Financing method unclear

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – A Republican-led Will County Board Finance Committee pushed forward a new spending plan Tuesday that does not identify dollars for the construction of the longsought sheriff’s facility on Laraway Road.

Will County Executive Larry Walsh Sr. earlier this year agreed to set aside about $7.5 million in Regional Transportation Authority sales tax dollars to fund a portion of the new sheriff’s facility, which is slated for construction this spring.

But he also stressed that using large portions of the county’s RTA funds upfront for bigger projects – like a new Will County Courthouse – should be avoided.

Tuesday’s announcement from Finance Committee Chairman Mike Fricilone that he and other county leaders

are no longer budgeting RTA dollars for the sheriff’s facility caught the county executive’s office off guard.

“I thought there was somewhat of an agreement on that, that we could get some of these smaller projects [such as the sheriff’s facility] done without paying [bond] interest,” said Nick Palmer, chief of staff for the Will County Executive’s office.

‘A new plan’

Instead, Fricilone said he has developed a new plan to finance slated major capital projects. But what that new plan entails won’t be known until a scheduled finance workshop Dec. 1 – after the final budget is approved by the full County Board.

Fricilone argued Walsh Sr. and others have repeatedly warned against the use of RTA dollars for projects other than roads.

This summer, County Board members had agreed on an “aggressive” timeline to build a new sheriff’s facility and county courthouse, but few details have emerged since then.

County leaders also held off Tuesday on voting on a resolution declaring the county’s intent to bond out for such capital projects, saying they needed more time to work out the details.

Palmer pointed out during the meeting that the only other logical option is to bond out.

Board member Ragan Freitag argued against that assumption, noting that “nothing is a plan until we vote on it.”

Spending plan savings, cuts

The new spending plan presented Tuesday also called for 1 percent, across-the-board cuts to the county’s various corporate funds.

Will County receives $2.4M in federal grant funding

By LAUREN LEONE–CROSS lleonecross@shawmedia.com Will County is among a handful of Illinois communities selected to receive federal grant dollars to help develop urban communities.

The county will receive just over $2.4 million from the U.S. Department of Housing and Urban Development to put toward various housing development programs, according to news releases from Sen. Dick Durbin and U.S. Randy Hultgren’s offices.

Illinois communities, which include Cook County, will receive $67 million in HUD grants through four programs.

Among the grant dollars awarded to Will County is nearly $1.9 million in Community Development Block Grant funds.

“This federal investment will give local development

agencies across Illinois the ability to offer affordable housing and homeless assistance to the people in their community who need it most,” Durbin said in a news release.

The CDBG program provides annual grants to state and local governments to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate income people, according to the news releases.

The county also is slated to receive $396,646 to put toward the federal HOME program – the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households, according to the news releases.

Will County also will receive just over $137,700 in

grant money to support the Emergency Shelter Grant program, which is designed to improve the quality and number of emergency homeless shelters. Emergency Shelter Grants are available for the rehabilitation, operation and maintenance of emergency shelters, essential supportive services and homeless prevention.

“Colder months are ahead in Illinois and the 14th District, and I’m pleased at the additional assistance provided to our neighbors most in need this next year,” Hultgren said in his news release. “I trust our state and local officials will use this funding efficiently and responsibly to ensure the ‘least of these’ in our communities are served well.”

Will County Local Community Development Director Ron Pullman could not immediately be reached for comment Tuesday.

in revenue toward the sheriff’s overtime budget and to give the county more cushion in its contingency budget – both of which Walsh Sr. did not fund in his proposed budget earlier this year, Fricilone said.

The county is now budgeting $2 million for the sheriff’s overtime, Fricilone said. The sheriff’s office plans to hire seven new correctional officers. Hiring more full-time officers should cut back on those costs.

Fricilone notes those savings are coupled with an estimated $1.34 million in additional revenue that stems from a tax levy that includes new construction.

Recycling program cuts

Will County Land Use Director Curt Paddock raised concerns Tuesday about the newly proposed $150,000 reduction to the recycling program’s $350,000 budget.

Local medical marijuana dispensaries expected to open soon

By BRIAN STANLEY bstanley@shawmedia.com MORRIS – Most of the lights are gone. The walls and ceilings have been torn out and there’s debris everywhere. The former Rockwell Inn looks like a place you would go to buy drugs.

And it will be, but the drugs are legal with a prescription and meant to help people in pain.

The closed restaurant is being converted into The Greenhouse, a 6,000-square-foot medical marijuana dispensary slated to open in February, according to CEO Mitch Kahn.

It is one of four dispensaries in Will, Grundy and Kendall counties expected to open in the coming months to sell medical marijuana.

“We chose this location for the only dispensary in Grundy and Kendall counties because it is accessible on Route 6 and close to Route 47,” Kahn said.

“But it really is just a neat building with character that we want to keep from the tin ceiling to the bar that’s over 100 years old and retrofit it to our purposes.”

Kahn said unlike other dispensaries, the Morris location has the space to become “a wellness center ... not a head shop or a pharmacy” and offer acupuncture, yoga and massage therapy.

In February, Gov. Bruce Rauner awarded 18 licenses to farm medical marijuana and 52 licenses to sell it. Cresco Labs LLC will be the designated growing center for Illinois State Police District 5, which includes Will, Grundy and Kendall counties. It is planning a facility in Joliet.

Dispensaries in Will County will be Midwest Compassion Center in Shorewood and 3C Compassionate Care Center in Joliet; besides its Morris facility, Greenhouse also will operate a dispensary in Mokena, as well as in Deerfield.

Doctors in Illinois now are allowed to prescribe cannabis to relieve pain in patients with cancer, glaucoma, ALS,

multiple sclerosis, HIV, spinal cord disease and a number of other maladies. Dispensaries will sell marijuana that can be smoked and cannabis oil, which can treat seizures in children with epilepsy.

Greenhouse will host an

informational presentation at 7 p.m. Wednesday in the community room at Morris City Hall. Kahn said previous sessions in other areas have brought up “every question imaginable.”

“People want to know about the law, the processes we have to go through with the state, who’s eligible, how they start,” Kahn said. “There was a patient who stood up and said ‘I use cannabis I buy on the black market for treatment, how will the dispensary’s prices compare?’ This is a benefit to people who are suffering.”

Joliet council OKs Reedwood monopole

By BOB OKON bokon@shawmedia.com JOLIET – The Joliet City Council on Tuesday dealt for the second time this year with a controversy over a cellphone structure going into a residential neighborhood.

This time the council approved a 100-foot monopole in the Reedwood neighborhood in a 6-2 vote.

The last time, in March, the council unanimously voted against a cellphone tower on Infantry Drive when residents who lived in the vicinity opposed it.

The Infantry Drive cell tower was deemed unsuitable “because it didn’t look good in a residential area,” Coun-

cilwoman Jan Quillman said.

“And that area is less of a residential area than this one.”

Quillman and Jim McFarland voted against the Reedwood Tower. Voting for it were Bettye Gavin, Larry Hug, John Gerl, Terry Morris, Pat Mudron and Michael Turk.

A few Reedwood residents spoke against the monopole at the Monday and Tuesday meetings of the council. Two petitions – one with 120 signatures and another with 72 – were presented in opposition to the tower.

But the Reedwood Homeowners Association at a meeting last month voted 22-13 in favor of the tower.

The tower will be built at

311 S. Reed St. on the property of the Center for Disability Services, the site of a former neighborhood school. The center will receive rental income from the monopole to be built by APC Towers and National Wireless Ventures for T-Mobile.

“We’re becoming a world of technology,” said Michael Hansen, a Joliet attorney representing the cell tower companies. “In many residential areas in Illinois, you see cell towers going up.”

Hansen, who represents many clients before the council, also delivered the opening prayer before the council meeting started Tuesday. He was asked to do so by Gerl when the scheduled pastor

did not show up.

Longtime Reedwood resident Joe Fabbre said the tower did not belong in the neighborhood.

“It’s a residential neighborhood. It’s a beautiful neighborhood,” Fabbre said.

Two nearby residents also spoke against the tower at the Monday and Tuesday council meetings.

Kim Gilbert, who lives next to the site, told the council she would not feel safe with the tower so close to her home.

“Would you want to live literally 100 feet from this tower?” she asked.

The Infantry Drive cell tower would have gone on a site owned by the Knights of

Columbus, which has a hall there. Residents from Golf View Estates and Inwood Terrace opposed it.

Jefferson Street bridge

The Jefferson Street bridge could open by the end of the week, Public Works Director James Trizna told the council.

Trizna said the city received a call Tuesday from the Illinois Department of Transportation saying the latest plan was to reopen the bridge by the end of the week and then close it again April 4 to finish a painting job in progress.

An IDOT spokesman last week said painting would continue as long as weather was warm enough.

Union Station faces funding shortfall, too

By BOB OKON bokon@shawmedia.com JOLIET – The city of Joliet is running into the same kind of problems maintaining its old train station as it has had building a new one.

City officials last month said construction of a new train station has been stalled because of a combination of budget overruns and a dispute with the state over funding.

Now, roof repairs at the old Union Station are on hold after bids came 234 percent over estimate.

Not only that, but a state grant that was to pay for part of the work is not available amid the state budget crisis, according to City Manager Jim Hock.

“If the state adopts a budget, we anticipate these grants would reappear,” Hock told the Joliet City Council on Monday as he explained a decision to reject bids for the work.

Those bids also are far above the $230,000 engineer’s estimate for the work. Joliet in June received two bids: one for $768,700 and the other for $887,000.

The council voted Tuesday to reject the bids.

The project involves the second phase of roof repairs at Union Station, which was to be done this past summer. It includes rehabilitation of the

roof over the banquet hall, the only part of Union Station still in use since it was closed more than a year ago.

Joliet plans to convert Union Station to new uses but it was closed as the city moved

commuter platforms to the other side of the tracks in anticipation of a new train station being built.

That train station is on hold because of a funding shortfall.

City officials say there is

enough money in the total budget for the downtown transportation center to build the train station. But there is not enough money to build both a train and bus station, which was the plan before the $42 million project became a $49.7 million project.

Joliet wants to build the train station now and the bus station later when money becomes available. But the state has rejected that plan and is calling for Joliet to come up with more money to do the entire project.

Steve Jones, special projects supervisor, said he and other city officials met two weeks ago with Illinois Transportation Secretary Randy Blankenhorn. The meeting also included top officials from Metra and Pace, as well as other local officials.

Jones said he should know in another two weeks whether Joliet, Metra and Pace can present a proposal to the state to move ahead with the project.

The state has contributed $30 million for the project and must sign off before construction bids can be awarded.

Appeals court orders new trial in Mokena bar beating

By BRIAN STANLEY bstanley@shawmedia.com OTTAWA – The appellate court has ordered a new trial for a New Lenox man convicted of inflicting a traumatic brain injury on another man during a 2009 bar fight in Mokena.

On Thursday, the Third District appellate court reversed the aggravated battery conviction of Joseph P. Messina, 27, who was accused of punching Eric J. Bartels outside 191 South bar and grill July 25, 2009. Bartels fractured his skull on the pavement and suffered a brain injury that left him paralyzed, blind and mute.

Steve Raymond testified during the 2012 bench trial it was not Messina, but Mike Glielmi, another friend from the group that was out that night celebrating Messina’s

birthday, who punched Bartels.

Anna Minette, a friend of Bartels, said the victim told Messina to “take care” of a blood stain on his shirt just before Bartels was knocked to the ground. Glielmi exercised his Fifth Amendment right not to testify.

Prosecutors contended Messina straddled Bartels on the ground, hit him a second time and raised his arms in victory.

On the day Judge Sarah Jones found Messina guilty, the Will County State’s Attorney’s emailed her a copy of a news release on the verdict.

Jones said she did not read the release, but did not inform the defense she’d received it until before a sentencing hearing two months later, according to the appellate court decision.

“Although the email was received after the guilt phase of the trial was over, it could still be perceived as having influenced the judge’s consideration of the motion to reconsider the sentencing,” Appellate Judge Mary O’Brien wrote.

“The State’s Attorney’s praise of the trial court’s guilty finding could sway the trial court to impose a harsher sentence than she might otherwise have done.”

Messina was sentenced to 30 months of probation and a six-month jail term that would be suspended if he completed probation successfully.

Spokesman Charles Pelkie said the Will County State’s Attorney’s office will ask the appellate court to hold another hearing on the case and petition the Illinois Supreme Court if that request is denied.

Plainfield doubles snow removal fleet through seven contractors

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – The plowing issues during February’s blizzard has led to the village of Plainfield doubling its resources in response to snow events ahead of this winter.

Village trustees unanimously approved Monday contracts for seven snow removal companies, adding on to changes the village already has made in those contracts.

“We really wanted to address everything this year to get it done properly,” Director of Public Works Allen Persons said. “We wanted to address it so we can handle it.”

The board decision more than doubles the number of contractors the village may be using this year.

Six of the businesses will be regular snow removal contractors. The group includes K&D Enterprises Landscaping, Hively Landscaping, An-

trex Inc., Acres Group, John Green Excavating Company and Fazio Landscaping.

Last year, three contractors worked for the village.

One contractor experienced technical problems and failed to communicate them to the village, which resulted in swathes of residents stuck with unplowed streets, according to a village after-action report.

Each contractor will get paid the same unit rate for equipment, mirroring the way Naperville bids out snow removal services, Persons said.

“They only get paid for the work they complete,” Persons said. “There’s nothing for the village to pay if it doesn’t snow.”

The seventh company, Baish Excavating Inc., will be the village’s emergency alternate snow removal contractor because its price was slightly higher than the other contrac-

tors, Persons said.

Last year, the village had 12 trucks available, Persons said. This year, the contractors are providing 26 salt and plow trucks along with 23 loaders.

“We also double the amount of the workforce,” Persons said.

Other changes include setting stricter parameters for maintaining communication with contractors during snow events. That includes specific language addressing equipment breakdowns, communicating within 15 minutes of a breakdown and mandating all operators carry cellphones.

In a previous board committee meeting, trustees entertained the idea of hiring more part-time workers to help out with snow removal.

“We’ll also have more village employees out on the street doing village inspections where work [will be] contracted,” Persons said.

Existing property and the overall assessed value of them within the district had been decreasing since 2010. Heap said Tuesday the overall assessed value for properties within JJC was about $17.7 billion last year, and officials estimate that value will be at about $18.1 billion this year.

Of the taxes paid to JJC for a resident with a home valued at $166,100, $19.10 of it will be paid for the college’s debt service. Heap said the debt service includes bonds and interest JJC is paying from a $89 million bond referendum voters approved in 2008.

The Board of Trustees have yet to approve the levy. JJC officials expect them to consider the estimated tax levy at the Nov. 10 board meeting. The date for adoption of the final version of the levy is scheduled to be considered at the Dec. 8 board meeting.

JOLIET – A Joliet Junior College resident with a home valued at $166,100 may expect to pay about $170 – a slight increase over the previous year – in taxes under a proposed levy.

JJC officials proposed a tax levy of $56.1 million for this year, a 2.87 percent increase from last year. The levy will pay for the community college’s education; operations and maintenance; tort, audit; health and life safety; and debt service funds.

Existing property is expected to increase by 1 percent within the JJC District 525, which covers Will, Grundy, Kendall and Livingston counties, as well as small parts of Cook, DuPage and Kankakee, among other areas.

“We actually do expect a small increase in the assessed value of existing property in

our district for the first time in about five to six years,” said Jeffrey Heap, financial services director and controller.

Heap gave a presentation on the proposed tax levy to the Board of Trustees at an Oct. 27 workshop meeting. He said the levy is based on revenue assumptions from the fiscal 2016 budget passed earlier this year.

The assumption included no tuition increase, a 2.3 percent increase in operating funds and a 0.8 percent increase in the Consumer Price Index, which measures the average change in prices of goods and services purchased by households.

A JJC resident with a home valued at about $166,100 – the estimated average market value of a home in the district – is projected to pay $170.03 on taxes paid to the college. This is about $1.69 more than last year, when the average market

FRANKFORT – Adam Borrelli has been appointed village clerk in Frankfort.

Frankfort Mayor Jim Holland announced the appointment at Monday’s board meeting.

Borrelli will serve as village clerk until the term expires in 2017. Borrelli replaces Keith Ogle, who was appointed in September to a vacant village trustee position.

Borrelli is assistant chief for the Technical Services Division of the U.S. Army Corps of Engineers, where he manages the operating budget and

personnel actions within the division, according to a news release from the village. Borrelli is a licensed professional engineer in the state of Illinois and a graduate of the University of Chicago’s Booth School of Business.

“After careful consideration and review by me and the trustees, I am pleased to appoint Adam Borrelli to the position of village clerk,” Holland said in the news release. “Adam has demonstrated a commitment to the village of Frankfort and an understanding of the Frankfort community.”

Woman dragged by car Tuesday morning

Officers were called about 4:30 a.m. to a fight in the 1700 block of Mayfield Avenue, according to Joliet Police Lt. Kevin LaBolle.

Shorewood woman dies after being locked inside Joliet dialysis clinic

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A 71-year-old woman, who was reportedly forgotten at a Joliet medical facility for hours, has died.

The Shorewood resident, whose name has not been released, received kidney dialysis Saturday at DaVita Renal Center, 1051 Essington Road, according to Joliet police and Will County Coroner reports.

“Her dialysis was completed, and then she was taken to another room where she stayed for over five hours,”

Coroner Patrick K. O’Neil said.

Joliet Police Chief Brian Benton said officers were called to check the office about 11:45 p.m. Saturday after it was discovered a medical transport company had not brought her back to her nursing home.

“Officers observed a woman in a wheelchair inside the building. They contacted the security company and tried to have the doors opened remotely before breaking the door handle,” Benton said.

But before police forced

their way inside, firefighters arrived and used the key from the fire lock box, Benton said.

An ambulance brought the woman to Presence Saint Joseph Medical Center where she was pronounced dead at 7:19 p.m. Sunday, O’Neil said.

“We discussed this case at length with physicians at the hospital and our medical staff,” O’Neil said. “The conclusion was she died of natural causes under doctor’s care, so [the coroner’s office] did not take jurisdiction of the case.”

When the Joliet location opens, a customer will come in and show his or her state-issued card to a security guard before handing it to an employee behind a bulletproof window who will use a computer to check the customer’s

eligibility with the state. Patients are allowed to buy twoand-a-half ounces of medical marijuana every two weeks.

The customer then goes to a waiting area to learn what products are in stock before going to the dispensary itself to make a cash purchase.

“This is where the staff can talk with someone about what they’re seeking relief for and what effect a different strain

will have,” Livas said.

Marijuana will be delivered to a fenced-in loading dock, weighed and scanned right away for inventory before being put in a vault. The Joliet location has bulletproof walls, motion detectors and live camera feeds going to the local state police headquarters.

“The state has so many security-oriented regulations, but I’m not aware of a bur-

glary or armed robbery at any existing [out-of-state] dispensaries,” Livas said.

When state and city inspections are completed, 3C will begin hiring employees, who must pass a criminal background and fingerprint check, then be trained on the products available. Livas expects a small staff when operations begin, but hopes business will grow enough

to coordinate an internship with a health or agriculture student at nearby Joliet Junior College.

“There are only about 3,500 eligible patients in Illinois right now,” Livas said.

“Divide that between [about 50] dispensaries in different parts of the state, and I think it’s going to be very lean for these businesses at the beginning.”

School to honor veterans

PLAINFIELD – Indian Trail Middle School will hold an assembly for veterans the day before Veterans Day. The Plainfield District 202 school sought veterans to be honored for the assembly in recent weeks, according to a news release. On Nov. 10, veterans will visit Indian Trail Middle School, 14723 N. Eastern Ave., between 8 and 8:15 a.m. The assembly will begin at 8:30 a.m. and a breakfast meal will follow.

Veterans will share their experiences with students. They also are set to tour classrooms and respond to questions.

NEW LENOX – The teen who authorities say brought a loaded gun to Lincoln-Way West High School on Monday has been charged as an adult.

Jack Gaul, 16, faces one count of unlawful use of a weapon in a school – a Class 3 felony that carries a 2- to 5-year prison sentence, although probation is also an option.

Will County Sheriff’s police were called after the principal and school resource officer found the handgun in Gaul’s backpack before classes began Monday.

Police said Gaul had been at a party over the weekend and showed the .380 Taurus semi-automatic to other students.

Gaul will be held in the River Valley Juvenile Detention Center unless he posts $250,000 bond.

If he does make bail, he will be forbidden from contacting the school or school staff, confined to his home between 6 a.m. and 6 p.m. and not allowed to drive without a parent.

Gaul’s mother also will be prohibited from having any firearms in her house if he stays there, according to Will County State’s Attorney’s spokesman Charles Pelkie.

Channahon trustees OK annexation agreement for IDI project 17 CHANNAHON – Channahon is one step closer to seeing the development of a 99-acre industrial/logistics center just northeast of the interchange at Interstate 55 and Bluff Road.

Village trustees Monday unanimously approved an annexation agreement between the village, Industrial Developments International and the property’s owners – Jacqueline Hess, Richard Clark and Mary Clark.

Village staff and trustees believe the development – which could offer up to 2 million-square feet of building space – has the potential to be

a boon to the local economy.

“This is an opportunity for us to take part in the development of the logistics of this corridor at the crossroads of 55 and 80,” Village President Missey Moorman Schumacher said after the meeting. “It’s an opportunity to make that property developable and to create that tax base.”

In the agreement, Channahon will be responsible for infrastructure improvements, including bringing a water main from the village’s tower on Bluff Road east across the interstate to IDI’s property line. The village also will work with the Illinois Department of Transportation on interchange improvements, such as modifying the front-

ter IDI closes on the property.

To pay off the bonds, local taxing bodies – including schools, the fire protection district, the park district and the library – signed off on 15-year agreements to abate to the village a portion of property taxes that will come from the property’s development.

Once the property is built out and assessed, village staff estimated it will generate approximately $2.3 million in property tax revenue annually.

Durkin gave kudos to the participating taxing bodies, saying they had the foresight to see the project as an investment in the community.

The village will have until 2034 to pay off the bonds, but

Durkin has said the hope is the development of the property proceeds more rapidly and the bonds can be paid sooner.

The closing must be done

by September 2016 for the agreement to remain effective.

Moorman Schumacher said the village is working to minimize any traffic inconveniences.

“I’ve said from the beginning that growth is necessary, and trucks are a fact of life in this whole region,” she said.

“We think very carefully about how that affects Channahon. This kind of development intends to limit the impact of truck traffic on our residents by keeping it in appropriate areas.”

OBITUARIES MARLENE MARY ANCEL Marlene Mary Ancel (nee Smith), age 82, entered into eternal life on Saturday, October 31, 2015, surrounded by her loving family.

Marlene is survived by her loving children, Karen (Patrick) Briscoe, Randy (Gabriella) Ancel, Nancy Ancel Mitok, and John (Jodi) Ancel; cherished grandchildren, Michael (Michele) Briscoe, Jeff (Lizzy) Ancel, Christine (Neil) Hodge, Kelley (Chuck) Hill, Jamie Eskridge, John J. Ancel, Jacob Ancel, and Zachary Mitok; cherished great grandchildren, Joey, Caiden, Charlie, Brooke, Jack, Kailen, Chelsea, Abigail, and Crew; dear brother, William (Bernadine) Smith; as well as several cousins, nieces, nephews, and dear friends.

Preceded in death by her beloved husband, John; and parents, William and Rose (nee Jaskowiak) Smith.

Marlene worked at Sunny Hill Nursing Home for 10 years in the activity department. She also catered at St. Joseph Park for 23 years with a couple of her closest friends, Dolores Suhadolc and Evelyn Mauro.

Marlene was a member of the Altar and Rosary Society, Will County Seniors, as well as Wednesday and Thursday Seniors at St. Joseph Park.

She was a longtime parishioner at St. Joseph Catholic Church in Joliet and found peace attending mass on Sunday and adoration chapel during weekday afternoons. Marlene enjoyed bowling and attending picnics at St. Joe’s Park. Some of her fondest memories of spending time with family and friends were formed in the backyard of Dick and Jo’s house on Clement St., where music, food, beer, and love were shared.

Marlene’s family and friends meant the world to her. Please keep the love she shared with you, forever in your heart.

SPRINGFIELD – Thomas Fitzgerald, the former chief justice of the Illinois Supreme Court who presided over the impeachment trial of thenGov. Rod Blagojevich, has died. He was 74.

An announcement Tuesday by the Supreme Court said Fitzgerald died at his home Sunday. Fitzgerald had said when he retired in 2010 he had been diagnosed with Parkinson’s disease.

Born the son of a judge in Chicago in 1941, Fitzgerald served as a Cook County prosecutor before being elected circuit judge in 1976 – at the time the youngest elected jurist in the county’s history.

Chief Justice Rita Garman, who joined the high court shortly after Fitzgerald’s election in 2000, said he never changed over the four decades she knew him.

“He was a warm and caring person,” Garman said in a statement. “Even when on the bench, his demeanor revealed his genuine concern about the people who appeared before him.”

In 2008, Fitzgerald was elevated to chief justice, a largely administrative post. But by virtue of the title, Fitzgerald presided over the state’s first-ever gubernatorial impeachment trial. Blagojevich was impeached and removed from office in 2009 and was later sentenced to federal prison for political corruption.

Opening the proceedings in the Illinois Senate chamber Jan. 26, 2009, Fitzgerald

said, “This is a solemn and serious business we’re about to engage in.” Blagojevich famously skipped the trial for a round of national TV appearances, and Fitzgerald ordered the proceedings continue as if Blagojevich had pleaded not guilty.

“It was fitting that in a time of crisis in the state of Illinois, he was the very public face of integrity, and his dignity and wisdom provided confidence in the proceeding,” Justice Mary Jane Theis, who replaced Fitzgerald on the high court, said in a statement.

In 1999, the Supreme Court had chosen Fitzgerald for the sensitive task of heading a special committee to improve the way capital punishment was imposed.

Trial errors had led to the release of 13 condemned men and then-Gov. George Ryan was about to put a hold on executions, calling the process “fraught with error.”

The group drafted landmark rules, including requiring cases be tried only by courttrained attorneys. Agitation against the death penalty continued and Illinois abolished it in 2011.

Fitzgerald initially sought retention to a second, 10-year term in 2010. But he resigned in September that year, disclosing his medical condition.

“I didn’t want to do anything to hurt the court or the people it serves,” he told the Chicago Tribune at the time.

“Right now, I’m fully capable of discharging its duties. I don’t know how long that will be.”

Last month, during the federal investigation, the school district installed five privacy curtains in a girls’ locker room, and has stated it will require the transgender student to use the curtains.

Similar cases are being fought in state and federal courts and it’s not the first time the feds have weighed in.

CHICAGO – Authorities will announce that a northern Illinois police officer whose shooting death led to a massive manhunt in September committed suicide, an official briefed on the crime investigation said.

The Lake County Sheriff’s Office has called a news conference Wednesday to announce “conclusive results” of the investigation. The official spoke to the Associated Press anonymously because he was not authorized to brief the media.

Other media outlets reported Tuesday that the investigation into the death of Charles Joseph Gliniewicz determined the Fox Lake officer died of a self-inflicted gunshot wound. All cited anonymous sources.

The 52-year-old officer radioed Sept. 1 he was chasing three men on foot. Backup officers found his body 50 yards from his squad car.

CHICAGO – The state of Illinois is launching a pilot project of a public-private partnership that would have investors pay for services to people in need in exchange for a potential return on investment.

The project set to launch Tuesday gives investors the opportunity to cover upfront costs of services and be reimbursed with a profit if the program meets objectives to improve outcomes and save the state money. Former Democratic Gov. Pat Quinn first commissioned the project, and it has the support by his successor, Republican Gov. Bruce Rauner.

The program could be a model for funding social services and give providers more certainty than the state budgeting process, the Chicago Tribune reported. State officials said details will be sorted out in the coming months.

CHICAGO – Court documents show the FBI was investigating whether former Chicago Public Schools CEO Barbara Byrd-Bennett fraudulently steered a $40 million contract to an educational publisher while she worked for Detroit schools.

The documents obtained Monday by the Chicago Sun-Times also show authorities suspected two aides who later worked for Chicago schools of helping Byrd-Bennett rig the bidding process in Detroit in favor of Houghton Mifflin Harcourt.

The details come from an affidavit filed in March 2013 by the FBI for a warrant to search Byrd-Bennett’s AOL email account. An FBI special agent wrote he believed emails would show she lied about her relationship with Houghton Mifflin Harcourt and had a conflict of interest.

PALATINE – Educators in a suburban Chicago school district said Tuesday they believe they have forged a creative accommodation for a transgender student who wants unrestricted access to a girls’ high school locker room, and they’re prepared to go to court to defend it.

Installing curtains in the locker room for the student – who was born male and identifies as female – balances the privacy rights of other girls with the student’s wishes to be treated equally, said Superintendent Daniel Cates of Township School District 211.

Cates spoke to The Associated Press one day after the U.S. Department of Education’s Office of Civil Rights declared the district in violation of federal law for offering the student only separate changing facilities. The

district could lose up to $6 million in federal funding if it can’t reach a deal with the agency, which has said the privacy curtains are discriminatory unless all the girls are required to use them.

The transgender student has not been identified and wants to remain anonymous, according to the American Civil Liberties Union of Illinois, which helped the girl’s parents file a complaint more than two years ago.

She has been living as a girl since middle school, has changed her legal name, obtained a passport as a female, received a diagnosis of gender dysphoria and is taking female hormones, according to the Department of Education’s summary of its investigation.

The school district has allowed the student to use girls’ restrooms and participate in girls’ athletics. She is identified as a female in the district’s computer system.

Medicare question is switch or stick with it?

Your health plan is one of the biggest decisions you’ll make this year. People who research their decision are far more likely to make a good choice. If you’re Medicare-eligible, here’s what you need to know for the Medicare enrollment season, running Oct. 15 through Dec. 7.

Start by knowing the basics.

Even if you’re already using Medicare, you need to understand the main components: Original Medicare (Medicare Parts A and B), Medicare Advantage Plans (Medicare Part C) and Prescription Drug Plans (Medicare Part D). In a nutshell, Original Medicare includes hospital insurance and medical insurance, and you may choose to add a Medicare Supplement plan – often called a Medigap plan – along with a stand-alone prescription drug plan. Medicare Supplement plans cover all or some of the medical charges not covered by Original Medicare, including the 20 percent co-insurance for most services. Because Original Medicare or Medicare Supplement plans don’t offer prescription drug coverage, it’s necessary to enroll in a standalone Prescription Drug Plan (Part D) for coverage.

Medicare Advantage Plans, offered through Medicare-approved private companies, typically include not only hospital and medical coverage, but also prescription drug coverage. Your plan choice this fall is guaranteed and will be yours for all of 2016, unless you qualify for a Special Enrollment Period (SEP) and choose to make a change.

With news of possible health plan mergers among Medicare Advantage plans, it’s important to understand that this does not affect your 2016 plan choice.

In the end, if we get in the habit of considering Oct. 15 through Dec. 7 health prep season – just as March and April is tax prep season – we’ll make the right decision for our financial, emotional and physical health. Regular work grounds lawmakers RUSHVILLE – Recently, I got to watch two state senators working.

No, not drafting bills, pontificating on policy or glad-handing constituents.

They were working at their other jobs – doing something other than politics.

One, Kyle McCarter, was supervising on a factory floor; the other, John Sullivan, was working behind a microphone as an auctioneer.

Service in the Illinois General Assembly is supposed to be part time. But many lawmakers choose not to treat it as such and don’t hold outside employment. That’s unfortunate.

Finding yourself in regular workplace keeps you grounded. It also provides a daily real-world perspective.

McCarter is a Republican. Sullivan is a Democrat. But both know the challenges faced by businesses.

Why? Because they actually operate them.

I ran into Sullivan last month at my uncle Al Hamilton’s sale in Rushville. I was impressed by how professionally Sullivan’s auction business

His cadence was hypnotizing. I probably spent too much on a bucket that my grandma used to own and that ended up in Al’s house.

But, by gosh, I was under Sullivan’s spell.

Back in the bad ol’ days when Rod Blagojevich was governor, Sullivan almost singlehandedly blocked legislation that would have taxed farmers for the seed and feed and other inputs they buy.

I imagine his years working with farmers at auctions and doing some farming himself gave him a greater sensitivity to the issue. Good for him.

Sullivan is retiring from the Legislature, and I’ll miss hearing him speak on the floor of the Senate – albeit at a slower cadence than at the auctioneer’s microphone.

McCarter operates

a Lebanon factory that makes exercise pads, biohazard containment devices, breathing apparatuses and a host of other things.

As we strolled through the factory floor, McCarter chatted with various workers. His rapport with them seemed more personal than the usual boss-employee dialog.

He said many of the people he employs are folks who need help, such as domestic abuse victims and folks just out of drug rehabilitation.

It was a softer side of the lawmaker than I usually see on the Senate floor, where he has a reputation as a hard-nosed fiscal conservative.

He said one reason he keeps the business going is just to help people.

Operating a business has given him insight into how to set spending priorities and care for others.

It’s refreshing to see both men use real-world business experiences to address the state’s problems in Springfield.

By KAITLYN JASNICA kjasnica@shawmedia.com FRANKFORT – Joliet West’s girls volleyball team did everything it had to do to win Tuesday night against Minooka. The Tigers served up 11 aces, and senior middle Lauren Stefanski posted a matchhigh 14 kills.

Still, Minooka came out on top. The Indians won a nail-biting 25-23, 19-25, 25-19 decision in a Class 4A Lincoln-Way North Sectional semifinal.

“Al is a great coach, and they’re a great team,” Minooka coach Carrie Prosek said of West and its coach, Al Mart.

“They knew who to pick on, and they obviously went at them.

“It took us awhile to get ourselves back in-system, but the first game, we took off with it.

But then they really swooped in on those players. Once they did, we worked through it.

“They [Tigers] had a phenomenal season. You come here with nerves knowing how

good they are, and then they served us off the court. Basically, that’s what they did. We made our errors in serve-receive.”

No. 6 sectional seed Minooka can’t afford to do that at 6 p.m. Thursday against top seeded Lincoln-Way North in the sectional final.

As usual, the Indians (28-10) had strong offensive production from the outsides. Senior Ginger Perinar recorded 10 kills, while sophomore Alli Papesh had nine. Against North,

however, Minooka will have to pass more in-system so junior setter Brooklyn Bachmann (26 assists) can spread out the offense.

Despite being set a limited amount of times because of West’s aggressive serving, the middles and right side put away the ball when they were set.

Junior Kamryn Johnson had five kills, sophomore Holly Bonde four and both hit .500.

Senior middle Emily Hise tallied three kills, including one

over-pass kill she bounced a 10-foot line to make the score 5-1 in favor of the Indians and started them on a hot steak.

It looked as if Minooka was going to dominate the entire match at the beginning. Joliet West (30-7) was playing timidly, and before the Tigers knew it, Minooka was up, 16-7.

Then they decided they didn’t want their season to end that way.

roesterle@shawmedia.com NEW LENOX – Right from the start of Tuesday’s Class 3A girls volleyball sectional semifinal at Lincoln-Way West, one team played like the top seed.

That team, however, was 13th-seeded Morris, not top-seeded Providence. In the end, Morris came away with a 25-18, 19-25, 25-22 win to advance to its first sectional championship match since 2011, when the Redskins lost to Metamora.

Morris (16-17-2) never trailed in the first game, racing to a 7-1 lead on the serve of senior Jasmine Cook, forcing an early Providence timeout.

“Getting out to that big lead early let our girls know they could play with their girls,” Morris coach Taylor Lafond said. “At practices, I was telling our girls that I wasn’t worried about what Providence was going to do. We just needed to do what we do best and keep the mistakes to a minimum. And that’s exactly what we did.”

What the Redskins – who take on Joliet Catholic for the sectional title at 6 p.m. Thursday – did best was get the ball to their best player. Kaylin Korte had a match-high 23 kills to go with 10 digs and three blocks.

She also drew attention from the Providence blockers, clearing lanes for the other Morris hitters as Janelle Brehm had 12 kills and Calleen Soper two.

Morris also was strong on defense, with Veronica Johnson leading the way with six blocks, Ryan Friend had four, Soper two and Brehm one.

Brehm had nine digs, while setters Addison Polite and Ashley Hood, who each had 17 assists, had three and six digs, respectively.

Korte was icing a sore left wrist after the match but didn’t let that deter from her enjoyment of the win.

“This is the biggest volleyball game of my high school career,” she said. “The team just bonded together so well, and we played well together. I am so excited to see all the hard work that everyone has put in pay off.

“It seems like we always go three games, so we were able to stay composed and keep at

Game 2 until Providence rallied from being down, 16-11, to taking a 23-17 lead. The Celtics (28-10) took a 1-0 lead in Game 3, then led, 2-1 and 8-7, before Morris regained the lead at

9-8. Providence tied Game 3 at 21, but Morris scored four of the next five points to win the match, the last on an ace by Cook.

“I was a little nervous,” Cook

admitted. “There was so much pressure, but I just served it like I had been. I hoped it would stay in and my teammates would help me out like they always do. It’s great. I’ve got some great moments to share with everyone.”

Rachel Alles led Providence with 11 kills, 17 assists and five digs, while Mary Poulos had seven kills and two digs, and Emily Boggetto had 11 digs.

“We played hard,” Providence coach Brie Isaacson said.

“We had a slow start, and we could have just gone away, but we fought back in the second game and showed what we are made of.

“Give Morris credit. They played very well. Korte is an outstanding player, and we knew she would get her kills.

But they had their other players step up and make plays. They were very balanced tonight.”

“Our goal the whole week was to send a message and to not take anybody lightly,” Simon said. “From the beginning, our goal has been tunnel vision, keeping our eyes on the prize, what’s at the end.

We have to focus on the game that we’re playing since we can’t get to the end if we don’t focus on what we’re doing right now.

“Everybody steps up when we need it, and we play really well together. I think that we’ve grown a lot from the beginning of the season. When

Megan [Cladis] was out, we definitely went through a rough patch, but I think that we’ve bounced back from that completely.”

In the second set, the Panthers grabbed a 5-2 lead after a pair of kills from Emma Hofmeister, but then JCA used a 6-0 run, featuring two Acosta

kills, to go up, 8-5.

Manteno closed back to within 9-8, but Cladis got a kill for the sideout and then Meghan Harrison (three aces, 12 digs) served up 10 straight points to remove all doubt about the outcome. That decisive run featured three kills from Cladis and two more from Addy Alt. Megan Melone chipped in with 14 assists for the Angels.

“We’ve been practicing real hard since we really want to make it downstate since we went last year,” Cladis said.

“Our goal is to win, that’s what we’re going for – ‘the road to four,’ that’s all that we’ve been saying. Today, we really wanted to make a statement to everyone that we’re playing next. In every playoff game, you want to go 1-0 and be 7-0 at the end.

“When I got hurt, I was really sad since I thought that I would be out for the rest of the season. But I pushed real hard to come back, and the rest of my teammates were really supportive of me and picked up my slack. Now that I’m back, I realize how much I wanted to play. It’s been a lot of fun lately, and we’re excited.”

NEW LENOX – The name of the game at this time of the year is to perform well enough to move on to the next round of the playoffs.

And Joliet Catholic’s girls volleyball program has been especially adept at doing that throughout the years, as evidenced by its record in postseason play.

The Angels added to that legacy Tuesday when they advanced to their 10th sectional final in the past 11 years by capturing a 25-17, 25-12 victory over Manteno in a Class 3A Lincoln-Way West Sectional semifinal.

JCA (23-12) advanced to Thursday’s 6 p.m. match against upstart Morris, which stunned top seed Providence Catholic, 25-18, 19-25, 25-22, in Tuesday’s first semifinal.

“They’re high school kids, so on an any given night, anything can happen,” said Angels coach Christine Scheibe, who also has had 11 of her teams reach the sectional finals in the past 13 years.

“Sometimes, you get a team that’s pumped and ready to play, while another team may have more talent but just isn’t ready. It’s high school volleyball.

“I didn’t let our girls watch a lot of the match before ours.

I wanted them to focus on what we needed to get done tonight and take one game at a time. I didn’t feel that we played our best volleyball, but we took care of the job that we needed to do and got it done.”

Things started well for JCA, which jumped to a 7-0 lead in the opener. But the Panthers (25-13) were able to close to within 8-7. A kill by Taylor Zurliene (five kills, six digs), a wide hit and a block from Andriana Acosta increased the Angels’ lead to 11-7.

Manteno used kills from Jessica Schindler and Nora Crockett to close the gap to 17-14, but JCA answered with three straight points on a net violation and kills from Megan Cladis (nine kills) and Jessica Simon (six kills, 13 assists, six digs) to claim a 2014 lead. The Angels wrapped

The win snapped a six-game opening-night losing streak for the Saints, who defeated Bethel (1-1) for the first time in the past four meetings.

USF used a 15-0 run midway through the first quarter to take a 19-7 lead. A Reed 3-pointer made it 22-11, and the Saints maintained a double-digit edge through the rest of the first half. USF led, 47-34, at the break and by at least 20 points the entire fourth quarter.

Reed finished with 15 points, four steals and two assists to go with her 20 points.

Similar to Joliet West, Lincoln-Way North will be playing its heart out. The Phoenix are in their last season as a school, but Minooka will look to spoil their hopes of a sectional title.

Lincoln-Way East (8-2) will travel to Libertyville (10-0) at 1 p.m. Saturday. The Griffins entered the playoffs allowing 9.0 points a game and beat Algonquin Jacobs, 40-6, in Round 1.

While East is averaging 36 points, Libertyville is averaging 44 after whipping Downers Grove North, 56-24, last week. Facing that strong of an offense, the Griffins must come up with an A-plus defensive effort.

Not only that, although Libertyville has allowed about 20 points a game, the Wildcats have held six opponents to a touchdown or less, which matches what East has done. So as gaudy as the offensive numbers are, this shapes up as a battle of two strong defenses.

Lemont (9-1) will host Crete-Monee (8-2) at 6 p.m.

Crete-Monee lost only to Brother Rice, 49-21, and to Prairie Ridge, 52-33. Both are 9-1 and alive in the playoffs.

The Warriors averaged 43 points during the season and whipped Rock Island, 40-0, in Round 1.

Crete-Monee has come up with good defensive efforts, but not often against top competition, a category that certainly includes Lemont.

The Indians, meanwhile, have been stingy defensively against all comers.

The matchups in Class 5A – Marian Central (8-2) vs. Joliet Catholic (9-1) at 1 p.m. Saturday at Memorial Stadium, and Lincoln-Way West (8-2) at Troy Triad (9-1) at 3 p.m. Saturday – may be tight from the standpoint that all four teams have played respectable defense.

Marian is allowing 17.9 points after whipping Belvidere, 41-7, in Round 1. JCA al-

lowed 16.3 during the season and beat Vernon Hills, 48-29, when the Cougars scored three touchdowns after the running clock clicked on.

Remove the Hilltoppers’ 41-3 victory over Marian Central in Week 5 from the equation, and you see two teams whose defensive production is similar. The next week, the Hurricanes lost to Notre Dame, 31-7. Otherwise, they have not allowed more than 19 points in any game. That happened when they trailed Nazareth, 19-0, at halftime and rallied to win, 34-19.

JCA led Marian at halftime, 7-3, in the first meeting before blowing it open in the second half. The bottom line was the Hilltoppers dominated the line of scrimmage on both sides of the ball, but especially on the defensive side. That’s what they hope will happen again.

Triad lost to unbeaten Belleville Althoff, 33-21, in Week 9. Otherwise, the Knights have yielded no more than 20 points in any game. Their defensive average is slightly better than Lincoln-Way West’s, but the Warriors have

faced some stronger competition.

Finally, in Class 3A, Wilmington (10-0) will host Byron (8-2) at 5 p.m. Saturday. The Wildcats allowed 14.7 points a game during the season and opened the playoffs with a 55-13 spanking of Peoria Heights.

Byron, which averaged 33.1 and allowed 24.7 during the season, ousted Lisle, 42-7, in Round 1. Byron lost to Marengo, 33-0, in Week 1, scored a 16-13 win over Genoa-Kingston in two overtimes in Week 2 and has averaged more than 40 points since.

However, the Tigers have two 41-40 victories on the résumé and allowed 56 points in a loss to powerful Rockford Lutheran. Wilmington’s defense bent but did not break in a 42-35 Week 9 win over then-undefeated Manteno.

When it comes down to which defense will step up, go with the Wildcats.

In November, more often than not, the better defense wins.

Acho, Long set to make adjustments before Chargers game

By NATE ATKINS natkins@chicagofootball.com LAKE FOREST —For the Bears, entering a Monday Night Football matchup at 2-5 stirs up a few different ideas of what this season could have been, but also what it still can be.

“You know, it’s tough sometimes sitting at 2-5, and you get lost thinking, ‘OK, well, the season is gone,’” Sam Acho said. “But in all reality, we are two plays away from being 4-3 – and right now, 4-3 in the NFC, you’re sitting pretty.

“Even our record right now at 2-5, we’re fine. I think there’s one undefeated team left in the NFC. There’s a long way to go.”

The Bears’ record could be anywhere between 0-7 and 4-3, with four straight games

featuring a lead change in the final minute. The first two against the Raiders and Chiefs went the Bears’ way, but fortunes have changed since with back-to-back losses to the Lions and Vikings.

On Monday, the Bears will face what could be the AFC’s version of them, the injury-ravaged 2-6 Chargers, who have dropped four straight games by a touchdown or less.

Something will give, and the Bears hope it will give their way. Acho and Kyle Long acknowledged Tuesday it will take something more to adjust to their current levels of adversity and struggle.

For the offense, that includes learning to play without Matt Forte for the here and now. The NFL’s fourth-ranked rusher in carries left Sunday’s 23-20 loss to the Vikings with

“Once he gets through the line, he can just shoot out there,” Long said of Langford, who ran 12 times for 46 yards in Forte’s absence Sunday. “So I think from a linear standpoint, you’ll see a guy

who’s running downhill, and I think Bears fans will like it.

I know I like the guy a lot. He runs hard, and he’s a tough kid.”

On defense, the challenge will be learning how to close out games. The past two weeks, the Bears have allowed the Lions and Vikings to drive late to tie the score and then win on a last-play field goal.

“The key is turning it up a

little bit more, I would say, in practice,” Acho said. “We’ve been practicing hard, we’ve been working hard, but just adding a little bit more attention to detail in how we prepare on the practice field, when we’re watching film, even as the days lead up to the game.”

Acho admitted he needs to work on his ability to read and react to play-action. For all the players, this week offers an extra day to work through the struggles that have brought them to now.

“I’m really excited to see how this team responds to playing under the lights in front of the national, international stage,” Long said.

“All of our colleagues will be watching. Pretty special thing in the NFL to be able to play on Monday night.”

The five area teams that remain in the state high school football playoffs are there for a common reason.

They play defense.

Most first-round survivors statewide have the ability to put up sizable offensive numbers. And those that stay alive may continue doing that as they trek down the road toward the state finals at Northern Illinois University.

However, there also are occasions during the playoffs when foul weather comes into play. And even in ideal conditions, the better defensive team will win more often than not.

Our area’s five survivors are Lincoln-Way East in Class 7A, Lemont in Class 6A, Joliet Catholic and Lincoln-Way West in Class 5A and Wilmington in Class 3A. If this were Las Vegas, our teams this week probably would range from slight underdogs to seven- to 10-point favorites.

That’s close enough that any of this weekend’s five games realistically can go either way.

CHARLOTTE, N.C. – Looking to squash any notion that the drivers are running amok on the track, NASCAR suspended Matt Kenseth for two races Tuesday for intentionally wrecking Joey Logano in an act of retaliation that dramatically changed the lineup of drivers in the running for the championship.

NASCAR said it punished Kenseth because he had no chance at winning and intentionally altered the outcome of Sunday’s race.

The Associated Press KANSAS CITY, Mo. – The world champion Kansas City Royals basked in the adulation of thousands of ecstatic fans in a parade and rally Tuesday that nearly shut down downtown for hours.

After driving a 2.3-mile route in a caravan, team owner David Glass, manager Ned Yost and several of the Royals returned the love by telling fans they could not have captured the World Series without their support and calling the turnout for Tuesday’s celebration “unbelievable” and “amazing.”

“This is a day like none of us have seen before, and we appreciate it from the bottom of our hearts,” Yost

said. “What (the team) wanted most was to come to this city to win a championship for you guys. We celebrate it with you today.”

Left fielder Alex Gordon, who has been with the team since 2007, recalled years of losing seasons for the Royals. “To see this unfold to this is unbelievable. We’re the World Series champs and you are the best fans in the world,” he told the crowd.

Gordon, who’s not expected to exercise an option on his contract for next season, gave no hint about his possible future with the team.

Johnny Gomes, a midseason acquisition from the Atlanta Braves who didn’t make the playoff roster but was credited with bringing positive energy to the clubhouse, was the most animated of the

players, forcing the reluctant relieving corps to take a bow and introducing several players. He also asked for a moment of silence in honor of Edinson Volquez’s father, Chris Young’s father and Mike Moustakas’ mother, all of whom died this year.

“It’s unbelievable what those guys did,” Gomes said, emphatically.

Volquez drew loud applause when he vowed that the Royals would be back on the same stage next season after winning another world championship.

No official crowd estimates were immediately available; fans began arriving hours before the festivities and were packed in so tightly that many could not move. Yet the mood remained mostly jovial.

WASHINGTON – Dusty Baker got another managing job, this time with the Washington Nationals. And Major League Baseball got another black skipper, something the man in charge of the sport called “encouraging.”

The Nationals announced Baker’s hiring Tuesday, nearly a month after firing Matt Williams when the club missed the Dusty Baker playoffs.

With Baker joining the Nationals, baseball avoids what would have been its first start to a season since 1988 with zero black managers.

“I am certain that the Nationals, like all of our clubs, hired the best person for the job. It is encouraging that in this case the best person turned out to be African-American,” baseball Commissioner Rob Manfred wrote in an email to The Associated Press. “This is a positive step, and I am intent on making continued progress on diversity in the managerial ranks going forward.”

When the Seattle Mariners fired Lloyd McClendon last month, it left no black managers in the major leagues. No season had started without at least one since 1988; in April that year, Frank Robinson replaced Cal Ripken Sr. with the

Baltimore Orioles. Robinson later managed the Nationals.

“Dusty Baker is highly qualified, has years of managerial experience and is a proven leader,” Manfred wrote.

In the 66-year-old Baker, the Nationals get someone who has worked 20 seasons as a manager in the majors and whose 1,671-1,504 record – a .526 winning percentage – includes the second-most victories among active managers.

He led the San Francisco Giants to the 2002 World Series and reached the postseason a half-dozen other times.

He becomes the second-oldest manager in the majors at the moment, a few weeks younger than Terry Collins, who just led the New York Mets to the World Series.

Baker also managed the Cubs and, most recently, the Cincinnati Reds, who fired him in 2013. He has a reputation for being able to handle different clubhouse personalities, including managing Barry Bonds while with the Giants.

Baker won NL Manager of the Year honors in 1993, 1997 and 2000. He retired as a player in 1986 after 19 years in the majors, winning a World Series title with the Los Angeles Dodgers in 1981.

“We were looking for a manager to help us achieve our ultimate goal of competing for a World Series championship,” Nationals owner Ted Lerner said in a statement.

Turkey doesn’t take 3 weeks to cook – it just feels that way. Plan ahead to prep the main course with tips from the pros

To promote a crisp, brown skin, many chefs recommend cranking the oven to 425 degrees F. during the first or last 30 to 45 minutes of cooking. Just be sure to protect the delicate breast meat. If using high heat at the beginning, start with the bird breast-side down, Lancaster said. After 45 minutes, turn the turkey over and continue roasting at 325 degrees F. If you brown at the end, cook the bird breast-side up at 325 degrees F., DeShantz said, but tent the breast with foil. Remove the foil for the last hour of cooking, then increase the heat to 425 degrees F. for the last 30 minutes.

THE TEMPERATURE

Basting is a given, our experts say, but some chefs take it to the extreme. Howard’s secret: soak a triple-layered sheet of cheesecloth in melted butter and drape it over the breast of your roasting turkey. “The cheesecloth slowly releases the butter onto the bird,” she said.

Not ready to wrap your bird like that? Use the juices that collect in the pan and baste the turkey every 20 to 30 minutes, but no more. Opening the oven to baste more often than that will release all the heat from the oven and significantly can delay roasting times.

Ignore the pop-up thermometers that come with some turkeys. Instead, use a good instant-read thermometer and test the temperature early and often. Our chefs generally vote to let breast meat reach somewhere between 160 degrees F. and 165 degrees F., and to take dark meat to around 180 degrees F. But Harold McGee, food scientist and author of “On Food and Cooking,” said to pull the bird out of the oven when the breast hits 150 degrees F. and the thigh registers 160 degrees F. “Take the bird out of the fridge a few hours in advance of cooking,” McGee said. “Let the legs warm up, but cover the breast with a bag of crushed ice.” Seriously. All of these tips call for cooking the turkey to below the 165 degrees F. that is considered safe. That’s because roasted meats continue to rise in temperature after they are removed from the oven. If you leave it in the oven until it reaches 165 degrees F., you’ll end up with an overcooked turkey.

THE REST

Dry brine, wet brine, it doesn’t matter, our experts say, just brine that bird. The typical wet brine submerges the turkey in water containing salt, sugar and aromatics such as sage, rosemary, thyme and black peppercorns. Richard DeShantz, executive chef at Pittsburgh hot spots Meat & Potatoes and Butcher and the Rye, gives his birds a subtle sweetness with a 50-50 mix of apple cider and water. Feel free to play with the seasonings. Wet-brined birds must be patted down, then air-dried for several hours after brining before roasting them. To avoid the mess, chef Vivan Howard of Chef and the Farmer in Kinston, N.C., suggests ditching the water and using a dry brine – a rub of salt, sugar and dried herbs – a day or two before cooking. Dry-brined birds also will have a crispier skin, she said.

Borderline heretical advice: Dismember the bird.

DeShantz recommends butchering the turkey raw and cooking its parts separately to better cook thighs and breasts to the proper temperature. “This technique results in better cooking, better seasoning, easier carving and better gravy,” he said.

THE BASTE

Let’s start at the beginning: A 12- to 14-pound turkey gives you the best chance of cooking success.

Anything larger is difficult. That’s because the white and dark meat need to be cooked to different temperatures, and the bigger the bird the more difficult it is to nail that. If you need more than 14 pounds of turkey, our experts suggest roasting two. Most of our chefs favor fresh, free-range turkeys. But if you can’t afford or find a fresh, free-range turkey, don’t despair.

“In our testing, we found that fresh didn’t always equal better,” America’s Test Kitchen editor Bridget Lancaster said via email. Frozen turkeys, Lancaster said, may not be subject to the temperature fluctuations that sometimes afflict fresh birds during transit.

In bridge, whether you live on the West Coast, the East Coast, or somewhere in between, you will often be looking for an extra trick. Don’t plunge immediately; look at all four suits.

In today’s deal, South is in three notrump. What should he do after West leads the heart jack?

South’s two-no-trump rebid showed a good 22 to 24 points.

Declarer starts with six top tricks: one spade, three hearts and two diamonds. He could hope that the defender with the club ace has it either singleton or doubleton, or has never heard of the holdup play. But the odds favor that ace’s not appearing until the third round of the suit. Then what chance for a ninth trick does South have?

He will need two spade winners. If that suit is 3-3, there will be no problems, but that is unlikely. What should declarer do?

At trick two, South should lead a low spade from his hand.

A defender takes the trick and returns a heart. Declarer wins and cashes the spade ace, happy to see West drop the king.

Then South leads his club queen and continues with another club. When he takes that trick on the board, he leads a spade toward his jack for his ninth winner.

The curious may work out how the defenders can defeat the contract if South leads the club queen at trick two, then ducks a spade.

also help to avoid certain foods. Dairy products, fruits, and caffeine cause diarrhea in some people.

Or try an antidiarrheal medicine such as loperamide (Imodium).

Even though it may seem paradoxical, some people who suffer from chronic constipation also suffer occasional fecal incontinence. They can’t go -- until they suddenly can.

If your fecal incontinence is related to constipation, try bowel training. To do this, attempt to defecate at a regular time each day. (First thing in the morning or after a meal are good choices.) Repeat the routine until the bowel movement becomes part of your body’s daily rhythm.

Another strategy is to improve muscle tone in pelvic floor muscles. The pelvic floor is a network of muscles and connective tissue that extends from your pubic bone to your tailbone. Strengthening pelvic floor muscles helps to improve both fecal and urinary incontinence. Kegel exercises are effective.

Biofeedback can also help. It can help you identify the correct muscles for pelvic floor exercises. It can also make you more aware of stool in your rectum.

Another form of biofeedback delivers a small electrical shock to the anal sphincter. This helps to bulk up the muscles there and keep the sphincter squeezed shut to prevent leakage.

If these efforts fail, there are surgical treatments available. I’ll discuss them in tomorrow’s column.

Dear Dr. K: In an earlier column, you wrote about causes of fecal incontinence. You mentioned that there are effective treatments. Can you tell us about them?

Dear Reader: Although there are surgical treatments for fecal incontinence, simpler treatments usually do the trick. They range from dietary changes to bowel training. Today I’ll discuss non-surgical treatments. In tomorrow’s column I’ll discuss surgical treatments.

One of the most effective ways to reduce fecal leakage is to increase your fiber intake. Fiber helps to control both constipation and diarrhea. You can imagine how diarrhea could cause fecal incontinence. In people with constipation, liquid stool may leak out around hardened stool.

Good sources of dietary fiber include bran cereals, uncooked fruits and vegetables, whole-grain breads and pasta, and brown rice.

You can also take a daily fiber supplement.

There are supplements that are insoluble (one popular brand is Metamucil), and soluble (two popular brands are Benefiber and Citrucel). The two types of fiber supplement have not been rigorously compared.

By trying each type, you can determine which works best for you. Whichever type you choose, increase your fiber intake gradually.

Fecal incontinence is not the same as chronic diarrhea. With the latter, you don’t soil yourself (unless you’re far from a bathroom). However, conditions that cause chronic diarrhea increase the likelihood that a person will sometimes have fecal incontinence.

Some drugs you take for other conditions may contribute to loose stool. For instance, the diabetes drug metformin (Glucophage) sometimes causes chronic diarrhea. Talk to your doctor to see if you can switch to a different drug. It might

PLAINFIELD, IL 60544 The Village of Plainfield will hold an Informational Meeting concerning the proposed improvement of 127th Street from Heggs Rd to approximately one-half mile West of US 30. Findings will be presented from the Phase 1 preliminary engineering studies. All persons interested in this project are invited to attend this meeting. The meeting room is accessible to persons with a disability. If special accommodations are required, the contact person below should be informed at least five days prior to the meeting.

The meeting will be conducted on an informal basis. A brief presentation regarding the proposed improvements will begin at 7 p.m., with a question and answer session to follow. Attendees will have the opportunity to review project exhibits and meet with representatives of the Village of Plainfield to discuss the project. Representatives will answer individual questions offered by those in attendance. Comment sheets will be provided for those in attendance who wish to provide a written statement. The meeting will address topics such as the need for the project, proposed improvements, detour of traffic, and the tentative construction schedule.
