By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Plans to turn the Route 30 corridor into a tax increment financing district were delayed after the measure failed to get four votes at the Village Board meeting Monday night.

Trustees voted on a $78,200 contract with SB Friedman Development Advisors to conduct an eligibility study to determine if the struggling corridor would be eligible for tax increment financing, or TIF, funds for redevelopment.

The contract also would have charged the consulting firm with developing a redevelopment project area plan and a redevelopment strategy.

With trustees Margie Bonuchi, Garrett Peck and Dan Rippy absent, the contract needed four votes. But Mayor Mike Collins and Trustee Paul Fay voted against the contract, while trustees Jim Racich and Bill Lamb voted for it.

Fay said he didn’t see a need to spend that amount of money for the study because too few parcels would be affected by it.

“There are wetlands that cannot be touched,” Fay said,

referring to the Lake Renwick Preserve area and noting several plazas and car dealerships are along the corridor right now. “I’m concerned about spending that type of funds for what I perceive is relatively a few parcels.”

Collins spoke in favor of “sprucing” up the corridor.

But he said after the meeting that he voted against the contract to possibly bring it up at a future meeting, since it didn’t get the four board members’ required votes.

Village Administrator Brian Murphy explained that a trustee who votes against an agenda item can bring the item up at a later meeting if there is a change of mind.

Murphy said with the Illinois Department of Transportation making its improvements to Route 30 from Renwick Road to Interstate 55, it was the opportune time to have a conversation of a TIF district along the corridor.

“The corridor has seen some challenges due to the downturn of the economy,” Murphy said, touting the success of the downtown TIF district as hope that the same designation could help turn the

corridor around.

Goldfish Swim School

Trustees voted to approve the annexation, an annexation agreement and rezoning of 12315 S. Rhea Drive to become the site of Goldfish Swim School, a swimming school for children ages 4 months to 13 years.

Before voting, Racich called out the owner, Randall Barba, for saying the pool would only be used for swimming lessons at the Nov. 17 meeting. Racich said Village Planner Michael Garrigan confirmed after that meeting the facility also would be used to host children’s parties.

Barba said he didn’t try to “bait and switch,” as Racich suggested, but apologized for the miscommunication.

Tax levy

The board also held a public hearing for the 2014 tax levy, which they approved at the same rate as last year, 0.4669, for $5,486,100.

Lab tests on bullets cited at Glover Sr. hearing

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Prosecutors say lab tests showed Eric Glover Sr. once fired the same gun that was used to kill Velma Franklin.

But defense lawyers argued since one of the bullets used to make the comparison was destroyed after testing, the results can’t be used in his murder trial. Glover Sr. appeared in court Monday before Judge Carla Alessio Policandriotes.

Franklin, 30, was shot to death on June 17, 2002, in the Third Avenue home she shared with Glover Sr. and her four children. Glover Sr. was arrested soon after Franklin’s death, but was not brought to trial before charges were dismissed.

But while being questioned by detectives, Glover Sr. admitted to firing a bullet into the bedroom wall two months ear-

lier. Glover Sr. claimed the gun went off accidentally, though witnesses testified earlier this year Franklin told them he was threatening her and had been pointing the gun at her head before he fired just above it.

The bullet in the wall was found as police were investigating Franklin’s death. By admitting he’d used the gun two months before Franklin was slain, Glover Sr. was sentenced to prison for unlawful use of a weapon by a felon.

But while the wall bullet and the bullet recovered from Franklin’s head were tested at the same time, Joliet police gave the wall bullet a different case number than the murder investigation and it was destroyed after the weapons case was resolved.

A cold case review by the state’s attorney’s office renewed murder charges in 2012 while Glover Sr. was, and is, serving

a prison sentence for being an armed habitual criminal.

Walter Sherk, compared the two .38-caliber bullets at the state police crime lab two days after Franklin’s death.

The now-retired Sherk testified Monday he could only recall testing the evidence from reviewing two “fired bullet” worksheets and two lab reports.

The lab reports indicate the bullets were fired from the same gun, which was never found.

“And if one was destroyed it would [then] be impossible to make an identification,” Assistant Public Defender Litricia Payne asked.

“Yes, I think so. ... I know so,” Sherk acknowledged.

One more witness is expected to testify about bullet testing at another hearing next week before prosecutors argue the evidence should be admitted and Glover Sr.’s lawyers argue the case should be dismissed.

Inside a Will County Board room packed with family and friends Monday, incoming county officials and board members were sworn in during a special ceremony.

It was a good day for Republicans, with wins in the Nov. 4 election having tipped the scale so much that the party now has a 15-11 majority on the Will County Board.

Among the new faces who signed oaths of office were Annette Parker, a Lockport Township Park Board member from Crest Hill. Her win in District 9 was perhaps one of the most shocking, with Parker being a Republican in a historically Democrat-leaning district comprised of Joliet, Lockport, New Lenox, Plainfield, Troy and Homer townships.

Welter appointed as new Grundy County Board chairman

By NICK SAMUEL nsamuel@shawmedia.com MORRIS – Board members applauded Monday night as David Welter walked to his new chair as Grundy County’s new County Board chairman.

Welter was nominated for chairman at the reorganizational meeting held at the Grundy County Administration Building.

The motion to select Welter as chairman passed with most board members approving the motion except for Frank Halpin, who abstained from voting.

Grundy County has filed a lawsuit against Halpin after Welter brought it to the county’s attention that Halpin allegedly misappropriated funds

the County Board since age 19, said he thinks it’s awesome his colleagues selected him to lead the board and that his experience on the board for the past four years has prepared him for this position.

Geiger said Welter has attended more meetings than any other board member.

Students collect clothing for MorningStar

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET – About 100 students at Lincoln School in Joliet learned service and communication skills while collecting more than 1,000 articles of clothing for donation to MorningStar Mission.

The clothing drive, organized and advertised by the students, was part of one class’ service learning project.

“It’s phenomenal that the students – 85 percent of them qualifying for free and reduced lunch – were able to raise this much,” Principal Scott Pritchard said, adding that no previous service project has resulted in as many donations.

Some school staff donated too, but Pritchard said it was mostly a student effort.

Lincoln is an alternative school for troubled teens from sixth grade to age 21. The Will County Regional Office of Education runs the school at 960 Royce Ave. as part of the regional safe school program, which aims to build an academic and behavioral foundation for students.

The whole school got involved, with a popcorn party awaiting the class that donated the most clothing.

“Of course you’re going to want the popcorn party, but it just feels good, too,” said Evelyn James, one of Troy’s students. “It’s just something nice to do.”

MorningStar Mission Volunteer Coordinator Jackie Kinney said donations from schools such as Lincoln are very special.

“Sometimes the smallest donors are the most generous,” Kinney said. “The children, they get into it so fast and so wholeheartedly, and they want to make sure other people don’t deal with the same hardships their families go through.”

James said the clothing drive makes her motivated to work on another project next year.

Joliet VFW honors veterans with Hall of Honor

By FELIX SARVER fsarver@shawmedia.com JOLIET – Faces of military veterans adorn the Hall of Honor at Stone City VFW Post 2199 in Joliet.

Anybody who visits can see the photos of veterans of past conflicts – some who’ve died and some who are still alive – and remember the sacrifices they made. The Hall of Honor is not only meant to recognize veterans, but to start a discussion about military life.

It’s always great to see people come in and say thanks to veterans after seeing the photos, said Joseph Barello, VFW Post 2199 commander and a U.S. Army veteran of World War II.

“People are more patriotic than they have been in the past,” Barello said. “Everyone who has served in the service has a common bond inside of them. You can talk to another serviceman and he can be a stranger, but you have a common bond with them.”

The Hall of Honor will be on display through December. The pictures show military veterans and the branch they served in. Most of the photos feature World War I, World War II and Korean War veterans. But VFW Post 2199 staff would like to see more Vietnam, Iraq and Afghanistan veterans.

Elaine Tychsen of Crystal Lake was pronounced dead at 3:11 a.m. Saturday in the intensive care unit at Silver Cross Hospital.

Will County Coroner Pat-

rick K. O’Neil said Tychsen was in a car struck by another vehicle Thursday near the intersection of 159th Street and Cedar Road.

O’Neil said Tychsen was a passenger in a vehicle that was turning into a driveway.

No autopsy was performed because Tychsen was under medical care

when she died, O’Neil said.

“The preliminary cause of death is due to injuries sustained in the crash, but we will have to review medical records from the hospital before a final determination is made,” O’Neil said.

Will County Sheriff’s police said Monday the crash remained under investigation.

New officer from long line of Joliet police

The 32-year-old doesn’t just come from a long line of cops, but officers of the Joliet police department. His great-grandfather Ervin Boe was chief from 1948 to 1955 and grandfather Donald served from 1947 to 1971, retiring as a captain.

“As long I can remember, he’s wanted to be a police officer and because of his [ancestors] it’s been Joliet,” recalled Stephen’s mother, Dana.

Stephen Boe was a Joliet police Explorer cadet as a teen.

He is now the 261st active officer on the state’s fourth-largest municipal police department.

“As an accredited police agency we are held to the highest standard. You will be constantly tested, officer Boe. I wish you the utmost luck,” Chief Brian Benton said after Boe was sworn in by City Clerk Christa Desiderio.

Lockport Police Chief Terry Lemming and Wilmington Detective Matt Kiebels also attended Monday’s swearing-in to offer Boe congratulations.

Boe comes to Joliet after two years with the Lockport police.

He started in law enforcement as a Kendall County Sheriff’s deputy for two years and spent six years as a Wilmington police officer.

“For the last two years, the hiring list we’ve worked from is current law enforcement officers on other departments,” Benton said. “There’s the same 12 weeks of field training, but

it is a much easier transition with that experience.”

“This has been a goal of mine since I was a little kid,” Boe said. “I was born here. I was raised here. If I’m out of state and people ask where I’m from, I don’t say ‘Chicago.’ I say ‘Joliet.’ ” Boe acknowledged offering that information when he travels usually prompts a comment about a prison or “The Blues Brothers.”

After receiving his badge, Boe and some family members went to a hallway in the center of the police station, where photos of former chiefs are displayed, including Ervin Boe’s.

Ervin Boe joined the Joliet Police Department in 1921 and led “The Sponge Squad” to raid illegal booze operations and saloons during Prohibition. According to The Herald-News archives, Ervin Boe also led the assault to recapture the county jail after it was taken over by armed inmates and shot out the tire of some robbers’ car during a wild chase.

One of the first things Boe did upon becoming chief was to review the files of all major unsolved cases. When he read about a 1946 murder where a body was found in a large can of lard at a Chicago Street butcher shop, he developed a theory about what happened.

Boe ordered his detectives to track down the suspect, who was living in Chicago under a false name. When Boe told the man “exactly” what happened, he confessed.

Ervin Boe died in 1973. Donald Boe died in 1972.

Will County prosecutor selected as judge

Jessica Colon-Sayre was selected as an associate judge Monday to fill a vacancy created by results of the 2010 census. Colon-Sayre was chosen by the circuit judges last month from more than 30 applicants for the position, Chief Judge Richard Schoenstedt said.

“I’m very excited. I’m still

not sure what I can say on the record. There’s a whole new set of regulations to learn,” Colon-Sayre said Monday.

Colon-Sayre was born in Puerto Rico and graduated from DePaul University in 1996.

She received her law degree from John Marshall Law School. Colon-Sayre holds a master’s degree in law and has been an assistant Will County State’s Attorney since 2003. She is assigned to felony prosecutions.

“I’m very happy and hon-

ored that the judges gave [me] a vote of confidence and will work hard to live up to their expectations,” Colon-Sayre said.

Colon-Sayre resides in Crete with her husband, Todd, and two children, Dylan and Elsa.

“Jessica is a welcome addition to the judiciary and I look forward to working with her,” Chief Judge Richard Schoenstedt said.

Colon-Sayre is expected to be sworn in as a judge in early January.

SPRINGFIELD – Gov. Pat Quinn announced last week investments of more than $8.3 million for construction projects in northern Illinois, including in Grundy County.

The road and airport projects are in several other counties, as well, including DeKalb, Jo Daviess, LaSalle, Lee, Ogle and Winnebago counties, according to a news release from Quinn’s office. All are part of the $31 billion Illinois Jobs Now! capital construction program and address critical infrastructure needs in central Illinois.

The projects will be managed by the Illinois Department of Transportation.

Grundy and LaSalle counties will receive $123,213 to do drainage improvements on Route 6, with the work 1,773 feet east of Route 170 in Seneca. The bid went to D Construction Inc. of Coal City, the lower of two bidders.

The purpose of the meeting is to inform the public of the current design to remotely operate six movable bridges from a central operating station located at the Bridge Office on Bridge Street in Joliet, according to a news release from the city.

Enterprise zones pitched for eastern Will County

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – The Will County Board has signed off on the creation of two new enterprise zones in eastern Will County to help spur economic development and provide job opportunities in the area.

Enterprise zones are areas designated by governmental bodies that provide incentives – such as fee waivers and tax abatements – to motivate businesses to move there.

The South Suburban Mayors and Managers Association is handling plans to submit two applications ahead of the state’s Dec. 31 deadline. Half of the state’s 97 existing enterprise zones in Illinois are set to expire at the end of 2015, and the first 45 zones selected by the state will become effective in 2016.

It’s a great opportunity for underdeveloped areas with high unemployment and low property value, said Ed Paesel, executive director of SSMMA. “We’re constantly trying to provide the best business climate for businesses to remain and expand and to locate within these communities,” Paesel said. “It’s another incentive to try to compete with northwest Indiana.”

A second proposal is located along the I-57 corridor and includes Matteson, Monee, Park Forest, Richton Park and University Park.

The County Board voted in favor of the enterprise zones last month, but County Board Member Don Gould questioned the inclusion of areas of Cook County, He suggested Will County create its own zone without Cook County.

But Paesel said state law requires certain criteria be met, including thresholds on unemployment rates and property tax values.

Some communities in Will wouldn’t meet those thresholds without Cook.

To qualify for incentives, businesses must create at least 200 full-time jobs and invest at least $5 million in qual-

ified property.

Eligible businesses that locate in enterprise zones receive sales tax exemptions of 6.25 percent on building materials, a utility tax exemption on gas and electricity, and a state investment tax credit of 0.5 percent for taxpayers who invest in equipment, buildings and machinery, according to the County Board memo.

There are two enterprise zones in Will County, John Greuling, president and CEO for the Will County Center for Economic Development, said.

He noted the creation of such zones – and the development that follows – are proof they work.

The Joliet Arsenal Enterprise Zone was created in 2002 to foster development in and around the former Joliet Army Ammunition Plant. It’s now comprised of CenterPoint Properties’ two intermodals in Joliet and Elwood, Exxon and the RidgePort Logistics Center in Wilmington.

The zone includes land north of Arsenal Road, east of the railroad tracks, south of Laraway Road and west of Route 53.

A second zone – the Des Plaines River Valley Enterprise Zone – is within the Old Industrial Corridor along Romeoville, Lockport, Rockdale and Joliet, he said.

Beverly J. Ambrose (nee Devore), passed away peacefully, at age 77, at the Joliet Area Community Hospice Home on November 29, 2014. Born September 12, 1937, in Tuscola, IL to the late Frank and Mildred (Doty) Devore.

She is survived by her devoted son, Steven (Dina) Bryce and grandsons Jacob and Tyler Bryce all of Minooka; and brother-in-law, Harold “Buck” (Joanne) Saltzman of Forsyth, MO. Preceded in death by her beloved husband, Norbert Ambrose; stepmother, Marge Devore; loving sister, Dianne Saltzman; nephew, Bryon Saltzman; and niece, Kari (Saltzman) Adkins.

Beverly lived in Joliet, graduating from Joliet Township High School, before moving to Minooka and marrying Norb. She worked many years for Joliet Valves in Minooka.

She and Norb enjoyed summers in Hayward, WI fishing and boating, before later moving to Myrtle Beach, SC where they lived until Norb’s death in 1995. Beverly then relocated back to Minooka to be near her family. There she joined St. Mary’s Catholic Church, sharing good times with the “lunch bunch”, while also enjoying outings with co-workers from Joliet Valves whom she remained close with.

Beverly also enjoyed cardinals, both the birds and the baseball team, but most of all she cherished the love of her family and friends.

Funeral Services for Beverly J. Ambrose will be Thursday, December 4, 2014, at 9:00 a.m. from the Fred C. Dames Funeral Home, 3200 Black at Essington Rd., Joliet to St. Mary Catholic Church, Minooka for Mass of Christian Burial at 10:00 a.m. Interment Woodlawn Memorial Park.

Memorials in her name to Joliet Area Community Hospice would be appreciated.

Chicago is set to raise minimum wage to $13

By SARA BURNETT The Associated Press CHICAGO – Chicago is set to become the latest U.S. city to raise its minimum wage, as Mayor Rahm Emanuel fast-tracks a politically popular plan to reach $13 an hour amid his bid for a second term and criticism that he is out-of-touch with working people.

A Chicago City Council committee voted late Monday to advance the plan, which is expected to get full council approval Tuesday.

The mayor moved the meeting up from Dec. 10 following concerns that the Illinois Legislature would bow to business groups and pass a measure this week that would prevent cities from setting their wage higher than the state. Chicago currently has the same minimum wage as the state, at $8.25 per hour.

The General Assembly is considering raising Illinois’ wage to $11 by 2017.

Emanuel, the hardcharging former White House chief of staff, is facing a challenge from progressive candidates who say he has been too cozy with business interests and hasn’t spent as much time looking out for people struggling to make ends meet in the nation’s third-largest city. His top rivals in the February election, Cook County Commissioner Jesus “Chuy” Garcia and Alderman Bob Fioretti, favor a $15 wage.

Chicago is the latest city to bypass a state legislature and seek action on the issue.

Earlier this year, Seattle officials voted to phase in a $15-per-hour wage.

Portland, Maine and Louisville are considering increases.

Business groups and some Republicans argue that raising the minimum wage will lead to job losses. Leaders of several groups, including the Chicagoland Chamber of Commerce, say setting Chicago’s wage higher than the

“Chicago is not an island, and we’ve got to quit pretending that we are,” said Rob Karr, president and CEO of the Illinois Retail Merchants Association.

But the measures remain popular with voters. Oakland and San Francisco voters supported increases on Nov. 4, as did voters in all four states that had binding ballot measures: Alaska, Arkansas, South Dakota and Nebraska.

Emanuel settled on $13 an hour after a recommendation from a task force he created earlier this year, when there was still a chance a stronger progressive candidate would

take him on.

He said he wanted to wait until after a Nov. 4 referendum on whether Illinois should raise its wage to $10, a measure widely considered a Democratic Party attempt to spur turnout during a tight gubernatorial election. In Chicago, roughly 87.8 percent of voters said yes.

Meanwhile, Emanuel followed President Barack Obama’s example and signed an executive order in September that requires city contractors to pay workers $13 an hour.

“Throughout my life I have believed that if you work no child should be raised in poverty,” Emanuel said then. “Work should pay.

Election law bill advances in Illinois House

SPRINGFIELD – Legislation making permanent a law that allowed same-day voter registration for Illinois’ Nov. 4 election is advancing in the Illinois Legislature.

The bill making permanent a measure passed last spring that allowed same-day voting registration, extended early voting and made it easier to vote on college campuses passed a House committee on Monday.

The original legislation made the changes effective only for the Nov. 4 election.

Democratic House Majority Leader Barbara Flynn Currie is a bill co-sponsor. She says the changes increase participation.

Republicans say they want to see more data to determine how successful the changes were in November. The bill would become effective next June.

Safe rooms part of Washington tornado recovery

WASHINGTON – A year after a tornado devastated the central Illinois community of Washington, city officials say one in 20 home rebuilding projects include a reinforced safe room.

The rooms are designed for enhanced security in case of a disaster, Washington director of planning and developing Jon Oliphant tells the Peoria Journal Star. Three people died due to the November 2013 tornado, which damaged more than 1,100 homes in Pekin, East Peoria and Washington.

CHICAGO – U.S. Commerce Secretary Penny Pritzker will join elected, business and education leaders Monday for a discussion about the future of manufacturing.

The round table at Chicago’s Aon Center will focus on the role of the Digital Manufacturing and Design Innovation Institute. It works on using digital technolo-

gies to reduce the time and cost of manufacturing, strengthen the supply chain and cut Defense Department acquisition costs.

Pritzker will join leadership from UI LABS, a Chicago-based group of government, education and business representatives which developed the institute.

Incoming U of I president may start work early

CHAMPAIGN – Incoming University of Illinois system president Timothy Killeen has said he would like to begin his new job earlier than his official July 1 start date.

Killeen, in an interview with the Chicago Sun-Times, said he plans to be a regular presence on the University of Illinois campuses and his “start date might move forward.”

Killeen, 62, is replacing the retiring university President Robert Easter. He didn’t give an exact date but says he hopes to start work in late spring. He is currently State University of New York’s vice chancellor for research.

“Dr. Easter and I may overlap for a while – I in a junior role and he in his presidential role,” Killeen said.

The University of Illinois Board of Trustees must give Killeen’s hiring final approval at its next regular meeting on Jan. 15.

CHICAGO – Chicago Archbishop Blase Cupich said he met last week with President Barack Obama and the two discussed immigration reform concerns.

The new leader of the Archdiocese of Chicago described the presidential meeting Sunday during his homily at St. Agnes of Bohemia Church on the city’s Southwest Side, the Chicago Sun-Times reported. Cupich said he told the president that Obama’s executive action on immigration was a good “first step” toward immigration reform.

Under measures Obama announced last month, nearly 5 million immigrants living illegally in the U.S. will be eligible to avoid deportation and sign up for work permits.

The archbishop and president also discussed possible confidentiality provisions so that information from immigrants who register for the protection isn’t used against them in the future, Cupich said.

Obama faces shrinking pool of Pentagon job contenders

The job conditions for President Barack Obama’s next defense secretary already have spurred some top contenders to bow out, leaving the White House with a slim list of candidates to fill the post for the administration’s final two years. On Monday, Homeland Security Secretary Jeh Johnson became the latest to tell the White House he wasn’t interested in the job, according to people familiar with the process.

Johnson’s decision to stay put at DHS is likely to deepen the impression that the Pentagon post – typically a highly sought-after Cabinet spot – is drawing little interest. The president’s short list of contenders now includes longtime public servants who have deep Pentagon experience but may be less likely to give Obama’s national security agenda the jolt that critics

– and increasingly some supporters – say is needed.

Top contenders include Ashton Carter, the former deputy defense secretary who left the administration in late 2013; and Robert Work, who holds the Pentagon’s No. 2 job.

That’s a far shorter list than some in the White House had hoped when Defense Secretary Chuck Hagel resigned last week under pressure from Obama. Michele Flournoy, one of Obama’s top choices, quickly took her name out of contention, in part because of concerns over the tight rein the White House has tried to keep on the Defense Department. Sen. Jack Reed, a Rhode Island Democrat and West Point graduate, also made it clear quickly he wasn’t interested.

Defense analyst Anthony Cordesman said as Obama approaches the end of his presidency, the Cabinet post is “not particularly desirable” for anyone with broader political ambitions.

“It’s very unlikely you will get political visibility or credit for being the secretary,” said Cordesman, who works at the Center for Strategic and International Studies. “There are just too many problems

and uncertainties.”

Among them: questions about the effectiveness of Obama’s military campaign against the Islamic State in Iraq and Syria, Russia’s continued provocations in Ukraine, tensions between the White House and Defense Department over closing the Guantanamo Bay detention center, and concerns at the Pentagon with the impact of deep spending cuts.

Hanging over all of those policy concerns is the uneasy relationship between the White House and the Pentagon throughout Obama’s six years in office. His first two defense secretaries, Robert Gates and Leon Panetta, have been bitingly critical about White House efforts to micromanage the Pentagon. And Hagel is said to have grown frustrated by the White House’s drawnout policymaking process and lack of clarity in the president’s eventual decisions.

Lawrence Korb, a former assistant defense secretary, said with just two years left in Obama’s presidency, the next Pentagon chief will be hamstrung in efforts to shape both the administration’s policies and the department’s relationship with the White House.

Obama says he doesn’t want a ‘militarized’ police culture

By NEDRA PICKLER The Associated Press WASHINGTON – President Barack Obama said Monday he wants to ensure the U.S. isn’t building a “militarized culture” within police departments, while maintaining federal programs that provide the type of military-style equipment that were used to dispel racially charged protests in Ferguson, Missouri.

Instead, the president is asking Congress for funding to buy 50,000 body cameras to record events like the shooting death of an unarmed 18-yearold Michael Brown and look for ways to build trust and confidence between police and minority communities nationwide. He announced the creation of a task force to study success stories and recommend ways the government can support accountability, transparency and trust in police.

With protests ongoing in Ferguson and across the country, Obama spoke to reporters at the end of a White House meeting with police, civil rights activists and local lead-

ers and acknowledged the participants told him that there have been task forces in the past and “nothing happens.”

“Part of the reason this time will be different is because the president of the United States is deeply invested in making sure that this time is different,” Obama said. He said he was upset to hear the young people in the meeting describe their experiences with police. “It violates my belief in what America can be to hear young people feeling marginalized and distrustful even after they’ve done everything right.”

At least for now, Obama is staying away from Ferguson in the wake of the uproar over a grand jury’s decision last week not to charge Darren Wilson, the police officer who fatally shot Brown. The U.S. Justice Department is investigating possible civil rights violations that could result in federal charges, but investigators would need to satisfy a rigorous standard of proof.

Justice also has launched a broad investigation into the Ferguson Police Department.

Obama is proposing a

three-year, $263 million spending package to increase use of body-worn cameras, expand training for law enforcement and add more resources for police department reform. The package includes $75 million to help pay for 50,000 of the small, lapel-mounted cameras to record police on the job, with state and local governments paying half the cost. Estimates vary about the precise number of full-time, sworn law enforcement officers in communities across the U.S., though some federal government reports in recent years have placed the figure at roughly 700,000.

Brown’s family wants to see every police officer working the streets wearing a body camera. The Rev. Al Sharpton told reporters afterward he would convey to Brown’s parents what had occurred in the meeting and expressed confidence it would bring change because Obama put his “full weight behind it.”

“What happens after the meeting will determine whether we just had a feel-good session or whether we’re moving toward change,” Sharpton said.

WASHINGTON – From the violent lyrics of rap music to the crude comments of teenagers in video-game chat rooms, the Supreme Court struggled Monday over where to draw the line between free speech and illegal threats in the digital age.

The justices considered the case of a Pennsylvania man convicted of posting violent threats on Facebook – in the form of rap lyrics – about killing his estranged wife, shooting up a school and slitting the throat of an FBI agent.

Lawyers for Anthony Elonis say he didn’t mean to threaten anyone. They contend his posts under the pseudonym “Tone Dougie” were simply a way for him to vent his frustration over splitting up with his wife.

The government argues the proper test is not what Elonis intended, but whether his words would make a reasonable person feel threatened.

That’s the standard a jury used in convicting him under

a federal law barring threats of violence.

Some justices seemed concerned that the government’s position is too broad and risks sweeping in language protected by the First Amendment.

But there seemed to be little agreement over what standard to use.

“How does one prove what’s in somebody else’s mind?” asked Justice Ruth Bader Ginsburg, who was on the bench five days after she had a stent implanted to clear a blocked artery.

Elonis attorney John Elwood said the speaker’s intent could be determined by searching computer records, cell phone records and other evidence of context. He said many speakers being prosecuted “are teenagers who are essentially shooting off their mouths and making sort of ill-timed, sarcastic comments which wind up getting them thrown in jail.”

As a recent example, he cited a teenager prosecuted for making sarcastic comments in a video-game chat room about shooting up a kindergarten after another teen called him crazy.

Climate change impacts heat up UN talks in Lima The ASSOCIATED PRESS LIMA, Peru – With this year on track to become the warmest on record, more than 190 nations began talks Monday on new limits for the greenhouse gases that are already changing global climate patterns and making life more difficult around the world.

New targets for fossil fuel use were announced ahead of the climate conference by the U.S., the European Union and China, the first Asian nation to make such a pledge. This has injected optimism into negotiations that are supposed to climax in Paris next year with the adoption of a long-awaited climate pact.

But India, Russia, Japan and Australia have yet to

commit to new limits; and scientists say much sharper emissions cuts are needed in coming decades to keep global warming within 2 degrees C (3.6 F) of pre-industrial times, the overall goal of the U.N. talks. Global temperatures have already risen about 0.8 degrees C (1.3 F), and more heat-trapping gases are emitted every year.

Every degree of warming can cause long-lasting impacts, from melting ice caps and rising sea levels to the loss of species.

“Human influence on the climate system is clear,” Rajendra Pachauri, who leads the U.N.’s panel of climate-change experts, told delegates at the opening session in Lima.

Senate Bill 16 is not school funding answer VIEWS Lane Abrell The election season is over – for now – but there are still a few major political issues floating out there that could significantly impact District 202.

The first and most pressing is Senate Bill 16.

Senate Bill 16 was proposed and passed in the state Senate in May. It aims to make state education funding more equitable.

In a nutshell, it would take education funds from districts that have more local property wealth and redistribute those funds to other districts that lack local property wealth and therefore have to rely more on state funding.

That certainly will help some districts that very much need the extra money. We are happy for our neighbors and the other districts statewide that will get much-needed additional funding. We certainly understand, since District 202 lost millions of dollars of state funding in recent years as Illinois has struggled with its own financial problems.

However, while Senate Bill 16 might solve one problem, it does not address, much less fix the much bigger problem – that is, how the State of Illinois funds its public schools.

Senate Bill 16 is, like most legislation, very complicated.

Essentially, though, the most important thing to know is Senate Bill 16 does not in any way create new education revenue. It simply takes existing funds and reallocates them differently.

Under Senate Bill 16, District 202 would lose $1.4 million a year. Other neighboring districts would lose millions more. To be fair, other of our area school districts would gain millions of dollars each year in state funding.

THE FIRST

AMENDMENT

Not only would we lose more money, the state would continue to fund schools on a “prorated” basis.

So instead of giving schools 100 percent of what they are due, by law, the state gives us only a portion of what it owes us. For example, this year, the state is giving local school districts only 89 percent of what it should be providing. For District 202, that 11 percent equals about $11 million of lost revenue this year alone.

Keep in mind that during the heart of the recession – after 10 years of unprecedented growth – District 202 saved about $42 million by tightening our belts; eliminating about 345 full-time teacher, support and administrative positions; reducing programs; and lowering operational costs.

All the while, the state continued to cut our funding.

Our local legislators have assured us that the House of Representatives probably will not call Senate Bill 16 for discussion in its current form. Still, we need to keep an eye on it – not to mention other legislation, such as pension reform, that further will decrease our state revenue.

Senate Bill 16 is yet another “Band-Aid” response to the critical issue of state education funding that only will hurt our 28,000 students and 3,100 staff members.

Please contact your local legislator or the Illinois State Board of Education (isbefy16@isbe.net) with your feedback about how Senate Bill 16 does not meet the five key principles for education funding: adequacy, simplicity, transparency, equity, and that funding Is to be outcome-focused.

Illinois needs a real solution to the problem of appropriate education funding. Senate Bill 16 is not the answer.

Giving Tuesday a time to donate to a local charity We’ve got a great idea as to what you can do with the money you saved from all those Black Friday, Small Business Saturday and Cyber Monday deals you likely snatched up during the past few days.

Give.

The Tuesday after Thanksgiving has been dubbed “Giving Tuesday,” a designated day of giving to charity. The United Nations Foundation is given credit as one of the originators of Giving Tuesday, which first was held in 2012 and was created as a global day of giving back.

In Illinois, Donors Forum is coordinating this initiative, and it has a bold goal: $12 million raised by Illinois nonprofits from 100,000 individual donors – in one day.

More than 600 nonprofits in the state have signed up with Donors Forum to take part in Giving Tuesday. You can visit its website, https:// donorsforum.org, to find a charity you would like to donate to.

Of course, it doesn’t have to be on that list in order to donate. Maybe there is a local nonprofit that has provided a service that benefited you, and you’re now in a position to give back. Or maybe you want to start a new tradition of giving to those in need each holiday season.

Giving Tuesday can be the day you annually bestow that gift.

Nonprofits provide much-needed services in our communities. From programs for children to

providing food and shelter to helping veterans – and everything in between – nonprofits are there to help some of our most vulnerable neighbors.

Most nonprofits have been hit hard by the state’s financial woes: They usually wait months for money owed to them

by Illinois, and often are lucky if it comes at all. At the same time, the needs of our neighbors increase, putting even more strain on our nonprofits.

The holidays should not be just about getting, but about giving as well.

This is a gift you don’t even need to wrap and top with a bow. You don’t need to give a lot to make a difference.

It just needs to come from the heart.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

NEW LENOX – A familiar scene that hadn’t been witnessed at Providence Catholic in a decade was again on display on Monday afternoon.

The Celtics got the opportunity to show off their 10th football state championship trophy before the school’s students, plus family and friends.

While “The Quest for X” became a reality Saturday at Memorial Stadium in Champaign – when the Celtics beat CaryGrove, 31-28, for the Class 7A title – the significance of the historic event took on different meanings to seniors who faced the difficult task of beating the Trojans.

Although all were happy to help the school claim its first title in the sport since 2004, many had no ties to the past other than through their coaches and viewed the championship instead as a great example of what can happen if a team sticks together under the guidance of a fine coaching staff.

“They run a great offense, and they’re so proficient and dominate teams with it; so we knew that if we were going to win this game, then we had to get a couple of stops, at least,” defensive lineman Jake Rost said. “Even though we were down at half, it was only by four points and they had scored just 14, so we switched up defenses and it worked.

“We were 4-4 our freshman year, and nobody thought that we were going to do anything – and that was the biggest obstacle that we faced. We just figured that if stuck with it and did what the coaches said, that we would eventually become champions. I liked how the players on this team are so humble. And the other big thing was buying into these coaches.”

Cary-Grove was averaging 44 points a game and had been held below 35 points just once while rattling off 13 straight wins. But facing arguably their stiffest challenge of the season, the Celtics were able to hold the Trojans to 16 points below their season average.

That was enough to swing the balance to the Celtics, who took a 17-14 lead in the third quarter and never trailed again.

“They had a great offensive line, and (Tyler) Pennington is a great running back and is

Other than allowing some late points in the semifinal win over Mount Carmel when

things were well in hand, the Celtics had held their other three playoff opponents to eight points or less. But the championship game proved to be a different matter.

“Sure, we’ve had some games where we pretty much shut out teams, but this team really tested us because they kept driving on us. So we just had to push ourselves and keep our heads up against them,” defensive lineman Luis Vasquez said.

“We started off going 4-4 in our freshman year, so we went from barely having a winning season to becoming state champs. We didn’t have big size on defense, but we all worked as

a team and used our speed and quickness to our advantage. We were like a family.”

Coach Mark Coglianese talked to the crowd at the celebration about how this special group was able to work as one to become champions. Those who will be leaving the program hope they’ve laid a foundation for more of the same in the near future.

“They were really good, and that O-line was definitely the best that I’ve seen,” defensive back Jack Pell said. “We knew that we had to get an early stop and then that we had to get one more stop in the second half since our offense would put some points on the board.

“For the way that things were going for Providence back in those days, 10 years is a pretty long time. I was really glad that we were able to win one for coach Cogs. With all of the tradition that we have, I think that we finally have some new tradition going with this team.”

CHILDHOOD DREAM COMES TRUE

Southall fully appreciates Wilmington title win

By CURT HERRON cherron@shawmedia.com CHAMPAIGN – Mason Southall has grown up watching Wilmington football, so it was only appropriate he played such a big role in last Friday’s historic win for his program.

Besides directing the offense and completing 7 of 9 passes for 67 yards, the senior also intercepted a pass at Wilmington’s 7-yard line to help the Wildcats capture a 20-17 victory over Williamsville in the Class 3A championship at Memorial Stadium.

Eleven years after a squad featuring players such as Tony Vercelli, Tanner Roark, Jon Niehls, Shane Longest, Mike Flores and Brett Farmer suffered its first loss of the season to Stillman Valley in the Class 3A final, coach Jeff Reents’ program finally secured the big trophy to put the finishing touches on a 14-0 season.

Mason’s dad, Barry, is the offensive coordinator who not only was on hand for the title game loss but also has been with Reents throughout his 21 years as Wildcat head coach.

“It hasn’t really set in yet, but it feels great,” Mason Southall said. “I remember being in the stands in 2003. My dad has the 2003 poster, and it’s sitting on his work bench outside in the garage. Every day before he goes to work, he looks at it and remembers. When we were little, we always goofed around and said that he was going to win a state championship – and finally he got it.

“I don’t know what to say – it’s amazing. I feel so happy for all of the coaches. It’s been 21 years that coach Reents, coach (Rob) Murphy, coach (Bob) Bolser and my dad have been coaching together, and that’s a long time.”

To make history, the Wildcats had to deny the unbeaten Bullets of capturing their school’s first state title in any boys sport. That turned out to be much easier said than done, considering only one team had lost to Williamsville by fewer than 20 points this year.

“When [the game] was over, I wasn’t thinking – I was running around and screaming.”

Mason Southall Wilmington quarterback especially pleased with how the Wildcats had to play as team to pull off the victory.

Those efforts included a 61-yard scoring run by Nick McWilliams, Zlomie’s 91-yard kickoff return for a touchdown, two field goals from Jordan Sarr and seven-tackle efforts from Gavin Hawks and Mason Del Angel.

“Williamsville was a great team, and they’re very fast and very physical, and they had some great players,” Mason Southall said. “This probably was the closest game besides St. Joseph-Ogden that I’ve ever

touchdowns while rushing for 269 yards and six touchdowns.

But more importantly, he directed an offense that averaged 34.8 points a game and scored 39 or more points in half of their contests.

While the young Southall showed early signs he wanted to contribute some strategy, there was an understandable reluctance from the veteran coaching staff.

“He’s been with us since he was our water boy when he was 5 years old, and he’s also been a suggestion person,” Reents said. “He’d say, ‘Maybe you should run this or maybe you should run that.’ And I’d say, ‘Mason, maybe you need to shut up.’

“Let’s put it this way – when he would come off of the field his freshman and sophomore year and say something, it been in, so it was a great game. one of my players and tackled would be like, ‘OK, Mas.’ But “When it was over, I wasn’t him. I couldn’t believe it.” when he came off the field later thinking – I was running around Southall finished the season last year and this year, I totally and screaming. I just ran up to throwing for 1,072 yards and 12 trusted what he had to say.”

BARRINGTON – Lincoln-Way Central’s wrestling team kicked off its tournament schedule in good fashion last weekend when it claimed second place at Barrington’s 25-team Moore-Prettyman Invite.

Lyons Township beat the Knights, 208.5-85, for the title while Plainfield South (138 pounds) was eighth, Joliet West (100.5) took 11th, and Plainfield Central (79) placed 16th.

Leading the way for Lincoln-Way Central were champion Bryan Ditchman (285) and second-place finishers Vinnie Piunti (120) and Jake Dudeck (182).

The Knights also received thirdplace efforts from Austin Rudsinski (106), Joe Brauer (113) and Brandon Dominski (170), while Matt Crnich (126) claimed fourth place.

Redskins, Indians alumni pad up to raise funds

By RYAN WOODEN Shaw Media Correspondent MINOOKA – In an age where it’s commonplace to weigh the consequences of football against its benefits, it can be hard to justify strapping on the chinstrap and putting your body at risk without cause. Yet, on Friday night on an iced over field at Minooka Community High School, a group of Morris and Minooka alumni threw caution to the wind.

It was the second annual alumni game between these two schools with proceeds going to Minooka’s Athletic Boosters, and after last year’s game ended in a tie at 6, Morris would emerge with a 26-12 victory Friday night. However, it was the cause that shined for a surprisingly raucous Minooka crowd.

“These are the same bleachers and this is the same field that I played on,” Class of 1996 Minooka graduate and football chairman Neil Craig said after Morris’ win. “When I was here, Minooka was a Class 4A school, and now, it’s an Class 8A school, so these facilities need updating pretty bad and that’s what makes it all worthwhile.”

As the football chairman of the alumni game, Craig put countless hours into organizing the affair, which was a grind.

“When I started it and I saw all the paperwork that was going to have to be done and all the hoops I was going to have to jump through, I almost stopped. Then I had two girls [Karianne Craig and Marsha Williams] step up, and they said, ‘We’ll do all that.’

So I said all right, and without them, there would have been no way I could have done it.

“I spend 40 hours a week just trying to set up the field and then get the plays and the pad stuff going, while they got all the school and legal stuff going. There’s just so much that goes into this.”

As far as safety goes, every participant is required to sign a waiver that relinquishes Minooka Community High School’s liability, as well as the fact that the rules are augment-

While the field is shortened to 80 yards and hits below the waist and to the head are il-

legal, the game is still plenty physical. However, the risk still isn’t lost on the game’s participants.

“Before the game, you can definitely feel it in your stomach. It’s like, ‘Am I real-

ly gonna come out here on a snow-covered field and bang heads all day?’ ” Class of 2002 Morris graduate, former Chicago Cubs pitcher and recent father Billy Petrick said. “But everybody seems to under-

stand out there that we have a bit more on the line now, and the idea isn’t for us to come out here and just kill each other.”

Petrick and former Fighting Illini fullback-turned-St. Louis Rams/Green Bay Packers practice squad player Russ Weil were a couple of the more recognizable names on Morris and Minooka’s roster. Petrick, a former lineman for the Redskins, played wide receiver and caught the go-ahead 57yard touchdown for Morris.

Morris and Minooka running backs Joe Lazier and Nathan Carroll each ran for a pair of touchdowns for their respective teams.

Morris Community High School has not expressed interest in hosting the game, although Petrick hopes the success of the game will eventually change that.

“Hopefully next year, we can talk to whoever we need to talk to so that we can get out there. I think it’d be a great thing for the school and the community,” he said.

The Cowboys’ revised approach protects not only Romo but their middling “D,” which permits nearly a touchdown less a game than the Bears.

Jay Cutler said all quarterbacks love slinging the football around, but even he knows the Bears’ unwillingness to run is a losing formula.

“You want to throw the ball. You want to throw touchdowns. You want to throw for big yards,” Cutler explained. “But you definitely want to win football games and I think anyone who has been doing this for a while realizes that you’ve got to have the best of both worlds. … There’s no one out there who can drop back 40-50 times consistently and win football games.”

Yet in two of Cutler’s past three games, he’s dropped back at least 43 times.

Donating safe, but reactions can occur Morris hematologist explains risks associated with receiving blood transfusions

By JEANNE MILLSAP Shaw Media Correspondent MORRIS – Blood donations are always needed – especially during the holiday season, when people interrupt their regular routines and are less likely to donate.

Morris Hospital hematologist and oncologist Dr. Nafisa Burhani would like to see every healthy person donate.

“We don’t have a substitute for blood,” Burhani said.

Although donating is safe, dangerous reactions can occur on the receiving end, risks patients and their families should know about.

One is called transfusion-related acute lung injury, or TRALI, the leading cause of transfusion-related

deaths. Although TRALI is uncommon, 10 percent with TRALI die, according to the National Institutes of Health at www.ncbi.nlm.nih.gov.

Burhani said TRALI cases may be underreported.

“It’s a clinical judgment,” she said. “Its occurrence may be as much as one in 5,000 transfusions. Among the very sick, the risk may be higher.”

TRALI has been described only recently, Burhani said, and physicians are recognizing it more. The reaction occurs within six hours of receiving a transfusion – usually in the first hour or two – and results in an acute lung injury and pulmonary edema. Patients experience low blood oxygen, blood pressure falls, and they go into respiratory distress.

The exact cause is unknown, although it seems related to an immune system reaction. The result is an increased pulmonary vascular permeability, or blood vessels “leaking” fluid inside the lungs.

“We think it’s an immune injury involving neutrophils,” Burhani said. “It’s very important to identify quickly.”

When symptoms appear, the transfusion should be halted, she said, and the patient placed on supported breathing.

Although receiving a blood transfusion carries some risk, Dr. Nafisa Burhani wants people to understand that risk is small.

Within 24 hours, patients usually are back to normal with no long-term consequences.

Burhani said she’s seen one case of TRALI, in a young patient who otherwise was healthy and with no pulmonary problems. Some cases may be caused by female donors who previously were pregnant and have antibodies circulating in their blood against Rh factor, an antigen on the red blood cells of those who are Rh positive.

Those antibodies go with the blood donation and may attack the cells of transfusion recipients who are Rh positive. However, Burhani said, TRALI also occurs when donors are male.

ed fatalities were caused by TRALI. Twenty-seven percent were hemolytic transfusion reactions; 18 percent were transfusion-associated circulatory overload, or TACO; 11 percent were microbial infection; and 6 percent were anaphylactic reactions.

A hemolytic transfusion reaction occurs when red blood cells in donated blood are attacked and destroyed by a recipient’s immune system.

This may happen if the blood cell factors are incompatible.

Blood is classified as A, B, AB or O and Rh positive or Rh negative.

Other factors in the blood may cause reactions if the body recognizes them as foreign.

A hemolytic reaction may develop during or right after a transfusion, or even a day later. Symptoms include

bloody urine, back pain, chills, fainting or dizziness, fever, flank pain and flushing of the skin. Fluids and medicines are given to prevent kidney failure and shock.

According to the NIH, TACO is a “mechanical event” that can be avoided by a slower transfusion. The site also said TACO is a “grossly under-diagnosed and underreported complication of blood transfusion.”

“It usually is seen in much sicker patients, maybe with heart issues,” Burhani said.

“The patient can be very short of breath, and we may see high blood pressure. ... The treatment is very different from TRALI, even though the symptoms are very similar.”

Burhani said TACO results from a fluid overload in a transfusion recipient’s system. The extra fluid becomes too much for the heart, and pulmonary edema – or fluid in the lungs – results.

“These are people with weaker hearts,” Burhani said of TACO. “There may be underlying cardiac issues.

There is no interaction with the blood [from the transfusion] components. It’s important to differentiate it from TRALI immediately.”

Infections can be another consequence of transfusions, especially hospital-acquired infections. The risk is between 12 and 17 percent, according to the NIH. One way to lessen the chances of a reaction, Burhani said, is to bank one’s own blood a week or two before an elective surgery, such as a knee replacement.

Nevertheless, Burhani wants people to keep the risks in perspective.

“Blood banking is very, very safe,” Burhani said.

“The chances are very small [of a complication]. Nobody should be afraid of getting a transfusion.”

The group spent time visiting the city of Athens with tours of the Acropolis and New Museum; the Argolis region, including Nafplion, Mycenae and Epidaurus; Cape Sounion; and the island of Crete, including a boat excursion to the island of Spinalonga with a tour of this former leper colony.

On Crete, there also were tours of the Minoan Knossos Palace, Heraklion Museum, the Holy Trinity Monastery and the Doctors of the World (Medicins du Monde) free community clinic. Visits to the University of Athens, School

of Nursing and the University of Crete, School of Public Health were among the highlights of the 11-day trip.

The students gained insight on the local health care professionals and new understanding of the effects that economic and political processes can have on the health and well-being of a society.

THE HERALD-NEWS ROMEOVILLE— More than 100 Lewis University students, faculty, staff, alumni and invited guests gathered Sept. 24 to participate in the Open House and Blessing ceremony for an addition to the College of Nursing and Health Professions.

The 24,000-square-foot expansion of the College of Nursing and Health Professions’ facilities includes three new state-of-the-art simulation labs, high-fidelity simulated manikins, a viewing room to provide an opportunity for faculty to observe student performance, four classrooms, additional faculty offices, conference rooms, several student gathering spaces and a café.

The undergraduate nursing program at Lewis University is one of the largest among private, not-for-profit schools in

Illinois.

Lewis University said its nursing graduates have achieved excellent results in the NCLEX national nursing exam, earning marks well over the national averages and posting a 98 percent pass rate this year after two straight years at 100 percent pass rate.

The College of Nursing and Health Professions offers bachelor’s and master’s programs accredited by the Commission on Collegiate Nursing Education.

The Doctor of Nursing Practice program began two years ago and also is offered online.

College of Nursing and Health Professions faculty promote LaSallian and Catholic values, while the curricula and experiences integrate the concepts of person, health, environment and the health care professional.

NEW LENOX – On Sept. 20, the Silver Cross Hospital School of Nursing Class of 1964 celebrated its 50th Class Reunion. First, Silver Cross Hospital in New Lenox provided the nurses with a luncheon and a tour of the new hospital.

Later, they enjoyed drinks, hors d’oeuvres and conversation at the home of David and Nancy

Roth of Joliet. Dinner was then provided at Merichka’s restaurant in Crest Hill and attended by 17 out of 30 graduates along with some spouses.

Nurses came from five states; some of the nurses had not seen each other in 50 years.

Lemont 7th-graders observe Cancer Awareness Month THE HERALD-NEWS LEMONT – In observance of Childhood Cancer Awareness Month, Old Quarry seventh-graders conducted and presented mini research projects about different organizations that aid children with cancer.

They began by reading a narrative nonfiction article titled “Unbroken: A Year In The Life of A Girl With Cancer” from Language Arts Scope magazine. The article told the inspiring story of a teen diagnosed with Stage 4 neuroblastoma.

Students then explored themes of courage and resilience while demystifying cancer, and they Skyped with the teen.

Students then were placed in groups and explored organizations such as St. Baldrick’s, Hyundai Hope On Wheels, and Make a Wish Foundation.

After their research, students organized their information into posters and PowerPoint presentations to share with the class.

How should declarer continue?

South has seven top tricks: two spades, three hearts and two clubs. He could establish three diamond winners, but he does not have the time to work on that suit. He will lose two diamonds and three spades.

Instead, declarer must hope that he can take four club tricks. But how should he play that suit?

If the five missing cards are dividing 3-2, as they rate to do, everything works. But what if they are 4-1?

There is only one winning position: East must have a singleton eight or nine. So, South should take the first trick with his spade ace and lead the club 10. If West plays low, declarer runs the 10. Dear Doctor K: I’m 68 years old and have been on low-dose estrogen therapy since I had a hysterectomy (and started menopause) at age 50. My doctor won’t prescribe it anymore because he says it increases my risk of heart problems. Is that true?

Dear Reader: The effect of hormone therapy on the heart is a controversial area. Hormone therapy usually involves “combination therapy,” with both estrogens (the main female hormones) and progestins (other important female hormones).

Estrogen helps reduce symptoms of menopause, such as hot flashes. Progestin reduces the risk of cancer of the uterus.

In my opinion, combination therapy or estrogen therapy alone probably reduces the risk of heart disease among women entering menopause, and for five to 10 years thereafter. But then, about 10 years after menopause, combination hormone therapy begins to increase the risk of heart disease.

So your doctor has reason to be concerned.

How could it be that hormone therapy protects against heart disease in younger menopausal women, but increases the risk of heart disease in older menopausal women?

Why should age matter? It has to do with the effect of female hormones on blood vessels.

The most common type of heart disease is atherosclerosis of the arteries that supply blood to the heart. Atherosclerosis causes cholesterol-filled “plaques” in the walls of the arteries. As these plaques grow, they can block the flow of blood through the arteries.

When blood flow to a part of the heart muscle stops, the muscle dies. That’s what happens in a heart attack.

Some heart attacks are caused by plaques that slowly grow and finally become so large that they

ASK DOCTOR K Anthony L. Komaroff shut off the blood supply to a part of the heart. However, more heart attacks are caused by smaller plaques. These plaques are not large enough to block blood flow very much.

But each plaque has a cap of fibers that holds in the plaque’s pool of cholesterol. In some plaques, called “vulnerable plaques,” inflammation inside the plaque eats away at the fibrous cap. Suddenly, the fibers rupture, cholesterol spills into the artery, a blood clot forms – and blood flow to a part of the heart stops.

Estrogen slows the development of plaques.

By the time a woman reaches menopause, her own natural estrogen has helped protect her against developing plaques. The estrogen in hormone therapy continues to slow (but not stop) plaque development.

By 10 years after menopause, however, the average woman has vulnerable plaques that threaten to rupture.

Estrogen increases inflammation inside the plaques, and it causes blood to clot more easily.

So estrogen now increases the risk of heart attacks.

Most studies that show an increased risk of heart disease in women of your age involved the use of combination hormone therapy. You’re on just estrogen, and a low dose at that.

Still, I think the safest assumption is that you are at a somewhat increased risk. You and your doctor have to balance the risk against any benefits you feel you get from estrogen.

I have been divorced for six years now, and my relationship with my daughter has not improved during that time. I spend every Thursday afternoon with her and every other weekend. She recently joined a basketball team, and I go to her practices and games.

My biggest concern – and pain – is, whenever Stella is with me she cries for her mother. It hurts, because I have tried hard to foster a relationship with my daughter and have been unable to.

Dear Disappointed Daddy: Have you talked to Stella’s mother and asked her what’s going on with your daughter? By age 9 she’s a little old for separation anxiety. Not knowing everyone involved, my first reaction is to wonder if there has been parental alienation happening.

My second is to suggest that you enlist the help of a licensed family therapist to find out why Stella acts this way every time she’s alone with you. If the problem is that she is immature, ride things out. If it’s something more, then it’s important you get to the bottom of it.

Dear Abby: Since the moment my oldest son, “Ryan,” enlisted in the U.S. Army, our family has been concerned he would be deployed. Although Ryan graduated from high school near the top of his class and had prepared for university, his plans were thwarted when deployment orders came to face off with ISIS in a combat engineer role. He leaves soon for the Middle East.

Abby, I need your insight in understanding why I am not falling apart. My other children are, my relatives are, and people I speak to are stunned that I’m holding it together. I try to explain that I support my son and must be strong for my family, but am I in denial? Everyone else is falling apart while I, who adore him and can’t envision a life without him, seem to be holding steady.

What’s going on with me? Am I a flawed mother?

I feel like I’m disappointing others who would prefer to see a soldier’s mother grieve and agonize over her son’s departure, anticipating the worst. Your thoughts are most welcome. – Baffled in
