JJC president resigns effective immediately Administrative vice president Judy Mitchell named as interim

The JJC Board of Trustees on Friday received a resignation notice from Daniels, who entered the role March 1, 2012.

On Monday, JJC board Chairman Robert Wunderlich released a statement that said Daniels cited personal reasons for her departure.

Daniels stated in an email Monday that she enjoyed the past four years at JJC and thanked the faculty and staff for their dedication to students.

“I have brought the Judy Mitchell college as far as I can and I want to step aside so I can do other things,” she stated. “The board has been tumultuous especially this past year with the resignation of three board members, and I hope that this will allow them to come together for the college.”

Last year, former board Chairman Jeff May resigned in July for health reasons, while his successor, Tina Markley, and Trustee Barb Adams resigned abruptly together in August.

Markley said there was a “backdoor attempt” at public humiliation against her by trustees, whom she did not name, before she and Adams walked out of a board meeting.

Daniels, who was president of San Bernardino Valley College in California before coming to JJC, succeeded Gena Proulx, who died in 2011.

There is no timetable yet for naming a new president, but Wunderlich said the board will have a workshop March 29 to plan the next steps and whether the search will be done by a firm.

The board has appointed Judy Mitchell, JJC’s vice president of administrative services, to serve as interim president.

A climate survey of the college was recently conducted and the results were reviewed by board trustees at a March 11 meeting. The survey, performed by Rathbun, Cservenyak & Kozol, interviewed about 25 JJC administrators regarding a

range of topics, including personnel matters, Wunderlich said.

“The survey had a little bit to do with it, but she has some personal things of her own [as reasons given to resign],” Wunderlich said.

It was the first time JJC conducted a private climate survey to specifically evaluate the college for the ultimate benefit of students, Wunderlich said. Board trustees did not participate and did not know what questions were asked prior to the survey, he said, adding that it was “very professionally done.”

Board appoints Jack Ericksen as in-house interim general manager

bokon@shawmedia.com JOLIET – Jack Ericksen had just been appointed interim general manager of the Rialto Square Theatre on Monday and was asked if the theater will stay open.

“Without question,” Ericksen said.

Asked about the Rialto’s finances, however, Ericksen said he had little to do with that, but still expressed confidence in the future.

“I’ve lived in Joliet my whole life,” said Ericksen, who until Monday was the theater’s director of development.

“I can’t imagine Joliet without the Rialto. If I have anything to do with it, the Rialto will stay here.”

Ericksen was named to the post after the Rialto board voted unanimously to place general manager Randy Green on paid leave.

Green will continue to receive his regular pay at a salary of $142,000 a year with benefits, as the Rialto continues to attempt to negotiate a separation agreement. Board attorney David Silverman asked the board for another two weeks to negotiate an agreement.

The board meets again April 6.

Ericksen will fill in at the same pay – $68,000 a year – at which he was hired in December.

Ericksen was hired at a time when the Rialto had already begun to postpone payments on payroll taxes, a situation that eventually led to Green’s removal.

What comes next for the Rialto is unclear.

The Rialto board Monday also hired Theobald Associates, a Joliet accounting firm headed by Donald Theobald, to do a review of theater finances.

The outlook is unclear enough that Rialto board Chairman Dan Vera said he would not discuss the financial condition of the theater until Theobald Associates completes its review.

“There have been a number of numbers thrown out there,” Vera said. “That’s why we’re going to hire Mr. Theobald.”

Theobald was hired at the rate of $275 an hour, and Vera has the task of controlling the number of hours he works.

Vera previously said the Rialto owed about $123,000 in payroll taxes.

According to Joliet city officials last week, the Rialto also owed $395,000 to vendors, although it was not clear how much of that was to be paid when fu-

The management shake-up comes while city officials have been going over Rialto financial records, trying to get a grasp of the theater’s financial condition.

The city has a big stake in the Rialto’s budget, with an annual $600,000 contribution.

Plainfield approves $52.9M spending plan

PLAINFIELD – The Plainfield Village Board approved a $52.9 million spending plan Monday for the upcoming fiscal year that accounts for potential state cuts, rising health insurance costs and contractual salary increases while providing $3.5 million more in capital improvements.

The budget plan approved Monday night – available on the village’s website – is the result of months of workshop meetings that began in September. The new fiscal year begins May 1.

The village’s property tax rate – 0.4669 – will not increase, meaning homeowners will pay the same on the village’s portion of his or her tax bill unless home values go up, Village

Trustee Brian Wojowski said.

“The village’s portion of the tax bill is not increased with the passage of this budget,” Wojowski said.

Village officials anticipate about $58.6 million in revenue – an increase from $55.3 million over the current fiscal year – and about $56.6 million in expenses, up from the current year’s $51 million.

The village is projecting about $15.5 million in revenue from state taxes; $18.9 million for service charges, among other revenue sources. On top of salaries and benefits, the spending plans calls for about $15.6 million in spending for contractual obligations and $8.17 million in capital outlay.

The village plans to use $3.3 million in Federal Surface Transportation grant dollars for two key road

projects. About $1.5 million will pay for the Phase 2 design for an east-west connection along 143rd Street from Route 59 and Illinois 126 while $1.8 million will be used to expand 127th Street from Heggs to Tuttle Estates from a rural two-lane to a three-lane urban cross section.

General fund revenue is projected just under $23.6 million – up from last year’s $22.8 million – and reflects the potential for a 20 percent cut to the village’s share of the state incomes tax.

Traci Pleckman, director of management services, said the budget also includes money for three new hires – two police officers and the creation of an economic development specialist position.

from $11.8 million to $12.5 million in the next fiscal year, while benefits would increase from $4.9 million to $5.4 million.

• In other news, the village board authorized the president to execute a contract that begins May 1 with WM Curbside LLC to perform household hazardous waste and electronics waste collection, charging households $1.15 a month for services.

Village Administrator Brian Murphy said that while the pickup service is considered a standalone contract that’s separate from the village’s four-year contract with Waste Management for garbage pickup, it was approved without going through the usual formal bid process.

It coincides with WM’s main contract that expires Dec. 31, 2020.

fsarver@shawmedia.com PLAINFIELD – The Plainfield School District 202 board approved authorizing notice of honorable dismissal of custodians effective June 30.

The vote was unanimous at Monday’s board meeting. Daniel Thorse, assistant superintendent for administration and personnel, said the dismissal would affect roughly 190 custodians.

He said it’s possible the custodians could be recalled as district officials assess potential outsourcing of custodial staff.

“That had nothing to do with [the resignation],” Wunderlich said. “It’s water under the bridge.”

Many PASS members at Monday’s meeting urged the board to reconsider outsourcing. They shared a petition and comments from about 1,500 residents who were against outsourcing.

“I urge you to reject privatization,” said John Piechocinski, PASS president.

Association of Plainfield Teachers representatives were also at the meeting, affirming the teachers’ union opposition to subcontracting of custodians.

In a March 9 email newsletter, Tom Hernandez, District 202 spokesman, wrote that district officials published

the official Request for Bids for custodial services on the district website.

He also wrote the board will publicly review and consider all bids at its April 11 meeting and hold public hearing on the proposed subcontracting at its April 25 meeting.

While PASS raised safety concerns about outsourcing custodians, District 202 officials have said all employees – including those who may work for private vendors – must undergo a criminal background check by law.

Board President Michelle Smith addressed “blatantly inaccurate information” about board members’ consideration of outsourcing at a Feb. 22 meeting, saying at no time has the board considered or discussed replacing district staff with outside employ-

ees.

She said discussions about outsourcing initially arose in response to concerns of a possible strike by custodians during the upcoming PASS negotiations.

Marty Paczkowski, a PASS member and custodian, who asked the board to reconsider outsourcing Monday, said the potential outsourcing situation started as a rumor that custodians were going on strike.

He said PASS is not the only group that would go on strike if it was voted on and passed.

“It seems to me that if you’re scared of us going on strike, outsourcing would be the least way you would go.

We have a contract with a no-strike clause in it,” Paczkowski said.

When reached Monday afternoon by phone, Comanda said he is looking forward to working with the interim president and next official president, whoever that may be. He agreed with Wunderlich that the issue is in the past and he hasn’t looked back.

In 2013, the college’s previous attorneys, Robbins Schwartz, investigated the allegations about Daniels that Comanda sent to the board the same year, according to documents obtained by Shaw Media in a Freedom of Information Act request.

When asked if her resignation had anything to do with the climate survey or the board’s consideration of nonrenewal of Comanda’s contract and previous investigation into his allegations, Daniels stated via email, “No to both.”

Robbins Schwartz conducted its investigation before the board approved the firm as regular counsel Oct. 8, 2013.

Wunderlich said trustees recently approved dismissing Robbins Schwartz as the college’s attorneys and are seeking new representation.

Dems raise rhetoric against Rauner in Chamber speech

JOLIET – Democratic lawmakers raised the rhetoric Monday against Gov. Bruce Rauner’s reform demands during a Joliet Region Chamber of Commerce & Industry luncheon at the Jacob Henry Victorian Ballroom.

State Rep. Natalie Manley, D-Joliet, said Rauner’s unwillingness to compromise is the only reason Illinois remains without a state budget, arguing that the Republican governor is using the state’s fiscal woes to push his anti-union agenda.

“If I handed his own Turnaround Agenda to him on a silver platter, it wouldn’t change a thing for the social service agencies [without funding],” Manley said. “His Turnaround Agenda is not the most pressing problem.”

Budget stalemate

Mistrust between the two parties has tainted progress on critical pension reform and other key issues, several lawmakers said.

Adding to the mistrust is the proposed Unbalanced Budget Response Act – which would give the Republican governor unilateral authority in absence of a state budget to sweep funds to make up shortfalls. State Sen. Jennifer Bertino-Tarrant, D-Plainfield, said she and other Democrats are adamantly opposed.

State Rep. Larry Walsh Jr., D-Elwood, said the deadlock is dampening progress on key local road projects, such as the widening of Interstates 80 and 55, and the construction of a Houbolt Road Bridge.

There’s been talk for years about raising the state’s gas tax – which has been stagnant at 19 cents per gallon – to fund infrastructure, Walsh Jr. said. A portion of the state’s sales tax once went into its motor fuel fund to pay for infrastructure, but the state years ago moved that to the general revenue fund.

“We’re trying to get that sales tax

get back into our road fund … but again, everything is revolved around the budget,” Walsh Jr. said. “Until that stalemate breaks in Springfield, all the things we’re out there talking about … aren’t going to happen.”

Rauner spokeswoman Catherine Kelly in an email Monday afternoon stated the Democrat-controlled chambers “still refuse to do anything to solve the budget impasse.”

“It’s unfortunate that these legislators take weeks off from doing their jobs in Springfield just to spend time misleading taxpayers about the facts,” Kelly stated, referring to the Illinois House adjourning until April 4. “The governor has said repeatedly he would support a balanced budget that includes revenue if these legislators would compromise and support job-creating reforms. But they say no to compromise, no to reform and no to showing up for work.”

The budget impasse is causing more harm than good in recruiting and retaining businesses in Illinois, Chamber Vice President Michael Paone said.

“The uncertainty is the big thing,” he said.

IYC Joliet

State Sen. Pat McGuire, D-Joliet, had some good news: Rauner has pledged to carry out efforts to turn the Illinois Youth Center in Joliet into a facility for mentally ill inmates, he said.

The project is part of the state’s response to a 2007 class-action lawsuit alleging the state’s Department of Corrections provided inadequate treatment for mentally ill inmates. The state and the lawyers representing the plaintiffs reached a preliminary settlement in December.

Operating and staffing the facility will require about $38 million annually, but that money has yet to be appropriated, McGuire said.

“We want [mentally ill inmates] to get proper care so they have a stable fair play upon release,” he said.

JOLIET – A Romeoville man facing charges in a fatal drunken driving crash returned to jail Monday after allegedly drinking alcohol in violation of his bail conditions.

Shannard M. Dyer, 31, had a measurable amount of alcohol in his bloodstream from the afternoon of March 11 to the afternoon of March 12, Will County Assistant State’s A t t o r n e y D e b o r a h Shannard Mills told Judge Sar- M. Dyer ah Jones.

On May 4, 2014, Dyer allegedly lost control of a 2012 Dodge Journey and struck a concrete median on Interstate 55 just south of Interstate 355 in Bolingbrook. The vehicle rolled over, ejecting Dyer’s three sons and fatally injuring Taylor Dyer, 4, according to court filings.

Dyer was held in the Will County Jail on six counts of aggravated driving under the influence of alcohol until August 2015, when his bond was reduced to $30,000. One of

the conditions of Dyer’s release was that he abstain from alcohol and wear a sensor to monitor his compliance.

“It’s like a Breathalyzer for your ankle,” Lisa Kennedy, an employee who is notified when Secure Continuous Remote Alcohol Monitoring detects alcohol, told Jones on Monday. “It takes samples of perspiration every 30 minutes for alcohol.”

Kennedy said the ankle monitor also takes a sample of the environment, because there have been incidents when monitors have made detections while someone was working near chemicals.

“If the environment was contaminated, this wouldn’t have reached us,” Kennedy said.

Dyer told monitoring staff he wasn’t working as a janitor anymore when they called him once the monitor activated, she said.

Defense attorney Jon Neuleib said Dyer was having granite countertops installed in the kitchen at the time the device showed alcohol.

Jones ordered Dyer’s bond increased to the original amount of $750,000. Dyer is scheduled to face trial in July.

JOLIET – A Crest Hill man appeared in court Monday for the first time since his alleged confession to slaying his 89-year-old neighbor was tossed out by an appellate court.

It was also Bruce J. Gempel’s first time with his new attorney, Will County Assistant Public Defender Lea Norbut.

Before prosecutors appealed rulings about the Bruce J. admissible evidence in Gempel Gempel’s case, he was represented by retired Public Defender Frank Astrella and Kristine Honiotes, who is now in private practice.

Norbut spoke with Gempel, 52, for a few minutes before asking Judge Dave Carlson for a chance to review the case file in detail, which was granted.

On Nov. 18, 2012, an off-duty firefighter passed by Dorothy Dumyahn’s house in the 2300 block of Caton Farm Road

and saw smoke. The firefighter forced the door open and brought Dumyahn outside to discover she was already dead. Police said she was stabbed 20 times.

Gempel, who lived next door with his brother’s family, had fought with Dumyahn over small loans she’d recently given him, investigators said. He was questioned by Will-Grundy Major Crimes Task Force detectives at the Romeoville police station two days after Dumyahn’s death. After taking a lie detector test, he asked about speaking to a lawyer three times and said twice that he wanted to leave, and then confessed to stabbing Dumyahn and setting the fire, according to court records.

In 2014, now-retired Judge Robert Livas ruled Gempel’s incriminating statements were obtained after his rights were ignored. The appellate court upheld that ruling earlier this year.

Prosecutors said last year they have DNA evidence and “other circumstantial evidence” to pursue murder and arson charges against Gempel.

SHOREWOOD – Police say a man’s attempts Saturday to fight with officers and then bribe them failed.

Shorewood Deputy Chief Eric Allen said officers were called to do a welfare check on a juvenile at 10:18 p.m. at a residence in the 600 block of Hampton Randy Court in Shorewood.

“The juvenile was Hatton fine, so the two officers returned to their cars on the street when the front door opened and Randy Hatton came charging out [while] screaming profanities,” Allen said.

Hatton, 28, kept running toward the officers but was stopped short

when they deployed a Taser, Allen said.

“As they were wrestling to get him handcuffed, his brother, Vernon Hatton, 35, came charging out and also ignored orders to stop,” Allen said.

Vernon Hatton was pushed to the ground by an officer, but got up again and was also stunned with a Taser, Allen said.

“During booking, Randy Hatton made threats ... to the officers, then offered them $100 each to not show up to court ... later raising the amount to $150,” Allen said.

Randy Hatton was booked into the Will County Jail on charges of assault, resisting arrest and bribery. Vernon Hatton was arrested on a misdemeanor charge of resisting arrest.

SHOREWOOD – Police say one woman tried concealing crack rocks in a body cavity and another hid a crack pipe in a different cavity when officers were called March 15 to a disturbance at a motel.

Shorewood Deputy Chief Eric Allen said Jessie H. Robinson, 26, of Joliet called police at 12:55 a.m. to the Econolodge, 19755 Northeast Frontage Road, Shorewood, Jessie H. to report a disturbance Robinson involving someone with a gun.

“Officers determined there was an argument or fight, but no weapon was present,” Allen said. “At 2:55 a.m., we were called to the same room because Robinson was banging on the door causing a disturbance.”

Shorewood officers stopped a GMC Terrain leaving the parking lot and requested a Joliet police canine unit that “alerted” on the vehicle, Allen said. Robinson, who’d been a passen- Brianna ger in the Terrain, was Fleming found to have 45 crack rocks hidden in her genital area, according to police reports. Robinson was arrested on charges of drug possession and disorderly conduct.

Another passenger, Sideah J. Brianna Fleming, 24, of Thompson Joliet was hiding a crack pipe within her rectal area, police reports said. She was charged with possession of drug paraphernalia and had an outstanding warrant for criminal trespassing, according to reports.

Allen said a third passenger, Sideah J. Thompson, 27, of Shorewood gave a fake name to officers and was arrested on an obstruction charge.

Continued from page 3 they wanted the city’s new inspector general to examine the Rialto as well.

City officials had already advanced $10,000 from the second-quarter installment to help the Rialto with late payroll taxes owed to the state. But when the council met March 14, members balked at the idea of sending the other $140,000 from the quarterly payment to cover the late federal payroll taxes.

Councilwoman Bettye Gavin suggested sending the inspector general to the Rialto, something city officials already were considering before the meeting.

“We are constantly trying to keep them afloat,” Gavin said. “This is egregious. This has no integrity behind it.

I think we need to keep a tight control on this.”

The city contribution is a big chunk of Rialto revenues, which totaled $3.56 million in the fiscal year that ended in June 2014.

Mayor Bob O’Dekirk said last week that the city may have to raise its stake in the Rialto to keep the theater going, but not before having a clearer picture of the financial condition.

Uncertain future

It’s also not clear how much good it will do for the city to advance money.

In June, the city gave the Rialto a $300,000 advance on the second half of the city’s annual contribution because

the theater’s cash flow had deteriorated to the point that it could not pay the gas bill.

In late September, the Rialto reported a cash balance of $364,000, and Green said he was “pretty confident” the theater had stabilized its finances.

By November, however, the Rialto was skipping payments on payroll taxes.

No one at the City Council meeting last week said the Rialto should close. But Councilman Jim McFarland raised the possibility.

“If they’re not going to make payments, are we not going to have to close the Rialto doors?” he asked. No one answered.

90th anniversary

The Rialto is planning to celebrate its 90th anniversary in May. Ericksen, in his job as a fundraiser for the theater, has been preparing for that anniversary, developing programs and events aimed at exploring the Rialto’s history and bringing in more money.

His main job now is to manage dayto-day operations at the Rialto.

Before coming to the theater, Ericksen had been senior development director for Catholic Charities of Joliet.

It’s a line of work he plans to get back to – at the Rialto.

Ericksen said he does not plan on seeking the general manager job once the Rialto resolves the situation with Green.

“I don’t have any interest in that,” he said. “My interest is really in development.”

OBITUARIES KATHRYN L. FORD

Born: Oct. 16, 1945 Died: March 18, 2016

Kathryn L. Ford, (Buchalco), passed away peacefully at Joliet Hospice surrounded by her loved ones.

Survived by her husband, James Ford; two children, Scott E. Ford and Jennifer Neese (Ford); son-in-law, Donald Neese. She leaves behind three brothers, Butch B., Randy B., and Jeff B.; and six grandchildren, Jeffrey Macak, Todd L., Austin Ford, Autumn N., Aubree N., and Liam N. Preceded in death by her father; mother; and sister, Linda M. Broad.

The family will be having a celebration of life at Belmont A.C. to carry out her wishes Sunday, April 3, 2016, from 1 to 7 p.m. She loved nothing more then friends and family.

If anyone would like to bring a dish to pass, please do.

ANTHONY R. FOTH Born: Dec. 24, 1924 Died: March 19, 2016

Anthony R. Foth, age 91, of Elwood, passed away March 19, 2016, at the Joliet Area Community Hospice Home.

Born Dec. 24, 1924, in Joliet, Anthony was a son of the late Charles and Mary SchrenkFoth. He was raised in Elwood and graduated from Joliet Twp. HS (1942). On Feb. 5, 1955, Anthony married Dorothy Prouty at St. Joseph Church in Rockdale. He was a member of St. Rose Church in Wilmington, The Mobil Retirees Club, the Senior Services Center of Will County and the Will County Farm Bureau.

Anthony worked in maintenance for Mobil Chemical, and retired after 21 years of service.

In his spare time, he loved to garden, go fishing and flying.

Survivors include his son, Anthony C. (Robin) Foth of Elwood; and daughter, Cynthia A. (Robert) Vorachek of Palatine; grandchildren, Anthony (Pricila), Naomi, and Justin Foth, and Tessa and Blaine Vorachek; great-grandchildren, Nathaniel, Hannah and Caleb Kirby, Levi Lasch and McKenzie Foth; and his special friend, Elaine Williams of TX. Anthony was preceded by his parents; wife, Dorothy (1988); daughters, Pauline and Patty; brother, Emery; stepbrothers, William and Frank; and stepsister, Ethel Laczko.

Born: June 5, 1927 Died: March 19, 2016

Geraldine Gallagher (nee Green), age 88. At rest Saturday, March 19, 2016, at St. Patrick’s Residence Nursing and Rehabilitation, Naperville, with her loving family at her side following a brief but courageous battle with cancer.

Born June 5, 1927, in Litchfield, she moved to Joliet at an early age, and was a 1945 graduate of Joliet Township High School. She married the love of her life, Gerald J. Gallagher, and they shared 69 wonderful years together.

After raising her boys, she went to work as a bookkeeper for Americana Healthcare Center, and later for E.B. Brown, where she spent many years. She also enjoyed working at DuPage Podiatry Center until her retirement.

Geraldine and Gerald were lifelong Cub fans and enjoyed watching their games on TV. She also enjoyed following the stock market and being involved in the lives of her grandchildren.

Geraldine will be remembered as a loving mother, grandmother and great-grandmother, and will be greatly missed by her family.

Surviving are her three sons, Thomas (Jane), Dr. Gary (Dr. Karen) and Dr. Kevin (Vicki) Gallagher; five grandchildren, Melissa Gallagher, Nicholette (Brian) Varley, Erica (Jason) Burke, Ryland and Delaney Gallagher; great-grandchildren, Fallon, David, Nicholas, Oliver, Delilah, Mason and Gabriella.

Preceded in death by her beloved husband, Gerald, on Oct. 26, 2015; and her mother, Eulah G. Peters Bessell; her father and stepfathers.

Claire Odile Hayen (nee Granger), age 94 years, passed away on the first day of spring, Sunday, March 20, 2016. She was born in St. George, on Oct. 8, 1921.

She was employed as an RN for 51 years of Nursing with 36 years at Silver Cross Hospital Newborn Nursery.

Member of the Kings Daughters and Sons, the Hospitality Club of Joliet, Womens Club of Joliet and the CCW of the Church of St. Jude.

Claire was a seasoned traveler and an active bowler until the age of 92 years. She enjoyed knitting, crocheting and embroidery. She was a very competitive card player and a “diehard” Cubs fan.

Preceded in death by her husband of 34 years, Raymond G. Hayen Sr.; her parents, Hector and Georgiana (nee LaHaie) Granger; a granddaughter, Carissa Hayen; six brothers, Roland, William, Charles, Jerome, Urbain and Paul; and one sister, Yvonne Reid.

Born: Feb. 3, 1960; in Maracaibo, Venezuela Died: March 20, 2016; in Elwood Carmela Ringfelt (nee Costa) of Elwood, passed away at her residence, Sunday, March 20, 2016. Age 56 years.

Survived by her husband of 32 years, Thomas A. Ringfelt; two sons, Wesley (Amanda) Ringfelt and Perry Ringfelt; her father, Frank Costa; four sisters, Fran (Craig) Gilkerson, Josephine (Tim) Murray, Maria (Todd) Reinsch and Rita (Dave) Irwin; her father-in-law, Robert Hermann. Also numerous nieces and nephews.

Preceded in death by her mother, Carmela Costa (nee Sapienza); her in-laws, Charlene Ringfelt Herrmann (nee Mork) and Glenn Ringfelt.

Carmela was born Feb. 3, 1960, in Maracaibo, Venezuela. She graduated from Lockport Township High School Class of 1978 and was a member of the National Honor Society.

Carmela formerly worked as a dental assistant with Dr. David Ross in Lockport and clerical work for the Christian Brothers. Member of St. Joseph Catholic Church in Manhattan.

Carmela loved the Joliet Jackhammer Baseball Team, where she worked as the “giveaway girl” and hosted team players for four seasons. She was also a Ron Santo and Cubs fan and enjoyed many types of sporting events, concerts and the outdoors.

Her family would like to extend their thanks to Linda Pierce from Hospice and Gina Madrigal, her caregiver, for all of care and support they have given to Carmela during her battle with multiple sclerosis.

Bob retired from Illinois Bell, where he was a Linesman. A very proud United States Korean War Navy veteran.

Bill proposes raising age to buy tobacco The ASSOCIATED PRESS SPRINGFIELD – Legislation has been introduced in the Illinois Senate to raise the age to buy tobacco products in the state from 18 to 21.

Democratic state Sen. John Mulroe of Chicago hopes the bill he’s sponsoring will decrease the number of young people who start smoking and eventually help the state save money on treatment for smoking-related illnesses.

“In addition to the costs of the individual, [smoking] costs our state, privately and publicly, over $5 billion annually to treat smoking-related illnesses,” Mulroe said. “Specifically to the state, $2 billion in Medicaid is spent annually on illnesses related to smoking, and obviously we could use

Off-duty police officer shot during robbery attempt

CHICAGO – An off-duty Chicago police officer was shot in the leg during an attempted robbery, less than two days after another off-duty officer suffered a broken arm when a man attacked him with a baseball bat, police said Monday.

Detectives were questioning a person of interest who showed up at a hospital apparently wounded from being shot, police spokesman Anthony Guglielmi said.

The officer who was shot had finished his shift and was sitting in his car around 2:20 a.m. Monday near his home on the city’s far South Side. Police said two men with handguns approached each side of the vehicle and told the officer they were going to rob him.

Interim Police Superintendent John Escalante said the men forced the officer out of his car. Escalante said the officer

If the bill is passed, Mulroe anticipates an immediate reduction in tobacco use among minors, because he believes a 21-year-old is less likely than an 18-year-old to interact with high school students.

A study conducted last year by the Institute of Medicine estimated that raising the age to 21 would lead to a 25 percent reduction in smoking among 15- to 17-year-olds and a 15 percent reduction among 18- to 20-year-olds.

But other research suggests that restricting minors’ access to cigarettes may have little to no effect, The State Journal-Register reported.

Shortly after a group of Massachusetts communities implemented an enforcement campaign against un-

derage tobacco sales in 1997, the Food and Drug Administration established 18 as the national minimum age to buy tobacco. A two-year case study showed that teen smoking prevalence and accessibility in the affected communities didn’t change despite the law.

Illinois Retail Merchants Association spokeswoman Tanya Triche argues that those who are affected by smoking restrictions or cigarette taxes will continue to find ways to get tobacco products.

“Specifically in Chicago, we’ve seen a major increase in the past few years of the illegal sale of cigarettes, including loose ones on the street or rogue retailers, and we believe the numbers are a direct result of increased taxes,” Triche said. “The de-

mand for the product is still there, so people just find different ways such as going across the border to Indiana.”

She also notes that raising the age statewide could hurt small businesses.

However, Mulroe isn’t concerned about any significant loss in state revenue, because he thinks it would be made up for in Medicaid savings.

“I’m hoping for ... significant longterm savings, which will be worth it even if there is a loss in revenue,” he said.

At least 131 cities in nine states, including Chicago, have passed legislation to raise the smoking age to 21, according to Preventing Tobacco Addiction Foundation.

The bill is assigned to Senate’s Public Health Committee.

Escalante, who spoke at a news briefing outside the hospital where the officer was taken after being shot, said the officer told detectives that he thinks he shot one of the robbers. The person of interest was being treated at the hospital, Guglielmi said. No charges have been filed in the officer’s shooting.

On Saturday night, a 37-year-old officer was walking on Chicago’s West Side when he spotted someone he described as an “aggressive male subject” holding his waistband. Police said the officer identified himself as a police officer and started to pat the person down for a weapon – something he had the legal right to do whether he was on or off duty.

They said a man then charged the officer with a baseball bat.

The officer told investigators he shot the man after being struck with the bat multiple times. Police said no weapon was recovered.

Rauner says he’ll support Trump if he’s nominee

CHICAGO – Gov. Bruce Rauner said he’ll support Donald Trump if he’s the Republican nominee for president.

Rauner spoke to reporters on Monday, his first public comments since last week’s elections where Trump won the Republican presidential primary in Illinois.

The first-term Republican governor said as the head of the party in Illinois, he’ll support who voters chose, including if it’s Trump. Rauner said he’ll do everything he can “to work with that nominee.”

Rauner declined to further discuss individual candidates, adding the process is “still in midstream” and should be allowed to play out.

Republican U.S. Sen. Mark Kirk, who’s facing a tough re-election battle, has also said he’ll support Trump if he’s the

CHICAGO – The head of Illinois’ child welfare agency is pushing legislation developed out of a consent decree aimed at improving care for youths.

The Department of Children and Family Services and the American Civil Liberties Union of Illinois submitted an agreed reform plan in court. It includes more oversight and programs and awaits a judge’s final approval. The agency has been under a decades-old consent decree to make improvements.

Agency Director George Sheldon appeared with Gov. Bruce Rauner at a Monday news conference to tout the changes.

One bill that’s in the reform plan calls for expanding who can apply to become a child’s guardian. The other would let caregivers decide whether a child can participate in extracurricular or social activities instead of the agency.

Obama, Castro discuss embargo, human rights The ASSOCIATED PRESS HAVANA – Laying bare a half-century of tensions, President Barack Obama and Cuban President Raul Castro prodded each other Monday over human rights and the longstanding U.S. economic embargo during an unprecedented joint news conference that stunned Cubans unaccustomed to their leaders being aggressively questioned.

The exchanges underscored deep divisions that still exist between the two countries despite rapidly improved relations in the 15 months since Obama and Castro surprised the world with an announcement to end their Cold War-era diplomatic freeze.

Obama, standing in Havana’s Palace of the Revolution on the second day of his historic visit to Cuba, repeatedly pushed Castro to take steps to address his country’s human-rights record.

“We continue, as President Castro indicated, to have some very serious differences, including on democracy and human rights,” said Obama, who planned to meet with Cuban dissidents Tuesday. It’s extremely rare for Castro to give a news conference, although he has sometimes taken questions from reporters spontaneously when the mood strikes.

While the issue of political prisoners is hugely important to Cuban-Americans and the international community, most people on the island are more concerned about the shortage of goods and their struggles with local bureaucracy.

Castro appeared agitated at times during the questioning, professing to not understand whether inquiries were directed to him.

But when an American reporter asked about political prisoners in Cuba, he pushed back aggressively, saying if the journalist could offer names of anyone improperly imprisoned, “they will be released before tonight ends.”

Marines deploy to northern Iraq to provide protection

WASHINGTON – The U.S. has set up a small Marine artillery outpost in northern Iraq to protect a nearby Iraqi military base, expanding the number and the combat exposure of American troops in the country as Iraqi security forces plan and prepare for a counteroffensive against the Islamic State in Mosul.

It is the first such base established by the U.S. since it returned forces to Iraq in 2014 in response to the Islamic State’s takeover of Mosul and other areas of northern and western Iraq, Col. Steve Warren, spokesman for the U.S. military headquarters in Baghdad, told reporters at the Pentagon on Monday. He said it should not be considered a combat outpost because it is located behind the front lines and is not initiating combat with the militants.

“Their primary mission is to protect, obviously, Americans,” Warren said, referring to the U.S. advisers at an Iraqi base near Makhmour. He declined to reveal the number of U.S. advisers but said it is fewer than 100.

He said the Marine outpost, dubbed Fire Base Bell, is “several hundred meters” from the Iraqi base.

It did not take Islamic State fighters long to notice the additional Marines. On Saturday, they fired two rockets at the site, killing one Marine.

The addition of an artillery unit of close to 200 Marines reflects thorny decisions ahead for the Obama administration, which is intent on avoiding the appearance of an expanding U.S. combat mission in Iraq more than four years after President Barack Obama pulled U.S. troops out of the country. That political reluc-

tance is further fueled by pockets of vocal opposition in Iraq to any increase in the number of American forces there.

The sensitivity over force numbers has added a layer of confusion to the troop totals. The White House has capped the number at about 3,870, but that total doesn’t include as many as 1,000 forces who are exempt because of the military’s personnel accounting system.

For example, although Fire Base Bell is surrounded by wire and fortified with four 155 mm howitzers, the Marines there are not included in the troop totals because their deployment is considered a temporary assignment. Officials have said the Marines, who are members of the 26th Marine Expeditionary Unit, are likely to return to their ship at some point but would probably be replaced by rotations of other troops on similar short-term deployments.

Other troops not included in the official total are those working at the embassy, those assisting with foreign military sales to Iraq and those involved in other defense support missions. As an example, Warren is not included in the total because his assignment is considered short-term.

The Marine fire base has also proven to be vulnerable.

A member of the unit, Staff Sgt. Louis F. Cardin of Temecula, California, was killed by rocket fire Saturday. Peter Cook, the Pentagon press secretary, said several other Marines were wounded in the attack. Warren said Monday that some of the wounded were quickly returned to duty and an undisclosed number of others were evacuated to a U.S. military hospital in Germany.

LOS ANGELES – In a stunning disclosure, federal authorities said Monday that they may not need Apple Inc.’s help after all to unlock an iPhone used by one of the shooters in the San Bernardino terror attack.

In a court filing late Monday, federal prosecutors said “an outside party” came forward over the weekend and showed the FBI a possible method for unlocking Syed Rizwan Farook’s encrypted phone.

Authorities need time to determine “whether it is a viable method that will not compromise data” on the phone. If viable, “it should eliminate the need for the assistance from Apple,” according to the filing, which sought to delay a much-anticipated court hearing in the matter set for Tuesday.

The fact that a third party may have found a way into the phone without Apple’s help appears to contradict every sworn affidavit and filing put forward in the last month by the Justice Department.

The government has argued repeatedly in each of its filings that Apple’s help is necessary and that the company was the only one that could provide investigators with what was needed.

“Without Apple’s assistance, the government cannot carry out the search of Farook’s iPhone authorized by the search warrant,” prosecutors argued.

Apple has said in its filings that the government did not exhaust all its options, and lawmakers have criticized the FBI for not doing more to try to crack the iPhone itself before seeking Apple’s help.

“He was a god in that district,” a high-level Rauner guy told me about state Sen. Sam McCann’s poll numbers from before this year’s Republican primary campaign began.

Benchmark polling taken months ago showed McCann, R-Plainview, had a voter approval rating of about 70 percent. McCann “really was everywhere” in the district, attending events all over the place throughout his tenure, the Rauner official admitted.

Looking at those initial numbers, “you’d have to be crazy” to take McCann on, the official said. But the governor had threatened to punish any Republican who voted with AFSCME on a now infamous bill which barred a state employee strike and instead forced binding arbitration. McCann was the only Republican to vote against Rauner, so a massive game plan was devised.

What followed was the most expensive Republican legislative primary race in the history of Illinois. In the past, the $1 million or so raised and spent by and on behalf of McCann would’ve dropped jaws everywhere.

But McCann’s million was less than a quarter of the race’s $4.2 million grand total.

Even so, McCann defeated his Rauner-backed opponent, Bryce Benton, by more than 5 points.

Aside from the fact that beating any incumbent who starts off beloved by 7 in 10 voters is almost impossible, some folks think McCann’s opposition actually spent too much money.

They claim that after the first $1 million or so, the rest was all white noise and may have prompted voters to start wondering just what in the heck was going on.

McCann never directly rebutted the allegations from the other side’s dogged research into his mileage reimbursements, or his personal financial problems and claimed but nonexistent military service, but he did have an answer for voters who wondered why their television screens were filled to the brim with anti-McCann ads: “Chicago.”

“I’m being attacked because I did what was right for this district,” McCann said in what became a ubiquitous TV ad at the same time a “Chicago PAC spends $1.5 million against McCann” headline flashed across the screen.

The ad started airing weeks before the total climbed to more than double that amount.

Benton, McCann’s opponent, never really established himself with voters as a hometown guy. That lack of biographical information probably bolstered McCann’s “Chicago” claim.

McCarter didn’t have more than a few dollars, so most voters had no idea who he was. Shimkus’ campaign defined him as a Chicago-loving guy. Shimkus never polled above 55 percent, but he wound up with 60.

Raunerite fingers also are angrily pointing at the “regulars” in the Sangamon County Republican Party who stuck with McCann to the end. McCann actually lost Sangamon by a few votes, but they say he would’ve lost by more if the party leaders had stuck with Rauner.

The reasons those party folks stood with McCann are twofold: 1) He’d built up a lot of good will; and 2) Thousands of unionized state employees in the county are reliable Republican voters.

“If McCann loses, it won’t be due to a lack of volunteers on Election Day,” a union staffer texted me the morning of Election Day. “I’m not kidding when I say I’ve never seen a campaign have to adapt because of so many volunteers,” he texted a few hours later.

Those Springfield-area state workers have their own informal but vast communications network. They talk politics with co-workers, and then they bring informed opinions to their homes and their social circles. It worked two years ago when they thumped Bruce Rauner in Sangamon County, and it worked again this time when they helped carry McCann across the finish line.

The question now becomes how the Republicans retool their message for November.

The McCann primary had been expected to be a preview of what’s to come. Unprecedented money from Rauner, charges that an incumbent is House Speaker Michael Madigan’s “favorite” legislator and brutally unflinching opposition research. But, just like McCann, most targeted Democrats have built up enormous local good will over the years.

Rauner and Dan Proft’s money and effort won numerous primary races around Illinois this year where the opponents were little-known and relatively lightly funded. Those often hapless opponents could be defined almost at will. But, like with McCann, Rauner’s top targeted House Democratic incumbents won’t be so easy to redefine.

Their mantra is deregulation, privatization, and a weak government they can control with their wealth (Citizens United).

To counter their insidious strategy, there is a growing coalition of citizens from all walks of life whose political consciousness is awakening to the inequities structured into the political economy that allows a distribution of wealth and power that is destructive to democracy, to the world’s economy, and to its environment. This coalition of active, informed citizens is committed to a just, sustainable world that benefits all of humankind and not just the international oligarchic few.

To the Editor: Gov. Bruce Rauner’s budget encompasses moral decisions when it advocates cuts in workers’’ compensation, cuts in funds for social services for the elderly and the poor, and cuts to education and health care while simultaneously cutting taxes for corporations and the wealthy elite.

Absent from his concerns is any empathy or compassion for the 43 million American citizens living in poverty, for the elderly or the mentally ill, for the working class or for the middle class. Rauner and his millionaire friends are bent on destroying any countervailing entity that could challenge their societal dominance and the resultant power they possess. In their analysis, the entity that can challenge their priorities is organized labor and in order to destroy union strength, Rauner wants to eviscerate their right to bargain collectively.

ers and three quality pitchers, the Celtics, who open at Joliet Central on Tuesday afternoon, are ready to begin the three-peat drive.

“We are really excited about the opportunity to accomplish something that has never been done before in Illinois high school baseball history,” Providence coach Mark Smith said. “We addressed the challenge ahead for us at our (team) meeting.

“We have 35 baseball games to play before the Class 4A state tournament begins. Our goal is to take each game and hopefully get better. We play one of the toughest schedules in the state every year, which has prepared us for our two

Plainfield South armed for strong season

Shaw Media Correspondent JOLIET – After tying a school record for victories in a season with 24 and advancing to the Class 4A Joliet West Regional championship game last spring, the Plainfield South boys baseball team is ready to make a run at the Southwest Prairie Conference title and beyond.

The Cougars are being led by their 6-foot-7, 240 pound, right-hander Austin Marozas, a Mississippi State recruit. As a sophomore, Marozas tied with Shane Ritter, now at Iowa, with a team-best seven victories. His fastball, has been clocked in the 87 to 92 mph range.

Junior right-hander Connor Ash brings his upper-80s fastball and six victories from 2015 to the mix. Jordan Mikel, a hard-throwing junior, also has an upper-80s fastball.

Senior Gabe Wair, returns behind the plate after a solid 2015 season and is stocking up on extra padding for his catcher’s mitt.

“We return a number of quality pitchers, and we are really excited about accomplishing great things this year,” Marozas said. “We feel we can win the Southwest Prairie and after falling to Minooka in the regional championship game last year, we feel confident we can win that game and go beyond that this year.”

Pitching has always been the name of the game at Plainfield South under seven-year coach Phil Bodine. Trevor Henderson, now at Ball State, was the Cougars’ ace in 2012 and 2013. Ritter was the ace the last two seasons. The list goes even farther back.

“We have always been blessed with great pitchers here at South,” Bodine said. “Once again, with Austin, Connor and Jordan, we have three kids who throw anywhere from 86 to 92 mph. Senior Nick Ochs, isn’t going to blow the ball past people, but is a quality pitcher as our No. 4. We feel with our top three pitchers ready for the threegame Southwest Prairie series, we can really challenge for the SPC championship, this year.

“With Nick Mayerhofer at short, Marco Escobar in center and Gabe Wair behind the plate, we will be very solid defensively. Last year, we won 24 games and got a taste of state tournament baseball, losing to Minooka in the regional championship game. If we can hit a little better, this will be a special season. The Southwest Prairie championship and a long run in the state tournament is possible.”

“We really want to beat North,” Ash said. “Minooka, too. We feel we can win the conference this year and have a big year. The close (2-0) loss to Minooka in the regional championship game has given us the confidence to go beyond that this year. It should be a great season for us.”

“Melanie came on strong at the end of the year last year and we’re going to miss her, but at the beginning of the year, Allison was our best pitcher,” Tarala said. “We have confidence in her, and Jenny also has some good experience.”

Tarala aspires to win conference and regional titles again and make a run at a sectional crown, but he also has a goal for his players to enjoy the season.

“We want them to come in and have fun,” he said. “These girls play so many games now, with their travel teams and everything, and sometimes that fun is lost. Last year, we had fun and we ended up having a very successful season.”

NEW LENOX – Last season, Lincoln-Way Central’s softball team won its first regional title since winning the state championship in 2008. Knights coach Jeff Tarala, however, can’t help but feel like his team could have done even more.

“I really feel like we were one of the best teams in the state,” he said. “We just happened to run into Lincoln-Way East, who went on to play in the state championship game.”

It was a 2-1 loss to the rival Griffins, who finished as the state runner-up in Class 4A, that ended the Knights’ season in a Joliet Central Sectional semifinal. That defeat has provided plenty of motivation for the players returning this season.

“We know we can make it that far now, and this year, we’re trying to get beyond that,” senior shortstop Alyssa Klahn said. “It’s really a motivator. It makes me feel good about where we’ve come as a program. The new girls all saw us get to that sectional and I know that’s pushing them to work hard and get us there this year.”

Medina and Klahn are part of a solid core of returning players for the Knights.

Medina, a four-year varsity player, is the power bat in Central’s lineup.

She hit six home runs and drove in 44 runs last year, hitting.365.

“Naidelyn is an incredible talent that’s gained great experience,” Tarala said. “She is a steady presence in the lineup and she gives us a quality at-bat just about every time up at the plate.”

Klahn, who is committed to Augustana, hit .338 with an on-base percentage of .398. She’s a strong defensive shortstop and a strong leader, Tarala said.

It’s one of many goals for the Plainfield North softball team this season.

Building on a 17-win season of a year ago would give the Tigers a record-tying or record-setting season. The school record for wins is 18.

“With each year, the expectation is the team exceeds previous accomplishments,” said Plainfield North coach Alison Wozniak, who is entering her fifth season. “Last season was respectable.

However, the girls know they are capable of much more.

“Our goal is to have a better record than last year,” catcher Autumn Woods said. “Our hitting is looking better and our fielding is going to be better than last year, so we can do it. I think we have a good year ahead of us.”

“A lot of the seniors are working toward being leaders and we have a couple of juniors coming up who are doing the same,” Kitchell said. “Everybody is working together.”

Plainfield Central and Minooka, who have finished in the top echelon on the Southwest Prairie Conference since it was formed 11 years ago, appear to be in position to do the same this year.

Plainfield North is hoping to improve on a 6-8 SPC mark of a year ago.

Shaw Media Correspondent PLAINFIELD – The way Kim White sees it, she and her fellow seniors on the Plainfield South softball team have to do more than play well in their final season.

“All four of us have stepped up as leaders, in one way or another,” White said. “We have to support our younger players and try and develop them as much as possible before we leave.’’

First baseman White, third baseman Abbey Plutz, outfielder Emma Hiestand and Alicia Escobar, a key utility player, welcome the responsibility that comes with being a senior on the 2016 squad.

“This year there’s more younger girls, so the older girls need to step up and get everyone together,’’ Plutz said.

The camaraderie and teamwork that develop among the players can have a sound starting point with good facilities. No one knows that better than Plainfield South softball coach and assistant athletic director Leah Carter.

South could be proud last year when the Cougars, seeded 11th in the Class 4A Joliet Central Sectional, defeated sixth-seeded Andrew to reach the title game of the Homewood-Flossmoor Regional. South’s season ended with a 4-2 loss to H-F. This year, Carter can count on her team’s defense with White, Plutz and shortstop Kayla Curbis all returning to the infield. Morgan Pizur-Kranc will be the newcomer at second base.

“Even if they’re hitting off our pitchers, I think we have a solid defensive team,’’ Carter said.

That strong defense also includes center fielder Mariah Cura and catcher Cam Mosher.

“She’s got a lot of different pitches – screwball, a drop, a this, a that,’’ Carter said of Deacon, the No. 1. “I don’t even know what half her pitches are. She’s got a big arsenal. She’s got a plethora of pitches. That’s what I think throws a lot of teams off with her.

“But it could flip, because they’re pretty much the same type of kid. They both were on the freshman team and

pitched awesome. Then they moved to JV and pitched awesome. We kind of kept them together as a 1-2 combo with a righty-lefty.’’

The new varsity duo follow the graduation of four-year varsity pitcher Jordan Harbacek, now at Northern Kentucky. Harbacek is South’s alltime leader in wins, strikeouts and innings pitched.

“That’s going to be a huge loss for us,’’ Carter said. “But, with that being said, I think we’ve got some big bats coming back.’’

White batted.500 with a .610 slugging percentage, Curbis hit .428 and had 18 stolen bases and Mosher batted .285 with a .462 on-base percentage.

Their top competition again in the Southwest Prairie Conference likely will be Plainfield Central, which went undefeated in the conference last year.

South’s home opener is scheduled March 28 against Andrew. The Cougars’ conference season starts April 5 at Plainfield North.

“I think we’re progressing very well,’’ Hiestand said. “I think we’re jelling a lot this year. We need to stay together as a team and have fun.’’

Said White: “Our chemistry on the team last year grew as the season went on. That’s hopefully what will happen this year.’’

Plutz, a Benedictine University recruit, has a simple plan: “Work hard together, and win.’’

Lawmaker wants to legalize midwives statewide

SPRINGFIELD – Mishra Keller skirted a state law when she chose to deliver her second child at home with the help of a midwife, given that the trained birthing professionals have been barred from practicing since 1987 in Illinois.

Keller, a holistic health coach in Evanston, disagrees with the state’s stance, saying that midwives are a “good resource.”

“With the right training, they can help people have positive outcomes,” Keller said.

State Rep. Robyn Gabel agrees, and is making her second attempt in a year to get the Home Birth Safety Act to the House floor – and hopefully into law.

The act would issue licenses to midwives for the first time since 1963 and legalize the practice, which she says is needed to give women more delivery options. But its passage is uncertain in the General Assembly, and the proposal is still staunchly opposed by doctors, who say there are possible risks to mothers and babies that could arise during at-home births.

A spokeswoman for Republican Gov. Bruce Rauner said he would review the plan if it reached his desk.

Almost 30 states, including neighboring Wisconsin, allow the practice of midwifery by nationally certified professionals, who receive fewer years of training than nurse-midwives and are not licensed for hospital births or primary care. There are about 1,000 home births per year in Illinois, up from about 800 in 2011, according to the Coalition for Illinois Midwives.

“The time is now,” said Gabel, an Evanston Democrat, of the measure that will be heard in committee in April.

She and coalition members say they are hopeful the proposal will gain support because of last year’s move by the American College of Obstetricians and Gynecologists to endorse training and education standards of the International Confederation of Midwives.

Coalition leaders also said licensure could save the state millions in Medicaid costs.

But Dr. Maura Quinlan, an assistant obstetrics and gynecology professor, practicing OB/GYN and the chairwoman of Illinois’ ACOG chapter, said the organization might be more receptive to Gabel’s bill if it included pathways for professional midwives and doctors to work collaboratively on issues such as assessing a mother’s

Problems that can arise during athome births include postpartum hemorrhaging and the need for resuscitation.

“We see attempted home births and the baby is dead or hasn’t had oxygen or the mother is sick. We are a little jaded because we see the disaster cases that eventually come to the ER,” Quinlan said.

A certified midwife who has practiced in Illinois and Wisconsin since 2010 delivered Keller’s child, and spoke to The Associated Press on the condition of anonymity because she wants to protect her ability to continue helping pregnant mothers in Illinois.

The woman, who said she became a midwife to help give more holistic care to expecting mothers, assists up to five low-risk clients a month and carries emergency tools such as anti-hemorrhage medication and an oxygen tank.

However, she did have to call 911 once because a baby wasn’t breathing. “(Emergency responders) could very well ask me for proof of licensure or to sign a document with my name and information that if I provide it I would be putting myself at risk,” she

said. “The reality is we can’t give them all of our information so we come up with creative ways to give them our clients’ history,” such as pretending to be a family member or birthing coach in order to stay with the mother in a hospital.

Opponents overlook possible Medicaid savings, as low-income women who would normally deliver at the hospital could instead hire a midwife, said Rachel Wickersham, the president of Coalition for Illinois Midwifery. A 2012 study commissioned by the coalition projected $5 million in Medicaid savings for Illinois.

Hospital births cost $10,000 or more.

At-home births with a certified professional midwife would cost between $2,500 and $5,000, she said, noting that because it’s mostly an out-of-pocket expense, most women who hire midwives are upper-middle class.

“When states allow certified professional midwives to be licensed, Medicaid providers save millions,” she said.

Ultimately, midwives and doctors said their first priority is the mother and child.

“We all want the same thing,” said Quinlan. “This is not a turf battle. It’s a safety issue.”

Toxic shock syndrome rare, but debilitating

Shaw Media Correspondent Toxic shock syndrome headlined the news recently with the model Lauren Wasser sporting a prosthetic leg during New York Fashion Week. Her amputation was due to her contracting the infection in 2012.

Five other cases of toxic shock syndrome have been documented in Michigan in the last three months.

All of the six cases have been linked to tampon use, but local doctors said tampons are safe and continue to be a reliable and hygienic method to absorb menstrual flow.

Morris Hospital obstetrician/gynecologist Dr. Andrea Chen doesn’t feel women should stop using tampons based on the risk of toxic shock syndrome. Although the disease is serious, it’s very rare, she said.

“As long as you practice safe usage of tampons, you can improve the qual-

ity of life during your period,” Chen said.

Safe use of tampons, Chen said, is to follow manufacturer recommendations and to use the least absorbent strength necessary.

Dr. Mary Fitzgibbon, an obstetrician/gynecologist at Presence Saint Joseph Medical Center in Joliet, echoed Chen’s advice.

“The production of tampons has come a long, long way,” Fitzgibbon said. “It would be extremely, extremely rare to have a problem.”

The term toxic shock syndrome was coined in 1978 after cases cropped up in women who were using a new kind of tampon called Rely. According to a review in the Yale Journal of Biological Medicine, the manufacturer used polyester foam cubes and chips of carboxymethylcellulose, which is an edible thickening agent used in puddings and ice cream, in the tampon.

breeding ground for bacteria, especially Staphylococcus aureus, and the foam cubes offered an increased surface area on which the bacteria could multiply.

Chen said toxic shock syndrome is not caused by tampons, but by the Staph bacteria or a Streptococcal bacteria, both of which are found on the human body as part of our personal microbiome. Bacteria can also live and grow in the vagina.

“The vagina is not a sterile environment,” Chen said. “It’s normal to have bacteria in there.”

The Rely tampon allowed the bacteria to flourish, Chen said, and toxic shock syndrome ensued.

Toxic shock syndrome can also result from infections on the skin, after burns and as a result of surgery. It can affect men and children, as well. The bacteria and its toxins spread quickly throughout the body, affecting several organs. It is deadly in about 50 percent

of cases.

“It can lead to multi-organ failure,” Chen said.

Symptoms can include confusion; diarrhea, nausea and vomiting; headache; high fever; low blood pressure; muscle aches; a sunburn-like rash; redness of the eyes, mouth and throat; seizures; kidney failure; and liver failure.

Chen advises her patients to keep good hygiene during their menstrual periods to avoid the infection, but stressed toxic shock syndrome is rare.

She’s seen patients who have accidentally left a tampon in and don’t discover it until their next period, and they are fine.

“My group with six physicians, we’ve never seen a single case of toxic shock syndrome,” Chen said. “I don’t want women to worry. ... When we hear those rare medical stories, we shouldn’t jump to conclusions.”

Conventional technologies can create artificial hands the children can learn to control, but they are very expensive.

Moreover, children grow – and keep outgrowing their artificial hands. So children need a series of expensive hands until they reach adulthood.

Already, 3D printers are being used to create such artificial hands, at much less expense. One example was reported in the Wilmington, Delaware, News Journal in 2015. Colin Consavage, a 10-year-old boy, was born with a shrunken hand, locked in a fist. He couldn’t use it.

Colin heard about 3D printers and found a website for a global community dedicated to using 3D printers to create artificial hands, called e-NABLE. Colin now has a hand. The first thing he did with it was pick up a can of potato chips – something he had never been able to do before. He even recently won an arm wrestling contest with it.

Colin has a hand because of the research that made 3D printing possible, and because of his imagination and initiative in seeing how it could help him. And he won the arm wrestling contest because he is one tough dude.

Dear Dr. K: It seems like the latest “hot” new electronics technology is 3D printers.

Do they have any role in medicine?

Dear Reader: 3D printers already are starting to be used in medicine, and I think we’ll be seeing a lot more of them.

These printers are directed by computers to build three-dimensional structures. Designs for the structures are entered into a computer. The computer communicates the shape of the structure to the 3D printer. Then the printer sprays liquid plastic (which later hardens) in the shape of the structure directed by the computer.

How could this be useful in medicine?

In 2014, a hospital in Utrecht, Netherlands, was treating a 22-year-old woman with a rare bone disease. The disease made her skull keep growing thicker. As it grew, it was pressing down on the brain below it, causing severe headaches and reducing her eyesight. If nothing was done, the consequences would be far worse.

Clearly, the thickened areas of her skull had to be removed. That was not a technical challenge. Brain surgeons cut into skull bones as part of doing brain surgery. The challenge was: What do you replace the skull with? You have to replace it; the brain is as soft as jelly, and a lot more precious. If you take away the bony cap, you’ve got to replace it with something hard and that fits.

From pictures of the woman’s skull and brain, the doctors used a 3D printer to make a hard plastic skull that was shaped just right. They performed the delicate surgery, removing the thickened bone and replacing it with a much thinner and very strong plastic skull.

The patient’s headaches went away and her vision returned to normal. The surgeons say when you look at her, you

Declarer can afford only one more loser. His two main chances to get home are the heart ace with West or the diamond queen with East. Which should he try first?

The rule is: Play initially the suit with the higher missing card; here, hearts. South leads his heart toward dummy’s king. When West has the ace, the king sets up for a diamond discard. But if East had the heart ace, the diamond finesse would still be on the back burner.

Finally, note that if South had rebid three diamonds, North might have jumped to the hopeless fourspade contract.
