JOLIET – Sunny Hill Nursing Home administrators sought approval Thursday from a Will County Board committee to downsize its staff and bed count as a way to stave off costs and shift to becoming a more resident-centered organization with private rooms.

Now is the time to make the transition as the county-owned facility is nearing the end of its multi-phase, $20.5 million project, Sunny Hill Administrator Karen Sorbero told members of the Will County Board’s Public Health and Safety Committee.

“This is the time because we’re in the last phase [of construction]. … If we’re going to make this change, we need to start making it now,” Sorbero said.

The nursing home, at 421 Doris Ave. in Joliet, would go from 227 to 156 beds, and staff would be reduced by about 63 across various departments through attrition,

under a restructuring plan Sorbero presented. The plan was created by the Chicago-based consulting firm RSM US LLP. The new configuration would have six units with 26 residents each. Each would consist of 20 private rooms and three semi-private rooms, according to Sorbero.

“You ask any resident at Sunny Hill Nursing Home what they’d like, if we could give them anything in the world, and after you get through the answers of, ‘Well, I’d like my health back or my husband or wife back, or my home back’ … they will tell you they want private rooms,” Sorbero said.

When factoring in a $3.5 million loss in revenue because of the decrease in residents, the facility would save a net total of $1.2 million by reducing staffing numbers and costs associated with medical supplies, pharmaceuticals and bed tax, according to the RSM executive summary. The facility has an annual operating budget of $22.4 million, according to

county budget documents.

Reducing the bed count would save the nursing home facility money on the state’s bed tax, she said. Under Illinois law, every nursing home provider in the state is required to pay a $1.50 quarterly state tax for each licensed bed at the facility, on top of a monthly tax for each resident occupying those beds.

“We’re still taxed for [the beds] every day whether occupied or not,” Sorbero said.

Shared bedrooms are linked with higher rates of infections and sleep problems, Sorbero told the committee, while private bedrooms are easier to market, and less staff time would be spent on resident conflict.

More than half of the residents at Sunny Hill are funded through Medicaid, while 37 percent are private pay.

The committee Thursday signed off on the plan to reduce the bed count and staff size, but the move still requires approval from the full County Board.

Toxicology reports: Will County heroin deaths match 2012’s record-breaking tally

JOLIET – The last toxicology reports of 2015 confirmed this week the year’s 53rd heroin overdose death in Will County – matching the 2012 record-breaking tally no one wanted to reach.

Victims ranged from as young as a 20-year-old who died in October in Frankfort to a 54-year-old who died in November in Braidwood, according to figures from the coroner’s office.

So far, 2016 appears no better off: Three people have died this year from heroin overdoses in the span of six days.

Will County had experienced two straight years of declining heroin-related fatalities in 2013 and 2014 before the final numbers were tallied for 2015. Local leaders believe the reduction in heroin-related deaths were linked to increased awareness, the creation of support groups, and education and prevention efforts in local schools.

Per capita, the city of Braidwood is one of the hardest hit in Will County. Braidwood Police Chief Nick Ficarello said his department has stepped up enforcement efforts in recent months to combat the growing problem in the town of 6,100.

In early January, officers busted two teenagers for allegedly dealing heroin out of a Braidwood motel room; and, in December, three people were charged in a heroin house raid.

U.S. Rep. Bill Foster, D-Naperville, who is holding an opioid discussion forum Monday in Joliet, said he was sorry to hear the news.

“Every new generation of kids needs to see the cliff that they are playing near,” Foster said.

The Heroin Epidemic Relief Organization is teaming up with Will County Heroin Education Leads to Preventative Solutions and the Southwest Coalition for Substance Abuse Issues to host an education summit in 2016.

The event is scheduled for April 26 at the Edward Hospital Athletic and Events Center, 55 Phelps Ave., Romeoville. The summit will focus on the implementation of a sweeping new state law designed to tackle the heroin epidemic.

Court monitor finds Illinois not complying with consent decree

bokon@shawmedia.com JOLIET – Trinity Services completed renovations last year on a group home in Joliet but opted not to open it because the social services agency cannot keep staff to serve its clients with development disabilities.

Skilled staff that might otherwise serve people with disabilities are leaving for better pay in warehousing and retail, said Art Dykstra, executive director for New Lenox-based Trinity.

“I have said no to quite a few parents,” Dykstra said. “I tell them, ‘As much as I would like to help you, I’m not sure I can do right by your son or daughter because I have to worry about staffing for the people I have now.’ ” Dykstra and other advocates for the disabled say funding problems that have lingered for years are worsening amid a state budget crisis that has lingered since the new fiscal year started back in July.

“It’s definitely gotten worse,” Dykstra said. “We’re talking about jobs paying in the range of $8.50 to $10 an hour.”

Trinity has 640 direct-support staff positions – the people who work directly with clients in group homes. Dykstra said 160 are not filled.

Entry-level workers typically make minimum wage. Veteran staff have not received pay raises in several years.

The situation could be coming to a head with a court monitor’s report last month finding that the state is not complying with a 2011 consent decree that gives eligible people with developmental disabilities a right to community-based housing as an alternative to state institutions.

The report indicates that a “staffing crisis” tied to state funding received by agencies such as Trinity Services is slowing down access to community-based housing.

Among other things, the Jan. 7 report noted a conference call with 68 agencies, with “not one provider stating a willingness to consider expanding services while experiencing an unprecedented ‘staffing crisis’ due to inadequate funding of wages ... .”

Joliet launches major-corridor inspections

bokon@shawmedia.com JOLIET – The city is starting what it hopes to be a more business-friendly approach toward code compliance to spruce up the major commercial corridors in Joliet.

Starting with South Larkin Avenue, a city code officer will meet with business owners to get cooperation on efforts to rid commercial corridors of parking lot potholes, weedy landscaping and other unsightly conditions.

The city has renamed its code enforcement officer and given the position the title of “code assistance” in an effort to convey a friendlier approach.

“The goal of the program is to educate and work with the business owners to comply with the city codes and assist in providing solutions to maintain property values in the commercial areas,” City Manager Jim Hock said in a news release announcing the program.

At the same time, the program may mark a more serious commitment by the city to get businesses to take care of code violations and improve the appearance of heavily traveled thoroughfares.

“This is really our first effort to go out and take a corridor-by-corridor approach,” Hock said during an interview. “We’ll look at all of our corridors and do them one at a time.”

Private-public partnership plan for I-55 widening The HERALD–NEWS Gov. Bruce Rauner announced a plan Thursday to add managed lanes to Interstate 55 through a private-public partnership.

Tolls could be charged in the new lanes that would be added between interstates 355 and 90/94.

“Managed lanes are truly an expressway within an expressway – one more option that will make travel more convenient for everyone who uses I-55,” Illinois Transportation Secretary Randy Blankenhorn said in a news release. “This project signals a new way of doing business at IDOT and a model for improvements throughout our system.”

Will County Center for Economic Development President and CEO John Greuling said the “innovative financing” of a public-private partnership is a good approach to financing a transportation project, noting that Will County has examined that option with previous plans for the Illiana expressway and a south suburban airport.

“For us, it’s very beneficial,” Greuling said of the plan, which the CED supports. “Interstate 55 is a major thoroughfare for passengers and freight corridor for the whole area. Any way to add capacity to 55 will be a benefit to Will County.”

The state is looking at different options for the lanes, including tolled and untolled carpool lanes and express toll-

ing lanes. The state will complete federal environmental studies later this year before deciding how the lanes will be used.

The state plans to add at least one lane in each direction to the 25-mile section of I-55 that now handles 170,000 vehicles a day, according to the release from the governor’s office.

A 2011 state law allows IDOT to build, finance, operate and maintain highway projects using public-private partnerships, as long as the General Assembly adopts a resolution in support of the project.

“By using existing resources to leverage private investment, we can build the type of infrastructure that allows Illinois to better compete in the

21st century,” Rauner said in the news release. “This is an innovative project that will create jobs, improve the region’s quality of life and show that Illinois is open for business.”

Rauner was joined by legislators in making the announcement of legislation to create the public-private partnership for additional I-55 lanes.

“Relieving the congestion on this stretch of I-55 must be a priority for the state of Illinois,” Senate Republican Leader Christine Radogno of Lemont said in the release. “However, we must also recognize the state must be creative in addressing our transportation challenges. This is an innovative approach that has been successful in other states and should be explored here.”

Gold-Smith noted several of his family members and civil attorneys did not recognize “his” voice on the tape, although Victoria Smith testified last week she believes it is her ex-husband whispering.

Rozak will issue his decision next month after reviewing transcripts and reports both sides agreed to use as evidence before the trial began.

JOLIET – A Homer Glen lawyer on trial for allegedly attempting to hire out his estranged wife’s murder from the Will County jail positioned the recording made by an informant wearing a wire as the focus of his closing argument Thursday.

Robert W. GoldSmith, 53, said “snitch” Robert W. Brian K. McDaniel impersonated Gold-Smith Gold-Smith and whispered, “Kill the bitch,” in order to get a deal in his own case.

“He’ll get $5,000 from my attorney [for the hit] on the tape. No attorney will pay for something like that,” GoldSmith told Judge Daniel Rozak in a lengthy closing argument.

Gold-Smith, who is representing himself, has not seen much of an au-

dience throughout his bench trial, but the largest felony courtroom was nearly filled by lawyers and Will County sheriff’s police when he began Thursday morning.

Gold-Smith and his former wife, Victoria Smith, were going through a contentious divorce in 2010 when he allegedly punched her outside a courtroom. Gold-Smith was put in jail in March 2011 for allegedly violating an order of protection and approached a handful of inmates to pay for her death, Will County Assistant State’s Attorney Peter Wilkes said. GoldSmith’s recorded conversation with McDaniel took place in October 2012, he said.

“On a certain level, it’s sad to see the downward spiral of an individual,” Wilkes told Rozak. “It seems, at some point, Mr. Gold-Smith had a thriving law practice, [but now] the defendant’s sole purpose and the bane of his existence is to kill Victoria Smith.”

A public hearing is scheduled for the Feb. 17 meeting at City Hall as the City Council considers a proposal by the developers of the Rose Lockport Center to amend a 2006 annexation agreement in order to allow a Murphy Express service station to be built adjacent to the Aldi grocery store on South Farrell Road.

The developers, Shelby LLC, also are requesting a new annexation agreement be approved for an additional 4.7 acres adjacent to the current 1.6-acre lot to be incorporated as part of the Rose Lockport Center.

LOCKPORT – Lockport continues to move forward with its plans to revitalize its downtown with a proposal to acquire and demolish a dilapidated building that city inspectors have deemed unsafe.

The proposal was presented Wednesday night to the City Council’s Committee of the Whole.

The six-unit apartment building, at 1213 S. State St. near the Metra Station, has been deemed “unfit for occupancy,” and tenants have been notified that it must be vacated, according to City Administrator Ben Benson.

Some tenants already have left, but some apartments still are occupied, he said.

The owners have agreed to sell the building for $7,500, with the arrangement that the city also will pay for all closing costs of the sale.

The city has chosen to buy the building, instead of getting a court

order for the owners to demolish it, because it would give the city “control of future uses on a lot that is located in a major gateway corridor into downtown Lockport,” according to Benson’s proposal.

The city intends to take possession and demolish the building as soon it is vacant but as yet has no plans for a new development.

Along with the purchase of the property, Benson also recommended to the committee that a contract be signed with Dobczyk Excavating for demolition services for a fee of $14,900.

While the proposal is expected to be approved at the City Council meeting scheduled for Feb. 17, the city will work on the timeline of the tenants as they look for other accommodations, Benson said after the meeting.

The city also is moving toward possibly starting an apartment rental inspection program, Benson said after the meeting.

Currently, Lockport does not

Plainfield YMCA marks its 10-year anniversary

mmallory@shawmedia.com PLAINFIELD – It has been 10 years since the C.W. Avery Family YMCA opened at 15120 Wallin Drive in Plainfield.

To celebrate, leaders, staff, donors, supporters and members gathered Thursday morning for a 10-year anniversary party as the YMCA continues to grow with the community.

What was a cornfield a decade ago is now filled with residents dedicated to fitness, to the point that facility leaders are talking about the next phase of expansion.

Several staff members have been working at the YMCA since it opened Feb. 4, 2006. Former Greater Joliet Area YMCA CEO Tami Sender, who retired a few years ago, said the facility serves one in three Plainfield residents.

Aside from the growth of Plainfield as a community, many of the staff played an integral role in taking the location to its full potential, she said.

“It goes back to the YMCA’s four core values of caring, honesty, respect and responsibility,” Sender said.

Judy Avery – who, along with her late husband, Clyde, donated significantly toward the $9.1 million building – said it was a grassroots effort by

several Plainfield families during a five-year period that made it a reality.

It took almost three years to raise the money.

“All the community leaders – mayors, trustees, fire and police departments, etc. – were behind it,” Avery said. “A small town came together and said, ‘Yes, we need to this to happen.’ ” Plainfield had a population of 1,200 when Avery and her friends were growing up. It has more than 40,000 now. Avery said a community YMCA became a need as a homebuilding boom followed the Plainfield tornado of 1990.

Greater Joliet Area YMCA CEO Jim Watts said the Plainfield location is a wonderful success story, and noted donors, supporters and staff who showed great loyalty and dedication.

Watts said the location is a model for any new YMCA, including Morris Community YMCA, which opened in January 2015 and hopes one day to have its own building.

The group gathered at 10:30 a.m.

Thursday around a TV to watch a short slide show of photos commemorating the Avery YMCA’s first 10 years. Leaders spoke briefly and thanked the efforts of many involved before enjoying a cake. Plainfield YMCA Executive Director Lisa Behounek presented Avery with a quilt honoring the accomplishment.

JOLIET – A local citizens group suing Lincoln-Way High School District 210 wants a Will County judge to deny the district’s attorneys’ motion to dismiss their complaint.

Lincoln-Way Area Taxpayers Unite has filed a lawsuit against District 210 to prevent the closure of North high school or any other school. The Board of Education voted in August to shut down North to resolve its financial crisis.

The district’s attorneys argued in their dismissal of the watchdog group’s lawsuit that the circuit court does not have the authority to change the board’s decision to close a high school.

LWATU’s attorney’s response,

filed Thursday, argues that the district’s attorneys’ claim that the board decision cannot be reviewed as a matter of law because the state Legislature intended local school boards to have unfettered discretion attempts to “raise their stature to that of some type of deity.”

The response also argues that the district’s attorneys only focus on allegations in the complaint that support the dismissal and “purposefully neglect” the complaint in its entirety.

The response states the motion to dismiss should be denied and the case set for a hearing on LWATU members’ request for preliminary injunction to halt a school closing.

The case is scheduled for a hearing Feb. 29.

The returns contained inflated and fraudulent property tax data and other phony deductions, which cost the state more than $400,000, she said.

“The defendants used their positions as tax preparation ‘experts’ to line their own pockets,” Attorney General Lisa Madigan said in a statement. “They will be held accountable for their illegal scheme.”

Both women face six to 30 years in prison if convicted of the theft charge and one to four years if found guilty of fraud.

Thompson said the investigation started when the attorney general’s Consumer Fraud Bureau received consumer complaints regarding undisclosed tax preparation fees and stolen tax refunds.

User reviews left in 2015 on the Tax Buzz website said Tax Advocators “service [was] horrible” and called the business a fraud.

“Don’t use. Had my refunds sent [into] their account and have had my money since March and won’t return my calls, emails or text messages,” one user wrote in July.

“We would have served 18 people, but we just can’t hire staff,” Stortz said. “We’re going to open one house in Kankakee because we’re able to hire the staff there. But we’re not going to open any new houses in Will County.”

Stortz said Cornerstone had a turnover of 35 percent of its employees last year – people who left jobs at group homes for positions at warehouses, stores and, ironically, state institutions for the developmentally disabled that pay nearly twice as much as the $9.30 hourly wage that the average direct-care worker in a group home makes.

‘Pay is an issue’

Nikita Ingram said she took a pay cut more than a year ago when she left a job in child care for a minimum wage position with Trinity Services. She makes up for the drop in hourly wage by working more hours.

NEW YORK – Earth, Wind & Fire founder Maurice White, whose horn-driven band sold more than 90 million albums and made hits like “September,” “Shining Star” and “Boogie Wonderland,” died Wednesday at his home in Los Angeles, his brother Verdine said.

White, who was 74, suffered from Parkinson’s Disease and had retreated from the public even as the band he founded kept performing.

“My brother, hero and best friend Maurice White passed away peacefully last night in his sleep,” Verdine White, also a member of the band, told The Associated Press on Thursday. “While the world has lost another great musician and legend, our family asks that our privacy is

respected as we start what will be a very difficult and life changing transition in our lives. Thank you for your prayers and well wishes.”

Earth, Wind & Fire, a nine-piece band centered featuring the two White brothers, singer Philip Bailey and the distinctive horn section, were inducted into the Rock and Roll Hall of Fame in 2000. The band’s most successful period started with the 1975 album “That’s The Way of The World” and continued through the rest of the decade. Other hits included “Serpentine Fire,” “That’s the Way of the World” and a cover of the Beatles’ “Got to Get You Into My Life.”

White publicly revealed he had Parkinson’s at the time of the band’s Hall of Fame induction, but he had shown symptoms of the neurological disease back in the 1980s. He stopped

touring with the band in 1995 because of weariness from the road combined with his health problems.

White said in an interview with The Associated Press in 2000 that he wanted the band’s music to inspire instead of just entertain.

“That was the whole objective, to try to inspire young people to believe in themselves and to follow through on their ideas,” he said.

“We’ve touched so many people with these songs.”

A former session drummer, White founded the band Salty Peppers in the Chicago area in the late 1960s and had some modest success in the Midwest. After relocating to Los Angeles and ditching all of the band members except Verdine, he renamed the outfit Earth, Wind & Fire after the three elements in his astrological chart.

Mirra dies at age 41 The ASSOCIATED PRESS GREENVILLE, N.C. – Police say veteran X Games biker Dave Mirra has died in North Carolina. He was 41.

Greenville police said Thursday night that Mirra’s body was found earlier in the day with an apparently self-inflicted gunshot wound.

Authorities say they responded to an apparent suicide and discovered his body in a truck. They say he had been visiting friends in the area.

Mayor Allen Thomas called Mirra “a great friend and wonderful human being.”

Mirra was an accomplished BMX rider and one of the most decorated athletes in X Games history, medaling every year from 1995 to 2008 and winning 14 gold medals.

His one-time record of 24 career medals was broken in 2013 by Bob Burnquist.

Joseph John Rambow, age 70, died peacefully surrounded by his loving family on Feb. 4, 2016.

Born in Chicago, on Dec. 20, 1945, to the late Meridy and Eileen (nee Boquist) Rambow.

He was raised in Joliet, Illinois and attended Joliet Central High School.

Joe proudly served in the United States Navy from 1963 until 1966 on the USS Francis (Marion APA-249) and inactive duty until 1969.

He was also an Honorary Member of the Knights of Columbus.

He was employed with Commonwealth Edison for 18 years, a job he loved and was a proud Union member. Prior to his employment at Com Ed he was a laborer in Local 75.

Nothing brought Joe more happiness than his children and grandchildren. He loved to watch his children and grandson, Gavin, play baseball and rarely missed a game. He was a diehard Chicago Cubs and Chicago Bears fan and loved all of his animals throughout his life, especially his boy, Buddy. If there was a lost dog on the side of the road, it came home with him.

Survived by his loving and devoted wife of 46 years, Frances “Dolly” (nee Sovich) Rambow; daughter, Tiffany (Scott) Sebby of Shorewood; son, Joey (Kate) Rambow of Davie, FL; grandchildren, Jake Rambow, Gavin and Delainie Sebby, and his newest granddaughter, Ava Catherine Rambow due to arrive in April 2016.

Loving mother-in-law, Frances (nee Smolich) Sovich, whom he loved like a mother. One sister and numerous nieces and nephews also survive.

Preceded in death by one sister, one brother and his father-in-law, Martin J. Sovich.

CHICAGO – Chicago police on Thursday found the bodies of four men, one woman and a child inside a home on the city’s South Side in what police said was being investigated as an apparent multiple homicide.

Interim Chicago Police Superintendent John Escalante said it appeared to be an isolated incident and there was no wider threat to the community, but police added extra patrols in the neighborhood as a precaution. Asked whether it could have been a murder-suicide, he said it was “a possibility.”

Standing in the street in the Gage Park neighborhood, Escalante told reporters that police checked the house Thursday afternoon after receiving a call from a co-worker worried about someone who lived there. The person had missed two days of work, which

Judge: Suit seeking to stop Lucas Museum can go on

CHICAGO – A federal judge on Thursday allowed a lawsuit to proceed that seeks to stop “Star Wars” creator George Lucas from building a $400 million museum along Chicago’s lakefront, leaving open the possibility that the museum as currently envisioned may not be built.

Friends of the Parks, a nonprofit group that filed the lawsuit, argued that construction of the 300,000-square-foot Lucas Museum of Narrative Art would violate public-trust laws that restrict development along Lake Michigan and that guarantee open public access.

In a written opinion released after a brief hearing in U.S. District Court in Chicago, Judge John Darrah explained that he was rejecting the city’s request to toss the lawsuit because he thinks Friends of the Parks makes plausible arguments that turning over the land “is not for the benefit of the public but will impair public interest in the land ... and promote private ... commercial interests.”

Police arrived at the single-family brick home just after 1 p.m. They looked inside and saw one body, entered and found five more bodies. The bodies had signs of trauma, but authorities have not determined the cause of death.

Authorities were still working to identify the dead. Escalante said it’s probable they were all family members, and police were trying to locate relatives. The child is thought to be 10 to 12 years old.

A relative of the family who lived in the home said Thursday evening that the family seemed happy. She said living in the home were a couple, their son, their daughter and the daughter’s two children.

“They were a normal family. Everything was fine,” Noemi Martinez, 29, said from Dallas during a phone inter-

view in Spanish. She said her husband was a nephew and cousin of the home’s residents.

Martinez said the father worked at a factory in Chicago and the mother was a housewife. They were originally from the Mexican state of Guanajuato and had lived in Chicago for about a decade, Martinez said.

“Right now, we just want to know who did this. They didn’t deserve this.

We don’t understand what happened,” she said.

Escalante said the investigation would take time but emphasized there was no imminent threat.

“At this time, we don’t believe that there is any threat to the surrounding community or any known threat right now to the immediate neighborhood,” he said.

In the neighborhood, three teenage boys said they were worried about a

classmate at Rachel Carson Elementary School who lived in the home. They feared he was among the dead.

“His favorite sport was soccer,” Aaron Villazana said of his friend, and Emmanuel Hernandez chimed: “He’d get out of school and play soccer. ... He liked sharing.”

“I just saw him three days ago. He was walking by. He told me, ‘How are your basketball games going?’ ” said Jesus Anderade.

Earlier, Rosa De La Torre’s 13-yearold son comforted her as she sat down and sobbed near the home of her friend, whom she thought could be among the victims.

Another neighbor, Lettie Magas, 68, lamented what she said has been an increase in crime in recent years.

CHICAGO – Chicago Mayor Rahm Emanuel says the upcoming delivery of almost 800 new stun guns will ensure that every police officer will have access to a Taser, following a series of high-profile fatal shootings in the city.

Emanuel’s office said late Wednesday that by June 1, all officers responding to calls will have Tasers that they will be issued at the start of their shifts.

The department will have 1,481 stun guns once the 780 new Tasers arrive.

Officers must go through training and certification.

Emanuel announced the city would increase the number of stun guns available for police on Dec. 30, after public outrage erupted anew over a video showing a white police officer shooting black teenager Laquan McDonald 16 times.

Businesses now must post human-trafficking hotline

CHICAGO – A new law is requiring many Illinois businesses to post information about a human trafficking hotline in an attempt to curb what officials call “modern-day slavery.”

The Illinois Department of Human Services said it is working with the state labor department and the attorney general’s office to raise awareness of the problem.

Under the law that took effect Jan. 1, businesses ranging from bars to truck stops to job recruitment centers must post the number for the National Human-Trafficking Resource Center hotline near a public entrance or other location where employees will see it. Businesses that don’t comply could be fined.

IDHS Secretary-designate James Dimas said human trafficking exploits people for forced labor or sex – or both. He said the law is aimed at helping victims get to safety.

Clinton, Sanders square off face to face in New Hampshire The ASSOCIATED PRESS DURHAM, N.H. – Fireworks flying in their first one-on-one debate, Hillary Clinton accused Bernie Sanders Thursday night of subjecting her to an “artful smear” while Sanders suggested the former secretary of state was a captive of the political establishment.

The two Democrats kept up a markedly more contentious tone than when they last debated before the presidential voting in Iowa, and it signaled how the race for the nomination has tightened five days ahead of the firstin-the-nation primary in New Hampshire on Tuesday.

The two argued over ideas, over tactics and over who has the liberal credentials to deliver on an agenda of better access to health care, more affordable college, dealing with income inequality and more.

It was Clinton who was the main aggressor, saying Sanders never could achieve his ambitious and costly proposals. Then she took after the Vermont senator for his efforts to cast her as beholden to Wall Street interests because of the campaign donations and speaking fees she’s accepted from the financial sector.

“It’s time to end the very artful smear that you and your campaign have been carrying out,” she said.

Sanders, for his part, suggested her loyalties were colored by a reliance on big corporate donors.

“Secretary Clinton does represent the establishment,” he said. “I represent – I hope – ordinary Americans.”

Clinton may say the right things, he suggested, but “one of the things we should do is not only talk the talk but walk the walk.”

Where Clinton aimed considerable criticism at Sanders, the Vermont senator focused much of his fire on what he says is a political system rigged against ordinary Americans.

He said that when a “kid gets caught with marijuana, that kid has a police record.” But when “a Wall Street executive destroys the economy” and pays a $5 billion settlement, he has “no criminal record.”

“That is what power is about, that is what corruption is about. And that is what has to change in the United States of America,” he said.

Clinton, unwilling to cede the issue to Sanders, insisted her regulatory policies would be tougher on Wall Street than his.

“I’ve got their number,” she said, “the Wall Street guys.”

Clinton called Sanders’ sweeping proposals on health care and education “just not achievable,” while Sanders countered that Clinton was willing to settle for less than Americans deserve.

“I do not accept the belief that the United States of America can’t do that,” Sanders said of his plan for universal health care and of his efforts to take on “the rip-offs of the pharmaceutical industry.”

The race for the Democratic nomination, once seen as a sure thing for Clinton, intensified this week after Sanders held the former secretary of state to a whisper-thin margin of victory in Iowa’s leadoff caucuses.

Businesses, jobs threatened by state budget stalemate Successful economic development is dependent on state and local government to provide the necessary infrastructure to support and sustain business growth, job creation and new private investment.

Without this business and jobs will go elsewhere.

Small and large business owners alike rely on a government that is fiscally responsible and provides, excellent schools, safe neighborhoods, good roads and a protective umbrella for the needy and aging.

They also require (and deserve) fair, equitable and competitive tax policies that have enough certainty to allow for sound, long-term investment decisions.

Illinois used to have this. It doesn’t right now. At least not at the state level.

The seven-month budget stalemate in Springfield has not only hurt the value of Illinois as a great place to do business, it is hurting those programs and services that impact the foundation of a thriving Illinois economy: • Education: 136,000 college students that rely on the Monetary Award Program grant to help pay for their education are receiving no funds; more than 1,000 of these students did not return for their second semester this year because of this.

Illinois’ public universities have received no operating or capital funds this fiscal year and, if this continues, could result in university closings.

• Health Care: Hospitals and doctors are owed millions of dollars in back pay from the state for services provided under the state Medicaid program.

Local health departments have cut back on hours and services.

The state’s Department of Central Management Services has notified state employees it soon may not be able to pay medical providers. This

• Social Service Agencies: Local agencies providing an array of services including family crisis intervention, mental health assistance, emergency housing, aid for disabled and impoverished children, etc. have lost most or all of their state support.

• Transportation Infrastructure: Without a budget there are no new capital projects for improving the state’s transportation infrastructure impacting safety, jobs and the environment.

Illinois’ competitiveness for business and jobs is directly tied to location and transportation infrastructure.

The problems won’t go away when a budget is passed.

The incremental damage to the educational system, social service and health care providers and our roads will last for years.

People and businesses are leaving Illinois today because they are fed up.

Illinois citizens and businesses should be outraged at the lack of action by our leaders in Springfield to fix this budget problem.

Democracy is not a spectator sport.

Let your elected officials know today we have too much at stake and too much to lose.

The Illinois economy depends on it.

FCC is not restoring faith in democracy TV watchers need to brace themselves for the worst this election season.

Hundreds of millions of dollars are likely to be poured into political ads narrated by ominous voices and designed to influence voters’ ballot choices.

Some commercials, paid for by campaigns, will conclude with candidates saying they approve the message. Viewers should be extra skeptical of any ads brought to them by independent political action committees with benign sounding names such as Priorities USA Action, Believe Again, Unintimidated PAC and Right to Rise USA. Such names reveal nothing about who the true sponsors of the advertisements really are.

The Federal Communications Commission, which seems to turn a blind eye, should require more transparency and has the authority to do so: • Section 315 of the Communications Act requires broadcast stations to identify sponsors of political ads in files available for public viewing.

Not every station is complying, according to extensive research by civic watchdog groups, such as the Sunlight

Foundation, the Campaign Legal Center and Common Cause.

• Section 317 requires advertisers and broadcasters to disclose to viewers and listeners the “true identity” of the person, group or entity paying for a political ad.

Last week, 168 Democratic members of the U.S. House of Representatives signed a letter urging FCC Chairman Tom Wheeler to quickly require broadcasters reveal the names of political-ad sponsors on the air.

Democracy is weakened when influence over the public airwaves is controlled by dark-money groups, whether on the right or the left, which have the power to raise and spend unlimited funds.

Citizens have a right to know when and why mega-rich individuals, such as former New York Mayor Michael Bloomberg and the industrialist Koch brothers, pour their wealth into advocacy.

That’s why the FCC must do more as a regulator to restore trust in American democracy by ensuring campaign commercials are more transparent.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

cherron@shawmedia.com ROMEOVILLE – A quick glance at the final stat sheet could give you the impression that Lewis University’s women’s basketball team had few problems with Rockhurst University in Thursday’s Great Lakes Valley Conference game.

The No. 8 Flyers outshot the Hawks 55.7-48.3 percent from the floor, had a 39-20 rebounding advantage and owned a whopping 54-20 edge in points scored in the paint.

But Rockhurst had a couple of big factors that went in its favor and that’s

why the outcome wasn’t decided until a shot bounced off the rim in the final seconds.

The Hawks hit 14-of-31 three-point shots and only had six turnovers to help them hang close throughout the second half before the Flyers hung for an 81-78 victory at Neil Carey Arena.

“When a team makes 14 threes and shoots near 50 percent, you’re in for a battle,” Flyers coach Kristen Gillespie said. “You have to give Rockhurst a ton of credit, they played unbelievable. But I don’t think our defense was very good and we didn’t communicate well and that’s on me since we have to prepare them better. We knew their

game plan, but something didn’t translate, so we’ll be better on Saturday.

“I would much rather have had a little bit of a cushion, but this gives us some preparation for those close games that are going to happen, so hopefully we’ll learn from this and be a little more focused on the defensive end and execute our press break a little better. We’re just lucky to walk away from the win.”

The Flyers improved to 21-1 on the season and 12-0 in the GLVC. Their current 16-game winning streak is the second-longest in school history and they won their 16th straight GLVC game dating back to last season, which

tied the program mark set from 20132015.

Lewis grabbed its biggest lead at 16-3 less than five minutes into the game and led for all but 44 seconds, during which time things were tied.

The Flyers have now led for 80 percent of the minutes in their 22 games, and this was the 22nd time they had a better field goal percentage than their opponents.

This was the fourth time that a team had shot over 40 percent in a game and the Hawks’ 48.3 percent accuracy was better than the previous

St. Viator stifles Jackson, slips past JCA

Shaw Media Correspondent ARLINGTON HEIGHTS – The key for St. Viator on Thursday night was to stop Jalen Jackson, Joliet Catholic Academy’s ace scorer.

The strategy worked, opening the door to a 52-50 victory over the Hilltoppers in the East Suburban Catholic Conference showdown. Jackson was limited to three field goals and finished with 11 points.

“We were game-planning all week,” St. Viator guard Danny Walsh explained. “Miles [McDonnell and Murph [Kevin Murphy] did a heck of a job sticking with him. We knew he was go-

ing to have to come off a ton of screens.”

McDonnell and Murphy closed the screen door. In contrast, Walsh, a silky shooter, was open when he needed to be and took advantage, scoring 10 of his game-high 16 points in the second half.

He hit a quartet of 3-point shots to Jackson’s two.

“He was tough,” Hilltoppers coach Joe Gura said. “We knew this game was going to be tough.”

The outcome dropped the Hilltoppers to 16-4, 3-3, while St. Viator improved to 15-4, 4-1. But all was not lost, believes Gura.

“It’s been the Battan Death March,” Gura said. “Our conference is so good, and Lincoln-Way Central is one of the

top teams in the south suburbs. So five monster games, we played the heck out of all of them, and we’re 3-2. No question this will help us in March.”

Give the Hilltoppers credit for pluck.

A flurry of 3-pointers by Marc Clark and Walsh broke open a 27-all tie, the Lions taking a 45-33 lead with 3:04 to play.

The Hilltoppers rallied beginning with Pete Ragen’s conventional threepoint play – and the first free-throw attempt of the night, with 2:51 to play – to score nine straight points, closing the gap to 45-42.

Then it came down to a bounce here, a rebound there.

“They made the shots when they had to,” Gura said. “We were working so

hard to prevent those things, and they hit a high percentage of their threes.”

St. Viator was 9 of 15 from beyond the arc.

The Lions also hit their free throws.

St. Viator was 7 of 11 from the line in the last 93 seconds, while JCA was 5 of 6.

“That game was over with three minutes to go, and if we make a couple free throws, we have a chance to send the game into overtime or win it,” Gura said.

Jared Lenoir joined Jackson with 11 points, with Pete Ragen adding 10 and Luke Mander and Harold Davis eight.

Clark added 12 for St. Viator.

St. Viator’s sophomore team won, 65-36.

The Flyers entered the game as the nation’s top shooting squad, connecting on 50.2 percent of their shots, and that total will rise. Much of the credit for that goes to their top four scorers, who combined for 71 points and made 31-of-49 attempts from the floor (63 percent).

Mariyah Brawner-Henley had 29 points and 14 rebounds, Jessica Kelliher added 22 points, Kayla Brewer had 12 points and eight rebounds and Tiana Karopulos scored eight points.

It was the 15th double-double this season for Brawner-Henley, which ties her for the Division II national lead and also the 65th of her career, which moves her into sole possession of second place in that category in DII history.

“I thought that we could have done better defensively, but they’re a little bit different team than we’ve seen since they didn’t really have a true post player, but I was glad that we were able to pull out the win,” Brawner-Henley said. “We’ll definitely watch film and get better from this. We have a tremendous amount of heart and we band together out there.”

Rockhurst trailed 43-33 at the break but outscored the Flyers 23-19 in the third quarter and were able to pull even at 76-76 with 1:13 left on a basket by Lauren Meyers (14 points, seven rebounds). The Hawks also got 20 points from Marisa Lowe, who hit six three-pointers, while Mary Dineen added 14 points and contributed four treys.

Kelliher, who ranked third in the nation among freshmen in scoring with an 18.1 average coming into the game, recorded double-digit points for the 20th-straight contest.

“You have to give them credit since they shot amazing,” Kelliher said.

“We were able to do really well offensively, but that’s one of those of things that we have to bring to both ends of

the court. We need to step up defensively when we’re able to score like we did tonight. We’re going to have tough games but we were able to pull this one out so I’m happy.”

The rivalry is the oldest and among the most heated in Joliet area boys basketball.

Joliet Central versus Lockport.

Imagine the battles that have been fought in that series through the last century or so.

Whenever that date comes up on the schedule, the game does not need extra build-up. It’s Joliet Central-Lockport. Enough said.

On Friday night at Lockport, however, there is much more happening.

The fourth annual “Porters vs. Cancer Night” win on tap featuring a girlsboys doubleheader. The Porters’ girls will entertain Joliet West at 5:30 p.m., followed by the Lockport boys against Joliet Central at 7 p.m.

The goal is to raise as much money as possible for St. Baldrick’s Foundation. All proceeds will be donated to the foundation to help fight cancer.

The sports management class at Lockport will host games during timeouts that are similar to the entertainment you might see at an NBA game.

Taco Patio in Lockport will sponsor a “Shooting Down Cancer Contest.” The restaurant will donate a grand prize to the first person to make a half-court shot.

Coaching staffs from both schools – Lockport led by Brett Hespell and Central by Jeff Corcoran – are planning to wear sneakers to raise awareness and

Pink T-shirts will be on sale. Last year, more than 500 were sold, and the goal is to sell more this year.

So not only are two entertaining basketball games on the docket, but much more will be happening in what promises to be a special night in the area high school basketball season.

The Central and Lockport boys went to the wire when they met Dec 11, with the Steelmen defending their home court, 45-38. The West girls, meanwhile, won their first meeting against Lockport, 52-48, on Jan 12.

What that means is the Porters’ girls and boys will have revenge in mind as they attempt to make “Porters vs. Cancer Night” a complete success.

Of course, the Joliet Township schools have other ideas.

A week ago, the Central boys (109, 5-3) were in a first-place tie with Homewood-Flossmoor in the SouthWest Suburban Blue. However, the Steelmen lost to Joliet West last Friday night and lost at H-F on Tuesday

Area wrestlers ready to kick off postseason

cherron@shawmedia.com There used to be a time when it was a foregone conclusion that Providence Catholic’s wrestling team would win a regional championship.

From 1987 to 2009, the Celtics captured an amazing 22 large school regional titles in 23 years. During the same span, they also won 18 sectional titles and claimed 16 state trophies, which included eight first-place finishes.

But after a close call in the 2010 regional, coach Keith Healy’s program has finished no better than third in a regional, with the low-water mark being an eight-place effort in 2014.

This could be the year that the frustration ends, however, since Providence looks to be the team to beat in the Class 3A regional that it will host on Saturday. Lincoln-Way Central, Lincoln-Way East, Joliet Central and Joliet West are some of the other squads in the event.

Some of the highest-ranked individuals (according to Illinois Matmen’s Go Earn It Apparel rankings) who will compete at Providence include Lincoln-Way Central’s Vinnie Piunti (126), Jake Dudeck (220) and Bryan Ditchman (185); Lincoln-Way East’s Jason Stokes (126); Providence’s Jacob Lindsey (106), Josh Ramos (120) and and Cole Smith (152); and Joliet West’s Darvell Flagg (113) and Meekah Ben-Isreal (220).

Lockport, which finished fourth in Class 3A last season, figures to be the clear favorite in its own regional, which also features Bolingbrook, Plainfield Central, Plainfield East, Plainfield North and Romeoville.

Lockport (10-9, 3-5) has a similar thought in mind. The Porters lost to Stagg, 50-44, on Tuesday night and want to get as far above .500 as possible before the voting is done Feb. 18 for the Class 4A sectional seeding.

And, of course, there always is that overriding factor – it’s Joliet’s Central at Lockport. It always matters.

al title in the meet that it hosts, which also features Joliet Catholic and Morris. The top three in the regional join those from regionals from central and north central Illinois at the Washington Sectional. The Warriors will meet topranked Washington in the dual team sectional at LaSalle-Peru.

And in Class 1A, Coal City, last year’s third-place finisher is ranked ahead of Wilmington in its own regional, which also includes Reed-Custer. The qualifiers will compete at Plano while the team champion takes part in the dual team sectional at Wilmington.

The Tigers lost to the Chargers in December and are coming off a 68-61 loss at Bolingbrook on Wednesday night.

In the Southwest Prairie Conference, there is a revenge game at hand as Romeoville visits Minooka (at the central campus). The Spartans are the only team to have beaten the Indians in SPC play.

Shaw Media Correspondent JOLIET – James Sankey adheres to one philosophy that he feels brings success.

He feels one must give as well as receive.

Sankey said he combined his philosophy of giving back with a drive for achievement, quality ingredients and a talent. The rest is a piece of cake.

Cheesecake, that is.

“I baked my way all the way to my own shop,” Sankey said.

Sankey’s shop, Cheesecakes by James at 20 E. Cass St. in downtown Joliet, opened a year ago and Sankey still practices what he preaches.

On Saturday, Sankey will offer three different cheesecakes at the sold-out Shorewood H.U.G.S. chocolate ball in Shorewood: signature triple chocolate, Oreo and raspberry white chocolate.

Shorewood H.U.G.S. is a group of local women who raise money to give back to the community, according to its website.

“They’re gonna love it,” Sankey said. “This cheesecake I make is out of this world.”

Then, on Feb. 28, Sankey will offer appetizer-size cheesecake bites for the 21st Annual Great Chefs Tasting Party & Auction at Bolingbrook Golf Club, an annual fundraiser for the Center for Disability Services, formally known as

UCP of Will County.

Tickets still are available for the event through the center’s website, www.cdsil.org.

Sankey offers his cheesecake by the slice and in 8-inch and 10-inch cakes.

Popular flavors include plain, strawberry, cherry, turtle, key lime, blueberry, raspberry, Oreo chocolate chip and triple chocolate.

Why cheesecake? Sankey feels the choice was less of a decision and more of a journey.

“Cheesecake chose me many years ago,” Sankey said. “There are bakers and cooks are all through my family … cheesecake was the one that I was just great at. No one makes cheesecake in my family but me.”

Sankey’s 8-year-old daughter is his biggest fan – and would tweak the business name if she could.

“She’s so proud of it,” Sankey said.

“She wants me to change the name to

Cheesecakes by James and Laylah.”

Years ago, Sankey worked for a catering company in Chicago that had a basic cheesecake recipe. But Sankey realized refining a recipe won’t make a phenomenal cheesecake if the ingredients aren’t also top quality.

Sankey said his idea to go into business wasn’t really his own either. Prior to opening a storefront, Sankey worked out of his home for two years until his business outgrew that space and he felt ready to make the move.

“I knew that I had something that no one else had in this world,” Sankey said. “I knew that I knew how to make cheesecake.”

Opening his own business required him to seek out more than a physical place but to walk in the uncertain space between thought and action. Sankey has one good reason for going there.

“I believe in me,” Sankey said. “I always have.”

At the bridge table, we love majors and dislike minors up to the game-level, because in a major we have to win one fewer trick to get the game bonus.

However, when climbing up to a slam, minors are fine because we need 12 or 13 tricks whatever the strain.

When you have game values but do not find a major-suit fit, you steer toward three no-trump. Only if you are sure that contract cannot make, do you – kicking and screaming – play in five of a minor.

So, at a low level, we try to find a major-suit fit. Look at the South hand in today’s diagram. After opening one diamond and hearing partner respond one heart, South must rebid one spade, not two diamonds. If partner does not raise spades, South can show his long diamond suit on the next round. Here, of course, North raises to two spades (promising four-card support), and South jumps to four spades – when you smell a game, bid that game.

cancers that are found by screening tests (usually mammograms). Under the microscope, the cancerous cells of DCIS have a similar appearance to the cells of breast cancers that are invading the breast. Even though DCIS is not invading the breast, it looks as if it might do so in the future.

About 50,000 to 60,000 DCIS lesions are removed each year in the United States. Yet the number of cases of invasive breast cancer has not gone down. That seems to mean in most women who have the DCIS surgically removed, it never would have invaded the breast or spread. But in a few, it would have.

The problem is, we haven’t yet figured out a way to identify the relatively few DCIS tumors that will invade and spread from the larger number that won’t.

You and your doctor are going to have to consider your individual risk factors. If your doctor thinks not having surgery, just closely monitoring the DCIS, is an option, you would need to decide if you are comfortable with that plan.

Some men face a similar dilemma. Some prostate cancers never spread. There are pretty good, but not perfect, ways of identifying those “indolent” cancers. Often, men and their doctors choose not to remove these cancers, but just to monitor them.

Fortunately, the majority of women with DCIS have an excellent prognosis. Their cancer does not spread.

Dear Dr. K: I have been diagnosed with ductal carcinoma in situ. My doctor wants me to have surgery. But recently I read about a study that said not all women with this type of breast cancer even need to be treated.

Can you help clear this up?

Dear Reader: Ductal carcinoma in situ (DCIS) is a type of breast cancer.

In DCIS, the cancerous cells are contained within the breast’s ducts (which carry milk to the nipple) but have not invaded surrounding tissue.

The standard treatment for DCIS is surgery. This might mean a mastectomy, which removes the entire breast and usually some nearby lymph nodes. Or it might be a lumpectomy, which removes only the cancerous tumor and a small amount of healthy tissue around it. Surgery might be followed with radiation therapy, designed to kill any possible remaining cancer cells in that breast.

But a recent study suggests standard treatment might be too aggressive.

The researchers studied more than 108,000 women with DCIS. The main finding of the study was the chance of premature death in women of all ages who had DCIS was no greater than in women without DCIS. However, the chance of death from breast cancer was higher in women younger than 35 and in African-American women who had DCIS. Some media coverage of this study left the impression DCIS doesn’t need to be treated. In fact, all patients in the study received some form of treatment. What the study does say is none of the treatments differed very much from one another with respect to ultimate survival.

Dear Abby: My husband passed away recently, and I have some items of his I’m unsure how to tastefully display to honor his memory. They are his Bible, a U.S. flag in a triangular display box (he was a military veteran), a set of deer antlers, works he authored, his guitar and family photos. I don’t want to build a shrine, but I don’t want to stick these things in a closet, either.

He was passionate about his pursuits, and his passion was contagious. I want to pay tribute to him without making others uncomfortable. I have a small house, so a grouping of the items takes up significant space. The way I have them set up now is kind of shrine-like, and it’s emotionally wrenching both for me and for visiting family. Suggestions, Abby?
