JOLIET – The hiring of an inspector general and economic development director for Joliet is moving ahead, although it appears possible that neither position will be posted for applications.

Both positions will be on the agenda for a special meeting Monday, when the Joliet City Council will be asked to authorize filling the jobs.

The inspector general, who also will serve as the assistant city attorney, would receive an annual salary of $120,000, according to the proposed 2016 budget the council is set to consider for approval Monday.

Mayor Bob O’Dekirk and City Manager Jim Hock said Thursday they have not decided whether they will post the position for applicants.

“I don’t know,” O’Dekirk said when asked if the job will be advertised. “I’ve had a hand-

ful of people ask me about it. I don’t think it’s a secret that I’ve identified someone who I think would be good for the job.”

O’Dekirk has not said who he might hire. But sources have said he wants to hire Christopher Regis, an assistant state’s attorney in Will County. Regis has confirmed he has talked with O’Dekirk about the position but declined to discuss whether he is likely to get it.

Regis, like O’Dekirk, is a former Joliet police officer who went on to become a lawyer.

The council Tuesday approved an ordinance creating the position of inspector general. That person would have subpoena powers to investigate performance and conduct of employees, elected officials, appointed officials and contractors doing business with the city.

This would be the city’s first inspector general, a position O’Dekirk has sought to create since he became mayor in May.

The ordinance provides for the mayor to appoint an inspector general from the assistants in the city’s Legal Department.

The appointment then would go to the council for approval.

The budget, however, calls for the city to eliminate the three lawyers on staff now.

City Attorney Marty Shanahan would stay, and an assistant city attorney/inspector general would be hired.

Hock said if the council approves filling the position, he would hire the assistant city attorney. O’Dekirk then would appoint that person to be inspector general.

“Because it’s going to be both an assistant corporate counsel as well as inspector general, the mayor and I have to work on that together,” Hock said. “We’re in discussions on that right now.”

Joliet firefighters raise $10K for MDA

By BOB OKON bokon@shawmedia.com JOLIET – Joliet firefighters this year raised $10,000 for the Muscular Dystrophy Association during the annual Fill the Boot campaign, getting recognition this week from the association.

Lizzie Chamberlain, the 2015 Illinois MDA goodwill ambassador, was at an award presentation this week where she expressed appreciation for the firefighters’ efforts.

Chamberlain, 13, of Jacksonville spoke at the Joliet City Council meeting Tuesday.

She told of the support provided by MDA, ranging from the help she received learning how to get out of a wheelchair by herself to a summer camp for 120 Illinois children.

“MDA wouldn’t be able to do all those things without the help of firefighters,” Chamberlain said.

For six decades, firefighters across the country have been raising money to support children with muscular dystrophy and for research to fight the disease, said Ellen Sanders, director of business development for MDA at its Downers Grove office.

“You should take great pride in knowing what impact these funds will have for Lizzie and for local children and adults right here in Joliet,” Sanders told the City Council.

She said Joliet firefighters have raised $130,000 for MDA during the past 15 years. Nationwide, the International Association of Fire Fighters has raised $558 million since 1955.

In 2013, Fill the Boot events raised $26.2 million.

Members of Joliet Firefighters Locals 44 and 2369 participated in the annual Fill the Boot drive, which took place in Joliet in May.

I-55 bridge hole fixed; more work needed later

By VIKAAS SHANKER vshanker@shawmedia.com WILMINGTON TWP. – Illinois Department of Transportation crews were able to patch a 6-by-6-foot hole Wednesday evening that developed on southbound Interstate 55 at the BNSF Railroad overpass south of Channahon.

But more work is needed, and additional patching will take place in the spring, IDOT

spokeswoman Gianna Urgo said.

Urgo said the hole was reported to IDOT at 9:30 a.m.

Wednesday and a lane was closed, resulting in traffic problems.

It took some time to get the right crew and equipment on the scene, Urgo said. Emergency bridge deck patching started at 11:30 a.m. Repairs were finished, and all lanes were open shortly after 6 p.m.

Urgo said it is not likely the same hole will re-occur before repairs are made in the spring.

But the area will be monitored locally, and emergency repairs will be made if needed throughout the winter. Repairs in the winter take more time.

The overpass is near the border of Channahon and Wilmington townships, eight miles south of Interstate 80 and about four miles south of the village of Channahon border.

Hock said Jones has lengthy experience in public administration and is a former village manager in Oswego and Glen Ellyn.

Large audience expected for new ‘Star Wars’ film

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Moviegoers couldn’t wait to find out what’s been happening more recently in a galaxy far, far away.

“Star Wars: The Force Awakens” – the eagerly anticipated next chapter of the film series unmatched in merchandising and cultural impact – began showing Thursday night at Joliet-area cinemas.

“We’re doing some [promotion], but it’s ‘Star Wars.’ Everyone knows about the new movie,” Cinemark Louis Joliet Mall Manager Lucas Tijerina said Thursday.

“The Force Awakens” features the return of characters – such as Luke Skywalker, Han Solo and Princess Leia – from the films that first topped the box office in 1977 and have continued to do so every time the five other movies in the franchise debuted. “The Force Awakens” is the seventh movie in the series.

“When the first trailer came out and you had Han Solo saying, ‘We’re home,’ I don’t think any ‘Star Wars’ fan didn’t have a lump in his throat or a tear in his eye,” said Javier Esqueda of Joliet.

Esqueda has been a fan since seeing the original film as a kid and is a member of the 501st Legion – an international fan organization dedicated to wearing replicas of movie costumes. The white-armored storm troopers are the most popular costume choice, and “trooping” at public events produces a lot of cellphone pictures.

Local members of the 501st were scheduled to entertain those waiting in line at theaters in Yorkville, Naperville, Woodridge and Downers

Grove.

“Then we’re going to take off the armor and take our seats to watch the film,” Esqueda said with glee.

Cinemark Manager Jen Gedvilas said the theater had a large number of pre-sold tickets for several showings Thursday night.

“We’ve had multiple showings before for the ‘Twilight’ and ‘Harry Potter’ films, but we will have much more staff working than a regular [Thursday], and employees were told not to request the night off,” she said.

Newstar Jewelers to remain, but Haakes retiring A longtime jeweler there buying store

The “Going Out of Business” sale, now underway, was started before longtime employee and jeweler Theresa Murphy decided to buy the store and keep it going.

She’s not buying the jewelry, however, so the sale goes on.

It has been an emotional experience, said Ellen Haake, who has owned Newstar with her husband, Dan, since 1985.

“It’s been like a living eulogy,” said Ellen, grateful for the experience of longtime customers coming in and sharing their appreciation for the store. “People have been crying and hugging. That’s been real rewarding – sad, but rewarding.”

Haake said she and Dan need to sell the jewelry to provide for their retirement.

Dan, who has a degenerative eye disease, is losing his ability to examine diamonds and do some of the other work in the trade. Even recognizing customers can be difficult, he said.

“It kind of puts me in a precarious position,” Dan said.

“People have been doing business with us for 30-some years, and when they come in, I can’t tell who it is.”

What he will miss most about the business is “the contact with the customers,” Dan said.

Newstar Jewelers started as Berkovitz Brothers, a drygoods store on Collins Street.

By the 1920s, it was the A. Berkovitz Department Store.

A yellow sign hangs Thursday over the top of Newstar Jewelers in Joliet. The store has been at that location since the 1970s changed their name to Berk, by a previous marriage. So, the change in owners this time will mark the last connection to the Berkovitz origin.

But it’s still staying in the family, in a way.

Murphy has been working at the store for about as long as the Haakes have owned it, having started in 1988.

“I was fresh out of school,” she said. “I went to Gem City

College [in Quincy] for jewelry and came here.”

Over the years, Murphy, too, has met many of the customers, talking with them about jewelry as she did work for them.

“There are a lot of customers that are friends. They’re not just customers,” she said.

Murphy initially will run the store for jewelry repair and service while buying in-

ventory. The plan is to have jewelry back in the counters and for sale by Valentine’s Day. She also will keep the furrier part of the store, although Murphy no longer will sell furs. She will clean, repair and store them.

Newstar also has a Naperville store on Route 59, which will close.

Ellen, who worked in Newstar in the 1960s when it was on Chicago Street downtown – long before she was an owner – is very familiar with the store’s history.

At one time, it was one of five family-owned jewelry stores all in the same downtown business district near the Rialto Theatre, she said.

The store moved to the current location, at 2417 W. Jefferson St., in the 1970s.

During the Haakes’ last weeks of ownership, they regularly have been reminded of what the business has meant to people.

“He asked, Do you have one of those clocks?’ which we did,” Ellen said. “He said, ‘It’s part of my memories.’”

New Lenox police say Auroran is fatally vehicle struck building, shot in Joliet near driver was intoxicated

Robert Poska told police he was going at 3:37 p.m. for physical therapy at Athletico, 412 Nelson Road in New Lenox, but hit the gas by mistake, Deputy Police Chief Robert Pawlisz said.

Minor injuries were reported, but no one was hospitalized.

Witnesses heard shots at 6:05 p.m. outside Jam Food Mart, 105 S. Briggs St., according to Joliet Deputy Police Chief Al Roechner. A short time later, Jeevit Rai, 20, came into the store, said he’d been shot and asked the clerk to call an ambulance before he collapsed in the doorway, Roechner said.

Rai was taken to Silver Cross Hospital in New Lenox, where he was pronounced dead at 7:40 p.m., Will County Coroner Patrick K. O’Neil said. An autopsy Thursday showed Rai

died of multiple gunshot wounds.

Police records show Rai was born in the Ukraine and once was arrested by Aurora police on a charge of aggravated assault.

A bicycle was found in the store’s parking lot, and detectives believe Rai was riding it shortly before the shooting, but did not know why the victim was there, Roechner said.

“We do not have much information at this time and hope anyone who saw something will come forward,” Roechner said Thursday.

Will board eyes larger capital projects bond issue County Board approves landfill expansion, use of ‘quick take’ powers for Weber Road project

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – With Republican Will County Board member Cory Singer casting the lone “no” vote, the board voted Thursday to sell millions in bonds to pay for upcoming major capital projects, including a new courthouse in downtown Joliet.

Before the vote, outgoing board member Steve Wilhelmi, D-Joliet, suggested increasing the bond from $225 million – as proposed earlier this month – to $275 million so county leaders have some cushion when budgeting the projects.

Under the plan, officials would issue staggered bonds through 2047 to pay for a Laraway Road sheriff’s facility,

a county courthouse in Joliet and a health department building, all of which are inefficient and aging in their current state.

The design concept for a new courthouse was recently unveiled. The design calls for a new 10-story, 390,000-squarefoot courthouse in downtown Joliet with a budget of $150 Cory Singer million to $160 million.

But Singer, of Frankfort, said county leaders need to “take a step back” and consider the big picture – that there are several capital projects and few dollars to go around.

“When you add up all the

things we support, including all of the road and bridges projects that we want to do, the revenue is less than the projects,” Singer said. “I believe we are going to get to a point where we are going to regret having spent this kind of money.”

Singer said he believes there are less-expensive alternatives – such as building a single-story court facility for civil matters on a greenfield site away from downtown Joliet. He said he believes there is little support for the idea, but that it would save money for taxpayers.

Under the approved plan, county officials would build a $65 million to $75 million line of credit to pay for early “soft” costs associated with construction. Then officials would borrow money to pay for the sheriff’s complex, estimated at $20 million. The plan relies on several funding sources to pay back bonds over time.

In other news, the County Board approved:

• Waste Management of Illinois’ application for a 150acre expansion of the Laraway Road landfill site with special conditions. The expansion reportedly will add about 10 years to the lifespan of the facility, which is expected to reach capacity in its current state in 2021.

• A resolution allowing county leaders to seek approval from the Illinois General Assembly for “quick take powers” to gain control of land needed to complete the road project at Weber Road and Interstate 55 in Romeoville from property owners.

Lawmakers’ approval would allow the county to bypass po-

tentially lengthy eminent domain court proceedings.

• A contract with the Hoffman Estates-based firm Leopardo Cos. to be the construction manager at-risk for the planned Laraway Road sheriff’s complex.

At-risk means the company would pay if the project goes over a guaranteed maximum price or the project is not completed in time.

• A special-use permit and zoning change that allows for a drug and alcohol addiction recovery home at 2319 Manhattan Road in Joliet Township.

The building previously was used as a day care center.

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Amid safety and liability concerns, the Will County Board approved funding Thursday for repair work for the aging Will County courthouse’s south side mezzanine, various landings, stairway and north plaza.

The total cost of repairs was not specified in the approved resolution, but County Board Speaker Jim Moustis, R-Frankfort, said the estimated cost is about $330,000. Moustis heads the Public Building Commission, which oversees repairs, alterations and improvements to any county building.

But the price tag sparked the question: Should the county be paying for minor upkeep when the building is going to be torn down in a couple of years?

“Yes,” Moustis said. “Even with a new courthouse in the works, we’ll still use this courthouse for another three or four years. It’s to do with safety and reducing our liability.”

An estimated 2,500 to 3,000 people walk through the doors of the courthouse every day, not including the judges, lawyers, clerks, bailiffs and sheriff’s deputies who work there.

In two instances last year, the 1968 structure showed its age.

Moustis recalled how, in April 2014, a section of the first floor buckled between the second and third elevators, causing the brick to split and rise up about 6 inches.

A month later in May 2014, a section of plaster fell from the ceiling of a fourth-floor courtroom.

Court Administrator Kurt Sangmeister said the exterior south side entrances, in particular, have deteriorated to the point that something had to be done.

“The concrete is crumbling,” Sangmeister said, noting how several cracks have formed over the years in the concrete, damaged by the repeated use of salt to clear walkways of snow and ice in the winter months.

By ALLISON SELK Shaw Media Correspondent MINOOKA – With two opposed votes, the Minooka Community Consolidated School District 201 Board of Education voted Wednesday to approve its 2015 tax levy, which will add 16.73 percent to the tax bill of those who live in the district.

The state-mandated Truth in Taxation hearing took place at 6:45 p.m. Wednesday just before the regular board meeting. Superintendent Kris Monn said the district did not receive any inquiries from the public about the tax levy.

During the regular meeting, the motion to approve the levy was passed, with board members Curt Jebens and Doug Martin opposed.

During initial discussion of the levy at the November board meeting, Monn said the finance committee broke down the numbers to give taxpayers an idea of how much their tax bill will rise in the coming year.

He said the committee used a $200,000 home price, which is average for the area and easy to reconfigure to show the annual tax increase for those in district. They found that those with a $200,000 home would see an increase from $232 to $282.

The two main areas that caused the tax hike were increased equalized assessed valuation and the need to pay off a debt in the district’s tort liability fund.

The estimated EAV increase for the county is 6 to 7 percent, but those are preliminary numbers obtained from county offices. Monn said what the district wants to do with the EAV levy is a balloon levy, which means the amount levied will be higher than the preliminary amounts in order to cover any unexpected rises. The final EAV numbers will not be available until March or April.

The other area that caused a significant increase in the levy is the tort liability fund, which has been under-levied in the past.

“Our risk management plan has allowed us to log approximately $1.5 million of expenses in the tort fund, yet traditionally we have only requested around $650,000 of annual taxes. This practice is unsustainable and, in October, the finance committee and Board of Education requested a tentative levy that both addressed the annual deficit in the tort fund and also provided additional funds to make up the deficit fund balance already existing,” Monn said.

This tax levy increased the amount levied for the tort fund to $2 million. Monn said after the tort fund debt is paid off in two years, those levy numbers will decrease.

The board also approved the hiring of 12 lunchroom and recess monitors – three for each of the four elementary schools – at the cost of $35,000 for the remainder of the school year.

“We want to get the principals out of the lunchrooms.

They are highly educated individuals, so I would like them to do more in the schools, such as observing, rather than lunch duty,” Monn said.

In the near future, the public will be able to see board information packets before and after board meetings. The board approved the installation of and subscription to Board Docs software, which will allow all board packets, minutes and information to be available online for the public and board members.

This will cost the district $1,000 for a one-time installation and $3,000 for a yearly subscription.

The next board meeting is Jan. 27 at the District 201 office boardroom.

Plainfield officials say water and Auto Dealer sewer fund flow in right direction DIRECTORY

vshanker@shawmedia.com PLAINFIELD – The village of Plainfield’s water and sewer fund is healthy, and water rates continue to be comparatively low, officials said Monday.

The water and sewer fund is budgeted for $16.78 million for the 2016-17 fiscal year, a 3.79 percent increase from this year, Director of Management Services Traci Pleckham said.

“Relatively speaking, you’re looking mostly at contractual services increasing primarily because of the cost of water per gallon we’re paying as a village,” Pleckham said, noting the water charge was included in an increase of $648,200 in contractual services.

collected and a $196,500 increase in license and permit fees, are offsetting the expense growth, Pleckham said.

The village uses Lake Michigan water and paid a wholesale water purchase cost of just less than $7 per 1,000 gallons, according to village documents.

Public Works Director Allen Persons said a Lake Michigan water rate survey by the Illinois Department of Natural Resources – which didn’t take into account other administrative charges – concluded that Plainfield’s average total water rates to customers are 2.4 percent below other communities that rely on the water source.

The village’s rate was at $7.78 per 1,000 gallons this year.

Persons said the village has made strides in water capture efficiency.

Water loss in 2008 was at

8 percent, but it dropped to 2 percent in 2012 and has stayed at that level. Also, water use in the village has gone down 12 percent in the last 10 years.

The Route 30 water main updates have been completed, but the village will be working on water infrastructure improvements off Route 30 near the Diageo and Kuusakoski industrial buildings.

Persons said the water and sewer fund has been improving in recent years because of improved bond ratings and efficiency from the consolidation of facilities and services.

Eventually, Persons wants to make the fund sufficient enough to eliminate the average $1.65 million in home rule sales tax supporting the fund.

But rising water rates from Chicago make that difficult.

“We’re doing everything we can to keep the water rate as low as possible,” Persons said.

PLAINFIELD – A construction company struck a gas main Thursday on Route 30 near Lily Cache Road, according to a Plainfield Police Department news release.

Plainfield police and fire personnel responded to the scene, as did Nicor representatives, after the incident occurred about 8 a.m.

Route 30 from Renwick Road to Lily Cache Road was closed until the situation was resolved. It reopened about 9:15 a.m.

Kenneth L. Delrose, age 81, a lifelong Joliet resident, passed away Friday, December 11, 2015, at home.

He was born November 15, 1934, to the late Helen R. (nee Smith) and John J. Delrose.

He attended St. Mary Carmelite grade school and graduated with the class of 1952 from Joliet Catholic High School.

Ken attended St. Mary’s University prior to joining the U.S. Army and serving his Country during the Korean War era.

In later years, Ken was very proud of his involvement with the Abraham Lincoln National Cemetery Memorial Squad and being a local organizer of the Public Square Rosary, an annual worldwide honor to Our Lady of Fatima.

Ken was a lifelong Diehard Cub Fan member and always believed “this is our year.”

He died Tuesday night at a hospital in Sacramento from complications following hip surgery, said his wife, Judy. He had been diagnosed with Alzheimer’s about three years ago and had been living in a memory-care home since summer, she said.

Carol B. Jerzycke nee: Blim, age 79, passed away Wednesday December 16, 2015 at Joliet Area Community Hospice Home, with her family at her side.

Survived by her three children, Doug (Joyce) Jerzycke of Abingdon, Maryland, Karen (Mike) Nolan of Channahon, Illinois and Linda (Randy) Echevarria of Atlantic Beach, Florida; grandchildren, Stacy (Matt) Pine, Kristin Jerzycke, Kathleen and Brian Nolan, Joe Nicol, Katy (Ian) Wightman, Michele Echevarria, Brian Nicol, Melissa and Emily Echevarria; great grandson, Chase Pine; two sisters, Bea (late Ted) Conley and Fran (Chet) McLaren.

Preceded in death by her husband, Donald Jerzycke; parents, Charles and Florence (White) Blim; one brother, Charles Blim.

Born in Joliet, a lifelong resident.

Graduated from Joliet Township High School Class of 1953, attended Lake Forest College. Carol worked as a Personal Banker for Joliet Federal/Amerifed. She was a member of Westminster Presbyterian Church, where she sang in the choir.

Carol enjoyed spending time with her family and grandchildren, baking and traveling with Don, exploring the Midwestern States.

A Memorial Service will be held Saturday, December 19, 2015 at 11:00 a.m. at the Blackburn-Giegerich-Sonntag Funeral Home, with Rev. Matthew Robinson officiating. Visitation Saturday morning from 9:30 a.m. until time of services.

In lieu of flowers, memorials to Joliet Area Community Hospice would be appreciated.

Fran is survived by his ex-wife, Jacqueline Jones (Hopkins); daughter, Gina (Lance) Robinson; two grandsons, Ryan Robinson and Nick Robinson; stepson, John Brimble; brother, Bill (Marilyn) Jones; sister, Marilyn (Gerald) Johnson; and by numerous nieces and nephews.

Fran was preceded in death by his parents, Clarence and Ruth (Johnson) Jones; ex-wife, Shirley Jones; sister, Joanne (Ted) Hamilton; and brother, Alan (Judy) Jones.

Fran was born on a farm in Custer Park, Illinois on July 15, 1932 and grew up in Braidwood.

Fran worked for Atlas Wallpaper and DeMert & Dougherty in Coal City. He retired from DeMert in 1995 after 26 years of service.

His love of travel took him to many places around the U.S. and the world. He was an avid tennis follower and player. He loved to and was a great cook and loved working outdoors in his yard. He joined the younger generation in following Facebook and Twitter.

He was a computer buff, who could rival many with his expertise in surfing the net. He enjoyed Pinterest with over 400 followers on some of his “boards” including Halle Berry. His passion for politics and archeology findings and history also topped his lists of interest.

He was dearly loved and will be deeply missed by his family and friends.

Family will receive friends at the Carlson-Holmquist-Sayles Funeral Home, 2320 Black Road, Joliet on Sunday, December 20, 2015 from 4:00 to 6:00 pm. Funeral Services will be held on Monday, December 21, 2015 at 11:00 am.

A Wednesday statement from the office announced a moratorium on evictions from Saturday to Jan. 3.

Sheriff Mark Curran said in the statement he understands many county residents are struggling financially. And he said “there’s no need to add to their suffering with an eviction during the holidays.”

Evictions can take place for a variety of reasons after a landlord takes the appropriate legal steps. Evictions by sheriff’s deputies typically occur after a tenant fails to pay rent for weeks or months after it is due.

Ex-U.S. House Speaker Hastert recovering from stroke

CHICAGO – Former U.S. House Speaker Dennis Hastert, awaiting sentencing in a hush-money case, has suffered a stroke and was admitted to a hospital the first week of November, his attorney said Thursday in a statement.

Hastert also has been treated for sepsis, a potentially life-threatening complication of infection, and had two back surgeries while in the hospital, attorney Tom Green’s statement said.

“We are very hopeful that Mr. Hastert will be released from the hospital in the early part of the new year,” Green said. “The family very much desires that during Mr. Hastert’s continued hospitalization his privacy will be respected.”

Hastert was accused in May of evading banking regulations as part of a plan to pay hush money to conceal “prior misconduct.”

The Associated Press and other media outlets, citing anonymous sources, have reported that Hastert wanted to hide claims that he sexually molested someone decades earlier.

The 73-year-old pleaded guilty Oct. 28 to a felony count of evading bank reporting laws in a hush-money scheme. In the written plea agreement, the Illinois Republican directly acknowledged for the first time that he sought to pay someone $3.5 million to hide misconduct

Ill. House Speaker Madigan misses budget meeting

CHICAGO – The latest Illinois budget discussions between Gov. Bruce Rauner and legislative leaders touched on the state’s pension crisis and school funding reform but was missing one key player: House Speaker Michael Madigan.

Madigan didn’t attend the

latest meeting Thursday aimed at ending a budget stalemate now in its sixth month because he had a scheduling conflict, according to his spokesman, Steve Brown. He declined to elaborate, but insisted that Madigan was committed to finding a solution to the budget gridlock.

“He makes every effort to attend these meetings,” Brown said.

It was the third budget meeting in as many weeks as lawmakers and the Republican governor try to find agreement on a spending plan. The state has been operating without a budget since July 1 and both parties remain deadlocked on how to proceed. Democrats who control the Legislature want a tax increase combined with spending cuts to plug a multibillion budget shortfall.

The school made the Higher Learning Commission’s Dec. 9 decision public Wednesday. The school remains accredited, but being on probation means it has two years to address concerns from the commission. If the school doesn’t address those concerns, the commission could withdraw accreditation. The school will be evaluated again in 2017.

The commission said it found concerns with the college’s integrity in its financial, academic, personnel and other functions.

College of DuPage is the largest community college in Illinois and has 28,000 students.

It is under federal and state investigation after reports of lax financial oversight and questionable spending of taxpayer and donor money. It also fired its president.

Danville police surprise residents with cash giveaway

DANVILLE – Danville police officers Wednesday surprised passing pedestrians and drivers Wednesday with gifts of cash.

The Commercial-News said the Danville Police Association made 30 stops to hand out $100 bills to randomly selected citizens.

Public Safety Director Larry Thomason said his officers came up with the idea after hearing about other departments doing similar gifting. He said the Danville Police Association members raised the gifts on their own time.

“They’re always looking for a way to help someone,” Thomason said.

Mayor Scott Eisenhauer praised the move, saying it gives residents a chance to “see our officers in a different light.”

Fifteen-year-old Eric Bridges was walking into school when an unmarked police car flagged him down. The Danville High School freshman was speechless when Thomason handed him an envelope containing the cash.

“I’m still shocked,” Bridges said.

Thomason said he hopes people will use the money to “pay it forward.”

But when President Barack Obama spoke of getting congressional leaders into a “Jedi mind meld” back in 2013, eight years after the last “Star Wars” movie had come out, he was displaying in one small way just how firmly the franchise had rooted itself in our popular culture.

Well, the new “Star Wars” is finally out. But since it might take you some time to get to the multiplex, here’s something to chew on while you’re waiting – 10 reasons “Star Wars” has retained its exalted position in the pop culture firmament:

MADE SCIENCE FICTION COOL

Just ask a science fiction nerd. “I remember going with my wife and saying, ‘Look at these audiences!’ ” said Paul Levinson, sci-fi author and communications professor at Fordham University. “This franchise really brought science fiction, which had a cult following, into the mainstream in a huge way.” And in a way, too, that managed to resonate with little kids, grandparents and everyone in between.

And we don’t mean up in space – we mean down here on Earth, in human shopping malls. The comics, the video games and, of course, the toys. “The films are the mother ship,” says Henry Jenkins, professor of communications, journalism and cinematic arts at the USC Annenberg School. “Meanwhile, all these other forms are generating content. These integrated systems have become the norm for successful Hollywood franchises.”

To many, the dashing young Ford’s embodiment of swashbuckling space cowboy Solo was the best thing in the original film – he seemed to be having way more fun and way less stress than everyone else. Well, he’s still dashing at 73. And he’s prominent in the new film.

CHARACTERS TO RELATE TO

Solo’s one of the best, but the whole “Star Wars” universe presented characters people could relate to and remember. “In the end, characters and story are at the heart of the films, not the special effects,” argues USC’s Jenkins.

“They have so many dimensions. Compare that to ‘Close Encounters of the Third Kind’ (which also came out in 1977).

Most of us don’t remember those characters.”

GENRE MASHUP

Another unique aspect to the franchise was how creator George Lucas mashed together film genres to create a multilayered world. These included the Western, the fantasy and science fiction. Jenkins also sees echoes of World War II films, “The Wizard of Oz,” even Laurel and Hardy.

“Everyone can have a corner of the universe that speaks to them,” he says.

FATHERS AND SONS

What “Star Wars” line is more iconic that “I am your father?” (And to satisfy purists out there, it’s “No, I am your father,” not the oft-quoted “Luke, I am your father.”)

The father-son dynamic is “a motif that goes back to the ancient Greeks,” says Levinson.

Fans will be happy to know the motif figures again in the new film.

THE LURE OF THE SABER

Quick, name a movie-related toy that’s had more staying power than the lightsaber. “I turned everything into a lightsaber as a kid — wrapping paper rolls, flashlights,” says Gerry Canavan, a professor of English at Marquette who specializes in science fiction. Canavan was born after the first movie came out, but feels like he entered the world knowing the story — and the saber. “The noise, that hum — there’s something awesome about it,” he says.

To the Editor: It is heartening to see the strong bipartisan support that’s been given the Every Student Succeeds Act (ESSA), the replacement for the No Child Left Behind Act (NCLB), that was passed

by Congress and signed into law by President Obama.

We are especially grateful for Sen. Mark Kirk’s support of ESSA, which strikes the right balance between the respective roles of federal, state and local governments in formulating education policy.

NCLB was heavily tilted toward the federal side, imposing on states rigid, punitive mandates as to how students and schools should be evaluated.

ESSA moves away from the NCLB’s “test and punish” regime. It is predicated on the belief that a ZIP code shouldn’t determine the quality of a child’s education.

Teachers throughout the nation lobbied members of Congress to replace NCLB. They sought and got the decoupling of standardized testing from high-stakes decisions, the creation of an “opportunity dashboard” to help close opportunity gaps in needy schools, and the elevation of the voices of educators in the policymaking process.

These are some of the attributes that make ESSA a potential game-changer.

ESSA also means a change in policy allows what we know is a top priority for Sen. Kirk – increasing current Pre-K grants and expanding districts’ abilities to coordinate with Head Start. Under current law, school districts can’t coordinate with Head Start or use federal funds for pre-K programs. By building on the success of Head Start in Illinois, where 60 percent of fouryear-olds are already enrolled, these new grants will allow for coordination of existing programs and provide children in need access to pre-K. That matters because studies show children enrolled in early childhood educational programs are less likely to repeat grades, need special education, or commit a crime in their adulthood.

ESSA shows that good legislation that will help students succeed results when leaders like Sen. Kirk listen to the education experts, American teachers.

Here’s a message to Madigan on tax hike idea If you wonder why Illinois House Speaker Michael Madigan is often considered smug and arrogant, look no further than his performance Dec. 9 when he made a rare public appearance by speaking to an audience at the City Club of Chicago.

During the appearance, Madigan suggested “a good place to begin” in solving the state’s massive debt crisis would be to raise the individual tax rate back to 5 percent and the corporate tax rate to 7 percent.

These percentages are where the rates stood after lawmakers put a temporary tax increase in place in 2011. The hike expired at the end of last year, and was lowered to 3.75 percent and 5.25 percent, respectively.

When Illinois workers received their first paychecks following the decrease, there were a few extra bucks there, and it helped countless people who are struggling to make ends meet.

Madigan apparently doesn’t rec-

ognize how this has benefited state residents, including those who make up the 22nd House District he represents. Those folks first elected him in 1970 and have returned him to Springfield in every election since, and no, they hardly are among the economic elite. The 22nd District, now mostly Hispanic, surrounds Midway Airport on the working class southwest side of Chicago.

But, then again, geography is perhaps the only thing Madigan shares with his constituents.

While he has stubbornly refused to release his tax returns, it’s a given he is a very wealthy man. When he was asked earlier this year if a “millionaire tax” would apply to him, he responded by saying “in a good year, I would be subject to it.”

So a 1.25 percent jump in income taxes would hardly place a burden on him. It wouldn’t mean the difference in choosing between paying for groceries or his electric bill. It wouldn’t eliminate the possibility

of him dining out once every so often or taking a vacation. Life would go on as normal for him and the relatively few others who easily could absorb such an increase But what about the rest of us?

Let’s say the decrease put an extra $10 a week in your pocket. That’s $520 a year. For a whole lot of people, that’s a whole lot of money.

What’s more, Madigan makes no mention of pushing reforms to rein in government spending. It’s just more of the same with him, and if a tax-and-spend approach had any advantages, this state would be living on the proverbial easy street rather than choking in debt.

The nonchalant attitude he exhibited, while proposing another tax hike, proves again why Madigan needs to go. The idea of applying term limits to elected officials has plenty of merit, if for no other reason than it would once and all rid the state of this guy.

Kramer locked in at state meet

P

lainfield North’s Carly Kramer had one thought on her mind diving into the pool for the IHSA state final for the 100yard butterfly – don’t blow it.

As a junior, Kramer finished fifth after being ranked third after preliminaries. She added one second to her time, leaving a sour taste in her mouth.

This time as a senior, she had higher expectations because she was the top seed. She felt confident after placing first in the Neuqua Valley Sectional, which was one of the best sectionals in the state.

Still, she thought, don’t blow it.

Going into the last 25 yards, Kramer looked to her right to see whether the second-seeded swimmer was ahead of or behind her. After seeing a good distance between her and second place, she kicked gears.

The 54.53-second swim helped Kramer earned IHSA gold in the 100-yard butterfly.

The swim marks the first time Plainfield North has earned a state title, and to add to that, Kramer is the first Joliet-area swimming champion since the 1980s.

She didn’t blow it.

So how does it feel to accomplish all of the things listed above?

“It was crazy, but also an honor,” Kramer said. “It really elevated Plainfield North to the next level. It’s an honor to be a swimmer because a lot of times, starting as a freshman, swimming didn’t get that much recognition and it’s an honor to bring recognition to that sport. A lot of people now will ask, ‘Hey. When’s your next meet?’ At least they know we have a team. Before they didn’t.”

What does it take?

A state-caliber swimmer isn’t just born. Kramer became talented because of her commitment.

She started swim lessons at a young age and would see swimmers at the pool every day.

“I told my mom I really wanted to do that and be a part of whatever that was,” she said. “I kind of kicked myself after that because the sport was so hard. Over the years, I progressed more and more. I didn’t really take off until high school. I was mediocre before that.”

Now in high school, she represents the Plainfield coop team and competes for the Delta Aquatics club based out of Oswego.

Immediately after winning the state title, Kramer started training for club. Her regiment proves she’s not just a natural talent.

After the interview, Kramer got in her car to go to her second three-hour training session of the day.

Two hours of the session are spent swimming. Kramer then trains on land by either running, weight lifting or doing body weight workouts for another hour.

Right after school season, she swims for club until nationals in March. Kramer

will have her only two-week break after nationals, but after she gets to breathe for a second, she starts club again, then swims for school immediately after.

Sound tiring yet?

“Sometimes you have to swim five miles, then get out and run two,” Kramer said.

“Then you think, ‘I have to come back in five hours and do this again.’ It’s kind of an endless cycle, but that’s what makes it the most rewarding when you accomplish something. It makes it worth it.”

What really matters

In middle school, Kramer played volleyball and competed in track and swimming.

Going into high school, however, she was ready to hang up the swimming towel.

The other sports had a more team-like feel than swimming, and that appealed to her.

She decided to try out for swimming, however, because she had more experience in that sport, and things changed to her liking.

“Before high school season, swimming is really hard because it’s such an individual sport,” Kramer said. “When you’re younger,

you don’t really have relays.

It’s all individual. It’s all about you. You’re only doing it for yourself. When you get to high school, it’s all about your team. Not one person matters, your whole team matters. My passion from swimming comes from the teamwork aspect.”

As a freshman, Kramer was exposed to a group of upperclassmen that pushed her to be better, giving her a new passion for the sport.

Her Plainfield teammates and her passion for teamwork played a big part in determining her future.

“I remember when I was a sophomore, we had a very big senior class that year and most signed to D-I programs, or somewhere to swim,” Kramer said. “They said on your trips, you have to look for the team that reminds you the most of us because that will be the most fun that you will have. I’ve heard horror stories about college trips before, and I know that the team at ASU is how my team is here. They’re kind of my family.”

The future

Kramer will attend Arizona State University, one of

the best swimming programs in the nation. She will be swimming under first-year coach Bob Bowman.

If Bowman’s name doesn’t sounds familiar, he’s Michael Phelp’s coach and will be the 2016 U.S. Men’s Olympic team’s coach.

Bowman is only one reason why Kramer’s eyes light up when she talks about her future college.

Already, she has group messages with the fellow incoming freshmen and they all follow each other on social media.

ASU is already the closeknit community that she wants to be in.

Plainfield swimming will always be a huge part of her life, however.

“Plainfield swimming has always been there for me. It’s been one of the best experiences,” Kramer said. “The people I’ve met over the years have been awesome. I’m kind of sad, but I wouldn’t have my senior year end any other way. It was really amazing.

“It hurts a little bit less to leave, but I am excited for college. I don’t know how I’m going to beat a state championship in college, but we’ll see.”

Providence claims late falls to edge Marist

By CURT HERRON cherron@shawmedia.com NEW LENOX – It felt like old times Thursday when longtime wrestling rivals Providence Catholic and Marist squared off in their annual dual meet.

While the RedHawks had dominated the series of late, it was clear early on the Celtics had intentions of ending their recent frustration.

But after Providence won the first three to take a quick 15-0 lead, Marist captured eight of the next nine matches to grab a decisive 32-21 advantage.

However, the Celtics answered with pins from Dominick Ambrose and Josh Lambert in the final two bouts to rally for a dramatic 33-32 nonconference win.

“I thought that I was going to win,” Lambert said. “I know that I’ve put the time in over the summer, so I just wanted to go out there and prove my-

self. Last week against Brother Rice, I was in the same situation and knew that I was going to win. It was good to see a big crowd out here, and during my match, I saw that the crowd was going wild, and that’s the best part.

“What’s really good about our team is that every day, we’re getting more mature and we’re getting better since we’re putting in the work, and that’s what makes us different.

I think the best part about our team is that we go out there expecting to win every single match.”

Celtics coach Keith Healy, who recently won his 500th dual meet at a school where he has captured six titles and six other state trophies, is excited to see his program on the rise.

“It was a great dual to come out and watch,” Healy said. “It was just awesome. We hoped to do well up top and weather the storm a little bit and then bounce back. I knew at 120, 126 and 132, they would

be solid like us, so they’d be great matches, and they were, since all six kids came out and wrestled. This was the second match in a row at home that Josh had to finish for us. He’s a solid kid that’s just doing a nice job.

“We had a lot of offseason training with a good seven or eight kids, and a bunch of them did a great job and that built a good base for us. We knew we were going to struggle a little the last couple of years, but we’re excited about the kids who are coming in. To have 10 freshmen and sophomores out of 14 weights for a meet like this is great to see.”

After Marist won three straight to move in front at 23-21 with five matches remaining, things were still up for grabs. Then Jacob Dado won, 7-2, over Josh Ramos at 120, Andy O’Brien edged Ben Emery, 4-1, at 126 and Olamide Oladeji claimed a 6-3 victory over Juan Bazaldua at 132 to give the visitors an 11-point

lead going into the final two matches.

Providence needed two falls to pull out the win, and did just that as Ambrose recorded a pin in 2:24 and Lambert followed with a fall in 4:40 to cap the drama.

“I was ready to go,” Ambrose said. “I had that fire burning in me and wanted to get the pin so that our team would get this win because we have this rivalry with Marist.

I talked to Josh before our matches and told him that it was coming down to us, I told him that I was going to get my job done and it came down to him, and he did it. So together we got it done.

“Last year, we were down in the dumps and had a lot of freshmen starting with a couple of sophomores. And now we’re building up and we have more experience. Last year, I wasn’t really ready and was nervous in a lot of duals. But I’ve been working since last summer, and this year, I just

wrestle my match. We’re starting to bond and become more close-knit.”

The Celtics got off to a strong start, receiving an 11-5 win from Mason Heimlich over Kyle Karpinski at 152, a fall from Cole Smith in 1:05 at 160 and a pin from Nate Simowitz in 59 seconds at 170 to grab an early 15-point lead.

But Marist got a pin and major decision in the next two matches before Celtic Dominic Ferraro added another fall in 1:27 at 220. However, the RedHawks received an 8-2 win from Diata Drayton over Tom Younker at 285 and then picked up another major decision and a pin to move in front for the first time.

“Today was a good win,” Smith said. “Things have been building slowly for us. Each year, we’ve been showing drastic signs of improvement.

So I’m hoping that by our senior year that we could have another state championship added to the wall.”

More eyes on Long when playing tackle

LAKE FOREST – Kyle Long has learned that playing tackle means mistakes can get magnified, and Sunday was a reminder of the challenge that comes with playing a new position, one assigned to Long the first week of the season.

“It’s been different. At guard, you have somebody on either side of you, so my mistakes were minimized, unnoticed to the naked eye,” he said after Thursday’s practice. “At tackle, if you get your hands swiped and the guy beats you, you’re going to see it. Even Joe Schmo who’s Kyle Long watching at home will say, ‘Oh, Kyle Long, pull him out. Take him out now.’ Which I get. If I went to your job and saw the way you were entering numbers into the Excel spreadsheet, I’d probably have an issue with it myself.

“But that’s neither here nor there. I’m a football player, I’m trying to get better every week, and I’m trying to help this team win games.”

Long was very self-critical after Sunday’s loss when Trent Murphy beat him for a stripsack, and offensive coordinator Adam Gase has seen that competitive edge from the two-

time Pro Bowler.

“He’s a very intense player,” Gase said.

“I know it hasn’t always been easy for him.

He’s had some really good games where he’s shut down some really good players, and sometimes he does have a rough game here and there, but two bad pass sets and you get exposed, it’s tough as an offensive lineman, and then everybody forgets about the 60 good plays you had.”

As Gase pointed out, Long has had the better end of competitions, such as games battling blue-chip pass rushers like Khalil Mack and Justin Houston, among others this season. Although he knew his debut campaign at right tackle could have its rocky moments, like Sunday, Long never hesitated about making the switch.

Injury report: Nickel corners Bryce Callahan (quad) and Sherrick McManis (concussion) did not practice for the second day in a row ahead of Sunday’s road game against the Vikings. Alshon Jeffery (calf, illness) was held out of practice because of being sick. Zach Miller (rib) returned in a limited fashion. Pernell McPhee (knee), Will Sutton (knee) and Tracy Porter (ankle) also were limited.

ILMINGTON – Former Wilmington resident Alycen Malone is portraying a makeup artist and hairstylist to actress Eva Longoria, who is playing an actress in the new NBC comedy show, “Telenovela.”

The comedy, which aired a onehour special Dec. 7 and will air weekly beginning Jan. 4, revolves around the backstage lives of the cast and crew of a fictional Hispanic soap opera.

Malone, 33, who’s wanted to act since she was a child and has actively pursued work in the industry since her early teens, said the pilot was filmed in the spring and the 13 episodes were shot from August to November.

She has no speaking parts in the series – yet, Malone said – but she doesn’t care.

“I think a lot of people, when they come out to Hollywood, want to be famous or assume that’s what you want, but that’s not the goal for me. The goal is for me to make a living doing what I want to do,” Malone said. “If that’s the goal, then I’ve already accomplished it.”

Malone feels fame in and of itself is an unsettling concept, and she is unsure how she would feel if it came her way.

“I’m certainly open to bigger things happening and bigger possibilities. I’m always open to that,” Malone said. “But I’m having a lot of fun doing what I’m doing.”

Malone said when she was a student at St. Rose School in Wilmington – about age 12 or 13 – she began contacting modeling agencies in Chicago.

Although Malone said she worked “a few jobs here and there,” she never attained the height required for high-fashion work and wishes now she had pursued more commercial projects.

So Malone let that dream go. Besides, Malone added, “getting to the city was always a hassle.”

“I knew when I was old enough and on my own, I would seek out more,” Malone said. “So I went to [Wilmington] high school and didn’t do that much.”

In terms of acting and modeling, that is. Socially, Malone said she was very involved. After high school, she studied theater for a year at Joliet Ju-

So Malone traveled to Ohio for the audition and was accepted into the program. Three years later, Malone graduated and then went to the British American Drama Academy in England for a month of Shakespeare studies.

And then – it was off to Hollywood, to figure it out, she said.

Malone doesn’t feel acting is difficult work but the hours are often long, with unforeseen down time when nothing happens, she said. The cause, she added, can be simple. A light breaks and filming stops while it’s being fixed.

However, the unpredictability and variety of the assignments are part of the industry’s appeal. She’s worked as a stand-in; she’s worked as an extra; she’s worked in commercials. People back home get excited when they glimpse her on TV, but to Malone, it’s just another day’s work.

Other roles, according to Malone’s Facebook page, include the militant leader of an underground alliance of redheads (the webseries “Tute Voller Kinder”), a Jersey Shore college student whose life changes forever after an alcohol-filled night (“The HBO Voyeur Project”) and a party girl (the soap opera “Passions”).

Sure, she’d like more regular shows and more speaking roles. But life, so far, really is good.

“I’m around great people and living a great life in California, as I always hoped I would,” Malone said.

Through these experiences, Malone is becoming impervious to people’s opinions, good or bad, and focusing instead on excelling at her craft. Joliet Central High School photography teacher receives Gold Star Award of the Arts The HERALD-NEWS JOLIET – Joliet Central High School photography teacher Joe Baltz recently received the 2015 Gold Star Award of the Arts from the Joliet Chapter of the National Hook-Up of Black Women during a special presentation on Nov. 7.

Baltz has taught photography at Central since 2000 and has past teaching experience at University of Illinois, Joliet Junior College and University of St. Francis. He holds two master’s degrees and a bachelor’s degree from the University of Washington.

In 2012, Baltz received the Joliet Area Great Teacher

Award, and in 2014 Baltz received the Rainbow Coalition/ Operation Push Teacher of the Year Award.

In addition, Baltz’s work was on display at the Illinois Art Educators Exhibit in June at the University of St. Francis Art Gallery, downtown campus. Baltz was one of only 30 educators whose work was accepted for display.

In February 2011, students in Baltz’s class were invited to hold a solo exhibition at Joliet Junior College, a first in the 110-year history of the college.

In addition, Baltz’s students were also featured in two international photo magazines, Shutterbug and Silvershotz.

by Wladyslaw Izdebski, Dariusz Kardas and Wlodzimierz Krysztofczyk (Weidenfeld & Nicolson). It is subtitled “Bidding Secrets of the Italian Champions.”

The authors point out that Italy has easily the best record in European and world team championships in recent years. They believe that the primary reason is the Italians’ bidding.

The various methods are explained and highlighted with many deals from those tournaments.

The second chapter compares the different meanings for a two-notrump opening. A lot of tournament players have abandoned the strong, balanced interpretation, and the authors argue that this is a mistake, because if you are forced to open at a lower level, you give the opponents an opportunity to disrupt the auction.

In this deal, West’s one-club bid was natural but unlimited. North threw in a very weak one-diamond overcall, and despite West’s powerful one-no-trump rebid and East’s use of Stayman, East-West sold out to three spades. To make matters worse, that contract was unbeatable.

South lost only one spade, two hearts and one club.

At the other table, West opened two no-trump, East used Stayman, West denied a major, and East signed off in three no-trump.

After North led the diamond jack, West won with his king and carefully played the clubs (ace, overtake the 10 with dummy’s king, and cross later to the eight and nine) to end with 11 tricks: one spade, four hearts, one diamond and five clubs.

Dear Reader : Taste buds line your tongue, throat and the back of the roof of your mouth. When food or drink stimulates them, they send a message to your brain allowing you to identify the taste as sweet, sour, bitter, salty or savory.

Dear Abby: My wife and I have been married three years. It has been rocky since year two. She’s a great mother to our kids, especially one who is medically challenged. We have broken up twice so far, and now are back together. However, because of my job, we live in different states.

Bottom line: I’m no longer sure this is the right relationship for me. She goes to school full time while I work a ton of overtime to support two households.
