JOLIET – Joliet City Council District 4 candidate James Foster has filed a challenge to Councilwoman Bettye Gavin’s nominating papers.

The objection, filed Monday, alleges Gavin violated federal tax law because petition circulators asked residents to sign her petition while at the Forest Park Community Center, a registered 501(c)(3) organization.

Under the federal tax code, nonprofits cannot “participate in, or intervene in (including the pub- Bettye Gavin lishing or distributing of statements) any political campaign on behalf of (or in opposition of) any candidate for public office.”

“Ms. Gavin’s actions have not only tainted the validity of her signatures, but jeopardize the status of James Foster the The Forest Park Center,” Foster wrote in his objection.

Foster alleges he discovered the vio-

lation when a person he approached to sign his petition said they had “already signed” Gavin’s petition at the Forest Park Community Center.

The objection also alleges personnel at the center obtained signatures on Gavin’s behalf.

A successful challenge would force Gavin off the ballot for the April 7 city election.

Gavin, executive director at the center, said Monday she has “no problem” with anybody objecting to her nominating petitions.

“I followed the guidelines … so I don’t have a problem with someone trying to challenge,” she said.

Gavin said her team of volunteers, who swore oaths as petition circulators, helped gather signatures on her behalf, adding that she was “not aware” of anyone collecting signatures at the nonprofit center. “(Foster’s) desperate. He’s trying to get me knocked off the ballot,” Gavin said.

Gavin added she’s “well aware” of the boundaries between 501(c)(3) organizations and political campaigning, with 30plus years experience with nonprofits.

In his objection, Foster called on Jo-

liet’s Municipal Officers Electoral Board to “step in and launch a full investigation” by asking voters who signed Gavin’s petitions where they signed them.

In his objection, Foster called on the Electoral Board to throw out all of Gavin’s signatures if it is found that some of Gavin’s signatures were illegally obtained.

City Council candidates only need a certain percentage of voters who participated in the last election – in this case, 25 people – to qualify for the ballot, Gavin said. She obtained about 200, she said.

The city’s Electoral Board announced Monday it will hold a hearing Jan. 6 on the challenge to Gavin’s petitions. The hearing will be at 4:15 p.m. in the City Council Chambers at City Hall, 150 W. Jefferson St. The hearing is open to the public.

Gavin was appointed to the City Council in April to fill the seat vacated by Susie Barber. This would be her first run for election on the council.

In a Facebook message, Foster declined to comment beyond the objection.

The deadline to file objections is 4:30 p.m. Tuesday, according to the city clerk office. No other objections had been filed in Joliet as of 4 p.m. Monday.

Aviation enthusiast Clarence Hess had passion for community, its people

By BRIAN STANLEY bstanley@shawmedia.com LOCKPORT – Clarence “Clancy” Hess, who spent his life sharing his enthusiasm for flying, died Thursday at the age of 93.

“Aviation was always in his blood and he was a great supporter of Lewis University Airport,” said Wayne Draudt, executive assistant to the president at Clarence “Clancy” Lewis.

Draudt said Hess Hess’ enthusiasm for talking about aviation history and his own experiences never diminished through his decades of lecturing or arranging program events.

A Lockport resident since 1954, Hess grew up in Cook County and took his first solo flight at age 10.

His early experience made him a valuable pilot in the South Pacific Theater during World War II. Hess shot down a number of enemy planes and survived being shot down himself.

“Clancy didn’t wear being a war hero on his sleeve, but his contributions were obvious when you listened to him,” former Herald-News editor Jan Larsen said.

Hess flew for American Airlines from 1951 to 1981 and was a member of the Aircraft Owners and Pilots Association, Experimental Aircraft Association and United Flying Octogenarians. Hess was inducted into the Illinois Aviation Hall of Fame in 2008.

He also was one of the earliest volunteers with Wings of Hope, which delivers food and supplies to remote areas in developing nations.

“Landing supplies in the middle of a jungle isn’t simple, and Clancy was a good, oldstyle, country boy aviator who knew the kind of pilots we needed,” Wings of Hope President Doug Clements said Monday.

Besides aviation, Hess was also greatly concerned about the area and would regularly contact The Herald-News to offer his assessment and suggestions.

“He was a voice that cared, and the community needed that,” Larsen said. “It’s too bad we’ve lost that link to history and that voice.”

Hess is survived by his wife, Kathleen, six children, seven grandchildren and four great-grandchildren. Funeral services will begin at 9:30 a.m. Tuesday at O’Neil Funeral Home in Lockport. A burial Mass will follow at 10 a.m. at St. Joseph Church in Lockport.

But there’s a good reason behind the locale, longtime owner Janice Teuscher said.

The 1920s two-story, red brick building – tucked away in rural Will County on the corner of Route 50 and Kennedy Road – is said to have once been a watering hole for notorious Chicago gangster Al Capone.

As legend would have it, Capone supposedly frequented the old bar in Peotone during his reign in the Prohibition Era bootlegging liquor. His money may have Al Capone helped build it, too, said Teuscher, 79.

“You don’t just see this kind of a building in the middle of a cornfield,” Teuscher said sitting at a table inside Edwin’s on Monday.

“The building itself is double-bricked, you know, so he had something to do with it.”

Back then, the place was known as Miami Gardens.

Its unique design reportedly allowed Capone to come and go freely – without being seen – thanks to the underground garage and interior stairs that concealed his presence from the outside world, she said.

“Just like in the gangster movies, you could drive your car into the basement, get out, go up the basement stairs, through the kitchen … and you wouldn’t even know that you were in the building,” Teuscher said.

Today, the walls are lined with black-and-white photos of celebrities from that time period. An old roulette wheel, which Teuscher found in the basement years ago, sits near the bar. The original cash register remains – but for show

But the history attached to 31851 S. Route 50 could be wiped away – or, at the very least, compromised – with the state’s planned construction of the Illiana Expressway, Teuscher said.

The Illinois Department of Transportation first contacted Teuscher two years

ago about plans to tear down the building and relocate her business to make room for the $1.5 billion bi-state tollway linking Interstate 55 near Wilmington with Interstate 65 in Indiana.

As months wore on, Teuscher brought attention to the bar’s history by speaking at several public meetings related to the expressway. Since

then, IDOT officials have changed their tune, she said.

“As the meetings went on, and the history of Edwin’s was brought out, they decided that maybe they could work around the building, which made me a little happy. This is my home. This is my business. I’ll probably end up dying here. I’m not looking to go anywhere else,” Teuscher

said.

But even now, Teuscher is concerned IDOT’s “working around” still means taking a good portion of property to the north, south and possibly east of her on Route 50 and Kennedy Road, squeezing her in from three sides.

Beyond that, she’s not exactly sure what IDOT will end up taking.

Big projects ahead for the city of Lockport

City officials are pursuing the project because the Illinois Department of Transportation plans to do construction work in 2017 that may disrupt pedestrian business traffic.

“We need a beautiful parking lot to keep businesses going strong,” Benson said.

Reconstruction of the Volz building will begin next year.

City officials approved a development agreement with MadHunt LLC to take ownership of the building. The new owners

plan to build a restaurant, bar, banquet and apartments there.

Some city officials were critical of the agreement because it relied on personal guarantees to ensure the project is completed rather other forms of guarantees, such as a letter of credit.

Mayor Steven Streit looks at every project the city undertakes as “pieces on the same board,” including events such as the Old Canal Days festival and Summer Art Series, which will have a theme called “The Superheroes of Innovation,” next year.

“The more we have in the business parks, the more lunchtime crowds we have, the more we can attract more restaurants,” he said.

Shorewood-Troy Library aims for February finish

By VIKAAS SHANKER vshanker@shawmedia.com SHOREWOOD – A major construction project at the Shorewood-Troy Library that has endured major delays the past couple of months seems to finally be on the right track.

Masonry work on the exterior brick wall is completed for the reconstruction of the two-story window-wall at the north end of the building, Library Board President Phillip Besler said.

The contractor, Evanston-based Continental Construction Inc., is finishing up interior installation and drywall, Besler said. The window glass will be ordered soon and Besler hopes the glass will be installed the first week of February.

“Knock on wood, it’d be great if this is all done by Presidents Day,” Besler said of the Feb. 16 holiday, adding he doesn’t anticipate any more library closures due to the wall’s construction.

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Police say a parolee shot a man outside his house early Sunday.

Deputy Chief Al Roechner said the incident occurred about 1:47 a.m. in the 1100 block of Magnolia Avenue. A 20-year-old man told investigators he was sitting in his car talking on the phone when Delvin L. Arrington came up and shot him through the window, Roechner said.

The victim was taken to Silver Cross Hospital with gunshot wounds to his arm and stomach and a graze wound to his side.

His injuries are not considered life-threatening, according to

police reports.

Police found Arrington, 19, Sunday morning at his residence in the 200 block of Fairbanks Avenue. He was arrested on charges of aggravated battery and aggravated unlawful use of a weapon.

“The victim knew the man who shot him by a street nickname that we were able to link to Arrington, who was identified as the suspect,” Roechner said.

The Department of Corrections reports Arrington has been on parole since May for aggravated battery and aggravated unlawful use of a weapon convictions from a 2012 incident in Will County.

Lemont police chief retiring after 36 years Shaughnessy once headed major crimes task force

By BRIAN STANLEY bstanley@shawmedia.com LEMONT – Kevin Shaughnessy has spent most of his life responding to emergencies.

“I’ve been doing this for 36 years, and I’m always going to have the urge to chase the bad guy,” he said last week.

“I hope my friends who’ve already retired from law enforcement can tell me how they’ve learned to adjust.”

Shaughnessy will retire Wednesday after serving as Lemont’s police chief for 11 years.

Before coming to Lemont, the Tinley Park resident spent 25 years with the state police.

He was the first commander of the South Suburban Major Crimes Task Force and went on to oversee District 5, which includes Will and Grundy counties from 1999 to 2003.

A month after Shaughnessy came to the district, he stopped to help a stranded motorist on his way to a meeting in Chicago. He ended up checking the license plate and nabbing an escaped felon from Michigan, according to Herald-News records.

Shaughnessy said last week he thinks making parents more aware of the dangers of heroin is a significant part of his legacy in Lemont.

“It’s still out there, but people know about it. People talk about it,” said Shaughnessy, who made a point to personally interview younger users when they were arrested. He’d like to see prison sentences

Erick M. Maya, 24, appeared briefly in court Monday before Judge Daniel Rozak on a motion to reconsider his sentence.

In October, n o w - r e t i r e d Erick M. Judge Robert Maya Livas sentenced Maya to 122 years in prison.

Rozak said he is reviewing case transcripts and will decide next month if Maya should be re-sentenced.

BRIEF New Manhattan police chief starts Monday

MANHATTAN – A new police chief will take over Monday.

Joseph Wazny is retiring as Evanston’s deputy chief of field operations to replace Harold Martin. Martin, Manhattan police chief since December 2011, is leaving to become Kendall County undersheriff.

Martin will be second-in-command to Dwight Baird, elected Kendall County sheriff last month.

According to a village news re-

lease, Martin, Mayor James Doyle, Trustee David Beemsterboer and Village Administrator Kevin Sing selected Wazny from 49 applicants.

Seven candidates were interviewed by the selection committee and three finalists were interviewed by the full Village Board.

Wazny, a Crete native, has 27 years of law-enforcement experience. He holds a master’s degree in Criminal Social Justice from Lewis University and is a graduate of the FBI National Academy.

During his sentencing, Livas called Maya one of the most “cretinous things to crawl in my courtroom” and speculated “true justice would be putting him alone in a room with Briana Valle’s father.”

On Feb. 13, Maya ambushed Valle and her mother in the driveway of their home in Romeoville. Valle died after being shot in the head while her mother survived.

Police found Maya hiding a block away from the crime scene later that morning.

Maya had met the girl on Facebook and began a sexual relationship with her. When her parents forced her to break it off, he threatened to harm her and her family.

Maya was found guilty of murder and attempted murder after a two-week trial.

Lemont police chief will start new job after departure

Public projects planned in Minooka in 2015

By FELIX SARVER fsarver@shawmedia.com MINOOKA – Village officials in Minooka plan to tackle several projects next year that they say will improve traffic and make residents safer.

Village Administrator Daniel Duffy said the village will expand the Ridge Road rail overpass and create a multi-use bike path on McEvilly Road. While both will aid residents navigating certain areas of Minooka, residents also can look forward to a new hotel coming to the village.

Duffy said the village will work with Canadian National and Grundy County to take down and replace the Ridge Road rail overpass with a new, wider span overpass that will allow for the road’s expansion. “ W h a t i t Patrick d o e s i s , t h a t Brennan will alleviate the bottleneck on Ridge Road, because currently it’s just a two-lane road going underneath the overpass,” he said.

The project costs about $7 million, Duffy said. It is expected to take off next spring.

Grundy County received a $4 million grant from the Illinois Commerce Commission for the project, Duffy said. Minooka also received a roughly $2 million grant from the Will County Governmental League toward the work.

Village officials also want to create a multi-use bike path for McEvilly Road.

“Right now, we have a very large, steep road on McEvilly. There’s been several accidents,” he said.

There also are ravines on both sides of the road, making it hard for residents to walk to area subdivisions, he said.

The plan is to connect the McEvilly Road bike path from Lions Park to the south side of the DuPage River, where

Estimated project cost is $900,000, Duffy said. The village obtained more than $600,000 in Illinois Transportation Enhancement Program funds. Both Grundy and Will counties committed $100,000 for the project, too.

Duffy anticipates the project beginning spring 2015.

Village President Pat Brennan said the bike path is important for resident safety.

“This is really going to help us out, this bike path. It’s nice the two counties [Grundy and Will] has a partnership that’s going to help in the future all around,” Brennan said.

New Hampton Inn

Coming to Minooka is a Hampton Inn & Suites, which will be off the Interstate 80 interchange, Duffy said. Construction began last fall. Duffy hopes final construction will spur commercial growth not seen since before the Great Recession.

Brennan said the hotel should provide more tax dollars and bring in more businesses.

“I think what’s going to happen there is they’re going to fill those lots [by the hotel] and it’s going to really help us out,” he said.

More warehouses – including one from IKEA – are expected to come to the village next year as well, Brennan said. He said that should prove good for taxes.

State spokeswoman Carson Quinn said in an email Monday that IDOT officials “understand Ms. Teuscher’s concerns, and are working to reduce the impacts of the project.”

For some time, IDOT has “coordinated with Ms. Teuscher who expressed a desire to stay,” Quinn said, adding that IDOT plans to schedule a meeting with Teuscher after the holidays.

“This is why we have worked to avoid involving her building. We will schedule a meeting with her after the holidays, at which point

BISMARCK, N.D. – Rodeo cowboy legend Alvin Nelson is being remembered as one of the best of his generation, an influence on younger riders and an innovator in the sport.

Nelson, of Grassy Butte, North Dakota, a member of half a dozen halls of fame and North Dakota’s only world champion saddle bronc rider for 24 years, died Dec. 23 at a hospital in Rochester, Minnesota, according to Fulkerson Funeral Home. He was 80.

His funeral is scheduled for

Wednesday in Watford City, North Dakota.

Nelson won the saddle bronc world championship in 1957 at Madison Square Garden in New York. He qualified for five Wrangler National Finals Rodeos, winning the saddle bronc riding average at the finals in 1961 and 1962, and also the all-around title in 1961 in Dallas.

Nelson told the Minot Daily News in 2004 that he remembered his 1957 title well.

Nelson also redesigned the bronc riding saddle, moving the stirrups closer to the front to make it easier to spur the horse, according to Kevin Holten, executive director of the North Dakota Cowboy Hall of Fame.

“He was revolutionary,” Holten said. “He redesigned the bronc riding saddle, and everybody copied him from that time forward.”

Nelson, an Army veteran, will be buried in Grassy Butte Cemetery with military honors.

Preceded in death by her husband, Charles; her parents; a brother, Joseph Rapp; and a sister, Pauline Harbison.

Clariann was a retired teacher, principal, and Will County Assistant Superintendent of schools for twelve years, retiring in 1987. She thoroughly enjoyed spending time with family and friends. She also belonged to Delta Kappa Gama (Rho Chapter) and was an active member in the Joliet Retired Teachers Association and Grace United Methodist Church.

Our hearts are sad because we will miss her love, guidance, friendship and strength.

Tax drop to put more money in Illinois paychecks

SPRINGFIELD – Illinois taxpayers will have a little more spending money next year.

With a temporary income-tax increase expiring Wednesday, a typical family of four with an income of $50,000 will pay $930 less in 2015, according to the Illinois Department of Revenue.

That is, if the reduction sticks.

The drop in the tax rate means a steep decline in revenue for the state. The state faces a $2 billion deficit through the end of the fiscal year in June. The individual rate drops from 5 percent to 3.75 percent, while the corporate income tax rate declines from 7 percent to 5.25 percent.

Incoming Republican Gov. Bruce Rauner has a stiff challenge if he’s to allow the surcharge to be reduced, as he favors. The architect of the increase – now vanquished Democratic Gov. Pat Quinn – campaigned on making the hike permanent, and the Democratic-controlled Legislature planned on it when it passed this year’s budget.

Rauner might need to take a multiyear approach to achieve what he wants with the budget, suggested a House Republican.

It’s something Rauner himself hints at with his plan to slice the tax rate to its pre-2011 level of 3 percent in four years. He would support tax changes to encourage business growth and perhaps a broadened sales tax.

It’s the first year all taxpayers have to report to the Internal Revenue Service whether they had health insurance for the previous year, as required under President Barack Obama’s law. Those who were uninsured face fines, unless they qualify for one of about 30 exemptions, most of which involve financial hardships.

Dayna Dayson of Phoenix estimates she’ll have to pay the tax man $290 when she files her federal return.

Dayson, who is in her early 30s, works in marketing and doesn’t have a lot left over each month after housing, transportation and other fixed costs. She’d like health insurance but she couldn’t afford it in 2014, as required by the law.

“It’s touted as this amazing thing; but right now, for me, it doesn’t fit into my budget,” she said.

Ryan Moon of Des Moines, Iowa, graduated from college in 2013 with a bachelor’s in political science and still is hunting for a permanent job with benefits. He expects to pay a fine of $95. A supporter of the health care law, he feels conflicted about its insurance mandate and fines.

“I hate the idea that you have to pay a penalty, but at the same time, it helps other people,” said Moon, who is in his early 20s. “It really helps society, but society has to be forced to help society.”

Going without health insurance always has involved financial risks. You could have an accident and end up with thousands of dollars in medical bills. Now, you also may get fined. In a decision that allowed Obama’s law to advance, the Supreme Court ruled in 2012 that the coverage requirement and its accompanying fines were a constitu-

In 2015, all taxpayers have to report to the IRS on their health insurance status the previous year. Most will check a box. It’s also when the IRS starts collecting fines from some uninsured people, and deciding if others qualify for exemptions.

What many people don’t realize is that the penalties go up significantly in 2015. Only 3 percent of uninsured people know what the fine for 2015 will be, according to a recent poll by the nonpartisan Kaiser Family Foundation.

Figuring out your potential exposure if you’re uninsured isn’t simple.

For 2014, the fine is the greater of $95 per person or 1 percent of household income above the threshold for filing taxes. It will jump in 2015 to the greater of 2 percent of income or $325. By 2016, the average fine will be about $1,100, based on government figures.

People can get a sense of the potential hit by going online and using the Tax Policy Center’s Affordable Care Act penalty calculator.

Many taxpayers may be able to get a pass. Based on congressional analysis, tax

preparation giant H&R Block says roughly 4 million uninsured people will pay penalties and 26 million will qualify for exemptions from the list of more than 30 waivers.

But it’s unclear whether taxpayers are aware of the exemptions.

Deciding what kind of waiver to seek could be crucial. Some can be claimed directly on a tax return, but others involve mailing paperwork to the Department of Health and Human Services.

Tax preparation companies say the IRS has told them it’s taking steps to make sure taxpayers’ returns don’t languish in bureaucratic limbo while HHS rules on their waivers.

TurboTax has created a free online tool called “Exemption Check” for people to see if they may qualify for a waiver. Charges apply later if the taxpayer files through TurboTax. Timing will be critical for uninsured people who want to avoid the rising penalties for 2015.

That’s because Feb. 15 is the last day of open enrollment under the health law.

After that, only people with special circumstances can sign up.

Search area is expanded in hunt for AirAsia plane

By TRISNADI MARJAN and MARGIE MASON The Associated Press SURABAYA, Indonesia – More planes will be in the air and more ships on the sea Tuesday hunting for AirAsia Flight 8501 in a widening search off Indonesia that has dragged into a third day without any solid leads.

At least 30 ships, 15 aircraft and seven helicopters were looking for the jet carrying 162 people, said Indonesia’s Search and Rescue Agency chief Henry Bambang Soelistyo. Most of the craft were Indonesian, but Singapore, Malaysia and Australia contributed to the effort. Aircraft from Thailand planned to join Tuesday’s search.

He said the search area would be expanded to land areas, with four military helicopters dispatched just after sunrise near Pangkalan Bun on the western part of Borneo island and to smaller islands of Bangka and Belitung.

“Until now, we have not yet found any signal or indication of the plane’s whereabouts,” Soelistyo told The Associated Press, adding fishermen from Belitung island also were helping.

The U.S. Navy also is joining the search. It said in a statement that the USS Sampson, a destroyer – which already was on an independent deployment in the Western Pacific – will arrive in the area later Tuesday.

The longer the search goes without turning up any wreckage or hint of what happened to plane, the more the incident will evoke memories of the still-unexplained disappearance of Malaysia Airlines Flight 370 in March.

The AirAsia pilots had been worried about the weather and had sought permission to climb above threatening clouds. Air traffic control couldn’t say yes immediately – there was no room. Six other airliners were crowding the airspace, forcing Flight 8501 to remain at a lower altitude.

The plane is believed to have crashed into Indonesia’s Java Sea, but broad aerial surveys so far have turned up no firm evidence of the missing Airbus A320-200.

On Monday, searchers spotted two oily patches and floating objects in separate locations, but it was not known any of it was related to the plane that vanished Sunday halfway into what should have been a two-hour hop from Surabaya, Indonesia, to Singapore. The area is a busy shipping lane.

Officials saw little reason to believe the flight met anything but a grim fate.

Based on the plane’s last known coordinates, the aircraft probably crashed into the water and “is at the bottom of the sea,” Indonesia search-andrescue chief Henry Bambang Soelistyo said. Still, searchers planned to expand their efforts onto land on Tuesday.

The last communication from the cockpit to air traffic control was a request by one of the pilots to climb from 32,000 feet to 38,000 feet because of the weather. The tower was not able to immediately comply because of the other planes, said Bambang Tjahjono, director of the state-owned company in charge of air traffic control.

The twin-engine plane last was seen on radar four minutes after the final communication.

A storm alone isn’t going

to bring down a modern plane designed to withstand severe weather. But weather paired with a pilot error or a mechanical failure could be disastrous.

Pilots rely on sophisticated weather-radar systems that include a dashboard display of storms and clouds, plus reports from other crews, to steer around dangerous weather.

“A lot more information is available to pilots in the cockpit about weather than it ever was,” said Deborah Hersman, former chairman of the U.S. National Transportation Safety Board. But the technology has limits and sometimes information about storms “can be a little bit stale.”

Jakarta’s air force base commander, Rear Marshal Dwi Putranto, said an Australian Orion aircraft had detected “suspicious” objects near an island about 100 miles off central Kalimantan. That’s about 700 miles from where the plane lost contact, but within Monday’s greatly expanded search area.

“However, we cannot be sure whether it is part of the missing AirAsia plane,” Putranto said.

Air Force spokesman Rear Marshal Hadi Tjahnanto told MetroTV that an Indonesian helicopter spotted two oil patches in the Java Sea east of Belitung island, much closer to where the plane lost contact.

He said oil samples would be collected and analyzed.

“They were stuck and could not get out.”

The Italian military congratulated itself for a remarkable around-the-clock rescue operation in horrendous weather: 46 mph winds, high seas, choking smoke and the dark of the Adriatic night. Hundreds of passengers, crew members and two dogs were plucked from the decks in helicopter baskets as the fire raged below.

As they waited to be rescued, they were drenched by cold winter rain and firefighting hoses, while their feet burned from the flames below.

“I witnessed an image of hell as described by Dante, on a ship where the decks were melting and we were trying to find some place that was not burning to stand on,” said Greek passenger Chrysostomos Apostolou, a civil engineer who had been vacationing with his wife and sons, ages 8 and 14.

BARI, Italy – There were no fire alarms at first or knocks on the door from the crew – just thick, acrid smoke filling cabins and waking passengers on the overnight ferry from Greece to Italy.

In the chaos that followed, passengers said, they received virtually no instructions from the crew. The principle of women and children first went out the window, and passengers started pushing and shoving and came to blows over seats in the lifeboats and helicopter baskets.

“Everyone there was trampling on each other to get onto the helicopter,” Greek truck driver Christos Perlis told The Associated Press by telephone from one of the rescue vessels summoned after the Italian-flagged ferry caught fire in the Adriatic Sea off Albania early Sunday.

“The jungle law prevailed,”

said another Greek passenger, Irene Varsioti. “There was no queue or order. No respect was shown for children.”

Italian and Greek helicopter rescue crews Monday evacuated the last of the known survivors aboard the crippled, fire-blackened vessel, bringing the number rescued to 427.

But the death toll climbed to at least 10, and rescuers searched below deck and scoured the surrounding waters for more possible victims amid serious discrepancies in the ship’s manifest and confusion over how many people were aboard.

The vessel’s operator, Anek Lines, said 475 were on the ferry. But Italian officials said the names on the manifest may have represented just reservations, not actual passengers who boarded. Also, Italian navy Adm. Giovanni Pettorino said 80 of those rescued weren’t on the list at all, giving credence to suggestions from the Italian premier that the ferry may have been carrying a number of immigrants illegally try-

Topinka loss leaves ‘gaping hole’ in gov’t There’s little doubt that the late Comptroller Judy Baar Topinka would’ve continued her straight-talking ways during a Gov.-elect Bruce Rauner administration.

Topinka was “good copy” for reporters. When she criticized a budget or a fiscal position, we listened.

Other Statehouse denizens respected her fiscal smarts as well. If she attacked a proposal, legislators and everyone else under the dome took note.

Rauner showed great deference to Topinka after the election, using her Statehouse suite and giving her chief of staff the authority to hire most of his new employees. I don’t think there’s any question that he grew to truly admire the quirky redhead.

But Topinka had called for a far more gradual reduction to the state’s 2011 income tax hike than Rauner has said he wants.

A particularly brutal package of budget cuts or one-time gimmicks proposed by Rauner next year wouldn’t have gone down too well with her. She was also much more liberal than Rauner admits to. Topinka was expected to help build bridges between Rauner and organized labor, as well as to Democrats and left-ofcenter groups she worked with over the years.

Yes, many of us lost a friend this month, but we also lost an experienced, respected politico who could counsel the new and inexperienced governor about how to be a more effective leader, and one who could help nudge him, publicly or privately, to stay on a more humane and fiscally responsible fiscal path. And with Topinka’s passing, I don’t see any of Rauner’s fellow Republicans out there with the power or credibility who will also have the guts to stand up to the guy.

VIEWS Rich Miller Some holes can be patched here and there. Both Republican state legislative leaders have ties to unions, for example. Senate Republican Leader Christine Radogno is a former social worker who has championed human services causes.

But neither of those leaders have yet to show much independence from Rauner, whose money had a major impact on House races this year.

For instance, Gov. Pat Quinn, Attorney General Lisa Madigan and Senate President John Cullerton have all argued for a special election so that Rauner’s pick for Topinka’s replacement won’t serve beyond 2016. A four-year appointment, they all argue, is just downright undemocratic.

Rauner has claimed an election would be unconstitutional, but the Illinois Constitution clearly says that the appointee serves until the successor is elected and qualified “as may be provided by law.”

The next day, the two legislative leaders, Radogno and House GOP Leader Jim Durkin, released what higher-ups in the attorney general’s office derisively dismissed as a “half baked” legal opinion about why a special election would be unconstitutional.

“There’s a hole in the hearts of the people of this state,” Quinn said at Topinka’s memorial service. That’s true. But there’s also now a gaping hole in the government which assumes power next month.

To the Editor: According to news reports and information, the construction, design, and/or rehabilitation of the Rialto marquee has gone on for a period of years and has only come to light in recent months.

Having been born in Joliet, I feel I have an emotional attachment to the Rialto along with other cherished memories of the area.

I have a few questions.

Over these lost years, how many attempts were made to publicize the need for this work to the general public?

Over these lost years, how many efforts were made to raise funds from the general public?

Over these lost years, what means did Rialto management use to engage the general public and gain support for this project?

There could have been a much better marketing effort to achieve improvement of the Rialto marquee, but years have been frittered away.

In order for this project to work for a majority of the people, the general public must be involved.

A majority of the general public must be on board (knowing that one cannot please EVERY person) with any change that affects the historical landmarks of the city.

The design proposals could have been put forward to the public for their review and input.

A competition could have been held to see which design appealed most to the public and increase public interest in the project, followed by a fundraising campaign.

People in general support something that they have a stake in. If people are not engaged and feel that their input is either unimportant or ignored, the project is doomed and causes division

within the community.

CZERKIES HAS BEEN UPFRONT

To the Editor: Sleight of hand, smoke and mirrors. Loopholes.

You don’t have to break the law when you can bend it to suit your needs. You don’t have to be dishonest when you can stretch the truth far enough. You can be technically right and morally wrong. The Rialto Board has proven that, regardless of how much they hold up their hands in protest and loudly proclaim their innocence. I’m sure they did post a vague notice in some obscure cubbyhole. Is that what’s called “pulling a fast one”?

The only person who has been totally upfront in all of this is Ed Czerkies. He made an offer and said right out that strings were attached, no beating around the bush.

They took his money like everything was cool and even had the nerve to put him on local TV at Festival of Trees, supposedly to honor the man, when they really were laughing at him. He was given no hint that he likely would be subjected to public humiliation.

Now the Rialto Board says Mr. Czerkies is hurt and angry. He should be. He doesn’t deserve this.

The board says Mr. Czerkies is mad at us, the public. They’ve spun it again. No, it’s you he’s mad at, and rightfully so. Nice try at shifting the blame, though.

I hope Mr. Czerkies does pull his donation. He’s not the bad guy here either.

Romeoville did everything but win the small-school championship game Monday night at the Romeoville Christmas Classic, falling to Oak Forest, 57-52.

That means the Spartans (46) will play in the tournament third-place game at 6:30 p.m.

Tuesday while Oak Forest (10-1) advances to the championship game at 8 p.m.. Reavis and Downers Grove North met later Monday night for largeschool title.

Romeoville was in command much of the way, leading by as much as 28-15 before Oak Forest finished the first half on a 7-0 run. The Bengals went on an 8-0 run late in the third quarter to draw even at 41, and it was game on from there.

The Spartans were up, 4945, midway through the fourth quarter; and after a 6-0 Oak Forest run, Jason Sims hit a five-footer off an assist from Chuck Hunter, and Hunter hit a free throw after being fouled following his steal to give Romeoville a 52-51 lead with 1:53 left.

By MIKE FITZGERALD Shaw Media Correspondent RICHTON PARK – Bolingbrook coach Rob Brost said his team did not do the “little things” needed to beat Hales Franciscan on Monday, and the Raiders fell, 66-53, to the Spartans in the semifinals of the McDipper Tournament at Rich South.

The Raiders (7-3) play at 5:30 p.m. Tuesday for third place in the tournament against the loser of the Rich

South-Thornton semifinal.

“We shot 50 percent from the foul line. They shot 80 percent from the line,” Brost said. “They beat us to 50-50 balls several times. When you’re playing a good team like Hales, you have to do those little things, and we didn’t do them.”

Bolingbrook trailed Hales (12-1), 35-33, with 4:09 left in the third quarter before the Spartans outscored the Raiders, 7-0, over a two-minute stretch to open a 42-33 lead.

Hales led Bolingbrook, 49-38, after three quarters.

The Raiders trailed, 55-42, with 4:41 to play in the fourth quarter before outscoring Hales, 9-2, to cut the lead to 57-51 with 2:10 to play. The Spartans hit their free throws down the stretch and held off Bolingbrook.

“We had to come out and play hard in order to get to the championship,” Spartans center Johnny Fox said. “We pressured them and made them turn the ball over, and

that led to some easy fast breaks.“ The Raiders led Hales, 9-3, in the first quarter before the Spartans turned up the defensive pressure. Three straight turnovers led to six points and tied the game at 9. Hales scored eight more points off turnovers in the second quarter to help it take a 30-28 halftime lead.

“The teams we faced in Decatur were as quick and as fast as Hales,” Brost said.

“That’s why you go to Deca-

tur, and that’s why you come to the Dipper – to play teams like this. It’s disappointing that we lost, but we didn’t deserve to win. We talked about letting this go and coming ready to play Tuesday.”

Fox and teammate Joseph Larry led all scorers with 15 points. Dominic Christian added 10 points. Brodric Thomas led the Raiders with 12 points.

Plainfield North survives early Pontiac test

By JEFF DE GRAW Shaw Media Correspondent PONTIAC – Plainfield North survived an early-morning game and defeated Bloomington, 69-66, Monday in the opening round of the 84th Pontiac Holiday Tournament.

The Tigers (8-1) will play St. Charles North (7-4), a 41-25 winner over Warren, at 1 p.m.

Tuesday.

North took a 4-2 lead early over Bloomington (3-7) and did not did not lead again until 5250 with 6:35 remaining.

The Tigers worked back from their largest deficit – 32-

19 with 2:42 remaining in the first half – on the shooting of Kevin Krieger. The junior, who finished with 19 points, hit a basket, two 3-pointers and a free throw to get North within 35-28 at the half.

Senior all-stater Trevor Stumpe sat the final 3:30 of the first half after picking up his third foul.

“It was a tough whistle out there today,” Stumpe said.

“Bloomington was playing well, and we just had to hang in there.”

The second half didn’t start out well, as Stumpe picked up his fourth foul 20 seconds into

the third quarter.

With Stumpe on the bench, the Tigers traded baskets with the Purple Raiders. Jake Nowak scored five crucial points and North trailed only 41-38 with 3:19 remaining in the quarter. But Bloomington stretched the lead to 48-38 with 2:07 left in the quarter and Stumpe was back in the game.

“When they got that lead to 10, we had to get Trevor back in the game,” North coach Bob Krahulik said.

“Trevor has played games before with foul trouble, so we were used to that type of situ-

ation. Our players did a real good job when he was on the bench, just like they have all season.”

Stumpe made his presence felt as he scored 15 of his gamehigh 24 points the remainder of the way. In the final 4:29 of the fourth quarter, North hit 9 of 10 free throws and never lost the lead.

“Bloomington was tough, very athletic and came out with more energy than we did,” Krahulik said. “It must be playing day games. We don’t seem to do very well with playing during the day. We did a much better job the second

half with getting back on defense, rebounding and playing our type of basketball.”

North out-rebounded Bloomington, 20-17, in the second half. Bloomington controlled the boards in the first half, 27-14. There were 50 fouls in the game, with North shooting 20 of 33 at the line.

“My teammates did a great job,” Stumpe said “It was out of my hands, sitting on the bench. It was the first-tournament-game jitters – and maybe we had too many doughnuts this morning – but we will take the win. It will be better tomorrow.”

Rich South rallies past JCA to win tourney

By CURT HERRON cherron@shawmediacom COUNTRY CLUB HILLS – After dropping two games to Rich South earlier this season, Joliet Catholic Academy’s girls basketball was determined not to suffer a similar fate when the squads met in the championship game of Monday’s Hillcrest Holiday Classic.

And while the Angels were able to overcome rough starts in each half to grab a six-point lead in the final quarter, the Stars continued the Angels’ frustration by rallying for a 6158 victory.

“This is a great learning experience,” JCA coach Kenny Battle said. “You’re learning in December, then you go into January strong and want to finish up real strong in February, and then hopefully you’re playing the last week. I like the direction that we’re heading into, but I don’t like finishing second. So we’ll work a little harder and finish games better.

“We’ve progressed very well, and getting Nikki (Nicole Ekhomu) back is a great addition for us. As you saw, they had trouble containing her, and she opened up things for us – not only with her penetration but also her ability to

Things were looking good for JCA (9-5) after Mia Farrell (14 points) made a layup and then a jumper to give her squad a pair of six-point leads, but then South (14-2) started to

chip away at the 57-51 deficit.

Complicating matters for the Angels was the fact that all-tourney selection Ekhomu (12 points) fouled out with 3:01 left after a questionable charge.

The Stars tied the score at 57 after MVP Tierra Webb (14 points, six rebounds) made a rebound bucket and later add-

ed a free throw. JCA grabbed its final lead with 1:01 to go when all-tournament pick Andriana Acosta (seven points, seven rebounds) made a free throw.

But Tierney Lockett (18 points) made a layup with 47 seconds left to put South up for good and then following a steal, Webb added a free throw

eight seconds later to end the scoring.

After turning the ball over with 20 seconds left, JCA got the ball back one more time but misfired on three 3-pointers during the final seconds.

The second half didn’t start well for the Angels, who fell behind, 38-30, after the Stars went on a 10-0 run. But Jnaya Walker (11 points, seven rebounds), who only scored two points in the first half, rattled off nine straight points to give JCA a 39-38 advantage; and it still led, 44-43, with a quarter to go.

JCA also received six points and 10 rebounds from Ty Battle, while Kaitlyn Williams added five points. All-tourney pick Dasia Evans had nine points and 10 rebounds for the Stars.

Despite turning the ball over seven times in the first quarter, JCA only trailed, 15-14, after the initial eight minutes. Things remained tight throughout the rest of the opening half as the Angels claimed a 30-28 lead at the break.

Although Ekhomu was held scoreless until only 1:11 remained in the second quarter, the Angels received eight points from Farrell and six points from Acosta during that half.

Second-half woes lead to Lockport loss

By JEFF DE GRAW Shaw Media Correspondent PONTIAC – Lockport boys basketball kept it close for a half before West Aurora took control in the third quarter for a 53-40 victory at the 84th annual Pontiac Holiday Tournament on Monday evening.

The Porters (3-6) move on to the consolation bracket and play Peoria Manual at 2:30 p.m. Tuesday.

The Porters used their ball-control offense to control the tempo for most of the first half and held the Black-

hawks scoreless for 4:30 of the first quarter after an early 3-pointer. The momentum was with Lockport until 3-pointers

by West Aurora at the end of each of the first two quarters changed Porter leads to deficits.

“I didn’t want to make it a big deal to the team, but those two buzzer-beaters really changed the momentum,” Lockport coach Lawrence Thompson Jr. said. “We had a lead and then we are down.

We took shots too early with time running down and it gave them the opportunity. We have

to learn from those things.”

The Porters were down, 1110, at the end of the first quarter but got it back to 21-17 on a basket by Mikolaj Nowobilski with a minute remaining before half. After a lost opportunity by Lockport, West Aurora hit a 3 at the buzzer for a 24-17 halftime lead.

The Porters outrebounded (14-12) and outshot (44-37 percent) the Blackhawks in the first half. However, Lockport had more turnovers (7-3), which Aurora converted to 14 points.

The third quarter proved

the downfall of the Porters as they were held scoreless until 2:06 left in the quarter. West Aurora scored 13 consecutive points to go up, 37-17.

“We didn’t start the third quarter well,” Thompson said.

“We were patient in the first half; but when they (West Aurora) picked up their intensity, we didn’t respond. We got in too much of a hurry. We panicked. We have to learn to bring the intensity but still stay patient.”

The Porters fought back on two 3-pointers by junior Deiondre Taylor and trailed, 41-27, at

the end of the third quarter.

Ralph Blakney and Jonathan Hager opened the fourth with baskets for Lockport to get within 41-31, but they would get no closer.

“We ended up getting outrebounded in the second half,” Thompson said. “We have to team-rebound. If someone blocks a player out, you still must go after the ball. We have to help each other. We are getting better – we just have to keep working on all of this.”

Blakney and Taylor scored eight apiece, followed by Gehrig Hollatz with seven.

By DRAKE SKLEBA Shaw Media Correspondent ELMHURST – On Dec. 9, Providence’s boys basketball team lost a 46-42 Chicago Catholic League game to DePaul College Prep.

In a Jack Tosh Holiday Tournament quarterfinal Monday, DePaul (10-2) again defeated the Celtics – this time 49-31 – to advance to a semifinal game against the winner of the Riverside-Brookfield (10-0) and St. Ignatius (9-1) game at 6:30 p.m. Tuesday.

Providence (6-6) was led

by Carroll University-bound senior Troy Howat, who had 10 points.

Senior guard Tyler Pygon added eight points, six rebounds and two assists. The Celtics shot 33 percent and hit only 4 of 14 3-point attempts.

Six-foot-3 sophomore Dylan Henderson (18 points) had two steals that ignited a 9-0 run in the first quarter to give DePaul a 13-8 lead.

The Celtics opened the second quarter with a 9-1 run highlighted by 3-pointers from Pygon and Howat to grab a 17-14 lead. Henderson exploded for another six points that gave the Rams a 23-18 lead at the break.

In the third quarter, DePaul’s 5-9 senior guard, Chris Harrell, scored five of his nine second-half points to help extend the Rams’ lead to 33-25.

Pygon’s second 3-pointer brought the Celtics within 38-31 with 3:23 left, but Providence did not score again.

“The score of the game was not indicative to how we played the game,” Providence coach Tim Trendel said.

“DePaul played a very good game. We played hard, but we needed other people to step up after they had taken Troy [Howat] away from us.

“I am very happy with the way we have played in our first third of the season. Jake [Rost] is getting his basket-

ball legs each game, and on Jan. 5 we get back Miles Boykin and Nate Vejvoda. I have said all along that we will be playing our best basketball in March.”

“We played hard today, and we were in this game,” Howat said. “I pride myself on being able to get open for shots, and I am disappointed in my performance tonight.

I am very happy with where we are as a team even without the addition of Miles and Nate in January. Miles and Nate will only make us better in 2015.”

Providence will meet the loser of the St. Ignatius-Riverside Brookfield game at 3:30 p.m. Tuesday.

Minooka (7-5) moved another step closer to a Tosh Classic consolation championship with a 53-51 overtime thriller Monday over Schaumburg (7-6). The Indians will meet Conant (6-7) at 6 p.m. Tuesday in a consolation bracket semifinal.

INDIANAPOLIS – Jimmy Butler had 27 points and nine rebounds to lead the Bulls to a 92-90 victory over the Indiana Pacers on Monday night.

Pau Gasol had 20 points and Derrick Rose added 17 for the Bulls (22-9), who have won seven straight.

Chris Copeland scored 13 of his 17 points in the fourth quarter, and George Hill and C.J. Miles each added 11 points for the Pacers (11-21), who trailed by as much as 21 points in the second half.

Butler scored a 3-pointer with 1:07 remaining to put the Bulls ahead for good, 92-90.

The Bulls seemed to have put the game away when Mike Dunleavy converted a 3-point play to put the Bulls ahead 75-54 with 2:33 left in the third quarter.

But the Pacers went on a 23-2 run and regained the lead on Lavoy Allen’s basket to make it 84-83 with

6:15 left in the fourth quarter.

The Bulls tied the fourgame season series with the Pacers at 1-1 and won for the first time at Indiana after losing the previous four games.

Butler gave the Bulls plenty of momentum, too.

He had two put-back dunks midway through the third quarter in a 6-2 run.

Butler’s put-back with 7:24 remaining in the third gave the Bulls a 59-41 lead.

Butler also scored on a one-handed dunk at the buzzer to give the Bulls a 47-35 halftime lead.

Butler has caused Indiana trouble this season.

He scored 32 points in Indiana’s 99-90 win over the Bulls back on Nov. 15.

The two teams play the remaining two games of the series in March, with each team hosting a game.

The Bulls, who lead the Central Division, has put up big offensive numbers lately and scored under 100 points for just the second time in the last seven games.

Bears fire GM Phil Emery and coach Marc Trestman

By ANDREW SELIGMAN The Associated Press LAKE FOREST – Fans were fed up and so was the team’s matriarch.

The Bears made sweeping changes on Monday, firing general manager Phil Emery and coach Marc Trestman after missing the playoffs for the seventh time in eight years.

Trestman is out after going 13-19 in two seasons while Emery lasted just three years. The Bears went 5-11 in a mostly miserable season, never challenging for the NFC North lead after the first few weeks as quarterback Jay Cutler and the rest of the offense struggled mightily.

“We expect excellence,” chairman George McCaskey said.

What they got was something different, and even McCaskey’s mother, Virginia McCaskey, had enough.

“She’s (ticked) off,” George McCaskey said after about a 10-second pause when asked about his mother. “I can’t think of a 91-year-old woman that that description would apply to, but in this case, I can’t think of a more accurate description. She’s been on this Earth for eight of the Bears’ nine championships, and she wants more. She feels that it’s been too long since the last one, and that dissatisfaction is shared by her children, her grandchildren and her-great grandchildren. She’s fed up with mediocrity. She feels that she and Bears fans everywhere deserve better.”

It was clear as the season wore on, with fan unrest growing, that change was coming. The question was how far up the ladder it would go.

The Bears also fired offensive coordinator Aaron Kromer. Defensive coordinator Mel Tucker is still officially under contract, although he is expected to be let go given the way the Bears struggled under him the past two seasons.

The Bears hired former New York Giants general manager Ernie Accorsi as a consultant to help with the search for a general manager and coach.

But ultimately, it will be McCaskey and President and CEO Ted Phillips making the call.

“This job was an opportunity of a lifetime,” Emery said in a brief session with reporters. “My only regret is that we didn’t win enough games for that opportunity to continue.”

Emery did not take questions from reporters.

Trestman, in a statement issued through the team, thanked the McCaskey family for the opportunity to coach the Bears.

McCaskey said he is happy with the current chain of command, which has the coach re-

porting to the GM and the GM to the president. He said the McCaskey family has “complete faith” in Phillips but did not rule out the possibility of removing him from the football side of the operation.

Phillips said there is no timeline for the hires but did say the Bears would move with a “sense of urgency.” Accorsi has already provided a list of GM candidates.

The Bears did not rule out hiring a coach first.

The new GM and coach have a big decision to make with quarterback Jay Cutler. He tied Philip Rivers for the league lead with 18 interceptions after signing a $126 million, seven-year contract at the end of last season.

The deal, which guaranteed $54 million, would make him difficult if not impossible to trade.

Cutting him also is a possibility.

Phillips said that will be up to the new GM and coach. But McCaskey insisted he does not regret giving Cutler that huge deal.

“That was a decision that Phil made with our approval,” he said.

Fostering smiles, good oral health Joliet dental hygienist, dentist begin organization to provide care to low-income patients

By JEANNE MILLSAP Shaw Media Correspondent JOLIET – One day, Joliet dental hygienist Joni Green came home and told her husband, “I’m starting an organization.”

Two people inspired that thought – Green’s grandfather and one fast-food worker at a restaurant Green often visited.

“She was really sweet and really kind,” Green said of the young worker, “but she didn’t smile.”

Eventually, Green said she learned the woman’s teeth were in poor condition.

Having helped fix countless teeth in her profession, she couldn’t stop thinking about the woman.

Green’s grandfather had just passed away. He was a giving, self-made man who used his windfall to help people in his church and community. Green said he often told people, “Pay what you can, when you can.”

In her grandfather’s spirit, Green and dentist Dr. Uzma Hatia at Essington Family Dental set up “Helping Someone Smile,” a 501(c)(3) tax-exempt organization that helps those who can’t afford dental treatment. They seek area dentists and dental hygienists to join them.

The program works by referrals. The practice’s patients submit the names of

“I just felt like I needed to take care of her,” Green said.

“I told her she would pay nothing because she was the one who inspired this.”

Bedell, 23, of Morris said she couldn’t have been more surprised.

“One day, she came to work looking for me,” Bedell said of Green, “and she told me how I inspired her to start this program. I started crying.

I couldn’t believe there was a good person out there like that.”

Bedell said dental problems run in her family, and hers seemed to get worse with her two pregnancies. As a young mother without dental insurance, Bedell said professional dental care was out of the question.

The best way to protect yourself from infection is to wash your hands often with soap and warm water. Rub your hands together for a full 20 seconds. If you don’t have access to soap and water, use an alcohol-based hand sanitizer. Stay away from people you know are sick. If you are sick, stay home to avoid infecting others. At home, avoid kissing, hugging and sharing utensils with someone who is unwell.

When I caught pneumonia due to pneumococcus, I hadn’t received the vaccine -- because I was not old enough. I was feeling great when I went to bed. When I got up the next morning, however, I felt very tired. When I looked in the mirror, I looked white as a ghost. I felt hot and had a high fever.

I took myself to the emergency room and my blood pressure was very low: I was in shock.

Fortunately, prompt treatment turned me around and I was back in action a few days later. But I came close to dying. When it came time for me to get the vaccine, I surely did. I don’t want that to happen ever again.

Dear Doctor K: I’m 70 years old. I already had a pneumonia vaccine, back when I was 65. At my checkup last week, my doctor said I need to get another one. Why? Dear Reader: I always like to hear that adults are staying up to date with their vaccinations, as you did when you received a dose of the PPSV23 (Pneumovax) vaccine at age 65. Pneumovax helps protect against pneumonia caused by one common type of bacteria, called pneumococcus.

Pneumonia caused by pneumococcus bacteria can make people very sick, very fast. I know: It happened to me.

Without treatment, the pneumonia can become severe. The bacteria can also spread into the bloodstream or can cause meningitis, a serious infection of the membranes surrounding the brain and spinal cord.

Now, the Centers for Disease Control and Prevention (CDC) are advising adults age 65 and older to get a second vaccine to prevent bacterial pneumonia. The second vaccine, PCV13 (Prevnar 13), is expected to prevent many additional cases of pneumonia.

The PCV13 vaccine is not “new.” It has been included in childhood vaccinations for several years. But it is new for adults.

The CDC recommends a single dose of PCV13 for anyone who is older than 65. If you have the option, the CDC says it is best to get the PCV13 before the PPSV23.

If you are getting the PCV13 first, wait a year between the two vaccines. If, as in your case, you have already received the PPSV23 vaccine, you can still get the PCV13 vaccine.

She has spoken only her native tongue to my granddaughter from day one. My son speaks English to his daughter. My daughter-inlaw speaks English to me.

I care for the little girl three days a week. She’s 4 and completely bilingual.

I thank my lucky stars that she has this opportunity. And I’m glad for her other grandparents, who do not live in this country or speak English, but can communicate with her. I don’t worry that they’re secretly talking about me. “Left Out” should be grateful her grandkids have this huge advantage.

Dear Abby: “Left Out in Florida” (Sept. 2) feels it is inconsiderate of her daughter-in-law to speak only her native language (not English) with her children in front of their grandparents. You advised that the mother should speak English in this situation.

My son attends a bilingual immersion school, and I have experience with this issue. I have attended lectures about raising bilingual children.

It is extremely difficult to pass on a language other than English to kids living in America. As the children grow, they will be increasingly drawn to English. The most successful families are those who do exactly what the mom in the letter is doing.

They speak only their native language with their children and are very persistent about it. This is the recommendation of the experts in the field.

What should also be happening is translation for others when necessary. Ideally, there is a level of support from family and friends who understand what a worthwhile, yet difficult, task this is.

Grandparents don’t need to understand everything that is said, and their job is to speak English with the youngsters so they become truly bilingual.

Bilingualism is an incredible gift to give a child. It goes beyond just learning another language. It broadens mental development, thought patterns and world perspective. It must be done during childhood while the brain is still pliable, and continue until adulthood or the language will be lost.
