By LAUREN LEONE–CROSS lleonecross@shawmedia.com Court Appointed Special Advocate in Will County officials are proposing that the county board enact a new fee for people found guilty of felonies and certain other crimes.

CASA would use the money to help children involved in the court system as a result of abuse or neglect.

The proposed $15 fee was introduced earlier this month at a Will County Judicial Committee meeting and is scheduled to be addressed again at the committee’s next meeting March 4, said Reed Bible, D-Plainfield, who chairs the committee.

The CASA program, a nonprofit that works with the county court system, trains community volunteers to represent children in the juvenile court system.

State legislation that gives county boards the authority to enact such fees was passed last year. State Rep. Lawrence Walsh Jr., D-Joliet, and state

Sen. Pat McGuire, D-Joliet, were key sponsors.

Reed said about 500 children in Will County needed assistance through CASA in 2013, but only half received services because of budget restraints and a lack of volunteers.

“That’s good but not enough,” Reed said. “It would be best if they were serving 100 percent.”

Rita Facchina, executive director for CASA, estimated the proposed fee could generate about $50,000 annually for CASA, meaning she could hire another full-time advocate supervisor and a part-time advocate supervisor.

“Because we’re part of a national organization, we have guidelines. For every 40 to 45 volunteers we have serving children, we have to provide oversight through advocate supervisors,” Facchina said. “We try to recruit volunteers, but then we have to find the funds to hire supervisors.”

Facchina said it costs about $1,000 to advocate for a child for one year. The nonprofit

receives no state or federal funding but can raise money through fundraising efforts and grants.

The fee would apply to people who appear in court on a judgment of guilty or a grant of supervision for a felony; a Class A, B, or C misdemeanor; a petty offense; and for a business offense where a court appearance is required.

Reed said it’s unclear whether the committee will recommend that the board approve the fee but noted Friday the funding would go towards a good cause.

Steve Balich, R-Homer Glen, and member of the judicial committee, said he and other committee members question whether the fee should apply to crimes unrelated to child abuse.

“Why should somebody pay if they got arrested for speeding and have to appear in court? They have to pay to CASA even though the offense has nothing to do with neglected or abused children. Is that right?” he said. “That’s the questions we have.”

NEWS BRIEFS Man held on $5M bond for shooting mom, teen ROMEOVILLE – A suburban Chicago man is being held on $5 million bond after he was accused of shooting a teenager and her mother while they were in the driveway of a Romeoville home.

Twenty-three-year-old Erick M. Maya of Cicero is charged with two counts of attempted murder along with aggravated battery and unlawful use of a weapon for Thursday’s shooting.

He was arrested Friday.

Both the 15-year-old girl and her 33-year-old mother initially survived the attack, but the girl, who was shot in the head, died at 2 p.m. Saturday at Loyola University Medical Center, according to ABC Channel 7,

JOLIET – More than 20 years ago, store manager Greg Stewart was driving to the Jefferson Street Pizza Hut through blizzard-like conditions to open the restaurant on time for the day.

But when he arrived, he already saw big footprints in the snow leading up to the entrance of the Pizza Hut. He opened the door to find employee and Rockdale resident George Bertucci already had prepared everything.

“To me, that was remarkable,” said Stewart, now a regional manager for Chicago and Peoria. “That was George in a nutshell. He walked miles in the snow from Rockdale for the customers. He would do anything for you or anybody.”

Bertucci, a long-time employee for Pizza Hut and local, lovable icon, officially retired Feb. 8 after 34 years working in the same restaurant.

“He represents what employees should be today,” Stewart said, adding that he has known Bertucci for most of his career. “We’ve kind of lost that in this world. I think that’s what people will miss.”

Bertucci, 62, has dealt with developmental disabilities his whole life in addition to untimely deaths in his family. But he still kept his job for three decades and has always found solace serving customers.

“I’ve been in the same location all my life,” Bertucci said.

“It’s like a second home to me.”

After much of Bertucci’s family died by the 1990s, including his parents and several siblings, customers became a point of living for him.

He even suggested to management that the restaurant should create and hang a plaque thanking customers for their business.

To employees, Bertucci is that pizza chef who smiles and greets every customer, no matter the situation. He relished the opportunity to serve every person who opened the front doors. And he helped out em-

“George is a big guy, but he’s got the heart of a kitten,” said Jeremy Kolodziej, store manager for the Pizza Hut. “This is a real smart guy that would do anything for everybody.”

Kolodziej said customers would often strike up a conversation with Bertucci, and if he wasn’t there, they would ask

about him.

“George is loved around this town,” said coworker Lori Lake, a neighbor who drove Bertucci to and from work almost every day for the past 11 years. “He never missed a day from work unless it was an absolute emergency. He put everyone ahead of himself.”

Bertucci doesn’t plan to

work after he retires, but he wants to spend more time with his nephews and nieces, who have supported him.

“I just want to say thank you to all of them,” Bertucci said.

“Customers are No 1. I thank the employees. I also say thank you to the main office in Dallas, Texas. This job made me grow up so fast.”

Bertucci said he’s going to miss the smiles that light up on children’s faces when they see their pizza.

“I’ll miss it a lot, especially customers when they come in,” Bertucci said. “But it’s time for the young people to take over.

Kids today need jobs, too.

“My mom had a saying: ‘Be nice to people, and people be nice to you back.’ ” Bertucci’s extended family and work supported him through tough times and helped him work through some developmental disability, including a slowed speech.

But support services exist to help mentally and physical-

ly-challenged individuals find work.

“People with disabilities just have different challenges,” said Matthew Lanoue, coordinator of public relations at Cornerstone Services Inc., a state-funded organization that helps disabled individuals find work and sustainable housing.

“With the right kind of support, they can do many, many things other people can do.”

Cornerstone lines up disabled job seekers with employers. And while Lanoue noted several barriers exist, businesses open up considerably after being convinced of the impact disabled workers can have on the workplace.

“Many of these people represent their employers well and take great pride in their job,” Lanoue said, adding that employers save costs in training more short-term employees.

“They’re often more reliable than other workers because they stay longer and do good work.”

Sending love, cookies one box at a time

hlitchfield@shawmedia.com KINSMAN – Since August 2013, Melissa Dunning of Kinsman has been on a mission to supply cookies to troops stationed with her brother, Bruce Boling, and her brother-in-law, Jason Dunning.

Jason, from South Wilmington, is in the Army National Guard and is on deployment in Saudi Arabia.

Boling, originally from Mazon, is in the Air Force and is on deployment in Afghanistan.

For years, each time they were deployed, Dunning would bake cookies and her father, Les Boling, would make the care boxes and pay for the shipment.

Her father died a year and a half ago, and this is their first deployment since his passing.

Now, Dunning is creating and sending the care packages with her children, Amanda, Alexandria and Derek.

“I’m just trying to keep up what daddy would have done,” she said.

This also is the first time her brother and brother-inlaw have been deployed at the same time, so she hasn’t stopped baking for months.

Dunning spends hours making chocolate chip, peanut butter, pumpkin chocolate chip, cut-out, cinnamon sugar and no-bake cookies and has baked close to 2,000 cookies for this deployment

She buys flour and sugar in 25 pound bags, which last her about a month, depending on what cookies she is baking.

With help from friends, Dunning has decorated hundreds of cut-out cookies.

The batch going out this week took two and a half hours just to decorate.

“I’m a stay-at-home mom, thank goodness, or I wouldn’t be able to do this,” she said.

“Thank God for friends who help with the decorating; my kids are over the decorating

part now.”

Each time Dunning ships out a box, she waits for an email from the men to let her know they arrived.

“I forgot to put peanut butter cookies in one box, and a man serving with Bruce named John Apple commented, ‘What no peanut butter?’

So, I sent him some in the next batch,” she said.

When that shipment arrived Feb. 4, Dunning got a quick response from Boling via email.

“Wanted to let you know that the box arrived!!! ... You

should have seen the guys standing and waiting to see what there was. lol. The cookies are awesome!! Apple did his little happy dance because of the peanut butter cookies,” the email read.

“So after sampling them, we are all at a consensus ... very good!”

She also adds to the care boxes whatever she can find at the store that they need, including beef jerky, Ramen noodles, Folgers singles and anything else that can be microwaved but doesn’t require refrigeration.

“They request Spam and Pop-Tarts, along with anything they can put in their pocket and go with [them],” Dunning said.

Boling is due to come home just before March, depending on when his replacement arrives, but that won’t slow down the baking in her house.

Her care packages have now begun to expand to others from the area.

She has a box going out this week to Deric Punke of Mazon who is in Japan.

Her cousin’s son will be deploying in June, and boxes will be sent to him as well.

One care box ships with a $2 military discount for $14.85, and Dunning sends at least two out at a time.

It is an expense her father used to pay.

“We just make it work,” Dunning said. “They are giving up so much, it’s the least I can do.”

Village board makes decision to purchase special event supplies

The Plainfield Village Board last week approved the purchase of 125 barricades.

Plainfield won’t have to borrow resources from oth-

er municipalities to control crowds at parades and other events.

“We’ve been using barricades for parades in the downtown area for quite some time,” Village Administrator Brian Murphy said during a board meeting. “It’s a continuation of a practice that we had.”

The village has borrowed barricades from the Chicagoland Speedway at no cost for several years, but the barricades weren’t available for upcoming events, Murphy said.

The barricades will be bought at a cost of $9,989.75 from Schaumburg-based Crowd Control Warehouse

using funds from the tax increment financing district.

The barricades are 8-feet long metal structures that can be interlinked.

The topic of crowd control came up during discussion on the 2014 Irish Parade at the Jan. 6 board meeting, with trustees asking the staff to look into acquiring barri-

cades for village use.

In other business, the Village Board: • Approved a surcharge reallocation agreement with the Will County 9-1-1 Emergency Telephone System Board.

• Approved $6,740 in emergency repairs for a frozen water service line.

Joliet woman ‘thought of others first, herself last’

By DENISE M. BARAN–UNLAND dunland@shawmedia.com During Pauline “Polly” Winke’s funeral procession, the road to the chapel came to an unexpected end. All cars had to back up, said George Winke of New Lenox, which meant Polly was the last to arrive.

“That was typical of her,” George said of his mother, who died Jan. 24 at age 88. “She thought of others first and herself last.”

Born to a Greek farming family whose produce often appeared at the former Honiotes Brothers grocery store, Polly, of Joliet, was hospitable, frugal and trend setting.

Her full basement and freezer testified to her dedication to coupon clipping; her re-upholstered furniture remained beautiful after much wear and her home at 261 N. Raynor Ave. matched her impeccable style.

“Back in the ’60s, her home was featured in The Herald-News’ ‘Home of the week,’ ” said Dawn Winke of New Lenox, George’s wife.

As part owner and operator at Winke Studio in downtown Joliet, Polly booked appointments, kept the books and colored portraits with oils. After her divorce, Polly, who valued education, loved PBS and traveling, found a job that suited those interests, Dawn said.

Polly worked five years as a district sales person for World Book Encyclopedia, Dawn said.

Even as a volunteer with the Rialto Square Theatre in Joliet, Winke’s friendly sales background served her well.

“She told the customers, ‘Those cookies go really well with that coffee,’ ” George said.

“They would buy cookies along with the coffee without even realizing it.”

John Winke of Iowa, Polly’s son, said his mother taught him two things: hospitality and how to enjoy learning.

“It was my mom who taught me how to organize my work, learn my times tables and work hard,” John said. “In short, she taught me the value of academic discipline. This is a skill that has served me well throughout my academic and work careers.”

John said Polly was the mother that hosted sleepovers, grilled hot dogs and poured Hawaiian punch. That tradition continued into her sons’ teen years (Tom Winke of Joliet, as well as John and George) by stocking the refrigerator with lunch meat and pizza.

Holiday dinners meant Greek cooking and plenty of company. A common sight was four leafs extending the dining room table, topped with Polly’s best China and Polly preparing food on two stoves.

“She’d have the turkey in a 1920 stove in her basement and food cooking on both cook tops,” George said.

Whenever Polly bought a new car, she passed the old one down to a grandchild, George said. When she worked at Winke Studio and Polly saw people waiting in the rain or cold at a bus stop, she freely offered them rides downtown.

That generosity continued during the 25 years Polly worked as office manager at New Lenox Dental, George said. Polly not only remembered each patient’s name, she made them feel comfortable and personally picked up anyone needing transportation. One couldn’t deny Polly’s signature sense of humor and boisterous laugh.

“If something was funny, you knew it,” Dawn said.

“She’d laugh and laugh and laugh.”

JOLIET – Economic development likely will be at the forefront of the city of Joliet’s emerging three-year strategic plan.

The Joliet City Council and department heads took the first steps in developing that strategy at a two-night brainstorming session last week that highlighted the council’s desire to shift policy from its current command and control format to one that would develop a more intimate relationship with residents.

During the session, council and staff identified five key objectives moving forward: economic development, financial stability, community engagement, operation effectiveness and infrastructure.

Mayor Tom Giarrante saw economic development as the key goal moving forward.

“Economic development brings jobs and taxes,” Giarrante said. “We have a balanced budget, we have a surplus, but if we’re going to move forward we need to have jobs.”

The Herald-News interviewed several but not all council members on their impressions after the two-night session. And they echoed the concerns of the mayor.

• District 3 Councilman John Gerl: “It’s a zero-sum game.

There are only so many slices of pie. it was nice years ago when the pie was much bigger, we could give money to schools and build ballparks. That’s just not our reality now. We have to focus on core services, as well as economic development.”

• At Large Councilman Mike Turk: “I think the more we can do to attract business, the bet-

ter.”

• District 1 Councilman Larry Hug: “I think the economic development committee could work well with this process because this turned out to be the most talked-about item.”

• District 2 Councilman Bob O’Dekirk: “The economic development for me is key because if we can’t bring in good companies and good jobs, it’s going to affect the services we provide. I think it’s good that we are actually trying to formulate a plan and are setting benchmarks to see if we can achieve it.”

Council and staff will receive an update later this week from consultant Craig Rapp based on ideas raised at the brainstorming session.

Council members were upbeat about the opportunity the sessions gave them to work with staff.

Gerl: “I was very happy to see department heads were there. Getting their input was invaluable. They’re in the trenches doing the work. It was good to hear from them. But I also think it was good for them to hear from us because we’re the ones who hear from the residents.”

Turk: “I think it was a great idea for getting staff and council on the same page. It was two evenings well spent. I was really impressed that staff spoke very frankly. I think maybe we should do this once a year.”

Hug: “I don’t want the city council to micromanage staff.

We need to set the tone of city government. Staff is supposed work within that tone. The public should be our resource of finding out what that tone should be. The residents are the clients of the city, but they are also the owners. We are managing their resources.”

“I was really surprised and honored,” she said. “It will look good when I apply to schools; it shows you have good character and are a good student.”

Matthew Garcia-Thompson was chosen for January. He is a member of STAND (Students Taking New Directions) working to make MCHS an anti-bullying community. He also is in National Honor Society where he is active in multiple activities and coaches baseball.

He was honored that staff and faculty notice he is giving back to his community. It will help when applying for college scholarships, he said.

The students are invited to speak at the Channahon-Minooka Rotary Club after they are selected.

“I thought, after seeing the Rotary Club, it would be cool to join one, too,” Garcia-Thompson said.

Students of the month don’t necessarily know who nominates them for the distinction. When Kauffman said he wished he knew, DiLorenzo confessed he nominated Kauffman.

“Aside from being a great face in the hall and being genuine, he coaches baseball for his little brother,” DiLorenzo said.

“Having a teenager take that on for a younger sibling, you just don’t see enough of that these days.”

NEWS BRIEF Garbage trucks are running on holiday JOLIET – Joliet City Hall is closed Monday, but garbage will be picked up.

City hall is closed for the Presidents Day holiday, but it’s not a holiday for garbage collectors.

The city announced that garbage and recycling will be picked up by Waste Management on Monday and throughout the week on normal schedule with no

interruption for Presidents Day. The government holiday, however, does mean there is free parking in the downtown parking decks and on downtown streets Monday. Meters will be shut off for the holiday.

Commuter parking lots are subject to the normal fees.

When Minooka Community High School students receive a Student of the Month designation from the Channahon-Minooka Rotary Club, they are surprised and honored.

One high school senior is chosen each month, nominated by the MCHS staff and faculty, for their good academic and disciplinary standing at school, as well as their volunteerism within the community. Being a good student and having a good character are traits each Rotary Student of the Month possesses, MCHS Director of Community Relations Dave DiLorenzo said.

So far this school year, five students have been awarded the distinction. I had a chance to speak with four of them last week and was very impressed by these students.

I didn’t get to speak with Bret Miller, chosen for the month of September. During the course of high school Miller has been in football, track and wrestling. He also is a member of the Minooka Anglers Club, the Marching Indians and jazz band. He participates in the athletic training program.

A Boy Scout for 12 years, Miller will be receiving his Eagle Scout badge this month.

John Kauffman, chosen in October, is active in practically every band program at MCHS. He’s on the bowling team, a member of National Honor Society, Spanish National Honor Society and

WYSE (World Wide Youth in Science and Engineering).

He volunteers at St. Mary’s Church in Minooka and for Special Olympics, which his brother competes in annually.

Kauffman got a perfect 36 on his ACT. Kauffman was especially honored that he was selected so early in the school year, when teachers were just getting to know their students.

“They recognized my work early on; it’s a great honor,” he said.

Rebecca Peeples was selected in November. She is vice president for the International Club, public relations officer for National Honor Society and on the senior class committee.

She volunteers through the International Club, which focuses not only on giving back to the community but to the world around you, she said.

In the last two years, the National Honor Society has raised $25,000 for the American Cancer Society with the school’s Mini Relay for Life.

“It’s really humbling that teachers and staff notice you, that you are working hard at being a good citizen and student,” she said.

December’s Student of the Month Erika Fruscione is senior class committee treasurer and president of the International Club. Through her club affiliation, she volunteers for many events such as Share Your Soles, collecting shoes for children in need, and Feed My Starving Children.

Son of Muppets creator Henson dies in N.Y. Puppeteer followed father’s lead, performed as character in two Muppet movies The ASSOCIATED PRESS SAUGERTIES, N.Y. – Puppeteer John Henson, the son of the late Muppets creator Jim Henson, has died in New York. He was 48.

his home in Saugerties on Friday.

She said it happened after he had been building an igloo in the snow with his daughter.

Henson followed in his famous father’s footsteps as a puppeteer, performing as Sweetums the ogre in several films, including “Muppet Treasure Island” and “It’s a Very Merry Muppet Christmas Movie.”

Cheryl said her brother also made appearances in the original Coca-Cola Polar Bear suit. She described him as an “artist who also loved working the land.”

Henson was a shareholder and board member of The Jim Henson Company.

Henson leaves behind his wife Gyongyi and two daughters, ages 10 and 15.

A private funeral service is planned.

NEWS BRIEFS Student found dead in Chicago dorm CHICAGO – The body of a male University of Chicago student from Pennsylvania – who police say had been dead for some time – was found in his campus dorm room over the weekend, university officials said Sunday.

Chicago police spokesman Mike Sullivan said officers found the body at the university building around 4:15 p.m. Saturday. He didn’t have further details on the state of the body or the investigation.

The deceased was identified as third-year student Nicholas Brastins Barnes of Pittsburgh, university officials said. The 20-year-old was found in his room at the International House on campus, which is a residential and program center.

The Cook County medical examiner’s office said the results of a Sunday autopsy were inconclusive and toxicology reports are pending.

Call for new driving rules after medical pot law PEORIA – While agencies are refining regulations for Illinois’ new medical marijuana law, some want to change the state’s rules that deal with use of the substance while driving.

State code says motorists are prohibited from having any trace of marijuana in their systems. However, the (Peoria) Journal Star reports attorney Rodney Nordstrom and others are trying to change the law to protect drivers’ rights.

The rules say anyone who accepts a medical marijuana registry card agrees not to drive while impaired and must consent to a field sobriety test. If the test is refused, the motorist could lose driving privileges and have the medical marijuana card revoked.

School funding deal faces election year hurdles

By CHACOUR KOOP and KERRY LESTER The Associated Press SPRINGFIELD – A bipartisan collection of lawmakers has come together to pitch something not accomplished in years – a change in Illinois’ school funding formula that would narrow the gap between the amount spent on students in richer and poorer school districts.

The caveat? It’s an election year, so chances that lawmakers will ultimately act on the plan are in doubt.

The proposal, presented by Democrats and Republicans on a Senate education committee this month, would put almost all state education funding into one pot, then require districts to demonstrate need before receiving part of it. The current method factors in a district’s poverty for some types of state aid but not others, and it treats funding for Chicago schools differently.

Backers say it’s time to act on changes, with a tough budget year ahead in which further cuts to school funding are a real possibility. The issue has support from lawmakers around the state, and there is hope that Chicago officials will embrace the changes in

exchange for more stable funding, even though it could mean millions of dollars less for the city’s schools.

“We have to get the distribution formula right. What should it focus on, where should our priorities be?” said state Sen. Andy Manar, a Bunker Hill Democrat who cochaired the committee.

Manar said the issue of equity in school funding must be addressed before a conversation about whether schools are adequately funded. During lean times, wealthier districts with more property tax revenue have an advantage over poorer districts and can more easily offset cuts in state aid.

Manar said he plans to introduce legislation based on the bipartisan proposal by March.

Still, broad support in the Legislature could be hard to come by in an election year, said Steve Brown, spokesman for House Speaker Michael Madigan, a Chicago Democrat who hasn’t yet committed to support the plan.

“It’s an ongoing conversation,” Brown said. “But I’m not sure that anybody developed an alternative that would win majority approval and bipartisan support.”

Lawmakers – particularly

in moderate, property-rich districts – could look to appease taxpayers reluctant to give up the current system as they wage re-election battles.

“Realistically, I think we’re going to end up waiting,” Senate Republican Leader Christine Radogno of Lemont said.

As it stands now, Illinois schools receive state money in a variety of ways. General state aid, the money used to offset the basic cost of educating students, is based on a formula that factors in poverty levels.

This year, 41 percent of the $6.7 billion the state spent on preschool through 12th grade education was on general state aid.

Districts also get grants to use on programs like special education, transportation and vocational training, which don’t factor in poverty. Districts must submit expense claims for those programs and are reimbursed based on the number of students they serve.

The exception is Chicago, which receives a percentage of all state education dollars to spend at its own discretion.

As a result, critics charge, it has received hundreds of millions more than if it were held to the same standard as other districts.

The state’s school funding formula hasn’t changed since

the late 1990s, but over time increases to spending on specialized programs have outpaced increases to general state aid, resulting in the poorest districts often hurting the most.

Meanwhile, an increasing deficit and a growing unfunded pension liability diverted money from schools and social services, further exacerbating problems. The State Board of Education said that schools have endured more than $800 million in cuts since 2009.

It could get worse if lawmakers allow the temporary state income tax increase to expire as scheduled in January, which would mean the loss of an estimated $1.5 billion in revenue.

As an example of the current system, Vienna Unit School District, a deep-southern Illinois district with more than half of its 430 students living in poverty, spent an average $5,200 per student last year, according to the State Board of Education. Superintendent and Principal Greg Frehner said cuts in state funding over the last few years have resulted in staff layoffs, transportation headaches and elimination of programs providing students extra help.

“We’re just barely covering salary and textbooks,” he said.

New procurement rules for prison stores scrapped Herald & Review SPRINGFIELD – A chief state procurement officer has nixed changes in how Illinois purchases snacks, toiletries and other goods sold to prison inmates – apparently heeding criticism from small businesses that they gave supply giants an unfair advantage.

Matt Brown, who oversees contracts for major state agencies, issued an order scrapping the changes earlier this month on grounds a single company looked set to land the bulk of the business, the Springfield bureau of Lee Enterprises newspapers report-

ed Sunday.

Under rules fashioned by the Illinois Department of Corrections, virtually all other vendors could have been disqualified from the latest round of bidding, leaving a lone company with an up to $30 million contract to stock the prison shops.

“Just accepting the last man standing really was not in the best interest of the state,” Brown told the Herald & Review Springfield Bureau.

The canteens cater to nearly 50,000 people behind bars in Illinois, so millions of dollars are at stake.

As it is, each prison has

taken the lead in picking vendors, meaning local firms got a share of the business.

The proposed changes would have centralized the process.

“It was going to be a bad thing if this went forward,” Randy Hellman, who works in the canteen supply department at the Pinckneyville Correctional Center. “It really would have hurt Illinois businesses.”

Currently, Keefe Coffee and Supply Co. of St. Louis accounts for around 30 percent of the inmate-sales market, with about 180, often smaller companies making up the

rest, one state study of commissaries found.

The push for changes came years ago when state auditors expressed concern that some goods weren’t going through established bidding channels.

While halting the proposed changes, Brown indicated the status quo wasn’t acceptable either.

Tom Shaer, a corrections department spokesman, said there was no timetable yet for drawing up new rules that take Brown’s reservations in account.

“We will take the time necessary to get this right,” he added.

House Dems try to force votes on wage, immigration

WASHINGTON – House Democrats are determined to cast an election-year spotlight on Republican opposition to raising the minimum wage and overhauling immigration laws.

To try to accomplish that in the GOP-controlled House, Democrats are planning to rely on an infrequently used, rarely successful tactic known as a “discharge petition.”

It requires the minority party – in this case, Democrats, who are unable to dictate the House agenda – to persuade some two dozen Republicans to defy their leadership, join Democrats and force a vote on setting the federal minimum wage at $10.10 an hour.

House Minority Leader Nancy Pelosi of California said Democrats will push the wage issue when Congress returns from its break Feb. 24. Forcing a vote on a comprehensive overhaul of immigration laws could occur in a few months.

Democratic leaders argue that a majority of Americans favor both steps, which are priorities for President Barack Obama, and say the House GOP is the obstacle. Republicans say Democrats are embarking on an approach that they know has little chance of success in an attempt to circumvent the will of the GOP-led House.

The odds are daunting for Democrats in what clearly is political maneuvering ahead of the elections this fall.

Immigration overhaul has the support of an unusual coalition that includes some traditional backers of the GOP. They include the U.S. Chamber of Commerce and business groups, religious organizations such as the U.S. Catholic Bishops, evangelicals and labor unions.

A: It allows the minority or opposition party to bypass the House speaker and get a vote.

First, 217 members – one more than half the House’s current membership of 432 – have to sign a petition. A motion to consider the wage issue would then be placed on the legislative calendar, but it can’t be acted on for at least seven days.

Any lawmaker can then call it up but only on the second or fourth Monday of the month.

The motion is debated, and if the House passes it, then lawmakers would consider and vote on the bill.

Currently, there are 232 Republicans, 200 Democrats and three vacancies in the House.

All 200 Democrats would have to sign the petition, but Democrats would have a tough time getting 17 Republicans to join them.

Signing a discharge petition would be a breach of loyalty for Republicans, certain to draw the wrath of the caucus, and a rebuke of Speaker John Boehner, R-Ohio.

Republicans largely oppose any increase in the minimum wage. They say it’s an issue left to the states and that it could slow hiring in a struggling economy.

Boehner has come out with principles on immigration that call for legal status for some of the 11 million immigrants living in the country illegally and has expressed support for a piecemeal approach to the issue. Last week, however, the speaker all but ruled out the House acting on legislation this year, blaming GOP distrust of Obama to enforce any new law.

On the notion of a discharge petition, Boehner spokesman Michael Steel said, “This scheme has zero chance of success. A clear majority in the House understands that the massive Senate-passed bill is deeply flawed.”

Sen. Chuck Schumer, a major player on the bipartisan Senate measure, recently pushed the idea of a discharge petition, but the New York Democrat is unlikely to sway the nearly two dozen House Republicans necessary to sign on.

Rep. Chris Van Hollen, D-Md., made clear how Democrats will frame the issue for the Republicans who want immigration overhaul.

“Talk is one thing; actually doing something is another.

And I’m sure they’ll have a chance between now and November to let their constituents know whether they’re serious on immigration reform, the comprehensive one, or not,” Van Hollen said.

John Kerry mocks those who deny climate change

By MATTHEW LEE The Associated Press JAKARTA, Indonesia – U.S. Secretary of State John Kerry on Sunday called climate change perhaps the world’s “most fearsome” destructive weapon and mocked those who deny its existence or question its causes, comparing them to

people who insist the Earth is flat.

In a speech to Indonesian students, civic leaders and government officials, Kerry tore into climate change skeptics.

He accused them of using shoddy science and scientists to delay steps needed to reduce emissions of greenhouse gases at the risk of imperiling the planet.

A day earlier, the U.S. and China announced an agreement to cooperate more closely on combating climate change.

American officials hope that will help encourage others, including developing countries like Indonesia and India, to follow suit.

China and the United States are the biggest sources

of emissions of carbon dioxide and other gases that cause the atmosphere to trap solar heat and alter the climate. Scientists say such changes are leading to drought, wildfires, rising sea levels, melting polar ice, plant and animal extinctions and other extreme conditions.

Also in the Jakarta speech, Kerry said everyone and every

country must take responsibility for the problem and act immediately.

“We simply don’t have time to let a few loud interest groups hijack the climate conversation,” he said, referring to what he called “big companies” that “don’t want to change and spend a lot of money” to act to reduce the risks.

Advocates for reforming the public pension systems say increasing contribution rates often means less take-home money for government workers, a move employee-dominated boards might be loath to make.

“A labor-heavy retirement board might be choosing numbers that are in their favor,” said Carole D’Elia, executive director of the Little Hoover Commission, a state watchdog agency.

State government, which is among the pension fund’s contributors, would see its annual costs to the system rise from $3.8 billion to $5 billion at the end of the five-year period.

Brown has called CalPERS’ delay unacceptable.

“No one likes to pay more for pensions, but ignoring their true costs for two more years will only burden the system and cost more in the long run,” Brown wrote in a letter to the board.

SACRAMENTO, Calif. – A rift between Gov. Jerry Brown and the board overseeing the nation’s largest public pension fund over rising liabilities tied to longer retiree life expectancies highlights a concern about how decisions are made at an agency with tremendous influence over state finances.

The board of the California Public Employees’ Retirement System will meet Tuesday to begin considering how to address the costs associated with retirees living longer, but it already has indicated that it will ignore the governor’s request to tackle the problem immediately.

Pension-reform and taxpayer advocates in California said this outcome isn’t surprising considering the composition of the CalPERS board, which is dominated by public employees who will benefit from the pension system or those who are appointed by Democratic

Of the 12 members on CalPERS’ board, nine are due to collect public pensions from the agency they oversee. The board, which has one vacancy, has no independent taxpayer representative or an independent investment expert.

CalPERS’ board has the power to unilaterally set contributions rates for the state, cities and other government entities.

S. African miners refuse to be rescued

By CHRISTOPHER TORCHIA The Associated Press JOHANNESBURG – They refused to be rescued.

Emergency workers in South Africa cleared a mine shaft entrance of debris Sunday, allowing miners who had been trapped below the chance to escape. The only problem was that the miners were working illegally at the abandoned mine, and some stayed underground because they feared arrest if they came out, according to officials.

At least 11 miners were escorted to safety at the mine in Benoni, on the outskirts of Johannesburg, but an undetermined number of their comrades were still in the gold mine, emergency responder Kobus Du Plooy said by telephone late Sunday.

Police were preparing to question those who came out about anyone left underground, local media reported.

After nightfall, some mine security officials remained at the site, but rescue workers had packed up and left, leaving behind a ladder in the shaft for those still below.

“Should they have a change of heart and mind, they then have at least some access to get out of the shaft,” Du Plooy said.

He said he didn’t know how many people were still in the shaft. Earlier reports said more than 200 miners had been trapped. But the ones who emerged were tightlipped about the colleagues they left behind.

“They don’t want to give away too much information,” Du Plooy said. It was unclear how long the holdouts, who seemed to have few options,

planned to prolong their stay in the mine.

Some of the 11 who came out were dehydrated but otherwise in good health. They were believed to have been trapped since Saturday morning, and police patrolling in the area heard their screams for help, the South African Press Association reported. Rescue vehicles and equipment were brought to the site to stabilize the ground before the removal of the rubble began.

Illegal mining is common in South Africa, a major producer of gold and platinum. Workers brave unsafe conditions below ground amid reports of the involvement of organized crime and even clashes between rival groups seeking to extract precious metal from the shafts.

Authorities suspect the miners in Benoni were robbed by a rival group that blocked the mine exit, reported Eyewitness News, a South African media outlet.

Illegal mining remains a serious concern, despite progress in curbing it, South Africa’s mineral resources department said in a statement. It attributed the improvement to “illegal mining forums,” in which stakeholders in the mining industry seal open shafts and seek to detain illegal miners, according to the South African Press Association.

Some analysts say the problem could increase if legal mines close or downsize, forcing skilled workers who have lost their jobs to turn to illegal activities. South Africa’s mining industry, a pillar of the economy, is struggling with rising costs. Tens of thousands of workers in the platinum sector are currently on strike.

Invest in early education Early education is an investment in the future, an investment that has been shown to reap dividends by study after study.

It’s an investment that has been lacking in recent years in the state of Illinois.

Preschools are an important piece of the early education puzzle, and yet the state cut preschool funding by $80 million between 2009 and 2013. It appears Gov. Pat Quinn wants to reverse that trend.

The governor announced a “birth to 5” initiative during his State of the State address.

His plan would invest in quality preschool, prenatal care and support services for parents.

This is an important state, local and national issue. Studies have shown that the achievement gap between low-income or low-socioeconomic-status children and

their peers begins as early as nine months.

Gaps in school readiness widen because children are less likely to be read to by their parents.

Those children hear 30 million fewer words by age 3 than more well-off children. It’s difficult for disadvantaged children to identify, read and understand words they’ve never heard.

It’s not that their parents don’t want to help their kids – they can’t. They don’t have the education and literacy skills to improve their own lives, let alone their children’s.

A good education can level the playing field for a disadvantaged child and help that child escape poverty. Students who attend preschool are less likely to fall behind as they continue in school and are more likely to complete their education, gradu-

ate from high school and become productive members of society.

The average dropout earns about $10,000 less a year than a high school graduate, according to the U.S. Census Bureau.

Dropouts are more than twice as likely as college graduates to live in poverty, according to the Department of Education. Dropouts are 63 times more likely to wind up in jail or prison, according to a study by researchers at Northeastern University. The same study showed that a dropout costs taxpayers an average of $292,000 over a lifetime because of the costs of incarceration and other factors.

Early childhood education programs can help shape the future of the community if those programs get the resources they need.

Patterson leads Morris to win over Sycamore Redskins take over first in NIB XII East

And his teammates got him the ball.

It was a fairly simple formula, but the Morris boys basketball team followed it to near perfection Saturday night in a 65-56 win over Sycamore. The victory puts Morris in first place in the Northern Illinois Big XII East with a 7-1 league mark, while Sycamore falls to 6-2 in conference play.

Patterson scored 29 of his game-high 30 points in the first three quarters, helping Morris build a 52-30 lead at one point in the third.

“We played well together,” Patterson, a 6-foot-4 junior, said. “The set we run, we ran very effectively, and we found the open guy. We really wanted to get this win on our home floor.”

Morris shot 10-of-22 from the floor in the first half, including 6-of-13 from threepoint range. In addition, the Redskins committed just three turnovers before halftime in building a 36-28 lead.

“When we shoot well, execute our sets and take care of the ball, we can be very good,” Morris coach Joe Blumberg said. “The 22-point lead was a blessing and a curse. Sycamore is too good not to make a run, and we relaxed a bit on

both ends when we got that big lead.”

Though Morris opened a big advantage, Sycamore didn’t go away. The Spartans outscored Morris 19-4 after falling behind by 22 and pulled to within 61-56 with a minute to play. Brock Kukman, who scored 15 points for Morris, hit both ends of a one-and-one twice down the stretch to keep Sycamore at bay.

“We like our seniors on the floor at the end. Brock did a great job,” Morris coach Joe Blumberg said. “He’s got ice in his veins.

“In past years, we have been scoreboard watching and cheerleading when it came to the conference race.

Now, we control our own fate.

It won’t be easy the rest of the way. We still have Kaneland coming here, and we have to go to Sycamore on their Senior Night.”

It was a night of Zingers.

Match Joliet’s own Mark Grant with Paul “Zinger” Azinger, what else would you expect?

Sue Gulas, president of the Joliet Catholic Academy Alumni Association, spearheaded the revival of the JCA Alumni Banquet last Thursday in the JCA Student Activity Center.

Gulas was in the Class of 1981 and a good friend of two famed athletes from that class, Grant and Terry Gannon.

Grant, of course, pitched in the major leagues for several teams, most notably the San Francisco Giants and San Diego Padres. These days, he is the color commentator for Padres games on Channel 4 San Diego, working with Dick Enberg.

The personable Grant was happy to serve as the master of ceremonies – in true character, he unleashed a steady stream of jokes – and conducted the program with Azinger, a PGA Tour member for 28 years and now an analyst on golf telecasts.

Azinger, who has lived 50 of his 54 years in Florida, also is an author. His book “Cracking The Code: The Winning Ryder Cup Strategy: Making it Work for You,” tells the story of his innovation as captain in picking and grouping the United States golfers who won 2008 Ryder Cup in an upset.

He also wrote “Zinger,” a book detailing his golf career and successful battle with cancer following the 1993 season. He was diagnosed with non-Hodgkin lymphoma in his right shoulder soon after he won the PGA Championship, the only major of his 12 career victories, in a sudden-death playoff over Greg Norman. Treatment included chemotherapy and radiation.

He received the Golf Writers Association of America Ben Hogan Award in 1995. It is awarded to an individual who stays active in golf, despite physical handicap or serious illness.

happened for me. I went to Tour school after college, got my card, lost it, did great on the mini-tour and got my card back.”

Azinger said he always remembered what Tom Watson had said, that golf is not about learning how to win tournaments but learning how to control your breathing.

After he won his first tournament, the 1987 Phoenix Open, Bert Yancey took him aside and said, “Son, you can win all the Phoenix Opens you want, but if you don’t play the British Open, you’re cutting yourself out of 25 percent of

your chance to make history.”

Azinger not only played the British Open but finished one shot behind Nick Faldo after bogeying the last two holes. He was bidding to become the fourth golfer since 1945 to win the British Open on his first try.

“For seven years, I had a ridiculous streak of golf,” Azinger said of his run from 1987 through 1993. “I was really good 10 of my 28 years. The other 18 I was good enough to keep my card.

“I had 10 top-threes in 10 months in ‘93, and two months later they’re pulling bone

marrow out of my hip.”

Azinger discussed his Ryder Cup team of 2008. He watched a documentary on the Navy SEALs, depicting how they worked well in small groups. He developed a pod system of golfers who learned to work together. His discussion of “green lighters” and the “redneck” pod was humorous, but hey, it worked.

“The goal was to create the best environment possible,” he said. “Europe already had small groups in place. We put personalities together.”

He also referenced Tiger Woods.

“I used to like Tiger a lot,” he said. “He’s lost that intimidation factor a little bit. He had the record [for alltime major victories] if it had not all come crashing down around him. Now, I don’t think he will get it.”

Azinger had more fun stories about Seve Ballesteros, about his late friend Payne Stewart, about so much more in the golf world.

With the help of Grant and the appreciative banquet crowd, he felt right at home in Joliet.

New Chrysler 200 aims to lead mid-size sedans Billed as “the face of Chrysler,” the 2015 Chrysler 200 took center stage at the Chicago Auto Show, which ends its 10-day public run today at McCormick Place.

Chrysler plans to put the new 200 on sale in the second quarter of this year, after April 1, according to Chrysler Group LLC media services.

The 2015 Chrysler 200 five-passenger sedan, built on an Alfa Romeo-based chassis, also will offer an all-wheel-drive system, and an automatic disconnecting rear axle that will help reduce fuel costs.

Consumers can choose from the 200 LX, Limited, 200S and the top-tier 200C lineup.

Powering the new 200 will be a choice of engines, the 3.6-liter Pentastar V-6 with 295 horsepower, or the standard 184-horsepower 2.4-liter MultiAir2 Tigershark I-4 engine. The 2.4-liter provides up to 35 highway mpg, while the V-6 will range up to an estimated 31 highway mpg.

Steering wheel-mounted paddle shifters are standard on all Chrysler 200S models and 200C AWD models. They are included on 200C front-wheel drive models with the available V-6.

SOCHI, Russia - Russian women’s hockey coach Mikhail Chekanov was not a happy man after Switzerland upset his team Saturday.

“We wish much luck to all the journalists who will clearly have much joy criticizing us,’’ he said.

This is how you know women’s hockey is making strides: It has critics!

The talent gap between U.S.-Canada and the rest of the world in women’s hockey might or might not be closing – it depends on whom you ask. We’re not seeing the 11-0 laughers as often as we used to at the Winter Games. There might even come a time when people will look to women’s hockey for something other than the possibility of another U.S.-Canada brawl.

Japan, which hadn’t scored an Olympic goal in 16 years – no, that’s not a misprint – scored one last week in a 2-1 loss to Russia.

“This game is growing, and you have to be patient,’’ American coach Katey Stone said. “When men’s hockey started competing in the Olympics a long time ago, there was a lot of disparity.

And look where they are now. It takes time.’’

The United States or Canada has won every Olympics and World Championship gold medal in women’s hockey. Sweden and Finland have been alone in a decidedly second tier. But now the Swiss are rising a bit. The Russians were, too, until their slip here knocked them out of medal contention. The Finns also are out of medal contention after losing to Sweden.

In most Olympic sports, countries don’t want their competitors to get better.

This is different. This is survival. After the 2010 Vancouver Olympics, there were real concerns that the International Olympic Committee might shut down women’s hockey. Then-IOC president Jacques Rogge had said, ‘We cannot continue

Last week, an IOC spokesman said the organization is “very pleased’’ with the quality of competition here.

But Germany coach Peter Kathan, having watched his team lose to Finland on Sunday, didn’t sound like a guy who sees a whole lot of gap-closing going on.

“The level of ice hockey in North America is better, and there is a big gap between there and Europe,’’ he said. “It is a big gap, as big as the Atlantic Ocean.’’

When Switzerland eliminated Russia on Saturday, it was looked upon as a sign of progress for women’s hockey. The Russians, on the rise in women’s hockey, had pumped a lot of money into their national program. And here was Switzerland, with a population of about 8 million people, beating them, 2-0.

It was not seen as progress by Chekanov.

“While this is not the last day of our lives, clearly there is a huge gap between Switzerland and Russia,’’ he said. “We are clearly weaker. We have to be more determined in the future and work harder.’’

When the U.S. and Canada faced each other last week, the speed on display was striking compared with the rest of the world. Canada won that game, 3-2. If the two teams don’t meet in the gold-medal game Thursday, it will be a huge upset.

In Vancouver, the U.S. beat Sweden, 9-1, to get to the gold-medal game. Are the days of lopsided scores over? Probably not. The Americans beat the Swiss, 9-0, last week. But give it some time.

“I think it’s actually developed quicker than men’s hockey,’’ said Canadian Hayley Wickenheiser, who

is playing in her fifth Olympics. “If you look at men’s hockey, I think it took the Finns like 90 years to beat the Canadians in the World Championship. We’re ahead of the game here.’’

This is about money, as it usually is. The United States and Canada have put money into their national programs and have grown the game from the grass-roots level.

Other countries don’t have it so good.

“It is a problem after this Olympic period because we ... will lose about 10 players who will have to go to work,’’ Kathan said. “We will have to find players.’’

Kendall Coyne, a 21-yearold U.S. forward from Palos Heights, has been playing hockey since she was 4. She played with boys’ teams until she was 15 because that was the way to improve.

That’s changing, she said.

Her sister, who is four years younger, played only on girls’ teams, where there is more talent now.

“The amount of growth that women’s hockey has had, you’re able to play girls hockey growing up and still make it to this level,’’ Kendall Coyne said.

Now, if only the world would catch up.

SOCHI, Russia – Between photos and insights about their Olympic experience, some Olympians are turning over their social media accounts to sponsors, agreeing to quotas of postings on Twitter and Facebook and letting other people send commercial messages in their name.

The agents for U.S. figure skaters Ashley Wagner and Gracie Gold both say sponsors draft some of their tweets, plugging their brands.

“This is the first Olympics where I actually have a social media calendar, where an athlete has to tweet

or mention something on a given day,” Gold’s agent, Yuki Saegusa, said in an interview.

“We get a list of tweets or social media things that need to be posted and then we approve them for her,” said Saegusa, senior vice president for Olympic clients at sports management giant IMG. Although they “encourage” Gold to post the pre-packaged commercial tweets to her 65,000 followers herself, sometimes others do it for her.

“We want it to be from her point of view, and from her mouth and from her fingers. So we try to get her to do them – mostly,” Saegusa said.

Making a difference, one cat at a time

By DENISE M. BARAN–UNLAND dunland@shawmedia.com ROCKDALE – With a motto of “start where you are and do what you can,” Roberta Drake of Rockdale, armed with just a Social Security income, cares for the cats that come into her world.

Drake keeps some in her home and finds new owners for others. Until recently, Drake was seeking homes for two feral 2-year-old cats: Peeping Tom, an orange tabby, and Daisy, a patch tabby.

Drake named Tom because of his love of “peeping” out the window. Daisy, a white cat with patches of black and gray, received her name because of her “sweet, feminine face.” The cats, like many of their predecessors, sought out Drake.

“They just showed up at my back door,” Drake said.

Drake knows from experience that it’s difficult to find permanent homes for cats that desperately need socialization, so Tom and Daisy recently moved to a no-kill shelter, Drake said.

In the five years since Drake moved into her one-bedroom apartment, she’s cared for three to four dozen cats, she said. Drake feeds them until she accumulates some money. That’s when she traps them, vets them and then adopts them out or finds no-kill shelters to accept them.

“Tom had been coming off and on for at least a year,” Drake said. “I wouldn’t see him for two or three weeks and then he’d pop up again. He was so erratic, I couldn’t catch him right away, and, anyway, I had no place for him. Daisy, I’d seen her for about a month and a half or so.”

Many of these cats test positive for feline leukemia virus and feline immunodeficiency virus, both deterrents to rehoming them. Many prospective owners, as well as shelters, already full of cats because of the slow economy, won’t accept cats with FeLV

and FIV, Drake said.

Yet, the cats keep coming to Drake.

“My theory is that people dump cats on Route 6,” Drake said. “They make their way up the hill and into my yard.”

Drake can’t remember a time when she did not like cats. An early childhood memory had Drake, steak

knife in hand, sawing a hole into a cardboard box.

Drake explained to the adults around her that she was “building a cat house.”

“That got a big laugh,” Drake said. “I didn’t understand it at the time.”

Drake became introduced to cat rescue in 2007 when she answered a newspaper

advertisement about a female cat that was available for adoption. The man that had placed it, Drake said, was a well-known advocate for cat rescue.

She and the man chatted about cat rescue, and Drake knew she had found her calling. The adoption, however, didn’t work out.

“I brought her home,” Drake said. “I had three tomcats at the time, and she proceeded to beat them all up.

I finally had to take her back.”

Drake doesn’t mind inconvenience or hardship if it will help a cat. She recalls how she and another volunteer spent most of a Labor Day weekend near Clinton Street in Joliet trying to trap

a mother cat and her kittens.

It was an arduous, one-cat-ata-time, process.

“One kitten we could not get,” Drake said. “That cat was fast and not coming anywhere near us.”

Drake wishes more people would care for stray animals.

Often, Drake feels, caring people feel overwhelmed by the large need and insufficient resources to address it. Others simply don’t know where to begin. Start small, Drake advised, and do more when possible.

“Maybe you can’t solve a problem but you can help, even if all you can do is set some dry food in a bowl outside,” Drake said. “At least the cat will have something to eat.”

Sometimes, it’s raccoons that show up and “chow down” but Drake just shrugs and replaces the food. After all, she said, raccoons have to eat, too. In the meantime, Drake continues to shun “vacations and fancy clothes” in favor of saving cats.

“I live pretty simply,” Drake said. “This is how I choose to spend my money.”

Girlfriend’s texts to stepfather throw family out of whack Dear Abby : My youngest grown son discovered his girlfriend – his possible future wife – was texting pictures of herself to his stepfather. Needless to say, he told her the relationship is over.

Now, for obvious reasons, he no longer wants to be around his stepfather, and is deeply concerned about how this will affect his relationship with his mother, my ex-wife.

Artificial trans fats may soon be eliminated from all foods Dear Dr. K: I see trans fats listed on food labels, and I’ve read the FDA may ban them.

Can you remind me what trans fats are, and why they’re bad for me?

Dear Reader: Trans fats are a type of unsaturated fat. Once upon a time, we consumed only small amounts of naturally occurring trans fats in some meat and dairy products.

But by the end of the 20th century, trans fats were everywhere. That’s because chemists discovered they could turn liquid vegetable oil into a solid or semi-solid by bubbling hydrogen gas through it (think margarine). When hydrogen is bubbled through liquid oils, they are called “partially hydrogenated” oils, or trans fats.

Why would chemists want to create trans fats? They don’t spoil or turn rancid as readily as non-hydrogenated fats, and they respond better to repeated heating.

Those characteristics made trans fats a workhorse of the food industry. By the late 1990s, nearly all prepared cook-

At first, doctors and nutrition scientists thought trans fat in food might be a healthy substitute for saturated fat, which was known to increase blood cholesterol levels and the risk of heart disease. So people hoped substituting trans fats for saturated fat would reduce the risk of heart disease. For example, my mother stopped using butter and started using stick margarine. That’s what I recommended to my patients.

In the 1990s, nutrition scientists – led by my Harvard colleague Dr. Walter Willett – discovered trans fats were at least as heart-unhealthy as saturated fats. Eating trans fats boosts LDL (bad) cholesterol and lowers protective HDL cholesterol. Trans fats also have unhealthy effects on

triglycerides. They increase the risk of blood clots and they feed inflammation, which plays a key role in heart disease, stroke and diabetes.

And yet, for years the FDA labeled trans fats as “generally recognized as safe” (GRAS). That allowed them to be used without testing or approval.

In November, the FDA proposed removing trans fats from the GRAS list. That means companies will have to prove trans fats are safe if they want to continue to put them in their products.

The FDA’s proposal, if finalized, should eliminate artificial trans fats from our food supply. Food companies have already found healthier alternatives, so your taste buds are unlikely to even notice the change. But your heart and the rest of your body most certainly will.

Requested Authorization: ComEd is seeking a 20-year renewable incidental take authorization from the Illinois Department of Natural Resources (IDNR) for activities associated with operation and maintenance of structures and power lines located within the Permit Area. This request is being made pro-actively to cover ComEd for any incidental take that may occur within the next 20 years. This request is being made in accordance with Title 17 of the Illinois Administrative Code, Part 1080. As required under this code, ComEd has prepared and submitted a Habitat Conservation Plan (HCP) to the IDNR. The purpose of this HCP is to evaluate the impacts of ComEd’s proposed activities on the species listed below, and to propose measures for avoiding, minimizing or mitigating for potential incidental take of these species and their habitats.

The HCP addresses conservation measures for the following species: 1) Hine’s emerald dragonfly (Somatochlora hineana); 2) Blanding’s turtle (Emydoidea blandingii); 3) Spotted turtle (Clemmys guttata); 4) Black-billed cuckoo (Coccyzus erythropthalmus); 5) Lakeside daisy (Hymenoxys acaulis); and 6) Leafy prairie clover (Dalea foliosa).

ComEd’s activities within the Permit Area include continuing line maintenance; routine inspections; performing switching operations; repairing, replacing, removing and re-locating power lines and structures; and managing vegetation under power lines. ComEd plans to implement avoidance and minimization measures to minimize and mitigate the effects of the proposed incidental taking. Some of the proposed measures include implementation of a Standard Operating Procedure, limiting the timing and location of planned work, monitoring areas before and after ground disturbing work, limiting vehicle access, taking precautions with all fuels and herbicides used in operations, following pre-determined access routes and providing internal awareness to field crews and supervisors.
