Joliet has a lot to say about Pilcher Park plan

bokon@shawmedia.com JOLIET – The Joliet Park District board got plenty of suggestions this week on its plans for Pilcher Park.

More than 100 people showed up for a public hearing held Monday after disability advocates criticized a plan that cuts off a portion of the road that goes through the park and changes the trail system.

Suggestions ranged widely, with many calling for the roads to stay as they are so that people with limited mobility can drive through more sections of the park.

“There are many people who can’t walk the trails now,” said Susan Majcher, who added she has multiple sclerosis and will have limited mobility herself someday. “To take even a bit of the road from them – from me, someday – isn’t fair.”

Others said making the park less accessible by car could keep out some of the TVs and tires dumped there regularly.

“Reducing the vehicle traffic is a good idea,” said Judith Studer, who once found a treadmill dumped in the park. “All that crap comes in here in a vehicle. It doesn’t come in on a bicycle. It doesn’t come in on a wheelchair. It doesn’t come in on a horse.”

Wheelchair accessibility to the trails was a repeated concern at the hearing held at the Pilcher Park Nature Center community room, which was so crowded that it went beyond standing room only. Some people stood out in the hall to listen to what was said.

Some speakers suggested that park board members try to use wheelchairs themselves on the surface planned for the trails.

Park District Interim Director Matt Pehle later said staff plan to check out a trail that uses the surface. He didn’t know if they would bring

a wheelchair.

The plan calls for using asphalt that is ground up and then compacted to create a semi-hard surface.

“We’re going to check out this surface and get a feel for it,” Pehle said. “There’s always an option to pave sections or use a different surface.”

The park board expects to make a decision at its April 25 meeting.

The current plan calls for: • turning the upper loop section of the road that circles the Nature Center into a trail • closing the flowing well road that comes off Gougar Road • closing one section of trail that often gets washed out with flooding • adding more parking to the trail head off Route 6, which once was a road and was the original park entrance, while also adding a crosswalk to the Hadley Preserve across the street • adding security gates to the two park entrances along the road that runs along Hickory Creek, which would be the first gates at Pilcher Park.

Suggestions voiced at the meeting were many, including calls for more picnic tables, more restrooms and even more garbage cans.

Debra McDonald said she often picks up trash at the park.

“I bring my own garbage bags and my own garbage cans,” McDonald said, adding it can be difficult to find a place to throw away trash. “I would appreciate more garbage cans.”

Board President Glen Marcum said after the meeting that adding garbage cans is a fairly simple request to fill, except they often are stolen.

The large attendance and many comments at the hearing did show something, Helen Straus said.

“I think you have a whole lot of humans who are saying we love the park,” Straus told the board. “We want to enjoy what it has to offer.”

Students with behavioral issues learn character-building lessons from police

fsarver@shawmedia.com JOLIET – Joliet police detective David Jackson gave a group of boys at Singleton Elementary School in Joliet an unusual exercise: Draw a pig together.

As the students, who worked on the assignment at their tables, became loud and unruly, Jackson asked them what they noticed once they were finished.

He said he noticed there was more chaos in the room because there were no leaders chosen among the students to guide others through the assignment.

“When I didn’t identify who the leader was at the table or everyone had an idea who the leader was at the table, then right away it was a lot more talking, a lot more disarray,” Jackson said.

Leadership is one of several positive qualities Jackson and other Joliet police officers are trying to instill in boys at Singleton as part of a new program called Increasing Male’s Positive Actions through Character Training, or IMPACT. IMPACT began in January in response to a growing number of discipline referrals – for fights or disrespectful behavior – occurring at Singleton, said Saundra Russell-Smith, Singleton’s assistant principal.

She said the number of referrals could range from five to 15 to 20 in a day.

A written description of IMPACT provided by Russell-Smith stated boys in grades second through fifth grade – who were invited to participate in the program – is the demographic that has the highest number of referrals and suspensions.

Instead of suspending students or sending them home, school officials tried to find other methods of helping students with behavioral issues.

“We recognized these students needed help in how to make better choices,” Russell-Smith said.

IMPACT also “speaks to the tenets in Senate Bill 100,” the description stated. The bill, also known as Public Act 99-456 and signed into law in August, reforms school disciplinary policies to limit expulsions and suspensions. District 86 officials dis-

cussed its potential effects at a March 2 meeting.

The program is the only one at Singleton that assists 5 percent to 7 percent of students with specific behavioral challenges who do not respond to the CHAMPS program or qualify

for special education.

CHAMPS, or Conversation Help Activity Movement Participation Success, is used in Joliet District 86 schools to reduce student behavior incidents.

In IMPACT, Joliet police officers

meet with a group of Singleton students twice a month to mentor them in leadership, making good choices, responsibility and character.

Russell-Smith said she plans to expand the program so students can go on field trips so they can get used to visiting places in Joliet they’ve never been before or places outside the city.

The description of IMPACT also states there are plans to expand the program to include weekly meetings and have girls participate as well. Russell-Smith said there are also plans to buy shirts and ties for students participating in IMPACT so they can visualize themselves as leaders. “[IMPACT] is to get them to understand they do have other choices,” Russell-Smith said.

Construction on the University of St. Francis’ Laverne & Dorothy Brown Science Hall is scheduled to start in late May, after a groundbreaking April 8.

USF sets groundbreaking for science building The HERALD–NEWS JOLIET – The University of St. Francis will hold a groundbreaking ceremony April 8 for its new science building.

The Laverne & Dorothy Brown Science Hall is the first new building on USF’s main campus in 30 years, the university stated in a news release announcing the groundbreaking.

The ceremony precedes actual construction, which is scheduled to start in late May. The groundbreaking will be held at 11:30 a.m. in parking lot A, located at the corner of Wilcox and Douglas streets.

“This facility will enhance the learning environment for all science, nursing and education students,” USF President Arvid Johnson stated in the release. “This building is an important

part of how the University of St. Francis is preparing itself – as well as its students – for its second century of service and leadership.”

USF was founded in 1920.

According to the release, 45 percent of freshman and transfer students who enter USF declare a major in a field of science. Thirty-six percent of the 2015 graduating class earned a degree in a field of science.

The science building is named after Laverne Brown, who died in 2013, and his wife, Dorothy. USF in December announced a significant gift to the university in the name of the Browns.

USF also previously announced a major gift to the building from alumni William and Patricia Bellah. According to the release, a multipurpose lecture hall in the building was made possible by the Bellahs’ gift.

District 210 to refund overcharged driver’s ed fees

fsarver@shawmedia.com NEW LENOX – Lincoln-Way High School District 210 officials will refund families of students enrolled in the district’s driver’s education classes who were improperly charged.

Superintendent Scott Tingley said the amount that will be refunded is close to $400,000.

The excess charging has upset many Lincoln-Way parents and residents, including Robin Gareiss of Frankfort, who received an email about it.

“It’s astounding to me we can have example after example after example out here of financial mismanagement

and complete ineptness and we see no changes,” Gareiss said.

Under state law, school districts may charge a fee not to exceed $50 for students who participate in driver’s education classes. The district may increase the fee to an amount not to exceed $250 by school board resolution after a public hearing.

When Tingley was asked if he knew how the improper charging happened, he said, “I do but we’re not going into that.”

District officials sent a letter to parents last week informing them that they were authorized in 2010 to charge $350 to the family of each student enrolled in a driver’s education class.

However, that authority expired last year, according to a district email sent to parents March 17.

“In accordance and compliance with these provisions, and in fairness to the families of our district, you will be receiving a refund check in the amount of $300 by mail within the next 30 business days,” stated the district’s email to parents.

A 2010 Illinois State Board of Education waiver report listed a request from Lincoln-Way to have the authority to charge a fee not to exceed $350 of students who participate in driver’s education courses. The expiration of that waiver was for the 2014-15 school year.

Lincoln-Way Area Taxpayers Unite, said her group did not know about the improper driver’s education fee increases but that it was another case of financial mismanagement by the district.

LWATU is currently in a legal battle with Lincoln-Way officials over the closure of North high school. The group has been critical of financial practices in the district.

“We are so much better than this. …

I don’t understand how something like this could happen,” Sands said.

Gareiss said she wanted more accountability from Lincoln-Way and the lack of an explanation from district officials only creates more suspicion.

“It’s enraging, it really is,” she said.

Lockport wildlife ranch owner settles federal complaint

bstanley@shawmedia.com LOCKPORT – The operator of Big Run Wolf Ranch has settled a federal complaint with the Department of Agriculture.

The Humane Society of the United States and John Basile’s attorneys, Valerie Glockzin and Jennifer Kearney, announced Tuesday that Basile was ordered to pay a $6,300 fine and had his license to exhibit dangerous animals suspended for one month after an August 2015 inspection of the ranch, 14857 N. Farrell Road, Lockport.

According to the Humane Society, wolves, a bear and a Siberian tiger were kept in inadequate enclosures, did not receive needed veterinary care and nutrition, and could’ve threatened the public.

“Basile’s case demonstrates the weaknesses in Illinois law that allows unqualified people to harbor dangerous animals in residential neighborhoods,” society spokeswoman Naseem Amini said in a statement.

Basile said Big Run Wolf Ranch was operating for a decade before the nearest subdivision was built and defended his qualifications as a licensed exhibitor.

Basile said the federal complaint’s allegation of improper food storage was due to a broken refrigerator door, but the situation was soon remedied.

“I’d already been trying to get it replaced, but since it was an older model, it ended up being cheaper to get a new freezer,” he said.

Basile said the ranch’s veterinarian was researching the proper diet for big cats when the inspection occurred.

“As part of my license, a vet is required to come in and inspect [the habitat] and conditions once a year,” Basile said. “There’ve never been any problems with that, and I’m confident I’ll pass the next one [in a few weeks].”

A routine USDA inspection was performed Jan. 26 and found everything in full compliance, according to a report provided by Glockzin and Kearney.

Basile said Big Run Wolf Ranch will reopen April 1 and fundraising efforts continue to build a pool for the tiger’s new enclosure.

“I live off my UPS pension, everything I earn and any donations go toward these animals,” Basile said. “I look forward to taking care of them when I wake up every day and giving people a chance to see them.”

Presence Health announces job cuts

bokon@shawmedia.com JOLIET – Presence Health plans to lay off 250 employees systemwide and leave 450 more openings vacant.

The Chicago-based health care company, which includes Presence Saint Joseph Medical Center in Joliet, has more than 20,000 employees.

Presence Health CEO Michael Englehart announced the job reductions last week, saying the company “showed significant losses” in 2015.

The layoffs will be done based on a system-wide review, Presence spokesman Robert Scarola stated in an email.

He did not specify how many of the open positions are in Joliet.

Presence announced in February that 160 employees in rehabilitation services in Joliet and at Presence St. Mary’s Hospital in Kankakee would be offered positions elsewhere in the company as Presence entered a partnership with RehabCare-Kindred Hospital Rehabilitation Services.

The Joliet hospital employs 2,400 workers, and 200 more work next door at the Presence Villa Franciscan nursing home. Presence Saint Joseph Medical Center is the largest employer in Joliet.

In a statement issued last week, Englehart said Presence was reviewing all operations.

Presence reported losses in 2015 of $186 million, which amounted to 7.4 percent of operating revenue of $2.5 billion.

“Although our liquidity is secure and we have a strong balance sheet, we are committed to improving our operations in 2016, setting our health care system onto stable financial footing,” Englehart said in the statement.

Presence reported a cash balance of $940 million.

Presence Health is the largest Catholic health system in Illinois. It was created by the 2011 merger of Provena and Resurrection Health. Presence Saint Joseph Medical Center is the largest hospital in Presence Health.

Its facilities, according to brochures given to board members, are long-term, large-scale, multimodal and “first-class.”

The board Monday also approved allowing a renewal of a contract with the Illinois Department of Central Management Services for the purchase of 1,440 tons of road salt for between $60.10 and $66.11 per ton. According to Channahon Director of Public Works Ed Dolezal, the village’s last purchases of road salt were 1,200 tons at $60.10,

750 tons at $98.25, 900 tons at $51.99 and 900 tons at $53.71. Two thousand tons a season is the maximum the village has used in the past.

Dolezal said he anticipates ending this winter using about 1,300 tons of salt, with about 600 tons still in storage.

Trustees debated whether to renew the contract or use CMS to go out to bid for the salt, which the village normally does, but two years ago, the village found itself in a bind with no bids returned. It had to use an outside company and pay $98 a ton. In the end, trustees decided it was safer not to go out to bid this year.

Channahon trustees are also considering raising taxes on motor fuel purchases in the village, as the village’s rebate sales tax program is ending, according to Finance Director Heather Wagonblott.

If approved at a future meeting, the additional taxes could raise the price of gasoline and diesel fuel by 3 cents a gallon and bring an additional $540,000 of revenues to the village, according to Wagonblott.

CHANNAHON – Another large industrial complex may be coming to Channahon in the near future.

The Village Board on Monday reviewed a concept plan by Hillwood Investment Properties for a 4.3 millionsquare-foot warehouse, distribution and manufacturing space consisting of six buildings on a 290-acre parcel just east of Interstate 55, between Route 6 and Bluff Road.

The overall site area, including parking, would be 12.5 million square feet. The land is known locally as the Lewis/Marine property.

Hillwood representative Greg Scoritch told Channahon trustees the firm would like to break ground on Phase 1 development, which would include four buildings, as soon as possible. Scoritch said he understands there are major infrastructure needs with the development, such as improvements on Amoco and Frontage roads and extending village water across the interstate. Village Administrator Tom Durkin agreed.

“There’s a significant amount of infrastructure improvements that need to be put in in order to make this property developable,” Durkin said.

The administrator added that he has already had talks with local taxing bodies about potential incentives that could be given to the developer.

“Those conversations have been very well-received,” Durkin said.

“We’ll continue to work with Hillwood, and we are glad to see they have an appreciation of Channahon.”

Those same taxing bodies were approached by the village last year and asked to approve incentives to another large Channahon logistics/industrial center with the developer Industrial Developments International. The taxing bodies did agree to a 15-year property tax abatement for the IDI development, which is at the Bluff Road intersection of I-55 Scoritch said the Hillwood firm is headquartered in Texas and was founded by Ross Perot Jr. The company has developed other industrial properties throughout the country and in three foreign countries. Judge won’t reduce sentence of coach who had sex with student

bstanley@shawmedia.com JOLIET – A judge Tuesday declined to reduce the prison term of a former Lincoln-Way bowling coach who had sex with a student.

Edward R. Cetwinski, 47, of New Lenox was brought from the Jacksonville Correctional Center to ask Judge Amy Bertani Tomczak to change the six-year Edward R. sentence she issued in Cetwinski January to the fouryear minimum.

“There were two separate incidents,” the judge noted while denying Cetwinski’s motion.

Cetwinski was a volunteer coach at Lincoln-Way Central for the 200910 school year and began exchanging suggestive text messages with a then-

15-year-old girl. According to trial testimony, he gave the teen a ride home from a January 2010 bowling tournament and performed oral sex on her.

“The texting continued even after the conclusion of the bowling season,” Will County Assistant State’s Attorney Frank Byers noted.

The victim’s parent learned of the incident several months later and contacted Manhattan police. He was found guilty last year of criminal sexual assault, aggravated criminal sexual abuse and criminal sexual abuse. “[The judge] fully considered ... all the factors in aggravation and mitigation [and] fully considered the victim impact in this case,” Byers said.

Cetwinski had faced up to 15 years in prison but had no prior criminal record. He must serve at least five years before he is eligible for parole and will have to register as a sex offender for the rest of his life.

MINOOKA – Two assistant principals will oversee the four elementary schools in Minooka District 201, which have not had the position since the 200809 academic year.

The Board of Education passed the motion Monday for the hires, with Vice President John Clucas absent and members Doug Martin and Curt Jebens abstaining.

Sarah Monroe, a second-grade teacher at Jones Elementary, has been assigned to Jones and Walnut Trails elementary schools and Jeanine Ruggeri, a first-grade teacher at Minooka Elementary, will cover Minooka and Aux Sable elementary schools beginning in the 2016-17 school year.

“I’m excited and eager. I have been in the classroom for 18 years and now I am ready for the next challenge,” Ruggeri said.

The need for the positions was first discussed at the February board meeting, when Superintendent Kris Monn stressed that “growth is here” and “some schools can say they are bursting at the seams.”

Before Jones opened in 2009, the other three elementary schools had assistant principals, but after Jones opened, the student numbers leveled out, eliminating the need for the administrative positions.

The second determining factor for the reintroduction of assistant principals is the district’s decision to use the Charlotte Danielson Framework for teacher evaluation, which requires a more extensive evaluation than current

practices.

“The administration will be really busy, and a huge change is coming in the future with the use of the Danielson [Framework], because there is more data and time with this evaluation system,” Assistant Superintendent Stef Palaniuk said.

Palaniuk said there are four main parts to this type of evaluation: pre-observation, a three-observation cycle, a conference with the teacher and a post-conference meeting. After that, the administration would put together a final report.

“I will bring passion, love for community and support to the teachers, students and parents. In the classroom I could impact 25 kids, but I want to make a difference on a grander scale,” Monroe said.

The board also voted, after the third reading, to change the language to policy 7:30, which originally allowed only employees of the district to file a transfer to the superintendent for their children to attend a school not within their boundaries. Monn said it has now changed so anyone living in the district can request an intra-district transfer to the desired school’s principal, and it will be at that principal’s discretion whether to allow the transfer or not based on the school’s capabilities to accept the child.

Other action items passed were to maintain $154 per student per year enrollment fees but to raise school lunch fees to $2.55 per lunch. The board also voted to upgrade the wireless network services at Minooka Intermediate and Minooka Junior High schools and the wired services at Minooka Junior High School.

Channahon District 17 lowers levy

Shaw Media correspondent CHANNAHON – When school administrators took a look at this year’s 2015 property tax levy, they could see that Channahon School District 17’s tax rate would likely decrease this year to an estimated 2.8132, down from last year’s 2.822.

However, the school board voted unanimously Monday to decrease the district’s levy to an amount that would reduce the tax rate even more – to an estimated 2.7445. The move could result in a savings this year of $53.07 for the owner of a home valued at $250,000.

That news for homeowners is actually even better than it appears. The abatement would put the levy under the limiting rate established by the Property Tax Extension Limitation Law, which means the decrease will set a new baseline for the district that will affect all of its future levies.

According to Chief School Business

Official Mike Schroeder, the decrease will continue “in perpetuity.”

“Taxing districts are limited on how much their levies can increase from the previous year’s extension,” Schroeder explained after the meeting. “That limiting rate is the highest you can levy for that year.”

The decision will cost the district $429,137 this year, and the tax rate will remain lower in future years than it otherwise would have been as a result of the district’s action Monday. It will reduce the district’s property tax income by more than $11 million over the next 20 years, according to Schroeder.

The district’s four schools are doing well financially, and the board felt it’s the responsibility of the taxing body to not take more than it needs.

Board members have been mulling the matter for a few months, while administrators have been doing the math.

An outside financial adviser presented the board with a five-year financial forecast at a recent meeting, and the results

solidified the board’s opinion that the district could afford the abatement. The district is in good financial shape, the adviser told them, with surpluses of $3.4 million expected for fiscal 2016.

“It goes back to us being a debt-free district and being financially smart,” board President Joe Pope said. “It was important for us to do this for the taxpayers, like when we got rid of the school fees. We know our financial forecast, and we know we can do this.”

Also at Monday’s meeting, salary increases were approved for school administrators: • The new salary of Pioneer Path School Principal Laura DuBois will be $75,219.

• Athletic Director and Dean of Students Brad Homerding will make $70,574.

• Three Rivers School Principal Susan Kavich will receive $103,409.

• N.B. Galloway School Principal

Mary Kelly will receive $72,760.

• Channahon Junior High School Principal Chad Uphoff will get $111,232.

The administrators also receive TRS retirement benefits.

School instructional aides and office aides will receive hourly raises of 5 percent or 75 cents an hour, whichever is greater. The starting rate for instructional aides and office aides will increase by 75 cents an hour to $10 an hour.

The board also approved tenure status for five fourth-year teachers: Danielle Santor, Meagan Verbic, Nicole DeMaine, Hope Lombardo and Angela Colyott. In addition, it approved retirements of N.B. Galloway teacher Donna Szoke and Pioneer Path secretary Rose Bachorz, both effective June 2016.

Recognized at the meeting were state wrestling champion Anthony Sartori and state qualifiers Dylan Harder, Nathan Berta and Edilson Garcia.

JOLIET – Police say two Florida men were using bogus credit cards to make purchases before a traffic stop Monday.

About 1 a.m. Will County Sheriff’s deputies saw an SUV with Colorado license plates speeding on westbound Interstate 80, spokeswoman Kathy Hoffmeyer said in a statement.

When deputies stopped the vehicle near Richards Street in unincorporated Will County near Joliet, neither Josue Frias-Gomez, 21, of Miami, or his passenger, Jorge Ochoa-Perez, 22, of Cutler Bay, were able to provide identification, Hoffmeyer said.

When the men allowed deputies to search the vehicle, police found bags and boxes of “high-end clothing, various sizes of shoes, DVDs, perfume, headphones, sunglasses and rollerblades,” Hoffmeyer said.

They also reportedly found more than 40 credit and gift cards and a

fraudulent Virginia driver’s license.

“Both subjects stated that they had rented the vehicle on March 17 in Denver and drove to Ohio to meet some friends,” Hoffmeyer said in the statement. “They stated that they visited for a few days, had gone shopping, and were on their way back to Denver when deputies stopped them. They had no explanation of how they paid for the recent purchases, why their names were not on the credit and debit cards nor on the rental car agreement forms.”

Ochoa-Perez was charged with three counts of possession of counterfeit credit cards and one count of continuing a financial crime enterprise.

Frias-Gomez was charged with no valid driver’s license, never being issued a driver’s license, speeding, three counts of possession of counterfeit credit cards and continuing a financial crime enterprise.

Sheriff’s police do not believe the men made any local purchases or used any Illinois resident’s identity.

Survived by her husband of 32 years, Thomas A. Carmela was born Feb. 3, 1960, in Maracaibo, Venezuela. She graduated from Lockport Township High School Class of 1978 and was a member of the National Honor Society.

Carmela formerly worked as a dental assistant with Dr. David Ross in Lockport and clerical work for the Christian Brothers. Member of St. Joseph Catholic Church in Manhattan.

Carmela loved the Joliet Jackhammer baseball team where she worked as the “giveaway girl” and hosted team players for four seasons. She was also a Ron Santo and Cubs fan and enjoying many type of sporting events, concerts and the outdoors.

Her family would like to extend their thanks to Linda Pierce from Hospice and Gina Madrigal, her caregiver, for all of care and support they have given to Carmela during her battle with multiple sclerosis.

The ASSOCIATED PRESS SPRINGFIELD – The state and the nation’s largest union of public employees will head to court over an arbitrator’s decision that Gov. Bruce Rauner was within his rights to order the layoffs of more than 150 state workers last year.

The state has gone to court in Sangamon County to uphold the ruling, the State Journal-Register reported.

The American Federation of State, County and Municipal Employees plans to file a counter-claim asking the court to vacate the ruling.

The dispute is the result of an arbitrator’s ruling issued in response to a grievance filed by the union, which represents 109 of the affected workers, alleging that the Rauner administration acted improperly or violated contract language governing layoffs.

The administration argues that the layoffs were necessary to save money amid the lack of a state budget or were part of agency reorganizations.

Duckworth suit’s April trial postponed; May hearing set

JONESBORO – Court officials in southern Illinois said a civil lawsuit against U.S. Rep. Tammy Duckworth stemming from when she led Illinois’ veterans agency won’t go forward next month.

Union County Circuit Clerk’s Office officials said a May 12 hearing for summary judgment in the case was set during a hearing on Tuesday. The case was to go to trial April 4.

Two employees of a southern Illinois veteran’s home filed the lawsuit in 2008 alleging workplace retaliation. The Illinois Attorney General’s Office is handling Duckworth’s defense and has previously asked for the lawsuit to be dismissed.

Duckworth last week won the Democratic nomination for U.S. Senate and will face Republican incumbent U.S. Sen. Mark Kirk in the November general election.

Sister of man who died in custody: ‘Hand over video’

CHICAGO – The sister of a 24-year-old who died in Chicago police custody appealed directly to Mayor Rahm Emanuel to let the family view squad-car video of the 2015 incident.

Janet Godinez told reporters Tuesday that seeing the video of Heriberto Godinez will help bring closure. She said, “As much as it’s going to hurt, we want to see that video.” She added, “Rahm Emanuel ... hand over that video.”

Court rejects prosecutor’s appeal to allow late voting

QUINCY – An Illinois appellate court has denied a request by the Adams County state’s attorney to vacate a stay issued last week barring voters turned away on Election Day from casting ballots this week.

The Quincy Herald-Whig reported State’s Attorney Jon Barnard filed the request Monday with the 4th District Appellate Court. The appeals court stopped plans for late voting at the request of Attorney General Lisa Madigan.

Officials in Adams County – along with several other Illinois jurisdictions – ran out of ballots during last Tuesday’s primary and voters were turned away.

Madigan argued the state constitution doesn’t allow for late voting. Barnard said it’s a matter of fairness.

Barnard said he will not pursue the case further because of the March 29 deadline to certify election results.

Remains of missing woman identified in Missouri

EDWARDSVILLE – A woman’s dismembered body that was found at an Interstate 70 rest stop nearly 12 years ago in eastern Missouri has been identified, police in Illinois and Missouri said Tuesday.

The Major Case Squad of Greater St. Louis identified the victim as Deanna Denise Howland of Alton, Illinois. She was also known as Deanna Denise Barker, Deanna Denise Kinnear and Deanna

A highway maintenance worker who was trimming trees found Howland’s headless torso on June 28, 2004, in a picnic area at the rest stop near Wright City, Missouri, about 45 miles west of St. Louis. Police believe the body was dumped at the rest area after Howland was killed elsewhere.

Major Jeff Connor of the Madison County Sheriff’s Office said that Howland, who had worked as a prostitute, was estranged from her family and only recently was reported missing.

DNA samples provided by members of Howland’s family helped identify her remains, which had appendectomy and cesarean section scars.

Authorities are asking anyone with information about Howland’s death to contact the sheriff’s departments in Warren County or Madison County, Illinois.

Crews uncover hidden murals on building

PEORIA HEIGHTS – Two murals painted on the exterior of a historic building in Peoria Heights were uncovered as crews razed another structure to make way for a parking lot.

Last week, crews were working on a $4 million project to relocate Trefzger’s Bakery when they discovered paintings of a Duryea automobile and women dancing in red dresses on the 121-year-old Hobart building. It’s unclear whether the paintings have historic significance, so developer Katie Kim hopes someone will come forward with information about the artwork, she told the (Peoria) Journal Star.

“We had no idea they were there,” Kim said. “We saw the paintings and we were like, ‘What? Who? Why?’ ”

WASHINGTON – Under a fresh cloud of overseas violence, Hillary Clinton and Donald Trump jumped out to early leads Tuesday in delegate-rich Arizona as the 2016 presidential primary featured a clash of would-be commanders in chief.

Long lines and high interest marked primary contests across Arizona, Utah and Idaho that were largely an afterthought for much of the day as the world grappled with a new wave of bloody attacks in Europe. The Islamic State group claimed responsibility for a series of blasts in Brussels that left dozens dead and many more wounded.

Yet there was a frenzy of activity in Utah as voters lined up to caucus and the state Democratic Party’s website crashed because of high traffic. In Arizona, voters waited two hours to cast primary ballots in some cases, while police were called to help with traffic control and at least one polling place ran out of ballots.

HAVANA – Capping his remarkable visit to Cuba, President Barack Obama on Tuesday declared an end to the “last remnant of the Cold War in the Americas” and openly urged the Cuban people to pursue a more democratic future for this

communist nation 90 miles from the Florida coast.

With Cuban President Raul Castro watching from a balcony, Obama said the government should not fear citizens who speak freely and vote for their own leaders. And with Cubans watching on tightly controlled state television, Obama said they would be the ones to determine their country’s future, not the U.S.

Experts see little chance of charges in Clinton case

WASHINGTON – Asked earlier this month whether she’d be indicted over her use of a private email server as secretary of state, Hillary Clinton responded, “It’s not going to happen.”

Although Republicans characterized her response as hubris, several legal experts interviewed

by The Associated Press agreed with the front-runner for the Democratic presidential nomination.

The relatively few laws that govern the handling of classified materials were generally written to cover spies, leakers and those who illegally retain such information, such as at home. Though the view is not unanimous, several lawyers who specialize in this area said it’s a stretch to apply existing statutes to a former Cabinet secretary whose communication of sensitive materials was with aides – not a national enemy.

Islamic State claims bombings in Brussels The ASSOCIATED PRESS BRUSSELS – Islamic extremists struck Tuesday in the heart of Europe, killing at least 34 people and wounding scores of others in back-to-back bombings of the Brussels airport and subway that again laid bare the continent’s vulnerability to suicide squads.

Bloodied and dazed travelers staggered from the airport after two explosions – at least one blamed on a suicide attacker and another apparently on a suitcase bomb – tore through crowds checking in for morning flights. About 40 minutes later, another rush-hour blast ripped through a subway car in central Brussels as it left the Maelbeek station, in the heart of the European Union’s capital city.

Authorities released a photo taken from closed-circuit TV footage of three men pushing luggage carts in the airport, saying two of them apparently were suicide bombers and that the third – dressed in a light-colored coat, black hat and glasses – was at large. They urged the public to reach out to police if they recognized him. The two men believed to be the suicide attackers apparently were wearing dark gloves on their left hands, possibly to hide detonators.

In police raids Tuesday across Belgium, authorities later found a nail-filled bomb, chemical products and an Islamic State flag in a house in the Schaerbeek neighborhood, the state prosecutors’ office said in a statement.

In its claim of responsibility, the Islamic State group said its members detonated suicide

vests both at the airport and in the subway, where many passengers fled to safety down dark tunnels filled with hazy smoke from the explosion. A small child wailed, and commuters used cellphones to light their way out.

European security officials have been bracing for a major attack for weeks and warned that IS was actively preparing to strike. The arrest Friday of Salah Abdeslam, a key suspect in the Nov. 13 attacks in Paris, heightened those fears, as investigators said many more people were involved than originally thought and that some are still on the loose.

“In this time of tragedy, this black moment for our country, I appeal to everyone to remain calm but also to show solidarity,” said Belgian Prime Minister Charles Michel, who announced three days of mourning in his country’s deadliest terror strike.

Belgium raised its terror alert to the highest level, shut the airport through Wednesday and ordered a citywide lockdown, deploying about 500 soldiers onto Brussels’ largely empty streets to bolster police checkpoints. France and Belgium both reinforced border security.

Justice ministers and interior ministers from across the 28-nation EU planned an emergency meeting, possibly Thursday morning, to assess the fallout.

WASHINGTON – A U.S. service member and his family are among those wounded in the attacks Tuesday in Brussels, and the Pentagon is still working to account for other members of the military who may have been nearby, U.S. officials said.

Officials with U.S. European Command said in a statement that the organization continues to closely monitor events in Brussels, and is working with other U.S. agencies and Belgian authorities to determine appropriate security measures to take. One service member and his family “were caught up in this tragedy,” the statement said.

The detail was first reported by the independent Military Times newspaper chain after Rep. Rodney Frelinghuysen, R.-N.J., chairman of the House defense appropriations subcommittee, said during a hearing that six Americans were injured in the attacks, including military family members.

“It’s horrendous,” the congressman said. “I’m sure we are meeting their needs.”

Pentagon officials declined to comment on the severity of the injuries the family suffered, citing privacy concerns.

European Command was working to confirm the safety of all U.S. service members and their families in the areas, but must find those serving full-time in the area and those who may have been

there while on leave or on official travel.

State Department spokesman John Kirby also said that some U.S. citizens were injured in the attacks, but would not say how many. He also did not elaborate on the conditions of the wounded Americans.

Defense Secretary Ashton Carter said Tuesday during a House Armed Services Committee hearing that the United States stands ready to provide assistance to allies in Europe as necessary.

The secretary said the United States has already had a significant impact in Iraq. Iraqi and Kurdish security forces, with U.S. assistance, have begun the shaping of the battlefield around Mosul, a city in northern Iraq that has been under militant control since June 2014.

The death Saturday of Marine Staff Sgt. Louis Cardin, the second U.S. service member killed by enemy action in the campaign against the militants, occurred in support of it, he added.

Cardin and several other Marines were hit by a rocket at a fire base south of the city that they’d been at for less than a week.

The attacks raise questions about how much U.S. service members and their families will be allowed in Europe in coming days.

In November, the Defense Department temporarily banned service members from traveling on their free time after terrorist attacks in Paris. That ban was rescinded about 10 days later, just before Thanksgiving.

NEW YORK – For more than a month, federal investigators have insisted they have no alternative but to force Apple to help them open up a phone used by one of the San Bernardino shooters.

That changed Monday when the Justice Department said an “outside party” recently showed the FBI a different way to access the data on the phone used by Syed Farook, who with his wife killed 14 people in the Dec. 2 attack.

The magistrate judge in the case postponed a hearing scheduled for Tuesday and gave the government two weeks to test its method. But federal officials have been mum about who came forward and what method they’ve proposed.

One likely scenario involves making multiple copies of the iPhone’s flash memory, which investigators could use to restore the phone’s data should they inadvertently trigger the phone’s

“self-destruct” feature by making too many wrong guesses at the passcode.

A more nuanced approach would involve isolating the portion of the phone’s memory where the count of how many passcode attempts have been made is stored, said Ajay Arora, CEO and co-founder of Vera, an encryption software company.

In theory, the person working on the phone would then be able to reset the count each time it approached 10, allowing investigators to make an infinite

number of guesses.

Another approach, sometimes known as “chip de-capping,” calls for physically removing the casing of the iPhone’s processor chip, using acid or a laser drill. In theory, investigators could then connect electronic probes capable of reading the phone’s unique identification code bit by bit from the location where it is “fused” into the phone’s hardware. This method would also have to read the algorithm that combines that code with the user pass-

code to unlock the phone.

Once they get that information, investigators could then load it onto another computer, where they can run thousands of attempts at guessing the passcode without worrying about triggering the auto-erase function on the phone itself.

Forensic investigators have used similar procedures to read other kinds of data from computer chips, McGee said. But experts say the process of physically dismantling a chip is technically demanding and has a high risk of causing damage that would make the data unreadable.

Even a tiny flaw unknown to the software’s creator – known as a zero-day vulnerability – could potentially give the government, or someone else, a way in, said Jay Kaplan, CEO of Synack and an a former NSA counterterrorism researcher.

Those exploits are considered valuable to hackers, who often sell them to others, and to intelligence agencies that use them for gathering data.

High court seems sympathetic to Puerto Rico in debt case

WASHINGTON – Four liberal justices on a short-handed Supreme Court seemed sympathetic Tuesday to arguments that Puerto Rico officials should be allowed to restructure the debt of the island’s financially struggling public utilities.

Some of those justices expressed

early doubts about Puerto Rico’s position as arguments in the case began.

But by the end of the one-hour session, they appeared open to the idea that federal bankruptcy law does not prevent the island from passing its own measure offering debt relief to local municipalities.

The issue has roiled the island, which is going through the most se-

vere economic crisis in its history. It is mired in a decade-long recession and its governor announced last year that it cannot pay $72 billion in public debt.

The case was argued before only seven justices, and the court’s four liberals could control the outcome.

Justice Antonin Scalia died in February and Justice Samuel Alito recused himself.

Alito owns shares in a tax-free fund that invests in Puerto Rican bonds and is involved in the case.

At issue is how the court should interpret a 1984 amendment to the nation’s federal bankruptcy laws.

While states are allowed to let their cities and utilities seek bankruptcy relief, federal law specifically excludes Puerto Rico, a territory, from doing so.

Illinois delegation against Medicare Advantage cuts

Editor’s note: This was a letter send by 13 members of a bipartisan Illinois delegation to Health and Human Services Secretary Sylvia Burwell.

To the Editor: We write to express our deep concern for the proposed payment cut to Medicare Advantage (MA) Retiree Coverage, also referred to as Employer Group Waiver Plans, included in the Centers for Medicare & Medicaid Services (CMS) 2017 Advance Notice. More than 3.3 million retirees nationwide rely on MA Retiree Coverage and such a cut would jeopardize their access to high-quality health care. As representatives from Illinois, a state with more than 160,000 seniors enrolled in MA Retiree Coverage, we urge you to eliminate this proposed cut from the 2017 Advance Notice.

Labor unions, private employers, and state and local governments use MA Retiree Coverage to fulfill their promises to loyal employees.

Seniors covered under these plans negotiated these promised benefit packages, sometimes giving up pay raises and other benefits, in exchange for stable and affordable health care coverage after retirement. If implemented, this cut could result in a loss of their benefits, an increase in premiums, or both. According to new analysis from Milliman, the total cost to affected Illinois retirees will rise by $40,000,000 in 2017 alone.

Furthermore, CMS’ decision does not consider the benefits included in these plans or the health care needs of the seniors they serve.

MA Retiree Coverage incorporates chronic disease management and care coordination services as well as comprehensive drug benefits that reduce out-of-pocket costs for the most vulnerable beneficiaries. If implemented, the cut could significantly disrupt retirees’ health care through unexpected out-of-pocket costs as well as reduced access to certain health services.

This cut would have a profound impact on the more than 160,000 Illinois seniors who count on MA Retiree Coverage and we oppose this misguided proposal. CMS must respect the promises made to our hard-working retirees by maintaining the current payment structure to MA Retiree Coverage plans. In the interest of preserving the superior and innovative care offered by these essential plans, we respectfully ask this cut be removed from the 2017 Advance Notice.

When you have a pitcher as accomplished as 6-foot-5 senior right-hander Drake Fellows, the array of radar runs and notebooks comes as no surprise.

Fellows said he hit “91 to 93” on the gun last season, “and this year I want to sit at 93-94 and touch 95 or 96. I skipped

basketball and did a weighted-ball program and got in the weight room in the winter, and I changed some things in my mechanics.”

Calling all scouts.

“If 20 radar guns are out when Drake pitches, that will be nothing new to him,” JCA coach Jared Voss said.

“Being in front of all those scouts is nothing he hasn’t already experienced, especially with all the places he has pitched in the summers.”

All Fellows did last spring was go

9-1 with a 0.58 ERA. In 73 innings, he struck out 98 while allowing 44 hits and 11 walks. He throws his fastball, slider and changeup for strikes. In his debut this season, he struck out eight in three innings of a 3-0 win over Brother Rice.

He is committed to Vanderbilt, but what occurs in the June draft might change his plans.

Meanwhile, there is the business at hand.

“I want to win a state championship with this team,” Fellows said. “What it

will come down to is the younger guys buying into what we are about. It will be a matter of doing the little things right.”

The Hilltoppers lost name players such as Nick Dalesandro, Mitch Boe and Connor Brandon to graduation, so plenty of new faces will man the diamond. Right fielder KC Simonich, catcher Dan Devine and first baseman Jack Howard add experience to the

“Our lineup the first two games may not be the same as it is the last two games,” coach Scott Gardner said.

Which is fine with Gardner. After an uncharacteristic 15-18 campaign in 2015, he sees improvement around the corner.

“We’re pretty deep and expect to see a lot of guys step up throughout this spring,” Gardner said. “We’re kind of piecing together some things and giving players some opportunities early on so we know what we’re working with, so we can see what’s happening down the road.”

The Knights haven’t won a regional since 2010. Last year, Gardner’s third as coach, they fell in the regional semifinal to a familiar foe, Lincoln-Way North.

“I think we’ll have a better year than last year,” Gardner said. “We’ve got a good mix of some younger players – with a few sophomores up at the start of the season – and a good mix of juniors

Gardner is counting on pitching and timely hitting for that to happen. and seniors as well. So we’ll definitely end up better, in the mix in the conference at the end of the year. I really think we’re pretty deep all around, especially defensively and on the mound. That’s really nice to see this year.

“We’re looking to go a little bit deeper than last year.”

The early record may not show the potential as Gardner experiments. But it would be a surprise if the Knights aren’t in the mix for the SouthWest Suburban Red title with Andrew, Brad-

ley-Bourbonnais, Lincoln-Way West and Lincoln-Way North, which has knocked the Knights out of the playoffs two of the last three years. Don’t think Gardner isn’t keeping an eye on the Phoenix.

“North, they do well in the summer, too,” he said. “We ended up losing in the regional semifinal to North, which ended up winning it all. In that game, they two-hit us and we one-hit them and we lost 2-0. We had a couple wild pitches that got away and they scored on.

“You can’t base everything off the summer, but we had a pretty good summer overall.”

Part of the reason for his optimism is a talented pair of sophomores whose summer campaigns were impressive.

Ryan McWilliams and pitcher Brandon Bennitt made the varsity on the strength of their summer work.

“McWilliams had our highest average in the summer and proved he can hit some varsity pitching,” Gardner said. “Hopefully that carries into the early part of the year. Bennitt was the one who one-hit Lincoln-Way North.

Otherwise, it’s a new ballgame.

“We have lots of new faces,” Voss said. “But they’re all good players. We’ll see how quickly they acclimate to varsity ball. You can’t keep the Dalesandros and Boes for a fifth year. Eventually, they have to graduate.”

The scouts out to see Fellows also will focus on Simonich, a left-handed hitter who will occupy the 3-hole, which he did much of last season.

“KC got on the scouts’ radar last season as a sophomore,” Voss said.

“He’s playing right field right now. He has a plus arm out there and covers a lot of ground. He’s rare in that he’s a game-changer in right.”

“Coach Voss and I are in conversations all the time about what I need to do this year as a leader,” Simonich said.

“Last year we had what I thought was one of the best, most talented teams in Illinois history. This year it will be more day to day.”

The Hilltoppers finished 28-7-1 last spring, falling to Lemont, 2-1, in the regional championship.

“Last year’s group was trying to win the state championship in March,” Voss said. “This year we are focused on winning it in June. It’s more of a process.

The Knights opened this season 1-2, the middle game an 8-4 win over Bolingbrook. In that game and the subsequent 7-4 loss to Marist, one player stood out: Nick Podgorny. The 5-foot-9 senior piled up eight RBIs, five in the victory over the Raiders.

Those scores and Podgorny’s punch aside, Gardner doesn’t see the Knights as a team that can outslug the opposition consistently.

“We don’t have a guy who can consistently be a home-run threat,” Gardner said. “The middle of our lineup, they can drive a baseball gap-to-gap and put some out here or there, but really, we’re going to need to be a team that can’t strike out a whole lot, needs to put the ball in play and puts pressure on the defense.”

Podgorny, senior infielder Chad Tucker and junior catcher Cam Post form the heart of the order. If they can hit consistently, and seniors Trevor Newton and Andrew Farbak are equally consistent on the mound, then the Knights have a chance to make some noise in the conference and beyond.

“I think we’ll score some runs. That will come with the weather warming up.”

Simonich, who is stronger after an offseason of hard work, said he was disappointed his average dipped late last season.

“I want to get my average back up there a little,” he said. “I hope I can mix in a few extra homers, too.”

Sophomore Justin Conant and freshman Jared Cushing have been tried at shortstop early on.

Junior Michael O’Brien and senior Joe Buhay are candidates at second base, while junior Jack Surin and senior Marcus Luevano will get shots at third base.

Senior Mark Sienko, injured all of last season, is in center field. He was the center fielder and leadoff man on lower levels his freshman and sophomore seasons.

Junior Sam Seneker has been in left early on.

The bat of junior catcher Jack Naal may be in play more often than not.

“We have a lot of brand-new faces, and I’m excited to see them on the field,” Simonich said.

“It was exciting to see Cushing and Conant do real well (against Brother Rice).”

Fellows, who also will play some first base and designated hitter, will be backed up on the pitching staff by what Voss terms “some interesting arms.”

That group includes senior righthanders Jared Jones and George Manikas and junior lefties Al Hartsell and Antonio Saldana.

“I think Hartsell and Saldana are going to be really good,” Voss said.

“It’s phenomenal,” Zajc said. “It’s something we definitely should gain some motivation from, everything just snowballing out from football all the way to the spring sports. We definitely have an opportunity here. Potential’s one thing, but we’ve got a good group of seniors who can get things going.”

NEW LENOX – Winning 59 games in the last two seasons and never having a losing record for the six years the school has been in operation means you’re doing something right.

Lincoln-Way West baseball is doing something right.

Coach Jake Zajc leads a veteran crew into the Warriors’ seventh season.

“A lot of guys have logged a lot of innings here,” Zajc said.

What Zajc doesn’t have this year is the luxury of four returning starters on the mound. Trevor Dallio, John Saffrahn, David Mulder and Andrew Clavenna have left the building after helping West to a 29-6 record and a league-leading 12-2 ledger in the SouthWest Suburban Red last season. That leaves senior Tyler Dallio and junior Connor Lowman as the key hurlers.

“The challenge (is) getting our pitching up to speed. We’ve got some talent on the mound,” Zajc said. “We need some game experience. It’s kind of wait and see the first couple weeks.

You try to figure out your team.”

Zajc always has been able to to that.

The fledgling program went 21-14 in the inaugural season of 2010, and has totaled 19, 24, 21, 30 and 29 wins in the seasons since, advancing to a sectional final in 2012. Last year’s campaign ended abruptly with a 7-2 loss to Lemont in a regional semifinal.

While the pitching is sorted out, the Warriors can lean on experience in the lineup, especially in the infield.

First baseman Matt Monahan and catcher Ben Zordani, seniors ticketed for Saint Xavier next year, provide a 1-2 punch.

Monahan batted .384 last season.

Third baseman Ryan Hastings and shortstop Adam Knerr add depth and savvy.

“We have good potential on the offensive side of the ball,” Zajc said.

“You can’t always rely on that, but the defense and good pitching is definitely a great outlook for a team.

“You’ve still got to compete. In baseball, you never know from year to year. You just have to go out with a good mindset and a good work ethic and continue to compete. You go into a rut sometimes, and you’ve just got to figure your way out of it. We’ve seen some of these kids deal with adversity, so it’s good for them to get

JOLIET – Kristen Jaworski-Stuckwisch has been named the Joliet Catholic Academy varsity cheerleading coach.

Jaworski-Stuckwisch is no stranger to the cheerleading program at JCA, as her mother, Mary Jaworski, led the program for 13 years from 1984-97. Mary, now the president of the Joliet Region Chamber of Commerce and Industry, led JCA to unprecedented heights during her stay, culminating in national championships in 1992 and 1993.

JCA athletic director Dan Sharp said, “It’s fitting that in a year where we are celebrating our tradition with the opening of Heritage Quad that we have the

opportunity to bring back the daughter of the greatest cheer coach we’ve ever had here in Mary Jaworski. Kristen was outstanding here as a student-athlete and in the Big Ten at Purdue. She has the experience, energy and love for our school that will be an invaluable asset to our current student-athletes.”

Jaworski-Stuckwisch captained the squad during her mother’s final year at JCA, earning All-America honors for the second consecutive year and leading the Angels to a fourth-place finish at the CanAm International Cheerleading competition.

As a senior, the 1997 JCA graduate performed at halftime of the Aloha Bowl and earned the Aloha Bowl Cheerleading Individual Scholarship Award.

She also finished in third place at the CanAm individual national competition.

After graduating from JCA, Jaworski-Stuckwisch went on to Purdue, where she cheered four years on the Boilermakers’ nationally ranked co-ed squad. During her stay in West Lafayette, she was named a three-time collegiate All-American and cheered in such venues as the Alamo Bowl, Outback Bowl, Rose Bowl and the Women’s Final Four national championship game.

During her time in college, she also served as a head staff member for the National Cheerleading Association.

From 2003-05 Jaworski-Stuckwisch served as the head coach at Lemont, leading the Indians to a third-place fin-

ish at the IHSA state competition. The junior varsity program also finished fifth in state during her tenure.

Joining Jaworski-Stuckwisch’s staff will be fellow Elisabeth Adler, née Bornhofen. Adler, a 2002 JCA graduate, cheered three seasons while at Joliet Catholic Academy and was a member of the 2001 cheerleading squad that finished third at CanAm Nationals.

The JCA cheerleading program will host an informational meeting at 5 p.m., April 21 upstairs in the JCA Student Activity Center. Current JCA students and area junior high students looking to try out for the fall squad should attend.

CHICAGO BASEBALL ROUNDUP Hammel solid in Cubs’ win over Reds

GOODYEAR, Ariz. – Anthony Rizzo hit his second home run for the Chicago Cubs and Jason Hammel pitched five solid innings Tuesday in a 9-6 win over the Cincinnati Reds.

Hammel allowed one earned run and three hits in his longest outing of the spring.

Alfredo Simon, who recently signed with the Reds, pitched three perfect innings in his first outing and struck out four.

Devin Mesoraco, who is building stamina following hip surgery, hit his second homer for the Reds.

Two other Reds who started spring training slowly also contributed – Zack Cozart had two hits and Billy Hamilton walked, stole a base and scored a run.

White Sox beat Giants’ split squad

GLENDALE, Ariz. – Jake Peavy described his latest outing as encouraging. After pitching to an 8.53 ERA in his first four starts, he certainly looked regular-season

ready, even with the wind blowing out to left field.

“Got better for sure,” Peavy said Tuesday after throwing 90 pitches for the San Francisco Giants in an 8-7 split-squad loss to the Chicago White Sox. Jimmy Rollins’ three-run homer and Travis Ishikawa’s solo shot helped the White Sox rally after Peavy left the game.

It was Rollins’ third homer of the spring and the first for Ishikawa, the former Giant who hit the NL pennant-winning homer against St. Louis in 2014.

Both homers in the sixth came off Cory Gearrin.

Austin Jackson also homered, the first of the spring for Chicago’s new center fielder.

Mat Latos pitched in a spring game for the first time after doing his work on the back fields until now.

The day started well for Latos, but he gave up the homers to Belt and Olivo in the fifth and left after 4 2⁄3 . He allowed 11 hits and seven runs.

Chicago relievers Tyler Danish, Nate Jones and Zach Putnam permitted just two baserunners and no runs.

The Associated Press CHICAGO – Vernon Fiddler scored two of Dallas’ four goals in the first period, and the Stars clinched a playoff spot with a 6-2 victory over the Chicago Blackhawks on Tuesday night.

Dallas stretched its win streak to three and improved to 4-1 against Chicago, outscoring the Stanley Cup champions 20-11 in the season series. Colton Sceviour and Patrick Eaves also scored in the first, and Jamie Benn had two

assists in his 500th NHL game.

The Stars (44-21-9) lead the Western Conference with 97 points with eight games left on their schedule. They also are on track for their first division title since they took the Pacific in 2006.

The Blackhawks played without starting goaltender Corey Crawford for the fourth straight game due to an upper-body injury, and Scott Darling was pulled after Dallas’ big first period. Michael Leighton made 16 saves in his first NHL appearance since Jan. 27, 2013, for Philadelphia at Tampa Bay.

Mastering the sweet-and-spicy glaze for an Easter spiral ham

At Easter, there is just nothing better than a spiral-cut ham! Because I grew up with my grandmother roasting fresh, white, uncured hams, a sweet-glazed spiral-cut ham has always been a delicacy to me.

My best friend’s mother bought one every Easter and to me it was heavenly.

I loved the crunchy sweet and spicy crust on the ends of the slices.

She served the ham cold and kept the leftover ham loosely covered with foil in the refrigerator.

It didn’t last long as we – and the rest of the neighborhood kids – kept opening the fridge and pulling off a snack.

Because it was spiral cut, you didn’t need a knife to snag a piece.

All you needed to do was reach in and grab a thick, meaty slice.

The first Easter I hosted the meal, I ordered a sweet-glazed spiral-cut ham.

I felt so grown up and we ate that ham for days.

I discovered the joy of a ham sandwich with thick-cut baked ham, crisp lettuce and lots of mayo on toasted white bread.

As time went on, I grew to appreciate the purity of my grandmother’s fresh ham, but soon found that most people expect their holiday hams to be pink.

So why not give the people what they want?

The best part is that it is so easy to customize the ham with your own glaze.

My “hack” is to make a sweet and spicy dry rub that bakes into a burnished “glaze” (rather than brushing the meat with a wet sauce).

It is so quick and easy that I urge you to throw away any packet of sauce that comes with your ham and try it my way.

A dry glaze is a dry spice rub with both sugar and granulated honey (or honey powder) to add sweetness and flavor.

My favorite sweet and spicy rub is a combination of cinnamon, allspice, cloves, white pepper, dried honey, salt and sugar.

But feel free to riff with your favorite flavors.

Just don’t omit the sugar; it melts and holds the other spices together, creating the glaze.

Sweet-And-Spicy Glazed Ham

Start to finish: 1 1/2 hours (15 minutes active) Servings: 12

Heat the oven to 275 F. Use paper towels to pat dry the ham, then set it, cut side down, in a shallow baking pan. Set aside.

In a blender or food processor, combine the remaining ingredients and process until the ingredients are reduced to a fine powder.

Gently pry apart the tops of the spiral cuts. Sprinkle about 1/3 of the seasoning mixture over the ham and push it down between the slices.

Cover loosely with foil.

Set the ham on the oven’s middle shelf or on the cooler side of the grill.

Cook for 45 minutes.

Remove the ham from the oven, turn the ham on its other side, then sprinkle another 1/3 of the seasoning mixture over it, again gently working it into the cuts.

Cover the ham with foil again, then return to the oven or grill. Cook for another 30 minutes, or until the ham feels warm all the way through but is not steaming hot.

Remove and discard the foil. Sprinkle the remaining dry glaze over the top of the entire ham.

Turn the broiler on in the oven and place the ham under the broiler for 2 to 4 minutes.

Watch closely: You want the glaze to bubble and caramelize but you don’t want it to burn.

When the ham is burnished to your liking, remove from oven and let rest for 15 minutes before serving.

While I believe the evidence shows almost all generic drugs perform as well as brandname drugs, that evidence is based on the “average” person in studies typically involving hundreds or thousands of people.

Now and then I have a patient who swears a generic drug is not as effective as the brand-name drug. It is possible the patient’s body chemistry is different in some way from that of the average person. So I prescribe the brand-name drug – but the insurance company determines how much more the patient will have to pay.

Dear Dr. K: My doctor switched me from several brand-name drugs to generic versions of those drugs. It has saved me a lot of money – but are they really as good for me?

Dear Reader: The vast majority of generic drugs have been shown to be equally effective as brand-name drugs, and no more likely to cause side effects. There have been a few exceptions, which I’ll mention. But that is my bottom line – and I vote with my feet: I take generic drugs. They work as well as the brand-name drugs they replaced, they haven’t caused side effects and they save me money. What’s not to like?

Drugs available in the United States are carefully examined by the U.S. Food and Drug Administration (FDA). The FDA makes sure a generic drug has the same chemical structure as a brand-name drug, and the generic drug behaves the same way in the body.

Still, once the FDA has released a generic drug for widespread use, a much larger number of people take it than was true when it was being tested in the pre-approval period.

That means rare problems may emerge in the post-approval period.

There have been many careful studies comparing generic drugs to their brandname equivalents in the post-approval period. Almost always, the generics prove identical. However, there have been a few instances where the generic drug was not equivalent – at least until a problem in the manufacturing process was corrected. Examples include some generic drugs to treat underactive thyroid (hypothyroidism).

In late 2015, an expert committee of the American College of Physicians summarized what is known scientifically about generic drugs. The committee’s report agrees with

Dear Abby: DEAR ABBY My sister and I have no interest Jeanne in body piercing Phillips (except our ears), but we have seen it on friends and are not impressed. However, our 44-year-old mom got her nipples pierced and has started wearing jewelry there.

Our parents are divorced and she’s not in a relationship right now, so it’s not to impress a man. She says she did it to feel good about herself, which makes no sense to us. She takes off her top to show her female friends when they come over, and we can see them literally roll their eyes, but she doesn’t seem to notice.

She now has started showing off her piercings to our friends. I’m talking about girlfriends, but even so, we find this beyond embarrassing. They’re polite to her face but laugh behind her back, and word about it has spread, which we find humiliating. I suppose we should be thankful at least she hasn’t pierced her most personal place to show off to our friends like we’ve seen some girls do.

We think some kind of midlife crisis or hormonal imbalance is causing her to act this way, but we wish she’d find a better outlet.

A bridge player needs to be a detective. There are clues littered around every deal, just waiting to be interpreted correctly.

In today’s deal, first there is a bidding question. North opens one club, East overcalls one heart, South responds one spade, and North raises to two spades. What should South do now?

Then we don our deerstalker and decide what South should do in four spades. West leads the heart jack.

East wins with his king, cashes the heart ace, and continues with the heart five. When South ruffs up with the spade six, West discards a diamond. How should South continue?

If responder bids one of a major and is raised by opener to two of that major, responder passes with nine losers, insists on game with seven losers, and makes a game-try with eight losers. So, here, South, over two spades, continues with three clubs. Then North should jump to four spades because he has good clubs, two aces and four-card spade support.

South, who must hold his pointed-suit losers to one, would usually take the spade finesse. However, if West had that king, surely he would have overruffed at trick three. South should lead his spade queen, then put up dummy’s ace. Here, the king drops, and declarer can claim. But if the king does not appear, South plays another trump and hopes clubs are 3-3 or East can be squeezed if he has four clubs and the diamond king.
