By BOB OKON bokon@shawmedia.com JOLIET – The city of Joliet would have spent as much as $500,000 using outside contractors to plow neighborhood streets during the Feb. 1 snowstorm, according to a staff report up for discussion at Tuesday’s City Council meeting.

The report reviews the city’s response to the snowstorm, during which it took days to clear neighborhood streets, and looks for future options.

City Council members, dealing with phone calls from constituents demanding their streets be cleared, called for the report at their Feb. 3 meeting.

Joliet received more than 15 inches of snow in what city officials said was the fifth-heaviest snowstorm recorded in the area since 1880.

“City staff estimates the cost to employ contractors for subdivision plowing during this last event would have cost $300,000 to $500,000,” the report states. “The city has a list of several contractors that have offered to provide plowing services with the needed equipment.”

The report also outlines

the cost of expanding road crews and equipment – as many as 11 more trucks – at a cost of about $3.8 million, although it is not clear whether staff is recommending that spending.

Councilmen Larry Hug and Bob O’Dekirk said they believe the city needs more trucks and drivers. They also said the city may need to phase in the expansion to absorb the costs.

The report said Joliet already has more trucks than other comparable cities – Aurora, Naperville and Rockford. But those cities make more use of contracted snow plows.

Joliet only uses contractors to clear culs-de-sac. All main and residential streets are cleaned by city crews.

One councilman already is objecting to using outside contractors to plow more city streets.

Officials give lukewarm response to Senior Services Center request

By BOB OKON bokon@shawmedia.com JOLIET – City Council members are reacting with caution to a request from Senior Services of Will County for $100,000.

Representatives from the Joliet-based senior services agency met last week with Mayor Tom Giarrante and City Manager Jim Hock to discuss a financial crisis tied to a shortfall in state funding.

The issue is expected to be brought up at Tuesday’s City Council meeting.

But Giarrante and council members said Monday they are concerned about the impact on the city budget, as well as the potential precedent for other agencies that may look to the city for help, were Joliet to fulfill the request for support.

“They do a great job.

There’s no question about that,” Giarrante said. “But I’m concerned about opening

a Pandora’s box. There will be a line out the door.”

Joliet previously shared casino tax revenue with the Senior Services Center, other nonprofits and even local school districts. But that money was cut off in 2009 after gambling taxes declined along with other city revenue sources because of the recession.

Councilman Jim McFarland said he heard there was discussion of transferring some city money from the Rialto Square Theatre and Joliet Area Historical Museum to the Senior Services Center.

“I would consider giving them money if the mayor and city manager propose giving some funding from the extracurricular services we already support,” he said. But, he added, “Just to balance this year’s budget we had to dip into our reserves. I’m not for dipping into our reserves anymore to support an outside agency.”

Councilman Larry Hug said.

Hug said that since the Senior Services Center is a Will County agency, it should seek money from a “consortium” of municipalities.

Patricia Hensley, Senior Services Center executive director, said last week the agency would approach every municipality in Will County for help.

Hensley could not be reached for comment Monday. But in a Feb. 10 letter requesting the $100,000 that was sent to Giarrante and copied to council members, she noted the agency serves more than 27,000 Joliet seniors.

“It breaks my heart that Senior Services, with all the great service they provide, is under the gun right now,” Councilwoman Bettye Gavin said. But, she added, “Budget constraints will have to be seriously looked at.”

Gavin said she expects the matter to be discussed Tuesday.

“You lose accountability and efficiency and, in the end, it costs more money,” Councilman Jim McFarland said.

McFarland wants the city to hire part-time, seasonal employees who would be part of the city union that represents public works employees and would be called into service to plow streets.

Other information in the report includes: • Calls to City Hall in the aftermath of the storm reached a peak of 6,291, or 262 calls an hour, on Feb. 4.

• The city issued 227 tickets for parking violations during the snowstorm and another 110 tickets through Feb. 4.

Most of the later tickets were for cars left in the street that inhibited snow-clearing efforts.

• Police handled 58 accidents from late on the night of Jan. 31 through the afternoon of Feb. 2.

From a house to a home

Joliet Junior College interior design students redecorate for MorningStar Mission dunland@shawmedia.com JOLIET – It was the apple design on the dinner dishes that gave Ellen Batorson the idea to stencil 16-foot trees on the kitchen walls of MorningStar Mission’s latest home.

“These are really tall walls,” the Sugar Grove resident said with a laugh.

Batorson is one of eight Joliet Junior College interior design students redecorating space for MorningStar Mission in Joliet for the fourth time, said Gladys Hughes, JJC adjunct instructor.

This particular Joliet four bedroom tri-level – donated anonymously to the mission – will soon become home to three unwed mothers and, possibly, their small children, said Jackie Kinney, MorningStar’s volunteer coordinator.

The home’s name – BETH House – is an acronym for its donors, Kinney said. Its purpose is to offer an alternative to abortion with the goal of saving infants’ lives, Kinney added.

“It gives the mother the opportunity to make the choice of either keeping an infant or possibly giving it up for adoption,” Kinney said.

Hughes stumbled upon MorningStar Mission several years ago in the phone book when she sought a communi-

ty service project for her students and members of JJC’s Interior Design Club.

She wanted students to practice their skills within the confines of a tight budget and with the goal of blessing others.

“I called and asked if they had a need for us,” Hughes said. “Then we worked out the details.”

During the first project, students redecorated MorningStar’s office and dining room, Hughes said. They selected color schemes and let Mission staff pick its favorite.

In the dining room, lighter colors made it look less narrow, Hughes added.

The second project was a small home – House of Hope – which the Mission bought for graduates of its life recovery program to live in for up to two years if they are working. The students had it ready for occupancy within two months, Hughes said.

Two years ago, Hughes said, the students revamped two veterans’ homes.

In November, JJC was invited to redecorate BETH House. Kinney said the students produced quality results in the other homes and she believed she’d be delighted with their work at BETH House.

“They always make it look as if someone is ready to move in or curl up on the couch,”

Since the painting and carpeting was done, the students’ job was to furnish and accessorize on the Mission’s stringent budget.

Most of the shopping was done at MorningStar’s two Treasure Chest resale shops in Joliet and New Lenox, Hughes said, with each of the eight participating students taking charge of an entire room.

“One, who is a proficient quilter, is making a quilt for the supervisor’s bedroom,” Hughes said. “I think that’s very generous of her.”

Batorson’s room of choice was the kitchen. She considered practical items the women would need – mixing bowls, measuring cups, toaster, coffee pots, utensils – selected an expanding kitchen table with matching chairs and added several red rugs for accents.

“The kitchen is the heart of the home,” said Batorson, who worked in a bank for 30 years and saw plenty of loans for kitchens and bathrooms.

“If you have a great kitchen and bath, you can pull the rest of the house together.”

Fair offers families fun on school day off

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Scores of children surrounded Disney’s ice queen Elsa with big, warm smiles as she walked through the Troy Middle School gym Monday morning.

Several girls and boys were a little shy, but gave big nods when asked by their parents if they were excited to see the “Frozen” heroine.

“I’m as happy as a clam,” said 8-year-old Paige Belmonte from Oak Forest, who also got a free haircut at the school.

Elsa was the big draw Monday during a kids’ fair at Troy, hosted by state Sen. Jennifer Bertino-Tarrant, D-Shorewood.

“We came for Elsa,” said Channahon resident Stephanie

Friel, who brought her three children, Cami, 6, Connor, 4, and Sami, 2.

Several local libraries, park districts, first responders and businesses set up informational booths at the fair, which included storytelling by the Fountaindale Public Library, a craft workshop by Home Depot and free kids haircuts by The Salon Professional Academy.

“We chose Presidents Day because we knew kids were off from school,” Bertino-Tarrant said. “We were looking for kids and the community to get involved.”

One vendor was Big Brothers Big Sisters of Will and Grundy Counties, which attends annually. The organization received interest from several people wanting to be

volunteers, mentors or seeking mentors for their children.

“We want the community to know we’re here,” said volunteer Brooke Denham, adding that the fair allows the organization to spread awareness of their goals to kids and parents.

Educational day off

In addition to the activities, Friel said she and her children received valuable information about services offered by attending organizations. She signed up Cami for dance lessons with the Joliet Park District.

“To show kids all the different things they can do was good,” she said. “It’s much better than sitting at home and watching TV.” “It’s good for kids, but it’s

also good for parents,” said Joliet resident Rita Williams, who brought her grandchildren Elizabeth Metz, 11, and Alex Metz, 6, from Plainfield.

Elizabeth liked meeting Elsa. But she said her favorite part was checking out the live reptiles at the Pilcher Park Nature Center’s display because she is interested in becoming a veterinarian.

“I liked learning more about them,” she said. Her brother Alex enjoyed meeting Joliet Slammers mascot Spikes.

Brady McCabe also found the reptiles interesting.

“I didn’t know the snake’s skin would be so smooth,” the

10-year-old Channahon resident said.

Continuing the fair

Bertino-Tarrant said she is continuing the kids’ fair begun by former state Rep. Tom Cross.

Cross, a 22-year veteran in the Illinois General Assembly, lost his bid for state treasurer last fall and Rep. Mark Batinick, R-Plainfield, won his seat.

“I always wanted to do one of these, but Tom did one every year,” Bertino-Tarrant said.

“We added the free haircuts and Elsa. There were performances before, so hopefully we’ll bring them back in the future.”

Man killed in work-related accident remembered

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – The 22-year-old Joliet man who died Friday in a work-related accident at Union Pacific Intermodal in Joliet is being remembered by friends and family this week as a “goofball” who enjoyed bowling and backyard baseball.

Jeremy Hughes was madly in love with pop star Taylor Swift, according to friends and family.

“One of the last videos he sent me was him singing that one Taylor Swift song [‘Blank Space’],” friend Ronnie Anstead said Monday. “He loved her.”

Hughes died Friday while working at Intermodal Services of America, a business located within the UP intermodal in Joliet. He was crushed between two trucks near the 3000 block of Centerpoint Way, according to police reports.

Hughes started working for ISA – which does contract switching for Union Pacific in Joliet and Chicago – in early 2014, said brother Steven Ortega-Hughes.

Family and friends on Monday said they want Hughes remembered by the way he lived, not by the way he died.

He was a hard worker, but he also knew how to make people laugh, Ortega-Hughes said.

“He was goofy. There’s so many one-liners that I can’t even think of one,” Ortega-Hughes said of his younger brother. “He was always doing goofy stuff to make everyone laugh.”

Since Hughes’ death Friday, hundreds of friends and family members have posted messages on his Facebook profile.

Many who knew Hughes are still shaken up by what happened, but the outpouring of love and support has been overwhelming, Anstead said.

“It’s crazy. Most of these people on Facebook, I don’t even know, but they’re offering me their condolences,” Anstead said. “He was just the best person I’ve ever known in my life. I just want everybody to know that.”

The visitation for Hughes is scheduled from 4 to 8 p.m. Friday at Carlson Funeral Home, 2320 Black Road in Joliet, according to family members. His funeral is scheduled for 10 a.m. Saturday at the funeral home.

Chris Covarrubia of Ridgewood said he grew up with Hughes and he was “known for his karaoke” and his love of bowling, pepperoni pizza and Jack Daniels. A group of friends and family bowled at Laraway Lanes in New Lenox on Saturday night to celebrate his life, he said.

On Monday, a man who answered a phone number listed for the ISA company on the Illinois Secretary of State’s website told The Herald-News he was aware of Friday’s incident, but he had no comment.

He then hung up.

Michael Murphy, chief development officer for CenterPoint Properties, said Monday the incident did not take place on property owned by the Oak Brook-based developer, nor is the developer involved with the incident. The property is owned by Union Pacific.

CRETE – Open houses will be held next week on the pre-construction phase of a pipeline that will run through Will and Grundy counties.

Enbridge plans to construct the Line 78 pipeline from the Flanagan Terminal near Pontiac to its terminal near Griffith, Indiana. The 79mile, 36-inch diameter crude oil pipeline will cross Livingston, Grundy, Kankakee, Will and Cook counties in Illinois, as well as Lake County in Indiana.

The open houses regarding the pre-construction phase of the project will be held Feb. 19 in Sauk Village and Feb. 26 in Crete.

Pipeline construction will begin this spring, with estimated completion in fall.

“This is an opportunity for stakeholders, community members and others to learn about the routes and also what construction entails and what you can expect within your area,” said Jennifer Smith,

Enbridge spokeswoman.

The first round of open houses took place in 2012 and introduced residents and others to the project’s basics, she said.

The pipe is being constructed in response to market demand for increased pipeline capacity to transport crude oil, according to Enbridge.

The project will “expand Enbridge’s capacity to transport growing supplies of crude oil produced in the Williston Basin region around North Dakota and light and heavy crude production in western Canada,” according to the company.

Enbridge representatives said the Line 78 pipeline will allow regional refineries more opportunities to process U.S. and western Canadian crude oil and reduce reliance on traditional supplies imported from outside North America.

Crete Mayor Michael Einhorn said the Line 78 Pipeline Project is “really an innocuous” project. Other pipelines have passed through Crete without issues, he said.

Will state budget cover social services?

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Local social service agencies that rely on state funding will pay close attention Wednesday when Gov. Bruce Rauner lays out his budget plan this week.

By law, Rauner must develop a budget based on available funds. The recent expiration of the state’s temporary income tax increase could result in big spending cuts and test his campaign pledge to not raise taxes to fill a gaping hole for the remainder of this fiscal year and next.

United Way of Will County President Mike Hennessy said state funding makes up a significant portion of the budgets of many of the organization’s 45 partner agencies.

“We are anxious. We don’t know what the priorities [of Rauner’s administration] are going to be,” Hennessy said Monday. “Hopefully, health and human services will be on top of the list.”

Hennessy said agencies will be concerned about potential changes to both the state’s current commitments and future funding.

“Studies show when revenues decline, the demand for care goes up. Individuals have more need of services provided by a community agency,” he said.

Budget crisis

A roughly $2 billion revenue gap is expected by the end of the fiscal year in June because the $35.7 billion budget lawmakers passed last spring didn’t allocate enough money for expenses. A decision on extending Illinois’ income tax increase wasn’t taken up in the fall, as lawmakers heeded Rauner’s request not to address any “substantive” issues until his January inauguration.

As a result, the tax increase rolled back Jan. 1, from 5 percent to 3.75 percent for individuals, and from 7 percent to 5.25 percent for corporations.

Some state programs and services are rapidly running out of money. A state-subsidized day care program needs almost $300 million more to continue helping low-income parents through June. The departments of Corrections and

Easter Seals Joliet CEO Debbie Condotti said her organization is about 65-percent state-funded – not with grants, but earned money flowing through the state, such as Medicaid.

“I don’t want to diminish the seriousness of the current financial crisis, but I don’t recall a time where there haven’t been challenges in human services [funding],” she said.

According to Condotti, economic problems carry a silver lining when different agencies need the same dollars.

“It brings many organizations to work more collaboratively than ever before,” she said.

LOCKPORT – Supporting Lockport downtown improvements could be rewarded with private flying lessons or an air boat ride.

Those are two of about 50 auction and raffle items offered at Main Street Lockport’s third annual 1836 fundraiser event, to be held from 6 to 9 p.m. Friday. The event will take place at the Public Landing restaurant, 200 W. Eighth St. Main Street Lockport is a nonprofit, volunteer organization dedicated to downtown beautification and revitalization. Friday’s event – taking its name from Lockport’s establishment date – is one of its main fundraising engines.

“It’s just to get everyone to come down and support local merchants. It has a small community feel,” said Tina Keller, Main Street Lockport president.

I-55 crash remains under investigation

By HEIDI LITCHFIELD hlitchfield@shawmedia.com Gardner Fire Chief Terry Jensen said Monday the multi-vehicle collision Saturday morning on southbound Interstate 55 near Gardner escalated quickly.

The accident, which still is under investigation by the Illinois State Police, occurred near mile post 227 on I-55 south, according to state police. Emergency responders from multiple area municipalities were called to assist at the scene.

He said when responding to a call of a multi-vehicle crash with injuries at 10:08 a.m. he wasn’t prepared for what he was about to see.

“We were going northbound to turn around and we saw there were 10 to 12 cars involved in the accident,” Jensen said. “As soon as we passed the scene we watched five other cars going full force crash into the pile up.”

Jensen said responders were able to get in the middle of the southbound lanes with their lights on to stop traffic from adding to the collisions.

Responders quickly called an EMS box alarm that eventually escalated to a 5-11 alarm, which called in ambulances from as far away as East Joliet to the north and Pontiac to the south.

The accident was caused by whiteout conditions, which also hampered the ability of responders to quickly assess the situation as they weren’t able to see from one end of the scene to the other end.

“Weather was a huge deterrent,” Jensen said. “When we first started we couldn’t see anything.”

He said the first thing he saw when he pulled up was two SUVs that were tangled with barrier cables and guard rails.

He couldn’t imagine how they got there.

“People were needing and yelling for help,” Jensen said.

“I had someone triaging while I walked the scene since I was unable to see it all.”

Officials said somewhere between 17 and 22 cars were involved in the collision with

Illinois State Police District 5 said Monday the interstate was shut down for four hours while emergency crews worked to clean up.

Jensen said vehicles were all over the road and in the ditches. A Fed Ex truck had hit a van already in the ditch, which required about a 10-minute extrication.

Renegade expands Jeep’s on-road, off-road prowess best-selling Grand Cherokee, offering five trim levels: Laredo, Laredo E, Limited, Overland and the top-tier Summit.

The new 3.0 liter EcoDiesel V-6 with 240 hp and clean-diesel technology is now offered, along with the award-winning 3.6-liter Pentastar V-6 engine with 290 hp. At the top is the 5.7-liter V-8 with 360 hp and fuel-saving cylinder deactivation technology, which runs on four cylinders when eight are not needed. All are linked to a new eightspeed automatic.

Consumers have a choice of three available 4x4 systems: Quadra-Trac I, Quadra-Trac II and Quadra-Drive II. Also available are Quadra-Lift air suspension and Selec-Terrain traction management system. Additional technologies include front park assist, and forward collision warning with crash mitigation systems.

Interior luxury for five passengers means amenities like leather and exotic wood trim. The Uconnect system has access via mobile and cloudbased voice texting and an 8.4-inch touchscreen radio with infotainment controls For more muscle, check out the Grand Cherokee SRT. Power comes from a 6.4-liter Hemi V-8 with fuel-saver technology and 475 hp.

Next in line is the mid-size, five-passenger Cherokee, with standard engine stop-start technology and a segment-first, nine-speed automatic.

Two powerplants are offered: a new 2.4-liter MultiAir2 Tigershark four-cylinder with 184 hp and mileage up to 31 miles per gallon (mpg) highway, and the new 3.2-liter Pentastar V-6 engine with 271 hp.

Grand Cherokee SRT is a powerful performer cloaked in luxury. A 6.4-liter, 475-hp Hemi V-8 is under the hood, and Jeep says it can romp from 0-60 miles per hour (mph) in 4.8 seconds.

Towing capacity is rated at 7,200 pounds.

Drive I, Active Drive II and Drive Lock, and Cherokee is also the first mid-size SUV to feature rear-axle disconnect, which reduces energy loss and raises fuel economy when 4x4 capability isn’t needed. The Selec-Terrain system has up to five modes to provide the best four-wheel-drive performance for any road or weather condition.

One of the most recognized – and most honored -- vehicles in the world, the Wrangler moves into 2015 with Freedom and Willys Wheeler Editions returning to the Jeep lineup of Sport, Sahara and off-road-best Rubicon trims.

Wrangler offers a new Trail Rated kit with durable tow strap and heavy-duty D-rings. Clear park lamps and turn signal indicators replace the amber units, and Sport models can now be equipped with the Uconnect 6.5inch touchscreen radio with hard drive storage and SiriusXM Radio.

A revised soft top on the Unlimited models is easier for one person to raise and lower. Wrangler offers a standard eight-speaker audio system and optional Premium Alpine Audio Package with nine speakers.

The 3.6-liter Pentastar V-6 gets up to 21 mpg with 285 hp, mated to six-speed manual or five-speed automatic transmissions.

Renegade offers “small-wide 4x4 architecture,” producing fresh styling, rugged body form and some really eye-popping features, like an available “My-Sky” panoramic open-air roof panel.

‘It’s My Party’ singer-songwriter Lesley Gore dies at 68 The Associated Press NEW YORK – Singer-songwriter Lesley Gore, who topped the charts in 1963 at age 16 with her epic song of teenage angst, “It’s My Party,” and followed

it up with the hits “Judy’s Turn to Cry,” and the feminist anthem “You Don’t Own Me,” died Monday. She was 68.

Gore died of lung cancer at New York University Langone Medical Center in Manhattan, according to her partner of 33

years, Lois Sasson.

“She was a wonderful human being – caring, giving, a great feminist, great woman, great human being, great humanitarian,” Sasson told The Associated Press.

Rauner faces ACLU pressure to overhaul child services

CHICAGO – First-term Gov. Bruce Rauner has come under increasing pressure to overhaul Illinois’ troubled child welfare system after a leading civil rights group asked for quick federal court action over “dangerously inadequate” care and services.

The American Civil Liberties Union of Illinois filed a complaint against the Illinois Department of Children and Family Services late Friday, the latest turn in a decades-old consent decree aimed at keeping adequate foster care and child protective services in place. Rauner’s administration responded Monday by touting a new director and efforts to help foster care children. But days ahead of his first budget address, questions lingered over how the Republican will make and fund any major changes.

The ACLU, which argues state wards have a constitutional right to adequate state services, said serious problems have been triggered in years past by deep budget cuts and exacerbated by having roughly half a dozen directors in less than two years. The group wants a response soon on alleged violations of the decree, particularly regarding children with mental health issues, and expects a hearing before a federal judge.

Chicago transit to be evaluated in study

CHICAGO – A $2.9 million federal grant is funding a study to determine the best way to evacuate Chicago in the event of an emergency.

Argonne National Laboratory will work with Pace and Metra as public transit planners run disaster and emergency simulations to determine the weaknesses of the

second-largest public transportation system in the country. The Lemont-based lab said it also will evaluate new technology and develop techniques for quickly getting people in and out of the city when a natural or manmade disaster occurs.

Argonne will use its opensource high-speed computer designed for transportation planning, as well as data sheets detailing streets, waterways and traffic lights in Chicago to study how traffic functions.

Uber ride-booking launches in 6 new Illinois cities

CHAMPAIGN – The ride-booking service Uber has expanded in Illinois to Champaign-Urbana, Bloomington-Normal, Rockford and Aurora in addition to its Chicago and Springfield operations.

Gov. Bruce Rauner attended the Sunday launch in Champaign along with Uber’s Illinois general manager, Chris Taylor.

“I look forward to doing everything I can as governor to make sure that Illinois is welcoming to your company and innovative high-tech companies like yours from all over America,” Rauner told Taylor at the University of Illinois Research Park. “I want this business park, I want the community and the tech sector booming in Champaign-Urbana the next four years.”

Taylor said more than 8,000 users opened the Uber app in the Champaign-Urbana area last week. In Rockford, Mayor Larry Morrisey was Uber’s first rider.

Taylor visited Rockford in November to discuss expansion with Morrisey and other city leaders.

Taylor said Uber drivers are

subject to background checks.

Recently in Chicago, an Uber driver was charged with sexually assaulting a passenger.

Police: 40 vehicles involved in Chicago highway pileup

CHICAGO – Illinois State Police said about 40 vehicles were involved in a chain-reaction crash amid slippery conditions on a major Chicago expressway.

A series of vehicles slammed into each other after the initial accident occurred after 10 a.m.

Sunday on the Kennedy Expressway near the downtown Ohio exit.

Police said a dozen people were taken to local hospitals with injuries that weren’t life-threatening, and 59 others refused medical treatment.

WASHINGTON – The official sign-up season for President Barack Obama’s health care law may be over, but leading congressional Democrats say millions of Americans facing new tax penalties deserve a second chance.

Three senior House members strongly urged the administration Monday to grant a special sign-up opportunity for uninsured taxpayers who will be facing fines under the law for the first time this year.

The three are Michigan’s Sander Levin, the ranking Democrat on the Ways and Means Committee, and Democratic Reps. Jim McDermott of Washington, and Lloyd Doggett of Texas.

The lawmakers say they are concerned that many of their constituents will find out about the penalties after it’s already too late for them to sign up for coverage, since open enrollment ended Sunday.

That means they could wind up uninsured for another year, only to owe substantially higher fines in 2016. The fines are collected through the income tax system.

Man indicted on 3 counts of murder in N.C. deaths DURHAM, N.C. – A grand jury in North Carolina indicted a man Monday on three counts of murder in the shootings of three young Muslims in what authorities have said was a dispute over parking spaces.

TV stations WRAL and WTVD reported a grand jury in Durham County handed up the indict-

ments Monday for 46-year-old Craig Hicks.

No one answered a phone call from The Associated Press at the courthouse, which closed midday for an impending ice and snowstorm.

Deah Shaddy Barakat, 23; his wife, Yusor Mohammad Abu-Salha, 21; and her sister, Razan Mohammad Abu-Salha, 19, were all found dead in their Chapel Hill condominium last week.

Police in Chapel Hill have said they have not uncovered any evidence Hicks acted out of hatred for his neighbor’s faith.

Attorney: Accused girl belongs in juvenile court

WAUKESHA, Wis. – One of two Wisconsin girls accused of stabbing a classmate to please the horror character Slender Man should face a lesser charge in juvenile court because she thought she had to kill her friend to protect herself and her family from the creature, her attorney argued Monday.

Each girl faces one count of being a party to first-degree intentional attempted homicide in adult court in connection with the May incident. Their cases have reached the preliminary hearing stage, where a judge decides whether enough evidence exists to order a trial.

Defense attorney Anthony Cotton began the two-day proceeding by declaring that the evidence will show his 12-year-old client should really face a second-degree attempted intentional homicide charge in juvenile court.

Still, the perky 11-yearold worries. During a recent practice exam at her school in Ohio, she couldn’t even log on. “It wouldn’t let me,” she said. “It kept saying it wasn’t right, and it just kept loading the whole time.”

Her state on Tuesday will be the first to administer one of two tests in English language arts and math based on the Common Core standards developed by two separate groups of states. By the end of the school year, about 12 million children in 29 states and the District of Columbia will take them, using computers or electronic tablets.

The exams are expected to be more difficult than the traditional spring standardized

state exams they replace. In some states, they’ll require hours of additional testing time because students will have to do more than just fill in the bubble. The goal is to test students on critical thinking skills, requiring them to describe their reasoning and solve problems.

The tests have multimedia components, written essays and multi-step calculations needed to solve math problems that go beyond just using rote memory. Students in some states will take adaptive versions in which questions get harder or easier depending on their answers.

But there’s been controversy.

The tests have been caught up in the debate playing out in state legislatures across the country about the federal role in education. Although more than 40 states have adopted Common Core, which spells out what reading and math skills students should master in each grade, several have decided not to offer the tests – known as the Smarter Balanced Assessment Consortium, and Partnership for Assessment of Readiness for College and Careers, or PARCC.

Some states are introducing other new state standardized tests this year.

The Common Core tests fulfill the requirement in the federal No Child Left Behind law for annual testing in reading and math in grades three to eight and again in high school. But as Congress seeks to rewrite the education law, there’s debate over whether the tests should be required

by Washington, and whether students are being tested too much. Parents in pockets of the country have joined a movement to “opt out” of these standardized tests.

Questions also have been raised about students’ keyboarding skills and schools’ computer capacities.

In the Appalachian foothills where Kayla attends Morgan South Elementary School, administrators and teachers worry that they don’t have the bandwidth to provide reliable Internet connectivity on testing day. Both tests offer a paper option. PARCC officials anticipate that about a quarter of students will use the paper version; Smarter Balanced officials estimate roughly 10 to 20 percent will take it on paper.

Copenhagen gunman had just left jail Struggle

By KARL RITTER The Associated Press COPENHAGEN, Denmark – The Danish gunman who attacked a free-speech seminar and a synagogue in Copenhagen was released about two weeks ago from a jail where he may have been radicalized while serving time for a vicious stabbing.

As Denmark mourned the two victims, these and other troubling details emerged Monday about Omar Abdel Hamid El-Hussein’s path to the country’s worst terror spree in three decades.

El-Hussein was arrested 15 months ago in a vicious knife attack on a train passenger, and while he was awaiting trial, a change in his behavior last summer set off enough “alarm bells” for jail authorities to alert PET, Denmark’s counter-terror agency, a source close to the investigation told AP. Sentenced to the time he already had served, he was released about two weeks ago, the source said, speaking on condition of anonymity because police haven’t officially identified the gunman.

“We are working on finding out what has happened,” PET spokeswoman Lotte Holmstrup said Monday.

The agency’s director, Jens Madsen, also wouldn’t elaborate, but he confirmed Sunday the agency had been aware of the gunman, and that El-Hussein may have been inspired by last month’s attacks by Islamic extremists in Paris that killed 17 people.

The 22-year-old opened fire at a cultural center and a synagogue – targets that resembled the Paris attackers’ rampage at the Charlie Hebdo newspaper and a Jewish

grocery store – before he was killed in a gun battle with a SWAT team early Sunday.

His victims included a Danish documentary filmmaker and a Jewish security guard; five police officers were wounded.

Denmark’s prime minister and crown prince and foreign dignitaries joined about 30,000 people honoring the victims in the bitter Monday evening cold outside the Krudttoenden cultural center, whose name in Danish translates to “powder keg.”

“I am here with my daughter to show her that we live in a free country. No one must ruin it,” said Aisha Abdi, a Somali Muslim and political refugee who brought her 12-year-old daughter, Irina.

Also Monday, a judge ordered 10 days of pre-trial detention for two people accused of helping El-Hussein get rid of a weapon while evading authorities. Both men deny the charges, said Michael Juul Eriksen, a defense lawyer for one of the two.

Under the cease-fire agreement negotiated by the leaders of Ukraine, Russia, Germany and France, the warring sides are to begin withdrawing heavy weapons from the front line Tuesday. That plan already looks at risk, with the rebels saying they are not satisfied conditions are in place for the process to go ahead.

Associated Press reporters in Luhanske, a government-held town nine miles northwest of the bitterly contested railway hub of Debaltseve, heard sustained shelling Monday. Some of the artillery appeared to be outgoing, suggesting it was being fired by Ukrainian troops.

Debaltseve, still in government hands, remains in contention despite the cease-fire.

The rebels insist the town should revert to their control because they have encircled it.

A loaded Grad rocket launcher was seen pointing in the direction of Debaltseve, but it was not fired while AP journalists were present.

French President Francois Hollande, German Chancellor Angela Merkel and Ukrainian President Petro Poroshenko expressed concerns about the continued fighting at Debaltseve and “expressed the wish that the OSCE observers have a free access to continue their work on the ground,” an official in Hollande’s entourage said.

Hackers’ $1 billion bank theft still could impact consumers

By JOSH BOAK The Associated Press WASHINGTON – The hacker gang that looted as much as $1 billion worldwide from banks was unusual: It stole directly from the banks, instead of ripping off their customers.

But this was hardly a bit of Robin Hood banditry that spared innocent account holders. Security experts said consumers still need to keep a close eye on their checking and savings, as epic computer breaches such as this theft – documented in a report issued Monday – are becoming all too common.

“Customers are still at risk,” said Sergey Golovanov, a researcher at the Russian cybersecurity firm Kaspersky Lab that released the report. “Criminals had access to all banking infrastructure, so they were able to get any data about customers.”

Doug Johnson, senior vice president at the American Bankers Association, said there’s no evidence any U.S. bank has been a victim of this particular breach. Still, the report found that some of the proceeds were deposited with banks in China and the United States.

The hacks detailed in the report, which was presented at a security conference in Cancun, Mexico, are the latest twist on data breaches that have struck not just banks but the health insurer Anthem and major retailers such as Target and Home Depot.

More people have become vigilant about monitoring their transactions and responding to alerts from their banks if a charge or withdrawal appears to be suspicious.

“We all look at our bank statements a hell of a lot more carefully than 20 years ago,”

said John Gunn, vice president of communications at VASCO Data Security, which provides authentication software for financial institutions.

There are other simple moves individuals can make to guard their financial data, said Stu Sjouwerman, founder of the data security firm KnowBe4.

Even if it appears to be from their bank, people never should open email attachments they didn’t request. Nor should they click on links inside emails but instead type the name of their bank into the Web browser address bar. And they should provide a Social Security number or account information only over the phone on calls that they initiated.

“Those are the normal things you would recommend consumers to use,” Sjouwerman said.

After attacks, Europe fights call for Jews’ mass migration

By LORI HINNANT The Associated Press PARIS – Despite desecrated Jewish graves in France and a deadly attack at a synagogue in Denmark, European leaders Monday rejected calls from Israel’s leader for a mass migration of the continent’s Jews to Israel, urging unity instead.

Hundreds of Jewish tombstones were found vandalized in eastern France on Sunday, hours after a Danish Jew guarding a synagogue in Copenhagen was shot to death.

Frenchmen have been accused of three deadly attacks on Jewish sites since 2012: one at a school in the southern city of Toulouse, another at a museum in Brussels and finally one at a kosher market in Paris last month. Twelve people died in total.

“We know there are doubts, questions across the community,” French President Francois Hollande said Monday. “I will not just let what was said

in Israel pass, leading people to believe that Jews no longer have a place in Europe and in France in particular.”

French Prime Minister Manuel Valls said Monday the government would defend French Jews against what he described as “Islamo-fascism.”

“A Jew who leaves France is a piece of France that is gone,” Valls told RTL radio.

Hollande was to visit the desecrated Jewish cemetery in the small town of Sarre-Union on Tuesday, his office said.

Of the 400 tombs in the SarreUnion cemetery, 250 had been vandalized.

Investigators were questioning five minors, 15- to 17-years-old, in connection with the vandalized cemetery, said Philippe Vannier, prosecutor of the eastern Bas-Rhin region. One of the five had turned himself in.

All were from the region, and none had any criminal record, he said. They can be held for up to 48 hours before being either charged or released.

FRANKFORT, Ky. – Snow swirled sideways in Kentucky and the typically bustling state capital of Frankfort came to a frozen halt Monday as a storm walloped parts of the South – which, unlike the Northeast, mostly had been spared this winter.

That all changed with a mix of snow, sleet and freezing rain across the region, making roads treacherous and knocking out power to thousands of people. Luckily, the storm arrived on a holiday, Presidents Day, when many schools and businesses already were closed and the morning commute was not as busy.

Officials also made certain roads were prepared this year after Southern cities – most notably Atlanta – were caught off guard a year ago when a winter storm stranded thousands of people on interstates overnight. Raleigh suffered a similar fate last year.

Still, some weren’t quite ready for the winter blast.

RL Doss said he already had used his 1987 GMC Suburban – which can haul up to three-quarters of a ton with ropes and chains – to rescue several people and their cars on the hills surrounding Frankfort. Cars were fishtailing and sliding off the slick roads.

“I look at it this way. Everybody is trying to get out, to get their last bit of food and stuff, getting home from work and people leaving for work and stuff, and it happens,” he said, shivering in a pair of tan overalls pulled over a hooded sweat shirt.

Glancing at his truck, the burgundy behemoth, he said: “I like to see what the truck can do and what it can’t do. I push it to its limits.”

In the Northeast, which has been slammed by seemingly endless snow, the white stuff stopped falling but the temperatures were bitterly cold.

What’s Rauner’s end game in his battle with Illinois unions?

VIEWS Rich Miller More than a few statehouse types have been wondering aloud for weeks what Gov. Bruce Rauner is up to with his almost daily attacks on organized labor.

Just what, they ask, is the end game here?

His people say that the governor feels “liberated” since the election to speak his mind about a topic that stirs great personal passion in him. He played up the issue during the Republican primary, then all but ran away from it in the general election, including just a few weeks before Election Day when he flatly denied that “right to work” or anything like that would be among his top priorities.

Yet, there he is, day after day, pounding away at unions, demanding right-towork laws, vilifying public employee unions as corrupt to the point of issuing an executive order barring the distribution of state-deducted employee “fair share” dues to public worker unions such as AFSCME. The dues are paid by people who don’t want to pay full union dues.

Some top Democrats believe Rauner may be setting them up for a grand bargain this spring. Democratic lawmakers certainly are going to freak out when Rauner presents his draconian budget. Rank-and-file members undoubtedly will demand some sort of tax hike to prevent draconian cuts to their cherished programs. Rauner eventually could say he’d agree to additional revenues in exchange for passage of

his economic package.

But some top Republicans who have regular contact with Rauner say they haven’t yet discerned a rhyme or a reason. “I just don’t see an end game here at all with them,” confided one operative. Another concurred, saying if there is an end game, it hasn’t been shared with anyone else.

For their part, the Democratic House speaker and Senate president have asked the governor gently to focus his considerable energy on attacking the state’s massive budget deficit, rather than spend his time attacking labor. The governor will need all the cooperation he can get to fix that budget problem, and he’s making more enemies than friends right now.

Rauner and his top people are misreading the Senate president in particular, I’m told. The Senate Democrats, much like the U.S. House Republicans, vote privately on pretty much every major issue. If a majority opposes an idea, they don’t move forward.

So even if Rauner manages to muscle all 20 Senate Republicans onto a bill, that doesn’t mean the majority party will allow it to be called for a vote. And the more Rauner attempts to undermine their traditional supporters in organized labor, the less they may be willing to go along with him on other things.

And the Democrats aren’t his only problem.

Rauner met with members of the Senate Republican Caucus in a Springfield restaurant earlier this month and delivered a stern warning. Rauner started by reportedly referencing the $20 million sitting in his

campaign account and said he wanted to be their partner in the upcoming session and would support those who supported him.

But then the hammer came down. Sources say the governor told the Republicans that he would ask for their votes on 10 issues and he needed them all to vote “yes” on all 10. Not five, not seven. Ten. And if anyone in the room didn’t vote for all 10, then they’d have a “[f-bomb expletive deleted] problem” with him.

Organized labor doesn’t have many friends among Senate Republicans, but they do have some House Republican allies. So top House Republicans hope Rauner will exempt those members from taking any anti-union votes.

In a major Democratic presidential wave year, with unions completely engaged against a hated governor, the Republicans fret they could lose even more seats if any of those 10 votes Rauner wants has to do with demolishing labor unions.

And the governor isn’t exactly inspiring confidence in the ranks.

Rauner’s executive order about fair share dues was declared illegal by the attorney general last week.

He reworked it to keep it on track, but it’s still not legal, according to the state’s highest-ranking lawyer.

In politics, it’s always unwise to threaten somebody with an unloaded pistol. Then again, $20 million can buy a whole lot of bullets, whatever the objective may be.

As a result of recently enacted reforms, Illinois’ Medicaid program is in the midst of great transformation, with new ways to deliver care, improve outcomes and achieve savings.

More than 115 hospitals across the state are part of innovative systems, such as Accountable Care Entities and Care Coordination Entities, that coordinate care for Medicaid enrollees to ensure the best outcomes and control costs. These reforms also have reduced Illinois’ spending on Medicaid by more than $1 billion since 2012.

Why is that important? Many of our families, friends and neighbors rely on Medicaid for their health and well-being. It’s the only insurance for one out of every two children in Illinois; and Medicaid covers one in four Illinoisans – kids, adults, seniors and individuals with disabilities or mental illnesses. The program is cost-effective and provides taxpayers with a significant return on investment as evidenced by:

• Illinois ranks 49th in the nation in Medicaid spending per enrollee – substantially lower than all other Midwestern states and large states such as New York (second) and Pennsylvania (seventh); • 75 percent of Medicaid payments to Illinois hospitals are from nonstate sources; • Through federal matching funds and a hospital provider tax, hospitals and health systems provide $400 million in additional funding to nonhospital providers such as community clinics and nursing homes; and, • Every hospital job supports more than 1.2 additional jobs for our local economies.

To have a healthy, productive workforce in a competitive economy, Illinois needs to responsibly fund its Medicaid program. We urge the governor and General Assembly to invest in health and not leave our most vulnerable residents behind.

By KAITLYN JASNICA kjasnica@shawmedia.com ROMEOVILLE – Not all high school girls basketball coaches will walk into a gym with blue hair. That’s what Plainfield South coach Leah Carter will do Wednesday when her team faces Oswego in the Class 4A Romeoville Regional semifinal.

South earned its 12th win with the Cougars’ 65-44 victory Monday over Joliet Central.

That’s five more wins than the previous school record of seven and gives the Cougars their first regional victory.

“If we can get to 12 wins, which is our goal, I’ll dye my hair blue,” Carter said earlier in the season. “I’ll do crazy things for these girls.”

And the Cougars wanted her to change her color badly.

“I want to see her hair blue,” Tyler Everett said with a big smile. “Twelve wins – that’s a big accomplishment.

We were trying to beat the school record, which was seven. So we said ‘OK, let’s beat that, and let’s do more.’ That’s the goal that coach set for us, and we said that we were going to get that and we’re going to beat it.”

Everett was one dominating component that earned South (12-16, 6-8) the win. In a sequence that lasted less than 20 seconds during the second quarter, Everett blocked a shot, got a steal, then scored on a layup while being fouled.

The 5-foot-9 senior sank the free throw.

Everett was not the only player to notch a 20-point performance. Central (10-16, 6-7) could not touch Jaianna Brooks in the first half, as the sophomore guard scored 15 of her 20 points. When the Steelmen tried to contain Brooks, she found Everett, Antwanetta Boswell (11 points), Ally Fink (eight) or Kaylin Doran (four).

“We like to rotate the ball a lot; it’s not just one person,” Brooks said. “We like to go in as a team. If you don’t have it, kick it out. Somebody is always open so you make sure that the whole team scores.

“Twelve wins – that’s a big accomplishment. We were trying to beat the school record, which was seven. So we said ‘OK, let’s beat that, and let’s do more.’ That’s the goal that coach set for us, and we said that we were going to get that and we’re going to beat it.”

That kind of hurt, but it is what it is. Plainfield South is a good team, and I wish them luck against Oswego.”

Against Oswego, the Cougars will have to do exactly what they did against Central – have everyone score and play hard defense.

“They have three players that we have to keep out of the basket,” Everett said.

“We have to play really good defense on them so that they won’t score. We have to keep our hands up to get this ‘W’ because we’re ready to play.

We’re really ready to play. It starts with practice. Practice the way you play.”

Think back to Jan. 20.

That was the night stateranked St. Rita overwhelmed Providence, 63-43. That dropped the Celtics to 8-8.

However, it only was Miles Boykin’s second game, and Nate Vejvoda had not yet gotten back as the football standouts had to get healthy and regain their basketball legs before returning to the court.

“We are a work in progress,” Celtics coach Tim Trendel said after that game. “We have to learn to trust each other. Once we get everyone back, we’ll be just fine.”

All well and good, but a 20-point loss to one of your big rivals can be devastating.

Trendel, however, did not see it that way.

“A game like this helps us in the long run,” he said then.

“Our kids are disappointed, but I told them we are really getting ready for March.”

Trendel not only is a good basketball coach, he has had a handle all along on what this team could be.

In Sunday’s quarterfinals of the Chicago Catholic League playoffs, Providence (17-9 and winner of nine of the past 10) knocked off St. Rita, 51-49. So much for the Mustangs’ 14-game win streak.

Trendel never quit believing Providence’s time would come.

Sectional seeding will be done later this week via online voting of the coaches.

The results are scheduled to be announced Thursday afternoon.

Providence will meet Hales Franciscan at 5:30 p.m.

Wednesday in a Catholic League semifinal at St Ignatius. Regardless of how that one goes, the Celtics from this vantage point have solidified a top-four seed in the Class 4A Bolingbrook Sectional.

Plainfield East (13-9) and Oswego (14-11) seem solid in the 5-6 spots, in either order.

Finishing in the top eight is important because only one team seeded 1 through 4 and only one seeded 5 through 8 will be in each regional. In other words, the regional has a similar look to last year’s at Plano, where JCA got on a roll that carried all the way to the sectional final.

Lincoln-Way West (17-7) may be the No.1 seed, as the Warriors were last season, with Morris (16-7) and JCA the likely 2-3 seeds in either order, unless Plano (16-8) impresses voters with its record. But assuming Morris and JCA land in the 2-3 spots in either order, a semifinal between the two would be in the offing, with Lincoln-Way West the potential foe in the regional final.

Both in Class 4A and 3A, this is shaping up as an interesting postseason.

Plainfield North rallies past Lockport

BOLINGBROOK – After facing big deficits at the start of each half, it appeared that Plainfield North’s girls basketball team would see its season come to an end against Lockport in Monday’s Class 4A Bolingbrook Regional preliminaries.

That wasn’t surprising, since the Tigers were the 19th seed in the Oswego East Sectional and were facing the 13th-seeded Porters in a meeting of two young squads whose best days lie ahead of them.

But North’s players used a pair of decisive runs during the second half to rally for a 58-48 victory over Lockport.

With the win, the Tigers move on to Tuesday’s 6 p.m. regional semifinals against

Oswego East. In the other semifinal, the host Raiders meet Downers Grove North, which defeated Plainfield Central, 54-22, in Monday’s other game.

“All season, the girls have been fighting, even though our record doesn’t show it,” Tigers coach Reggie Lemon said.

“I knew that they were going to come out and play hard since they don’t give up. This is a young group, so for them to play the way that they did was really good. Normally during the regular season, when we were down by eight points, it was the end of the road – but today, they showed something, and I’m really proud of them.”

Lockport led, 30-22, early in the second half and was still up, 34-28, when the Tigers began a 15-2 run – featur-

ing seven points from Jordan Heberg (19 points) – which extended into the final quarter to give North a 43-36 advantage.

But the Porters rallied from a that deficit with a 9-1 spurt of their own to grab a 45-44 lead with 3:31 remaining. Laurel Kucharski (six points) made two layups, and senior Jamari McAfee (13 points) tossed in a 3-pointer during that key stretch.

However, North had one more big run left and rattled off the next 14 points to finally end the drama. Freshman Amaya Johns (21 points) scored half of those points, while Heberg added five more to give the Tigers a 58-45 lead in the final minute.

“I was tired of losing,” Johns said. “We were a on a losing streak, and I just wanted to win.”

Freshman Kelle Knopp chipped in with nine points for the Tigers, who fell behind, 9-0, to start the game and were still down, 25-20, at halftime.

“We have a talented team, but I don’t think we were working as a team,” Knopp said.

“But our practices started getting harder and we started coming together as a team, and tonight that showed on the floor. We have three freshmen on our team and a few sophomores, so later on we’re going to have a really good team. I feel like we work better under pressure.”

The Porters saw their early lead narrow to 9-7 at the first break, but they opened it back up to 16-9 a short time later.

However, first-year coach John Placher has been saying the record is not indicative of the effort the Tigers have mustered. In Monday night’s regional feed-in game, West, the 20th seed in the Oswego East Sectional, used an 11-0 run to open the second half as a springboard to a 45-38 victory over No. 16 East Aurora.

The Tigers’ reward is a berth in Tuesday’s 6 p.m. regional semifinal against No 1 seed Benet.

“East Aurora put pressure on us, and our girls handled it well enough to get the win,” Placher said.

“That was good to stand up to their pressure because I can’t imagine Benet will be any quicker. Now, Benet is certainly a very good team, but we’re happy to have the

chance to go at them.”

After sophomore forward Maddie Mulder got West (424) off to a good start, hitting her first four shots to score the Tigers’ first eight points, East Aurora (7-16) battled to a 16-16 halftime tie.

“I try to come out strong every game to help our team,” Mulder said.

“We love our Maddie,” senior guard Monique Williams chimed in.

West sophomore Raven Reed scored from inside to open the second half, and the Tigers’ zone defense held the Tomcats scoreless for the next six-plus minutes.

During that span, McKenna Carson and Reed scored from inside, Williams on a traditional three-point play, and Mulder on a layup off her own steal to complete the 11-0 run.

East Aurora did not score until hitting a 3-pointer with 1:55 left in the third quarter, slicing West’s lead to 27-19.

From that point, the Tigers

never led by fewer than five points in what became a parade to the free throw line both ways.

“We knew our record is not good, but we tried to keep our composure,” Williams said. “We had to keep the mentality that we could do this. They’re a good team, and we were able to control the game against them.”

Williams finished with 10 points, including 5 of 5 free throws. She hit two with 1:34 left that stretched West’s lead to 43-34. “Those were big,” Placher said.

Mulder finished with 17 points and 10 rebounds. She hit 5 of 8 shots, 7 of 10 free throws and grabbed 10 rebounds. Reed had nine points and nine rebounds and McKenna Carson seven points and seven boards as the Tigers owned a 38-33 rebounding advantage.

“McKenna did a great job on the boards and both our sophomores [Mulder and Reed] had good games,”

Placher said. “Now, I’m sure we will have a bigger crowd for the Benet game.”

“We will come out with the same mentality,” Mulder promised.

“Our girls really have fought all year. I give them credit,” Placher added. “They have been in every game but the two H-F games. When you are 3-23, usually you are going to fold in a game like this.

But these kids never have quit. They very easily could have tonight against this team, and they didn’t.”

West fought quickness with quickness. The Tigers forced 21 turnovers and limited East Aurora to 9-of-45 shooting, an even 20 percent.

The Tomcats made 17 of 23 free throws to West’s 14 of 24 to help them stay as close as they did.

It took awhile to complete – the teams combined to shoot 28 free throws in the fourth quarter alone – but the wait was worth it for the Tigers.

“Give Plainfield North a lot of credit since they came with defensive intensity and forced us into some turnovers and converted on the other end,” Lockport coach Dan Kelly said.

“Our girls didn’t give up, and we fought back, but we couldn’t get some shots to drop toward the end – and that was the difference. We’re going to miss our two seniors, since they were tremendous leaders. The younger girls owe a debt of gratitude to them for stepping up.”

North had one sectional champ and two finalists among its three state qualifiers. Sophomore Luke Smiley (27-13) won the sectional at 126, while senior Nick Wolf (36-3) was second at 285. Junior Marcus Povlick (36-4) also advanced at 106.

None of the North’s trio qualified for state a year ago.

Wolf was ranked sixth at 285 heading into the sectional, while Povlick was fourth at 106.

Joliet West’s lone qualifier is junior Darvell Flagg (30-4), who will be making his third state appearance when he competes along with McGee and Povlick at 106.

Flagg, who just missed winning a sectional title against McGee, was ranked sixth heading into last weekend.

Joliet West’s two medalists since the split are Jim Spangler, who took sixth in 2011, and Matt Koran, who finished fifth in 2012.

Laraway Grade School tacks on second state title SUBMITTED REPORTS ST. JOSEPH – Dakoda Joachim scored 18 points and Taevion Chamberlain added 13 to help Laraway Grade School beat Pontiac St. Mary’s, 46-36, in the championship game of the recent boys seventh-grade Class 1A state championship game at St Joseph Middle School.

Laraway – which also won a state title in 2009 and has three state trophies in all – led, 30-27, after three quarters and pulled away in the fourth.

The Lancers (16-2) beat Newton St. Thomas, 38-7, in

the quarterfinals and Bloomington Cornerstone, 42-18, in the semifinals. Joachim scored 18 points and Chamberlain 14 against St. Thomas, while Chamberlain had 18 and Joachim 14 against Cornerstone.

In the seventh-grade Class 4A tournament at Normal Kingsley, Bolingbrook Humphrey (18-4) reached the championship game but lost to Normal Kingsley, 55-19. Kyonte Thomas and Zaquaill Biggs had six points each for Humphrey.

Humphrey beat Urbana, 46-36, in the quarterfinals

and Kankakee, 40-37, in the semifinals. Joe Corso scored 18 points, Devon Jones 12 and Thomas 10 against Urbana.

Thomas had 13 against Kankakee.

In the eighth-grade tournament at Urbana, Minooka (19-5) lost in the Class 4A quarterfinals to Cahokia Wirth, 46-24. Adrian Gutierrez had 13 points for Minooka.

Plainfield East and Plainfield North never have had an all-state wrestler during their brief histories, while Lincoln-Way West hasn’t placed better than fourth in Champaign and Joliet West hasn’t had anyone finish better than fifth since its program was restarted.

All four squads hope this weekend’s finals at the State Farm Center produces better results – and based on the athletes who will be competing, that is possible.

Lincoln-Way West has six individual qualifiers for the Class 2A finals, while Plainfield East and Plainfield North have three each on hand for the Class 3A meet, and Joliet West will be represented by one individual in that competition.

Two Warriors already have a pair of medals to their credit. Senior Noah Keefe (36-6), who competes at 132 pounds, took fifth last season and was sixth the year before; and junior Kyle Ruettiger (30-5), at 138, has claimed fifth-place finishes the past two years.

Lincoln-Way West’s other four state qualifiers are sophomore Tom Buell (32-11) at

“We would like to see someone get to the finals, but it’s certainly not going to be easy compared to other years due to the brackets,” Glynn said. “We need to get someone to break through to make that our expectation for next year.

Our kids aren’t just happy to get there. The last two years, we’ve had five medalists, and Kyle and Noah are two-time medal winners. We’re pretty loaded from 113 to 138, and the guys are pushing each other each day in practice. We’re battle-tested, not only in our schedule but in the practice room.”

By JENNA FRYER The Associated Press DAYTONA BEACH, Fla. – The qualifying session for NASCAR’s biggest race of the year was lambasted by Tony Stewart as “a complete embarrassment” and called a “cute show” by Clint Bowyer.

The frenetic knockout format ended with Jeff Gordon on the pole for the final Daytona 500 of his career.

And as NASCAR executive vice president Steve O’Donnell tried to answer to the wave of displeasure from the drivers after Sunday’s session, he was reminded by Gordon himself what a predicament the series is in regarding qualifying for “The Great American Race.”

“Great format, Steve!”

Gordon shouted to O’Donnell from the back of a news conference room.

Indeed, Gordon had no qualms with qualifying after he and Hendrick Motorsports teammate Jimmie Johnson outsmarted the field Sunday to sweep the front row for the Daytona 500. They were among only a handful of driv-

ers who were pleased with the format, and their opinion most certainly was based on the end result.

“This format is crazy and chaotic,” Gordon said. “It can be extremely rewarding when you have a day like we had.”

NASCAR abandoned single-car qualifying runs, the format used for 56 years at Daytona International Speedway, for the knockout group sessions it adopted last season. The format was not tried at the Daytona 500 last year but was used at the speedway in July.

The group qualifying works fine at most racetracks but has been proven tricky at Daytona and Talladega, where drivers must draft and the leader is not the fastest car. It has led to strategies that have drivers sitting on pit road watching the clock, and jockeying for position when it’s time to go.

After a five-car accident in the first group of 25 drivers, Bowyer railed against using knockouts to set the Daytona 500 field. Reigning champion Kevin Harvick and Stewart

both vented via Twitter, while Ryan Newman was among the many drivers critical of NASCAR. “It’s hard to stand behind NASCAR when everybody I talk to up and down pit road doesn’t understand why we’re doing this,” Newman said.

“Maybe I need to be sat down and educated a little bit.”

O’Donnell, who acknowledged the driver complaints, said NASCAR is trying to create a more entertaining format for fans than the snooze-inducing single-car runs.

“We don’t want to see wrecks of any kind. Not lost on us how much work goes into these cars by the teams, the efforts for our biggest race of the year,” he said. “We’ve got a really good track record of making adjustments where we need to, so we’ll certainly evaluate what took place.”

But the 12 drivers who made it into the final round weren’t really complaining – especially Gordon, who announced last month this will be his final full-time season as driver of the famed No. 24 Chevrolet.

DOVER, Del. – NASCAR driver Kurt Busch was ordered by a judge to stay away from his ex-girlfriend, Patricia Driscoll, and not communicate with her.

The decision Monday by Family Court Commissioner David Jones came after he held four days of hearings in December and January that included conflicting testimony from Driscoll Kurt Busch and the driver known in NASCAR circles as “The Outlaw.”

The judge’s order, which is good for a year, says Busch can’t buy or possess firearms or ammunition and must be evaluated for “mental health problems related to anger control and impulse control.” It also orders him to stay 100 yards away from Driscoll except for “at NASCAR races and related events where closer proximity is required” for Busch to “perform his duties as a driver or sponsored athlete.”

Busch’s attorney, Rusty Hardin, issued a statement Monday after the ruling saying he was “deeply disappointed” and intends to appeal.

“It is important to note that the commissioner’s ruling is a civil family court matter and totally unconnected to any criminal investigation or finding. Regardless of the commissioner’s finding, we know that Kurt never committed an act of family violence,” Hardin said in the statement.

Driscoll, 37, filed for protection in November, saying Busch assaulted her inside his motorhome at Dover International Speedway in September, grabbing her by the face and neck and slamming

her head three times into a bedroom wall. She said she drove to Dover from her Maryland home to check on Busch after he sent several texts that led her to believe he might be depressed.

In addition to seeking a no-contact order, Driscoll filed a criminal complaint with Dover police. Police submitted the results of their investigation more than a month ago to the Delaware attorney general’s office, which has yet to decide whether to prosecute Busch.

Busch’s racing team also put out a statement Monday saying it takes the allegations seriously and is awaiting a decision by the attorney general’s office on possible criminal charges before deciding what if any action to take.

Busch, 36, has denied the assault allegations. He testified that he repeatedly told Driscoll to leave after she showed up uninvited and unannounced at his motorhome a week after he broke off their relationship. He said Driscoll demanded that he tell her son to his face that their relationship was over, and that she ignored his repeated requests to leave.

Finally, Busch said, he cupped Driscoll’s cheeks with his hand, looked her in the eye and told her once again that she needed to leave. A Dover police detective testified that Busch told him Driscoll’s head “tapped” the wall at that time.

Driscoll’s neighbor testified that she saw marks on Driscoll’s face and neck when she returned to her Maryland home several hours after the alleged assault.

Nick Terry, a chaplain who ministers to NASCAR drivers and who saw Driscoll at the Dover track immediately after the alleged assault, testified that he and his wife did not notice any marks on Driscoll.

kfishbain@chicagofootball.com If the Bears want to find the safety of the future in the 2015 NFL Draft – and many peg Landon Collins to them with the No. 7 pick in mock drafts – this may not be the spring to do it.

During a conference call with reporters, NFL Network draft analyst Mike Mayock singled out safeties as one of the weak positions in this draft, along with quarterbacks. But it is deep at running back, wide receiver and edge rusher.

Mayock compared Alabama’s Collins to the Cardinals’ first-round pick last year, Deone Bucannon.

“I loved the way Arizona used [Bucannon], which was kind of a strong safety in their base coverage and then dime linebacker in their nickel and dime,” he said. “Big enough to take on the run, but certainly quick and athletic enough to cover running backs and tight ends, and that’s what I see with Landon Collins.”

Another safety who has those attributes is Mayock’s second-ranked safety – Washington’s Shaq Thompson, whom some are pegging as a linebacker.

“I like him as a kind of Kam Chancellor-type – big, strong, physical strong safety that can play dime linebacker in passing situations. I think it’s evolving in that way,” he said.

“If you look at [Bucannon], that’s what he did, and I think that’s what the model is for these two guys.”

If the Bears don’t get a safety in the first round, Mayock listed some of the other players they could consider later in the draft. Last year, they

“Derron Smith from Fresno, I like his ball skills. He’s more of a center fielder,” Mayock said. “Catches the ball well, tracks it well. Good feet, good movement skills, will tackle. The only downside is his size – he’s only about 5-11, 195. That worries me both from a tackling situation and also matching up with tight ends.”

Northwestern’s Ibraheim Campbell is a “smart, tough” prospect Mayock likes, slotting him as a third-rounder.

An under-the-radar safety is Samford’s Jaquiski Tartt, who is a “big, 220-pound safety that moves better than I thought.”

Mayock also mentioned TCU’s Chris Hackett, Virginia’s Anthony Harris and Arizona State’s Damarious Randall.

Here are other notes from Mayock’s call as they pertain to the Bears’ position needs, as well as local players: • If Heisman winner Marcus Mariota is there at No. 7, should the Bears take him?

“I would struggle with the Mariota pick there, if he was available,” Mayock said. “I still think it’s hard to move away from a guy like Jay Cutler. Even though he has some issues, he’s still proven that

he can play at a high level.

He cuts both ways, obviously, and Ryan Pace, John Fox and Adam Gase have to figure that out, but I would struggle with, at 7, you’re going to take Mariota and get rid of Cutler.”

• The Saints have been known to covet “big offensive linemen, especially their interior offensive line,” Mayock said when asked about new GM Pace. “Big bodies on both sides of the line of scrimmage are going to be important to him.”

• Edge rusher is a big need, and if the Bears are a 3-4 defense, Mayock said Florida’s Dante Fowler would be the best bet, over Randy Gregory and Shane Ray because Fowler is bigger at 255-260 pounds.

Here’s what Mayock looks for in a 3-4 outside linebacker: “No. 1, you’ve got to be a good pass rusher or have the ability to develop into one. No. 2, you’ve got to set a physical edge. And No 3, you’ve got to be able to drop into coverage, and that’s the least important of the three,” he said. “I think Dante Fowler’s the guy that checks off all three of those boxes.”

• In a weak quarterback class, Mayock said that Bryce Petty and Brett Hundley are the two after Mariota and Jam-

eis Winston, noting they both have “second-round talent.

Good size, good arm strength,” but that “they’ve got a long way to go to become pocket quarterbacks. They don’t throw with anticipation. If the first look isn’t there, both of them are hesitant and indecisive, which leads to sacks and other problems.”

• Mayock said there are eight “high-level” defensive tackles, including Leonard Williams, Danny Shelton, Malcom Brown, Arik Armstead, Jordan Phillips, Eddie Goldman, Carl Davis and Michael Bennett.

• One of, if not the top inside linebacker prospect is Miami’s Denzel Perryman. Mayock compared Perryman to Jon Beason because Perryman is only 5-11, but “always makes plays.”

• Mayock compared Oak Forest’s Tevin Coleman to Darren McFadden for his upright, explosive running style.

“When he sees a gash, he can take it to the house,” Mayock said, giving Coleman a second-round grade at this point.

“If he gets a seam, he hits it and he’s gone. His speed is phenomenal when he hits a seam. Not sure he’s as patient or natural a runner as some of the other guys, but his speed, toughness and aggressiveness, he’s a difference maker. He’s a home-run hitter.”

• On Lane Tech’s Laken Tomlinson, Mayock said: “Tough guy, smart as can be.

Gets movement in the run game. Surprisingly quick in short areas. I think he really helped himself at the Senior Bowl. He’s blocking some of the best defensive linemen in the country, so I think he’s a really good player.”

Helping the very young hear Researchers test device to help deaf children detect sounds

By LAURAN NEERGAARD The Associated Press WASHINGTON – At age 3, Angelica Lopez is helping to break a sound barrier for deaf children.

Born without working auditory nerves, she can detect sounds for the first time – and start to mimic them – after undergoing brain surgery to implant a device that bypasses missing wiring in her inner ears.

Angelica is one of a small number of U.S. children who are testing what’s called an auditory brainstem implant, or ABI. The device goes beyond cochlear implants that have brought hearing to many deaf children but that don’t work for tots who lack their hearing nerve.

When the ABI is first turned on, “she isn’t going to be hearing like a 3-yearold. She’ll be hearing like a newborn,” audiologist Laurie Eisenberg of the University of Southern California tells parents. She outlined the research Friday at a meeting of the American Association for the Advancement of Science.

The children don’t magically understand and use those sounds. “It’s going to take a lot of work,” Eisenberg cautioned.

Angelica cried when her ABI first was switched on, scared by the sounds. But five months later, her mother says the youngster uses sign language to identify some sounds – that was a cough, that’s a dog barking. And she’s beginning to babble the way hearing babies do, as therapists work to teach her oral speech.

“It’s just so awesome to hear her little voice,” said Julie Lopez of Big Spring, Texas, who enrolled her daughter in the study at USC, where researchers say she’s progressing well.

And cochlear implants proved “there’s a critical time window when the brain is very receptive to auditory stimulation and can develop speech communication in ways that are surprisingly good, if the stimulation is started early enough.”

The studies are small, each enrolling 10 to 20 children.

Ages vary; the Los Angeles study will implant starting at age 2, while some others try earlier. Children then receive intensive therapy to learn to hear.

The studies must prove safety, since the ABI requires delicate brain surgery in healthy children.

Sometimes we are surprised at the choice made at the bridge table by ourselves and others. In today’s deal, the winning choice would be overlooked by players unaccustomed to searching for alternatives to the obvious.

Against four spades, West leads his diamond two -- “My stronger minor, partner.” East wins with his ace and returns the suit. What should South do after ruffing?

It is reasonable for South to open four spades in the third (or fourth) position. Opposite a passed partner, a slam is unlikely, and the bid rates to keep the opponents quiet. (One point for serious partnerships: If you open four of a major with such a strong hand and the opponents enter the auction, you must double to tell partner about your unexpectedly high point-count.)

South has four potential losers: two hearts, one diamond and one club.

He has only nine sure winners: seven spades, one heart and one club.

At first glance, declarer could play for two heart tricks or take the club finesse. He could draw trumps and play a heart to the queen. But here if East plays low, the contract can no longer be made.

Did you see the sure route to 10 tricks? After pulling trumps, South should cash his club ace and continue with the club queen. West takes the trick, but when declarer gets into the dummy with a heart, he can cash the club jack. His 10 winners are seven spades, one heart and two clubs. **

Dear Doctor K: What are urgent care centers? Are they the same as emergency rooms?

Dear Reader: They definitely are not the same. Emergency rooms are for true emergencies – even though many people go to emergency rooms for quite minor problems. Typically, emergency rooms are attached to hospitals, because patients with true emergencies usually need to be hospitalized after their treatment in the emergency room.

In contrast, urgent care centers are for medical problems that benefit from prompt attention but are not life-threatening. Some hospitals staff urgent care centers as well as emergency rooms.

However, many urgent care centers are stand-alone units, located in storefronts or drugstores. Urgent care centers are for common illnesses, such as colds, the flu, earaches, sore throats, migraines, low-grade fevers and rashes. They’re also for minor injuries, such as sprains, back pain, minor cuts and burns.

How do you decide where to go for an urgent medical problem? If you have a primary care doctor, the first thing to do is contact him or her – unless you’re convinced it’s a life-threatening emergency. If you don’t have a primary care doctor, then you’ve got a decision to make.

Suppose a loved one burned his hand, is clutching his chest or has a high fever. When deciding between an emergency room and an urgent care center, consider this general rule: If a person could die or be permanently disabled, go to an emergency room. If the problem does not seem life-threatening and does not risk disability, go to an urgent care clinic.

How do you know if your symptom (or that of a family member) could cause a person to “die or be permanently disabled”? The following situations require emergency treatment in adults: • Severe chest pain or pressure; • Pain in the chest that

Dear Abby: Do you know why people feel the need to announce their pregnancies via ultrasound pictures? I’m sorry, but I don’t want to see all that. I guess some folks think the image of a blurry, blackand-white fetus is “darling.”

But to me, all I see is an upclose-and-personal snapshot of a stranger’s uterus. Even if we’re best friends, I don’t need all that detail. TMI, right? I really wish people would deliver this kind of news face-to-face.
