To the south of Joliet, near Rockdale, is Bush Park, or what now is known as West Park.

The park was named for Frank Bush, who was engaged in cattle dealing and the wholesale meat business in Joliet. Bush died in 1897 and the following year, 40 acres of his farm was sold to the city of Joliet and the park was named in his honor. Over the years, visitors to West Park enjoyed the footpaths and roads that meandered throughout the scenic acres. The steep ravines and wooded rolling terrain offered the large crowds that patronized the park and wonderful backdrop for the changing seasons. Besides the rustic bridges and springhouse, West Park once contained three separate playground areas, softball diamonds, a dance pavilion, tennis courts, an open air theater, a football field and several picnic areas.

On the south side of the park there was an artificial pond, which in the winter months was used for ice-skating, and a shallow brook, which meandered through the park.

The then photograph shows the ornamental, arched bridge and rockscaped brook which flowed through the south side of the park. Although West Park still is enjoyed today by numerous visitors, much of the northern sections of the park were lost with the construction of Interstate 80 through Joliet in the late-1960s.

The now photograph shows one of the old park benches which today face the highway, and stand as monuments to the old northern sections of the park.

Joliet Public Library seeks community input in developing strategic plan

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – A years-long transition to digitize material remains a massive undertaking for public libraries across the U.S. – but that changeover can decelerate quickly when faced with flat funding, space constraints and a constant need for upgrades and repairs.

Libraries are further behind the technology curve than leaders want them to be, making it harder to serve communities.

The Joliet Public Library is addressing some of these challenges this year.

Library leaders are in the early stages of developing a strategic planning program.

Last week, the library system hosted focus group sessions at the downtown location and its Black Road branch to gain input from the public.

‘A balancing act’ in Joliet

The Joliet library’s $6.83

million budget – coupled with the library’s $5.73 million property tax levy that hasn’t budged in five years – leaves little wiggle room for capital improvements and future planning, said Kevin Medows, Joliet Public Library director.

“We have two primary concerns. One is keeping the building operational. Our normal annual budget needs to be able to do that,” Medows said.

“Then there’s sort of this big picture, and that is shaping our whole physical space to serve our public the best way possible. That’s going to happen through renovations.”

Years of flat property tax revenue have forced the library to use its reserve funds, Medows said. The library is eyeing a tax increase in 2016 to avoid depleting its operational and capital improvements reserves, he said.

Plainfield library considers referendum for new building

By LAUREN LEONE–CROSS lleonecross@shawmedia.com PLAINFIELD – At the Plainfield Public Library – where space is the No. 1 issue – the library’s board of trustees last week interviewed five architect firms for the design and construction of a new library facility.

The district is eyeing a 2016 referendum to alleviate space issues.

Space constraints continue to hamper the Plainfield Public Library District’s goal of bringing new technology to its community and building its collection. The library is in a 27,000-square-foot space meant to serve 75,000 people.

But the town’s population has exploded in the last two decades, Library Director Julie Milavec said.

“We need everything. We need study rooms. Community meeting spaces. More technology support,” Milavec said.

“We just can’t house everything that we need on a daily basis.”

That’s why the library district is eyeing a 2016 referendum for a new facility. The library attempted to pass a referendum on the 2009 ballot for a new facility, but it failed.

Milavec said she is more optimistic about a 2016 referendum.

The Plainfield Library District’s board of trustees in-

terviewed five design teams last week, narrowing the pool down to the Chicago-based Nagle Hartray Architecture and Engberg Anderson, which is based in Milwaukee and specializes in public library design.

The board likely will interview and vote on the finalists at its April 7 meeting.

Joliet Central High School names its Mr. and Ms. J Students serve as ambassadors to Joliet community

By FELIX SARVER fsarver@shawmedia.com JOLIET – Two hard-working Joliet Central High School students were chosen to become the new face of the school and its community ambassadors.

Seniors Daniel Valdovinos and Anjae Holder were named Mr. and Ms. J for the 2014-15 school year. The title is awarded to students who demonstrate a strong record of high grades, extracurricular activities, community service and leadership.

Linda Bowers, sponsor and English teacher, said the ambassador aspect of Mr. and Ms. J is new this school year.

The winners and finalists of the traditional award, which dates back to 1958, were encouraged to be more involved in the Joliet community this year, she said.

improves the public perception of Joliet Central, Bowers said.

“Why not just send out our students into the community? That’s what we did,” she said.

Valdovinos and Holder were chosen from 10 finalists and went through interviews with a panel of teachers and community members.

Holder was honored to receive the title of Ms. J, especially with finalists who were just as strong as she was, she said.

“They’re just like me.

They’re just as hardworking,” she said. “It was just an honor for people to think of choosing me and I want to share that honor.”

Holder is involved in cheerleading, track and field and marching band. She also is a National Honors Society member and Mu Alpha Theta historian.

For Holder, juggling aca-

demics with extracurricular activities is a matter of having good time management skills, but if students “really want to make it work, it falls into place.”

Valdovinos has 300 hours of community service under his belt and served in various leadership and volunteer roles at Joliet Central. He said knowing he has to dedicate his time and balance responsibilities motivates him to stay active.

Valdovinos said the memory of his best friend Brianna, who died in a 2011 car accident, inspires him to help others, just as she did for him. He said she became his friend and motivated him to join JROTC. “If I didn’t have her to do that for me, I wouldn’t have taken so many leadership roles,” he said.

Holder said she draws inspiration from her grandmother, who was a single

State grant freeze affects Will County area park projects

By VIKAAS SHANKER vshanker@shawmedia.com NEW LENOX – A $536,141 renovation project for Walker Country Estates Park is almost complete.

“It’s about 90 percent done,” said Greg Lewis, executive director of the New Lenox Community Park District, adding he wanted the park ready for the late spring.

“The splash pad was the only part left.”

But the renovation project is on hold because Gov. Bruce Rauner has indefinitely suspended state grants for parks projects.

Lewis said the park district received a letter March 9 from the Illinois Department

of Natural Resources to cease all spending on Walker Country Estates Park.

The park district won an Open Space Lands Acquisition and Development, or OSLAD, grant in 2013.

The grant would reimburse the park district $287,500, or half of the project, which was estimated at $575,000.

“We want to get it completed and open for the community here in the early summer,” Lewis said, adding that the park district complied with all state procedures for the grant.

“And we’re just supposed to sit here and wait for Springfield? For this to happen, it’s not fair.”

Other districts

Lockport Township Park District Executive Director Sue Micklevitz said the park district didn’t apply for any OSLAD grants this year. But the reimbursement for two projects with secured grants from the Department of Commerce and Economic Opportunity are on hold.

The two projects received grants for installation of energy efficient LED lighting, but about $30,000 still needs to be reimbursed.

Another project to replace lighting for the Challenge Fitness indoor tennis courts hasn’t yet been started.

“We’re somewhat dependent on the grant for that project, but we feel it’s so

important that we may move forward knowing there is a chance we may not get it,” Micklevitz said.

In Romeoville, Assistant Manager Dawn Caldwell said the village received a cease and desist letter similar to the one Lewis received for a new 31-acre park project near the intersection of Weber and Airport roads.

The village received a $400,000 OSLAD grant to fund the first phase of the project, including a 30-stall parking lot, soccer field, basketball areas, sand volleyball courts and other parks amenities.

An extension to the Joliet Park District’s Bird Haven Greenhouse is in limbo because it also relied on state

grants. But Planning Director Larry Burich said the district hasn’t bid out the project yet.

Several other park districts weren’t affected as much as New Lenox and Lockport Township.

Officials from the Frankfort and Plainfield Township park districts said none of their projects were directly affected by the grant suspensions. But Rauner’s decision is leading them to go back to the drawing board for future projects.

“We were going to submit some state grant requests during the next cycle,” Frankfort Park District Executive Director Tom Carstens said.

“It’s very questionable what’s going to happen.”

“We’d get so excited when we heard ‘Stars and Stripes Forever’ that we started jumping up and down because we knew our dad was coming,” Susan said.

Tom, the band director for New Lenox Grade School District 122 for more than 30 years, was affectionately known as New Lenox’s “Music Man,” Coyle said. He occasionally taught eighth-grade history for the district, some of the music classes (Susan had Tom for a teacher in the fifth grade) and, later, gave private lessons.

Tom also played drums at events up to six nights a week, Susan said. He often performed at the former Sir Loiner Pub in Joliet, Lincoln Lounge in Plainfield and D’Amico’s 24, as well as Kiwanis variety shows.

Yet, Susan added, Tom always found ways to engage his family – his wife Barbara and his children Kathy Mahoney of Oak Park, Mark Goodwin of Shorewood and David Goodwin of Shorewood. All the children grew up playing instruments, Susan said.

Susan recalled the silly games Tom played with the kids while getting ready for shows or playing drum cadences on her back when a cold settled into her lungs. He attended concerts and sporting events featuring his children and his grandchildren, Susan added.

“He was a family man.

That’s what mattered to him,” Susan said. “Everything was for his family.”

Manhattan. Tom had grown up in Manhattan, Susan said, where his grandfather owned Goodwin Grocery.

At the concert, the bass drummer was missing, so Tom slipped around, settled himself at the drums and kept perfect time, Susan said. The band director, curious as to the substitute’s identity, was surprised to see a young boy drumming away, she added.

“He was officially welcomed to the band before he started school,” Susan said.

“He was so enamored with the drums.”

Tom finally received a drum set of his own when he was 14. It was Christmas and Tom’s younger siblings were opening gift after gift while Tom simply sat and watched.

Susan said her father was thinking, “I guess I’m too old for presents,” when he was ushered into the kitchen and up to the drums set up for him.

“He talked about it his whole life,” Susan said. “He said it was his favorite Christmas.”

Tom played drums in the Joliet Township High School band and as part of the Drum and Bugle Corps, when he served in the U.S Marines Corp. After returning home and attending Joliet Junior College, Tom earned a bachelor’s degree in music education from Illinois Wesleyan in Bloomington and a master’s degree from VanderCook

College of Music in Chicago, Susan said.

Through the years, Tom also played drums with the Dixieland All Stars, the Bill Edwards Trio, the Bicentennial Park Band and the Dellwood Park Band. With this last band, Tom sang a solo, “Sweet Gypsy Rose,” Susan said.

Tom’s love for music and his dry sense of humor were scattered around the house – the concrete-filled tuba that sat on the front porch, the flattened baritone saxophone that hung over Tom’s basement bar and the old timpani that found new life as a flower planter on the patio.

“He had music everywhere,” Susan said.

For Tom’s service and accomplishments, he received the following awards: the JTHS Band Alumni Association Outstanding Achievement and Distinguished Service Award, the Chicagoland Outstanding Music Educator Award and the Illinois Grade School Music Association Cloyd Meyers Memorial Award for excellence in Music Education.

Yet up until his death Dec. 15 at the age of 80, Tom always saw himself in humble terms.

“He used to say, ‘I’m just a small town cat from Manhattan,’ ” Susan said.

The one big thing I took away from the scam workshop is the IRS will never call you or send you an email. If they have an issue with you, you will be contacted by mail.

And even at that, make sure you check out the validity of a letter just to be sure.

There are so many unscrupulous people out there, trying in every way to separate you from your money. Just when they educate the public about one type of scam, another emerges, Wold said.

Another scare tactic Wold has been hearing about is calls from someone claiming to be with a law firm about a judgment against you and demanding you to make restitution. A local judge’s wife received one of these calls recently.

Having multiple credit cards and bank accounts can make it difficult to keep track of everything; but it’s so important to check every statement you receive and verify all your purchases – a nightmare if you use a debit card, but imperative.

I received a call from my bank about some credit card transactions just today.

There were six charges from a company out of Kuwait on my card. Red flag!

I hadn’t received a statement for the month, so I’m so appreciative my bank is helping to look out for me.

I also have identity theft protection through another party, but they hadn’t detected the fraud.

Here are a few things to keep in mind about these IRS or other scams – they may be able to recite the last four digits of your Social Security number; they can spoof the IRS toll-free number on caller ID; they sometimes send bogus emails to support their bogus calls; they may call back pretending to be from the local police or department of motor vehicles to support their claim.

If any call or email raises a red flag, contact your bank, credit card company or the IRS using phone numbers from your accounts or checking with information, not the number the caller has left for you.

Never, ever give out any personal information to someone who calls you.

If they are legit, they will understand and you can call back using a secure number – I did that today when my bank called me. If not, who cares.

MORRIS – I recently attended a workshop on scams and identity theft at the University of Illinois Extension in Morris.

Among other things, one of the subjects that came up was phone and email scams from people claiming to be from the IRS. I’ve had my share of suspicious phone calls, strange if not laughable emails asking for money and even fraudulent purchases from my checking account several years ago.

The seminar was informative and I keep a good watch on my accounts. Somehow that makes me feel that I’m informed and on top of things.

But I was pretty surprised to hear the urgency in the voice mail a man left for me, claiming to be from the IRS just this week. It was actually the second of two voice mails in as many days, but the first was so garbled I wasn’t sure what he was saying.

The second call was clear and demanding; if I did not immediately contact him at the number provided, there would be a warrant for my arrest because of criminal allegations against me.

I have to say a shiver went up my back. Even though I had no reason to question myself, it did make me stop and think, if just for a moment.

So I can certainly understand how some people might get tricked into believing such a call.

Medows said the Joliet library has requested supplemental funding from the city in the past to address budgetary shortfalls or capital improvements. But that’s not what he’s after, he said, noting that way of doing things is an unsustainable, shortterm solution.

“It postpones the real solution to the problem,” Medows said. “Borrowing from the city is not what we need to do.

Our tax money starts coming in in May. We always make sure we’re operational. It’s our No. 1 responsibility.”

Space issues, prioritizing

Pam Dube, Joliet Public Library deputy director, said functionality also is an issue.

At the downtown branch, there’s a lack of parking outside. Inside, the children’s section is essentially split on opposite ends of the historical three-story building – and patrons must take the stairs or elevator to a windowless lower level to use the computers, despite great demand for Internet access.

The library continues to upgrade what was previously a severely outdated technology infrastructure, but strides have been made in upgrading public computers and some components of the library’s network. Last year, the library experienced a few major technology system breakdowns, which resulted from the use of outdated infrastructure.

Another functionality issue is the digital media studio. While popular, it’s located in a cramped space and doesn’t have proper sound-proofing, Dube said.

“The problem over there is really simple,” Dube said.

“There’s not enough space.

It’s heavily, heavily used, but there’s not nearly enough space for what we’d like to do with it.”

Focusing on the big picture

Part of the Joliet library’s development of a strategic plan is surveying users and non-users.

“It helps us prioritize,” Dube said. “Part of it is just making intelligent decisions with our resources. We really struggle. ... We want to attract new users, but we also don’t want to go so far so that we start to alienate our loyal users.”

Public focus groups held last week resulted in small turnout, but residents attending had much to say about what they want out of the library. Eight people attended a focus group Thursday at the downtown location.

Several said the library had a strong book collection and youth programming, but others said the library lacked a strong Spanish-speaking section as the city’s Hispanic population grows.

“When I first came here 10, 15 years ago, there was

only two, three Spanish books. Now, there’s more.

But I would like to see more of that,” said Monica Yanajare, 37, a bilingual paraprofessional who lives in Joliet.

Others, such as Eric Sperstad, 55, of Joliet said they’d like to see more electronic resources and technology training.

A longtime user, Jim Maher, 61, of Joliet, encouraged better marketing of the library’s offerings.

“We need better dissemination. We need to tell people what’s available,” Maher said. “We’re not doing a good job of that at all. We have all this knowledge, but we’re not getting it out there.”

Cristian Cordoba, 11, of Joliet said he loves attending teen programming at the Black Road branch, but he said he would like to see more events for children at the downtown location.

Northern Illinois University’s Center for Governmental Studies will conduct phone surveys within the next two or three months, soliciting ideas for the library’s long-term planning, Dube said.

“We don’t want to assume we know what people want,” Dube said. “We may have ideas, but these surveys will be statistically valid. They’ll give us a better idea of what the community wants.”

He was 66.

Authorities clean up small Mississippi River oil spill

MOLINE – A towboat operator inadvertently pumped about 50 gallons of an oil and water mix into the Mississippi River Friday, but officials said the spill has been cleaned up.

Moline Fire Department Capt.

Brian Vyncke said the U.S. Coast Guard determined that oil somehow got mixed in water that was being pumped out of a towboat owned by the Celebration Belle excursion boat Friday afternoon.

The Quad-City Times reported a cleanup company hired by the towboat’s owner used absorbent booms to clean up the spill Saturday morning.

The towboat was attached to a small barge at the time of the spill.

The spill was reported about 3 p.m. Friday after someone downstream from the towboat reported an oily sheen on the water.

Initial water tests in the area didn’t show any oil contamination, authorities said.

Woman, 21, dies in apartment fire in northwestern Illinois

STOCKTON – A 21-year-old woman has died in an apartment fire in northwestern Illinois’ Jo Daviess County.

The Stockton Police Department identified the victim as Stephanie R. Brzezinski.

Authorities said emergency crews that responded to the fire just after 5 a.m. Saturday were able to evacuate seven other people as smoke spread in the main street apartment building.

All were treated and released.

But Police Chief LaDon Trost said in a statement that an officer who tried to enter Brzezinski’s apartment was forced back by

heat and smoke. The statement said the fire originated in the woman’s apartment, but it gave no cause. Authorities say the fire remains under investigation.

1 dead in train-truck collision in Alton

ALTON – Authorities say one person has died after an Amtrak passenger train struck a pickup truck in southwestern Illinois.

Alton Fire Chief Mark Harris said the collision happened about 9:30 Sunday morning at a crossing in his city, just northeast of St. Louis. The crossing includes gates, bells and lights to alert cars to oncoming trains.

Harris said witnesses reported seeing the truck driver go around warning gates.

Amtrak officials said the train was the Texas Eagle, which operates between San Antonio

and Chicago.

Photographs from the scene show the twisted wreckage of a vehicle lodged just under the front of the Amtrak locomotive.

Authorities did not identify the person who died. None of the 256 train passengers or crew suffered injuries.

Prosecutors: Illinois man stole $1 million via LINK cards

BURBANK – Prosecutors say a southwest suburban Chicago man used more than 3,000 LINK cards to steal almost $1 million in government funds by purchasing energy drinks and candy and then reselling them.

The Chicago Tribune reported that 46-year-old Wael Ghosheh has been charged with theft of government property, identity theft, money laundering and unauthorized use of food stamp

benefits and wire fraud.

He’s being held in Cook County Jail after appearances Wednesday and Thursday at the Leighton Criminal Court Building.

Officials say Ghosheh used multiple LINK cards, which provide federal funding to low income individuals for nutrition assistance, to make large-volume purchases at a store, which alerted law enforcement.

Family seeks answers in woman’s fatal fall at nursing home

BELLEVILLE – The family of an 85-year-old nursing home patient who was found dead at the bottom of a stairway still strapped in her wheelchair said they are seeking answers, including why her caregivers did not call police.

The St. Clair County coroner’s office learned about Juanita Sim-

mons’ death at Midwest Rehabilitation and Respiratory Center last Thursday from a funeral home, which called asking what type of death certificate would be issued – one indicating the death was from natural causes or another stating it was an accident, Deputy Coroner Dean Darnall told the Belleville News Democrat.

The coroner’s office requested that the body be returned to Belleville, where an autopsy on Friday did not immediately determine the cause of death.

Illinois FOIA appeal process hampered by years-long backlog 13 The Associated Press SPRINGFIELD – After the scandal that sent former Illinois Gov. Rod Blagojevich to prison, lawmakers adopted a raft of reforms that included creating a referee to intervene when bureaucrats reject citizens’ requests for government records.

Five years later, the “public access counselor” in the attorney general’s office has yet to respond to more than 2,800 appeals of Freedom of In-

formation Act requests for information that a government agency deemed secret, according to an analysis of records obtained by The Associated Press.

That’s about one in five of all FOIA appeals submitted to the office since the law took effect in 2010.

While it means the office can claim more than 80 percent of its cases closed, the AP found that almost 1,200 of the open cases have gone unanswered for at least two years.

The numbers concern leg-

islators who pushed for the added layer of appeal, while a freedom of information advocate says delay means denial for citizens counting on prompt government information – and who believe the records are illegally being kept secret.

“The intent was to facilitate responses to the public at large seeking information,” said Sen. Kwame Raoul, a Chicago Democrat. “If you have [the appeals office] overburdened, that doesn’t carry out the spirit of the law.”

The appeals are not just the domain of snooping journalists or buttoned-down law firms. More than four of five come from individual taxpayers – 2,320 of the total that remain unresolved.

The bureau has 10 lawyers and is interviewing to hire as many as five more, but turnover is constant, Spillane said. And because of the budget crisis, even with a growing backlog, Spillane said the attorney general will focus on preserving the current budget instead of asking for more.

SHARM EL-SHEIKH, Egypt – U.S. Secretary of State John Kerry said he would be willing to talk with Syrian President Bashar Assad to help broker a political resolution to the country’s civil war.

Kerry said in an interview with CBS News the U.S. is pushing for Assad to seriously discuss a transition strategy to help end Syria’s four-year conflict, which has killed more than 220,000 people, given rise to the Islamic State group and destabilized the wider Middle East.

“We have to negotiate in the end,” Kerry said in the interview, which aired Sunday.

The Obama administration long has pushed for a political settlement to the Syrian crisis, and helped bring the Assad government and the Western-backed opposition to the negotiating table in early 2014.

But those talks collapsed without making any headway, and there has been no serious effort as of yet to revive them.

Man charged with shooting two St. Louis-area officers

By JIM SALTER The Associated Press CLAYTON, Mo. – A 20-year-old charged Sunday with shooting two police officers watching over a demonstration outside the Ferguson Police Department attended a protest there earlier that night but told investigators he wasn’t targeting the officers, officials said.

St. Louis County Prosecutor Robert McCulloch said Jeffrey Williams told authorities he was firing at someone with whom he was in a dispute, not at the police officers.

“We’re not sure we completely buy that part of it,” McCulloch said, adding there might have been other people in the vehicle with Williams.

Williams is charged with two counts of first-degree assault, one count of firing Jeffrey a weapon from Williams a vehicle and three counts of armed criminal action. McCulloch said the investigation is ongoing.

The officers were shot early Thursday as a crowd began to break up after a late-night demonstration that unfolded after Ferguson Police Chief Tom Jackson resigned in the wake of the scathing federal Justice Department report.

“He was out there earlier that evening as part of the demonstration,” McCulloch said of Williams.

A 41-year-old St. Louis County officer was shot in the right shoulder, the bullet exiting through his back.

A 32-year-old officer from Webster Groves was wearing a riot helmet with the face shield up. He was shot in the right cheek, just below the eye, and the bullet lodged behind his ear.

Brittany Ferrell, 26, a protest leader with the group Millennial Activists United, had just left a meeting with other leaders Sunday when word of the arrest circulated.

She said no one in the group knew Williams, and they checked with other frequent protesters – who also hadn’t heard of him.

Ferrell suspected McCulloch tried to cast him as a pro-

tester to reflect negatively on the movement.

“This is a fear tactic,” she said. “We are very tight-knit.

We know each other by face if not by name, and we’ve never seen this person before.”

John Gaskin, a St. Louis NAACP leader, said of Williams, “I don’t know him. I’ve never seen him.”

Williams, a north St. Louis County resident, was on probation for receiving stolen property, McCulloch said. “I think there was a warrant out for him on that because he had neglected to report for the last seven months to his probation officer,” he said.

Online state court records show a man by the name of Jeffrey Williams at the address police provided Sunday was charged in 2013 with receiving stolen property and fraudulent use of a credit/ debit device.

There was no answer at the door at the small, ranch-style home at the north St. Louis address listed for Williams.

Several neighbors, including the people just across the street, said they didn’t know Williams. But one, 26-year-old Jason White, said, “He was cool. I never heard of him doing nothing to nobody.”

Environmental groups have fought Keystone by citing the risk of leaks and the climate-change consequences of fossil fuels. They hope to make cleaner energy options more appealing. Their success has inspired local protest groups to challenge more projects.

But those efforts, while slowing a few pipelines, have not stopped any because the regulatory path is smoother when a pipeline does not cross an international border, as Keystone would.

In Minnesota, local opponents succeeded last year in getting state regulators to consider rerouting a 616-mile pipeline proposed by Toronto-based Enbridge around pristine lakes and forests, delaying it for at least a year.

More typical, however, was an Enbridge project to double the capacity of a 285-mile stretch of pipeline in Michigan. Groups such as the Michigan Coalition Against Tar Sands fought the proposal, citing a spill in 2010 that caused

serious environmental damage. But the Michigan Public Service Commission ruled the project acceptable, and the expansion went ahead.

In Texas, Magellan’s BridgeTex Pipeline, designed to take up to 300,000 barrels of crude per day from Colorado City to refineries in Houston, recently was completed over landowners’ protests about its path. Local officials cleared the way for the company to use the state’s eminent-domain law to condemn land for the pipeline.

It came online last year.

Some environmentalists acknowledge that changing a pipeline’s route often may be the best they can hope for.

“I’m telling people I don’t think it’s going to stop,” said Paul Stolen, a retired state biologist who has been working with groups opposing the Enbridge project in Minnesota. “I think it’s going to escalate and get bigger.”

In most states, opponents have to prove a project does not serve the public interest or poses a clear environmental threat.

WASHINGTON – In a far corner of North Dakota, just a few hundred miles from the proposed path of the Keystone XL pipeline, 84,000 barrels of crude oil per day recently began flowing through a new line that connects the state’s sprawling oilfields to an oil hub in Wyoming.

In West Texas, engineers activated a new pipeline that cuts diagonally across the state to deliver crude from the oil-rich Permian Basin to refineries near Houston. And in a string of towns in Kansas, Iowa and South Dakota, local government officials are scrutinizing the path of pipeline extensions that would pass nearby.

While the Keystone project awaits a final decision, scenes like these are unfolding almost every week in lesser-known developments that quietly have added more than 11,600 miles of pipeline to the nation’s domestic oil network.

Overall, the network has in-

creased by almost a quarter in the last decade. And the work dwarfs Keystone. About 3.3 million barrels per day of capacity have been added since 2012 alone – five times more oil than the Canada-to-Texas Keystone line could carry if it ever is built.

The pipeline build-out provides a little-noticed counterpoint to the fierce political battle being waged over the 1,179-mile TransCanada project, which still is in limbo seven years after it was proposed.

During the long wait for Keystone, the petroleum industry has pushed relentlessly everywhere else to get oil to market more efficiently, and its adversaries have been unable to stop other major pipelines.

“There’s been a lot of growth – we’re really positive on it in general,” said Rob DeSai, an equity analyst with Edward Jones who focuses on the energy industry. “The oil that’s being produced in the U.S., in many cases, it’s basically in the middle of nowhere.

hawks’ bench the last 39 years. Kirkman’s teams have won 13 sectionals, an average of one every three years. This team was seeded sixth in its sectional. Every other Class 4A supersectional qualifier that came from a sectional complex was seeded No. 1 or 2.

We made a big deal out of Bolingbrook, the No. 2 seed in the sectional it hosted, winning a sectional for the first time since 1985 because it is a big deal. The Raiders consistently have had good basketball teams, but winning sectionals is hardly commonplace anywhere. In the case of Kirkman, his success rate has defied the odds.

However, history is

exactly that. It’s old news.

Bolingbrook has every right to believe it can win Tuesday and move on to the state finals in Peoria.

Suppose Prentiss Nixon repeats the 32-point, threesteal, three-rebound effort he dropped on Neuqua Valley in the sectional final. Suppose Brodric Thomas does have a good shooting game, as was predicted Sunday in this column. Suppose the Raiders’ bigs – Julian Torres, Dimitri Akenten and Zach Grady – win the battle inside.

Any of that can happen.

Bolingbrook can win this game and make its first appearance at the state finals.

Lewis falls to Indianapolis in regional semifinals SUBMITTED REPORTS LOUISVILLE, Ky. – Lewis University’s men’s basketball team saw its successful season conclude on Sunday when it dropped a 78-59 decision to No. 15 Indianapolis in the NCAA Division II Midwest Regional semifinals at Bellarmine University.

The Greyhounds (25-5) grabbed a 36-28 halftime lead and outscored the Flyers (229), 42-31, in the final 20 minutes to advance to their first-ever regional final. It meets the

winner of the other semifinal between Lake Superior State and the host school Tuesday.

Lewis beat then-No. 1 Indianapolis, 70-61, on Jan. 31 in Romeoville, but the Greyhounds responded by beating the Flyers by the same score March 5 in the Great Lakes Valley Conference tournament.

Kyle Nelson led the Flyers with 12 points, while seniors Ryan Jackson and Jeff Jarosz added nine points apiece.

Jackson concluded his career with 1,742 points to finish fifth on the school’s all-time

The question has been posed more than once since we learned Bolingbrook would be playing West Aurora in Tuesday night’s Class 4A Hinsdale Central Supersectional.

Is Gordie Kirkman still coaching West Aurora?

As a college professor back in the early 1970s responded when I asked him whether we would continue to have classes in light of the ongoing campus unrest: “Is a big bear big?”

Yes, indeed, the legendary West Aurora coach is still at it. Kirkman picked up career victory No. 805 in last Friday’s 60-55 sectional championship victory over Hinsdale Central.

And his team won its two sectional games without Matt Dunn, a three-year starting guard who was serving a suspension.

Regardless whether Dunn returns for the supersectional, West Aurora will be a formidable opponent for Bolingbrook. One major reason is 6-foot-6 senior forward Roland Griffin, who will play for Illinois State, where former Joliet West coach Luke Yaklich is an assistant.

Another reason, of course, is the fellow who has called the shots from the Black-

Dayton at Dayton – always a difficult assignment – Wednesday night. The winner will face No 6 seed Providence on Friday.

Marks’ shooting did fall off over the past few games of the season. However, that does not mean the Mountain West Player of the Year can’t regain the form he showed all season and lead the Broncos on a run in the tournament. It’s just that now, it will have to start Wednesday before a hostile crowd.

The other former area standout in the tournament is sophomore forward Ben Moore (Bolingbrook), who continues to play quality minutes and contribute for coach Larry Brown and SMU. The Mustangs are seeded sixth in the South and will meet No. 11 UCLA. For what it’s worth, many observers consider UCLA a team that is fortunate to be in the tournament at all.

A couple of others with area ties in the Big Dance are assistant coaches. Tavaras Hardy (Providence) will be on the bench of Georgetown, the No. 4 seed in the South, as the Hoyas take on No. 13 Eastern Washington. Roger Powell (Joliet Township) is an assistant for Bryce Drew at Valparaiso, a No. 13 seed that will face No. 4 Maryland in the Midwest Regional.

Lincoln-Way West has much to be proud of

By CURT HERRON cherron@shawmedia.com PARK FOREST – After putting together a postseason run in which it rewrote its program’s history in the course of only four games, Lincoln-Way West’s boys basketball team has every reason to be proud of its finish to the 2014-15 campaign.

But the Warriors were in no mood to reflect upon such things on Friday after seeing their dreams of an initial sectional championship snatched away from them by a program that has experienced a good deal of success in the postseason.

West’s players looked stunned and disappointed when they left their locker room after Friday’s Class 3A Rich East Sectional championship, and with good reason.

Coach Brian Flaherty’s squad had just seen its season end abruptly in a 40-37 defeat to Hillcrest, with a trip to Tuesday’s Joliet Central Supersectional on the line.

The Warriors only trailed the Hawks twice during the contest, after the initial basket and then again after the final bucket.

After executing a good game plan well to lead by as much as 13 points in the opening half and claim a 28-18 halftime lead, the game began to slip away from West after the break.

It made only two baskets in each quarter, adding a free throw in the third period, to finish with just nine points in the second half. The Warriors made only 4 of 23 shot attempts, turned the ball over nine times and were outrebounded, 22-11, in the final 16 minutes.

Hillcrest (23-6), which captured its fourth sectional title in six years, made only 8 of 25 shots from the floor, 6 of 11 tries from the free-throw line and turned the ball over seven times in the final half, but it still managed to outscore the Warriors by a 22-9 margin.

“This group of seniors and this team in particular has raised the bar a little bit,” Flaherty said. “I think that it was

“In a lot of ways, this was a very easy group to coach.

We all had the same objective.

And from the first time that I met the kids, we just went to

work, and that was it.”

It was a difficult way to see a special season end. West finished with a 21-8 record under first-year coach Flaherty and assistant Dick Mandella, only five fewer wins than the program had collected during its first five years.

In the postseason, the

Warriors had only won two preliminary-round games and never had advanced to a regional championship.

During their memorable run, they reached the regional final with an exciting win over Joliet Catholic and then defeated Morris for the title.

Then West made more history by beating Streator in the sectional semifinal before nearly knocking off Hillcrest in the finals.

It obviously was a difficult way to see it all conclude for everyone on the small, closeknit team, but especially for seniors Anthony Marotta, Max Petrungaro, Trace Howard, Craig Majcher and Joel Hollingsworth.

The good news for West is that half of the team should be back next year, led by junior Jon Marotta and sophomore Marco Pettinato. Juniors Cameron Gavin and Erik Christensen rounded out the nine-man regular-season squad, while sophomore Nolan Green was brought up for

the playoffs.

Most of next season’s upperclassmen experienced success at Liberty Junior High, which had back-toback fourth-place finishes in the Illinois Elementary School Association, so the potential for more success and historic accomplishments is there.

“I think that the younger guys that are coming up have enjoyed the same success as the older guys who are moving on,” Flaherty said.

“And they’re probably going to want to get over this hump that we hit. I’d like to think they’re hungry and want that to happen.

“These seniors really provided a great example of what we want to be about. Not only did they work incredibly hard and had a great work ethic, they also had a high basketball IQ and talent. The kids were able to develop toughness and a refusal to lose, and that kind of became infectious with everyone else.”

“I think I have the best team and the best players,” said coach John Calipari, trying to lead the program to its ninth national title. “Does that mean we’ll win? No, it doesn’t.”

The Wildcats are even-money picks in Las Vegas to win it all, and at least one coach, Bill Self of Kansas, thinks that might be a bargain.

“I shouldn’t be talking about Vegas, but my point is, I think they’re a pretty heavy favorite,” said Self, whose Jayhawks are seeded No. 2 in the Midwest.

No. 6 Wisconsin grabs Big 10 title The ASSOCIATED PRESS CHICAGO – Bronson Koenig thought a game like this was exactly what No. 6 Wisconsin needed.

The Big Ten Tournament championship seemed to be slipping away and, with it, a No. 1 seed in the NCAAs. Then, in a flash, the Badgers put a stop to that.

Nigel Hayes scored 25 points, Frank Kaminsky added 19, and Wisconsin outscored Michigan State, 11-0, in overtime Sunday for an 80-69 victory in the Big Ten Tournament championship game.

Koenig scored 18 points, and the Badgers (31-3) rallied from 11 points down in the second half.

The big comeback gave Wisconsin its third Big Ten Tournament title, and the NCAA selection committee rewarded the Badgers with their first No. 1 seed, giving them the top spot in the West.

They will face Coastal Carolina on Friday.

Harvick makes it 4 straight wins at Phoenix

By JENNA FRYER The Associated Press AVONDALE, Ariz. – Kevin Harvick is redefining dominance at NASCAR’s highest level.

The defending NASCAR champion won his fourth consecutive race at Phoenix International Raceway on Sunday with yet another rout of the field. The 42 other drivers knew this was Harvick’s race to win, and he made it look easy.

He led more than 200 laps for the third straight time at Phoenix, where he has won five of the last six races and a record seven overall.

More important, he contin-

ued a streak of dominance that dates to last season. He has seven consecutive top-two finishes and has won four of the last seven races, including the final two of last year’s championship season.

He opened this season with two runner-up finishes, then won last week at Las Vegas and now Phoenix.

“Man, these things are incredible, and they are just fun to drive,” Harvick said about

his Rodney Childers-built No. 4 Chevrolet.

Harvick now heads to California looking to sweep NASCAR’s three-race West Coast swing. It’s not out of the question, particularly with how well he’s running. But Harvick won at Auto Club Speedway in 2011, and has been among the best drivers there since 2009.

Two late cautions forced Harvick to sweat a little bit, as he twice had to hold off Jamie McMurray on restarts to preserve his victory.

He cleared McMurray on

the final restart with 12 laps remaining and beat the Chip Ganassi Racing driver by 1.154 seconds.

Ryan Newman was third and followed by Kasey Kahne and Kurt Busch as Chevrolet drivers took the top five spots.

It was a strong run for Busch, who was making his season debut after a NASCAR suspension that lasted the first three races. He was sidelined for an alleged domestic assault on an ex-girlfriend but was reinstated this week and promptly returned to Stewart-Haas Racing’s No. 41 Chevrolet.

“I’ve got a strong team, and personally, it’s great to get back to them,” Busch said.

“The way we raced today was

with heart.”

It wasn’t a perfect day for SHR, though.

Team co-owner Tony Stewart, in desperate need of a good finish, crashed out of his third race of the season. He wound up 39th and has not finished higher than 30th this season.

He had been much improved, however, and had steadily picked his way through the field – at times showing his fiery side by nudging both Ricky Stenhouse Jr. and Austin Dillon out of his way – and into the top 10. But he spun while racing Justin Allgaier, had to go to pit road for repairs, and lost three laps before he got back on the track.

The Kentucky Wildcats ended up where everyone expected them on Selection Sunday: Seeded No. 1 on their quest to become the first undefeated team since 1976.

Oh, but there were surprises when the NCAA Tournament bracket came out, too.

Big-conference UCLA and Texas made it. Colorado State and Temple did not.

Wisconsin is a No. 1 seed for the first time in program history. But the Badgers must play in the West Region, where second-seeded Arizona is certain to draw more fans.

As for those play-in games that start Tuesday in Dayton.

Well, one of the teams playing is Dayton – a No. 11 seed that will have a distinct homecourt advantage Wednesday night against Boise State.

Generally, that’s not allowed during the tournament, but there’s an exception because the committee said the Flyers were the last team in the 68-team field, and thus, had to play in the opening-round game.

Barnes said Arizona and Virginia were the other teams in the mix for the top seed. He defended placing Duke there, saying the Blue Devils’ road wins over Virginia, North Carolina and Louisville carried more weight than their lack of a conference title.

“Those strong, very elite wins, wins on the road – and let’s not forget the eye test with Duke – all were considerations,” he said.

Barnes called placing UCLA in the bracket as a No. 11 seed “one of the tougher decisions we had to make.” But he defended putting the Bruins (20-13) in with an RPI of 48, which is 18 spots lower than Colorado State and 14 below Temple.

“We felt they were gaining steam,” Barnes said. “They did have a good strength-ofschedule, they were playing better against tough competition. An example is the last game against Arizona (a 70-64 loss in the Pac-12 title game).

I think the ‘eye test’ was also a plus in putting them in the field.”

The ASSOCIATED PRESS OKLAHOMA CITY – Unlike the last time the Bulls played Oklahoma City, Thunder point guard Russell Westbrook showed faith in a teammate with the game on the line, and Anthony Morrow proved worthy.

Westbrook had 36 points, 11 rebounds and six assists, including one to Morrow for a clinching 3-pointer in the final minute Sunday, helping the Thunder hold off Bulls, 109-100.

“We did a good job of learning from our mistakes,” Westbrook said. “The first time we played them, I had a chance to hit Serge (Ibaka) on a kickback (when) two guys was on me. Tonight, same situation – two guys on me. I kicked to A-Mo and trusted my teammate and he knocked it down, so it was good.”

Nikola Mirotic scored 27 points and Pau Gasol added 20 for the Bulls, which beat the Thunder on March 5 on a 3-pointer by E’Twaun Moore with 2.1 seconds left. The rematch was tight throughout – neither team led by more than nine points – but it was Westbrook making plays in the fourth quarter that proved to be the difference.

Reigning AL MVP Mike Trout was 2 for 2 with a pair of stolen bases and lifted his spring batting average to .556.

Wood throws 5 shutout innings in Cubs’ win

MESA, Ariz. – Chris Denorfia hit a two-run homer for the Cubs’ only hit, and Travis Wood pitched three-hit ball for five innings Sunday as the Cubs beat the Cincinnati Reds, 2-1.

Wood, making a strong bid for the final spot in the Cubs’ rotation, walked one and struck out four. Reliever Brian Schlitter pitched two scoreless innings.

“It was a good day for the whole team,” Wood said. “We put across a couple runs, and I was able to keep the ball down and get some early strikes, some quick outs.”

Johnny Cueto allowed just one hit in four innings for

the Reds – Denorfia’s homer.

Cueto also walked three and struck out one.

The Reds scored one in the ninth, but the Cubs preserved the win on a perfect throw from right fielder Rubi Silva, who nabbed Ivan DeJesus Jr. trying to score the tying run from second on a single.

St. Teresa’s all-state forward Christian Williams, who scored 15 points and grabbed seven rebounds, battled foul trouble in the first half, leaving with his third foul with more than six minutes left in the second quarter.

The Bulldogs (27-5) played well without Williams, outscoring the Titans, 15-11, until the break. And the zone defense that helped St. Teresa reach the finals held the Titans to 23 percent from the field in the first half. The second half was a different story. Uplift – winners of the Class 2A Joliet Central Supersectional – slowly took the momentum and suddenly a 5-point deficit turned into a 6-point advantage, and St. Teresa couldn’t recover.

The most common errors that I see

I teach a lot of classes during the year. The majority are on the east coast of Florida during the winter season. In the summer, I run approximately one Bridge Camp Without Tents each month somewhere in the United States. Each typically lasts three days, and details are available at my website, phillipalderbridge.com.

During these classes, I see two mistakes far more often than any other. What do you think they are? I will highlight both this week.

First, look at the South hand in today’s deal. West opens one heart, North makes a takeout double, and East passes. What should South bid?

In my classes, most students answer partner’s takeout double by bidding their longest suit at a minimum level, whatever their point-count. In this deal, they would bid one spade, which is so wrong. A simple bid in a suit by an unpassed hand shows 0-8 points. With 9-11 points, they should jump in a suit. So, here they should leap to two spades. Then North will raise to four spades.

West cashes two top hearts and shifts to a diamond. South wins in the dummy (say) and cashes the two top spades, West turning up with the singleton 10. How should South continue?

Declarer mustn’t lose a club trick.

It looks as though he needs the club finesse to work. However, how many high-card points are missing? Only fifteen, and East has already produced three. Surely West has the club queen.

South may delay the evil moment, but eventually he should cash his two top clubs, hoping for the queen to drop. **

When setting limits, it’s important always to be consistent. Rules must stay the same from one day to the next.

Whenever you are disciplining your child, enforce the rules without expressing anger. When kids see that a parent is angry, they worry that the limitation imposed by discipline is just the first step. Specifically, they worry that their parents may hurt them.

Make sure that you regularly recognize wanted behaviors. When you see your child doing something that you like, give him a hug, a smile and some praise. If you accentuate the positive, you may not eliminate the negative – but you’ll probably reduce it.

Dear Doctor K: I have two children in elementary school. When they were younger, I disciplined them with timeouts. How should discipline change as they get older?

Dear Reader: Discipline is important for children of all ages. But you’re right: The style of encouraging discipline changes somewhat as children get older. At whatever age, the goal is not to punish, but rather to teach self-control and the difference between acceptable (right) and unacceptable (wrong) behaviors.

In answering questions about kids, I rely a lot on the advice of pediatrician colleagues here at Harvard Medical School.

They describe a variety of ways to discipline a school-aged child: • Take advantage of natural consequences. Your child can learn by seeing the natural consequences of his actions. For example, if he breaks a toy in anger, point out that he will no longer be able to play with it.

• Use logical consequences. Some behaviors have no immediate consequences. In these cases, determine consequences that are logically related to the misbehavior. For example, tell your child that if he does not pick up his toys before bed, then he will not be allowed to play with them for one whole day.

• Delay a privilege. If your child is refusing to complete a task, tell him that he cannot do something else he enjoys until after he finishes.

• Use “I” messages. Tell your child how you feel when he misbehaves.

Start your sentences with “I.” For example, “I get upset when you throw the ball in the house.”

Your child is more likely to get defensive with messages that start with “you,” such as, “You

Even when Jonah isn’t on his computer playing the game, he reads the discussion forums online with his mobile device. It’s affecting our relationship. It also doesn’t help that he recently lost his job.

I don’t like seeing him waste his time on this and his lack of ambition about the important things in life.

Dear Game Over: When a hobby interferes with relationships, it is not “normal.” Exactly when did Jonah become “obsessively addicted”? Was he this way when you met him? If this has been going on for the entire year you have been together, your boyfriend may be more comfortable in the cyber world than in this one. However, if this escalated when he lost his job, the video game may be his attempt to cope with depression.

Jonah would be better served by devoting the attention he’s lavishing on the game to finding a job.

If you want to help him, suggest that he spend more of his time in the real world until his life is settled again – and tell him that if he’s depressed, he should talk about it to his doctor.

Dear Abby: My wife, “Barb,” and I have been married for 21 years, and like any married couple, we’ve had our ups and downs. We recently visited my mom, a widow in her 80s. Barb caught a cold while we were there and needed to stay in bed while Mom and I visited family.

I noticed Mom was letting the cleanliness of her bathroom go, but Barb and I never discussed it. When we got home, our good neighbor friends told me that Barb had texted them a photo of Mom’s bathroom while we were away. I was shocked and embarrassed. I feel like my wife was talking about me and my family behind my back. Barb insisted she was just poking fun at the situation. If that was the case, I should have been involved in the “fun.”

This isn’t the first time something like this has happened. I feel like my trust and friendship have been violated. Am I overreacting?
