PLAINFIELD – Plainfield trustees are planning to hold a Committee of the Whole meeting in the near future to discuss limiting special events, such as parades, festivals and fundraisers, or charging them for village costs.

The Village Board started talking about the ideas after Plainfield Police Chief John Konopek presented a special events report for 2015, which notes that the village last year lost more than $100,000 a year in operational costs, and recouped just 10 percent.

Increasing costs

Konopek said the number and participation in special events have escalated quickly, leading to greater

One suggestion to fix the problem included putting a cap on the number and type of events allowed each year.

Other ideas were billing organizers for the cost of manpower and permit fees for each event, and seeking new locations for special events to ease the cost.

Trustees Garrett Peck and Bill Lamb said that special events provide a great, and sometimes immeasurable, value to the community.

Village Administrator Brian Murphy also noted that the village has a reputation for being a great community

for special events because of the lack of fees.

While all the trustees recognized the value of special events to the community, some thought billing organizers could work.

“I truly believe that if an organization cannot fund an event, it should be denied,” Trustee Jim Racich said.

Trustee Edward O’Rourke said he just wants to make sure organizations are treated fairly.

Trustee Margie Bonuchi suggested the village discuss it in a future Committee of the Whole meeting, an idea the board agreed with.

After the discussion, the Village Board unanimously approved road closures for the Plainfield Irish Parade on March 13, Fast Cat 10K Run on April 2 and Wounded Warrior 5K on May 28.

Fairmont School D-89 board fails to approve three hires

fsarver@shawmedia.com LOCKPORT – The Fairmont School District 89 Board did not approve the hiring of three staff positions because most of the board wanted more information on salary and benefits.

Superintendent Sonya Whitaker recommended three positions for approval at Monday’s meeting: a custodial staff member, a music teacher and a fourth-grade teacher.

None of them were approved because some of the board members said they wanted information on salaries and benefits, which is information they said they requested in the past.

overhead costs to the police department, public works department and time-equivalent costs to the Plainfield Emergency Management Agency, which sends volunteers.

According to the report, the number of special events has doubled in the last three years, and it’s growing.

“We’re at a point right now ... where we’re looking at an average of [almost] one special event per week,” Konopek said.

The rising costs include contractual obligations and wages and more man-hours.

The public works department also is losing out on opportunity costs by not billing organizers.

While the village fills special events with volunteers at the beginning of the year, volunteerism shrinks, according to the report. So the police

hiring of any of these people,” said Katie Ulmer, board president, who voted against the proposed hires. “We need these three people, but we just need to do it properly.

The custodial staff position – for Anna Waliczek – was previously proposed by Whitaker at the Jan. 20 board meeting, but the motion failed in a 3-2 vote.

Ulmer, who voted against it at the time, said the board asked “more times than one” to see the work history and resumes of the candidates before they voted on them.

Hardy’s proposed hiring failed in a 4-2 vote, with Travis and Ryan voting for it.

The proposed hiring of fourth-grade teacher Sharon Lara, effective Tuesday, also failed in a 4-2 vote, with Travis and Ryan once again voting in favor of it.

After the meeting, Whitaker said the board did have work history information for the candidates, but they are now asking for salary information that is available in the teacher’s contract. She said they are requesting that information to be pulled and added to the language of the agenda item.

The next board meeting will be Feb. 17.

National Weather Service predicts mild, warm winter

JOLIET – Even weather forecasters’ curiosity piques when Punxsutawney Phil – the famed groundhog with a knack for peering into the future – emerges from his burrow on Groundhog Day to see his shadow – or not – and predict the brutality of the remaining winter season.

“We like to hear what he has to say,” Kevin Birk, meteorologist for the National Weather Service in Romeoville, said laughing. “Like everybody, we want the winter to end and spring to get here quickly. So we’re always hopeful.”

The 130-year-old folklore goes like this: If Punxsutawney Phil sees his shadow Tuesday, it means six more weeks of winter. If he doesn’t, we’ll likely see an early spring.

But do forecasters place any credence in the groundhog’s prediction?

“Not that much, no,” Birk said.

The groundhog has a 39 percent accuracy rate during a 130-year period, according to www.stormfax.com, a website that has recorded the rodent’s many predictions over the years.

A mild winter

Birk said forecasters put more stock in predictions from the NWS Climate Prediction Center – the national agency responsible for reporting seasonal outlooks based on current weather patterns and long-range trends.

If the visible grass on the ground and unusually warm temperatures weren’t proof enough, the center has predicted a mild winter is in the cards.

The center’s seasonal outlook through March calls for “enhanced chances” for above-normal temperatures and below-normal precipitation, Birk said. El Niño – or the phenomenon of abnormally warm ocean waters along the equator in the eastern tropical Pacific region – is the reason, he said.

“El Niño is likely a big driver of the warmth this year because it’s so strong,” Birk said.

To put this mild season in perspective, Joliet and most of Will County were buried under at least a foot of snow at this time last year – the result of the major winter storm that NWS named Linus. Nearly 5½ feet of snow fell from December 2014 through February 2015.

ary was 31.7 – or just 0.7 degrees above normal. Snow precipitation and accumulation has been on the mild side, for the most part. The region saw a series of mild snow events in December and January, with the highest snowfall total of 4 inches Jan. 9.

Predicting the future isn’t easy

In contrast, the region has experienced an average high temperature of 44.5 degrees – or 9.7 degrees above normal – this past December, according to

“I don’t think you can ever say 100 percent if it’s going to be cold or wet or snowy [over the long term],” Birk said. “Determining a long-range forecast is very complicated.”

Predicting weather over a two- or three-day period is fairly easy these days, but that changes as forecasters get further out, he said.

Joliet Township gives up plan for Bicentennial Park – for now

bokon@shawmedia.com JOLIET – Joliet Township won’t take over Billie Limacher Bicentennial Park – at least not for now.

Township Supervisor Dan Vera has notified the city, which owns the park, that the township is “withdrawing our interest to acquire and operate Bicentennial Park at this time.”

Vera’s position was stated in a Jan. 29 letter released Monday at the Joliet City Council meeting.

Vera also said the township “would welcome the opportunity to explore this matter in the future.”

But Vera said too many issues remain unresolved since the city in September gave the township permission to bring contractors into the park to examine conditions there.

It was never clear whether the City Council would accept a formal proposal from the township to take ownership of the park. The idea faced opposition from residents in the neighborhood around the park. But Vera’s proposal also stirred some interest because he suggested the township would have the wherewithal to bring back popular events such as Pumpkinfest that were dropped because of budget issues.

“I actually see this as a loss to the city,” Councilman Pat Mudron said, adding that he thought the township would have been able to make improvements at the park.

At the meeting, Johnson told the council, “We still stand firm that we don’t want anyone other than the city of Joliet to hold Bicentennial Park.”

Johnson and others have said that the park, built on the historic site of the Joliet’s first commercial district, should remain property of the city.

Joliet resident Robert Hernandez said the city should put more funding into the park to bring back some of the festivals held there before.

Councilman Mike Turk noted that Vera’s letter mentions verbal commitments from four corporate partners willing to sponsor events in 2016.

Turk asked City Manager Jim Hock

to talk with Vera about those partners and see if they would work with the city to fund events.

Vera was not at the meeting.

Among the unresolved issues Vera mentioned in the letter was “deferred maintenance and neglected repairs,” including roof problems, broken concrete and “electrical issues.” Vera also noted the city had not made a decision on whether park employees would stay with the city or go with the township if the park changed hands.

Vera faced a deadline this week to report on his intentions to the council after Turk and Councilwoman Jan Quillman last month said they wanted to hear his plans. They said the matter had been dragging on too long, leaving the future of the park uncertain.

PLAINFIELD – Plainfield police are conducting a suspicious death investigation on a female occupant of a vehicle that stopped in traffic Monday evening near the downtown area.

Police responded to a call in reference to a woman slumped over the steering wheel of a white SUV stopped in traffic at 6:02 p.m. at the intersection of Lockport Street and Van Dyke Road, according to a news release from the police department.

The release did not identify the woman.

Upon arrival, officers noted severe trauma to the woman’s head, according to the release. Plainfield fire personnel arrived, began administering emergency medical treatment, then took her to Rush-Copley Medical Center in Aurora, where she was pronounced dead.

Lockport Street between Van Dyke Road and Wallin Drive was closed for about two hours as investigators and evidence technicians processed the scene.

According to the release, police are conducting a suspicious death investigation and encourage anyone with information to contact Detective Dino Dabezic at 815-4397652.

Joliet District 86 board down to 4 superintendent applicants

fsarver@shawmedia.com JOLIET – The search for the next Joliet Public Schools District 86 superintendent is down to four candidates.

Gwendolyn Ulmer, Board of School Inspectors president, said Ray & Associates, the search firm hired to assist the board, received 59 applications nationwide for the superintendent position.

The board narrowed those applications down to nine and now has four applicants it is looking closely at and conducting interviews with, she said.

Since Superintendent Charles Coleman announced his plan to retire July

1, the board has approved the hiring of Iowa-based Ray & Associates and worked with them to find Coleman’s replacement through open forums, surveys, a video conference and application gathering.

Ulmer said to protect their privacy she could not reveal the names of the four candidates. The application deadline for the superintendent position was Dec. 14.

Throughout January, the board held five meetings regarding the superintendent search, she said. On Jan. 4, the board held a special meeting to discuss some of the candidates for superintendent in closed session.

Plainfield fire chief provides tips for rest of winter

vshanker@shawmedia.com PLAINFIELD – Plainfield Fire Chief David Riddle laid out some basics for staying safe and protected in the cold at last week’s Chat with the Chiefs meeting at Plainfield police headquarters.

Some of those basics include the fire district’s “Adopt-a-Hydrant” initiative and how to keep your car and passengers warm during a snow-in.

During heavy snowfall, fire hydrants can become hidden and hard to access in case of an emergency, Riddle said.

Firefighters may have to spend valuable time shoveling out snow in front of hydrants to use them.

So the fire district is asking its residents to adopt a hydrant and clean it if it’s snowed in.

In addition to a shovel, Riddle said people can, in the car trunk, carry a kit with blankets, hand warmers, a flashlight and other survival gear that could keep them warm in case of an extended time in the cold.

Riddle also said it’s important to check carbon monoxide detectors, which have a five- to seven-year lifespan. When installing detectors, Riddle noted the best place is to put it where people are “most at risk, where they’re sleeping.”

“If you can’t see it, we can’t see it,” Riddle said.

Riddle said anyone can keep an eye on a hydrant in the neighborhood and shovel out snow on and around the hydrant during a snow event. Clearing 3 feet around the hydrant should help.

Keeping warm

Riddle said there have been a number of deaths around the country of people who were stranded during a snow storm and couldn’t keep warm.

He mentioned one recent case in New Jersey when a mother and her 1-year-old baby died in the car while waiting for her husband to shovel the snow around their car.

“The snow was plugging up the tail pipe and they died of carbon monoxide poisoning,” Riddle said. “It’s simple to keep a shovel in the trunk of the car. ...

Free tax preparation offered to Will County qualified-income families

JOLIET – Families with qualifying incomes can receive free help preparing taxes this year through a newly forged partnership between the Will County Low Income Tax Assistance Coalition and the Center for Economic Progress.

David Marzahl, executive director for CEP, said the coalition hopes to bring in more clients than in years past.

Nearly 800 returns were filed last year, but they hope to serve up to 1,500 this year with coordinated efforts, better outreach and regular office hours at the Spanish Community Center in Joliet.

The federal and state income tax preparation service is available to families and individuals earning up to $54,000 in 2015, which is considered low-to-moderate income in Will County, said Andrew VanSingel, chairman of Will County LITAC and director of the low-income tax clinic at Prairie State Legal Services.

“We try to be as inclusive as possible,” VanSingel said.

Qualified participants can have their income tax returns filed electronically at no cost. The program – offered through the Volunteer Income Tax Assistance program in partnership with the IRS – is a free alternative to a paid preparer that costs anywhere from $100 to $900.

Marzahl said the office hours at the Spanish Community Center will provide “40 evenings” of service throughout tax season. The site will be available from 5:30 to 8:30 p.m. Wednesdays and Thursdays, with walk-ins only from 10 a.m to 1 p.m. Saturdays.

“We want people to make healthy financial decisions,” Villalobos said.

People need to bring with them a number of items, including proof of identification, Social Security cards, wage and earning statements, and a

copy of their most recent property tax bill.

Police may have found pickup used to run over man outside Joliet bar

bstanley@shawmedia.com JOLIET – Police believe they’ve found the vehicle involved in a fatal crash after a fight outside a Joliet bar early Sunday.

“Officers found a pickup truck that belongs to a man they were already seeking to interview,” Deputy Chief Ed Gregory said Monday. “The pickup will be sent to the FBI lab to confirm it was the vehicle involved in this incident.”

Rigoberto Medina-Valdez, 30, of Joliet, was killed after being struck and dragged by a pickup truck shortly after 2 a.m. Sunday.

Gregory said two couples were leaving El Rodeo Bar, 816 E. Jackson St., and got into an argument with a group of men in the parking lot. One of the men went to his truck and fired shots before

leaving, but apparently drove around the block and returned to the parking lot. Gregory said the driver of the vehicle lost control, struck a fence and then hit Medina-Valdez.

Gregory said detectives still were trying to ascertain if Medina-Valdez was with the group leaving the bar or the group in the parking lot. “[Investigators] will have to determine if the vehicle striking the man was intentional or accidental, and have been reviewing the case with the Will County State’s Attorney’s Office to determine the appropriate charges,” Gregory said.

Medina-Valdez was pronounced dead at the scene. According to witnesses, no one involved was armed but the driver who fled.

Gregory declined to identify the registered owner of the pickup truck police have seized.

New Will County public defender takes over Monday The HERALD–NEWS JOLIET – Gerald “Jerry” Kielian was sworn in Monday as the new Will County public defender.

Kielian replaces Frank Astrella, who retired last month after being public defender for seven years. The public defender’s office represents defendants in criminal cases who are unable to afford a lawyer. The circuit judges interviewed 14 applicants for the position and selected Kielian in December.

Kielian has more than 40 years of experience as an attorney.

After graduating from Joliet West High School, Kielian served as a Marine in Vietnam and received the Purple Heart. He attended the University

of Illinois and majored in psychology before doing graduate work at Valparaiso University School of Law. Kielian has been a Will County assistant state’s attorney and assistant public defender but spent much of his career heading his own criminal defense practice until being chosen as public defender. Although private attorneys can work part-time for the public defender’s office, the public defender himself cannot handle outside cases.

Kielian was sworn in by Chief Judge Richard Schoenstedt.

Kielian said he wants to mentor younger lawyers in the public defender’s office but also will handle some high-profile cases, such as murders, himself.

Braidwood police registered with BodyCameraDonations.com to help pay for body cameras for the department’s 17 officers.

The cameras will help improve police community relations, Chief Nick Ficarello said in a news release from

BodyCameraDonations.com.

The body camera program was started “to protect our officers in liability is-

sues and to add confidence for the public and our community,” Ficarello said in the release.

“They will add near total transparency if there is any inquiries or questions pertaining to police response,” he said in the release.

Ficarello said legal proceedings on a past false allegation of sexual harassment against a police officer during a traffic stop could have been quicker had the camera been rolling to show the officer wasn’t even in the location of the alleged incident at the time.

“The officers are required to record any time they have contact with the public,” Ficarello said in the news release. “This will quickly put a stop to frivolous complaints against officers while doing their job.”

BRAIDWOOD – The Braidwood Police Department wants its officers to have body cameras, so it has registered with a program that will help offset the cost.

The department has registered with BodyCameraDonations.com. The website gives residents the opportunity to directly donate money to fund body cameras for the Braidwood department.

Braidwood already has and uses three body cameras, one for each shift.

They were bought for $600 to $700 each, Braidwood police personnel manager Tari Atherton said.

Depending on the type of body camera, the cost could save several hundred dollars each.

“That’s where the donations help,” Atherton said.

Braidwood is seeking about 10 body cameras, enough for two to three per shift for use by the department’s 17 officers. But that could cost thousands of dollars.

Joliet medical marijuana business growing, Naperville location to open

bstanley@shawmedia.com JOLIET – Business has been good for the first two months at Joliet’s medical marijuana dispensary.

“There have been lines [some days].

It’s been a constant stream of people,” owner Robert Livas said. “But what’s struck me more is how tremendously grateful these people are to find relief at what they’re going through.”

Livas, a retired Will County judge, his daughter, Traci Fernandez, and her husband, Hugo Fernandez, own 3C Compassionate Care Center, 1627 Rock Creek Blvd., which opened nearly two months ago. On Tuesday, 3C is set to open a second location at 1700 Quincy Ave. in Naperville.

The family began researching medical marijuana after a neurological disease left Traci Fernandez paralyzed and

in chronic pain. 3C donates 20 percent of its profits to the United Paralysis Foundation and another 5 percent to area community programs.

Marijuana can be prescribed to relieve pain in patients with cancer, glaucoma, ALS, multiple sclerosis, HIV, spinal cord disease and a number of other maladies. The Joliet location has served more than 200 patients since opening.

Livas said smokable marijuana has been coming regularly from cultivation centers, which are required to be within Illinois, but other products are in higher demand.

“There are many people who can’t smoke, so the edible chocolates have been very popular. There are also waxes people use with vaporizers,” Livas said. “We’ve been getting calls about a [marijuana] butter than can be made into an oil and we’ll be getting concentrates next.”

At 8:56 p.m., Becker came into Red Roof Inn, 1750 McDonough St., and asked the desk clerk for a room, but said he didn’t have any money with him, according to Deputy Police Chief Ed Gregory.

“He asked if he could use the phone to call his aunt. The clerk let him do so, but said she couldn’t take a credit card over the phone,” Gregory said.

The desk clerk then began to check in a 54-year-old Wilmington woman.

“Becker asked that guest for money. When she reached into her purse to pay for her own room, he knocked everything off the counter, including the computer and credit card machine,” Gregory said.

Becker then attempted to grab the woman’s purse, but could not get the strap off her wrist and fled, according to Gregory.

Four minutes later, the clerk at the Budget Inn, 1806 McDonough St., called police while officers were en route to the Red Roof Inn. “Becker had come in and asked for a room but didn’t have any money,” Gregory said. “When he was told they didn’t give free rooms he knocked everything off that counter and pulled the fire alarm.”

Officers found Becker in the 200 block of South Larkin Ave. a few minutes later and he was identified by victims at both motels, according to Gregory.

Becker was booked into the Will County Jail at 10:46 p.m. According to jail records, he was arrested last year on shoplifting and burglary charges.

Robert George Barto, age 80, passed away Sunday, Jan. 31, 2016, at Silver Cross Hospital in New Lenox.

Born March 24, 1935, in Joliet, to Lawrence and Lucille (nee Rippinger) Barto. A member of South Wilmington Sportsman Club who loved camping, fishing and woodworking. Truly a family man who enjoyed spending time with his children, grandchildren and great-grandchildren. He had a wonderful personality with a big heart and loved everyone.

Survived by his loving wife of 60 years, Helen L. (nee Weese); three children, Patricia Seida, Cynthia (Eugene) Martin and George Barto; four grandchildren, Lisa (Tim) Singer, Aaron Martin USAF, Heather (Curtis) Cwudzinski and Kyle Martin; three great-grandchildren, Ryan Kennedy, Emma Singer and Carson Cwudzinski; brother, William (Joan) Barto; and several nieces, nephews, cousins and friends also survive.

The Associated Press NEW YORK – Signe Toly Anderson, a vocalist and original member of the Jefferson Airplane who left the band after its first record and was replaced

by Grace Slick, has died.

Anderson died Thursday at her home in Beaverton, Oregon, according to her daughter, Onateska Ladybug Sherwood. Anderson was 74 and had been suffering from chronic obstructive pulmonary disease. Anderson, who survived cancer in her 30s, died on the same day that another Airplane member, Paul Kantner, died.

Born Signe Toly in Seattle and raised in Portland, Oregon, after her parents divorced, she was a folk and jazz singer who had performed in groups since high school. She moved to San Francisco in her 20s and began appearing at a popular folk club, the Drinking Gourd.

Vocalist Marty Balin heard her sing and asked her to join what became the Jefferson Airplane, which soon became a top local act and in 1966 released “The Jefferson Airplane Takes Off.” Strongly influenced by the folk-rock sound of the time, “Takes Off” was a word-of-mouth hit that combined original songs and covers, including a showcase for Anderson and her soulful contralto, “Chauffeur Blues.”

But by the time the album came out, Anderson had given birth to her first child and she departed after a show at the Fillmore in October 1966, a concert bootlegged for years and released officially in 2010. Given a standing ovation after Balin announced from the stage that she was leaving, Anderson told the audience, “I want you all to wear smiles and daisies and box balloons. I love you all. Thank you and goodbye.”

The switch from Anderson to Slick, formerly of the San Francisco group

the Great Society, proved momentous for the Airplane and for rock history.

Slick brought with her two future standards, “Somebody to Love” and “White Rabbit,” and a fierce vocal style and confrontational attitude. The next album, “Surrealistic Pillow,” was a landmark of psychedelic rock that made the Airplane superstars and representatives of the “San Francisco Sound.”

“You have to look at the priorities in your life, the reality in your life,” Anderson told radio station KGON in Portland in 2011, remembering the ordeals of bringing her baby on tour. “I had to wait in the San Francisco airport in July of 1966 for 36 hours before we got on the airplane and flew to Chicago. All the diapers were gone.”

“I don’t regret having left,” she added.

Anderson was a footnote in the Airplane’s history, but was regarded with respect and affection by fans, and

stayed in touch with Kantner, Balin and other band members with whom she performed on occasion over the following decades. In one way at least she proved irreplaceable: The Airplane dropped “Chauffeur Blues” from its live shows.

On Facebook, bassist Jack Casady remembered her as “a real sweetheart with a terrific contralto voice.” Airplane guitarist Jorma Kaukonen wrote on his blog that Anderson was “our den mother in the early days of the Airplane” a voice of reason for “our dysfunctional little family.” Balin, writing on Facebook, imagined that she and Kantner “woke up in heaven and said ‘Hey what are you doing here? Let’s start a band.’ ” Anderson was married twice, to Merry Prankster Jerry Anderson and to Michael Alois Ettlin, who died in 2011. She is survived by two children and three grandchildren.

The ASSOCIATED PRESS LONDON – British actor Frank Finlay, who was Academy Award-nominated for his work alongside Laurence Olivier in “Othello,” has died aged 89.

Finlay’s family said he died of heart failure Saturday at his home in Weybridge, southern England. In a state-

ment, they called him “a wonderful father, loving grandfather and a damn fine actor.”

Handsome, deepvoiced and capable of both charm and menace, Finlay was a founding Frank Finlay member of Britain’s

National Theatre company, played the lothario Casanova in a 1971 television series of the same name and starred in the TV miniseries “Bouquet of Barbed Wire,” a portrait of a damaged family that was a scandalous hit in 1976.

He played Iago, nemesis to Olivier’s Othello, onstage and in a 1965 film adaptation of the Shakespearean tragedy, for

which he was Oscar-nominated as best supporting actor.

Other film roles included Porthos in Richard Lester’s big-budget 1973 take on “The Three Musketeers” – and two sequels – and the main character’s father in Roman Polanski’s “The Pianist.”

He is survived by a son, a daughter and several grandchildren.

Pension bill on hold despite agreement

CHICAGO – Democrats are unlikely to address Illinois’ worst-in-the-nation pension crisis until the state has a budget, despite a rare agreement between Republican Gov. Bruce Rauner and Senate President John Cullerton and calls from the governor to send him a bill “right away.”

Rauner announced last month that he’s backing a Cullerton plan to give workers a choice in retirement benefits as a way to chip away at Illinois’ $111 billion unfunded pension liability. He struck an optimistic tone in last week’s State of the State speech, calling it one of the most critical steps lawmakers can take to save taxpayers money.

But Cullerton, a Chicago Democrat, said it will be even tougher than usual to pass pension legislation this year because of upcoming elections, opposition from labor unions, an Illinois Supreme Court ruling that declared a previous law unconstitutional and the ongoing state budget saga. A pension bill could be part of a broader deal between Rauner and majority Democrats

News from across the state Police: Chicago homicides climbed dramatically in Jan.

CHICAGO – Chicago saw a dramatic spike in the number of homicides and shootings in January – the bloodiest start to a year in at least 16 years and a blow to a police force struggling to regain public trust after the release of a video of a white officer fatally shooting a black teen.

In a news release Monday, Chicago police reported that 51 homicides were committed in the city last month, compared with 29 in January 2015. The number of shooting incidents more than doubled, from 119 last January to 242 this January. The number of shooting victims increased from 136 to 292.

“We can’t put our finger on” specific reasons for the increase, the city’s interim police superintendent, John Escalante, said. But he noted the increase

on a budget and other issues, he said – a process that’s likely to take several months, if not longer.

“With the union opposition and without 100 percent of Republicans on board, it’s going to be difficult,” Cullerton said. “Just like everything else this year, people want to know what the big picture is.”

Rauner’s office said Monday that “there John should be no good policy Cullerton reason to delay moving the bill” once it’s drafted, noting the governor has agreed to use language written by Cullerton’s staff.

“Failure to act swiftly on pension reform could be a signal the legislature is putting politics ahead of good policy, so we expect both Chambers to act on it right away,” Rauner deputy chief of staff Mike Schrimpf said in an emailed statement.

Cullerton called Rauner’s support “very important,” but said it’s not as simple as the governor seems to think.

“Passing a bill is something I’ve had more experience at that than he has,”

Cullerton said.

Illinois is providing only about 40 percent of what’s needed to pay pension benefits, largely because of lawmakers who for years skipped making the state’s contributions. As a result, its annual payments have ballooned to about $7 billion – roughly one-fifth of Illinois’ general funds budget.

Lawmakers approved legislation in 2013 that Bruce cut pension benefits, Rauner but unions sued, saying the Illinois Constitution prohibits retirement benefits from being reduced. In May, the Illinois Supreme Court agreed.

AFL-CIO President Michael Carrigan, a spokesman for a coalition of unions that’s led the fight to protect pensions, said they believe Cullerton’s plan also is unconstitutional.

He said the unions are willing to discuss other options, but “the phone hasn’t rung in a long, long time.”

“Our (public employees) worked long and hard to battle for their pension benefits, and there is no appetite to sit down and discuss legislation that’s

going to diminish those benefits,” Carrigan said, adding that getting a budget is unions’ top priority.

Cullerton said he believes his approach is constitutional, and he plans to sit down with union officials to discuss both the “legal side” and the “political side.” He also will present the legislation to Democratic House Speaker Michael Madigan once it’s drafted.

Schrimpf said Cullerton’s attorneys are expected to send their legislative language to Rauner’s office by the middle of this week.

Rauner and majority Democrats have been at odds over how to close a roughly $5 billion budget deficit, leaving Illinois without a spending plan for the fiscal year that started July 1 and causing deep cuts to social services and other programs.

Rauner wants pro-business changes before he will sign off on a tax increase, but Democrats say his agenda would hurt the middle class.

Cullerton said he’s hopeful a budget deal could be reached by May, adding he doesn’t think the stalemate will last through the November elections.

“I hope not,” he said. “I can’t imagine it.”

The union’s 40-member “Big Bargaining Team” voted against sending the proposal, which the union’s leadership last week called a “serious offer,” to the larger House of Delegates. That group would have decided whether the entire union membership could vote it up or down.

Research firm: Ill. marijuana market forecast is gloomy

ARLINGTON HEIGHTS – Illinois State Police granted far fewer concealed carry permits statewide in 2015 than in 2014, according to numbers released by the agency.

About 55,500 permits were granted statewide during 2015. That’s compared to about 95,500 in 2014, the first year of the program.

In Cook County, about 15,204 permits were granted by Illinois State Police in 2015, down from about 24,800 in 2014.

Nearly 3,200 permits were granted last year in neighboring DuPage County, compared to about 5,800 in 2014.

BLACKSBURG, Va. – Two Virginia Tech students who had bright futures appeared before a judge Monday in the death of a seventh-grade girl who was active on social media and apparently climbed out her bedroom window.

Nicole Madison Lovell, 13, was described as “an awesome little girl” who had a tough life – she survived a liver transplant as a youngster and suffered from bullying at middle school and online, her mother said.

Police found her body Saturday, four days after she disappeared.

David Eisenhauer, 18, is charged with her kidnapping and first-degree murder. Natalie Keepers, 19, is charged with improper disposal of a body and accessory after the fact in the commission of a felony.

Eisenhauer’s hearing happened ahead of schedule and out of sight of reporters on Monday. Keepers appeared later, handcuffed and shackled in an orange jumpsuit.

She told Judge Robert Viar Jr. she understands the charges.

When he realized the train was about to derail, Bostian said he was holding tightly to the controls and thinking, “Well, this is it, I’m going over.”

The transcript was among more than 2,200 pages of documents released Monday by the National Transportation Safety Board. The documents don’t come to any conclusions on the cause of the crash but offer a glimpse into what investigators have learned thus far.

Among the most illuminating are two transcripts of interviews Bostian had with investigators, one immediately after the May 12 crash that killed eight people and injured nearly 200 others, and the second in November.

Cruz tops Trump in Iowa; Clinton, Sanders in tight race

DES MOINES, Iowa – Texas Sen. Ted Cruz, a fiery conservative loathed by his own party’s leaders, swept to victory in Iowa’s Republican caucuses Monday, overcoming billionaire Donald Trump and Florida Sen. Marco Rubio. Among Democrats, Hillary Clinton and Bernie Sanders were deadlocked in a tight race.

Cruz’s victory over Trump was a testament to his massive get-out-the-vote operation in Iowa and the months he spent wooing the state’s influential conservative and evangelical leaders. It was also a harsh blow to Trump, the supremely confident real estate mogul who has riled the Republican field for months with controversial statements about women and minorities.

Trump sounded humble in defeat, saying he was “honored” by the support of Iowans.

And he vowed to keep up his fight for the Republican nomination.

Rubio, a favorite of more mainstream Republicans, was challenging Trump for second place and cast his stronger-than-expected finish as a victory.

“We have taken the first step, but an important step, to winning the nomination,” Rubio said at a campaign rally in Des Moines. He congratulated Cruz, saying he’d “earned his victory.”

The Iowa caucuses kicked off voting in the 2016 presidential race, a tumultuous contest with unexpected candidates challenging both the Republican and Democrat-

ic establishments.

Iowa has decidedly mixed results in picking eventual nominees. The past two Republican caucus winners – former Arkansas Gov. Mike Huckabee and former Pennsylvania Sen. Rick Santorum – faded as the race stretched on. But Obama’s unexpected 2008 victory was instrumental in his path to the Democratic nomination, easing the anxieties of those who worried the young black senator would struggle to win white voters.

For Clinton supporters, the exceedingly tight race with Sanders was sure to bring back painful memories of her loss to Obama in 2008. Her campaign spent nearly a year building a massive get-out-the-vote operation in Iowa, but confronted a surge in enthusiasm for Sanders.

A self-declared democratic socialist from Vermont, Sanders drew big, youthful crowds across the state and his campaign was hoping for high turnout.

“We will struggle tonight if the voter turnout is low. That’s a fact,” Sanders told volunteers and supporters ahead of the caucuses.

Cruz modeled his campaign after past Iowa winners, visiting all of the state’s 99 counties and courting influential evangelical and conservative leaders. He spent the closing days of the Iowa campaign focused intensely on Rubio, in an unsuccessful attempt to keep the Florida senator from competing for second place. Rubio is viewed by many Republicans as a more mainstream alternative to Trump and Cruz.

State leaders: Do your jobs! Now

Here it is, the beginning of February, – seven full months after the July 1 start of Illinois’ fiscal year – and state government still does not have an operating budget in place. Nearly 60 percent of the fiscal year behind us, and nothing.

We find that appalling.

What’s more appalling is Gov. Bruce Rauner and legislative leaders don’t seem to care. There are no plans to call lawmakers back to Springfield to hammer out a deal.

There are no plans to curb the court-ordered spending that is driving Illinois even further into debt.

There are no plans to help the state’s drowning social service agencies – including many in Will and Grundy counties – that are owed tens of millions of dollars for services already provided.

Some of those agencies already have closed their doors, never to open up again. Others are teetering on the brink.

There are no plans to aid the state’s struggling colleges and universities.

Nine university presidents last month wrote a letter to Rauner and legislative leaders warning that a failure to approve a budget soon could leave higher education damaged beyond repair.

The General Assembly’s Democratic leaders insist Rauner agree to higher taxes to close the budget deficit.

Rauner, in turn, wants structural reforms in government – including such things as workers’ compensation reform, tort reform, term limits, a property tax freeze and redistricting reform – before agreeing to higher taxes to fix the budget.

Higher taxes are the last thing Illinois’ already over-burdened residents need. According to Census data released last month, Illinois leads the nation in residents leaving their state.

About 105,200 more people left Illinois than arrived between July 2014 and July 2015, the first time that number exceeded 100,000. Every other state in the Midwest showed a net increase.

Why? Think crippling taxes.

Gov. Rauner, Speaker Michael Madigan and Senate President John Cullerton: DO YOUR JOBS! Get lawmakers back to Springfield and get a budget passed.

Why is Rauner droppin’ his Gs?

Every time Gov. Bruce Rauner gives a major speech, social media (and even mass media) lights him up over the way he drops his “g’s” at the end of words.

He’s workin’ and doin’ his best and shakin’ up Springfield, or whatever.

Last year, after his first State of the State address, Illinois Public Radio even interviewed a language expert about whether he was doin’ this on purpose.

It does seem contrived. Rauner was educated at Ivy League schools, after all, and worked in some of the highest echelons in business. If you listen to any of his speeches in the years before he ran for governor, you’ll notice that he talked back then like an educated Midwesterner.

Anyway, Rauner asked me over to the executive mansion for a chat after last Wednesday’s State of the State address. It wasn’t exactly an honor. He wanted me to come by so he and I could have it out after he said something false about me at a news conference.

He held the presser to unveil an executive order consolidating information technology services into a single state agency. It was a fairly noncontroversial announcement about a much-needed governmental upgrade.

I was actually kinda bored listening on the Internet until the governor was asked about some state revenue projections that he sent to legislators several months ago and shared with me earlier this month. Rauner’s own projections were based on what would happen if the governor got his economic agenda passed. The memo to legislators was designed to build support for (or at least, defend) his controversial

I published Rauner’s projection of a $510 million revenue increase, which I thought insufficient to justify all this impasse-related carnage. As I pointed out, the governor’s numbers meant he was aiming for a mere 1.4 percent revenue increase over fiscal year 2015.

“The author of the Capitol Fax has his numbers way, way wrong, and we will be discussin’ that in our budget address,” Rauner told reporters, even though I simply used Rauner’s own numbers. “I will also point out that the author of that blog used to work for Speaker Madigan, so I don’t want to put too much credence in the commentary.”

What an absolute, total crock.

I was a House page for two or three weeks way back in 1985. My tenure might not have even been that long because the House wasn’t in session while I was a page, and I quit before they came back to town for a job on my college campus. I wish I could tell you what happened at my subsequent meeting with Rauner, but I can’t because it was completely off the record.

As he told reporters, Rauner will be issuing revised projections. Total increased revenue and state and local government savings, he believes, are about $6 billion.

I can, however, tell you a story because I cleared it with the governor the next day. At one point during our discussion, I decided to lighten the mood a little and asked him what the

dealio was with all those dropped g’s, teasing him that he sounded like somebody attempting to imitate a hillbilly.

That got a big laugh, particularly from Mrs. Rauner.

The governor said he now feels “free” to be himself since he was elected. Mrs. Rauner agreed that his public wardrobe has drastically deteriorated since Election Day, as has his grammar. Gov. Rauner told me he couldn’t talk like he wanted and wear what he wanted when he was a businessman because nobody would want to do business with him. At one point, he said, his business partners even asked him not to drive his lousy old car to company outings because it was an embarrassment to them.

Rauner said he was the only partner at his firm who didn’t own a private jet and fancy cars. He said he’s “proud” to still have the first tie he ever bought. So all of that video and audio of him speaking years ago was actually the contrived Rauner, the governor said. Now, he just wants to be himself, and that means droppin’ his g’s and doin’ other stuff like wearin’ the clothes he likes, not the clothes others expect him to don.

Anyway, it’s not exactly earth-shattering stuff, but I thought you’d be interested because this does give us some insight into how the governor thinks.

First, if you really get him angry, he will throw you under the bus with Madigan. And second, he will happily and unselfconsciously drop his g’s while he does it.

TIME TO START HEATING UP

Ranked area teams have potential to get on a postseason run When the boys basketball postseason arrives, the Class 4A Lockport Sectional will be loaded with teams that appear regularly on the Herald-News weekly rankings of area large schools.

From this week’s list, No. 2 Joliet West, No. 3 Minooka, No. 4 Lincoln-Way Central, No. 5 Joliet Central, No. 7 Plainfield North, No. 8 Bolingbrook, No. 9 Lockport and No. 10 Lemont all are in the sectional. So is improving Plainfield East, which has been threatening to join the top 10.

The other ranked teams are No. 1 Joliet Catholic and No. 6 Lincoln-Way West, both of which will compete in Sub-Sectional A of the Class 3A Streator Sectional.

As this season has demonstrated,

VIEWS Dick Goss all of the ranked teams, and a couple that are not, are capable of knocking off teams ranked above them. This is a season where balance runs rampant.

The nonarea teams in the Lockport Sectional are not unbeatable, either.

So whichever area teams can get hot at the right time will enter the postseason with a chance to go on a long run – not unlike third-place finisher Bolingbrook accomplished last season. Sectional seeds will be determined Feb. 18.

The opponent for the DeKalb Su-

persectional, incidentally, will come from the East Aurora Sectional. At this point, the form chart says Benet could be that team. Benet beat Joliet Catholic in December, while Joliet West led all the way and beat the Redwings in the quarterfinals of the Pontiac Holiday Tournament.

As for 3A, JCA and Lincoln-Way West definitely are in the stronger of the two Streator sub-sectionals. However, if they can get through their regionals, they will have a good shot at meeting in the sectional final.

All in all, this shapes up as one of the most interesting postseasons we have seen for a while. Meanwhile, our rankings this week (below) are similar to how we had them ranked last week,

with the shakeup occurring in the 8-9-10 slots.

1. Joliet Catholic (16-3): The Hilltoppers hang onto the top spot for a third straight week thanks to the big victory Friday over Notre Dame. When Jalen Jackson is shooting well, JCA becomes that much more difficult to beat. Thursday night’s game at St. Viator will be another huge test.

2. Joliet West (13-6): The Tigers have done enough of late that they threatened to return to the No. 1 spot. That might have happened had JCA not beaten Notre Dame. West showed plenty Friday, winning at Joliet Central on a night Trevian Bell was limited to five points.

Now that they joined that group, they might be there to stay. The more you see of junior guard Jon Butler, the more you appreciate all he does for the team.

4. Lincoln-Way Central (13-5): The Knights have a chance Tuesday to avenge one of their losses as they host Thornridge, which won the previous meeting in overtime. Central avoided a third straight loss when rallying Friday to knock off rival Lincoln-Way West.

5. Joliet Central (10-8): The Steelmen played well in many areas Friday against Joliet West. Unfortunately, they committed more than 20 turnovers against the Tigers’ quickness, and that was a key factor in the outcome. JOLIET – There seemed to be a continuous chorus of cheering coming from Reed-Custer’s competitive cheerleading team as Saturday’s Joliet West Sectional ended.

The Comets were the last of 14 squads to compete in the small team division and felt good right away about the performance of their routine.

That assumption was verified by the judges a bit later when it was announced that coach Nicole Faletti’s team had captured the first sectional title in the program’s history.

And then the excitement continued to grow as the Comets coaches looked online to see they had posted an 88.13 score, which was 1.86 points ahead of runner-up Timothy Christian. Those totals proved to be the top two at any of the four sectionals.

As a result, Reed-Custer will be making its fourth straight state trip and seventh overall. The Comets, who took fifth last year and were fourth in 2008, can earn their first trophy in the sport if they finish among the topthree teams at U.S. Cellular Coliseum in Bloomington.

The sectional championship was the first claimed by any Comets program since both the girls and boys track and field teams captured titles in 2008. Only seven squads from the school have won state trophies, with softball being the last one to do so in 2003.

Reed-Custer’s squad is similar to the one that went to the state finals a year ago, with only one new team member.

The Comets are led by a group of five seniors – Meghan Colegrove, Jordan Roberts, Brianna Smith, Megan Taylor and Reilley Williams.

“I’ve dreamed of this since my freshman year and it’s just crazy that it’s actually coming true,” Roberts said. “We’ve worked so hard for this.

We wanted this so bad and now that we have it, it’s amazing. I’m just so happy with how awesome we did. Knowing what our score was, it will just make us work even harder to get the first-place trophy and we can do it.”

As is usually the case with any quality team, the Comets are a close group and they see that as being one of their biggest strengths.

“This gives us more confidence since now that we’ve won sectionals, it gives us a good chance to be in the top three at state, and that’s been our goal all year,” Colegrove said. “Winning this is just icing on the cake. We’re really close and like a family. We all get along so well together and our personalities match which just makes every-

They competed last, right after Timothy finished its performance. And just before their routine, the Comets had to wait while freshman Destanie Nacey adjusted her shoe. But none of that seemed to distract them.

“We’ve had a rough season but we’ve come so far in this last week,” Williams said. “We’ve worked for it since we want to be state champs. We wanted to be sectional champs since it had never happened before for us. I love how close we are and I think that’s what it is with us. If you’re not close,

you just do your own thing, but we’ll do this and win together.”

Only two of the four teams that finished ahead of Reed-Custer a year ago will be competing this weekend – defending state champ Breese Central and Oakwood, which finished fourth.

“This is a great feeling, one that I’ve never had before,” Smith said.

“We worked really hard this week and cracked down and gave it our all. So we’re going to go into next week feeling pretty confident, but not too confident.

Our success is due to how close we are and we’re like a family. We have our drama, but at the end of the day, we all love each other.”

Reed-Custer has only won one state championship, and that was claimed by the 1985 baseball team. The cheerleaders would like to become their school’s first girls program to win a title and based on their sectional effort, the Comets believe that they can do it.

“Winning the sectional title gives us a lot more confidence,” Taylor said.

“I think the key for us is the heart and soul that everyone has for this sport and also the drive that everyone has.

We just need to go to state just like we were today and stay relaxed. We have to clean some things up a little bit more and just really push to be the best that we can be.”

CHICAGO – White Sox manager Robin Ventura is entering the final year of his contract. He is looking for his first playoff appearance since he took over, and general manager Rick Hahn thinks his team should contend in the tough AL Central.

For the 48-year-old Ventura, it’s just business as usual.

The former major league infielder brushed aside any talk of added pressure over the weekend at the team’s annual fan convention. After managing the Sox to an 85-77 record in his first year in 2012, Ventura has been in the dugout for three consecutive losing seasons.

“As Rick has mentioned before, it’s regardless of what people think of the outside pressures, you want to win just because you want your team to get off to a good start, you want to make a good run at it,” Ventura said. “I have one year on a contract, that’s not a secret, but regardless of that I would want to win just as many games early on whether it was 10 years. It doesn’t matter.”

A year ago, the Sox were a sleeper pick for a deep playoff run when they gathered at a downtown Chicago hotel for the winter festival. They were coming off an offseason trade for Jeff Samardzija and big free-agent deals that added outfielder Melky Cabrera and closer David Robertson.

centage on their way to a 76-86 record.

They also committed 101 errors during a shaky year in the field that put more pressure on their pitching staff. Much of the blame went to Ventura, a .267 hitter during a big league career that included six Gold Gloves at third base.

“Robin’s had a lot of pressures throughout his life. I don’t think this is the most by any stretch of the imagination,” center fielder Adam Eaton said.

“I don’t think he’s too worried about it.

As I’ve said a million times, Robin, he has a huge influence on how we play, but at the end of the day it’s up to us.”

Coming off the disappointing season, Hahn and the Sox decided to try again this year rather than retool. They traded for third baseman Todd Frazier and second baseman Brett Lawrie. They also think they upgraded their offense at catcher by signing Alex Avila and Dioner Navarro and letting Tyler Flowers go despite solid defensive metrics.

Hahn left open the possibility of making another move before the start of the season. He declined comment when asked about free-agent outfielder Dexter Fowler.

CHICAGO – To White Sox general manager Rick Hahn, his team’s main competition comes from all across the AL Central, not across town from the Cubs.

Hahn and manager Robin Ventura kept touting the club’s offseason moves, especially the acquisition of slugging third baseman Todd Frazier and second baseman Brett Lawrie, during the Sox’s fan convention.

The Sox peddled optimism heading into the 2015 season, but the team started off poorly and limped into fourth place in the division at 76-86 before dwindling crowds. The Sox finished near the bottom of the majors in hits, batting average, on-base percentage and slugging percentage and committed 101 errors.

Meanwhile, nearly everything went

right for the headline-grabbing Cubs until the New York Mets swept them in the NL Championship Series.

The North Side team soared in the second half to finish at 97-65. The Cubs defeated Pittsburgh behind Cy Young winner Jake Arrieta in the wild-card game, then knocked off St. Louis in four games in the NL Division Series before the Mets ended their magical run.

The young, talented Cubs are expected to only be better in 2016.

So when Sox fans got a chance to query Hahn and Ventura directly, the first question: “Does that put some pressure on you to make some moves to compete with [the Cubs] a little bit?”

“No, it doesn’t, simply because it’s kind of impossible to feel more pressure to win than we put on ourselves as it is,” Hahn said. “It doesn’t matter what another team in another league is doing.

“The only thing that makes its harder on me is when I’m sitting home in October and [the Cubs are] celebrating,” he said.

But when a 6-year-old boy asked outfielder Adam Eaton about his favorite color in a later session, the player forced himself to pause in mid-sentence.

“Blue, dark blue, not that Cubs stuff,” Eaton said.

The Cubs and Sox meet only four times in interleague play in 2016, on four consecutive days in late July.

By about that time last season, the Sox climbed back to within one game of .500, but then slumped again. The damage already had been done, Hahn and Ventura said.

This season they’re depending on a stronger start.

“Obviously, things didn’t play out the

way we expected,” Hahn said. “Some of the players we were relying upon either got off to slow starts or performed in sort of the lower realm of their possibilities.”

“We dug ourselves a pretty big hole that kind of affected you the rest of the way,” Hahn said. “So it’s got to start in the spring.”

Coming off the disappointing season, Hahn and the Sox decided to fill gaps and make upgrades rather than rebuild.

Besides trading for Frazier and Lawrie, they think they improved their offense at catcher by signing Alex Avila and Dioner Navarro.

“We have the ingredients to win this thing,” Hahn said. “We’re going to have to tighten up the baserunning, the defense, some of the decision-making by the players on the field on the field.

“And that starts in spring training.

We saw what can happen to a team that had talent and got off to a poor start.”

SAN FRANCISCO – Ever since he returned to his beloved Broncos five years ago, John Elway has been eager to utter four words in particular.

“This one’s for Pat!” Team owner Pat Bowlen declared, “This one’s for John!” while jabbing the Lombardi Trophy into the air following the Broncos’ 31-24 win over Green Bay 18 years ago in San Diego after Elway helicoptered his way into NFL immortality in his fourth shot at a title.

A desire to return the favor is what drives the man who has guided Denver to a pair of Super Bowls from the front office to go with the five he delivered during his Hall of Fame playing career.

Super Bowl 50 is the Broncos’ eighth trip to the big game, seven of which have come under Bowlen’s watch, and all of those with Elway’s help, first as his QB and now as his GM. The Broncos’ latest shot at glory has taken on added significance, too, because 18 months ago Alzheimer’s forced Bowlen to step down from his

daily duties running the team.

Bowlen, who turns 72 this month, is the first owner in pro football history to win 300 games, including playoffs, in three decades; owns more Super Bowl appearances than losing seasons (five); and has the best winning percentage in the NFL (.615) since buying the team in 1984.

“Let’s get it done for Pat, and go Broncos!” Annabel Bowlen hollered as she accepted the AFC championship trophy on her husband’s behalf two weeks ago, denying Patriots owner Robert Kraft an eighth Pat Bowlen trip to the Super Bowl.

Although Bowlen no longer pays daily visits to the office – and he’s not expected to make it to the Super Bowl – he’s still a constant presence at 13655 Broncos Parkway.

“The thing that stands out is that his mission was very simple, and that was – and is – to win,” said team president Joe Ellis, who has been running the team since Bowlen stepped away.

They built a $38 million indoor practice facility that bears Bowlen’s name two years ago. They spent $8 million to upgrade the football fields at team headquarters. They committed $109.5 million on free agents Aqib Talib, DeMarcus Ware and T.J. Ward following their Super Bowl loss two years ago.

“We extend every resource and put all of our efforts in to try to win Super Bowls every year,” Ellis said. “We recognize that you’re not going to do that each and every year, but you sure as heck better try.”

Bowlen was always asking, “How can we get better?”

Now it’s Elway, Ellis and Kubiak asking that same question.

“John Elway’s done a great job designing this team, putting it together, bringing in a group of players that fight hard, play for each other. Gary’s got his finger on the pulse of his team, he’s got the attention of his players.

And the players are playing for each other,” Ellis said. “It’s a special group here, and Pat if he could be here every day like he was in the past, would be enormously proud of this team. He’d really, really love this team.”

SAN JOSE, Calif. – What happens when you put Peyton Manning, Miss Universe, an orange-and-blue leprechaun and 200 TV cameras into the same room?

Answer: Super Bowl Opening Night.

The NFL took a good idea gone surreal – what used to be known as “Media Day” – gave it a new name, added a live band and moved it to prime time Monday to kick off Super Bowl week between the Denver Broncos and Carolina Panthers.

This new and amped-up interview-fest came complete with a guy walking around inside an inflatable football and a newly choreographed players’ introduction that involved all 60 players from each team coming out on a four-story-high catwalk.

“I had no idea that was a bridge we were standing on,” Manning said.

Suffice to say, the five-time MVP, who built a career on his impeccable preparation, couldn’t have predicted a lot of what came his way on this night.

Who would play him in a movie?

“Maybe a young Robert Redford,”

All of this thoughtfully brought to prime time by the NFL for the first time in the 50-year history of the Super Bowl.

For decades, Media Day was a Tuesday-morning affair – set early in the day, early in the week, so as not to interrupt the teams’ schedules too much and to give writers the rest of the week to craft the stories out of the questions they’d asked.

But this year, the NFL moved it to Monday night, where minor details like dress code, off-color banter and 8-year-olds asking football players questions after bedtime barely raise an eyebrow anymore.

Snedeker winds up a winner at Torrey Pines

SAN DIEGO – With his glove tucked in his back pocket and a putter in his hand, Brandt Snedeker walked off the green pumping his arms to celebrate a six-shot comeback to win the Farmers Insurance Open. That was the only part of his victory that looked normal.

He was on the practice green, not the 18th green.

Snedeker never hit a shot Monday.

Having delivered one of the great closing rounds on the PGA Tour on Sunday, all he could do was wait to see if it was good enough when the windblown tournament concluded before no spectators because of safety concerns for all the debris on the South Course at Torrey Pines.

The jangled nerves came from watching the forecast, and then the telecast. Snedeker finally went to the putting green and figured the crowd’s reaction would let him know if K.J. Choi had made birdie on the 18th to force a playoff. But then he realized there was no crowd.

In gusts that consistently topped 40 mph and peaked at over 50 mph, he played the final 17 holes Sunday without a bogey and closed with a 3-under 69, which was nearly nine shots better than the field. The average score (77.9) was the highest for the fourth round at a regular PGA Tour event since the tour began keeping such statistics in 1983.

Snedeker won at 6-under 282, the highest winning scores at Torrey Pines since Fuzzy Zoeller in 1979.

WHO starts special meeting on Zika virus

GENEVA – The World Health Organization has begun a crisis meeting considering whether the explosive spread of the mosquito-borne Zika virus – which is linked to birth defects in the Americas – should be declared a global health emergency.

The closed-door teleconference meeting of experts is considering whether international efforts to fight the outbreak should be immediately ramped up, WHO spokesman Christian Lindmeier said. The U.N. health agency last declared an emergency over the 2014 Ebola outbreak in West Africa. A similar declaration was made for polio the year before.

“This meeting will mainly look at whether there is reason to call a public health emergency of international concern, so we are looking at the existing evidence, and we are looking at the gaps we have, so we are looking at what we know and what we don’t know,” Lindmeier said.

Such emergency declarations are meant as an international SOS signal and usually trigger increased money and efforts to stop the outbreak, as well as prompting research into possible treatments and vaccines.

On Thursday, WHO Director-General Dr. Margaret Chan said the level of alarm was “extremely high” despite the lack of proof that Zika is responsible for the spike in the number of babies born in Brazil with abnormally small heads. WHO officials said it could be six to nine months before science proves or disproves any connection.

WHO, which was widely criticized for its slow response to the 2014 Ebola crisis in West Africa, has been eager to show its responsiveness this time. Despite dire warnings that Ebola was out of control in mid-2014, WHO didn’t declare an emergency until August, when nearly 1,000 people had died.

Its officials say that up to 4 million cases of Zika could turn up in the Americas within the next year. Zika was first identified in 1947 in a Ugandan forest, but until last year, it wasn’t believed to cause any serious effects; about 80 percent of infected people never experience symptoms. The virus has also been linked to Guillain-Barre syndrome, which causes muscle weakness and nerve problems.

Lindmeier credited authorities in Brazil for being “extremely transparent” since the Zika outbreak turned up there in May. He said WHO first raised the possible connection between the virus and abnormally small heads in October – a prospect that has sown fear among many would-be mothers and pregnant women.

Brazilian officials shared lab samples with foreign experts and brought in scientists from abroad, he said.

“What we know so far is that the only microcephaly cases we see currently are from Brazil,” Lindmeier said, noting that abnormally small heads in newborns can have many causes – such as the effects of herbicides, alcohol use, or drugs and toxins.

“This is exactly what is the concerning question: Why do we see this in Brazil?”

“It could be that we’re getting the strongest signal in Brazil,” he said.

“For situations like this, you have to essentially have a ‘no regrets’ policy,” he said. “Maybe this will be a false alarm when more information is available months later, but it’s serious enough on the evidence we have right now that we have to act.”

MORRIS – Joann Bradley of Coal City was selected as Morris Hospital & Healthcare Centers’ Fire Starter of the Month for December 2015.

She has cared for thousands of patients as a medical/surgical and intensive care nurse at Morris Hospital over the past 24 years and is described as a true patient advocate and role model who makes her co-workers feel at ease.

Bradley began her career in the purchasing department at Morris Hospital but felt a calling to become a nurse. After eight years, she left her

job and enrolled in the nursing program at Joliet Junior College.

Three years later, in 1991, she returned to Morris Hospital and took her first nursing job on 2 South.

Beyond her role as a 2 South charge nurse, team leader, and member of many hospital committees, Bradley was instrumental in starting an end-of-life care program that helps provide comfort to patients and their families.

She was also instrumental in raising funds for the Betty Sterritt nursing scholarship, and just the past summer, she helped plan a community health fair hosted at the hospital.

Today’s North-South hands, the contract of three no-trump and West’s lead of the spade five are the same as yesterday’s. Then, when declarer played dummy’s queen, it held the trick. Today, East takes the queen with his ace and returns the spade 10 (high from a remaining doubleton). How should South plan the play?

Declarer starts with eight top tricks: one spade, three hearts, two diamonds and two clubs. A ninth trick is sure to come from clubs or might appear from hearts if the suit splits 3-3.

First, declarer should duck the second trick to cut the communications between the defenders. After East wins that trick and leads a third spade, how should South continue?

East’s carding implies that spades are 5-3, not 4-4. So declarer must strain to keep West off the lead.

After winning the third spade, South plays off his top hearts, hoping for a 3-3 break. When that does not work, declarer should cash his club ace and king, not take the finesse. Here, the queen drops, and South is home with an overtrick. But if the club queen does not appear, declarer leads a third club, hoping that East has to win the trick. It is an example of avoidance play.

Finally, note that if South had played dummy’s spade six at trick one, East would have put in his 10, not won with the ace. When dummy has a queen or king like this, East should (almost always) keep his ace to squash that high honor.

Herd immunity helps to protect: • Small children, especially infants, who either are too young to be immunized or haven’t had enough doses to be fully protected.

• People who have problems with their immune systems, many of whom can’t get vaccines, and all of whom are more susceptible to infections.

Herd immunity works when enough people are immunized. The Centers for Disease Control and Prevention (CDC) recommends adults get a Tdap vaccine (which protects against pertussis, along with tetanus and diphtheria) in place of one of their regular tetanus boosters (the Td shot that is recommended for adults every 10 years).

You can get the Tdap vaccine no matter when you last received a Td shot. Getting vaccinated with Tdap at least two weeks before coming into close contact with an infant is especially important.

By getting a Tdap vaccine, you’ll be helping to keep your grandkids healthy. Even though that’s the main message of this column, it is worth remembering we adults also need protection against the germs spread by children. I once caught what I think was whooping cough from a child who was visiting us. I had not gotten a Tdap vaccine.

I have since corrected that error. Whooping cough is no fun.

if I get a booster shot for pertussis, it will help protect his kids from getting whooping cough. That seems far-fetched to me.

Dear Reader: It’s not far-fetched. Even if you were immunized against pertussis (the bacteria that cause whooping cough) as a child, you might need a booster shot.

Why? Because pertussis is highly contagious, and without a booster shot you are at some risk for getting it. And if you get it, you could pass it on to your grandkids.

Whooping cough got its name because the bacterial infection causes violent coughing. The coughing makes it hard to breathe and produces a deep “whooping” sound.

Pertussis can occur at any age. If infants and young children get it, they are particularly at risk to become seriously ill.

When I went to medical school, a vaccine for pertussis was radically reducing the number of cases. It was another example of how infectious diseases were going away because of vaccines. The vaccine has, indeed, made a huge difference. But vaccines work only if people take them, and not every vaccine offers lifetime protection.

Unfortunately, many people resist getting vaccines, and the protective effects of the pertussis vaccine tend to decline over time. As a result, the number of pertussis cases in the United States has increased in recent years.

There were about 17,000 reported cases in 2009; in 2014, there were nearly 33,000 cases.

To keep kids healthy, adults need to get immunized, too. That’s because of something called “herd immunity.” When enough people are immunized against a disease, it be-

neighbors are unable to properly care for their grandson’s dog, they shouldn’t have it. A dog is a responsibility – the animal needs feeding, exercise, social contact and to be cleaned up after. To shirk that responsibility is cruel.

It would not be offensive to inform these neighbors the odor and flies from their dog run are so overwhelming they prevent you from enjoying your patio.

Speak up, or they’ll think you haven’t noticed. If this continues, call animal control or a pet rescue group.

Dear Abby: We recently bought a new home and have discovered our elderly neighbors are caring for their grandson’s dog. The dog lives in a 3-by-6-foot area right next to our patio.

The poor animal receives little attention and is rarely cleaned up after. As a consequence, our patio reeks of dog feces, and we are overwhelmed by flies.

I feel bad for the couple, and I resent the grandson for allowing his dog to be neglected and for failing to have any consideration for the stench that makes our patio off-limits to us.

How can I politely ask my new neighbors to clean up after their dog so we can enjoy our new home without offending them or creating a bad neighbor situation? – “Shoo Fly” In
