JOLIET – Will County Engineer Bruce Gould on Wednesday directed consultants to outline additional cost estimates and a detailed timeline required to re-evaluate alternatives to a proposed new highway that would link Caton Farm and Bruce roads to a new bridge over the Des Plaines River more than six years ago.

In the meantime, Gould said he also would arrange a meeting involving local stakeholders and Illinois and federal transportation officials to hash out whether an interchange at Interstate 355 for north-south traffic to 159th Street is achievable with federal highway dollars.

we do as far as an alignment is concerned, if we’re going to modify it,” Gould said during Wednesday’s meeting of the Transportation Corridor Committee.

Since the plan was approved more than six years ago, there has been some turnover within the committee – which is comprised of representatives of local communities – and opposition against the selected route, known as the Middle Alignment, has grown.

Representatives of several communities – including Homer Glen, New Lenox, Lockport, Crest Hill and Joliet as well as Homer, Lockport and Plainfield townships – have urged the county to re-evaluate the plan and the state to hold off its approval of the Phase I study.

Wednesday’s committee meeting was scheduled to consider the next steps, but it quickly became a free-forall when project manager Christina Kupkowski had to

repeat herself several times after some audience members refused to believe her statements that federal dollars can’t be used to create an interchange at I-355.

If the committee wanted to go that route, it would be considered a new project and work would have to start from scratch, she said.

Lockport Mayor Steven Streit said he would like to talk to the Federal Highway Commission before taking I-355 off the table.

“Hey, I respect you. You’re an engineer. You look at the rules. But I’m a politician.

I’m supposed to talk to other politicians and see if I can make things happen,” Streit said. “And so this is a matter of having a conversation and saying, ‘Listen, this is a way we can save millions of dollars to not have to build a new road, to use an existing road. ... I’d like to have the conversation before I throw in the towel.”

The Federal Highway Administration was quoted in an Aug. 5 memo stating “any change in the logical termini would result in the project being considered a ‘new project’ and the federal-aid process would need to start over from the beginning.”

Studies to evaluate the impact to traffic patterns at Bruce Road would cost about $100,000; a re-evaluation of a north-south connector would cost about $90,000; and if an alternative route is selected, additional detailed environmental and design studies would need to be completed and could cost $300,000, according to the memo.

Shootings down at Fairview Homes

By BOB OKON bokon@shawmedia.com JOLIET – Police believe increased patrols had an impact in stopping the shootings that broke out in late summer at the Fairview Homes housing complex in Joliet.

Police stepped up patrols after two people were shot to death Aug. 23 and Sept. 13 at the complex operated by the Housing Authority of Joliet. Then on Sept. 21, three people were shot in a single incident.

No one has been shot since Sept. 21, police said.

But police and the Housing Authority still are working on enhanced security cameras, as well as improved lighting in and around Fairview.

“We believe that the additional patrols have been effective in deterring crime in the area,” Joliet Police Chief Brian Benton said.

More officers were assigned near Fairview. The police add-

ed foot and bike patrols, while putting officers in the area at different times to make the patrols less predictable, Benton said.

“We basically saturated the area at different times on different days,” he said.

There have been 43 incidents of shots fired at Fairview this year, according to police.

One issue that arose after the two homicides was the need for an improved camera security system at Fairview.

“It’s an antiquated video camera system,” Benton said.

“We either have to add cameras or create a portable system.”

Fairview security was discussed this week at a meeting of the Joliet City Council Housing Authority of Joliet Liaison Committee. The mayor appoints Housing Authority members, but the agency operates independently with funding through the U.S. Department of Housing and Urban

Development.

The Housing Authority has hired two consultants to provide advice on enhanced camera security, said John Chow, chief of development and operations.

One problem that has arisen, however, is inadequate lighting.

“You’ve got to have consistent lighting for the camera to capture the image,” Chow said.

He said streetlights in the complex are being shot out and constantly are being replaced.

But another problem is most of the lights on the streets that surround Fairview are not working.

“We don’t control the perimeter lighting. That’s ComEd,” Chow said. “They’re 90 percent out.”

Alfredo Melesio, director of neighborhood services for Joliet, said he would check out the lights around Fairview and put in a complaint to ComEd for those that don’t work.

City Center Partnership promotes downtown

By BOB OKON bokon@shawmedia.com JOLIET – The City Center Partnership, a group aimed at bringing business and activity to downtown Joliet, is attempting to take on a stronger economic development role at a time when it may not get the staff to do the job.

The partnership, formed in the 1980s after retailers moved out of downtown to indoor malls, is without an executive director – and may not get one.

Mayor Bob O’Dekirk said the city may use tax dollars that now go to the City Center Partnership to hire an economic development director for the city, a move that could take away money that would pay for an executive director at the partnership.

“I don’t think they’re going to hire an executive director,” O’Dekirk said. “We know we’re going to hire an economic development director. We’re

not going to have two. We’re not going to have one for the City Center and one for the rest of the city.”

But that’s not the plan at the City Center Partnership, which has a staff of three, including an interim executive director who has been in that spot since Pam Owens left in June.

Executive search

The City Center Partnership may be better known for staging events, including Race Fan Rally and farmers markets, than playing a role in bringing business downtown.

“But the objective we’ve had in the past couple of years has been, while retaining that event and marketing role, to be active in economic development,” said Rod Tonelli, board chairman at the City Center Partnership.

“That was the intent when we hired the last executive director,” Tonelli said. “When

our last executive director left for another position, that slowed down the process. But that is the intent going forward.”

Going forward may be challenging if city officials don’t want the City Center Partnership to have an executive director.

Tonelli said there are two candidates for the executive director’s job. He would not say hiring has been put on hold, but did acknowledge some things will have to be cleared up at City Hall.

“I think it’s important that we do the follow-up with city leadership,” he said.

JOLIET – The Joliet City Council plans to work on the Downtown Plan presented last week before approving it.

The Downtown Plan developed by the Camiros consulting group included an emphasis on the City Center Partnership taking a stronger role in economic development downtown.

The council plans to rearrange priorities in the plan before approving it.

The Downtown Plan was on the council agenda for approval this week. Instead, the council sent the plan to its Economic Development Committee for review.

A couple of council members echoed Mayor Bob O’Dekirk’s past criticism of the plan for its lack of cost estimates on recommended projects, including the redevelopment of Chicago Street and the creation of a downtown park.

“I was disappointed as

well that we didn’t have any costs attached to it,” Councilwoman Bettye Gavin said when the council discussed the plan Monday at its workshop meeting.

Councilwoman Jan Quillman said the plan offered nothing new for the city.

“I’m looking at this plan, and it really isn’t any different from any plan we’ve had before,” she said.

While council members said they wanted to reexamine the priorities, there seemed to be agreement that reconnecting Chicago Street, now separated by a courthouse parking lot, and redeveloping the street was a major goal.

City Manager Jim Hock said city staff also had some recommendations they wanted to add to the plan.

“What you’re really doing is providing feedback to staff,” he said. “What are the top priorities? What should staff be working on?”

Joliet D-86 proposes tax levy

JOLIET – Joliet Public Schools District 86 officials plan to ask for about 3.5 percent more in their proposed tax levy than they expect to receive.

District officials are requesting about $32.2 million under the tax levy, according to a presentation given Wednesday by E. Wesley Russell, assistant superintendent for business and financial services, at the Board of School Inspectors meeting.

Revenue from the levy pays for various funds such as education; tort; special education; operations and main-

tenance; and transportation.

The requested levy is 3.5 percent more than what district officials expect to receive, which they anticipate will be closer to about $31 million.

Including bond and interest, the anticipated revenue under the proposed levy is $39.4 million.

According to Russell’s presentation, school districts typically request more than what they expect to receive in their levy to capture all potential growth in property values and new properties and to also avoid revenue losses.

The $31 million in anticipated revenues will be $361,875 more than the levy from last year.

ticipates revenue decreases in the tort, special education and IMRF funds under the proposed levy. The tort, special education and IMRF funds are expected to decrease by $2,921, $11,429 and $116,553 respectively.

The district does not plan

to levy for life safety funds.

Russell said they did not levy for the fund last year or this year but they expect to do so next year.

“We have enough fund balances to take care of our life safety projects. Most of our huge life safety projects were done years ago,” Russell said.

Board inspectors plan to vote on a resolution for the estimated levy at the Nov. 10 board meeting.

Some board inspectors had concerns about potential property tax freeze legislation from the state. Russell said legislation has yet to be decided but said “if that freeze happens, it will affect us all.”

Trustees hear plan for Blain’s Farm and Fleet development

By VIKAAS SHANKER vshanker@shawmedia.com ROMEOVILLE – More plans for the Blain’s Farm and Fleet development were revealed at the Romeoville Village Board meeting Wednesday night, including a drive-in service for customers needing a popular item.

The Village Board were presented with concept plans for the development at the southeast corner of Weber Road and Airport Road, which Mayor John Noak said is on an aggressive timeline.

“This corner had a lot of hurdles,” Noak said, adding the discount retailer is set to start construction in March and open next fall. “It took a company and a family to be able to take on this corner.”

On top of news of the 122,000-square-foot facility and seven outlots breaking last week, Neal VanLoo, the operations director for Blain’s, revealed some more details about the store.

A drive-thru will be situated along the south side of the building. The drive-thru will be used for a new service allowing customers whom are just looking to buy a popular item, such as road salt or fertilizer, to drive-up, order, have the product loaded and leave without

getting out of their car. “[The service is] another feature only a couple [of] locations have,” VanLoo said.

An auto center will be on the north side of the building with a drive-in garage. Space behind the building will be used to store heavy products and overstock of bulk items.

Another unique addition to the development is the location of the water detention basin

right at the intersection corner. The placement is unusual to traditional development planning, Community Development Director Steve Rockwell said.

But VanLoo said the 15- to 20-foot elevation change between the southeast and northwest corners of the development strained the placement of the pond.

“Staff is working to make

sure the pond is attractive,” Rockwell said.

Trustee Joe Chavez said people in and outside Romeoville have been enthusiastic about Blain’s coming town.

Trustees also praised the retailer for being a family-owned business.

“That says a lot too,” Trustee Dave Richards said. “You’re truly investing the family’s money.”

Jefferson Street bridge reopens in Joliet

By BOB OKON bokon@shawmedia.com JOLIET – The Jefferson Street bridge reopened about noon Wednesday.

Illinois Department of Transportation spokesman Guy Tridgell said in an email painting work for this year was completed because of a “fortunate stretch of very mild weather,” but the job will have to be finished in the spring.

The schedule for reopening has been changing quickly in the past several days.

Tridgell last week told The Herald-News there was no end

date planned for the bridge painting and work would continue this year while weather allowed. However, he did say it was likely work would have to continue in the spring.

On Wednesday morning, he said the bridge would be open by the afternoon with paint work “wrapping up” on the east leaf of the bridge.

Work will resume in the spring on the west leaf.

The paint job only involves the bottom half of the bridge.

The leaf is the steel surface that motorists drive on. The work started in July with completion originally scheduled for mid-October. But the

schedule has been set back by needed repairs found once the job started, Tridgell said.

He did not give a date for when work would resume.

But Joliet Public Works Director James Trizna told the City Council on Tuesday he had received a call from another IDOT official that day and was told work was targeted to resume April 4.

Trizna said he had been told IDOT was looking to reopen the bridge by the end of this week.

The bridge crosses the Des Plaines River and is one of the entry points into the downtown area.

Kentucky murder suspect arrested Monday in Joliet

Joliet Police Deputy Chief Al Roechner said Paducah officers contacted Joliet police Monday and asked for assistance locating Andy McAmis, 51.

“They held a warrant for McAmis’ arrest on murder

charges carrying a $250,000 bond,” Roechner said. “They believed he’d come to Joliet because he has a friend here and we took him into custody as he was exiting Andy McAmis the MorningStar Mission on East Washington Street.”

McAmis was booked into

the Will County Jail and is expected to be extradited to Kentucky.

According to the Western Kentucky Star, McAmis and Harold Bone, 56, had an altercation Friday in a downtown Paducah plaza and Bone’s body was discovered hours later.

“Investigators said the victim and suspect were homeless men who got into a dispute,” Roechner said.

Lincoln-Way watchdogs raising money for legal action

By FELIX SARVER fsarver@shawmedia.com NEW LENOX – A watchdog group opposed to Lincoln-Way High School District 210 officials’ August decision to close a school plans to take legal action against the district.

But first the Lincoln-Way Area Taxpayers Unite group is gathering funds to hire legal counsel. The group put together an online fundraiser with a goal of collecting $20,000, with $5,000 to go toward retaining legal counsel and the rest to pay for additional legal fees as well as educational materials.

By late Wednesday afternoon $5,025 had been raised.

Liz Sands, a LWATU member, said the group plans to pursue legal action against Lincoln-Way to halt the closing of North High School. The Board of Education decided in a 5-2 vote Aug. 13 to close the school – one of four within Lincoln-Way – to reduce multimillion-dollar deficits in the district budget.

She said the group has spoken with half a dozen law firms and lawyers, but didn’t name which it would hire.

Lincoln-Way Board President Kevin Molloy said even though board members were disappointed in having to close North, the decision was made and the transition process to move students and assign staff for the remaining three high schools has begun.

“We know we have our work ahead of us moving forward so that we’re not closing another school in the next three to five years and we’ll do the best we can to have three schools moving forward,” Molloy said.

Superintendent Scott Tingley said they received notification of potential litigation from the watchdog group. Tingley said district officials were under advisement from their legal counsel to continue listening to them but refrain from providing feedback.

Sands said the group sent a letter two weeks ago stating members wanted to work with district officials to prevent a school from closing and they did not want to have to take legal action.

She said LWATU has done research to come up with a community deficit reduction plan that would find ways to reduce Lincoln-Way’s deficit through cuts, fee raises and outsourcing rather than closing a school.

She also said the group is researching the idea of a reorganization of school districts in the Lincoln-Way area – which covers New Lenox, Frankfort, Manhattan and Mokena – that would reduce taxes while keeping all four high schools open.

Snow contract reaction

Several residents and village officials praised the village for overhauling its bidding process for snowplow service, especially during severe weather.

On Monday, the village approved up to seven contractors for plowing the snow, doubling the number of vehicles in the fleet and avoiding a situation where the village would need to add a significant number of workers to its staff.

The changes also stress better communication between village officials and the snowplow operators during heavy snow events.

A resident, one of many whose streets were plowed late during a February blizzard, asked if there was a way to measure metrics and hold contractors responsible so they could be dropped for the next season.

Persons said a paragraph in the snowplow contract addresses communication issues, but there was no specific evaluation form.

“We have a meeting with the contractors before the snow event, and a meeting again after the snow event,”

Persons said. “We will talk about response and evaluation.”

PLAINFIELD – The Route 30 closure between Route 59 and Renwick Road in Plainfield may open before Thanksgiving, according to a construction update heard Wednesday morning at the Coffee with the Mayor event.

Three lanes of traffic are expected to open after construction on Route 30, according to a resident close to the project.

Director of Public Works Allen Persons and resident Ed Arter updated the village during the public meeting, which was rescheduled to Wednesday from its original second-Wednesday-of-themonth time because next Wednesday is Veterans Day. “I know the curb crews are out in full force,” Arter said. “Open all three lanes, that should be done before Thanksgiving.”

Arter, who frequents public government meetings in Plainfield, lives near the stretch of Route 30 that has been closed since July. Traffic was rerouted to Renwick Road. Arter said he has been following up on the daily updates from the Illinois Department of Transportation, which is working on the improvements. “[Contractor] Deconstruction has been working about every day, including Saturdays,” Persons said.

Arter said there are about

two weeks left on the improvements for this construction season. By the time it’s complete, Route 30 will be open, but the planned multi-use paths, asphalt and landscaping will have to wait until the spring.

Cleveland Grimes sentenced to 8½ years in prison

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A Lockport man with an extensive criminal history was sentenced Wednesday to eight-and-a-half years behind bars.

Cleveland V. Grimes, 42, pleaded guilty in March to one count of delivery of cocaine and one count of unlawful use of a weapon in exchange for having five other charges connected to his 2010 arrest dismissed. Grimes faced up to 30 years in prison after the dismissal.

“I’d like to apologize to the court for this taking so long,” Grimes, dressed in a

gray plaid suit and shoes that matched his scarf, told Judge Edward Burmila at the Will County Courthouse in Joliet.

“It is what it is.

I understand I’ve got to [serve Cleveland time]. I did what V. Grimes I did.”

In October 2010, the Joliet Narcotics Unit had an undercover informant wearing a body wire meet with Grimes to buy $1,200 worth of cocaine, prosecutors said. Two months later, police searched Grimes’ then-home in Bolingbrook and found a 9 mm Luger he admitted was his.

Grimes’ history of incarceration goes back more than 20 years to when he pleaded guilty to the March 1993 shooting of “a rival gang member’s car” and was sentenced to three years in prison. He has multiple convictions for criminal trespass to a vehicle and unlawful use of a weapon, and six pages of traffic offenses on his court record.

Grimes was tried for murder after an 18-year-old man was slain in August 2007 inside the One-Stop Liquor & Bar in Joliet Township, but jurors decided he’d acted in self-defense while other patrons were shooting at him.

Grimes said Wednesday he

has put his violent past behind him and will use his time in prison to “get rehabilitated.”

Grimes has been taking cooking classes and wants to return to working as a sous chef when he’s released, he told Burmila.

Grimes will be eligible for parole after serving four years of his sentence.

“None of us are getting any younger and if your life continues as it has, you’ll wake up one morning to find you’re going to be spending the rest of your life in prison,” the judge cautioned Grimes.

Grimes waved to the two men who’d accompanied him to court and was taken to the Will County Jail by a sheriff’s

deputy who needed to link two pairs of handcuffs to secure Grimes’ large hands and wrists. Grimes will be transferred to the Department of Corrections, but will return to Burmila’s court in January for an unrelated case.

In October 2014, Grimes was charged with aggravated battery to a police officer, resisting arrest and driving under the influence of alcohol after being stopped by officers from the Will County Gang Suppression Unit who were searching his friend’s house, according to reports. Grimes said he was not the aggressor in the confrontation with police.

Double-digit leaps in insurance rates in parts of Illinois

JOHNSON The Associated Press CHICAGO – Insurance prices in parts of Illinois are spiking by more than 20 percent on the marketplace that’s a cornerstone of President Barack Obama’s health overhaul, according to an analysis Wednesday by the state’s Department of Insurance. In the most detailed look yet at 2016 rates, regulators reported eye-popping increases in some counties.

Eighteen counties in northern Illinois are seeing increases on the lowest cost silver plans of more than 20 percent, the report shows. In Rock Island, the lowest cost bronze plan climbed 39 percent from a $129 a month plan offered in 2015 by Blue Cross Blue Shield of Illinois to a $180 plan offered in 2016 by United HealthCare.

“Confused, shocked, astonished,” said northeastern Illinois insurance broker James Hodgdon, describing client reactions. “They were having difficulty affording it before the increases.”

Last week, statewide increases of 5 to 6 percent reported by both Illinois and the federal government were more palatable. Price dips in Chicago were masking big increases elsewhere, the new report reveals.

In Chicago, Celtic Insurance, a new entrant to the market, brought prices of the lowest cost bronze plan down by 4 percent and by 8 percent for the lowest cost silver plan. A 21-year-old in Chicago can get a Celtic bronze plan for about $128 a month and a Celtic silver plan for about $152 a month, before cost-lowering tax credits.

Those are the lowest prices in the state. Southern Illinois has the highest prices. A 21-yearold there will pay $214 monthly for the lowest bronze plan, before tax credits, or $246 monthly for the lowest cost silver plan that’s available.

Even before the health law, prices varied a lot by region.

Insurance carriers take into account differences in medical

costs and how often people go to the doctor.

What’s new is insurers are refining past assumptions about who would enroll and how sick they would be.

“The people who have the biggest rate increases probably had a good deal in the past, which isn’t going to make them any happier,” said Dave Axene of the Society of Actuaries, who reviewed the Illinois report.

Odor in Romeoville not toxic, result of compressor shutdown at Citgo refinery

By VIKAAS SHANKER vshanker@shawmedia.com ROMEOVILLE – A foul odor in the air Wednesday morning in Romeoville was the result of flare gas expulsion at the Lemont Citgo refinery coupled with foggy weather, according to a news release from Citgo.

The smelly gas wasn’t harmful to residents, Village Manager Steve Gulden said.

Gulden said the village received several phone calls that morning regarding the stench.

the refinery “experienced small-volume flaring due to the shut-down of a flare gas recovery compressor at approximately 12:40 a.m.

[Wednesday].”

When the compressor shuts down, a small amount of gas is diverted to a flare stack, which pushes the gas up and away from the ground, according to the news release.

The flare gas recovery process operated normally.

But the morning’s fog and weather conditions suspended the gas odors at low levels. The compressor started

working about 5:20 a.m., according to the news release.

“It’s not harmful or toxic,” Gulden said. “It’s no danger to residents whatsoever.”

The foggy weather caused the pungent odor to spread to multiple surrounding municipalities. Gulden said Citgo officials told him there also were reports of the smell from residents in Lemont, Downers Grove and Burr Ridge.

Citgo officials are conducting an investigation to determine the cause of the shutdown, according to the news release.

The City Center Partnership helps fight the perception problem that downtown merchants face from customers wary of the downtown area, Golobitsh said.

“That’s the biggest problem,” he said. “I’ll get calls, and people will ask if it’s safe to park in the lot. We’ve never had a problem.”

Golobitsh said special events help bring new people downtown and make them comfortable with the area. And he’s not sure the city would take on that role if the City Center Partnership is weakened.

But he would like to see city officials more involved with the partnership.

“With the events they sponsor, that’s a great positive,” he said. “I don’t think the city has anyone on the payroll doing that. Really, the partnership should continue – as long as we get more participation from the city.”

It’s the way it always has worked, but it could be tested in the coming year. The Special Service Area that set up the City Center Partnership is up for renewal in 2016.

“We’ve contributed over 20 years to that Special Service Area with tax dollars,” said George Buck at Werden Buck Co., a brickyard that has been downtown for more than 100 years.

Buck is a member of the Owners and Managers Association, which is an arm of the City Center Partnership that includes people who own property downtown. Even so, Buck has mixed feelings about the City Center Partnership’s impact downtown.

“Maybe it’s stabilized downtown,” he said. “There are things that are happening.

But it isn’t a commercial center.”

OBITUARIES MARLENE MARY ANCEL Marlene Mary Ancel (nee Smith), age 82, entered into eternal life on Saturday, October 31, 2015, surrounded by her loving family.

Marlene is survived by her loving children, Karen (Patrick) Briscoe, Randy (Gabriella) Ancel, Nancy Ancel Mitok, and John (Jodi) Ancel; cherished grandchildren, Michael (Michele) Briscoe, Jeff (Lizzy) Ancel, Christine (Neil) Hodge, Kelley (Chuck) Hill, Jamie Eskridge, John J. Marlene worked at Sunny Hill Nursing Home for 10 years in the activity department. She also catered at St. Joseph Park for 23 years with a couple of her closest friends, Dolores Suhadolc and Evelyn Mauro. Marlene was a member of the Altar and Rosary Society, Will County Seniors, as well as Wednesday and Thursday Seniors at St. Joseph Park. She was a longtime parishioner at St. Joseph Catholic Church in Joliet and found peace attending mass on Sunday and adoration chapel during weekday afternoons. Marlene enjoyed bowling and attending picnics at St. Joe’s Park. Some of her fondest memories of spending time with family and friends were formed in the backyard of Dick and Jo’s house on Clement St., where music, food, beer, and love were shared. Marlene’s family and friends meant the world to her.

Spokesman Anthony Guglielmi said the FBI informed Chicago police Wednesday the remains found in the Garfield Park lagoon on Chicago’s west side were that of 2-year-old Kyrian Knox of Rockford.

Budget impasse darken Capitol dome Christmas lights

SPRINGFIELD – The lack of a state budget means there won’t be Christmas lights on the Illinois Capitol dome this year.

Secretary of State Jesse White’s office said Tuesday it will skip the annual tradition because the lights are an unnecessary cost.

White spokesman Dave Druker said not stringing the lights will save about $7,300.

Workers have hung 260-foot strands of lights on the Capitol dome every year since the 1960s.

The office hasn’t decided yet if it will decorate inside the Capitol. It

usually puts up a Christmas tree and menorah in the rotunda.

“While the lights add color to the Capitol landscape and are a nice tradition, the fact of the matter is the lights are nonessential and the Secretary of State’s office is cutting back wherever possible to save money,” White spokesman Henry Haupt said. “Resources need to be maintained to continue providing customer service and essential services. We look forward to the return of the lights next holiday season.”

It normally takes a crew of 12 workers up to three hours to install the lights. The strands use 25-watt bulbs. White’s office said two years ago that LED bulbs may be used but there was no timeline for the change.

Democrats lost more ground in legislatures and governor’s mansions, raising questions about the party’s strength when President Barack Obama’s name isn’t at the top of the ballot. Democrats still have important demographic advantages in the states that often determine presidential elections, but the party is struggling in power centers outside Washington that influence policy and steer congressional redistricting.

The GOP is casting its victory in the Kentucky gubernatorial race as a blueprint for how Republicans can run successfully against Obama’s signature health care law.

But the elections weren’t all good news for the Repub-

licans. For party leaders anxious about Donald Trump and Ben Carson’s lead in the GOP presidential primary, the win in Kentucky for Matt Bevin – a wealthy businessman who has never held political office – could be a sign many voters are serious about electing outsider candidates.

Party leaders are skeptical that outsiders’ rebellious appeal will be sufficiently deep and lasting to send such a candidate to the White House.

“We’re at this interesting moment where clearly there’s a lot of frustration in the electorate, which means voters are going to be more volatile,” said David Winston, a Republican pollster.

To be sure, off-year elections are imperfect predictors of presidential contests. Turnout is far lower and the voters who do show up tend to be older and less diverse, favoring Republicans.

Still, Tuesday’s contests across the country are being scoured for signs of the electorate’s mood less than three months before the lead-off

Iowa caucuses.

For Democrats, results in Kentucky, Virginia and elsewhere were part of a troubling pattern. Since Obama was elected in 2008, the party has lost 12 governorships and more than 900 state legislative seats, ceding control of 30 legislative chambers. On Capitol Hill, Democrats have given up control of both the House and Senate.

The fresh losses raise serious questions for Democrats about how the party will fare next year when Obama isn’t on the ticket. It’s also raising questions about where Democrats will draw their next generation of leaders.

The Democratic defeats have implications for policies as well as politics. While most Democratic governors have expanded their states’ Medicaid coverage under the federal Affordable Care Act, several Republicans have resisted, including in Florida and Texas. Democratic Virginia Gov. Terry McAuliffe tried to expand Medicaid but was blocked by Republicans.

In a prepared statement, Fox Lake Village Administrator Anne Marrin said the village government wants everyone who was involved in illegal activities with Gliniewicz to be prosecuted.

FOX LAKE – Police Lt. Joe Gliniewicz was not killed in the line of duty but committed a “cleverly staged” suicide out of fear of getting caught stealing from the police youth group he led, investigators revealed Wednesday.

Investigators said Gliniewicz, a 30-year veteran of the force, had been stealing from the Fox Lake Police Explorer Post 300 program for at least seven years, using the money for personal expenses such as personal loans, gym memberships, travel and visits to adult websites, Lake County Major Crimes Task Force Cmdr. George Filenko said.

Gliniewicz, whose Sept. 1 death sparked a fierce manhunt for the killers and a national outpouring of grief, shot himself twice with his own .40-caliber service weapon after radioing in a call to investigate three suspicious men.

“Gliniewicz committed the ultimate betrayal to the citizens he served and the law enforcement community,” Filenko said.

Filenko said that Gliniewicz, 52, used his experience staging mock crime scenes for children learning about police work to make the scene look like he died in an ongoing struggle.

Gliniewicz left a trail spanning nearly 300 feet of his pepper spray, baton and glasses behind him, investigators said.

“This was an attempt to mislead first responders and individuals into believing this was a homicide scene,” Filenko said.

The theft investigation also has revealed involvement on the part of two other people, whom Filenko did not name because the case still is open. Investigators would not comment on questions about the involvement of Gliniewicz’s wife in the laundering scheme.

Investigators also said Gliniewicz improperly obtained federal surplus equipment available to police officers, such as helmets and cots. He was the sole signator on the Explorer’s account, investigators said.

Task force spokesman Chris Covelli said the Lake County Sheriff’s Office and the Department of Justice would handle the ongoing investigation.

In the end, law enforcement was searching for three suspects who didn’t exist in the shooting death of Fox Lake Police Lt. Joe Gliniewicz.

In the end, Gliniewicz “committed the ultimate betrayal” and carried out what Lake County Major Crimes Task Force Cmdr. George Filenko called a “carefully staged suicide.”

In the end, G.I. Joe wasn’t a real American hero after all.

Investigators said stresses surrounding Gliniewicz stealing and laundering money from the Explorers program for seven years caused him to take his own life Sept. 1.

What ensued was a massive manhunt and a two-month-long investigation that resulted in a lot of speculation, a lot of wasted time, a lot of wasted money and a celebration of a police officer who didn’t deserve such a celebration.

“This is the first time as a law enforcement officer that I’ve felt ashamed by the acts of another police officer,” Filenko said.

The ultimate result are feelings of anger and frustration from a community of residents and law enforcement. Those feelings are natural.

It’s OK to feel betrayed. It’s OK to feel duped.

It’s OK to be angry.

Filenko said Gliniewicz used his experience staging mock crime scenes for young police explorers to make the scene look like he died in a struggle.

“This was an attempt to mislead first responders and individuals into believing this was a homicide scene,” Filenko said.

Gliniewicz succeeded. He duped us all. In the days after his death, countless accounts describing his heroism and community involvement filled newspapers, websites and news broadcasts. He received a hero’s farewell at his Labor Day funeral.

In hindsight, it wasn’t senseless violence against police that killed Gliniewicz. It was himself.

In hindsight, he wasn’t needlessly stolen from his wife and children. He removed himself.

In hindsight, Gliniewicz didn’t steal from only the Explorers program. He stole our respect. He stole our faith. He stole our sympathies.

“He behaved, for years, in a manner contrary to the image he portrayed,” Filenko said.

Mercy needed in political discourse Mercy!

It will be a word on the lips of many next month, when Pope Francis opens a year – a jubilee – of mercy. It’s also just about the unlikeliest of words to hear during a presidential primary and general election season in the United States.

In the newly revised book “How to Defend the Faith Without Raising Your Voice,” I join Austen Ivereigh, co-founder of Catholic Voices in England, in discussing how to approach some of our most contentious issues by always leading with love and, yes, mercy. What does that mean? It means we may not always enter a conversation with a goal of winning so much as communicating what we know and believe to be true about life, faith, hope and love. It means that when we enter into a conversation where there is tremendous misunderstanding, and in many cases, even pain, surrounding Church dogma or positions, we are ready to understand the passionate defense of a position that we disagree with completely.

Maybe one of the most liberating of the principles our book lays out is the idea that every argument doesn’t have to be won. We write: “It’s about witnessing, not winning. People who come to a new way of seeing the world find that a prejudice or preconception is challenged, or even reversed.”

Debates, campaign rallies and conversations can easily devolve if we forget civility, if we forget who we

are and that we are talking with, listening to and engaging with and working for fellow human beings.

Every candidate running for president currently professes religious belief in the same God. Most profess to be Christian, making them brothers and sisters in the light of faith. Imagine if our politics were to manifest this.

Pope Francis says mercy is the “fundamental law that dwells in the heart of every person who looks sincerely into the eyes of his brothers and sisters on the path of life.”

He calls it “the bridge that connects God and man, opening our hearts to a hope of being loved forever despite our sinfulness.”

Sin is often apparent in the course of politics. So how about telling the truth in love, with the full knowledge of our own wounds and failings, and showing mercy for those of others? Seeking and serving the common good with compassion and doing the hard work of making a case compelling, not to win, but to make lives better.

So that even if you don’t win an argument or an election, you’ve done something good. Every discussion is just a beginning.

Minooka, Lockport girls lead area contingent into state cross country meet

By JEFF DE GRAW Shaw Media Correspondent Experience and tradition are keys in any athletic competition at the state finals.

The Joliet area will have both heading into the state cross country finals Saturday at Detweiller Park in Peoria.

For the girls, Minooka will lead the way for the area in Class 3A. The Indians are ranked third in the state and have a wealth of experience after winning their third consecutive sectional title. Five Minooka runners have multistate experience, while the oth-

er two are freshmen.

The Indians are led by last year’s sixth-place finisher Ashley Tutt. Joining Tutt, who has won two consecutive individual sectional titles, will be Mackenzie Callahan, who placed 15th a year ago. Senior Morgan Crouch will be making her fourth trip to the finals. Sophomore Emily Shelton, the runner-up at the sectional, returns from last year’s squad and Vivian Van Eck, who placed sixth at the sectional, and Katelyn Gall are the two freshmen.

The Indians will be making their eighth consecutive trip to Peoria.

“We are in the hunt for a trophy [top-three finish],” coach Kevin Gummerson said. “That has been the goal from Day 1.

Our experience will really be a key. We know what to expect in everything from the race to the routine of being there. We will keep our routine the same this week as all season, yet, everyone knows this is the state meet.”

Porters, under first-year coach Erin Truesdale, finished second at the Hinsdale Central Sectional.

Lockport will be making its seventh consecutive appearance and 19th in the past 22 years. The Porters are one of only two area teams to bring home a trophy as they finished second in 2005. They have placed fifth the past two years.

Lockport is led by junior LOCKPORT Morgan Bollinger, a two-time EXTENDS STRING All-State performer. She finJoining Minooka and also ished 19th a year ago and looking for a trophy is Lock- eighth as a freshman. Senior port, equally experienced and Alicia Ary and junior Karlee with a wealth of tradition. The Stortz will be running in their

third state meet. Senior Emily Stoklosa and sophomore Aubrey Friedrich are appearing in their second. Making their first trip to Peoria are junior Jorie Beaumont and freshman Katie Wojcikiewicz.

After missing out last year, Lincoln-Way Central and Lincoln-Way East earned trips back with second- and fourthplace finishes in the Normal Sectional. Both Central and East have a long and storied cross country tradition, with East finishing second at the 2004 state meet.

By CURT HERRON cherron@shawmedia.com NEW LENOX – When you look at Thursday’s Class 3A Lincoln-Way West Sectional final matchup, it’s hard not to feel that Joliet Catholic is a big favorite against Morris.

After all, the Angels are 2312 while Morris is only 17-17-2, and this is JCA’s 10th sectional final appearance in 11 years compared to perhaps just the second ever for Morris.

However, Morris demonstrated it is a force to be reckoned with after Kaylin Korte recorded 23 kills to help her team stun top-seed Providence in one of the state’s biggest sectional upsets during the four-class system.

JCA coach Christine Scheibe is all too aware of the threat posed by coach Taylor Lafond’s darkhorse squad in Thursday’s 6 p.m. clash.

“They’ve got that X-factor in the big outside hitter, Kaylin Korte,” Scheibe said.

“When you’ve got a big stud on your team, that just raises the level of everyone else around you.

“After talking to one of their assistant coaches earlier in the year, I called them the sleeper team here. So it doesn’t surprise me that they’ve gotten here with the talent that they have. We have to guard against the fact that we beat them earlier in the season. But that was two months ago, and this is a

The Angels defeated Morris on Sept. 12 in the Pontiac Tournament, but much has changed for both sides since that early-season matchup, so that result is largely irrelevant.

JCA is much improved since senior Megan Cladis returned after a midseason injury, but the same can be said of

Morris, which took awhile to come together under its new coach.

Another key factor for the Angels is their postseason success and the fact many of their players were members of last year’s team that finished second in the state.

Members of JCA’s squad who also played on last year’s state runner-up team are Addy

Alt, Meghan Harrison, Megan Melone, Jessica Simon, Taylor Zurliene and Cladis. All of those players are seniors with the exception of Zurliene, who is a junior.

“Our girls have the experience in this type of a game and know what it’s like to play in that situation, so I think that’s going to play into our advantage,” Scheibe said. “We’ve

been here and done it before. I have so many girls back from last year who know what that experience is like. We just have to take the experience that we have and use it to our advantage.”

The winner of Thursday’s match advances to Saturday’s Chicago Christian Supersectional, where they’ll meet the De La Salle Sectional champion, either De La Salle or Queen of Peace, in a 7 p.m. contest.

Scheibe is tied for seventh among active coaches for most sectional titles won, with eight in the past 12 years. Only three current coaches have won that many titles in fewer seasons – Mother McAuley’s Jen DeJarld (10 years), Lyons Township’s Joann Pyritz (11 years) and St. Francis’ Peg Kopec (11 years). Mt. Pulaski’s Donna Dulle also has eight titles in 12 years.

After beating Manteno in Tuesday’s sectional semifinals to earn her 11th sectional final trip in 13 years, Scheibe reflected on one of the biggest keys for her squad right now.

“One good sign tonight was Megan Cladis being back at full strength,” Scheibe said.

“She had nine kills and passed very well so I think having her on the floor and having that senior presence and leadership from her makes a big difference. I think that we’re more solidified as a team than we were a couple of weeks ago.”

Morris hopes to continue giant-killer role against JCA

They were modest goals, but reachable. One was to not finish last in the Northern Illinois Big 12 East Division, which the Redskins did not do.

One was to finish the season with a .500 record. Morris sits at 17-17-2 heading into Thursday’s Class 3A Lincoln-Way

West Sectional championship game against Joliet Catholic Academy. A win would assure them of finishing at .500 or better.

Another goal was to get a win in the regional. They have accomplished that, and then some. Since the regionals started last Monday, the Redskins have won four straight matches, and every one has been a three-gamer. Now, they are a win away from their first Elite Eight appearance in school history.

believes this season is the first time that Morris has beaten a private school in the postseason, and now they have beaten two in a row. They defeated Chicago Christian in the regional championship at Rich East, then upended top seed Providence in the sectional semifinal. Thursday, they try for their third in a row, taking on second-seeded JCA (23-12), which finished second in the state last season.

Morris has played the role of giant-killers so far, as the entire 22-team sectional was seed-

ed, rather than just the regional. The Redskins were seeded 13th and beat 20th seed Chicago Agricultural Science, 25-11, 2325, 25-19, in the opening round, fourth-seeded Lincoln-Way West, 24-26, 25-21, 25-20, in the regional semis and fifth seed Chicago Christian 25-16 29-31, 25-21 for the regional title. They beat top seed Providence, 2518, 19-25, 25-22, in the sectional semifinal Tuesday.

Before the Providence match, not a lot of time was spent at practice going over the Celtics’ style of play. La-

fond instead had her team concentrate on what her team does and just make sure they are doing it to the best of their abilities. The same is true about Thursday’s match.

It helps when the team is following the lead of one of the top players in the nation, senior Kaylin Korte. Korte, ranked as high as the No. 7 college recruit in the country, has averaged 22 kills a match in the postseason, elevating her game from the 15 a match she averaged during the regular season.

The Knights have no seniors and are led by juniors Jenna Diers, Madison Smith and Emily Furtek. They are joined by sophomores Gretchen Zirgaitis and Dana Boucher and freshmen Kelly Robbins and Samantha Waters.

East is led by the Couwenhoven sisters – senior Erin and freshman Jenna. Alyssa Vogt is the lone senior and is joined by juniors Rachel Troeger and Sabrina Bisaga along with sophomores Katie Dejulius and Lindey Ball.

“Nothing seems to bother this team, they just keep getting better,” longtime East mentor Wendy Hegarty said.

“Katie [Dejulius] has really been a key to this team. She didn’t get the mileage over the summer but has really came on strong. Alicia [Vogt] has battled back from undiagnosed mononucleosis last season and is a leader.”

The area will also be represented by seven individuals.

Joliet West will send sophomore Maddie Blaauw, who was fifth at the Norman Sectional, and senior Kiersten Perry. Plainfield North will have senior Rachael Lau and freshman Juliana Stogsdill – they placed ninth and 10th at the West Aurora Sectional – and sophomore Megan Patton.

Juniors Alexis Gigg and Greta Carlberg will represent Plainfield South.

2A, 1A GIRLS

In 2A, Lemont is headed back as a team after a fourthplace finish in 2014.

The Indians have three seniors – Taylor Campos, who earned all-state last year with a 23rd-place finish, plus Gabby Voltarel and Claire Gagan.

Bridget Kunkel is the lone junior and Beata Drozda, Celine Ratulowski and Jaycee Shickel are sophomores.

The Tigers placed second at the West Aurora Sectional and continued to improve each week late in the season.

North is lead by senior Jack Sebok, who placed sixth at the sectional. Brendan McGath and Juan Arellano are fellow seniors.

The rest of the top seven includes junior James Suchy and sophomores Ben Otstott, Omar Paramo and Ethan Prior.

Joliet Central will be making its third consecutive trip to the finals. The Steelmen qualified by the slimmest of margins, with a one-point fifth-place finish, 128-129, over East Moline United.

The Steelmen have four seniors – Raul Rosendo, Vicente Moreno, David Carter and Francisco Saenz – to go with junior Andre Martinez and sophomores Oscar Tejada and Nick Rios.

“We want to have fun, hopefully repeat our sectional performance and see where the chips fall,” coach Doug Cherry said.

Individually, Plainfield South qualified three – seniors Austin Brown, Hunter Dyer and Andy Bhatia. Nathan Coopens, a senior from Lincoln-Way Central, and Mario Scarcelli, a senior from Joliet West, also qualified.

Houston ‘hungry to play’ despite limited snaps

By NATE ATKINS natkins@chicagofootball.com HIGHLAND PARK – It’s a little after 1 p.m. outside a Chipotle, but Lamarr Houston isn’t hungry, so he pulls up an outdoor chair and begins to talk.

It also is an off day in the middle of Week 9. The NFL trade deadline passed less than 24 hours earlier, finally solidifying a few things in Houston’s life. He’s going to remain a Bear, at least for now, and on a rebuilding team that has shipped out every other member of last year’s Week 1 starting defense except for the injured Shea

McClellin, that security might stand for something.

At the midpoint of the NFL season, Houston came here to reflect.

“I think it’s been a good transition for me,” he said, referring to the switch to the 3-4. “Just waiting to get opportunities.”

That’s been the unsettled part so far, at least the tail end of everything else. Through seven games, a healthy Houston, who has recovered from offseason surgery on a torn ACL, has averaged 17 snaps a game, good for 27 percent of all defensive plays.

The oddity of it is the order. He started with four in the

opener against the Packers. His chances then steadily increased with 17 against the Cardinals and 26 against the Seahawks, when he had two quarterback hits and one hurry, his most impressive outing in nearly a year.

Then he received 25, 14 and 29 in the next three weeks. A recovering linebacker with a 3-4 pedigree seemingly was working his way back into the fold.

Then the Vikings game came Sunday, and Houston played only four snaps again. Immediately after it ended, he packed his things and left the locker room before some players had begun the process of getting un-

dressed, whistling as he walked.

“I can’t control it. I don’t even give it energy,” he said of the snap counts now. “It’s not my choice, so what can I do?

Nothing, except for play better in the opportunities I do get and capitalize on those.”

Houston is a little more careful about where he places his energy these days. After all, the ACL tear came while celebrating his only sack of 2014, a dumbbell toss move against the Patriots in garbage time that landed him on his back on the turf, laughing a little bit at the irony of it all. That was the end to his first year with the Bears

that included a five-year, $35 million deal, eight starts in eight games, one sack and a torn ACL. He has said the celebration was the natural output of the passion he brings to the game.

These days, Houston’s energy is more likely to come out at the tail end of a defensive stop than talking about it after a game. He picks his spots, or moreso has his spots picked for him, which has all become more unpredictable as time has gone on.

Nonetheless, he said his passion hasn’t changed a bit. Like the fans who tweet at him, Houston looks for a sack on every play.

JOLIET – The No. 12-ranked Joliet Junior College men’s basketball team got the season off and running Tuesday night with an 83-69 victory over the Olivet Nazarene junior varsity.

The Wolves went on a 3312 run in the final 10 minutes of the first half to open a 51-28 margin at half.

JJC’s defense created numerous transition opportunities and the Wolves shot well from 3-point range.

Sophomore forward Matt Hund (Plainfield Central) led JJC with 18 points and 16 boards. Kiwane Crowder, a sophomore transfer from Mesabi Range, scored 18 points and led the defensive effort.

Sophomore point guard Darius Wells scored 17 points while dishing out four assists.

“I really liked how we came out on the defensive side of the ball,” JJC coach Joe Kuhn said. “I thought our defense set the tone for the first half.”

The black Catholic experience Joliet Catholic church to host 25th revival

Extra-liturgical devotions and programs typically associated with Catholicism are adorations, rosaries, retreats and missions.

But Sacred Heart Catholic Church in Joliet will host its 25th revival, “Let the Church Say Amen,” on Nov. 21 and 22.

Everyone is invited, committee Chairwoman Jennifer Johnson said, regardless of faith denomination. Although the revivalist is Catholic, this is an ecumenical celebration.

Johnson said to expect plenty of foot-tapping music and spontaneous “Amens!”

“This is the black Catholic experience,” Johnson said. “[The revival] leaves you with a purpose. St. Paul M.B. Church in Joliet celebrates 63rd anniversary The HERALD-NEWS JOLIET – St. Paul Missionary Baptist Church will celebrate its 63rd anniversary at 3 p.m. Sunday at 1404 S. Briggs St., Joliet. The community is welcome to attend.

The church was established in 1952 in the home of John Young. Corrine Dickerson submitted the name St. Paul Mis-

sionary Baptist Church and it was agreed upon by Dickerson, Young and Maude Kimble (the newly elected secretary).

The Rev. Smith was the first pastor. Under Smith’s leadership, the church purchased the property upon which the first church facility was located.

Smith also appointed four deacons: Cora B. Dickerson, Theodore Vantree, Joe Kimble, and

George Vantree.

In 1954, the Rev. Weathers became pastor, followed

by Rev. Gates in 1955, the Rev. Varnado in 1958 and the Rev. Corbins in 1959. Under Corbins’ leadership, a roof was put on what is now the basement (formerly where services were held) and a heating system was installed.

In 1963, the Rev. Willie L.

Wright became pastor. Under Wright’s leadership the sanctuary was erected and completed. In addition, an organ and piano were purchased, and new restroom facilities were installed, as well as a baptismal pool. Wright died in 1982.

In 1982, the Rev. Edward Martin Jr. became pastor. Under his leadership, St. Paul purchased over 10 acres of land

just one mile south of I-80 on Briggs Street.

Phase I of this $3 million project includes a 1,000 seat sanctuary, administrative offices and children’s nursery.

Phase II will house multiple classrooms, a full kitchen facility and a gymnasium with a 94-foot basketball court.

strengthens them. When they regain strength, you no longer may have fecal incontinence. This technique has long been used for urinary incontinence.

It was approved for fecal incontinence in 2011.

• Sphincteroplasty. If your anal sphincter has been damaged – for example, during childbirth or surgery – you may need a sphincteroplasty to repair it. During the procedure, the surgeon will reattach the damaged ends of the anal sphincter to restore the anus to its proper shape.

• Rectal prolapse repair.

Rectal prolapse is when the rectum drops through the anus because of muscle weakness. It is a common cause of fecal incontinence.

Surgically repairing the problem can improve or even cure fecal incontinence.

• Artificial sphincter. The doctor inserts an artificial device that circles the anal sphincter. It keeps the anus closed until the person squeezes a control pump to open it. This allows a bowel movement to pass. Afterward, the cuff gradually closes.

• Colostomy. Colostomy usually is done as a last resort. This procedure reroutes feces from the rectum and anal canal.

Instead, feces leave the body through a surgically created opening in the abdomen.

While surgical techniques can be effective, non-surgical techniques often provide sufficient relief that surgery is not required. That’s good news, given that millions of people experience periodic or frequent fecal incontinence.

Dear Reader: In Wednesday’s column, I discussed non-surgical treatments for fecal incontinence. Today, I’ll discuss surgical treatment options.

When everything works properly, feces move from the colon into the rectum, which sits at the end of the digestive tract. The rectum has walls that stretch to hold the stool. Two circular muscles are present in the last inch of the rectum, or anal canal. The internal anal sphincter, which is not under your conscious control, is squeezed shut most of the time to prevent leakage. The external anal sphincter, which you do control, surrounds the internal anal sphincter. I’ve put an illustration on my website, www.askdoctork. com.

Nerves tell your brain when your rectum is full.

That tends to loosen your internal sphincter. It also sends a message to your brain: “If you don’t do something, you’re going to have a bowel movement.” If you choose to delay a bowel movement, your brain sends signals that tighten the external anal sphincter, and holds feces inside.

You also tighten a second muscle that loops around the rectum, and holds in the stool.

If things aren’t working properly, you may need surgery to fix the problem. The procedure will vary based on what is causing your symptoms.

Procedures can involve the following: • Bulking agents. Bulking agents are injected into the anal canal to keep it closed. The procedure is simple and is usually done in an office setting. But its effectiveness, particularly over the long term, has not met expectations. So I’ll say no more.

• Sacral nerve stimulation (SNS). In this minimally invasive surgery, the surgeon inserts a kind of pacemaker. It provides continuous electric stimulation to the muscles of the pelvic floor, and thereby
