By JESSICA BOURQUE jbourque@shawmedia.com MORRIS – Officials from Minooka and Coal City traveled to the Grundy County Finance Committee Monday with hope of persuading the county to renegotiate its financial contribution for 911 dispatching services.

For the past 18 months, the 911 finance committee – a subcommittee of the Grundy County Emergency Telephone System Board (911 board) – has collected data and developed a comprehensive cost-sharing formula to determine the cost burden for the 14 agencies in the county using the newly consolidated dispatching services.

The formula was drafted into a three-year intergovernmental agreement, waiting to be signed and passed by all districts.

According to the proposed agreement, Grundy County’s payments would be static at $1.06 million for the next three years. The county only recently committed to that amount at the January board meeting after many months of negotiation.

The remaining 13 districts would pay a percentage of the total budget so their costs would increase, or decrease, in tandem with the 911 center’s total oper-

ating budget.

Minooka Police Chief Justin Meyer and Mayor Pat Brennan felt the county also should have to change its contribution amount if the center spends more than expected.

“We’d like to see some stability,” Brennan said during the meeting.

Meyer said he did not wish to change the formula or contribution rates, but wanted the county to agree to pay a percentage of extra costs incurred only if the 911 center experienced budget issues.

While no action was taken during Monday’s meeting because the item was not officially included on the agenda, several finance committee members already objected to changing the proposed agreement. “[The Minooka] board has a choice: they either get dispatch through the Grundy County 911 system or they can go elsewhere,” committee member Dick Joyce said.

Meyer said they have not yet found a less expensive dispatching service than the agreement offered through the 911 center.

Committee chairman John Galloway said the county originally agreed to contribute $1.06 million – much more than the original $900,000 they wanted to

pay — because it was assured the amount would stay static.

“We already committed and hammered out a deal where we were going to increase our yearly contribution,” Galloway said. “For doing that, if they were cost overruns in year number two, then it was agreed we would not shoulder any of that burden.”

Minooka and Coal City are the two municipalities facing the largest cost increases with the new agreement. Before the new dispatch center was built three years ago, dispatching was free for most municipalities, including Minooka and Coal City, paid for by Grundy County.

When Morris and Grundy County dispatch consolidated their services and built the center, they entered into the first three-year intergovernmental agreement, paying the bulk of the costs and giving some of the smaller municipalities time to adjust their budgets.

According to that agreement, the county pays $1.5 million, and city of Morris $501,000, Minooka $100,000 and Coal City $50,000.

With the proposed agreement, Minooka would pay 32.8 percent or about $200,000 and Coal City would pay 14.4 percent or about $88,000, nearly doubling their contributions.

The village doesn’t collect permit fees until the homes are occupied, an incentive that makes the village an attractive destination for developers.

Plainfield’s highest period of growth was in 2005, when it issued 1,407 single-family home permits. In 2010, that number dropped to 58 permits. The number of permits this year is expected to increase from the 135 permits in 2013.

Marquez said that while the village encourages developers to build houses, it also makes sure the developers adhere to village standards.

“We’ve kept our standards pretty high,” Marquez said.

Keeping historic structures can be a challenge

PLAINFIELD – The dilapidated St. Mary’s Catholic church on Lockport Street is a relic of Plainfield history.

Built in 1836, originally as a Universalist church, the building more recently was home to Baci’s restaurant.

When the restaurant closed, the building sat empty for two years before the village acquired the church, not wanting to lose the landmark in downtown Plainfield.

“It’s important for the village of Plainfield to save that structure,” said Mayor Michael Collins, who had his first wedding in the church.

“It’s historic.”

When old churches are abandoned, municipalities often have to balance the financial impact of the empty buildings with historic value.

Sometimes churches are converted for commercial uses at high costs, and sometimes they’re razed to save money and free up the land.

“It’s not an easy decision,” Village Planner Michael Garrigan said.

The Plainfield First Baptist Church on the southwest corner of Route 59 and Lockport Street in Plainfield was 178 years old when it was razed in 2004 to make the land available for other uses – although that location is still vacant after the contract with a bank that was planning to move in fell through.

In December, the 120-yearold Church of the Living God on 353 E. Jackson St. in Joliet was torn down by the city after it was deemed unfit to enter, even for the contractor.

Today the old St. Mary’s Carmelite church in downtown Joliet, built in 1882, faces an uncertain future with some calling for its preservation and some calling for its demolition.

St. Mary’s in Plainfield was acquired by the village and minimally restored. It has attracted interest from potential business developers.

The building does not look like Baci’s anymore. The interior double-deck structure that housed the seating of the restaurant was torn down by the village, revealing the main sanctuary area that is closer to how it looked before the church closed in the 1970s.

“The interior that has been stripped of the restaurant and furnishings is essentially what it was when the church was there,” said Trustee Paul Fay, who was baptized there. “The high altar was very ornate, as was the style then.”

The village board hopes a restaurant or another commercial user takes the space.

Religious organizations have expressed interest but were turned away because the village wants tax revenue from the property.

Baci’s opened in 1990 and thrived. But when it closed in 2010, it wasn’t maintained enough for potential buyers to purchase and renovate the historic building. So the village bought the building for $125,000 in 2012, and started a $200,000 restoration process in hopes of the building coming back on the tax roll.

“That’s what direction the village gave us,” Garrigan said. “We started the restoration process and like the openness of the main area.”

The building underwent extensive mold mitigation and the roofing was fixed.

The village also installed heating and makeshift lighting after gutting the building of most utility uses. Garrigan said the building costs less than $100 per month to maintain.

The village almost struck a deal with a Chicago-based restaurateur in August. But

“I’ve shown the place to a couple of other interested buyers in January and February,” Garrigan said. “But it will take a sizeable investment for whoever goes in.”

Finding money can be a problem because of the age of old churches.

St. Mary’s Carmelite in downtown Joliet was going to be demolished by the Diocese of Joliet before a developer stepped in and offered to redevelop the limestone structure into senior apartments. It appeared the church was going to be saved.

But now, no one in Joliet

appears to know what is going to happen since the developer has been unable to raise the money needed to renovate the church.

Celadon Holdings, LLC, acquired the church in 2012 and was planning to convert it into senior housing units. But Scott Henry of Celadon last year put the church up for auction after not being able to put together the financing needed for the project.

Henry did not return phone messages asking about the current status of the church, and, at this point, city officials aren’t sure what will happen with the structure.

“The last we heard, they were going to put in some senior condos and looking for federal grants to do that, but

they didn’t get them,” Joliet Mayor Tom Giarrante said.

“I would hate to see it torn down. But the problem is it’s sat empty for so long and deteriorated. It’s going to take so much to get it back.”

Joliet attorney Richard Kavanaugh, whose office sits next to the church, would rather see it demolished. Kavanaugh’s firm filed a lawsuit against the city for issuing a special-use permit for the senior housing plan, but the suit was dismissed when the permit expired.

“The church is in deplorable shape,” Kavanaugh said, adding that he often sees shingles from the building on the ground after heavy storms.

“There are code violations too numerous to keep track.”

HOUSE EXPLODES IN JOLIET

and BOB OKON bokon@shawmedia.com JOLIET – Fire investigators are set to resume Tuesday their search for the cause of the explosion that obliterated a house at 777 Lambeth Lane.

There is no reason to suspect foul play, but it has been extremely difficult to trace the explosion because of “the amount of devastation,” Joliet Deputy Fire Chief Ray Randich said.

He said a natural gas leak was among the possible causes, but the family living there did not smell gas before leaving the house in the morning.

The blast occurred about 2 p.m. Monday, and the house was engulfed in flames when firefighters arrived.

No one was home, and no one was injured, although the explosion was so intense that it blew furniture into the yard next door and damaged the neighboring house.

Investigators from the Joliet Fire Department as well as the Bureau of Alcohol, Tobacco and Firearms were “sifting through the rubble” and asking questions of witnesses, Randich said.

“They are going to resume their investigation first thing tomorrow morning,” Randich said. A police guard was to be posted at the property throughout the night to protect the scene from any intruders and preserve what evidence remained.

A family with three children lived at the house, Randich said. Their names were not made available Monday.

Just before 2 p.m., Kelly Forrest, who lives in the house next door, said she heard a “boom ... like the worst thunder you’ve ever heard” followed by a series of other explosions.

“I looked out to see a couch on my front lawn and came out to see the house [next door] collapsing in flames. It looked just like a bomb hit it,” Forrest said.

The disaster could have been worse if it happened just a half-hour later.

The backyard of the house where the explosion occurred was filled with debris, including window frames that looked as if they had been bent in half.

A large trampoline and gazebo were still standing in the yard but looked close to falling apart.

Forrest said the family has a cat that was probably in the house.

In addition to the couch cushions and other debris that landed on top of Forrest’s house, her roof was damaged, as was a second-floor bedroom.

Forrest said she was so shaken up by the blast that she grabbed her two dogs and ran across the street to seek safety in case another explosion might follow.

day,” Randich said. “They got up in the morning and were out of the house at 8 o’clock.

There was nothing unusual.”

The house is in a neighborhood along Gougar Road and just to the east of the Joliet Park District’s Woodruff Golf Course.

While investigators have not been able to find the cause

of the explosion, Randich said, “There’s nothing that would lead you to believe that there would be foul play.”

The presence of the ATF on the scene is normal procedure because of what happened, Fire Chief Joseph Formhals said.

“When there’s an explosion involved, we contact them,” Formhals said. “We really don’t know the cause. The first thing that comes to mind is that natural gas is involved.

But you have to talk to the homeowners and piece everything together.”

USF to attempt to set world ‘Godmother of record in hip-hop dance Title IX’ speaks

at USF this week

Four University of St. Francis seniors plan to set a Guinness World Record by getting at least 1,000 dancers to do exactly that at noon Sunday at Joliet Memorial Stadium.

The Bernie Lean, a hip-hop dance that basically involves leaning backward and wiggling your arms, is a spin-off from the 1989 film “Weekend At Bernie’s” and the perfect vehicle for setting a world record since anyone can dance it, student Katie Hayes said.

The assault on the record will raise funds for Mercy Ships and Illinois Special Olympics.

“We really wanted this to be about inclusion,” said Hayes, who is studying special education. “We went through a lot of ideas, including wheelbarrow races and piggy-back races.

With this dance, even if someone is in a wheelchair, they can do it. That’s what we loved about it.”

Sunday’s challenge follows last year’s successful record-setting attempt for “the most Aztec pushups” by senior Brandon Collofello during half-time of a University of St. Francis basketball game.

“This year we wanted to do someting on a bigger scale,” said Collofello, a senior studying biology. “We didn’t want the focus on me but on a bunch of

JOLIET – Bernice Sandler, who was instrumental in the creation of Title IX legislation that created opportunities for women in school sports, is scheduled to speak Thursday at the University of St. Francis.

Sandler’s presentation, “Women’s Progress on Campus: We’ve come a long way, baby, but ...” will be at 7 p.m. in Sexton Auditorium in the Moser Performing Arts Center on the USF campus at 500 Wilcox St. The public is invited, and there is no charge for admission.

Sandler’s appearance is part of the university’s celebration of Women’s History

The New York Times once referred to Sandler as the “godmother of Title IX” to describe her role in the formation of the landmark legislation creating opportunities for women in collegiate and high school sports.

Sandler is a senior scholar at the Women’s Research and Education Institute in Washington, D.C., where she consults on achieving equity for women, according to a USF news release on the event.

She previously directed the Project on the Status and Education of Women at the Association of American Colleges.

In the coming weeks, the county board will find someone to replace Goodson’s soonto-be vacant seat in District 5.

The county Republican Party will decide who takes Goodson’s spot on the November ballot.

She is expected to resign from her current post in April, when the board will set things in motion to replace her by declaring the county seat vacant. Because Goodson is a member of the Republican Party, that party caucus would first have an opportunity to recommend an appointment to County Executive Larry Walsh.

The board has 60 days from the time the seat was declared vacant to find a replacement.

Goodson has the option to maintain her position on the board, but said splitting responsibility between both jobs would be unfair to constituents and to her new employer.

She first applied for the posi-

tion in the first week in February.

“In my own mind, I always knew that I would not be able to do both jobs,” Goodson said.

“That decision was made as soon as I applied for the position. I would rather do one job well than both jobs poorly.”

Goodson was elected to the county board in 2002. She also works as county government coordinator for House Republican Leader Jim Durkin and is a commissioner of the Forest Preserve District of Will County. She previously served as Will County Legislative

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Arnold Street residents aren’t happy about the prospect of increased traffic a downtown Dunkin’ Donuts would bring. And their voices convinced the village’s planning board to strike down a plan for the restaurant.

The plan, a part of the village’s Vision for Division initiative, would bring the doughnut shop to the area south of the Walgreens on Route 59 and Main Street along with two more storefronts. The main point of contention is the drive-thru, which would enter and exit on Arnold Street.

Mike Scarcelli was one of those residents who was concerned the store could compromise the safety of kids and disrupt residents’ lives.

“Safety and traffic are the big concerns,” Scarcelli said.

Village Planner Michael Garrigan said it’s input like Scarcelli’s concerns that make the Vision for Division project better.

“We’re looking for community input on these projects, what they think about this proposed project,” Garrigan said.

“He made a very convincing argument at the planning meeting in February.”

The village sent out a news release March 18 asking for more public feedback on the

Dunkin’ Donuts plan.

According to Garrigan, the Dunkin’ Donuts would be in a 4,600-square-foot retail center that would sit on a half-acre plot of land between Route 59, Oak and Arnold streets. Drawings of the lots show a drive-thru entering and exiting on Arnold Street.

Including spaces for people with disabilities, the site would have 27 parking spots and two additional spaces would be available on Arnold Street. That number wouldn’t be enough for a traditional sit-down restaurant in the space.

The plan was voted down at the Feb. 18 planning commission meeting and details of the project were discussed at the March 18 meeting. The developer, Lee Fry Companies Inc., is working on another plan to address residents’ concerns, Garrigan said.

“I don’t see how they can make any adjustments to solve those concerns because the volume of traffic from what we can tell won’t be changed,” Scarcelli said, adding that residents did their own traffic study on a nearby Dunkin’ Donuts and counted hundreds of cars rolling through the shop daily.

A revised plan is set to be considered by the village board during the April 7 meeting.

Group of teens arrested after neighbor witnesses break-in

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Four teens were allegedly seen breaking into a house Friday evening.

Cmdr. Al Roechner said a neighbor noticed one of the teens punch in the code on a garage in the 2600 block of Lakeridge Drive and let three others in through the back door.

“The residents were out of town, so the neighbor alerted police when they came out and got into a gray Honda Civic parked nearby,” Roechner said.

Officers found the teens had taken three debit cards and a

set of computer speakers from the residence, Roechner said.

All four were arrested on residential burglary charges. A 16-year-old boy also had three prescription painkillers in his pockets, while Christopher Z. Maka, 18, was carrying nine grams of marijuana, Roechner said.

Maka, of the 3900 block of Cherry Tree Court, and Aidan M. Pino, 18, of the 1900 block of West Brimstone Road in Romeoville, were booked into the county jail.

The 16-year-old boy and a 17-year-old boy were booked into the River Valley Juvenile Detention Center.

Defense attorney Neil Patel said prosecutors recently submitted reports used to determine cellphone locations that the defense may need to have reviewed by their own expert.

Erik Hernandez, 31, of Joliet, has been held in the Will County Jail for two years on $10 million bond on charges of murder and home invasion for the death of Juan A. Gonzalez, 39.

On March 19, 2012, Gonzalez and a friend were in his garage in the 2500 block of Hacker Drive in unincorporated Crest Hill when two men approached from the street and shot them, police said. Investigators did not identify Hernandez’s alleged accomplice or the motive behind the attack.

Prosecutors do not expect Velar Mayfield, 26, of University Park, will accept a plea deal. Mayfield faces four counts of aggravated driving under the influence, driving under the influence of marijuana and other traffic charges.

On March 6, 2011, Mayfield was driving in the 3000 block of East Bemes Road in Crete Township when he hit a patch of ice, lost control and struck a tree, police said.

Cheyenne Cardosi, 21, of Cedar Lake, Ind., died later at a nearby hospital.

Mayfield was charged immediately following the crash, but remained free on bail until December 2011 when he allegedly failed a drug test. He is being held in the Will County Jail on $100,000 bond.

MORRIS – Multiple area fire districts assisted early Sunday morning the Morris Fire Protection and Ambulance District as it battled a house fire in Morris that caused hundreds of thousands of dollars in damage.

On arrival just before 4:30 a.m., fire companies were confronted with a heavy fire that reached the first, second and attic floors of a home at 800 Michael Drive, Chief Tracey Steffes said in a phone interview Monday.

The fire was declared accidental by MABAS Division 15

Fire Investigators and appears to have started from something in an outside garbage can, he said. The fire began on the west side exterior garage wall and spread.

No one was injured but residents were in the home at the time of the fire, and the occupants where awaken by smoke detectors. When firefighters arrived, the occupants already were outside, Steffes said.

Estimated damage is $350,000 with $5,000 damage to another home located to the west. The estimate also includes damage to a car parked at the residence.

The volume of fire and the size of the home created a challenge for firefighters. The

GWAR frontman Brockie found dead in Virginia home

By MICHAEL FELBERBAUM The Associated Press RICHMOND, Va. – Dave Brockie, who as “Oderus Urungus” fronted the alien-costumed heavy metal band GWAR during graphic and fake-blood-soaked stage shows for more than three decades, has died. He was 50.

Officers were called to Brockie’s home Sunday evening and found the singer dead inside the home, Rich- Dave m o n d p o l i c e Brockie spokeswoman Dionne Waugh said Monday.

Detectives don’t suspect foul play at this time, and the medical examiner’s office will determine cause of death, Waugh said.

The band founded in 1984 is known for its comically grotesque costumes, stage antics and vulgar lyrics.

GWAR was nominated for a Grammy Award for best longform music video in 1993 for “Phallus in Wonderland” but lost to “Diva” by Annie Lennox. It also was nominated for best metal performance for “S.F.W.” in 1996 but lost to “Happiness In Slavery” by Nine Inch Nails.

Randy Blythe, the lead vocalist for Virginia-based metal band Lamb of God, fondly recalled Brockie’s approach to humor in a post on the

band’s Facebook page: “Right now, if I were to truly honor Dave in the way HE would do it if it were ME that had died, I would make a completely tasteless joke about his death.

But I do not have the stomach for that – Dave would, but not me. He never put much stock in ‘limits.’”

GWAR released its latest album, “Battle Maximus,” in September 2013 and recently toured Australia and Japan.

Over the summer, the band held its 4th annual GWARB-Q at a small water park in Richmond and released its own canned craft beer for the occasion made by Cigar City Brewing in Tampa, Fla. The band had announced plans for its 5th annual event last week.

Brockie remained a constant in the band that has had a revolving door of members, including lead guitarist Cory Smoot, who was found dead on the band’s tour bus in North Dakota in 2011. He was 34.

The state medical examiner said Smoot, who had performed since 2002 under the name “Flattus Maximus,” died of “coronary artery thrombosis brought about by his pre-existing coronary artery disease.” But records showed that investigators found on Smoot a $5 bill with a white powder residue, a prescription bottle holding eight Oxycodone-Acetaminophen pills, a lighter and two empty syringes.

Gene Franklin (Geno) Uehling, age 77, of La Crosse, died Saturday, March 22, 2014 at Gundersen Lutheran Health Center, La Crosse, after a courageous battle with cancer. He was born in La Crosse on January 27, 1937, to Franklin and Eleanora (Kranc) Uehling.

He married Judith A. Uehling on June 13, 1959, and they later divorced. He married Rose Bouzek on May 25, 2004.

Gene was innovative, industrious, and entrepreneurial. He always made time for family and friends, and loved to help others. His creativity and resourcefulness started early. While attending Aquinas High School, he won a Young Inventors contest, for the television he built from scratch. He earned an FCC Class III Radiotelephone License while still in high school (and was the youngest Wisconsin resident at the time to earn that license) and opened a radio repair business from his family home. This became his passion, and he pursued radio and electrical engineering degrees from Milwaukee School of Engineering (MSOE).

Uehling began his professional radio and television career at WICD/Channel 15 in Champaign, Ill. He also worked with several radio stations in Champaign and Urbana, Ill. While in Illinois, Gene developed advancements with language laboratory technology, and with hearing aid miniaturization. His patents were first implemented in language labs at both the University of Illinois, in Champaign-Urbana, and at Bradley University in Peoria, Ill. Gene later moved back home to La Crosse with his young family, in the early 1970s, to help with the launch of WXOW/Channel 19. Gene was instrumental in getting WXOW back on the air, in record time of less than 72 hours, by constructing a replacement antenna on a much shorter temporary tower, after vandals cut down Channel 19's tower on July 4, 1973, forcing the station off the air. He later was Chief Engineer at WIZM AM-FM, in La Crosse, where he oversaw the switch from live broadcast to full broadcast automation at the new “Z-93” in the late 1970s.

Union: Train operator was ‘tired’

CHICAGO – An operator of a Chicago public-transit train that jumped the tracks and scaled an escalator at one of nation’s busiest airports Monday may have dozed off, the president of a Chicago transit union said.

The woman said she had worked extensive overtime recently and was “extremely tired” at the time of the accident, Amalgamated Transit Union Local 308 President Robert Kelly told a news conference.

The derailment happened just before 3 a.m. Monday at the end of the Chicago Transit Authority’s Blue Line at O’Hare International Airport. The timing of the accident helped avoid an enormous disaster, as the underground Blue Line station is usually packed with travelers. More than 30 people were hurt, but none had life-threatening injuries.

By EILEEN NG and TODD PITMAN The Associated Press KUALA LUMPUR, Malaysia – After 17 days of desperation and doubt over the missing Malaysia Airlines jet, the country’s officials said an analysis of satellite data points to a “heartbreaking” conclusion: Flight 370 met its end in the southern reaches of the Indian Ocean, and none of those aboard survived.

The somber announcement late Monday by Prime Minister Najib Razak left unresolved many more troubling questions about what went wrong aboard the Boeing 777 to take it so far off-course.

It also unleashed a maelstrom of sorrow and anger

among the families of the jet’s 239 passengers and crew.

A solemn Najib, clad in a black suit, read a brief statement about what he called an unparalleled study of the jet’s last-known signals to a satellite. That analysis showed that the missing plane, which took off from Kuala Lumpur for Beijing early on March 8, veered “to a remote location, far from any possible landing sites.”

“It is therefore with deep sadness and regret that I must inform you that, according to this new data, Flight MH370 ended in the southern Indian Ocean,” he said.

His carefully chosen words did not directly address the fate of those aboard. But in

a separate message, sent to some of their relatives just before he spoke, Malaysia Airlines officials said that “we have to assume beyond any reasonable doubt that MH370 has been lost and that none of those on board survived.”

Officials said they concluded that the flight had been lost in the deep waters west of Perth, Australia, based on more thorough analysis of the brief signals the plane sent every hour to a satellite belonging to Inmarsat, a British company, even after other communication systems on the jetliner shut down.

The pings did not include any location information. But Inmarsat and British aviation officials used “a type of

analysis never before used in an investigation of this sort” to zero in on the plane’s last position, as it reached the end of its fuel, Najib said.

In a statement, Inmarsat said the company used “detailed analysis and modelling” of transmissions from the Malaysia Airlines jet and other known flights to describe “the likely direction of flight of MH370.”

Najib gave no indication of exactly where in the Indian Ocean the plane was last heard from, but searchers have sighted possible debris in an area about 1,240 miles southwest of Perth, and officials said more details would be released Tuesday.

The fight for public access Illinois’ journey toward greater transparency and openness in government made progress last year.

That’s good news for every supporter of good government in a state notorious for government corruption.

In honor of Sunshine Week, Attorney General Lisa Madigan released a 2013 report of activities by her office’s Public Access Bureau. The bureau was formalized when Illinois’ transparency law overhaul took effect in 2010, a year after Gov. Rod Blagojevich was booted from office.

The overhaul strengthened the Illinois Freedom of Information Act and Open Meetings Act, which are designed to ensure public access to government records and meetings – letting the sun shine on the darkest recesses of government, so to speak, to expose illegal and unethical actions.

The Public Access Bureau is the place where citizens and news reporters can ask for help when FOIA records requests are denied and open meetings laws are violated. The bureau handled 3,426 formal requests for assistance last year, slightly above the 3,407 in 2012.

Of the 3,036 requests for FOIA help, 82 percent came from the public, 16 percent from the news media, and 1 percent from public bodies.

Instead, he’s switched to a line about how “our government is run by lobbyists, for special interests, and the career politicians in both parties let it happen.”

Rauner’s campaign manager said on primary night that his boss is “pro-union.” Rauner himself insisted last week that he’s not anti-union and never has been.

The candidate’s record clearly shows otherwise however. Rauner kicked off his campaign with a widely published newspaper op-ed in which he called for legislation to allow individual counties to approve their own so-called “right to work” laws. Rauner has also repeatedly de-

And Rauner’s only personal and extended interaction he’s had with an Illinois labor leader went horribly wrong. Rauner reportedly marched into the office of the president of Operating Engineers Local 150 late last year to pledge to the president that if he was with Rauner, then the candidate would go all the way with him, but warned that if the president was against Rauner, the candidate would essentially work to destroy him once elected.

That message didn’t exactly go over too well.

Weeks ago, some folks in the higher echelons of Rauner’s campaign assured me that their candi-

date believed there was an opening with unions and he would try to exploit it. But that was when Rauner enjoyed a double-digit lead in the polls.

I think the expectation at the time was that at least some unions would consider a rapprochement with Rauner if he won the primary big. Better to cut a deal with an almost surefire winner than be crushed after he became governor.

But Rauner didn’t win big. His 2.8 percent winning margin fell infinitely short of almost all expectations. And that’s mainly because the unions appeared to have convinced lots of their Republican members to vote for Sen. Kirk Dillard and persuaded lots of non-Republicans to take GOP ballots.

If you look at Sangamon County, the home of the Illinois capital and lots of state workers, you’ll see stark and convincing evidence of just how effective the union push was.

ANOTHER VIEW Illinois’ two U.S. senators, Dick Durbin and Mark Kirk, claim they’re all for electronic filing of campaign finance reports – but unfortunately not enough to actually do it.

House members file their campaign finance disclosures online, which gives the public quick access to the information. But senators keep short-circuiting measures that would require such timely reporting by them. Instead they file paper reports that later are converted for the Internet. It’s an inefficient, costly system that means the public waits

days or weeks to see information about campaign finance, possibly until after an election.

Taxpayers pay about $430,000 a year to a company to key in the data and get it online.

Here’s a statement from a Durbin spokesman about electronic filing: “We’d love to be able to file our reports electronically. ... There is a bill pending before the Senate that would require the Office of Public Records to accept electronic filings and Senator Durbin supports the measure.”

And from a Kirk spokeswoman: “The senator is sup-

portive of electronic campaign disclosure filing, and if a bill is brought to the floor requiring all future filings to be done electronically, he would support it.”

Great, but how about backing up those words with action?

The spokesmen never explained why their bosses don’t file electronically now in addition to paper filing – something nearly 20 senators already do.

That would show their seriousness about the issue and put pressure on their colleagues to approve the change.

Continued from page 16 In 2010 and in 2006, total Republican gubernatorial votes cast in the county were very similar, averaging just under 16,000.

This year, the county’s turnout was abysmal, with under 20 percent of registered voters participating overall.

But Republican votes for governor shot way up to almost 25,000. Sen. Dillard, the union favorite, won Sangamon with about 15,000 votes, almost equal to the total GOP turnout in the previous two primaries.

Democratic votes for governor in 2010 and 2006 were both 34 percent of the total gubernatorial votes cast in Sangamon County. This year, that number fell to just 15 percent, with Republican percentages rising from 66 percent in the

two previous primaries to a whopping 85 percent this year. Some of that can be attributed to the lack of interest by all Democrats everywhere due to a dearth of contested races, but most of it was related to the unions’ strong GOP ballot push.

These numbers can’t be extrapolated statewide because AFSCME is so influential in Sangamon, but it doesn’t take a genius to see that something unprecedented happened in Illinois on Tuesday. The polls and prognosticators were wrong because tens of thousands of union members and their loved ones took GOP ballots for the first time.

Changing the landscape of a party primary is almost impossible, but the unions did just that.

And because they almost beat Rauner I doubt that few if any unions will be at all

interested in cutting a deal with him. There could be an odd straggler that Rauner can parade as “proof” that he’s not anti-union. But the overwhelming attitude will be “We almost beat him once, so we’ll just ramp it up in the fall.”

The question then becomes how long it will take the public employee unions to forgive Quinn, who pushed hard to cut their members’ pension benefits. They simply don’t trust the man, and they truly wanted to nominate an alternative last week.

And the danger for Quinn is that the public employee unions do what they did in the primary with Dillard – wait too long to finally make a decision.

While it is good to see that the Public Access Bureau is being utilized, it’s not so good when you realize that, when it comes to freedom of information and open meetings, far too many governmental employees and elected officials still don’t get it.

They deny FOIA requests for public documents, prompting appeals to the bureau.

They break the law regarding open meetings, prompting appeals to the bureau.

We expected that the required training by thousands of public officials would increase their adherence to the letter and spirit of Illinois’ new transparency laws.

That clearly did not happen in 2013.

We call on government officials to make it happen in 2014.

Eight returning starters expecting to succeed big

JOLIET – Joliet West softball coach Heather Suca isn’t exactly sure where it came from, but there it was.

Practices started, and she found herself watching a different team.

The Tigers were ready to go.

“I don’t know exactly what happened, but the girls are just on top of it, just extremely focused,” Suca said with a laugh.

“We’re definitely excited.

Practices are so much smoother, and the young players have been around for a couple years now.”

Excitement is high for Joliet West and for a reason, eight reasons to be exact. The Tigers return eight starters from last season’s 21-12 team.

And as Suca noticed immediately, the returning starters have quite the memory, too.

The 2013 season ended with a disappointing 9-1 loss in a regional semifinal to eventual Class 4A state champion Minooka.

Senior catcher Julia Liceaga does not want to experience that feeling again.

“It was very disappointing losing like that,” Liceaga said.

“This year, we have so much more energy, and we expect more out of ourselves. We are using that as motivation, and we are looking at it as one game at a time.”

One of the best offenses in the area, the Tigers return a ton of production starting with junior second baseman Jennifer Ames (.402 average, seven home runs, 27 RBI, 37 runs), Liceaga (28 RBI, 17 runs), senior Joy Treasure (.402 average, 28 RBI, 28 runs), sophomore Kristine Bourg (.377 average, 39 runs, 31 steals) and junior Alysia Rodriguez (.337 average, 31 RBI).

“Just about everyone is back, and we’re expecting a lot,” Treasure said. “We’re a

Liceaga, who has committed to Division I Murray State, will help work with freshman pitcher Kylie Robb, who is expected to carry a heavy workload with Treasure in the circle. For Suca, she couldn’t ask for a better senior leader.

Sure, the offense will be

there, but her biggest role will be as a field general from behind the plate.

“Julia is going to be a huge leader for us,” Suca said. “She brings a lot to the table defensively, and she is constantly thinking three and four plays ahead.”

It isn’t a role that the senior catcher will take lightly.

“I want the girls to be able

to look to me for advice, look for what the coaches expect,” Liceaga said. “I want to be a leader on the field and help the team know what we have to work on.”

So, while the Tigers expect the offense to be there day in and day out, West will need its pitching and defense to come through. In the Minooka loss, three errors hurt the cause, as well as several misreads in the outfield.

to win games, win games big, and make a big postseason run. It sure seems the Tigers have the pieces in place to do it.

“We don’t have two or three leaders, but four, five and six,” Suca said. “The players are smart. They’re thinking on their own offensively and defensively, a step or two ahead.

We want to put pressure on opposing defenses and help our young pitchers develop.”

For Tanner Roark (Wilmington), landing a spot in the Nationals’ starting rotation is a definite maybe. The righthander enjoyed a strong start Sunday against the Marlins, allowing two hits and one run while striking out four in 52⁄3 innings. That lowered his spring ERA to 3.29.

If Roark does not get the fifth starter’s job, he should stick with the parent club and pitch in relief. Taylor Jordan and Chris Young also are competing for the fifth starter. “[Roark’s] been pretty good,” Nationals manager Matt Williams told mlb.com after Sunday’s game. “He has made a very good case [to be in the rotation]... Yes, Tanner has made a very strong case.”

Meanwhile, Tony Cingrani (Lincoln-Way Central) will be in the Reds’ starting rotation.

And so far, infielder Dean Anna (Lincoln-Way East) is continuing his bid to make the Yankees’ opening-day roster.

He entered this week hitting .265 (9 for 34).

Elsewhere, the Marlins assigned outfielder Joe Benson (Joliet Catholic) to their minor league camp. The Cardinals did likewise with pitcher Zach Petrick (Morris) as did the Astros with pitcher Mike Foltynewicz (Minooka).

We will stay abreast of how all our locals are progressing in pro ball throughout the season.

Morgan Park, which prevailed in Class 3A, is the team that ended Joliet Catholic’s run in the Rich East Sectional final and then won the Joliet Central Supersectional with a 68-67 win over Bogan.

Benet, the runner-up in Class 4A after a 46-44 loss to Whitney Young, comes from the East Suburban Catholic Conference (where JCA toils) and won the Aurora East Sectional, which contained many of our local teams.

Marian Catholic, also an ESCC team, won the Class 4A Thornton Sectional, which included several other area schools, then lost the Normal Supersectional to Edwardsville, 65-60, in overtime.

That prevented an all-ESCC semifinal between Marian and Benet.

In a losing cause, Stevenson junior guard Jalen Brunson scored 56 of his team’s 68 points. He was 16 of 30 from the floor, 7 of 14 on 3-pointers and 17 of 23 from the freethrow line.

Brunson originally was suspended from the thirdplace game because of a gesture he made during the semifinal. But after an appeal hearing, he was ruled eligible.

Porters replacing all position starters with athletic pieces

LOCKPORT – The Lockport baseball team was state championship material last season.

Unfortunately, the Porters came out on the short end of a 2-1 classic against eventual champion Mount Carmel in the Class 4A supersectional at Crestwood. Most observers felt the winner of that game could be declared the state’s best, and the Caravan drove home the point the subsequent weekend with their state title at Silver Cross Field in Joliet.

Lockport is different this season. The Porters return no position starters. They have some experience on the mound, but not an abundance.

However, that does not necessarily mean difficult times are ahead. Such is the Lockport tradition.

“We have a lot of competition for positions, and it’s a healthy competition,” coach Andy Satunas said as the Porters headed south to O’Fallon, where they are scheduled to play a few games this week.

“That’s what I like about this group. We’re working hard to find ways to win games. Sometimes the best teams have that competition.”

The Porters’ pitching staff includes senior righthander Noah Masa, who has committed to University of Illinois-Chicago, and senior right-hander Mike Formella, who was 5-0 on last season’s 32-8 team and struck out 35 in 29 innings. He will continue his career at Concordia in Chicago.

“That’s a nice 1-2 punch,” Satunas said. “Those two are leaders. I’m excited about what Noah can do for us.”

Outfielder Russ Hoh, who pitched some last year, will again. Middle infielder Lorenzo Blazekovich rounds out the four seniors who will be staff mainstays. Right-hander Cole Bellair and lefty Austin Moralis also will contribute on the

He moved to second base on a sacrifice from junior shortstop Brandon Mendoza, then came around to score the winning run when Scott singled up the middle for his first career walkoff hit.

Purdue Calumet (1-9) scored twice in the opening frame, but the Saints answered with a run in the second inning before plating a pair of runs in the fourth to take a 3-2 lead. Albano’s home run to right center field in the fifth inning was enough run support for game one starter Lewis freshman Sam Couch (Joliet Catholic) who collected his fourth win of the season. Couch (4-0) threw seven innings, scattering five hits, three walks and striking out four.

In the second game, Lewis jumped on the board as senior Drew Buddle legged out a triple to start off the first inning.

Junior Mike Barajas collected the RBI with a base hit, before Murray pulled an one-out solo home run to deep right field to give the Flyers a 2-0 lead.

Maryville cut Lewis’ lead in half in the third inning but the Flyers answered with a run in the fourth to increase their lead back to two runs, at 3-1 as senior Kyle Kapka doubled then scored on a groundout by freshman Jared Pyatt.

The Flyers scored two more runs in the bottom of the fifth to go up 5-3 as sophomore Joel Rotkvich led off the inning with a single and a stolen base.

Barajas followed with a single as Murray walked to load the bases.

University junior pitcher Kelly Bowler (Lockport) earned two victories and held McKendree to five hits in 11 innings of work, as the Flyer softball team claimed the 7-5, 8-0 (5 inn.) Great Lakes Valley Conference doubleheader sweep over McKendree in Lebanon on Sunday.

In the opener, Bowler (54) allowed just one hit and struck out two batters while giving up five unearned runs.

Bowler came on in relief of Ali Brems in the nightcap, limiting McKendree to four hits in four innings and added six strikeouts.

With the sweep, Lewis improves to 9-12 on the season and 3-5 in GLVC play, while the host Bearcats drop to 8-13 and 3-7.

In the opener, Lewis jumped out to a 6-0 lead behind a pair of RBI by freshman second baseman Carolyn Nojiri and Brems.

Bulls spoil Indiana’s title party

drilled home a big dunk at the other end and celebrated wildly.

The Pacers called a much needed timeout to escape the Bulls’ determined toughness.

Although it’s a ways off, it sure felt like a playoff meeting.

One thing’s for certain. Indiana’s Central Division clinching will have to wait. And even though the Pacers are sitting atop the Eastern Conference as well as the Central Division, they have gone a mere 5-7 in their past 12 games, and have lost three of four.

Meanwhile, despite losing

Derrick Rose to injury and dealing Luol Deng, the Bulls were tied with Brooklyn for the most wins (28) in the Eastern Conference since Jan. 1.

The Bulls trailed 34-33 after a grinding playoff-like first half in which defense trumped scoring.

The Pacers shot 35 percent and the Bulls 32 percent in that icy first half.

Considering that Jimmy Butler went to the bench after picking up his third foul with 9:35 left in the second quarter, the Bulls’ first half could have been worse.

Roy Hibbert, who had dismissed Gibson’s assertion that the Pacers were a team of floppers, drew a strong round of boos with four minutes left before halftime.

While the Indiana center was fouled by Joakim Noah, the infraction didn’t seem sufficient to make the 7-2, 290-pound Hibbert hit the deck the way he did.

For all the Bulls’ protests about this final regular-season meeting with Indiana not having playoff implications, there seemed to be a little extra going on in this contest.

While Bulls coach Tom Thibodeau scoffed at the notion, Indiana coach Frank Vogel admitted playing the Bulls and the Heat, Indiana’s opponent on Wednesday, is different than playing a tail-ender.

The Bulls had a chance to make a statement that, despite a season ofpersonnel angst, they don’t plan to be slouches in the playoffs.

Give the Bulls their statement – with an exclamation point.

Before a delighted sellout of 21,803, the Bulls put on a show, 89-77, especially in the third quarter, when they broke out of a sluggish shooting night and flexed some muscle, too.

Taj Gibson, frustrated by the Bulls’ loss Friday at Indiana, bounced back with a big game, finishing with 23 points and eight rebounds on 9-for-15 shooting.

Down 34-33 at halftime, the Bulls opened a 47-37 lead with 14-3 run to start the third quarter. Mike Dunleavy drained three jumpers to lead the charge. They would score 56 second-half points against the NBA’s stingiest defense.

A defining moment came when Kirk Hinrich ran down and snatched the ball from Paul George, who seemed to let up, bracing for a foul. After George (21 points) raised his hands in disbelief at the no-call, Gibson

Hyper kids could just be sleep deprived, says doctor

Shaw Media correspondent JOLIET – The number of American children taking amphetamine stimulants and other medications for ADD or ADHD is a tragedy, said Dr. Jonathan Warren.

Warren is an internal medicine physician and the medical director of Cardinal Sleep Centers of America. For many of these children, Warren said, attention deficit is only a secondary symptom of a sleep disorder for which medication may not be the best treatment.

Furthermore, he added, when cognitive or behavioral problems are diagnosed, one should always rule out sleep disorders.

“Any sleep disorder in children can lead to the same symptoms as attention deficit disorder or attention deficit hyperactivity disorder,” Warren said. “Statistics show that 50 percent of kids labeled with ADD and ADHD have a sleep disorder and when that sleep disorder is corrected, the ADD and ADHD symptoms go away.”

However, children with sleep disorders may display “radically dissimilar” symptoms than adults may show.

Adults may exhibit daytime Dr. Jonathan sleepiness or faWarren tigue when sleep quality is poor.

Kids may show the exact opposite, Warren said, and that’s because of children’s “innate energy.”

“When they’re sleep-deprived, their energy continues to drive them, but becomes misdirected. They can’t stay on task,” Warren said. “They may be irritable, angry, unruly, have temper tantrums and their grades may drop. They look like attention deficit children.”

Nearly 100 sleep disorders are now recognized, according to the National Institute of Health. Warren said these include nocturnal seizures, sleep terrors, bedwetting, sleep walking, sleep apnea, movement disorders such as restless leg syndrome, body rocking, circadian sleep disorders and chronic sleep deprivation.

Brian Schroeder of Inverness had this experience. The second-grade teacher of his son, James, called about his son’s inattention in class. Although James occasionally walked in his sleep, Schroeder did not think “sleep disorder” until James’ doctor suggested the family see Warren.

Schroeder said James was tested and diagnosed with parasomnia – one of many sleep disorders that are not sleep apnea – and then treated with medication. James’ sleep improved and he received bet-

ter grades. Now 14, James has outgrown the disorder and no longer needs medicine.

“We are lucky that we had a doctor that didn’t jump the gun,” Schroeder said.

Soon afterward, Schroeder noticed that his younger son, Liam, now 12, snored, tired easily and had dark circles under his eyes. Liam was diagnosed with and treated for sleep apnea.

Interestingly, Schroeder himself was diagnosed with a sleep disorder after his children were. A snorer all his life and having learned sleep disorders may run in families, Schroeder and his wife decided to have him tested. Schroeder now wears a CPAP. “I had it as a child, I’m sure,” he said, “but I was never diagnosed. I was always tired.

That’s what my normal was.

I never really gave it much thought.”

Warren recommends parents rule out sleep disorders if their children show any hyperactivity, irritability, impulsiveness, impaired ability to learn, poor memory, poor concentration, depression, abusiveness,

aggression, defiance, slow motor skills and/or reaction time and behavior that negatively affects friendships.

Warren has seen anger issues and defiant and abusive behavior in children with sleep disorders, along with misdiagnoses of behavioral disorders, oppositional defiant issues and school avoidance, he said.

Testing for pediatric sleep disorders may include a thorough medical history, psychological evaluation and sleep study, Warren said. Unearthing those disorders can be tricky. Young children tend to wheeze instead of snore, he added. Older children may snore, Warren said, and snoring is never normal.

“Children’s sleeping should be quiet and uninterrupted,” Warren said. “They should wake up feeling refreshed.”

Treatment depends on the specific problem, Warren said.

Removing enlarged tonsils and adenoids may cure sleep apnea.

CPAP devices are not recommend for children because they can deform and move bones and teeth into undesirable positions.

However, oral appliances can create more room in the mouth and the back of the throat for breathing, he said.

Specific anti-seizure medications can treat nocturnal seizures, he added.

Long-term consequences of not treating a sleep disorder can be “grave,” Warren said, and may include physical, emotional and psychiatric problems, as well as stigma and missed educational opportunities.

“Sleep disorders are usually easy to treat,” Warren said.

“It’s a shame not to look there first.”

According to a news release, Warren has 27 years experience and is board certified in internal medicine, sleep medicine and critical care medicine, although Warren limits his practice to sleep medicine.

Warren interprets all adult and pediatric sleep studies and is responsible for consultations at all active Cardinal locations.

Let bride be the guide for wedding guest list Dear Abby: My daughter is being married soon, and I need some guidance about inviting my aunt and uncle to the wedding. They live about 30 miles from us. We moved to this area four years ago, and we’ve had them over for dinner once and invited them another time. They declined because they were going to be out of town.

Review your lens options for cataract surgery Dear Doctor K: I’m having cataract surgery in a few weeks.

There are so many options for replacement lenses. Which one should I choose?

Dear Reader: I can’t tell you which you should choose, since I don’t know the specifics of your cataract. But I can suggest how you should think about several options that your ophthalmologist is likely to discuss with you.

First, the basics. A cataract is a clouding of the normally clear lens of the eye. Over time, it can cause a disabling loss of vision.

Surgical removal of the clouded lens is the only effective cure for a cataract. In most cases, the surgeon replaces the clouded lens with an artificial intraocular lens (IOL).

As you noted, there are several options for replacement lenses.

The most popular are monofocal IOLs. These lenses are designed to focus at one set distance: far, intermediate or near. (On my website, AskDoctorK.com, I’ve put a figure that illustrates these “zones of vision.”) Standard monofocal IOLs lack the ability to accommodate. That’s the ability to change focus from near to far and back again.

Still others choose a lens that focuses about 18 to 36 inches away because they spend a lot of time at a computer, and that’s about how far away the screen is from their eyes.

If, like most people, you choose a lens that’s good for distance vision, you probably will need to use reading glasses. And vice versa if you choose a lens that’s good for close vision.

If you need cataract surgery on both eyes, and choose monofocal IOLs but hope to be less dependent on glasses, consider a technique called monovision.

Monovision involves implanting an IOL for near vision in one eye and an IOL for far vision in the other eye. For many years I did this – but with contact lenses, not IOLs (I didn’t have cataracts then). It worked fine for me.

Many people find the adjustment to monovision quite

challenging, if not impossible.

That’s because reducing your binocular vision (your ability to use both eyes together) changes your depth perception. If you are considering monovision, try it out with contact lenses before your cataract surgery. Monovision is not an ideal option if you require crisp, detailed vision.

One approach is to forgo traditional monofocal IOLs. Instead, consider specialized, non-monofocal IOLs. There are several options in this category.

For example, accommodating IOLs allow you to change focus between middle and distance vision, but they aren’t as reliable for near vision.

Another option, multifocal IOLs, is similar to bifocals or progressive eyeglasses. These lenses include different areas designed for distance, intermediate and near vision. Just as people with progressive eyeglasses require just one pair of glasses for seeing things at all distances, the same is true with multifocal IOLs.

Jealousy can persist between brothers, sisters Dear Teens: Growing up is no guarantee that you will outgrow the rivalry you have with your brothers or sisters.

“I know people in their 60s and 70s who are still jealous of their brothers and sisters, people who feel their entire lives might have been different if only their parents had loved them more,” says Dr. Maury Lacher, a clinical psychologist.

Quite often, he explained, an older child is jealous of the younger one because he or she gets to spend more time with their mother. Or sometimes jealousy is sparked by a sibling who is a better student, more outgoing, or has more dates.

Says one teen who is envious of her talented younger sister, “My jealousy takes the form of sometimes being angry or short-tempered with her. Then I get angry for being angry because I know I shouldn’t feel that way.”

As a general rule, people become jealous when they don’t have a chance of getting what someone else has. When someone you know wins an award or does well in class, one reaction is to say, “I’m really happy for you,” says Lacher. “The other is to be reminded of your own deprivations. But allowing someone else’s success to make you feel bad about yourself is essentially immature.”

Immature or not, this kind of jealousy between brothers and sisters can persist into adulthood unless the feelings are recognized. A crucial step in escaping from such jealousy is to admit that you feel it and try to understand why. Since brothers and sisters continue to be a part of your life, the sooner you overcome the problem, the more you’ll benefit from this special rela-

Of course, you can’t expect that you’ll never feel jealous again. But you can learn to look beyond it and acknowledge what’s really bothering you, since jealousy is a symptom of an insecurity.

Whether your jealousy is most often triggered by a sibling or a friend, there’s only one way to overcome the problem: • Pinpoint the real cause of your jealousy.

• No matter how difficult it seems, discuss your feelings with the person you are envious of.

• Focus on your own good points and successes the next time you start to envy someone else.

• Get involved in a project that will use your talents and frustrated energies so you don’t feel jealous about another’s accomplishments.

Go to bed and get up at the same time each day – no catnaps allowed. A good sleep inducer is a warm bath and a glass of warm low-fat milk.
