By BOB OKON bokon@shawmedia.com JOLIET – City Hall’s commitment to downtown was questioned by a few speakers at this week’s budget meeting.

So far, the proposed budget for 2016 maintains current levels of funding for the Rialto Square Theatre and Joliet Area Historical Museum, two downtown institutions that were the subject of possible budget cuts.

But the city is shifting more than $130,000 normally used to support the City Center Partnership – the organization that promotes downtown – to pay salary and benefits for the new position of deputy city manager and economic development director.

Rod Tonelli, chairman of the City Center Partnership Board of Directors, told the City Council that the budget appears to be moving money away from downtown.

“If that’s what’s happening, it appears we’re disin-

vesting in downtown. We’re very concerned about that,” Tonelli said.

Mayor Bob O’Dekirk responded that the city has not been so committed to downtown in years.

“We just purchased Evergreen Terrace at a cost of $15.5 million. We just made a $10 million commitment to keep the courthouse downtown,” O’Dekirk told Tonelli. Both projects are seen by downtown advocates as being important to the area’s future.

Even so, Brian Florczak, owner of the Tin Roof restaurant on Chicago Street, said he foresees less city money coming downtown in ways that support business.

“We have less than 10 restaurants in downtown Joliet. We have 10 retail shops in downtown Joliet,” Florczak told the council. “As I look at the budget, I see less and less of that.”

Much of the worry about city investment downtown may be caused by Councilman Larry Hug, who has

been calling for the city to pull its contributions to the Rialto ($600,000) and museum ($275,000) and use them for city services.

Hug may have added to those worries Monday when he challenged Tonelli’s description of the downtown district as “the heart” of Joliet and later engaged in an argument that one councilman called “a personal attack” against Rialto general manager Randy Green.

Hug, however, has been alone in calling for Rialto and museum funds to be pulled.

Other council members have voiced support for the Rialto, and the museum funding has barely been mentioned.

Still, Hug apparently has Rialto advocates worried.

Speakers at the meeting included Ed Rachel, president of International Alliance of Theatrical Stage Employees Local 124, which represents stagehands at the Rialto.

“Downtown has a lot going on,” Rachel told the council.

“The cornerstone of all this is the Rialto Square Theatre.”

Northern Illinois Food Bank launched its Milk2MyPlate program in October 2012. Joliet Central honors 2 veterans with diplomas after 47 years

JOLIET – Greg Warren couldn’t return to Joliet Central High School in November of 1967 after he was convicted of a crime he said he did not commit.

His mother wouldn’t let him move back in when he turned 18, so he met a friend of his to find a job. But employers told him to go back to school, which wasn’t an option.

He was in a bind. But he eventually found his footing, and the start of a new life.

“I had no choice, so I enlisted in the Marines on Dec. 13, 1967,” Warren said.

Several months later, Donald Boyer enlisted in the U.S. Army after growing up listening to the developments of the Vietnam War. He hoped to continue the family military tradition set forth by his father, uncles and cousin.

“I was seeing what’s going on and they needed people,” Boyer said. “I just said, ‘I’m going.’ ” The two Vietnam War veterans left high school before they could turn their tassels.

Warren would have graduated in 1968, and Boyer a year later.

But they finally received their diplomas Tuesday at the Joliet Township High School District 204 board meeting during a tear-filled commemoration honoring their service.

Emotional journey

“My whole life has come full circle,” Warren said.

“I raised a family with five children, retired off my job, served my country and now I’m receiving a diploma. I don’t have the Class of ’68 with me. But I’m still honored and very, very grateful to the school board.”

It was a full circle for Boyer as well. He had lost two years of school because of scarlet fever. And when he enlisted,

he felt an urge to honor the country.

“I was nervous,” Boyer said. “Being a teenager going

in at 18, 19, you lose that. You become a man instantly. I was there three days and I was under fire.”

Each veteran took a brief moment and deep breath while accepting their diplomas Tuesday. Boyer could

barely speak as he tried to hold back his tears.

Joliet council OKs inspector general Rejects tax hike

JOLIET – The Joliet City Council on Tuesday unanimously approved the creation of an inspector general position and unanimously rejected an increase in the real estate transfer tax.

The inspector general would have the authority to investigate the performance and conduct of city employees, elected officials and contractors doing business with the city.

The real estate transfer tax would have had to go to referendum in March. Instead, the city likely will take as much as $1.1 million more out of reserve funds to replace the money the tax might have raised.

The council made one change in the inspector general ordinance that they reviewed for the first time at the meeting.

Instead of only the mayor having the authority to remove the inspector general, the council would have a vote in the dismissal.

“I thought it would be a good idea that the inspector general be accountable not only to the mayor but to the City Council as well,” Councilman John Gerl said in suggesting the change.

Gerl also suggested that inspector general reports be made to the full council, not just the mayor. But the idea was rejected when some council members said investigations should be as closed as possible.

Councilman Jim McFarland suggested that the ordinance go to committee for review, saying some of the language was confusing.

“This is the first time we’ve seen it in writing,” McFarland said. “I’d like to see some clarification a little bit.”

Mayor Bob O’Dekirk, who has urged the creation of the position, said he did not want any delay in the vote.

“I don’t have a problem with cleaning up the language, but we need to vote on this tonight,” O’Dekirk said.

Other council members agreed that any changes could be made later.

“It sounds like we do need to tweak it a little bit,” Councilwoman Bettye Gavin said.

“But approve it tonight and then go back and look at it.”

The mayor has the power to appoint an inspector general.

His appointment then goes to the council for approval.

Realtor Lori Gilmore said most surrounding towns do not have the tax, and the higher tax could add $1,300 to the price of a house on the far West Side of Joliet.

City Manager Jim Hock said with the rejection of the tax, he will take more money out of the city’s reserve funds to balance the budget.

The council previously rejected Hock’s proposal for a 5 percent increase in the property tax.

No real estate transfer tax

The council did approve a hike in garbage rates to cover the costs it will pay to Waste Management in the last two years of a contract.

The increase will cost residents $10.66 for the year in 2016 and an additional $10.95 for the entire year in 2017. Seniors would pay $7.30 next year and an additional $7.30 in 2017.

Several Realtors came to the meeting to argue against an increase in the real estate transfer tax from the current rate of $3 per $1,000 to $5 per $1,000.

“If you think a few hundred dollars don’t matter in the process, I would seriously beg to differ with you,” Realtor Karen Robertson said.

Lynne Lichtenauer, director of alumni relations, said she could barely rehearse her introductions of the two veterans without breaking down.

“When you think about what they have gone through, it’s amazing,” Lichtenauer said.

Lichtenauer said Boyer and Warren were the 58th and 59th veterans to be awarded their high school diplomas by the school district after they served in the armed forces. The school district initiative is a part of the national Operation Recognition program, which honors veterans by awarding honorary diplomas to those who left high school to join the armed forces. But they were the first two Vietnam War veterans to be honored.

According to school district documents, Boyer was based in Camp Evans in the war, where he was a combat engineer who disarmed mines and booby traps. He attained the rank of staff sergeant.

After nine years of service, Boyer taught explosives demolition to cadets at the U.S. Military Academy at West Point and is currently the district commander of VFW Post 9545.

He wears a bracelet containing the number 58,479 – a reminder of how many U.S. service members were killed in the war.

Warren held the rank of lance corporal as a rifleman with the 1st Marine Division.

He received a Purple Heart, awarded to service members for being wounded or killed in any action against an enemy of the United States.

Almost 40 days later, his cousin was killed.

“I didn’t know I lost my cousin until I got a letter,” Boyer said. “We were 10 miles apart. One of his best friends

served with me. We all played basketball off Park Avenue on Joliet’s east side. I think about him a lot.”

Warren and his division mates were walking against heavy fire Dec. 1, 1968, in the

D’Nang Quanam province in Vietnam when a fellow Marine in front of him moved over to take a spot he was going for cover.

The soldier activated a mine that killed him and concussed Warren.

“It’s really important to honor them because they left high school and joined the service,” School Board President Jeff Pierson said. “This is the least we can do to honor their sacrifice.”

Lockport Township trustees agree to buy church for $1.1M

By LAUREN LEONE–CROSS lleonecross@shawmedia.com LOCKPORT TOWNSHIP – Citing cramped quarters, Lockport Township Supervisor Ronald Alberico and fellow trustees have agreed to buy a local church for $1.1 million – placing the government body one step closer to a long-sought goal of moving its operations into a larger space.

The board adopted a resolution Monday night authorizing the purchase of the 25,000-square-foot Parkview Christian Church at 1463 Farrell Road in Lockport. The church community recently relocated to Homer Glen. The township’s new space also will house its first community center.

The decision comes after

trustees considered a number of other, more expensive buildings during the past six years to address the need for more space, Alberico said. Trustees also mulled building anew, which carried a price tag of about $4 million, but township electors turned down that idea at a special annual meeting last year, he said.

“The assessor’s office is overcrowded. We have run out of space to store records,” Alberico said. “And, with the clerk’s office, we were starting to think we had to get storage space off site.”

The Parkview Christian Church sits on a 7.24-acre site near a CVS Pharmacy, Butler School and Gale Gardens, a senior low-income housing complex, he said.

Township offices are now

located at Central Square, 222 E. Ninth St. in Lockport, a space shared with the city of Lockport and the Lockport Park District. Once township staff move operations, Lockport city officials plan to expand their use at Central Square, Alberico said.

Lockport Township will next hire an architect. Planning should take two to four months, Alberico said. Since 2012, township trustees have set about $2 million aside for the purchase and renovations, so there will be no need for a tax increase.

“I think the residents are getting more bang for their buck,” Alberico said.

The targeted closing date is Dec. 29. Alberico said he hopes to have township officials in the new space by fall 2016.

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – It’s still undecided whether Barbara Guerrero, a Democratic candidate for Will County circuit clerk, will appear on the March primary ballot after Tuesday’s review of petitions wrapped up without conclusion.

The next meeting has been tentatively scheduled for 11 a.m. Friday, when members of the Will County Officers Electoral Board will issue a written decision as to whether Guerrero should be on the ballot in the primary.

ville filed challenges to the validity of 514 of the 910 signatures obtained by Guerrero.

His objections were handled Tuesday by Joliet attorney Gary Mueller.

Inside Courtroom 403, members of the Officers Electoral Board took to the tedious task of conducting “binder checks” to compare petition signatures with those on voter registrations and to confirm the validity of addresses provided on the petitions.

The board analyzed petition papers line by line, checking to see if any signatures obtained were those of deceased individuals, inactive registered voters

or people living outside the county.

The majority of Barry’s objections claimed Guerrero’s signatures should be stricken because they were printed, the signer was not a registered voter or the address did not exist.

Early on, Mueller objected to more than 60 signatures because they were duplicates of individuals obtained by an opponent. He claimed Guerrero followed one of her opponents at Democrat-sponsored events or other public events and gathered signatures behind the other candidate. But Guerrero, a deputy clerk in the circuit clerk’s office, told the board she

believed that was fair game, adding that she arrived at some events earlier and it was an opponent who followed her.

Board members overruled that particular objection, citing the Illinois State Board of Elections, which considers it acceptable for voters to sign for multiple same-party candidates.

Guerrero declined to comment on the objections or the hearing Tuesday.

Chief Deputy County Clerk Judy Wiedmeyer and Assistant State’s Attorney Mary Tatroe were among those who served on the Officers Electoral Board.

Because Guerrero’s objection

involves the circuit clerk’s office, Circuit Clerk Pam McGuire, who usually sits on the board, turned over her seat to Sheriff Mike Kelley, a Democrat.

McGuire is not running for a sixth term as circuit clerk, but has endorsed Democrat Andrea Chasteen. Robert Enright also has filed to run in the Democratic primary.

The only other county candidate facing objections is Sinatra Strong, a Democratic candidate for County Board District 3, which includes Bolingbrook and Romeoville. Strong’s hearing is scheduled for 11 a.m.

Martell K. Jones, 27, faced up to 10 years behind bars for the Jan. 12 attack that he, Makhi T. Jones and Christian M. Blackwell committed on Michael Travis.

“The only act I am guilty of is being at the wrong place at the wrong time with the wrong group of people,” Martell Jones told Judge Dave Carlson.

CHANNAHON – There were no open parking spaces in the lot and few empty seats in the board room as the Channahon District 17 school board convened Monday for its monthly meeting.

The crowd was mostly teachers who came to support the extension of district policy that increases earnings for some retiring certified educators by 6 percent per year over their earnings when they give notice to retire. The teachers did not leave disappointed, as the board voted to extend the policy another four years.

The early retirement incentive policy was set to sunset Jan. 1, and the school board wanted to examine the policy and discuss its effectiveness before making the decision to extend it or allow it to sunset.

The policy affects certified employees who have taught full-time for at least 15 years at the district and will be at least 60 years of age when retired, or 55 years of age with 35 years of Teachers Retirement System service.

When such teachers submit an irrevocable letter of resignation with intent to retire, the policy states they will receive “increases in compensation sufficient to increase his or her TRS earnings” at the rate of 6 percent a year for the final years of their service.

The increases are called

“pension enhancements” or “pension spiking.”

An employee who gives notice four years before retirement receives salary increases of 6 percent a year for those last four years. Three years of notice gives 6 percent raises for the last three years; two years gives increases for two years; and a one-year notice gives an increase of 6 percent for the employee’s last year before retirement.

The school board considered keeping the 6 percent or allowing it to sunset and then possibly reducing it to 5 percent.

The policy is seen as incentive for longtime employees earning higher salaries to retire in a timely manner. New teachers are often hired as replacements, with lower salaries, thus saving the district money.

There has been a backlash in pension spiking in recent years in Illinois, however, with the state’s financial crisis and especially the underfunded pension crisis. Local school districts can save money with the pension enhancements, but after a teacher in the program retires, the burden of the enhanced salary shifts to the state’s pension system for the rest of the retiree’s life.

School board member Pat Clower addressed the issue.

School board extends teacher pension spikes

By SARWAT S. AHMAD Shaw Media correspondent NEW LENOX – The New Lenox Village Board on Monday night passed a 2015 tax levy that is slightly higher than the previous year.

The trustees approved a property tax levy of $2.57 million, up 3.23 percent from last year’s $2.49 million. Trustee David Butterfield was absent.

The 2015 tax limiting rate of 0.3429 is up from 0.3338 in 2014 and reflects an estimated $17.6 million in expected growth and annexation this year, according to a summary report from Finance Director Kim Auchstetter.

Additionally, for the first time since the start of the recession, New Lenox Township will not see a reduction in property values, the summary stated.

With the new rate, the owner of a home worth about $200,000 in New Lenox in 2015 will pay about $228.58 to the village in 2016, according to the report.

“We don’t ask for more than what we believe is allowed,” Auchstetter said after the meet-

ing. “Our goal is to keep the rate as low as possible.”

The village receives one of the smallest portions of the property tax bill, according to Auchstetter’s report. Last year its share was about 3.8 percent.

The village also has had a property tax rebate program in place since 2010. In its first year, 40 percent of the property taxes were rebated, and last year residents got back 65 percent of what was paid to the village.

Last month, the board approved a 70 percent refund to residents from the 2014 taxes paid this year.

Auchstetter’s report pointed out the village has had to rely less on property taxes and more on other revenue sources, such as sales taxes and building permits, to meet its growing expenses.

“Village property taxes have increased about $715,000 over the last decade, while the cost of village services increased about $6,908,000 during the same 10-year period,” the report stated.

Replacement in sight for

problem water mains

Board trustees also approved three preliminary design contracts totaling $190,750 with Christopher B. Burke Engineering to start the process of replacing aging water mains on Route 30 and North and South Cedar Road.

The decades-old water mains have seen extensive maintenance over the past few years, which has tied up traffic and affected businesses, Public Works Director Brian Williams said.

The village plans to replace the 8-inch mains with new 12inch ones, and also wants to move the location of the mains, which are under the roads, Williams said after the meeting.

As part of its fees, the engineering firm will assist the village in applying for a loan with the Illinois Environmental Protection Agency to offset the total cost of the project, which has yet to be determined, he said.

Replacement of the mains probably will not start until late 2017 to early 2018, Williams said.

JOLIET – Nearly half the Will County judges will hear different kinds of cases next year.

Chief Judge Richard Schoenstedt on Tuesday announced assignments for the 16 circuit judges and 20 associate judges in the 12th Circuit in 2016.

“There are more shifts than I usually do this year,” Schoenstedt said of the 16 judges who will be trading courtrooms or dockets. “I believe we become a stronger judiciary overall if more of our associate judges have experience on different calls.”

Circuit Judge Daniel Kennedy will join Circuit Judges Amy Bertani-Tomczak, David Carlson, Sarah Jones, Carla Alessio Policandriotes and Daniel Rozak hearing felony cases on a daily basis. Circuit Judge Daniel Rippy will replace Kennedy as the presiding

misdemeanor judge.

“They both wanted to be in the criminal divisions and I think the circuit judges [who are] chosen by the voters should be handling the more serious calls,” Schoenstedt said.

Jones and Alessio Policandriotes will continue supervising the drug court and veterans court programs, respectively.

Circuit Judge Carmen Goodman will handle overflow felony cases and civil asset forfeitures.

Associate Judges Chrystel Gavlin, Rick Mason and Raymond Nash also will hear misdemeanors. Associate Judge Edward Burmila has been assigned domestic violence cases. Associate Judge Bennett Braun will oversee bond court.

Q: WHAT IS THE SITUATION WITH WORKERS’ COMPENSATION CHANGES, PAST AND FUTURE? A: The most recent amendments to the Illinois Workers’ Compensation Act were in 2011. One of the big changes was that medical payments to doctors and other providers were reduced by 30%. A recent report by the Worker’s Compensation Research Institute shows that medical payments by Illinois employers or their insurance carriers have fallen nearly 15%, to an average of $14,513.00 per claim for the 12 month period ending September 30, 2013, down from $17,140.00 per claim. The Illinois Workers’ Compensation costs in this regard have actually fallen below Indiana and Wisconsin. Illinois is one of just three States that have showed declines in payments from 2010 to 2014, according to this annual report.

According to another group that studies this, The Oregon Consumer & Business Services, which tracks all 50 States and the District of Columbia, Illinois has dropped from the third highest State in the Nation to the seventh highest for Workers’ Compensation insurance rates. Because Illinois, like California and New York are northern states with large urban populations and a manufacturing and business base, each of these States would be expected to be within the top 10, and being 7th is actually good. We have seen companies leaving other States to come to Illinois, and Chicago has done an excellent job in attracting new employers.

There are still some changes in 2011 which were made and should be repealed. The first is that wage differential claims now stop at age 67. This type of claim pays 2/3rd the difference between former and current pay where any injury results in a reduction of earning capacity. I have represented numerous workers’ in their 70’s and 80’s, who rely on their jobs for their income, notwithstanding Social Security. By creating an artificial date of age 67 to stop payments, people are going to be left poor and homeless.

They will further become wards of the State, when it is an injury in the service of the employer that caused the problem.

The other bad part of the 2011 Amendments which should be repealed is the introduction of the AMA Impairment Ratings into the calculation of disability, even though these impairment ratings, in the introduction in the book, make it clear that they have nothing to do with disability. While they carry the label of AMA, the American Medical Association has actually found that there is a cottage industry of selling books and other items which it can use to fund itself. Having reviewed the book, in my opinion the numbers in the 6th Edition, which is currently used, are artificially low, likely sponsored by physicians who have leadings towards the business and insurance industry. We did fine for 100 years without them.

With the coming of the holiday, I think we should all step back and count our blessings. We look forward to the three new Arbitrators who have been appointed to the New Lenox/Ottawa/Kankakee Call, and we wish everyone a Joyous and Prosperous New Year. adno=0371054

As this is the holiday season and the year’s end, rather than focus on a particular question, I thought it might be entertaining to point out that one of the reasons a lawyer may be necessary is because sometimes the law is complicated or as I recently discovered, a little “odd”. So here is a small example of real laws in effect in Illinois that will leave you laughing: In the entire state: 1. Those under 21 can drink legally, but they must be enrolled in a culinary program to do so; 2. You may be arrested for vagrancy if you do not have at least one dollar bill on your person.

In Chicago: 1. It is illegal to give a dog whiskey; 2. It is forbidden to fish while sitting on a giraffe’s neck; 3. In the Pullman area, it is illegal to drink beer out of

a bucket while sitting on the curb; 4. It is legal to protest naked in front of city hall as long as you are under seventeen years of age and have legal permits; 5. Law forbids eating in a place that is on fire.

In Evanston: 1. It is unlawful to change clothes in an automobile with the curtains drawn, except in case of fire.

2. Bowling is forbidden.

AND In Joliet: Town fathers, reflecting the pet peeve of hearing their town’s name mispronounced ‘Jolly-ETTE’ when all local folk know it’s pronounced ‘Joe-lee-ETTE’, made pronouncing it Jolly-ette a misdemeanor, punishable by a $5 fine.

were from her lawyer’s office and they were at her home to get information for a new will and trust.

I called my client to find out what happened. She told me about the repeated calls; the evening appointment at her home and her missing jewelry. I told her that at no time would anyone at our office go to her home unless she had first called me and had scheduled an evening “house call” for me to go to her home. I suggested to her that she call her children and tell them no one from our office was at her home and that she file a police report.

Not more than two weeks later my other client called. She told me of her son-in-law’s death; of repeated calls to her home; and that the caller said he was from her lawyer’s office. She told me that she had set up an appointment with the caller for the next evening at 8:00 p.m. The caller left no return phone number. With her permission, I called my client’s son and her town’s police department to make sure someone was with my client when the con-artists showed up for “the appointment”.

My second client thought the caller’s proposal sound “fishy”. She had foresight to call my office to find out if someone from my law firm had called her.

Luckily, no one showed up for “the appointment”.

I doubt the con-artists wanted to keep “the appointment” when they saw the police car parked in front of my client’s home.

Beware! Beware! Beware!

If someone keeps calling you and asking you to do something that seems “fishy”; it probably is.

Similar, disturbing incidents have happened to two of my clients in the past few weeks. One became a victim of some con artists; the other almost became a victim. What happened in both episodes was this: My clients had younger relatives pass away. The younger persons’ obituaries read something like this: “Mary Ann Smith [names changed], 55, late of Joliet died unexpectedly last week at her home. Surviving are her loving husband, Walter; her children, Ann Marie and Mark Thomas Smith, of Joliet; mother-in-law Margaret (late Martin) Smith of Crest Hill; her sister...”

What does this obituary notice tell us besides the fact that Mary Ann Smith died unexpectedly?

It tells us that 55-year old Mary Ann Smith’s mother-in-law is a widow, her father-in-law, Martin, is deceased; Margaret is probably in her late 70’s or early 80’s; she probably lives alone; and if Margaret’s name is not listed in the phone book, her telephone is probably still listed under her late husband’s, Martin’s, name.

For some con artists this is an open invitation to do their dirty work. Both of my clients were called at home within two weeks of the obituary notice appearing in the newspaper. They were told their attorney wanted them to get a new will and a trust. The con artists kept calling and calling and calling my clients until both of my clients relented and set up an appointment to meet the con artist in my clients’ homes between 7:30 p.m. and 9:00 p.m.

A middle aged man and woman came into the home of my first client. While the woman engaged my client in pleasant conversation, the man asked to use the bathroom and apparently “cased” the house.

He also apparently took some very valuable jewelry from my client’s upstairs bedroom. My client’s children called me several days later to ask if I had sent someone to their mother’s home. They said their mother was told they

By IVAN MORENO The Associated Press CHICAGO – The AFL-CIO of Illinois will go to court over a Chicago suburb’s new ordinance that would bar private employers from requiring workers to join unions or pay dues, setting up a challenge to a key aspect of Republican Gov. Bruce Rauner’s business-friendly agenda The Lincolnshire board approved the right-to-work measure Monday after listening to an hour of public comments.

More than 100 people attended the meeting, including many wearing shirts or jackets with union logos, The Arlington Heights Daily Herald reported.

Others listened from the hallway and a second room set up for the occasion.

With Democrats in control of the Legislature, Rauner has encouraged municipalities to pass local right-to-work ordinances as part of his “turnaround agenda,” which includes efforts to curb the power of unions.

Rauner’s office said several dozen local governments have approved resolutions supporting his overall agenda. But

union officials say they believe Lincolnshire is the first to actually enact a right-to-work ordinance.

Labor leaders have warned that they would challenge any such measure. In March, Illinois Attorney General Lisa Madigan issued a ruling saying federal labor law only allows states and not local governments to enact such policies.

“The city of Lincolnshire was notified that the vote was illegal, they moved forward with adopting the ordinance anyway, so we’ll move forward to take legal action,” Illinois AFL-CIO President Michael Carrigan said.

Rauner’s spokesman, Lance Trover, declined to comment.

Supporters of right-to-work legislation argue that it would help promote job growth. Opponents say it would weaken unions and depress wages.

Roughly two dozen states have right-to-work laws, including Iowa, Wisconsin, Michigan and Indiana, which all have Republican-led legislatures. Local governments in some unionized states such as Kentucky have tried that approach.

“You, the trustees, are being used.”

Resident Sandy Saltier accused the board of approving the plan to “curry favor with the governor.”

But not all who attended spoke against the plan. Illinois Policy Institute Vice President Ted Dabrowski, whose group created a model ordinance for local governments, denied that the measure targeted unions.

“It’s about individual freedoms. It’s also about the right to not join a union,” he said.

Data show Illinois 20th in high school graduation rates

SPRINGFIELD – New data from the U.S. Department of Education show that 86 percent of Illinois students graduate from high school. That’s the 20th-highest graduation rate in the country.

The department said Tuesday that the 82.3 percent national graduation rate for the 2013-14 school year was the highest recorded since it started using a new, uniform measure in 2010.

That still leaves nearly 1 in 5 students leaving high school without a diploma. Education Secretary Arne Duncan praised the improvement but said too many students still drop out.

In Illinois, 90.1 percent of white students graduate. The numbers are 77.2 percent for black students and 81.3 percent for Hispanic students.

Funeral set for firefighter who fell down elevator shaft

CHICAGO – Funeral services are set for a Chicago firefighter who died after falling down an elevator shaft while battling a smoky blaze at a warehouse.

The Chicago Fire Department says visitation for 42-year-old Daniel Capuano is scheduled for 3 p.m. Thursday at St. Rita High School chapel. The funeral will be 10 a.m. Friday at the same chapel.

He’ll be buried in suburban Alsip.

The 15-year department veteran fell down an elevator shaft Monday as he searched for people and the source of the fire at the vacant warehouse on Chicago’s South Side. He was pronounced dead two hours later at a hospital.

Officials with the city’s Building Department say the removal of the elevator at the warehouse was underway without authorization.

Michael Jordan picks 23 charities for funds from legal tiff

CHICAGO – Michael Jordan has picked 23 Chicago-area charities to receive gifts from his legal settlements with the Jewel-Osco and Dominick’s Finer Foods grocery chains.

The former Chicago Bulls star announced Tuesday that the groups that will receive the net proceeds from the settlements include the Juvenile Diabetes Research Fund, The Ounce of Prevention Fund and After School Matters, an arts and education program.

Illinois residents can suggest diseases for marijuana program

CHICAGO – Illinois residents who want to add specific diseases to the state’s medical marijuana pilot program have another chance to submit suggestions during January.

The Illinois Department of Public Health will accept petitions starting Jan. 1 and continuing through the month.

The program allows people to suggest new diseases for the program twice annually, in Jan-

uary and July. An advisory board reviews suggestions and makes recommendations.

So far, no new conditions have been added to the 39 listed in the original law. Gov. Bruce Rauner’s administration rejected 11 new conditions in September over the board’s recommendations.

Another set of recommendations awaits the administration’s decision, which is due Feb. 1.

Services set for military pilot killed in helicopter crash

McHENRY – Funeral services have been set for an Army pilot from Illinois who was killed earlier this month in a helicopter crash near a Kentucky military base.

The body of 32-year-old Chief Warrant Officer 2 Kevin Mose Weiss will be escorted in a procession through McHenry on Wednesday afternoon.

The Northwest Herald reported the visitation will be held Friday at Justen Funeral Home and Crematory in McHenry, followed by the funeral Saturday morning at The Harvest Bible Church in Crystal Lake.

Weiss and a second pilot were killed Dec. 2 when the AH-64D Apache attack helicopter they were flying out of Fort Campbell, Kentucky, crashed during a training exercise.

The cause of the crash remains under investigation.

Struggling former Florida Gov. Jeb Bush found his footing in trying to discredit Trump’s qualifications for the White House, chiding the brash billionaire for trying to “insult your way to the presidency.”

Tuesday night’s debate was the first for Republicans since the attacks in Paris and San Bernardino, California, which heightened fears of terrorism in the United States. The attacks have ignited a political debate about President Barack Obama’s campaign to defeat the Islamic State in the Middle East and the nation’s security posture in preventing attacks in the U.S. Trump’s call for temporarily banning Muslims from the U.S. – a proposal roundly criticized by his rivals – dominated much of the discussion heading into the debate.

He said he wasn’t seeking to discriminate against Muslims.

U.S. high school grad rate hits 82% The Associated Press WASHINGTON – The U.S. high school graduation rate inched up to 82 percent and the achievement gap narrowed, according to new federal data that raise concern among education officials and others that too many students still aren’t getting a diploma.

The latest figures released Tuesday by the Education Department showed wide disparities in graduation rates according to where students live. Leading the way was Iowa, with a graduation rate of nearly 91 percent. The District of Columbia had the lowest rate, 61 percent.

For the nation, the graduation rate for the 2013-14 school year was up almost a percentage point from 81 percent the previous year, and was the

highest rate since the department started using a new, uniform measure in 2010.

Education Secretary Arne Duncan praised the new numbers as encouraging, saying the progress was real and powerful.

Duncan cited three-year graduation rate numbers that show solid improvement for black and Hispanic students and English language learners, with progress by all three groups outpacing their white counterparts.

Still, nearly 1 in 5 students are leaving high school without a diploma. “We have a good deal more to do to ensure that every child has access to a quality education,” Duncan said in a phone call with reporters.

While noting progress among subgroups of students, the latest figures drew concern

from groups campaigning for a 90 percent graduation rate by 2020. To reach that goal, the rate needs to increase each year by at least 1.3 percent – a mark the nation has met for the past three years, but missed for the 2013-14 school year.

“We’ve been talking about the importance of early warning systems to signal those students who need extra support, and we view this as an early warning indicator to the nation that we need a second act,” said John Bridgeland, head of Civic Enterprises, a public policy group that is joined in the “90 percent” campaign with the Alliance for Excellent Education, America’s Promise Alliance, and the Everyone Graduates Center at Johns Hopkins University’s School of Education.

LOS ANGELES – The nation’s two biggest school systems – New York City and Los Angeles – received threats Tuesday of a large-scale jihadi attack with guns and bombs.

LA reacted by shutting down the entire district, while New York dismissed the warning as an amateurish hoax and held classes.

It’s extremely rare for a major U.S. city to close all its schools because of a threat, and it reflected the lingering unease in Southern California after the terrorist attack that killed 14 people two weeks ago in San Bernardino. The district said schools would reopen Wednesday In L.A., the threat came in the form of an email to a school board member. Authorities in New York reported receiving the same “generic” email and decided there was no danger to schoolchildren. Mayor Bill de Blasio concluded the threat contained “nothing credible.”

“It was so outlandish,” he

said.

New York Police Commissioner William Bratton agreed.

Bratton quipped that it looked as if the threat’s sender had watched a lot of the Showtime terrorism drama “Homeland.”

The shutdown closed more than 900 public schools and 187 charter schools with 640,000 students across Los Angeles.

L.A. officials defended the move, with that city’s police chief dismissing the criticism as “irresponsible.”

“It is very easy in hindsight to criticize a decision based on results the decider could never have known,” Chief Charlie Beck said.

Southern California, he added, “has been through a lot in the recent weeks. Should we risk putting our children through the same?”

Jordan Tama, an assistant professor at American University specializing in U.S. counterterrorism policy, said it’s not unreasonable for authorities in different places to make different decisions based on the same information.

“There certainly is no uniform approach,” he said. “Los

Ex-offenders need society’s forgiveness SPRINGFIELD – Should people be judged for the rest of their lives by the worst things they have ever done?

I don’t think so.

Our society needs to offer some level of forgiveness and redemption, particularly to nonviolent offenders.

If one breaks the law, a price needs to be paid.

But at some point, society needs to stop extracting its full measure of vengeance.

Employers often are unwilling to hire ex-offenders, but government unnecessarily aggravates the problem.

Here in Illinois, there are at least 118 professions for which government either must or may deny a license to anyone with a felony record.

For example, anyone who aspires to be a barber, boxer, cosmetologist, funeral home director, accountant or roofer can be turned away by the government long after he or she has served time and paid his or her debt to society.

These limitations make little sense for a state seeking to reduce crime and welfare dependency. Those released from prison should be expected to support themselves and their families. But they can’t do this if government makes it even more difficult for them to find work.

Too often, folks leave prison and find themselves unable to find a job because of their criminal record.

I was thinking of that the other day when I read a headline that said former state Rep. Connie Howard was going to prison.

Howard was a respected member of the Illinois General Assembly who worked tirelessly to help offenders.

I dug around in my files and came up with an interview from July 2000.

“At some point, we have to be able to forgive,’’ she said.

REEDER REPORT Scott Reeder “People need to be able to get jobs and move on with their lives. Some people really have a hard time getting work if they always have to put on a job application that they have been convicted of a crime,’’ she told me 15 years ago.

Not much has changed since then.

Now, after serving 17 years in the General Assembly, Howard finds herself in that group she worked so hard to help – felons.

She pleaded guilty to a fraud charge and will report to prison sometime after Christmas to serve a three-month sentence.

About $28,000 she raised ostensibly for college scholarships went instead for personal or political use.

It was a stupid, selfish act.

And she should pay a price for that. In fact, she will most likely lose her state pension in addition to serving her time behind bars.

But it doesn’t erase all the good she has done, nor should it serve as a permanent impediment to her once again becoming a productive member of society. But it probably will.

Throughout Illinois, you’ll find felons who have served their time but who now struggle to support themselves and their families.

Illinoisans should hang their head in shame that nearly 45 percent of offenders released from Illinois prisons will return within three years.

Just as Howard told me a decade and a half ago, our society needs to learn to forgive.

To the Editor: On Nov. 21, the Joliet Noon Lions Club held a pancake breakfast hosting Breakfast with Santa.

Lion John Joseph Honiotes, along with Lion Bobbi Honiotes and Lion Missy Honiotes, were co-chairmen of the event. It was great. Santa took and gave souvenir pictures to many small children and even some older children along with some adults.

A lot of work goes into planning and executing such an event, with many club members cracking eggs, making pancakes, sausages, and cooking, pouring juice, serving coffee, and, of course, cleaning up.

The successful event raises funds for Lions’ support of the sight- and hearing-impaired. Locally, the Joliet Noon Lions Club performs eye screenings, supplies

funds for low-vision clinics, Camp Lions, assisting the disabled, and a host of other civic venues.

By CURT HERRON @shawmedia.com JOLIET – When Ron Lear inherited a girls bowling tournament many years ago while coaching at Morris, he hoped to transform it eventually into one of the state’s best.

Now, as athletic director at Plainfield North, Lear can proudly claim his Strikefest maintains its spot at the top after another successful competition Saturday.

With 44 teams in the field, including nine of last season’s top 12 teams at the state finals, the event at Town & Country Lanes attracted college coaches from around the nation to watch some of the sport’s best competitors.

And in a reflection of how good the teams were in the 23rd annual event, Scott Taylor’s top-five in his Illinoisbowling.net rankings happen to be the top-five finishers at Strikefest.

“This is the best tournament in Illinois, and there’s a reason for that – we have so much great talent here,” Lear said. “We bring teams in from all over the state and also had 30 college coaches here, and that’s exciting. The atmosphere and competition here is fantastic. I’ve had a lot of coaches tell me that there’s more competition here than at the state tournament.

“The Joliet area is one of the best areas that there is, and I think it’s going to be another exciting winter for girls bowling in Illinois. When I took over the tournament, we had eight schools, and now we’ve been at 44 for 11 years, and we have a waiting list of 10 schools. I have a lot of great volunteers, and Town & Country is one of the best centers – and, in my opinion, they should host the state tournament because of the people they have here.”

Defending state champion Lockport edged Joliet West for second place by 10 pins. For the second week in a row, Art Cwudzinski’s Porters were runner-up to top-ranked Schaumburg.

The final total is second-best in school history, ranking behind only Bri Zabierek, who now competes at Nebraska. Also for Lockport, Nikki Mendez was the runner-up at Rock Island.

“We’re doing OK,” Cwudzinski said. “It seems like we were fighting ourselves a bit and had one or maybe two going at a time. And to be struggling all day and to be second really shows how talented the girls are, because this is one of the best – if not the best – tournament.

“We had four going, if not all five, at Rock Island, and we won that one pretty easy. The girls have the talent, so we’ll get the right five out there, and it will happen for them. We’re deep, so it’s my job to figure

out which five are the ones to put out there. We’re going to be fine.”

Joliet West captured top honors at Plainfield Central and its own Grindfest and led Strikefest after four games.

Coach Jeff Bailey likes what he’s seen so far from the Tigers, who will participate in Saturday’s Plainfield South Invite at Town & Country. West is led by Gracie Plese, who was fourth at Strikefest, and Taylor Bailey, who was first at Grindfest.

“I’m proud of the girls’ performance since they gave it their all,” Bailey said. “We

were looking for a few breaks but just couldn’t catch the breaks when we needed them.

But they never gave up and kept fighting until the end, so I’m extremely proud of their third-place finish.

“I’m very excited for the season. You hear about Lockport and some of the other teams and start second-guessing yourself since they’re powerhouses. But the way that we’re competing with them, I feel really confident for the season.

This is a preview to the state championships, so if you keep up with them now, there’s no reason why you can’t keep up with them at state. With this performance, I feel pretty good about our chances of getting a trophy.”

While Plainfield South and Lincoln-Way West bowled well enough during the morning session to advance to the 12team gold division along with Lockport and Joliet West, Minooka fell one spot shy and competed in the silver division. But coach Frank Yudzentis’ Indians not only won that title but wound up posting the sixth-best total of the day.

After taking fourth at Plainfield Central and then placing third at Palatine, Minooka looks to be on the rise as it heads into the Walker and Plainfield South invites. Nora Russell took seventh at Palatine and then placed 10th at Strikefest to pace the Indians.

“Obviously, Joliet West and Lockport are on the top for our area and are the best teams,” Yudzentis said. “We’re really young, starting two freshmen and two juniors and just one senior, and we have the three Russell sisters. Each week we’ve gotten better, and that’s what we’re building on. Each time we come out, we want to learn something, and not just about the game of bowling, but the grind that it can be.

“We have a good group who’s fun to work with and are very receptive. In the end, it’s going to come down if we take the things that we learn and can apply them and we [had] that a little bit today. We’re not at the elite level, but we’re competitive. This is a great sign going forward.”

LOCKPORT – Brett Hespell got one of those gifts that make coaches smile on Tuesday, even though his Lockport boys basketball team scored just 43 points against Sandburg.

All 11 Porters who stepped onto the court collected points, and that helped them to jump out to a big early lead and then withstand a late Eagles rally as Lockport captured a 4337 victory to claim its initial SouthWest Suburban Conference Blue win in three tries.

“We really believe that we have a team full of guys who can go out there and play and contribute for significant minutes,” Hespell said. “There’s not very many teams around that can have 11 guys score in a good, competitive game.

That not only shows our depth, but also our unselfishness. There’s no one on our team that has to have shots; they’re willing to move the ball and to play hard on defense. That’s our foundation.

“Defensive intensity has to be our foundation, and it has been in pretty much every game. Sandburg’s a solid team that’s well-coached, so we knew that they were going to put baskets up. But a concern is our offensive play, since we’re sloppy and inconsistent at times. Sometimes, we lack the focus of what we need to be doing, and we have to get better at that. Part of that is we have a lot of inexperienced varsity players who need to go through that.”

The Porters (5-3, 1-2) scored the last six points of the opening quarter to grab an 11-5 lead, and they remained in front the rest of the way. Although they only made one basket in the second quarter, they led by as many as 11 points and led, 21-14, at the break.

Much of the credit for that goes to Lockport’s defense, which frustrated the Eagles (36, 0-3), who only connected on five of their 21 shot attempts during the first 16 minutes.

of 3-pointers, then Patrick Cooper made a jumper to give the Porters their biggest lead at 29-16 with 5:20 left in the third quarter.

“It was good team basketball,” Credit said. “Everyone scored tonight, and we really moved the ball well and

executed. Every point is important and really helps our attitude and focus toward the game. We knew that when we had the big lead that we had to finish the game. Sandburg is a good team, and this is a tough conference.

“I’m glad we finished with

a win before we go to Pontiac, and hopefully we’ll come out strong there. I’m glad with where we’re at even though we’ve had some tough losses.

We love to share the ball, so we’re always looking for the next pass and don’t rely on one person to score. We all

have a strong bond, work well together and get after each other in practice.”

But then the Eagles started their comeback with Kristijan Ristovski (17 points, six rebounds) hit a pair of treys, and Zak Razik (12 points) followed with another 3-pointer to make it 31-27 with 51 seconds left in the third before Mikolaj Nowobilski (eight points) made a layup to give the Porters a six-point lead heading into the final quarter.

The Porters opened up a 3729 lead midway through the final period on a layup by Casey Schlusemann (four points) but then didn’t score again until the final minute of play.

Sandburg pulled to within 39-37 with 1:06 left on a 3-pointer by Ristovski but then missed its final shots while Matt Smietanski (four points, eight rebounds) knocked down four free throws during the final 26 seconds.

Lockport, who don’t play again until the Pontiac Holiday Tournament, also received five points from Wade Walder and five rebounds from John Meyer.

Ilyayev, who was also honored during the week ending Nov. 15, averaged 23 points, eight rebounds and two assists a game in a pair of wins for the Saints during the week of Dec. 7-13. He also shot 50 percent from the field (13 of 26) and 90.5 percent from the foul line (19 of 21) in the two contests.

Ilyayev totaled 25 points and collected eight rebounds in a 94-78 nonconference win Thursday over Governors State University before registering 21 points and another eight boards in a 91-73 league Saturday victory against Roosevelt University.

St. Francis junior defensive end Tim Smith has been selected to the NAIA Football Coaches’ All-America Team.

A Second Team pick, Smith was this season’s Mid-States Football Association Midwest League Defensive Player of the Year. He ranked fourth in the NAIA with 21 tackles for loss and fifth in the nation with 10 sacks during the regular season. Smith also had three pass breakups and two forced fumbles, as well as an interception, fumble recovery and blocked kick to lead a USF defensive unit that ranked third in the NAIA in scoring defense (15.5) and 13th in total defense (317.9).

USF (8-3) claimed a share of the MSFA Midwest League title with a 4-1 record in conference play and garnered a No. 18 ranking in the final NAIA regular-season coaches’ poll.

After $184M deal with Cubs, Heyward wants to make history

CHICAGO – Outfielder Jason Heyward knows Theo Epstein ended a long championship drought in Boston and understands how epic it would be to bring a title to Chicago’s North Side.

“It’d be a beautiful thing to win a World Series,” Heyward said Tuesday after finalizing a $184 million, eightyear contract with the Cubs, the largest deal in team history. “To do it in this city, it’s a no-brainer that it would be making history. You see what Theo’s done with the Red Sox in 2004 and sort of reverse the curse, kind of set the country upside down.”

After adding pitchers John Lackey and Adam Warren along with infielder Ben Zobrist, the Cubs introduced Heyward at Spiaggia Restaurant, a favorite of President Barack Obama and the same place where they held a news conference for Jon Lester exactly one year earlier after signing the pitcher to a $155 million deal. The Cubs still seek their first Series title since 1908.

“We saw it as a real unique opportunity,” said Epstein, who left Boston in October 2011 to become the Cubs’

president of baseball operations. “We feel like Jason is a real impact player because of how talented he is in all the different phases of the game.”

Heyward has the right to opt out of the deal after three seasons and become a free agent again at age 29, having earned $78 million under the deal with the Cubs. He also has a conditional opt out after the 2019 season, if he has 550 plate appearances that year.

He receives a $20 million signing bonus, payable in four $5 million installments each April 1 from 2024-27.

He gets salaries of $15 million in 2016, $21.5 million in each of the next two years, $20 million in 2019, $21 million apiece in 2020 and 2021 and $22 million in each of the final two seasons.

Heyward has a full no-trade provision through 2018, then during 2019 and 2020 has 12 teams he cannot be dealt to without his consent. If he stays with the Cubs, after the 2020 season he would have the right to block any trade because of he would be a 10-year veteran who has spent five seasons with his current team.

As busy as they have been since then, the Cubs still have flexibility because they did not part with any of their top prospects.

“That does allow us – whether it’s this winter or trade deadline or next offseason – to be I think a threat to make significant trades that can help the ballclub going forward,” Epstein said. “It doesn’t necessarily have to happen the next couple of months. We feel great about the team as it is constituted now.”

The Cubs plan to use Heyward in

center field, with occasional time in right. Corner time is more likely if the Cubs trade Jorge Soler for a center fielder.

An All-Star in 2010, Heyward hit .293 with 13 homers and 60 RBIs last season. He helped St. Louis win the NL Central after spending his first five big league seasons with Atlanta.

The Cubs are counting on him to help strengthen a batting order that includes young sluggers Anthony Rizzo, NL Rookie of the Year Kris Bryant and Kyle Schwarber along with Addison Russell.

Heyward had more lucrative offers.

But the Cubs’ youth and the presence of manager Joe Maddon were two big reasons why he left St. Louis for Chicago even though he does not expect the Cardinals to fade from contention anytime soon.

“I felt like if I were to look up in three years and see a completely different team, that would kind of be different for me,” Heyward said. “Chicago really offers an opportunity to come and really be introduced to the culture by a young group of guys, grow up with them and watch them grow up and still watch myself grow up and have some fun with familiar faces for a long time.”

“We cannot afford to miss on the recruiting cycle,” Bell said.

According to Rivals, Parzych also has offers from Air Force, Butler, Lafayette, South Dakota and Western Illinois. Growing up, Parzych said, he gave very little thought to the idea of playing college football. In fact, after playing football as a youth, he gave up the sport in seventh and eighth grades to focus on travel baseball.

Parzych returned to football as a freshman and started play-

ing on the defensive line. It did not take long for him to make an impact.

“In our ‘Mud Bowl’ game against Providence, I think I had about four sacks,” Parzych said. “It was around then that I started realizing football was the sport for me.”

Over the past two seasons, Parzych totaled 109 total tackles, 51 tackles for loss and 16.5 sacks. And during that time, he was part of the situation that somewhat mirrors the one he would enter at SIU. Paul Forsythe replaced Bert Kooi as Minooka’s head coach just as

Parzych was heading into his freshman season.

“People sometimes don’t realize how much things can change under a new head coach – the staff, the traditions even,” Parzych said.

After enduring losing seasons in each of the last three seasons, the Indians defeated a tough Plainfield North team in Week 9 this season to break into the Class 8A playoffs.

There, they were ousted in the opening round by No. 1 seed Huntley, but it was an ending to his high school football career that Parzych will not

soon forget.

“The atmosphere of playing at Minooka is something you probably won’t find anywhere else. The brotherhood we had, it was just unbelievable,” Parzych said. “I could’ve gone to other schools – I could’ve gone to Joliet Catholic – but I’m glad I played at Minooka.”

Parzych, the starting center for the Indians’ basketball team, credits Minooka assistant Matt Harding – who rose through the ranks of the program as a coach as Parzych was doing so as a player – with being a major force in his growth into the player he is today.

Kevin White to be shut down for remainder of season

The Bears made it official Tuesday by keeping the No. 7 pick on the physically-unable-to-perform list for the rest of the 2015 season instead of activating White to the 53-man roster.

White had surgery to repair a stress fracture in August.

He practiced for the first time three weeks ago and ramped it up to the point where he was working in full pads and in team drills last week. Coach John Fox said the injury is “healed” and that it was only a question of whether White could get to football health.

In talks with the media, White said he hoped to play this season. The Bears certainly needed help at pass catcher, as Marquess Wilson and Martellus Bennett both were put

on injured reserve last week and Eddie Royal just returned from a five-game absence.

White won’t be allowed to full-on practice with the team, but he still can do work with trainers off to the side the remainder of the season.

Fox was asked Monday about the progress he’s seen from White.

“Being in the building with him for some time now, watching him go about his business, even though it’s not actually

on the football field the whole time, we’ve been very impressed with him, the kind of guy he is,” Fox said. “He’s the kind of guy we want in our organization.”

Hood waived: The Bears waived defensive tackle Ziggy Hood and elevated undrafted rookie linebacker John Timu from the practice squad. Hood was signed after Jeremiah Ratliff’s release, but he played in only 37 of a possible 469 snaps.

Timu had a sack and an inter-

ception in the preseason and has appeared in four games playing special teams for the Bears this season.

Practice squad move: The Bears signed defensive lineman Toby Johnson and receiver/tight end Marcus Lucas to the practice squad. Johnson, a 6-foot-3, 312-pound undrafted rookie, has spent time with the Titans and Jaguars. Lucas, listed at 6-4, 235 pounds, spent the 2014 season on the Panthers’ practice squad.

MINOOKA – Blake Parzych never enjoyed the college football recruiting process, so the Minooka senior was happy to end it when he committed to Southern Illinois Carbondale in late October.

At least, Parzych thought the process was over. A 3-8 season by the Salukis led to the firing of head coach Dale Lennon on Nov. 30. Parzych said he still will honor his commitment, but until Lennon’s permanent replacement is named, he is unsure if the offer will still be valid.

“Right now, they have a temporary coach [Nick Hill], and he told me that as long as he’s there, I’ll be there,” Parzych said. “My choice wasn’t about the coaching staff because I knew that, at any point in time, that could change. My choice was about the best fit for me, and that is still [SIU]. But at the same time, I am talking to other coaches and keeping my options open, and we’ll see what happens.”

At a Dec. 1 news conference, SIU athletic director Tommy Bell said he hopes to have a permanent coach in place by Christmas. Bell said at the time that 11 recruits had committed to the school, but that with 85 returning student-athletes, there is not a need for a large recruiting class. At the same time, he deemed recruiting as a reason to fill the vacancy

Northwestern routs MVSU behind Alex Olah’s 21 points The ASSOCIATED PRESS EVANSTON – Alex Olah scored 21 points and had 11 rebounds to lead Northwestern to a 78-48 win Tuesday over Mississippi Valley State.

Bryant McIntosh added 14 and Tre Demps had 13 for the Wildcats, who have won six straight and received three votes in this week’s Top 25 poll. Northwestern improved to 9-1 for its best 10-game start since the 2011-12 season, when the Wildcats also started 9-1.

Olah scored 16 of his points in the first half while making all six of his attempts during the opening period. He scored 11 of the Wildcats’ first 15 points, sending him to his second productive offensive game in the last three.

Against Southern Illinois Edwardsville on Dec. 5, Olah produced 21 points before scoring just nine against Chicago State on Sunday. He hit eight of 11 shots Tuesday in his second double-double of the season and 10th of his career.

The Wildcats took control in the first 20 minutes, and a two-handed dunk by Olah with 8:45 left in the half gave Northwestern a 2615 lead and their first double-digit advantage.

Northwestern led, 37-27, at halftime and never trailed.

Nathan Taphorn’s basket with 7:17 left in the second half increased Northwestern’s lead to 64-44.

Marcus Romain scored 14 and Isaac Williams added 11 for MVSU, which plays its first 14 games away from home. The Delta Devils (0-12) don’t host a game until Jan. 4, when they face Arkansas-Pine Bluff.

MVSU lost by a double-digit margin for the third straight time and the fifth time in six games. The Delta Devils were just 20 of 69 from the floor.

Varlamov was sharp when needed in earning his 19th career shutout and third against the Hawks. But for most of the game, Colorado limited the Hawks’ chances – and Kane.

Kane’s franchise-record streak was the longest since Mats Sundin’s 30-game stretch in 1992-93. The Hawks’ right wing had 16 goals and 24 assists during the run, and has points in all but three of the Blackhawks’ 32 games.

DIRTY SNOWBALLS Start to finish: 30 Makes 48 cookies 1 cup almond butter 1 cup honey ½ teaspoon kosher salt 3 cups crispy puffed rice cereal 2½ cups shredded sweetened coconut, divided In a medium pan over medium-high, bring the almond butter, honey and salt to a simmer. Cook, stirring constantly, for 2 minutes.

Remove from the heat and stir in the cereal and 1 cup of the coconut. Allow to cool until just warm so it is easily handled.

Roll the mixture into 1-inch balls, then roll each ball through the remaining coconut, squeezing gently to stick the coconut to the balls. Set aside to cool. Store in an airtight container at room temperature for 1 week.

Set 2 sheets of waxed paper on the counter, then scoop half the dough onto each. Using slightly moistened hands and the paper to help, form the dough into logs about 2 inches in diameter and 8 inches long.

Wrap the paper around the dough. Smooth the paper and twist the ends. Refrigerate for 2 hours.

Heat the oven to 350 degrees F. Line 2 baking sheets with kitchen parchment paper.

Unwrap 1 log of dough and slice into scant ¼-inch-thick rounds. Turning the log as you cut it will help to keep

the round shape.

Arrange the on the prepared pans, leaving 1 inch between the cookies. Bake for 9 to 11 minutes, or until just starting to turn golden around the edges. Allow to cool on the pan for 5 minutes, then transfer to a cooling rack to finish cooling. Repeat with the remainder of the dough.

Once the cookies are cool, make the glaze. In a small bowl, stir together the powdered sugar, milk and corn syrup. Spoon or pipe a small amount of glaze over the tops of each cookie, then immediately sprinkle with the crushed fruit pieces. Allow to set up completely, then store in an airtight container at room temperature for 1 week.

In a medium saucepan over medium, combine the sweetened condensed milk, cocoa powder, 1 tablespoon of butter, the instant coffee, molasses, ginger, cinnamon and cloves. Cook, stirring constantly, for 10 to 12 minutes, or until thickened. The mixture should hold a line when you drag your spoon through it. Stir in the crystallized ginger, then pour into the buttered bowl and allow to cool.

Once the mixture is cool, use buttered hands to roll the mixture into ¾-inch balls, then roll through the crushed gingerbread or pistachios. Serve in small cupcake papers. Can be refrigerated for 3 weeks in a tightly sealed contained.

Some years ago, Mike Lawrence, who has three gold and three silver world team championship medals, wrote several excellent books. Most were about bidding, and in recent years he has updated and republished them. The latest two are “Tips on Bidding” and “Tips on Competitive Bidding” (Master Point Press).

In each, you get sound advice, and also information about rarely covered topics. For example, the chapter entitled “Overcalling in a Four-Card at the One-Level” runs to 28 pages.

There are almost no full deals, but the one in today’s diagram included a card-play point.

South gets to four hearts after West opens one no-trump, showing 15-17 points. West leads the club ace, cashes the club king, and gives his partner a club ruff. East shifts to the diamond 10. After winning with his ace, how should South proceed?

North’s two-club overcall was the Landy convention, showing both majors. South’s three-heart jump advance was game-invitational.

Lawrence gives only the skeletal bids of five of the most popular methods for competing against one no-trump. Sensibly, he spends far more space discussing what you need to act.

South has to play the trump suit without loss. The key is to count the high-card points. Declarer can see 25 points between the dummy and his hand. West, who promised at least 15 points, must have everything. South should lead his heart 10 and run it after West plays the six. The finesse is sure to win.

• If your T-score is minus 2.5 or less, you have osteoporosis, even if you haven’t yet broken a bone.

Dear Dr. K: I’m 65, and my doctor says it’s time for me to be screened for osteoporosis. But isn’t this condition painful?

Dear Reader: Osteoporosis is a condition in which bones become less dense, weaker and more likely to break. But unless it leads to a broken bone, osteoporosis is not painful.

Osteoporosis is a disease that causes no symptoms for many years – until it suddenly does. And “common sense” leads many people to ask why they should bother to have tests to diagnose it, or treatments to improve it, if it’s not causing any symptoms. The answer also is “common sense”: so it never will cause you symptoms.

Most people with undiscovered and (therefore) untreated osteoporosis have never had a fracture. That means they’ve had no symptoms related to their weakened bones.

The gold-standard screening test for osteoporosis is “dual energy X-ray absorptiometry” (DEXA). For this procedure, a machine sends X-rays through bones in order to calculate how dense the bones are.

The density of bone is determined in large part by the amount of calcium deposited in the bone.

The process is quick, taking only five minutes.

And it’s simple: You lie on a table while an imager passes over your body.

DEXA can measure bone density at the spine, hip, wrist or total body.

The DEXA scan or ultrasound will give you a number called a T-score.

This number represents how close you are to average peak bone density in the population at large. T-score results are interpreted as follows: • If your T-score is minus 1 or greater, your

Dear Abby: I always have struggled with a lack of self-esteem and confidence.

I would like to get breast implants. It’s not to seek attention or anything; it’s merely to feel better about myself. Clothes don’t fit me properly, and I am embarrassed.

My boyfriend is completely against it. He says he doesn’t want to be with a fake person, even though I have tried in vain to tell him I’ll be the same person on the inside. He also has threatened we will have relationship problems if I have the surgery done.

In restaurants, veggies and pasta or a veggie wrap are pretty much a go-to. At family functions (weddings, showers), I bring my own non-dairy milk and butter and try not to call attention to myself. When someone (inevitably) notices, the questions begin, which I don’t mind.

What I do mind, however, is the hostility I encounter. “What makes you think you’re better than the rest of us?” is the most common comment. I don’t think I am, and I certainly have never implied it.

I need a response that won’t fuel the fire and will allow me to eat in peace.
