Barber replacement likely to be named at April 1 meeting

By BILL WIMBISCUS bwimbiscus@shawmedia.com JOLIET – Mayor Tom Giarrante is unlikely to present a replacement candidate for District 4 Councilwoman Susie Barber before April.

Barber resigned March 5, citing health reasons that had prevented since August her attendance at City Council Susie Barber meetings.

District 4 Giarrante said he has received some applications for the position, but not as many as he had anticipated. But the mayor said he believes a few more candidates will be forthcoming from the district.

“I’ve heard that the residents want to get together to kick it around,” Giarrante said.

Giarrante said he expects to recommend a replacement for Barber at the council’s April 1 meeting.

Alicia Morales, who came in second when Barber was re-elected in 2011, said she plans to submit her resume for the seat.

Bettye Gavin, a District 4 resident and member of the Parkwood Neighborhood Council, said finding the right candidate was crucial.

“We want a candidate with great leadership skills, someone with great passion for the community,” Gavin said. “We have a diverse district and we want to make sure the person who is emerging has the capability of speaking and working with the entire community.”

Nominees must be qualified to be considered for the position, City Attorney Jeff Plyman said.

“The nominee must be eligible to vote in city elections

and must have been resident of District 4 for at least one year,” Plyman said.

Giarrante has 60 days to present a replacement for Barber to the council for approval, according to Plyman. The council then will have 30 days to approve or reject the mayor’s selection.

If the council rejects the first candidate, the mayor will present a second candidate, whom the council again will have 30 days to approve or reject.

If the council rejects the second candidate, the mayor then can make a “temporary appointment” of one of the two candidates without council approval. The appointment remains in effect until another mayoral nominee receives a simple majority or until the post is filled by election.

The District 4 seat will be up for election in the April 7, 2015, general election.

Proposed fee could put a dent in new courthouse costs

By LAUREN LEONE–CROSS lleonecross@shawmedia.com Chief Judge Richard Schoenstedt hopes to put a dent in the estimated $140 million to $200 million needed to construct a new courthouse in Will County – starting with a proposed “filing fee.”

“A new courthouse, in anybody’s estimation, is going to have a high cost to it,” Schoenstedt said. “As chief judge, I think I have a responsibility to the other branches of county government to do what I can to find the different revenue streams that we’re going to have to cobble together to make this work.”

Schoenstedt has had several talks with state lawmakers during the last several months.

They came up with legislation that would give county boards with a population between 500,000 and 700,000 the author-

ity to impose filing court filing fees to help pay for new judicial facilities.

State Rep. Larry Walsh Jr., D-Elwood, is the bill’s sponsor.

The fee, which would apply to various types of civil and criminal cases and could not exceed $30, could potentially raise anywhere between $1.5 million and $2 million a year to put toward the project, depending on the fee structure, Schoenstedt said. The courthouse easily sees at least 100,000 cases, including traffic, each year.

Walsh Jr. said that’s only a “drop in the bucket” compared to the total cost, meaning the County Board will have to come up with other revenue streams to make up the difference. The possibility of issuing bonds to fund the facility has been tossed around in the past.

Raising real estate taxes is

considered unlikely because of pushback from several County Board members, including Suzanne Hart, R-Naperville, who co-chairs the Legislative & Policy Committee.

“We don’t have the money and we’re not going to raise property taxes to put up a courthouse,” Hart said.

The Darien-based Wight & Company was chosen Monday as the courthouse design and planning team by the Ad-Hoc Courthouse Initial Programming Committee, chairwoman Denise Winfrey said.

The planning stage could take anywhere from two to six months, which would include touring other judicial facilities, analyzing the existing space and designing a space that allows for future growth.

The county does not have a timetable yet for building a courthouse, nor has it made a final commitment to do it.

Ranch operator John Basile took animal into bar

LOCKPORT – John Basile acknowledged he brought a tiger into a bar last month.

But the operator of the Big Run Wolf Ranch said he was promoting his business, not behaving recklessly.

“I didn’t just open the door and say, ‘Go get ’em, tiger.’ He didn’t bound up and get on a stool so everyone said ‘Tiger’ like Norm on ‘Cheers,’ ” Basile, 57, said during an interview last week at his Big Run Wolf Ranch.

Big Run Wolf Ranch is a federally licensed educational facility that cares for 10 wolves, a bear and a mountain lion.

Basile said the animals are not trained to perform, but are presented to children and groups visiting on field trips. Basile also has a traveling presentation with one wolf, a woodchuck, porcupine, coyote and skunk.

Basile has an animal exhibitor’s license and he said passing unannounced federal inspections on a regular basis is required for him to maintain it.

Last fall, Basile learned another licensed exhibitor had a Siberian tiger cub who had been born Sept. 24. Basile bought Shere Khan for $700 and picked him up Dec. 9.

“Because of the 28 years working with animals, I had wanted a big cat. I wasn’t expecting one, but this is the culmination of everything I’ve wanted,” Basile said.

Basile brought the cub to Uncle Richie’s bar to show him off soon after he got him, he said. He also recalled making one other visit with the young animal to a local tavern before talking with some other regulars at Uncle Richie’s about an upcoming event.

The event was “Wildfest.”

Basile appeared along with a reptile and bat exhibitor at Lockport East High School on Feb. 23. Proceeds go to student scholarships and animal rescue programs. Basile hopes it will be an annual fundraiser.

On Feb. 16, Basile said he put the tiger into a cage to bring it to the bar. He walked the tiger into the bar on a leash and kept it on the leash the entire time.

“Everyone thought it was real neat,” Basile said. “I brought some bottles of formula, a lot of people were taking pictures with their cellphones.

I had two handlers with me. I didn’t put anybody at risk because I don’t need that liability.”

The owner of Uncle Richie’s declined Monday to comment on Shere Khan’s appearance at the bar.

Basile said he consumed two beers while he was at Uncle Richie’s that were bought by other patrons. The 225-pound man said rumors that he was drunk are not true.

“But after a while it was getting loud and I thought Khan was getting a little cranky,

so we were going to leave.

Someone suggested we should promote Wildfest at Jackie’s Pub just down the street, so I thought we could do that in the parking lot, not inside,” Basile said.

Some passing drivers were staring as he walked out with Khan on a leash. A Lockport police officer stopped and said the tiger was causing a commotion, Basile said.

“I said, ‘Tell me what law I’m breaking,’ but I cooperated. I didn’t want trouble. I put the tiger in the cage and called my daughter to drive the truck back,” Basile said.

Lockport police issued two charges against Basile on Feb. 23 – possession of a dangerous animal, a Class C misdemeanor, and reckless conduct, a Class A misdemeanor.

“Since he has that exhibitor’s license there were some questions we had to review with the Will County State’s Attorney’s office before those charges were issued,” Lock-

port Chief Terry Lemming said previously regarding the time lapse between when the tiger was in the bar and when charges were filed.

If found guilty of both counts, Basile could face up to a year in jail and $4,000 in fines, but probation would be more likely for a first-time offender.

“Dangerous animals do not belong in liquor establishments,” Lemming said.

For having the “unmuzzled” animal in the bar with only a leash to secure it, Basile’s conduct was reckless, according to the filed complaint.

Basile acknowledges the tiger, like the wolves and bears he’s had for years, is legally classified as a dangerous animal, but his license allows him to possess one. He compares Khan to a young German Shepherd puppy.

“His teeth are a half-inch and he’s not using his claws.

He’s still bottle-fed and will be for eight or nine months,” Basile said. “He’ll nip at a pant leg

or sleeve just like a puppy.”

Khan’s father weighed 700 pounds, but Basile said the cub weighs about 45 pounds now and was under 40 pounds when he went to Uncle Richie’s.

Shere Khan will grow to a size where he won’t be able to leave the ranch, but will only be displayed there. Basile is modifying some of his fences to create a permanent habitat for the tiger to live in.

“He is forcing the cougar to move to a smaller area,” Basile said.

Siberian tigers are an endangered species, with an estimated 450 animals left in the wild, according to National Geographic.

“They are heavily poached,” Basile said. “And I’m glad children and adults who see Shere Khan here can see a Siberian tiger instead of just hearing about it.”

Basile is scheduled to appear in court on March 28. He said he does not plan to bring Shere Khan.

Bowling alley to change ownership

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Pioneer Lanes Family Recreation Center, a longtime fixture in Plainfield, is set to change ownership and operate under a new name by the end of March.

Kevin Lauterbach and his family have been operating Pioneer Lanes, 15610 S. Joliet Road, since taking over in May 2000.

But after rough times with the opening of Romeoville Brunswick Zone XL in June 2006 and the economic downturn in 2008, the property was foreclosed, forcing Lauterbach to cease operations in two weeks.

A new prospective owner is working with the village to obtain occupancy permits and hopes to close the sale of the property soon, opening by the end of the month.

“We hope to have it fully operational by March 31,” said Jon Dow, a Georgia-based bowling alley owner who couldn’t give details on specific changes until sale closure. “It’ll continue to operate as it is currently. But we’ll have to look at renam-

The lanes are expected to close for a week through the ownership transition process.

“It’s just bad news,” Lauterbach said, adding that the loss of ownership of the

bowling alley feels like losing a member of the family. “It hurts. But we’ll continue to operate, host bowling teams until March 23.”

Lauterbach said local bowling leagues and area high schools have been using Pioneer Lanes for several

years. The facility is located in the same block as the Plainfield School District 202 administration building.

“We’re very grateful to the [Lauterbach] family,” said Tom Hernandez, the community relations director for the school district. “They have

been wonderful partners for our bowling teams and physical education department.”

Hernandez said the district will look to work with new owners to continue the partnership it had with the Lauterbachs.

Crest Hill resident Ruth Valle said the relationship with Lauterbach and his family will be missed.

“It’s a shame they’re going to be gone,” Valle said, adding that the prices under Lauterbach were reasonable.

“They are phenomenal people.”

Valle, who competes in the Party Animals bowling league at Pioneer Lanes, said the league has considered cutting the bowling season short if the facility closes.

Dow operates Marne Bowling Center in Fort Stewart, Ga., and said his motivation for buying the bowling alley was to prevent it from shutting down and to be closer to family in Chicago.

“It’s important to continue area bowling,” said Dow, who will next week release more information on changes to the facility. “I wouldn’t want to see the lanes close down.”

Plainfield hoping new management will help development

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Out of the several commercial areas along Route 59 intersections in Plainfield, Heritage Meadow Village Center has been one of the tougher developments to fill since it was built about five years ago.

However, a new property management company is making headway in attracting new businesses to the center, which has three vendors in its multi-tenant building.

Yen Ching Chinese restaurant, Versed Salon for hair and Ewa’s Market & Deli are operating out of the building.

DuPage Medical Group, Firestone and a Shell gas station occupy other buildings in the center, which is on the southwest corner of 119th Street and Route 59.

Village Planner Michael Garrigan said a big reason why the development wasn’t attracting businesses was because the rental rate from the former owner, Colorado-based ServiceStar Development

Company LLC, was too high.

“They were asking for too much per square footage, far above market value, about $20,” Garrigan said. “It continues to be a challenge, but the new owner seems more motivated and we anticipate more from them.”

Heritage Meadows Investment LLC took over the property in July and made some key changes, including security systems and a new blacktop. The company is working with locally based Caton Commercial Real Es-

tate Group to fill the lots.

“We’re looking to cater to services for the surrounding community, high-end services,” said Christina Caton Kitchel, the director of leasing for Caton Commercial.

“This means medical, spas and other professional uses.”

Since coming in, the real estate company has brought in Versed and Ewa’s.

But Caton Kitchel said more vendors are coming, including a nail salon that will open next to Versed. Another tenant will occupy the 6,300-square-

foot north end of the building, while one more will rent out a 2,600-square-foot lot.

“It was owned by an outof-state company and they overpriced the space,” Caton Kitchel said. “But the new owner is local. He fixed it up and is willing to put money into the development.”

Caton Kitchel said the focus is on filling at least 60 percent of the back lots in 2014 before worrying about other areas of the center.

“It’s well on its way,” Caton Kitchel said.

Expert describes Escutia as a ‘battered woman’

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A domestic violence expert testified that the woman accused of murdering her former boyfriend in 2007 was a “battered woman.”

Karla Fischer, a psychologist specializing in the effects of domestic violence, testified Monday. Fisher believes Gabriela Escutia sensed something in Javier Barrios’ behavior that made her feel more Gabriela threatened for Escutia her safety than at previous meetings.

“Battered women are the experts of what their partners have done in the past ... they have a very keen sense of whether a threat is idle or certain,” Fischer said.

Escutia and Barrios dated during the summer of 2007 while Escutia’s on-off boyfriend, Ricardo Gutierrez, was in jail. Escutia testified last week that Barrios treated her well at the beginning of their relationship, but later became “controlling.”

“He’d get upset if I did things without his permission. He’d shove me ... throw things,” Escutia testified.

Barrios, who prosecutors said was 5 feet 3 inches tall and weighed 110 pounds, shot her in the arm with a BB gun

during another argument, Escutia said.

Escutia obtained an order of protection against Barrios after he allegedly slapped and choked her during another argument. He continued calling her on the phone to arrange a meeting, she said. None of those alleged violations were reported.

“It’s more uncommon for violations ... to be reported to the police,” Fischer told jurors.

She said victims of domestic violence often feel optimistic “going through the steps as they’re supposed to” but can become discouraged when that doesn’t stop unwanted contact.

Fischer interviewed Escutia for two days in August 2008 and also interviewed her parents when writing her report.

On Oct. 28, 2007, Escutia arranged to meet with Barrios at the Meijer gas station on Route 59 and 135th Street in Plainfield and arrived with Gutierrez and a female friend.

Escutia admitted in testimony to bringing a gun, which Gutierrez supplied, and that she was going to shoot Barrios after he threatened her and her daughter. The gun jammed after Escutia shot Barrios once in the chest and Gutierrez shot him two more times.

Gutierrez was found guilty of murder and sentenced to 68 years in prison in a separate trial last year.

Escutia’s trial is expected to conclude Wednesday.

NEW LENOX – A Metra spokesman said a woman turned her back to a train before she was struck and killed on the tracks Monday.

The woman was struck at 12:35 p.m. near Vine Street before the train reached its New Lenox stop, Metra spokesman Michael Gillis said. The train was Rock Island No. 514, which left Joliet at 12:25 p.m.

In the March 18 Republican primary, Kinzinger has one opponent, David Hale, founder of the Rockford Tea Party.

So far, Kinzinger has raised nearly $1 million for the campaign, mostly from the special interest groups that shower money on incumbents.

Hale has less than $5,000.

Hale, 51, said he didn’t mind the lack of donations from the major conservative groups.

“It helps me be much more independent,” he said. “Nothing against those groups. I don’t like PACs in general.

When you take money from them, you are bound and chained to do what they tell you to do.”

Kinzinger and other Republican House members, Hale said, are moving away from conservatism in the hopes of gaining Democratic votes.

ComEd offers assistance in paying bills THE HERALD–NEWS JOLIET – ComEd will have service representatives in Joliet on Wednesday to assist customers who need assistance in paying electric bills.

The company announced last week that it will provide $10 million in assistance funds this year.

Company representatives on Wednesday will be at the Will County Center for Community Concerns, 304 N. Scott St., from 9 a.m. to 2 p.m.

In a statement announcing the assistance, ComEd said the average residential customer saw an increase of 6 percent or more in electric usage in January because of cold weather. The month was the coldest in more than 50 years in ComEd’s service ter-

ritory, the company said.

This is the third consecutive year that ComEd has offered $10 million in annual assistance, the company said.

The funds are part of a fiveyear, $50 million assistance commitment.

Programs include assistance in bill payments for deployed members of the military and veterans who have

fallen behind on bills.

The company also offers flexible budget billing and deferred payment options for customers with higher than normal bills because of the severe cold.

“I guess it depends on how you define conservatism,” Kinzinger countered. “I don’t govern to special interest groups. I govern for the 16th District and the nation.

“I guess in that way, you could say I have an independent streak,” Kinzinger said.

Kinzinger’s recent vote against the debt limit increase, Hale contended, was the result of Hale’s candidacy.

“He knows someone is barking at his heels,” Hale said. “He doesn’t want to look bad to his base.”

“My record shows I’m fiscally conservative,” Kinzinger said. “I’m not willing to shut down government; that’s not a positive move forward.

Saying you’re never going to vote to raise the debt limit is irresponsible.”

Generally, Hale, a U.S. Army veteran, calls for drastic cuts in government spend-

ing, but he draws the line at pay and benefits for the military.

“The cuts that Obama is making are going to attack military pay and benefits,” he said. “If they’re going to go after the military, they’re going to have to go after the military industrial complex.

Their pay and benefits should not be touched. If I were a congressman, I would be pushing continuously to raise the pay and benefits of the military.”

Kinzinger has touted his support for the military. He was commissioned as a second lieutenant in the U.S. Air Force after college graduation in 2003, served two tours in Iraq and was later awarded his pilot wings. He continues to serve as a pilot in the Air National Guard, holding the rank of major.

“The reality is, we have to have grown-up, adult discussions on these issues,” Kinzinger said.

In 2012, the two candidates in the Republican primary election for the 16th Congressional District argued over who was more conservative.

And that’s happening again in 2014.

In 2012, the race was between longtime incumbent Don Manzullo of Egan and first-term Rep. Adam Kinzinger of Channahon, who had represented the 11th Congressional District for two years.

In 2011, the Democratic-run state Legislature redrew boundaries to put both men in the 16th District, which includes Channahon and Morris. The redistricting packed as many Republican voters as possible from the region into the 16th District so that other districts could go Democratic.

The strategy worked.

In the primary, Kinzinger

knocked off Manzullo, a 20year incumbent. In the general election, Kinzinger handily defeated a poorly funded Democratic rival.

These days, the tea party isn’t so happy with the 3 6 - y e a r - o l d David Hale Kinzinger, whom they see as capitulating to President Barack Obama.

Kinzinger has voted for deals to increase the debt limit, although not in Adam the most recent Kinzinger instance. In that case, he joined with the majority of House Republicans to oppose their own leadership, who struck an agreement with Obama to raise the debt limit with practically no concessions from the White

Bolingbrook man arrested after teen is shot

By BRIAN STANLEY bstanley@shawmedia.com BOLINGBROOK – A man was shot during a fight Sunday morning.

Shortly after 9 a.m. police were called to the 300 block of South Schmidt Road where the two men were fighting

and witnesses saw a gun, according to Lt. Mike Rompa.

The combatants fled to separate vehicles and drove west on Lily Cache Lane.

“As they approached Orchard, gunshots were fired from one vehicle,” Rompa said.

At 9:12 a.m. police found

a black Mercury SUV at Hywood Lane and Delaware Circle with four people inside, Rompa said. An 18-year-old man was taken to Adventist Bolingbrook Hospital with a gunshot wound to his lower right leg. His injury is not considered life-threatening, Rompa said. The other oc-

cupants were questioned by police.

At 9:15 a.m. police stopped a black Cadillac Escalade at Dalhart Avenue and Arlington Drive in Romeoville. Rolando Ibarra, 36, of the 300 block of Dupage Drive in Bolingbrook, was identified as the shooter, Rompa said. A

.380-caliber handgun was also recovered by police.

Ibarra was arrested and booked into the Will County jail on charges of aggravated battery, aggravated assault, aggravated discharge of a firearm, reckless discharge of a firearm and unlawful use of a weapon.

McDonald’s struggles worsened by snow

By CANDICE CHOI and MICHELLE CHAPMAN The Associated Press NEW YORK – McDonald’s is fighting to hold onto customers in the U.S. – and all that snow didn’t help.

The world’s biggest hamburger chain said Monday that sales fell 1.4 percent in February at established U.S. locations. It blamed the harsh winter weather, but conceded that “challenging industry dynamics” also played a role.

After years of outperforming its rivals, McDonald’s has been struggling to boost sales as people flock to places like Chipotle and Five Guys Burgers and Fries. Those chains have popped up quickly across the country by positioning themselves as a step up from traditional fast food in terms of quality, for a little extra money. They also offer greater customization, meaning diners can dictate exactly what toppings they want.

Executives at McDonald’s Corp., based in Oak Brook, Ill., acknowledge Americans’ changing demands when it comes to fast food.

“A long time ago, mass appeal had to be mass appeal,” Jeff Stratton, the president of McDonald’s USA, said in an interview with The Associated Press last month. “That’s not necessarily the case anymore today.”

So the company’s restaurants are adapting to a world where McDonald’s traditional strength – consistency – isn’t always enough. For example, McDonald’s is rolling out new prep tables that can hold more toppings and sauces, a sign that it plans to give customers greater variety.

In Southern California, the company is even testing a “build-your-own-burger” concept that lets people use tablets to tap out the bread, cheese and other toppings they want on their burgers.

Executives say results are promising so far, but rolling out the offering across its more than 14,000 U.S. locations would require considerable changes to its kitchens.

It would also need the backing of the independent franchisees that own and operate the majority of its restaurants in the U.S.

Senate Democrats aim ire at rich, obscure brothers

By CHARLES BABINGTON The Associated Press WASHINGTON – Democratic Senate candidates, facing withering criticism on the national health care law, are gambling they can turn voters against two billionaire brothers funding the attacks – even if few Americans would recognize the pair on the street.

In an accelerating counteroffensive stretching from the Senate chamber to Alaska, Democrats are denouncing Charles and David Koch, the key figures behind millions of dollars in conservative TV ads hammering Democratic candidates and their ties to President Barack Obama.

Democrats depict the Kansas-based Koch brothers as self-serving oil barons who pay huge sums to try to “buy” elections and advance their agenda of low taxes and less regulation. And they’re using unusually harsh language in the Senate.

Senate Majority Leader Harry Reid says the Koch-financed ads against Democrats and the health care law contain lies “made up from whole cloth.”

“I guess if you make that much money, you can make these immoral decisions,” Reid, D-Nev., said in a recent Senate speech. “The Koch brothers are about as un-American as anyone I can imagine.”

Republican Sen. Jerry Moran of Kansas defended the Kochs and compared Reid’s remarks to the communist-baiting tactics of Joseph McCarthy.

The Democrats’ strategy depends on persuading enough Americans that the Koch brothers, who rarely appear in public, are so significant and troubling that voters should reject the Republican candidates benefiting from their ads.

“When you connect the dots for the people,” said Democratic adviser Chris Lehane, “the light bulb comes on.”

In a time of stagnant working-class wages, they note, the Kochs have grown stupendously wealthy while pushing their conservative-to-libertarian causes.

Forbes magazine ranks the brothers as tied for sixth among the world’s richest people, worth $40 billion each.

Democratic pollster Geoff Garin says Americans, when given this basic information, believe the brothers are trying to elect a government that helps them at the expense of less wealthy people, who would fare better under Democratic policies.

“The polling we’ve done shows very clearly that people think these unlimited expenditures don’t have anything to do with free speech and have everything to do with skewing what goes on with American government and American politics,” said Garin, who advises Reid. To see the Kochs spend millions to try to privatize Social Security, reduce taxes on oil or “undermine environmental regulations is troubling to voters,” he said.

Nonsense, Republicans say. “I can’t imagine that’s an effective tool,” said Moran, who chairs the Senate Republicans’ campaign committee.

In North Carolina – where Democratic Sen. Kay Hagan

is enduring an avalanche of Koch-related ads denouncing her support of Obama’s health policies – attacks on the Koch brothers will simply draw more attention to their message, said the state’s other senator, Republican Richard Burr.

“I don’t think there’s any resentment to a group or individual spending their money to tell people what’s really going on,” Burr said.

Charles Koch, 78, and David Koch, 73, inherited a small oil company from their father. They expanded worldwide into chemicals, textiles, paper and other products, building a hugely profitable and privately held conglomerate.

Long active in conservative politics, they seized on the 2010 Citizens United court ruling that allows unlimited corporate spending on political campaigns, often without disclosing donors. They helped found Americans for Prosperity, which reported spending $122 million on elections in 2012.

With this year’s election still eight months away, the Koch network already has spent $15 million on Senate races, mostly attacking Democrats over Obamacare.

Republicans need to gain six seats to control the 100-member Senate.

Illinois fiscal reputation costs $80M more

SPRINGFIELD – Illinois wears a “scarlet letter” when it borrows money, denoting a woeful fiscal reputation that cost at least $80 million in additional interest charges over a five-year period, a study released Monday found.

The University of Illinois’ Institute of Government and Public Affairs compared the state’s sales of general obligation bonds against other states from 2005 to 2010 and found Illinois paid a “risk premium” based solely on buyers’ perception of its credit stability. The credit rating has worsened since then.

“Investors in the munic-

ipal secondary markets demand a risk premium for Illinois’ general obligation debt that is greater than the financial, economic, and fiscal conditions warrant,” the study’s authors wrote, suggesting it’s because investors see Illinois’ debt as “toxic” despite constitutional guarantees that state debt will be paid.

It’s well known that taxpayers pay higher interest rates on money Illinois borrows because it has the worst credit rating of any state, driven by the state’s inability to keep up with obligations to its state pension accounts.

STATE BRIEFS Amtrak train strikes pedestrian in Pontiac PONTIAC – Authorities say a pedestrian died in central Illinois after being struck by an Amtrak train heading to St. Louis.

Amtrak spokesman Marc Magliari says Sunday evening’s collision took place in Pontiac when the train from Chicago hit a trespasser who was on the tracks. The pedestrian’s name, age and gender haven’t yet been released.

Chicago cop hit in face by ricocheting bullet CHICAGO – A Chicago police officer has been released from the hospital after he was hit in the face by a ricocheting bullet.

Police officials say the 34-year-old officer was released from Northwestern Memorial Hospital early Monday. He was struck Sunday evening while trying to execute a search warrant on the city’s South Side.

In a statement, police say someone inside the home fired at the officer, but the bullet ricocheted off a piece of wood

before hitting him.

Superintendent Garry McCarthy says the officer is “dazed, but his spirits are good.”

Clerk’s spouse earned $146K from program CHICAGO – Tens of thousands of dollars earmarked for a anti-violence program that was launched by Gov. Pat Quinn in 2010 – and has recently come under scrutiny – was paid to the husband of Cook County Circuit Court Clerk Dorothy Brown.

Benton Cook received $146,401 in salary and fringe benefits from state grants for his work with the Neighborhood Recovery Initiative in the city’s West Garfield Park neighborhood, according to public records reviewed by The Chicago Sun-Times.

The neighborhood received $2.1 million over two years from the effort, which was championed by the governor after Chicago ministers asked him to declare a “state of emergency” on city violence.

a plan last fall to erase that deficit over the next three decades – a plan whose future is uncertain because of court challenges.

The study, conducted by DePaul University professor Martin Luby, a visiting researcher at the U of I institute, and Tima Moldogaziev of the University of South Carolina, set out to determine whether interest rates were even higher than other states’ rates in similar situations.

They used a “scarlet letter” metaphor to note the hypothesized incremental risk premium demanded by investors on bonds that carry the name “Illinois.”

Comparing all state bond sales for those five years, the

researchers controlled for market conditions, interest rates and types of bond issues, plus they added a final, “Illinois Reputation” variable.

The analysis found the “Illinois Reputation” variable added to the interest rate paid by as much as two-tenths of 1 percent – at least $80 million during the period.

“That’s above what the state should have been paying based on our worst-in-the-nation credit rating,” Luby said.

“That’s one expensive reputation.”

The study notes that since 2010, the state’s fiscal situation has further deteriorated and rating agencies have downgraded it further, lead-

ing the authors to suspect the risk premium has continued to grow since then.

What’s more, the study said it’s possible that state workers and suppliers of goods and services demand a similar risk premium that’s many times higher than the analyzed debt risk. This adds to the cost of government borne by taxpayers.

The report did note that while the pension overhaul has not been tested in court, it helped Illinois’ reputation almost immediately. A general obligation bond issue in December – shortly after Quinn signed the pension legislation – saved $20 million in interest rate costs compared to one in April 2013.

Rockford targets high-tech jobs

By DAVID MERCER The Associated Press As the city of Rockford attempted to rebuild its long-struggling economy a few years ago, officials found promise in a humming aerospace sector that had sprung up where other manufacturing had faltered.

In a city known for high unemployment and Rust Belt decay, almost a hundred companies were quietly designing and building parts for components such as jet engines and repairing the planes that use them. The extent of the work being done impressed even people who knew some of the companies were there.

“The more that we began to research, the more that we began to go, ‘Holy smokes’ – the concentration here was amazing,” said Eric Voyles, vice president of national business development at the Rockford Area Economic Development Council.

Late last year state and local economic officials used those assets to make a serious – albeit ultimately unsuccessful – bid

for a new commercial airliner being built by The Boeing Company.

State and local officials say Boeing told them the bid was strong enough to put Rockford among the final handful of locations the company looked at before settling on a site in familiar Washington state. Boeing declined comment on any of the 50-plus locations that bid to build the new 777x.

Although it’s not clear if Boeing ever seriously considered moving, the company used the other bids to pressure union workers in Washington state, industry experts said.

Rockford’s challenge is turning that feel-good moment into something more.

“I think there’s so much value in what everybody discovered here, from the governor’s office on down to the Rockford [officials],” said David Roeder, a spokesman for the Illinois Department of Commerce and Economic Opportunity.

The effort already has begun. State and local officials plan to return this year to a major air show in Europe to tout the advantages of moving busi-

nesses to Rockford.

The lesson for other smaller cities and towns is to pay attention to what you have because economic trends change, Voyles said.

Tuscola in eastern Illinois was a finalist for the FutureGen clean-coal project a few years ago. It has used that close call – and its proximity to a major natural gas line, railroads and an interstate highway – to compete for a large fertilizer plant.

“We found out five or six years ago that we were a good spot for industrial development,” said Brian Moody, executive director of Tuscola Economic Development Inc. But he warned the process can be slow. Tuscola bid for FutureGen in 2006 and is still working for its big payoff.

Winnebago County, where Rockford is located, has one of the highest unemployment rates in a high unemployment state, 11.5 percent in December.

The area, which has long struggled with Rust Belt post-industrial decline, is a place where economic growth doesn’t come easy.

By MICHAEL BIESECKER The Associated Press FORT BRAGG, N.C. – The sexual assault case against an Army general was thrown into jeopardy Monday when the judge said the military may have improperly pressed ahead with a trial to send a message about its determination to curb rape and other widespread misconduct.

Judge Col. James Pohl refused to dismiss the charges against Brig. Gen. Jeffrey A. Sinclair but offered the defense

another chance to plea-bargain the case down with a different set of military officials.

The twist comes with the Pentagon under heavy pressure from Congress and beyond to combat what the Brig. Gen. military says Jeffrey A. is an epidemic Sinclair of rape and other sex crimes. On Monday, in fact, the Senate was expected to approve legislation cracking

down on misconduct.

Pohl reviewed newly disclosed emails in Sinclair’s case and said he found evidence of unlawful command influence in Fort Bragg officials’ decision to reject a plea deal before the trial began late last week.

Under the military code of justice, the decision was supposed to be decided solely on the evidence, not its broader political implications.

The defense has until Tuesday morning to decide whether to submit a plea bargain proposal again or allow the

court-martial to proceed.

Sinclair, the 51-year-old former deputy commander of the 82nd Airborne Division, is accused of twice forcing a female captain to perform oral sex on him in Afghanistan in 2011 during a three-year extramarital affair. He has admitted to the affair but denied assaulting the woman.

He is believed to be the highest-ranking U.S. military officer ever court-martialed on sexual assault charges. He could get life in prison if convicted.

Richard Scheff, the general’s lead defense lawyer, would not say how he might proceed.

“This is an unprecedented situation. It’s a mess created by the government. It wasn’t created by us. We have so many options, we don’t even know what they all are,” he said.

Military prosecutors had no comment after the hearing.

Before the trial, Sinclair had offered to plead guilty to some of the lesser charges in exchange for the Army dropping the sexual assault charges, but he was turned down.

Regulations on e-cigarettes are overdue Could someone please send the Food and Drug Administration a copy of the latest study on teenagers and e-cigarettes? The agency obviously needs a push to come out with its overdue regulations.

Drawn from two surveys of tens of thousands of American middle-school and high-school students, the research found that adolescents who tried battery-powered nicotine vaporizers were more likely to smoke tobacco cigarettes. And if the kids were already regular smokers at the time they experimented with “vaping,” they became less likely to quit. It’s evidence, as the authors say, that e-cigarettes are “aggravating rather than ameliorating the tobacco epidemic among youths.”

This comes as no surprise, because while hardened adult smokers might find that e-cigarettes help them quit the un-prefixed kind, teenagers are more likely to try vaping before they try smoking.

Yet the FDA has still not begun to regulate e-cigarettes, despite pledging to do so by last fall. Some states and cities – including Los Angeles – have already started to impose regulations.

Meanwhile, the number of vapers keeps rising; U.S. consumers will spend $3 billion on e-cigarettes this year, twice last year’s total.

Last month, the European Parliament passed a list of e-cigarette restrictions, including a ban on advertisements, a requirement for childproof packaging with pictorial safety warnings and a limit on nicotine content.

Those are all smart rules, as is a ban on sales to minors and restrictions on candy flavors that are meant to appeal to kids.

More research is still needed to discern the specific health hazards of electronic cigarettes, as well as their relative safety compared with burning tobacco. Yet it’s not too soon to conclude that regulation is needed to keep them out of the hands of children.

Quinn’s actions remain questionable “There was no money allocated at all before the election of 2010,” Gov. Pat Quinn told Chicago TV reporter Charles Thomas about allegations that the governor had spent millions in state anti-violence grants to boost his flagging election campaign.

Quinn used his to defend himself against growing criticism about a devastating state audit of the anti-violence grants.

But what the governor said in his own defense was not true.

According to Illinois Auditor General Bill Holland, Quinn’s administration signed contracts with 23 local groups Oct. 15, about three weeks before 2010’s election day.

Each of the groups, hand-picked by Chicago aldermen, were promised about $300,000 for a total of around $7 million.

“That is allocating money,” Auditor General Holland emphatically said last week about the awarding of those state contracts.

A Quinn spokesman countered that the governor actually meant to say that no money was distributed to the groups prior to election day. But the groups’ leaders, many with political ties, had signed state contracts in their hands. They knew

As you probably already know, Holland’s audit uncovered massive problems with the grants, finding “pervasive deficiencies” in the “planning, implementation, and management” of the grants doled out via the Governor’s Neighborhood Recovery Initiative. The program was “hastily implemented,” expenses were not adequately monitored, and a third of Chicago’s “most violent Chicago communities” weren’t included in the program.

The governor met with a group of ministers in the Roseland community in August of 2010.

Five days after the meeting, the Illinois Violence Prevention Authority was informed by the governor’s office that Quinn wanted to establish a $20 million crime reduction program. Less than two months after the initial meeting, the governor upped the grant program to $50 million for Chicago communities alone.

The audit’s language is without a doubt the harshest since Rod Blagojevich was governor.

Some Republicans asked the Auditor General to forward his findings to the U.S. Attorney.

One of the items pointed to by the Republicans is a passage from the Illinois Violence Prevention Authority’s Sept. 30, 2010, board minutes, when an official from the governor’s office told the board that “the Governor’s Office is committed to allocating some of the funds for this Initiative immediately and will allocate the rest after the election.”

That quote, the Republicans say, is proof that the election was an issue with the program. He was, some of them say, trying to “buy” the 2010 election. But that’s not really my read.

What Quinn purchased wasn’t votes, it was peace with a powerful and important constituency.

There are those who say politics and governing must be completely separated, but that just can’t happen in a democratic republic.

Will County Executive Larry Walsh joined JCA Principal Jeff Budz and girls athletic director Tina Kinsella in congratulating the Angels on their accomplishments.

“You make every graduate of De La Salle, Joliet Catholic, St. Francis and JCA proud,” said Giarrante, a 1959 Joliet Catholic grad.

“I listened to Friday’s game on the radio and the noise from the crowd was unbelievable,” Walsh said. “It might be the loudest [game] I ever heard.

“Joliet is known as the City of Champions. This girls team solidified the City of Champions throughout the state.”

“What you did is forging a path for future generations at our school,” Budz said.

The Angels, who finished 28-3, were the first JCA basketball team, girls or boys, to reach the IHSA semifinals.

They will graduate important pieces, but seven of the 11 roster members are freshman or sophomores.

“I can’t imagine how good this team will be next year,” Lumpkin said.

Of course, the Angels must go a long way to challenge this season’s accomplishments.

“Losing [to Montini] was a tough pill to swallow,” Lumpkin said. “But the journey was amazing, and we can’t be anything but proud.

“The fan support we had at state was amazing. I felt we had the best fans of anyone there.”

JOLIET – It was time to say thank you for the support.

Joliet Catholic celebrated the Class 3A second-place finish of its girls basketball team Monday afternoon at a school assembly.

“Thank you in so many ways,” said Ed Schodrof, the Angels’ coach the past six seasons and a teacher at Rich South. “You always made me feel welcome. I am very touched and proud to be part of the JCA family.”

During Friday’s 70-59 semifinal victory over Quincy Notre Dame, Schodrof glanced across the court and was impressed with the sea of JCA white. That’s the kind of support his team received.

“I want everyone to stand who attended at least one of our games this season,” he said to the student body.

Just about everyone got up.

“Looks like about 95 percent,” he said. “Maybe we can arrange for detention for the five percent.”

Schodrof introduced each of the players, disclosing a secret or two on most. Some are singers, dancers and/or comedians – or, as their coach joked, they think they are.

Standout sophomore guard Nicole Ekhomu played in Saturday’s 57-44 title-game loss to Montini with a stomach issue and was not in school Monday. The other 10 players attended the celebration.

“I want to thank the staff and students,” all-state forward Jasmine Lumpkin said.

“We appreciate all of your support.”

“Thank you guys,” senior guard Christine Okhomu said. “It was a great way to end our senior season.”

By CURT HERRON cherron@shawmedia.com Lewis University’s men’s volleyball team is coming off of a rare week without a match, but that doesn’t bother coach Dan Friend.

That’s because his Flyers, ranked 11th in the AVCA Division I-II national poll, have used the time to get healthy and to work on things in practice.

They hope that the time away from competition starts to pay off tonight when they return to action with a key Midwestern Intercollegiate Volleyball Association match.

Ohio State, ranked 15th nationally, will be at Neil

Carey Arena at 7 p.m. Tuesday for a rematch of a Feb. 15 contest in Columbus, which the Flyers won in four sets.

Lewis is 4-2 in the MIVA, tied for second place with Ball State and Indiana-Purdue Fort Wayne, while Ohio State is in fifth place with a 4-4 mark. The nation’s topranked squad, Loyola, leads the league with an 8-0 record.

The 12-4 Flyers have eight MIVA matches left, with six of those at Neil Carey Arena.

Of the squad’s remaining 11 contests in regular season play, nine will be at home.

“We had a few days off, which was great,” Friend said. “It was the first time that we’ve had that many days off, but I thought the

rest was good for us.

“We’re coming off threestraight conference wins, so we’re loose and the guys are confident. We’re in a good spot now and also not in a bad place in the conference.”

Finishing strong in league play is essential if the Flyers want a few more home dates in the MIVA tournament.

The top two seeds will host quarterfinal and semifinal matches with the championship at the number-one seed’s court.

The 8-8 Buckeyes lost a five-set thriller at No. 12 IPFW last week, but bounced back with a four-set victory over No. 14 Penn State on Friday at OSU’s St. John Arena.

Since the Flyers have won

four-straight over the Buckeyes during the last three seasons, Friend knows that OSU will looking for some revenge.

“Ohio State had a big win over Penn State last week, so they’re feeling pretty good now,” Friend said. “I’m sure that they’ll come in fired up on Tuesday.”

After dropping a five-set match at IPFW on February 20, the Flyers have won three in a row in the MIVA, defeating Ball State, Quincy and Lindenwood, all in straight sets.

In those last two road wins, the Flyers were recognized by having not one, but two MIVA players of the week. Redshirt junior outside

hitter Geoff Powell received the offensive award, while junior libero Lucas Yanez captured the defensive honors.

Lewis, which also hosts George Mason on Friday before playing at Loyola next Tuesday, is second in the nation in hitting percentage (.331) and ranks ninth nationally with a 2.78 blocks-per-set average.

“We have eight conference matches left and six of them are at home and we also have nine of our last 11 at home,” Friend said. “So it will be exciting to be at home and to play in front of our own crowd. Our guys are feeling pretty good about their play so we just have to keep moving forward.”

St. Francis gets 5 All-Americans at NAIA indoor meet STAFF REPORTS GENEVA, OHIO – A trio of University of St. Francis women’s indoor track & field athletes earned All-America recognition on the final day of the NAIA Championships Saturday at SPIRE Institute.

Two Saints gained a spot on the All-America podium in the shot put competition. Senior Chelsea Rimington finished fifth in the event with a throw of 14.16 meters, while junior LaChrissa Safforld’s 13.84-meter performance was good for seventh place. In the mile run, sophomore Brooke Johnson ran the race in 5:00.52 to capture eighth place and an All-America citation.

Two other Saints saw action Saturday. Freshman Isi Edeko, who placed 20th in the long jump on Friday, finished 29th in Saturday’s triple jump with a 10.68-meter leap. Sophomore Brooke Martin placed 27th in the shot put with a 12.47-meter heave.

meet: University of St. Francis seniors Dylan Reyes and Mike Blaszczyk garnered All-America acclaim in the 5,000-meter run on the final day of the NAIA Men’s Indoor Track & Field Championships Saturday at SPIRE Institute in Geneva, Ohio.

Reyes was the 5K national runner-up by less than a full second. Eastern Oregon University’s D.J. Flores won the race in 14:37.53, just ahead of Reyes’ 14:37.70 pace.

Blaszczyk joined Reyes on the All-America podium with an eighth-place performance (14:43.57).

In the shot put competition, sophomore Ryan Njegovan and freshman Kyle Mitchell (Plainfield Central) finished 10th and 20th with respective performances of 16.07 and 14.56 meters.

BASEBALL JJC swept in doubleheader

by Volunteer State: Joliet Junior College’s baseball team began its Tennessee road trip by dropping a twinbill to Volunteer State by 10-8 and 9-6 scores Monday.

The Wolves (1-5), had 10 hits in the opener. Nick Fleischauer had four of those hits and drove in three runs.

In game two, Tyler Thorson went 2 for 3 to pace JJC, who scored four runs in the seventh as Colton Trager had a two-run double and TJ Condon added a two-run single.

USF earns split in Florida finale The University of St. Francis baseball team concluded its spring break trip to central Florida with a win and a loss Saturday at the Warner University Invitational.

After falling to Bethel (Ind.) College 10-4, the Saints shut out the host Royals 4-0.

USF led Bethel (2-11) 4-2 after five innings, but the Pilots plated three runs in the top of the sixth and added five more in the seventh en route to the come-from-behind victory.

Senior southpaw Jake Evans (Reed-Custer) left the game with a chance to win after allowing four runs (three earned) over five and twothirds innings of work. Senior first baseman Joe Ruge went 3 for 4 with three RBI

while senior center fielder David Kuhne had three hits in four at-bats with a pair of runs scored.

USF (9-12) rebounded with a 4-0 shut out over Warner (9-13-2) in its spring trip finale. Sophomore pitcher Chris Blatti (Joliet Catholic) scattered five hits without issuing a walk en route to his first career shutout. He faced the minimum over the final four innings and allowed only one Royal to reach third base on the day.

Senior designated hitter Matt Scott and Ruge both went 3 for 4, while junior shortstop Brandon Mendoza had a pair of hits in three atbats to go along with an RBI.

SOFTBALL USF gets swept to close out Florida trip: The Saints managed just seven hits total on its final day in Florida and suffered an 11-0 loss to Spring Arbor University and a 3-2 setback to Ave Maria University.

In the opener, Spring Arbor did all of its scoring in the first three innings topped

by a seven-run third inning courtesy of three St. Francis errors. Senior Lexi Southall (Wilmington) accounted for two of the Saints’ five hits in Game 1.

Sophomore Kiley Southall (Wilmington) and Kuester had the only two hits for the Saints in the second game.

Junior Caitlyn Balandis (23), who had a perfect game Friday over Hannibal-LaGrange, was the losing pitcher in Game 2, yielding just five hits over seven innings.

MEN’S BASKETBALL Lewis’ Jackson, Jarosz, Lewis cited: The Great Lakes Valley Conference announced that Lewis University juniors Ryan Jackson, Jeff Jarosz and Julian Lewis have all earned All-GLVC accolades as all three have played a crucial role in helping the Flyers to a 21-5 record this season.

Lewis’ backcourt of Jackson and Jarosz were named to the All-GLVC First and Second Team respectively, while Lewis, a forward, was named to the GLVC All-Defensive Team.

By GORDON WITTENMYER gwittenmyer@suntimes.com SCOTTSDALE, Ariz. – A World Series championship sign hung in the background, just over Jeff Samardzija’s left shoulder. His opposing starter was the guy who pitched the clincher in that World Series. And perched on a folding chair behind home plate was Barry Bonds – the cause of the buzz among the sold-out crowd and for the throng of national media at Scottsdale Stadium on Monday.

“It’s just become a zoo, like normal,” San Francisco Giants ace Matt Cain said of Bonds’ debut as a spring-training coach for the Giants.

The Cubs and Jeff Samardzija are just visiting the zoo on this day. In fact, they find themselves visitors – often spectators – for most things attracting spotlights and spectacles these days.

But Samardzija seems to thrive on moments like this, even when it’s in spring training, especially against somebody like Cain, who pitched five perfect innings against the Cubs.

“It’s exciting to see guys out there competing like Cain does,” said Samardzija, who matched zeroes for three innings before giving up two runs in the fourth. “That’s what you strive to be as a starting pitcher.”

Samardzija might find his spotlight sooner than most

Cubs in camp this spring, if not the spectacle of a pennant race.

Sources say the Cubs are not involved in any trade talks now.

But everyone in baseball knows Samardzija is available. And, with no sign of an extension in sight, the front office will be compelled to trade him by the July 31 deadline to avoid a steep drop in his trade value.

He knows it. So do the more than a dozen scouts who attended Samardzija’s third start of the spring, including Toronto, Arizona, Minnesota, Pittsburgh and Baltimore, all teams with potential pitching needs.

“You’d be lying if you said that things don’t cross your mind like that,” Samardzija said. “I’m human. I have different thoughts throughout the day. Sometimes the uncertainty of the situation pops in my head, for sure.”

Especially as the spring heats up toward the middle of March and teams start eying the season with more urgency.

The Washington Nationals, who are dealing with starter Doug Fister’s sore elbow, have watched Samardzija pitch twice this spring.

And the playoff-minded Atlanta Braves are facing the potential losses of two key starters with Kris Medlen (forearm) and Brandon Beachy (biceps) leaving their starts in pain each of the last two days.

“Right now, [pitchers] are making him chase and anytime you chase, they are going to continue to let you chase. If he can shore up the strike zone he becomes a better hitter. He can make hard contact.”

As difficult as it is to make the kind of ‘’hard contact’’ Viciedo makes, pitch selection is even harder. The only thing more difficult than teaching pitch selection is learning it.

“I think experience does that. Eventually you are either going to get it or not,” Ventura said. “Experience teaches you that – studying and learning what pitchers are trying to do to you; how they do it and why they do it.

“Some people get it and some don’t. But he’s smart enough to get it. He is young and that’s part of growing and learning. Not everybody gets it their first year or two.”

Samardzija strives to be in Cain’s class

GLENDALE, Ariz. – Dayan Viciedo turned 25 on Monday. With more than 1,000 big-league at-bats, he is neither too young nor too inexperienced to leave the White Sox wondering what more he has to offer.

Or is he? That’s a question the Sox are likely to be contemplating as they consider trade offers for the power-hitting left-fielder. After a promising 2012 season in which he hit 25 home runs, Viciedo took a step back in 2013 – needing a strong second-half when the White Sox were out of the division race to salvage a .265 season with 14 homers and 56 RBIs in 124 games.

Of course, the entire Sox team took a step back offensively last year. It remains to be seen if Viciedo was just caught up in a slump environment, or leading that charge.

That’s why Rick Hahn gets paid the big bucks. For the re-

cord, Viciedo doesn’t want to leave and still believes he has a lot more in him at a critical age when many promising players either have it or they don’t.

“Yes. Absolutely. This is where I want to be,” he said through an interpreter when asked if he wanted to stay with the Sox. “I feel appreciative that the White Sox continue to give me the opportunity to succeed.

“I feel comfortable. I feel I’m among family. I feel I can get better and they’ve given me the confidence to keep working at it.”

As an established bigleague hitter, Viciedo still is one step away from the level that will keep him in the lineup every day. It’s more like a giant leap.

“Pitch selection,” Sox manager Robin Ventura said when asked what Viciedo needs to do to take that step.

“He has talent. We know he can hit and everything else.

Bears release Bush

Bush, 29, was slotted to make a base salary of $2.8 million this season. The Bears save $1.85 million but will have $2 million of dead money because of his signing bonuses for 2014 and ’15.

In 2013, Bush had 63 carries for 197 yards, a paltry rushing average of 3.1 yards a carry. He had three touchdowns as well as four catches for 48 yards.

Bush was not effective in short-yardage situations last season. In seven carries on third- or fourth-and-0-2 yards, Bush had zero yards and one touchdown.

In 2012, Bush had 411 rushing yards and five touchdowns, playing on 23.7 percent of the snaps. In 2013, he played in only 13.1 percent of offensive snaps.

Trestman has said he wants to use two running backs in his offense. The Bears have only Michael Ford under contract at the position for 2014, along with Forte. Ford, an undrafted rookie last season, does not have an NFL carry.

FIGHTING FOR HIS LIFE New Lenox man to undergo surgery to improve worsened heart condition

By DENISE M. BARAN–UNLAND dunland@shawmedia.com NEW LENOX – On Monday, Robert Strilko of New Lenox is scheduled to undergo open heart surgery to receive a left ventricle assist device, or a LVAD. Robert hopes it will extend his life long enough to get placed on a heart transplant list.

“I have to wait six months after the surgery,” Robert said, “to see if I qualify.”

In that six-month waiting period, the LVAD will help pump Robert’s oversized heart, which only functions at 10 percent of its normal capacity, said Kristy Strilko, Robert’s wife, who has endured two ankle surgeries since Robert became ill in 2012.

“Our landlord decided to move us downstairs to make it easier on us,” Kristy said.

In the meantime, Kristy, a personal banker, is struggling to pay bills and provide a normal family life for their girls, Hannah and Shanna.

Robert, a paint technician who is no longer able to work, applied for Social Security disability and is waiting to be approved, Kristy said.

To help meet the expense of Robert’s medical co-pays, prescriptions and transportation between their New Lenox home and the University of Chicago, where Robert will have the surgery, Kristy said family and friends have urged her to seek help, financially and spiritually.

“We definitely need a lot of prayers,” Kristy said. “This is very scary.”

There, Kristy said, Robert was diagnosed with bronchitis, and prescribed antibiotics and an inhaler. Over the next month, Robert began retaining fluid in his legs, feet, hands and torso, Kristy said.

The couple consulted another doctor who, again, felt Robert had congestive heart failure and directed him back to the hospital, where Robert received a chest X-ray and was diagnosed with pneumonia, Kristy said.

But another family member knowledgeable about congestive heart failure urged Kristy to “not leave the hos-

pital without an ‘echo’ and blood gas test.” The echocardiogram showed an image of Robert’s enlarged heart.

“The doctor came back and said, ‘You’re right. He’s having congestive heart failure,’ ” Kristy said. “That was the first time I heard the term ‘cardiomyopathy.’ ” Robert has dilated cardiomyopathy, which, according to mayoclinic.com is an enlargement of the heart’s left ventricle. As a result, the heart poorly pumps blood and that led to Robert’s symptoms. The condition can be fatal.

The cardiologist ordered a stress test and an angiogram trying to discern the cause.

Because of Roberts “age and

weight,” the cardiologist anticipated finding blockages.

In fact, Kristy said the cardiologist told her to “pray for blockages,” as that would make Robert’s condition treatable. The test results were not good.

“The doctor said, ‘I don’t know what to tell you,’ ” Kristy said. “His arteries are like a garden hose, nice and clear.’ ” Because Robert’s heart function never improved above 20 percent, Kristy said, on Dec. 26, 2012, Robert received a pacemaker and defibrillator to control irregular heartbeats. Robert had no further hospitalizations until March 1, 2013, when, while taking his medicine

and getting ready to celebrate Hannah’s 10th birthday, he passed out.

“That’s how we found out syncope went along with this,” Kristy said. “That’s when it became real for us.

He just declined from there.”

Robert spent so much time in the hospital for fluid retention that he finally received extra diuretics so he could manage it at home. In August 2013, Robert’s pacemaker “went off” for the first time, Kristy said.

“He woke me up,” Kristy said. “It hurt and he was scared. That was another three or four days in the hospital.”

On Sept. 9, Shanna’s golden birthday, Kristy received a phone call that Robert had passed out at work, as Robert was still working part time, she said. His absences became more frequent. Robert said he quit his job in February.

“I’d called off twice in one week,” Robert said. “I said, ‘That’s enough.’ ” Robert fights constant fatigue, memory loss and confusion, Kristy said. He also has a blood clot in his left ventricle. The cardiologist is not worried about the blood clot, Kristy said, as Robert’s heart is not pumping hard enough to dislodge the clot.

The plan is to remove it when the LVAD is inserted.

The family copes by leaning on and helping each other, Kathy said. Her work commute is 30 minutes, so that’s when she cries. Once the LVAD is installed, Robert’s color, breathing and brain function should improve, Kristy said.

Robert chuckled at “brain function” and added, “Even though I’m still a man.”

Untreated diabetes leads to serious complications Dear Doctor K: How does Type 1 diabetes differ from Type 2 diabetes?

Dear Reader: Type 1 and Type 2 diabetes are different diseases, but they share many things in common. Both types of diabetes are marked by elevated levels of blood glucose, or sugar. Type 2 diabetes, though, is much more common than Type 1 diabetes.

Type 2 diabetes also tends to begin in adulthood, although increasingly it is being seen in teenagers who are very obese.

Type 1 diabetes tends to start in childhood, although it can start later in life.

The two types of diabetes can both lead to the same serious complications. Left untreated, or inadequately treated, either type can lead to heart attacks, strokes, kidney failure, amputation and blindness.

To understand diabetes – both Type 1 and Type 2 – it’s helpful to understand how your body metabolizes sugar. When you eat carbohydrates, your digestive system breaks them down into simple sugars, such as glucose. These simple sugars inside your gut get absorbed into your bloodstream.

Then the sugar travels to your cells, providing nourishment and energy.

ASK DOCTOR K Anthony L. Komaroff For sugar to give your cells energy, it has to get inside the cells. That’s where a hormone called insulin comes in. Insulin is a chemical made by the pancreas.

When the pancreas “sees” sugar levels rising in your blood after you eat, it releases insulin into the blood. When insulin reaches your cells, it causes sugar to enter the cells.

When sugar enters your cells, it leaves the blood. As a result, blood sugar levels drop. On the other hand, if your pancreas can’t make enough insulin, or if your cells don’t respond normally to insulin, sugar can’t get into the cells and builds up in your blood.

In healthy people, blood glucose levels remain within a narrow range. This is important because certain organs, such as the brain and kidneys, depend on a consistent, steady supply of glucose.

The more common Type 2 diabetes results from a combination of abnormalities. First, your cells become less responsive to insulin. The pancreas rallies to

compensate for this by pumping out more insulin. For a while, that keeps blood sugar levels normal.

Eventually, the pancreas gets “pooped” and can’t keep up with the increased insulin demand.

Blood sugar levels then rise, resulting in diabetes.

Treatments for Type 2 diabetes are drugs that make cells more responsive to insulin, drugs that encourage more insulin production by the pancreas, and insulin injections. Weight loss and regular exercise make cells more responsive to insulin.

The less common Type 1 diabetes is an autoimmune disease. The body’s immune system mistakes the insulin-producing cells of the pancreas as foreign and destroys them. This eventually leaves the body unable to produce insulin.

To reverse symptoms, people with Type 1 diabetes must have daily injections of insulin. This replaces the insulin their bodies cannot produce.

A century ago, many people who developed either type of diabetes died prematurely.

Dr. Wallace: Our school club held an initiation breakfast in one of the nicer restaurants in our area. During the ceremony, one of the girls stole a small painting that was hanging in the eating area.

The owner of the restaurant sent a letter to the principal of our school demanding payment for the painting ($100) and informing him that our school functions will no longer be allowed unless a $100 deposit is paid.

This incident has hurt our club’s reputation (everyone in school was talking about it) and as the club’s president, I am asking you for the best solution to solve this mess. We really can’t afford $100.

– Chelsea, Miami, Fla. Dear Chelsea: As president, stop by and apologize to the restaurant owner and tell him that the $100 will be paid soon. Then call a club meeting and ask that the girl who took the picture please return it to the restaurant (have it sent by express mail). If that doesn’t happen, the alternate plan should include a club fundraiser that will raise enough money to clear the debt.

Dr. Wallace: My best friend’s stepfather is very mean to her.

Besides being verbally abusive, he also hits her. My friend tells me everything and has shown me the bruises on her back and arms.

I had my mother call her mother, but my mother was told to mind her own business and that my best friend was bad (that’s not true) and the punishment she has received was deserved.

I really worry about my friend. She used to be a very happy girl, but now she’s always sad.

’TWEEN 12 & 20 Robert Wallace I am really concerned about her. My father thinks I should contact the police and have this man arrested, but I don’t want to do that.

Dear Nameless: You are a great friend to this girl and perhaps her only lifeline. If her stepfather is truly abusive, and it sounds like he is, then some sort of intervention is necessary to rescue her.

If your school has a counselor or a nurse, discuss your friend’s problem with one of them. If this isn’t possible, talk to your principal. School personnel know what to do in situations like this. I would also take today’s column to the professional at school so he or she can read your letter and my response.

Dear Abby: About a year ago, I stopped seeing a man I’ll call “Vince.” Since then he has been stalking me. He sends me texts with photos he took of us while we were dating, but distorts them to make me look like I’m stabbing him in the heart. He sends videos with my head on a dancing Barbie doll. My neighbors tell me they see him drive past my house. (He lives across town.) I refuse to talk to him now because he scares me.

Vince has now begun making moves on my cousin “Nancy.”

She says their relationship isn’t romantic, but others have told me they have seen them cuddle at restaurants and parks. He still continues to send me scary pictures and emails.

How can I tell Nancy about this without her thinking it’s jealous retaliation against their new relationship? I honestly believe he is getting close to her only to spite me and keep an emotional hold on me. His relationship with her has made me afraid to tell her about my personal life or hang out with her for fear that he’ll show up with

Humor writer Dave Barry isn’t tired yet WASHINGTON – Spend a day running around with Dave Barry on a book tour, and two numbers jump out at you. Both are in the 60s.

One: Dave – no one addresses him as anything else all day – is 66. Two: “60-something,” which is the answer to, “So, how many book tours have you been on?”

The first is surprising because it seems impossible that the mop-topped, eternally baby-faced, eternally smart-aleck columnist/author/ comedian, who once wrote a book titled “I’ll Mature When I’m Dead,” is older than the president of the United States.

By nearly 15 years.

The second is surprising because – well, because he’s still alive.

“I was running down 54th Street in New York yesterday, holding a tuna fish sandwich, to get to a radio interview on time,” he’s saying this week between D.C. readings, “and I turned around and yell at the publicist, while we’re running, ‘I’m too old for this.’”

It’s one of his few straight lines all day. But he shows no signs of flagging.

Here’s what his D.C. day looked like, promoting his 39th book, “You Can Date Boys When You’re Forty,” a collection of essays about being the father of a teenage girl (and other stuff): Board a train in New York early, arrive at Union Station at 10:30 a.m. Television interview. Speech/reading/ signing at the National Press Club at 1 p.m. Across town to XM Radio interview with Bob Edwards. Back across town, check in at hotel (by now it’s after 4 p.m.), and then he’s got another hour-long radio interview by phone, after which he has to hustle up to the bookstore Politics and Prose, where he has an evening speech/reading/signing.

His overall tour schedule: 18 personal appearances in 14 metropolitan areas in 15 days, from Miami (where he lives) to New York to Seattle.

That doesn’t include dozens of television, radio and newspaper/blog/Web interviews in between. The days stretch on for more than 12 hours. And there’s always a plane tomorrow morning.

“It’s like if you’re a band – say, the Beach Boys – and you come to town to perform.

Well, you’ve got to do your song, you’ve got to do your hits,” he says, late in the day.

“I’m not tired yet. Next week?

Next week, I’ll be tired.”

He’s been doing this sort of touring for both the hardcover and paperback versions of his books – collections of columns and essays, as well as novels – for three decades, ever since his weekly 800word humor column at the Miami Herald blew up into a pop-culture staple. He won the Pulitzer Prize, he had a television sitcom (“Dave’s World”), and “Peter and the

Starcatchers,” a young-adult novel he wrote with Ridley Pearson, is a bestseller that became a Broadway musical that won five Tony Awards.

Is he still popular?

The signings at his appearances can last as long as an hour.

“My dad’s a big fan and I’ve been reading him since I was 12,” says Lucy Novick, who stood in line for 45 minutes at Politics and Prose to get her book signed – and to get her picture taken, with a couple of friends, beside the man himself.

“He had this great story about an exploding Pop-Tart,” says Devon Mackenzie, also in line, explaining how she became a fan.

Of course, while touring is hard, he’s got the onstage patter down solid.

At each stop, he gets up behind the podium, amiable, fast-paced, playing off the audience, performing more than reading – a stand-up comic. His material on this tour revolves around his life at home in Coral Gables, a

Miami suburb, with his wife, Michelle Kaufman, a sportswriter at the Miami Herald, and Sophie, their 14-yearold daughter. The hits: the family tour to Israel (a camel is involved), a Justin Bieber concert (which a camel might have improved upon) and Dave’s sophisticated analysis of “50 Shades of Grey.” Also, his funeral plans (mimes, snipers, no camels).

Somebody calls out a question, asking if his daughter minds being written about.

“If she does, I guess she can pay her own way through college,” he says, drawing a huge laugh from the packed crowd. “Daddy needs material.”

His idol is Robert Benchley, the early 20th-century comic essayist who, with famed wit Dorothy Parker, was a founding member of the Algonquin Round Table.

Both thrive upon this sort of epigrammatic wit about the ways in which daily life – marriage, politics, child-rearing, driving, dogs, sports – is unintentionally funny or just plain bizarre. It’s PG-rated observational humor, never mean-spirited or profane.

Vintage Benchley: “In America, there are two classes of travel: first class, and with children.”

Vintage Barry: “If a woman has to choose between catching a fly ball and saving an infant’s life, she will choose to save the infant’s life without even considering if there are men on base.”

By now, it’s a little after 9 p.m. The bookstore crowd has wound down, all the books are signed and the staff is putting away the folding chairs. It’s been a 14-hour day. Dave is finished. Dave can go back to the hotel.

Dave has to get up early tomorrow.

Dave has another two weeks on tour.
