JOLIET – A Joliet man has been found guilty, for the second time, of first-degree murder in the death of an 8-monthold boy.

Jury deliberations began, and ended, Tuesday afternoon in the second murder trial of Santos Loza. The verdict was returned about 4:30 p.m. after the jury deliberated for about three hours.

Prosecutors finished their case Monday with a pathologist testifying about the injuries that led to 8-month-old Kevion Bender’s death in October 2008.

Defense attorneys recalled retired Joliet Det. John Nosal to ask what developed between the initial investigation and Loza’s arrest in August 2010 and rested their case. Defense attorney Joseph Lopez said “nothing changed [and] police had made up their minds who

they were going to charge.”

Loza did not testify.

Kevion Bender’s mother, Sandra Sitko, stood in the hallway dabbing her eyes with a tissue after the verdict was announced, but declined to comment.

Sitko was dating Loza for three months when she dropped off her son KevSantos Loza ion at Loza ’s house in Joliet so she could go to work Oct. 26, 2008, investigators said. She returned late that night with her other son and looked in from the doorway at Kevion, who appeared to be sleeping.

Kevion was unresponsive when they awoke the next morning.

Loza was the only person with the infant in the time frame the injuries – including a fractured skull – were inflict-

ed, according to prosecutors.

“That timeline is completely dependent on your believing Sandra Sitko beyond a reasonable doubt,” defense attorney Joseph Lopez told jurors Tuesday. “She’s the [only] one giving you this timeline.

There’s no friend or roommate or talking goldfish.”

With Sitko sitting 20 feet away, Lopez speculated she was responsible for her son’s death.

“She said she saw this relationship going somewhere.

Did she kill her son to start over?” he asked.

Assistant Will County State’s Attorney Chris Koch said that idea “goes against common sense.”

“He’s actually arguing she killed her 8-month old son to start over, but you can’t kill a 5-year-old [Kevion’s brother], I guess. He’s OK,” Koch told jurors.

Animal center plan gets approval

By VIKAAS SHANKER vshanker@shawmedia.com SHOREWOOD – The vacant lot that used to be Al’s Beef and Nancy’s Pizza in Shorewood is set to house a new animal care center.

Village trustees Tuesday unanimously approved a site plan amendment for Shorewood Animal Care Center at 189 Brook Forest Ave. The care center will be a full-service veterinary clinic that includes emergency services, as well as grooming, boarding and it will host a humane society.

“We’re really happy they’re here,” Trustee Stevan Brockman said.

Al’s Beef and Nancy’s Pizza closed down at the location last year in July. The building still had the logos for the restaurants Tuesday.

The animal care center plan will add architectural enhancements to the building and a closed vestibule at the main entrance. An outdoor dog run area will be added with an

“Think whatever you want to of Sandra Sitko continuing to sleep with the defendant, but that doesn’t change the facts of what happened that night,” Koch countered.

Loza faces between 20 and 100 years in prison when he is sentenced later this year.

Veterinarian Bob Buchanan, a co-owner of the center, said he hopes to complete renovations by the end of 2015.

The center will be another location for Kremer Veterinary Services, which also has locations in Plainfield, Channahon, Oswego, Hinsdale and Gahanna, Ohio.

The Shorewood center would be about 7 miles away from the Plainfield center at 14411 S. Route 59.

“There’s a need in the community,” said Suzanne Ward, administrator for all the locations. “We see a lot of people from Shorewood having to drive up Route 59 to our Plainfield location.”

Parkway trees

The board also voted 5-1

to approve new landscaping, tree and shrub ordinances.

The plans update the village code to address tree and shrub diversity, planting locations and criteria, along with streamlining the process for the village to change that criteria.

Trustee Jim McDonald voted against the ordinances because he was opposed to the village placing and maintaining parkway trees.

“As the village grows and grows and grows ... it’s a big expense,” McDonald said, also adding that parkway trees end up buckling sidewalks and scratching vehicles if their branches aren’t trimmed.

“It’s common practice to have them in the parkway,” said Community Development Director Karen James, explaining how the village loses control of trees if placed on private property.

Mayor Rick Chapman told McDonald village staff will look into the viability of parkway trees.

Lockport Township High School students raise funds for cancer research

By FELIX SARVER fsarver@shawmedia.com LOCKPORT – Gabriel Amegatcher hopes “Porters vs. Cancer Night” sends a positive message to people who struggle with cancer, or know someone who does.

The Lockport Township High School event was held Tuesday night during the basketball game between the Porters and Carl Sandburg High School’s team.

Amegatcher, a freshman, was dressed in pink at the school – along with dozens of other students – and helped raise funds for cancer research. Behind him was the Wall of Hope, where people who knew people with cancer could sign their name.

“I hope [Porters vs. Cancer Night] sends a message that there are people out there who are supportive and they don’t have to go through it alone,” he said.

The third annual Porters vs. Cancer Night is a collaboration between the school’s basketball team, the Porters; the student government and other groups.

In the past two years, the fundraiser has netted about $1,200 annually and students were hoping to double that amount this year.

Funds from the event go toward the student government’s St. Baldrick’s spring fundraising drive, which is connected with the St. Baldrick’s Foundation, a nonprofit charity committed to research for cures for childhood cancers.

Students from the basketball team, student government and the schools’ sports marketing class worked to host activities Tuesday night to raise funds, such as selling nearly 500 pink shirts, a basketball contest and a Point Match Pledge Drive.

Gehrig Hollatz, a senior and Porters small forward player,

said his coach, Brett Hespell, guided the students in their ef-

fort to put together Tuesday’s event.

He said the basketball team’s Point Match Pledge Drive asked the audience to donate any amount – 10 cents, 20 cents or $1 – every time their team scored a point.

“Me and my teammates, we’ve all been looking forward to this game for a while so we could fundraise for [cancer] research and help out,” Hollatz said. “It feels good to help the cause and maybe possibly find a cure for it.”

Hespell, the assistant varsity boys basketball coach, said the response from students and faculty to the event was great.

“The cheerleaders are in pink. The students are in pink.

It’s been a great response,” he said.

Matt Eber, assistant athletic director and sports marketing teacher, said the students in his sports marketing class went to local businesses to find sponsors for the event.

Restaurants, such as Nancy’s Pizza in Orland Park, Jimmy John’s in Lockport and Taco Patio decided to sponsor, he said.

“It’s great for them because they know how to run and market events. It’s invaluable experience,” Eber said.

He said the response from the community to Porters vs.

Cancer Night was great. The St. Baldrick’s event, which will occur in March, is something that student groups collaborate on.

“It’s really neat seeing all the student groups work together. We like to tie in a lot of our groups,” Eber said.

By LAUREN LEONE–CROSS lleonecross@shawmedia.com ROCKDALE – A fire that resulted in a level 2 box alarm and caused damage to an industrial building complex Tuesday afternoon in Rockdale is under investigation.

The fire started just after 4 p.m. in one of the buildings at 8 Graham Drive. Emergency fire crews throughout the region were called to the scene.

“With a fire of that magnitude, we have everyone help out,” Rockdale Fire Chief Bill Waznis said.

Among the departments that responded were crews from Rockdale, New Lenox, Plainfield, Elwood, Wilmington, Manhattan, Channahon, Homer Glen, East Joliet, Mokena and the Troy Fire Protection District.

At about 4:45 p.m., the fire appeared to be out and emergency crews were leaving the scene. At about 4:25 p.m., smoke was still visible coming out of the south end of the building, and fire crews could be seen going inside.

According to online searches, Top Notch Motor Works and H.P. Graham Construction Co. are listed as companies occupying the space.

Waznis said racecars were among the items damaged by the fire.

Dorothy Mavrich, credited with saving Rialto, dies

bokon@shawmedia.com JOLIET – Dorothy Mavrich, who led a grassroots effort to save the Rialto Square Theatre from demolition, died Tuesday afternoon.

Mavrich, 94, decided at a point in the 1970s when the Rialto, now called the “Jewel of Joliet,” appeared to be headed for demolition that the theater should be saved.

She stood on street corners with a can to collect money and raise awareness, led fundraisers and persisted in pursuing the Rialto owners to the point that one labeled her a “crackpot.”

Some over the years have disputed whether she got more credit for saving the Rialto than deserved, pointing to former state Rep. LeRoy Van Duyne’s influence in bringing in state money to ultimately close the deal.

But Mavrich widely is seen as the leader of the cause and the person most responsible for preserving the Rialto.

started the groundswell, the grassroots effort to save the place,” said James Smith, chairman of the Will County Metropolitan Exposition and

Auditorium Authority that oversees the Rialto.

“She was a little lady with big ideas,” said Lynne Lichtenauer, a longtime friend who joined the cause early and later became executive director at the Rialto. “If it were not for Dorothy, the Rialto Square Theatre would not be on Chicago Street.”

Lichtenauer was with Mavrich when she died at the

Joliet Area Community Hospice home. Mavrich had a stroke last week, Lichtenauer said.

She noted that Mavrich not only worked to save the Rialto, but later led the creation of the Cultural Arts Council of the Joliet Area, which provided more than $400,000 in local funding for the arts.

Mavrich was a piano teacher for 50 years. She taught at the old Joliet Conservatory of Music, located across the street from the Rialto. She told The Herald-News that she was at a concert listening to the Rialto pipe organ when she was inspired to save the theater.

“I thought, ‘My God, I can’t believe they’re going to tear this down for a parking garage,’ ” she told The Herald-News in 2013 as she was about to receive an award

plans to combine student transition programs

NEW LENOX – Lincoln-Way High School officials plan to relocate students with special needs who attend the Transition House in Frankfort to a new program held at one of their high schools – but at least one parent is concerned about the move.

Students with special needs who are part of the Lincoln-Way Transition House will transfer to the L.I.F.E. Transition program at Lincoln-Way Central High School next fall.

Lincoln-Way officials said the move to the new program – which began this school year – will happen because they have more space and resources to run the program by themselves.

However, Sue Murphy of Mokena, who has a daughter at the Transition House, said the new program will be inadequate. She said she plans on attending Thursday’s school

board meeting to raise concerns with other parents.

The transition program, designed to help young adults between the age of 18 and 22 with life skills, is run under a cooperative agreement between Lincoln-Way and Lincoln-Way Area Special Education District 843.

District 843 provides special education services to several school districts in New Lenox, Frankfort, Mokena and Manhattan.

Mary Harrison, Lincoln-Way District 210 special services director, said school officials were paying an estimated $500,000 in out-of-district fees to run the program under District 843. After investigating how similar programs were run by other high school districts, officials set out to determine how they could do the program themselves, she said.

JOLIET – A man was sentenced Tuesday to 105 years in prison for raping a 10-year-old girl.

James R. Robinson, 36, was looking after the girl and another child in July 2012 when he threw her onto a bed and got on top of her, investigators said.

Police said Robinson told the victim he would kill members of her family if she told anyone, but she informed relatives. Robinson was arrested in October 2012.

Robinson had already been convicted of the aggravated criminal sexual abuse of a 16-year-old girl in 2000 in Will County. He also received a nine-year prison sentence in 2005 for delivery of cocaine.

The victim, now 12, testified when Robinson was sentenced Tuesday. She said appearing in court was “stressful,” but said she would not undo the legal process against him.

Compromise possible in state’s recycling programs

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Manufacturers and those pushing for a change in Illinois’ electronics recycling law are inching closer to a compromise to save underfunded recycling programs statewide.

House Bill 1455 – filed in Springfield late last week – adjusts the funding formula that’s used by the Illinois Environmental Protection Agency to fund these in-demand electronics recycling programs. If nothing is done, the steep cost of recycling could shift to consumers or to local governments that hold collection events.

Dean Olson, who heads up Will County’s Resource Recovery and Energy Division, updated members of Will County’s Legislative and Policy Committee on Tuesday about the issue.

Some progress has been made since the funding shortfall was first brought to light late last year, Olson said.

At the root of the problem is the complex formula used to determine how much manufacturers pay into the program. Once manufacturers meet the state-mandated annual goals, they no longer have to pay recycling companies to process items.

Earlier this year, county officials announced they would scale back Will County’s electronics recycling collection events this year to stave off

possible increased costs.

The latest proposal increases manufacturers’ recycling weight goals to 80 percent of the weight of products they sold in Illinois two years ago, up from the 50-percent goal.

Olson said he and other local governments initially wanted the weight goal raised to 100 percent, but representatives from the Illinois Manufacturers Association were opposed, so compromise bills have been drafted.

Still, Brent Hassert, lobbyist for the county, said manufacturers’ representatives

still have some suggestions to offer before any agreement is reached on legislation. It’s unclear what the final bill would look like, he said.

Olson said an amendment also is in the works that would allow waste haulers, such as the county’s Waste Management, to pick up electronic items and charge homeowners if they agree to take it to an electronics recycling company for them. Right now, they are barred from taking such items, with a wide range of electronics banned from landfills.

MUNSTER, Ind. – The Indiana Department of Transportation has officially joined Illinois in suspending work on a planned 47-mile expressway between the two states.

The move comes after new Illinois Gov. Bruce Rauner issued an executive order Jan. 12 suspending planning and development of any major interstate construction

projects pending a review of costs and benefits because of Illinois’s deep budget problems.

The Times of Munster reported Tuesday that a letter from INDOT project manager James Earl released to state Sen. Rick Niemeyer, R-Lowell, states Indiana will halt all Illiana Expressway work until Illinois completes its review of the project.

Critics, including the No Illiana 4 Us group, have

called the $1.5 billion project a boondoggle that could leave taxpayers with the short end of the stick if revenue projections fall short. Supporters argue the planned tollway connecting Interstate 55 in Wilmington to I-65 near Lowell, Indiana, would relieve congestion on local roads and promote economic growth.

JOLIET – The Senior Services Center of Will County could shut down in a couple months if it can’t find funding to pay off its $400,000 line of credit.

Executive Director Patricia Hensley said talk about the center shutting down within three weeks isn’t true, but donors are needed as soon as possible to help fund the center.

“We are trying to pay down our line of credit,” Hensley said. “I don’t know where the three weeks came from. But we don’t have a lot of time, a couple of months maybe. We need to at least secure some commitment.”

The center is budgeted to receive $3.2 million in state and federal funding through grants in 2015. That’s 82 percent of its $3.9 million in total revenue.

However, the state is far behind on its bills, Hensley said, forcing the center to use its line of credit for payroll and other expenses.

Now those state and federal grants could go away in a couple of months unless the center improves its financial condition, Hensley said, adding that she is looking at local sources for funding.

Hensley said she is contacting every Will County municipality, including the city of Joliet, to lobby for funding.

While the center hasn’t historically been funded by the coun-

ty, Hensley said other state senior services organizations are funded by their counties.

“We’re aware they’re having financial problems,” said Nick Palmer, Will County Executive Larry Walsh’s Chief of Staff. “I know [Walsh] is aware of the challenges and he has talked to other elected officials here at Will County. They’re looking for ways to help, but nothing has been determined yet.”

City of Joliet officials couldn’t be reached for comment late Tuesday afternoon.

The center also will take a hard look at all services to see what could be cut to lower expenses. All services are on the table, Hensley said.

Most recently, the center’s Meals on Wheels program was cut from five days to four days a week, eliminating Wednesdays. Employees also were given mandatory and optional furlough days.

While turnout for the center’s big fundraising effort – the Mardi Gras Party and Silent Auction on Feb. 17 – is looking good so far, Hensley said the center seeks a big donor to step up.

“If we could find one big donor, we’d be happy to name the building after them,” Hensley said, referring to the recent controversy where a donor pulled a $350,000 donation over controversy about his family’s name on a new marquee for the Rialto Square Theatre.

“But I’m serious, we will,” she said.

JOLIET – A candlelight bowl fundraiser is scheduled for March 28 to raise awareness and assist homeless families in Joliet. All the proceeds from this event will be donated to help homeless families at Joliet West High School.

Greuling testifies on transportation

By BOB OKON bokon@shawmedia.com The federal government needs to spend more money in places like Will County, areas that serve as the nation’s transportation centers, John Greuling, chief executive of the Will County Center for Economic Development, told a U.S. Senate subcommittee.

Greuling gave testimony Tuesday to a Senate transportation subcommittee that was collecting information on the topic of “Keeping Goods Moving.”

“They’re looking at how do we improve freight movement within the country as well as freight movement out John of the country,” Greuling Greuling said later.

Greuling spoke to the subcommittee for about five minutes and did not cover all the points in his written testimony, including a request that the federal government support the proposed Illiana Expressway, which now is on hold in Illinois and Indiana.

“Given the national significance of this project, we need a partner at the federal level to help our states, local governments and private partners make this improvement,” Greuling said in the

written testimony.

His testimony, submitted to the subcommittee, points to the Illiana Expressway as an example of local and state governments investing in infrastructure that should be supported by federal dollars.

“Will County holds the largest inland container port in North America, and while our residents contribute through traditional state and local taxes as well as through an additional Regional Transportation Authority sales tax, the state of Illinois and county residents cannot be the sole financial contributors for this nationally significant freight movement,” Greuling’s written testimony states.

According to his testimony, Will County railroads, interstate highways and commercial ports handled more than 3 million containers and $65 billion in imports and exports. The CED has compiled a list of state and federal road projects that add up to $3.6 billion, projects needed to support the movement of freight through Will County.

“I would say at least 80 percent of that has no funding identified,” Greuling said later.

Greuling was not only representing the CED. He appeared also as a board member from the Coalition for America’s Gateways and Trade Corridors, a national coalition of 60 organizations.

BNSF announces Elwood expansion

By BOB OKON bokon@shawmedia.com ELWOOD – BNSF Railway Co. announced Tuesday that expansion of its Elwood facility will be part of a $339 million investment in Illinois operations this year.

At Logistics Park Chicago in Elwood, BNSF plans to expand loading and unloading tracks for rail cars, as well as support tracks. The automotive facility where passenger vehicles are loaded and unloaded for shipment also will be expanded.

“By expanding our Logistics Park Chicago automotive facility, we are positioning ourselves to meet growing market demands,” BNSF spokesman Andy Williams said in an email.

The Elwood project is one of seven BNSF plans for Illinois, including additional work on the Chicago Region Environmental and Transportation Efficiency program, designed to increase passenger and freight rail efficiency in the Chicago area.

The Illinois plan includes

1,099 miles of track surface and undercutting work, as well as the replacement of 52 miles of rail and nearly 93,000 ties, BNSF said.

Fort Worth, Texas-based BNSF said its $6 billion capital plan for 2015 is the largest in the company’s history.

Jason Jenkins, general manager for operations in the Chicago Division, said in a written statement that the “investments in Illinois are a clear reflection of how important our operations in the state are to our overall network.”

The BNSF operation in Elwood is one of two intermodal yards at Center Point Properties’ neighboring industrial parks. Union Pacific has an intermodal yard at CenterPoint’s industrial park in Joliet.

FRANKFORT TOWNSHIP – A “light war” that escalated between two neighbors in unincorporated Mokena has county officials taking a closer look at its outdoor lighting rules.

Members of the Will County Land Use & Development Committee on Tuesday recommended changes to the county’s outdoor lighting ordinance.

The ordinance would state that lighting “shall not create a hazard or nuisance” and that it should be “shielded whenever possible to prevent light and glare spillover to adjacent

property and abutting right-ofway.”

The committee’s recommendation will go to the full County Board for final approval. The full board is next scheduled to meet Feb. 19.

Committee Chairman Tom Weigel, R-New Lenox, said he received a complaint some time ago about two upset neighbors shining lights onto one another’s property.

The breaking point, he said, was when one neighbor decided to erect a lamppost and intentionally shine a floodlight directly into a neighbor’s bedroom window.

“I’m not sure what they were arguing about,” Weigel said. “But we usually try to

Channahon discusses housing rule changes

By JEANNE MILLSAP Shaw Media correspondent CHANNAHON – By all indications, the housing market is beginning to make strides again after a long recession, and Channahon trustees and commissioners plan to be ready for its rebirth.

The Village Board and the Planning and Zoning Commission held a joint meeting Monday to discuss housing issues that may arise with developers and residents in the future.

Channahon has 908 lots platted and without houses, but only 64 are available for individuals to purchase. The rest are owned by parties seeking a developer to buy in bulk.

That could be a problem, Community Development Director Michael Petrick said, because if last year’s growth continues, housing demand will exceed lots available during the first quarter of this year.

Most of the lots exist un-

der homeowners’ covenants, which specify the minimum square footage of houses, during a time when smaller homes are more desirable to many.

The village is hosting a residential development summit in March, and staff asked trustees and commissioners for their thoughts on how to attract developers to a changed market.

“Smaller homes seem to be the trend in new housing right now,” Petrick said.

Village zoning prohibits houses from being smaller than 1,800 square feet. Trustee Debbie Militello said she thought it was imperative for Channahon to offer some smaller housing choices.

“Unless a community can provide for every stage of life, that community is doomed to fail,” she said. “We’re missing some of it. ... Every home doesn’t have to be a four-bedroom, two-story, and smaller doesn’t mean less quality.”

One problem, the boards discussed, is the homeowners’ covenants. Existing homeowners also do not usually want new houses built smaller. That situation occurred recently in the Wedgewood Heights subdivision, Ciarlette said.

“I just know that the house I grew up in with three kids, two dogs and two parents wouldn’t be allowed to be built today,” Village President Joe Cook said. “And we thought it was fine.”

New variances to consider

The joint boards also discussed what additional residential housing variances, if any, might be considered in the future. Variances are allowed in some instances for

setbacks, lot sizes, parking and sign issues.

Ordinances don’t allow for an increase in the height of a garage to allow for the storage of a recreational vehicle, according to Petrick.

“I think as a smaller community, we should hear it out,” Commissioner Jeff Simon said regarding homeowners who want to make requests regarding other variances. “It’s a friendly neighborhood thing. Let them speak.”

“People need to be heard,” Trustee Missey Schumaker said, “then they’ve had their say.”

The Channahon village staff plan on surveying area municipalities for variance comparisons and bringing the results back to the boards.

“I think it would behoove us to broaden that spectrum up,” Cook said. “Nothing prohibits anyone from coming to a meeting and asking for something. ... We look at things on a case-by-case basis.”

New Lenox to launch online rewards site for residents

By SARWAT S. AHMAD Shaw Media correspondent NEW LENOX – Residents of New Lenox will soon have the opportunity to reap rewards for showing local pride while their village earns money along the way.

By next month, the village plans to launch an online, points-based reward program to promote civic involvement and advocacy for local activities and businesses.

The village expects to sign a contract at the end of the month with Chicago-based startup BondingPoint to set up a New Lenox page at InOur.Community. The online platform will allow residents to promote village awareness, events and businesses through social media and accrue points to bid on rewards.

Two weeks ago, Orland Park was the first Chicago suburb to launch this program for residents.

There will be no cost to the village, which will eventual-

ly receive a percentage of the site’s advertising revenue, according to BondingPoint CEO John Calzaretta.

Calzaretta, an Orland Park resident, presented the proposal to an enthusiastic board at its regular meeting Monday.

“InOur.Community is a civic engagement solution which ties all facets of the community together,” Calzaretta said.

Once residents enroll in the program for free, they can earn points for participating in surveys, dining and shopping locally, and attending local events, as well as raising awareness of village issues and promoting village/resident achievements and local events on Facebook and Twitter.

Points can be used on rewards that the village could offer, or that sponsors might donate, such as restaurant gift cards, VIP parking for events, free event tickets or exclusive experiences, such as lighting the village Christmas tree or heading a local parade.

“It’s [InOur.Community] a great concept and an opportunity to make revenue to reinvest in our community.”

Site advertising will be lowcost, at $80 per month, he said.

Calzaretta assured the board that all data received from participating residents will be the property of the village and that demographics would be used anonymously to sell advertising.

“It’s a great concept and an opportunity to make revenue

to reinvest in our community,” Mayor Tim Baldermann said.

Although there is no fee involved, the village has to approve a formal contract, which it is expected to do at its Feb. 23 meeting.

Salzaretta said the page would open within a week of the contract approval.

Development proposals head toward approval

In other business, the village also is expected to consider at its next meeting two new development proposals, which were reviewed Monday night.

One is for a special-use permit to tear down the Mobil gas station east of Wal-Mart on Route 30 and build two new retail buildings.

The new owner of the property, vacant for many years, plans to build one 4,000-squarefoot building to house one tenant and one 5,000-squarefoot building to house two or three tenants.

At Baldermann’s request, the village will include a pro-

vision to tear down the station within 60 days of approval.

“We want that down. That has been an eyesore for a long time,” he said.

Baldermann also said the village will make clear to the owners that any further permit approvals will hinge on whether they hire local workers for the project instead of bringing in “cheap labor” from other states.

Separately, the board is considering annexation of a 40acre property at Interstate 355 and Summerfield Drive, which is part of unincorporated Homer Township. Gompers-Lewis LLC also has filed a petition for the northern part of the property to be rezoned as a single-family residential district and the southern part, which falls under New Lenox Township, to be rezoned for commercial use.

Once the annexation approval is received, the owners will need to provide a concept plan for further approval before moving forward.

He graduated from Lincoln-Way High School in 1964

and served the United States Army from 1966-69. In 1972, he married Diane Tuttle and they began their life together in Mokena. In 1978, Bruce and Diane started, Ebert Electric, the business they still own and operate today. Bruce has served in a variety of public positions, including President of Mokena School Board, President of Lincoln-Way Band Boosters, President of the St. John’s Church Council, and currently a Frankfort Township Trustee. He also was an active member of the Mokena Lions Club and the Historical Society. Bruce enjoyed his grandchildren’s sporting and school events, tending to his yard, dancing with his wife, and driving his Oliver tractor.

Bruce is survived by his wife of 42 years, Diane; his children, LeeAnn (Bret) Taylor of McHenry and Bryant (Christie) of Steger; his grandchildren, Jessica and Brian Taylor, Gavin and Breanna Ebert; his siblings, Dale (Lynn Laas) and Dianne (Robert) Schultz; in-laws, Robert (Valerie) Horras, Dorothy Tuttle, Sheree (Richard) Kinder and Neil (Rose) Tuttle; numerous family members and friends.

Born November 11, 1950, in Harriman, TN, Mary was a daughter of the late William and Merta (Brown) Wallace. She was raised and educated in Harriman and on February 14, 1978, Mary married Dennis M. Gaddis in New Hope Presbyterian Church in Coal City. She was employed by National Fiberglass in Romeoville for 32 years. Mary will be remembered for her love of camping, reading and garage sales.

Survivors include her husband, Dennis; daughter and son-in-law, Mindy and Stan Daigger of Coal City; two granddaughters, Kristyn and Lexi Daigger; three sisters, Sue (Joe) Foster and Linda Decker, both of Smithville, TN and Sarah Uerkwitz of Godley; one brother, Robert Wallace of Smithville; brothers and sisters-in-law, Muriel Wallace of Smithville, Fred (Mary) Gaddis of Coal City, Rita (Dominic) Quigley of Godley and Victor (Monica) Gaddis of Mainz, Germany; numerous nieces and nephews, including, Joey (Dana) Foster, Jamie (Matt) Baranski, Courtney Decker, Wayne, Holly and Mike Uerkwitz, Jason Gaddis, Erin and Brad Hoffmeyer, Nicole (Craig) Foley, Ryne and Taylor Quigley, Mike Gaddis and Andy Gumb. Also not to forget all her adopted camping family, Eddy and Cathy Jett, Troy and Michelle Scholes, Steve and Barb Schneider, Tammy and Kevin Turner, Mary Schmidberger, Tom and Danielle Schmidberger, Ruth and Bruce Seplak and Jim and Barb McCauley; very special lifelong friends, Birdie and Carson Stephenson; and a special caretaker that took care of “Fred” (which was a nickname

given to Mary) for her many months - Teresa Olvera. Her care was admired and will be cherished forever.

Mary was preceded in death by her parents; brothers, Bill, Stanley, John and Carl Wallace; one niece, Sonya Foster; and her mother and father-in-law, James and Dorothy Gaddis.

The family will receive friends on Friday, February 13, 2015, between the hours of 4:00 p.m. and 8:00 p.m. at Reeves Funeral Home, 75 North Broadway (one block north of Illinois Route 113) in Coal City. Cremation rites will then be accorded and a private inurnment will be in Abraham Lincoln National Cemetery in Elwood at a later date.

Allan R. Braun, age 72, of Elwood, IL passed away Thursday, Feb 5, 2015 at his winter home in Harlingen, TX. He enjoyed his retirement, walleye fishing vacations in Minnesota with family, spending summers fishing for catfish in Mauston, WI and he thoroughly enjoyed the warm Texas sun, building and fixing everything throughout the winters.

However, the BEST times in her life were those spent with her family.

A private funeral service was held in Miramar Beach, FL at the chapel in the Barbara Grimaldi building on Feb. 6, 2015. A Celebration of Life, well lived, will be held this May in Lockport, Illinois.

Ed’s life mission was to build relationships.

Graduated from St. Thaddeus, Joliet Catholic High and enlisted in the United States Navy in 1942, serving as a radioman in WWII aboard the USS Independence CVL22 aircraft carrier. Active community member in Joliet, at St. Ambrose Church, President St. Joseph Little League.

Married to Doris Rose Knudtson Kaps for 42 years.

Ed received his Bachelor’s degree at the age of 50, from Lewis University in Romeoville, and retired from General Motors, Electro Motive Division, McCook in 1988, with 41 years of service rising to the Director of Industrial Relations.

Ed spent his retirement years advocating for men with prostate cancer as one of the founding members of US TOO and director emeritus, traveling one million miles across the United States, Canada, England, France, Germany, Japan, Turkey, Australia, representing US TOO and the American Urological Association (AUA). US Too International President, Tom Kirk, said Ed “personally made a positive impact on so many; and through his work was the impetus for reaching thousands of people in the prostate cancer community with a message of hope that was grounded in the empowerment of knowledge.” Ed was on the Board of Directors of the America Foundation for Urological Diseases and was Chairman of the Arizona Myasthenia gravis Foundation. Ed is a 38 year survivor of prostate cancer and myasthenia gravis. Ed turned his limitations and challenges into an opportunity to make a difference.

John “Jack” Wesley Mork, died peacefully at home on February 10, 2015, in New Lenox, Illinois at the age of 71.

Jack is survived by his wife, Cheryl (Spice); daughters, Lisa (Jamie) Bosnak, Tara (Andrew) Teeple; grandchildren, Drew, Elyse, Joel and Mark; sisters, Judy (Louis) Rodgers and Lois (Robert) Lambdin.

Jack was born on February 1, 1944, in Joliet, Illinois. He graduated from Joliet Township High School in 1962, Louisiana State University with a Bachelor of Science in Accounting in 1967, and Northwestern University with a Master’s in Business Administration 1968. He married Cheryl Spice at Redeemer Lutheran Church in Joliet in 1968. After moving to New Lenox in 1972, Jack worked for Gooding Rubber Company in La Grange, IL. He retired from Gooding in 2005.

U of Illinois faculty endorse new Urbana medical school

URBANA – Faculty leaders at the University of Illinois’ flagship campus have approved a plan to create a new medical school.

The Urbana-Champaign campus’ Academic Senate voted Monday to approve the plan to build a small, engineering-centered medical school.

The News-Gazette in Champaign said the plan still needs further approval from faculty across all three university campuses and a recommendation from university President Robert Easter. He also is reviewing a competing plan proposed by the existing, Chicago-based

CHICAGO – Health officials said two more infants from a suburban Chicago day care have measles, bringing the total number of confirmed cases in Illinois to 10.

Chicago and Cook County health officials said Tuesday that nine of the 10 cases are associated with a KinderCare Learning Center in Palatine. All of the cases are among unvaccinated infants and adults.

Public health nurses have been in daily contact with families of infants enrolled at the day care who may have been exposed to the contagious virus.

Rauner: Illinois has money to fully fund schools, programs

SPRINGFIELD – Gov. Bruce Rauner said he’s confident state schools and other critical programs can be fully funded despite the state’s budget crisis.

Rauner told students at Springfield’s Lanphier High School on Tuesday he hopes to get approval from lawmakers to move money from nonessential government services to essential ones to help fund shortfalls for daycare programs and the prison system. But Rauner didn’t specify what services he considers nonessential.

The expiration of the state’s temporary income tax increase is causing a multibillion-dollar drop in revenue this year and next year. Rauner said he doesn’t want to raise taxes to fill the gap.

CHICAGO – A fight is brewing over Gov. Bruce Rauner’s decision to end a requirement that Illinois state workers pay union dues even if they don’t want to join a union.

Labor leaders said Tuesday they’re looking into legal options to challenge a federal lawsuit the Republican governor filed against more than two dozen public-employee unions.

The lawsuit, filed Monday in U.S. District Court in Chicago, seeks to have “fair share” dues declared unconstitutional.

Rauner also issued an executive order Monday directing that the dues withheld from paychecks of about 6,500 employees be placed in an escrow account rather than forwarded to unions.

Withholding the dues could keep an estimated $3.75 million from being deposited into the unions’ bank accounts, according to estimates by Rauner’s office.

“We’re going to have to defend ourselves,” said Dan Montgomery, president of the Illinois Federation of Teachers, one of the unions named in the suit. He expected a lengthy and expensive legal battle.

WASHINGTON – The White House circulated a proposal Tuesday to authorize the Pentagon to fight Islamic State terrorists without an “enduring offensive combat” role, an ambiguous phrase designed to satisfy lawmakers with widely varying views on the need for U.S. ground operations.

Sen. Bob Menendez, D-N.J., said President Barack Obama would seek an authorization for the use of force that would expire after three years. It would end the approval for operations in Iraq that Congress passed in 2002. Arizona town mourning for American woman held by IS

By FELICIA FONSECA The Associated Press PRESCOTT, Ariz. – The small Arizona town where Kayla Jean Mueller grew up gathered in grief Tuesday upon learning that the 26-year-old aid worker who traveled the world on a quest to help others had died while in the hands of Islamic State militants.

A memorial of flowers and handwritten notes took shape on the courthouse plaza in Prescott near a sign calling on people to pray for her.

In Washington, President Barack Obama pledged to bring Mueller’s captors to justice “no matter how long it takes.”

Muller’s 18-month captivity largely had been kept secret in an effort to save her. The Islamic State group claimed Friday she had died in a recent Jordanian airstrike targeting the militants.

On Tuesday, her parents and U.S. officials confirmed her death. The Pentagon said U.S. officials don’t know how or when she died but are certain it was not in the Jordanian airstrike.

“What a fine, fine woman and a tribute to Prescott,” said 15-year resident Tina Nemeth. “It’s just so sad, it really is, and everyone feels exactly the same. It’s a shock it hit Prescott. We’re not that big of a town.”

The former territorial capital of Arizona has begun only recently to recover from a devastating 2013 wildfire that claimed the lives of 19 members of an elite firefighting squad. Stickers featuring the fire crew’s logo and bearing the number “19” still are fixed to vehicles all around town.

On Tuesday, that lawn was crammed with members of the media gathered to hear an emotional, often tearful tribute from Mueller’s family and friends.

“All these stories about Kayla, she sounds so extraordinary,” said the Rev. Kathleen Day, who heads the United Christian Ministry at Northern Arizona University, where Mueller attended.

“What was so extraordinary about Kayla was she did ordinary things to extraordinary measures,” Day continued. “She gave people food.

And she wrote passionately about conditions in war-torn Syria, where she had gone to help refugees.

“Every human being should act. They should stop this violence,” Day said, quoting one of Mueller’s blog posts.

Her aunt Lori Lyon said Mueller accomplished more in her 26 years than most people do in a lifetime, adding that her death had “touched the heart of the world.”

Family of Sandy Hook victim moves to trademark her name

By PAT EATON–ROBB The Associated Press HARTFORD, Conn. – The family of a teacher killed in the Sandy Hook school massacre has applied to trademark her name in an attempt to stop others from misusing it on social media.

Victoria Soto was a 27-yearold first-grade teacher at Sandy Hook Elementary School who authorities have said hid students and tried to shield others from the gunman who killed 20 children and six women. Eleven students in her classroom survived.

Jillian Soto said people have set up fake social media accounts using her sister’s name, many of which promote conspiracy theories about the massacre, and some of which are used to harass her and other family members.

today because of the actions of my sister,” she said. “And we don’t need anything negative to be tied to her name any longer.”

She said the misuse of her sister’s name also makes it harder for people to find links to the Vicki Soto Memorial Fund, which raises money for scholarships for aspiring educators.

Ryan Graney, who helps the Soto family run its social media sites, said every time an abusive or unauthorized Twitter account appears, she has to fill out a form and send it to the company. Twitter then does an investigation and determines whether the account violates the company’s policies and should be removed.

She said the family applied for the trademark protection on Monday in the hopes of expediting that process.

“Now we can say, ‘Look, they can’t use this name, it has

to come down right now,’ ” she said.

Nu Wexler, a Twitter spokesman, declined to comment in an email, but pointed to the company’s impersonation policy, which says accounts can be permanently suspended if they are deemed to be “portraying another person in a confusing or deceptive manner.”

The Connecticut Attorney General’s office said it has not received any formal complaints from Sandy Hook families about abuse on Twitter.

“We did follow up on complaints that families had made regarding Facebook pages, and did find Facebook to be responsive to our concerns,” said spokeswoman Jaclyn Falkowski. “We would encourage families to contact our office about problems they’re experiencing on Twitter so that we might be able to offer our assistance.”

Mavrich’s persistence was evident in a story about her insistence on seeing Robert Rubens of the Rubens family, which owned the Rialto and whose name is on the sign today.

Lichtenauer said Mavrich finally walked into Rubens’ office when there was no secretary to keep her out.

“She said, ‘I’m Dorothy Mavrich.’ He said, ‘You’re the crackpot everybody keeps telling me about,’ ” Lichtenauer said.

Eventually, Rubens gave his blessing to Mavrich’s preservation effort, Lichtenauer said. And she later helped get the Rubens’ name back on the Rialto sign.

Mavrich loved telling the story, said Smith, who heard it many times himself.

“She was such a diminutive little lady,” Smith said, “but she was a powerful person.”

The Rialto Square Theatre Foundation, the organization that raises money to support the theater today, issued a statement saying: “Our community has lost a guiding light – Dorothy Mavrich, the lady who saved the Rialto.”

She said she wants the Transition House to continue and does not believe Lincoln-Way is ready to combine the two transition programs.

“I think they’re putting the cart before the horse … the idea is there, but it’s not planned out well, yet,” she said.

Harrison said the program at Central High will not be crowded. There are 12 students at the Transition

House – the most since it began several years ago – and 28 students at the L.I.F.E. program, she said.

Students come from all four Lincoln-Way high schools.

Three classrooms are being used for the program now, with plans to expand to a fourth room, she said. The amount of staff and teachers will increase in proportion to the amount of students, she said.

Harrison also said the program “will be able to meet the individual needs of those students,” and will not have students with greater needs than others placed together.

Scott Tingley, Lincoln-Way District 210 superintendent, said school officials will “investigate ways to utilize” the Transition House in Frankfort.

CHARLESTON, W.Va. – With rampant diabetes and obesity, Mississippi and West Virginia have struggled with health crises. Yet when it comes to getting children vaccinated, these states don’t mess around.

The states, among the poorest in the country, are the only ones that refuse to exempt school children from mandatory vaccinations based on their parents’ personal or religious beliefs. Separate efforts to significantly loosen those rules died in both states’ legislatures last week.

Mississippi has the highest immunization rate in the country for children entering kindergarten at 99.7 percent, while West Virginia is at almost 96 percent, according to the Centers for Disease

Control and Prevention. The figures cover vaccines for measles, mumps and rubella; diphtheria, tetanus and pertussis; and varicella, or chickenpox.

Public health officials said a 90 percent immunization rate is critical to minimizing the potential for a disease outbreak.

“Mississippi is not traditionally viewed as a leader on health issues. But in this area, they should be proud of the fact that they have not changed this law. Mississippi and West Virginia could be role models for other states,” said Dr. Mark Schleiss, a pediatrician and vaccine researcher at the University of Minnesota.

What is the value of a college degree?

REEDER REPORT Scott Reeder SPRINGFIELD – Americans care too little about education and too much about diplomas.

Here in Springfield, we extol the virtues of Abraham Lincoln, our native son, who despite having little formal schooling was able to teach himself.

This nation never has had a greater president.

Steve Jobs, Bill Gates and Larry Ellison rose to be the titans of high tech.

And none of them obtained college degrees.

Steven Spielberg didn’t receive his college degree until 35 years after he started at California State University Long Beach.

But when it comes to politicians, Americans have a different standard.

We haven’t had a president without a college diploma since Harry Truman.

The Washington Post reports that not one member of the U.S. Senate doesn’t have at least a bachelor’s degree. In fact, our last three presidents all hold advanced degrees from Ivy League institutions.

Is our nation better off for it? It’s debatable.

Unfortunately, a college diploma has become a litmus test for some on whether to vote for a candidate.

A good case in point is Wisconsin Gov. Scott Walker. More than a few liberals are shaking their heads because this presidential hopeful doesn’t have a college degree. He quit his senior year at Marquette University to take a job.

There are things I like

about Walker and things I don’t. But one thing that doesn’t bother me one iota is that he doesn’t have a college degree.

I’m much more concerned about a person’s willingness to learn and their life experiences.

Look no further than the late U.S. Sen. Paul Simon of Illinois. He never held a college degree but had a long and honorable career in politics and higher education.

In fact, even without a college degree, he was able to found the graduate program where I received my master’s degree. He later went on to found what is now the Paul Simon Public Policy Institute at Southern Illinois University.

While Simon didn’t hold a degree, he was well-educated. He read Greek philosophers in his free time.

As a young man, he went into business for himself and eventually owned a chain of 14 newspapers.

Increasingly, colleges are pricing themselves out of reach of many families. Much of this comes from longstanding federal policies that have inflated tuition costs.

Inevitably, the marketplace will create less costly learning alternatives. It may come in the form of online or distance learning.

It may take some other form that provides learning opportunities.

And to evaluate the effectiveness of such programs, the question won’t be if people have degrees but if they are educated.

Lessons from world’s oldest living man Sakari Momoi, of Tokyo, Japan, celebrated his birthday Thursday. Not just any birthday, mind you, but rather his 112th, thus further cementing his claim on the title of oldest living man in the world. As an aside, the oldest living woman in the world, Misao Okawa, also lives in Japan and is a mere 116 years young.

So what is it about the Japanese people that so many of them seem to enjoy such full, active lives without suffering from serious disease well into their 90s, or even their 100s?

What is their secret for staying so healthy for so long? And how can we apply that secret to our own lives here in the U.S., where we tend to be, well, not all that healthy for the most part?

As it turns out, it’s no secret at all, but rather a heaping helping of common sense that helps keep them vital well into their senior years.

Take Sakari Momoi, for instance. He spent his birthday in the company of friends, playing catch and indulging in a little calligraphy, not to

mention enjoying a healthy meal of fish, rice and simmered vegetables. And in so doing, this retired educator taught us and the world the formula for possibly extending our healthy years on this earth.

In the 2002 book “The Okinawa Program,” the authors shared how the residents of that Japanese island chain avoid heart disease, obesity, cancer, dementia and other diseases that Western society tends to consider unavoidable with advancing age.

The “secret” of Japanese longevity appears to have three components. First of all, Japanese people eat low-sugar, plant-based diets without processed foods and junk, and very little if any red meat, and certainly nothing deep-fried.

Other staples of the Japanese diet include tofu, shiitake mushrooms and seaweed.

Secondly, the pace of life is often slower in Japan, especially for older residents such as Momoi who didn’t grow up surrounded by advanced technology. Meditation and practices like tai chi are parts

of many senior citizens’ lives in Japan, as are creative pursuits such as calligraphy, all of which have been shown in studies to heighten cognitive function. Staying physically active through activities such as walking, gardening, and in Momoi’s case, playing catch, also contribute greatly to Japanese longevity. Research has shown that being sedentary all day long is one of the worst things for our health.

And lastly, social interaction through a network of friends and family also is a factor; such support reduces stress, loneliness and isolation – all enemies of good health.

Compare the lifestyles of Japanese seniors to ours here in the West, and it’s easy to see the changes we need to make if we want to improve our health and longevity. Perhaps it’s time for us to put down our smartphones, get up from our desks and pick up a stimulating hobby – perhaps learning the art of Japanese cooking; we might just live longer.

Lockport goes cold against Sandburg

By JEFF DE GRAW Shaw Media Correspondent LOCKPORT – Lockport’s gym was all pink Tuesday for its “Challenge Against Cancer” boys basketball game, but the team in blue – Sandburg – put a damper on the festivities with a 49-38 victory over the Porters in a SouthWest Suburban Conference Blue game.

Lockport (7-13, 4-6) held a 21-10 lead with 3:43 remaining in the first half, but the Eagles’ Mohammad Abed hit two 3-pointers to pull his team to within 21-18 at halftime.

“Let me first credit Sandburg,” Porters coach Lawrence Thompson Jr. said.

“They outcoached us, outplayed us and really wanted to win that game. When we were up by 11, they totally changed their game plan, and we did not adjust.”

The Porters went more than 11 minutes, from the 3:43 mark of the second quarter to the end of the third quarter, scoring only two points as the third quarter ended with Sandburg (7-13, 3-6) leading, 24-23.

Lockport ran its ball control offense but couldn’t get a shot to go down in the third quarter until Anthony Grybauskas hit a layup with 3:16 remaining.

“That whole second half, really from the middle of the second quarter, was not us. It was like we were playing in November,” Thompson said.

“We moved the ball well in the first half, we attacked and were the aggressor. But when Sandburg changed their mindset, we didn’t.”

The Eagles’ Tommy Demogerontas scored five quick points to start the fourth quarter to put his team up, 29-25.

But with 4:48 remaining, Gehrig Hollatz hit a 3-pointer to pull the Porters to within 29-28.

But the Porters would get no closer, as Sandburg hit 13 consecutive free throws to ice the game. Twelve of those came in the last 1:15 of the game.

Lockport did not commit a foul in the game until the 6:33 mark of the fourth quarter.

If Minooka prevailed in Tuesday night’s game at Plainfield South, the Indians secured a high finish in the Southwest Prairie and were able to celebrate a 20-win season.

Of course, if South – which lost two earlier meetings with Minooka – was able to make the third time a charm, Cougars coach Leah Carter, whose team came in with 11 victories, may be walking around on this day with blue hair. In advance of the game, she emailed her early season

quote to us: “If we can get to 12 wins, which is our goal, I’ll dye my hair blue. I’ll do crazy things for these girls.”

South is seeded 14th in the Oswego East Sectional and opens Monday against No. 18 Joliet Central. The other Monday game is No. 11 Romeoville against No. 22 Waubonsie Valley. The semifinals Wednesday will pit No. 3 Oswego against the Game 1 winner and No. 6 Downers Grove South against the Game 2 winner.

Another area team that may be in position to do some good in the postseason is Bolingbrook, which knocked off highly regarded Homewood-Flossmoor last week.

The Raiders are the fifth seed in the Oswego East Sectional and could meet No. 4 Oswego for the title in the Bolingbrook Regional, where No. 13 Lockport, No. 19 Plainfield North and No. 21 Plainfield also are entered.

Seeds are not everything, of course. You still must play the games. Here’s hoping many of our girls teams play their best basketball in the postseason, and we will see where that leads.

The postseason for Class 3A and 4A girls basketball begins next week.

It always is important at this time to take an optimistic approach. However, our area’s chances of having significant advancement beyond the regional level probably are not all that good.

One certainty is that we will have someone advance from the Class 3A Providence Regional. All five teams there are ours, and all five have something to offer.

The regional begins Tuesday with No. 4 seed Morris facing No. 5 Coal City. The winner will face No. 1 Lincoln-Way West in Wednesday’s first semifinal, followed by the big matchup between No. 2 Providence and No. 3 Joliet Catholic.

The semifinal winners play Friday for the title and the right to advance to the Coal City Sectional, where Hillcrest, Morgan Park and Rich South likely will complete what would be a loaded field.

Regardless of which team you like to win the Providence Regional, you have to be wary of defending Class 3A state runner-up JCA. The Angels (16-8) have guard Nicole Ekhomu back healthy now, and she makes a world of difference, blending with Mia Farrell, Andriana Acosta, Ty Battle, Jnaya Walker and the rest of the cast.

Speaking of the JCA program, forward Jasmine Lumpkin – last year’s Angels all-stater and Herald-News Player of the Year – left the Michigan State team in mid-January “for personal reasons.” She had played in 15 games for he Spartans, including 14 starts, and was averaging 5.5 points and 4.2 rebounds.

In Class 4A, Minooka has enjoyed a good season. The Indians entered Tuesday night’s Southwest Prairie Conference game at Plainfield South with a 19-6 record. You would think that would merit a more favorable seed than fourth in a five-team regional, but it did

dgoss@shawmedia.com JOLIET – Joliet Catholic led nonconference foe Ottawa Marquette wire-to-wire in Tuesday night’s 63-52 victory at the Student Activity Center.

Sometime, however, those are the most difficult games to finish off.

“We could not have played better than we did the first three minutes of the third quarter,” Hilltoppers coach Joe Gura said of the span where JCA forced a string of turnovers and stretched a 33-23 halftime lead to 46-25. “That may be the best basketball we have played this year.

“And, we could not have played worse than we did for three minutes in the fourth quarter.”

That was when Marquette (16-8), which dominated the backboards in the second half, sliced its deficit to 55-50 with 2:29 left. The Hilltoppers (13-12) finally regained the momentum, scoring eight straight points to close it out. Junior guard Jalen Jackson scored the last four of his game-high 27 points in that run “Sometimes, we play down to our competition,” Jackson

said. “Our chemistry is good, but we have to learn how to win close games. When you lead all the way like we did, all the pressure is on you. We have to learn how to handle it.”

JCA got off to a fast start behind the shooting of Drake Fellows, who had seven points in a hurry as the Hilltoppers led, 11-2, and then, 16-4, after one quarter They stretched it to 21-4 early in the second quarter before Marquette started

climbing back.

Once JCA opened the second half with a 13-2 run to build the 46-25 lead, it appeared to be over. But the Crusaders weren’t ready to quit.

“Their coach [Mike McDonald] does such a good job,” Gura said. “Ottawa Marquette has a good, solid program. We had to survive. We finally closed out a game. The kids played hard and tried to do what we ask, but sometimes, closing it out is the

hardest thing to do.”

Jackson hit 7 of 14 shots, including 2 of 5 from 3-point range, and 11 of 12 free throws for his 27 points. Fellows (five rebounds) finished with 10, Harold Davis (three assists) with nine and Luke Mander with seven as the Hilltoppers shot 52.8 percent from the field and .769 on 20 of 26 from the free throw line.

“We had real good ball movement at times,” Davis

said. “We made the right passes going to the basket. We do that, and we score points.”

“We don’t want to get too trigger happy shooting the three,” Jackson said.

Gura said the Hilltoppers can be tough to beat when they don’t settle for 3s.

“We needed to take the ball to the basket like we did,” he said. “Jared Lenior had a nice game at the point. He made some nice passes to set up baskets.”

The Hilltoppers’ biggest shortcoming, perhaps, was being outrebounded, 20-10, in the second half.

“A Tuesday nonconference game sandwiched between St. Viator [which beat JCA in overtime last Friday] and Marist [which visits Friday], it can be tough to play your best,” Gura said. “We actually have three Goliaths coming up in the conference, so it’s not going to be easy.”

Still, the Hilltoppers are a game above .500. For that to be the case this far into the season is pretty special.

Feisty Lockport can’t quite catch Bolingbrook

By TIM O’BRIEN Shaw Media Correspondent BOLINGBROOK – Maybe earlier in the year, Bolingbrook would have given this one away.

But call it a clutch gene.

Call it a team developing over the course of the season.

On this Tuesday night, the Raiders weren’t going to squander away a game in the closing seconds.

With Lockport closing the gap and one play away from tying things up, the Bolingbrook girls hit their free throws in the final minute-plus to preserve a 52-47 victory in the SouthWest Suburban Blue.

“Everyone loves the big wins, but sometimes, you’ve got to win the ugly ones,” Bolingbrook coach Chris Smith said. “Just the experience pays off because, earlier in the year, we probably lose that one. We know how to win the games like this, and that’s the big thing.”

Including a huge win over Homewood-Flossmoor and former Bolingbrook coach Tony Smith last week, Bolingbrook (13-10, 9-4) has won seven of eight games heading into the Class 4A playoffs next week.

The process has been a long one for the Raiders, but they are starting to see dividends.

Practice, practice, practice – and it’s all about finishing games strong.

“We’re maturing as a whole,” Bolingbrook’s Alecia Gulledge said. “We’ve really worked in practice about finishing out games.”

Bolingbrook never trailed again after falling behind, 1716, early in the second quarter, but the effort was far from

smooth.

A feisty Lockport squad kept hanging around, finally drawing within a possession late in the fourth quarter. The Porters cut the deficit to 42-41 with 2:50 remaining.

The Raiders showed no panic this time around.

“We weren’t clutch at the beginning of the year at all,” Patrick said. “We’re able to pull games out now, and that shows we’re prepping for the postseason.”

Patrick, Gulledge (six points) and Young combined to hit 8 of 13 free throws over the final two minutes, holding off Lockport’s comeback.

with 46 seconds left and Patrick closed the game hitting a pair with two seconds left.

“Just focus,” Gulledge said. “Those free throws make a difference. We really needed to sink them.”

Bolingbrook finished 17 of 55 from the field, and Lockport 15 of 40. Lockport committed 27 turnovers to Bolingbrook’s 24.

“We have to play with confidence,” Lockport coach Dan Kelly said. “Bolingbrook put some pressure on us, so give them credit. The resiliency, the fight in our girls, that’s all we’re looking for. Just bring the effort. We’ll get better, and we’re excited about the direction we’re going.”

Gonnering gets two honors: St. Francis’ Katie Gonnering claimed her fifth CCAC Player of the Week award for 2014-15 after posting her eighth 30-plus point performance of the season in an upset victory of Olivet Nazarene.

Last week, Gonnering was voted to the Capital One Academic All-District College Division Team for the third consecutive year. Gonnering carries a 3.77 grade point average as a nursing major.

Gonnering delivered a 35-point, 17-rebound effort in the Saints’ (12-14, 8-5) 110-108 conference victory over the Tigers and recorded two blocks, one steal and one assist.

Gonnering, who earned her 14th career CCAC weekly certificate, remains atop the NAIA II national leaderboard in scoring with her 25.6 points a game average. She also

Johnson, CoSIDA All-District Team: Jamie Johnson, starting guard for the top-ranked Flyers (23-0, 13-0), has been named to the 2015 CoSIDA All-District Four Team. The communication studies major owns a 4.0 cumulative GPA and now is eligible for Academic All-America consideration. This is the second consecutive season Johnson has earned Academic All-District honors.

Johnson is the GLVC’s leading scorer with 19.5 points per game. Her 53.3 percent field goal percentage is fourth best in the GLVC and the best in the nation for a guard. She also is averaging 3.32 assists per game, ninth best in the GLVC.

Powell named MIVA Player of Week:

After playing a large role in the Flyers’

two wins at Grand Canyon last week, outside hitter Geoff Powell has been named the Midwestern Intercollegiate Volleyball Association Offensive Player of the Week.

Powell recorded 30 kills with 12 on Friday in Lewis’ 3-0 win and 18 on Sunday in the Flyers’ 3-1 win against the Antelopes. He had a weekend hitting percentage of .446 (30-5-56) with four assists and an ace. With Powell’s help, the Flyers (10-1, 2-0) have moved up to No. 2 in the AVCA poll and now have won eight matches in a row.

“I’m happy for Geoff and the entire team,” Lewis coach Dan Friend said.

“Geoff has found a consistent high level of play and was key in helping us start MIVA play with two road victories.”

Powell is the second Flyer to earn MIVA Offensive Player of the Week honors this year. Senior Greg Petty earned the same honor Jan. 13.

BEARS OUTLOOK

So many questions to answer at linebacker

By KEVIN FISHBAIN kfishbain@chicagofootball.com With a new general manager and coach, and plenty of questions about which players are returning, the Bears’ organization is difficult to gauge when it comes to adding free agents, and how much the team will be willing to spend.

We know GM Ryan Pace believes in building through the draft, but you can count on some free-agent additions when it all begins on March 10.

We’ll go position-by-position breaking down where the Bears stand, who their options are and who they could target next month. Today, we analyze the linebacker position.

Note: We will do our best to look at linebackers who fit in a 3-4 defense, even though the Bears have not announced a base scheme. Regardless, we should expect several different fronts.

Current Bears situation: No position has more questions than this one. Returning are five young players – Jon Bostic, Christian Jones, Shea McClellin, Khaseem Greene and DeDe Lattimore. Lance Briggs is set to be a free agent.

We don’t know how defensive coordinator Vic Fangio sees these Bears fitting in his scheme. Not to mention, what have we learned about Bostic, Jones and McClellin to accurately predict a role they could have in the 2015 Bears defense?

Bostic and Jones have the skills to be scheme-versatile, and McClellin could be a rush linebacker. But what about the defensive ends who could stand up in a 30-front defense?

Does this regime want to bring Briggs back as an inside linebacker?

Dream on: Justin Houston is the top of the linebacker class.

He is 26 and has 48½ career sacks – including 22 last year.

The Chiefs will do whatever it takes to keep Houston, but if he gets to free agency, the Bears – with a big need at pass rusher – should strongly consider Houston, despite the high price tag.

The other top pass rushers, who should come at a slightly lower price, are Brian Orakpo, Pernell McPhee and Jerry Hughes. Orakpo, who turns 29

McPhee should cash in after 7½ sacks last season, and he just turned 26. The Bills have made it clear they want to re-sign Hughes, who was much better at defensive end in Buffalo than he was in Indianapolis.

Chicago connections: Dan Skuta had five sacks last year,

seeing more playing time than usual at outside linebacker for Fangio’s 49ers defense, as most of his career had been on special teams. Twenty-eight-yearold Michael Wilhoite filled in at inside linebacker for Fangio in 2014, putting together a career year with 87 tackles.

If he wasn’t coming off backto-back season-ending injuries, D.J. Williams would be a better

option. He spent two years with new Bears coach John Fox in Denver, and while he is probably better as a “Mike” in a 4-3, he has played inside in a 3-4.

Fox’s former middle linebacker in Denver, Nate Irving, will be 27 in July but is coming off a season-ending knee injury.

Other options: There’s a plethora of outside linebackers available. Jason Worilds, who turns 27 next month, has been a steady cog in the Steelers’ linebacking corps with 15.5 sacks over the past two seasons. Brandon Graham, who will be 27 in April, has said he’d prefer to play 4-3 defensive end, but had 5½ sacks last year for the Eagles. Brooks Reed can play inside or outside and missed only four games in his four seasons in Houston. Jabaal Sheard’s sack totals have dropped off over his four seasons, but he played in a 3-4 in Cleveland. Tennessee will try to re-sign Derrick Morgan, who had at least six sacks in each of the past three seasons, and he’s

only 26.

Veteran edge rushers who would be one-year-deal-type players include Osi Umenyiora, Dwight Freeney, John Abraham and Kroy Biermann, although not all are as comfortable in a 3-4.

At inside linebacker, if the Bears want a one-year, stopgap run-stopper (aside from Briggs) who could help the younger players, longtime Jet David Harris is hitting free agency.

Harris hasn’t missed a game since 2008 and has 120-plus tackles in five of his eight NFL seasons.

Colin McCarthy, who turns 27 in May, missed all of last year with a shoulder injury.

If he could stay healthy, Darryl Sharpton returning to the Bears to compete for an inside linebacker role would make sense, a spot he racked up the tackles in with the Texans.

Other young inside linebackers to keep in mind include Brandon Spikes, Akeem Dent, Jamari Lattimore, Nick Bellore and Kelvin Sheppard.

The ASSOCIATED PRESS CLEMSON, S.C. – Jerian Grant scored 22 points and Demetrius Jackson hit the tying and go-ahead baskets as No. 10 Notre Dame outlasted Clemson, 60-58, on Tuesday.

The Tigers (14-10, 6-6 Atlantic Coast Conference) missed two shots at the end, including a 3-pointer by Damarcus Harrison that hit off the rim as time ran out.

The Irish (22-4, 10-3) overcame a four-point deficit down the stretch to push past Clemson with Grant a major factor in the rally. Notre Dame trailed, 56-52, after Rod Hall’s three-point play for the Tigers with 4:07 to go.

But Grant followed with two foul shots, then stole the ball to lead to Jackson’s tying layup.

After Jackson’s basket put Notre Dame up for good, 58-56, Grant hit a fadeaway jumper.

Notre Dame bounced back after a 90-60 loss at home Saturday to No. 4 Duke.

Notre Dame is second in the

ACC, scoring 80 points a game, yet looked like it would fall victim to Clemson’s style of tough defense and grinding out each possession before scoring.

Michigan State cruises, 68-44, over Northwestern

EVANSTON – Travis Trice had four of Michigan State’s season-high 13 3-pointers, leading the Spartans to a 68-44 victory over lowly Northwestern on Tuesday night.

Trice finished with 16 points and Denzel Valentine scored 14 for the Spartans (168, 7-4 Big Ten), who bounced back from a 59-54 home loss to Illinois on Saturday. Bryn Forbes had 11 points, and Branden Dawson added seven points and 10 rebounds.

Northwestern (10-14, 1-10) shot 36 percent (15 for 42) in its 10th consecutive loss. Tre Demps led the Wildcats with 20 points on 8 for 12 shooting.

Michigan State used its outside shooting and stifling defense to put Northwestern away in the first half.

Gasol’s 26 boost Bulls over Kings

By JOHN JACKSON The Associated Press CHICAGO – Pau Gasol continued his strong play with 26 points and 16 rebounds, Tony Snell had a career-high 24 and Derrick Rose added 23 to lead the Bulls to a 104-86 rout of the Sacramento Kings on Tuesday night.

It was Gasol’s NBA-best 34th double-double of the season. He now has 13 straight.

Snell was 9 for 11 from the field, including 4 for 6 on 3-pointers. His previous high was 20 points.

The trio combined to go 30 for 43 (69.8 percent) from the field as the Bulls (33-20) won their third straight.

The Kings (18-33) have dropped 12 of 14. Rudy Gay led Sacramento with 24 points, while DeMarcus Cousins added 15 points and eight rebounds.

The Bulls, who had a 5749 halftime advantage, broke the game open in the third, beginning the second half

with a 23-8 run for an 80-57 advantage with just under three minutes left in the quarter.

Gasol had 13 points during the run.

The Bulls took an 84-64 edge into the final quarter.

Sacramento rallied to trim the deficit to 13 at 92-79 with 5½ minutes to play, but that was as close as it got.

Besides trying to turn things around on the court, the Kings had to address reports Tuesday that George Karl is near a deal to replace interim coach Tyrone Corbin.

“It’s been difficult,” Corbin said before the game.

“With all the speculation and stuff going around ... to try to keep the guys focused on the task at hand and working to get better every game has been a distraction. But this league is a distraction so guys have to understand how they have to be together to have a chance to win in this league and this group of guys have been fighting their way through it.”

Residency questions dog LLWS championship team from Chicago

By DON BABWIN The Associated Press CHICAGO – Citing “new information,” Little League International officials met Tuesday to discuss whether last summer’s Little League World Series national championship team from Chicago’s South Side added top suburban players in violation of residency rules.

Spokesman Brian McClintock said the organization’s charter committee was meeting to discuss “possible resolutions” regarding the Jackie Robinson West team and that a final decision likely would be made this week. He declined to say if the team might lose its title.

Late last year, the organization said it was confident

there were no violations of residency regulations after investigating allegations made by an official from a suburban Chicago league that some of Jackie Robinson West’s players live in suburbs with already-established Little League teams. It said it would the investigation if necessary.

On Tuesday, McClintock said the organization had received “new information” that prompted further review of the allegations. He would not elaborate.

Jackie Robinson West officials did not immediately respond to an email for comment, but league officials have denied the team violated any residency rules and that none of the players was recruited.

Chicago won the U.S. title by beating a Las Vegas team from Mountain Ridge Little League, 7-5. The Las Vegas coach, Ashton Cave, said Jackie Robinson West should be stripped of its title if the team broke the rules.

“There has to be some accountability,” he said.

Cave said that rather than award his team the championship, Little League International could send a more powerful and lasting message by simply leaving the space blank where the championship team is listed.

“I think if they do that, it will always be a message in the world of youth sports: If you bend the rules, there is going to be a consequence,” he said.

Sometimes it takes just a few simple ingredients to win my heart. That’s what fellow Southerner Ben Mims recently did.

And he did it with candy.

Truth is, I’m generally not the sort of person who makes candy at home. It can be a bit fussy and time-consuming, and I don’t find the process nearly as satisfying as landing a slab of something meaty over an open fire. But I’m still a sucker for a good sweet, and as I paged through Mims’ recent cookbook, “Sweet and Southern: Traditional Southern Desserts,” I was smitten with one of his simplest recipes.

It was his Aunt Barbara Jane’s pretzel-peanut chocolate candies. Crunchy, salty and sweet, these chocolates are similar to bark, but easier. You simply mix everything together, then spoon it onto waxed paper to set up.

Of course, I’m never happy to just let things be. My mind was immediately racing with ideas for riffing on this.

Such a simple and versatile recipe could be taken in so many directions. I made Mims’ pretzel-peanut-semi-sweet chocolate version, but I also did cashew-coconut-chopped dried mango and dried cherry-toasted almonds-chopped candied ginger versions.

They were all delicious! And what a perfect idea for Valentine’s Day. Even the kids could do this.

Looking for other combinations? Mix whatever intrigues you; just stick to the proportions in the recipe and you should be fine. Or try these combinations: • Pistachios, dried cherries and milk chocolate • Toasted hazelnuts, raisins and dark chocolate • Cornflakes, butterscotch

chips and milk chocolate • White chocolate, dried apricots and cashews • Mini marshmallows, toasted almonds and dark chocolate • Dark chocolate, orange zest, crystalized ginger and pecans • Crumbled cooked bacon, peanuts and milk chocolate This recipe readily adapts to your tastes. Just stick with the proportions set out below and you can mix in whatever you like. But a good rule of thumb is to offer a contrast of textures and flavors – crunchy and soft, salty and sweet, etc. It also helps if the mix-ins are roughly the same size.

Pretzels or chips should be broken into smaller pieces, while larger dried fruits such as apricots should be chopped. And if you like, the chocolates can be sprinkled with nonpareils before they set up.

Chocolate Candy Clusters Start to finish: 30 minutes Makes 40 clusters

10-ounce bag bittersweet chocolate 3 cups mix-ins (see ideas above) Line a baking sheet with kitchen parchment.

Place the chocolate in a medium microwave-safe bowl. Microwave on high in 10- to 15-second bursts, stirring in between, until the chocolate is completely melted and smooth. Stir in the mix-ins of your choice, making sure they are evenly distributed and coated with melted chocolate.

Using 2 teaspoons, drop large spoonsful of the mixture onto the prepared baking sheet. Let cool completely. Place in small decorative cupcake wrappers and store in an airtight container for up to 3 days, or refrigerate for up to a week.

South starts with only four top tricks: one spade, two hearts and one diamond. He can guarantee a second spade trick by playing low from the dummy at trick one.

But he will still need to get several club tricks. And a defender with the club ace who learned the game before breakfast this morning will know not to take the first club trick but to wait until the second, when dummy is playing its last club. Then, for South to cash his four club winners, he will need a hand entry. Where is that entry?

It must come from spades, and will do so only if declarer takes the first trick with dummy’s spade ace. He must not run the lead to his hand. After driving out the club ace, if the defenders shift, South will win and play a spade himself to generate that hand entry.

hol. People who continue to drink after one or more episodes of alcohol-related acute pancreatitis are more likely to develop chronic pancreatitis.

Anyone who has had an acute episode should stop drinking entirely. This will help to lower the chances of developing chronic pancreatitis.

In my experience, people who quit drinking alcohol entirely often have only mild or occasional symptoms. Those who continue to drink alcohol can have disabling, daily pain, requiring frequent hospitalizations.

Chronic pancreatitis cannot be cured. However, the various problems it causes can be treated. For milder pain, acetaminophen (Tylenol) or ibuprofen (Advil, Motrin) may help. But many people need stronger, narcotic medications. Pain management can be very challenging, and it may help to see a pain specialist. In rare cases, surgery may be done to relieve pain.

Digestive enzymes can help with problems digesting food and the resulting vitamin deficiencies. They come in pill or capsule form. Your doctor also may suggest that you follow a low-carbohydrate, high-protein diet that restricts some types of fats.

Diabetes caused by chronic pancreatitis usually requires treatment with insulin.

You can do more to protect yourself from future suffering than your doctor can do for you. The most important thing is to find help to stop drinking.

Dear Doctor K: I have chronic pancreatitis. Will it help to stop drinking at this point? Or is it too late?

Dear Reader: It is never too late to stop further damage to the pancreas, but it may be too late to reverse damage done in the past. However, that’s water under the bridge.

What you want to do now is stop further damage.

Pancreatitis is inflammation of the pancreas, a large gland located behind the stomach. (I’ve put an illustration showing the location of the pancreas on my website, AskDoctorK. com.) The inflammation during attacks of pancreatitis can kill some of the cells in the pancreas. It can also lead to scarring and permanent damage.

The pancreas produces digestive enzymes and hormones. Damage to the cells that produce digestive enzymes can cause problems with digestion of food and the absorption of nutrients in the food.

Because of the digestive problems, people with chronic pancreatitis can lose weight and become malnourished.

Damage to the cells that produce hormones – particularly insulin and other hormones that affect blood sugar levels – can cause diabetes.

The worst symptom of pancreatitis is pain in the abdomen. Early in the disease, the pain comes in attacks, separated by painfree periods. Later in the disease, the pain can be present almost constantly.

Most often, the pain is high in the middle of the abdomen, just above the belly button. The pain often spreads to the middle of the back. Nausea and vomiting often accompany the pain. Attacks are often triggered by meals and by drinking alcoholic beverages. Some people can reduce the pain by sitting up and leaning forward.

(collectively, the "Act"); and WHEREAS, the Mayor and City Council of the City of Lockport (the "Corporate Autho ities") have determined that it is advisable, necessary and in the best interests of public health, safety and welfare to improve the System, including the construction of a new iron filtration facility at the existing Well 9 Well House together with any land or rights in land and all electrical, mechanical or other services necessary, useful or advisable to the construction and installation (the "Project"), all in accordance with the plans and specifications prepared by consulting engineers to the City of Lockport; and WHEREAS, the useful life of the Project is forty (40) years; and WHEREAS, the estimated cost of construction and installing the Project, including engineering, legal, financial and other related expenses is $2,245,920, and there are insufficient funds on hand and lawfully available to pay these costs; and WHEREAS, the loan shall bear an interest rates as defined by 35 III. Adm. Code 662, which does not exceed the maximum rate authorized by the Bond Authorization Act, as amended, 30 ILCS 305/0.01 et seq., at the time of the making of the loan; and WHEREAS, the principal and interest payment shall be payable semi-annually, and the loan shall mature in twenty (20) years, which is within the period of useful life of the project; and WHEREAS, the costs are expected to be paid for with a loan to the City of Lockport from the Public Water Supply Loan Program through the Illinois Environmental Protection Agency, the loan to be repaid from revenues of the System and the loan is authorized to be accepted at this time pursuant to the Act; and WHEREAS, in accordance with the provisions of the Act, the City of Lockport is authorized to borrow funds from the Public Water Supply Loan Program (415 ILCS 5/19.3) in the aggregate principal amount of $2,245,920 to provide funds to pay the costs of the Project; and WHEREAS, the loan to the City of Lockport shall be made pursuant to a Loan Agreement, including certain terms and conditions, between the City of Lockport and the Illinois Environmental Protection Agency; NOW, THERFORE, be it ordained by the Mayor and the City of Lockport, Will County, Illinois, as follows: SECTION ONE: INCORPORATION OF PREAMBLES The Corporate Authorities hereby find that the recital contained in the preambles are true and correct, and incorporate them into this Ordinance by this reference.

SECTION TWO: DETERMINATION TO BORROW FUNDS It is necessary and in the best interests of the City of Lockport to construct the Project for the public health, safety and welfare, in accordance with the plans and specifications, as described; that the System continue to be operated in accordance with the provisions of the Illinois Environmental Protection Act, 415 ILCS 511 et seq.; and that for the purpose of constructing the Project, it is hereby authorized that funds be borrowed by the City of Lockport in an aggregate principal amount of $2,245,920 (which includes construction period interest financed over the term of the loan).

SECTION THREE: PUBLICATION This Ordinance, together with a notice in the statutory from, shall be published once within ten days after passage in the Herald News, a newspaper published and of general circulation in the City of Lockport and if no petition, signed by electors numbering 10% or more of the registered voters in the City of Lockport which is 1,490 and asking that the question of improving the System as provided in this Ordinance and entering into the Loan Agreement therefore be submitted to the electors of the City of Lockport, is filed with the City Clerk within 30 days after the date of publication of this Ordinance and notice, then this Ordinance shall be in full force and effect. A petition form shall be provided by the City Clerk to any individual requesting one.

SECTION FOUR: ADDITIONAL ORDINANCE

If no petition meeting the requirements of the Act and other applicable law is filed during the 30-day petition period, then the Corporate Authorities may adopt additional ordinances or proceedings supplementing or amending this Ordinance, providing for entering into the Loan Agreement with the Illinois Environmental Protection Agency, prescribing all the details of the Loan Agreement, and providing for the collection, segregation and distribution of the revenues of the System so long as the maximum amount of the Loan Agreement as set forth in this Ordinance is not exceeded and there is no material change in the project or purposes described herein. Any additional ordinances or proceedings shall in all instances become effective in accordance with the Act or other applicable law. This Ordinance, together with such additional ordinances or proceedings, shall constitute complete authority for entering into the Loan Agreement under applicable law.

However, notwithstanding the above, the City of Lockport may not adopt additional ordinances or amendments which provide for any substantive or material change in the scope and intent of this Ordinance, including but not limited to interest rate, preference or priority of any other ordinance with this Ordinance, parity of any other ordinance with this Ordinance, or otherwise alter or impair the obligation of the City of Lockport to pay the principal and interest due to the Public Water Supply Loan Program without the written consent of the Illinois Environmental Protection Agency.

SECTION FIVE: LOAN NOT INDEBTEDNESS OF CITY OF LOCKPORT Repayment of the loan to the Illinois Environmental Protection Agency by the City of Lockport pursuant to this Ordinance is to be solely from the revenues of the System and the loan does not constitute an indebtedness of the City of Lockport within the meaning of any constitutional or statutory limitation.

SECTION SIX: APPLICATION FOR LOAN The City Administrator is hereby authorized to make application to the Illinois Environmental Protection Agency for a loan through the Public Water Supply Loan Program, in accordance with the loan requirements set out in 35 M. Adm. Code 662. The loan funds shall be used solely for the purposes of the project as approved by the Illinois Environmental Protection Agency in accordance with the terms and conditions of the Loan Agreement.

SECTION SEVEN: ACCEPTANCE OF LOAN AGREEMENT The Corporate Authorities hereby authorize acceptance of the offer of a loan through the Public Water Supply Loan Program, including all terms and conditions of the Loan Agreement as well as all special conditions contained therein and made a part thereof by reference. The Corporate Authorities further agree that the loan funds awarded shall be used solely for the purposes of the Project as approved by the Illinois Environmental Protection Agency in accordance with the terms and conditions of the Loan Agreement.

SECTION EIGHT: RESERVE ACCOUNTS The City of Lockport has no outstanding bonds payable from the pledge of the revenues of the System.

SECTION NINE: AUTHORIZATION OF MAYOR TO EXECUTE LOAN AGREEMENT The Mayor is hereby authorized and directed to execute the Loan Agreement with the Illinois Environmental Protection Agency. The Corporate Authorities may authorize by resolution another person other than the Mayor for the sole purpose of authorizing or executing any documents associated with payment requests or reimbursements from the Illinois Environmental Protection Agency in connection with this loan.

SECTION TEN: SEVERABILITY If any section, paragraph, clause or provision of this Ordinance is held invalid, the invalidity of such section, paragraph, clause of provision shall not affect any of the other provisions of this Ordinance.

SECTION ELEVEN: REPEALER All ordinances, resolutions, orders, or parts thereof, which conflict with the provisions of this Ordinance, to the extent of such conflict, are hereby repealed.

I am 80 years old and in good health, but I have a very red swollen bump on the top of my big toe. I move around okay, but I’m limited by the toe pain. Am I too old for bunion surgery?

No. If the bunion is an arthritic problem, then removing the bony bump, a simple bunionectomy, or joint replacement can be done. This type of surgery will heal quicker than a more complicated bunionectomy where the bone is broken and shifted. Removing the arthritic bone and replacing the joint with an implant, if needed, will increase the movement of the toe and eliminate the pain.

Q: Is there a connection between hearing loss and heart disease?

A: The inner ear is extremely sensitive to blood flow. Studies have shown that a healthy cardiovascular system-a person’s heart, arteries and veins-has a positive effect on hearing. Conversely, inadequate blood flow and trauma to the blood vessels of the inner ear can contribute to hearing loss. According to the Better Hearing Institute, one study indicated that the prevalence of hearing loss is greater among those who have a history of heart disease than in the general population. Another study suggested that low frequency hearing loss may be potential indicator of heart disease. February is Heart Month and may be a good time to also have your hearing checked by an audiologist.
