JOLIET – Will County leaders soon will be on the hunt for an independent third party to keep an eye on the construction of a new $150 million to $170 million courthouse, according to Ragan Freitag, a County Board member and chairwoman for the Capital Improvements Committee.

The title is officially called “commissioning agent,” she said. Whoever fills the role will serve as a watchdog of sorts to make sure the building’s operations, including its electrical, mechanical and heating and air conditioning components, are built the way they should be, Freitag said.

“This is a big project. For a project of this magnitude, you really want someone to oversee the construction,” Freitag said.

Freitag said the county will put out a request for proposals once the scope of work is decided.

Salary and other costs associated with the position are yet to be decided, and Freitag declined to give an estimate, saying the cost will be determined once a scope of work is finalized.

Will County Board member and chairwoman for the Capital Improvements Committee either the architect – Darien-based Wight & Co. – or the construction manager, which remains undecided, she said.

The new courthouse, if built as planned, would be 390,000 square feet and 10 stories high, plus a basement. The new building would accommodate about 34 courtrooms, with 30 initially built.

In May 2014, county leaders bought the site of the former First Midwest Bank at Ottawa and Jefferson streets in Joliet with the intent to build a new courthouse there.

The design phase likely will take a minimum of 18 months, while a groundbreaking is expected in 2018 with a two- to three-year timeline for completion. The county hired Wight & Co. last year to complete preliminary programming work for the project.

Owner may have plans for ‘ugly’ gas station site

bokon@shawmedia.com JOLIET – A vacated gas station that has become a community eyesore could get attention this summer.

The rundown property on the southeast corner of Theodore and Clement streets was a topic of discussion at last week’s City Council Land Use and Legislative Committee meeting.

John Sheridan, an advocate with the Cunningham Neighborhood Association, urged officials as they update the city’s nuisance ordinance to craft language that would properly address the gas station. He said the property has been vacant since at least 2012.

“This is an opportunity to do something about a situation like this where a property has been abandoned for years,” Sheridan told the committee. “This brings down a neighborhood very quickly.”

A representative for the owner of the property said when contacted later by The Herald-News that there are plans to put a new gas station on the site.

“We are waiting for the weather to change, and then we will go forward with our plans,” said Aqil Jaddi, who described himself as the manager for the property.

The current owner acquired the property in 2013 when the station already was closed, Jaddi said. Since then, fuel tanks that needed to be removed have been taken out, he said, and the

property is in compliance with state fire marshal regulations.

‘Ugly’ but in compliance

The site includes a small store and an outdoor shed. The metal on the gas station signpost is rusting. The pavement is cracked, and weeds that had poked through in the summer are still there, although dead. There is an overhead canopy that once covered gas pumps that are now gone.

“It is ugly,” Alfredo Melesio, director of neighborhood services for Joliet, told the committee last week.

He said inspectors will look at the property again when the weather warms up to see if winter deterioration has put it in such a state that the city could force demolition through a court order.

“In order to move to demolition, we have to find the property is dangerous and unsafe and beyond the opportunity to repair,” Melesio said.

He said the owner previously responded to a city declaration of the property as a nuisance by removing the underground fuel tanks.

“We have an owner who says he’s making an effort to reopen,” Melesio said. “The status quo, although not desirable, is not a violation.”

Councilman Jim McFarland said at times there have been trespassers on the property.

“They were stripping the metal off the gas pumps. Someone was living in that shed,” McFarland said. “It was bad.”

Parents bring children to Troy Middle School for second annual Kids’ Fair

fsarver@shawmedia.com PLAINFIELD – Schools were closed Monday for Presidents Day – except for Troy Middle School, where parents went with their children for a day of fun and learning.

Mary Ann Rupp of Plainfield was among the many parents who went to the school for the second annual Kids’ Fair, an event where state Sen. Jennifer Bertino-Tarrant, D-Shorewood, and dozens of organizations partner to provide information and activities for families.

The information offered at the free event encompassed a range of topics, including education, counseling, health and public safety.

Rupp’s sons were participating in an arts and crafts activity at the Michaels booth.

“So far, it’s good. They enjoy it,” she said, noting she received at the fair a lot of information on activities for her children.

Businesses and groups such as TM Martial Arts, Physicians Immediate Care, the C.W. Avery YMCA and Big Brothers Big Sisters of Will & Grundy Counties had their own booths at the Kids’ Fair.

“It keeps the kids busy while keeping parents informed,” said Kerry Gardner, customer relations specialist for Big Brothers Big Sisters.

Gardner was at the organization’s booth with BBBS CEO Mike Trafton, offering information and a miniaturized version of the bean bag toss game.

Bertino-Tarrant said the Kids’ Fair saw a good response last year, and vendors enjoyed the opportunity to showcase their services.

She said her favorite thing about the fair is that it features resources for the community and children.

“Obviously, with my education background, it’s something very near and dear to me,” said Bertino-Tarrant, who is a former superintendent for the Will County Regional Office of Education.

“This provides resources for parents, for teachers. It’s fun for the kids.”

Besides the vendors, the Plainfield area Fit4MOM company held a stroller stride class. The company offers fitness classes for every stage of motherhood, according to its website.

The Kendall County Sheriff’s Office was at the Kids’ Fair to give families safety tips and emergency contacts, and to make them aware of programs and services – such as child fingerprinting – to keep them safe.

Tom Banning, an auxiliary deputy with the sheriff’s office, said the deputies want to make sure children are not scared of them.

“We’re there to help them, too,” he

said.

Bill could establish penalties for drone flights near prisons

CREST HILL – Flying drones over Illinois prisons – including Stateville Correctional Center in Crest Hill – would result in some serious consequences under newly proposed state legislation.

After smuggling incidents around prisons in Maryland, Ohio and Oklahoma, state Sen. Tim Bivins, R-Dixon, is proposing legislation to penalize the activity, even though the state has yet to see an incident on its own turf.

The idea for the Illinois measure came from the state’s Department of Corrections.

While IDOC has not had any issues with drones dropping contraband into prison yards, department spokeswoman Nicole Wilson in an email said IDOC is “taking a proactive approach to ensure that it does not.”

State Sen. Pat McGuire, D-Joliet, whose district includes the Crest Hill prison, said he’d like to take a closer look at the legislation before forming an opinion.

But “on first reading,” it seems sensible, he said.

“It’s like anything – new technology brings new problems,” Bivins told The Associated Press.

“You shouldn’t have the ability to fly over a prison, whether you’re dropping contraband or not.”

Bivins’ bill would add an extra year of prison time to inmates involved in bringing contraband into prison with a drone. Knowingly taking aerial images of a correctional institution also would be punishable with a felony charge under the bill.

That’s because in addition to being worried about contraband, officials also are concerned that drones could be used to plan escapes or other crimes by capturing videos or photographs of a prison’s layout.

“You shouldn’t have the ability to fly over a prison, whether you’re dropping contraband or not,” said Bivins, whose hometown of Dixon has a medium security prison with about 2,300 inmates.

Senate Bill 2344 has been assigned to the Illinois Senate Criminal Law Committee, although it’s not yet listed on the committee’s Wednesday docket for discussion, according to the Illinois General Assembly’s website.

Bivins said while it may be possible to charge someone caught flying drones over prisons, it only would be a misdemeanor offense, such as disorderly conduct, and prison officials wanted to have something in the books specifically on drones.

Ohio correctional officials also are trying to figure out how to prevent more drone smuggling cases like the one that sparked a prison yard fight in Mansfield.

Brian Niceswanger, a spokesman for

the Ohio Department of Corrections, said officials explored the possibility of using technology that blocks the radio waves that control the drones, but worried that could impact cellphone reception at the prison and in nearby neighborhoods.

For now, Niceswanger said, they’re still trying to determine what to do.

“We’re not going to allow anyone to try to shoot them down or anything like that,” he said. “We’re trying to explore what options there are to combat them other than increasing the penalties for those who try to fly them in.”

Will County Board to consider resolution opposing state fund sweeps

JOLIET – The Will County Board is scheduled to vote Thursday on a resolution opposing any move by state lawmakers or the governor to use special funds to balance the state’s checkbook.

Suzanne Hart, chairwoman of the Will County Board Legislative & Policy Committee, said Friday she wants the county to go on record in opposition in the event the state decides to pull from special funds to balance the budget – which is allowed under state law.

Illinois now is seven months into the fiscal year, which began July 1, and

remains without a spending plan. Gov. Bruce Rauner is scheduled to appear Wednesday in Springfield to present his budget plan for the upcoming fiscal year.

Hart said the state for years has swept 911 board funds, making those local entities ineligible for federal grant dollars. Hart said she’s also concerned about whether the state decides to sweep the Local Government Distributive Fund – or money municipalities get from the state income tax.

Hart said she is opposed to House Bill 4521 – legislation introduced last month that provides the governor with emergency spending authority, such as

sweeping dedicated funding such as the LGDF and municipalities’ casino revenue. The bill is called the “Unbalanced Budget Response Act.” “Any of these pass-through dollars … is up for grabs,” Hart said.

The Will County Board also is set Thursday to consider whether to: • Authorize the Will County executive to execute a $5.7 million contract to replace the county’s antiquated radio system with a new countywide system infrastructure.

• Approve the awarding of a $1.6 million contract to Montgomery-based Lite Construction for fifth-floor remodeling of the court annex for the Will County

State’s Attorney’s Office.

• Authorize the Will County Public Building Commission to competitively procure and manage exterior concrete restoration work at the Will County Courthouse.

• Authorize the Sunny Hill Nursing Home to reduce its bed capacity and staffing numbers as the county-owned facility restructures its model to have more private rooms.

• Award a $200,000 contract to a Plainfield, Indiana-based electronics recycler for county drop-off services.

The County Board next meets at 9:30 a.m. Thursday at the Will County Office Building, 302 N. Chicago St., Joliet.

Fairmont D-89 board member digs into district finances

fsarver@shawmedia.com LOCKPORT – Fairmont School District 89 has been receiving Freedom of Information Act requests from one of its own board members.

Superintendent Sonya Whitaker said at the Jan. 20 board meeting that 15 FOIA requests submitted to the district between Dec. 16 and Jan. 20 were the highest number received at one time in district history.

The majority of the requests came from Sylvia Dotson, one of the board’s newest members, according to records obtained through a FOIA request from Shaw Media.

Dotson’s actions saw criticism from board Vice President Joseph Ryan, who said the requests were a source of “undue hardship” and “harassment.”

The requests also elicited concern from Whitaker, who said the work needed to fulfill them took time away from the district’s daily responsibilities.

Dotson defended herself, saying it was nothing personal and she wanted to be more aware of district finances.

“I am only trying to do the job that I have been appointed to do and trying to do a job that I took an oath to do. That’s it. I’m not here to hurt anybody, but I am there to make the school district bet-

Dotson said she was not sure if she could ask the district directly for the information or if she was required to file a FOIA request, but she opted to file FOIA requests rather than ask. She initially filed the requests as a community member but in order to discuss the information in closed-session board meetings, she said board policy dictated she needed to file them again as a board member.

Dotson has filed 11 requests, but most of them are for roughly the same information. She said she kept modifying her requests to be more precise.

Her requests were for documents and information on district credit cards, company contracts, professional development pay, and employee resignations and firings.

Dotson said the board, which gained

new members and leadership after the April election, is trying to correct “wrongs that were done in the past” with the previous board. She said that board did not hold Whitaker accountable, but declined to give examples of how and for what.

Ryan, the previous board president, disagreed with Dotson, and said he wants examples, as she has no proof of any failure on the board’s part or Whitaker’s. He said Dotson’s requests constitute an undue hardship on the single-building district, and he believes she and board President Katie Ulmer are trying to get rid of Whitaker.

Both have denied that allegation.

“We want the superintendent to work with us. … Work with the board and faculty,” Dotson said.

When asked about Ryan’s claim that

some on the board want to see Whitaker leave the district, Whitaker said she believes board members have a right to access the information. She said her goal is to work in harmony with the board to “improve the academic experience of the student population.”

District 89 board meetings in the past two months have become contentious, with arguments between Ryan and other board members over the use of attorneys – who resigned Jan. 18 – as well as the potential hiring of employees.

Thursday’s meeting was no less contentious, as the board approved the appointment of a new member to replace one who resigned and the freezing of all district-issued credit cards for what Ulmer alleged was misuse, although she declined to elaborate.

Dotson made several FOIA requests regarding district credit card statements, including for a credit card for Whitaker. She said she requested the information to see if there is any excess spending, since the school doesn’t have all the resources it needs.

Whitaker said District 89 has a master credit card in her name that pays for conferences and workshops for teachers and board members. She said the credit card is used for the whole district. The principal and secretary also have their own district credit cards, she said.

Jetta, Passat lead a stellar 2016 Volkswagen lineup Volkswagen’s reputation for refined German engineering continues with the 2016 lineup, which the iconic Beetle, CC sedan, compact Golf and all-electric e-Golf, Jetta compact sedan, Passat midsize sedan, Tiguan compact SUV and flagship Touareg SUV. JOLIET – The Joliet Area Historical Museum begins a Black History Month series Thursday when it hosts the Gospel Showcase.

This is the first year the museum hosts the gospel music event, which has been held elsewhere in Joliet.

It is the first of three events at the museum this month focused on African-American life and culture.

Also scheduled is a presentation by Timuel Black, a historian and longtime Chicago educator, and a live, interactive podcast on African-American issues.

The Gospel Showcase is free to the public and starts at 6:30 p.m. in the Caterpillar Auditorium of the museum, 204 Ottawa St. in downtown Joliet.

First Romeoville Beer and Bacon Festival set for April 2

vshanker@shawmedia.com ROMEOVILLE – The worlds of beer and bacon will collide April 2 at the Edward Hospital Athletic and Events Center for the first Romeoville Beer and Bacon Festival.

“There’s a lot of fun things going on and a lot of people to support what we hope to be an annual event for Romeoville,” said organizer Lee Fry, of Lee Fry Companies.

The ticket-only event starts at 6 p.m. for VIP ticket-holders and 7 p.m. for general admission, and ends at 10 p.m.

In addition to the beer and bacon, the festival will have raffles and prizes, as well as sculptures. A portion of ticket prices and all raffle ticket proceeds will be donated to PAWS of Chicago.

General admission is $65 a person and includes access to the 20-beer station, the 15-bacon station, free water and soda, and 16 beer tickets. VIP tickets are $100 each, which includes early entrance, a first hour special raffle, two raffle tickets, a fast pass to tasting and a commemorative T-shirt.

Plainfield Lions Club to host ‘Meat Madness’ March fundraiser

The Lions Club of Plainfield is hosting its third annual “Meat Madness” fundraiser at the downtown Plainfield restaurant, 24035 Lockport St., to benefit needy families during the holidays.

The event starts at 1 p.m., and in-

cludes the Wheel of Meat, a raffle game in which 120 winning tickets will be awarded prime steaks or hams. Between 40 and 50 other raffles will be held throughout the day, which coincides with the NCAA men’s basketball tournament “March Madness.”

“Probably the most important thing about [Meat Madness] is it raises money for charity,” said Lions Club President Tod Schnowske, who also is the principal of Plainfield Academy. “Plainfield has changed a lot. ... We should adapt to

those changes in the community, and those changes are a lot more significant now.”

Last year, the Lions Club donated nearly $18,000 to disadvantaged families for the holidays. The organization also gave out about $10,000 in hearing aids and glasses to locals who are hearing and vision impaired, which is a core demographic focus of Lions Clubs around the world.

CRETE – Footprints in the snow led police early Monday morning to two men who have been charged in connection with several home break-ins in eastern Will County.

Dalton L. Sparks, 20, of the 900 block of West Arlington Lane in Crete, and Arthur D. Mendez, 19, of Chicago Heights, Dalton L. were arrested about 4:25 Sparks a.m. Monday after police found them lying face down in a snowy field near a senior living community in Crete.

Police were responding to reports of a burglary in the 100 block of Arthur D. Partridge Lane in Beech- Mendez er when a Will County snowplow driver notified police he saw two men on foot along Goodenow Road,

said Will County Sheriff’s Deputy Chief Tom Budde.

“We ... found GPS devices and other discarded electronic items on the ground on the shoulder of the road.

Then we saw tracks in the fresh snow leading out to the field,” Budde said.

“They also had a bag containing stolen items.”

Police found more tracks going through multiple yards in the area that tied the suspects to six additional burglaries, Budde said.

Sparks is charged with nine counts of burglary, nine counts of possession of stolen firearms and one count of unlawful use of a weapon. Mendez is charged with nine counts of burglary in a school or place of worship and nine counts of possession of a stolen firearm.

Budde said he did not immediately have access Monday afternoon to police reports and could not provide information about the stolen firearm charges or why Mendez was charged with burglary of a school or place of worship.

Brian Alan Berg, age 57, passed away suddenly on Feb. 12, 2016, at Presence St. Joseph Medical Center.

Born in Morris, on July 29, 1958, to William A. and Norma I (nee Erickson) Berg.

He was an Illinois State Alum Class of 1980 with a bachelor’s degree in accounting. He enjoyed watching sports, especially Illinois State basketball and football and was an avid Cubs fan.

Survived by his loving wife of 32 years, Jan M (nee Speirer); three sons, John D. Berg, Matt D. Berg and Alex G. Berg; one brother, Ronald D. (Tammy) Berg; brother-in-law, Jeff (Jennifer) Speirer; two nephews, Cameron Berg and Jacob Speirer; and one niece, Jackie Speirer.

Preceded in death by his parents.

Lis was a model employee, she was dedicated, reliable, and knowledgeable in all aspects of her career at Walgreens, her guidance there will surely be missed. Among many things Lis enjoyed, she was especially fond of antiques, decorating and cooking, but most of all, Lis loved spending time with her family and her “Sadie.”

John W. Manietta, age 78, of Coal City, passed away, Feb. 14, 2016, at Presence St. Joseph Medical Center in Joliet with his entire loving family at this side.

Born Aug. 13, 1937, in Morris, John was a son of the late Anton “Red” and Rose (Persak) Manietta. He was raised in Coal City and graduated from Coal City HS with the Class of 1955. On Feb. 19, 1958, John married Mary Phillips in El Paso, and together they made their home and raised their family in Coal City. Aside from farming his entire life, John worked at Caterpillar Tractor Company for several years before going to work as a union lather and later retiring from the Carpenters Local #916. John was a member of Assumption of the Blessed Virgin Mary Roman Catholic Church in Coal City. He played on the Coal City hardball team and also played softball for many years. John was also involved in auto mechanics and restorations, and enjoyed antique cars and tractors. He also took pleasure in riding his motorcycle, snowmobiling and attending auctions. Also known as ‘Mr. Fix-it,” John was always there when you needed him and was happy to help others. A loving husband, father, grandfather, uncle and brother, John cherished spending time with his family.

Walter “Scoopy” Robinson Sr., born Nov. 22, 1946, in Jackson, MS. He departed this life on Sunday, Feb. 7, 2016.

He is preceded in death by his father, Randolph Robinson; his brother, Terrance Robinson.

Walter filled a room with laughter. He was a people person and a very generous person. Walter continued to give and show his generosity with a gift to stem cell eye scientific research. Walter graduated from Joliet Central High School in 1966. Walter served in Company A Second Battalion Third Brigade, Sept. 1967, earning two purple hearts, for his courage and bravery. While enlisted in the Army, Walter married Wenda Keys in 1967. To this union, one son was born, Walter Robinson Jr. Walter spent his entire life loving him and showing him the way. Walter later retired from Unocal Refinery.

Walter leaves to cherish his memories; his mother, Cora Lee Robinson; his son, Walter Robinson Jr.; three brothers, Clyde Pierson of Freeport, Willie Robinson (Patty) of Joliet and Perry Robinson (Melissa) of Tempe, Arizona; one sister, Dorothy Smith (William); sisterin-law, Katherine Robinson of Joliet; two very special granddaughters, Tiviona Robinson and Kelsie Craft; special son, Shawn Mason; special friend, Janet Sellers. Walter also leaves behind several nieces, and nephews to celebrate his home coming.

Volunteers battle euthanasia in Sangamon Co.

“We don’t see that happening anymore,” she said.

In 2012, the number was down to 57.

The number of euthanizations has remained in that range and probably will remain there, despite everyone’s best efforts.

“It’s a fact we all have to live with,” Kay Morris said. “They are animals that have been deemed dangerous, that have serious health problems and can’t be saved.

“We have some very old and very sick animals,” she said. “But we have to try.”

The Associated Press SPRINGFIELD – For many, the image they have of Sangamon County Animal Control still is “the pound,” where dogs and cats go in but don’t come out.

But a group of volunteers is fighting that perception with speaking engagements, adoption events, rescue program efforts and numbers that show a drastic drop in animal euthanasia at the facility.

“It is the Sangamon County Animal Shelter, not the pound,” said Kay Morris, volunteer coordinator for Friends of Sangamon County Animal Control, a not-for-profit group formed in 2011 to help find homes for the dogs and cats and even the occasional goat and rooster that are brought to the facility on Shale Road.

Mary Ann Morris (no relation to Kay) is a founder of the group. In 2011, she and other volunteers walked dogs, socialized cats and did “small things” to make the animals’ lives better.

“We did things that the staff couldn’t because they were too busy,” she said.

“Walking dogs, making sure they had a bed and a blanket.”

They also noticed that money people donated to Animal Control just went into the Sangamon County budget for general use, so they formed a 501(c) (3) corporation, Friends of Sangamon County Animal Control, that could

Man on snowmobile dies on Wisconsin’s Lake Geneva

LAKE GENEVA, Wis. – The Department of Natural Resources is warning about thin ice across southern Wisconsin after the death of an Illinois man whose snowmobile went into Lake Geneva.

The DNR said the man’s snowmobile hit open water in the middle of the lake about 9 p.m. Sunday. Another man jumped off his machine and stayed on the ice. He called for help, but WISN-TV reported it took about an hour for rescuers to reach him.

DNR Warden Juan Gomez said because of the open water in the center of the lake, rescuers didn’t want to put emergency responders at risk until they could prepare.

Poland angry at criticism from U.S. over rule of law

WARSAW, Poland – Polish leaders said three U.S. senators who have expressed concerns about the rule of law in Poland are misinformed about the country and do not have the right to lecture Warsaw about its internal affairs.

The bipartisan group of senators, Arizona’s John McCain, Benjamin Cardin of Maryland and Richard Durbin of Illinois, sent a letter last week to Polish Prime Minister Beata Szydlo expressing their concern that the new laws affecting the constitutional court and public media “could serve to diminish democratic norms, including the rule of law and independence of the judiciary.”

State police to crack down on expressway shootings

CHICAGO – Illinois State Police said they’re going to start cracking down on violence on Chicago-area expressways.

State police said Monday that they’ll start using aircraft, video cameras, undercover officers and covert vehicles as part of the Chicago Expressway Anti-Violence Surge.

The goal is to stop expressway shootings.

Police said there also will be more uniformed troopers on the expressways.

State police officials said that over the past few years gang-related gun violence has escalated and shifted to Chicago expressways. They said the shootings put the

The largest donation – $17,115 – was from the Capital Area Realtors, which made Friends its charity of the year.

That donation went mostly for specific medical care, only because that was what was needed most at the time the money came in, said Marlene Bauman, president of Friends.

“We had a dog that had a tumor the size of a tennis ball removed,” she said.

“A kitten had been shot and had to have its leg amputated. We had lots of eye problems.”

“These animals are considered adoptable,” Kay Morris said. “That $17,000 gave us the opportunity to get the adoptable dog or cat ready to go.

Before Friends, they would have been euthanized.”

The group spent about $16,000 last year on medical care for the shelter’s cats and dogs and about $43,500 was returned to the county in the form of dog and cat adoption subsidies. The group was able to subsidize adoptions for 10 months out of the year.

Obama faces political puzzle in naming Scalia’s successor

WASHINGTON – For most presidents, choosing a Supreme Court nominee is a puzzle. For President Barack Obama, the chance to pick a successor to Justice Antonin Scalia is more like a Gordian Knot.

As the White House carries out a rare election-year search for a nominee, the president’s lawyers and top advisers are sorting through a tangled web of political, legal and personal factors. A smart pick and nomination strategy could determine whether Obama gets to reshape the highest court for the next generation.

The wrong pick could cede that opportunity to his successor.

Democrats view this as a moment decades in the making. Recent Republican presidents have gotten more chances to fill seats, tilting the court to the right.

“The Supreme Court has not reflected where the American people have been on issues,” said Gregory Craig, who served as White House counsel early in Obama’s first term. “This is the first opportunity in many, many years to bring the court more in line with the American people.”

For Obama, the clock is ticking. The sooner he picks a name, the longer he has to try to force the Republican-led Senate to hold a vote.

At the heart of Obama’s dilemma is how to manage the fierce Republican opposition to his decision to name a nominee. Within hours of Scalia’s death on Saturday, Republicans began arguing Obama should let his successor fill the open seat.

Obama brushed that argument aside, but it is undoubtedly weighing on his decision. Given

the election-year timing, Obama would likely have been inclined to name the nominee most likely to appeal to Republican senators.

But if Republicans object to Obama even trying to fill the post – and remain united in that position – the president may see little point in bending too far to appease the other party.

He may feel the pull to focus more on ginning up his own party’s base. Then key question becomes: What are the chances of getting a vote?

This wouldn’t be “the first time Republicans have come out with a lot of bluster only to have reality sink in,” White House spokesman Eric Schultz said Monday.

Refusing to allow a vote has consequences for the court, Shultz said, pointing to the prospects for tie votes that would allow lower court decisions to stand.

Schultz said the president will use the same criteria he used when he nominated Sonia Sotomayor, who became the first Hispanic on the court, and Elena Kagan, then-solicitor general.

In those instances, and in his appointments to lower courts, Obama has shown a desire to expand ethnic and racial diversity and to elevate more women. His nominee would almost certainly support abortion rights, consideration of race in college admissions and other areas of public life, limits on campaign contributions and stronger rights of labor unions – all issues that have divided the court’s liberal and conservative justices on a 5-4 margin.

In all likelihood, those cases where the conservatives prevailed, with Scalia in the majority, would come out the other way if Obama gets to pick Scalia’s successor.

Obama also has prioritized young candidates – people likely to hold the seat for decades.

Obama’s call for compromise instead highlights divisions in General Assembly President Barack Obama seemed to admit almost right from the start of his address to the Illinois General Assembly last week about the need for a more civil politics that he probably wouldn’t sway his audience, which has been bickering amongst itself for more than a year.

Obama talked about his first Illinois Senate speech, after which then-Republican Senate President Pate Philip “sauntered” over to his desk, slapped him on the back and said, “Kid, that was a pretty good speech. In fact, I think you changed a lot of minds. But you didn’t change any votes.”

Frankly, after months without any progress in Springfield, I’d settle for a few changed minds. But I’m not even sure a single mind was changed.

Instead, the speech gave people on both entrenched sides just enough ammo to bolster their cases against the other.

Predictably, Obama weighted the argument in favor of his own policy views, bringing up his support for union collective bargaining, which Republican Gov. Bruce Rauner repeatedly has attacked.

But he threw just enough bones at the Republicans to allow them to issue statements like the one from GOP state Rep. Barb Wheeler: “The president reiterated what the governor and others have said before, without compromise we cannot govern.”

REEDER REPORT Scott Reeder crats, but the vast majority of Republicans truly believe Rauner has tried to compromise and the Democrats are refusing to budge. So, the president’s words were music to their ears.

Obama said he believed many Republicans “share” many of his values, adding, “And where I’ve got an opportunity to find some common ground, that doesn’t make me a sellout to my own party.”

At that moment, Rep. Ken Dunkin, D-Chicago, jumped from his seat and yelled “Heck yeah!” Dunkin has portrayed himself as diligently working to move things forward by cooperating with Rauner. But he’s been thrashed by his fellow Democrats for being a “sellout” to the wealthy Republican governor by suddenly flip-flopping on issues and voting against his party’s values, including union rights.

“Well, we’ll talk later, Dunkin, you just sit down,” Obama said to uproarious applause. “One thing I’ve learned is folks don’t change.”

The line was a devastating slash at Dunkin, who Obama dealt with when he still was in the General Assembly.

Chicago Tribune columnist John Kass quickly tweeted: “So #Obama tells #Illinois pols about need for compromise, then rips Rep. Dunkin, D who dared go against Boss Madigan. That’s #thechicagoway.”

But Kass did Dunkin no favors.

Dunkin is fighting for his political life in a Chicago Democratic primary against a union-backed candidate. Call me crazy, but I don’t think his majority black constituency will be happy that their state legislator was publicly humiliated by the nation’s first black president.

Word is the Democrats warned the White House that Dunkin would attempt to insert himself into the visit, and they were quite satisfied with the result. They might also have warned the president that Dunkin’s 1990s arrest record was about to become an issue in his primary race.

Even so, House Speaker Michael Madigan made a significant mistake last week. Obama often has called former Senate President Emil Jones his political “godfather.” Jones mentored Obama, gave him important assignments and drew a district for him that meandered up Chicago’s wealthy Gold Coast to allow the ambitious young pol to raise campaign cash from the elite.

No Emil Jones, no President Obama.

The president gave Jones a couple of

shout-outs during his speech and said he misses him.

But Jones and Madigan fought bitterly for years. Indeed, if you go back and look at what Senate Black Caucus members were saying about Madigan during that fight, you’d see they said many of the same harsh things about Madigan as Rauner says today.

Madigan relegated Jones to the gallery while inviting former legislators of far less stature onto the House floor.

Madigan’s snub was deeply resented by many and brought back a lot of bad memories.

If Rauner had done a better job of understanding his job, he’d be able to build on this anger at Madigan. But making statements about how tax money is being thrown down the “toilet” at the majority black Chicago State University, and cozying up to Dunkin (who just last week called his fellow legislators “monkeys”) and pushing social service agencies into bankruptcy has so damaged his relationships that he probably can’t take much advantage.

“We’re winning,” Rauner told a downstate audience hours after Obama’s “unity” speech.

No, he’s not. Nobody is.

cherron@shawmedia.com When you’ve been to the state wrestling tournament for three consecutive years and claimed medals there, getting back for a fourth time might seem to be kind of a given.

But when your season was disrupted by injuries like it was for Joliet West’s Darvell Flagg, Minooka’s Carson Oughton and Lockport’s Shayne Oster, pulling off the rare feat of being a four-time qualifier is definitely easi-

er said than done.

While Oster won his third straight sectional title, there was more drama involving Oughton and Flagg. Oughton lost in overtime in the 170 semifinals and needed to bounce back with a win in his next match to move on, while Flagg fell in overtime in the 113 quarterfinals and had to win three more times to qualify. Both went on to take third.

Flagg, who is 23-5, hopes to add to the fourth-place medal he won last year.

“It was either win or go home,” Flagg said. “From my first match, I was determined to go and knew that I was going to go. My injury has really motivated me because everyone was telling me that I can’t do it. So that’s pushing me to another level and makes me want it even more. My coach told me to forget about my quarterfinal match and take it one match at a time.”

Oughton, who improved to 14-2, took sixth in 2013 and finished third last year at state.

“Qualifying is a good feeling, but

I’m not happy about coming in here and not competing the way that I wanted to,” Oughton said. “I’m just looking forward to next weekend and getting another shot at the title. It doesn’t really matter how I did here, all that matters is how I do down in Champaign.”

Lockport’s Brandon Ramos claimed his third third-place sectional finish to advance at 126. But this is the first 3A state trip for the 36-11 junior, who was at St. Laurence.

It’s been great to experience what I have and I just to make a state run and be on that podium. Anything can happen there.”

Lincoln-Way East senior Brian Burns carries a 37-6 record into his second state trip after getting edged in the 182 finals by Yorkville’s Bryce Shewan.

“It’s great that I’m going to the state tournament again,” Burns said.

“There’s always stuff that I can work on. I have some losses that I’m hoping to turn around, if I tune some stuff up.

Last year was a huge jump for me to get there. But now I’ve been there and done that.”

Lincoln-Way Central’s Jake Dudeck is 34-6 after losing in the 220 finals to Plainfield South’s unbeaten Eric Johnson. This is also the junior’s second state trip.

“As soon as you get in the state bracket, everybody is 0-0,” Dudeck said. “Last year didn’t really go as planned, so I’m looking to win the first two matches and become a placer.

That’s the best I can ask for.”

Providence enjoys more success, sends 6 to state

cherron@shawmedia.com BOLINGBROOK – After enjoying so many seasons either at the top or among the best programs in Illinois, the 2013-14 and 2014-15 campaigns were challenging ones for Providence Catholic’s wrestlers.

In 2013-14, the Celtics only won seven dual meets and placed eighth in the regional. Last season, they doubled that win total and improved to third in their regional.

It looked like Providence might finally get shut out of having a state qualifier in 2014, but senior Matt Glenn assured that the long streak would remain alive. However a year ago, the Celtics finally were blanked when freshmen Ben Emery and Cole Smith both lost consolation semifinals in the sectional.

After winning its first regional title since 2009, Providence figured to enjoy more success at last weekend’s Class 3A Bolingbrook Sectional, and it certainly did.

Bazaldua both won semifinal matches Friday to assure them of advancing.

The veteran Celtics coach displayed a big smile a day later when freshmen Jake Lindsey and Josh Ramos and sophomores Dominick Ambrose and Smith all won consolation semifinal matches to qualify.

With all of their six qualifiers being either sophomores or freshmen, it seems pretty clear the Celtics’ days out of the limelight are quickly coming to an end.

After his heartbreaking loss a year ago, the 35-12 Emery obviously is thrilled to earn his first trip to state.

He took second at 126 pounds after falling to Lincoln-Way Central’s Vinnie Piunti.

“It feels great,” Emery said. “Last year, I lost in an ultimate tiebreaker and I was not going to let that happen again. I was going to make it to state this year, and I did. I didn’t want drama like last year, so I wrestled three matches and got the job done.

My teammates and coaches are great.

They push me and we all want the best for each other.”

Bazaldua followed Emery by also

winning in the semifinals. The 21-9 freshman settled for second at 132 after coming up just short against Alton’s Connor Broyles.

“This feels pretty good,” Bazaldua said. “I’m pretty surprised with myself to be a state qualifier as a freshman. It feels good to have a lot of teammates who are having success. Win or lose, they’re really supportive at Providence. My goals were to get top three at regionals so that I could get here, and now my goal is to place at state.”

After coming up short last year and then losing in the semifinals, Smith was determined to get the job done in the wrestlebacks. He took fourth at 152 and takes a 39-7 record to state.

“There was nothing that I wanted more than to go to state this year,” Smith said. “And now I’m hoping to place there, if I can. Everyone in the room wanted to get the chance to wrestle at state, and six of us are doing that.”

Ambrose also got his feet wet during last year’s sectional. He takes a 24-13 record to state after finishing fourth at 138.

“Just after that match, it felt so

surreal,” Ambrose said. “I knew that I would have to bump up to make this team, but I sacrificed by lifting every day and putting the extra work in, and everything is falling into place. My goal was to make it down as a sophomore. We had six in the semifinals and two won, and then four more qualified today, so everything is paying off.”

Lindsey owns a 31-8 record after claiming a third-place finish at 106.

“In the semis, I knew I was up against the No. 1 kid (Marcus Povlick), so I was going to have to battle and I proved to myself that I could definitely hang with him,” Lindsey said. “So after that, I was confident. I had nothing to be sad about since it was a great match, so I went into my consolation match knowing that everything would be all right.”

Ramos brings a 36-10 mark to state after finishing in fourth at 120.

“I was the only freshman in my bracket who made it down and our other two freshmen made it down, too,” Ramos said. “I’m looking to medal down there and just do the best that I can, like everyone else who’s going to state.”

Lincoln-Way Central’s 68-60 overtime victory Friday over Thornton, which is one the state’s top-ranked teams, was huge.

It erased memories of the loss coach Bob Curran’s team suffered last week against Thornridge. Coupled with Joliet West losing twice last week and Minooka falling in overtime at Oswego East, it scrambled the weekly Herald-News rankings of large schools in the area.

Joliet Catholic also lost once, a 6560 decision at Marist. All five Hilltoppers’ losses have been in competitive games against quality opponents, so JCA remains the No. 1 team in the rankings.

However, after beating Thornton, Lincoln-Way Central jumps two places to No. 2. Minooka remains in the third spot and Joliet West drops two places to No. 4 after falling to Lincoln-Way East and Homewood-Flossmoor.

Other changes this week include Lincoln-Way West and Joliet Central trading the No. 5 and 6 slots, with the Warriors now in the top five, and Lemont returning to the rankings at No. 10, replacing Lockport.

This is the week when coaches in Class 4A and 3A around the state will do their online voting for sectional seeds. The 4A Lockport Sectional is nothing if not balanced.

Among area teams in the field are Lincoln-Way Central, Minooka, Joliet West, Joliet Central, Plainfield North, Plainfield East, Bolingbrook, Lemont and Lockport. The first four, anyway, are candidates for top-four seeds, and the other five mentioned are threats for the top eight.

Our area also contributes Lincoln-Way East, Plainfield South, Romeoville and Plainfield Central to the sectional field. If you don’t think they are capable of beating someone, you haven’t been paying attention during this wild season.

9. Plainfield East (11-11): Bengals are one area team whose stock is rising.

East coach Branden Adkins said his team played one of its most complete games in Friday’s win over Plainfield South.

10. Lemont (14-9): Lemont or Lockport? With Plainfield East securely in the top 10, the battle is on between the Indians and Porters for the final spot in the rankings. It easily could continue through the rest of the season.

HAMPTON, Ga. – Bill Elliott grabbed the microphone, faced reporters and blurted out “I’m the father.”

Then Elliott laughed and beamed.

Clearly he is a proud father after Chase Elliott on Sunday became the youngest driver to win the Daytona 500 pole. Bill Elliott was a two-time winner at Daytona and the NASCAR champion in 1988, but now Chase is the rising star in the family.

It is dad’s turn to cheer.

Chase Elliott, 20, joined his father on Monday at Atlanta Motor Speedway to promote next week’s NASCAR stop. It was an appropriate setting for the Georgia natives to seek perspective for young Chase opening his rookie season in the spotlight.

“Yesterday was a big deal for us,” Bill Elliott said, noting that about two years ago “we had nothing” in place for Chase’s career. The right doors opened, Chase won the Nationwide Series (now Xfinity) championship in 2014 and then was named the replacement for the retiring Jeff Gordon in the 24 car.

drick Motorsports team, the young Elliott was humble as he insisted his team deserved credit for winning the pole.

“I had very little to do with that lap and qualifying time,” said Chase Elliott.

It’s a powerful support team for a rookie, especially when compared with Bill Elliott’s humble start in the late 1970s.

“That stuff we had back then was terrible,” Bill Elliott said. “... You didn’t Chase Elliott have the equipment, didn’t have the money, didn’t have anything.”

Bill Elliott also didn’t have the pressure that falls on his son because of his name and his high-profile team. Much will be expected of Chase Elliott as Gordon’s successor on the team that also includes Dale Earnhardt Jr. That pressure grew when the rookie won the pole with his top speed of 196.314 mph.

“There are a lot of disadvantages,” said the elder Elliott of the expectations that will follow his son. “You kind of set the bar up there. When I came in I was way under the radar and nobody was paying

any attention. For me, it made it easier. ... In his position it’s going to be a learning curve and you’re going to have good weekends and you’re going to have back weekends until you get to a point where everything kind of falls into place.”

Earnhardt referred to his new teammate by his real name when he used his Twitter account to offer congratulations for winning the pole.

“William Clyde Elliott II, you ol lead foot,” Earnhardt tweeted.

“Lead foot” looked like a teenager on Monday as he wore his NAPA cap and jacket at an appearance that was scheduled before he won the pole.

He said he knows he will have much to learn Sunday, next week in Atlanta and through the season. But he has been studying the racing game his whole life.

“Ever since he was a little kid all he’s ever thought about was driving a race car,” Bill Elliott said. “It’s never been anything else.”

Landing the Daytona pole was the first sign Chase Elliott is ready to race Sundays.

“You’re running with the best guys in the business,” Bill Elliott said. “I know he can do it.”

Blackhawks stop slide with win over Maple Leafs

The Associated Press CHICAGO – Patrick Kane had a goal and three assists, and the Blackhawks stopped a three-game slide with a dominant 7-2 victory over the Toronto Maple Leafs on Monday night.

Andrew Shaw, Brent Seabrook, Artemi Panarin and Teuvo Teravainen each had a power-play goal, helping the Hawks salvage the finale of disappointing four-game homestand.

It was the Hawks’ first game since they lost Marian Hossa to a left leg injury, likely sidelining the veteran forward for a couple of weeks.

Scott Darling got the start in place of a resting Corey Crawford and made 35 saves, including an outstanding sprawling stop on Nick Spaling in the second period. Two of Darling’s six wins this season have come against lowly Toronto.

Mark Arcobello broke up Darling’s bid for his second career shutout with a rebound goal with 8:54 remaining. Pierre-Alexandre Parenteau added a power-play goal and James Reimer had 25 saves for the Maple Leafs, who closed out a 1-4 road trip.

Goals by Brandon Mashinter, Shaw and Seabrook staked the Hawks to a 3-0 lead through two periods, and the Hawks blew it open with an impressive flurry in the third.

Beginning with Panarin’s 19th goal of the

season, the defending Stanley Cup champions scored on four of six shots.

Kane made it 5-0 with his 34th of the season, sending a wrist shot past Reimer on the stick side.

Teravainen then stopped a 17-game scoring drought with his 10th of the season, and defenseman Viktor Svedberg converted a big slap shot from the low slot at 10:20.

The four points matched a career high for Kane, accomplished three times just this season.

He had three goals and an assist in a 4-1 victory at Toronto on Jan. 15 and leads the NHL with 82 points.

Duncan Keith added three assists for the Hawks, who improved to 22-7-2 at home.

Shaw finished with a goal and two assists, and Panarin also assisted on Kane’s goal.

The Hawks were leading 3-0 in the second when Darling dove across the crease to grab Spaling’s shot, drawing a big ovation from the crowd.

Reimer had his own great sequence in the first, getting over to stop a shot by Panarin, and then denying Artem Anisimov in front.

Even better, you think.

Occasionally, you forget to refill the medicine until you only have a couple doses left, but you never worry. It’s an old, reliable, inexpensive drug – until one day the pharmacist says to you, “I’m sorry. Your prescription isn’t ready. We had to order it.”

You come back the next day and learn the manufacturer has stopped making it.

Could this really happen?

JOLIET – On Feb. 1, the World Health Organization declared the Zika virus outbreak a “public health emergency of international concern.”

The virus has spread on a massive scale in Brazil and now to nearly 30 countries in South and Central America.

Joliet Area Community Hospice seeking volunteers

JOLIET – Joliet Area Community Hospice (JACH) is looking for volunteers to provide compassionate visits to patients and their families in their home, assisted-living and long-term care facilities in our service area (Will, Grundy, Kendall and parts of Cook, DuPage and Kankakee counties).

Patient care volunteers provide respite to hospice families for periods of two to three hours.

Besides companionship support to patients, Joliet Area Community Hospice volunteers greet visitors, provide clerical help, assist with keeping our grounds beautiful for visitors, and provide a myriad of other service opportunities.

All volunteers need to complete JACH volunteer training before becoming an active volunteer; no medical experience is required. The next volunteer training will be April 2 and April 9.

Registration deadline is March 21.

Stuttering Foundation announced the creation of a free identification card available to all those who stutter.

Dear Abby: My sister-inlaw has asked me to pay for repairs to the passenger seat of her car. She was picking up my 9-year-old to stay the night, and when he got inside, he moved the seat forward to better fit his stature. She got upset and said, “The seat was broken. If this doesn’t adequately improve your symptoms, increasing the amount of estrogen in your birth control pill can help. If you still have troublesome symptoms, your doctor might recommend the “continuous method.”

In this method, you take active birth control pills every day. Women who follow the continuous method will stop having periods.

Another treatment option is the class of antidepressants called selective serotonin reuptake inhibitors (SSRIs). There are many SSRIs to choose from, and studies suggest they are equally effective. If the first one you try doesn’t work, your doctor can change the dose or have you try a different SSRI to see if you get a better response.

The women I’ve treated for PMDD often have had their symptoms for years before seeking help. For women who haven’t experienced it, or for people who have not seen it in family and friends, it can be hard to appreciate how disruptive PMDD can be. For around 10 to 15 days each month, a person with PMDD really can have trouble at home and at work. Their moodiness and irritability can affect their relationships with family or co-workers.

Dear Dr. K: I always assumed my premenstrual mood swings were normal. But then I talked to some friends whose emotional symptoms are much less severe than mine. A quick Internet search turned up “PMDD.” Can you tell me more about this?

Dear Reader: The physical symptoms of premenstrual dysmorphic disorder (PMDD) and premenstrual syndrome (PMS) are the same. They include fatigue, swollen breasts, backache, headache, food cravings, bloating, constipation and diarrhea. But the emotional symptoms of PMDD, compared to PMS, are much more severe.

PMDD is characterized by extreme moodiness, irritability, depression and anxiety.

These symptoms appear the week before a woman gets her period and go away a few days after it starts. A woman with PMDD may experience severe depression and feelings of hopelessness. In especially severe cases, women even may feel suicidal. For these reasons, PMDD is an official psychiatric diagnosis.

How can you tell if you have PMDD or PMS? For a cycle or two, keep track of the dates of your period. Note when your symptoms occur and how severe they are. Your doctor can review the pattern and severity of your symptoms.

PMDD can be treated, but finding the right treatment can take time, as well as trial and error. I spoke to Dr. Hope Ricciotti, my Harvard Medical School colleague and editor-in-chief of the Harvard Women’s Health Watch, about the options.

For women with PMDD who also want contraception, the birth control pill can be very effective. Several studies suggest the best birth control pills for controlling PMDD symptoms contain the hormone drospirenone.

At the bridge table, though, it pays to listen closely to the bidding and to analyze what it is telling you.

Look at only the West hand and the auction in this deal. What should West lead against four spades?

When North jumped to four spades, he showed four trumps and opening strength. If South had had extra values, especially with 4-3-5-1 or, even better, 4-3-6-0 distribution, he would have proceeded toward slam.

The club queen would be a popular lead choice. Then, declarer would most likely win on the board and play a diamond to, say, his jack. West will win and probably shift to a trump.

South wins in the dummy and plays a second diamond. That also loses to West and another trump is returned, but declarer wins in his hand, ruffs a diamond, plays a heart to his king, and ruffs his last diamond. Then, though, South must be careful. He needs to get into his hand to draw West’s last trump, so should concede a club trick. A moment later, declarer ruffs a club, cashes his spade ace, and claims.

Yes, West could have defeated the contract after winning the first diamond by shifting to a heart, but who would ever find that play?

There is a much simpler solution for West. Because he is so strong in declarer’s first-bid suit, he should lead a trump at trick one. Then the defenders would be in control.
