New York Street Memorial Bridge – Aurora In the late 19th century, a reform movement that sought to improve the nation’s cities through beautification gained wide exposure at the 1893 World’s Columbian Exposition in Chicago. The fair expressed the ideals of the “City Beautiful” reformers through the creation of a “White City” of architecture and infrastructure built in the Beaux Arts style, which was a shining example of city planning.

The fair featured both architectural cohesiveness and a state-of-the-art transportation system. Not only were the fair bridges built with the latest technology, but they also were visually appealing.

Many of the architects and bridge engineers of the first half of the 20th century embraced the fair’s Beaux Arts style.

During this time, the evolution of the preferred bridge materials from wood and iron to concrete and steel that began in the last few decades of the 19th century continued into the 20th century. Bridge designs that best used those materials also evolved to advance new structural strength and durability.

The coming of the automobile resulted in the need for stronger bridges across America. During the first two decades of the 20th century, bridge building was in an experimental stage with some bridges being overengineered. By the 1920s, however, highway bridge design had reached high standards of design, construction, and maintenance of railroad bridges.

This was because of the growth in the engineering profession and to government adoption of standardized bridge designs.

Because of the tremendous demand for roadway bridges in the 1920s and 1930s, reinforced concrete bridges, which could be quickly erected, were often the bridge of choice for highway department and local governments across the nation.

By the 1930s and 1940s, concrete arch technology had advanced to allow much more delicate structures than had previously been built.

Many of these new concrete bridges that were being constructed also began

OLD POSTCARD IMAGES SOUGHT FOR PUBLICATION David Belden is a history teacher at Minooka Community High School and currently is publishing local postcard books with Arcadia Publishing in his Local History classes. He and his students are looking for old Joliet photos and postcards, and images from Joliet’s parks, for a new publication. to appear along the Lincoln Highway, America’s first transcontinental roadway. These new structures began to reflect the cultural awakening that spread across America as society began to shed its Victorian-era architectural style for one that reflected progress and independence.

The New York Street Memorial Bridge, spanning the Fox River in Aurora, is one such example. Dedicated on Armistice Day, Nov. 11, 1931, as a memorial to World War I veterans, the bridge was designed by Chicago artist and sculptor Emory Seidel. The New York Street Me-

Built in the Art Moderne style, the bridge reflects many of the characteristics of this popular 20th century style, including clean, angular lines, curved corners, a streamlined look, horizontal lines or elements, and ornaments that are integral to the structure.

Seidel integrated several ornamental sculpted figures into the concrete structure that highlighted this architectural style. These decorative figures are located in the bridge pylons and in niches at the center of the bridge deck.

Students nominated for service academies recognized for their hard work

vshanker@shawmedia.com PLAINFIELD – Parents of each high schooler who approached U.S. Rep. Bill Foster on Saturday took dozens of photos as the 17 students received recognitions of nomination to U.S. service academies.

“I had to hold back the tears,” said Erin Solorzano, recalling the moment her daughter, Joliet Central High School senior Mercedes Solorzano, walked to the podium.

“It’s exciting. She’s been working at this for a long time,” Erin Solorzano said.

Foster, D-Naperville, presented the recognitions at the annual U.S. Service Academy Nomination Ceremony for the Illinois 11th Congressional District on Saturday morning at the American Legion Marne Post 13 in Plainfield.

Service academies

Each year, like all those who serve in Congress, Foster nominates students in his district who have expressed interest and applied their efforts toward attending one of the U.S. service academies: the Military Academy, Naval Academy, Air Force Academy and the Merchant Marine Academy.

This year, 17 students were nominated, including Mercedes Solorzano to the Naval Academy; Daniel McDonald from Providence Catholic to the Naval Academy and Military Academy; Victor Osinloye from Romeoville High School to the Air Force Academy; Benjamin Preston from Lincoln-Way West to the Naval Academy; Payton Myers from Plainfield South to the Air Force Academy; and Austin Deal from Plainfield South to the Naval Academy.

Additional nominees go to Downers Grove, West Aurora, Naperville North,

Metea Valley, Benet Academy, Marmion Academy, Aurora Christian and Aurora Central high schools.

To be a nominee, a student must be at least 17 years old but not more than 23 by July 1 the year he or she enters the academy. The nominee must be a U.S. citizen, unmarried, not pregnant, have no children or dependents and must be a legal resident of the congressional district.

Nominees must meet minimum scholastic standards and pass a qualifying medical examination with the Department of Defense Medical Review Board.

Service academies are expected to make the majority of their appointments by May. If a nominated student is accepted into an academy, the student will be obligated, and enter a commitment, to serve in the military for a minimum of five years after graduation.

Charlotte Beard is Salem Village’s oldest resident ever at 106

bokon@shawmedia.com JOLIET – Charlotte Beard turned 106 this month, making her the oldest resident ever to live at Salem Village.

Charlotte’s ability to converse is limited and intermittent, but two of her children joined nursing home residents for a birthday party Friday and offered their own insights into their mother’s long life.

“Mom always said, ‘Everything in moderation,’ ” said Emmitt Beard of Bolingbrook. “She didn’t drink. She didn’t smoke. She was a very religious woman.”

Charlotte lived the early part of her life in Mississippi and moved to Chicago in the 1940s, where she was twice recognized by Chicago mayors – Mayor Richard J. Daley and Mayor Jane Byrne – for the beautiful gardens she created at her home, said her daughter, Eloise Beard.

“She was very active – an ardent gardener,” Eloise said. “She was active in the community. She was a Sunday school teacher.”

Even at the age of 95, Charlotte taught Bible classes at a senior day program in Chicago.

Charlotte also had 13 children, four of whom are still alive. When her husband died in 1956, Charlotte went to work at a candy factory in Chicago while raising her children.

Both Eloise and Emmitt remember their mother running an orderly and clean household, with assorted chores assigned to her children. Life was so disciplined at home, Emmitt said, that he had no trouble adjusting to military life.

“I excelled in the military thanks to my mom and her discipline,” he said.

At the same time, his mother always managed to buy him things he needed for school and sports while growing up – even if he would have to wait a bit.

“She would always say, ‘Wait and see,’ ” Emmitt said. “She would never say no.”

It was only about three years ago that her mother required a wheelchair, Eloise said. Before then, Charlotte used a cane but the two of them would go for walks in the neighborhood.

While Charlotte cannot carry conversations regularly, she does at certain times – especially when her youngest grandson, Corey, 31, comes to visit. Corey’s mother, Eloise, can’t explain why, but it is remarkable to see the two talk, she said.

“He says, ‘Hi grandma.’ Her eyes light up,” Eloise said. “She looks up at

him. He says, ‘This is Corey,’ and the conversation just starts.”

At Salem Village, everyone calls Charlotte grandma, said April Brownlee, director of activities.

“She’s the grandma of the building,” Brownlee said.

Charlotte only came to Salem Village a few months ago, but became the nursing home’s oldest resident ever on her birthday, which was Feb. 7, Brownlee said. She had been living with Eloise in Bolingbrook since 2006.

“The Bible tells us we get three score and 10 years,” Eloise said. “So my mom has had 36 years of blessings.”

Snow, crashes mark Valentine’s Day in Will, Grundy counties

Mother Nature provided a snowy backdrop for Valentine’s Day this year.

The Will-Grundy area saw 2 to 3 inches of snow Sunday, starting about 2 p.m., according to Gino Izzi at the National Weather Service, the same time Illinois State Police began receiving reports of vehicle crashes on Interstate 55.

“We have multiple cars in ditches in both directions, from I-80 to Dwight,” said Sgt. Jim Powell of the Illinois State Police. In cases where no injuries were reported, motorists were advised to exchange information and make a police report tomorrow at District 5.

The Route 47 river bridge was closed for about an hour at 4:30 p.m. because of a two-vehicle collision, which Allbert said caused two people to be transported to Morris Hospital & Healthcare Centers.

By 6 p.m., Romeoville had 2 inches of snow, said Izzi, and Goose Lake had 3.3 inches, the highest amount reported in the area, he added.

“We might not even get a total until tomorrow,” Izzi said.

No precipitation is expected for Monday, he added. The National Weather Service forecast cloudy skies with a temperature near 35 degrees for Monday, while Tuesday should arrive with a 50 percent chance of snow and a high near 37 degrees.

“The good news is that, by Friday, we’ll have temperatures into the 50s, maybe the 60s,” Izzi said.

Residents talk plans to share the love on Valentine’s Day VIEWS Kris Stadalsky People find all kinds of ways to express their feelings when it comes to Valentine’s Day. My parents were married just short of 60 years before my dad died.

While dad was not always expressive with his feelings, every year he bought my mom several yellow roses for Valentine’s Day. Even when they were financially strapped, he would always bring her at least one rose.

Some cynics like to believe that Valentine’s Day was created by card and candy companies to get us to spend money, but the day has deep historical roots.

There are at least three versions of a St. Valentine, or Valentinus, dating back to the third century in Rome, according to History.com.

One was reported to have performed marriages in secret when it was outlawed for young men who would better serve the military single.

Another tells of a St. Valentine who was killed trying to help Christians escape from prisons. While he

was in prison, he purportedly sent the first valentine greeting to the one he loved.

Valentine greetings in person were popular back in the Middle Ages, and handwritten valentines became popular after 1400.

The oldest known valentine is a poem written in 1415 by the French nobleman, Charles, duke of Orleans, to his wife while imprisoned in the Tower of London. It is now believed to be housed in the manuscript collection of the British Library in London.

Approximately 150 million cards are now exchanged every year, making Valentine’s Day second behind Christmas.

I’m not sure if that number includes the ones kids exchange at school or not, but that tradition remains popular.

Jaxson Foster, a third-grader at Rockdale Elementary School, said Valentine’s Day and exchanging cards is pretty neat.

“It’s a day where people come together,” he explained. “If you like someone, you could give them a card or something.”

Jaxson also had a surprise planned for both his mom and dad, which he wasn’t willing to share at the time.

When it comes to family, mom and dad or sisters and brothers, he said, “You just have to try your hardest.”

He and his schoolmates all exchanged cards and candy the Thursday before the special day. He also got to make his own candy in one classroom, and made a Hershey’s chocolate-covered push pop. Now that’s a Valentine’s Day treat.

Debbie and Carl Fowler of Minooka found a unique way to spend this Valentine’s Day.

Along with some friends, they went to a shooting range in Plano.

Carl was in the Marine Corps for 22 years and taught his wife, Debbie, to shoot. It’s something they enjoy doing together.

After 32 years being married, they didn’t know what else to do, Debbie said. But when she saw the advertisement, she figured it would be a fun way to spend the day.

The Valentine’s package included an hour of range time, valentine heart targets, a rose, chocolates and a gift card for dinner at Lakeview Grill in Yorkville.

“I said, ‘It’s Valentine’s Day, let’s do something different,’ ” Debbie said.

“It’s kind of a gunpowder and roses thing.”

Chrysler buyers see the future in 2016, 2017 models Chrysler debuts its all-new 2017 Pacifica and gas-electric Pacifica Hybrid at the Chicago Auto Show, offering a great lead-in to its already innovative 2016 lineup.

The new models, possibly available at dealerships sometime in spring, are proof that Chrysler intends to use its reputation as an automotive game-changer to stay ahead in the minivan segment it launched in 1984.

Pacifica is expected to draw big crowds – especially since Pacifica Hybrid is the first of its kind -- but Chrysler is linking it with a 2016 lineup that makes it clear the brand intends to be a leader in more than just minivans.

Also on the show floor are the luxurious Town & Country minivan, and the 200 and 300 sedans that are redefining the mid-size and large-car segments.

PEOTONE – Two Will County residents died early Sunday morning after being involved in a single-vehicle crash.

Danny E. Clancy Jr., 32, of Monee, and John Alan J. Blount Jr., 29, of Crete, were pronounced dead at 3:30 a.m. Sunday near the intersection of East Corning Avenue and South Harlem Avenue in Peotone, according to the Will County Coroner’s Office.

The vehicle appeared to roll multiple times, striking a fixed object before coming to rest in a parking area in front of a business, according to the coroner’s office.

The Illinois State Police are reconstructing the crash. Autopsies are scheduled for Monday. Final cause of deaths are pending the autopsy, toxicology results and police reports, the coroner’s office said.

Funeral arrangements were pending as of Sunday afternoon, the coroner’s office said.

When Carmen was grown, Ethelyn sold Avon, on foot in her neighborhood, Carmen said. This wasn’t a side hobby. Through Ethelyn’s 40-year career selling Avon products, which she continued until she was 80, Carmen said, Ethelyn won many sales awards.

JOLIET – A 34-year-old Joliet man died Friday after being involved earlier in the week in a single-vehicle crash in Plainfield.

Maurice Parker was pronounced dead at 7:44 p.m. Friday in the intensive care unit at Presence Saint Joseph Medical Center in Joliet, according to the Will County Coroner’s Office.

On Tuesday, Parker was the driver in single-vehicle crash near the intersection of Caton Farm Road and Red Hawk Drive in Plainfield. His vehicle left the road and struck a building, according to the coroner’s office.

The Joliet Police Department is investigating the crash. The cause of death will be determined at a later date after review of medical records, toxicology results and police reports, the coroner’s office said.

Of course, LeAnn said, the grandchildren enjoyed the overnight visits with Ethelyn because they could poke around her Avon samples and stay up as late as they wished.

“She was a softy,” Carmen said.

“There was nothing strict about my mother.”

Always a lady until her death on Jan. 29 at the age of 99 and with dementia, Ethelyn never failed to impress the staff at Symphony of Joliet with her grace, appreciation and ready smile, LeAnn said.

Furthermore, Ethelyn always insisted on wearing makeup, having her hair combed and wearing coordinated clothing. Ethelyn became quite vocal if Carmen took something out of her closet that Ethelyn didn’t like.

“She was very particular on how she dressed,” Carmen said, “even at 99.”

By Diane Krieger Spivak On March 26, 2014 Jack Sheehan got a horrible headache and blurry vision. His wife Peg called 911 and Manhattan paramedics transported Jack to Silver Cross Hospital’s Emergency Department where a Code Stroke Team waited.

A CT Scan on the 64-year-old showed blood in the ventricular system of his brain.

Within minutes, neurosurgeon Dr. Kamran Khan inserted a drain, relieving the pressure.

An angiogram showed irregularities in Jack’s brain.

“It was not an aneurysm but a fistula or tear,” recalls Dr. Richard Burgess, neuro interventional radiologist and stroke neurologist with the Silver Cross Neuroscience Institute.

“It needed to be repaired or Jack could have been severely disabled or worse.”

An MRI showed an arterial venous malformation of the brain stem causing bleeding and pressure. Dr. Khan inserted a second drain to relieve the fluid and blood building up.

On March 28, Dr. Burgess took Jack to

the hospital’s endovascular suite where he closed off several fistulas between the artery and vein near Jack’s brain stem to stop the bleeding.

After several weeks, sedated in the ICU until his vitals were under control, Jack started therapy with a team of therapists, pathologists and physicians at The Rehabilitation Institute of Chicago at Silver Cross. He went from needing a feeding tube to eating on his own and even climbing a flight of stairs. His double vision was gone. On May 9 he went home and continued outpatient therapy. On June 24 an angiogram revealed that Jack’s brain had healed.

“When something like this happens, you don’t always get to choose your doctors and nurses,” said Peg. Anyone who gets Dr. Burgess and the rest of the Silver Cross staff is very fortunate.”

JOLIET – “An’ the Gobble-uns’ll git you ef you don’t watch out!”

That was LeAnn Hibler’s favorite part of James Whitcomb Riley’s 1885 poem “Little Orphant Annie,” which her grandmother, Ethelyn Schofield of Joliet, knew by heart and recited to her grandchildren at bedtime.

The poem was so characteristic of Ethelyn that LeAnn shared it at Ethelyn’s wake.

“I thought it was appropriate to read it one last time,” said LeAnn of Joliet.

Considered the matriarch of a family that included five grandchildren, eight great-grandchildren and eight great-great-grandchildren, Ethelyn lived a life of varied experiences.

She lived on a farm in Effingham as a child, worked as a riveter manufacturing bombers during World War II and sold Avon for more than 40 years after her only child – Carmen Schneider of Joliet – was grown.

Mary McCallen Tonelli of Lockport, Ethelyn’s great-niece, felt Ethelyn set the tone for her loved ones and kept everyone together.

“She was the matriarch, the glue of the family,” Mary wrote in a Facebook message. “Always kind. Always smiling, laughing, caring. Always ready for company and a party. She was

all about family and having fun. She taught us well.”

Carmen said she was about 7 when Ethelyn (then in her mid-20s), her parents and her younger brother moved to Michigan to make bomber planes during World War II. When the family returned to Effingham, Ethelyn went to Joliet, where she and her late husband, Wilbur Schofield, opened up their tiny apartment to care for her nieces and nephews, who had moved into the area because of work.

These young family members, Carmen said, about 18 and 19 years old, were living in a trailer court in Channahon and working at Caterpillar.

Because Ethelyn was their only family living nearby, they spent their free time at the apartment, often playing cards, she added.

“She was a fierce Euchre player,” LeAnn said. “We had a lot of Euchre games [through the years], and she did not like to lose.”

Ethelyn didn’t work outside the home during Carmen’s childhood; she took care of her family and became known as a phenomenal cook and baker. LeAnn said Ethelyn’s specialties included noodles and chicken, as well as cakes, pies and candy, including her peanut butter fudge.

“She made candy at Easter that looked like Fannie May,” LeAnn said.

“So we started calling them Granny May eggs.”

“It brings a lot of pride to myself,” Deal said. “I’m also very humble and thankful for it as well.”

Deal started to gain an interest in the military through the influence of his uncle, who was in the Navy. He wants to become a Navy pilot.

Myers, who modeled her interest in the Air Force after her grandfather, said her grandfather didn’t get medically cleared for the academy.

So Saturday’s ceremony was special for her.

Along with taking the first steps to become a pilot, Myers said she will run track and field for the Air Force Academy.

Mercedes Solorzano said she has wanted to be in the military since she was a kid. She has been a part of the Joliet Central JROTC program all four years of high school. But she decided to apply for the Naval Academy because of the specific engineering opportunities available.

“I was looking through the most STEM-based field when it came to the branches, and I found the Navy,” she said, adding that she wants to study nuclear engineering and apply her education to the Navy.

Mercedes’ mother said JROTC and her interest in the military helped Mercedes grow into a strong person.

“It’s helped her become more structured and responsible,” Erin Solorzano said.

Suspected former Nazi camp guard dies in Croatia at 92 The ASSOCIATED PRESS ZAGREB, Croatia – Jakob Denzinger, a suspected former Nazi prison guard at Auschwitz and other camps, has died in his native Croatia. He was 92.

The death announcement by Denzinger’s family said he was buried Saturday at a local cemetery near Osijek in eastern Croatia. Local media said he

died at hospital on Thursday.

Denzinger was born in present-day Croatia, which was part of Yugoslavia at the time. He started serving with the Nazi SS at the age of 18, in 1942, while Croatia was under a pro-Nazi puppet regime.

He was posted at several camps, including the Auschwitz death camp complex in occupied Poland.

Denzinger moved to the U.S. after the

war, settling in Ohio where he became a successful plastics industry executive.

Years later, the Justice Department uncovered his past. In 1989, as U.S. prosecutors prepared their case to strip Denzinger of his citizenship, he first fled to Germany and later moved to Croatia.

Denzinger was among dozens of suspected Nazi war criminals and SS guards who collected millions of dollars

in U.S. Social Security benefits after being forced out of the U.S. An Associated Press investigation into the issue resulted in a law in 2014 barring suspected Nazi war criminals from receiving U.S. government pension benefits.

Croatian authorities in 2014 opened an investigation of Denzinger’s World War II service, but he was never tried.

He had refused to comment on the allegations.

By SARA BURNETT CHICAGO – At first blush, it may have seemed like a rare moment of bipartisanship at the Illinois Capitol: Democratic President Barack Obama called for changes to a process for drawing political maps that too often favors one party, bringing Republican lawmakers to their feet.

“In America, politicians should not pick their voters; voters should pick their politicians,” Obama said during last week’s speech in Springfield, echoing comments from his final State of the Union address.

But Illinois’ redistricting process is shaping up to be one of the biggest battles of 2016, as a bipartisan group of supporters and Republican Gov. Bruce Rauner push to put a measure on the November ballot and opponents, including some top Democrats, argue it would “devastate the voices of minority communities.”

Here’s a closer look at the issue:

New Ill. law means fewer emergency dispatch centers

BELLEVILLE – A new Illinois law aimed at consolidating local government services will significantly reduce the number of separate emergency dispatch centers in parts of Illinois.

The Belleville News-Democrat reported the law requires counties with at least 250,000 residents to cut by half the number of 911 call centers by July 2017.

There are eight such “public safety answering points” in St. Clair County and 16 in neighboring Madison County.

A new group known as Independent Maps announced last year it would try again, saying it learned from the previous legal battle and is confident that its latest proposal will withstand a court challenge. The group has gathered about 500,000 of the roughly 600,000 petition signatures it hopes to collect by the end of April to get the measure on the ballot.

Harvey man charged in toddler’s scalding

CHICAGO – A suburban Chicago man has been charged with aggravated battery to a child after the 1-year-old son of his live-in girlfriend suffered severe burns from scalding hot bath water.

Michael Barber of Harvey was jailed Saturday in Cook County. Bail was set at $2 million for Barber, who is in his mid-20s.

Prosecutors said the child remains hospitalized awaiting skin graft surgery for second- and third-degree burns to his feet, buttocks and genitals after the

It would require seven commissioners – including at least two Republicans and two Democrats – to approve a map.

The commission members would be selected by a review panel chosen randomly from a pool of registered voters who adhere to “standards of ethical conduct.”

Opponents

Some Democrats and minority voters – including several who were part of the 2014 lawsuit – still are expressing concern, however.

They’ve formed a group known as People’s Map to oppose the initiative.

According to documents filed with the Illinois State Board of Elections, Madigan’s lawyer Michael Kasper also is representing the group.

Chicago resurrects idea of express train to O’Hare

CHICAGO – Mayor Rahm Emanuel’s administration is resurrecting the idea of an express train to whisk business travelers and tourists between downtown Chicago and O’Hare International Airport.

The city said an engineering firm will spend the next 10 months evaluating potential routes, drafting designs and coming up with a construction timeline and cost estimate.

If the plan moves ahead, Aviation Commissioner Ginger Evans told the Chicago Tribune the city would look for a private

“The so-called ‘reforms’ proposed in Illinois will devastate the voices of minority communities and minority voters,” he said.

Hooker said that under the proposal, there’s no way to ensure minorities will be represented on the commission. He also said there’s no guarantee minority communities would be “protected” – essentially kept together in the same district in numbers large enough to influence a vote. That would lead to less minority representation in the Legislature, Hooker said.

Independent Maps spokesman Jim Bray denied Hooker’s claims. He said the proposed amendment requires diversity on the commission and states that legislative districts “shall not dilute or diminish the ability of a racial or language minority community to elect the candidates of its choice.”

Bray also said Obama’s push for change “deflates” opponents’ arguments.

“I don’t think President Obama would be out advocating these kinds of redistricting reforms if they reduced minority representation,” he said.

Illinois woman sentenced for health care fraud

EAST ST. LOUIS – A southwestern Illinois woman has been sentenced to five years of probation and ordered to pay restitution for stealing more than $34,000 from a Medicaid health care program.

Prosecutors said 55-year-old Ann Marie Sheppard of O’Fallon submitted fraudulent bills for personal assistant services that she never provided. The program she was falsely billing for nearly two years is designed to let people remain in their homes instead of entering nursing facilities.

WASHINGTON – Justice Antonin Scalia’s death deprives conservatives of a key vote that could change the outcome in some major Supreme Court cases, including one in which labor unions appeared headed for a big defeat.

Next month’s Supreme Court arguments in a clash over contraceptives, religious liberty and President Barack Obama’s health care law also now seem more likely to favor the Obama administration.

Those are the most immediate effects on the court after the loss of its conservative icon and longest-serving justice.

It’s a firm Supreme Court rule that decisions are not final until they are handed down. So nothing Scalia did or said in pending cases matters to the outcome.

“The vote of a deceased justice does not count,” veteran Supreme Court lawyer Roy Englert said Sunday, a day after Scalia was found dead in his room at a west Texas ranch.

Subtracting Scalia’s vote from cases in which he was in the majority in a 5-4 split leaves the result tied, four a side.

The remaining eight justices have two options in that situation: They can vote to hear the case a second time when a new colleague joins them, or they can hand down a one-sentence opinion that upholds the result reached in the lower court without setting a nationwide rule.

A second round of arguments seems less likely at the moment because a new justice may not be confirmed until the next president is in office.

A tie vote, by contrast, resolves the case at hand and allows the legal issue to return to the court at a later date when there is a ninth justice.

Public sector labor unions had been bracing for a stinging defeat in a lawsuit over whether they can collect fees from government workers who choose not to join the union. The case affects more than 5 million workers in 23 states and Washington, D.C., and seeks to overturn a nearly 40-year-old Supreme Court decision.

Now, what seemed like a certain 5-4 split, with the conservatives in the majority and the liberals in dissent, instead looks like a tie that would be resolved in favor of the unions, because they won in the lower courts.

“That’s a big loss. It was all teed up and it looks like it’s not going to go anywhere now,” said Brian Fitzpatrick, a Vanderbilt University law professor who once served as a law clerk to Scalia.

The court heard arguments in December in a case from Texas on the meaning of the principle of “one person, one vote,” which the court has said requires that political districts be roughly equal in population.

But it has left open the question of whether states must count all residents, including noncitizens and children, or only eligible voters in drawing district lines.

The faith-based groups argue that the accommodation still makes them complicit in providing contraception to which they have religious objections.

A tie vote here would sow rather than alleviate confusion because the appellate courts that have looked at the issue have not all come out the same way.

That prospect suggests that Justice Anthony Kennedy will join the court’s four liberal justices to uphold the arrangement, Supreme Court lawyer Thomas Goldstein said.

Other big cases before the justices this term include affirmative action, abortion and immigration.

Informal mini-blocs have formed within the European Union, with some countries banding together to challenge, or just ignore, the EU’s announced refugee resettlement program. Temporary border controls have been introduced in key countries including Germany and France, threatening the cherished notion of freedom of movement across European borders.

Britain, a nuclear power with a seat at the U.N. Security Council, is demanding concessions before a referendum on whether the U.K. should simply abandon the EU, a prospect known as “Brex-

it.” And a slow-burning, extremely divisive budget crunch threatens the future of the euro single currency that has been a hallmark of European integration.

Ian Kearns, director of the European Leadership Network research group in London, said the EU is “undergoing an existential crisis” as a once shared sense of mission fades. Countries are pursuing their perceived national interests instead of seeking collective solutions, he said, and the notion of European solidarity is fading.

“It’s anybody’s guess now whether it will survive long term,” he said of the European Union. “I think it’s that serious. It’s not just the migration crisis, or Brexit. The challenge is the lack of faith in the mainstream political class in Europe that is evident across the continent, manifested in the rise of populist movements. The migration crisis has simply highlighted it.”

The summit is one of a series of meetings that have tried, but mostly failed, to find an effective collective response to the chaotic arrival of so many peo-

ple. Leaders will consider fairly minor changes to Britain’s status aimed at placating restive British voters ahead of a referendum, and assess how well – or poorly – earlier edicts on migration have been implemented.

The union has a knack for solving difficult situations by building consensus, and papering over cracks with layers of bureaucracy, but some warn the migrant situation is a more serious threat to continental unity.

Anand Menon, director of the UK in a Changing Europe group at King’s College London, said the European Union simply doesn’t have a practical method of tackling its myriad of mounting problems.

The structures set up when the union was formed by six countries as the European Economic Community in 1958, and diluted with the addition of so many countries with differing perspectives, are simply too weak, he said, so nations either make unilateral decisions or forge small alliances with other countries in the bloc that share their concerns.

ECATEPEC, Mexico – Pope Francis condemned the drug trade’s “dealers of death” and urged Mexicans to shun the devil’s lust for money as he led a huge open-air Mass for more than 300,000 people Sunday in this violence-riddled city.

“Let us get it into our heads: With the devil, there is no dialogue,” the pope said at the biggest scheduled event of his five-day visit to Mexico.

Francis brought a message of encouragement on the second full day of his trip to residents of Ecatepec, a poverty-stricken Mexico City suburb of about 1.6 million people where drug violence, kidnappings and gangland-style killings, particularly of women, are a fact of life.

“He’s coming to Ecatepec because we need him here,” said Ignacia Godinez, a 56-year-old homemaker. “Kidnappings, robberies and drugs have all increased, and he is bringing comfort. His message will reach those who need it so that people know we, the good people, outnumber the bad.”

In a clear reference to the drug lords

who hold sway in the city’s sprawling expanses of cinderblock slums, Francis focused his homily on the danger posed by the devil.

“Only the power of the word of God can defeat him,” the pope said.

In a final prayer, he urged Mexicans to make their country into a land of opportunity “where there will be no need to emigrate in order to dream, no need to be exploited in order to work, no need to make the despair and poverty of many the opportunism of a few, a land that will not have to mourn men and women, young people and children who are destroyed at the hands of the dealers of death.”

The faithful lined the pope’s motorcade route to the huge field where the Mass took place, tossing flower petals as he passed by and cheering with pompoms in the yellow and white of the Vatican flag.

cherron@shawmedia.com BOLINGBROOK – A year ago, Minooka wrestler Kenny Kirkland lost in the third-place match in the regional and didn’t qualify for a sectional trip.

He did make a sectional appearance the year before, but dropped both of his matches in that event.

So despite winning a regional championship last week, the Indians senior was one of the many competitors who were in the mix for a qualifying spot at 160 pounds in the Class 3A Bolingbrook Sectional, after entering the postsea-

son with only 18 matches because of injuries.

But Kirkland continued his run of recent success over the weekend, winning three matches, including a 5-3 semifinal victory over Lincoln-Way North’s Dylan Conway and a 5-4 triumph over Crete-Monee’s Michial Foy for the championship. Both Conway and Foy were ranked ahead of Kirkland; and Foy, a 40-match winner, was a Class 2A state qualifier last year.

Of the nine sectional champions from area teams, Kirkland is one of just four who won his first sectional title, and he’s also the only one to be mak-

ing his first trip to Champaign. He’ll be joined there by teammate Carson Oughton, who qualified for his fourth state appearance.

“This is my first time qualifying, and it’s really nice since I’ve been the underdog all year, so it’s finally nice to get noticed for once,” said Kirkland, who is 19-5. “Carson and I have been putting work in the wrestling room, and it showed here since we’re going to state.

“Coach (Bernie) Ruettiger talked to me at the beginning of the season and really opened my eyes into believing in myself, since that’s what I haven’t

been doing in past years. And I really give him credit for coming back as our head coach. He’s turning this program back around.”

Lockport’s Shayne Oster (145 pounds) won his third-straight sectional title and advanced to state for a fourth time. Lincoln-Way Central’s Vinnie Piunti (126), Plainfield East’s Michael McGee (120) and Zach Krause (138) and Plainfield South’s Eric Johnson (220) all won their second sectional titles and advanced to state for a third time.

The Joliet Junior College men’s basketball team beat North Central Community College Conference foe Harper, 77-56, Saturday night to reach the 20-victory plateau for the 11th straight season and 15th time under coach Joe Kuhn.

Kiwane Crowder had 14 points and Robbie Brooks 12 for the Wolves (20-8, 8-4). The last time JJC did not win 20 games was the 2004-05 season, when the Wolves lost the national championship game and finished 19-16.

“It is a credit to the staff and players that have helped us be a very consistently good team,” Kuhn said. “It is not an easy task at this level to reach 20plus wins that many years in a row.”

All of the other area’s other Class 3A sectional champs head to the IHSA finals ranked among the top guys in their weight, with Povlick and Johnson being top-ranked. The Plainfield North senior, who is 39-1, won his first sectional title, 2-1, over one of the area’s many promising freshmen, Bolingbrook’s Dylan Burnoski.

“I think that my biggest problem is confidence and going out there knowing that I can go out there and win every match,” Povlick said. “But if I compete at the level that I can, then I think that I can win it – I just need to have the right mindset going in. I just have one more week.”

Krause is 38-1 after getting a 3-0 title win over Quincy’s Michael Peters.

But the Bengals senior hasn’t won a state medal, so that’s his focus as he makes his last trip to Champaign.

Although senior Ditchman beat Lockport freshman Ronald Tuck-

er, 5-2, to move to 42-2 and claim his initial sectional title, he already has picked up two medals from his earlier state visits and hopes to improve upon last year’s third-place effort.

“I’ve got four more matches, and that’s all that I need,” Ditchman said.

“I definitely have an advantage over other guys since I’m comfortable down there. I love the crowd and know how to wrestle in front of them. I didn’t make the sectional finals the last two years, but I still placed downstate. So going in with a sectional title is definitely a confidence-booster.”

After winning a national title last summer at the Fargo National Wrestling Championships in North Dakota, it is difficult to take Timmons lightly.

The Porters junior, who won a state medal last year, showed that he’s a title threat after winning, 3-1, over Belleville West’s top-ranked Nick Foster to improve to 23-6 in a season where he missed a lot of time because of injury.

“I feel like this was just the next step to a state title,” Timmons said.

“I don’t want to get too happy, since this is just the sectional. After my injury, they ranked guys who I’ve beat much higher than me. The rankings give me something to push for. I don’t want this injury to stop me from what I want to do this year. I want a state title, so I’m going to do what I have to do.”

“It’s been an emotional ride the last couple of weeks,” he said. “I thought about retiring after last season, but I wanted to come back for these girls’ senior season. They are a fantastic group of girls.”

The seniors Reed holds in such high regard include Ashley Hare, Talia Franchini, Monica Barefield, Montgomery Armstrong, Morgan Jones, Miya Crosby, Chantell Mack and Brianna Falk. If that sounds like a majority of the varsity roster, well, it is.

Reed said he is proud of the academic achievements of many of his players.

“They are all like my daughters,” he said.

Perhaps there are a few more tricks up these Steelwomen’s sleeves, a sort of retirement present for their coach. They would like nothing better than to delay playing their final game for a while.

“The record doesn’t show it, but we

That would be a significant challenge, of course. But no game from the regional semifinal level on is expected to be a breeze.

ksharp@shawmedia.com OSWEGO – A young and energetic Romeoville boys basketball squad pushed Oswego to its limit Saturday night, but in the end the Panthers’ big senior could not be contained.

Oswego’s 6-foot-7 center, Brice Robinson, scored eight fourth-quarter inside points to help clinch a 56-52 win over the visiting Spartans in Southwest Prairie Conference action.

“Usually, the second half, we go away from the big man inside – and this second half, we just stayed in that and kept feeding the ball, and I posted up or kicked it out, and good things happened,” Robinson said.

Robinson (20 points) scored his final basket of the game to extend Oswego’s lead to 52-45 with 2 minutes to play, but Romeoville’s DeAndre Heckard scored a 3-pointer to keep things interesting.

After a basket from Oswego’s Malique Ross, Romeoville scored four straight points, including another bucket from Heckard, to make it 54-52 with 39 seconds remaining.

Romeoville (8-14) was forced to foul down the stretch, and Ross (22 points) hit two free throws to help clinch it.

Oswego (16-6) opened the game with an 8-0 lead before Romeoville’s Matt Cappelletti (13 points) scored eight in the second quarter to help the Spartans take a 22-21 lead with 4:01 left in the half. Cappelletti had a putback just before the buzzer to get the Spartans within 32-29 at intermission.

“Romeoville makes you play fast,” Oswego coach Matt Borrowman said.

The Joliet Central girls basketball team enters postseason play at 10-17 with Monday night’s game against Class 4A regional host East Aurora.

Joliet West is 9-16 after falling Friday night to the Steelwomen, 55-42, Central’s second victory over West this season.

The Tigers will battle Metea Valley in Monday night’s opening game of the Class 4A Minooka Regional.

Make no mistake, however. Both Joliet Township teams are capable of playing to the competition and making things interesting against any opponent.

“It’s like I told the girls at the beginning of the season and in the middle of the season: If they play like we want them to play, we can play with anybody,” Central coach Brian Reed said.

“If not, well, we stink up the gym.

“We’ll just roll the dice and see what happens against East Aurora. We beat them, then we see [No. 1 seed and defending state champion] Benet.”

At that point, Reed mentioned that this was his last season. He said he recently told his team he was retiring from coaching basketball after the

Shaw Media Correspondent NEW LENOX – A year ago, Lincoln-Way Central’s boys basketball team stumbled to a 4-22 record, its worst in 23 years. The final blow was a 32-27 loss at Romeoville, host of the Class 4A sectional.

The Knights were out of March Madness on March 2, before anyone else got very angry. Internally, the players were seething. Coach Bob Curran wasn’t very happy, either. They had been 14-14 the season before, and while rosters change from year to year, the drop in the record wasn’t in the plan.

Most everyone would be back in 2015-16. Curran saw potential, if everyone bought in.

“They all got experience last year and did not like the 4-22 season,” Curran said after Friday night’s 68-60 upset of Thornton in overtime. “But to their credit, they never tanked it. I felt the month of February [2015] was great practices. They’ve been hungry. And they had a great summer.”

Hungry understates it.

“It’s definitely a turnaround,” forward Mitch Kwasigroch said. “Coach said last year we were punching bags, and I would agree with him. This year, we all bought into one goal.”

It’s the same one Romeoville had last year. Win the regional you’re hosting. The Knights will roll out the welcome mat as the IHSA’s tournament begins, and they want to be anything but a doormat.

Their solid defensive play is the reason for their turnaround this season. Friday’s victory over Thornton – which came in 19-1 and the No. 3 team in the AP’s Class 4A ranking – added the Wildcats to a list of foes including Hales Franciscan, Bolingbrook and Bloom.

It also was 16th win of the season for Lincoln-Way Central (16-6), the most since the 2000-01 Lincoln-Way squad went 25-5, going all the way to the Class AA supersectional before falling to a Thornwood unit featuring Eddy Curry.

Adding Thornton to the list of victims is a feather in the Knights’ helmet.

The Wildcats could have locked up the SouthWest Suburban Red with an 11th straight conference win. Instead, the Knights not only won, but they also grabbed a bundle of confidence.

“We know now we can play with almost everyone. That’s big,” Kwasigroch said.

How they won might have been more impressive than the outcome itself. More than one team over the years has started out shooting well – the Knights led, 28-10, halfway though the

second quarter – and fizzled down the stretch. But their defense kept them alive through five lead changes in the final 6:08 of regulation, culminating with Kwasigroch’s taking a charge with the score tied in the final seconds.

“He’s not the greatest on-ball; but his off-ball defense, his willingness to take charges, is huge,” Curran said.

“I tell the kids all the time, when we get to the fourth quarter, the middle of the third quarter, and teams feel like they should be beating you, the shots become tougher,” Curran said.

It was tougher-squared in overtime.

The Knights opened it with a basket by Isaiah Malone and took it from there.

“After you score the first basket of overtime, you feel a little bit better to have a lead to lean back on,” Gmazel said. “Everyone helped each other out on defense, got a stop, scored again [on free throws]. It takes some pressure off your shoulders, and they start rushing.

It makes it easier for us to challenge shots.”

The Wildcats missed their first nine shots in overtime, three from outside the 3-point line – two of those taken

by Sam Taylor, who scored 17 of his 20 points in the second half but was blanked in overtime. Five other shots from at least 14 feet missed the target.

The Knights’ 8-2 rebounding edge in overtime mirrored their 37-27 overall mark.

TORONTO – Kobe Bryant said his NBA All-Star Game goodbye, and the next generation of the West’s best sent him off a winner, rolling to a record-setting 196-173 victory over the East on Sunday night.

The first All-Star Game outside the U.S. was the highest-scoring ever, with both teams scoring more than any team ever had managed. Bryant didn’t provide much of the offense but many of the memories.

He finished with just 10 points, so few that he lost his career lead in All-Star Game scoring to LeBron James, even though James also had a quiet night.

But Russell Westbrook scored 31 points in his second straight All-Star MVP performance, Stephen Curry added 26, Anthony Davis 24, and Kevin Durant 23.

Paul George finished with 41 for the East, tying Westbrook’s total from last year in New York that was one off Wilt Chamberlain’s record. John Wall added 22 points.

James finished with 13 points, just enough to move ahead of Bryant for most in the All-Star Game. He has 291, while Bryant – who is retiring after this season – leaves with 290.

PEBBLE BEACH, Calif. – Vaughn Taylor is headed home to the Masters with his first PGA Tour victory in more than a decade, and he can’t believe it.

Neither can Phil Mickelson.

Taylor, who hasn’t had a full PGA Tour card for the last the three years, ran off four straight birdies on the back nine to close with a 7-under 65 and won the AT&T Pebble Beach Pro-Am on Sunday when Mickelson missed a 5-foot putt on the final hole.

“It’s been a long time. I didn’t think it was going to happen,” Taylor said. “I worked so hard. I kept getting knocked down, knocked down. I’m just at a loss for words.”

A week of spectacular weather on the Monterey Peninsula ended with a stunning conclusion for both players.

Taylor is No. 447 in the world and won his first PGA Tour event against the top players. His previous two victories were the Reno-Tahoe Open (2004 and 2005), which is held opposite a World Golf Championship. He just returned from South America and a pair of Web. com Tour events.

And then there was Mickelson, going for his 43rd career PGA Tour victory and his record-tying fifth at Pebble Beach, staked to a two-shot lead with no one near his pedigree within five shots of the lead.

Mickelson, however, struggled from the start and could not keep making enough par putts to hold off Taylor. Mickelson closed with a 72, extending the longest victory drought of his professional career dating to the 2013 British Open.

Taylor is a longtime resident of Augusta, Georgia, and the perks of this surprise victory start with a spot in the Masters for the first time since 2008. The 39-yearold Taylor also gets a two-year exemption, meaningful for a guy who lost his card after 2012.

Depression after stroke treatable Dear Dr. K: My mother had a stroke that weakened one side of her body. But the bigger problem right now is her depression. Can that be treated, or is it caused by irreversible brain damage from the stroke?

Dear Reader: Strokes can cause significant problems. People can have difficulty moving (like your mother). They can have trouble speaking or understanding speech. They can have trouble thinking. Being suddenly hit with any or all of those losses would depress anyone – including people who never suffered from depression before.

About one in four people who’ve had a stroke develop major depression. In part, this is a reaction to the terrible losses caused by a stroke. But you’re right that the injury to the brain from the stroke can itself cause changes in brain chemistry that lead to depression.

In other words, depression after a stroke can be similar to depression following another major illness that affects a person’s life but does not injure the brain – such as a heart attack or cancer. But it also can be caused by the brain injury itself.

The mental anguish of depression isn’t a minor concern. Left untreated, depression can undermine efforts at rehabilitation and worsen cognitive disabilities.

Depression after a stroke is associated with poorer outcomes a year after the stroke has occurred. It’s also associated with a higher death rate in subsequent years.

Fortunately, antidepressants seem to be fairly effective. In 2008, scientists published a review of the research in this area. They concluded the medications had a “small but significant” effect on post-stroke depression.

What’s more, the benefits of antidepressants may not be limited to relieving depression; they may positively affect areas and

ASK DOCTOR K Anthony L. Komaroff networks in the brain that improve other impaired functions as well. Studies have found certain antidepressants, in combination with physical therapy, can help with recovery from stroke-induced paralysis, muscle weakness and overall disability.

If you haven’t already done so, talk to your mother’s doctor about her depression. Ask the doctor to recommend a psychiatrist who has experience working with stroke patients, or find out if there is a mental health professional affiliated with your mother’s rehab program.

Treatment of stroke has improved greatly in this country. Some people who would have died or been severely disabled can now do quite well. That’s due, in part, to powerful drugs that can quickly open blocked blood vessels in the brain.

More recently, stents that grasp and remove the blood clots that are blocking blood flow to the brain have been found to be effective. They more than double the chance a patient with a stroke will become functionally independent.

Doctors who concentrate on deploying all of these new treatments available for patients with stroke can sometimes neglect to recognize and treat depression. If you think that might be happening with your mother, raise that issue with her doctor.

Albert Szent-Gyoergyi, a Hungarian-American physiologist who won a Nobel Prize in 1937, said, “Research is four things: brains with which to think, eyes with which to see, machines with which to measure and, fourth, money.”

That relates to bridge, where you use your eyes and brain all the time, machines help with scoring in duplicates, and money is sometimes involved, either as an entry fee or because you play for small stakes.

However, the word “four” is relevant to this deal. How should South plan the play in six diamonds after West leads the club jack?

North’s two-no-trump response showed a balanced hand with eight points or more. South’s four-club rebid was the ace-asking Gerber convention. He then settled into six diamonds, a tad worried that in six no-trump a heart lead through his king-jack might give the defenders the first two tricks. (Here, the right line in six no-trump is the same as in six diamonds.)

The only danger is a 4-0 trump split. If West has all four, the contract is unmakable. But if East has them, he can be held to one trick with careful play. South should win the first trick in his hand and lead a high diamond.

Suppose East wins (it does not help to duck) and shifts to a spade.

South takes the trick, plays a club to dummy’s king, and leads a diamond, capturing East’s nine with his jack. Back to the board with a heart, declarer leads another diamond through East to make his slam.

Oral and other interpretations or clarifications will be without legal effect.

All bidders will be required to submit Bid Security in the form of a Certified Check, Cashier's Check or a Bid Bond in the amount of Ten percent (10%) of the Base Bid, payable to the City of Joliet.

Bidders must be prequalified with the City of Joliet to bid this project pursuant to Ordinance 7345. All Bidders shall become prequalified in one of the following ways: 1) If a company is currently prequalified by the State of Illinois (via IDOT or the Capital Development Board), such person shall submit a copy of said prequalification to Office of the City Clerk prior to the date and time set for the bid opening.

2) If a company is not State of Illinois prequalified as described above, they shall submit a City of Joliet Prequalification Form and a financial statement. The prequalification forms can be obtained from the City of Joliet website at http://www.cityofjoliet.info/departments/finance/purchasing/prequalification-process. This prequalification MUST be renewed yearly. To check on your current prequalification status, you can contact purchasing@jolietcity.org. The current price for City of Joliet prequalification is $175, which offsets the costs for independent auditor review of the documents. Those documents are to be submitted to the Purchasing Division, City of Joliet, 150 W. Jefferson Street, Joliet, IL 60432 at least 6 days prior to the bid opening and must be accompanied by $175 and need to be updated annually. In addition to the form being submitted, a financial statement prepared or certified by a duly certified public accountant shall also be submitted. The certified public accountant shall also certify that he/she is presently a duly certified public accountant in the state in which he/she is certified. The financial statement must include the company's latest balance sheet and income statement showing the following items: Current Assets (e.g., cash joint venture accounts, accounts receivable, notes receivable, accrued income, deposits, materials inventory, and prepaid expenses). The evaluation of the independent auditor shall determine the amount of prequalification. Prequalification shall be valid for a period of twelve (12) calendar months following the date of certification by the independent auditors.

Bids from bidders who have not submitted required prequalification documents as required in subsections (1) or (2) above shall not be opened.

Bidders will be required to comply with all laws, including those relating to the employment of labor and the payment of the general prevailing rate of hourly wages in the locality in which the work is to be performed for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily limited to 820 ILCS

CLASSIFIED 35 q. g Wage Act”) as ascertained by the City shall be paid for each craft or type of worker needed to execute the contract or to perform such work. If at the time this Contract is executed, or if during the term of this Contract, there is an excessive unemployment in Illinois as defined in the employment of Illinois Workers on Public Works Act, 30 ILCS 570-0.01 et seq., as two consecutive months of unemployment exceeding 5% Contractor agrees to employ Illinois laborers. An “Illinois Laborer” is defined as any person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident.

The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations now and thereafter issued pursuant to said laws by Bidders, his subcontractors, and/or anyone working through or on behalf of Bidder or Bidder's subcontractors.

Certified payroll reports shall be submitted to the City of Joliet for primary and subcontractors.

The City of Joliet reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 60 days after the time set for receiving Bids.
