Joliet District 86 board to pick superintendent next week

fsarver@shawmedia.com JOLIET – A new Joliet Public Schools District 86 superintendent may be chosen next week at a special meeting.

The Board of School Inspectors will consider approval of an employment contract for Theresa Rouse at the meeting scheduled for 6 p.m. Wednesday at the J.F. Kennedy Administrative Center.

Rouse, who is the superintendent of King City Union School District in California, may replace Charles Coleman, who announced his plan to retire July 1 to board inspectors last year.

District 86 spokeswoman Sandy Zalewski said Rouse was one of four candidates board inspectors considered to succeed Coleman.

Rouse would have an annual salary of $195,000 beginning July 1 and through June 30, 2017, according to her contract, which is available on the district’s web-

A reception was held Feb. 29 for Rouse at the administrative center. It was attended by more than 200 people.

Board President Gwendolyn Ulmer said at the reception Rouse was a good fit for the district.

“The community she works in now deals with the same level of poverty we have here in Joliet, so she can relate to our needs,” Ulmer said.

Rouse’s contract will begin July 1 and

terminate June 30, 2019. Her contract will be reviewed by the board and by her on or before April 1, 2019, and may then be extended.

According to Rouse’s contract, the board will evaluate and assess in writing her performance annually but no later than March 1 of each contract year.

As a condition of the contract, Rouse must move to District 86.

Since last fall, Ray and Associates have assisted District 86 with finding the next superintendent by launching a nationwide search.

District officials agreed to pay $18,000 as a base fee to Ray and Associates, according to the company’s contract that was approved last fall. The fee is to be paid in three installments, with the final payment due the month the new superintendent is officially hired.

Board inspectors received 59 applications, reviewed nine application packets and conducted interviews with four candidates.

Union District 81 teacher reduction proposal tabled

fsarver@shawmedia.com JOLIET – The Union School District 81 Board approved tabling a proposal to reduce the number of teachers at the district from 12 to seven.

The proposal faced heavy criticism from teachers, residents and parents at Wednesday’s board meeting.

Tim Baldermann, Union District 81 superintendent and New Lenox mayor, talked at the meeting about how the reduction in force for the 2016-17 school year was needed because of declining student enrollment.

He said the anticipated enrollment for the Joliet school district may be between 88 and 92 for the 2016-17 school year. According to the state report card, the enrollment of the school is 114.

staffing next school year would include two aides. The teachers left would have to teach several grade levels.

In a presentation slide he showed to the board and audience, there would be one kindergarten teacher next year.

There would be one teacher, plus an aide, for first and second grades, one teacher for third and fourth grade, plus an aide, and one teacher each for three subjects for fifth- through eighth-graders.

There would also be one resource teacher.

The criticism against the proposal was raucous at times during the public hearing. One speaker shouted about the possibility of reducing Baldermann’s salary if teaching positions would be reduced.

“I deal with jerks like you all the time.

You’re a suit! You’re a suit!” the speaker shouted at the microphone during a dispute with the board.

who said she would be reduced under the proposal, objected to it at the meeting. She said board members should talk to the community and follow other principles according to the Illinois Association of School Boards.

She said the teachers whose positions were chosen to be reduced chose not to resign.

“We chose not to leave your students without saying goodbye,” she said to the board.

Baldermann said the reduction in force proposal was not because of teacher performance but declining student population.

“Nobody takes any pleasure in seeing teachers reduced,” he said at the end of his presentation.

The board decided they would table the decision in order to review all public comment given at the meeting. The proposal is slated to be considered at the April 27 meeting.

BIRTHDAY CELEBRATION Isaac Singleton Elementary School honors its namesake

Saundra Russell-Smith, assistant principal at Isaac Singleton Elementary School, asked dozens of elementary students who gathered in a gym how many knew who he Isaac was. Several students Singleton raised their hands.

“I don’t see enough hands, so that’s why you guys are here,” she said.

The students learned Wednesday morning that the name of their school that opened in 2011 belonged to a man who marched in the civil rights movement and served as a key religious leader in Joliet for close to 50 years.

The Rev. Isaac Singleton was a man who was a proponent of education and motivated youths to be whoever they wanted to be.

“For all of your beautiful faces and

being in this beautiful building, Pastor Singleton is putting his hand on every one of you, saying, ‘You can do great things,’ ” said Gwendolyn Ulmer, District 86 board president. “So you are our next doctors and lawyers and nurses and carpenters. Whatever it is you want to be, you can do it.”

A presentation on Singleton was given by members of Mount Zion Baptist Church, which he once led, in honor of his upcoming birthday March 31. He would have been 88.

Singleton’s wife, Pearl Singleton, also was honored. She died Monday in California.

“We celebrate her now as much as we celebrate Pastor Singleton,” said Rufus Stephens, Mount Zion Baptist Church assistant pastor.

Several members of the church shared with the students how Isaac Singleton shaped their lives.

For Ulmer, who became a member of the church in 1967, Isaac Singleton and his wife made her feel like she was the most important person in the world.

Isaac Singleton was there for all the challenges in her personal life, and she gained skills and opportunities at Mount Zion Baptist Church that led to her later success.

“Had I not had that skill set, I would not be able to do what I do to make sure that District 86 is all that it can be,” Ulmer said.

Naurice Moffett, Mount Zion Baptist Church youth pastor, said Isaac Singleton loved children and he would be called “Poppy” around the church.

He said Isaac Singleton was there for the high and low moments of his life.

“He has made a definite impact on my life,” Moffett said.

Stephens, who Isaac Singleton coached when he decided to become a minister, said when he came to Singleton Elementary School on Wednesday morning, he had a “sense of nothing but greatness.”

The school opened in October 2011 next to Gompers Junior High School and was named after Isaac Singleton,

who died in February that same year.

Isaac Singleton retired as a pastor of Mount Zion Baptist Church in 2009 but remained active. He advocated for civil rights in the 1960s and brought Martin Luther King Jr. to Joliet for an event in 1965 at Memorial Stadium.

Despite his ambitious accomplishments in life, Isaac Singleton was known for being humorous.

“His name, Isaac, meant ‘laughter’ and he lived up to his name,” Stephens said. “It was hard to spend 10 to 15 minutes with him when you’re not laughing so hard that water is coming out of your eyes.”

Stephens said to the students Wednesday something he believed Isaac Singleton would have told them: “There is greatness within me.”

He had the crowd of students chant the phrase and told them they can be whoever they want to be.

“Oh, you got the rhythm now, everybody: There is greatness within me!” Stephens said.

“There is greatness within me,” the students yelled.

Joliet backs Rialto to assure upcoming shows

bokon@shawmedia.com JOLIET – The city of Joliet on Wednesday provided a guarantee that performers in four upcoming shows at the Rialto Square Theatre will get paid.

The city took the measure to assure performers and ticket buyers that the shows will go on despite recent financial problems at the Rialto, City Manager Jim Hock said.

The city stepped in after promoters for the shows contacted the Rialto seeking a guarantee of payment in light of the theater’s financial issues, Hock said.

Meanwhile, a special City Council meeting also has been scheduled for 5:30 p.m. Monday to discuss a Rialto intergovernmental agreement that could add some stability to the theater’s future.

Hock said the guarantee given to promoters Wednesday does not involve any advance payments to performers, only assurances that the acts will get paid.

He said the exact payments due to

the performers are difficult to determine because of the complexity of entertainment contracts, some of which include hotel stays, royalties and assorted percentages of ticket sales.

“This is a strange industry,” Hock said. “Each of these contracts is different.”

But Hock said he was sure the city would be able to cover entertainers’ fees, if the Rialto could not, with the remaining $440,000 budgeted for Joliet’s contribution to the theater this year.

“The goal is that these performances go on,” he said. “That’s what we’re working on, so there’s an assurance that these shows go on.”

The letter was provided to three promoters for the following shows: • “Comedy Party Featuring Pauly Shore, Harland Williams, Tom Green & Bobby Lee” on April 7 • “Jeff Foxworthy & Larry The Cable Guy – We’ve Been Thinking Tour” on April 8 • “Sesame Street Live – Make a New Friend” on April 20 • Vince Gill on May 5

The city’s guarantee comes during a week in which the Rialto board has put General Manager Randy Green on paid leave while lawyers work on a separation agreement. Green’s likely departure comes as the Rialto faces financial problems that include about $120,000 in late payments on payroll taxes.

Rialto board Chairman Dan Vera said he was “very appreciative of the city’s willingness to provide near-term support.”

Just how much support the city wants to provide may be apparent at the Monday meeting.

Hock said the terms of an intergovernmental agreement with the Rialto have not been settled. But the meeting is being held for council members to consider the city’s commitment to the Rialto, he said.

“The mayor and the majority of the council want the Rialto to succeed,” he said.

But the city also is looking for assurances “that the Rialto is not going to be in the same situation at the end of the year,” he said.

The council last week delayed a Rialto request to release the April installment of the city’s quarterly payment to the theater early for payment of payroll taxes.

Council members contacted Wednesday said they agreed with city support to ensure that scheduled shows run as planned.

“The shows are sold out, and we can’t afford to cancel the shows,” Councilman Michael Turk said. “I think we need to make sure those performances go on.”

Councilman Jim McFarland said he was told that about $200,000 in ticket sales were at risk if the shows were canceled. The Rialto’s financial predicament would be worsened if that money had to be refunded.

“The show must go on,” McFarland said. “But after that, we need to definitely have an audit of their finances.”

Library board slates 7 events for public comment on failed referendum

bokon@shawmedia.com JOLIET – The Jefferson Street bridge will be shut down again April 4 for a painting job that was started last summer.

The Illinois Department of Transportation announced the closure Wednesday and said the project is expected to be completed in July.

The bridge was closed for five months in 2015 for the paint job, but the project was prolonged when work crews found other repairs were needed. Half the paint job was done. IDOT said when the bridge reopened in No-

vember that it would be closed again in April to finish the painting.

Only the lower section of the bridge is being painted.

IDOT said motorists should expect delays and allow extra time for detours.

The detour route will direct eastbound traffic on Jefferson Street to Raynor Avenue, which will go south to McDonough Street, east over that bridge to Chicago Street and north to Jefferson Street. The same detour was used last year. Jefferson Street only runs eastbound at the bridge.

IDOT noted that work begins April 4 if weather permits.

PLAINFIELD – The Plainfield Public Library District has announced seven events in April for the public to sound off on the library.

The library board last week decided to go on a listening tour before possibly deciding at its April meeting whether to pursue another referendum for library expansion in November. The referendum was defeated in the March primary election.

The library Wednesday announced three public meetings and four open houses for discussion about the future of the library.

“The board needs to hear from our residents, to ensure that we take the appropriate actions for what comes next,” board President Carl Gilmore said in a news release announcing the listening sessions.

At the board meeting March 16, library trustees decided to go to community leaders and other stakeholders with three questions: • Why did you hear the referendum failed?

• Why do you think it failed?

• What would make a difference?

Those three questions will be asked at the community meetings, too, library Director Julie Milavec said.

“The focus will be on the three questions they’ve been asking the stakeholders,” Milavec said. “This is an opportunity for people in the public to come and tell us what they think.”

Judge: Murder suspect found insane

bstanley@shawmedia.com JOLIET – A judge Wednesday ruled a Harvey man was insane when he attacked his girlfriend with a knife three years ago in her Evergreen Terrace apartment.

Antonio P. Lawrence, 25, will be put into the custody of the Department of Mental Health Services next week after Judge Carla Alessio Policandriotes made her decision at the conclusion of a bench trial that he was not guilty of attempted murder by reason of insanity.

“Mr. Lawrence’s psychosis existed prior to the offense and at the time [of it],” the judge said.

Lawrence is a diagnosed schizophrenic who “could not appreciate the criminality of his actions,” she said.

Lawrence already had been hospitalized for mental health issues and told people he thought his then 20-year-old girlfriend was trying to poison his food before Aug. 26, 2013. About 1 a.m. he awoke from sleeping with his girlfriend and their two young children in her fifth-floor apartment and asked where the knives were kept, according to police. Lawrence returned with a butcher knife and “began shaking with a crazy look in his eye” before stabbing her at least seven times in the face and body, the victim told police.

While the victim called 911, Lawrence walked to the Joliet police sta-

tion, shirtless and covered in blood. The knife was in his pocket with the blade pointed up, authorities said.

“He then made some bizarre statements to police officers,” defense attorney George Lenard told Alessio Policandriotes.

Lenard said Lawrence had stopped taking medication prescribed during his last hospital stay in the days before the attack.

The judge reviewed “extensive” psychiatric reports, noting Lawrence required “a lengthy and intense inpatient treatment to restore him fit for trial.”

The Department of Mental Health Services will determine how long Lawrence remains confined to a mental health facility.

Man who had ecstasy in system pleads guilty in fatal crash

bstanley@shawmedia.com JOLIET – A Crest Hill man pleaded guilty Wednesday to driving under the influence in a 2014 crash that killed a Romeoville man.

William “Calvin” Hayes, 32, was

sentenced to eight years in prison for the May, 19, 2014, crash that killed Don Trasmonte, 41. Hayes faced up to 14 years in prison if he’d been convicted on all charges.

Hayes was driving a green Dodge Caravan south on Weber Road when he ran a stoplight at Taylor Road in Romeo-

ville, crashing into a brown Mitsubishi SUV that was turning onto Weber Road.

Trasmonte was killed and his wife was seriously injured. A man who was a passenger in the Dodge was treated for minor injuries. Blood tests showed Hayes had ecstasy in his system at the

8 Police: Joliet impound lot owner

drove pickup seized by police

JOLIET – After her pickup truck was seized following an arrest on charges of driving under the influence of alcohol, a Tinley Park woman allegedly discovered the owner of the Joliet impound lot that police had it towed to had been driving her vehicle.

On April 22, 2015, Daniela Degrado was stopped by state police on Interstate 80 near New Lenox and arrested, according to court records. Degrado’s 2015 Dodge Durango RT was towed from the scene by C&C Towing, 2221 Maple Road, which is operated by Charles Collins.

“It’s the first vehicle I ever had brand-new,” Degrado said of the $45,000 pickup, which she continues to make payments on.

According to Degrado’s attorney, Paul Napolski, the state filed notice to seize the vehicle after the arrest and it was supposed to remain at the lot until the case is decided.

In November, Degrado was emailed a “UConnect” statement from Dodge, which includes data taken from an onboard satellite monitoring system similar to OnStar.

“My husband and I joked, ‘The guy’s

driving our truck,’ ’’ she said.

On Dec. 26, Degrado’s UConnect update allegedly said the Durango had reached nearly 4,100 miles – up from the 3,800 the month before, which made her suspicious. Degrado said online GPS showed the pickup was at Collins’ house in the 600 block of Silver Leaf Drive in Joliet.

“I was furious,” she said. “I packed up my 6- and 2-year-olds and drove out there. I took the second key [fob], hit the panic button and I could hear it in the garage. I did it a second time to make sure and called the police.”

Degrado said she was informed state police took custody of the vehicle a few days later. On Feb. 23, Collins, 45, was charged with a misdemeanor count of criminal trespass to a vehicle.

According to the complaint filed in Will County court, Collins “knowingly operated the motor vehicle of Daniela Degrado ... a 2015 Dodge Durango ... between April and December.”

“I have no idea what you’re talking about,” Collins said Wednesday afternoon when contacted by The Herald-News.

Court records indicate he appeared Friday in response to a summons in the case.

Chapman opened the address with revenue streams supporting the general fund, which has a budget of $11.98 million. Breakdowns were: taxes, 77 percent; licenses, 2 percent; permits and fees, 3 percent; fines, 2 percent; and other, 17 percent.

Shorewood maintains a Aa bond rating, and the village debt liability is less than 1 percent of revenue that taxes are levied against. Chapman said the village’s personnel percentages are at 54 percent, which is under most municipalities that rise over 70 percent, so the village runs “lean and mean.”

In the works

Chapman spoke of the home rule sales tax, which gives the municipality more control over its future, such as the village’s efforts to get water from Lake Michigan to Shorewood.

“We asked the village to allow us 0.75 percent of sales tax increase on items other than vehicles, drugs and groceries to allow us funds to bring in Lake Michigan water due to the water problem in Shorewood,” he said.

Among other capital improvement projects the village plans for 2016 are smart water meters, a Seil Road sewage lift station, 2.25 miles of roads, Parkshore Drive storm sewers, and storm sewer improvements.

Chapman said sales tax revenue in Shorewood has been on the rise and has seen a steady increase as businesses move into the community – 33 last year, 10 being home businesses.

SHOREWOOD – Shorewood Mayor Rick Chapman welcomed 85 members of the Shorewood Area Chamber of Commerce, elected officials and village staff to the 15th annual State of the Village address luncheon Tuesday at The Timbers of Shorewood.

The afternoon began with a welcome and introductions by Karen Gonzalez, chairwoman of the chamber Board of Directors, and an invocation by Deacon Karl Huebner of Holy Family Catholic Church and School.

After lunch, Chapman addressed the room.

“Is everybody comfortable? We have been presenting the State of the Village address for 15 years and I am honored to do each one of them. It’s been interesting being the mayor of Shorewood,” Chapman said.

“I don’t blame anyone [for the uproar], but this gas station has $1 million in upgrades architecturally, which our board demanded,” Chapman said. “It’s the best gas station architecturally in the county if not the state, and when 85 percent of the people outside of Shorewood are dropping dimes in here, these are the kinds of places that will help pay for our water issue.”

Building permits in the village have peaked at more than 1,000 for the first time since 2007, with the majority for home maintenance.

“Permits we have seen are for swimming pools, fences and remodels. People are interested in staying in Shorewood and are taking care of their properties, which in turn will raise property values,” Chapman said.

The event wound down, and the mayor took a bow, reassuring those in attendance that Shorewood was financially in good shape, with reserves up to four months in case of emergency.

Minooka votes on vaping regulations Village Board also approves ordinance involving storm sewer system, pollutants

Shaw Media correspondent MINOOKA – Vaping, or electronic vapor cigarettes, will now be regulated in Minooka the same way as tobacco.

The Village Board on Tuesday approved a change in the village’s tobacco ordinance to include vapor products, with all present members voting in favor. Trustee Rudy Martin was absent.

The ordinance describes an alternative nicotine product as a product or device not consisting of or containing tobacco that provides for the bodily ingestion of nicotine.

It also describes a vapor product as any non-combustible product that uses a heating element, heating source, electronic circuit or other electronic chemical or mechanical means used to produce vapor from nicotine.

Vapor products now are banned from public places such as parks, playgrounds and shopping centers. Sales no longer can be made to anyone under 18 and retailers will be regulated the same as tobacco sellers.

Illegal-discharge ordinance

Another ordinance receiving only “yes” votes will help the village identify illegal discharge in the village’s storm sewer system that could affect public health, safety and welfare.

The ordinance establishes methods for controlling pollutants, prohibits illicit connections to the system and gives the village legal authority to carry out inspections, surveillance, monitoring and enforcement.

The ordinance applies to any water or liquid, other than uncontaminated storm water, going into the system from any developed or undeveloped lands, unless allowed by an authorized enforcement agency.

Firm hired to handle hail repairs

Hail storms that damaged village property last year caused in excess of $1 million in damage. Because of the scope of repairs, trustees approved hiring project management firm American Technologies Inc. to handle bidding, hiring of subcontractors and completion of work.

Damage occurred on the village’s major water tower and pump house on Ridge Road, the public works building and administration center, wastewater treatment clarifier domes and at various park pavilions.

The cost of the repairs will be covered by the village’s insurance company, said Village Administrator Dan Duffy.

New sidewalks will be wider

New developments in Minooka will be required now to make sidewalks and pedestrian walkways wider. Effective immediately, with approval of the ordinance, walkways are increased from the previous 4 feet to 5 feet wide.

Sign will help truck traffic

Semitrailer drivers pulling off Interstate 80 in Minooka will soon have an easier time finding their destination with a new logistics truck route sign on Ridge Road.

Duffy said that after working on the project for two years, the village has entered into an agreement for a five-year right-of-way lease on ComEd property to erect a sign at the corner of Ridge Road and Grainger Way. The directional signage will help create a safer traffic environment on Ridge Road.

“Yes, sir,” the defendant responded.

Hayes did not address the court after pleading guilty, but Tomczak said “from the beginning [Hayes] has expressed remorse for the consequences of his actions.” Cappelli said Hayes was convicted of driving under the influence in 2005. He also has been convicted of criminal damage to property, marijuana possession and possession of drug paraphernalia. Hayes must serve at least 85 percent of his sentence but will receive credit for nearly two years spent in the Will County Jail.

Melvin Leroy Deskin, age 78, late of Lockport, died peacefully at home just after midnight on March 23, 2016. Melvin was born on May 21, 1937, in Pekin.

He was preceded in death by his father, Norlan Edgar Deskin; mother, Mary Ethel (Rutledge) Deskin; his daughter, Dana Deskin Dolan; and granddaughter, Molly Rose Dolan.

He is survived by his wife, Rosalie Deskin; his two sons, Darren (Diane), Brent (Lisa); and his sister, Ethel Kline; son-in-law, Stephen Dolan Sr.; grandchildren, Amy Deskin Hop, Melanie Deskin, Derek (Jessica) Deskin, Erin (Steven) Russell, Meghan Dolan, Ginny (Nicholas) Perry, Stephen Dolan Jr., Delanie Dolan, Tara Deskin, Chase Deskin and Taylor Deskin; great-grandchildren, Juliette Hop, Keith Hop, Allison Foreman and Haddie Russell.

Melvin was a graduate of Pekin High School and Western Illinois University. He also held a master’s degree from Indiana State University. He began his career as a teacher in 1959 at Lockport Township High School where he taught Physical Education and Driver’s Education. When Lockport West (Romeoville High School) opened in 1963, he moved to the new school. He retired in 1994. Melvin is

FRANCIS H. KURTZ Francis H. Kurtz, age 73, passed away suddenly on Wednesday, March 23, 2016, with his loving family by his side.

Francis is survived by his loving wife of 53 years, Patricia (nee Spillie); children, Alan Kurtz of Alpha, MI, Lynn Kurtz and Marla Kurtz; grandchildren, Elizabeth and Zachary Kurtz, Emily, Katy and Cody Kurtz; great-grandchildren, Colton, Hunter, Paisley and Abigail; sisters, Lucy Mainellis and Clair Posega; numerous nieces, nephews and cousins also survive.

Preceded in death by his parents, Frank and Helen Kurtz; and stepmother, Mary Kurtz.

Francis worked for the Local #150 International Union of Operating Engineers for 50 years. He was an avid outdoorsman who loved hunting, fishing and gardening. Francis also loved to visit his home away from home in Crystal Falls, Michigan, where he enjoyed proudly walking his land and the simplicity of nature. He also enjoyed taking care of his special fury companions Stormy, Star and Sasha.

Francis will be dearly missed.

Carmela loved the Joliet Jackhammer Baseball Team where she worked as the “giveaway girl” and hosted team players for four seasons.

CHICAGO – An alleged sex abuse victim of Dennis Hastert could testify about his emotional trauma next month at the former U.S. House speaker’s sentencing in his hush-money case, according to a transcript of an unannounced court hearing this week during which the court linked sexabuse allegations to the Illinois Republican for the first time.

Hastert, 74, pleaded guilty Oct. 28 to violating bank laws as he sought to pay $3.5 million to ensure someone referred to in the 2015 indictment only as “Individual A” stayed quiet about past misconduct by Hastert against Individual A. The misconduct dated back decades to about the time Hastert was a high school wrestling coach.

The Associated Press and other media outlets, citing anonymous sources, previously reported that Hastert wanted to hide claims he sexually molested someone, but the issue had not been raised in unsealed filings or in court until this week.

Law firm to look at how Chicago police complaints are probed

CHICAGO – A law firm will conduct a six-month review of the Chicago civil oversight board that investigates police-involved shootings and complaints against officers, the head of the board said Wednesday.

Sharon Fairley, who runs the Independent Police Review Authority, acknowledged an audit is needed, since the board has upheld very few complaints in the nine years it has existed and only twice has determined that police shootings violated the department’s use-of-force policies.

She was killed a week after performing at President Barack Obama’s second inauguration in January 2013.

Documents show officers tried to use the national attention garnered by Pendleton’s death to convince Ward to speak after his arrest. One detective told Ward that Obama was aware of Hadiya’s slaying and that the FBI had offered to help with the investigation.

Durkin ruled that the two would be able to speak at the hearing if they choose and that the defense could question them if Hastert’s attorneys believe either has said something that is “factually incorrect.”

Jolene Burdge of Billings, Montana, told The Associated Press later Wednesday that she is the sister who intends to testify about sexual abuse against her brother, who died in 1995.

Burdge said her brother, Stephen Reinboldt, told her his first homosexual contact was with Hastert and that it lasted throughout his time at Illinois’ Yorkville High School. Hastert worked at the school from 1965 to 1981, teaching history and coaching wrestling.

Chicago files suits against State Charter Commission

CHICAGO – Chicago Public Schools officials said they have filed lawsuits over the Illinois State Charter School Commission’s decision to block plans to close three underperforming charter schools.

The lawsuits were filed Wednesday in Cook County and claim the commission is overstepping charter school law.

Schools CEO Forrest Claypool said the commission has “ignored its own academic standards” to keep underperforming schools open. He also called on state legislators to cut the commission’s power.

Earlier this month, the commission overturned the district’s closure plan. That changes how the schools are operated and funded by the state.

Critics have said the decision to close the schools came too quickly in the wake of policy changes.

Activist avoids more jail time for freeing mink, vandalism

CHICAGO – A judge has sentenced an animal rights activist to a year in a halfway house and on house arrest for vandalizing an Illinois fur farm and releasing more than 2,000 mink from cages.

U.S. District Judge Amy St. Eve on Monday also sentenced 27-year-old Tyler Lang of Los Angeles to three months’ time already served and ordered him to pay $200,000 to the couple who operated the farm in Morris.

Lang and 28-year-old Kevin Johnson of Los Angeles each pleaded guilty to conspiring to travel in interstate commerce with the purpose of damaging an animal enterprise. Johnson was sentenced last month to three years in federal prison.

Lang and Johnson were accused of vandalizing the farm and releasing the mink in August 2013. About 1,600 of the mink were recovered.

ANAHEIM, Calif. – A few miles from Disneyland is a place most tourists never see.

The signs along the thoroughfare suddenly switch to Arabic script advertising hookah shops, Middle Eastern sweets and halal meat.

At a run-down strip mall in the neighborhood known as Little Arabia, flags from a half-dozen Muslim countries flap in a stiff breeze. Flying above them is a giant American flag.

After Sen. Ted Cruz called for increased surveillance of Muslims in the U.S., many people in this community and others like it either challenged the Republican presidential candidate or dismissed his comments as mostly meaningless rhetoric.

Majd Takriti, 43, stopped to discuss Cruz’s remarks as he picked his mother up from a butcher shop. He said he took Cruz and rival Donald Trump with a grain of salt.

“A lot of what they say is to attract attention,” he said.

A block down the street, Jordanian native and 44-year U.S. resident Wathiq Bilbeisi slurped on lentil soup during his break at a Jordanian restaurant. He seemed mystified by the concern among some non-Muslim Americans about the candidates’ comments.

“The politicians, they want to say whatever the constituents want to hear. I don’t think they mean what they say, and in the end, they’ll have to come to terms with themselves,” he said.

Bilbeisi wasn’t worried about the GOP seeking major changes to U.S. law.

“When they go to Congress to get laws to watch the Muslims, nobody’s going to do anything about it,” he said.

“It’s against American values.”

At a nearby hookah shop displaying pipes in a rainbow of colors, employee Guss Zayat questioned whether IS members were true Muslims.

“They are killing more Muslims than anyone else in this world. They are killing children. They are killing

Christians and Muslims in our home countries,” said Zayat, who came to America from Beirut about three years ago. Politicians “should know the difference between ISIS and Islam.”

Cruz’s statement on Tuesday came hours after the deadly attacks at the Brussels airport and a subway station that killed dozens of people and wounded many more. The Islamic State militant group claimed responsibility.

He said law enforcement should be empowered to “patrol and secure Muslim neighborhoods before they become radicalized.” Echoing earlier statements from Trump, Cruz also said the U.S. should stop the flow of refugees from countries where the Islamic State has a significant presence.

In Washington, Deputy Attorney General Sally Yates was asked Wednesday at a news conference about calls to step up patrols of Muslim communities. She said the Muslim community “is one of our greatest partners in our fight against terrorism and public safety generally.”

An example for Christians VIEWS Kathryn Jean Lopez Taking on the Little Sisters of the Poor should have been the public-relations equivalent of slapping babies.

Mary Eberstadt, author of the upcoming book “It’s Dangerous to Believe,” used that turn of phrase when speaking at the Catholic University of America at a conference on human ecology co-sponsored by the Napa Institute.

She was referring to the religious group that finds itself headed to the Supreme Court this week, fighting an Obamacare mandate that clashes with its religious views. From the very beginning, it was a perplexing situation.

Perplexing unless you understand that the hostility to lived religious faith in the public square is itself something of a religion for secular liberals.

But what about the Christians?

Come to think of it: Why haven’t they been marching in the streets for those precious sisters? Could it be that they haven’t been living what they believe?

Speaking after Eberstadt at the same conference, Atlanta businessman Frank Hanna addressed this.

As Hanna put it, modern American Christians are probably not in the best position today to lecture anyone. It has nothing to do with the blessed sisters who are living radically, but with the rest of us who go about our days and don’t show our neighbors that gracious generosity and mercy that Gospel living necessitates. There’s a lack of credibility, he says, including himself in his criticism. He knows he’s not alone.

If you’ve read the accounts of the final moments and last words of the four nuns killed by ISIS terrorists in Yemen earlier this month, you know what a true Christian example looks like.

When ISIS moved into their home for elderly and disabled people, they heard women there beg “Don’t kill the sisters! Don’t kill the sisters!” But that’s exactly what ISIS was there to do.

The ISIS terrorists caught Sister Judith and Sister Reginette first, tied them up and shot them in the head.

Then they caught Sister Anselm and Sister Marguerite, and murdered them in the same fashion.

This graphic testimony comes from Sister Sally, the fifth of the sisters in the house, who the terrorists looked for but never found.

The sisters were killed just days before the Vatican announced that the founder of their order, Mother Teresa, would be canonized in September.

But what about those who won’t be murdered by ISIS, who face challenges to their faith much less grave?

As Hanna put it: “I’m not sure right now [that Christians] have the credibility to lecture society.

But we can have credibility if we decide to be witnesses.”

We decide to be witnesses to Christ by living virtuously. By living less selfishly and more sacrificially. By wanting others to prosper, and helping them to do so.

We also do so by having a frank discussion with Americans who are hostile to Christianity. In her upcoming book, Eberstadt explains the secular left as a rival faith to Christianity, one with reasonable and unreasonable people. We can work out some compromise with the reasonable ones, in the tradition of our pluralistic society.

But to do so, we also have to clearly and truly believe in something in the same way that an administration that would let the Little Sisters of the Poor go all the way to the Supreme Court does.

LETTERS TO THE EDITOR Continually ignore history

To the Editor: I read former Gov. Pat Quinn’s budget director’s effort to convince us Quinn was a great success (The Herald-News, March 15).

No surprise, Illinois Democratic leaders continually ignore history after their disastrous 12 years of one-party rule.

David Vaught’s piece is true to the Quinn legacy – vague references to constitutional amendments to prevent gridlock, yet no detail. The only specifics he offers is to raise taxes on Illinois citizens again.

Under Quinn, taxes went up 67 percent without solving problems or providing value to taxpayers. Spending climbed, the credit rating was downgraded and he left a $1.6 billion deficit when he was voted out. Even worse, the nation was adding 15 million jobs from 2000 to 2015 but Illinois was losing over 100,000.

Illinois elected Gov Bruce Rauner and his plan to fundamentally change the direction of the state. His reforms have met stiff resistance from Quinn’s allies – entrenched supermajority Democrats fiercely protective of the status quo that empowers them, who offer no plan of their own. Vaught should really be asking, “Where is Speaker Madigan’s plan? “ Vaught should be calling on his Democratic allies to engage in the negotiations necessary to get Illinois back on track. Rauner has offered numerous compromises repeatedly met by staunch Democrat resistance.

The simple truth is that Rauner is doing exactly what he told voters he would do before the election: challenging the broken status quo that has systematically crushed opportunity in Illinois for years.

Rauner knows that solving the state’s budget problems starts with putting more people to work. The people of Illinois want both parties to work together to reach that goal.

Rather than re-fighting the last governor’s race, or setting the stage for Vaught’s boss to run again, we should encourage Madigan and his legislative majorities to respect the

will of the people. Let’s look forward and help Illinois reach its vast potential.

Using lines as an excuse

To the Editor: I too was a witness on Election Day. My polling place was very busy, but thanks to great judges trained by our county clerk, all went pretty well considering all the new processes and responsibilities. More than 50 new voters registered and 603 votes were cast, a record for my precinct.

Rep. Mark Batinick has over-reacted, like board members Chuck Maher and Jim Moustis. All voters in Will County have had the option to vote early from the kitchen table, so anyone that walked away from a polling place due to a line is just using a line as an excuse. The clerk’s office mailed out plenty of invitations offering you the opportunity to vote early and become a judge. The Herald-News published stories on the topic, also. Don’t blame the law for the shortcomings of the voters. They, too, have a responsibility. If you really understand and believe in democracy, hard fought for by life-and-death situations of those who came before us, then the line would never deter you from voting.

If taxpayers want the kind of service that would eliminate lines, then they need to understand that there is a cost involved.

Stop supporting tax freezes and levy freezes and get out to campaign for a tax increase.

kjasnica@shawmedia.com JOLIET – Sometimes picking the Herald-News Player of the Year in girls basketball is tough. Usually, two or three area kids are equally talented and productive, and the decision comes down to one stellar game, or a playoff run that separates them.

Other times, Nicole Ekhomu plays basketball in the area.

Ekhomu’s impressive skill led to multiple 30-plus-point games and averages of 22 points, 4.9 assists and 3.1 steals. Those statistics helped her gain countless accolades.

As a freshman, Ekhomu and her JCA made back-to-back trips to the teammates won a regional title. They supersectional. Despite the misfortune, the team had a fun, successful season and won a regional.

“No one expected it to be fun when three main players left and a new coach came,” Ekhomu said. “Coach Leonard made everything fun for us.

We had fun and worked hard at the same time, and I think that’s what kept us together as a team with the adversity that we were going through.”

Another thing that kept the Angels together was Ekhomu staying.

She could have followed the three other players and transferred. She is from Bolingbrook and had the opportunity to play for a public school with a competitive program.

On paper, she had nothing to lose.

In her head, transferring would go against everything her mother instilled in her growing up.

“My mom is really all about loyalty,” Ekhomu said. “That’s where I get it from. You finish with who you started with. That’s really what we’re about. Even with everything that occurred, we weren’t going to just leave. Some people stayed just to play with me, and for me to up and leave them, that wouldn’t be right.

That wouldn’t be loyal.”

Staying was her first decision.

Her second might have been a little harder to stick by, but Ekhomu committed to playing the same game despite the circumstance. She wouldn’t coast through the season and think about playing for Florida State University next season.

Where did that attitude come from?

That was family, too.

Anyone that watches Ekhomu play might notice something. She has her own little fan section at every game.

When her sister, Christina Ekhomu, isn’t playing basketball for St. Francis, she’s joining the family section that includes their mom, uncle, aunts, grandparents and cousins.

The group makes its presence known in the crowd. Even when they’re not in the gym, the entire clan is on Nicole’s sideline, teaching her strong values and encouraging her.

Next year, Ekhomu will be playing for Florida State.

Even though she won’t have the Ekhomu crowd at every game, she’s excited to join the family-oriented team. After that, she plans to take her basketball career as far as it can go.

“I’m trying to go to the (professional) league, but I know that requires a lot of hard work,” Ekhomu said. “I’m trying to put forth all the effort to get there.”

Part of the reason she has become so accomplished is because she is not only dedicated, athletic, driven and every adjective associated with a good basketball player, but Ekhomu also wants to continually study the game.

Her AAU coach told her to be a student of the game, and her desire to learn has never stopped. When she watches games, she doesn’t just watch.

She actively tries to learn more about her sport. She watches the way they move. She observes little things they do that can pick up her game.

So what does the player of the year think all her success is due to?

“I think it’s my dedication and competitive spirit,” Ekhomu said. “I always think that someone is out-working me, which makes me work even harder and I think that transfers to my game. I’m going to do whatever it takes for me to get better.

“If I know I have to wake up early in the morning to get better, that’s what I’m going to do. If I know I need to stay in the gym late at night to shoot, that’s what I’m going to do, and I try to separate myself that way. If another good player is at home, I want to be in the gym getting better every day.”

He spent the rest of the season on the sidelines signaling in plays, almost as if he were an extra assistant coach.

He is that into the sports he loves.

In addition to football, his “A” list includes baseball, which Tibble has not played since his freshman year.

“I’m a baseball player at heart,” Tibble said before a Tigers’ practice this week. “I had played it all my life until I quit to concentrate on football after freshman year. I went to ESP (Elite Sports Performance) in Oswego this winter and did some work there to get back into baseball, but mostly I stayed in the weight room and ran a lot.”

Covering lots of ground in center field, getting on base and creating scoring opportunities with his bat and speed, that’s what the left-handed hitting Tibble plans to bring to the inexperienced Tigers.

“He’s already tracked some long balls down for us in center field,” Karczewski said. “For someone who hasn’t played baseball in two years, he’s already made contact at the plate.

I think he can play college baseball.

Wait until the college guys see what he can do.

“I look for him to be a leader for us even though he’s been out of the sport for two years. I’d like him to set the tone.”

Tibble said he should be able to employ many of the same leadership qualities he developed in football.

“That’s what coach wants from me, to be a team leader,” he said. “There’s no issue with me not having played the last two years.

“Our last game, I was 0 for 3. I didn’t have a problem seeing the ball at the plate, but I still have to start getting the barrel on it. I hit one ball hard to left-center field, and it was right at the outfielder. I can’t get mad about that.

That’s the way this game is.”

West finished 18-13 a year ago, 7-7 in the SouthWest Suburban Blue. The graduation toll included the 1 through 6 hitters and seven seniors in all. They included leadoff man Cody Grosse, the Herald-News Player of the Year in 2015, plus Griffin McGuire and Robert Talarico, among others.

“We have six guys from that team playing college baseball,” Karczewski said.

“We have a lot of inexperience,” Karczewski said. “These guys won 20 games on the sophomore level last year, but sophomore and varsity are two different entities.

“The guys are out here are trying to be upbeat, trying to play hard and be good teammates. It’s a new situation to them.”

Other than perhaps Foote leading the pitching staff, May behind the plate and Tibble in center field, Karczewski said, “There is not a spot on the field that is locked up. When we post the lineup on a given day, the guys who are not in the lineup, their job is to be a good teammate. Good teams have guys who know how to play that role.”

Among the Tigers who could wind up in prominent spots are senior left fielder Scott Keigher, junior shortstop/third baseman Jordan Long, junior first baseman Tyler Spisak, junior outfielder/pitcher/designated hitters Breven Daugherity and Noah

Plunge, and senior left-handed pitcher Tom Purcell.

“We’re going to play 10 games and then see what we’ve got,” Karczewski said. “We’ll let the guys play, and the positions will take care of themselves.

“We made 10 errors in our first two games. We were struggling to pick the ball up. But we won one of those games. We’re trying to build a team that’s tough and competitive. It will take work.”

If the defense can pick it up, that will make life easier for Foote and the rest of the staff.

“We definitely were senior-dominated last year, so it’s understandable we have a lot of young guys this year,” said Foote, who is anticipating getting the ball March 31 when the Tigers open in the WJOL Area Baseball Invite against Lockport.

“I have to help bring intensity to our team. I think our staff will do well, but we will have to have the defense and offense back us up.”

PLAINFIELD – Pitcher Brooklyn Daly and catcher Maria Connell have been playing softball together since they were 8 years old.

The talented Plainfield Central juniors might not be finishing each other’s sentences just yet, but their familiarity with each other is a key part of the team’s success.

“It makes it a lot easier because she knows what I’m thinking and I always know what she’s thinking,’’ Connell said. “So she shakes off a pitch, and I know what she’s going to throw all the time.’’

What pitch is that?

“That’s secret,’’ Daly said with a laugh. “Can’t tell you that.’’

The opposition sure would like to know. Daly was 26-4 last year – a school record for wins – with a 1.70 ERA and 186 strikeouts.

Daly led Plainfield Central to a 29-5 season that included going undefeated in the Southwest Prairie Conference and winning the Class 4A Providence Regional.

“I think last year went really good,’’ Connell said. “It was a fun season because we’re all really close, and we just kept winning.’’

That’s the objective for 2016, too.

“Win sectional,’’ Daly said. “Win state. That’s the goal.’’

Even with 43 wins the past two seasons, Daly could encounter a few bumps along the way. The relationship with her catcher definitely will come into play.

“It’s really important,’’ Daly said.

“We get along really well. We know how to pick each other up. We think the same thing because we’ve grown up playing together.’’

Connell knows what to do and when to do it.

“If she’s having a hard time throwing and the crowd is really loud, I just call time out and go talk to her,’’ Connell said. “But I don’t really tell her what to do. I just make her relax.

“We don’t really get mad at each other. If I tell her something, she knows not to take it personally. It’s just trying to help her out.’’

The varsity playing time Daly and Connell have compiled is invaluable to the Wildcats and coach Anne Campbell as she starts her 21st season at Central, 14th as softball coach.

“This is their third year, it’s like they’re seniors,’’ Campbell said.

“They’ve learned. They’re used to it. Even though we only have four seniors, it’s like having six. They’re experienced and they know what to

“We have to step up to help lead the others,’’ Sabor said. “We have more experience since we were on varsity.’’

The other seniors are No. 2 pitcher Maddy Janssen, who also will play some first base, pitcher Vanessa Godina and new first baseman Bri Blaskey.

“Game by game, we really have to focus, work hard at practice to get ourselves zeroed in,’’ Janssen said.

Sammi Newtoff, a junior, is moving to shortstop after playing the outfield last year.

Outfielders include juniors Kayley Grabowski, Sara Peterson and Courtney Polanski. Junior Alejandra Ochoa is the new second baseman.

“There’s some talent, absolutely,’’ Campbell said. “They have to figure out how to play together and where everyone is going to fit together. Offensively, there’s a lot of kids who haven’t hit at the varsity level, so there’s a lot of question marks there.

“But I think they’re going to find their way. When we figure out how everyone is going to contribute, I think this team can go a long way.’’

Brawner-Henley, Gillespie, Strus win national awards SUBMITTED REPORTS

ROMEOVILLE – Lewis women’s basketball senior forward Mariyah Brawner-Henley and head coach Kristen Gillespie received major awards from the Women’s Basketball Coaches Association (WBCA) and Division II Conference Commissioners Association (D2CCA).

Brawner-Henley earned 2016 All-American honors from both organizations. The D2CCA named her to the All-America First Team. Last season, she was a Second Team selection from the D2CCA. The WBCA named her an All-American for a second consecutive season. As a sophomore, she earned All-American Honorable Mention status. She is the first player in Lewis history to receive an All-American honor from the WBCA

three times in her career.

Brawner-Henley, the 2016 Great Lakes Valley Conference Player of the Year, finished the season 16th in the nation in scoring (20.1 points per game) and seventh in rebounds (11.8 per game). She notched 22 double-doubles, tying for the most in the nation. She finished her career as the program leader in points (1,981) and rebounds (1,282). Her 72nd career double-doubles rank second all-time in NCAA DII history.

Gillespie was honored by the WBCA as the Midwest Region Coach of the Year. Gillespie, who also was named the GLVC Coach of the Year, guided Lewis to a 28-3 overall record including an 18-0 record in the GLVC. The Flyers won the GLVC East Division. Lewis gave up only 57.1 points per game, the second best average for

a single season in program history.

The Flyers earned their 11th NCAA Tournament bid in program history in 2016.

In addition, the National Association of Basketball Coaches (NABC) announced March 22 that Lewis University sophomore forward Max Strus has been selected as a 2016 NABC Division II Men’s Basketball All-American and as a member of the Midwest Region All-District First Team. These awards are selected and voted on by member coaches of the NABC. He is Lewis’ first All-American since Brandon Dagans earned it in 2009.

Strus led the Flyers in scoring (20.2 ppg), rebounding (8.4 ppg.) and assists (3.5 apg.) in 2015-16 as they won their first Great Lakes Valley Conference Tournament title in 14 years. Strus,

The Cubs’ Kyle Hendricks yielded a leadoff single to Hanser Alberto and then struck out the next four hitters. He allowed two runs on seven hits, walked one and struck out five.

The Associated Press CHICAGO – Rookie Kristaps Porzingis scored a career-high 29 points and grabbed 10 rebounds, Carmelo Anthony added 24 points and the New York Knicks beat the Chicago Bulls 115-107 on Wednesday night.

In the front end of a back-to-back with the Knicks, the Bulls failed to complete a sweep of their four-game homestand and dropped behind the Detroit Pistons in the Eastern Conference standings for the eighth and final playoff spot.

Nikola Mirotic scored a career-high 35 points for the Bulls, and Derrick Rose added 21.

The Knicks led by as many as 22 in the second half. Rose and Mirotic tried to start a late rally, but each was answered by Porzingis and Anthony.

Rose got the Bulls within 10 late in the fourth, but Porzingis hit a jumper. Mirotic made a 3-pointer to get it within eight at 109-101 with 3:07 left, but Anthony followed with a 3 from the corner.

Exploring a rich Catholic faith

Handmade replica of Holy Doors a source of Lenten reflection at Everest Academy

LEMONT – For Christians, anytime is a good time to contemplate God’s mercy.

But during this Lenten season, the community at Everest Academy in Lemont created a unique item for this reflection, consistent with its Catholic faith and Pope Francis’ call for a Jubilee Year of Mercy.

With the guidance of kindergarten through eighth grade art teacher April Wadsworth, the students at this independent Catholic school replicated the Holy Doors at St. Peter’s Basilica in Rome, which are opened only during a jubilee year.

Candy Hamilton, a teacher’s aide at the school, suggested the idea to Wadsworth. Hamilton said she and her husband Keith had actually walked through the Holy Doors in 2001 at St. Peter’s Basilica in Rome during the Great Jubilee and then watched the closing of those doors until the next jubilee year.

Hamilton said she had wished her six children – all students at Everest – could experience the love and mercy of God associated with those doors, which led to her suggesting the project to Wadsworth.

“She took the idea and ran with it,” Hamilton said. “She gave it life.”

Discovering God through art

The Rev. Jason Huynh, the school’s chaplain and also an artist, said art is a great way for children to study their faith. In Renaissance times, many people could not read, write or comprehend the Latin used in Mass. They learned the basics of their faith from religious art.

Huynh said Wadsworth took the project seriously from the outset.

“She spent hours researching it,” Huynh said.

The concept of the Holy Doors, Huynh said, comes from the Jewish tradition. The people would proclaim a Year of Jubilee when God showed mercy through the freeing of slaves and prisoners, and the erasing of debt.

In Catholic culture, people would seek God’s mercy through pilgrimages to the Holy Doors in Rome. Huynh said he was “on board” with the Holy Doors art project from the beginning.

“The idea was to have the kids realize the richness of their Catholic faith,”

Wadsworth wanted all her students involved, so she considered age-appropriate ways they could contribute. She began by printing off images of each of the Holy Doors’ 16 panels – which depict salvation history, Wadsworth said – and then giving them to the sixth-, seventh- and eighth-grade students to sketch.

“They couldn’t trace them, they had to come up with their own [designs],” Wadsworth said.

The kindergarten and first-grade students painted the borders around the panels to resemble pewter and nails, Wadsworth said. The secondthrough fifth-grade students fashioned the “stained glass:” colored tissue paper glued to clear cellophane, she add-

ed. The addition of black craft tape gave the illusion of lead.

As the students worked, Wadsworth said she discussed with them how the various images in the life of Christ depicted God’s mercy. Wadsworth said the entire project required a week and a half to complete.

“We used up every minute of class time and I teach 13 classes,” Wadsworth said.

The goal was to complete the Holy Doors by Ash Wednesday, Wadsworth said. It took about six hours for Wadsworth to install them in the narthex – with the assistance of her mother, Mary Wadsworth, of Palos Hills, she added.

Once the Holy Doors were in place, Wadsworth said she stepped back and viewed the project in its entirety.

“I was awestruck,” she said.

The little pilgrimage

On the Tuesday following Ash Wednesday, Wadsworth said Huynh led the school in prayer and every student walked through the doors. Wadsworth said students, their parents and school staff have offered positive comments on the project.

At the back of the students’ Holy Doors, Huynh added a list of churches in the Chicago area that have their own set of doors, in case families wanted to visit one or more of them. But the opportunity for meditation doesn’t end with the Everest community.

“If you drive by the road, you can see in through the first set of doors and see our Holy Doors,” Wadsworth said.

FAITH BRIEFS presented a check in the amount of $2,500 to Cornerstone Services.

The check represents the funds the Knights collected during their 2015 Intellectually Disabled “Tootsie Roll” Drive.

ASK DOCTOR K Anthony L. Komaroff Many studies show people with higher blood sugars are more likely to have large blood vessel complications, such as heart attacks and strokes. So you might think intensive lowering of blood sugar would reduce the rates of large blood vessel complications.

But that’s not necessarily true.

The way to see if it is true is through large, randomized trials. In these studies, some people with diabetes (chosen at random) were given intensive treatment that kept their blood sugars very low. Others were treated less intensively and had higher blood sugars. These studies all have abbreviated names. The best known are VADT, ACCORD and ADVANCE. Unfortunately, these trials did not demonstrate a benefit from intensive treatment compared to less intensive treatment. And more patients in the intensive treatment group have suffered from the complications of blood sugar that is too low. Worst of all, in one of the studies (ACCORD), the rates of premature death from heart disease and from all causes were higher in the intensive treatment group. Too much of a good thing might have been fatal. One possible reason is the low blood sugar may have triggered a dangerous heart rhythm.

So, while lowering blood sugar with treatment definitely improves health, there are limits. Today, I and many other doctors do not treat blood sugar as intensively as we used to.

My husband’s doctor always tells him “lower is better” when it comes to his blood sugar.

Can you explain?

Dear Reader: When I was in medical school, and for many years thereafter, “lower is better” was what doctors believed. We knew people with diabetes could develop severe, even fatal, complications if their blood sugar got very high. Plus, we had powerful blood-sugar-lowering treatments available.

On the other hand, there was a limit to “lower is better.” Too much of a good thing could be a bad thing: Overtreatment could push blood sugars too low – dangerously low.

Sustained very low blood sugar can produce confusion, coma and death. So we measured blood sugars frequently, with the goal of having blood sugar as low as it could go without causing bothersome symptoms.

That was the goal because studies many years ago had shown such “intensive treatment” reduced some types of complications of diabetes. Doctors speak of two types of complications of diabetes, both involving blood vessels. The first is disease of small blood vessels (called microvascular complications), which affects the eyes, kidneys and nerves. The second is disease of the large blood vessels (called macrovascular complications), which causes heart disease, strokes and peripheral artery disease.

An analysis of randomized trials involving almost 35,000 people with diabetes found intensive treatment had a benefit: It led to a more than 10 percent reduction in small blood vessel complications.

Most doctors assumed if intensive treatment lowered small blood vessel complications, it also would lower large blood vessel complications. However, over the past 40 years, the evidence has been quite mixed.

In today’s deal, look at the South hand. He opens one heart, West overcalls one spade, North responds two hearts, and East raises to two spades.

What should South do now?

Initially South started with four spade losers, but how many spades does North hold? Given the opponents’ bids, it must be one or zero.

South can ruff most of those losers on the board. This makes his hand much stronger than the basic 14 high-card points. He might jump to four hearts, but perhaps North has values wasted in diamonds. It is better for South to rebid three clubs, a game-try.

Here, North, with all of his points in the rounded suits and that useful-looking spade singleton, should have no qualms in jumping to four hearts, despite holding only six highcard points.

West leads the spade ace, then shifts to a trump. South can win in his hand, ruff a spade on the board, and, if greedy, cross to his hand with a club, ruff another spade, play a club to his hand, draw trumps, and claim an overtrick.

It is tough, but East-West would do well to sacrifice in four spades doubled, which costs only 500.

ORDINANCE NUMBER 16-52 ORDINANCE AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $275,000,000 GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE) OF THE COUNTY OF WILL, ILLINOIS FOR THE PURPOSE OF FINANCING PUBLIC IMPROVEMENT PROJECTS

BE IT ORDAINED BY THE COUNTY BOARD OF WILL COUNTY, ILLINOIS, AS FOLLOWS: Section 1. Authority and Purpose. This Ordinance is adopted pursuant to the Counties Code, 55 Illinois Compiled Statutes 5, and the Local Government Debt Reform Act, 30 Illinois Compiled Statutes 350, for the purpose of financing various public improvement projects throughout the County (the "Projects") including, but not limited to, a sheriff's office building, a courthouse, a satellite courthouse and a county health department building.

Section 2. Authorization of Bonds. To meet part of the cost of the Projects, including capitalized interest, credit enhancement and the cost of issuance of the bonds herein authorized, all as permitted under the Local Government Debt Reform Act, the County is hereby authorized to issue general obligation bonds of the County (the "Bonds") in one or more series and in the maximum aggregate principal amount of not to exceed $275,000,000. The Bonds shall constitute "Alternate bonds" under Section 15 of the Local Government Debt Reform Act, 30 Illinois Compiled Statutes 350/15.

Section 3. General Obligations. The full faith and credit of the County are hereby irrevocably pledged to the punctual payment of the principal of and interest on the Bonds. The Bonds shall be direct and general obligations of the County, and the County shall be obligated to levy ad valorem taxes upon all the taxable property in the County for the payment of the Bonds and the interest thereon, without limitation as to rate or amount.

Section 4. Revenue Source. The Bonds shall be payable from (i) taxes imposed under Section 4.03 of the Regional Transportation Authority Act, 70 Illinois Compiled Statutes 3615; (ii) sales tax and use tax receipts derived by the County from taxes imposed under the Use Tax Act, 35 Illinois Compiled Statutes 105; the Service Use Tax Act, 35 Illinois Compiled Statutes 110; the Service Occupation Tax Act, 35 Illinois Compiled Statutes 115; and the Retailers' Occupation Tax Act, 35 Illinois Compiled Statutes 120; and (iii) landfill host fees derived by the County from the Prairie View Landfill each of which constitutes a "Revenue Source" within the meaning of Section 15 of the Local Government Debt Reform Act. Section 5. Supplemental Proceedings. If no petition meeting the requirements specified in Section 15 of the Local Government Debt Reform Act is filed during the applicable petition period, then the County Board of the County may adopt additional ordinances and proceedings supplementing or amending this Ordinance so long as the maximum amount of Bonds herein authorized is not exceeded and there is no material change in the purposes described in this Ordinance. Such additional ordinances or proceedings shall in all instances become effective immediately without publication or posting or any further act or requirement.

Section 6. Publication. This Ordinance shall be published in the Herald News, a newspaper of general circulation in the County. The publication of this Ordinance shall be accompanied by the publication of the notice required by Section 15 of the Local Government Debt Reform Act. For a period of 30 days after such publication, a petition may be filed with the County Clerk signed by electors numbering the greater of (i) 7.5% of the registered voters in the County or (ii) 200 of those registered voters or 15% of those registered voters, which ever is less, asking that the issuance of the Bonds be submitted to referendum to be held on November 8, 2016. Section 10. Severability. If any section, paragraph, clause or provision of this ordinance shall be held to be invalid or unenforceable for any reason, the invalidity or unenforceability of such section, paragraph or provision shall not affect any of the remaining provisions of this ordinance.

Section 11. Repeal. All ordinances and resolutions and parts thereof in conflict herewith shall be and the same are hereby repealed.
