to skeptics over U.S. shifts, first on Iran and now Cuba.

Obama returned to Washington early Sunday still basking in the attention from his historic meeting with Cuban President Raul Castro at a summit of Western Hemisphere leaders. But Obama is certain to find a less-appreciative crowd in Congress than the one he left behind at the Summit of the Americas in Panama.

To complete a nuclear agreement with Iran, Obama must deal with resistance in Congress and the unpredictability of the Iranian leadership, which has a distinctly different interpretation of what the sides have settled on so far.

Cuba and Iran offer Obama,

whose term ends in early 2017, the potential for legacy-crowning achievements. Iran may prove a greater challenge than Cuba, but together they are subjecting Obama’s foreign policy to the kind of scrutiny most international issues, short of war, rarely draw.

Obama made clear in a closing news conference late Saturday in Panama City he believes he can handle the twin trials. The American public is on his side on Cuba, the president said, and he had tough words for Republicans defying him on Iran.

Both have their roots in decades of grievances. Both have had constituencies in the U.S. deeply mistrustful of the governments with which Obama is dealing. Pro-Israel Americans cannot fathom a deal with an Iran that will not recognize Israel’s existence. And for long, Cuban-Americans who escaped Fidel Castro’s revolution could not imagine a U.S. government not committed to ousting the Havana government.

On the flip side, Cuba hardly is the threat Iran could be.

Public opinion no longer demonizes Cuba. In the end, Obama’s efforts to re-establish normal relations looks like the lesser burden.

When it comes to Cuba, “the American people don’t need to be persuaded,” Obama said.

Still, there are reminders the barriers have not all fallen.

Castro, in a lengthy speech at the summit, recited a litany of objections to past U.S. policies. And the room where Obama and Castro met displayed no flags, thus declaring the absence of diplomatic relations.

Obama’s next step is removing Cuba from the United States’ list of state sponsors of terrorism. Such a decision, recommended by the State Department, could come in days.

Obama would have to notify Congress. Lawmakers do not have to ratify the decision, but they have 45 days to disapprove it.

Such a vote, if attempted, probably would not succeed.

Former U.S. security guards face sentencing in Iraq killings case

WASHINGTON – A yearslong legal fight over a deadly shooting of civilians in an Iraq war zone reaches its reckoning point with the sentencing this week of four former Blackwater security guards.

Dustin Heard, Evan Liberty and Paul Slough face mandatory, decadeslong sentences because of firearms convictions. A fourth defendant, Nicholas Slatten, faces life in prison after being found guilty of first-degree murder.

At the hearing Monday in U.S. District Court, defense lawyers intend to appeal for mercy by arguing that their clients acted in self-defense during a chaotic firefight in Baghdad. They also plan to

argue that sending the defendants to prison for decades would be an unfairly harsh outcome for men who have close family ties and proud military careers, and who were operating in stressful conditions in a war-torn country.

The men were charged in the deaths of 14 Iraqis at Nisoor Square, a crowded traffic circle in downtown Baghdad. The killings caused an international uproar and became a dark episode of contractor violence during the Iraq war. Defense lawyers argued that the contractors, who arrived there after a car bomb exploded, were targeted with gunfire from insurgents and Iraqi police, and shot back in self-defense. Prosecutors contended that there was no incoming fire and that the

Adam Os- Osmayev mayev hailed Nemtsov as a “true hero” both for condemning Russia’s war against separatists in Chechnya and for decrying Russian intervention in the current conflict in Ukraine.

“Watch them try to tie Ukraine to this [murder] in some way,” Osmayev added.

He was half-joking. But two weeks later, Kremlin-friend-

ly Russian newspapers published reports based on unidentified sources in the security services that accused the Ukrainian government and Osmayev himself of ordering the Feb. 27 murder of Nemtsov in central Moscow in a bid to destabilize Russia.

Osmayev denies involvement, and no evidence has been presented linking him to the hit on Nemtsov, a relentless critic of Russian President Vladimir Putin. Attempts to implicate the British-educated Chechen commander appear to be part of efforts aimed at deflecting attention from anyone close to Putin, including his security services and the powerful leader of Chechnya, Ramzan Kadyrov.

Within days of Nemtsov’s assassination, investigators arrested five Chechens, including a senior officer in Kadyrov’s police force, and charged them with carrying

out the killing. All five have denied the charges.

The arrests heralded a crisis in relations between the Kremlin and Kadyrov, who rules Chechnya like a personal fiefdom. With generous subsidies from Moscow, he has rebuilt the region after two separatist wars and has relied on his feared security forces to track down and kill foes. His men steadily have expanded their sway beyond Chechnya to control lucrative businesses in Moscow and elsewhere in Russia.

Leaders of federal law enforcement agencies have watched Kadyrov’s growing power with dismay and have made no secret of their desire to curb him. Some observers speculated the killing might have been ordered by Kadyrov’s enemies in the federal government – an effort to prompt Putin to fire or at least punish the Chechen leader.

BAGHDAD – Islamic State militants hammered, bulldozed and ultimately blew up parts of the ancient Iraqi Assyrian city of Nimrud, destroying a site dating back to the 13th century B.C., an online militant video purportedly shows.

The destruction at Nimrud, located near the militant-held city of Mosul, came amid other attacks on antiquity carried out by the group now holding a third of Iraq and neighboring Syria in its self-declared caliphate. The attacks have horrified archaeologists and U.N. Secretary-General Ban Ki-moon, who last month called the destruction at Nimrud “a war crime.”

The seven-minute video, posted late Saturday, shows bearded militants using sledgehammers, jackhammers and saws to take down

huge alabaster reliefs depicting Assyrian kings and deities. A bulldozer brings down walls, while militants fill barrels with explosives and later destroy three separate areas of the site in massive explosions.

“God has honored us in the Islamic State to remove all of these idols and statutes worshipped instead of Allah in the past days,” one militant says in the video. Another militant vows that “whenever we seize a piece of land, we will remove signs of idolatry and spread monotheism.”

The militants have been destroying ancient relics they say promote idolatry that violate their fundamentalist interpretation of Islamic law, including the ancient Iraqi city of Hatra, a UNESCO World Heritage site. Authorities also believe they’ve sold others on the black market to fund their atrocities.

Optimism running high for area teams

By CURT HERRON cherron@shawmedia.com PLAINFIELD – As chilly winds gusted Friday at the Plainfield North Tiger Relays for the official local outdoor kickoff of the girls track and field season, thoughts were more on the future than on the present.

That was understandable, considering the conditions didn’t warrant many great performances.

But for five local squads that participated in the relays – the four Plainfield district schools and Joliet West – encouraging signs from a year ago mixed with some strong showings during the indoor schedule provide ample optimism.

And the good thing for most of the teams is their best days lie in the future, since most are still quite young, with many of the top performers returning for at least one more year.

The squads will see each other often over the next few weeks. And most importantly, they’ll face off May 14 in the Class 3A Naperville North Sectional to see which individuals get to advance to the state finals in Charleston.

Things are not much different in the sectional than last spring, when Minooka won the event it hosted. The Indians won the past few Tiger Relays but instead competed at the Prospect Relays the same night and won the championship.

Yorkville, which beat the hosts for the team title Friday, joins Minooka in this year’s sectional field, along with Naperville Central, Naperville North, Neuqua Valley, Oswego, Oswego East and Waubonsie Valley. That group took all but one of the first nine spots at last year’s sectional, with Plainfield North getting sixth place.

With that collection of teams again competing in the sectional, earning trips to the big blue track at Eastern Illinois University will not be easy this spring.

‘Focused, fierce and tough’

The four Plainfield schools and Joliet West combined to have just six state qualifiers a year ago, with North’s Anna Laudizio earning the lone medal. This year’s sectional figures to be more rewarding for those programs.

“Our jumpers are doing great, the throwers are turning it on, and Rachael Lau split 5:12 and 5:14, so I couldn’t be more happy,” North coach Tammy Gummerson said. “The girls stayed in every race, they were focused, fierce and tough. They were

in the sectional, but they expect to improve on that because of a talented young group.

“We have a young team, and we’re still growing,” South coach Janeen Carlberg said. “I think that our sophomore class is starting to build a tradition by bringing in stronger kids and making it something that the kids really want to be a part of. It’s exciting, and it’s encouraging since we have a couple of freshmen who have really stepped up for us.”

No athlete from Joliet Township has placed at state since 2005, so there was going to be a difficult transition from one program to two.

But because of two large and enthusiastic classes of freshmen, there’s already a buzz developing at West, which had a qualifier a year ago and is looking for more this season.

“Last year, we had such a large group of freshmen, and we made believers out of them,” West coach Sally Pagnusat said. “This year, they came and they’re just a whole different during the past few years, with East team. They’re good athletes to begin competitors tonight.”

Thoughts on Joliet area high school baseball as the meat of the season arrives: • Joliet Catholic is coming off a weekend in which the bats were on fire. The Hilltoppers beat Lake Park on Friday and Plainfield East on Saturday in a pair of five-inning, 10-run rule games. To say they hit the ball all over Gillespie Field would be an understatement.

Coach Jared Voss made a recent adjustment in the batting order, moving senior second baseman Max Brzostowski from the 2-hole to ninth and pushing left-handed hitting sophomore KC Simonich up to second, behind leadoff man Mitch Boe. That moved Nick Dalesandro up to third and Drake Fellows up to fourth. It also gives Voss a group of seniors – Mike Quiran, Keegan Tyrell and Brzostowski – he likes in the 7-8-9 slots.

“We have the three seniors in the 7-8-9 slots who do a good job rolling over the lineup,” Voss said. “With the way KC [Simonich] has been swinging the bat, I wanted to get him into the 2-hole. Of course, that bumps Nick [Dalesandro] up to the 3-hole, and I like that, too.”

Regardless of who bats where, the Hilltoppers boast a well-balanced lineup and run the bases aggressively. There is hitting potential up and down the line. One constant is that Boe, who will play at Iowa, is a quality leadoff hitter.

“Mitch is a very good leadoff man, and he has pop in his bat,” Voss said.

“I really like the guys we have down there at the bottom of the lineup,” Boe said of Quiram, Tyrell and Brzostowski. “They get the job done and give the top of our lineup a chance to drive in some runs. I feel like our bats are always there. If we execute, we will score runs.”

Strong start by Sale helps White Sox beat Minnesota

By JAY COHEN The Associated Press CHICAGO – The first pitch was a 96 mph fastball for a called strike. The last one was a 98 mph heater that went for a swinging strike three.

Yup, Chris Sale is healthy again.

The lanky left-hander pitched six solid innings in his return from a foot injury, and the White Sox beat the Minnesota Twins 6-2 on Sunday.

“He looked great,” manager Robin Ventura said. “There is nothing else to say. It was vintage him.”

Adam LaRoche homered for the second straight day and had a run-scoring single as the Sox earned their second straight win after dropping their first four games. Alexei Ramirez also drove in two runs, including an RBI single in the Sox’s

three-run eighth.

Sale, who broke a bone in his right foot in an accident at home in February, threw 72 of his 98 pitches for strikes in his first start of 2015. He allowed one run and five hits, struck out eight and walked one.

“It can always get better, but definitely satisfied with what we had today,” Sale said. “Felt good to get out there, face some major league hitters.”

Minnesota dropped to 1-5 under new manager Paul Molitor.

The Sox used five straight hits to produce two runs in the first. LaRoche singled in Melky Cabrera and scored on Ramirez’s double to left.

The Sox almost had another run, but Jose Abreu was thrown out trying to go from first to third on LaRoche’s liner to left.

Ninth-inning homer gives Cubs come-from-behind win

By PAT GRAHAM The Associated Press DENVER – Dexter Fowler hit a two-run homer off LaTroy Hawkins with two outs in the ninth inning, helping the Cubs rally for a 6-5 win over the Colorado Rockies on a blustery Sunday.

Hawkins (1-1) hung a slider to Fowler, who drove it into the rightfield seats. It was the first homer of the season for the former Rockies player.

Neil Ramirez (1-0) earned the win by getting two outs in the eighth. Hector Rondon got his second save of the season as the Cubs won for the second time in the three-game series.

With Colorado leading 5-3, Boone Logan struck out Miguel Montero leading off the ninth, and Hawkins relieved. The 42-year-old walked

Arismendy Alcantara, struck out pinch-hitter Mike Olt and allowed an RBI single by pinch-hitter Wellington Castillo.

With the shadows between the mound and home plate, Fowler fell behind 0-2 on a pair of fastballs, then homered.

Rondon gave up a two-out double to Charlie Blackmon in the ninth, then retired Carlos Gonzalez hit a game-ending popout for his second save.

The usually sure-handed Rockies committed four errors, including two by fill-in shortstop Daniel Descalso.

The team entered with just one.

With wind gusting up to 37 mph, everything in the air was an adventure.

In one case, four Rockies fielders surrounded a pop fly in shallow right-center only to let it fall to the grass.

Minooka girls capture Prospect Relays title SUBMITTED REPORTS MOUNT PROSPECT – Minooka placed first in three events and earned 123 points Saturday to win the 11th annual Prospect Relays.

The 800-meter medley relay of Danyelle Myers, Taylor Prieboy, Emma Tonelli and Ashleigh Wilson set a meet and school record with a 1:51.56. Spieth provided the answer on perhaps the biggest stage in the sport with his record-setting week at Augusta.

“I thought today might be easier having played with the lead on Saturday. It wasn’t,” Spieth said. “It’s the most incredible week of my life. This is as great as it gets in our sport. ... I’m still kind of shock a little bit.”

And he will keep the editors of the Masters record book busy. Among the marks he established this week: • The 36-hole record at 14-under 130.

• The 54-hole record at 16-under 200.

• The most birdies for the tournament at 28.

• The lowest opening round by a champion at 64.

• The youngest player to lead after the opening round.

“He has no weaknesses,” Mickelson said. “He doesn’t overpower the golf course, but he plays the course strategically well. He plays all the shots properly. And he has that ability to focus

and see things clear when the pressure is on and perform at his best when the pressure is on. That’s something that you really can’t teach. Some players are able to do it, some players aren’t. And he is.”

Spieth showed early he was up to challenge. Rose, starting the final round four shots behind, rolled in a 10-foot birdie putt on the first hole, and Spieth calmly made his birdie putt from just inside him. Spieth went out in 35 to build his lead to five shots, and one putt later, the Masters effectively was over.

Spieth rolled in a 20-foot birdie putt on No. 10 for a six-shot lead. It was his 26th birdie of the Masters, breaking the tournament record that Mickelson set in 2001. Spieth managed this in only 64 holes. The next target was the 72-hole scoring record that Woods set in 1997 and he almost got there except for that bogey at the end.

He twice went for the green on par 5s on the back nine, barely clearing the creek at No. 13 and going just over the back on No. 15, both times making birdie. The birdie on the 15th made him the only player in Masters history to reach 19-under par.

AUGUSTA, Ga. – Jordan Spieth got more than redemption and a green jacket Sunday. He took his place among the best in the game with a Masters victory for the ages.

One year after Spieth lost a bid to become the youngest Masters champion, the 21-year-old Texan turned in one of the most dominant wins ever at Augusta National. He never let anyone get closer to him than three shots after his record start. He never gave anyone much hope Sunday.

Spieth closed with a 2-under-par 70, missing a 5-foot par putt on the final hole that would have set yet another record. Instead, he tied the score set by Tiger Woods in 1997 at 18-under 270.

“This was the ultimate goal in my golf life,” Spieth said.

For all the talk about the Grand Slam bid by Rory McIlroy and the return of Woods, this week was about the arrival of another star.

“It’s awfully impressive,” McIlroy said after finishing fourth. “It’s nice to get your major tally up and running at an early stage in your career. It’s great to see, great for the game, and I’m sure there will be many more.”

Spieth became the first wire-to-wire winner at the Masters since Raymond Floyd in 1976, and this might have been even more special. Craig Woods in 1941 is the only other Masters champion who led by at least three shots from the opening round to the trophy presentation.

Phil Mickelson tried to make a run.

So did Justin Rose. Neither got closer than three shots at any point, and it wasn’t long before Spieth was making another birdie putt to take the drama out of the back nine.

Mickelson (69) and Rose (70) tied for second. It was the 10th time Mickelson has been runner-up in a major. Woods jarred his right wrist then he struck wood under the pine straw on the ninth hole. He recovered and closed with a 73, 13 shots behind.

Spieth won for the third time on the PGA Tour and fifth time worldwide. He will rise to No. 2 in the world rankings,

James Hinchcliffe wins wet Indy Grand Prix of Louisiana

By BRETT MARTEL The Associated Press AVONDALE, La. – James Hinchcliffe is getting used to partying in New Orleans.

The veteran IndyCar driver was a guest at one of the biggest Mardi Gras parades in February. So, he looked like a natural tossing beads Sunday after winning the inaugural Indy Grand Prix of Louisiana.

The Canadian had a wet track and a fortunate pit strategy to thank for his fourth career triumph, and won by leading most of the last 14 laps under caution.

But he’ll take it.

“The inaugural event at any track is always special,” said Hinchcliffe, who rode in the Bacchus parade and was among the drivers most involved in promoting the race.

“To be able to come out on top in that first race means a lot.”

Helio Castroneves overcame early front-wing damage that put him near the back of the field to finish second for Team Penske, giving him a consecutive top-five finishes to

start the season.

“In normal conditions, it’s extremely difficult to come back,” Castroneves said. “The way it was playing around with so many yellows and so many variables, amazing that we never gave up and were able to go back in the game.”

James Jakes was third to give Schmidt Peterson Motorsports two podium finishers.

The biggest enemy of greenflag racing wasn’t so much the rain, which largely stopped during the race, but tricky wet spots that remained after much of track was dry and drivers switched to slick tires.

The variable conditions brought out one caution after another as drivers spun or slid off the track, causing what was scheduled as a 75-lap race to end as a timed race after just 47 laps. Several drivers lost control on the final turn before the front straight, where water was flowing across the spot where they wanted to accelerate.

“Our cars, in those conditions, are very difficult,” Castroneves said. “It was like ice.”

Should a defender play high or low?

Josh Hutcherson, a young actor, said, “My personal style has seen so many highs and lows. Probably more lows than highs.”

On most tricks, a defender plays either low or high, and surely more lows than highs. This week we will look at reasons for doing one or the other.

In today’s deal, how should the defenders play to defeat three no-trump after West has led his fourth-highest heart, and South has taken the trick with his jack?

The auction is straightforward, with North trying unsuccessfully to find a 4-4 spade fit.

South starts with six top tricks: three spades, one heart (given West’s opening lead), one diamond and one club. If the diamond finesse is winning, declarer will gain at least one overtrick. If the finesse is losing, though, South is in danger. But will West know that South’s heart king is now unguarded?

Typically, third hand plays high at trick one, but he should not if his highest card is lower than the nine.

Then, third hand should give count, playing high from a doubleton or low from three. Here, East must play his two, resisting the temptation to cover dummy’s five with his seven.

South will win with his jack, play a spade to dummy, and run the diamond queen, but West should know to win with his king and to cash the heart ace to drop South’s king. If East has three hearts, South started with only two. (East cannot have a singleton heart, because that would leave South with four, a holding he denied with his response to North’s Stayman inquiry.)

Dear Doctor K: What are a living will and a health-care power of attorney?

Dear Reader: A living will and a health-care power of attorney are both types of advance directives • written, legally binding documents. They allow you to describe what kind of medical care you hope to receive if an accident or illness renders you unable to communicate.

The biggest misunderstanding I’ve seen in my patients is that only the elderly or very ill people need advance directives.

That’s definitely not the case. In fact, the younger you are, the more you may have at stake. A serious accident or injury could result in decades of life without decision-making ability.

• A health-care power of attorney permits you (the principal) to name a health-care agent (sometimes called a health-care proxy). Your agent will make medical decisions on your behalf if you are unable to make them yourself.

If you haven’t chosen anyone, a relative or court-appointed guardian who does not know your wishes may be asked to make medical decisions for you. Or a doctor may want all of your close relatives to agree before following any of their instructions.

Conflicts may ensue; decisions may be delayed.

I’ve seen this happen many times, and it’s bad for everyone involved.

• A living will allows you to describe your goals for medical treatment, your religious or spiritual beliefs, and any guidance you wish to give regarding your medical treatment in various scenarios that may arise.

This document is often used to determine how aggressive you would like your medical treatments to be as the end of life nears. I suggest that

The rule about not wearing black to a wedding was discarded years ago, and it applied to women – not men.

Dear Abby: I’m 38, married for 16 years and the mother of two small children. I was recently diagnosed with ovarian cancer and had a hysterectomy to remove it.

My husband has cheated more than once in the past, and since my recovery I have realized I never forgave him for it. I kept quiet and pretended I didn’t know.

Now I am bitter, angry and hurt. He goes out and stays out constantly. He does help with the kids, but I know I don’t belong here. I know what I want, and it’s not this life with him anymore.

I know I can leave at any time, but I feel my children deserve to be raised with both parents in the home since neither of us had that when we were growing up.

(My father died. His parents divorced when he was a toddler.) His family has been my family since the beginning of our relationship.

I want my children to grow up thinking marriage is forever and growing old with your partner is great.

I want them to have what I did not. If we are civilized and “pretend to be in love,” would my children be OK? I’m willing to stay in this marriage until they are old enough and on their own before I walk away.

Will they understand that I sacrificed my happiness for them to live with both parents? I want to be in love and happy, but would rather raise my babies with their father than someone else. Your advice is greatly appreciated.
