JOLIET – City Manager Jim Hock said he will begin looking for money to put more snow plows on Joliet roads after delivering a report on the recent snowstorm and hearing feedback from the City Council at its meeting Tuesday.

“We did adopt the budget this year with four additional personnel,” Hock told the council at one point, noting that the city is in the process of beefing up its snow crews for next winter.

But some council members said they want the city to begin hiring 11 more workers and the trucks to go with them – a number suggested by staff to meet the needs of the Feb. 1 snowstorm, which was the fifth worst in local history.

“We now need to move

to the next phase and decide how we are going to buy those trucks and whether we’re going to hire those employees over one, two or three years,” Councilman Larry Hug said.

The cost for 11 more workers will be nearly $1 million annually, while the equipment is expected to cost $2.9 million, according to the report.

There seemed to be little enthusiasm on the council for hiring outside contractors to help plow city streets. But Hock said the city since the snowstorm has put together a list of contractors willing to do the work.

“There are some advantages to using the contractors in the subdivisions,” Hock said.

“One is that while we’re out on the main routes, the contractors can be in the subdivisions.”

The council heard from resident Tom Hug, brother of

Councilman Hug. Tom Hug said some people were stuck in their homes in his subdivision for five days because of the storm and cast some blame on the council.

“The fighting amongst all of you has got to stop,” Hug said.

“All you do is spend your time pointing your fingers at one another. Shame on you.”

Rialto appointment tabled

The council tabled Mayor Tom Giarrante’s attempt to appoint Nicholas Macris, a former administrator at University of St. Francis and former manager at Exelon Corp., to the Rialto Square Theatre board.

Councilman Jim McFarland said he wanted the appointment tabled until after the April election for mayor.

The council voted 7-2 to table.

Sick puppy stolen from Joliet animal rescue group Monday

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A sick puppy was reported stolen Monday from an animal rescue group.

Hopeful Tails Board Member Chris Ulreich said two men came into the shelter at 251 Republic St. at about 12:15 p.m. Monday as a volunteer walked out the door.

“She believed they were there to volunteer, but they never came over to the other side of the building where the other volunteers were at,” Ulreich said.

A witness in the parking lot saw the men come out with an 8-week-old female Shih Tzu-Poodle mix, according to Ulreich.

The puppy arrived at the shelter last week and had not been advertised for adoption.

She is not microchipped and was being kept in a quarantine area separate from the regular kennel. Ulreich said the puppy has an upper respiratory infection, which requires medication.

Senior Services money

Hock told the council that he is working on a way to provide some assistance to the Senior Services Center of Will County, which has asked Joliet for $100,000 amid a financial crisis that threatens its future.

Saddle Creek Logistics

The council approved a 50 percent abatement on property taxes for five years to bring Saddle Creek Logistics, which would employ 200 workers, to Joliet. The company is moving out of its Elwood facility and is considering other locations as well.

Matinee program at Rialto shows students how fun it can be to learn

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET – The Rialto Square Theatre was quiet Tuesday morning as Professor Smart fired up a Van de Graaff generator and placed several stacked aluminum cups on top.

As the static electricity in the generator built, anticipation mounted until, one by one, the cups flew off.

About 1,300 third-, fourthand fifth-graders “oohed” and “ahed” at the seemingly magic static.

“Remember to ask questions,” said Ms. Knowitall, who joined with Professor Smart to bring the “Let’s Go Science Show” to the Rialto for two shows Tuesday.

“If you don’t know how something works, you say, ‘How did you do that?’ ” she said, encouraging kids to make their own inventions and experiments.

The two performers conducted several fun physics-based experiments for the children, such as throwing around a helium disk, making an airplane wing fly through pressure and performing Chinese yo-yo tricks to demonstrate inertia and the affect of a gyro.

The show, a Midland States Bank production, is part of the Rialto School Matinee Series, a group of children’s shows that cater to public, private and home-schooled children.

Theater management discontinued the series in 2011 because of the economic downturn, Rialto General Manager Randy Green said.

“Probably for 15 years the Rialto presented live events to thousands of kids annually,” Green said. “When the recession hit and we lost funding and consolidated operations, we had to park it on the side-

lines. We’ve rebooted it and we are absolutely delighted.”

Green said several factors led to the series’ postpone-

ment. Transportation costs was one of the main issues, especially for struggling school districts.

“It’s a very affordable ticket price of $5 or $6,” he said. “But with costs associated with transportation, that could double.”

The Rialto secured grants from Citgo and other sources to help subsidize transportation costs and make the matinee series possible. Green said about 14,000 students have signed up through this year.

Shows, such as “Math Ma-

niac,” “A Christmas Carol” and “Let’s Go Science” are part of the renewed series in 2014-15. Themes range from math and science to language arts and life skills.

To Green, the shows provide an opportunity to generate interest in the Rialto at a young age.

Joliet students reveal robot for upcoming Midwest competition

By FELIX SARVER fsarver@shawmedia.com JOLIET – Joliet Township High School students unveiled Tuesday “Cadenas” – a robot they plan to use to win the upcoming Midwest Regional FIRST Robotics Competition.

The robot, named for the Spanish word for chains, was designed, built and programmed by the student Joliet Cyborgs team in six weeks.

Team members demonstrated to audience members Tuesday at the JTHS Administrative Center how Cadenas is able to move around, pick up large objects and stack them.

Cadenas will face off against other robots in the Recycle Rush challenge and in April will be at the Midwest Regional FIRST Robotics Competition in Chicago. The robot also will compete in Peoria.

“They’re just wonderful students,” said Carol Collins, JTHS project director, about the Joliet Cyborgs team.

“They came together with different ideas, different backgrounds, different personalities. They came together and they bonded to do in six weeks

what it takes some businesses … a year and a half to do or even longer.”

The Joliet Cyborgs consists of 34 students who split into teams to build Cadenas.

Each team handled design, building, programming, electronics and media.

The robot cost about $4,000 to build. The project received sponsorship from local businesses, as well as mentoring members of those businesses and high school staff.

Jack Lewis, one student part of the electronics team, said the students worked on wiring, circuit boards and powering the robot. He said they encountered many issues – such as oscillations in the robot’s swerve drive – but fixed them over time.

“Through these failures, we had many successes,” Lewis said, before joking, “One point that I should stress the most is no major electronic components were harmed in the making of this robot.”

Miguel Gutierrez, the teams’ project leader, said building Cadenas was not only a great learning experience from the technical side but also from the teamwork side. He said each team had to communicate with each other and learn what was needed to ultimately achieve the creation of the robot.

“It’s a ton of back-andforth, talking with the mentors and all the team leaders,” he said. “It’s really just a fun experience. You get to build a cool robot. It might be hard to believe, but all that stuff was built by us.”

Gutierrez said the teams were completely dedicated to

building Cadenas. On Monday, they worked on the robot from 10 a.m. and didn’t leave

until 8 p.m., he said.

“It’s crazy but it’s exhilarating, really,” he said.

With plea, man avoids murder charges in brother’s slaying

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A Lockport Township man pleaded guilty Tuesday to involuntary manslaughter in the 2012 death of his younger brother.

Judge Daniel Rozak sentenced Larry Hinton, 60, to eight years in prison after Hinton pleaded guilty in exchange for having murder charges dropped. Involuntary

manslaughter, a Class 2 felony, is when a person’s death is caused by someone’s “reckless” behavior or mental state.

“This is the charge we felt was appropriate from day one,” Will County Public Defender Frank Astrella said.

“There was no intention [to shoot], but handling a loaded weapon is always considered a reckless act.”

and assistant public defender Jaya Varghese had gone over the “Plea of Guilty” form with him beLarry Hinton fore he signed it.

On Sept. 15, 2012, Will County sheriff’s police were called to a house in the 300 block of West Oak Street where Larry and George Hin-

ton, 55, shared a room in the basement.

The Hinton brothers argued and were yelling at each other when Larry Hinton picked up a .22-caliber rifle.

Larry Hinton maintained he was only intending to scare George when the gun went off, according to reports.

Larry Hinton went upstairs and told other relatives George had shot himself, police said. Paramedics were

called and found George Hinton lying on the edge of a bed with a single gunshot wound to his chest.

Larry Hinton was convicted of battery in 1990 and domestic battery in 1998. Both crimes were misdemeanors.

Hinton was expected to stand trial on murder charges last month, but the judge’s illness postponed that until April. The plea deal was reached in the meantime.

Channahon hires firm to help recruit retail Board OKs agreement despite president’s concerns

By JEANNE MILLSAP Shaw Media correspondent CHANNAHON – The village of Channahon will work with a national advisory firm to help bring retail business to the community.

Trustees approved Monday a three-year agreement at $36,000 a year with Retail Strategies. The firm also will receive 4 percent of total negotiated packages should it help negotiate incentive agreements.

The work will include performing a market analysis, developing a recruitment plan and recruiting retail businesses that fit Channahon’s available property and demographics. The firm’s representatives will report progress to village staff at least monthly.

“You are heavily under-retailed,” Retail Strategies Business Development Vice President Chip Rodgers told trustees Monday.

Rodgers offered preliminary research indicating residents are spending money out of town at general merchandise stores, full-service restaurants, jewelry stores, family clothing stores, furniture stores and more.

“People are going elsewhere for those services,”

he said. “There is significant demand for these retailers in Channahon.”

Rodgers said the company will not just do research, but identify and approach specific retailers and work on recruitment.

“This is another tool in the toolbox,” Village Administrator Tom Durkin said. “It’s another way to get our foot in the door.”

Community Development Director Mike Petrick said the best part of the service is the contacts the established company already has.

Channahon explored hiring strategists last year, but many on the board believed the timing wasn’t right. Trustee Missey Schumacher said she believed now was the time to get serious about retail recruitment.

Village President Joe Cook voiced concern over a possible conflict of interest, with the firm representing both Channahon and Plainfield.

Rodgers said no such conflict would exist, as each village has its own recruiter and the retailers interested in northern Plainfield are likely different than those with interest in Channahon.

Cook also was troubled there was not a detailed con-

tract in place – only a proposal.

“I think the board should have reviewed a contract with Retail Strategies,” he said after the meeting. “They should have negotiated terms that included the village’s ability to cancel the contract ... at the very least, they should have made the caveat for legal review.”

Cook added he also believed the proposal should not have offered a percentage of incentives and that the extra services in the proposal should have included specific rates.

Trustee Scott McMillin voted against the proposal, saying after the meeting he did not feel comfortable spending the money at this time and preferred existing staff take on the work.

Developer agreement approved

The Village Board also approved an agreement with Bluestone Retail Partners on behalf of Thornton’s Inc. for the development of the northwest corner of the Route 6/Interstate 55 interchange.

The agreement outlines incentives the village is offering to develop the property.

Hughes died Friday while on the job with Intermodal Services of America, a business located within the Union Pacific Intermodal in Joliet.

“As part of that investigation, OSHA will interview employees and management to determine if any violations of OSHA regulations may have attributed to this tragic death,” according to an email from Rhonda Burke,

Police: Romeoville man tried to burn down his own house

By BRIAN STANLEY bstanley@shawmedia.com ROMEOVILLE – Police allege a man tried to burn down his own house Monday.

Lockport Township firefighters were called at 9:30 a.m. to a fire in the 1500 block of Amaryllis Circle in Romeoville.

Fire Chief Dave Skoryi said a passer-by had noticed smoke puffing from the front door, but there was no visible fire when crews arrived at the two-story house.

“The windows were smokestained and they made entry to find heat and smoke, but it appeared the fire had burned itself out from lack of oxygen,” Skoryi said. “After the fire was put out, there were obvious indicators it was [set intentionally] and something wasn’t right.”

Romeoville police Cmdr.

John Ferdinardo said officers questioned the homeowner, Anthony J. Hubbard, 45, who had been out with his two dogs when the fire began.

“The homeowner gave a statement admitting his involvement in starting the fire,” Ferdinardo said.

Hubbard was arrested on arson and criminal damage to property charges and booked into the Will County Jail.

Hubbard appeared in bond court Tuesday afternoon and was ordered Anthony J. held on $75,000 Hubbard bond.

A prosecutor told Judge Cory Lund that Hubbard was evicted from the home Monday because of foreclosure and was expected to turn over the keys.

Although furniture was removed, Hubbard told police he splashed gasoline and lighter fluid throughout the house and lit four paper towels on fire, according to the Will County State’s Attorney’s Office.

Hubbard has no prior criminal history, according to court records.

Judge considers dueling rap videos in sentencing hearing

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Judge Daniel Rozak spent part of Monday afternoon watching rap videos from the bench.

Rozak presided over a sentencing hearing for Deondray T. Hall, 24, who faces two to 10 years in prison Deondray after pleading guilty to at T. Hall tempted escape.

Defense attorney Jeff Tomczak said Hall made the blind plea in exchange for other charges being dismissed, including being an armed habitual criminal and possession of a firearm by a street gang member.

On May 22, 2014, Hall was a

passenger in a car stopped by Joliet officers after a handgun was tossed from the passenger window, according to police reports. Hall was taken into custody and admitted trying to open the back door of the squad car as he was being driven to the police station.

Friends and relatives told Rozak that Hall has a burgeoning career in rap music under the stage name “Star Money” and has focused on that.

But several Joliet police officers testified Hall is an admitted street gang member and has been seen carrying guns.

Hall was released from prison on drug charges in January 2014 and performed several concerts in the area during the next five months. Hall “cleaned up” his lyrics during performances for young audiences, Tomczak said.

PLAINFIELD – A new political action group for the Plainfield Township Park District is holding its first fundraiser candidate meet and greet event.

But one out of the five candidates running for the Park Board isn’t invited.

Park Truth, the group of residents credited with sparking change in the park district’s management, has evolved from a grassroots group into the Plainfield Park District Alliance. And it is backing candidates Mary Kay Ludemann, Larry Newton, Rob Ayres and Ridgley Ann “Mimi” Poling in the April 7 election.

In one of its first actions, the alliance will hold a candidate meet and greet fundraiser from 6 to 8:30 p.m. Feb. 25 at HopScotch & Vine, 24047 Lockport St. in Plainfield. Tickets are $25 a person.

The organization hasn’t raised enough money to apply as a committee with the Illinois State Board of Elections, according to members.

Immediately following the meet and greet, organizers are urging people to attend the park district’s town hall meeting at 7:30 p.m. at the Plainfield Township Community

Center, 15014 S. Des Plaines St. in Plainfield.

John Ledvina was the only candidate not invited to the meet and greet.

“This is for the candidates we feel are already doing a good job on the board,” fundraiser organizer Deb Bostjancic said.

Ludemann and Newton are incumbents running unopposed for two six-year terms.

Incumbents Ayres and Poling and newcomer Ledvina are running for two, two-year terms created by legislation expanding the Park Board from five to seven commissioners last year.

Ayres and Poling were recently appointed by state legislators.

Ledvina said it didn’t matter that he wasn’t invited to the meet and greet.

Alliance member Michelle Kelly said the endorsement is based on continuity after a tumultuous past two years at the park district.

“I think there was some proving ground in the vetting process for [Ayres and Poling],” she said. “And Mary and Larry have really driven themselves as having the best interest of the park district.

Not that the other candidate isn’t, but these commissioners have done a good job.”

“I liked it,” he said. “I learned a lot.”

Lizette Guy, who plays Ms. Knowitall, said performing at the Rialto gives students a much different experience than in a school auditorium or classroom.

“And it’s definitely better than watching on a television or reading in a book,” Guy said.

Logan, who endured 26 years of wrongful incarceration, will share his thoughts on police misconduct and his personal experience. His case led scores of police abuse victims to come forward with stories ranging from minor mistreatment to torture.

The documents transfer is being paid for through a special fund of the coroner’s office, not out of the budget supplied by taxpayers, he said.

The project will cost about $9,000.

In recent years, the state has allowed coroners to set up special funds from money paid to the coroner’s office from attorneys, insurance companies and some families who pay for copies of investigation and autopsy reports.

“We put it into a fund for improvements to the office,” Callahan said.

He said digitizing the documents is a public service as the reports will be easier to access.

Once the documents are digitized, the office will receive the originals back but will not have to keep them stored on site. The documents can be moved to a designated location from the county.

MORRIS – The Grundy County Coroner’s Office is doing its part to try to preserve local history.

The coroner’s office’s death investigation documents, some dating back to the 1800s, are being digitized

by SBS Group of Indiana. The project is not costing taxpayers any money.

“Quite often every year people come in doing family trees and genealogy, asking about death records and in the past we have looked them up and try to accommodate,” Coroner John Callahan said.

“But we have records back from the 1800s and some have become very brittle over the years.”

In an effort to secure the historical information, Callahan decided to look into com-

panies that specialize in restoration and preservation.

SBS Group is scanning and restoring the documents so the coroner’s office can have access to the documents electronically and may, in the future, make the documents available to the public online.

SBS Group has taken the documents and expects to have all the information digitized by mid-April. Callahan said he hopes it is ready for use by May. There are two reasons a government office should digitize its documents, Jeff Magallanes of SBS Group said: for preservation of records and for easier access.

The coroner’s office will have a designated computer for the public to access such documents, Callahan said.

The public will not have access to investigation or forensic details, but can obtain cause and manners of death.

A. A Without more information, there is no way of answering this question. However, I can tell you that to proceed with a medical malpractice case, you need to look at not only the conduct of the doctor, but also the damages, including long term effects.

My firm screens probably hundreds of potential malpractice cases each year; yet we only take a very few. There are many reasons for that, but the primary one is the fact that a doctor must deviate from the standard of care for there to be a potentially viable case. What this means in ordinary terms is that the doctor must do (or fail to do) something that other doctors in the same field of medicine, under similar circumstances, would not do. This means, absent something else, normal risks of surgery are not malpractice, nor is a less than favorable outcome. For example, a person undergoes a hip replacement and ends up with foot drop. Absent a cutting of the nerve or crushing of the nerve during surgery, or another action that deviates from the standard of care, this may not be malpractice, regardless of the poor outcome.

Even assuming the first part of the test is there (i.e. the doctor deviated from the standard of care), the matter may not be pursued

for other reasons. Medical Malpractice cases are extremely costly in both terms of money and time. Experts are needed to confirm the doctor failed to meet the applicable standards of care. Good experts are costly.

I just finished a medical malpractice trial and our final costs were close to $70,000.00. We had, in the end, one physician and one economist as testifying experts, but prior to that we had several more consulting experts to address issues that arose during the preparation of the case. Additionally, the case took over three years from intake to trial date.

For both the attorney and the client, the time and money must be discussed to determine if the client is willing to risk losing and what a win means to them after all the expenses of a trial are paid. It is unwise for a client to pursue a matter that will result in a victory with little or no money going to that client.

If you feel you have been injured by a physician due to potential medical malpractice, seek an attorney who is knowledgeable. Ask questions regarding not only dealing with the standard of care issues, but also the potential costs, both monetary and time related.

Q: I was seriously injured and recovering when the workers’ compensation carrier sent me to their doctor for an “Independent” Medical Exam. After that my workers’ compensation was cut off. Is there anything I can do about what this doctor did?

A: There is nothing “independent” about the examination you went to. The doctor was selected by the employer or its insurance company/administrator, was paid by them, and was communicating only with them (and not you or your attorney) as to what was desired from this examination. When the Herald News probed fraud in workers’ compensation some years ago, the biggest problem found was these insurance company friendly doctors, whose opinions led to cutting off treatment and benefits. In my experience, there are some very fine, honest and straight forward independent medical examiners. However, there are many more such examiners that will give opinions which sometimes border on ridiculous. Because they are qualified doctors who are willing to give such opinions, the system allows this. Many of these will have severe consequences to the injured employee. I have seen medical groups where within the group there are very good straight forward doctors and some of these other slithering doctors as well.

The existence of these doctors is one reason that the employers, carriers and their lobbyists are asking for “primary cause” to be the standard in Illinois. This would be horrific against older workers. There are few people over 50 years of age who do not have some degenerative changes in their spine and elsewhere.

They can be hurt in the most severe of accidents, yet any doctor hired by the insurance company can come along and say, or more correctly opine, that the individual had pre-existing degenerative disease which is the major causative factor, and the accident only accelerated the condition a little bit. Under current Illinois Law that would not be enough to defend the claim, but with this change, older workers would suffer immeasurably.

As to what can be done, an injured worker can get a hearing before an Arbitrator of the Illinois Workers’ Compensation Commission fairly quickly. The problem is that the review process is slow, and this can cause extreme financial hardship. In such circumstances there are lawsuit loan companies available, but they usually charge over 50% per annum interest. I recommend to most of my clients when the case starts that they save up as much as they can, in case the rainy day hits where they have to see the non-independent “independent” medical examiner. adno=0305876

A bold new Chevrolet Colorado ZR2 concept is on stage at the Chicago Auto Show, while the 2015 Colorado is already redefining the mid-size truck.

Chevrolet reps are gauging the reception to the concept as a possible prototype. But the 2015 Colorado already sits at your local dealership, sporting such innovative features as an aggressive design with taller bed sides and a raked belt line that set it apart in the segment.

This review looks at new features of the Colorado and Silverado, the hot new Trax and the always-popular Malibu sedan.

The 2015 Colorado is available in WT, LT and Z71 trim levels, with rearwheel or all-wheel-drive. Body/bed layouts are extended cab model with a 6-foot, 2-inch bed, and crew cabs with a 5-foot, 2-inch or 6-foot, 2-inch beds. The advantage is with the tailgate down, the 6-foot-2 beds allow hauling of 8-footlong items.

Legislation would add e-cigarettes to indoor smoking ban

SPRINGFIELD – Smokers who favor electronic cigarettes could be pushed outside under an Illinois lawmaker’s proposal.

State Rep. Kathleen Willis wants the use of e-cigarettes, called vaping, to be subject to the same laws that prevent indoor smoking in public places, the State Journal Register said.

The Addison Democrat is sponsoring a bill that would extend the state ban on indoor secondhand smoke in public places to the electronic devices, which are marketed as a safer alternative to smoking.

If it becomes law, the measure would amend the Smoke Free Illinois Act of 2007 to include e-cigarettes. Theatrical productions and shops that sell the devices would be exempt.

Willis said it took a long time to prove secondhand was dangerous and that the public does not know “what the long-term health effects are.”

The devices work by heating oil with nicotine in a breathable vapor. The smoker exhales a cloud of vapor that looks similar to other types of smoke. Widespread scientific research has not been performed on e-cigarettes.

The State Journal-Register said Bourne has volunteered on several campaigns, including those of U.S. Rep. Rodney Davis, Rauner and Rosenthal.

Law student to serve 95th District as state representative

State measles cases climb to 14 with 1 more infant sick

CHICAGO – State health officials said the measles case count in Illinois has climbed to 14.

A Department of Public Health spokeswoman said Tuesday another infant from a Palatine day care is the most recent confirmed case in the outbreak.

All 14 cases have been in Cook County, with two adults and 12 infants affected. Thirteen cases have been associated with a KinderCare Learning Center.

Measles is a highly contagious viral disease that causes a rash and fever. It can be dangerous, especially to young children.

Vaccination is the best way to prevent measles.

Health officials still are investigating possible causes for the cluster of cases.

DNR announces 32 ‘wing shooting’ clinics for 2015

SPRINGFIELD – The Illinois Department of Natural Resources is offering 32 wing shooting clinics across the state this year.

The IDNR announced its 2015 schedule Monday. Most events are scheduled on weekends between March and early November.

The hands-on clinics will help attendees develop skills in shooting birds in flight or clay targets. They’re being held at hunting preserves, farms and cooperating gun clubs and shooting ranges.

The schedule includes clinics for youth and more experienced hunters. There’s also a class for women.

And it’s an obvious target with the health insurance for low-income and disabled people making up roughly a quarter of the state’s spending.

Among the options Rauner could consider is requiring Medicaid beneficiaries to pay a premium for their care or charging more for prescription drugs. He also could recommend cutting the amount physicians and other Medicaid providers are paid.

Felicia Norwood, Rauner’s pick to head the Department of Healthcare and Family Services, was asked repeatedly during a recent hearing whether the governor planned to cut Medicaid. She declined to answer, saying she’d leave it to him to address Wednesday.

University of Illinois spokesman Tom Hardy said university officials had been asked to prepare for cuts in state funding ranging from 20 percent to an essentially flat appropriation. If the final cut is 20 percent, Hardy said, “By all expectations, it will involve some pain.”

During Rauner’s State of the State address, Democratic legislators laughed at his proposal to raise the minimum wage more slowly than they wanted. But they aren’t likely to find anything funny in his budget speech.

The state already is running out of money for several programs, including one that subsidizes day care for low-income workers. Judith Gethner, executive director of Illinois Partners for Human Service, says it’s a good example of the critical role social service programs play in achieving Rauner’s goal of turning around the state’s economy. Without help paying for day care, many workers may choose to stay home.

Gethner said human services has been cut more than any other area of the budget over the past few years, and additional cuts will be particularly difficult to manage.

“You can’t keep going back to our well,” she said. “We’re pretty dry.”

CHICAGO – Since the night he was elected, Gov. Bruce Rauner repeatedly has said he wants Illinois to be the most competitive yet compassionate state in the nation.

He’s also quick to add one caveat: “We don’t have the money to be able to be compassionate.”

As the Republican prepares to propose his first budget Wednesday for a state that’s billions of dollars in the red, many lawmakers and advocates for low-income, elderly and disabled people are bracing for major cuts to areas such as Medicaid and mental health care.

Rauner also is expected to propose reducing funding for higher education and making changes to Illinois’ tax structure, including a new tax on some services.

It’s all likely to set up a big battle with the Democrats who control the Legislature, many of whom prefer to raise Illinois income tax rates that rolled back on Jan. 1 to avoid massive cuts. But Rauner has said keeping tax rates low is key to improving the state’s economy – and generating the money needed to be more compassionate.

Here’s a look at some things to watch as Rauner lays out his plan:

MOUNT CARBON, W.Va. – Oil cars still burned more than a day after a train carrying 3 million gallons of crude derailed in a West Virginia snowstorm, shooting fireballs into the sky.

Hundreds of families were evacuated after losing their drinking water and electricity when 19 tanker cars slammed into each other and caught fire, leaking oil into a Kanawha River tributary and burning a nearby house down to its foundation.

One person – the homeowner – was treated for smoke inhalation, but no other injuries were reported, according to the train company, CSX. Fire crews had little choice Tuesday but to let the tanks burn themselves out.

These rail shipments jumped from 9,500 carloads in 2008 to more than 435,000 in 2013, driven by a boom in the Bakken oil patch of North Dakota and Montana, where pipeline limitations force 70 percent of the crude to move by rail, officials said.

White House puts immigration plans on hold after judge’s ruling

By ERICA WERNER and JIM KUHNHENN The Associated Press WASHINGTON – The Obama administration put its new deportation-relief program on hold Tuesday on the eve of its launch, complying reluctantly with a federal judge’s order that roiled immigrant communities nationwide and seemed to harden an already-tense stalemate on Capitol Hill.

President Barack Obama promised an appeal and predicted he’d prevail. But for tens of thousands of immigrants in line to begin applying Wednesday for work permits and deportation stays under his directives, their plans were canceled, at least temporarily.

Talking to reporters in the Oval Office, Obama said he disagreed with the ruling by U.S. District Judge Andrew Hanen of Texas that the administration had exceeded its authority. But he said that, for now, he must abide by it.

“We’re not going to disregard this federal court ruling,” Obama said, but he added that administration of-

ficials would continue to prepare to roll out the program.

“I think the law is on our side, and history is on our side,” he said.

On Capitol Hill, the Homeland Security Department stood 10 days away from losing funding, but Hanen’s ruling made a compromise on that dispute look more distant than ever.

Republicans are blocking funding for the agency unless Democrats agree to cancel Obama’s immigration orders, and they seized on the ruling as validation for their position.

“Congress must reassert its waning power. We must re-establish the constitutional principle that the people’s representatives control the purse,” said Sen. Jeff Sessions of Alabama, a leading immigration hardliner.

Yet Senate Democrats, who have been blocking a House-passed bill that would fund the department but also undo Obama’s actions, said the ruling from Hanen did nothing to budge them.

“Democrats remain united in our belief that funding for the Department of Homeland

Security should not be used as a ransom by Republicans, period,” said Chuck Schumer of New York.

The agency’s $40 billion budget runs out Feb. 27; and with Congress now on recess, lawmakers will have only a few days to reach an agreement once they return to Washington next week. One possibility is a short-term extension of current funding levels; but House Speaker John Boehner said over the weekend the House had done its job and he “certainly” would let a shutdown occur if the Senate didn’t act.

If the political impasse seemed severe, so were the implications for millions of immigrants in the country illegally who have cheered Obama’s executive directives in the face of congressional inaction.

“We feel powerless but not defeated, sure that it will all work out,” 46-year-old Claudia Ramon, a native of Colombia, said at a rally in Houston, one of dozens nationwide where immigrants and their advocates vowed to continue with preparations under Obama’s programs.

Lead like Lincoln Abraham Lincoln, our 16th president, didn’t just snap his fingers to preserve the Union.

Lincoln, born 206 years ago last week, applied effective leadership skills to achieve those objectives.

Along the way, he faced tremendous opposition. After he was elected in 1860, Southern states fled the Union, formed their own army and seized federal property. Southern sympathizers in the North agitated to further weaken Federal authority.

On land and at sea during the 1861-65 Civil War, Northern military forces were harassed by Southern counterparts and sometimes were defeated.

Even certain members of his own Republican Party were against him.

And yet, Lincoln set big goals, pursued them with vigor, and sustained – through his unflinching leadership – a national effort to achieve them.

What can people in today’s Land of Lincoln – plagued by debt, deficits and dysfunctional government – learn from Honest Abe’s example?

1. Face problems head-on. Lincoln didn’t run away and hide.

He obtained honest assessments of a problem, sought advice and gave orders to deal with it. Then he moved on to the next one.

2. Make no small plans. You would think Lincoln would be satisfied with merely vanquishing the rebellion and ending slavery. No. He also signed far-reaching bills that created landgrant universities, the transcontinental railroad (after the war) and the Department of Agriculture.

3. Communicate your vision. Through letters, speeches and personal meetings, Lincoln eloquently explained his goals and persuaded others to support them.

4. Let everyone play a part. Lincoln brought former political rivals into his cabinet and, through deft leadership, succeeded in harnessing their skills toward a common objective.

5. Work hard. As president, Lincoln labored from before breakfast until after dinner to deal with the nation’s unprecedented difficulties.

6. Stay close to the people. For civilians, Lincoln held extended office hours at the White House, where anyone could meet him. For soldiers, Lincoln traveled to encampments and military hospitals to thank them for their service.

7. Share the credit for success. Lincoln always credited the soldiers and officers, not himself, for military successes.

8. Try new ideas. Some historians describe Lincoln as a one-man research and development department. He personally tested new arms and other inventions.

9. Keep a sense of humor. Lincoln’s was legendary.

10. Be magnanimous. Lincoln meant it in his second inaugural address when he said, “With malice toward none, with charity for all ... .”

Illinois has difficult days ahead, but its titanic problems are man-made; the solutions can be, too.

Writing a century ago, Springfield poet Vachel Lindsay (1879-1931) called for “Lincoln-hearted men” to step forward and tackle the era’s challenges.

Lindsay also wrote, “Would I might rouse the Lincoln in you all!”

Let the “Lincoln” in the leaders of 2015 be “roused” and unleashed on today’s weighty problems.

‘Fair share’ must worry union bosses SPRINGFIELD – Should anyone be compelled to support a political cause they don’t believe in?

That’s the crux of an Illinois legal issue almost certain to be decided by the U.S. Supreme Court.

In the past, the high court has ruled that workers in non-right-to-work states can be forced to pay “fair share” dues to unions as long as none of the money goes toward political purposes.

The money is supposed to be spent on the costs the unions incur representing these people at the bargaining table and administering the contract.

But as Supreme Court Justice Anthony M. Kennedy pointed out last year, the situation for government workers is different.

Just about everything a union does on their behalf is political. Think about it.

Some of the biggest political issues facing state government this year are state worker pensions, employee pay and staffing in state facilities. All those issues are ones brought up in labor negotiations.

REEDER REPORT Scott Reeder So all of what a government worker union does is political in nature.

Some people who work for state, school and municipal governments don’t agree with their unions and don’t believe they should be forced to pay money to groups that may hold a different political position than they do.

Yet those workers continue to give money to unions to hang on to their jobs.

Last year, the U.S. Supreme Court ruled in Harris v. Quinn: “ ... except perhaps in the rarest of circumstances, no person in this country may be compelled to subsidize speech by a third party that he or she does not wish to support.”

I was sitting in the courtroom when the Supreme Court heard the Harris case last year. It appeared a majority of the court is willing to look at the question of “fair-share” dues.

In fact, the Harris case

prompted Gov. Bruce Rauner to issue an executive order this month saying state workers do not have to pay money to unions unless they want to.

Rauner is seeking a declaratory judgment in federal court to affirm that his actions are constitutional.

And that has to frighten union bosses nationwide.

Here’s why. Ultimately, if the U.S. Supreme Court rules in favor of Rauner, every government worker in the U.S. could be off the hook for union dues. And only those who want to belong – not those forced to pay – would support government unions.

And this wouldn’t be just for Illinois state workers. It would be for every city, state, county and school district employee in the United States. That is how it already is in 25 states.

It’s a matter of worker freedom. People should not be forced to give to a group they don’t agree with just to have a job.

By TIM TIERNEY Shaw Media Correspondent MINOOKA – Plainfield South boys basketball coach Tim Boe walked into the locker room and shouted, “How ’bout those Cougars!”

After a six-game losing streak that included a 33-point loss Friday to Plainfield East, Boe’s team pulled together and rebounded Tuesday night for a 42-40 road win over Southwest Prairie Conference rival Minooka.

“For our guys to rebound like that, I can’t say I’m surprised, because we’ve done that all year,” Boe said. “We started the year off 1-9, and we bounced back from that.”

The winning points came when point guard Michael Ortiz drove to the basket and passed underneath to 6-foot5 junior Nick Welter, whose layup put South ahead, 41-40, with 1:40 to play.

“That was a nice pass,” Boe said. “He (Ortiz) drove and had been getting to the rim all night. He kind of attracted some attention and was able to dish it off.”

For Ortiz, it was a matter of answering the call.

“Whenever I think I’m open or I think I have a good look,” Welter said of the yell.

Ortiz wasn’t done making a difference. He rebounded a Plainfield South miss with 59 seconds left. Teammate Richard Pfister followed with a defensive rebound, was fouled and

made a free throw with 4.6 seconds left for the final margin.

South (9-17, 6-6) got balanced scoring from its starting five. Pfister led with nine points; Ortiz contributed eight points and seven rebounds; and Welter, Shane Ritter and Dexter Oyewo each had six points. The Cougars were playing without leading scorer Jacob Buchner.

“We were sharing the ball really well tonight, passing it around,” Welter said. “It helps a lot when we share the ball.”

South led, 24-16, at halftime, but Minooka rallied in the third quarter. Back-toback 3-pointers by Larry Roberts preceded two baskets by Jon Butler, including a driving layup in the lane that cut

South’s lead to 32-30 going into the fourth quarter.

Joe Butler hit a 3-pointer early in the fourth quarter to put Minooka ahead, 33-32, and the game stayed close to the end.

“They made runs, we made runs, but we toughed it out,” Ortiz said.

Plainfield South was 16 of 31 from the field, and Minooka was 15 of 39.

Roberts led Minooka (1313, 6-6) with 11 points, and Joe Butler finished with 10. Blake Parzych had six points and nine rebounds.

Afterward, the second-half comeback wasn’t the first thing on the mind of Minooka coach Scott Tanaka.

“We can’t come out flat and expect to win a basketball game,” he said. “We haven’t been able to learn that.”

Minooka has conference games remaining against Plainfield Central and Oswego. Plainfield South finishes its conference season with home games against Oswego East and Romeoville.

“We’re not really in the conference race, but we’re going to finish it strong,” Ortiz said.

“Coming off a few losses – this will be a big boost,” Welter said.

Joliet West can’t contain strong Benet offense

By KAITLYN JASNICA kjasnica@shawmedia.com JOLIET – Sometimes, no matter how much effort a team puts into the game, the “W” just isn’t in the cards.

That was the case for the Joliet West girls basketball team as the Tigers fell to Benet, 63-33, Tuesday night in a Class 4A Joliet West Regional semifinal.

“We fought. We fought all year,” West coach John Placher said. “Benet is a very, very good team. When you play a team that good, they’re going to make you look bad. But the girls fought. And, yeah, it’s not the outcome you want; but

as long as they play hard and compete, and I thought they did that in the second half.

“I think that they [Benet] have four Division I basketball players, and that makes it really hard. They’ll go a long way in the tournament. They’re a really good team; they’re one of the better teams we’ve played all year.”

Benet’s Emily Schramek scored 14 points in the first half, while Emily Eshoo contributed 12. Seven additional Redwings scored.

Benet led by as many as 35 points and ended the first half with a 45-15 lead, but the Tigers (4-24) put up a fight in the second half. The two teams

matched point for point, scoring 18 each.

With less than a second left in the second quarter, junior guard Kierra Tyler hit a shot from 35 feet out. The 3-point buzzer-beater gave West momentum heading into the last 16 minutes.

Sophomore forward Raven Reed dominated in the third quarter, scoring six of West’s nine points. Reed left with a team-high eight points.

Sophomore forward Madi Mulder and senior guard Mallorry Gerrettie each scored six points, while Tyler and senior guard Monique Williams tallied five apiece. Senior forward McKenna Carson con-

tributed two, and senior guard Dasia Turner rounded out West’s scorers with one point.

Six seniors will graduate from the Tigers, but it was still a good year as they committed to what coach Placher was teaching.

“I love my team,” Turner said. “I love how we played well together, and it’s the first time we have ever had a team bond. It’s sad that it’s over. I wanted to go farther.”

West’s program is going in a positive direction. The team’s leading scorers for the season, sophomores Reed and Mulder, will return to the lineup next year with Tyler and Kelly Plyer, a key defensive

player for the Tigers.

“I’m really excited where we’re going with the underclassmen with how the freshman team and sophomore team have competed this year, and how we competed,” Placher said. “The girls know me now, and they know what to expect. They know that they have to come to play. In the next years coming, we’ll have a nice team.”

“We had a rough season this year, but I feel like we all played together,” Carson said. “I love my teammates and am sad that it’s our [seniors’] last year, but it was a good season. I feel like next year and the years after, the program is going to do well.”

NEW LENOX – In a basketball game that is close at halftime, conventional wisdom says whichever team wins the first few minutes of the second half usually will come away with the win.

That’s what happened Tuesday night in a quarterfinal of the Class 3A Providence Girls Basketball Regional between Morris and Coal City.

Morris picked up a 47-43 win and will take on top-seeded Lincoln-Way West at 6 p.m.

Wednesday, with the big Joliet Catholic vs. Providence semifinal to follow.

The game was tied at 17 at intermission. Coal City led much of the first half, but Morris’ Jessica Ponce got a steal and layup to tie the game with 17 seconds until halftime.

The Redskins (19-9) came out strong in the second half, scoring the first six points after halftime and holding Coal City scoreless for nearly three minutes. Mya Shannon, who led all scorers with 16 points, scored first on a drive down the lane, then Julie Jurasits grabbed a long rebound and went in for a layup. By DRAKE SKLEBA Shaw Media Correspondent ROMEOVILLE – Plainfield North took another step closer to claiming the Southwest Prairie Conference boys basketball championship Tuesday night with a 70-54 road win over Romeoville.

The Tigers were led by their duo of Wofford-bound Trevor Stumpe and junior Kevin Krieger. Stumpe scored 18 of his gamehigh 24 points in the first half, and Krieger all 10 of his points in the second half.

“That’s been our formula lately,” Stumpe said. “Kevin takes care of one half, and I have been able to take care of the other.

This was a good win over an upset-minded Romeoville squad.

Three games to go, and we take it one game at a time as we try to win the conference championship.”

Plainfield North (19-4, 10-2) stays a full game in front of Oswego (15-11, 9-3) in the Southwest Prairie standings. Oswego (15-11, 9-3) beat Plainfield East, 54-51, in double overtime Tuesday. Oswe-

go will visit Plainfield North on Friday.

The Tigers held a 32-29 halftime lead over Romeoville (8-15, 3-9), which was fresh off its stunning victory over then-co-leader Oswego, and the Spartans played an inspired first half.

They jumped to a 6-0 lead after three minutes. However, Stumpe drained three 3-pointers and scored 11 first-quarter points to pull the Tigers even at 15 after one quarter.

In a back-and fourth second quarter, Romeoville 6-foot-5 junior Matt Cappelletti (11 points, six rebounds) made an old-fashioned three-point play to put the Spartans up, 27-24, with 3:54 left in the half. Tigers junior Richie Elias nailed a 3-pointer to put the Tigers back up, 29-27, with 1:45 in the half. Elias struck again a minute later on a driving layup to make it 32-29.

Krieger scored the first bucket of the third quarter to ignite a 6-0 Tigers run for a 38-29 lead with 6:30 left in the third quarter.

Cody Conway’s three-point play extended the lead to 43-32 with 4:17 left in the quarter. Conway

scored three points and hauled in six rebounds. The Tigers led, 4532, after three quarters.

“We came out slow in the first half but came out strong in the second half,” Krieger said.

“I struggled in the first half but finally got going in the second half.”

Three-point buckets from Brandon Smeets and Jake Nowak (nine points) gave the Tigers their biggest lead, 60-40, with four minutes left. ‘“We didn’t have any defensive intensity in the first half, “ Plainfield North coach Bob Krahulik said. “We really picked it up in the second half and came away with a fine 16-point road win. Trevor (Stumpe) and Kevin (Krieger) are our leaders, but we are a deep team. A number of our people played tonight and played well.”

Romeoville was led by freshman London Stamps, who scored a team-high 16 points, 12 in the fourth quarter.

“We really attacked with great defensive intensity in the first half,” Stamps said. “We let it slip away in the second half.”

OSWEGO – There was plenty at stake for the boys basketball teams from Plainfield East and Oswego when they squared off in Tuesday’s Southwest Prairie Conference game.

Besides trying to remain within a game of SPC leader Plainfield North, the Bengals and Panthers looked to improve their seeds for the upcoming Class 4A Bolingbrook Sectional.

Things didn’t look good for East after it fell behind by seven points early in the final quarter, but coach Branden Adkins’ squad staged a furious comeback to force overtime.

After hitting a pair of late free throws to force a second overtime, Oswego scored the final three points to pull out a 54-51 victory.

The Bengals (13-10, 8-4) tied the score at 51 with 1:30 left when James Claar (11 points, seven rebounds) hit a jumper. But the Panthers (15-11, 9-3) moved in front for good with 52 seconds left when Malique Ross (12 points, seven rebounds) hit two free throws.

East still was down by two with 18 seconds left when Aaron Jordan (14 points, two blocks) tied up a loose ball to give his team possession. But Lee Higgins missed a 3-pointer with four seconds left, and Ryan Sharp added a free throw. Jordan’s long 3 at the buzzer came up short.

In the first overtime, the Bengals took a 47-45 lead with 15 seconds left after Cole Kotopka (15 points, five rebounds) grabbed a rebound and fired a long pass to Jordan, who put in a layup. But Oswego tied the score with three seconds left when Joe Hennessy (seven points, six rebounds) converted a pair of free throws.

The Panthers took their biggest lead at 39-32 early in the final quarter when Ross hit a jumper. But they struggled after that, misfiring on six shots and turning the ball over three times to give the Bengals a chance.

Elyjah Goss (five points) started the comeback by hitting a free throw, and then Kotopka made two layups to pull East to within 39-37. A layup by Claar off an assist from Wynston Wright (five rebounds) with 2:28 left made it a 40-39 contest.

Jordan tossed in a free throw with 1:04 left in regulation to tie the score, but Oswego finally scored again with 46 seconds remaining when Zach West (10 points, six rebounds) hit a 3-pointer. But Jordan answered with a 3 with 31 seconds left to tie it at 43.

Early in the game, East grabbed an 11-5 lead after one quarter and led, 16-9, in the second period before taking a 24-20 halftime lead. But Oswego rallied and led, 37-32, going into the final quarter.

The Panthers also received 11 points and 10 rebounds from Steven Frank and seven points from Brice Robinson.

BOLINGBROOK – The Plainfield North girls entered the Class 4A Bolingbrook Regional as the No. 19 seed in the Oswego East Sectional.

They just aren’t playing like a 19th seed. After victories the first two nights of the tournament, coach Reggie Lemon’s Tigers find themselves in Thursday’s regional championship game against Bolingbrook.

North, which beat No. 13 Lockport, 58-48, in Monday’s feed-in game, whipped No. 4 Oswego East, 63-47, Tuesday night. Bolingbrook, seeded fifth, ended Downers Grove North’s season, 44-32.

The two winners will meet at 7 p.m. Thursday for a berth in the sectional semifinals.

Illinois’ McAsey cited: Illinois middle-distance runner Joe McAsey (Minooka) was named the Big Ten Men’s Indoor Track Athlete of the Week and is the first Illini to be recognized by the Big Ten this season.

Last weekend at the Iowa State Classic, McAsey finished fifth in the 800-meter run in 1:47.38. That puts McAsey at the top of the Big Ten in the event as well as seventh in the nation.

It also moved him into second on Illinois’ all-time event list.

McAsey also competed on the Illini 4x400-meter relay that finished second at Iowa State in 3:08.01, the third-fastest time in the conference and the 13th-best in the country.

That time also ranks fifth in Illini history.

SOUTH BEND, Ind. – Mike Brey knew his team was better shooting at free throws than they had shown of late.

So with six days off between games, Brey had No. 10 Notre Dame focus on foul shots. All that work at the line paid off Tuesday night.

Jerian Grant had 24 points, 10 assists and five steals, and the Irish hit 27 of 28 from the free throw line in an 88-75 win over Wake Forest.

After a 35 percent foul shooting performance in a blowout loss at Duke 10 days ago, free throws were Brey’s focus.

“We should be shooting that thing at a better clip from the line,” said Brey. “It’s a great weapon for us.”

Pat Connaughton added 13 points for the Irish (23-4, 11-3 ACC) despite battling a stomach virus and missing practice for much of the past week.

Devin Thomas, who averaged 20 points and eight rebounds in two Wake Forest

wins over the Irish last year, had 26 points and 11 boards for the Demon Deacons (12-15, 4-10 ACC).

Notre Dame, second in the nation in field goal shooting coming in, hit just one of its first 12 attempts after not playing for a week. The Irish took a 43-41 lead into halftime after Grant’s drive and layup with three seconds left.

“That dude makes tough shots,” said Wake Forest coach Danny Manning. “He’s a complete, all-around player.”

That bucket turned out to be the beginning of a 10-0 Irish run. Grant and Steve Vasturia hit consecutive 3-pointers to help the Irish open up a double-digit lead for the first time, less than two minutes into the second half. Vasturia finished with 12 points.

After Thomas scored on consecutive trips down the floor for Wake Forest, the floodgates opened for the Irish.

Larson set to become new superstar

The Associated Press DAYTONA BEACH, Fla. – As Jeff Gordon winds down his long career, the kid who grew up idolizing him is just getting started.

Kyle Larson is ready to become NASCAR’s next superstar. His sophomore season in the Sprint Cup Series begins Sunday with the Daytona 500 and there are high expectations for Larson to have a breakout year.

He was decent last season during his run toward rookie of the year honors, but Larson is ready for more. On his list of goals for the year is winning his first Sprint Cup race and making the Chase for the championship.

“Last year, nobody had any expectations for me other than failing,” Larson said. “So the expectations are different this year. A little bit more pressure. I think we can run up front every week, hopefully, and be competitive and try and get a couple of wins.”

The expectation of failure is a bit of an exaggeration by Larson, who has skyrocketed from sprint cars to NASCAR’s top series in just three years. His first full season in stock cars was in 2013 and many believed team owner Chip Ganassi was rushing Larson when he promoted him to Cup last season.

Nobody inside the Ganassi organization felt that way.

Chris Heroy, who worked with Jimmie Johnson, Jeff Gordon, Dale Earnhardt Jr. and Mark Martin at Hendrick Motorsports, knew he was being paired with a rare talent when he moved to Ganassi to

become Larson’s crew chief.

“I saw Jimmie in his prime, winning all those championships, and I’d put Kyle right there,” Heroy said of the sixtime Cup champion. “Kyle is a generational talent.”

The industry sure hopes Heroy and the Ganassi organization are correct.

Gordon, the four-time champion and face of NASCAR for the last two decades, is retiring from full-time competition at the end of the year.

His departure as Larson is taking off almost makes the cycle full circle: Larson grew up a Gordon fan – he periodically posts throwback pictures on social media of him dressed head-to-toe in Gordon’s rainbow-themed gear as a child – and Gordon has spent the last three years praising Larson.

Gordon has given the 22-year-old advice, and he pulled him aside after hard racing in the closing laps at Chicagoland Speedway in Jo-

liet in September to explain some things Larson could have done differently.

Larson, once Gordon’s biggest fan, now has Gordon as the biggest Larson fan.

“I want Kyle Larson to be exactly who he is now, to never change,” Gordon said. “But that’s going to be hard. I always tell guys like Kyle, who’s been catapulted into this Sprint Cup Series at a high level who have got a lot of talent, you can’t prepare for what it’s like to be famous, to do autographs, to take pictures, to win at the highest level. You don’t know what that’s going to be like.”

The swell is slowly growing around Larson, who welcomed a son in December with his longtime girlfriend and is balancing fatherhood with his growing popularity. He’ll be the star of a national commercial for sponsor Target that will debut during the Daytona 500.

Target reallocated some of

its spending on Ganassi’s IndyCar program this season to focus on marketing Larson and three-time IndyCar champion Scott Dixon. In addition to Larson’s commercial, the retailer is launching a TeamTarget.com hub on Sunday that will chronicle the season and host a series of additional videos featuring both drivers.

So as NASCAR begins the transition to the younger drivers who will carry the sport for the next decade, Larson is readying himself for the ride.

“I definitely paid attention (last year) to people doubting what we were going to be able to do,” he said. “That fueled that into our team as ‘Let’s go out and prove them wrong.’ I feel like we did that. But I didn’t let it get to me or anything like that. ... I hope I’m the next big thing. We’ll just have to wait and see, I guess. I’m sure there are a lot of other ‘next big things’ coming up. I hope I can stand out as that guy.”

While fitness buffs sang its praises when it first hit the scene a few years ago, I scoffed.

But after seeing it take up more and more space on the shelves of my local supermarket, I caved and bought it for the first time.

At first I stayed fairly traditional in my usage: I added a scoop to my chocolate or banana morning smoothie, or added it to cookie dough to make a lower calorie peanut butter cookie.

But it grew on me. Soon, I was adding it to curries and sprinkling it on my oatmeal or over frozen yogurt. It really is quite good.

Powdered peanut butter is just what it sounds like – peanut butter that has had all of the moisture and most of the fat removed. You’re left with a fine powder (similar in texture to cocoa powder) that has the flavor of regular peanut butter. It can

be used as is or reconstituted.

For the latter, you just stir 1 tablespoon of water or other liquid (such as almond milk) into 2 tablespoons of powdered peanut butter until smooth.

One serving (2 tablespoons) of reconstituted peanut butter has a fraction of the fat and calories of traditional peanut butter – 45 calories, 5 grams of protein, 1.5 grams of fat and 1 gram of sugar. Compare that to the 188 calories, 16 grams of fat, 8 grams of protein and 3 grams of sugar in the real deal.

Plus, I find powdered peanut butter can be used in ways the regular stuff can’t. For example, this recipe for salty-sweet peanut popcorn. It is awards season, after all. So I figured I’d share my favorite popcorn treat. The recipe is simple, with just enough sweetness from a hit of honey to balance the salty peanut flavor.

Prefer the microwave?

Use unflavored plain popcorn and pop according to package directions, then transfer to a large bowl and proceed with the recipe starting with the honey.

1½ tablespoons coconut oil ½ cup popcorn kernels ¼ cup honey 3 tablespoons powdered peanut butter ½ teaspoon fine salt In a heavy, large saucepan over medium, heat the coconut oil. Sprinkle in the popcorn kernels and give a quick stir with a wooden spoon to coat the kernels in oil. Continue cooking and stirring until the first kernel pops.

Once it does, cover the pan and, using oven mitts, grasp the pan by both the handle and the lid, then gently shake the pan (on the heat) to keep the kernels moving as they continue to pop. Do this for about 2 minutes, or until there is a 2-second delay between pops. Remove the pan from the heat and transfer the popcorn to a large bowl. Be very careful; the popcorn will be very hot.

Drizzle the honey over the popcorn, then use wooden spoons to toss to coat evenly. Sprinkle the peanut butter and salt over the popcorn, then toss again to coat.

At the bridge table, we try not to guess, but sometimes we are forced to take a leap in the dark.

Today’s deal is an example. How should South plan the play in three no-trump after West leads the spade king?

The auction was simple and quantitative. South just hoped for the best in spades. If he had opened one club and partner had responded in a suit, South would have had no suitable rebid.

Declarer starts with eight top tricks: one spade, three hearts and four diamonds. He must score a club trick – but should he play low to his jack (hoping East has the queen) or to his king (playing East for the ace)?

To help in the decision, South should duck the first two spade tricks in order to learn about that suit’s split. What should declarer do if he discovers that West either has five spades or started with only four?

When West has five spades, there is no club guess. Declarer must play a club to his king, because if West has the club ace, the contract cannot be made. West would take at least one club and four spades.

Here, though, the spades break 4-3. Now South will have a pure guess in clubs – assuming East does not give the game away by pausing when a club is led from the dummy.

Second hand low is a reliable defensive rule. **

test: Just take a vitamin D pill daily. If your blood level is low, it may help.

And if it’s not low, it won’t hurt.

The recommended daily intake of vitamin D is 600 international units (IU) for everyone aged 14 to 70 and 800 IU for those age 71 and above.

Some experts recommend 1,000 to 2,000 IU a day.

There are large studies underway here at Harvard and elsewhere to test whether there are health benefits from taking daily vitamin D supplements. Results are likely to be published in four to six years. Until then, what’s the right thing to do? I think it’s reasonable for people to take regular vitamin D supplements.

For people who are at risk for diseases linked to a low vitamin D level, I get their blood tested. If their level is low (below 30 ng/dL), I recommend taking a daily vitamin D supplement. And I retest their blood level, because in my experience the supplements don’t raise the level very much in some people. Some of my colleagues disagree with me on this.

What if the studies that are underway show that I’m wrong – that the blood tests and the daily pills achieve nothing and are just a waste of money? I’d be sorry. But what if I did no blood testing and did not recommend pills until the studies were completed – and the studies showed that, by waiting, I had put my patients at higher risk for various diseases? I’d be even sorrier.

Dear Doctor K: I’ve read several articles about the negative effects of a low blood level of vitamin D, but my doctor said I didn’t need to have my level checked. Why not?

Dear Reader: Many of my patients are asking me the same question.

Vitamin D has been in the news a lot in recent years, but we still don’t have solid answers to many questions, including yours.

There is strong evidence that people with a low blood level of vitamin D have higher rates of osteoporosis (thin bones). There is less strong, but still worrisome, evidence that they have higher rates of various autoimmune diseases (including Type 1 diabetes and multiple sclerosis), atherosclerosis and associated heart attacks and strokes.

The linking of a low blood level of vitamin D to these and other diseases has led many doctors to routinely test the vitamin D levels in their healthy patients.

But an authoritative group, the U.S. Preventive Services Task Force (USPSTF), points out that even if you have a low vitamin D level, there’s little evidence that taking a vitamin D supplement will do you any good.

There are exceptions.

People who might need testing include those who: • have osteoporosis or other bone-health problems; • have circumstances that affect fat absorption, including celiac disease or weight-loss surgery.

Such conditions lower the amount of vitamin D your gut can digest; • routinely take medications that interfere with vitamin D activity, including anticonvulsants and glucocorticoids.

Dear Russell: I can think of few things more unpleasant than conversing with someone with the sound of “running water” (or worse) in the background and toilets flushing. Why anyone would do this is beyond me.

I’ll suggest instead that men and women who use public restrooms not touch the door handle without a paper towel – when available – firmly in hand.

Dear Abby: I grew up in the ‘90s in a neighborhood where the kids respected their neighbors. I now live in a different state and, obviously, a different era. Neighborhood kids constantly use my steep driveway to ride their bicycles, tricycles and scooters without asking permission.

Am I right in thinking this is rude, because in my opinion, they are trespassing? Not only could I be held responsible if one of them gets hurt on my property, but they also are extremely loud and do this while my children are trying to nap. They have been asked to stop, and I have threatened to talk to their parents, even though I don’t know where they live.

Dear Frustrated: Discuss this with your insurance broker. You are correct that if one of the children gets hurt on your property you could be liable. You also need to be more proactive than you have been. Tell the kids they are disturbing your children who are trying to nap, and if the kids don’t go away, find out where they live and talk to the other parents. It would be cheaper than having to install a gate in front of your driveway.

PUBLIC NOTICE JOLIET PARK DISTRICT INVITATION TO BID PROJECT TITLE: Inwood Sports Complex Parking Lot and Intersection Improvements PROJECT DESCRIPTION: Scope of Work The Joliet Park District will be accepting bids for parking lot improvements at the Inwood Athletic Center and Joliet Memorial Stadium. Along with the parking lot improvements, Joliet Park District will be accepting bids for a new traffic signal and intersection improvements onto Jefferson Street. The projects will be bid as lump sum projects with the expectation that the Joliet Park District will award one contract for both projects. Each of the projects has its individual plan set as well as schedule limitations.

Inwood Sports Complex Parking Lot Improvements The parking lot improvement will impact all major parking lots associated with the Inwood Athletic Center and Joliet Memorial Stadium. The improvements will include new channelization in the north portion of the west lot, seal coating all lots, pavement markings and new signage.

The channelization will include new curb and paving design to coordinate with the new traffic signal. The parking lot improvements will need to be carefully coordinated with the Joliet Park District to minimize impact to the facility users.

Inwood Sports Complex & Volkswagen Dealership Improvements The new intersection improvements will include relocating the Volkswagen dealership entrance west to line up with the major access into the Inwood Sports Complex. The old Volkswagen dealership drive will be removed. New driveway aprons and minor drainage improvements are required. The existing bituminous surface of Jefferson Street will be removed and a new surface course constructed. Traffic signals will be installed and the new signal will be made part of the Jefferson Street interconnected system. All improvements in Jefferson Street right-of-way are under the jurisdiction of the Illinois Department of Transportation and will need to meet all State requirements. All improvements within the Jefferson Street right-of-way will be completed “under traffic”. No overnight lane closures will be acceptable. All improvements to the drive and installation of the signals will need to be coordinated with Joliet Park District to minimize impact to the complex users.

BID PACKAGE FEE: A $50.00 fee will be charged for a copy of the Bid Package. The fee will only be refunded to any contractor who elects not to bid on the project and returns the Bid Package. Bid Packages must be returned prior to the bid date and undamaged.

PRE-BID MEETING: There will be a “MANDATORY” pre-bid meeting at the Inwood Athletic Center located at 3000 W. Jefferson Street, Joliet, IL on February 20, 2015 at 10:00 AM. BID OPENING: The Joliet Park District will receive sealed bids at 3000 W. Jefferson Street, Joliet, IL 60435. All bids must be delivered to the Inwood Athletic Club, 2nd Floor, until 10:00 A.M. local time when all bids will be publicly opened and read aloud.

BID REVIEW MEETING: It may be necessary to conduct bid review meetings with the contractor prior to bid recommendation. Contractors should be available March 18th through 20th for bid review meetings.
