Racing circuit figure dies

Girl sleds into Lockport retention pond

By BRIAN STANLEY bstanley@shawmedia.com WILMINGTON – A Plainfield man who died in a construction accident Friday was a popular figure at local midget races.

Patrick C. Wilda, 33, was the third-generation of his family to enjoy open-wheel racing and regularly competed at Grundy County Speedway.

“Being around [midget racing] and seeing all of what goes into it really changed my outlook,” Wilda told the Morris Daily Herald in 2008. “You learn that there is a lot more than driving. There’s a lot of math involved and some engineering. I learned to love the intensity and the speed and all that goes into the sport.”

Mike Guglielmucci, former managing director of the Short Track Auto Racing Series, said “Wilda Junior” raced for more than a decade.

An autopsy performed Saturday showed Wilda sustained some injuries, but the cause of his death will be determined after toxicology and police reports are completed, according to Chief Will County Deputy Coroner Bob Brenczewski.

Wilda was employed by Area Erectors Inc. Arnold said the Occupational Safety and Health Administration is investigating the incident. OSHA did not immediately return a message left Monday seeking comment.

Wilda started racing at age 9, when he began competing in go-carts. He moved up to the full-sized model at 16, when he came to the Grundy County Speedway in Morris and captured National Rookie of the Year honors.

“He was very precise with his maintenance. When [the STARS organization] was testing for new tires, we asked Patrick to do it because we trusted his assessment and feedback,” Guglielmucci said.

Two charged with reckless discharge of a firearm in Joliet

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Police say footprints in the snow led to the arrest of two men on gun charges Sunday.

At 4:45 a.m., officers responded to shots reported in the 800 block of Julia Avenue, according to Deputy Chief Ed Gregory. It is not clear what the target of the shots may have been.

Officers found fresh tracks

in the new-fallen snow and followed them from the alley to the rear door of a residence in the 800 block of East Washington Street, Gregory said.

After receiving consent to search inside, officers found Bryan J. Duarte, 21, and Lucio D. Duarte, 20, in a bedroom, pretending to sleep, Gregory said.

“Their clothing and shoes were wet with snow, and the shoes matched the footprints from the alley,” Gregory said.

“Officers found a gun under

the mattress they claimed they were sleeping on and a ski mask and ammunition.”

The Duartes, who both reside in the 14700 block of South Harrison Avenue in Posen, were arrested on charges of reckless discharge of a firearm and were booked into the Will County jail.

Lucio Duarte was also charged with aggravated unlawful use of a weapon and unauthorized possession of ammunition.

New Lenox store robbed at gunpoint

On Friday morning, Wilda was installing roof beams at a warehouse under construction in the 24500 block of Lorenzo Road. Wilmington Police Chief Patrick Phillip Arnold Wilda said Wilda was alone in a bucket lift that was extended to the roof when other employees told him to come down for lunch break.

They discovered he was unresponsive.

Other workers lowered the lift and performed CPR, Arnold said. Wilda was taken to Presence Saint Joseph Medical Center in Joliet, where he was pronounced dead at 12:43 p.m.

NEW LENOX – A man used a rifle to rob a New Lenox pharmacy early Sunday, police said.

At 3:40 a.m., a man entered Walgreens, 466 Nelson Road in

New Lenox, went to the pharmacy and displayed a silver and black rifle, according to police.

After demanding Fentanyl, a painkiller, the bandit left the store. No one was injured.

The robber was described

as a white man about 40 years old. He was wearing “construction-type” overalls, a black hat and covered his face with a black scarf.

LOCKPORT – A 10-year-old girl was in good condition Monday after falling through the ice into a retention pond in Lockport.

Lockport Township Fire Chief Dave Skoryi said the incident happened about 11:40 a.m. in the 1200 block of Key West Drive.

Skoryi said children were sledding down an embankment that ended on a retention pond.

“After sledding down the hill, the girl stood up and fell through the ice up to her waist,” Skoryi said. “Fortunately, others in the area reacted quickly – getting the young girl out of the water and into a nearby home and starting the re-warming process.”

The girl was taken to the hospital and was listed in good condition Monday afternoon, according to Skoryi.

Magnet schools offer students, parents educational options Know more

By FELIX SARVER fsarver@shawmedia.com JOLIET – Jacqueline Toth pushes her fifth-grade students to go deeper in their reading of short stories.

The students of Eisenhower Academy – a magnet school within Joliet Public Schools District 86 – sit in what Toth calls a “Socratic circle,” where they discuss a story and its themes.

While teasing out the aspects of the story they find notable, the students encourage each other to share their thoughts until they’re engaged in dialogue.

“I love it,” Toth said about teaching magnet school students. “The students push you to be better because they’re so motivated.”

District 86 magnet schools are accepting applications for the 2015-16 school year.

Eisenhower Academy and Washington Academy are accepting students who demonstrate average or above academic achievement and positive behavior.

Enrollment to District 86’s magnet schools is open to students who live within the district and is based on submitted applications. This year, the academies will have 56 openings for first grade and a limited number of openings for grades two through eight.

District Spokeswoman Sandy Zalewski said students don’t have to be gifted to attend. Students are considered on a first-come, first-serve basis. Parents must commit to a school’s philosophy, including signing a parent contract and attending four parenting sessions.

“We want it to be a good fit for the student,” she said.

Magnet schools were established nationwide several decades ago as a way to diver-

sify the school choices available to students and parents.

They exist as part of the local public school system, but are outside zoned boundaries.

Some magnet schools have a competitive entrance process or use a lottery system.

When magnet schools base their enrollment on performance, that can raise concerns about whether the schools drain neighborhood

or nonmagnet ones of more exceptional students, said Robin Steans, Advance Illinois executive director. The organization promotes public education in Illinois.

They also can raise concern on whether they make it harder for neighborhood schools to maintain high academic standards, she said.

The relationships that exist between students and teachers at magnet schools tend to be strong, as Forest Park third-grade teacher Bridget Broucek noted students who graduate return to visit any chance they get.

“I’ve been invited to Quinceañeras,” she said.

“There is a connection that teachers have with families here that I’ve never experienced at any other school.”

Magnet schools within District 86 have a specific curriculum and instructional method for students. Eisenhower Academy is structured to focus on math, science and technology.

Forest Park Individual Education School fosters the academic achievement, creativity and social and emotional development of its students.

It is based on the Adlerian philosophy and is guided by Raymond Corsini’s Four R’s: Responsibility, Respectfulness, Resourcefulness and Responsiveness.

“It’s all about educating that whole student and integrating other subjects like social studies into reading classes,” Broucek said.

Forest Park Principal Jacob Darley described his magnet school as a “mini-junior high.” Recently, two new art teachers began working for the school, and the newer of the two said she was impressed with the students.

“Working with kids at Forest Park is like working with little adults. That was her testimony,” Darley said.

Students aren’t just learning classroom subjects.

They’re also learning about each other’s diverse cultural backgrounds. At Eisenhower Academy, 39 percent of the students are white, 29 percent Latino and 27 percent are black, according to school records. At Forest Park, 52 percent are Latino, 31 percent are black and 16 percent are white.

Students are taught and discuss current events, especially events happening in the community.

“While scary events can be discussed and reasonably spoken about and the kids’ fear brought within reason, there is exposure to other kids’ culture and life events happening right in this little microcosm of this school,” Broucek said.

By FELIX SARVER fsarver@shawmedia.com ROCKDALE – Sunday’s winter storm was powerful enough to leave one Rockdale business without a roof.

When the weekend storm – nicknamed Linus by meteorologists – hit Will County, the roof of Rex Radiator, 14 Meadow Ave., collapsed under a gust of wind, according to snowplow drivers in the area.

Staff reported to police the gust also caused the walls to bow. The shop’s roof was only six to eight years old and its destruction has proven to be a “major, major headache,” said Bob Rex, one of the store’s owners.

Sunday’s winter storm was one of the largest ever in the Chicago area, with Joliet receiving more than 15 inches of snow, according to a city news release. Because of the storm’s long duration, plows could not get into residential streets until 5 a.m. Monday.

City of Joliet plows out into the night

By BOB OKON bokon@shawmedia.com JOLIET – City plows were working into Monday night to clear neighborhood streets in Joliet, and police were writing tickets to keep the streets clear for plows.

“We’re going to stay out until it’s done,” Joliet Roadways Engineer Mike Eulitz said Monday. He expected all neighborhood streets would be plowed by 10 p.m.

Although the snow started over the weekend, plows did not get to residential streets until 5 a.m. Monday. City policy

is to keep major thoroughfares and emergency routes cleared while snow is falling before plowing residential areas.

The job did not go easily Sunday, as 15 inches of snow fell and winds picked up to create drifting in open areas, Eulitz said.

“We had all kinds of problems. Our trucks were getting stuck,” Eulitz said.

He said trucks hit vehicles parked in the street twice.

snow Tuesday afternoon and Wednesday. Temperatures Tuesday will be in the upper 20s, with the lowest wind chill readings from zero to 10 below zero in the morning. Wednesday will be mostly cloudy, with temperatures in the mid-20s.

While the snow ceased Monday, the massive volume led to most schools in the area closing for the day. Governmental meetings, including the Joliet City Council’s pre-council meeting, also were called off.

WEATHER BRIEFS Garbage pickup on holiday schedule

LOMBARD – Waste Management of Illinois has announced it will operate on a holiday schedule this week because of the snow.

Crews will attempt to collect Monday routes on Tuesday, Tuesday routes on Wednesday, and so on, the company said in a news release. Drifting snow and icy conditions will limit service in some areas, especially rural areas.

Waste Management asks people to leave trash and recycle containers at curbside or in alleys for collection until end of day on Saturday. It will try to collect items when conditions improve.

If crews cannot collect items this week, the company said it will resume service next week on regular service days. For information, visit www.wm.com.

In Crest Hill, Republic Services decided to keep trucks off the street Monday because of high winds. It, too, will service all residents as if it is a holiday week, with trash pickup one day later than usual for customers.

Nicor Gas is offering customers safety tips to keep safe after the season’s first significant snowfall.

Nicor Gas reminds customers of the following winter weather guidelines: • Keep meters clear of snow

and ice • Remove icicles that may drip water onto a meter • Use a broom to move snow away from the meter; avoid using shovels or snow blowers • Check outdoor vent openings and air intakes to ensure appliances are not obstructed by snow or ice or any other debris • Ensure the gas meter is visible and accessible at all times • Heavy snow and ice may weigh down power lines and tree limbs, causing them to fall. If a natural gas meter is damaged or gas line is exposed, immediately leave the area and call the 24-hour emergency response line at 888-642-6748 from a safe location.

Plans develop for St. Mary Carmelite Church

By BOB OKON bokon@shawmedia.com JOLIET – Another plan is in the works to redevelop St. Mary Carmelite Church downtown.

An unnamed developer plans to convert the church into residences and a restaurant, city officials said. The plan is to use the church sanctuary as a restaurant and banquet facility, while the priory would house residences.

City officials want to preserve the church, which the Diocese of Joliet once planned to tear down. St. Mary Carmelite Church was built in 1882 out of Joliet limestone.

But it has sat unused for years and has deteriorated.

“It’s a beautiful, old example of Joliet limestone,” said Jim Haller, the city’s com-

munity and economic development director. “When you look at the Joliet skyline, it’s a prominent part of the skyline. So there are a lot of reasons for saving it.”

Joliet Mayor Thomas Giarrante said the city received an email from the potential developer that he has a loan for the project and plans to close on the acquisition in April.

“He likes the prospects downtown, with the transportation center and the junior college and with the University of St. Francis being down here,” Giarrante said.

The city is building a new transportation center downtown for train and bus commuters, while Joliet Junior College is expanding its downtown campus and the University of St. Francis has added classes in two down-

town buildings.

This latest proposal, if it moves forward, likely would be marketed to a younger audience than the last one.

Scott Henry with Celadon Holdings wanted to turn the church into senior residences and planned to market the property with a Route 66 theme. City officials said the new developer is interested in the potential of a young professional market developing downtown.

Henry acquired the church for $1 in March 2012 from the diocese, which was looking to avoid demolition.

Henry obtained a special-use permit from Joliet to build 40 apartments. But he could not get the federal tax credits he said he needed to attract investors.

In fall 2013, Henry put the

church up for auction and sought a minimum bid of $278,000.

Henry still owns the church, Haller said.

Haller, who has met with the developer, said he wants permission before identifying him. Haller said it was not likely the city would need to approve zoning for the project to move forward.

The Scott Henry plan was opposed by the law firm Kavanagh, Grumley & Gorbold, which has offices next door and filed a lawsuit contending the city violated its density rules by permitting the plan.

Attorney Richard Kavanagh said he would need to know more about the new plan. But he has said the church building is unsafe and should be demolished.

“I am very confident that he probably will not support expansion,” Giarrante said.

JOLIET – Former state Sen. Thomas Dunn, credited with bringing two casino licenses to Joliet, has been named to the Illinois Gaming Board.

Dunn, 72, a Democrat from Joliet, said the appointment came as a surprise.

“It came out of left field for me,” Dunn said Monday.

Gov. Bruce Rauner on Friday named Dunn among several state appointees. He also named Springfield attorney Don Tracy, 54, to replace longtime Gaming Board Chairman Aaron Jaffe.

Dunn was a state senator from Joliet when the original casino legislation was created in 1990 to bring riverboat gaming to Illinois river towns that suffered during the Rust Belt recession. He was instrumental in pushing legislation that created two local gaming licenses, leading to Joliet being the only Illinois city with two casinos.

He was state senator from 1972 to 1997. In 1997, Dunn was appointed as associate judge in Will County and served until 2005.

By LAUREN LEONE–CROSS lleonecross@shawmedia.com SPRINGFIELD – Four companies have been awarded licenses to grow and sell medical marijuana in Joliet and Will County, according to an announcement Monday from Gov. Bruce Rauner’s administration.

In all, Rauner awarded 52 licenses to grow and sell medical marijuana in Illinois, including Cresco Labs LLC, a company that has targeted a Joliet site to operate a marijuana growing center.

“That’s great news,” Joliet Mayor Tom Giarrante said upon hearing about the announcement Monday evening.

Rauner’s announcement comes soon after Gov. Pat Quinn left office last month without issuing licenses, saying the agencies in charge had completed much of the work and that Rauner’s new administration should finish out the process. Rauner questioned the selection process, and once called the process “rigged,” and subject to cronyism.

Rauner’s legal team reviewed Quinn’s selection process, concluding that some applicants were disqualified without clear procedures and therefore will require further review.

“Any applicant that was recommended for disqualification will be fully informed of the basis for that decision, given an opportunity to respond,” Jason Barclay, general counsel for Rauner, said in a written statement.

Giarrante said he was initially dead-set against legalizing medical marijuana, but has since changed his mind.

“I was totally, totally against it,” he said. “But I had very good friend with incurable cancer and he completely changed my mind. He was in so much pain and the only thing that gave him any kind of relief was marijuana.”

Three arrested after fight at MoJoes

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Three people were arrested after allegedly fighting Saturday night with police and security at MoJoe’s.

Joliet Deputy Police Chief Ed Gregory said at 9:38 p.m.

Saturday two officers were at the club, 22 W. Cass St., when they were told Manuel Moreno Jr., 21, was armed with a gun and had gotten into a dispute with other patrons.

Police did not find a weapon when Moreno was searched, but he refused to

cooperate with police or security and refused to leave when he was ordered from the premises, Gregory said.

“While he was being escorted out, Corina L. Zamora, 30, approached quickly and knocked one of the police officers to the ground,” Gregory said. When Zamora

was restrained, Nico A. Garza, 19, pushed a female security guard and attempted to knock her over, according to Gregory.

Moreno, of the 700 block of Fifth Avenue in Aurora, was arrested on a charge of criminal trespassing. Zamora, of the 400 block of Wilder Street

in Aurora, was arrested on a charge of aggravated battery to a police officer. Garza, of the first block of Beau Meade Road in Oswego, was arrested on a charge of battery.

Zamora was booked into the Will County jail. Moreno and Garza were released on bond.

Homer Glen residents Police: Intoxicated man threatened gas station clerk to receive voting guide

Michael A. Bailey, 44, also broke a display case at the station, according to Joliet Deputy Police Chief Ed Gregory.

Bailey was “obviously in-

toxicated” when he went to Marathon Gas, 324 S. Larkin Ave., shortly after 10 p.m. and began damaging items inside the store, Gregory said.

“He demanded the clerk call him a taxi and threatened to punch him. He then punched a plastic display case and knocked it to the ground,” Gregory said.

The clerk called police and Bailey was found in the 200

block of Emery Street. Gregory said Bailey had a bag of marijuana and a pipe in his pockets when he was taken into custody.

Bailey, of the 600 block of Warren Avenue in Rockdale, was arrested on charges of vandalism, disorderly conduct, marijuana possession and possession of drug paraphernalia. He was released on bond.

CHANNAHON – Proposals for funding are being accepted for the Channahon’s Three Rivers Festival Community Support Grant program.

David R. “Dick” Reeves, 85, of Casa Grande died on January 21, 2015.

Mr. Reeves was born in Rock Island, Illinois, on June 2, 1929, to David H. and Wanetta (Henrickson) Reeves. During his working life he was a superintendent at Caterpillar Tractor Company in Illinois and Iowa, where he retired.

He enjoyed visiting Arizona as a winter resident before making Casa Grande his full-time home. He was a strong Christian who shared his faith in Jesus Christ with his family and others.

Among his endless endeavors, Tim was a member and former Chairman of the Board of the Plainfield Area Chamber of Commerce, Co-Chair of the annual Greater Joliet Area YMCA Giving Gala (2014 & 2015), the appointed Chairman of the Plainfield Economic Development Task Force, and an active member of the Plainfield Rotary and Kiwanis Club. He was also honored to be a recipient of the Rep. Tom Cross Ovation to Business Award. Tim had a great love of his adopted hometown of Plainfield, IL. He gave generously to many community projects and organizations and sponsored the Settlers’ Park Concert Series for all to enjoy.

A devout Catholic, he was an active parishioner and Eucharistic Minister at St. Mary Immaculate Church.

He will be remembered for his gregarious nature, selfless generosity, compassion for his fellow man and being a friend to all. Above all, family was everything to Tim. He will be missed greatly and will never, ever be forgotten.

Joliet police officials reported no weather-related crashes or accidents Monday morning.

Sunday was a different story, as state, county and city law enforcement reported more than 50 crashes from 6 a.m. to 3 p.m.

Across ComEd’s northern Illinois service territory, the storm left more than 52,200 customers without power Sunday, but that number has whittled down to 841 customers on Monday afternoon, said Linsey Godbey, ComEd spokeswoman.

The van’s owner was ticketed for violating the city snow parking ban, which kicks in when 2 inches of snow falls.

Terese Harmon of the 800 block of Gael Drive received a $30 ticket for parking in the street and complained that it was the first she had heard of the ban.

“There are no signs in the street,” Harmon said.

“A police officer called me today and said it was my duty to know about the ordinance.”

Gregory said police had their own problems driving through the snow and were not patrolling in search of parking ban violators.

“Most of the time we issue citations like that, it’s because we come across hazardous situations or we get complaints,” Gregwory said. “The complaint can come from a resident, or it can come from a plow driver.”

State runs out of money for subsidized day care program

CHICAGO – Illinois officials are warning parents and providers that the state has run out of money to pay for a subsidized day care program.

Illinois’ Department of Human Services is short roughly $300 million to fund the program through June 30. Department officials, in a letter last week, warned that payment delays are expected to “get progressively longer” and services may be cut.

The problem comes from the $35.7 billion budget lawmakers passed last spring. The plan didn’t allocate enough money to pay for expenses while a debate on whether to extend the state’s income tax increase was pushed off. Heeding new Gov. Bruce Rauner’s request not to address any “substantive” issues until his inauguration in January, lawmakers didn’t address the issue in their fall veto session, and the increase rolled back Jan. 1. A roughly $2 billion revenue gap is expected by the end of the fiscal year in June.

While lawmakers said they believe money can be reallocated from other areas of the budget, no immediate solution is yet in sight.

Two justices once open to cameras in court now reconsider

Two Supreme Court justices who once seemed open to the idea of cameras in the courtroom said Monday they have reconsidered those views, dashing even faint hopes that April’s historic arguments over gay marriage might be televised.

In separate appearances, Justices Elena Kagan and Sonia Sotomayor said allowing cameras might lead to grandstanding that

could fundamentally change the nature of the high court.

Sotomayor told an audience in West Palm Beach, Florida, that cameras could change the behavior of both the justices and lawyers appearing at the court, who might succumb to “this temptation to use it as a stage rather than a courtroom.”

Speaking at the University of Chicago’s Institute of Politics, Kagan told an audience that she is “conflicted” over the issue and noted strong arguments on both sides.

Kagan said that when she used to argue cases before the court as Solicitor General, she wanted the public to see how well prepared the justices were for each case “and really look as though they are trying to get it right.”

Obama asks $50M cut in Great Lakes restoration effort

ANN ARBOR, Mich. – President Barack Obama’s proposed budget for 2016 seeks what it calls a $50 million “modest reduction” in a multi-year program to clean up the Great Lakes.

The president’s spending plan released Monday requests $250 million for the Great Lakes Restoration Initiative, down from $300 million appropriated for this year.

The program focuses on the lakes’ most serious long-term ecological challenges such as invasive species, toxic pollution, degraded fish and wildlife habitat and runoff from farms and cities that causes toxic algae blooms.

Obama created the program after taking office in 2009.

Nearly 600 suspects arrested in national solicitation sting

CHICAGO – A sting operation involving law enforcement agencies in 17 states resulted in the arrests of nearly 600 men on charges of soliciting sex.

Cook County Sheriff Tom Dart’s office said Monday that the operation began Jan. 15 and ended Sunday.

Dart launched the operation in 2011 and since then there have been more than 2,900 alleged sex solicitors who have been arrested.

During this latest operation another 23 suspects were arrested and charged with pimping, sex trafficking or promoting prostitution.

WASHINGTON – An expected vote on a Senate bill aimed at reducing a suicide epidemic among military veterans was delayed Monday by a winter storm that walloped the Midwest and Northeast.

The storm caused the cancellation of flights, classes and major court cases across the Northeast and dumped more than a foot-and-a-half of snow on the Chicago area.

The Senate vote on the veterans’ bill was rescheduled for Tuesday. The measure is named for Clay Hunt, a 26-year-old veteran who killed himself in 2011. The bill is in response to suicides that on average claim the lives of 22 military veterans every day.

The measure, which passed the House last month, would require the Pentagon and Veterans Affairs Department to submit to independent reviews of their suicide prevention programs and make information on suicide prevention more easily available to veterans.

Obama weighs sending assistance to Ukraine

WASHINGTON – President Barack Obama is reconsidering his opposition to giving Ukraine defensive weapons and other lethal aid to help its struggling military repel Russian-backed rebels, a possible escalation that has had strong support from many in his national security team.

The shift suggests the White House is growing increasingly

concerned that its reliance on punishing Russia with economic sanctions isn’t doing enough to change President Vladimir Putin’s thinking about backing fighters in ethnic-Russian eastern Ukraine.

The president’s worries about sending higher-powered equipment to Ukraine are threefold, according to the official. He sees risk in starting a proxy war between the U.S. and Russia, which the West accuses of supplying rebels in eastern Ukraine.

Trial of U.S. couple in Indonesia proceeds

BALI, Indonesia – An Indonesian court decided Monday to go ahead with the trials of an American couple charged with murdering the woman’s mother while vacationing on the resort island of Bali last year.

The three-judge panel overruled defense arguments that the indictment submitted by prosecutors had inaccuracies and should be annulled. Hearings will resume Wednesday at Denpasar District Court in the provincial capital of Bali.

The badly beaten body of Sheila von Wiese-Mack, 62, was found in a suitcase in the trunk of a taxi outside an upscale hotel in August.

Heather Mack, 19, and her boyfriend Tommy Schaefer, 21, both from Chicago, are being tried separately with the same judges and prosecutors. They are charged with premeditated murder and face a maximum penalty of death by firing squad if found guilty.

Obama’s record budget: Tax the rich, help middle class

By ANDREW TAYLOR The Associated Press WASHINGTON – Promising to help America’s middle class, President Barack Obama on Monday sent Congress a record $4 trillion budget that would hammer corporate profits overseas and raise taxes on the wealthy while boosting tax credits for families and the working poor.

Obama’s budget also would steer hundreds of billions of dollars to the nation’s crumbling infrastructure of roads and bridges, help provide two years of free community college and reverse the across-the-board, automatic budget cuts that have slammed the Pentagon and nearly every government department.

In the face of certain opposition from Republicans, an optimistic Obama hailed a “breakthrough year for America” of new jobs, lower unemployment and shrinking deficits after the great recession of 2008, and he called for moving past years of “mindless austerity.” The blueprint for the 2016 budget year that begins Oct. 1 represents a 6.4 percent increase over estimated spending this year, projecting that the deficit will decline to $474 billion.

However, Obama’s plan ignores the new balance of power in Washington, with Republicans running both the House and Senate. The GOP found plenty to criticize in his proposed tax hikes that would total about $1.5 trillion.

Republicans cited the nation’s $18 trillion debt and assailed what they call Obama’s tax-and-spend policies for failing to address the spiraling growth of benefit programs such as Social Security and Medicare.

Republicans aren’t offering specifics yet but will respond this spring with their own plan, a balanced-budget outline promising to get rid of “Obamacare,” ease the burdens of the national debt on future generations, curb the explosive growth of expensive benefit programs and reform a loophole-cluttered tax code in hopes of promoting economic growth.

While Obama’s plan was rejected out of hand on budget day, proposals to ease automatic cuts and boost transportation funding are likely to return later in the year and require extensive negotiation.

“These proposals are practical, not partisan,” Obama said of his overall plans. “They’ll help working families feel more secure with paychecks that go further, help American workers upgrade their skills so they can compete for higher-paying jobs, and help create the conditions for our businesses to keep generating good new jobs for our workers to fill.”

Some people would pay more. Many wealthy Americans would be able to take tax deductions at the 28 percent rate only even if their incomes were taxed at 39.6 percent, and some would also see an increase in their maximum capital gains rate.

However, a couple earning up to $120,000 a year would qualify for a new “second earner” tax credit of up to $500 as well as a maximum $3,000 per-child tax credit for child care for up to two children, triple the current credit of $1,000.

Obama’s initiatives to tax the wealthy and to welcome an influx of immigrants into the United States are going nowhere in the new GOP-run Congress.

But there is a bipartisan desire to ease automatic spending cuts that are the product of Washington’s failures to cut deficits beyond an initial round in 2011. Both Republicans and Democrats are howling that such broad cuts savage the Pentagon.

Obama said he won’t give more money to the Pentagon without receiving domestic funds he wants.

“It would be bad for our security and bad for our growth,” Obama said Monday at the Department of Homeland Security.

LETTER TO THE EDITOR Civil and respectful discussion is needed

To the Editor: A few years ago, I wrote an Op-Ed in The Herald-News applauding the City Council for serving as an example of how a legislative body can act positively for the betterment of the community it serves. At that time, as well as now, our representatives in Congress were deadlocked by their partisanship.

Unfortunately, recently our representatives seem to be heading in the same direction as Washington. Clearly, there will and should be differences of opinion, but civil and respectful discussion with compromise produces effective legislation and actions.

Let us hope that, once again, proper decorum will prevail, and by example our City of Champions shall demonstrate how a community may be true to that title by placing our needs and aspirations above all else. Then this great city will be an even better place to live and work.

2016 comptroller race already filled with speculation State Sen. Daniel Biss appears to be the first Democrat to actively float his name for the 2016 special election for state comptroller.

The Evanston Democrat is known as a policy wonk around the statehouse, but he also is a prodigious fundraiser, ending the fourth-quarter reporting period with $721,000 in the bank.

The special election law was passed by the General Assembly in early January – just weeks after the death of Republican Comptroller Judy Baar Topinka. Former Gov. Pat Quinn signed it into law on his way out the door.

If the new law is upheld by the courts (which seems likely, but not 100 percent certain), the state’s appointed Republican comptroller, Leslie Munger, will have to stand for election in a presidential year.

Since the days of President Bill Clinton, Republicans have been at a distinct disadvantage during presidential election years. No Republican presidential candidate has won this state since 1988,

Back then, Illinois was considered a “bellwether” state for presidential campaigns. No longer.

Anyway, Biss first would have to survive the Democratic primary. And although no other candidates have floated their names yet, it’s expected we will see some interest (there’s even some talk former Quinn might be interested).

Biss pushed hard for state worker pension reform when he was in the House and then again after he moved to the Senate. That hasn’t endeared him to labor unions, although I’m told he’s been attempting to reach out to the unions to try to smooth things over.

Biss ran unopposed last year, so the Illinois AFL-CIO took no position on his nonexistent campaign.

Meanwhile, state Sen. Na-

poleon Harris, D-Flossmoor, has been eyeing a move up the political ladder almost since he won the 2012 primary election to replace the retiring incumbent, Sen. James Meeks.

Harris expressed strong interest in running for the U.S. House seat vacated by the disgraced incumbent Jesse Jackson Jr. but wound up bowing out. Now, Harris is looking at a possible U.S. Senate bid.

Harris is a former NFL player. Many of his former teammates have plenty of extra cash, which gives Harris a natural fundraising base.

Harris also is a successful businessman in his own right. Harris owns a pizza restaurant chain and paid a hefty sum to make his pies the official White Sox pizza at U.S. Cellular Field last year.

Harris is the first state legislator to express a strong interest in the race. All of the other possible candidates mentioned so far are members of the U.S. House.

One of those U.S. representatives expressing interest in running for Senate is Robin

Kelly, who ended up winning that 2013 special election to replace Congressman Jackson (with Harris’ eventual endorsement). If both she and Harris end up running, that would mean two African-Americans from the south suburbs would be competing in the Democratic primary.

Kelly would have to give up her House seat to run, but Harris just started a four-year term.

Republican incumbent U.S. Sen. Mark Kirk has a moderate (for Washington, D.C.) voting record. Kirk also will have strong support – financial and otherwise – from the majority Senate Republicans if he runs, which appears likely at this moment. And Kirk will benefit from a newly rebuilt party infrastructure, courtesy of Bruce Rauner’s gubernatorial campaign, and from Rauner’s super-wealthy contributor network. Kirk, himself, has also built an impressive fundraising network of staunch Israel supporters.

Even so, no Republican U.S. Senate candidate has won

Illinois during a presidential year since Charles Percy was re-elected way back in 1968.

President Richard Nixon absolutely stomped Democrat George McGovern that year here by 19 points. Even so, the Democrats won back the governor’s office.

The last Republican U.S. senator from Illinois, Peter Fitzgerald, declined to run in the 2004 election, when George W. Bush lost the state by 10 points. And the average Democratic presidential winning margin in Illinois since 1992 is over 16 points. Yes, Barack Obama pumped up that average, but they all won by double digits.

Even so, it’s not an impossible task for Kirk. He actually could run to the left of Harris on some social issues if the legislator manages to survive the primary. Harris voted “Present” on the gay marriage bill, for instance.

Kirk favors the “liberal” side of that position.

Class 2A, 1A wrestlers hit road for regionals

By CURT HERRON cherron@shawmedia.com Most area wrestlers in Classes 2A and 1A are going to do some traveling in order to reach both the individual state finals in Champaign or the dual team finals in Bloomington.

With the exception of one of the Class 1A individual sectionals, which will be hosted by Wilmington, all of the regional and sectional sites will require lengthy trips.

In Class 2A, Lincoln-Way West will join Morris and Joliet Catholic at the LaSalle-Peru Regional. Others in that field include Ottawa, Pontiac, Putnam County and Streator.

For the three individuals who advance at each weight, the next trip will be to the Sterling Sectional the following weekend. From there, the top four placers head to Champaign.

West had to compete in a regional at LaSalle-Peru last year, but that trip was worthwhile because coach Brian Glynn’s squad won the team title by more than 100 points.

The Warriors own the longest current streak of regional titles among area schools, with four. But despite being ranked as one of the state’s top Class 2A programs during that time, they’ve had a difficult time advancing in the dual team tournament.

Other than in 2013, West has come up one win shy of a trip to the quarterfinals. Although the Warriors are ranked fifth this season, they must beat

second-ranked Washington in the dual team Geneseo Sectional – if both advance in the dual team competition as expected – which takes place the Tuesday after the individual finals.

“We have a great bunch of seniors that have put in a lot of hard work over the last four years who are trying to prolong their season and reach their goals,” Glynn said. “As a team, we have been getting better every week and are hopeful that we can put together a run and bring home a trophy this year.”

The other area Class 2A team, Lemont, is in an entirely different sectional. The Indians are favored in the St. Laurence Regional, which advances individuals to the De La Salle Sec-

tional. If the Indians move on as a dual team, they’ll be in the Oak Forest Sectional.

One of the more interesting regional battles in the state in any class will take place in the unlikely setting of Chicago’s Agricultural Science.

That’s where three area Class 1A teams – Coal City, Reed-Custer and Wilmington – are headed. Others in the field are Plano, DuSable, Englewood, Harper, Leo and Robeson. The winner advances as a dual team to the Plano Sectional.

The Coalers and Wildcats met in an exciting dual meet Friday in which Coal City rallied for a 34-30 win to claim its first dual win over Wilmington

since 2003.

Coach Rob Murphy’s squad got the upper hand when the teams met a week earlier at the Interstate Eight meet, but Mark Masters’ Coalers finished better when the pair squared off at both the St. Thomas More and Princeton tournaments.

Coal City is ranked fifth in the GEI Wrestling Apparel rankings on Illinois Matmen, while Wilmington is ranked eighth.

Before finishing second to Plano the past two years, the Wildcats won 11 straight regional titles and qualified for state eight times, winning five trophies and three championships. Meanwhile, the Coalers last won a regional title in 1999,

which is also when they made their last trip to dual team state.

Peotone is hoping to win its third straight regional and advance to the dual team sectional at Plano besides sending several individuals to the Wilmington Sectional. The Blue Devils appear to be the team to beat in the Bowen Regional in Chicago.

Seneca will compete in the Sterling Newman Regional, and those who advance will go to the Oregon Sectional.

And Dwight’s co-op team with Gardner-South Wilmington takes part in the St. Thomas More Regional, with qualifiers advancing to the Clinton Sectional.

WASHINGTON – Her performance as a vibrant woman fading into the darkness of Alzheimer’s is doing more than earning awards for actress Julianne Moore.

The movie “Still Alice” is raising awareness of a disease too often suffered in isolation – even if the Hollywood face is younger than the typical real-life patient.

Some things to know about Alzheimer’s:

their brain’s neurons. When Alzheimer’s begins blocking those connections, the brain at first can choose an alternate route to retrieve a memory.

“Your brain’s kept buffered up,” explained Carrillo.

But eventually, the brain reaches a tipping point and can’t compensate any longer, so “the change seems more dramatic.”

ALZHEIMER’S ON RISE; EARLY-ONSET NOT COMMON

The movie is about a linguistics professor stricken at the unusually young age of 50 with a form of Alzheimer’s that runs in her family.

That type of Alzheimer’s accounts for a small fraction of the brain-destroying disease.

About 35 million people worldwide, and 5.2 million in the U.S., have Alzheimer’s or similar dementias.

The vast majority are 65 or older.

Barring medical breakthroughs, U.S. cases are expected to more than double by 2050, because of the aging population.

As many as 4 percent of cases worldwide are thought to be the early-onset form that strikes people before age 65, usually in their 40s or 50s, said the Alzheimer’s Association’s chief science officer, Maria Carrillo, who served as a scientific adviser for the movie. In the U.S., the association estimates that’s 200,000 people.

With this autosomal dominant form of young Alzheimer’s, inheriting one of three genes with particular mutations leads to the disease.

Children of an affected parent have a 50 percent chance of having inherited the family’s culprit mutation.

As in other families, Alice’s children have to grapple with whether they want to be tested to find out.

But the vast majority of Alzheimer’s isn’t linked to a particular bad gene. There are various genes that can increase the risk, but people who never develop dementia symptoms can carry them, too. That’s why medical guidelines don’t recommend genetic testing for the aver-

age person.

To help with the movie’s first-person perspective, Carrillo’s group put actress Moore in touch with someone in the earlier stages of Alzheimer’s who could describe how disorienting symptoms felt – that frustrating inability to retrieve a word or the fear that comes with suddenly not recognizing a familiar place.

Forgetting a word now and then happens to lots of people. The Alzheimer’s

Association lists warning signs that may distinguish between normal forgetfulness and something you should discuss with a doctor. On the worry list: memory loss that disrupts daily life, difficulty completing familiar tasks, withdrawing from social activities and personality changes.

PEOPLE WITH DISEASE MAY COMPENSATE FOR A WHILE

If it seemed as if the movie’s Alice suddenly declined quickly, consider a concept that neuroscientists call “cognitive reserve.” People who have had more years of education are thought to have some protection because the extra learning increased connections between

The two – or deuce, if you prefer – is the lowest card in a suit, but sometimes it assumes high status. In today’s deal, how should South play in four spades after West leads a trump, East takes the trick with his ace and returns his trump jack, West following suit?

South starts with five potential losers in his hand: one spade, two hearts and two diamonds. He begins with only eight winners: five spades, one heart and two clubs. Declarer can ruff his third heart in the dummy, but how will he find a 10th trick?

If the heart finesse is losing, West had better also hold the diamond ace, which is unlikely. If the heart finesse is winning, how does declarer get to the dummy to take it? (To cross in spades kills the later heart ruff.) At first, it looks as though West needs to have the diamond ace, but there is another chance.

At trick one, South must play a high spade under East’s ace. Then, after winning the second trick, he unblocks (cashes) his two club winners before running the diamond jack (or, if West produces the queen, covers with dummy’s king). Here, East is stymied.

If he returns a heart, declarer takes the finesse. If East continues diamonds, dummy’s king becomes a trick. Or if East leads his last club, South ruffs high, overtakes his carefully conserved spade two with dummy’s six and cashes the club winners. Then he takes the heart finesse to collect an overtrick.

Finally, shed a crocodile tear for East. With 18 points, he never thought that his opponents had missed a game. So, instead of passing out one spade, he made the automatic takeout double. **

The best way to prevent MRSA and other infections is to wash your hands frequently with soap and water. If you can’t get to a sink, use an alcohol-based hand cleanser.

Here are some more tips to help avoid picking up and spreading MRSA and other germs: • Keep cuts or scrapes clean. Cover them with bandages and change the bandages daily. If you develop increasing redness, swelling or pain around a cut, call your doctor.

• Don’t share personal items such as razors, towels and sheets.

• Wash workout clothes and athletic team uniforms after each use.

• Shower after you work out.

• Wash sheets and towels in hot water. Dry them in a hot dryer.

Unfortunately, over the past 50 years, MRSA has become pretty common in health facilities. That’s why it’s really important, when visiting a person in a hospital or nursing home, to thoroughly wash your hands before and after your visit. Follow any instructions posted outside the room, such as wearing protective gloves or a full gown.

Even more unfortunately, MRSA increasingly is found throughout the community, not just in health care institutions. Certain antibiotics that typically have to be given intravenously (rather than as pills) can kill MRSA. Doctors hope that we will be able to keep one step ahead of MRSA through medical research.

Dear Reader: We have a brain, and bacteria don’t.

So you’d think bacteria wouldn’t be able to outsmart us. But they sure can figure out ways to become resistant to the antibiotics we use to kill them.

In the early days of antibiotics, 70 years ago, one of the most common and dangerous types of bacteria – Staphylococcus aureus – could be killed by penicillin. However, these bacteria soon developed resistance to penicillin. So we invented another antibiotic, methicillin, which killed them. So far, so good.

Then, these bacteria developed resistance to methicillin. These bacteria are called MRSA: methicillin-resistant Staphylococcus aureus. MRSA is dangerous because it cannot be treated with many standard antibiotics.

MRSA behaves much like other staph bacteria. It most often lives in the nose or on the skin without causing disease. But all staph bacteria have the potential to cause trouble. They can cause boils or other mild skin infections, as well as life-threatening lung and blood infections.

Some strains of MRSA have evolved other threatening features. For example, white blood cells from the body’s immune system normally work together with an antibiotic to destroy bacteria. A hardy strain of MRSA destroys white blood cells. Other MRSA strains have developed ways to spread more easily from one person to the next.

In the community, spread of MRSA is more likely between people who: • Don’t maintain good personal hygiene; • Don’t wash their hands frequently; • Share contaminated items, such as towels or razors.

But even the cleanest person can spread MRSA. You might shake the hand of a person carrying MRSA,

Dear Stepmom: A person who would downplay your role as a parent is rude, thoughtless and not worth your time. As to asking why someone is childless, I have addressed this subject in my column before. While many folks start conversations by asking whether someone has children, it can be a dangerous question.

I learned my lesson and stopped asking after having received an answer from one man that his son was doing life in prison as an accomplice to murder. Another man told me he had two children, a daughter and an estranged son who was also serving a long sentence – for selling narcotics. Neither person was happy to have been asked. Dear Abby: I’m a 42-yearold divorced woman with no children. My ex-husband has a son whose life I was a part of for 18 years. When people ask if I have kids, my reply is, “Yes, I have a stepson.”
