By BOB OKON bokon@shawmedia.com JOLIET – The developer of a stalled hotel-conference center wants the city of Joliet to more than double the incentive package, while the plan has been scaled back.

The Joliet City Council could vote Dec. 1 on the new proposal for $6.5 million in tax incentives over 20 years for the project at the Houbolt Road interchange with Interstate 80.

Hospitality Guru Group representatives told the council’s Economic Development Committee on Monday that a second hotel planned for the project now would be delayed until market conditions prove it viable.

The developer plans to build a 120-room Holiday Inn with a 14,000-square-foot banquet and conference facility. A second 100-room hotel could be built later if there is a market.

“It will be a state-of-the-art facility that will put Joliet on the map. I can guarantee that,” Sanjiv Mehrotra, founding partner of Aurora-based Hos-

pitality Guru Group, told the committee.

Mehrotra said the project would bring business conferences and hotel guests who now are not coming to Joliet.

But he and others with the group said the project is not financially feasible with the incentive package approved in 2013.

At that time, the council approved 10 years of tax incentives in a package worth up to $3 million.

“Here we are, two years later, and the project still hasn’t gotten off the ground,” said Joliet attorney Michael Hansen, representing the group.

Hansen said the project, now estimated at $20 million to $25 million, is much more expensive than originally estimated when the incentive package was approved. Added costs amount to $11 million.

Guru Group in September said one big factor in the costs is the city requirement that all-union labor be used in construction. The union issue was hardly mentioned Monday, although Hansen said all-union

labor would be used.

The committee voted unanimously to move the incentive package to the full council for a vote but did not make a recommendation.

“We’ve taken one hotel off the table, and we’ve spread it over another 10 years, and we’re asking the city for more incentives,” noted Councilman Terry Morris.

Hansen said the developers would like to build another hotel but cannot guarantee it.

The incentives would come through property, hotel/motel, restaurant and food and beverage taxes.

The plan also includes a full-service restaurant, which has caught the attention of neighboring restaurant owner Joe Pecora. He owns Heroes West Sports Grill and expressed concerns that Hospitality Guru could get incentives to open a sports bar and grill next door to his business.

“It would leave a bad taste in my mouth to see a direct competitor in a deal with a 25 percent subsidy,” Pecora told the committee.

Will forest district sends McFarland reports to state’s attorney’s office

By BOB OKON bokon@shawmedia.com JOLIET – The Forest Preserve District of Will County said Monday it sent the state’s attorney reports from an internal investigation into Joliet Councilman Jim McFarland.

The action marks the second referral of information to the Will County State’s Attorney’s Office involving mailings McFarland sent using public resources.

A forest district statement said the internal investigation involved McFarland’s use of “the district’s postage machine for several personal mailings in city of Joliet envelopes.”

McFarland was an employee until Nov. 4 at the forest preserve district, where he was community partnerships man-

ager. In October, he gave two weeks’ notice of his resignation and told The Herald-News he was leaving to develop his private marketing and communications business.

The city of Joliet last week sent envelopes to the state’s attorney that the city said were inappropriately used for private or political purposes.

It’s not clear how many envelopes or how much postage was involved.

McFarland at one point said the matter involved 150 city envelopes he “inadvertently” used for mailings regarding a Facebook page he started for lost pets and a free breakfast he held for veterans.

When the city sent documents to the state’s attorney, it also included mailings involving McFarland notifying resi-

dents in the Reedwood neighborhood about an upcoming community meeting on the issue of a cellphone monopole that required approval from the City Council.

The letter stated the mailing was paid for by McFarland, but at least some letters were sent in city envelopes provided to council members for city business.

City officials began to learn about the mailings in October when the envelopes came back to City Hall because mailing addresses could not be found.

Mailings that were stamped with a postage meter then were traced to the meter used at the forest preserve district.

“McFarland has reimbursed the district for some of the postage in question,” the forest preserve district statement said.

County Board seats, circuit clerk position up for election a Democrat.

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – More than two dozen would-be candidates waited in line for the doors to open at 8:30 a.m. Monday at the Will County office building, kicking off the first day of filing for the March 15 primaries.

Potential Will County Board candidate Joe Carlasare said he was so determined to be first on the 2016 primary ballot for his race that he arrived long before the county clerk’s office opened, with his filing petitions in hand.

“I’m paranoid. I wanted to be first. We got here at 6:45,” said Carlasare, an attorney from Joliet who is running as a Democrat for Will County Board District 10. “We listened to Christmas carols in the car.”

Carlasare, who gathered about 400 signatures when 66 were needed, was among the two dozen or so potential candidates for Will County elected seats who participated in the age-old tradition of getting up bright and early on the first day to file petitions.

Those who were in line when the office opened at 8:30 a.m. qualified to be first on the ballot. If more than one candidate from the same party files for the same office, a lottery will be held to determine who is first on the ballot.

Will County Clerk Nancy Schultz Voots said candidates who did not file Monday but who turn in petitions before the Nov. 30 deadline will qualify for a lottery drawing to find out who gets the last spot on the ballot – another favorable spot to have, she said.

Will County Executive

Anastasia Tuskey, spokeswoman for Will County Executive Larry Walsh Sr., a Democrat, said Walsh filed his petitions Monday. As of Monday afternoon, no other Democrat had filed for the county executive position, meaning Walsh may run unopposed in the March primary.

His previously announced Republican opponent, Laurie McPhillips, said Monday she will file petitions Nov. 30.

Schultz Voots said she has heard Babich will not run.

Babich and Wilhelmi could not be reached for comment Monday.

Timothy Broderick, a Republican from Joliet, filed for District 10. Also filing for District 10 on Monday was Tyler Marcum, 25, of Joliet, who now serves on the Joliet Township District 204 School Board. Marcum is the son of Joliet Park District board President Glen Marcum.

By FELIX SARVER fsarver@shawmedia.com JOLIET – A team of students at Joliet Central High School can take apart a car engine and put it back together in fewer than 30 minutes.

Those students – part of the Vegas engine team sponsored

by DeeZee – have competed in several competitions over the years where they did just that – and Nov. 6, they landed in 10th place at a national competition in Las Vegas.

Students on the engine teams at Joliet Township High School District 204 gain automotive skills and experience and compete in ways that require them to communicate with each other to work more effectively as a team. They also meet with professionals in their field and land jobs at car shops.

“Being part of the engine team is something different.

It’s a lot cooler,” said Kevin

Conroy, team member and student. “A lot of people can say they’re on the basketball or football team. We get to say we’re on the engine team.

We can take apart an engine, which not many people can do.”

The school has a second Indy engine team sponsored

by Royal Purple that will compete in December in Indianapolis. The team has been around for three months, and many of the students on the team will compete for the first time.

“I think we’re going to do very good,” said Rogelio Mendoza, a member of the team.

Stress, support

Students on the engine teams compete with others to take apart and reassemble a car engine faster and with fewer mistakes.

“When you first join the team, everything is confusing. … You get stressed out and

want to quit, but other team members will help you out,” said Ulises Carreno, a Vegas engine team member.

Carreno and others practice early in the morning before school to improve their skills. Engine teams are competitive, but Carreno said other teams are supportive of each other, and coaches get along well.

Sean Reisdorf, automotive instructor and coach for both teams, said engine team competitions require just as much communication and teamwork as any other sport, if not more.

“It’s definitely worthwhile,” he said.

Besides competing, the students explore other opportunities such as meeting with owners of auto stores or garages. They also can get jobs outside of school as well.

“It puts our faces out to the world,” said Eddie Arriaga, a Vegas engine team member.

PLAINFIELD – Plainfield School District 202 officials are proposing a tax levy of about $204.8 million – approximately 15 percent more than what the district received from Will and Kendall counties last year but less than the previous levy.

At Monday’s meeting, the Board of Education unanimously approved a resolution regarding the proposed levy. A public hearing will be held at 6:30 p.m. at the Dec. 14 meeting, and the board will consider adopting the levy at the meeting as well.

Even though the proposed levy – including bond and interest – is higher, district officials said in a news release it is about $1.04 million less than last year’s levy because of savings realized by refinancing several bond issues.

District officials also expect this year’s tax extension – the property taxes collected from Will and Kendall counties – to be only about 0.8 percent higher than last year.

About 85 percent of the total proposed levy will go toward the district’s operating funds, which include education, operations and maintenance, transportation, working cash, Illinois Municipal Retirement Fund and tort.

Project SEARCH

services, gave an update to the board on the first semester of Project SEARCH, a national program that gives vocational opportunities to those with disabilities between ages 18 and 22.

She said District 202 is lucky to have a partnership with Adventist Bolingbrook Hospital. The hospital has provided more than 15 job opportunities for adults with disabilities.

“Many of the other districts that have a partnership with a hospital have between about five and eight internships available, and our students are lucky enough to have 15 different tracks,” she said.

District 202 also partners with the Department of Rehabilitation Services for Project SEARCH. She said the tasks given to adults with disabilities are real jobs.

“I know that there are many jobs out there that offer employment to adults with disabilities,” Griffith said.

“However, at the hospital, we have people working in the emergency room, we have people working in the [obstetrics] department.

They’re doing things such as going to meet with new mothers, seeing what they need for their babies.”

District 202 is trying to prepare adult students with disabilities for life after high school, she said. Three students who received internships have been offered full-time paid employment, she said.

damaged in fire Sunday

JOLIET – Authorities are investigating a fire Sunday that damaged a Joliet house.

Joliet Police Chief Brian Benton said a police officer was the first to arrive about 7 p.m. in the 2200 block of Van Horn Court and found “the front half of the residence engulfed in flames.”

The officer attempted to put out the flames with a fire extinguisher but was not successful, Benton said. Firefighters were able to extinguish the blaze.

No one was home at the time.

Benton said Monday the cause of the fire was under investigation.

Will-Grundy center offering amplified phones The HERALD–NEWS JOLIET – The Will-Grundy Center for Independent Living offers free amplified phones year-round.

Channahon police to hold Citizens Police Academy The HERALD–NEWS CHANNAHON – Channahon Police Chief Jeff Wold announced Monday the Channahon Police Department will host its seventh annual Citizens Police Academy, a 12-week program that allows Channahon residents to get a firsthand view of situations police officers face on a daily basis.

Residents can expect to get experience in a variety of law enforcement topics taught by members of the police department.

The academy will begin Feb. 18 and meets from 7 to 9 p.m. every Thursday until

May 5.

The main goals of the Citizens Police Academy are to allow the Channahon Police Department to develop a better working relationship with the community it serves and give the community an opportunity to learn more about its police department.

JOLIET – A Bolingbrook man who was judged to be insane when he fatally slit his daughter’s throat nearly 20 years ago could be released next month from an asylum to a group home.

Dr. Shaheen Hossain, a psychiatrist at the Elgin Mental Health Center, and Matthew Kindler, a rehabilitation supervisor at a group home in Rockford, testified Friday before Judge Sarah Jones at the Will County Courthouse in Joliet about the next steps in John Blank’s treatment.

Blank, 51, wore a jacket and tie to the hearing and showed only a few brief reactions during the proceedings.

Mostly he remained slumped forward and sat at the defense table while Will County Assistant Public Defender Timothy Specht questioned witnesses from a podium.

In July 1996, Blank was alone with his 3-year-old daughter, Cari, when he cut her throat at their Bolingbrook home. His wife returned to find him covered in blood and pleading for forgiveness. Blank had been prescribed anti-psychotic medication and believed demons were after his daughter and that his house and lawn had been bugged.

Although Blank originally was found “guilty but mentally ill,” an appellate court later ruled he was not guilty by reason of insanity. He was committed to the custody of the Department of Health and Human Services, but must be released by 2026.

Blank has been a patient at Elgin Mental Health since 2000. For the last seven years, he has received passes to leave the grounds for supervised patient outings; and in 2011, he was granted passes for unsupervised activities within the

stabilizer.

“The psychotic symptoms are in remission,” Hossain said. “We would like to see him in a supervised group home and continue substance abuse counseling.”

Kindler said his group home will accept Blank if he is released from the mental health center. There are eight men living in the two-story house in a residential neighborhood, including others who have been found not guilty of murder by reason of insanity. There are alarms on the doors, access to medication is controlled, and the house is staffed around the clock, he testified.

Will County Assistant State’s Attorney Dan Walsh said prosecutors will not call witnesses against Blank’s petition for conditional release, but Walsh and Specht will argue their positions to Jones on Dec. 11.

Joliet’s Wilhelmi to be new leader at Illinois Hospital Association

By SHAW MEDIA NAPERVILLE — Former state senator A.J. Wilhelmi of Joliet was named Monday as the new president and CEO of the Illinois Hospital Association.

The appointment is effective Jan. 1, according to a news release from the hospital association. A.J. Wilhelmi Wilhelmi will replace outgoing President/CEO Maryjane Wurth, who is joining the American Hospital Association in late January as chief strategy and relationship officer and president and CEO of the association’s Health Forum.

Wilhelmi joined the IHA in early 2012 as its chief gov-

ernment relations officer and has directed the IHA’s state and federal advocacy and policy agendas on behalf of the association’s more than 200 hospitals and nearly 50 health system members, according to the release.

Wilhelmi was state senator of the 43rd District for seven years, serving as chairman of the Senate Judiciary Committee.

“Over the past four years, A.J. has been instrumental in leading IHA’s successful advocacy efforts on behalf of hospitals and health systems on many critical issues,” IHA Board of Trustees Chairman Dean M. Harrison said in the release.

“A.J. commands the highest respect from the membership, government officials and other stakeholders and IHA staff.”

Glaucoma damages the eye’s optic nerve—the bundle of nerve fibers that connects the eye to the brain, says the NEI. Some types of glaucoma are associated with elevated pressure inside the eye. In adults, diabetes nearly doubles the risk of glaucoma.

“This amazing event wouldn’t be possible without the ideas and support of the Mayor, the Board of Trustees, and Village employees,” said Sonia Little, Administrative Assistant to the Mayor. “Mayor Baldermann and Trustee Annette Bowden initiated this fun annual get-together in 2008, and it’s grown more popular each year. Families don’t want to miss it.”

From 1 - 5:00 pm, outdoor events include free holiday wagon rides and a live reindeer display. The finale of the event, the lighting of the Christmas tree, will be at 5:00 pm.

ing with Santa and Mrs. Claus, and a coloring contest (ages 12 and younger) from 1 - 4:30 pm. From 1 -5 pm, children can receive free ID cards issued by the New Lenox Police Department, and there will be free hot cocoa and cookies. QUICK NEWS Dresden Unit 2 returned to service after refueling

MORRIS – Operators at Dresden Generating Station returned Unit 2 to full power operation Sunday after a 19-day refueling and maintenance outage.

During the outage, which began Nov. 2, more than 850 Dresden employees worked with about 1,200 supplemental workers to replace about a third of the reactor’s fuel and conduct numerous tests, inspections and maintenance activities that cannot be done while the unit is operating. Replacing and updating equipment on an ongoing basis ensures the plant uses the most up-to-date technology.

JOLIET – Members of the Will County Board of Health elected James E. Zelko as the board’s new president during Wednesday’s monthly business meeting.

It marks Zelko’s first term as president, but the Joliet native is no stranger to Will County public health. He retired from the health department in May 2008 after more than 37 years on the job. He served the agency in many capacities before being appointed as executive director in August 1991. He remained executive director until retiring.

He was appointed to the Board of Health in July 2008 and subsequently served six terms as board secretary.

Zelko replaces John Hines, who served as president since being appointed in 1998. He also served one term as vice president.

Billie Terrell, a University of St. Francis professor who chairs the master of social work program, is the board’s new vice president. Terrell specializes in individual and family treatment from a multicultural perspective.

Manhattan Fire Protection District Chief Dan Forsythe replaces Zelko as board secretary.

Judith A. McDonald, Ph.D., was re-elected as member atlarge. She has served continuously since October 1994.

Debra Ann Medina, age 58 of Dumas, Texas, passed away on Saturday, Nov. 21, 2015.

A Funeral Service is scheduled for 10:00 in the morning on Tuesday, November 24, 2015 at Iglesia Bautista Hispana with Rev. Ernesto Rodriguez, pastor of the church, officiating. Interment will follow at Dumas Cemetery.

Debra was born on June 5, 1957 to Robert and Angela (Razo) Garcia in Joliet. She had been a resident of the community for 32 years. Debra was a registered nurse for many years and worked at BSA Hospital for 15 years and Moore County Hospital for 10 years. Debra was with the love of her life, Jose Fernando, for well over 40 years. She attended Iglesia Bautista Hispana and will be dearly missed by all who knew her.

She is preceded in death by her parents; two brothers, Robert and Cleave Garcia; and her favorite aunt, Juanita Serrato.

Debra is survived by her husband, Jose Fernando of Dumas, TX; two daughters, Fernanda Leza and husband Jerry of Laredo, TX and Olivia Medina and husband, Gilbert Falcon of Dumas, TX; five grandchildren, Gilbert Jr., Diego and Jonathan Falcon, and Natalie and Nathan Leza; one sister, Roberta Lopez of Dumas; one brother, Cyrus Garcia of Dumas; two aunts, Vera Martinez and Carmella Garcia; and several nieces, nephews and cousins.

Over the past years, Katie held employment with the Wilmington Police Dept., as a dispatcher, and later with Englewood Electric in Romeoville and Rockdale, as a secretary. She married James Rodawold, and was most proud to be a homemaker, who helped on the farm.

An active member of St. Rose Church in Wilmington, Katie was active in the schools with her kids and also worked in the cafeteria at Bruning School. She loved to walk, play solitaire and watch sporting events. Katie took the most pleasure in her family, and was a dedicated wife and mother, who also cherished her brothers, sisters, in-laws, nieces and nephews. Katie will be remembered as one who always put everyone else first, and was a great friend, many could always rely upon.

Survivors include her husband, Jim; children, Ashley, Andy and Jake; brothers and sisters, Gerard (Sharon) Zilske of St. Louis, Mary (William) Gill of Coal City; Carol (Peter) Peterson of Oakland, AR and Thomas (Betty) Zilske of Wilmington; her father and mother-in-law, Spike and Marie Rodawold of Wilmington; brothers and sisters-in-law, Scott Stickel, Joe (Esther) Rodawold, Janet (John) Siebert and Rita Rodawold, all of Wilmington, John (Serena) Rodawold of Aurora, Richard (Janice) Rodawold of Joliet and Theresa (Charlie) Bachman of Channahon; and numerous niece, nephews and friends, as well as her beloved grand-dog Ruby.

White House asks allies to step up in campaign vs. IS

By KATHLEEN HENNESSEY The Associated Press WASHINGTON – The White House urged allies on Monday to do more in the campaign against the Islamic State, while President Barack Obama faced pressure in return to show the U.S.-led coalition will intensify efforts in response to the Paris attacks, even without a major shift in strategy.

Requests for more counterintelligence, military and humanitarian assistance came a day before French President Francois Hollande was to arrive at the White House to discuss the fight against the extremists believed to be behind the Nov. 13 attacks that killed 130 people.

Hollande, who next visits Russian President Vladimir Putin, is expected to seek more coordinated military operations that would include both the U.S. and Moscow.

Obama has shown no inclination to rethink the U.S.

strategy or significantly expand America’s commitment, despite pressure from Hollande, Republican critics and some members of his own Democratic Party. However, Secretary of State John Kerry said in Abu Dhabi that both he and the president would like to see progress against the Islamic State “go faster.”

At the White House, spokesman Josh Earnest said the U.S. may step up efforts supporting strategies believed to be working – airstrikes and train-and-assist missions in Syria and Iraq – but he played down the possibility of any surge of new American resources into the fight.

The U.S. is “pulling more than our weight” in the coalition, Earnest said. “And we believe that there is more that can be done if countries are willing to contribute additional resources.”

Vice President Joe Biden sought those resources from allies at a meeting with ambassadors from 59 of the 65

countries in the coalition.

The discussion focused on what more the countries could do to cut off financing for the Islamic State’s global network and how to stem the flow of fighters crossing into Syria and Iraq to join the group, the State Department said.

Biden spoke separately Monday with Iraqi Prime Minister Haider al-Abadi.

The White House said Biden highlighted “ongoing U.S. efforts to mobilize increased support for Iraq among the 65-member counter-ISIL coalition.”

Separately, the U.S. military said it had destroyed 283 tanker trucks used by IS militants to transport oil from producing fields in eastern Syria to smuggling points, an acceleration of attacks aimed at crippling the group’s oil revenues. The attack by four A-10 attack planes and two AC-130 gunships was carried out Saturday at a site near Deir el-Zour and al-Hasakah but not made public until Monday.

To the Editor: I recently was reading a wonderful article in the Nov. 15, 2015, edition of The Herald-News titled, “JJC hosts competition for eighth grade engineers.”

This event, called the National Fluid Power Association Fluid Power Challenge, was designed so that these excellent eighth-graders from many of our local area schools can learn and practice theories about how fluid power works.

JJC and all of our local

business sponsors should be sincerely congratulated for their promotion of this hands-on application-based event that builds students’ interests in science, technology, math and various engineering fields as possible future career paths.

Students can only benefit from participation in these skills-based competitions.

More bad news from Springfield Earlier this month, when the General Assembly was in Springfield, House Speaker Michael Madigan called Senate President John Cullerton six times to ask him to move the child care program restoration legislation once it passed the House.

Yes, you read that right. Six times.

The man is most definitely single-mindedly persistent.

As you probably already know, the deal cut with Gov. Bruce Rauner’s office by state Sen. Toi Hutchinson, D-Olympia Fields, and others to mostly restore the draconian Child Care Assistance Program cuts Rauner made this past summer involved not voting on a bill that would’ve fully restored the governor’s cuts.

Speaker Madigan wanted that bill to pass, however, and apparently believed through much of the day that his chamber would pass it, even though it seemed obvious that Rep. Ken Dunkin, D-Chicago, had once again jumped into the political bed with the GOP governor. Some House Republicans were talking about voting

VIEWS Rich Miller for the bill, however, and that kept Madigan’s hopes alive.

Because he thought it still had a shot, Madigan would not relent on Cullerton. And while the constant calls reportedly irritated Cullerton to no end, they didn’t work. Cullerton backed up his members’ deal and the Speaker was politely refused. Six times. The bill died in the House when all Republicans and Dunkin voted against the speaker.

Madigan’s pressure on Cullerton was pretty darned ironic since Madigan is sitting on several Cullerton bills that the speaker has long refused to move. Cullerton’s chamber has twice passed minimum wage increase bills that have gone nowhere in the House despite the fact Madigan pushed a referendum last year to raise the minimum wage. Cullerton also passed a property tax freeze bill that provides more money for Chicago Public Schools

and kills off the state’s ancient school funding formula. But that hasn’t moved in the House, either.

Cullerton has sent four appropriations bills to the House, but instead of using one of those as a vehicle to fund municipalities, 911 call centers, lottery winners, etc., the speaker refused the governor’s requests for additional items and stuck everything he wanted on a House bill, which he then froze in place with a parliamentary hold after his chamber passed it with a huge bipartisan majority.

Madigan’s move not only upset local mayors, who really want their money, but also agitated senators in both political parties.

Because Madigan put a hold on the bill, Cullerton couldn’t start the legally required process of “reading” the legislation for three days, which means he now has to bring members back for more than a single day if they return in December.

OK, that doesn’t sound like much, and it may not be of concern even to people who do this for a living. But we’re in

the holiday season, so getting legislators back to Springfield isn’t as easy as you’d think, not to mention if members have to return, they would rather not be in Springfield longer than a single day. Again, it’s not the worst problem in the world, but it has aggravated the rank and file to no end.

One of the biggest reasons why Madigan was angry with Cullerton for allowing the child care funding deal to happen is that Madigan just doesn’t trust the governor to keep his word.

Madigan didn’t believe Rauner would keep his promise to fund the child care program and will instead once again use the program – which helps move tens of thousands of parents off of welfare and into work and college – as a hostage for whatever else Rauner wants sometime down the line.

So, when the Department of Human Services’ top lawyer testified last week about the governor’s new administrative rules to fund the program, the House Democrats attempted to get him on record that the department would indeed be restoring the full program once

a budget deal is in place, which was the deal cut by Rauner and rank and file legislative Democrats. The attorney refused to say either way, and House Democrats saw that as yet more proof that Rauner can’t keep his word.

Even a statement by the governor’s office later in the day assuring everyone that the deal stood as made didn’t satisfy the House Democrats, who are still obviously upset with the Senate.

There has probably been tension between the House and the Senate since 1818, when the state was founded. And it has certainly been far worse, such as, for instance, when Emil Jones was Senate president and openly warred with Speaker Madigan, who repeatedly returned the favor.

But things are not good right now.

Like we need even more bad news in Illinois.

By CURT HERRON cherron@shawmedia.com JOLIET – Most boys basketball coaches would be pleased to see their team nearly reach the century mark while winning by almost 40 points against a good squad in their opener.

Joliet West coach Nick DiForti can certainly be included in that company after watching his squad kick off its season with an easy 94-56 victory over Tinley Park in Monday’s opening-round play at the Tiger Thanksgiving Classic.

The Tigers held a 17-9 lead after one quarter but expanded their advantage to 33-14 just over two minutes into the second period before building up a 53-32 halftime lead.

double figures while three others settled for nine points. All but one of the Tigers got into the scoring column against the Titans.

Trevian Bell led the winners with 24 points and nine rebounds while Teyvion Kirk added 12 points and seven boards and Elijah Ward had 10 points and five rebounds. Eddie Creal, Tyler Johnson (eight rebounds) and Mike Smith each contributed nine points.

West’s pressure helped to create 19 Titans turnovers in the opening half and 33 for the game. Justice Jackson paced Tinley Park with 11 points and 11 rebounds.

“We did what we wanted to do defensively by applying pressure,” DiForti said. “We like to play at that pace, but by doing so, we have to be able to

accept turnovers, but maybe not as many as we had today, but there were also a lot of firstgame jitters. And Tinley Park is a good team and their style of play causes a lot of chaos for people.

“I said earlier that it’s going to be hard not to play 13 players, but at the same time, we have a nice core group of guys from last year and we’re building on that and I’m really proud of my bench. When we went on that run, it was our bench that really got us going. Obviously, there’s things that we know we have to work on, but that said, I’m happy about my kids.”

In Wednesday’s second round, the Tigers meet Monday’s other winner in their pool. Rich South took control in the third quarter to claim a 52-41 win over Plainfield South.

The Cougars led 22-21 at halftime but only made one of seven field goal tries while turning the ball over seven times in the decisive third quarter.

That helped the Stars take a 33-24 lead with eight minutes left which grew to 35-24 a short time later and the Cougars could never get any closer than seven points back after that.

Ryan Kelly led the Cougars with 11 points while Deantre DeYoung and Jacob Buchner each added nine points and Devin Smith and Nicholas Welter chipped in with five points apiece. Malik Osborne scored 15 of his game-high 19 points in the final half to lead the Stars.

“Last year against Rich South, we didn’t score in the first quarter and it just so happened that that quarter showed up in the third today,” Cougars

coach Tim Boe said. “We didn’t score until our ninth possession of the third quarter and that put a lot of pressure on your defense. We were kind of daring them to shoot from outside, and they made them.

“Jacob obviously is our leader since he was an all-conference player as a junior, so it all kind of starts with him.

Ryan brings toughness to the court and is a smart player and a good shooter. We have a lot of seniors, but not a lot of guys who had a lot of minutes. We’ll go as far as our chemistry goes.

We have real good kids who’ll stay together and work hard.”

In the other pool, Seton Academy claimed a 74-68 victory over Plainfield North, which was paced by 29 points from Kevin Krieger.

“Once I got the first one to go down, I felt like everything would go in,” Credit said. “My teammates set me up real well. This was a good team win.”

Credit said he feels Lockport has something to prove this season. “A lot of people aren’t respecting the Lockport program the way it used to be,” he said.

Credit finished 13 points and Mikolaj Nowobilski added 11. Brian Castelli scored 11 for the Celtics, who substituted five players at a time through most of the game.

“We’re still trying to figure out our rotations,” Providence coach Tim Trendel said. “We had 12 guys getting legitimate minutes. It’s Nov. 23, and this is all about March.

“I’m a South Sider and hate to quote [Cubs manager] Joe Maddon, but like he says, it’s a process.

Come March, teams are going to say they don’t want to play us.”

Providence, which will be in Class 3A in the postseason, graduated seven seniors after last season, six of whom were in the regular rotation.

“We have some guys with experience, and I have confidence in them coming through,” Trendel said. “The foundation, our core values, are there. These kids have bought into what we are doing.

“They gave a great effort tonight. They did some things well and struggled with some things that we knew we might struggle with.”

It was good to get the first one in the books, even if it was against an opponent playing as well as Lockport did Monday.

“They shot well and their intensity was good like ours,” Trendel said.

Based on early returns, the Lockport vs. Minooka game at 8:15 p.m. Wednesday and the Lockport vs. Lemont game at 6:30 p.m. Friday should be interesting. Providence will meet Lemont at 6:30 p.m.

That ended a game of runs.

Lemont had a 7-0 run to lead 13-5 midway through the first quarter. An 8-0 Minooka streak tied it 13-13 late in the quarter. Lemont went on an 8-0 run, during which time Pipes had two steals and layups and Austin Tittle scored four points, for a 30-21

lead at the break.

“That run at the end of the first half cost us the game,” Tanaka said. “Seventeen turnovers that we had, plus our inability to take charges until late in the game, was the difference.

Minooka, however, was without regular point guard Jon Butler, who is nursing an ankle injury. “He would have taken care of the ball for us,” Tanaka said.

“We talked at halftime about how you never know where the

difference in a game will come,” Runaas said. “Our guys will learn that. Tonight, I thought the difference was the run we had at the end of the first half.

It basically was an even game after that.”

However, the pattern of runs by both sides continued. Lemont’s 8-0 streak to end the first half stretched to 14-0 early in the third quarter as Runaas’ team stepped out to a 36-21 lead.

Sophomore Blackmon helps Joliet Central prevail

By DRAKE SKLEBA Shawm Media Correspondent JOLIET – In their 20th annual WJOL Thanksgiving Classic opening-round game Monday night, two-time defending champion Joliet Central rallied past Rich East, 61-55.

Malik Fuller, the MVP of last year’s tournament, led the Steelmen through the first three quarters, after which the Steelmen turned to sophomore Cam Blackmon to lead the way.

With the Steelmen up, 4947, with 3:33 left, Blackmon was fouled. While the three officials, the Rich East coaching staff and the official scorers were involved in a lengthy

discussion, Blackmon stepped off the free-throw line. Not at all fazed by the unnecessary delay, he sank both shots of a crucial 1-and-1 situation.

Fuller (13 points, 13 rebounds) made it 53-47 with a driving layup with 3:07 left.

Marcellus Hornsby’s layup put Joliet up, 55-47, and then Blackmon (12 points, three steals) put away Rich East (0-1) with a pair of free throws for a 57-47 lead with 1:52 left.

“We came out and played well,” Blackmon said. “I played hard down the stretch to help us win. I worked very hard in the offseason on my free-throw shooting and it paid off big-time tonight.”

The Steelmen exploded for 21 second-quarter points, led

by Fuller. He scored seven points and grabbed four rebounds in the quarter.

Junior guard Allen Smith (nine points on three 3-pointers) came off the bench and put on a long-range shooting display. Smith buried a pair of 3-pointers in the quarter and another in the third quarter.

Jose Grubbs’ driving layup finished the first-half scoring and gave the Steelmen a 31-28 halftime lead.

“I want to do anything I can do to help us win,” Smith said. “It felt good to hit the two 3-point shots in the second quarter to help us regain the

lead.”

In a third quarter that featured seven lead changes, Rich East grabbed the lead, 45-44.

“We all played really hard tonight and it was great to come from behind and get this win,” Fuller said. “We want to win the WJOL again. We want to come out and play well against Romeoville on Wednesday.

Grubbs scored 11 points, grabbed seven rebounds, handed out three assists and had three steals.

“This was a great team win,” Grubbs said, “A number of my teammates contributed to pick up this big win. We want to win the WJOL again,

for the third straight season.

But we must take it one game at a time.”

Joliet Central (1-0) will face Romeoville at 4:45 p.m.

Wednesday at St. Francis. The Steelmen will conclude Group A play with a 4:45 game Friday against Plainfield Central.

“It wasn’t the way we drew at up, but for a first game of the season it was a nice win,” Joliet Central coach Jeff Corcoran said. “Cam [Blackmon] is just a sophomore and really played well down the stretch. Malik [Fuller] and Jose [Grubbs] had solid games.

“We really want to win the WJOL again but there is a number of good teams.”

JOLIET – The opening game of the 20th WJOL Thanksgiving Classic on Monday night at the Sulivan Center unveiled a budding star.

Junior guard P.J.Pipes, who had a solid varsity season as a sophomore, scored 25 points and grabbed five steals as Lemont went on a late 9-0 run to secure a 54-46 victory over Minooka.

Lemont (1-0) gets a leg up in Group B in the tournament and will meet Providence at 6:30 p.m. Wednesday. Minooka (01) will take on Lockport at 8:15 Wednesday.

“I thought P.J. [Pipes] was the best player on the floor at the end of the first half and the end of the game,” said Lemont coach Rick Runaas, whose team is playing in its first WJOL tournament. “I was glad to see he was confident enough to do that.”

Another of the best players on the floor was Minooka senior forward Joe Butler, who finished with 19 points on 7-of17 shooting and eight rebounds.

When he swished a 3-pointer to cap Minooka’s second-half rally, it gave coach Scott Tanaka’s team its first and only lead, 4140, with 3:22 left.

But Lemont’s Mike Wisz hit

the third quarter to make it 3624. That ended a stretch where, going back to the first half, Minooka went 7:02 without scoring. It also ignited a 15-0 run, keyed by Larry Roberts (16 points) and Joe Butler, as Minooka tied it 36-36 with 6:12 left in the game.

It was even again at 38-38 and Butler put his team ahead with the 3-pointer that made it 41-40.

Lemont was not to be denied, however.

“We shot 41 percent [18 of 43] for the game, which isn’t bad,” Tanaka said. “But we can’t let them shoot 54 percent [19 of 35]. We were able to stay in the game because we did a great job getting them in a little foul trouble.”

Butler grabbed eight rebounds to help Minooka to a 22-20 edge. Roberts chipped in three assists in addition to his 16 points. But Lemont’s 14 steals, led by Pipes’ five and Wisz’s four, were killers.

Pipes hit 9 of 14 shots and 6 of 7 free throws for his 25 points.

He also had a team-high six rebounds. Tittle chipped in with 11 points and Wisz with eight.

“P.J. was effective,” Runaas said. “He rebounded, shot well and made his free throws. I will take that every night. And he’s only going to get better.”

Game tape confirms confusion vs. Denver BEARS INSIDER Hub Arkush The buzz surrounding the Bears heading into their 17-15 loss to Denver was that they were a hot team, having won four of their past six and trending up.

Now they’ve dropped three of their past five.

Are they trending down?

No. Oakland, Kansas City, San Diego and St. Louis were all winnable games for the Bears, and the Packers, Cardinals, Seahawks and Denver games were not winnable. The Bears got sloppy against Denver for the first time in a few weeks.

The game tape merely confirms what a number of Bears players were saying in the locker room Monday. There were missed assignments and missed communications throughout the game.

The interception Jay Cutler threw to Danny Travathan halfway through the third quarter was the first really bad throw he’s made since Charles Woodson intercepted him in the Raiders game.

His sack, strip and fumble weren’t completely his fault, as he couldn’t see Von Miller coming around behind him from the left, but he probably held the ball too long.

Cutler still made enough plays to keep the Bears in the game to the end, but he was a B- on the day at best.

Running backs Jeremy Langford and Ka’Deem Carey were a C. Langford’s 13 carries for 25 yards with a long run of 5 yards appeared to frustrate him, his vision suffered and he missed several seams as the game wore on, and Carey ran hard but brought nothing else to the position.

Martellus Bennett and Zach Miller are warming to their two-tight end sets in the

passing game and had a nice day, a B. Bennett is becoming a master at drawing interference calls on smaller defensive backs and created two flags on his own Sunday.

Unfortunately, neither had a great day blocking the run.

Receivers Marquess Wilson and Josh Bellamy piled up yards, but most of it was on broken plays. Without Alshon Jeffery and Eddie Royal, these guys just don’t run good enough routes or get enough separation to allow Cutler any rhythm in the passing game.

They get a B- for the big broken plays.

In spite of the run game problems, the offensive line was B-, doing a better than average job against the NFL’s best pass rush. Not surprisingly, Kyle Long and Matt Slauson stick out on the tape.

Unfortunately, Hroniss Grasu struggled in his return from injury and looks to have either missed an assignment or missed the call on the failed 2-point try to tie the game.

The Bears’ front seven on defense was trashed by the Broncos’ 29th-ranked running game, allowing the Broncos to go off for 170 yards.

But Bruce Gaston destroyed All Pro guard Evan Mathis for his first sack, and Willie Young appears to be learning the outside linebacker spot.

Those two flashed several times on the tape and were probably B’s, while the rest of the group was a C-.

Pernell McPhee was clearly limited by his knee, and Shea McClellin just doesn’t make enough plays.

Kyle Fuller made a couple of really nice tackles, and Tracy Porter is just really good and did a great job on Demaryius Thomas after the early touchdown on a blown coverage I can’t really identify on the tape.

Special teams were fine but not special, probably a B-.

Finally, there were the coaches and their game plan.

John Fox’s decision to go on fourth-and-4 was horrendous with 10:03 left in the game.

The Bears are 28th in the league in red zone touchdown efficiency, 42.4 percent on the season and 35.7 percent in their past three games.

The “check-with-me” the Bears ran on the failed 2-point conversion was also a terrible call by Adam Gase and a terrible decision by Cutler.

A run option from the shotgun at the 2-yard line makes no sense.

Throw in all those missed assignments and communications, and the Bears coaching staff was indeed hot and trending up before Sunday but picked its revenge game to throw out its first clunker since Detroit.

USF a hit on All-MSFA Midwest League team SUBMITTED REPORT JOLIET – St. Francis defensive end Tim Smith was named Defensive Player of the Year, coach Joe Curry earned Coach of the Year accolades, and defensive coordinator Tom Sallay was tabbed Assistant Coach of the Year as the Mid-States Football Association announced its All-Midwest League Team.

Smith finished the season ranked fourth in the NAIA in tackles for loss (21) and fifth in sacks (10) – topping the MSFA in both categories – to help lead the Saints (8-3, 4-1

MSFA) to a share of the Midwest League title and a No. 18 ranking in the final NAIA regular-season coaches’ poll.

Curry led the Saints to their first conference title since 2011 and raised his career record to 25-19. In his first year as the Saints’ defensive coordinator, Sallay engineered a unit that concluded the regular season ranked fourth in the NAIA in scoring defense (15.5), 14th in total defense (317.9) and 17th in rushing defense (118.3).

Woodard – joined Smith on the All-Midwest League firsttam defense.

Graham, who earned MSFA postseason honors for the fourth time in as many years and made his first appearance on the first team, was the Saints’ leading tackler with 96 stops, including 15.5 for loss and two sacks.

Cobb broke up a team-high 11 passes to go along with an interception and 51 tackles.

Woodard, the NAIA National Defensive Player of the Week following a three-interception game against Robert Morris, ranked fifth in the NAIA with

five picks on the season.

Running back John Magee (Plainfield South), wide receiver Sheldon Magee (Plainfield South), guard Zack Webster and tackle Brennan Mulroe (Lincoln-Way West) garnered first-team recognition on offense.

A three-time MSFA Midwest Offensive Player of the Week, John Magee rushed for 903 yards and seven touchdown. He also caught 28 passes for 225 yards and two scores. Sheldon Magee led the Saints in receptions (34) and yards receiving (535). He scored three touchdowns, two

receiving and one rushing.

Webster started all 11 games at left guard and all 44 during his career. Mulroe started all 11 games at left tackle.

Nose tackle Ali Aqel, defensive end Calvin Brayboy (Bolingbrook) and safety Mikail Davis were selected to the second-team defense. Wideout Jean Pietrzak and return specialist Eli Spann represented USF on the second-team offense.

Defensive lineman Mike Calandriello, tight end Adam Morrison and quarterback Don Butkus received honorable-mention recognition.

By JOHN SUPINIE SPRINGFIELD – Jalen Coleman-Lands sank a 3-pointer from the corner at the buzzer, allowing Illinois to escape with an 82-79 victory over Chicago State Monday night.

Michael Finke scored 17 to lead Illinois (2-3). The Illini needed a 14-0 run in the second half to tie it the game at 66, and then needed the game’s final possession to steal the win.

After Chicago State (3-2) was called for a shot clock violation with 4.6 seconds left, Illinois rushed the ball up the court to find Coleman-Lands open in the corner. Coleman-Lands, Malcolm Hill and Michael Thorne Jr. scored 12

apiece for the Illini.

Elliott Cole had 21 points to lead Chicago State. The Cougars led by 14 in both halves.

Illinois won all 11 previous meetings with Chicago State by an average of 29 points.

The Illini weren’t too concerned with style points. They just needed a win. Illinois was already off to its worst start in 50 years. Another loss would have tied the school record for the worst start after five games.

Chicago State made it difficult, building a 40-26 lead in the first half. The Cougars led the final 10 minutes of the opening half and didn’t trail again until the closing moments. Illinois grabbed a 77-75 lead on Thorne’s basket.

SUBMITTED REPORTS ROMEOVILLE – For the 15th time in program history and the 10th consecutive season, the Lewis women’s volleyball team is going to the NCAA Tournament.

On Monday, the Flyers learned that they are ranked 20th in the nation. They received the No. 3 seed in the Midwest Region.

Lewis will face No. 6 seed Grand Valley State in the opening round Dec. 3. Lewis defeated Grand Valley State, 3-2, on Oct. 16. Top seed Ferris State will host the regional.

Lewis (30-4) earned the Great Lakes Valley Conference’s automatic bid thanks to winning the GLVC Tournament Sunday n a 3-0 decision over Indianapolis. It was Lewis’ ninth GLVC title in program history.

Lewis’ streak of 10 consecutive NCAA trips is the longest of all women’s volleyball teams in the Midwest Region and longest ever of any Lewis program since the Flyers joined the NCAA Division II ranks in 1981.

By JEANNE MILLSAP Shaw Media Correspondent NEW LENOX – Thanksgiving – the time each year when we gather with our friends and loved ones and give thanks for all that we have, before eating to oblivion.

But is it OK to gorge ourselves on this holiday? Do we get one pass to binge eat without harming our health?

The bad news

According to Dr. Zahid Afzal, a gastroenterologist affiliated with Silver Cross Hospital in New Lenox, it depends on our baseline health. Occasional overeating might not cause negative long-term effects on a person who is healthy, although Afzal does advise moderation, even on holidays.

But for those with health issues, indulging is not a good idea.

“Our body can handle little jolts now and then,” Afzal said, “but for people with chronic conditions, it can be harmful.”

A sudden bolus of salt, for example, can skyrocket the blood pressure of someone with even borderline hypertension. Many people don’t know they have hypertension, he said, and not accounting for sodium intake can be particularly dangerous for them.

“Their symptoms might get worse,” Afzal said, “and sometimes they turn up at the emergency room.”

A large meal full of carbohydrates and sugar can throw a diabetic whose blood sugars aren’t well-controlled into a state of hyperglycemia, which can lead to ketoacidosis, a potentially lethal situation, Afzal said.

Those with gallbladder problems might also find their condition exacerbated. A very heavy meal kicking triglycerides to more than 500 milligrams per deciliter also can cause acute pancreatitis, Afzal said, which can be extremely painful.

For most people, however, Afzal said a one-time binge is not likely to cause any long-term effects. There are, of course, uncomfortable shortterm repercussions. Overindulgers might find themselves bloated and gassy and with heartburn or stomachaches.

But be careful, Afzal warned, of using Thanksgiving as an excuse for a

Fat cells double when we gain weight, Afzal said, and those cells don’t die when the pounds drop. They decrease in size, but they do remain, making it easier to gain weight in the future.

“The key is to enjoy the meal, but do it in moderation,” Afzal said.

“Have everything you want, but in moderation.”

Morris Hospital dietitian Kara Corsiglia offered some tips to help enjoy Thanksgiving without being miserable the rest of the day. One is to not sit down to the big meal starving.

“Make sure you still start the day with a well-balanced breakfast or lunch,” Corsiglia said.

Eating a small meal or snack before leaving for your holiday destination is a good idea, so as not to arrive famished. Munching from the veggie tray is a nice way to snack while visiting with family and friends before the meal.

Corsiglia recommends volunteering to bring a fruit and veggie tray if one might not be available. Make it fun and delicious by splurging on such tidbits as cucumber-tomato appetizers with a little cream cheese and dill spread on them.

“Most people these days are trying to watch what they take in,” Corsiglia said, “so you would be doing them a favor by bringing something lighter.”

But don’t overdo the pre-meal eating. If you’re the cook, don’t sample too much of the food you’re preparing, Corsiglia recommended. Designate family members to taste-test for you.

Also, don’t hang around the table.

It’s OK to physically walk away from the spread. And if you’re the host, it’s also fine to clear the table of the leftovers to prevent grazing.

Corsiglia suggested shifting the focus on the day away from food by incorporating some kind of movement. It’s a great way for everyone to burn calories and not feel groggy after the meal.

For instance, start a tradition of a family walk before or after the meal.

“Don’t use the holidays as an excuse to stop your exercise routine,” Corsiglia said. “Have a dance party.

People of all ages can enjoy something like that. You’ll get good laughs out of it, and it can be something to look forward to each year.”

There are dance games and fun competitions on the Wii and the Xbox One video game systems, Corsiglia said.

South barrels into six hearts, and West leads a trump. What should declarer do?

When South responds one heart, North re-evaluates his hand, adding two points for his singleton. This makes his hand worth a game-invitation. South would then head for a slam. (Anyone who uses the Losing Trick Count will note that the North hand has only five losers: one spade, two hearts, one diamond and one club.

That makes it worth a game-force. If North did evaluate that way, he should rebid four clubs, a splinter bid showing four-card heart support, a singleton or void in clubs, and at least game-going values.)

During puberty, testosterone causes a boy’s larynx to get bigger. The vocal cords also lengthen and thicken in response to testosterone.

Just as the shortest strings on a harp or piano make the highest sounds, the short vocal cords of children produce voices that are high in pitch. The longer cords of adult males produce lower-pitched voices.

As the larynx and vocal cords are going through this growth phase, the changes can cause the voice to “crack.” The change of voice can happen quickly; over only a few weeks or months, the voice begins to crack and then becomes deeper and more resonant.

As girls go through puberty, their vocal cords also lengthen. But the growth is more modest, so their voice changes are not as noticeable.

If a boy does not go through puberty because of a deficiency of testosterone, his voice will remain high.

In fact, in 16th-, 17thand 18th-century Italy, young boys with a talent for singing operatic or religious music were sometimes castrated.

The resulting failure of testosterone levels to rise preserved the high pitch of the boys’ voices into adulthood.

There’s nothing a boy can do to prevent his voice from cracking as he goes through puberty.

If it is making your son uncomfortable, remind him that this happens to all teenage boys and will pass soon enough.

Dear Dr. K: My son is 14, and his voice has started to change. Why does this happen?

Dear Reader: Your son is going through puberty.

A change in his voice is just one of several changes in this phase of life.

The first thing that generally happens to a boy during puberty is that his testicles begin to get larger and to make testosterone.

Then, the penis begins to grow and sexual hair begins to appear.

He will become more muscular. He will have more frequent erections, become capable of making sperm and thus become fertile.

Boys undergo a growth spurt during puberty.

The bones get longer and then wider. Along with the growth of muscles and bones, there is an even greater growth in the amount of body fat. As a result, body fat becomes a greater fraction of total body weight during puberty.

There also are changes in the heart and blood vessels. Boys develop a greater aerobic capacity, and blood pressure rises slightly.

The reason much of this happens is, in part, rising levels of testosterone.

In particular, the increase in this hormone causes changes in the larynx, or voice box.

That’s what is causing the change in his voice.

The larynx is located in the throat at the top of the trachea, or windpipe.

The larynx contains the vocal cords, two tiny muscles.

These two muscles tighten and relax to change how air passes through the larynx.

When you raise or lower the pitch of your voice, it is the tightness of the vocal cords that causes the pitch to change. So, changes in the larynx or vocal cords affect your voice.

NOTICE OF FINAL PUBLIC REVIEW OF A PROPOSAL IN THE 100-YEAR FLOODPLAIN NOTICE TO PUBLIC OF NO SIGNIFICANT IMPACT ON ENVIRONMENT AND NOTICE OF INTENT TO REQUEST RELEASE OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: On or about December 10, 2015, Will County will submit a request to the U.S. Department of Housing and Urban Development to release Federal Funds under Title I of the Housing & Community Development Act of 1974 (PL 93-383). The purpose of the request is to release Community Development Block Grant (CDBG) funds for construction of sidewalks on the north side of Delmar Dr. and the south side of Fairwood Dr. in Bolingbrook, IL. The total project consists of installing 18,970 square feet of sidewalk. Of that amount, approximately 450 square feet of proposed sidewalk is in an area designated by the National Flood Insurance Program as an AE flood zone (FIRM#17197C0054E). The project is part of the Bolingbrook Historic District Sidewalk Program and the estimated cost of the project is $252,000.

Notice of Finding of No Significant Impact and Determination of Non-Significance (FONSI Notice) The above-mentioned project will have no significant impact on the human environment. It has been determined that such request for release of funds will not constitute an action adversely affecting the quality of the human environment. Accordingly, the Will County has determined not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190). It has further been determined that the project will not conflict with any local or regional plans, federal environmental standards or regulations. Any negative effects identified were found to be minimal and temporary in nature. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 is not required.

Notice of Final Public Review of a Proposal in the 100-year Floodplain This notice also serves as the Notice for Final Public Review of a proposal in the 100-year Floodplain. This notice is provided pursuant to Section 2(a)(4) of Executive Order 11988 for Floodplain Management and 24 CFR §55.20(b) concerning financial assistance for activities that are within and/or affect a floodplain. Will County has determined that the sidewalk installation project would not adversely affect the floodplain's ability to contain flood waters or exacerbate flooding conditions on the project site or its immediate vicinity. The portion of the project that is located in the 100-year floodplain is approximately 450 square feet. Will County has made an Environmental Review Record (ERR) in respect to this program which documents the environmental review process and more fully sets forth the reasons why an Environmental Impact Statement (EIS) is not required.

This Environmental Review Record is on file at: Will County Land Use Department, Community Development Division, 58 E. Clinton, Suite 100, Joliet, Illinois 60432. The ERR is available for public examination and copying upon request between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday.

Notice of Intent to Request Release of Funds At least one day after termination of the public comment period for the FONSI, but not before comments on the FONSI have been considered and resolved, Will County will submit a Request for Release of Funds (RROF) and certification to HUD. By doing so, Will County will ask HUD to allow it to commit funds to the projects certifying, that (1) Will County has performed the environmental review prescribed by HUD regulations (An Environmental Review Procedures for Title I Community Development Block Grant Program (24 CFR Part 58), and (2) the Certifying Officer, in his capacity as Will County Executive consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review or resulting decision-making or action. The legal effect of the certification is that by approving it HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969, thus allowing Will County to commit its federal allocation.

HUD will consider objections to its release of funds and Will County certification for a period of fifteen days following either the anticipated submission date (cited above) or HUD?s actual receipt of the request (whichever is later) only if the objections are on one of the following bases: (a) that the Certification was not executed by the Certifying Officer of Will County (b) Will County has omitted a step or failed to make a decision or finding required

by HUD regulations at 24 CFR Part 58; (c) Will County has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
