ROMEOVILLE – The village is optimistic about a proposed 220-unit apartment complex that will help retain young professionals in Romeoville.

“We’ve seen them move out to other communities like Naperville,” Village Manager Steve Gulden said. “We would like them to stay and contribute to the village.”

Gulden said the Springs at O’Hara Woods apartment complex, proposed by Wisconsin-based Continental Properties, will be a high-end living option off Normantown Road east of Brunswick Lane, designed for young professionals between 25 and 35 years old.

Continental Properties representative Sara Johnson revealed the plan to the village board at a workshop meeting Feb. 15.

Eleven buildings containing 20 units each will be built

on the site of the former tree nursery landscape on a residential side of Normantown Road.

It will be a mix of studio and one-, two- and three-bedroom apartments ranging from 623 to 1,430 square feet. Each building will have an attached and detached garage space on the lot.

With surface parking, the complex will have 417 total spaces.

The site will include a clubhouse on the northwest corner of the lot with varied elevation and amenities, including free Wi-Fi for residents, an outdoor pool and a 24-hour fitness center.

The complex also will include a pet playground and spa, as well as a car wash.

While the plan calls for a smaller development than Highpoint and Remington apartment sites, Mayor John Noak said Springs will be a class-A secure community compared to the alternatives.

Tenants would have to

make 250 percent of their rent as income, as well as pass employment, rental, criminal and credit rating background checks. The community will be gated.

Before development starts, the village will have to annex the eastern third of the property, which is unincorporated.

Continental Properties also built a similar 340-unit complex in Plainfield called Springs at 127th, which Plainfield Village Planner Michael Garrigan said has had a successful rental rate since it opened.

“There’s always some concern in a single-family community about the potential impact to the character of the community,” Garrigan said, adding that Plainfield trustees supported the project since it started. “We’re very pleased with the successful development. The empirical evidence shows a lot of teachers and other young professionals are renting units.”

Valley View superintendent addresses student violence, principal’s departure

By NICK SWEDBERG Shaw Media Correspondent BOLINGBROOK – Valley View School District’s top administrator believes there is a misconception that student violence is on the rise at Bolingbrook High School.

Superintendent James Mitchem addressed that concern and others at a question-and-answer session Thursday night inside the high school’s cafeteria. Hundreds of parents and teachers turned out for the forum.

Mitchem attributed a perception of the Bolingbrook school being a haven for “thugs” and “hoodlums” to a stigma about schools with a large population of minority students.

Concern among district parents grew after two recent incidents.

On Jan. 30, a freshman pointed what he thought was a real gun at a Bolingbrook High School teacher, police said. The gun was later determined to be a BB gun, according to police.

The student was charged with felony disorderly conduct and aggravated assault and is no longer enrolled in the school, Mitchem said.

On Feb. 13, a Romeoville High School student and her mother were shot – the daughter, freshman Briana Valle, later died – outside their home in the 300 block of Emery Avenue, just a block from Irene H. King Elementary School.

Mitchem referred to the BB gun incident as “very unfortunate but something that could happen anywhere.”

In response to the incidents, Valley View school officials said they re-doubled efforts to ensure the safest possible envi-

ronment for children and staff, including increasing the number of lockdown drills, installing a new alarm system and increasing the number of random searches.

Mitchem also accepted full responsibility for the recent resignation of Michael White.

White’s resignation in January makes him the third principal in four years to leave the school. Parents collected more than 1,200 signatures in an effort to keep the educator.

Yolanda Jordan, current assistant principal at Romeoville High School, is serving as interim principal at BHS. She acknowledged that White’s resignation is a loss for the school.

Mitchem said applications are already being accepted for a new principal but he said the selection process likely will not start until after spring break.

JOLIET – Subzero wind chills blasting through Will County and the intensive snowfall didn’t deter Owen Margherio from finding the right home for his family.

Margherio, 33, of Plainfield, began home shopping in November. He and his wife had their first child earlier in 2013 and needed more space than a duplex with no basement could provide. He searched the Plainfield Township area for something that wasn’t going to be a cookie-cutter deal.

“We wanted something more unique and had more character rather than a house where every fifth one looks the same,” he said.

He and his family found one in unincorporated Plainfield Township, which he also wanted because the property taxes would be less than downtown Plainfield. While record cold weather posted some difficulty for Margherio, he was still able to get a good look at what he was shopping for.

“You could never tell how the houses were going to look in the summertime, so you kind of had to use your imagination,” Margherio said.

While some buyers like Margherio were able to find a home in a literally chilly housing market, the market in Will County – along with the rest of the state – still lagged behind markets nationally because of the cold weather. According to the National Association of Realtors, monthly gains in pending home sales in January where offset by declines in the West and Midwest regions.

Home sales in Will County during January were down slightly with 475 sales, compared to 480 sales in the same month last year, said Dave McClintock, CEO of Three Rivers Association of Realtors, which serves Will and Grundy counties.

Statewide, the polar vortex and lower inventory levels may have caused January home sales to fall 7.5 percent lower compared to last year, according to the Illinois Association of Realtors. Home sales in February managed to increase slightly over last February, with 466 closings, McClintock said.

The excessively cold weather definitely played a role in affecting home sales in Will County, said Karen Robertson, president of Three Rivers Association of Realtors who works at Coldwell Banker Honig-Bell office in Plainfield.

Typically during this time of year before spring, the market is more balanced because there is less inventory and buyers are competing to find a

home, she said.

“It’s because physically people couldn’t get out because it was snowing literally every other weekend,” she said about this year’s weather.

She predicts there is pentup demand for homes. People who lost homes several years ago because of medical or financial difficulties are eager to own a home once more.

“They’re really anxious to get back because owning is considerably less expensive than renting in our marketplace,” she said.

In January, the average sale price for a home was $182,000, up from the average sale price of $176,134 in January last year, McClintock said. In February, average sale prices also continued to be stronger than

last year, with $184,003 as the average sale price for homes.

The average market time – or the amount of time a home is listed for sale – was 25 days less than last year in January, at about 107 days. In February, the average market time was down from 131 days last year to 112 days this year.

Mark Meers, managing partner of Shorewood-based Spring Realty, said there are other variables besides the weather that affected home sales. Like Robertson, he said there is a growing buyer pool of people eager to become homeowners after a period of financial difficulties. He said the weather has likely slowed the actual writing of contracts for a home sales.

“What I tell buyers at this

time of year is inventory is probably at its low point and the reason is that the best housing got bought up in the spring, summer and fall of the prior year, and so what’s still left on the market has been in many cases there for a long time,” he said.

Margherio said he sees optimism in the market. Although, he said, it might be a little too much optimism, especially from sellers.

“Now that the economy seems like it’s starting to come back and people are getting excited, people are being overly excited,” he said. “I feel they are putting their homes on the market for a price that is more consistent with the home market we were in the better part of the last decade.”

Will County taxing districts push referenda

That’s one of the many questions voters will be asked when they participate in the March 18 general primary elections. Plainfield Township Park District, along with six other area taxing districts, are making several requests or propositions to residents for their input on issues ranging from bonds to tax rate increases.

The park district in Plainfield has three referenda on the ballot, one of which is the result of complaints from people who don’t own dogs and wonder why they are paying for a park they don’t use, said Doug Booth, the park district’s communications director.

Probably the most important question on the ballot, Booth said, is the one asking voters if the park district

should investigate the purchase or construction of an indoor recreation facility.

“Several years ago this district did run a referendum about building a larger facility structure and it was defeated and yet if you talk to the people in the streets, they see

a need for something of that type,” he said.

The park district has no plans to construct a community center to house more of its indoor programs yet and is seeking public input first, he said.

Park district officials also are asking voters if they should impose term limits on members of its park board so that they serve no more than two six-year terms. Smith said this idea was something Board President Peter Hurtado and several other board members were strong believers in.

The Homer Township Fire Protection District is asking voters to approve a referendum for the sale of $4.7 million in bonds by the district to secure funding to alter, improve and equip existing facilities, procure vehicles, firefighting apparatus and equipment, according to their website.

The New Lenox Fire Protection Protection is asking approval for a referendum to increase tax rates from 36

cents to about 49 cents per $100 of assessed property values.

The increase would aid funding for competitive firefighter salaries, equipment, vehicles and other services, fire district officials have said.

Wilton Township officials and the Steger-South Chicago Heights Public Library District also are asking for tax increases.

Crest Hill-based ChaneyMonge School District 88 officials are seeking voter authorization for the issuance of no more than $3 million in capital improvement general obligation bonds to provide school building improvements. The district needs to provide local matching funds for the state capital development board’s school construction program.

“Your [school] building is right up there in importance,” said Andy Siegfried, district superintendent. “Think about the weather we’ve had. …

We’ve had to set up a special routine for bathroom breaks because we don’t have enough bathrooms.”

Communities sign contracts with Will County Animal Control

By LAUREN LEONE–CROSS lleonecross@shawmedia.com The service that Will County Animal Control provides to surrounding communities is a prime example of cost-effective, efficient government, said Dr. Lee Schild, who heads the department.

Shorewood joined other 10 communities this month after entering into a three-year intergovernmental agreement with Will County Animal Control.

The communities of Braidwood, Channahon, Elwood, Godley, Homer Glen, Manhattan, New Lenox, Plainfield, Symerton and Wilmington re-

newed contracts this year with the department.

“When the economy took a downturn, it became a financial burden for these communities to provide their own animal control service,” Schild said of the practice. “We’re paid on a per diem basis. It does not amount to much.”

For example, the department received about $40,000 collectively from the communities it contracted with last year – which is tiny in comparison to what it would take for each community to maintain their own animal control facility, he said.

“It’s a good service. It’s good for the animals. It’s good for the

Residents in any of these communities are encouraged to call their local police depart-

ment if they see a stray animal.

The police department will notify animal control to impound the animal at the nearest shelter.

Strays will be kept for a period of seven days waiting for owners to claim them. Once the seven days are up, the animal will be released to an adoption agency.

The animal control also maintains a 24-hour answering service and emergency pick-up for confined stray animals, injured animals and stray biters, according to its website.

Schild’s staff includes four animal-control officers trained specifically to deal with animals. The No. 1 type of com-

plaint they receive is an animal biting a human, he said.

“If anyone is bitten and treated at a medical facility, that medical facility reports back to us so we can investigate the bite and find out if the dog has had its rabies vaccination.”

Schild said animal control sometimes gets a bad rap for picking up pet owners’ animals caught without a collar or running at large, but believes the service keeps the animal safe.

“You’d think people would be grateful that animal control picked up their pet,” he said.

“It’s better to pick him up the following day from an animal facility.”

Agreement with Dresden good news for Grundy County taxing bodies

Dresden Station’s EAV has somewhat erratic since 2000, dropping from $290 million to $105 million, then leaping to $540 million before falling down to $495 million – all over in about 10 years, Grundy County Assessor Dave Henderson said.

With the current agreement, the station’s property value is locked at $510 million for the next 5 years.

Henderson said Dresden’s EAV changed drastically because of several factors, including the deregulation of the electric producing industry in 2000, which made the market more competitive.

Henderson said deregulation shifted the historic property assessment basis to a more competitive one because the Illinois Commerce Commission no longer regulated the process.

“When that happened, the method that these properties were valued by was turned inside out,” Henderson said.

The jumps in EAV also were because of the plant becoming more efficient and obtaining a license renewal.

Henderson said there was a time when his office worried Dresden would close if the company’s license was not renewed. That expiration date was factored into the property value assessment.

“Without that renewal, those units would have closed down in 2010,” he said.

With the 20-year license renewal, Henderson said the plant’s EAV is in a more stable position.

That’s good news for District 1 and other taxing bodies that depend on Dresden Station tax revenue when drafting budgets.

“There was just so much variability,” Bugg said.

“When you count on one entity for roughly 70 percent of your revenues, having stability in that revenue is extremely important for the budgetary process.”

By JESSICA BOURQUE jbourque@shawmedia.com COAL CITY – Officials in the Coal City School District 1 said they can breathe a sigh of relief now that a five-year property tax agreement with Dresden Nuclear Power Generating Station has been approved.

The Coal City School District 1 Board of Education approved the agreement at its most recent meeting.

The assessment agreement determines what the station’s taxable property value will be for the next five years. Revenue from the station accounts for roughly 70 percent of the school district’s budget, Superintendent Kent Bugg said.

District 1 and six other taxing bodies, including Grundy County, spent roughly nine months negotiating the property value of the station with Dresden.

“It’s a real relief to get it behind us,” Bugg said.

With the new agreement, District 1 will receive about $1.7 million less in tax revenue this school year than it did in 2012. It will lose a total of about $18,000 in additional revenue throughout the next five years.

In 2012, when the Dresden Station was assessed at $567 million, District 1 received about $17.7 million from the plant. Now, the district will receive about $15.9 million each year for the next five years, or until 2017, at which time the taxing bodies will have to negotiate a new agreement.

Bugg said the school board anticipated the drop in equalized assessed value and proactively implemented a $1 million budget cut over the next four years.

“If we can get that $1million in cuts, that should make us solvent over the life of the agreement,” Bugg said.

This is third five-year agreement with Dresden the taxing bodies have entered into. Those taxing bodies are District 1, Grundy County, Coal City Fire District, Coal

‘Commitment to excellence’ earns cop top honor VIEWS Kris Stadalsky Minooka Police Officer Ryan MacDonald has been with the department for 11 years.

MacDonald cannot imagine himself doing anything else.

“Every day is an experience,” he said. “I learn new things and meet new people every day.”

His commitment to his job, his dedication to professionalism, willingness to take on added responsibilities and involvement in volunteer events through the department are the things that earned MacDonald the honor of Officer of the Year.

He didn’t have that one “wow” incident nor did he write the most citations, Minooka Chief of Police Justin Meyer said, but he consistently meets the high standards of policing while he’s on patrol and within the community.

“He just knows what he’s supposed to do,” Meyer said.

“His dedication to duty, professionalism and commitment to excellence reflect distinct credit upon himself, the Minooka Police Department and the Village of Minooka.”

MacDonald was honored during a recent village board meeting. Meyer presented him with a plaque and a ribbon for his Class A jacket.

MacDonald is a patrol officer, which he loves, but is also a volunteer adviser for the department’s Explorer Program, teaching youth about law enforcement.

“I am sharing my experience and training with younger adults who are leaning toward this as a career,” MacDonald said. “It’s a directional push for them to be future police officers.”

He also volunteers for Special Olympic events such as Cop on Top and annual trivia nights.

MacDonald was surprised

and touched to find out he was named Officer of the Year. Everything he does for the department he considers a normal part of his job.

“I love the career path I chose,” he said. “Even if it’s 20 below, snowing and drifting outside I still like getting out there and helping people in need.”

MacDonald is married to Angela MacDonald. They have two young boys, Hayden and Griffin.

Student of the month amend A few weeks back I wrote about the last several Minooka High School students chosen as Channahon-Minooka Rotary Club students of the month, and I made an error in the acknowledgement of Matthew Garcia-Thompson.

So I feel I need to make an amend.

Minooka High School Public Relations Director Dave DiLorenzo nominated Garcia-Thompson and I had another student listed as the one he nominated. While both are exceptional students in every way, DiLorenzo nominated Garcia-Thompson in part for his outstanding dedication to his little brother.

Garcia-Thompson coaches his younger brother’s baseball team in addition to his studies and volunteer activities at school.

“Matt’s dedication to his family is second-to-none and should be an inspiration to everyone,” DiLorenzo said.

“As a parent, I am beyond impressed with the level of dedication Matt shows for his little brother, and I am sure it is a tremendous help to his family, as well. He is a wonderful young man and one whom I am sure has made his family incredibly proud.”

Marianne golfed with her son, Mark of Channahon. She supported the activities of her grandchildren Jim and Sarah Vocu, and Bennett and Grace Thelo. Consequently, her great-granddaughter, Marley Vocu, 5, of Shorewood, adored her, Jim said.

Marianne celebrated birthdays by preparing roast beef dinners, Kathy said. For each holiday, Marianne “made the house look really cute and homey” by hanging and arranging themed decorations.

She also baked kolache, potica, Swedish Johns (powdered sugar balls with nuts in them) and cut-out cookies: Turkeys for Thanksgiving, hearts for

Valentine’s Day and bunnies for Easter, Kathy said.

“She treated her family like it was the most important thing,” Kathy said. “She always insisted we get together, even though it was hard as everyone got older. Because of it, my kids are family-oriented people and have such wonderful memories.”

Jim called his grandmother “an amazing woman” and “one of the best people I have ever known.” He respected the interaction between his grandmother and mother.

“Not everyone has that with their parents,” Jim said.

“I have it with my mom and I think it stems from her close relationship with her mom.”

Mostly, Marianne had a deep faith in God, Kathy said.

Marianne not only attended church every Sunday, she kept a prayer sheet, to which she referred each night, even taking that sheet with her on road trips.

JOLIET – Through ordinary activities, Marianne Thelo of Joliet forged strong connections with others, creating a legacy of unconditional love and support for her family and friendships that spanned decades.

With her husband, Fred, Marianne collected brewery memorabilia, actively participated in a local beer can club and attended conventions catering to other collectors, said Marianne’s daughter, Kathy Vocu of Joliet.

Each week, for more than 30 years, Marianne played bridge with a group that included a woman from her school days.

When Marianne no longer worked in the library at the University of St. Francis (formerly College of St. Francis in Joliet), a job this stay-athome mom had shouldered to pay for her children’s college education, she remained in contact with her colleagues, Kathy said.

“When she became friends with a person, they were friends for life,” Mark Thelo, Marianne’s son, said. “You know how some people will only be friends for a while?

That was not the case with my mom. She had friendships for 40 years. They kept in touch with and supported each other.”

When their children were young, Fred and Marianne took three-week driving trips to California and visited Disneyland Resort and Knott’s Berry Farm. Marianne took periodic weekend trips with Kathy, where they played slots, read books and indulged in onion rings and Jelly Babies, Kathy said.

Kathy, too, credited Marianne’s intercession as “the reason all our dramas in life turned out so well.” That consistent example developed Kathy’s own faith, she said.

He will be remembered for faithfully visiting the sick members of St. Anne and St. Ambrose who were in the hospital.

STATE Medical marijuana law poses workplace dilemma The ASSOCIATED PRESS ROCKFORD – Illinois residents who make use of the state’s fledgling medical marijuana law may risk their jobs if their employers opt to maintain or adopt zero-tolerance drug policies.

The law that took effect in January protects patients from arrest or prosecution for using marijuana, the Rockford Register Star reported. But employees might not have recourse if their employers fire them for violating on-the-job prohibitions on use of the drug.

It’s not immediately clear how many patients’ jobs could be affected. But experts say it may be time for employers to revisit or tweak their drug policies to reflect the new law – and

for workers to research their workplace drug protocol.

“If an employer already has a drug policy, there’s nothing in the act that prevents them from enforcing that drug policy,” said Nesheba Kittling, a Chicago-based attorney who specializes in labor matters.

“We’ll get people who have a smaller workforce who envision someone having cancer and using medical marijuana to help with the cancer. They wonder, ‘Do I really have to terminate them?’ At the end of the day, it’s up to you.”

Kittling said case law in states such as California, Oregon and Washington, places with less-restrictive medical marijuana laws than Illinois, have sided with employers when employees sue over dis-

Illinois’ law does protect employees from disciplinary action just for having or saying they have a medical marijuana card. But Kittling said employer drug policies run the

gamut of what they allow, with companies with government contracts more likely to have zero-tolerance policies because such policies are mandated by the federal government.

Illinois’ law lists about 40 conditions, including cancer to HIV, AIDS, glaucoma, multiple sclerosis, rheumatoid arthritis and muscular dystrophy, that would qualify patients to get recommendations from their doctors to use medical marijuana.

Rep. Lou Lang, the Skokie Democrat who sponsored the medical marijuana bill, told the newspaper that questions about whether employer restrictions will limit the number of patients who can use medical marijuana are fair, though he believes the law’s

language is clear.

“Whatever rules employers have at their workplace can stay in place,” Lang said. “We were very specific that if you have a drug-free workplace, it can remain drug free.”

Lang said the law’s language is similar to wording in other states’ medical marijuana statutes and that adding language that would have regulated employer responsibilities with regard to medical marijuana would have stalled the bill’s passage.

“There may be adjustments that should be made along the way, but we won’t know until we get some experience with this, until the program is up and running and people who need the product are taking it,” Lang said.

Authorities said Dunn punched Martin last June, causing the victim to fall and hit his head on concrete. Martin died days later at a hospital.

Dunn’s attorneys had insisted Martin’s death was an accident, claiming Dunn believed he was stopping a fight between Martin and another man.

Dunn’s sentencing hearing is scheduled for April 18.

STATE BRIEFS Trooper hurt when rear-ended along I-64 EAST ST. LOUIS – Illinois State Police said a suspected drunken driver in southwestern Illinois crashed into the back of a state trooper’s cruiser occupied by the trooper and another allegedly impaired motorist.

The Belleville News-Democrat reported that the trooper and the two suspects sustained injuries not considered life-threatening in the crash about 3:30 a.m. Saturday along Interstate 64 in St. Clair County.

Their medical statuses were not immediately clear Sunday.

Trooper Calvin Dye said the trooper was completing paperwork in his patrol car with a suspected drunken driver in the back seat when the cruiser was hit from behind.

The names of the three people injured were not immediately released.

Cardinal George undergoes treatment CHICAGO – Cardinal Francis George said he feels a “little

bit lightheaded” and a little unsteady on his feet but otherwise OK after his first treatment in a new round of chemotherapy.

The Chicago Sun-Time reported that 77-year-old leader of the Chicago archdiocese underwent his latest cancer treatment Wednesday that focused on one of his kidneys.

George told the newspaper Saturday that he’ll have three rounds of chemotherapy, after which he’ll avoid crowds because his immune system is expected to be compromised.

George had surgery in 2006 to remove his cancerous bladder, prostate and part of his right ureter and was deemed cancer-free after 19 days in the hospital. But his cancer returned in 2012, and he underwent chemotherapy.

Illinois offers grants to boost school security SPRINGFIELD – Public schools, colleges and universities in Illinois have a few more days to apply for state grants to help pay for security improvements.

Under the program, schools can get financial help for things such as installing reinforced doors, locks and shatter-proof glass.

The Illinois Emergency Management Agency is reminding schools that the deadline to apply is Friday.

A total of $25 million will be awarded.

Agency Director Jonathon Monken said security equipment is only one part of making a school safe.

He said schools also must plan for emergencies, train their staff and carry out exercises.

Man guilty in manslaughter case MARION – Sentencing is scheduled for next month for a man convicted of involuntary manslaughter in a southern Illinois fight last year that killed another man.

Jurors in Williamson County found 38-year-old Danny Dunn guilty Friday in connection with the death of 22-year-old Trevor Martin. Both men were from Creal Springs.

Illinois halts plan to require ATV permits SPRINGFIELD – Illinois officials have put a hold on plans to require permits for most all-terrain vehicles.

The Springfield bureau of Lee Enterprises reported the Illinois Department of Natural Resources won’t require off-highway vehicle owners to buy the permits until further notice.

Lawmakers approved the new $15 fee for ATVs last year. It was set to take effect April 1.

But legislators said they need more time to look at the law and possibly clear up confusion about who must buy

6 injured in shooting at party in Chicago CHICAGO – Six people have been injured in a shooting at a party on Chicago’s West Side.

Chicago Police Officer Michael Sullivan in the News Affairs office said two men argued during a party early Sunday in the Austin neighborhood. One man left, returned with a gun and fired into the residence.

Sullivan said five males and one woman were injured.

WLS-TV reported that Officer Hector Alfaro said a 20-year-old man and the 20-year-old woman are in serious condition. Alfaro said the others, ages 17, 18, 19 and 22, are in stable condition.

No arrests have been made.

General’s accuser was ambitious soldier too

By JEFFREY COLLINS and MICHAEL BIESECKER The Associated Press FORT BRAGG, N.C. – The Army captain who has accused Brig. Gen. Jeffrey A. Sinclair of sexually assaulting her during their threeyear relationship was an ambitious soldier with plans to make the military her career, much like the boss she loved and admired.

Stirred by the 9/11 attacks to leave college and join the military, she signed up with the Army, learned the in-demand language of Arabic and showed a laser focus in trying to carve out a reputation as a soldier who could be counted on in the toughest of situations.

Her stunning allegations that Sinclair, a rising star, has put both of them – and the three-year affair they both admit to – under the microscope at a time when Congress and the Pentagon grapple with how to best deal with cases of sexual impropriety within the military ranks.

Her credibility is central to the case. Is she a woman whose affair with a charis-

matic and approachable superior ended with him forcing her to perform oral sex and threatening to kill her and her family? Or is she, as Sinclair’s lawyers have portrayed, a jilted lover who fabricated allegations of sexual assault when Sinclair refused to leave his wife?

She testified Friday as Sinclair’s court-martial began. She is expected to return to the stand Monday, where Sinclair’s attorneys will likely ask tough, pointed questions and dissect the relationship in extremely graphic detail.

The Associated Press does not generally identify alleged victims of sexual assault.

Much of what is known about the 34-year-old captain comes from her own testimony during the various military proceedings.

Her allegations set in motion a rare court-martial against a brigadier general.

He is believed to be only the third high-ranking military officer to face court-martial in the past half century – and the highest ranking officer to be accused of sexual assault.

The charges against Sinclair and his hearing come at

a time the Army is under increasing pressure to confront what it has called an epidemic of sexual misconduct. On Thursday, the U.S. Senate rejected a proposal that would end the practice of allowing commanders to decide if serious crimes move forward through military courts.

Sinclair, 51, this past week pleaded guilty to charges he had improper relationships with two other female Army officers and to committing adultery with the captain, a crime in the military. He also admitted to possessing pornography in Afghanistan, a violation of orders for soldiers in the socially conservative Muslim country.

The captain was given immunity in exchange for her testimony.

By pleading guilty to those lesser charges, Sinclair’s attorneys hope to boil the case down to a classic “he said, she said,” and zero in on whether his accuser is to be trusted and believed.

It will be up to a jury made up of five two-star generals to decide if Sinclair at any time forced her to perform sex acts or if everything that happened was consensual.

Gas prices may jump from California emissions law

By DON THOMPSON and JASON DEAREN The Associated Press SAN FRANCISCO – California’s greenhouse gas reduction law already has shaken up the state’s industrial sector, costing it more than $1.5 billion in pollution permit fees.

It’s now poised to hit the pocketbooks of everyday Californians.

Starting next year, the law will force fuel distributors into the same cap-and-trade marketplace as utilities and major manufacturers. The oil industry says it will lead to price increases of at least 12 cents a gallon immediately, while state regulators say any price spikes could vary widely, from barely noticeable to double-digits.

Anticipating angst at the pump, a leading state lawmaker is raising concerns about the uncertainty of the law’s impact on prices for consumer fuels, including gasoline, natural gas, propane and heating oil. Senate President Pro Tem Darrell Steinberg, D-Sacramento, says the state should scrap the plan to put fuel producers under the cap-and-trade provision of the law and instead institute a 15 cent-per-gallon “carbon tax.”

Cap-and-trade sets a limit, or cap, on emissions of

heat-trapping gases and requires companies to pay for each ton of pollution they emit, the price of which is determined in an allowance auction. Polluters that cut emissions below the cap can sell their leftover pollution permits, called allowances, to companies that need extra.

The program is a central part of AB32, the greenhouse gas reduction law that passed the Legislature and was signed by former Gov. Arnold Schwarzenegger, a Republican, in 2006. But it is just one of several provisions of the law – such as requiring lower-carbon fuels – meant to prompt Californians to change their transportation and energy consumption habits as the state seeks to reduce emissions of heat-trapping gases to 1990 levels by 2020.

The California Air Resources Board own economic analysis of AB32 from 2010 shows that diesel prices could rise from 3 percent to 23 percent, with gasoline prices rising 5 percent to 32 percent, depending on market factors associated with the global warming law’s programs.

The industry and some economic forecasts have predicted a 10- to 12-cent increase in the price per gallon at the pump, and Steinberg says those prices could spike as high as 40 cents a gallon.

Doan Huu Gia, the chief of search and rescue coordination center, said Monday that six planes and seven ships from Vietnam were searching for the object but nothing had been found.

Malaysia Airlines Flight MH370 went missing early Saturday morning on a flight from

The plane lost contact with ground controllers somewhere between Malaysia and Vietnam, and searchers in a low-flying plane spotted an object that appeared to be one of the plane’s doors, the state-run Thanh Nien newspaper said.

Lack of passport checks expose security flaw

By JAMEY KEATEN The Associated Press PARIS – When you travel, airport security agents may pat you down, inspect your deodorant and scan your body from head to toe. But there’s a good chance that no one’s checking whether you’re using someone’s lost or stolen passport.

A gaping, if little-known, loophole in international aviation security came into broader view Sunday when the international police agency Interpol said its computer systems had contained information on the theft of two passports that were used to board an ill-fated Malaysia Airlines flight – but no national authorities had checked the database.

Largely unheeded, Interpol has long sounded the alarm that growing international travel has underpinned a new market

for identity theft and bogus passports have lured many people: Illegal immigrants, terrorists, drug runners, pretty much anyone looking to travel unnoticed.

It’s not known whether stolen passports had anything to do with Saturday’s disappearance of the Boeing 777 bound from Kuala Lumpur, Malaysia, to Beijing with 239 people on board.

But such oversights aren’t new – and Interpol hopes national authorities will “learn from the tragedy.”

More than 1 billion times last year, travelers boarded planes without their passports being checked against Interpol’s database of 40 million stolen or lost travel documents, the Lyon-based police body said. Interpol Secretary General Ronald K. Noble said in a statement Sunday that it has long asked why countries would “wait for a tragedy to put prudent

security measures in place at borders and boarding gates.”

For the last decade, Interpol has stocked and shared information on stolen or lost passports in ways few international agencies can: it has 190 member countries. And air security is increasingly international work: the Malaysia flight had mostly Chinese and Malaysian passengers, but Americans, Australians, French, Indians Indonesians and Ukrainians too.

The Interpol stolen or lost travel documents database draws on information from 167 countries. It was searched more than 800 million times last year – but one in eight searches was conducted by the United Arab Emirates alone. The U.S. and Britain are other big users, and France and Switzerland routinely check it too, Interpol officials said.

WASHINGTON – President Barack Obama will meet this week with Ukrainian Prime Minister Arseniy Yatsenyuk, the White House said Sunday, in a prominent show of U.S. support for Ukraine’s fledgling new government.

Vice President Joe Biden cut short his trip to Latin America, nixing a planned stop in the Dominican Republic so he can attend Wednesday’s meeting, an aide to Biden said. Biden had been the White House’s prime point of contact with Ukraine’s president, Viktor Yanukovich, before he fled to Russia last month following violent clashes in Kiev.

Obama’s White House meeting with Yatsenyuk will focus on options to peacefully resolve Russia’s military invention in the Ukrainian region of Crimea, the White House said, adding that the resolution must respect Ukraine’s sovereignty and territorial integrity. By inviting Yatsenyuk, whose government Russian Presi-

dent Vladimir Putin alleged took power by way of an unconstitutional coup, the U.S. is also sending a clear signal to Moscow that the U.S. considers Yatsenyuk to be Ukraine’s legitimate leader – at least for the time being.

“What we’ve seen is the president mobilizing the international community in support of Ukraine to isolate Russia for its actions in Ukraine, and to reassure our allies and partners,” said Tony Blinken, Obama’s deputy national security adviser, as he announced the meeting Sunday on NBC’s “Meet the Press.”

The announcement came as the Kremlin was beefing up its military presence in Crimea ahead of a planned March 16 referendum on whether Crimea should break way from Ukraine and join Russia. Putin defended the separatist drive as in keeping with international law, but Yatsenyuk vowed not to relinquish “a single centimeter” of his country’s territory. Obama has warned that the vote would violate international law.

WORLD BRIEF BAE report says Ukraine has faced cyberattacks LONDON – Ukraine was repeatedly attacked by sophisticated cyberspies as tensions between pro-Russian and Western-leaning factions escalated in recent months, according to a report from U.K.-based defense contractor BAE Systems.

Ukrainian computer systems have been targeted by at least 22 attacks launched by “committed and well-funded professionals” since January 2013, BAE found. While BAE didn’t identify the source of the attacks, a German company said the espionage software has “Russian roots.”

The spies used “Snake” malware that allowed them to gain control of the computer

systems of large organizations and steal information, according to the report from BAE’s Applied Intelligence unit. Snake’s design “suggests that attackers possess an arsenal of infiltration tools and bears all the hallmarks of a highly sophisticated cyber operation,” BAE said.

While the report released last week by BAE Systems Applied Intelligence doesn’t name Russia as the source of the attacks, it suggests they originated in the time zone where Moscow is located.

Limit animal hoarding by sharing data distress, perhaps an animal who is likely to face euthanasia, can take the critter in.

Most of us feel we know the limits of our compassion – or at least we know when enough is enough. But for extreme animal hoarders, there is a big disconnect.

Illinois is ranked by the Animal Legal Defense Fund as having the strictest animal control laws. But one thing the organization recommends that Illinois doesn’t already do is establish a database of convicted animal abusers (including hoarders) akin to the sex offender registry.

Such legislation has been introduced in the General As-

sembly by state Sen. Sue Rezin, R-Morris, which was originally submitted by Grundy County State’s Attorney Jason Helland.

Animal hoarding doesn’t present the clear and present danger that sex offenders do, so seeking to legislate a formal reporting process would be over the top.

But given the near guarantee that a hoarder will repeat his or her habits, it would be appropriate for law enforcement personnel to voluntarily keep tabs on convicted hoarders – and share that information with other agencies – to ensure the safety of both people and animals.

The JCA boys, a national Catholic champion back in the day, have not won an IHSA supersectional. They won a regional title Friday for the first time since 1988.

The girls had not reached the semifinals previously.

Contrast that with the recent history of the Angels’ two opponents at state.

Montini now has four titles in the past five seasons. With its 70-59 semifinal victory, JCA ended Quincy Notre Dame’s three-year state championship run and prevented the Raiders from a fifth straight appearance in a state final.

“To get here the first time is big,” Angels coach Ed Schodrof said. “I’m very proud of this team and what it accomplished. Now we expect to come back.”

Timing was everything.

Had Joliet Catholic and Montini duplicated their semifinal performances in Saturday’s Class 3A girls state championship game at Illinois State University’s Redbird Arena, the Angels, their school and supporters would be celebrating the state title at Monday’s 2 p.m. assembly in the Student Activity Center.

Instead, a second-place finish will be feted. Montini was an entirely different team in the final, especially shooting the 3, and JCA did not play its best game as the Broncos prevailed, 57-44.

Chances are, if these teams met 10 times, each side would win five. They are that evenly matched. Saturday just happened to be Montini’s day.

The Broncos (34-2) shot 30.6 percent from the floor, including 3 of 19 from 3-point range, in overcoming Burlington Central, 34-26, in Friday’s semifinal. Against JCA (28-3), they shot 50 percent overall including 11 of 20 from long range.

“There was nothing we could have done about it,” Angels all-stater Jasmine Lumpkin said. “When a team gets hot like that, they can’t miss.”

The Michigan State-bound Lumpkin – who played her first two high school seasons at Montini – and the others who returned from last season’s JCA team never forgot how that one ended, in a sectional semifinal loss to Bishop McNamara.

“We did look too far ahead last year,” Lumpkin said.

“This year we took it game by game.

“It’s my senior year and I wouldn’t want it to end any other way than being here. To come this far and lose hurts really bad, but you can’t take

talents, such as Lumpkin and second-team all-stater Nicole Ekhomu. It does not become great, however, unless the role players step up and the stars continue to get their teammates involved.

Battle and Walker started at forward and Nicole Ekhomu is oh-so advanced for a sophomore. Farrell, Acosta, Weigt and Williams were valuable off the bench. Nobody plays with more energy than Acosta.

With all that youth in participatory roles, outside observers did not necessarily see JCA among the state’s best early on. Schodrof felt otherwise, however, he did not talk about it on the record.

“My expectations for this team were very high from the beginning,” he said.

“There was that pressure I put on myself, but we never pressured the kids. I knew we could get down here with the players we have.”

Moments after the second-place medal was placed around his neck, JCA Principal Jeff Budz, who coached the boys team a few years ago after the death of Jeremy Izzo, relayed his feeling about the Angels.

“This team is awesome,” he said. “They played hard as a team. They had a lot of young kids, but they didn’t seem like young kids. And the seniors really stepped up. “[Schodrof] did an awesome job coaching them and he has a great staff (Kurt Weigt, Kenny Battle and Mark Clarke).”

For a school accustomed to athletic success – led by the football, girls volleyball and baseball programs – what an exhilarating experience it was to watch the girls basketball team journey all the way to the state championship game.

As Schodrof said of second place in Class 3A, “Not bad.”

STAFF REPORTS On the first day of the Warner University Invitational in Lake Wales and Avon Park, Fla., the University of St. Francis baseball team split a pair of games, losing to No. 14-ranked Bellevue University, 5-2, before defeating Siena Heights University, 6-2.

In Friday’s first game, Bellevue hurlers Brennan Henry and Steve Sarcone held the Saints to one hit.

The Saints plated a pair of runs without benefit of a hit in the top of the fifth inning. Kyle Burton drove in the first run when he drew a bases-loaded walk. Another run scored on a passed ball.

Luke Wyss produced USF’s only base hit when he reached on an infield single with two outs in the sixth.

Pitcher Adam Panayotovich fell to 1-1. He went the distance, allowing eight hits and one walk with eight strikeouts.

Jake Butler (Minooka) scattered seven hits without yielding an earned run as the Saints won Friday’s second game. The righty allowed only two hits after the fourth inning and he improved to 2-1 on the season.

USF (8-11) scored the only runs it would need before a batter was retired in its half of the opening frame when Brandon Mendoza hit a threerun double.

The Saints added single runs in the third, fourth and sixth innings. Burton drove in two of those with a fielder’s choice in the fourth and a base hit in the sixth.

COLLEGE BASEBALL Jefferson College 3-5, JJC 0-9: Matt DeGraw of Lockport suffered a 3-0 loss in the opener for the Wolves. Steve Wittkamp of Minooka was 2 for 3 with two singles. JJC (1-3) got its first win in the nightcap as Minooka’s Kevin Ruff struck out 10 and allowed no earned runs in six innings in a5-9 victory. Colton Trager was 2 for 2 with a home run and three RBIs for JJC, which collected 12 hits, while Plainfield South’s Darrell Collins was 2 for 3 with a double and three RBIs and Morris’ Kenny Milosovic was 2 for 3 with an RBI. Lewis swept: Lewis was unable to get its offense going as the Flyers (5-6) dropped a pair of games to Wayne State, 2-1 and 5-3, Friday.

In the opener, Austin Mastela (Lockport) tied the score at 1 with a home run in the fourth inning, but Wayne State was able to regain the lead in the bottom of the frame as Eric Cunningham drew a bases-loaded walk to force in the game-winning run.

Phil Warner (0-1) threw six innings for the Flyers, giving up two runs on five hits, while striking out nine and walking two.

Cedarville shut out the Flyers, 4-0, in the morning game, but Lewis rallied in the nightcap, scoring two runs in the ninth to earn the 4-3 extra-inning victory over Notre Dame College at the NTC Softball Complex, Claremont, Fla. on Wednesday morning.

With the split, Lewis is now 4-6.

Chase Machain (1-2) earned her first collegiate victory, allowing three runs, one earned and seven hits while striking out three batters.

Noah leads Bulls past Heat in OT

The real victory for the Bulls will come when they’re knocking the Heat out of the playoffs, not during the regular season – no matter how charged the atmosphere is.

Even so, they’ll take this.

Noah had 20 points and 12 rebounds, D.J. Augustin scored 22 and the Bulls beat the Heat, 95-88, in overtime Sunday after Butler blocked LeBron James at the end of regulation.

“I want what they have – a championship,” Noah said.

“One day, we’re going to have to get through those guys.”

With a healthy Derrick Rose and the No. 1 seed in 2011, the Bulls fell to Miami in the Eastern Conference finals.

Last year, with Rose out, the Heat knocked off the Bulls in the second round on the way to their second straight championship.

“It’s still a good win,” Butler said. “It gives us confidence we can beat them. But ... in the playoffs, like (Bulls coach) [Tom Thibodeau] said, we can’t go around them; you’re going to have to go through them.”

Dwyane Wade scored 25 for Miami, but with James struggling again, the Heat dropped their third straight to match their longest losing streak of the season.

James scored 17 points on 8-of-23 shooting and couldn’t come through after Miami blew a 12-point lead down the stretch. With a chance to win it at the end of regulation, he got stripped by Butler on a layup attempt.

In overtime, it was all Bulls.

The Bulls outscored Miami 9-2, starting with Augustin’s 3 just under a minute in. Butler added a jumper from the wing, Noah scored on a putback and Butler hit two free throws to make it 95-86 with 1:33 left before James made a layup.

Wade tried to carry the load for Miami, particularly in the early going. Chris Bosh scored 15, but James had another rough afternoon. The four-time MVP is 23 for 59 in the three games since his career-high and franchise-record 61-point effort against Charlotte last week.

James also went without a mask from the start to protect his broken nose, after ditching it during the previous game.

He said it was simply uncomfortable, so he decided to play without it even though he was not cleared to do so.

The Bulls got back into it after the Heat led by 12 late in the third quarter.

Augustin’s 3-pointer and Butler’s steal and two free throws put the Bulls ahead 7574 midway through the fourth.

It was 82-82 with just over two minutes left when Noah blocked a layup by James. Taj Gibson raced the other way for a thunderous dunk while getting fouled by Mario Chalmers, drawing a roar from the crowd.

Patrick Kane celebrated his trip home to Buffalo by also scoring in helping the Hawks beat the Sabres for a fifth consecutive time. Cory Crawford made 20 saves in making his 12 straight start.

By improving to 3-3 since the end of the Olympic break, the Hawks (38-13-14) avoided their longest road losing streak since a sixgame drought from Feb. 2-14, 2012.

(19-37-8), who had a threegame home winning streak snapped.

By GORDON WITTENMYER gwittenmyer@suntimes.com MESA, Ariz. – Chris Valaika was in New Orleans and healthy again, hitting as well as he had all year, when he got the spirit-crushing news that seems incomprehensible even six months later.

The Miami Marlins’ front office and field staff made the move to call him up from the minors to replace the injured Placido Polanco – only to have owner Jeffrey Loria veto the move over a grudge stemming from Loria-favorite Tino Martinez’s resignation as hitting coach a few weeks earlier.

“It was frustrating to hear that,” said Valaika, a versatile infielder trying to win a job with the Cubs this spring. “… After a lot of things that went on, I wanted to go somewhere else.”

Consider it the modern-day Cubs’ version of NoMoney-ball, where the Cubs are starting to exploit mar-

ket inefficiencies.

In this case, they’ll take advantage of what’s widely considered the most dysfunctional ownership in baseball if they get decent value from Valaika or another guy caught up in the Martinez fiasco, Justin Ruggiano.

The Miami Herald reported that Loria overruled his baseball department on Valaika’s promotion because of the infielder’s role in the player-abuse complaints against Martinez that led to the resignation once the allegations were made public.

Martinez, hired directly by Loria before the season, was involved in verbal and physical altercations with several players – including Ruggiano – according to Herald reports.

Valaika, 28, who was signed as a minor-league free agent, is a natural middle infielder who also played parts of two seasons with Cincinnati. He has played all four infield spots.

Volunteers help disabled dog at Will County Humane Society shelter

I

t was just so sad, said Kelly Sanchez of Channahon, a volunteer at the Will County Humane Society in Shorewood.

Charlie, a 6-year-old Westie mix, struggled to move, despite apparent lack of pain, as his back legs would spontaneously slip out from underneath him, Sanchez said.

Once, Sanchez found Charlie stuck in his food bowl. Consequently, Charlie often chose not to move, as Sanchez discovered when she came to show a dog.

“Later when I brought the dog back, [Charlie] was still there,” she said Charlie is now up and “walking,” thanks to a gift Sanchez and three other shelter volunteers purchased: A special dog cart that gives mobility to disabled dogs such as Charlie.

“When they first put him on it, he took off down the hall, around in the corner and into the office,” said Larry Ringbauer, shelter manager.

“He’s pulling it with his front legs, rear end off the ground.”

Sanchez makes practice fun by coaxing Charlie with “some deli meat.” Little by little, Charlie progresses in skill, confidence and muscle tone, Ringbauer said.

“It’s like learning to ride a bike,” Sanchez said.

“He was rambunctious and just wanted to play,’ Ringbauer said. “They didn’t want him [Charlie] to get hurt.”

It was Sanchez who went online and researched handicapped carts. The ones with the best reviews cost about $250, more than Sanchez hoped to spend, she said. Then

Sanchez found a small company that made and sold PVC carts for $80.

Sanchez ordered one but that model did not work for Charlie and Sanchez believes it’s because of his old injury.

Charlie’s front and back sides “go down,” creating a “hump in the middle of his back.”

However, Sanchez liked the PVC concept. Although she found instructions online, obtained some PVC and used the wheels from the first cart, Sanchez could not fashion a workable cart for Charlie.

So Sanchez returned to the company that charged $250 and “liked” the company on Facebook, which gave her a $50 discount, she said.

Equally as friendly is Kizzy, Ringbauer said, a 10-year-old Chihuahua mix with a “bad heart and thyroid problems.” Kizzy sleeps behind the counter but when that front door opens, Kizzy “comes out to see.”

Corona, 4, is “an enormous pug that might have some Chihuahua and corgi in him.” Ivy is a 9-year-old rat terrier rescued from a puppy mill. Both dogs have trust issues around strangers, which make them difficult to adopt, Ringbauer said.

Charlie, 6, has had trouble moving his back legs. Because of this, he often remained sitting in one position for long periods of time. Since then, two foster parents have cared for Charlie.

The first foster parent developed health problems and returned Charlie to the shelter, Ringbauer said. The second housed Charlie only for two days, mostly because of the

“He’s not hyperactive,” Sanchez said. “He won’t want someone to throw a ball a zillion times or give him a big backyard to play around in.

They [new owners] just need to have time.”

Honorary office dogs at the shelter While Charlie eagerly awaits the right home, four dogs have permanent ones at the Will County Humane Society as honorary office dogs, said Larry Ringbauer, shelter manager.

Leading the pack is Lexi, a 17-year-old Italian Greyhound mix that “greets” visitors with happy barks, Ringbauer said. Lexi was 7

when she came to the shelter from a rescue transport. A woman did adopt her but, four years ago, the woman had a house fire and could no longer keep Lexi. Because she has been “shuffled around a lot,” adopting Lexi is not an option.

“Actually, Lexi is our miracle dog,” Ringbauer said. “She was diagnosed with terminal cancer two years

LOS ANGELES – Many neighborhood feuds in the U.S. are caused by barking and parking. When it comes to barking, animal trainers said dogs are usually bored, scared or anxious, so they shouldn’t be blamed for fights that involve their masters.

Incessant barking has stirred neighborhood violence and bred an industry of shock and sound devices decried as hurtful by some but hailed as solutions by their makers. Ultimately, owners need to take responsibility for devoting enough time to pet care, experts said. They urge people to get to the root of the problem before boredom, anxiety or fear turn into shredded bedspreads, puddles in the house or escape attempts.

Make sure bored animals get plenty of exercise and find out what’s upsetting them – maybe it’s just a car’s backfire.

“Barking definitely affects people’s lives,” said Sgt. Dustin Delridge, an officer for the Missoula, Mont., Police Department who deals with quality-of-life issues, such as barking. By the time he gets involved, bad feelings usually are brewing. Sometimes solutions are as simple as moving a kennel to the other side of a yard or asking an owner to keep a dog inside.

“Most of the time, we can come up with a solution,” he said. “Once in a while, we can’t make anybody happy.”

So far, that includes Gary Garrett, who’s losing sleep as three Rottweilers howl through the night in his neighborhood in Visalia, about 200 miles north of Los Angeles.

He said the sound penetrates his walls like “blow horns or subwoofers.” He visited his neighbor when it started six months ago, and she told him to get earplugs.

Garrett is also upset with animal control and the city.

Animal control needs to hear the barking to take action, but he said representatives come during the day and the barking happens at night.

Garrett has completed paperwork, but even if a citation is issued, “it’s no guarantee the barking will stop,” said Tami Crawford, executive director of the Valley Oak Society for the Prevention of Cruelty to Animals, which the city contracts to provide animal control services.

“It’s a tough problem,” Crawford said. “It takes cooperation on both sides of the fence, and sometimes neighbors can’t do that.”

Lori Weise, founder of Downtown Dog Rescue in South Gate, a city just south of Los Angeles, knows barking can be an adoption deal-breaker. So, she’s training her rescue’s 17 dogs to bark and go silent on command.

It’s important, because simple feuds can quickly escalate to violence: – In December, a Detroit man was accused of killing a neighbor who complained about his dog’s barking. He’s facing murder and firearms charges.

– Last April, an Oregon father reportedly paid his 30-year-old son $500 to shoot and kill a neighbor’s barking Lab. The father pleaded no contest, and the son pleaded guilty.

Experts said problems could be avoided if potential pet owners think ahead before they bring a dog home.

“It’s really important to ‘think before you adopt’ and determine if you have the time, the lifestyle and the schedule to give a dog the kind of care he or she needs,” said Madeline Bernstein, president of the Society for the Prevention of Cruelty to Animals in Los Angeles.

When do you touch trumps in a bridge deal? The answer might be at the start (sometimes), in the middle (occasionally), or never (rarely). There are also two ways to play trumps in a bridge deal: two by two while drawing those held by the opponents; and one by one, as in this deal.

How should South play in seven hearts after West leads the club queen?

North’s four-diamond rebid is a splinter: at least four-card heart support, the values for game and a singleton (or void) in diamonds. South uses two doses of Blackwood before bidding seven. (If you use Roman Key Card Blackwood, North would answer five diamonds, zero or three key cards. Then, over five no-trump, which guarantees possession of all four aces and the king-queen of trumps, North would bid six clubs to show the club king.)

South has four tricks outside hearts: one spade, one diamond and two clubs. So he needs to take nine trump tricks. The deal requires a complete crossruff.

And in this situation, declarer should first cash all of his sidesuit winners. He wins with dummy’s club king, takes the club ace (discarding a spade from his hand) and spade ace, plays a diamond to his ace, ruffs a diamond with the heart four (whew!), and claims on a crossruff.

Note finally that it was lucky West did not have a trump to lead, taking two of declarer’s ruffs away from him.

High blood pressure can quietly damage kidneys Dear Abby: I thought I was a healthy 40-year-old until I was diagnosed with high blood pressure. My doctor began treating it as a standalone condition, without considering that high blood pressure is a major risk factor for kidney disease.

At first, I wasn’t even tested for kidney disease.

But eventually, he gave me a urine test, and it was discovered that I had protein in my urine – one of the earliest signs of kidney damage.

Apparently, my high blood pressure had damaged my kidneys.

Healthy kidneys filter out wastes and toxins, but my kidneys’ ability to do so began to decrease at an alarming rate. I continued to manage my blood pressure with medication and decided to make a few lifestyle

Retrain taste buds to reduce sugar in diet Dear Dr. K: I’d like to cut down on the amount of sugar in my diet. Any suggestions?

Dear Reader: Cutting back on sugar will be good for your health. Not only will it help you manage your weight, it also will help keep heart disease and diabetes at bay.

The easiest and quickest way to cut back is to identify the foods and drinks that contribute the most added sugar to your diet. Then limit or eliminate them altogether. (On my website, www.askdoctork. com, I’ve put a chart illustrating the top sources of added sugar in the typical American diet.)

Eliminating sweetened beverages is a good first step. That includes sugary sodas, fruit juices, iced teas and energy drinks.

Here are several more ideas: • Don’t go “cold turkey”; give your taste buds time to adapt. If you’re in the habit of having two teaspoons of sugar in your coffee or tea, for instance, start by going to one and a half for a week, then down to one. This can help rewire your brain not to crave it as much.

• Use artificial sweeteners if necessary, but be careful.

ASK DR. K Dr. Anthony Komaroff Using artificial sweeteners in carbonated soft drinks or coffee has been one way many people have reduced their sugar load. There is a theoretical reason to use such sweeteners cautiously, however.

Artificial sweeteners can be thousands of times sweeter than natural sugar. There is some evidence, at least in some people, using them can actually fuel cravings for sugary foods and beverages.

I don’t think this evidence is very strong.

I advise my patients who are used to sugar in their morning coffee, for example, to first try to taper the sugar slowly. Some surprise themselves: They find they like the flavor of good coffee without sugar. If they feel they still need something sweet in the coffee, I ask them to experiment to find the smallest dose of sweetener.

• Alter your recipes. Use one-quarter less sugar than your recipe calls for, then one-third less, and so forth – right up until you notice the

difference. Again, some of my patients surprise themselves: Cakes with half the sugar they used to use taste just as good to them.

• Fruit, not juice. Instead of drinking fruit juice, eat a piece of fresh fruit. Many processed, store-bought fruit juices contain lots of sugar.

• Read labels. Many processed and packaged foods contain added sugars. They may appear on nutrition labels as sucrose (white or brown sugar), fructose, glucose, high-fructose corn syrup, honey, brown rice syrup, molasses, agave and evaporated cane juice.

• Look for reduced-sugar options. When buying syrups, jellies, marinades and the like, look for product labels that say “reduced sugar” or “no added sugar.”

In short, the secret is to retrain your taste buds. Once you do that, it’ll be much easier to pass over the cookies, cakes and sodas for healthy, naturally sweetened treats such as a ripe peach or a juicy watermelon.

Dear Abby: I’m a member of the clergy who enjoys studying for my ministry and doctoral work at a local coffee shop. Three men who go there every day have found out that I’m a minister, and they each want to talk with me while I’m there.

Although all three are members of the same religion, none of them is affiliated with a church.

I have invited them to visit my worship services, as well as call the office and set up an appointment with me.

I have also tried to diplomatically explain that I go to the coffee shop to study. One of them ignores it, another appears hurt and the third one gets offended. When they’re not around, I am productive.

When they show up, they

want me to be their chaplain.

Because of where I live, finding another coffee shop is not a viable option. How can I set a boundary with them and still do my studying there?
