Jurors picked for Evergreen Terrace trial; site visit planned

By BOB OKON bokon@shawmedia.com CHICAGO – A federal jury was picked Tuesday for the Evergreen Terrace trial, and it is expected to come to Joliet on Wednesday.

The jury is scheduled to visit the Evergreen Terrace apartment complex as part of a oneweek trial to determine what the city should pay for it.

Attorneys agreed in court that the trial would likely wrap up in a week. That would be a quick end to a case litigated since 2005 and has wound its way all the way to the U.S. Supreme Court as Joliet established its right to exercise eminent domain over the low-income housing complex supported with federal subsidies.

“You are to decide the amount of just compensation,” U.S. District Judge Charles Norgle told prospective jurors as he described the case Tuesday at the Dirksen Federal Building in Chicago.

Norgle told jurors they would not consider whether Joliet was justified in taking over Evergreen Terrace. He decided that in a ruling in September.

race owners putting the value at about $23 million.

“In a very small nutshell, that is what this case is about,” he said.

Evergreen Terrace’s appraiser, however, will be restricted since Norgle has ruled that he cannot base the value of the property on subsidized rents, which are higher than market value and went into the $23 million appraisal.

Norgle also told jurors, “The good news is that this will not be a very long trial.”

The trial follows efforts made as late as Monday to negotiate a price for the property.

Opening arguments are expected to be made Wednesday morning.

In the afternoon, the 12-member jury is set to take a bus to Evergreen Terrace to look over the Broadway Street property.

There was some discussion in court before jury selection over just how the “jury view” of Evergreen Terrace will be conducted.

“I want to know what they’re going to be shown,” said James Figliulo, attorney for Joliet.

Attorney Theodore Tetzlaff, who represents Evergreen Terrace, said jurors will be able to go where they want.

“We just want the ability for the jurors to view the property,” Tetzlaff said.

Norgle outlined what he expected to happen in Joliet.

“They would not be permitted to ask questions of anybody at the scene, and no one will speak to them,” he said. “A view is just a view. And then they would get back on the bus.”

The only witnesses scheduled for the trial are the appraisers. Joliet had two appraisers, but Figliulo said he may only call one to testify.

Tetzlaff said he expects to put the one appraiser used by Evergreen Terrace on the stand.

Whatever price the jury sets, it may not end the Evergreen Terrace saga.

The Joliet City Council would have to agree to pay the price set, and there has been dissension over whether the city should go ahead with the takeover. And Evergreen Terrace owners have said they intend to appeal Norgle’s September ruling that gave Joliet the ability to take control of the property.

bstanley@shawmedia.com JOLIET – Police say a man was carrying drugs late Monday when he was arrested in connection with a shooting incident from two weeks ago.

Ryan B. Nelson, 18, was carrying 21 baggies containing 26 grams of marijuana and a bag of pills when he was found hiding in an attic, Joliet Deputy Police Chief Al Roechner said.

On Feb. 14, a man was “counting money” as he sat in

a Chevrolet Equinox parked in front of the Briggs Street Food Mart, 1604 Copperfield Ave., Roechner said.

Another vehicle pulled into the parking lot and a man got out and went in the store. When he came out again, Ryan B. he shouted gang Nelson slogans and pointed a gun at the man in the Equinox, Roechner said.

“As they drove away, he fired four shots, striking the

Equinox in the passenger side door. Officers were able to identify Nelson from surveillance video and a warrant was obtained,” Roechner said.

Nelson was located about 11:30 p.m. Monday at a residence in the 100 block of Anderson Avenue. Nelson, of the 200 block of Jessie Street in Joliet, was booked into the Will County jail on charges of aggravated discharge of a firearm, reckless discharge of a firearm, aggravated unlawful use of a weapon and delivery of marijuana.

LOCAL BRIEF Joliet police respond to two shootings; one dead

JOLIET – Police responded to two shootings Tuesday in Joliet – one of which left a woman dead, while the other reportedly involved a police officer.

The first incident occurred at 5:51 p.m. at Second Avenue and Richards Street in Joliet, according to reports. A woman was taken by ambulance to the hospital but did not survive, police said.

“There was a vehicle driving through the area which encountered multiple suspects on foot. [The pedestrians] shot at the car in which the victim was a passenger,” Joliet Police Chief Brian Benton said Tuesday night.

The suspects fled after the shooting and were being sought by police.

As of 8:30 p.m. Tuesday police were investigating a second shooting incident in the Neufairfield subdivision that reportedly involved a police officer. Further details were not immediately available.

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – The nearly 100 students who walk through the school doors at 960 Royce Ave. in Joliet each day have been offered a second chance after facing expulsion or suspension at a previous school, Lincoln School Principal Scott Pritchard said.

“The majority of these kids are extremely respectful. They made mistakes and we’re here to work with them,” Pritchard said.

Regional Safe Schools – a long-standing alternative school program offered through the Will County Regional Office of Education – is geared toward students grades six through 12 facing multiple suspensions or are in danger of being expelled from one of the county’s 29 school districts.

About 100 students are served at the county’s main site, Lincoln School in Joliet, while a second site – located in Bolingbrook – serves a smaller population from Valley View School District 365U. Some of the at-risk students enrolled in RSS have committed offenses related to possession of drugs, alcohol or a weapon while on school property. Others were caught stealing, fighting or disrupting classes.

Rauner’s $6.3 million cut

In his budget proposal introduced last month, Gov. Bruce Rauner called for a $300 million increase in K-12 funding. But he also zeroed out funding for a number of statewide education programs, including $6.3 million for the Regional Safe School program in the next fiscal year, which starts July 1.

The cuts mean Will County ROE’s roughly $303,000 annual budget for RSS would be zeroed out, leaving Regional Superintendent Shawn Walsh scrambling to find other funding sources amid an already cash-strapped environment.

“If these cuts go through, schools big and small through

the county will have to come up with their own money to put these types of programs together. Or these kids will be out on the streets,” Walsh said. “That’s the two alternatives.”

In addition to incorporating life-skills training and community service work, the RSS program offers individualized learning, counseling and remedial courses, with the

ultimate goal of graduation or a return to the student’s traditional school.

Pat Dal Santo, president for the Illinois Association of Regional Superintendents of Schools, called the program – which began in 1997 – a “last chance” for students.

There are three high school classes and two middle school classes served through the RSS program, but that enrollment figure fluctuates depending on local demand – making reliable state funding key in building a successful program.

Further budget cuts would devastate the program, Walsh said.

From fiscal 2009 until now, Will County’s share of the RSS state grant has been slashed from about $900,000 to $303,000, Walsh said. State funding for RSS programs has been reduced from $18.5 million in fiscal 2009 to $9.3 million in fiscal 2012. The $6.3 million now appropriated statewide would disappear under Rauner’s latest spending proposal.

To minimize the impact of multi-year budget cuts, Walsh said the Will County ROE enacted a $10-per-day tuition fee this year, charged to school districts that send students through the program. While tuition revenue has helped, funding levels are not what they once were, Walsh said.

There are about 80 RSS program sites across Illinois serving close to 5,000 students.

The big picture

Dal Santo criticized Rauner for not looking at the big picture, noting such deep cuts in programming could cause a societal domino effect. These students are out of options, otherwise, if expelled.

Address tackles long-term water issues

By VIKAAS SHANKER vshanker@shawmedia.com SHOREWOOD – Mayor Rick Chapman told more than 70 Shorewood business and community leaders the village potentially faces the most important issue of the century.

Chapman discussed the village’s long-term water issues at his annual State of the Village address Tuesday afternoon at the Troy Township building. The village’s plan is to secure Lake Michigan water for future generations.

“There’s an efficient quantity, super high-quality ... and it’s a sustainable supply,” Chapman said at the address hosted by the Shorewood Area Chamber of Commerce.

The village is putting a referendum question on the April 7 ballot, asking residents to vote on giving Shorewood home-rule taxing authority, in an effort to increase sales taxes to pay for a pipeline to Lake Michigan.

Top priorities

Chapman said it could cost much more to drill for water in the coming decades because Shorewood is located above the deepest part of the local aquifer.

“It’s not dire. It’s not going to run out in 10 years,” he said. “We chose to be proactive.”

Business outlook

During his address, Chapman noted the importance of Shorewood businesses, highlighting that sales tax accounts for half of the village’s revenue streams.

Chapman said the village is budgeting sales tax revenue conservatively in case Gov. Bruce Rauner and the Illinois General Assembly follow through on Rauner’s plan to take half of the state income taxes that go to municipalities.

He also recognized several of the village’s 35 new businesses and those that have completed renovations.

Chapman reviewed construction projects completed last year, including the $1.6 million installation of Route 59 street lighting; $150,000 in lighting and pavement improvements in the Saddlebrook subdivision; and $700,000 in infrastructure improvements for the Edgewater

subdivision.

He also said work on the new 4.5-acre Wynstone Park will progress in 2015, but funding issues remain because the state is holding a grant. Also, construction has started on the 1.5 million gallon Mound Road water tower.

Chamber President Kim Lamansky said businesses should see the address as an example of the village’s focus on economic development.

“If businesses want to grow, they have to invest themselves to bring more business,” Lamansky said, adding that she thought Chapman was forthright about Shorewood’s potential water issues.

Home rule referendum will appear on April 7 ballot

By VIKAAS SHANKER vshanker@shawmedia.com SHOREWOOD – A question if Shorewood should become a home rule community will appear on the April 7 election ballot with certain conditions.

The Village Board adopted an official resolution Tuesday night asking residents a referendum question of home rule so the village can increase the sales tax to help increase its water capacity.

However, the resolution also included language that stated the board and mayor would not use the home rule

status to impose a real estate transfer or similar tax, to avoid the property tax cap or to institute programs requiring inspections prior to the sale of property.

Mayor Rick Chapman said those checks on the Village Board were a result of discussions with Tom Joseph, who works government affairs for the Three Rivers Association of Realtors and the Illinois Realtors Association.

“Tom and I have worked hand-in-hand,” Chapman said.

“We finally came to a meeting [of] the minds.”

Home rule would allow the

village to increase its of the sales tax from 2 percent to 2.75 percent. The additional revenue would raise about $29 million, which could be used to build a pipeline to Lake Michigan as a new water source.

Joseph told the board that Realtors associations generally don’t support home rule status because “home rule power has been used by others to disrupt ... real estate.”

But he said the local associations have a history of working with the village when it passed a non-home rule sales tax years ago. So they are neutral on the ballot question.

He also said the village has alternate options to raise revenues or cut costs if the referendum failed.

“Them being neutral is like support for us because they can’t openly support it,” Chapman said.

However, Trustee Ed Murphy said Joseph showed a lack of care for residents in his speech by only discussing how home rule would affect Realtors.

“It’s probably the most painless way we can do this,” Murphy said.

Trustee Dan Anderson assured Joseph that the goal of

the home rule change wasn’t to harm the real estate industry.

“We, as a village, don’t need to put a tax on the sale of a house to survive in this community,” Anderson said.

The Village Board approved the fiscal 2015-16 budget, which came in at 1.05 percent general fund increase from last year to $11.42 million.

Trustees also approved a resolution urging Gov. Bruce Rauner and the Illinois General Assembly to protect full funding of the Local Government Distributive Fund revenues.

JCTV president decides against airing mayoral debate

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – The president of the city’s public access channel said he is the one who decided to pull the plug on televising Thursday’s mayoral debate.

“I saw in the paper that the mayor was backing out of the debate and I felt [the debate] was a big setup,” said Dick Schuster, president for Joliet Community Television. “If I don’t want to tape it, I don’t have to. … I didn’t feel it was worth our time.”

Mayor Tom Giarrante announced late last week he was backing out of Thursday’s mayoral debate – which was scheduled to be aired by JCTV. The mayor claimed the debate was “manipulated” by his opponent’s campaign to “be anything but fair,” assertions his opponent and debate organizers disputed.

The public access channel airs City Council meetings on Channel 6 every other week, along with other citywide events.

Schuster said he was informed by City Attorney Martin Shanahan and City Manager Jim Hock a little after 5 p.m.

Monday that filming the debate goes against the city’s ethics ordinance because JCTV is using city-owned equipment for political purposes.

“We’ve been doing it for years. I didn’t know it was wrong. I didn’t know there was a law about it,” Schuster said.

Shanahan said late Tuesday afternoon the “$1 million question” at the time was whether JCTV’s equipment is paid for

by Joliet or through cable company franchise fees – or an annual fee charged by local government as compensation for

use of public property it owns as a right-of-way for cable.

The city’s ethics code states that “no officer or employee shall intentionally use any property or resources of the city in connection with any prohibited political activity.”

“I, as legal counsel, was trying to make sure no one, including Channel 6, committed any ordinance violations or ethics,” Shanahan said.

The other $1 million question is who asked Joliet’s attorney and city manager to look into the issue. Shanahan said he “doesn’t know” why he and Hock spoke with Schuster from JCTV about the ordinance. He said a question came through the city manager’s office about the potential ethics violation.

City Manager Jim Hock did not immediately return phone messages left at his office and with his cellphone seeking comment Tuesday.

‘Story doesn’t add up’

Candace Johnson, one of the debate’s lead organizers and member of the St. John’s Neighborhood Association, believes Schuster’s story doesn’t add up.

Johnson said she emailed Joliet Community Television on Monday to discuss specifics ahead of Thursday’s event when she discovered the public access channel canceled plans to televise the debate on Channel 6.

“The first email [from JCTV] stated they were sorry and that this was the first they had even heard of JCTV covering the debate, they didn’t even know they were taping for us,” Johnson said. “Then a second one changed stories, saying they are unable to record because they recently discovered

it was against the law to air anything related to candidates running for office.”

The first email, sent after 6 p.m. Monday, was signed by both Schuster and Saul Garcia, JCTV vice president. The second, sent just before 9 p.m., was signed by Garcia.

JCTV previously agreed to film the debate, Schuster told The Herald-News on Tuesday, which contradicts the first email sent to Johnson.

When asked about the two emails, Schuster told The Herald-News he “doesn’t use email,” and that he was already on the fence by that time about televising the debate.

JCTV filmed mayoral forums and individual candidate interviews during the 2011 election.

But Schuster said Tuesday he “didn’t feel” the debate will benefit viewers if all candidates were not present.

Schuster said he was not asked by Giarrante or anyone in the mayor’s office to not air the event on Channel 6.

Giarrante said Tuesday he “never ordered” anyone from JCTV to pull back.

“I talked to Jim Hock [Tuesday morning] and he told me it’s against our city ethics ordinance,” Giarrante said.

Giarrante backed out of the debate on his own accord, leaving his two opponents – Councilman Bob O’Dekirk and Andy Mihelich, chairman of the Joliet Junior College board – to battle it out Thursday.

O’Dekirk announced late Tuesday afternoon he and his political committee will videotape the Thursday event. JCTV is “owned by the taxpayers,” O’Dekirk said.

The Joliet mayoral election is April 7.

Enbridge will soon begin construction of the Line 78 Pipeline

Project, a 79-mile, 36-inch diameter crude oil pipeline that will extend from Flanagan Terminal near Pontiac to a terminal near Griffith, Indiana, according to a news release from Enbridge. The pipeline will be generally adjacent to existing Enbridge right of way, as it crosses Livingston, Grundy,

Kankakee, Will and Cook counties in Illinois and Lake County in Indiana.

The meeting will be from 5:30 to 7:30 p.m. Monday, with a presentation starting at 6 p.m. It will be at the Hilton Garden Inn, 455 Riverstone Parkway in Kankakee.

THE HERALD–NEWS CHICAGO – A bridge repair project along Illinois Route 53 over the Kankakee River in Wilmington will start March 15, weather permitting, the Illinois Department

of Transportation announced.

Traffic will go down to one lane, with alternating traffic directions controlled by temporary signals, the department said in a news release Monday.

Sections of the bridge deck

will be repaired and a new latex concrete overlay will be placed on the deck, the department said. Work is scheduled for completion by Sept. 1, weather permitting.

The project was postponed

until work on Interstate 55 over the Des Plaines River was done in 2014, the department said.

“Motorists can expect delays and should allow extra time for trips through this

area,” the department said in its release. “Drivers are urged to pay close attention to flaggers and signs in the work zones, obey the posted speed limits and be on the alert for workers and equipment.”

JOLIET – A man authorities believe is responsible for a fatal crash is back in jail after nearly six years on the lam.

Ramiro A. Alcantar, 41, was transferred Friday to the Will County jail from Washington County, Arkansas, where he was picked up on an outstanding warrant, according to sheriff’s spokeswoman Kathy Hoffmeyer.

About 4:50 p.m. Aug. 16, 2009, Alcantar was reportedly driving a 1996 Dodge van west on Ramiro A. Cass Street Alcantar near Grinton Avenue, Joliet police told The Herald-News at the time. The street was reduced to one lane in each direction because of construction.

Police said Alcantar’s van

crossed over the double yellow line into the eastbound lane, where it struck a motorcycle head on, according to Herald-News files. Cesar Vallejo, 26, suffered head injuries and died a week later at Silver Cross Hospital.

Alcantar, who lived in the 500 block of Shelby Street, was arrested on charges of aggravated driving under the influence of alcohol, transportation of open alcohol, improper lane use and driving without insurance.

After posting $5,000 bail, Alcantar failed to turn up for his first court appearance the following month and a warrant was issued for his arrest, according to court records.

Alcantar is being held without bond and is scheduled to appear in court April 6. Hoffmeyer noted that the Department of Immigration and Naturalization Service has filed for custody of Alcantar if he is granted another bond on the criminal charges.

Assessment team invites public comments on police department THE HERALD–NEWS JOLIET – Police Chief Brian Benton announced Tuesday a team of assessors from the Commission on Accreditation for Law Enforcement Agencies Inc. will arrive March 29 to examine all aspects of the department’s policies, procedures, management, operations and support services.

Verification by the team that the Joliet Police Department meets the commission’s standards is part of a voluntary process to gain accreditation – a recognition of law enforcement professional excellence, Benton said in a news release from the city.

The Joliet Police Department first became accredited in 2003 and re-accredited in 2006, 2009 and 2012.

As part of the on-site assessment, agency employees

and community members are invited to offer comments at a public information session at 6 p.m. March 30 in the Council Chambers in City Hall, 150 W. Jefferson St., Joliet.

Those who cannot attend the meeting can call 815-7243215 from 1 to 3 p.m. March 30.

Telephone comments, as well as appearances at the public information session, are limited to 10 minutes and must address the department’s ability to comply with CALEA’s standards. A copy of the standards is available at the Joliet Police Department, 150 W. Once the commission’s assessors complete their review of the agency, they report back to the full commission, which will decide if the agency will be granted re-accredited status at its July conference. Accreditation is for three years, during which time the agency must submit annual reports attesting continued compliance with those standards under which it was initially accredited, according to the news release.

Joliet school foundation gives out $18K Foundation gathers support from alumni, local leaders JOLIET – Mark Turk calls Joliet High School District 204 one of the “best kept secrets in the world.”

Which is why Turk, a 1960 Central High School graduate, leads the Joliet Township High School Foundation in supporting students and staff at West and Central high schools. This school year, the foundation has awarded $18,500 in foundation grants to students and teachers, and $20,000 in student scholarships.

It all goes toward “outstanding students,” and a “wonderful, dedicated staff,” said Turk, who is retired after a career spent in the U.S. Navy and real estate.

“When you take an urban district like ours, you don’t really expect to have the greatness that we have when you look at the students who have come from our school district … it’s just unbelievable what we’ve been able to develop out of this Joliet region,” Turk said.

On Sunday, the foundation hosted its ninth annual

Sunday’s Trivia Day attracted more than 400 people, he said.

“You wouldn’t think that many people would play trivia, but they do. It’s fun,” Turk said.

The foundation began in

1987 to support students districtwide. Alumni and local business leaders participated in the foundation to raise money to promote small projects, Turk said.

Now the foundation supports students, staff and faculty to enhance teaching and learning opportunities.

Foundation members foster projects and partnerships with local organizations. The foundation also promotes a positive image for the school district, Turk said.

Turk said the foundation asks students and staff to apply for grants of no more than $500 if they need support.

They make proposals to the foundation for needs not paid for by the school district, he said.

One of the biggest contributors to the foundation

is Brent Wadsworth, owner of Wadsworth Golf Construction Co. in Plainfield, Turk said. Wadsworth worked with Turk to increase the foundation’s endowment levels, he said.

New Lenox announces lineup for Triple Play concert series

By SARWAT S. AHMAD Shaw Media correspondent NEW LENOX – Kenny Loggins, Lynyrd Skynyrd and the Steve Miller Band will come to New Lenox this summer.

Mayor Tim Baldermann announced during Monday’s Village Board meeting the lineup for the village’s seventh annual Triple Play concert series at the Commons.

Grammy-award winning Loggins, known for hits such as “Footloose” and “Danger Zone,” will kick off the series June 20. The Steve Miller Band will play July 18 and Lynyrd Skynyrd will end the series Sept. 5.

“You won’t see these [artists] playing any local festivals,” Baldermann said. “We are very fortunate.”

Tickets will be available from April 18 to May 29 to New Lenox residents for $75 for all three shows. Village Hall will

be open from 8:30 a.m. to 5 p.m. April 18, which is a Saturday, only to sell tickets.

On that day, there will be a limit of eight tickets sold per resident, Baldermann said.

Starting April 20, there will be no limit. A maximum of 5,000 tickets will be sold.

If any tickets remain after May 29, they will be available for $85 to nonresidents, as well. Baldermann does not believe this is likely, since tickets have sold out fast in the past.

Baldermann brought the series to the village in 2009 as a way to fund free community events, such as Christmas in the Commons, Kidsfest and movie nights. In the past, bands such as Heart, 10,000 Maniacs and Foreigner have played in the series.

Support for income tax revenue

Separately, the board ap-

proved a resolution urging Gov. Bruce Rauner and the General Assembly to protect money local municipalities get from their share of the state income tax.

The resolution was in response to Rauner’s budget proposal last month, which outlined a possible 50 percent cut in the dollars local municipalities get from the Local Government Distributive Fund.

Such a cut would result in a loss of $1.2 million for New Lenox – funding used to provide essential services to its residents. Baldermann said he is confident most Illinois mayors will pass the same resolution and that Rauner will not follow through on the proposal.

Colon cancer is the second leading cause of cancer death - for both men and women combined in the US. The good news is that if caught in the early localized stage, it has a 90 percent survival rate of more than five years, says Dr. Muneeb Qadri, a primary care physician on staff at Presence St. Joseph Medical Center, in Joliet.

“It’s something we can easily screen for,” Qadri explained.

That can’t be said of all cancers. That’s typically done with a colonoscopy, a procedure to look inside the colon.

Because of the prevalence of colon cancer and its high survival rate if caught early, an entire month - March - has been designated Colon Cancer Awareness Month.

“Ninety percent of new cases of colon cancer appear in people 50 and over,” Qadri said, so screening should start at 50 based on current guidelines; earlier if there’s a family history.

Screening is important, Qadri

said, because colon cancer isn’t easy to detect based just on symptoms, some of which can mimic other conditions like irritable bowel syndrome, constipation and hemorrhoids. Symptoms may include diarrhea and constipation, bleeding, chronic cramping, abdominal pain and unintended weight loss.

“The key is to let your doctor know,” Qadri said.

Qadri recommends a colonoscopy every 10 years, beginning at age 50, if results are normal. Frequency increases if any abnormalities or polyps are detected. Ninety percent of new cases of colon cancer are found in people 50 and over.

Risk factors include a diet high in red meat and processed meats. Conversely, a diet high in vegetables, fruits and whole grains will decrease risk. Other factors include physical inactivity, obesity, smoking and heavy alcohol use. Men should limit themselves to two drinks a day, and women, one.

A change diet and exercise, even after 50, can make a difference.

“No matter what age, you’ll see benefits,” Qadri said.

In other action, the board approved the village’s enrollment in a five-year electrical energy conservation program with ComEd, which would bring in revenues for turning off power at its two main water treatment plants

for one hour per year.

The village would switch to its generators for the duration and receive $49,000 for the first three years.

The village already shuts down the plants’ power annually from one to four hours to test its generators, Public Works Director Brian Williams said.

“It’s an opportunity to make some money for something we do anyway,” he said.

The village also would have the option to get paid $400 an hour for switching to

its generators at ComEd’s request on high demand days.

The board also approved a contract with BondingPoint LLC to create a New Lenox page at the InOur.Community website, which will offer residents the opportunity to accumulate points and win rewards for advocating village events and businesses on social media.

The free service also will reward the village with 35 percent of all advertising revenues after an initial investment recovery of $36,000

by BondingPoint.

Born: May 23, 1934; in Joliet, IL Died: March 9, 2015; in Joliet, IL Raymond L. “Ray” Balma, age 80, a longtime resident of Plainfield, IL, formerly of Joliet, IL, died Monday, March 9, 2015, at Presence St. Joseph Medical Center in Joliet after a brief illness. He was born May 23, 1934, in Joliet to the late Peter and Marguerite Balma.

Ray is survived by a sister-inlaw, Josephine Balma; a nephew, David; and niece, Linda. He is also survived by good friends, Gregory and Jennifer Cantu and their children, Reed, Gwendelyn and Olivia; Thomas Delrose and Don Picha.

He is also survived by many other friends, too numerous to list, and will be missed by them.

He was preceded in death by his brother, Peter Balma; and nephew, Ronald.

Ray was born in Joliet and resided for many years in Plainfield. He retired from Blue Ribbon Products of Joliet after 30 years of service and was a dedicated 18 year employee of The Corvette Collection. Ray served in the U.S. Army, stationed at Fort Leonard Wood, MO from 1957 to 1959 and was an avid sports fan who enjoyed fishing and NASCAR racing.

Pulitzer Prize-winner Claude Sitton dies at 89

By DON SCHANCHE Jr. The Associated Press ATLANTA – Journalist Claude Sitton, who set the pace for reporters covering the civil rights movement in the South in the 1950s and ’60s and later won a Pulitzer Prize for distinguished commentary, died Tuesday. He was 89.

Sitton’s son Clint said his father died Tuesday in Atlanta. He had been under hospice care with heart failure.

Sitton, a Georgia native, began crisscrossing the South for The New York Times in 1958 and became a leading figure among the reporters covering the civil rights struggle, said Hank Klibanoff, who co-authored “The Race Beat: The Press, the Civil Rights Struggle and the Awakening of a Nation.”

“What made him the gold standard was that he went where other reporters didn’t go, and once he got there they followed,” said Klibanoff, former managing editor of The Atlanta Journal-Constitution.

Sitton had joined the Times after working as a wire service reporter and for the now-disbanded U.S. Information Agency, serving as a liaison between diplomats and the media.

Klibanoff said Sitton felt determined to give an honest account of the racial struggle in his native South and catapulted the newspaper into a leading role in covering the movement.

“It was not that Claude was some flaming liberal or liberator,” Klibanoff said. “He just liked a good story and liked to have it first. And frequently he was reporting on injustice – and they knew, on the civil rights side, that if The New York Times wrote about it, it would get attention from important people.”

All grades’ registration fees will be increased by $10, and, as mandated by the state, cafeteria fees will be raised by 15 cents a lunch.

The school board approved the fee increase at its regular meeting last week.

“Every year at the March board meeting we review our fees and compare with other districts in our area,” Superintendent Kent Bugg said Monday. “Raising our registration fees by $10 still

puts us at the low end of the county.”

He said fees will appear to be higher than the $10 because the kindergarten through fifth-grade technology fee of $5 and the sixth- through 12th-grade technology fee of $10 also will be rolled into the registration fee for easier payment online.

With the waiting list growing for Grundy County preschool-age students who are at-risk, the board is again considering creating its own tuition-based preschool to house some of the 31 students who currently are waiting to get into preschool.

Bugg said the board will take action one way or the other at the April board meeting. His hopes are it will pass to help give a much-needed start to at-risk kids in the county before they enter kindergarten.

“If we don’t do anything these students will enter kindergarten at risk and will fall behind.”

The board discussed two options to finance the program. Option one would take

14 students off the at-risk list and would cause a net loss of $7,316, which would break even if the district charges tuition of $55 a month for each student. Option two would not limit it to the at-risk list and open it to 14 students at the cost of $200 a month in tuition. This would leave the district $19,000 ahead after expenses.

Bugg told board members that one of the main qualifiers for the at-risk list is to be below poverty level, and even $55 a month would be hard for those students, which make up some of the waiting list but not all.

The board will review this at the next study session before voting at on it in April.

In the 2011-12 academic year, nearly 11 percent – or 508 students – served through RSS came from District 299, while 8 percent – or 373 – were from Will County ROE. A little more than 110 students have been served in the RSS program in Will County since August, Pritchard said.

According to state school data, more than half of RSSP students were eligible for the program in fiscal 2012 because they faced expulsion. In that same year, nearly 18 percent were caught with drugs, while nearly 20 percent were involved in a fight. About 18 percent violated other school rules.

Medicaid plan gives some Illinois clients few local options

CHAMPAIGN – More than 11,000 Medicaid clients in east-central Illinois are signed up for a managed-care plan that isn’t accepted by many local doctors.

The News-Gazette said the clients either chose the Molina Healthcare plan or were placed under it by the state. It isn’t accepted by Carle Physician Group, Carle Foundation Hospital or Christie Clinic. Nearly 7,000 Medicaid clients in Champaign County are under the Molina plan.

The state recently worked to put Medicaid clients under managed-care plans, which pay insurers and health networks fixed fees per patient rather than paying separately for services. A 2011 Illinois law required an expansion of managed care to half of the state’s Medicaid patients by 2015.

John Hoffman, spokesman for the Illinois Department of Healthcare and Family Services, said about half of the state’s roughly 3 million Medicaid clients are now under managed-care plans. The switch began last summer in 15 central Illinois counties.

Gov. Rauner names new director of Get Covered Illinois

CHICAGO – Gov. Bruce Rauner has hired a Yale-educated former CIA intelligence officer to lead Illinois’ health insurance

enrollment efforts.

Rauner’s office announced Tuesday that Karin Zosel will be the new executive director of Get Covered Illinois, overseeing federal grant programs promoting insurance coverage.

Zosel worked most recently at MacMurray College in Jacksonville, where she created and implemented the college’s annual fund and managed its budget and operational expenses.

The governor’s office said Zosel has been a congressional aide, legal researcher and adjunct professor at Georgia Military College. She served as an intelligence officer for the CIA for nearly 10 years.

Suburbs pull funds from municipal investment pool

CHICAGO – Records show several governments in Chicago’s suburbs have withdrawn about

$1.3 billion from a municipal investment pool after it reported a loss last year.

The documents obtained by the Chicago Tribune show the Illinois Metropolitan Investment Fund, which is based in Oak Brook, had total assets of $723.7 million at the end of February.

That’s down from $2 billion at the end of September.

The investment pool disclosed a $50.4 million loss in October, saying it was victimized by financial fraud and that it is trying to get the money back.

Dozens of villages, schools and libraries have taken out their funds. Some have moved money to banks or a state-run investment fund.

Indictment pursued vs. Chicago-area Islamic school head

ROLLING MEADOWS – A prosecutor says grand jury

indictments will be pursued against the head of a suburban Islamic school who is charged with sexual assault.

Cook County Assistant State’s Attorney David Shin told the Chicago Tribune he will present evidence to a grand jury this week in the case of Mohammad Abdullah Saleem, 75, of Gilberts.

Separately, Saleem appeared in court Tuesday on charges of sex abuse and battery of a female school employee. Afterward, defense attorney Raymond Wigell said Saleem was holding up well and cooperating with the grand jury proceedings.

Wigell said Saleem has reduced his presence at the school because of “the questionable allegations.”

Shin said Saleem has been ordered to have no contact with the victim or anyone under age 18 and to surrender his passport.

Bustos said she’s the only Democratic member of Illinois’ congressional delegation from outside the Chicago area and won in November by 10 points in a district that, like Illinois, includes both rural and urban areas.

She told The Associated Press she is focused on serving her district but said, “I don’t close the door to opportunities.”

U.S. Rep. Tammy Duckworth of Hoffman Estates

An Iraq war veteran who lost both legs when her Blackhawk helicopter was shot down, Duckworth served as

an assistant secretary of Veterans Affairs. She unseated Congressman Joe Walsh to win her suburban Chicago district in 2012, won re-election in 2014 and recently returned from maternity leave after having her first child.

Duckworth said she will weigh the decision over “the coming weeks and months.”

“It is an enormous commitment to run, but I have never run away from difficult challenges before,” she said.

U.S. Rep. Bill Foster of Naperville

Foster is a physicist and businessman who was first elected to Congress in 2008 but lost his bid for re-election in 2010. Two years later he defeated longtime GOP U.S. Rep. Judy Biggert in a suburban Chicago district that had been redrawn to benefit Democrats. He won another term in November.

A spokeswoman for Foster said he declined to speak with AP about a possible 2016 Senate run.

State Sen. Napoleon Harris of Harvey

A former professional football player who also played at Northwestern University, Harris now owns pizza restaurants in Chicago’s south

suburbs. He won his first term in the Illinois Senate in 2012. Months later he launched a bid for U.S. Rep. Jesse Jackson Jr.’s congressional seat, but dropped out and threw his support behind the eventual victor, former state Rep. Robin Kelly.

Harris told AP he is focusing on being “a good state senator” and isn’t rushing his decision.

“I’m considering it,” he said. “But we have to get a few things together and we’ll see.”

Kelly won a 2013 special election to replace Congressman Jesse Jackson Jr., who left office before being indicted on federal corruption charges.

She easily won re-election last fall in a district that includes part of Chicago’s South Side and south suburbs.

A former Illinois state representative, she lost a 2010 bid for Illinois Treasurer – a race she noted makes her the only candidate mentioned so far who has experience running for statewide office.

Kelly said she is doing her due diligence regarding a 2016 bid and “seeing if there’s a pathway to victory.”

By SOPHIA TAREEN The Associated Press CHICAGO – The troubled state agency overseeing child welfare in Illinois agreed to allow outside experts to help monitor residential treatment centers and placement services under a court document approved Tuesday by a federal judge.

Illinois’ Department of Children and Family Services and the American Civil Liberties Union of Illinois settled on a short-term compliance plan that said the agency will resume using University of Illinois at Chicago clinicians and provide regular reports while longer-term solutions are drafted.

The agency’s problems have been widely publicized since a 1988 class-action lawsuit over management led to a consent decree. More recently, newspaper investigations have revealed problems and state legislators have called for change. The latest agreement follows a March lawsuit by the ACLU alleging “dangerously inadequate” care and services and is part of the consent decree.

“The experts are going to help us deal with the most acute problems,” said ACLU attorney Ben Wolf.

DCFS officials were “encouraged by the agreement” and look forward to ensuring “the agreement is implemented to the satisfaction of the court and the children and families we serve,” agency spokesman Andrew Flach said in a statement.

The Chicago Sun-Times and WBEZ recently published stories about childabuse and neglect deaths. The Chicago Tribune has run a series detailing reported claims of abuse, violence and prostitution at residential treatment centers where some wards of the state are housed.

The monitors are affiliated with the university’s department of psychiatry. DCFS had previously used such clinicians, but later moved to in-house monitoring. The university experts will be given access to residential treatment centers and will review services for children who have been waiting “excessive time” for foster care placements. Both sides plan to submit recommended experts to assess longterm solutions.

DCFS officials said they didn’t expect the agreement would create a “substantial impact” on the agency’s budget and would use resources that already have been allocated.

CHICAGO – When U.S. Sen. Mark Kirk suffered a debilitating stroke in 2012, he faced a grueling recovery and serious questions about how he could continue his political career.

Now, the Illinois Republican – who won the Senate seat Barack Obama vacated to run for president – is one of the Democrats’ top targets as they try to recapture control of the chamber. But far from downplaying his Mark Kirk disability, which requires him to rely on a cane or wheelchair at times, Kirk believes it gives him a unique advantage.

Kirk says the setback has raised his public profile, noting that more people now stop to greet and encourage him. He believes it will help steel him against attacks by Democrats lining up to paint him as too extreme for a state that, before he took office, had only elected one GOP candidate to the Senate since 1968.

“Now I’m definitely a disabled American with a wheelchair,” Kirk

said in an interview. “That makes me not quite the demonizable Republican candidate that you would think.”

With more traditionally Democratic voters turning out in a presidential year, Kirk likely faces an even tougher contest for re-election than he did in winning a first term. Illinois last voted for a Republican during George H.W. Bush’s landslide victory in 1988, and enthusiasm is expected to be particularly high if Hillary Rodham Clinton – who grew up in the Chicago suburbs – is the Democratic nominee.

“It’s a very different electorate in a presidential year,” said U.S. Rep. Cheri Bustos, one of several Democrats exploring a challenge.

Kirk wouldn’t be the first senator to win re-election following a serious health setback. Democratic U.S. Sen. Tim Johnson of South Dakota easily won re-election in 2008, two years after suffering a life-threatening brain hemorrhage. He returned to work the following year, his speech sometimes slurred and using a motorized scooter.

Kirk’s speech is slower than it was before his stroke, and it can take him longer to respond to questions. If he has trouble articulating answers in a debate or other setting, voters could

And the inability of unions to exact a price for the first round of legislation targeting them in 2011 is encouraging even more proposals to limit their power.

The Republican wave in the November elections left many unions nationwide looking exceptionally vulnerable. In West Virginia, a union PAC spent $1.4 million trying to keep the statehouse in Democratic hands but couldn’t reverse the cultural trends turning the state red.

Exit polls found that even union members were split almost evenly between the Republican and the Democrat in

the major statewide race for U.S. Senate.

Now Republicans, in control of the state legislature for the first time since 1931, are taking advantage of their opportunity, pushing measures to expand nonunion charter schools and scale back requirements that public projects pay higher, union-scale wages.

In Wisconsin, Walker beat back attempts to recall him after he signed a law limiting collective bargaining by public sector workers in 2011.

His signature on the right-towork law now makes Wisconsin the 25th state to ban contracts that force all workers to pay union dues. Both he and Michigan Gov. Rick Snyder, who signed a right-to-work law in 2012 and was also opposed by unions, won re-election in November.

“Their examples were inspiring,” said Victor Joecks of the Nevada Policy Research Institute, a conservative think tank whose ideas for limiting labor power have been embraced by Republicans who have taken over that state’s legislature for the first time since 1929. The message, he said, was, “Hey, this

is possible, and it’s better for the state, and the taxpayers appreciate it.”

With many legislative sessions just beginning, nearly 800 union-related bills have been proposed in statehouses, according to the National Conference of State Legislatures.

President Barack Obama expressed his concern about the latest Wisconsin move and the general assault on unions.

“It’s inexcusable that, over the past several years, just when middle-class families and workers need that kind of security the most, there’s been a sustained, coordinated assault on unions, led by powerful interests and their allies in government,” Obama said in a statement Monday.

“I’m deeply disappointed that a new anti-worker law in Wisconsin will weaken, rather than strengthen workers in the new economy.”

A right-to-work bill passed the lower house of the Missouri Legislature, although it’s likely to be vetoed by the state’s Democratic governor.

Indiana is also moving to eliminate requiring union-level wages on public projects.

New low in relations between Obama, GOP

There has been little direct communication between Obama and the GOP leadership on Capitol Hill since Republicans took full control of Congress in January.

Obama has threatened to veto more than a dozen Republican-backed bills. And House Speaker John Boehner infuriated the White House by inviting Israeli Prime Minister Benjamin Netanyahu to address Congress without consulting the administration first.

But the dispute over Obama’s high-stakes nuclear negotiations with Iran has put the relationship perhaps beyond repair.

The president and his advisers are seething over Republican efforts to undermine the sensitive discussions with Iran, most recently by sending an “open letter” to the country’s leaders warning that any nuclear deal could expire the day Obama walks out of the Oval Office. “I cannot recall another instance in which senators wrote directly to advise another country – much less a longtime foreign adversary – that the president does not have the constitutional authority to reach a meaning-

ful understanding with them,” Vice President Joe Biden, who spent nearly four decades in the Senate, said in an unusually harsh statement.

For their part, Republican lawmakers call their outreach to a hostile nation a reasonable response to an administration they say has spurned Congress and ignored its prerogatives at every turn. It’s the starkest sign yet that Republicans see an adversary, not a potential partner, in Obama’s White House – even on foreign policy issues where partisan differences have traditionally been somewhat muted.

“The mutual efforts to work together under this administration have just disappeared, so I think there’s a sense now that extraordinary things occasionally need to happen to be sure that the president understands how strongly the Congress feels,” said Sen. Roy Blunt, R-Mo. The dismal state of the relationship has largely sunk the slim prospects for bipartisan cooperation in Obama’s final two years in office, with one exception being work on international trade agreements that the White House and Republicans have long supported. And with Obama firmly eyeing his legacy, even his own advisers have conceded that a president who took office vowing to bridge partisan divides is virtually powerless to influence his political opponents.

UNITED NATIONS – Confronting a growing political furor, Hillary Rodham Clinton conceded Tuesday it was a mistake to exclusively use private email as secretary of state, but she defiantly rejected accusations that she created a security risk or violated the law. She also defended getting rid of tens of thousands of personal emails.

“I fully complied with every rule I was governed by,” Clinton said in a 20-minute news conference that marked her first comments on the controversy.

Clinton’s acknowledgement that she deleted emails she described as personal in nature is likely to fuel further criticism from Republicans who see the matter as harmful to the former secretary of state’s all-but-certain presidential campaign. Because her emails were run off a personal server she does not intend to turn over to the government, there is no way to independently verify the content of the discarded emails.

What’s at stake in pension reform case REEDER REPORT Scott Reeder SPRINGFIELD – “No wonder the state of Illinois is broke.”

That’s what my dining companion said over lunch Monday when I mentioned that one of every 10 state workers takes in more than $100,000 per year.

I happened to remark on that figure after reading an Associated Press story in my morning newspaper.

Of course, that only tells part of the story.

State workers receive health insurance and pension benefits far more generous than most of their counterparts in the private sector.

The Illinois Supreme Court is to hear arguments March 18 over whether those pension benefits can be trimmed.

The state has $111 billion in unfunded pension liabilities, and it won’t be able to get its fiscal house in order until something is done to resolve the situation.

Pension payments are competing with basic state services for limited tax dollars.

The case being considered by the high court hinges on whether this crisis is sufficient cause for the state to alter promised pension benefits.

The pension protection clause in the state Constitution protects benefits from being “impaired or diminished.”

But no constitutional right is absolute.

I make my living based on the protections provided by the U.S. Constitution’s First Amendment: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the

press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”

But as my journalism law professor pointed out to me many years ago, freedom of speech doesn’t allow you to holler “fire” in a crowded theater if there isn’t a fire.

In other words, sometimes a seemingly absolute right can be restricted if it puts others in danger.

And that’s just what will happen if the Illinois Supreme Court rules in favor of the unions that are challenging a pension reform law passed last year.

Paying pension benefits will take priority over the most basic of state services: incarcerating criminals, educating children and providing basic services to the most vulnerable.

In his recent budget address, Gov. Bruce Rauner ruffled some union feathers when he called for cutting Medicaid reimbursements to hospitals, trimming funding for state universities and decreasing health insurance benefits for state workers.

But state workers should take comfort that the budget slightly increases the number of workers employed by the state and doesn’t close any major state facilities.

If the state Supreme Court rules against pension reform, don’t expect that to continue to be the case.

Basic state services will be cut, workers will be laid off and state facilities shuttered.

No one likes the idea of cutting pension benefits.

But the alternative for state workers and the people of Illinois is far more bleak.

We worked our butts off to get the Republicans majorities in the Senate and the House, and we still can’t get anything done the way we want it. It drives me crazy that our elected Republican officials are being outsmarted by the minority Democrats at every turn. Maybe they should hire some outside consultants to show them the way. As pension case goes to court, what to remember To the Editor:

Here are a few more things to remember about the Illinois pension crisis. Eric Madiar, former chief legal counsel to Senate President John Cullerton, reported last September that politicians have been “shorting pension funds since 1917.” Got that? Almost a century. The Chicago-Kent College of Law also confirms this. No, that’s not a typo – 1917.

In 1917, the Illinois Pension Laws Commission warned state leaders in a report that the retirement systems were nearing “insolvency.” That

went unheeded, as were similar warnings and funding recommendations found in decades of public pension reports issued before and after the Pension Clause was added to the Illinois Constitution in 1970.

In the July 2014 Illinois Supreme Court’s decision, the court explained that the “clause” was intended to “insulate” benefits from “diminishment or impairment by the General Assembly” and that the court could not rewrite the clause “to include restrictions and limitations that the drafters did not express and the citizens of Illinois did not approve.”

I pray our Illinois Supreme Court justices will weigh the “preponderance of evidence” when they make their decision. Retirees and active public employees never defaulted on their pension contributions.

Neuqua defense ends Providence’s run

Had it stayed inside the cylinder, Providence boys basketball – the No. 4 seed in the Class 4A Bolingbrook Sectional – would have led No. 1 Neuqua, 30-24, after three quarters.

Instead, the Wildcats stayed close. The Celtics had the opening possession of the fourth quarter and missed a shot.

Neuqua rebounded.

The momentum had turned, and Neuqua went on to end Providence’s sterling late-season run, 45-36. The Wildcats (27-4) will face the winner of Wednesday night’s Plainfield East vs. Bolingbrook semifinal in Friday’s championship game.

“I thought right there we were going to turn the corner,” Providence coach Tim Trendel said of the end of the third quarter and beginning of the fourth. “But we ran into another senior-dominated team, like we are, and they did the job.”

After Providence failed to score on the first possession of the fourth quarter, Neuqua point guard Desmond George hit two free throws and consecutive 3-pointers to put his team on top, 32-30. Jake Rost scored for Providence off a feed from Tyler Pygon to tie it, but Neuqua stepped up its tight man-to-man defense, took control of the defensive boards and put it away.

“You have to give Neuqua Valley credit,” Providence senior guard Troy Howat said.

“They shut us down defensively, and we got away from our staple down the stretch – which is moving the ball, being unselfish.

“Our shots weren’t falling tonight. I got out of rhythm myself. But again, you have to credit Neuqua.”

Howat, who has been outstanding the second half of the season, settled for five points on 2-of-8 shooting. He did not score in the second half, when the Celtics shot 25 percent on 5 of 20.

“But their defense got us, and they were tough on the boards.

They kept balls alive. It’s been awhile, a long while, since we were held to 36 points.”

Trendel used only six players, with Nate Vejvoda the only nonstarter to see the floor.

“Maybe we had some tired legs there toward the end,” Trendel said. “If I had it to do over, I might expand our rotation. We went through Loyola, St. Rita, Hales, St. Joe’s [in the Chicago Catholic League Tournament], and our kids are beat up.”

Providence (21-10) had won

13 of 14 coming in and had some observers feeling the Celtics were a team that could make a long run, perhaps all the way to state.

“You have to give them credit,” Boykin said. “We didn’t get much on the offensive end against them all night. They were the better team today.

“Still, I was excited to be here, and more than that, I am blessed to have had the opportunity to play with these guys.”

Boykin concluded his fourth season with the varsity, and this was third time in that span the Celtics won a regional and lost in the sectional semifinal.

Once Boykin and Vejvoda got healthy and in basketball shape after the Celtics’ run to the Class 7A state football championship, this team was ready to make some noise.

It was just one of those nights when the opposing defense won the war.

CLASS 3A RICH EAST BOYS BASKETBALL SECTIONAL SEMIFINAL: LINCOLN-WAY WEST 63, STREATOR 53

PARK FOREST – Lincoln-Way West’s boys basketball made its first sectional appearance Tuesday, and as is often the case in big-game debuts, there was plenty of drama.

But each time Streator threw its best punch, the Warriors responded to the challenge and wound up capturing a 63-53 victory in the Class 3A Rich East Sectional semifinals.

The win advances West (217) to Friday’s championship game against the winner of Wednesday’s semifinal, between Hillcrest and the host Rockets.

The Bulldogs (23-8), who were Interstate Eight champions, were trying to win a sectional game for the first time since 1964, which also was the last time they had won as many games.

The contest appeared good for the Warriors after they used a 22-14 second quarter to grab a 37-26 halftime lead, but Streator kept up the pressure.

After Streator got as close as 44-40 early in the fourth quarter, West used a 6-0 spurt – which featured a layups from Craig Majcher (eight points), Marco Pettinato (16 points, five rebounds) and Jon Marotta (17 points, seven rebounds) – to widen the lead.

“It didn’t matter how far away they are – their fans came out to support their team, and they had the sixth man, and that really helped them to stay energized,” Pettinato said. “That was a good, skilled team that was a lot like us. I could see it out on the court that they were a closeknit group and they played really hard for each other. We’re obviously pumped to be playing for a sectional title. This is what you play basketball for, big moments like this.”

The Warriors only led, 15-12, after one quarter but started to establish control in the second period. A 7-0 run – featuring a layup by Pettinato, a pair of free throws from Marotta and a 3-pointer from Trace Howard (five points) – resulted in a 29-20 advantage.

“We knew that they were a very good team,” West coach Brian Flaherty said. “We had a tough time staying with them man-to-man; and every time they made a run, we let the crowd dictate how we were playing and got excited and started playing a little quick.

We told our kids that we had to play the game at our pace, not the way they wanted to.

“But the kids showed some grit and resolve and dealt with adversity the right way and got calm and were able to make the plays that they needed to.”

USF preparing for early bird special Dick Goss The University of St. Francis men’s basketball players normally eat a meal about four hours before a game begins.

On the front end of the day, they may or may not be out of bed at 8:30 a.m.

Their routine is being scrambled mercilessly this week, yet second-year coach Ryan Marks said this may not be a bad thing.

“We have a fun-loving, eclectic bunch,” Marks said.

“Maybe this will be right up their alley.”

Marks’ Saints qualified for the 32-team NAIA Division II national tournament at College of the Ozarks in Point Lookout, Missouri. Eight firstround games are scheduled Wednesday and eight Thursday.

USF, in the field as one of eight at-large qualifiers after finishing in a three-way tie with Olivet Nazarene and Cardinal Stritch for first place in the Chicagoland Collegiate Athletic Conference, has the distinction of tipping off Thursday action against No. 11 seed St. Francis (Indiana).

Yes, at 8:30 a.m. Ugh. “I think 4:30 a.m. is too early to eat,” Marks said.

“So we will meet at 5:30 or 5:45 and have something, and hope at least some of it has a chance to digest by the time we play.

“But it is interesting to be playing at 8:30, to see how we play. It adds an unusual twist.

It’s not ideal because there really is no rhyme or reason to preparing for that, although we have been having morning practices. What may be the case is the first few minutes of the game at that hour may be even more important than usual.”

The Saints (23-9) are in the national tournament for the first time in 19 years. As Marks noted, the other St. Francis, which is 25-7, “has been there a bunch of times, so they have the experience advantage. We better be ready and play well.”

Marks said when you look at the Saints’ season, they earned several quality wins, they played a high-caliber nonconference schedule, and they shared the title in a strong CCAC. They were ranked 22nd in the final poll.

So they have earned the right to be on the national stage.

Now, they hope to get on a run. The tournament continues through next Tuesday.

The two teams that meet in the title game will have played five games in either six or

seven days.

“First of all, we have to shoot the ball well if we are going to advance,” Marks said. “It’s not rocket science.

You make your shots, and it breeds confidence. Fortunately, we have been a pretty good shooting team most of the season.”

The Saints are shooting 45.8 percent for the season, including 38 percent from 3-point range on 233 of 618.

They also have converted free throws at a 76 percent clip.

Offense, however, is only part of the equation.

“Also key is our defensive mindset.,” Marks said. “Every team at the national tournament has a lot of offensive weapons. St. Francis of Indiana has some game-changer guys, and so we have to carry through defensively for 40 minutes.”

Marks said St. Francis is better this season than it was last season largely because of improved defense. “When we have struggled, it’s been more on that end of the court,” he said.

The Saints have used depth to their advantage. They have six players averaging between 20 and 29 minutes a game and four others between 12 and 14 minutes. That depth has helped keep the defensive heat turned up.

Forward Ilya Ilyayev has been a leader, averaging 17.4 points and seven rebounds.

Ed Presniakovas (Plainfield South) averages 13.1 points, Jens Kennedy (Dwight) 12.2,

Jo Jo Ballestero 8.3 and Jake Raspopovich 6.5.

Matt Sherriff, a starting guard who averages 4.4 points, is the injury concern. He suffered a sprained ankle early in USF’s loss to Cardinal Stritch in the CCAC semifinals, but Marks hopes he will be able to play Thursday.

Marks has said all season long that he likes the chemistry on this team. It’s a group where nobody cares who scores the points as long as the team succeeds.

“I thought we sputtered a bit in mid-February, when we lost close games at the end,” Marks said. “But we’ve had some good stretches, too.

We’ve shown we are capable of playing at a high level, and the guys seem to be enthusiastic about playing in the national tournament.”

Tipping off at 8:30 a.m.

Lewis finishes 1, 2: The Flyers cap-

tured the two top spots in the fourteam Loyola New Orleans Spring Invitational. Lewis’ A squad was victorious with a two-day score of 608, and the B squad came in second with 656.

Jeremy Fraser won the invite with a two-round season-best score of 149. Alex Thode (second, 151), Austin Buente (fourth, 152), Robert Dofflemyer III (fifth, 156) finished in the top five, while Ryan Frederick (Lockport) rounded out the A squad with a 12thplace finish (166).

Eric Raube was the top golfer on the B squad finishing sixth with 161.

Trent Smith and Trace Moustakas tied for seventh with 162, Jack Korzon took 15th (171), and Brandon Bolling took 17th (174).

Cubs hit 3 HRs in row vs. but stay winless The ASSOCIATED PRESS GOODYEAR, Ariz. – The new-look Chicago Cubs are trying to build a team that soon will win a lot of games.

In the meantime, maybe just one victory would be nice.

Jorge Soler, Javier Baez and Kris Bryant hit consecutive home runs for the Cubs and yet they still became the only winless team in the majors this spring, falling Tuesday to the Cleveland Indians, 10-6.

“If we started like this during the season, we’d probably start to press,” starting pitcher Travis Wood said.

“It’s spring and these things will happen. It is better it happens now.”

The Cubs, full of expectations this season under first-year manager Joe

Maddon, dropped to 0-6. Milwaukee posted its first exhibition win earlier in the day.

Royals fall 6-2 to White Sox in 1st loss of spring training

SURPRISE, Ariz. – Jeremy Guthrie, the starting and losing pitcher in Game 7 of the World Series, got off to rough spring debut Tuesday, and the Kansas City Royals lost to the White Sox, 6-2.

Micah Johnson went 4 for 4, scored

two runs and drove in one as the Sox handed the Royals their first loss this spring after six wins.

Guthrie yielded three runs on four hits and a hit batter in the first inning but retired the last four batters he faced.

Johnson has six straight hits, including a tying, ninth-inning homer Monday against Arizona, to raise his average to .500.

Jose Abreu contributed two hits, drove in a run and scored a run.

Jarrod Dyson led off the Royals first with a homer against Tyler Danish, a highly touted Sox prospect. Danish, 20, permitted two runs on three hits in 2 1-3 innings. “That was definitely big for me to see what I saw live today,” Danish said.

BABSON PARK/LAKE WALES, Fla. – St. Francis’ baseball team jumped on top of Purdue North Central early in a 15-5 victory, but the Saints failed to hold an 8-2 lead in the nightcap of an eventual 10-8 loss to Warner (Florida).

Against Purdue North Central, Matt Scott had a two-run single for the Saints (3-6) and finished the game with three hits. Brandon Mendoza and CJ Duffek also drove in a pair of runs with each player gaining one RBI on back-to-back doubles.

Geno Cabral extended his string of two-hit games to three, while Kyle Cunningham (Joliet Catholic) went 2 for 4 with two runs scored and another two driven in. Kevin Mampe (Lincoln-Way Central) (1-0) registered his first collegiate win with two scoreless innings in relief. Three of his six outs were strikeouts.

In the nightcap, the Saints built their lead behind three hits and two RBIs from Rick Faron and two hits each from Mendoza and Kjeld Torkelson (Morris). Roger Wilson (0-1) took the loss.

Report: Jay Cutler will be back with the Bears in 2015

By KEVIN FISHBAIN kfishbain@chicagofootball.com ESPN’s Chris Mortensen reported Tuesday morning Jay Cutler was not being shopped for a trade and that the Bears expect him to be the quarterback in 2015.

There was a report from AM-670’s Dan Bernstein on Monday that the Bears were “actively shopping” Cutler, who had 24 turnovers last season and is due $10 million guaranteed for 2016 on the third day of the league year, which is Thursday.

When speaking to the media at the Combine, neither John Fox nor Ryan Pace committed to Cutler as the starter for 2015, making it clear they were going to do their due diligence and continue to get to know Cutler before making a decision.

“We’re going to take the full amount of time to gather information, visit and build a relationship and, hopefully, make the best decision for our organization,” Fox said.

Cutler has one playoff win as a Bear.

He didn’t overlap with new offensive coordinator Adam Gase in Denver, but according to the ESPN report, Gase has been “enthusiastically making plans with a playbook they believe will accentuate

Cutler’s strengths with the available talent around him.”

Cutler is the franchise’s leader in passing yards and is eight touchdown passes away from passing Sid Luckman’s club record for a career. Out of Bears quarterbacks with at least 300 pass attempts, Cutler has the best passer rating – 84.3.

Unlike Brandon Marshall, Cutler’s contract didn’t facilitate any potential trade. For 2015, Cutler is due a base salary of $15.5 million and will count $16.5 million against the cap. Cutting him would have meant the team would have $19.5 million of dead money, which would count against the cap. A trade would have made that easier, and while the team said they were not shopping him, it’s also possible there were no takers or fair deals to be made.

The quarterback draft class is considered weak after the top two prospects, Jameis Winston and Marcus Mariota.

In free agency, the top quarterbacks available are Matt Moore, Jake Locker and Brian Hoyer.

Former Giant Rolle visiting Bears

By KEVIN FISHBAIN kfishbain@chicagofootball.com When free agency got underway Tuesday, there were conflicting reports over where the Bears and former Giants and Cardinals safety Antrel Rolle were at in terms of a contract, but we do know Rolle had planned to visit the Bears.

R o l l e ’ s Antrel Rolle agent Drew Rosenhaus confirmed the visit on Twitter but emphasized Rolle did not have an agreement in place with the Bears or any other team.

The 32-year-old former top10 pick has started 80 consecutive regular-season games.

Last season, Rolle started every game for the Giants and made 87 tackles, nine passes defensed and three interceptions, but he was ranked by Pro Football Focus as 81st among 87 safeties graded.

Rolle is a three-time Pro Bowler, including 2013, when he had six picks and 12 passes defensed. The Bears have a big need at safety, and Rolle could reunite with Ryan Mundy, his teammate in New York in 2013.

On Twitter, Rolle retweeted a congratulatory tweet from former Giants player Carl Banks, who mentioned the Bears. On Monday, Rolle tweeted, “I am just ready to play ball PERIOD. I wish nothing but the best for every free agent on the market. This game is tough.”

Here’s what Giants coach Tom Coughlin said about Rolle at the Combine: “He’s an outstanding young man, and really, I’ve never come across a player that was more interested in his team and trying to help his team be better in any way they could.

Simple dish uses lamb and Guinness

By ALISON LADMAN The Associated Press Chicken and dumplings is a wonderfully simple, deliciously comforting dish – a thick, meaty stew bubbling away beneath a patchwork of moist, pillowy dumplings.

So we decided to channel that comfort for a dish suited for St. Patrick’s Day. Taking inspiration from classic Irish ingredients and dishes, we came up with this over-the-top savory lamb stew with a rich broth made from beef stock, Guinness beer and fresh rosemary.

And dolloped over the top? Soda bread-style dumplings that are at once hearty and tender.

Like most stews, this one only improves with age. For a do-ahead option, prepare the stew as directed, but chill it after the pureeing and recombining steps. When ready to serve,

return the stew to a simmer, then proceed with the dumpling portion of the recipe.

Guinness Lamb Stew With Walnut Irish Soda Bread Dumplings

1½ cups white whole-wheat flour ¾ cup all-purpose flour ¾ teaspoon baking soda 1½ cups buttermilk 1 egg 3 tablespoons butter, melted

2 pounds lamb stew meat, cut into 1½inch pieces Kosher salt and ground black pepper 1 pound mixed mushrooms, sliced 1 large yellow onion, diced 2 medium carrots, peeled and diced 2 celery stalks, diced 1 small potato, peeled and diced 1 teaspoon ground cumin 1 tablespoon finely minced fresh rosemary 12-ounce bottle Guinness beer 3 cups low-sodium beef stock ½ cup chopped toasted walnuts

Season the lamb with salt and pepper.

Heat a large Dutch oven or heavy bottomed pot over medium-high. Add the lamb and sear until well browned. Use a slotted spoon to transfer the lamb to a plate. Add the mushrooms to the pot and cook until well browned and tender, 8 to 10 minutes. Use a slotted spoon to transfer mushrooms to a bowl and set aside.

Add the onion, carrots, celery, potato, cumin and rosemary to the pot. Cook until beginning to brown, 6 to 8 minutes. Return the lamb to the pot. Add the Guinness and broth. Cover and cook for 45 to 60 minutes, or until the lamb is tender and the vegetables are cooked through. Using tongs,

transfer the chunks of lamb to the bowl with the mushrooms.

Working in batches if necessary, ladle the vegetables and broth into a blender and blend until smooth. Return the mixture to the pot, along with the lamb and mushrooms.

Return to a low simmer.

In a medium bowl, stir together the walnuts, both flours, ¾ teaspoon salt and baking soda. In another bowl, whisk together the buttermilk, egg and melted butter. Gently mix the buttermilk mixture into the flour mixture. Using a spoon or a cookie/ice cream scoop, dollop the dough on top of the stew.

Cover and cook for about 10 minutes, or until the dumplings are cooked through.

Nutrition information per serving: 680 calories; 220 calories from fat (32 percent of total calories); 25 g fat (9 g saturated; 0 g trans fats); 155 mg cholesterol; 66 g carbohydrate; 9 g fiber; 8 g sugar; 46 g protein; 780 mg sodium.

How do you treat arthritis in your feet?

The most common form of arthritis is osteoarthritis, also known as degenerative arthritis.

It affects about half of all arthritis sufferers.

When it strikes the feet, it can be particularly distressing. Although there is little soft tissue swelling, joints often become enlarged, stiff and painful. Anti-inflammatory drugs may be prescribed for the pain, and certain exercises can relieve some of the pressure by strengthening muscles around the joints.

Waling and rolling an empty soft drink bottle under the foot are often useful techniques.

Your doctor may also perform ultrasound or heat treatments. For more advanced, debilitating cases, surgery may be recommended to remove bony particles or replace the joint with an artificial implant.

Q: What is hyperacusis?

A: Hyperacusis is a disorder in loudness perception. People suffering from hyperacusis may appear overly sensitive to a range of sounds, finding many noises unbearable and painfully loud. The condition can affect children and adults, but is not common, occurring in an estimated one in 50,000 people. There are a number of causes but one of the most common cause is related to damage to the cochlea (inner ear) due to noise exposure. People who suffer from hyperacusis often complain of living in a world in which the volume seems to be turned up too high. Because of this, their quality of life is affected, and they may begin to avoid normal social situations or have difficulty at work. Treatment can involve retraining and acoustic therapies somewhat similar to tinnitus treatment.

Are pre-empts always the answer?

Antony Beevor, an English historian and author, said, “I believe passionately in pre-emptive pessimism, especially before a book comes out. I expect the worst both from reviewers and sales, and then, with any luck, I may be proved wrong.”

Bridge players these days have pre-emptive optimism. Every chance they get, they open with a pre-empt. But sometimes that tactic backfires.

Today’s deal occurred during a small duplicate. At several tables, North opened three diamonds in the second position, despite the four-card spade suit. This was always passed out. East typically led a heart, and the defenders took two hearts, two diamonds and one or two spades.

When North passed, the auction went as given. North was not sure what to do over West’s two-heart response, but he knew his hand had great potential for play in spades.

East wondered about bidding five hearts, but remembered that his partner was a passed hand. (Five hearts could have been defeated by four tricks, NorthSouth taking one spade, one diamond, one diamond ruff, two clubs and one club ruff.) If West had led a heart, the defenders could have forced declarer to guess trumps. But a club lead was normal. South immediately discarded both of dummy’s heart losers, ruffed a heart in the dummy, and ran the spade nine, the percentage play for one loser. When that pulled out the ace, the spade suit split 2-2, and diamonds were 3-2, declarer brought home 12 tricks for a top.

In the second seat, you should have a textbook hand for a pre-empt because you are already past one opponent and are more likely than usual to be making life tough for your partner.

To better control your anger, consider an anger management program.

Such programs help people tone down their anger, respond to threatening situations less aggressively and use positive behavior strategies.

It remains to be proven that anger management can reduce heart trouble and strokes. However, I’ll bet it does.

Other strategies for keeping anger at bay include the following: RELAX. In the heat of the moment, try to step back and take some deep breaths.

REFRAME YOUR THINKING. When angry, people tend to exaggerate.

COMMUNICATE WITH CARE. During an argument, slow down. Listen carefully to what the other person is saying and stop to think before responding.

CHANGE YOUR ENVIRONMENT. When your immediate surroundings trigger rage, move away if possible. Don’t try to get back at whoever or whatever is making you angry. Just walk away.

Medication may also help. Limited evidence suggests that beta blockers, which slow the heart rate and control blood pressure, may lessen the effect of anger on the heart. And antidepressant drugs known as SSRIs may reduce the frequency of angry outbursts and help you better control your impulses.

Dear Doctor K: I have a bad temper. Could my anger trigger a heart attack?

Dear Reader: You’ve seen it in movies: A character shouts in anger -- then drops to the floor clutching his chest. But this isn’t just a movie scenario. Research shows that in the two hours after an angry outburst, a person has a slightly higher risk of having heart trouble.

By heart trouble, I mean chest pain (angina), a heart attack, or a dangerous heart rhythm that can lead to sudden death.

The person also is at higher risk for having a stroke.

How does a surge of anger increase your risk for heart trouble or a stroke? I spoke to my colleague Dr. Murray A. Mittleman, an associate professor of medicine at Harvard Medical School, about how anger can trigger heart trouble.

He explained that anger causes an outpouring of stress hormones. These hormones make your heart beat faster and your blood pressure rise. They also make your blood more likely to clot.

The risk that any particular surge of anger will cause heart trouble or a stroke is small, but it’s real. And it’s much higher in people who have heart disease. Unfortunately, many people who have heart disease don’t know it. About 80 percent of people who have sudden death occurring outside the hospital did not know that they had heart disease.

So if you know you have heart disease, or risk factors for heart disease, it’s particularly important to avoid situations that might cause you to be angry. I know that’s easier said than done -- but it can be done. Sometimes you need to make decisions that you don’t want to make, such as looking for a new job if it’s making you constantly angry.
