D-210 board sued over North closure

By FELIX SARVER fsarver@shawmedia.com FRANKFORT – A watchdog group has filed a lawsuit against the Lincoln-Way District 210 Board of Education to stop the closure of North high school.

Lincoln-Way Area Taxpayers Unite is seeking a preliminary court order and a final ruling barring District 210 officials from closing any high school. The group filed a complaint in Will County court Tuesday and case management has been scheduled for April 18.

In August, board members decided in a 5-2 vote to close North high school in an effort to reduce multimillion-dollar deficits in the district’s budget.

“We believe the decision from District 210 to close an 8-year-old state-of-the-art high school was arbitrary and capricious,” said Todd Velky, LWATU treasurer.

families and residents. Two state lawmakers filed legislation in recent months in response to issues arising from the school district.

Board President Kevin Molloy said early in the afternoon that he had not seen anything regarding the lawsuit and it was news to him.

He did not respond to further requests for comment.

A call to Superintendent Scott Tingley was not returned.

Since the summer, LWATU members have been filing Freedom of Information Act requests to the district and investigating whether closing a school was the right decision and whether money had been

mismanaged.

Named in the lawsuit as the plaintiffs are three members of LWATU and 25 other people. Lincoln-Way board members are named as the defendants.

LWATU plan to hold a news conference about the lawsuit at 1 p.m. Wednesday at the Frankfort Square Park District administration building, 7540 W. Braemar Lane, Frankfort.

LWATU members have raised money in an online fundraiser to go toward retaining legal counsel and paying for fees.

Barbara Guerrero files as write-in candidate for Will County circuit clerk

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Barbara Guerrero – the Will County circuit clerk candidate who was kicked off the March ballot earlier this month after a three-member board upheld petition objections against her – has filed as a write-in Barbara Guerrero candidate.

That means Guerrero, a Democrat and longtime employee in the Circuit Clerk’s Office, has a lot of work ahead of her before the March 15 primary. Without her name appearing on the ballot, Guerrero will have to educate voters about how to properly cast a write-in vote, Will County Deputy Clerk Judy Wiedmeyer said.

Voters must write on the line provided and darken the

oval to the left of the name written in, Wiedmeyer said.

The name does not necessarily have to be spelled correctly for the vote to count, but the intent of the voter must be clear, she said.

Guerrero did not respond to a phone call seeking comment Tuesday.

Circuit clerk candidates Andrea Chasteen and Robert Enright will be the only two Democrats who will appear on the ballot for the party’s March primary. Chasteen has been endorsed by Circuit Clerk Pam McGuire, who has decided not to seek a sixth term.

Marlene M. Carlson, a Republican, also is running for circuit clerk, but will be uncontested in the primary.

Guerrero previously accused her opponents of personally targeting her for elimination, saying Derrick E. Barry, the Naperville man who filed the challenge, is the

wife of Leslie Barry, director of human resources in McGuire’s office.

Guerrero said she believes Chasteen and the Barrys worked together to get her off the ballot. Both the Barrys have denied personally targeting her.

Guerrero said one of her goals if she were elected is to minimize turnovers in clerk positions with improvements to training.

Sinatra Strong, a candidate for Will County Board District 3 and the only other person who faced petition objections, filed an appeal last week after he was ousted from the ballot, Wiedmeyer said. A court date will be set in the coming days for Will County Circuit Judge John Anderson to review findings and make a decision.

Wiedmeyer said she hopes a decision is made before Jan. 7 when the Circuit Clerk’s Office plans to certify the ballots.

Velky also said LWATU members want to answer questions about their legal action at the news conference to give people time to examine the lawsuit, which is 532 pages.

The lawsuit claims the decision to close a school and North itself was arbitrary, capricious and unreasonable.

The lawsuit also claims board member Christopher Kosel was unqualified to move for a vote on closing a school as he didn’t complete mandatory professional development leadership training until Nov. 30. The lawsuit alleges he was supposed to complete it on or before May 2014.

Lago Vista, Fairmont residents shape school district

This is the third story in a three-day series exploring the revitalization of Fairmont School District 89 through financial reform, academic growth and community engagement.

LOCKPORT TOWNSHIP – Fairmont School District 89 didn’t always have an average enrollment of about 300 students.

Board of Education member Charles Travis, a lifelong Fairmont resident, recalled how the district had as many as 850 students in the 1950s, when he attended the school.

But now, families move in and out of the surrounding community, he said.

“We have a big turnover of kids because of community changes,” Travis said.

The community struggles with high poverty and unemployment rates but the local school – once burdened by bad finances – is now improving because district officials are doing a better job of monitoring spending, he said.

That hasn’t stopped criticism and concern over the district’s leadership from some residents of the Lago Vista community, which provides homes for people age 55 and older.

“I think they want a good school,” said Joseph Dalpiaz, a Lago Vista resident who was elected to the board in April and said he represents everyone in the district. “They want it run effectively and efficiently. And I think, like anybody else, they are concerned about taxes.”

who is a former Hinsdale South High School principal.

District 89 Superintendent Sonya Whitaker stated in an email that the district’s tax rate is slightly higher than the Will County average, but its overall tax extension is below average because the district does not have much commercial and industrial property.

Some Lago Vista residents questioned spending decisions for a school district with such a small student population, Dalpiaz said.

Before joining the board, Dalpiaz was one of several critics of the district. Last year some questioned staff size and administrative decisions.

In the past five years, the average pupil-per-teacher and pupil-per-administrator ratio for the district has been 15:1 and 68:1, respectively, according to state data.

By comparison, state pupil-per-teacher and pupil-per-administrator ratios have averaged 19:1 and 196:1 in the past five years.

Dalpiaz successfully campaigned with Jeremy Burns – another Lago Vista resident – and Sylvia Dotson for seats on the board last April.

Burns and Dotson did not return calls for comment.

Dalpiaz said he doesn’t think there is antagonism between the Lago Vista and Fairmont communities.

But John Knoelk, a founding member of FAIRAC, a Fairmont revitalization committee, said he sees conflict between the two communities.

“It’s a culture thing. You have to understand each other’s culture to work together,” he said.

Ulmer did not return calls for comment.

“Everyone is trying to work together,” Travis said.

Ryan disagreed, saying the new board is “terrible.” He said some board members – whom he declined to name – are not concerned with governance because they walk into the school and classrooms unannounced.

He said ideally board members would not do that and waste the time of people doing their jobs.

He also said some board members are not concerned about the education of the students or praising district successes.

Dalpiaz said the previous board had almost no discussion but under the leadership of Ulmer, board members are encouraged to talk more.

Community outreach

The main concern for Dalpiaz is parent and community outreach efforts. He said he doesn’t think many people know about what’s going on in the district, which needs to collaborate more with Lago Vista.

District officials must find ways to make the community more emotionally attached to District 89, he said.

He said some of those ways would be having students or district administrators visit Lago Vista, as well as sending them newsletters.

Bishop Imesch laid to rest Tuesday Parishioners, priests and bishops mourn long-serving bishop’s death, celebrate his life

JOLIET – Ruby McDaniels remembers when the late Bishop Joseph Imesch would come to Sacred Heart Church to help feed the needy.

“He loved helping the poor,” said McDaniels, a Joliet resident. “We would see him at Daybreak Shelter.”

McDaniels was among hundreds of Catholic devotees, priests and bishops gathered Tuesday morning in the Cathedral of St. Raymond Nonnatus for a celebratory Mass.

After the Mass, a funeral procession made its way to Resurrection Cemetery in Romeoville, where Imesch was laid to rest.

Imesch died last week after serving 27 years as the third bishop of the Diocese of Joliet.

That time comprised 40 percent of the diocese’s history.

Imesch retired as bishop in 2006 at age 75, but served as

bishop emeritus until he died.

People offered their respects to Imesch, who lay in an open casket, before the Mass started. They shared stories of their faith and personal experiences with Imesch.

After Imesch’s casket was closed, more than 150 priests and clergy officials filed in as the Mass began.

Along with traditional Catholic rites, Green Bay Auxiliary Bishop Emeritus Robert Morneau in his homily recounted Imesch’s life and accomplishments as well as his unique qualities, including his sense of humor and kindness.

After Communion, Imesch’s casket was incensed and brought outside the cathedral into a hearse from Fred C. Dames Funeral Homes, ready to be transported.

The Rev. Dennis Spies of St. Liborius Church in Steger and St. Mary Church in Park Forest was part of the priest processional Tuesday.

“[Imesch] and I had a very personal relationship,” Spies said. “We could talk about anything.”

Spies said that when he was in high school, he gave Imesch a ticket to come to a function at the school, even when people told Spies that a bishop won’t attend a small high school program. Imesch came through on the invitation.

“That’s his willingness to go and love all kinds of people,” Spies said.

As the diocese’s bishop from 1979 to 2006, Imesch helped create the Housing Foundation of Will County, Daybreak Center and the Joliet Diocesan Catholic Education Foundation.

Imesch had a positive impact on many people during his tenure as bishop. He was an advocate of women’s and gay rights.

But he also was involved in the national child sex abuse scandal that rocked the Catholic Church the past two decades.

Imesch was criticized for his role in transferring priests in the diocese who were accused of sexually abusing children, and for withholding information from authorities about those priests.

David Clohessy, national director of the Survivors Network of those Abused by Priests, said the organization’s members were upset by the honor afforded to Imesch during the funeral.

“The real problem with it is that ignoring Imesch’s widespread and clearly documented ... deceit will cause other church officials to act that way in the present and future,” Clohessy said, adding that the organization didn’t rally against the Tuesday funeral out of respect to Imesch’s family.

Kankakee River under flood warning until Friday night

By LAUREN LEONE–CROSS lleonecross@shawmedia.com WILMINGTON – The Kankakee River was expected to rise to nearly 8.2 feet by early Wednesday, according to the National Weather Service, as portions of Grundy and Will counties remain under a flood warning because of this week’s heavy rain and snowfall.

The weather service has increased its flooding forecast for the Kankakee River from minor to moderate severity. The

river in Wilmington stood at 7.4 feet early Tuesday – nearly a foot over the 6.5-foot flood stage.

The warning will continue until late Friday evening, when the river is expected to fall below flood stage.

The highest crest – or flood level – at the Kankakee River near Wilmington in the past 50 years was 13.88 feet in January 1968. More recently, the highest crest was in June, at 8.92 feet.

so the city’s Police Department closed the park, Wilmington Police Chief Phillip Arnold said. Those who encounter a flooded roadway are asked to

turn around and find an alternate route.

Arnold said the department assisted Tuesday with a water rescue near Dwight, but it had

not responded as of Tuesday afternoon to any local flood-related incidents.

Harold Damron, executive director for the Will County Emergency Management Agency, said the snowfall has created only minor issues along roadways. No major incidents had been reported as of Tuesday afternoon.

The flooding along the Kankakee River is a result of heavier rainfall and flooding in east central Illinois. Waterways there are flowing into the area, he said.

Development on tap for Romeoville in ’16

bokon@shawmedia.com ROMEOVILLE – The big challenge for Romeoville in 2016 may be to top the excitement that comes with the arrival of a Blain’s Farm & Fleet.

It’s hard for Mayor John Noak to catch his breath when talking about new development coming to the village next John Noak year. But nothing got as much attention as the announcement that a Farm & Fleet store was coming to the corner of Weber and Airport roads.

“Of the projects we announced in the last couple of years, this one got more likes and shares than any other one we announced,” Noak said.

Crest Hill to focus water treatment plant in ’16

By LAUREN LEONE–CROSS lleonecross@shawmedia.com CREST HILL – Crest Hill officials in 2016 will focus on economic development, along with major intersection improvements and the future of the city’s aging water treatment plant.

Crest Hill Economic Development Director Scott McMaster, hired this past summer, said he will focus on bringing in businesses to the Weber Road corridor, which extends from Renwick Road south to Caton Farm Road.

McMaster said “several” businesses – including one well-known national retailer – have expressed interest in oc-

cupying space in the city, but he wouldn’t go into details.

“We’re surrounded by Plainfield and Romeoville, which are running out of places to develop. We have that [factor] in our corner. … What we have going for us is [this corridor] is a blank canvas for development,” McMaster said.

Capital, road projects

Several capital and road improvement projects are in the works, Crest Hill Mayor Ray Soliman said.

Major improvements are planned for the viaduct along Route 53 just south of Caton Farm Road, he said. The city Ray Soliman has contracted with the Chicago-based EraValdivia Contractors Inc. for $375,000. The work includes repairs to concrete walls, repainting, cutting down trees and replanting trees to beautify the area.

“That viaduct has not been touched for any improvements in 25 years or longer,” Soliman said. “It’s one of the entrances into the city. …

This is part of making the city more attractive.”

The city also is moving forward on a $2 million project to add turn lanes and improve traffic flow along Caton Farm and Weber roads. A separate project calls for new traffic lights at the intersection of Gaylord Road and Division Street, he said.

Water treatment plant

The city also is looking at consolidating, updating and rebuilding a new site for the aging 1968 water treatment plant at Gaylord and Theodore streets.

The city submitted a consolidation facility plan to the Illinois Environmental Protection Agency earlier this year, but “nothing is set in stone,” Soliman said.

“The plant is at the point where it has seen its useful life. At this point, we’re put-

According to the Glaucoma Foundation the pressure, caused by fluid backing up in the eye, eventually damages the optic nerve, causing blindness.

That is why regular eye exams are important, says the Glaucoma Research Foundation. Glaucoma can’t be cured but it can be controlled. Early detection, diagnosis and lifelong treatment with medication or surgery can preserve vision.

Glaucoma affects people of all ages, but higher risk groups include those over age 60, a family history of glaucoma, people of African descent, people with diabetes and those who use steroids exten-

sively.

According to the Glaucoma Foundation the fluid in the eye (aqueous humor) flows between the iris and the lens, nourishing them.

It then flows through a tiny spongy tissue - the trabecular meshwork - through which the fluid drains. When it become clogged, fluid backs up in the eye with no place to go, increasing pressure.

The pressure affects the eye’s weakest spot, the sclera, which is located where the optic nerve (which carries visual information to the brain) leaves the eye.. The increased eye pressure slowly kills the cells in the retina through apoptosis, damaging the optic nerve and causing permanent loss of vision, according to the Glaucoma Foundation.

The Glaucoma Research Foundation recommends glaucoma testing every two to four years prior to age 40, every one to three years between ages 40 and 54, every one to two years between ages 55 and 64 and every six to twelve months after age 65.

SHOREWOOD – A felon being returned to prison Monday allegedly tried to attack police with an axe.

At 3:30 p.m., Will County sheriff’s deputies were sent with a Department of Corrections officer to a residence in the 24400 block of Woodridge Way to look for Michael S. Carey, 51, sheriff’s spokeswoman Kathy Hoffmeyer said. Carey was reportedly wanted in connection with parole violations.

“Upon arriving deputies spoke with relatives who stated that Carey had been drink-

ing and was very upset about possibly going back to prison. Deputies were escorted to Carey’s bedroom, where they found him asleep,” Hoffmeyer said.

When Carey was told he was under arrest, “he jumped up in an aggressive stance, grabbed a throwing axe and attempted to strike the deputies,” Hoffmeyer said.

When his axe attack was foiled, Carey allegedly tried grabbing a pocketknife on the nightstand before being restrained. After being taken into custody, Carey was taken by ambulance to Presence St. Joseph Medical Center in

the house, turned to each other in the yard and decided they had to do some last-minute shopping.

A few phone calls later, other on-duty officers had agreed to cover calls for service and the deputies were headed to Walgreens on Route 30 in New Lenox, which was one of the few stores still open. By the time they reached the store, 10 deputies, five sergeants and a lieutenant had agreed to cover $600 worth of presents.

“When Sgt. Mike Corsi walked in, three people who were shopping in the store asked why all the police were there. He explained and all three gave him $20 each for people they didn’t know,” Kane said.

Walgreens also offered an

employee discount as the deputies bought dolls, stuffed animals, miscellaneous stocking stuffers and gift cards – and a remote-control police car.

The gifts were quickly wrapped back at the station before a group of deputies returned around 1 a.m. to Mills Road.

“Brooklyn started smiling.

Molly started crying. I wanted to cry but I held it in,” Anthony

Brown said. “They made her open [the presents] and she was hugging everyone.”

“You just don’t expect people to be so caring and giving,” Keck said.

The parents agreed the deputies did “far more” than they needed to.

“I think seeing [Brooklyn’s] reaction reminded us why we got into this and help people,” Kane said.

Public Notice Proposed Renewal of the Clean Air Act Permit Program Permit Pactiv LLC in Frankfort

JOLIET TOWNSHIP – About 8:30 p.m. Christmas Eve, Anthony Brown, Molly Keck and their daughter, Brooklyn Brown, 7, left their home on Mills Road to visit Anthony’s sister.

Two hours later, they returned to find they’d been visited by someone more interested in playing the Grinch than Santa.

“The back door had been kicked open, and they’d used our garbage bags from the kitchen to take the presents,” Anthony Brown said.

All the gifts that had been under the tree and children’s clothes had been unwrapped and stolen, according to Will

County sheriff’s police. The burglars had also rummaged through drawers and took gold jewelry, a laptop computer, a 32-inch television set, an Xbox and video games.

“Brooklyn was crying. She kept asking, ‘Why did they steal everything?’” Keck said.

“I heard [Brooklyn] first when I got out of the car,” Deputy Michael Kane said. “The whole family was upset. She was devastated. That was the hardest part.”

After investigating at the house, Kane asked Brooklyn what she’d wanted from Santa.

“She said, ‘I don’t care what ... as long as he brings something.’ That’s when it clicked for me,” Kane said.

By HEIDI LITCHFIELD hlitchfield@shawmedia.com The Dwight Fire Protection District responded to a report of a car submerged in water at 8 a.m. Tuesday on Campus Road a mile south of Route 17 in the rural Dwight area.

Deputy Chief Justin Dyer said a passerby saw the end of the car sticking out of the water and called 911.

The district, along with MABAS Division 15 water rescue, searched the water for the driver, who was not in the vehicle.

The name of the driver has not been released, but he was from Kankakee and was on his way home from work at the Pontiac Correctional Center when the incident occurred, Dyer said.

Dyer said an airplane was called in to aid in the search while fire district personnel searched the banks and surrounding residences.

Dyer said the search was called off Tuesday evening and will resume Wednesday morning with the help of the Livingston County Sheriff’s Department.

Lloyd A. Allen “Red,” Age 62, of Joliet, passed away peacefully Saturday, Dec. 26, 2015, at Joliet Area Community Hospice Home with his loved ones by his side.

Born in Joliet, son of Robert S. and Clementine J. (Karcz) Allen, graduate of Joliet Central High School.

A proud and loyal retired member of Teamsters Local #179.

Red loved to fish and will be remembered for telling his “Uncle Lloyd” jokes.

Survived by the love of his life, Jayne Odegaard of Plainfield; sister, Bobbie Martin; brother and best friend, Robert “Buddy” Allen, both of Joliet; sister, Sharon (Dennis) Madding of Bahama, NC; numerous nieces, nephews, great-nieces, great-nephews; and good friends, Don Unland, Larry Tudor, Dave Adams, George Cadie, Bob Delaney, Vern Dechaucey and Frank Ojeida. WILLIAM J. ROTH William J. Roth “Willie” Age 91, died peacefully at Our Lady of Angels Retirement Home in Joliet on Monday, Dec. 28, 2015, in the presence of his loving wife of 65 years, Irene “Murph” (nee Murphy).

Willie was the beloved father of six sons, William (Bonnie), Michael (Julie), Thomas (Sue), James (Luanne), Robert (Kim) and John (Kim), adored grandfather of 22 and great-grandfather of five. The son of German and Austrian immigrants, William and Stella (Pacen) Roth, Willie and his sister, Jean (Ted) Smith grew up in Joliet.

He excelled in football and basketball at Joliet Township High School and Joliet Junior College before enlisting in the U.S. Air Force.

He bravely served with honor as a lieutenant during World War II, flying 25 bombing missions over enemy territory.

After returning from the war, he earned his business degree at Northwestern University while playing for the Wildcats basketball team.

For decades, Willie was an esteemed banker, businessman and financial consultant in the greater Chicagoland area including over 30 years at Bill Jacobs Chevrolet.

He was active in countless civic organizations and served as President of the Joliet Region Chamber of Commerce. With Murph by his side, Willie traveled the world.

He was an excellent tennis player and an avid golfer.

He was a vital member of St. Raymond’s Parish and a devoted supporter of Joliet Catholic High/ Academy.

Willie was appreciated for his faith, kind heart, good sense of humor and passionate dedication to his family.

He was a great friend to many and

will be missed by all who knew him.

Alyce R. Steward was born on Aug. 27, 1935, to Pastor C.R. and Jessie Mae Rush in Belzoni, Mississippi. She peacefully transitioned on Sunday, Dec. 27, 2015.

Alyce was educated in the Belzoni School System and graduated from Mississippi Valley State University in Itta Bena, Mississippi Class of 1961.

Alyce united in Holy Matrimony with her soul mate, Willie Steward, and to this union two children were born, Michael Steward and Willie Steward.

Alyce was an elementary school educator for over 40 years. She taught in the Humphreys County, Mississippi, Harvey, and Ford Heights, IL. School systems. She retired in 2002.

Alyce was preceded in death by her husband, Willie Steward (April 2015);

her parents, Pastor C.R. and Jessie Mae Rush; and her sister, Berlin (Fred) Avery.

Alyce is survived by her two sons, Michael (Sandra) Steward of Joliet, Illinois and Willie F. CORINNE R. TAYLOR Corinne R. Taylor, (nee: Wilhelmi) “Corky,” age 86, of Lockport, passed away peacefully at home on Monday, Dec. 28, 2015.

Born in Joliet and was a lifelong Joliet-Lockport area resident. Corky was a very devoted Catholic who faithfully attended St. Joseph Catholic Church, Lockport and was also a member of the Altar and Rosary Society. She graduated from St. John the Baptist Grade School, Joliet in 1943 and a 1947 graduate of Joliet Township High School. Member of Sweethearts of Silver Cross Hospital. An avid shopper, loved her TV shows, going out to dinner and the movies, but most of all, she cherished spending time with her girls. She was very devoted to her family; had a heart bigger than gold; loved life and always put everyone’s needs before her own. She will be deeply missed by all who knew and loved her.

Preceded in death by her husband Robert “Bob” Taylor Jr. (April 30, 2014); her parents, Oscar and Eva (Ward) Wilhelmi; a sister, Grace (late Patrick) Norton; brothersin-law Ronnie, Dickie and Ray Taylor, and sister-in-law, Corky (late Donny) Dwyer.

Joe was employed by Prudential Insurance for 37 years, where he met his adoring wife. Joe began his career as a clerk in the Chicago Mid America office and later as a district agent. Joe was a member of Insurance Workers International Union IWICU and United Food and Commercial Workers, Local 189 of Joliet. Joe held several positions with the union including: General Executive Board Member, local President, Shop Steward and an elected negotiator for the union and agent employees. Joe was a disc jockey for several years playing Polkas for a local Joliet radio station.

Joe valued his community and was always willing to volunteer. Some of his volunteer work included; St. Andrews church groups, Romeoville Chamber of Commerce and Romeoville RPTV. Joe was happy working behind the camera promoting the local community.

Joe had an infectious laugh and smile. He will be missed by all who knew him.

STATE BRIEFS Chicago cop pleads not guilty to murder charges

CHICAGO – A white Chicago police officer charged with murder in the 2014 fatal shooting of black teenager Laquan McDonald pleaded not guilty Tuesday.

Jason Van Dyke is “hanging in there” and wants to tell his side of what happened so he’s not seen “as this cold-blooded killer,” defense attorney Dan Herbert said after the hearing.

Herbert said they haven’t ruled out asking for a change of venue.

The case is in Cook County Criminal Court in Chicago, where demonstrators have staged marches protesting the shooting and how it’s been handled.

Van Dyke, 37, faces six counts of first-degree murder and one of official misconduct in the death of 17-year-old McDonald.

The officer, wearing a dark suit and blue striped tie, appeared in court Tuesday as his lawyer entered the plea on his behalf.

Judge Vincent Gaughan set the next hearing for Jan. 29.

ST. LOUIS – A rare winter flood pushed swollen rivers and streams to virtually unheard-of heights Tuesday, sparking widespread evacuations and the transfer of inmates from an Illinois state prison as Missouri’s governor activated the National Guard to help divert traffic away from submerged roads.

The U.S. Army Corps of Engineers said water from the rising Mississippi River and its tributaries threatened to spill over 19 federal levees, putting hundreds of homes in jeopardy.

Record flooding was projected in some Mississippi River towns after several days of torrential rain that caused sewage to flow unfiltered into waterways.

At least 18 deaths in Missouri and Illinois were blamed on flooding, mostly involving vehicles that drove onto swamped roadways.

In southern Illinois, the Department of Corrections transferred an unspecified number of inmates from a state prison to other locations because of flooding risks. The facility houses nearly 3,700 inmates.

In central and southern Illinois, flood warnings were in effect a day after a winter storm brought sleet and icy rain. Major flooding was occurring along the Kankakee, Illinois, Sangamon and Vermilion rivers.

Sheriff: Violence in Gary up after extra patrols end GARY, Ind. – The Lake County sheriff says deadly violence is rising in Gary, attributing it in part to extra patrols ending because of county funding drying up.

According to Gary Police Department data, 38 people were killed in the city from January through August, the most in that period in the past five years.

In early August, when Gary saw nine killings, Lake County leaders approved $200,000 in emergency funding to put more county police on Gary streets.

The 88-year-old former defense secretary is troubled by the risks of catastrophe from the very weapons he helped develop. Atop his list: a nuclear terrorist attack in a major U.S. city or a shooting war with Russia that, through miscalculation, turns nuclear. A terrorist attack using a nuclear bomb or improvised nuclear device could happen “any time now – next year or the year after,” he said in an interview with reporters earlier this month.

Perry played a central role in developing and modernizing nuclear forces throughout the Cold War – first as a technology whiz kid and later a three-time senior Pentagon executive.

He said his experiences have given him a “unique and chilling vantage point from which to conclude that nuclear weapons no longer provide for our security – they now endanger it.”

He opposes the Obama administration’s plan to build a new nuclear-capable cruise missile.

Illinois better off today than at start of 2015?

SPRINGFIELD – With 2015 coming to a close, one has to ask: Is Illinois ending the year better or worse off?

I would say we are better off – but we have a long way to go.

First, income taxes dropped 25 percent in January – and they have stayed there despite the efforts of a multitude of politicians, government union bosses and political hangers-on who tried to jack up our taxes for their own benefit.

I don’t know about you, but I’d much rather have money in my own pocket than give it to some bureaucrat in Springfield to spend.

In fact, I have faith that ordinary people will spend their money more wisely than the state would.

So, that is a definite plus for the state.

And unlike most journalists, when I say “state,” I’m talking about the 12.9 million people who live in the Land of Lincoln – not the accumulation of buildings, politicians and bureaucrats that make up state government.

The state, after all, is the people, not the government.

Unfortunately, for decades, state government has been letting down the people of this great state.

And it has been doing so year after year by spending more than it has been taking in.

That’s why Illinois has the worst credit rating in the nation.

That’s why we have an unfunded pension liability bigger than the economies of some nations. And that’s one reason why businesses – and the people they employ – are leaving this state.

We shouldn’t be surprised that state government is at an impasse.

House Speaker Mike Madigan has been in power for more than 30 years. Gov. Bruce Rauner spent almost $28 million of his own money to get elected on a platform of reforming Illinois government.

It should surprise no one that the two are at loggerheads.

The status quo has kept Madigan in power for decades and driven the state into the financial

Folks are unhappy with the direction Illinois is going, and they view Madigan as an impediment to true reform.

For example, term limits for elected officials and having an independent body draw legislative district boundaries are popular ideas with Democrats, independents and Republicans alike.

But Madigan won’t let the issue be considered because it would erode his power.

Unlike some of his predecessors, Rauner has stood firm and not acquiesced to the siren call of higher taxes.

In fact, he says he won’t agree even to a temporary tax increase unless the state implements fundamental reforms.

In the meantime, most Illinoisans have been unaffected by the budget impasse. For the most part, they are getting the state services they need. Some people are hurting, to be sure, but for most Illinoisans, not much has changed in the way of state services.

The state needs fundamental reforms to improve its business climate. Otherwise, the exodus of jobs and people will continue.

But given the trajectory that Illinois was on before 2015, one could argue the impasse could have positive effects, such as curbing state spending and putting more money in taxpayers’ pockets.

In fact, the biggest change most people have experienced this year is that their taxes went down.

So we are better off – but we still have a long ways to go.

To the Editor: Did you notice the promoters were unable to get an architect or structural engineer to say that the current Will County Courthouse has structural deficiencies or failures, just some maintenance problems, plaster coming loose, likely from a leaky roof, outside concrete stairs crumbling from overuse of salt and tiles popping up in a hallway likely from heat expansion?

Keep an eye out on these new plans for a posh restaurant like the one closed at College of DuPage, spa, health club, whirlpool or swimming pool and private club area.

God knows pushing a pencil all day is hard work.

The DuPage County Republicans already are experts at over-the-top extravagance.

The promoters want the taxpayers to pony up $150 million that the taxpayers don’t have by going into debt, for a net six extra courtrooms and tearing down a structurally

sound, reinforced concrete courthouse.

Let hunters cull deer

To the Editor: In response to deer culling in our areas, I went to the first meeting the Will County Forest Preserve District held to talk about deer culling in McKinley Woods. There was standing room only. The bow hunters asked if they could close the forest two or three days of a week to let hunters legally hunt deer. It was stated that they could not close the park.

As of right now, there is a sign in front of the park saying it will be closed November to March on Monday and Thursday because of deer culling. The Will County Forest Preserve District builds dog parks and bike trails, which cost us lots of money but closes all ground to area sportsmen.

Letting sportsmen use some of their grounds would be free to the preserve.

free-throw line too much and let them drive the lane in too many one-on-one situations.”

North controlled the tempo except for the first three minutes when West jumped to a 6-0 lead on the inside play of Darnell Smith, who scored his game total of four points on his first two attempts.

21-0 run powers JCA past Plainfield Central

By DICK GOSS dgoss@shawmedia.com ROMEOVILLE – Pete Ragen and Luke Mander appeared to be in a competition to lead the world in floor burns as the third quarter unfolded.

The rest of their Joliet Catholic teammates joined in. The result was the completion of a 21-0 run Tuesday that lifted the Hilltoppers to a 60-36 victory over Plainfield Central in the quarterfinals of the Romeoville Christmas Classic.

“G [JCA coach Joe Gura] talked to us at halftime about how Plainfield wanted it more,” Ragen said. “In the second half, we listened to him, and the difference was we did it on the floor.”

“It was a little situation where we had one of those good old campfire talks at halftime,” Gura said. “We did

what we’re capable of doing in the second half.

“We’re not a big team by any means. We have to play good defense and push the ball up the floor.”

The Hilltoppers (7-2) were playing hard in the first half, but the Wildcats (2-10) were right there. Central went on a 9-0 run to lead, 12-6. Then, after a 10-0 JCA run – which featured two 3-pointers and two free throws off the bench by junior forward Donovan Finch – the Wildcats climbed back within 19-18 with 2:47 left in the half.

That’s when the roof began to cave in. Jared Lenoir hit two free throws and a 20-footer, and Jalen Jackson’s layup off an inbounds pass made it 26-18 at the half. JCA scored the first 14 points of the third quarter before a Kameron Williams free throw ended the run that last a total of six minutes

over both halves.

“It’s an anomaly,” Central coach Steve Lamberti said.

“That wasn’t us out there. We didn’t play smart. We didn’t have a lot of focus.

“It was combination of their pressure on our perimeter players and our lack of focus. We weren’t in a good mindset.”

The result vaults the Hilltoppers into Wednesday’s 6:30 p.m. semifinal against Lindblom. Central will face Geneseo at 3:30 p.m.

“Lindblom is quick and athletic,” Gura said. “We want to match their quickness and intensity, but make them guard us in sets, too.”

“We feel like other teams may overlook us,” Ragen said.

“We got the eight-point lead, but we weren’t playing hard enough,” Gura said. “We couldn’t hit our shots today, and we wound up winning by the same type of score we won by [Saturday against Shepard].

“It takes all five guys. We shared the ball well. Plainfield Central had us going in the first half. They came back and won their game against Plainfield South [last week], and they came out here ready to play.”

Jackson finished with 17 points, but there may not be another night when he is blanked from 3-point range and misses six free throws.

“He shot 91 percent from the line last year,” Gura said.

“We needed to pick up JJ [Jackson] and look to our other options,” Ragen said. “We needed to work on our pressure. We listened to G [Gura] and put in the game plan to a T.” Finch finished with 12 points. Harold Davis had 10, Lenoir seven, and Ragen and Mander six apiece. Mander grabbed a team-high five rebounds.

“I am very pleased to see how much more diverse we are becoming,” Gura said. “We did a lot of things efficiently today.”

Justin Windt had nine points and five rebounds for Central. Scott Gustafson and Williams chipped in six points each.

“We can’t win four games here anymore, but we can try to go 3-1, and that’s our focus now,” Lamberti said. “We’re still positive.”

“They (North) controlled the tempo, except for about the first three minutes,” West coach Nick DiForti said. “We came out with no energy, and I think getting that quick lead led us to feel too comfortable. North is a good program and well-coached. We knew what to expect. Give them a lot of credit.”

North’s defense and tempo held West to 40 percent shooting from the field (23 of 57).

West cut the North lead to 5150 after the third quarter, and the game was on in the fourth as the teams traded blows until Trevian Bell took over.

Trailing, 60-56, with four minutes remaining, Bell hit two free throws, a long-range 3-pointer and two more free throws – all within a minute – and West had a 63-60 lead.

Thompson hit a 3-pointer to knot the game at 63. Then Teyvion Kirk and Elijah Ward hit three of four free throws to get the win.

“It was tough out there tonight,” Bell said. “But we have each other’s backs. You have to be tough when things are not going well. My time came at the end, and I had to come through.

This is a big win. Now we have to stay focused and get ready for tomorrow.”

Bell led West with 17 points and grabbed five rebounds.

Ward had 15 points with seven rebounds, and Bingham chipped in 12 points.

“All of our kids are learning their roles. Jason, Eddie [Creal] and all the others are learning each and every game,” DiForti said. “Tonight was good for our chemistry. It wasn’t pretty, but a win is a win. We had to battle tonight just to get back in it and then to win it.”

By MIKE FITZGERALD Shaw Media Correspondent RICHTON PARK – Thornton opened up a 21-point halftime lead over Lincoln-Way Central on its way to a 52-44 win Tuesday in the semifinals of the Big Dipper Tournament.

Central will meet the loser of the University of Chicago Lab-Marian Catholic game for third place at 5:30 p.m. Wednesday.

The Wildcats (8-1) led, 8-0, before two minutes were gone in the game, and the Knights were down, 17-6, after the first quarter. Thornton had eight more shots in the quarter than the Knights (8-2), thanks to its tenacity on the offensive glass.

Thornton pushed its lead to 31-10 at halftime, thanks, in

part, to back-to-back 3-pointers by guard Curtis Dilworth late in the second quarter.

“Sometimes, when you let a team get out to that big of a lead, it’s hard to come back. They punched us in the mouth and beat us on the glass,” Knights coach Bob Curran said. “They won the game because they were tougher than us.”

The Knights did come back in the second half because of a solid defensive effort that started in the third quarter. Central outscored the Wildcats, 17-8, in the quarter, holding them to 2 of 11 from the floor. Mikey Koszela scored six of his nine points in the quarter. Guard Isaiah Malone hit two 3-pointers in the quarter. Koszela also finished with 13 rebounds.

The Knights kept up their effort in the fourth quarter,

eventually shaving the Wildcats’ lead to single digits with under a minute to play.

“I told them, ‘You guys can either lay there and keep getting hit in the mouth, or you can battle back and start giving it to them a little bit.’ I was proud that our guys battled back,” Curran said.

Curran has seen some positive things out of his team during the Big Dipper.

“We’ve been a great rebounding team all year. This is the first game where we’ve been beaten on the glass. We’ll see how we come back Wednesday. I like that our team expects to win. They might have been a little overwhelmed in the first half, not being in this situation before, but hopefully they learn from it,” Curran said.

ELMHURST – For 20 minutes, Providence Catholic was right there.

Then, Minooka’s experience and toughness – earned by a group that has largely grown up together – kicked in.

Like that, the passes were hitting the right guy on the inside, and the baskets were coming. The key number in Minooka’s 52-38 victory over Providence wasn’t 52 – or 59, the Indians’ shooting percentage – but 15, the number of assists the Indians piled up.

“We just made baskets,” Indians coach Scott Tanaka said, oversimplifying slightly.

“And the big guy did a great job of finishing, too.”

That would be Blake Parzych, the burly center with the scoring touch, for whom the more lithe Celtics had no match. But Parzych’s 10 points would have been fewer had not the Butler brothers – Jonny and Joe – been feeding him and others in the course of Minooka’s 37-point second half. Each had four assists. Providence

had six assists for the game.

“We were playing defense the whole game, but were able to hit more shots and ran our offense better; we played harder and found open guys,” Jonny Butler said, passing the praise among his teammates.

“We all have great chemistry.”

That was evident as the minutes clicked by. Providence played in spurts, and Minooka was steady. The Indians’ 8-3 run at the end of the third quarter wasn’t spectacular, but it was decisive, taking a 20-all deadlock and making it 30-23 with eight minutes to go.

Minooka also owned the final quarter, with a 22-15 advantage.

Joe Butler led Minooka with 13 points, and Jonny Butler added 10. Larry Roberts’ nine came on a trio of 3-pointers. Those totals would have been unexpected at the half, when the score was tied at 15 and Minooka had made only six of 16 field-goal attempts.

But experience showed, and the outcome was not in doubt at the finish – unlike Monday’s contest, in which Hinsdale South appeared to

Romeoville has heartbreaking tournament loss in overtime

By KAITLYN JASNICA kjasnica@shawmedia.com ROMEOVILLE – One point six seconds. That was the unlucky number for Romeoville’s boys basketball team Tuesday night at the Spartans’ Christmas tournament quarterfinal.

Twice, Glenbard South hit a 3-pointer with 1.6 seconds remaining. Tim Marks forced overtime with a fortunate and debated shot, then Povilas Riauba made a move to give South the overtime victory, 6665.

“It’s a tough way to lose tonight,” Romeoville coach Marc Howard said. “They hit two desperation 3s, one to put us to overtime and one to win. I hate to see that team go out like that, but Glenbard South never quit.

They kept battling, and they earned the victory.”

The Spartans will face the Lemont-Downers Grove North loser at 5 p.m. Wednesday, while Glenbard South will face the winner at 6:30.

Romeoville (5-5, 2-1) did almost everything it needed to do to advance to the semifinals.

Cappelletti battled for eight rebounds, and Salter and Heckard added five rebounds.

But South outrebounded Romeoville, 37-28; and even though the Spartans had strong second, third and fourth quarters statistically – with 18, 14 and 19 points, respectively – the Raiders dominated in the fourth quarter with 26 points.

Riauba (22 points) played a huge part in South’s comeback.

Still, those parts of the game weren’t Romeoville’s biggest issue.

The Spartans were 21 for 32 from the free-throw line. In the second half, they were 16 of 26.

“They made a tough shot down the stretch,” Stamps said.

“If we would have just hit a couple more free throws, we would have been set. That’s a part of

the game, the free throws. We just missed a couple down the stretch.”

Romeoville might think that “tough loss” is an understatement for the heartbreaker, but the Spartans hope to rebound as they did last year in their Christmas tournament.

“You’ve got to have a short memory,” Howard said. “We’re right back at it at 5 o’clock tomorrow. We’re hoping to rebound and bounce back. I just feel sorry for my kids, because they played good basketball for the most part of the game. Just a few lapses down the stretch cost us.

“They played well enough to win the game. We just need to do the little things like make the free throws and a get a stop here or there to put us in position to be marching toward the semifinal. It’s OK. They’ll rebound.”

By SARA MOULTON The Associated Press When I was a kid and my mom was throwing dinner parties, I noticed that one of her go-to appetizers was stuffed mushrooms. The fungi in the spotlight were plain old white cultivated mushrooms stuffed with a mixture of buttery chopped mushrooms stems, onions, breadcrumbs and a little dried thyme or cheese. Those button mushrooms seem pretty ho-hum to us today, but back then they were downright exotic, if only because they were the only mushrooms in the store and they fetched a correspondingly serious price.

Today, it’s nothing but pastures of plenty. Go to the supermarket and you’ll find mushrooms for miles. Even so, as I started developing this recipe, I began with white mushrooms partly as a sentimental nod to “auld lang syne” and partly because those particular mushrooms happen to be the cheapest in the store. Alas, the old standby didn’t have anywhere near the depth of flavor of its more darkly-colored cousins, namely cremini mushrooms, also known as baby bella or baby portabella mushrooms.

So I went with the cremini.

Technique-wise, I was able to apply some of the moves I’ve learned since I cooked with my mom. The first is the proper way to wash mushrooms. During the ’60s, the prescribed solution was to wipe each one separately with a damp cloth. The theory was that mushrooms, being the little sponges they are, would get soggy if you washed them. As you might imagine, this practice becomes tedious pretty quickly.

Happily, I learned a much speedier way in my restaurant days. It’s similar to washing lettuce. You fill up a bowl with cold water and toss in a handful of mushrooms. Then, working fast, you swish them all around, lift them out, and transfer them to paper towels to dry. They emerge from this

Next, what’s the best way to remove the stems from the mushrooms? With a grapefruit spoon. Use it to neatly dig out the stem, leaving a cozy crevice for stuffing – and without splitting the mushroom in half. Or use a melon baller.

Finally, I must admit my mom’s stuffed mushrooms were a little soggy sometimes, which left the caps a tad bland.

So I precook the caps before stuffing them, removing some of their water and helping to intensify their flavor.

When it comes to the stuffing itself, the recipe below offers two options – Spanish and Italian. Each features pork and cheese. Neither recalls my mom’s recipe, but both are big on flavor and deeply satisfying. Serve them at a holiday party and wow your guests. I know my mom would approve.

Italian-Style Stuffed Mushrooms

Start to finish: 1 hour (40 minutes active) Makes 30 stuffed mushrooms 2 tablespoons extra-virgin olive oil, plus extra 30 large (1½ inches in diameter) cremini mushrooms ½ cup finely chopped yellow onion 2 teaspoons minced garlic 1 tablespoon finely chopped fresh sage 2 ounces thinly sliced prosciutto,

finely chopped 1 ounce Parmesan cheese, coarsely grated 1 slice firm white sandwich bread, cut into ¼-inch cubes (about ½ cup) ¼ teaspoon red pepper flakes (optional) Kosher salt and ground black pepper Heat the oven to 400 degrees F. Use a bit of olive oil to lightly coat a rimmed baking sheet.

Trim and discard the dry ends of the mushroom stems. Remove the stems from the mushroom caps and finely chop them. Arrange the mushroom caps, open sides down, on the oiled pan and bake on the ovens middle shelf for 10 minutes.

Meanwhile, in a large skillet over medium, heat the oil. Add the onion and cook, stirring occasionally, until softened, about 5 minutes. Add the garlic and cook, stirring, for 1 minute. Add the chopped mushroom stems and cook, stirring occasionally, until the liquid the mushrooms release is almost all reduced. Add the sage and prosciutto and cook, stirring, for 1 minute. Stir in the cheese, bread cubes and red pepper

flakes, if using.

After the mushrooms have baked for 10 minutes, remove the pan from the oven. Carefully turn the mushroom caps over and divide the stuffing mixture among them, mounding it slightly. Bake the stuffed caps on the oven’s middle shelf for about 15 minutes, or until the mushrooms are tender and the stuffing is golden brown.

If the stuffing browns too quickly, cover the mushrooms loosely with foil.

Nutrition information per serving: 25 calories; 15 calories from fat (60 percent of total calories); 1.5 g fat (0 g saturated; 0 g trans fats); 0 mg cholesterol; 105 mg sodium; 2 g carbohydrate; 0 g fiber; 1 g sugar; 1 g protein.

Spanish-Style Stuffed Mushrooms

Start to finish: 1 hour (45 minutes active) Makes 30 stuffed mushrooms 2 tablespoons extra-virgin olive oil, plus extra ¼ pound Spanish chorizo sausage 30 large (1½ inches in diameter) cremini mushrooms

again ½ cup finely chopped yellow onion ¼ cup dry sherry 1 slice firm white sandwich bread, cut into ¼-inch cubes (about ½ cup) 1 ounce Manchego cheese, coarsely grated ¼ cup fresh flat-leaf parsley leaves Kosher salt and ground black pepper Heat the oven to 400 degrees F. Use a bit of olive oil to lightly coat a rimmed baking sheet.

Remove the casing from the sausage and cut it into small dices.

Trim and discard the dry ends of the mushroom stems. Remove the stems from the mushroom caps and finely chop them. Arrange the mushroom caps, open sides down, on the oiled pan and bake on the ovens middle shelf for 10 minutes.

Meanwhile, in a medium skillet over medium, cook the chorizo, stirring occasionally, until it begins to brown, about 3 minutes. Transfer the chorizo to a medium bowl with a slotted spoon.

Discard all but 2 tablespoons of fat from the skillet. Add the onion and cook until softened, about 5 minutes. Add the chopped mushroom stems and cook until the liquid the mushrooms release is almost all reduced. Add the sherry and simmer until almost all the liquid is reduced.

Transfer the vegetable mixture to the bowl with the chorizo and set aside to cool slightly. Stir in the bread, cheese and parsley, then season with salt and pepper.

After the mushrooms have baked for 10 minutes, remove the pan from the oven. Carefully turn the mushroom caps over and divide the chorizo mixture among them, mounding it slightly. Bake the stuffed caps on the oven’s middle shelf for about 15 minutes, or until the mushrooms are tender and the stuffing is golden brown. If the stuffing browns too quickly, cover the mushrooms loosely with foil.

That, unfortunately, applies to many bridge partnerships. When one player errs, his or her partner cannot wait to point it out.

However, if you realize that a mistake has been made by partner or you, do not get distracted. Keep concentrating and do not make a second slip that lets a beatable contract succeed.

In this deal, East must keep his eye on the cards. Yes, it is the same layout as yesterday’s, but it features a second important defensive point.

South is in four hearts. West leads the diamond king and continues with the diamond jack. East, thinking that his partner had started with a doubleton, overtakes with his ace and returns the suit to West’s queen. West exits with a spade. What should happen after that?

When North uncovered the 4-4 heart fit, he happily jumped to game.

South has to play the trump suit without loss.

Lifestyle changes such as not smoking, maintaining a healthy body weight and getting regular exercise help you control both high blood pressure and diabetes. For this reason, they also help protect you against getting kidney injury. Your doctor may also recommend that you limit sodium and protein in your diet. If you develop kidney disease, one problem (of many) that you and your doctor will be faced with is that damaged kidneys aren’t able to efficiently clear medications from the body. How do they do that?

Dear Reader: Many people know that high blood pressure and diabetes increase the risk of getting heart disease. But less well known is the fact that they are also powerful risk factors for kidney disease.

The kidneys filter toxins and wastes from the bloodstream, flushing them out of the body in urine. At the same time, they hold on to important proteins and other useful substances. This process helps control levels of fluid, salt and acid in the body. The kidneys also play an important role in regulating blood pressure.

Blood flows into your kidneys through the renal arteries, which branch into successively smaller blood vessels. They end in small clusters of tiny blood vessels (capillaries).

The capillaries form little tufts known as glomeruli.

Prolonged exposure to high blood sugar, as occurs in diabetes, causes capillary membranes to thicken. This damages and distorts the delicate filtering mechanisms of the glomeruli. High blood pressure scars and weakens the kidney’s blood vessels. The bottom line: Both conditions damage the capillaries, and thereby interfere with the kidney’s ability to filter blood. In fact, diabetes is the leading cause of kidney failure.

Dear Abby: You printed a letter from a woman (Nov. 25) whose husband told her while she was pregnant that, if it came to a choice, he would choose the life of the baby over hers.

Your response contained a piece of misinformation I would appreciate you correcting for your readers.

You asserted that it is Catholic policy to save the life of the baby over the mother in obstetrical emergencies.

Abby, that is one of the oldest but most persistent pieces of misinformation out there!

This inaccurate statement has been replayed even in movies in spite of repeated denials by Catholic hospitals and the professionals who render care in them.

The fact is: Catholic policy is abundantly clear on the dignity of both mother and baby, and makes no priority of one over the other. Catholic hospitals operate with the same standards of safety in maternity care and are inspected by the same organizations that inspect non-Catholic maternity programs such as the Joint Commission and the licensing agency of each state.

Catholic hospitals must adhere to the same robust standards as every other maternity service in the country.

I would appreciate it if you could assure your readers that, while this makes for good movies and novels, it is not the Catholic position. The dignity of the life of both mother and baby are critically important to all those serving in Catholic health care.
