Lockport high school will renovate stadium in summer

By FELIX SARVER fsarver@shawmedia.com LOCKPORT – The Lockport Township High School District 205 plans to begin renovations at the school stadium in early May. The $1.6 million project was approved last week by the school board.

It is expected to be completed by early August.

“It was a high priority for us to enhance the opportunities for our students not only in competition athletics … but also for our P.E. classes,” Superintendent Todd Wernet said. “We feel the students will use [the stadium] on a daily basis.”

The school board voted 5-2 to fund the stadium project.

In the fall, school officials looked into improving the stadium as part of their facility management plan, Wernet said.

The track at the stadium was due for replacement this year.

The budget for the project had been estimated as between $1.3 and $1.6 million. After bids

Todd Wernet District 205 superintendent came in, the budget was set at roughly $1.6 million, Wernet said.

The district has about $900,000 in funds left over from a 2011 expansion project that will go into the project.

The remaining funds will come out of the district’s operation and maintenance fund, Wernet said.

The project was awarded to Team REIL Inc., who will be the lead contractor working with subcontractors and architects.

New business director named Board members also appointed a new director of business services.

Stefanie Croix will also be the next school treasurer.

Croix will replace Richard

Lesniak when he retires June 30.

Treasurer is a state-mandated position responsible for handling state funding, Lesniak said.

Croix, who works for the Lockport district now, had previously been accounting manager at the Matteson Elementary School District 162. School officials said she is a certified public accountant and received an Illinois Professional Educator License with Chief School Business Official endorsement.

Lesniak said he feels proud about his time serving as the business services director. He said he’s been working in education for 36 years.

“I wish more of those 36 years could have been spent in Lockport,” he said.

Joliet big tree contest is on City searching for largest American elm for Arbor Day THE HERALD–NEWS JOLIET – The city of Joliet Tree Advisory Board is looking for the largest American elm tree within city limits as part of its 2014 Arbor Day Celebration.

While most American elms were destroyed by the Dutch elm disease, a small population of the trees still grows in Joliet.

The board is seeking the largest of these survivors, according to a news release from the city.

American elms can grow from 80 to 120 feet tall and have up to a 4-foot diameter trunk.

Seeds are green and wafer-like.

Their arching branches once formed leafy canopies over many parts of the city. New species of disease-resistant elms now thrive within the city.

Two more basketball courts fill an alternate section of the center and a mezzanine holds room for concessions, seating and multipurpose rooms.

The center will host youth soccer, lacrosse, softball, baseball, football and basketball games.

Organizations that will use the facility include the Chicagoland Indoor Soccer Program, AAU basketball team Illinois Runnin’ Rebels, Top Tier Baseball, Full Package Athletics Inc., Under-Armour

Athletic Group and the Junior Lions Volleyball Club.

The Filipino American Basketball Association of Illinois is already playing games on the courts.

Something needed “The village board and staff had a desire to redevelop what was once known as Spartan Square,” Assistant Village Manager Dawn Caldwell said.

“We wanted something that was attractive, provided space for community events and included something that would attract visitors to this area.”

After reviewing several options, the village board and staff, partnering with Hitchcock Design Group and the Downtown Redevelopment Commission, realized the area could not be developed into a traditional shopping center, Caldwell said.

The village found there was a need for something that would attract people to the area, becoming a catalyst for development of existing and new businesses. As plans

evolved, the village also found the facility to be valuable as a community center while also providing space for athletic groups.

Romeoville outsources management to Indoor Sports Management Group LLC, which will pay more than $130,000 in fees during the next five years and share revenue with the village.

Outsourcing brings in professional experience and keeps the building on tax rolls, which contributes money back into the tax increment financing district fund.

It also emphasizes the public-private partnership that Noak said is valuable in the village.

Uptown design The Romeoville board also wanted the design of the center to mesh with future retail growth in the area.

The building has a collegiate and athletic center look, according to Daniel Atilano, the principal project manager for Dewberry Architects.

“The idea of the [village] was to develop the area with a civic approach,” Atilano said.

“So it has a high-quality brick facade, arches. We tried to add some of that retail aspect as well. That was the intention.”

Atilano said the architects were concerned about the sight of a towering structure casting a shadow on future stores.

The highest points of the structure were directed to the back end of the building.

The high ceiling soccer field was pushed back in the building, and traditional rooftop units are behind the soccer enclosure to be concealed from outside view.

Dewberry also designed the village hall and police building in Romeoville.

With the ribbon cutting Monday, the whole facility, including the mezzanine, will be open for public use.

An open house will also be held from 9 a.m. to 1 p.m. for the public to enjoy the facility and activities at the center.

“It really already has become a catalyst,” Noak said.

ROMEOVILLE – It’s intended to be the catalyst for future development in the village of Romeoville.

Built on the rubble of the old ACE hardware store, the 76,792-square-foot Athletic and Events Center on 55 Phelps Ave. officially opens Monday.

“It has been very successful already. We have two outlets approved,” Mayor John Noak said, adding several vendors have expressed interest in the area around the center and Uptown Square.

A ribbon cutting ceremony for the center is scheduled for 5:30 p.m. Monday. But it has already been an active playground for sports, with the basketball and volleyball courts, as well as the soccer fields open.

Noak said it will be a multiuse facility that can host special events from dinners, big-issue rallies, unique vendors and sporting events.

The first major use is set for April 25, when some of the best high school boys and girls athletes and youth teams in the country will come to the center and compete for the attention of top college coaches in the NIKE Spring Showdown.

The NCAA-certified tournament in the past has attracted top high school players, including the New Orleans Pelicans’ Anthony Davis and Duke’s Jabari Parker.

“It’s very exciting for us,” Noak said. “Activities are happening and booked even before the formal opening.”

The building was budgeted to cost $10.9 million, with funds coming from a tax increment financing district. But village officials are optimistic that the final cost of the project, which won’t be determined until the building is fully complete, will come at or below budget.

The first floor of the center includes indoor soccer fields that can be converted into six portable basketball courts.

During the colder months, the soccer fields will be available.

Silver Cross says it will keep independence Affiliation with Advocate aimed at reducing costs, improving health care

By LAUREN LEONE–CROSS lleonecross@shawmedia.com NEW LENOX – Silver Cross Hospital and Medical Centers will retain its independence while being affiliated with the state’s largest health system, a Silver Cross official said.

New Lenox-based Silver Cross reached an affiliation agreement in late February with Advocate Health Care.

The agreement allows doctors at Silver Cross to join Advocate Physician Partners, which was formed by Advocate and more than 4,400 physicians with the goals of reducing costs while improving health care.

“One of our goals was to remain an independent institution. We’ve worked very hard to have a culture at Silver Cross that we want to continue embracing.”

The affiliation will benefit both Silver Cross and Advocate, said Ruth Colby, senior vice president of business development at Silver Cross.

But Silver Cross will remain a separate institution, she said.

“One of our goals was to remain an independent institution. We’ve worked very hard

to have a culture at Silver Cross that we want to continue embracing,” she said.

Under the agreement, Silver Cross maintains its own board of directors, balance sheet and name. Silver Cross’ board of directors – and not Advocate – will continue governing the hospital system’s strategy and goals, adminis-

trative hires, its budget and who can practice at the southwest suburban hospital, Colby said.

The agreement with Advocate will help both health care systems improve quality and outcomes while reducing the overall cost through coordinated care, she said.

“The health care industry is changing very, very rapidly,” Colby said. “Part of it is the Affordable Care Act.” Hospitals are under more pressure than ever to manage and treat the increasing population of insured individuals, particularly those in Medicaid programs, she said. The overall goal is to reduce unneces-

sary costs while still improving quality of care, she said.

Under the agreement, which is expected to last five years, about 300 physicians at Silver Cross will join Advocate Physician Partners, which is jointly governed by Advocate and its member doctors.

Those 300 doctors at Silver Cross also will be able to improve care with the exchange of data within the Advocate system, she said.

Silver Cross was established in Joliet in 1895. It moved the hospital campus to New Lenox, three miles east from its original location, in 2011.

The school board approved increases in three fees and discussed the possibility of adding new fees last week.

Registration for fulltime students will rise to $220, up from $210.

Part-time student registration fees will rise to $110, up from $105.

Parking fees will also rise next year to $125 from $120.

There was also discussion of instituting an athletic/activities fee.

The suggestion was made to have a fee of $50 a sport with a maximum fee of $100 charged to individ-

ual students and a cap of $200 a family.

Board member Pattie Reuttiger was the first to speak against the new fees.

“Where did that come from?” she said. “I was not aware of that. That’s too much to start out with implementing a fee.”

Reuttiger added once such a fee is set, it’s difficult to reduce or take away later.

After the meeting, board member Chris Kobe, who is on the committee that made the recommendation, said charging the fees would help avoid future program cuts. Kobe, however, said she was open to other suggestions.

The board took no action on the proposed fees and decided to discuss it further in a committee meeting.

MORRIS – Grundy County State’s Attorney Jason Helland has been appointed special prosecutor in the case involving a Coal City resident who claims she was wrongfully strip-searched by LaSalle County sheriff’s deputies.

Dana Holmes was arrested in May 2013 by Marseilles police for driving under the influence of alcohol and was taken to the LaSalle County Jail.

Holmes’ was taken to a jail cell where her clothes were “involuntarily stripped from her body by one female officer, Samantha Kromm, and three male officers, Tyson Szafranki, Terry Puckett and Aaron Hollenbeck,” according to LaSalle County court documents. The entire incident was recorded by surveillance cameras at the jail.

Holmes alleges the four deputies did not obtain the proper written permission from a po-

lice commander to authorize the strip search, nor did they the have reasonable belief she was concealing a weapon or controlled substance to prompt the search, which is required by state law.

Holmes also alleges it was illegal for three men to conduct the strip search on a woman.

She claims the officers are guilty of official misconduct and committed a Class 3 felony offense by unlawfully conducting the search. Holmes is suing the sheriff’s department and the four officers involved.

As the special prosecutor in this case, Helland is charged with investigating the incident to determine whether there was any criminal activity.

Helland had no comment about his appointment.

Typically, the duty to investigate, charge and prosecute instances of misconduct would fall to LaSalle County State’s Attorney Brian Towne.

However, Terry Ekl,

Holmes’ attorney, contended in a petition that Towne has “a clear conflict of interest” because as the state’s attorney, he not only defends LaSalle County but the sheriff’s office as well as the county’s officers.

Ekl claimed Towne could not both defend the officers involved in this case while investigating and prosecuting them.

Ekl petitioned Nov. 5 for the appointment of a special prosecutor. Originally, the court requested the State’s Attorney Appellate Prosecutor to accept the appointment, but the office declined the appointment.

Director of State’s Attorneys Appellate Prosecutor, Pat Delfino, could not be reached Friday for comment as to why his office turned down the appointment.

By Feb. 25, Helland was asked and accepted the appointment of special prosecutor. Helland has 36 months from the date of the incident – May 18, 2013 – to complete the investigation.

Joliet man was at home in the world

By DENISE M. BARAN–UNLAND dunland@shawmedia.com JOLIET – Robert Marquardt of Joliet had a routine for feeding the birds and squirrels in his yard – and they obviously knew it.

If Robert didn’t appear by a certain time, according to his daughter Lavon Picco of Joliet, the animals would be sitting near the feeders and chirping away. Deer also appeared, anticipating the leftover apples Robert had waiting for them. Even Robert’s “granddogs” grew excited whenever they saw him.

“It was like Noah’s Ark out there,” Lavon said.

Robert doted outdoors as much as the animals did.

Despite a quadruple bypass 20 years earlier, Robert relished snow shoveling, grass cutting, gardening, fishing (although he disliked eating fish), boating (if he was a passenger),

grilling, weekend sausage smoking with two other couples and even sitting out in a lawn chair and getting a tan once the chores were done.

“He came in only to sleep,” Lavon said.

Robert’s love of boating surprised her, as her father and his five brothers had all served at the same time Robert – four of them, Marquardt including Robert, in the U.S. Navy and one in the U.S. Army – leaving only Robert’s two sisters at home with his parents.

Fortunately, Lavon said, all the brothers returned safely. Unlike many veterans, she added, her father enjoyed documenting, in a personal and verbal way, that portion of their family’s history, including the opportunity to visit one brother right before

“He’d tell us stories about taking his belt and strapping himself to the ship,” Lavon said. “When the waves came over, jellyfish would end up over the floor.”

Robert remained loyal to that portion of his life. He was a founding member of the Will County Destroyer Escort Association and attended its monthly meetings. He attended annual reunions with other members of his ship, the USS Sanders-DE40, she added.

“He’d travel all over to go to the reunions,” Lavon said.

Robert’s love for the outdoors had its roots in his boyhood with neighborhood games of baseball and kick the can. In his late teens, he enlisted instead of graduating high school.

After returning home, Robert completed electrician’s training and remained a dedicated electrician for the rest

of his life. Robert belonged to IBEW Local #176 for 60 years and received a pin honoring his commitment just three days before his Dec. 15 death.

For 25 years, Robert served as secretary/treasurer for the union’s retiree club, Lavon said. When Robert’s 89-yearold heart suddenly gave out, Lavon overheard the remark, “Heaven had a major electrical breakdown and needed a good electrician.”

By then, Robert and his wife, Rita, had been married 60 years, after meeting on a blind date. When the movie ended, he offered to take her home. Rita responded, “I came here with my brother and I’ll go home with my brother.” The two quickly become a couple.

“He was very kind,” Rita said. “I liked his smile.”

Robert wanted his family to see the world, too. Each year, Robert and Rita, with their children Lavon and

Robert Jr., climbed into the family vehicle and traveled the country. They went everywhere, Lavon said, “except Hawaii and Canada.”

As grandchildren arrived, Robert introduced them to his world, too.

Sun or snow, Robert bundled them up and pushed them in strollers or pulled them in sleds. So Lavon was not surprised, in the first days after her father’s death, when she checked the mail at her parents’ house when Rita was ill, to see a dove sitting on his front steps, intently watching her.

“I told him that he didn’t have to worry, that mom would be OK,” Lavon said.

“Then he opened his wings and flew away.”

JOLIET – Illinois State Police Officials District 5 has announced starting March 31, road construction will resume on the Interstate 55 Des Plaines River Bridges.

The construction, which is for both northbound and southbond traffic, will reduce traffic to one lane in areas and rerouted over the Des Plaines River, according to a news release from ISP. Heavy traffic is expected with long delays, according to ISP, and motorists are asked to find alternate routes when possible.

They didn’t unlock the car, but police did lock up Savitra R. Porter, 26.

Porter, of the 1300 block of Fairview Avenue, was arrested on a felony charge of disorderly conduct and booked into the county jail.

According to reports, Porter called 911 at 8:30 a.m. to

say her 8-year-old child had left a relative’s house in the 200 block of Sheridan Street, but hadn’t arrived at school.

When police arrived Porter said that wasn’t true, but that she wanted to make sure police would come so she could ask them to unlock her car, according to police reports.

“It appears this was a substantial waste of resources that potentially pulled officers away from real emergency situations. We take that very seriously,” Chief Brian Benton said.

Minooka resident Michael Smith became involved with Royal Family Kids three years ago when another Minooka resident, Mark Fleming, director of the Joliet organization, spoke at his church.

Smith said he was in tears within 30 seconds of seeing a video about the children. He has been hooked ever since, becoming first a camp counselor, then the organization’s director of fundraising and coordinator of events for men and boys at camp.

Smith was pretty nervous that first year as he waited to meet his two charges. He

stood with the other volunteers, all holding welcome signs with the names of their kids and cheering as the buses pulled up the hill to camp.

The Patriot Guard riders were their escorts. They surrounded the buses full of kids, motorcycle engines roaring.

Smith saw one young boy craning his neck out the window and right off the bat knew it was one of his campers – the boy had spotted his name on the sign Smith was holding.

“I was watching his eyes following my sign,” Smith said. “He knew there was somebody out there for him.”

Grundy County board tables funding agreement for dispatch center

By JESSICA BOURQUE jbourque@shawmedia.com MORRIS – The Grundy County 911 board is not ready to approve a new intergovernmental agreement for its dispatch center.

Some board members objected to an agreement last week that was brought to them for approval.

Minooka Police Chief Justin Meyer said the language used in the agreement regarding the amount Grundy County has committed to pay for dispatching services is not fair for the municipalities.

“The language in here, right now, does not assure long-term stability for the village,” Meyer said during the board meeting Wednesday. “And that’s what we want.”

Three years ago, Morris dispatch and Grundy County dispatch consolidated their services. A new 911 dispatch center was built south of Morris

on Route 47. The new dispatch center provides services for 14 police departments and fire districts in the county.

Grundy County built and paid for the facility, but shared the cost of dispatch operations with the city of Morris.

For the last 18 months, the 911 finance committee has collected data and developed a comprehensive cost-sharing formula to determine the cost burden for the 14 agencies using dispatch services.

The county board passed a resolution in January agreeing to pay $1.06 million every year for the life of the next intergovernmental agreement.

With the proposed agreement, the remaining agencies would not pay a fixed amount, but a percentage of the entire budget. What those agencies pay goes up or down depending on whether the 911 center goes over or under its budget.

Meyer said the county should also have to pay more

if the center goes over budget.

“If there is a shortfall, Grundy County will not have to contribute and all the other municipalities will,” Meyer said. “If this is supposed to be a fair and equal contract, then the county’s share should go up too.”

Morris Police Chief Brent Dite, and others on the 911 board, said Grundy County was unlikely to change its contribution to a percentage because it has rejected the idea before.

“It’s been told to [the county] for a number of months that their number would be stagnate,” Dite said. “I think for us to go backwards on that would be dishonest.”

The board tabled the pending agreement until it meets again in April.

The dispatch budget is now funded by Grundy County and four municipalities, Morris, Coal City, Minooka and Mazon.

Grundy County and Morris pay the majority of the costs.

Grundy pays $1.15 million and

would save about $90,000 a year if locked into $1.06 million.

Morris pays $500,000. Minooka pays $100,000, Coal City $50,000 and Mazon $1,000.

With the proposed agreement, Morris would pay 44.7 percent or about $272,000. Minooka would pay 32.8 percent

or about $200,000. Coal City would pay 14.4 percent or about $88,000. Ten other communities also would contribute under the new agreement.

Meyer said he and other Minooka officials intend to go to the Grundy County Finance Committee to address the issue.

On the first day of camp every child makes their own tie-dye T-shirt. On day three it’s everybody’s birthday party, complete with gifts for each child and they all wear their camp shirts.

During the week they participate in a lot of fun activities such as woodworking, archery, music, skits, story time and hiking. Last year they saw the Jesse White Tumblers and went on hot air balloon rides.

Some of the kids will sit by a campfire and roast s’mores, some will learn to paddle a canoe or swim. All will get one-on-one attention, unconditional love, encouragement and hope, many for the first

The Northern Will County Water Agency filed the eminent domain suit after American Lake Water Company – Illinois American Water’s parent company – rejected a $36.6 million offer to purchase the 30-mile Bedford Park pipeline in October 2012.

Since then, village boards have changed, and it’s unclear if all five communities will stay in the Northern Will County Water Agency.

In Woodridge, there are four new members on the village board, and two of them – Greg Abbott and Mike Martinez – recently expressed opposition to the eminent domain lawsuit.

“To me, it’s not right for governments to come together and basically take another utility company’s pipeline because we don’t like the way they’re running businesses,” Abbott said before he and Martinez voted against the revised agreement. The agree-

Lemont school district to spend nearly $500,000 on computers

The costs include $309,122 for student devices, $153,998 for classroom devices and $31,960 for 94 device carts.

The district will pay for the student computers with an Illinois Technology Loan to be paid back over three years.

The teacher computers will be leased over four years.

The district chose Tiger Direct as its vendor after a last-minute offer.

According to District Instructional Technology Coordinator Tracy Simon, the offer will allow the district to buy 59 more Google Chromebooks than it had initially planned.

These are computers the district had planned on purchasing the next year and will be used in Oakwood School.

Though the board unani-

mously approved the purchase during its meeting Wednesday, some members expressed discomfort with such large purchases and said it should not become a common practice.

New school schedule The board also approved a new school schedule that will include three additional halfdays.

The half-days were recommended by a staff committee during the Feb. 19 meeting as a way to schedule more teacher collaboration time while lim-

iting interruptions to instruction time.

There are six half-days during the school year, mostly scheduled before extended weekends and breaks: Thursday, Sept. 25; Friday, Oct. 31; Friday, Dec. 19; Friday, Feb. 13; Thursday, April 2; and Friday, March 15.

Extended breaks include: fall break from Nov. 24 to 28, winter break from Dec. 22 to Jan. 2 and spring break from April 3 to 10.

The last day of school is scheduled for June 3.

that brings water from Bedford Park to the southwest suburbs, including the five towns in the agency. Eminent domain gives power to government bodies to seize private property without owner’s consent.

The effort is in response to IAW’s continued water rate hikes that have brought the cost of water to “unprecedented levels,” according to the agency.

Obtaining ownership of the pipeline from the privately owned water company would “eliminate the profit motive inherent in private ownership,” the lawsuit states.

IAW contends the agency has cost taxpayers “over $1 million” in growing legal costs.

The company has challenged the water agency to present a business plan for water services that would result in lower rates.

A group of Will County municipalities plans to refile a lawsuit aimed at seizing a pipeline from a private water company, although there has been some dissension in the ranks.

The lawsuit seeking eminent domain powers to seize the pipeline has been pulled.

It’s the latest development in a legal fight in five towns contend that Illinois American Water is profiting at citizens’ expense by charging too much for water. The private utility in turn contends the legal fight is a drain on taxpayer dollars.

Attorney Jim Boan said the lawsuit will be refiled in April and was withdrawn only to address “procedural” issues.

Boan represents the Northern Will County Water Agency, which is made up of the municipalities of Romeoville, Bolingbrook, Homer Glen, Lemont and Woodridge.

“One of the issues we asked ourselves is whether the agency, in conjunction with the five communities, has the power to seek eminent domain on its own as the sole plaintiff, or whether all the communities need to be plaintiffs in [the lawsuit] as well,” Boan said. “There is no clear answer to that, so we decided from a litigation standpoint to take the argument off the table.”

Each municipality will be asked to approve the revised intergovernmental agreement at upcoming board meetings, he said.

Gov. Quinn reveals even more re-election themes The ASSOCIATED PRESS CHICAGO – Gov. Pat Quinn has raised questions about his Republican rival’s ethics in business dealings during a gubernatorial re-election bid that’s expected to be one of the toughest and most expensive nationwide.

Quinn, a Chicago Democrat seeking a second full term, faces a Gov. Pat challenge from Quinn venture capitalist Bruce Rauner of Winnetka. Rauner, who focused on fighting “government union bosses” as a key campaign theme, emerged from a competitive four-way GOP primary last week.

The governor has already set up the campaign as a “clash of values,” by calling attention to Rauner’s person-

al wealth and pointing out his changing stance on the minimum wage. Quinn wants to raise Illinois’ rate of $8.25 to at least $10. Rauner initially said he wanted to cut Illinois’ rate, then said he’d raise it under certain circumstances.

Now Quinn is focusing on Rauner’s business dealings and money, according to a Sunday Chicago Sun-Times story.

Focusing on Rauner’s business experience isn’t new. Rauner’s past work at GTCR – a Chicago-based investment firm – was the subject of attacks during the GOP primary. That included questions raised in debates and ads funded by labor unions who oppose Rauner.

Some scrutiny focused on Stuart Levine, who was convicted in former Gov. Rod Blagojevich’s corruption scandal. Several media outlets reported Levine was

making money from a company partially owned by GTCR while the company was soliciting state pension investment business. Levine was on the board of a state retirement system, and GTCR eventually received tens of millions in business with the system.

Rauner has said that GTCR didn’t have any involvement with Levine and that GTCR got the pension business because it did an “outstanding” job.

But Quinn said Rauner had a “fiduciary duty” to disclose what he considered a conflict.

“The firm really has, in my view, an ethical duty to return the money to the public,” Quinn told the newspaper. “There is no excuse for not knowing that is an ethical breach. ... The explanations, the alibis that were voiced in the primary, are totally insufficient.”

The Associated Press ST. LOUIS – In a western Illinois city that hustles out sandbags every time the Mississippi River acts up, Shawn McNett is among Quincy’s fortunate for not being required to have flood insurance for the three-story home he inherited years ago.

But now that it’s up for sale, McNett frets the reason it isn’t getting a sniff: Buyers don’t want to take on the insurance tab that’s about to rise like the Mississippi itself for millions of Americans.

Policyholders who have long enjoyed subsidized rates under the debt-ridden National Flood Insurance Program will see premiums rise steadily in the coming years, despite a rate-relief law signed Friday

by President Barack Obama that will soften the blow for those who were hit hardest.

For years, affordable flood insurance was offered for homes and businesses built before there were many rules about building close to the water. But premiums collected have fallen far short of the amount of payouts, putting the program $24 billion in debt. Congress pressed to change that in 2012, passing a law requiring 1.1 million policyholders to start paying rates based on the true risk of flooding at their properties.

But after public outcry, Congress scaled it back with legislation that would subject affected homeowners to annual premium increases as high as 18 percent until the government is collecting enough to pay out claims. Owners of

businesses and second homes face mandatory increases of 25 percent each year – in Illinois, that’s 4,000 policy holders – until they start paying a rate based on the actual risk of flooding.

The fallout appears profound in Illinois, partly because of the state’s proximity to the Mississippi, Ohio and Illinois rivers and their tributaries.

An Associated Press analysis shows that half of the nearly 49,000 Illinois policies through the program are paying subsidized rates set to rise as those discounts are shaved or eliminated. Those affected include 20,000 holders of primary residential policies facing up to 18 percent increases, though exactly how much is murky. Illinoisans pay $44 million in premiums.

Bill Clinton picked up a shovel and helped volunteers dig an irrigation trench along a community garden on the 15acre project. He later watched as students painted murals to line the garden’s perimeter.

Vacant lots account for 43 percent of the total land in the city, according to the project’s website.

He noted the land was used by a diverse group of veterans, Native Americans, food providers, students and more than 70 refugee families. “This day of action can remind you that everybody can serve everywhere and our diversity is our greatest strength,” Clinton said.

Clinton said he was excited to participate, and he joked, “I feel like a kid who is going to the carnival for the first time.”

Giffords said she was making progress after surviving an assassination attempt in Tucson in 2011. She said she was “still trying to make the world a better place and you can, too.”

She was seriously injured when a lone gunman opened fire as the lawmaker met with constituents in a shopping mall. Six people died and 13 were wounded in the attack.

By ANDREW TAYLOR The Associated Press WASHINGTON – Divisions among Republicans over a budget deal and a shortfall in tax estimates are complicating the House GOP’s efforts to advance a spending plan this spring.

Party leaders insist the GOP-controlled House is moving full speed ahead to approve one, but it has fallen behind schedule amid concerns there will be enough votes to pass it.

“That’s our intent,” said House Speaker John Boehner, R-Ohio, when asked this month whether GOP leaders would bring a budget to the floor this year.

Doubts exist because Republicans are split by a bipartisan deal from December between the chairman of the House Budget Committee, Rep. Paul Ryan, R-Wis., and his Senate counterpart Patty Murray, D-Wash. The deal set the spending cap for the 2015 budget year at levels higher than those imposed by a budget and debt agreement from 2011.

Ryan-Murray deal, mostly because they favored lower spending. Most would have to change course and vote in favor of the higher numbers that Ryan has signaled he will use. Democrats who supplied the votes required to pass the December deal probably would not back a Ryan-written budget that reprises future cuts to Medicare, Medicaid and other programs.

The Ryan-Murray cap on spending for the budget year that begins Oct. 1 is $18 billion higher than permitted by the 2011 budget deal and the

automatic spending cuts it put in place.

There’s no real need to do a congressional budget if the spending cap is already set.

Under Capitol Hill’s arcane budget process, the rest of the budget resolution is mostly nonbinding. But it does provide a vehicle for the majority party to set forth its budget and tax priorities and make promises to voters.

“I’m planning on writing one,” said Ryan, the GOP’s vice presidential nominee in 2012.

Ryan, however, demurred

when asked if it will get a vote in the full House.

House Majority leader Eric Cantor, R-Va., announced Friday in an email to Republicans that the House would vote on Ryan’s budget in April and that it would promise to be in balance in 10 years despite starting off with the Ryan-Murray figure for 2015.

Democrats control the Senate, and after passing a budget last year for the first time since 2009, have already said they aren’t writing one this year. That protects vulnerable Democrats from tough votes in a deteriorating political environment for them.

Another problem for Ryan is the latest revenue projections from the Congressional Budget Office. They show it will be significantly harder for Republicans to keep their promise of balancing the budget by the end of the decade. The office’s projections of slower economic growth mean lower than previously expected tax revenues.

Republicans would have to come up with larger spending cuts than they have in previous budgets.

New data expand search for Malaysian jet debris THE ASSOCIATED PRESS PERTH, Australia – Rain was expected to hamper the hunt Monday for the missing Malaysia Airlines jet, as a growing number of planes focus on an expanded area of the south Indian Ocean where French radar detected potential debris.

Australian Maritime Safety Authority’s rescue coordination center said the search area was expanded from 22,800 to 26,400 square miles on Monday, including a new separate area covered by data provided

by France on Sunday.

Two Chinese Ilyushin IL-76 planes joined the search from Perth on Monday, increasing the number of aircraft from

eight on Sunday to 10, AMSA said.

It said the weather in the search area, about 1,550 miles southwest of Perth, was expected to deteriorate with rain likely.

Australian Transport Minister Warren Truss said “nothing of note” was found Sunday, which he described as a “fruitless day.”

“It’s going to be a challenge, but we’ll stick at it,” he told Australian Broadcasting Corp. radio before the first aircraft left Perth at dawn.

He said that the new search area based on French radar data was 530 miles north of the previous search zone. He said it was not the same area that had been identified as the

most likely place where the aircraft may have entered the sea, “but ... we’ve got to check out all the options.”

“We’re just, I guess, clutching at whatever little piece of information comes along to try and find a place where we might be able to concentrate the efforts,” he added.

A cyclone bearing down on the Australian northwest coast “could stir up less favorable weather,” he said.

Flight 370 vanished March 8 with 239 people aboard while en route from Kuala Lumpur, Malaysia, to Beijing, setting off a multinational search that has turned up no confirmed pieces and nothing conclusive on what happened to the jet.

The latest French satellite

data came to light on Sunday as Australian authorities coordinating the search sent planes and a ship to try to “re-find” a wooden pallet that appeared to be surrounded by straps of different lengths and colors.

The pallet was spotted on Saturday from a search plane, but the spotters were unable to take photos of it, and a PC Orion military plane dispatched to locate it could not find it.

“So, we’ve gone back to that area again today to try and re-find it,” said Mike Barton, chief of the Australian rescue coordination center. “It’s a possible lead,” he added.

Millions on the sidelines for big health care push

By CONNIE CASS The Associated Press WASHINGTON – Alan Thacker wants health coverage, but he can’t get help in his home state of Georgia. Mary Moscarello Gutierrez no longer can afford insurance in New Jersey. Justin Thompson of Utah refuses to be forced into the president’s health law.

Millions of people in the United States will remain uninsured, despite this week’s final, frenzied push to sign them up under the health law. Their reasons are all over the map.

Across the country, many of the uninsured just don’t know much about the health overhaul and its March 31 deadline for enrolling in plans that can yield big discounts, researchers said.

President Barack Obama and a phalanx of advocacy groups, insurance companies and volunteers are scrambling to spread the word about HealthCare.gov as the deadline dangles.

But the complexities of the Affordable Care Act can stymie even the well informed.

New York tap dancer Jessica Wilt just missed being one of them. She lost her health coverage last summer when she was laid off as education director of a small dance company. It wasn’t easy being uninsured – when Wilt slashed her fingertip slicing lemons one night, she avoided an emergency room bill by sealing the cut herself with super glue.

Wilt, 37, was eager to enroll in a marketplace plan but found the premiums too costly for a

freelancer doing arts-related jobs. She went online, realized she had erred in projecting her 2014 earnings and qualified for a much bigger subsidy.

There’s a story for everyone who will remain on the sidelines of Obama’s big enrollment push. These are some of them:

They can’t get in Richard Kelleher, long-term unemployed and uninsured, spent five months sorting through the confusion in Phoenix. He tried to sign up for a marketplace plan and then the state’s newly expanded Medicaid program, getting shut down online, at state offices and by phone. At the same time, he was piling up employment rejections.

Kelleher, 64, felt invisible.

Flood insurance hikes still a peril

By DAVID B. CARUSO The Associated Press JERSEY SHORE, Pa. – This small, central Pennsylvania river town doesn’t have beach homes or boardwalks, but it shares more than a name with the famous stretch of New Jersey coastline 250 miles to the east.

Both are among the thousands of places around the U.S. where people could face trouble in the years ahead because of the rising cost of government-mandated flood insurance.

Earlier this month, Congress sought to ease their fears of sky-high premiums by rolling back a 2012 reform ending the government’s costly practice of offering subsidized insurance for older homes and businesses in flood zones. The president signed the bill Friday.

But while the law was widely hailed as a victory for people who had seen their bills triple, quadruple or even increase 15-fold overnight, pocketbook pain for many has merely been delayed.

As many as 1.1 million policyholders with subsidized government insurance will still be hit with steady rate increases. While no one is sure yet how high rates will

go, there is cause for worry in cities and towns that rely on affordable policies to keep businesses afloat and prop up the local housing market.

Lifelong Jersey Shore residents Lurie and Michael Portanova bought up a row of quaint, 19th-century brick shops along the West Branch Susquehanna River and have been lovingly restoring them. They found out a few months ago that the annual flood insurance premium on two buildings they bought in 2012 had soared from less than $3,000 to a minimum of $26,868.

Now, thanks to the congressional rollback, that rate will reset to where it was before – only to immediately start climbing again, year after year. Within five years, the bill will be more than $8,700. Within a decade, it will be more than $26,000.

“There’s no way we can afford that. Just no way,” said Michael Portanova. “We’d have to let it go back to the bank and walk away from it.”

For years, people like the Portanovas relied on insurance that was far cheaper than the risks warranted.

When Congress tried to stem the red ink by raising rates to reflect the real costs, people in the flood plains screamed

– and the politicians listened.

But many said even the adjusted premiums will soon be beyond their means, although the question remains: Will the government continue to subsidize insurance in places that are increasingly untenable as sea levels rise and storms become more severe?

The Associated Press analyzed records from the Federal Emergency Management Agency for roughly 18,500 communities in the National Flood Insurance Program where the government offers subsidized rates.

The data show there are communities in every state where even a few years of price hikes could leave many affected owners unable to afford their properties. Hundreds of small river towns and coastal communities with significant numbers of homes and businesses in flood hazard zones are at risk.

FEMA’s records also show why there is pressure to raise rates. Some communities with a large proportion of subsidized properties have been tremendously costly for the flood program. But there are just as many places where those policy discounts have cost taxpayers almost

That puts his insurance situation in limbo for now. He thinks his earnings will end his Medicaid eligibility. But Kelleher said he’s grateful for “an opportunity to at least be somewhere every day.”

In Thomaston, Ga., it took Thacker two weeks to get his answer online. It wasn’t the one he wanted.

“I don’t know how many expletives I hurled at the computer – ‘Why are they doing it this way? Morons!’ and other choice words,” he recalled.

Thacker, 43, works for $7.55 an hour at Burger King, not enough to qualify for a discount plan for himself and his wife through the federal mar-

ketplace. People who don’t earn enough for the marketplaces plans were supposed to be eligible for expanded Medicaid.

But because Georgia declined to enlarge its Medicaid program, the Thackers can’t get help there, either.

It’s too expensive In theory, Rebecca Carlson has access to health insurance through her job. The marketplaces are mostly for people who don’t.

A single mother in Asheville, N.C., she earns $11.50 an hour, around $23,000 a year, doing office work at a nonprofit agency that helps people suffering from mental illness or substance abuse. She makes too much to qualify for the aid programs that support many of her agency’s clients.

NEWS BRIEFS House majority leader says he has speaker votes PROVIDENCE, R.I. – Rhode Island’s House majority leader said Sunday he received enough votes in a preliminary tally to replace Gordon Fox in arguably the most powerful position in Rhode Island government and vowed to unify the chamber if he is elected speaker.

Democrat Nicholas Mattiello said he won the support of 41 legislators in a vote taken during a hastily called caucus meeting, three more than is needed to assume the speakership. He said that includes 39 Democrats and two Republicans.

The Sunday night caucus comes a day after Fox relinquished his leadership post following raids at his Statehouse office and home as part of a criminal investigation. Officials will not say whom or what they are investigating.

Mattiello, who served as Fox’s top deputy, said through a spokesman later Sunday that he had picked up five more supporters ahead of a formal vote expected Tuesday. The speaker must be elected in an open House session.

Mattiello said his support is not the product of any deals cut or conditions set. He indicated he would examine all aspects of the House and how it operates and bring his own style to the body. He described himself as “pro-business” and said that legislators must work to move the economy forward.

Turkish jet downs Syrian warplane near border ISTANBUL – Turkish fighter jets shot down a Syrian warplane Sunday after it violated the country’s airspace, Turkey’s prime minister said, in a move likely to ramp up tensions between two countries already deeply at odds over Syria’s civil war.

A spokesman for Syria’s military confirmed the incident, denouncing it as a “blatant aggression.” The unnamed spokesman quoted on Syrian state TV said the plane was hit while pursuing gunmen near the border and that the pilot safely ejected from the aircraft.

Syria’s official SANA news agency quoted the pilot as saying that he was shot down while 5 miles inside Syrian airspace.

By JIM HEINTZ The Associated Press KIEV, Ukraine – A Ukrainian air force commander is being held after his base in Crimea was stormed by pro-Russian forces, and the acting president called for his release Sunday.

Col. Yuliy Mamchur is the commander of the Belbek Air Force base near Sevastopol, which was taken over Saturday by forces who sent armored personnel carriers smashing through the base’s walls and fired shots and stun grenades. One Ukrainian serviceman was reported wounded in the clash.

It was unclear if the forces, who didn’t bear insignia, were Russian military or local pro-Russia militia.

Ukraine President Oleksandr Turchynov, in a statement, said Mamchur was “abducted” by the forces. He didn’t specify where Mamchur is believed to be held.

However, prominent politician Vitali Klitschko said Sunday that Mamchur is being held by the Russian military in a jail in Sevastopol, the Crimean city that is the base of Russia’s Black Sea Fleet.

Klitschko was one of the leaders of the three months of protests in Ukraine that culminated in late February with President Viktor Yanukovych fleeing the country and interim authorities taking power before a May 25 presidential election. The

protests were triggered by Yanukovych’s decision to reject a deal for closer ties with the European Union and turn to Moscow instead.

Yanukovych’s ouster was denounced by Russia and much of Ukraine’s ethnic Russian population as a coup.

Soon thereafter, Russian forces took control of Crimea and the region held a referendum to break off from Ukraine and join Russia.

Russia formally annexed Crimea last week, a move that Western countries say is illegitimate. The U.S. and the EU have imposed sanctions on Russia in the dispute, but Moscow appears unmoved.

On Sunday, the Russian Defense Ministry said the Russian flag was now flying over 189 military facilities in Crimea. It didn’t specify whether any Ukrainian military operations there remained under Ukrainian control.

At a Ukrainian marines base in Feodosia, troops were negotiating with Russian forces on handing over the base, Lt. Anatoly Mozgovoi told The Associated Press.

The marines were loading 50-caliber machine guns into armored personnel carriers to take them to the base armory, but Mozgovoi said they hope to hold on to heavy weapons such as rocket-propelled grenades and cannon.

“I think from my personal opinion, the Russian Federation has enough weapons,” he said.

Navy Yard shooting could have been prevented Accompanying the horror and grief that follow a mass shooting is the inevitable question of whether anything could have prevented the violence.

In the case of last year’s shootings at the Washington Navy Yard, the answer is yes.

That is the heartbreaking conclusion of a Defense Department review released last week.

Hopefully, lessons learned from this will speed changes to help prevent future tragedies.

The report examined the events that resulted in the slaying of 12 Navy civilian and contractor personnel on Sept.

16. It found “missed opportunities for intervention” that could have prevented the gunman, Aaron Alexis, a former Navy reservist working for a private contractor, from retaining the security clearance that gave him unrestricted access to the Navy Yard’s Building 197.

Warning signs about Alexis’ mental health were overlooked or ignored. Federal officials signed off on his security clearance despite questionable gaps, and the information technology firm that employed him failed to report disturbing behavior Alexis exhibited in the weeks leading up to the shooting.

Among the report’s recommendations are sensible suggestions to improve the security-clearance process by insisting on more information, routinely updating background checks and setting up a system to evaluate and handle employees who might be a threat.

Removing the stigma often associated with seeking mental health treatment is a continuing challenge. The report also suggests that too many workers have security clearances who don’t need them, thus diluting resources.

What’s significant – and disturbing – about the Navy Yard shooting is that it’s not the first time the military has faced a danger to its personnel and facilities from within.

The Pentagon report and accompanying internal review noted with alarm other cases of threats posed by trusted insiders, including the 2009 Fort Hood shooting in which Maj. Nidal M. Hasan shot and killed 13 people and wounded dozens more and the incident in 2012 in which Spec. Ricky Elder fatally shot his battalion commander at Fort Bragg and then killed himself.

It’s time, the report says, for the military to rethink outdated security theories that focus only on external threats and strong perimeters and to recognize the potential for terrorism and mayhem from within.

Cougars’ new coach to be big motivator

JOLIET – The freshest memory for the Plainfield South softball team is a one-sided loss to Plainfield Central in the regional final, but the Cougars built confidence for 2014 by what they did in the regular season.

Plainfield South recorded two victories over Southwest Prairie Conference champion Plainfield Central and one against Minooka, the eventual Class 4A state champ.

Considering South returns its No. 1 pitcher, junior Jordan Harbacek, and the Cougars have a forceful new coach in Leah Carter, prospects look good for a successful season.

“I try to be a big motivator,’’ Carter said. “Every day we have a quote. They know what we’re working for.

We’re trying to change the mindset just a little bit here.’’

It’s not that South wasn’t winning. The Cougars were 20-8 last year and 24-10 in 2012, but they haven’t won a regional since 2008.

“We want to win games, but we want to also win the big games,’’ Carter said.

It starts with a plan for more effective use of Harbacek, the Cougars’ standout who Carter said pitched too frequently last season and struggled in the regional final.

“I’m going to pitch Harbacek when it counts,’’ Carter said. “My philosophy is a little bit different when it comes to that.’’

Harbacek, who has committed to Western Kentucky, has proven she has what it takes since she won 22 games in her freshman year.

“Since they moved the mound back to 43 feet, it has become more of a hitter’s game,’’ she said. “You have to be able to move the ball, hit your corners and have the off-speed that can throw the batters off.

Harbacek said she wants to develop her off-speed pitch a little more and be able to throw it at any time.

Pitchers Kaylin Doran and Allison Hiestand will be counted on to give Harbacek some rest.

“I like my position, but wherever they want me I’ll

contribute,’’ Bell said. “We just have to find who best fits the lineup.”

Returning starter Ashleigh Mitts can play the outfield or first base. She believes beating Plainfield Central twice last year and Minooka once has a positive carry-over to this season.

“It pushes us that much harder,’’ Mitts said. “We want to be No. 1 in the conference. That’s our goal.’’

Two other position players expected to make big contributions are junior outfielder Angie Giancarlo and junior third baseman Adriana Cura, who Carter said has “a great arm.’’

By TIM O’BRIEN Shaw Media Correspondent ROMEOVILLE – Wearing a hoodie, sweatpants and a head warmer, Romeoville senior Taylor Massaro couldn’t have been happier.

Sure, this Saturday morning was a tad windy and a little bit cool. But after practicing inside for several weeks, just being outside was pretty perfect.

“It’s so nice to be outside,” Massaro said. “The environment is better, the girls react better and we’re finally getting a feel for the season. It’s a lot better being outside, and we’re ready [for the season].”

Romeoville took its lumps at times last season, finishing 8-16, but another year older and with a strong returning core, the Spartans are more than ready to take the field.

Limited to indoor practices, coach Christina Douglas’ team has taken advantage, focusing on all the little things that lead to a successful season.

The Spartans are getting back to basics in the fundamental department, and hopefully with fundamentals comes more wins.

“We focus on competing

Massaro, a senior third baseman, remembers the fundamentals working against the Spartans last season as close games would quickly slip away.

“We always had that one inning where we made our mistakes,” Massaro said.

“This year, it is all about getting over that one inning, recognizing our mistakes before we take them into the game and fixing them at practice.”

Taylor Massaro Romeoville senior third baseman disappointing record, Romeoville will depend on a strong returning core of starters including Massaro, Tene’ Robinson, Skye Osborne, Ashley Beck, Annamariah Cajigas and Haley Williams.

The key for the Spartans may be in the circle. Last season as freshmen, Osborne and Cajigas split time handling pitching duties. Navigating an always tough Southwest Prairie conference, including defending Class 4A state champ Minooka, Douglas hopes the year of experience will show season-long dividends.

“Our conference is pretty tough, so that was a wake-up call for them,” Douglas said.

“I know they’ve both been working hard this offseason.

We’re really hoping they can take us a little further. We’ll score some runs and have a solid defense behind them.”

Helping the two sopho-

mores take that next step forward will be Robinson, a senior catcher who is taking her leadership role quite seriously.

“You’ve got to keep their [the young pitchers] heads up, cheer them on, and if they make a mistake, just tell them what they’re doing wrong,” Robinson said. “As a catcher, you want to help them learn each pitch and throw them the right way.”

So for the Spartans, there is no set number of wins, no singular goal. They want to play the right way, win some games and get some softball excitement running through the halls.

“We’re more optimistic so we’re going to be a lot better this year if we keep that positive attitude,” Robinson said.

“Maybe bring softball a little more popularity, show that we can win games, and we will win games.”

Pitching leads USF baseball to sweep over weekend JOLIET – Jake Butler (Minooka) and Adam Panayotovich turned in solid performances on the mound Saturday as the University of St. Francis baseball team opened CCAC play with a sweep of Trinity International University.

Butler (3-1) allowed just two hits while striking out 10 as the Saints took the opener, 3-1. The righty faced only three batters over the minimum en route to recording his third straight win.

RBI singles from Brad Porter (Plainfield North) and Trevor Cherwin in the bottom of the second gave USF a 2-0 lead. The Saints (11-12,

2-0) added another run in the third on a sacrifice fly from Brandon Mendoza.

Panayotovich (2-1) matched Butler’s 10-strikeout effort as USF won the nightcap, 5-2.

USF scored single runs in five straight frames, beginning in the bottom of the fourth. Joe Ruge and Matt Scott each had a pair of hits and an RBI. Panayotovich’s victory marked his eighth straight complete-game win in CCAC play since the start of last season.

The Hawks outshot the Predators 29-17 and generated ample chances, despite playing their second game without Patrick Kane, the team’s leading scorer when he was injured against St. Louis on Wednesday.

By JEFFREY COLLINS The Associated Press CLEMSON, S.C. – Rod Hall had the winning layup with 9.3 seconds left and then his quick thinking saved Clemson from potentially another late-game disaster as the Tigers beat Illinois 50-49 in the second round of the NIT. Tracy Abrams airballed a 3-pointer for the Illini with 1.7 seconds left, leaving Clemson (22-12) to inbound the ball under its own basket. The last time something similar happened March 8, the Tigers turned it over and Pittsburgh tied the game on the way to an overtime win that may have done in Clemson’s NCAA tournament chances.

This time the Tigers threw the ball long. It looked as if it was going to go over the end-

line without anyone touching it when Hall noted Landry Nnoko couldn’t get there.

“Dude had Nnoko on a headlock down there. I had to get to it,” said Hall, who sprinted, leaped and saved the ball, letting the clock run out.

“To recognize that and tip it back and save it, that was a phenomenal play,” Clemson coach Brad Brownell said.

The Tigers will host Belmont on Tuesday and the winner will go to New York.

The Illini (20-15) led just once on Jon Ekey’s 3-pointer that gave them a 49-48 lead with 2:06 left. But coach John Groce said the team’s ability to come back again on the road showed the type of resiliency that also helped them make the postseason for the first time in three seasons by

Peotone man turns farm into horse rescue, community service

dunland@shawmedia.com PEOTONE – Abandoning a horse is easier than one might think, according to Tony Pecho of Peotone.

Pecho, founder of the Illinois Horse Rescue Association of Will County, said he’s rescued them everywhere from gravel roads in Cook County’s forest preserves to rural Will County to along rivers or tied to a farmer’s fencepost. He has even rescued one from inside a flooded kitchen.

“I’ve heard stories of people going on trail rides and coming back to find two horses inside their trailer,” Pecho said.

Recently, in just two days, according to Gina Pecho, Tony’s wife and rescue administrator, volunteers rescued 21 animals: two llamas, two mules, four horses, 11 miniature horses (most have lice) and underweight ponies, one underweight miniature donkey and one peacock, who will only eat puffed Cheetos. Many “have leg problems” and are “loaded with worms.”

Pecho said he also is seeing quite a few owner relinquishments and not just because of the slow economy. Unexpected death, as in the case of “hobby” farmers, can suddenly leave horses without owners.

“When a man with three horses and a couple of donkeys dies,” Pecho said, “what’s his widow supposed to do with them?”

Pecho, who grew up in Tinley Park with a mother that raised Morgan horses, founded the nonprofit Illinois Horse Rescue of Will County five years ago for two reasons.

The first was to provide food, shelter and veterinary care for the horses while seeking suitable new homes for them.

The second was to offer educational and therapeutic programs to special needs children and veterans, as well as volunteer opportunities, especially to at-risk youth needing some community service

“Bailing hay and shoveling stalls is not like volunteering at a hospital and pointing to the cafeteria,” Pecho said.

When Pecho bought the 10acre farm, he had planned to renovate the house and barn and raise horses “like my mother did.” But then he received a call from a school that worked with autistic children.

They wanted to bring students to the farm. Pecha agreed and he’s glad he did.

“They wanted to come back the next day,” Pecho said.

“Right then, I knew there was a need for a horse rescue.”

Kathryn Dolezal, community support services case manager for Cornerstone Services in Joliet, said Ann Ojo, director of community support services at Cornerstone, encourages programs that take the

clients outside.

Under Pecho’s patient guidance, Dolezal said, clients emptied water buckets, moved mulch with wheelbarrows, painted a fence, “picked up the poop, held guinea pigs and ‘got a kick’ out of the little goat that followed them around like a puppy.” One client has trouble interacting with people but grew visibly excited when he saw “cats running around.”

“It was like finding gold,” Dolezal said. “A lot of [clients] will never have a job, so we rely on places like this. It teaches them a good work ethic, that their hard work goes to caring for the animals and saving their lives, something that’s beyond getting a paycheck.”

Because Illinois Horse Rescue of Will County receives no federal or state funds, paying the bills and maintaining some 40 horses is challenging,

despite an abundance of volunteers. Pecho appreciates large and small donations; every bag of grain is appreciated, he said.

“One girl raised $1,500 for us by giving up her birthday presents,” Pecho said. “Another child does a lemonade stand for us every spring.”

Still, even though volunteers have offered to install fences, Pecho needs money to buy materials. His vehicles are “getting old.” Gifts of hay are nice but when people take that same amount of money and buy gas cards, he’s able to allocate that to diesel fuel and bale even more hay.

“This economy has turned us into beggars,” Pecho said.

“We need corporate sponsors that believe in what we’re doing.”

This also is why a “Miracles Happen” sign adorns one fence and a cross fashioned

from old barn timbers greets guests coming up Pecho’s drive. It’s also why Pecho accepts animals other than horses into his rescue, he said.

“We’ve got sheep, goats, rabbits, chickens, ducks, obviously cats and dogs, hedgehogs and a few ferrets,” Pecho said.

Horses often arrive emaciated, chemically burned or unable to stand because of compound leg fractures. Sometimes, Pecho said, horses are found lying at roadsides, barely alive. Newly rescued horses go to a quarantine barn four miles away for assessment.

No horse is adopted before “being vetted,” Pecho said.

Very aggressive horses and severely disabled horses may be put down for quality of life or safety reasons.

“You can amputate the leg on a dog and put it on a cart with wheels,” Pecho said, “but you can’t do that with a horse.”

Great adoption rates means horses “get adopted pretty quick,” but Pecha always does property checks to ensure compatibility between horses and owners.

“It’s one thing to say, ‘Man this dog is hyper,’ ” Pecho said, “but if the horse is hyper, you’re not going to like it.”

Don Marquis, a writer and humorist who died in 1937, said, “A pessimist is a person who has had to listen to too many optimists.”

At the bridge table, a pessimist will sometimes come out ahead of an optimist.

In today’s deal, South is in four spades. West cashes his three top clubs, then shifts to, say, a heart to South’s ace.

How would the approaches vary between an optimist and a pessimist?

The auction was straightforward. North had a maximum in high-card terms for a single raise and held four trumps, but he had the worst possible distribution and one of his red-suit queens rated to be worthless.

With no losers in the red suits, declarer just has to draw trumps safely. The optimist, expecting the suit to break 2-2 or 3-1, would immediately play a spade to dummy’s queen ... and go down one.

The pessimist wonders what to do about a 4-0 split, which will happen 10 percent of the time. He will realize that if East has all four spades, the contract has no chance. But if West holds four of them, they can be picked up as long as declarer keeps dummy’s king and queen hovering over West’s jack and 10.

So South cashes his spade ace at trick five. When East discards a club (always throw black on black if you can afford to do so), declarer continues with a low spade, capturing West’s card as cheaply as possible. Then, if necessary, South returns to his hand with a heart or diamond and leads another spade, picking up West’s trumps without further loss.

And getting tetanus will make anyone very sorry.

I recommend you contact your doctor immediately.

This is especially true if the nail broke through your skin, and you are not sure when you had your last tetanus booster shot.

Tetanus, also called lockjaw, is a life-threatening bacterial infection.

A tetanus infection may develop after almost any type of skin injury, major or minor. The bacteria live in dirt and on dirty metal objects – such as old nails.

Once inside the skin, tetanus bacteria multiply and produce a toxin that affects the body’s nerves.

This toxin causes severe muscle spasms, cramps and seizures. Spasms in the jaw muscles produce lockjaw: You cannot open your mouth.

Spasms also occur in muscles of the throat, chest, abdomen, arms and

If you don’t receive proper treatment, you can die.

You can get symptoms as soon as one day after your injury, or as late as several months afterward.

But since it could be just one day, the time to act is immediately.

You won’t need a tetanus booster if you completed the primary tetanus series (usually done in childhood) and you are sure you have had a tetanus shot within the past five years. If it may have been more than five years since you had the booster, you will need one now.

Most people can’t remember when their last tetanus shot was. I can’t, that’s for sure. But my medical record contains the dates of all my immunizations, so I don’t need a good memory.

Check to see if your doctor has a record of all your immunizations, and ask for a copy.

If you’re not sure whether you ever had the primary tetanus series, then you will be given tetanus immune globulin. This is a preparation of antibodies, or immune-fighting proteins, that are directed against the tetanus. You also will be given the tetanus shot. On top of that, you will then be scheduled for future shots to complete the primary tetanus vaccine series.

If you develop tetanus, you will be treated with antibiotics, tetanus immune globulin, anti-toxin and muscle relaxers.

To prevent tetanus in the future, everyone should get a tetanus booster once every 10 years for life. My last one was on Jan. 5, 2005.

Dear Abby : My boyfriend, “Caleb,” and I have been dating for three years. I’m sure he’ll propose within the next few months. I’m having a problem with this because Caleb’s best friend, “A.J.,” will be proposing to his girlfriend in the next month.

Caleb has always followed A.J.’s lead. When A.J. buys his girlfriend jewelry, I get jewelry. It makes me feel like an afterthought.
