By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – The Plainfield Township Park District board showed signs of a shift in power Tuesday, but residents still called for the resignations of three commissioners they blame for current problems in the district.

For the first time since the board took shape last May, Vice President Janet Silosky consistently voted in line with commissioners Mary Kay Ludemann and Larry Newton instead of President Peter Hurtado and Commissioner Peter Steinys. One of those votes will lead to new board elections, which will take place in May after the board brought the board manual in line with standards set by the Illinois Association of Park Districts.

The resolution changes board elections from every two years to every year. Because the current board officers were elected in May, their terms will end at the May 6 board meet-

ing.

Vice President Janet Silosky said she worked with Ludemann and park district lawyer Matt Campbell to put the resolution on the agenda.

“There’s going to be a new president,” Silosky said. “It absolutely needs to take place.”

Silosky told The Herald-News Monday that she found out she wasn’t being informed properly about key issues that affected her vote with Hurtado and Steinys in the past, and she wanted a new president to take the board.

Hurtado and Steinys also voted for the change, with Hurtado saying he doesn’t mind if the board elects a new president because the powers of the position are limited.

Silosky voted with Ludemann and Newton on all motions, and the three commissioners defeated a purchasing policy change that would require board approval for bills of more than $10,000.

The new majority also defeated a motion supported by

Hurtado to take away personnel decisions from the executive director, and settled an agreement with a labor union stemming from alleged labor law violations, with Steinys dissenting.

Discussion on Hurtado’s initiative to create an ethics commission and a public advisory committee, and implement a transparency checklist were tabled.

The board also unanimously approved working with the Illinois Association of Park Districts to conduct a new executive director search. The search would last three to four months and cost about $9,500.

Even after promising things will change in the park district with her vote, several district residents still asked Silosky to resign along with Hurtado and Steinys.

“You will never get the public back on your side. It’s too late,” resident and village trustee Margie Bonuchi said, adding that their decisions have left a negative light on Plainfield.

Opinions voiced over Evergreen Terrace

By BILL WIMBISCUS bwimbiscus@shawmedia.com JOLIET – The issue of Evergreen Terrace has been the topic of several closed sessions of the Joliet City Council over the past few months.

Not so Tuesday night, when just about everyone sounded off on the low-income housing development in the 300 block of Broadway Street, which the city has been trying to condemn since 2005.

Mac Willis, president of Unity Development Corporation, which promotes creation of neighborhood councils in District 4 and 5, launched the discussion with an endorsement of the city’s condemnation efforts.

“An overwhelming majority of our constituent organizations and the residents they represent strongly support the city’s takeover of Evergreen Terrace,” Willis said.

Mayor Tom Giarrante read a similar endorsement from

the St. Pat’s Neighborhood Association.

“St. Pat’s and CAPA [the Cathedral Area Preservation Association] want the city to stay the course in the condemnation of Evergreen Terrace,” said Carol Ann Heinemann, St. Pat’s president, in the statement.

Terry Morris, one of four city councilmen to tour the facility last week, said that while Evergreen Terrace appears to be better managed, he still had concerns over density levels.

“I think there is still a need for the city to get control,” Morris said.

Councilman Bob O’Dekirk said he wanted to see specifics on the city’s potential costs, options and a plan for moving forward discussed openly by the council.

A former police officer, O’Dekirk said the council was right in taking on Evergreen Terrace in 2005 because of crime and living conditions there. “But it’s not 2005 any-

more, it’s 2014,” O’Dekirk said.

Councilman Larry Hug questioned both the cost of demolishing the property and rebuilding or relocating 115 units.

He estimated demolition costs at $750,000 to $1.25 million, with new building or relocation costing another $7 million. Court costs, if the city wins the condemnation suit and Evergreen Terrace owners seek an appeal, could run another $4 million, Hug said.

Ultimately, the project could cost the city more than $30 million, he said.

Giarrante said he had spent time in the facility when he was a fireman and that the conditions were deplorable.

Giarrante said funding for redevelopment of the facility would come from the U.S. Department of Housing and Urban Development, and the property would be managed by either a contracted firm, or even the Housing Authority of Joliet.

will raise $70 million in tax revenue in the first five years and $340 million during a 30-year period, create construction jobs and boost the economy.

Supporters also say the tollway will alleviate congested traffic on Interstate 80 and along area roads clogged by trucks from the growing number of intermodal freight terminals in Will County.

But land and homeowners don’t see it that way. Anthony

Basile, 72, said he and his wife have attended public hearing after public hearing during the last couple of years to fight against the massive highway project.

But they fear they’re fighting a losing battle.

“We don’t know what to do.

We’re pulling our hair out,” Anthony Basile said. “If I could see how this thing was actually going to do a bunch of good for a bunch of people, then I’d go for it. But this is a losing prop-

osition.”

The latest proposed route, presented at two public hearings last month, forces 42 residents, 29 farmsteads and five businesses to relocate, and affects about 3,100 acres of farmland, according to the Illinois Department of Transportation’s latest environmental impact study.

“Somebody said this at the last public hearing. If they buy you out and you can move someplace else, you’re better off,” Lempeotis said. “I don’t know what’s worse. No one’s listening to us anyway.”

Paula and Anthony Basile set out 23 years ago to transform a plot of land in Manhattan into their dream home – a dream that now stands in the path of the Illiana Expressway.

The Basiles’ 10 acres of land today includes flower and vegetable gardens overlooking a concrete pond, a large metal pole barn and an ornamental pear tree that they cherish because it was planted by their youngest son.

“It’s a home. It’s not a house,” said Paula Basile, 68, as she peered out the window of her South Cedar Road home Monday. “This was only a wheat field before. That’s what makes this so heartbreaking.

This is our home.”

The proposed route for the Illiana Expressway, connecting Interstate 55 in Wilmington to Interstate 65 near Lowell, Ind., affects not just the Basile property, but dozens of others, including neighbor Alan Brown. Brown’s 10 acres also is in the direct path of the proposed tollway.

“I moved down here 21 years ago. I bought the 10 acres for investment and wanted to give it to my kids someday. I put a lot of money into this piece of land figuring I’d be here for a long time,” said Brown, 45.

Basile family lives Virginia Hamann, who operates an 80-acre dairy farm in Will County with her husband, Brian, and fatherin-law, Bruce.

People coming from the west on Kennedy Road in Peotone can get a clear view of the Hamanns’ metal pole barn, which Virginia painted last year to send a message to state officials in big, red and bold letters: “No Illiana – This! is! our! farmland!”

Virginia Hamann, one of the leading members of No Illiana For Us, a group of property owners fighting against the project, said she painted the message on her barn when surveyors started coming around her property a couple of years ago.

“That’s when I told my husband I’m painting the side of the barn,” she said. “It’s still ours and I told him I’ve had enough of it.”

Despite steady opposition at public hearings from homeowners and environmental groups, state officials continue to push forward with the project, which must first win federal approval. That’s expected to come as early as May when a team of private investors can be named.

Mode Theatre building Trial begins in slated to reopen in August 2007 murder USF is turning it into downtown classroom space

By BILL WIMBISCUS bwimbiscus@shawmedia.com JOLIET – The University of St. Francis is moving ahead with plans to develop the former Mode Theater Building into a downtown classroom and office facility later this year.

The university plans to move its recreation, sports and tourism management, criminal justice and a business incubator program into the three-story, 18,000-square-foot building at 16-18 W. Van Buren St., Don Fisher, USF’s manager of buildings and grounds, told the Joliet City Council at its Monday pre-council session.

“It’s a fantastic use, and the location for USF is perfect,” Fisher said.

The former theater was converted into office space in the 1980s. Since then, the building fell into disrepair and eventually was foreclosed upon. The property was donated to USF by Harris Bank about a year and a half ago, Fisher said.

The project was before the council Tuesday for approval of placement of a ComEd transformer and heating and air conditioning equipment in the alley behind the building, which has been closed to vehicular traffic since the 1980s.

restoration project is scheduled for July 1, with classes to begin Aug. 1, Fisher said.

The facility will house 20 faculty and staff members, and serve hundreds of students daily, Fisher said.

Students will be shuttled from USF’s main campus, so the influx will have a limited effect on downtown parking, he said.

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – The murder trial began Tuesday of a Joliet woman accused of killing a Romeoville teenager in 2007.

The opening statements prosecutors and defense attorneys presented to Judge Carla Alessio-Policandriotes and jurors differed little regarding what happened to Javier Barrios, 18, on Oct. 28, 2007.

But Assistant Will County State’s Attorney Frank Byers said Gabriela “Gabby” Escutia, now 25, “wanted to get her more recent boyfriend [Barrios] out of the way” while she was reconnecting with Ricardo Gutierrez.

Defense attorney Neil Patel said Barrios’ escalating pattern of domestic abuse made the young mother afraid of what he would do to her when they met at the Meijer Gas Station near Route 59 and 135th Street in Plainfield that afternoon.

Patel said Escutia was working at a cellphone kiosk in the Louis Joliet Mall when she met Barrios earlier that summer. But despite an initial attraction, she decided he “wasn’t mature” and tried to guide the relationship into a friendship.

After some fights turned physical – including one

where Barrios slapped and choked her in front of witnesses – Escutia got an order of protection against him, Patel told the jury.

Byers said Escutia was staying with Gutierrez when she arranged to meet with Barrios and “resolve some things” that afternoon. Escutia arrived in a car with Gutierrez and a female friend, but walked over to Barrios’ Chevrolet Suburban by herself.

Escutia was wearing a glove on one hand and had a pair of sweatpants that contained a handgun, both attorneys said. She shot Barrios once through the chest and the gun jammed, they agreed.

Barrios got out of the Suburban and ran toward a nearby field while Gutierrez cleared the chamber and shot him again. Gutierrez was convicted of murder in a separate jury trial last year and was sentenced to 68 years in prison.

Escutia and Gutierrez left the parking lot after the shots and went to a see a movie that night. The order of protection Escutia had against Barrios led police to question her the next day.

Prosecutors said Escutia confessed much of what happened to detectives during that interview, which is expected to be shown to the jury Wednesday.

Man defends his decision to take tiger cub into Lockport bar

LOCKPORT – A man says he will fight charges for taking his tiger into a bar and on a walk downtown.

John Basile, who runs the Big Run Wolf Ranch, said he didn’t break the law when

he took the leashed 50-pound Siberian tiger named Shere Khan out in public.

At 7:33 p.m. Feb. 16, a police officer saw Basile walking the leashed animal on Ninth Street near Uncle Ritchie’s.

Basile said Tuesday that the 5-month-old tiger was in the bar for 15 minutes while

he advertised an upcoming local event. The cub drank milk from a bottle and took a nap.

“I wanted people to see the tiger in order to promote the Wildfest event at Lockport East High School [the following Sunday]. Nobody was harmed and then I brought Khan to the event

where there were 1,300 people,” Basile said. “I’ve been [working with wild animals] for 30 years, I wouldn’t want the risk or liability from being reckless with one.”

Big Run Wolf Ranch is a licensed educational facility that also cares for 10 wolves, bears and a mountain lion.

Basile has an animal exhibitors license that allows him to bring his animals out in public.

Basile, 57, is scheduled to appear in court March 28.

He is charged with two misdemeanors: reckless conduct and possession of a dangerous animal.

Presence concludes investigation into missing data

By FELIX SARVER fsarver@shawmedia.com JOLIET – An investigation into missing patient schedules has closed with no indication that the information was misused, Presence Health officials said.

Since Oct. 22, officials have been unable to locate operating room schedules that went missing from the Surgery Center at Presence Saint Joseph Medical Center.

Presence Health spokeswoman Angela Benander said it hasn’t been determined if

the information was stolen or misplaced.

In October, when it was discovered that operating room schedules were missing, officials ran an investigation and tried to recover the schedules.

On Feb. 5, they alerted 874 patients that their information was missing.

That investigation has been closed without the information being recovered.

Benander said there have been no reports that the information was misused. And hospital officials have taken steps to prevent another such incident

Police seeking information on fatal Joliet hit-and-run

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Police are asking the public for information on a hit-and-run crash that killed a 62-year-old man last month.

Anthony Bausal was walking home about 11:56 p.m.

Feb. 22 from Crow’s Nest bar on Center Street when he was struck by a vehicle that drove away from the scene, authorities said.

Bausal was found in the middle of the road between Russell Street and Frank Avenue, which is between the bar and his house.

“This is still being actively investigated,” Chief Brian Benton said. “We have followed up some leads and reviewed surveillance video from business-

es in the area.”

No witnesses to the crash have been found, and police are asking for any help in the investigation, police said last week. Investigators spoke with neighbors, did a reconstruction of the scene and are trying to determine the vehicle make or model from debris left on the scene.

Basaul’s daughter, Jennifer Weatherspoon, 29, of Harvey, said police have told the family the investigation will continue.

The family will be passing out fliers asking for information in the area later this week, Weatherspoon said.

Presence officials also noted the missing schedules did not include any bank numbers, financial account num-

bers, home or email addresses, phone numbers, insurer names or insurance numbers.

In February, officials decided to take precautions by offering all affected patients complimentary credit monitoring services for one year through Experian’s ProtectMyID Alert.

They urged patients to use the program and take steps to monitor their credit.

Presence Saint Joseph Medical Center in Joliet is part of Presence Health, an Illinois Catholic health system that has more than 150 locations throughout the state.

Fire hits house on Willow Avenue

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Fire caused heavy damage to a house and later rekindled Monday night.

Lt. Mike Nurczyk said the home in the 200 block of Willow Avenue was occupied

while it was being rehabbed.

But the residents and their pets were able to escape when the blaze was reported at 5:39 p.m.

Firefighters were at the scene about 2½ hours before the fire at the two-story house was extinguished. The cause

of the fire was still being investigated Tuesday, but it appears to have started in the fireplace area, Nurczyk said.

“The structure was declared uninhabitable, and there was a rekindle around 11:30 p.m. that also had to be put out,” he said.

Teen gets 13 years in prison for 2012 shooting

Charges await man who fired shotgun

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – The man police say refused to come out of his house after firing off a shotgun Sunday will face charges.

Christopher R. Koehn, 30, remained hospitalized Tuesday for mental evaluation following the incident.

But police received an arrest warrant Monday charging Koehn with reckless discharge of a firearm, which carries a $100,000 bond. That warrant will be served whenever Koehn is released from medical care, Joliet Police Chief Benton said.

About 4:30 a.m. police were sent to the 200 block of South

Hammes Avenue after shots were reported. Witnesses said Koehn had fired a shotgun and gone back inside. Nothing was struck by the rounds, Benton said.

Police surrounded the house but received no response from Koehn, who was alone inside, Benton said. A SWAT team went in and took him into custody about four hours after the shots were reported.

Koehn was taken to Presence Saint Joseph Medical Center for a psychiatric evaluation, but was later transferred to a hospital in Chicago. Benton said Koehn had no physical injuries that required medical treatment when he was found in his residence.

will be transferred to prison from juvenile detention when he turns 17 in May, according to reports.

In exchange for Baggett’s pleading guilty, prosecutors dropped the attempted murder and other charges he had faced since shortly after the Aug. 27, 2012, incident. If convicted on

all counts, Baggett could’ve been sentenced to 50 years behind bars.

Police said Baggett, a sophomore, argued with two students on campus earlier that day and returned with a gun at 4:05 p.m. Baggett chased the pair through the parking lot, firing a revolver. No one was

injured, though one window was shattered.

The school was placed on lockdown for 40 minutes. Baggett was arrested the following night after being identified from surveillance video, police said. Baggett allegedly had ammunition in his pockets when he was taken into custody.

2013 was $565 million.

“Each year in the life of the agreement – which will run through 2017 – there will be a $5 million drop per year,” Henderson said of the new agreement’s tax schedule.

“With the bottom number being around $490 million.”

Countywide, residential property values will experience about a 1 percent or more decrease, Henderson said, which could hurt the county’s revenues this year.

Bond payments also are a concern because payments are scheduled to jump higher each year until they hit about $1.4 million in 2029, Severson said.

“We have got to be very careful because those are creeping up,” he said.

To account for future financial strain and budget reductions, the county is exploring ways to recoup revenue, including increasing sales tax.

Severson stressed a tax increase is something he wants

to avoid, but the county wants to be prepared in the event the county loses Channahon’s point-of-sale tax revenue.

The topic was discussed briefly at the Grundy County Finance Committee last week.

The tax increase would be a public safety tax, meaning it could only be spent on public safety related expenditures.

The added charge would raise the sales tax rate from 6.25 percent to 6.75 percent, Grundy County Auditor Tawnya Mack said during the finance meeting.

Mack said the increase could potentially generate millions in revenue for the county. The tax would have to be approved by referendum.

“I’m not really in favor of the public safety tax and I think it will be tough to sell,” Severson said during the address. “A lot people feel they are taxed too much, but we’re going to talk about it.”

tax strategies used in Channahon, but he applauded the county’s efforts to reach tax settlements with Dresden, Equistar and Midwest Generation.

“I think by this spring, we will have all three of these cleared up,” he said during his speech.

The county recently approved a settlement agreement with Midwest Generation that wipes away a $19 million liability and opens up the former Collins Station property for new development.

Currently, the 2,000-acre property generates about $900 in tax revenue for the county, Henderson said. Since the land is located within the first Economic Development Project Area and is equipped to house an industrial plant, the county hopes to redevelop the property and generate more property tax revenue.

The EDPA is a tax zone that allows the county to negotiate taxes for eligible projects, creating a new investment in the zone.

A tax dispute with Equistar is next in line to be resolved. An agreement should be approved at next month’s county board meeting, Severson said.

“With that agreement, the county will receive a pilot payment of about $296,000,” Severson said.

Minooka taxing districts also should receive substantial payouts from the Equistar settlement.

An agreement locking the equalized assessed property value of Dresden Station for the next few years also is on the way.

Henderson said the county expects Dresden’s assessed value will decline and is drafting a fair agreement to reflect the decrease in value. The plant’s assessed valuation in

Channahon hiring BBBS announces fundraiser new police officers THE HERALD–NEWS

By JEANNE MILLSAP Shaw Media Correspondent CHANNAHON – Channahon is hiring two replacement police officers this month, and the first one was sworn in during Monday evening’s Channahon Village Board meeting.

Zachary Entwistle, from Morris, is finishing up a criminal justice degree at Illinois Valley Community College.

He also is in the Illinois National Guard and has served overseas in Korea. Entwistle currently is employed as a construction laborer.

While he was a student at Morris Community High School, he also was a member of the Channahon Police Cadet Program. Channahon Police Chief Jeff Wold told the Village Board that Entwistle was the top candidate for the position after taking a written test, a psychological test, a polygraph, a power test, medical examinations and going through the interview process.

A second officer will be sworn in at the Village Board’s March 17 meeting.

Also this week, Finance Director Bob Guess gave trustees an overview of several budget-related items, leading up to the presentation of the new budget later this spring.

The number of personnel in the village will continue status quo, he said. There will be no new positions created and no increase in the village’s portion of property taxes.

The current fiscal year, which ends in April, will see an approximate surplus of $406,505 in the village’s general operating fund, Guess said.

This will be the third year in a row the village will have an operating budget surplus. The total property tax level will be up about $60,000 more last year, and most of that will go into insurance fees. The EAV will drop about $20 million from last year.

Additionally, the state income tax that goes to the village will be about $8,000 more next year than this year, Guess said. The tax is based on the number of residents.

Channahon’s population is 12,560, and the village will see $97.80 per capita from that tax.

There was a large increase in the winter operations budget this year, Public Works Director Ed Dolezol told the board. The high snow totals increased overtime 180 percent more than was budgeted.

One correction Guess made was in the amount of sewer rate increases residents will see in the upcoming fiscal year. The sewer fund is in the red, and the village plans on increasing fees for the next three years to make up for the recurring deficit. There is currently a $487,000 deficit in the fund, with a $658,000 deficit projected. Last week, Guess estimated the increases would average $3.70 a month. That figure will more likely be an increase of an average of $1.80 per month, he said this week.

New Lenox school champion in ‘Recycle-Bowl’ THE HERALD–NEWS NEW LENOX – Arnold J. Tyler Elementary School was the Illinois champion in “Recycle-Bowl,” a national competition.

The New Lenox school recycled 32 pounds of plastic, paper and other materials, according to a news release.

“Recycle-Bowl” is spon-

sored by Keep America Beautiful and Nestle Waters of North America.

Arnold J. Tyler Elementary School received $1,000 as an award for being Illinois champion in the competition. An award ceremony was at the school Feb. 25.

The competition was open to schools from elementary through high school. Par-

ticipating schools recycled as much as they could from Oct. 15 through Nov. 15. The amount of materials recycled nationwide added up to 6.4 million pounds, according to the news release.

Police: Known drug dealer arrested

By BRIAN STANLEY bstanley@shawmedia.com BOLINGBROOK – Police say a known crack dealer was seen making a sale Thursday night.

Metropolitan Area Narcotics Squad Director Mike Weber said Ian A. Smith, 36, was not the target of an investigation but was spotted by passing agents.

“They recognized Smith from previous arrests and watched as he and the occu-

pant of another car conducted a hand-to-hand drug transaction,” Weber said.

Police arrested Smith and seized a half-gram of crack, Weber said.

Smith, of the 2800 block of West Fillmore Street in Chicago, was booked into the county jail on charges of drug trafficking, drug possession and driving with a suspended license.

According to jail records, Smith was arrested in 2007 and 2011 on drug charges in Bolingbrook.

Born on May 1, 1944 in Cicero, Illinois, he is the son of the late Paul and Julia (Gudaidis) Gerches.

Dennis was united in marriage to Jewel Reichelt on October 7, 1991 in Joliet. Dennis and Jewel often spent time in the Shawano area and after Dennis' retirement, the couple moved to Shawano, where he enjoyed learning to golf, finding he had a natural gift. He also enjoyed fishing on Shawano Lake, and became a valuable player in the local dart league. Dennis enjoyed traveling with Jewel and her brother and sister-in-law, Fred and Diane, especially cherishing the trips to Arizona and Hawaii. He absolutely loved life and was often heard telling jokes.

She was born Frances Lukowski on July 31, 1926 in Chicago, the daughter of the late Paul and Anastasia Lukowski. She was the sister of the late Anthony, Bernard, and Florian Lukowski, Marie (late Edward) Kaminski, Julia (late Rudolph) Struzch and Helen (late Frank) Liebner.

She was an Extern Poor Clare Colettine nun, entering and taking her vows in the Perpetual Adoration Monastery on Laflin Street in Chicago, before the community moved to her new monastery in Hickory Hills.

She is survived by numerous nieces, nephews and her religious Sisters at Annunciation Monastery in Minooka.

She studied at St. Bronislavea School and Brown High School, and graduated from Loretto Academy, in Woodlawn. Before entering the monastery in 1959, she was employed by the Aetna Insurance Company. She served in Corpus Christi Monastery in Rockford before helping with the new foundation in Minooka in 1995. As an Extern Sister who does not take the vow of enclosure, she was known by many of our friends and benefactors and she deeply

Mike Perdun, who was home with his 10-year-old daughter the morning his house was destroyed by the 190 mph tornado, said he had been reminding the girl and his 14-year-old son that the sirens would sound Tuesday morning.

“They know what they [sirens] are for and they weren’t nervous about it,” he said.

Budget seeks cuts in Great Lakes program

By JOHN FLESHER The Associated Press TRAVERSE CITY, Mich.

– President Barack Obama’s 2015 budget requests the least spending yet on a Great Lakes cleanup program his administration has championed, but an official said Tuesday the cutback does not signal eroding support for the cause.

Obama established the Great Lakes Restoration Initiative the first year of his presidency, based on a priority list compiled by government officials, scientists and advocates who warned the inland seas’ food webs and other ecological systems were in danger of unravel-

ing from long-festering environmental ills. The lakes hold about one-fifth of the world’s surface fresh water and meet the needs of more than 30 million people.

After putting $475 million for the program in his 2010 budget, Obama has sought roughly $300 million in each subsequent year – and Congress has gone along, reflecting strong bipartisan support among lawmakers in the eight-state region who often agree on little else.

But his spending blueprint for the fiscal year beginning Oct. 1 proposes just $275 million, which U.S. Environmental Protection Agency chief Gina McCarthy said is indicative of a

broad push for spending restraint. Her department, which oversees the Great Lakes program, would absorb an overall $310 million cut under the president’s plan.

“The administration is very supportive of the Great Lakes Restoration Initiative,” McCarthy said in a phone conference, adding that the proposed cut “represents no lack of commitment ... and it represents a significant continued investment.”

The Healing Our Waters-Great Lakes Coalition, which represents 120 organizations in the eightstate region, said it was disappointed.

CHICAGO – Children in the central Illinois community of Washington reacted calmly to a test of the tornado sirens that were sounded Tuesday for the first time since November when a deadly twister leveled whole blocks of houses and killed one person, the school superintendent said.

“It went very well, there were no problems whatsoever,” said John Tignor, superintendent of Washington Grade School District 52, a two-school district of 970 children. “No students seemed upset at all by it and they continued their normal class activities throughout the drill.”

He said he received no reports that any students needed to speak to the counselors who were standing by.

Obama’s budget: Election-year themes to rally Dems

By ANDREW TAYLOR The Associated Press WASHINGTON – President Barack Obama’s election-year budget seeks to rally fellow Democrats with new help for the working poor and fresh money for road-building, education and research. It also pulls back from controversial cuts to Social Security that had been designed to lure Republicans to the bargaining table.

Otherwise, Tuesday’s $3.9 trillion submission for the 2015 budget year, which begins in October, looks a lot like Obama’s previous plans.

It combines proposals for more than $1.1 trillion in tax increases on the wealthy with an array of modest initiatives such as job training funds, money to rehabilitate national parks and funding for early childhood education.

“Our budget is about choices. It’s about our values,” Obama said at a Washington elementary school. “As a country, we’ve got to make a deci-

sion, if we’re going to protect tax breaks for the wealthiest Americans or if we’re going to make smart investments necessary to create jobs and grow our economy and expand opportunity for every American.”

Obama’s previous budgets have mostly gone nowhere, and that’s where Tuesday’s submission appears to be headed as well. Instead, Congress is likely to adhere to last year’s mini budget deal as it looks ahead to midterm elections this fall.

Said Paul Ryan, the Republican chairman of the House Budget Committee: “This budget isn’t a serious document; it’s a campaign brochure.”

The president unveiled his budget eight months before congressional elections in which Republicans are expected to gain seats in the House and have a chance of seizing control of the Senate. GOP control of Congress in the final two years of his presidency would leave his agenda in tatters.

by Ryan, R-Wis., and Sen. Patty Murray, D-Wash. But it also proposes a $55 billion “Opportunity, Growth, and Security” fund that would supplement the 2015 limit on agency operating budgets set by the Ryan-Murray agreement. Half of

the additional money would be for defense and half for domestic programs. And the increase would continue into the future.

All told, Obama proposes $304 billion above existing limits on agency operating budgets over the coming five years, an almost 6 percent increase.

This includes extra spend-

ing for the Pentagon for readiness, repair of deteriorating military bases and the purchase of aircraft. On the domestic front, the plan promises grants to states for preschools, new research financed by the National Institutes of Health and modernization of aviation safety systems, among other initiatives.

The White House also is dropping a proposal to reduce the annual inflation increases for people on Social Security.

This proposed “chained CPI” change is seen as a no-brainer by budget hawks, and was a key request of Republicans in previous, failed rounds of budget talks. But it was widely panned by most Democrats and allies including the AFLCIO. The White House says it remains on the table if Republicans want to pursue a “grand bargain” on the budget that would include tax increases.

The Obama budget projects a 2015 deficit of $564 billion and a shortfall this year of $649 billion.

MOSCOW – Stepping back from the brink of war, Vladimir Putin talked tough but cooled tensions in the Ukraine crisis Tuesday, saying Russia has no intention “to fight the Ukrainian people” but reserves the right to use force.

As the Russian president held court in his personal residence, U.S. Secretary of State John Kerry met with Kiev’s fledgling government and urged Putin to stand down.

“It is not appropriate to invade a country, and at the end of a barrel of a gun dictate what you are trying to achieve,” Kerry said. “That is not 21st-century, G-8, major nation behavior.”

Although nerves remained on edge in the Crimean Peninsula, with Russian troops

firing warning shots to ward off Ukrainian soldiers, global markets jumped higher on tentative signals that the Kremlin was not seeking to escalate the conflict. Kerry brought moral support and a $1 billion aid package to a Ukraine fighting to fend off bankruptcy.

Lounging in an arm-chair before Russian tricolor flags, Putin made his first public comments since the Ukrainian president fled a week and a half ago. It was a signature Putin performance, filled with earthy language, macho swagger and sarcastic jibes, accusing the West of promoting an “unconstitutional coup” in Ukraine. At one point he compared the U.S. role to an experiment with “lab rats.”

But the overall message appeared to be one of de-escalation. “It seems to me [Ukraine] is gradually stabilizing,” Putin said. “We have no enemies in

Cutting back the Army you have In evaluating Defense Secretary Chuck Hagel’s proposed downsizing of the U.S. military, particularly the active-duty Army, it’s worth remembering the words of a predecessor.

“As you know, you go to war with the Army you have,” Donald Rumsfeld said in 2004. “They’re not the Army you might want or wish to have at a later time.”

This was even as the Iraq war, after a dominant race to Baghdad, was blowing up in Rumsfeld’s face, in part because his goal of a smaller-footprint, agile and nimble fighting force left out some crucial and unanticipated details, like what to do about ground and enemy troops conquered en route to what appeared to be the ultimate goal.

Today, Hagel, once a sharp Bush administration critic, also wants a more nimble fighting force that relies less on material and manpower, each of which comes at a cost to the federal budget.

Hagel would be wise to make sure his team’s cuts do not go so deep as to hinder future presidents in confronting the world’s dangers.

The reality, as Hagel puts it, would leave the U.S. with its smallest active-duty Army since before World War II. Going away would be the entire fleet of A-10 “warthog” anti-tank planes, other weapons systems and some benefits that supplement service members’ pay.

Also gone would be the thought of a U.S. military capable of fighting two major conflicts simultaneously.

Adm. Michael Mullen, former chair of the Joint Chiefs of Staff, called America’s debt “the most significant threat to our national security,” and the need to include the military in each round of budget cuts is one reason. But even as we acknowledge that inevitability, we’d love to see Hagel’s boss show some of the same enthusiasm for tightening other line items in his budget, too.

Tax increase remains questionable SPRINGFIELD – Back in 2011, Illinois began snatching away an extra week’s worth of our pay.

At the time, we were assured of two things: The tax hike was necessary, and it would be temporary.

But like so much that politicians tell us, both statements are questionable.

First of all, we were told that the increase was necessary to help put the state’s fiscal house in order and to pay down the backlog of unpaid bills.

But even after jacking up our taxes the state’s fiscal condition is pathetic.

Springfield is paying its bills many months late, the state pensions are the worst funded of any state and Illinois’ credit rating is in the crapper.

Instead of using the extra tax dollars to pay down bills, Springfield politicians used it increase spending.

That shouldn’t come as a surprise.

Most politicians are far more comfortable spending than saving.

After all, it’s what they do best.

And, for the record, there are plenty of myths surrounding this tax hike.

REEDER REPORT Scott Reeder The most persistent – and most annoying – is that the politicians only raised our income taxes by 2 percent.

Even as abysmal as I was in high school math, I can tell you that raising the income tax rate from 3 percent to 5 percent is a tax hike of 67 percent – not 2 percent.

The fact that so many politicians persist in claiming it was only 2 percent makes one wonder if: A. They aren’t real bright.

B. They aren’t particularly honest.

C. That’s what their leaders have told them to say.

D. All of the above.

It being Springfield, any of these answers may be correct. Some would have you believe this tax hike is picayune – hardly noticeable for the average household.

Nonsense. The tax hike alone is the

equivalent of one week’s pay for every worker in Illinois.

And what have workers gotten in return? Not much.

The state is still broke. Spending is on the upswing. Bills are still going unpaid.

Some lawmakers and pundits are saying it’s time for Illinois to make the tax hike permanent while others are saying perhaps we ought to move back the law’s January 2015 sunset date.

To both proposed laws I can only say, baloney. The state hasn’t used the extra money wisely this year or in 2013, 2012 or 2011…

State revenues are at their highest level in Illinois’ 198-year history.

Springfield has a problem with spending – not revenue.

It’s time for our lawmakers to say “goodbye” to the tax hike and embrace difficult spending decisions.

Drug addiction should be treated medically To the Editor: I think the time is right to consider drug abuse as an addiction that should be treated medically rather than criminally. Of all the addictions that are out there, drug addiction stands alone on this issue.

There are many advantages of legalizing drugs. If drugs were to be sold under government control the cost of such drugs would decrease drastically. Drugs could be

purchased wholesale and sold for a more reasonable price.

The government would profit from the sale because of the revenue generated by the tax on the drugs.

Drugs could be made under regulations to assure proper handling and made as safe as possible. We would not have to rely on overseas supply. Gangs and organized crime would have to find other ventures for their income. Crime against people in the form of robbery, theft, break-ins, etc., used to finance their drug habit would decrease to a large extent.

Prisons are busting at the seams with the majority of inmates there on convictions related to drugs. We would not have to build new prisons and would not have to pay for the expense of keeping them there.

Taxpayers pay about $50,000 a year per inmate.

This money could be spent on training and educating to help people get employed and useful to society. Hopefully a lot more families would have two-parent families, which will make for a lot better tomorrow for a lot of people.

We need to address this issue now. It will only get worse. We need only to look at south of our border to see what happens when the battle over control of illegal drugs gets out of hand.

The world’s challenges are similarly difficult to forecast, yet the U.S. will remain, for decades to come, atop a very short list of superpowers to call in a crisis. That burden has

To the Editor: On behalf of the Illinois Manufacturers’ Association, I applaud Congressman Adam Kinzinger’s recent support for common sense immigration reform that will help drive economic growth and job creation in the United States. The IMA represents thousands of companies that employ nearly 580,000 highly-paid workers and contribute the single largest share of Illinois’ Gross State Product. Manufacturing accounts for 93 percent of Illinois’ exports. Our companies are the most productive in the world, far surpassing worker productivity in other major manufacturing economies.

Despite our successes, Illinois companies face a shortage of qualified workers. Nearly 80 percent of the current American manufacturing workforce is between the ages of 45 and 65. One-third of these workers are between 55 and 64 years old and close to retirement.

Illinois alone is losing on average 35,000 of its 580,000 manufacturing workers to retirement each year. We need comprehensive immigration reform, so businesses can have access to a qualified pipeline of workers to replace an aging workforce, increase productivity, expand their operations and keep the industry strong.

A 2011 survey conducted

by Deloitte and the National Association of Manufacturers’ Manufacturing Institute found that even with unemployment hovering close to 9 percent, American manufacturing companies could not fill 600,000 vacant positions for skilled workers, including 30,000 positions in Illinois. Without immigration reform, the shortage is expected to grow over the next three to five years.

It is important that we get this done this year. Immigration reform cannot wait another year. We are heartened to have the support of Congressman Adam Kinzinger, who is fighting for Illinois manufacturers who play a critical role in Illinois’ economy and support a strong, prosperous middle-class America.

The Hilltoppers extended their modest lead midway through the second half and did all the things good teams do to put games away Tuesday night en route to a 70-51 victory over No. 1 seed Lincoln-Way West in the semifinals of the Class 3A Plano Regional.

“We didn’t turn the ball over, we were getting every key rebound, we played defense and we made all our free throws,” JCA coach Joe Gura said, detailing the success formula.

Indeed, the fourth-seeded Hilltoppers (10-20), who beat Chicago Christian, 50-44, Monday to earn a berth in the semifinals, hit 15 of their first 16 fourth-quarter free throws and were 26-of-34 for the game.

They also outrebounded the Warriors 36-32 and shot 52.6 percent on 20-of-38.

JCA will meet the winner of Wednesday’s Tinley Park vs. Plano semifinal Friday night for the regional championship. West (12-14), which had beaten the Hilltoppers 5958 in the Romeoville Christmas Classic, finished with a six-game losing streak but was not playing that badly.

“Their young kids outplayed my young kids,” Warriors coach John White said.

“Coach Gura, who is an excellent coach, rolled the dice and packed it in. We’ve been a good shooting team, but we didn’t shoot well tonight.”

West finished at .323 on 20-of-62 and was 7-of-36 from 3-point range. That included 1-of-14 from long range in the fourth quarter, when the Hilltoppers scored 19 of their 21 points from the free throw line.

“We’ve had some very hard practices with very intense drills,” said JCA sophomore guard Harold Davis, who finished with 18 points.

Jalen Jackson scored 16 of his game-high 24 in the first half. Colton Kolowski, who was 10-for-10 from the free throw line, and Luke Mander scored 10 apiece and grabbed 13 rebounds to go with seven points.

“When we got the lead we just kept going,” Davis said.

“We didn’t let up. And it all comes from how we’re practicing.”

“Harold is a kid who wasn’t starting earlier in the year, and he really wanted to,” Gura said of Davis. “He worked on the things he needed to, and he has been one of our better players.”

Gura’s Joliet Catholic teams won three and four games, respectively, the last two years.

“It’s one thing for a coach to say we’re getting better,” he said. “But for us to to beat the No. 1 seed, beat a good team the day before and go to the

regional final, that’s an attention grabber.

“The program had to be built piece by piece, and this is a huge chunk. Now the kids don’t feel this is enough. They want to win the regional. We played good fundmental basketball, and I couldn’t be happier.”

West’s Hayden Witt finished his outstanding career with 19 points for West, and he was one of precious few seniors on the floor. Freshman guard Marco Pettinato chipped in 11 points and Jon Marotta had 11 rebounds.

“The basketball gods shined down and we didn’t get the light shined on us,” said White, whose team’s last lead was 4-3 midway through the first quarter. “Credit to JCA. “But I’m happy with where we are. We’re young on the varsity and had five freshman starters on a sophomore team that had a good record.”

By ROB OESTERLE roesterle@shawmedia.com PLAINFIELD – It’s not often that a basketball team can win a game without having the ball, but Providence Catholic did just that Tuesday night, using a skin-tight defense to defeat Thornton Fractional South 57-43 in the semifinals of the Class 4A Plainfield Central Regional.

The Celtics (14-14) advance to take on Marian Catholic in Friday night’s 7 p.m. final.

Providence held T.F. South to just one basket in the third quarter, along with just four

free throws, outscoring the Rebels 14-6 in the period to extend their 26-22 halftime lead to 40-28 entering the fourth.

“We finally decided that we were going to win with defense and rebounding,” Providence coach Tim Trendel said. “We protected the lane tonight as well as we have all season. I have been wanting to pitch a 10-point quarter or less all season. It was nice that it was the third because the third has been a problem for us all year. It wasn’t tonight, though.”

Miles Boykin led the Celtics with 18 points, including a pair of steal-and-slams. He also collected a team-high seven rebounds. Boykin, though, was hardly a one-man show.

Up and down the lineup were contributors for the Celtics.

Jake Rose came off the bench

to score 10 points, while Ryan Brankin had nine. Jack Brody also scored nine, as did Troy Howat. Nate Vajvoda had six rebounds and Rost added five.

“It was a total team effort,” Trendel said. “Everyone who was on the floor did something good for us. That was nice to see.

“We know we are going to have to play this type of defense Friday, so we’ll see what happens.”

Providence did not allow a basket in the third quarter until 1:22 remained, when Lawrence Lemon hit a putback bucket for the Rebels.

After that, Brankin scored, and Howat drained a 3-pointer at the buzzer to give the Celtics a 12-point edge.

In earlier action, Plainfield Central coach Steve

Lamberti knew it would take a perfect game from his Wildcats to have a chance against state-ranked Marian Catholic on Tuesday night in the semifinals of the Class 4A Plainfield Central Regional.

For the first six minutes of the game, he got it.

Then, a cold spell hit the Wildcat shooters, and Marian took advantage and took over.

With 2:00 to play in the first quarter, Plainfield Central’s Orlando Landery hit a 3-pointer to give his team a 13-12 lead. Unfortunately, it was the last Wildcat points until 5:54 remained in the second. During that time, Marian went on a 16-0 run, took a 28-13 lead and cruised the rest of the way en route to a 77-52 win.

“Our guys fought hard,

that’s for sure,” Lamberti said. “We had that bad stretch at the end of the first and start of the second. This [Marian Catholic] is a very good basketball team that has a chance to win a state title.

You can’t have a cold streak like we had against them. All of a sudden, we’re down 20 at halftime.

“Other than that second quarter, we played them pretty even. I am very proud of our guys. We started the season 2-7, finished the season with 14 wins and played one of the best teams in the state.”

Kentucky-bound Tyler Ulis led Marian with 17 points, all in the first half, while Robbie Brooks led Plainfield Central with 16. Brad Hund scored 11 for the Wildcats, while Logan Velasquez had eight points and 10 rebounds.

Morris, Bolingbrook boys hoops advance to regional finals STAFF REPORTS FAIRBURY – Basketball teams aspire to be figuratively on fire during postseason basketball games. Morris brought real fire into the equation as it prepared for the Class 3A postseason.

“They burned some things – old scores or something.

That was their ceremony. It’s a new season,” Morris coach Joe Blumberg said of his team, which had ended the regular season with four losses.

Whether the ceremony was responsible, the Redskins were back to their winning ways Tuesday. They lived up to their No. 1 seed in a semifinal at the Prairie Central Regional, defeating the fifth-seeded host, 53-39. Morris had only five turnovers, and before the fourth quarter, the Redskins were 15-for-29 from the field.

The Redskins’ three leading scorers on the season – Austin Patterson, Evan Bjelland and Jake Walker – all contributed.

Steelman rally past Crete-Monee Bloom Township beats Cougars to advance to regional final

Crete-Monee led 43-42 early in the fourth quarter and still was within 49-47 before the Steelmen rattled off 13 straight points, with Jones tossing in six points and Jonah Coble (9 points) scoring five points during that final run.

Antonio Dyson also scored 12 points for the Steelmen while Crete-Monee’s Tyler Williams tossed in 16 points to lead all scorers.

The Warriors led 14-9 after one quarter and built up a 26-12 advantage in the second period before the Steelmen started to make a game of it.

In the opening contest, Bloom shot out to a quick 7-0 lead and was up 24-8 at the first break and built up a 4016 halftime advantage.

The Cougars were paced by 12 points from Corey Evers while Calvin Brooks added nine points. Delvin Harris contributed seven points while Miles Snowden had six points.

Bloom received 20 points from Mickhiell Harris while Jared Johnson added 20 points and James Coleman chipped in with 15 points.

Struggling offense holds Minooka back

By T.G. SMITH tsmith@shawmedia.com BLUE ISLAND – For the Minooka boys basketball team the shots were just not falling Tuesday night. Playing Oak Forest at the Class 4A Eisenhower Regional, the Indians struggled to find the bottom of the net in the second half losing to the Bengals, 35-27.

Unlike on Monday night when Minooka came out strong against Lincoln-Way North, the Indians struggled at the onset against Oak Forest. Adam Alexander, in fact, had the lone basket for the locals as the Bengals led 7-2 at the end of the first quarter. Minooka was 1-of-9 shooting in the period.

Things picked up in the second quarter for Minooka and the game turned completely around. Shooting 5-of-11 in the frame, the Indians got nine points from Joe Bulter in moving out to an 18-10 lead by halftime.

“The difference there was us defensively. Our

motto the whole year is to defend and we defended there,” Minooka coach Scott Tanaka said. “That helps lead to some good offensive looks for you. That and Joe Butler knocked down some shots for us and it made things easier.”

Things would not go down so easily in the second half. In fact, Minooka made just three field goals after intermission out of 14 chances.

“The shots we got just would not go down,” Tanaka said. “We had numerous shots from within five to 10 feet ... got great looks. The ball just didn’t go in. I feel for the kids.”

Still, the game was tied at 25-25 with a little over three minutes to go when back to back turnovers led to field goals by Kyle Flanagan and Tom Shute. It fueled an 8-0 run that the Indians just could not recover from.

Joe Butler had 11 points for Minooka.

Minooka ends the season at 16-15.

CHICAGO HEIGHTS – It was a script that Joliet Central boys basketball coach Jeff Corcoran has unfortunately become all too familiar with this season.

His Steelmen get off to a slow start and then have to stage a comeback in order to win.

While that storyline played out again Tuesday, it nearly resulted in Central’s season coming to an early conclusion.

The Steelmen rallied from a 32-21 deficit early in the third quarter to defeat CreteMonee, 62-49, in the Class 4A Bloom Township Regional semifinals.

As a result, Central (189) advances to Friday’s 7 p.m. finals against the host Blazing Trojans (19-8), who defeated Plainfield South, 74-46, in the other semifinal game.

The Steelmen easily defeated the Warriors early in the season but the rematch in the postseason was a much different matter as CreteMonee led 30-19 at the break.

“I hate to say it, but I’m tired of comebacks,” Corcor-

an said. “We need to quit digging ourselves into a hole. At some point it’s going to come back and haunt us and tonight it almost did. But credit to our guys.

“It’s win or go home and that’s the motto that we’ve had since Friday at Lockport and the guys stuck to it. Our guys have counted on Jonah [Coble] the last few years to do something and he struggled, which he’s entitled to.

But other guys stepped up.

“Our guys didn’t go strong to the hoop in the first half and were throwing up dipsy-do shots. Some of that has to do with the pressure. And coach [Brian] Koehne told the guys at halftime and said that our rebounding was embarrassing. If we come and play that way against Bloom, they’ll bury us.”

Central used an 8-0 run midway through the third quarter to pull to within 3230. Jailen Jones (13 points) hit a layup and a 3-pointer during that spurt.

Then it was Jason McNear’s turn to get hot. The senior made four straight baskets, including two 3-pointers, to record 12 of his team-high 14 points.

Blackhawks fall in third period

By MATT CARLSON The Associated Press CHICAGO – Tyson Barrie scored a tiebreaking power-play goal with 7:10 left in the third period, and the Colorado Avalanche beat the Blackhawks 4-2 on Tuesday night for their third straight win.

The Avalanche reached the 40-victory mark faster than any team in franchise history. They also improved to 3-1 against the Blackhawks this season and moved within one point of the Stanley Cup champions for second in the Central Division.

Barrie got open in the left circle and one-timed Erik Johnson’s perfect cross-ice feed high past Corey Crawford on the glove side. It was Barrie’s second game-winner against the Blackhawks this season, following an overtime goal against the Blackhawks

on Jan. 14.

Paul Stastny completed the scoring with an empty-netter with 32.6 seconds left. Rookie Nathan MacKinnon got an assist on Stastny’s 20th goal, extending his point streak to 12 games, tying Wayne Gretzky’s record for an 18-year-old set in 1979-80.

Ryan O’Reilly and Maxime Talbot also scored for the Avalanche, who are 17-6-1 in a 24-game stretch dating to New Year’s Eve. O’Reilly has three goals and three assists in his last four games.

Ben Smith and Jonathan Toews scored for the Blackhawks, which was without veteran forward Marian Hossa. Toews has three goals in his last two games.

Hossa left Saturday night’s 5-1 victory over Pittsburgh at Soldier Field with an upper-body injury and is expected to miss two to three weeks.

Brandon Saad moved up again

to take Hossa’s spot on the right side of the Blackhawks’ top line with center Jonathan Toews and Patrick Sharp.

Crawford had 17 stops in the Blackhawks’ first game at the United Center since a 3-1 loss to Winnipeg on Jan. 26.

Colorado’s Semyon Varlamov made 36 saves.

The Blackhawks and the young, much-improved Avalanche could meet in the opening round of this season’s playoffs under the NHL’s new alignment.

The Blackhawks outshot Colorado 11-3 in a scoreless first period, but didn’t generate many prime chances.

Talbot put the Avalanche in front 2:49 into the second when he got his stick on Erik Johnson’s low shot from the right point. Positioned in the right circle, Talbot barely ticked Johnson’s wrister, but it was enough to direct the puck between Crawford’s pads.

Michigan takes title in win over Illini

By DAVID MERCER The Associated Press CHAMPAIGN – Nik Stauskas scored 24 points and No. 12 Michigan shot 70 percent from the 3-point line to win its first Big Ten title outright since 1986 with an 84-53 victory over Illinois on Tuesday night.

The Wolverines (22-7, 14-3 Big Ten) were 16 of 23 from 3-point, including Stauskas’ career-high seven makes.

Michigan had the game in hand by halftime with a 52-30 lead. The Wolverines hit five straight 3-pointers midway through the half to break the game open. The 15-point run turned widened Michigan’s 20-17 lead to a comfortable 3217.

dunland@shawmedia.com ROMEOVILLE – Laura Hastert, granddaughter of White Fence Farm founders Robert “Bob” Hastert Sr. and his wife, Doris Hastert, recalled how she earned spending cash at age 12 by picking up garbage from the restaurant parking lot with her best friend.

“I pulled a trash can with me and got paid $5,” said Hastert, who over her 37 years of experience with White Fence has worked as a waitress, hostess and cashier, as well as in marketing and advertising, purchasing and as manager.

“I was very proud of that first job.”

Sixty years later, Hastert is still cooking chicken the way her grandparents cooked it – same-day pressure cooking and flash fried in soybean oil to crisp the outside – and treating employees the way they’ve always been treated – as family.

White Fence Farm closes only in January for deep cleaning and repairs, and has just one franchise in Denver.

Indeed, the business feels like family. Larry Bigger, 40 years and now general manager, started as a busboy.

Hostess Shirley Bigger started as a waitress 30 years ago and met her husband on the job.

All three of their children have also worked at the restaurant.

Judy Lapice, 31 years, is a former waitress and current front of the house manager.

Two of Lapice’s children, Teri Rice and Randy Dice, each manage a White Fence Farm carryout location: Joliet and Downers Grove. Kim Schwartz, 20 years, manages the Romeoville carryout; Lou DeLaVega, 30-plus years, manages the Riverside carryout.

Allen Corkern manages the Plainfield carryout Mary Callaghan, 42 years, is a training hostess. Chuck Ker, 36 years, is the day and receiving manager. His wife, Roxanne, also works at White Fence Farm, as have all three

of their children. Hugh Moarn, 40 years, is the kitchen manager. Diane Kelly, 34 years, is still waitressing. Bev Svobda, 30-plus years, works multiple jobs: payroll, human resources and office and purchasing.

Even Laura Hastert herself, who has a degree in hotel restaurant management from the University of Denver, and formerly worked at Taco Bell for Pepsi Co. and then Rubio’s restaurants in San Diego, eventually returned to help run White Fence Farm.

And yes, all three of Hastert’s children also work at the restaurant.

“June Hoffer, our office manager, just passed away a year ago in April. She was here the longest,” Hastert said. “She did all the purchasing and had done the purchasing and the books with Bob at Harmony House. He brought her over

here after he bought White Fence Farm in 1953. Not many places have this history and tradition.”

White Fence Farm was not Bob and Doris’ first restaurant. They had founded another, Harmony House in Aurora, and were already cooking what would one day be their famous chicken when they stumbled upon a farmhouse on Route 66.

The original owner of what was a 450-acre farm – even then named White Fence Farm – was multibillionaire Sylvester Peabody, who housed coal miners on the property, Hastert said. When Bob discovered 12 of its original acres, the site featured a restaurant “known for its hamburgers, 1920 cars parked out front and a shuffleboard outside.”

Hastert said Bob had thought, “I’m gonna buy that

and put my restaurant there.

It’s a nice inviting atmosphere.

People will want to drive to the country for a good meal with good service and friendly people and they can play shuffleboard while they’re waiting.”

Bob, Hastert said, made an offer, bought the house, brought his Harmony House chicken with him and kept his menu simple. The main entrees have always been chicken, shrimp, fish (Icelandic cod, broiled or fried) and steak, Hastert said. Bob always resisted trends, despite urgings from others.

“He used to say, ‘You’ll be the dog chasing its tail’ because fads always change,” Hastert said.

Chicken comes fresh each day to White Fence Farm (“Weighing between 2.3 to 2.6 pounds,” Hastert said), from two suppliers to keep prices

competitive. Employees cut and quarter the chicken to control weight and “because it’s the way grandpa did it years ago.”

A machine dusts the chicken with pastry flour – no egg, no milk and very little salt, Hastert said. The chicken is pressure cooked for 12 minutes, loaded onto carts and then wheeled into a cool-down room to wait for dinner orders and flash frying.

The powdered sugar-dusted corn fritters are real corn fritters, not hush puppies.

Hastert additions include two “boil in the bag” soups – chicken noodle and cream of broccoli and cheese – gourmet macaroni and cheese, and a dinner salad that’s more than the wedge of iceberg lettuce of former years.

“Bob would just die,” Hastert said.

The auction might have gone several ways. North chose to show both of his suits (three clubs was game-forcing), then jumped to five hearts to try to highlight his diamond void and ask for good trumps. South’s three-diamond cue-bid asked his partner to bid three no-trump with a diamond stopper. Then, over three spades, he gave preference to clubs. If North had now bid six clubs, he would have made that slam easily, taking three spades, three hearts and six clubs. Also, North could have deduced that South held strong hearts when he did not bid three no-trump.

Declarer must resist the temptation of an overtrick. If hearts are breaking 3-2, South can take 16(!) tricks: three spades, five hearts, six clubs and two diamond ruffs in the dummy. But if South ruffs the opening lead on the board and tries to draw trumps by cashing two top hearts immediately, he will fail.

Instead, declarer should lead a trump from the board at trick two and play low from his hand.

In that way, he retains a heart in the dummy to ruff another diamond, and he can then safely draw trumps before running the clubs.

Finally, note that if West had led his singleton spade, South probably would have failed. He would have needed mirrors to get home. The curious can work it out.

‘The Lunchbox’: Romance with a dash of regret

By ANN HORNADAY The Washington Post In Ritesh Batra’s beguiling romance “The Lunchbox,” a virtual relationship blossoms not through a sexy operating system as in “Her,” or modern-day epistolary as in “You’ve Got Mail,” but the old-fashioned way, through carefully written notes delivered by hand every day.

The conceit isn’t nearly as archaic as it sounds. In Mumbai, where this touching story takes place, millions of people still get their noontime lunches courtesy of “dabbawallahs,” deliverymen who shuttle stacked metal cans from home to office and back again using an elaborate, color-coded system. The technique is so foolproof that it was even studied by Harvard Business School.

What university researchers discovered was that the odds of a wrongful delivery are something like a million to one. That tantalizing blip was all Batra needed to construct a love story with all the charm of 1940’s “Shop Around the Corner” and all the contemporary resonance of “Slumdog Millionaire.” Even more commendably, the filmmaker – here making a bracingly assured debut – stays true to his characters throughout the story, which, despite its classic contours, still manages to hold one or two genuine surprises.

Newcomer Nimrat Kaur plays Ila, a young homemaker whose attempts at creating delicious lunches go chronically unnoticed by her workaholic husband.

(Among the film’s many charms are the scenes of her cooking; you can almost smell the delectable spices wafting up from her pot.)

When one of her meals accidentally goes to a middle manager named Sajaan (Irrfan Khan), the two strike up a tentative correspondence. Khan is by now familiar to American viewers from HBO’s “In Treatment” and last year’s “Life of Pi.” He’s an actor whose doleful expression and sensitive demeanor win almost instant identification from the audience.

Together with Kaur – a theater actress who has a promising future in front of the camera – Khan fully and sympathetically inhabits what could have been simply a gimmicky conceit.

Even though much of “The Lunchbox” transpires in Ila’s kitchen (where she conducts another virtual relationship, with her “auntie” upstairs, by way

of yelling through the window) and in Sajaan’s office, Batra nonetheless plunges the audience into the riotous city life of Mumbai, where we follow Sajaan onto crowded buses and streets to his lonely apartment and where Ila barely ventures forth. What begins as a nagging sense of dissatisfaction eventually reveals the deeper, sorrowful reality of a woman’s life in India, as Ila’s hopes for her future became increasingly thwarted and constrained.

“The Lunchbox” probably shouldn’t be called a romantic comedy – there’s too much regret and longing at the core of its protagonists to qualify for that – but it does have comic elements, including Ila’s confiding

conversations with her upstairs neighbor and an eager young colleague of Sajaan’s, played by an effervescent Nawazuddin Siddiqui. His character, Shaikh, is a survivor of Mumbai’s streets, here depicted as teeming with life and color, even as the inhabitants live in crushing loneliness. Through a simple, even fanciful story, Batra communicates the essence of that dichotomy, leaving the audience with a fragile sense of hope in the midst of otherwise dizzying indifference.

• “The Lunchbox” received three out of four stars. The film is rated PG and contains thematic material and smoking. It’s in English and Hindi with subtitles. It runs 104 minutes.
