Space needs analysis to be done

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – The Plainfield Public Library District Board of Trustees has taken its first official steps toward a 2016 referendum aimed to alleviate space issues by expansion.

The board on Wednesday approved a $19,500 contract with Anders Dahlgren from Normal-based Library Planning Associates Inc. to provide data analysis and longterm planning services to the library.

Executive Director Julie Milavec said Dahlgren’s findings are meant to give the board direction into how a referendum may help provide the library funds to expand or build a new library to solve

ongoing space issues.

Dahlgren provided similar services to the district in 2007. Using his data, a library building expansion and operations referendum was put on the ballot for spring 2009 elections, but it failed to pass. “[Dahlgren] will do a space needs analysis and an update on the library, looking at population projections, the library’s place regionally, statewide and nationally, and working with the priorities from our board,” Milavec said.

The district also approved sending a request for qualification for an owner’s representative who would act as the board’s voice in building programming and assessments and pre-construction phases of planning for an expansion

of the library.

Library staff identified the necessity for more space back in 2007. After the 2009 referendum failed, the board and administration gauged the public’s interest in a referendum in 2012.

Milavec said that in the analysis, the public recognized a need for a library expansion, but was not in favor of voting yes to a referendum.

The board turned its focus on expansion to the next presidential election in 2016.

“There are usually more voters during a national election year,” Milavec said, adding that the problems with a lack of space have grown.

Lockport City Council approves Volz building development

By FELIX SARVER fsarver@shawmedia.com LOCKPORT – An agreement to let a developer revitalize the Volz building in Lockport drew sharp criticism from some City Council members but managed to win approval.

On Wednesday, Lockport City Council approved a redevelopment agreement with MadHunt LLC and transfer of property to the company owners in a 5-2 vote. Second Ward Alderman Brian Smith was absent.

Developer David Mede, with MadHunt LLC, expressed interest in renovating the Volz building, 933 S. State St., with a restaurant, bar, banquet facility and apartment rooms. The building was crippled several years ago in a fire and has been an eyesore in the downtown area.

City officials bought the building for about $300,000 and sought developers for the proj-

ect.

But the redevelopment agreement City Council members passed Wednesday was criticized by 4th Ward Alderwoman Denise Marynowski and Second Ward Alderman Kelly Turner, while gaining support from the rest of the council present.

Mayor Steven Streit also supported the deal, calling it a “calculated risk,” since it required financing that was unusual for city development projects.

Marynowski said she didn’t support the redevelopment agreement because Mede had refused to post a bond, letter of credit or secured collateral. She said she didn’t see any proof of ownership of property from MadHunt LLC and was concerned about selling a building bought for $300,000 for $10.

Turner said he was worried about not having enough information on Mede.

“My problem is we got a project here, we have no information on this guy, we don’t know where he lives and we have no idea what his credit rating is,” he said.

Third Ward Alderman Jason VanderMeer said the city already vetted the financial ability of the developer to complete the project and ensured there was nothing suspicious in a background search.

“This is kind of an odd project. It’s not a perfect project … this is kind of the right fit for us, it’s a little quirky and it’s going to fit our downtown,” he said.

First Ward Alderman Pete Colarelli said this project is needed because the downtown area needs a shot in the arm and it may be irresponsible of the city council not to approve of it because of the potential sales tax the building could generate.

“You haven’t been given a fair shake,” he said to Mede.

Fritz, whose library term isn’t up until 2017, requested to table her resignation for the next board meeting because the results of the November elections aren’t finalized.

However, because the time period to file as a candidate for the April 7 elections is Dec. 15 to 22, a resignation

by Fritz at the Dec. 19 board meeting would mean prospective candidates would have only five days to obtain the 50 signatures needed to run for her seat.

Milavec said there is a strong chance there could be no listed candidate for Fritz’s seat on the ballot, and voters may have to write in a candidate.

“It’s kind of an oddity of the law,” Milavec said. “But we could have no one on the ballot for her seat.”

Paul Kaupas led the Will County sheriff’s office for 12 years

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – After 12 years under Paul Kaupas, the Will County Sheriff’s Office will be ready for some changes when his retirement becomes official next month.

After 43 years in law enforcement, Kaupas is ready for some changes too.

“Since 1968, I’ve been in the service for somebody else. Since 1968 I’ve been carrying a gun,” Kaupas said Wednesday at a party to mark his retirement. His last day on the job is Nov. 30.

Kaupas grew up in Chicago and fought as a Marine in Vietnam. After one civilian job, he joined the Markham Police Department in 1971 before becoming a Will County sheriff’s deputy in 1973.

Kaupas started as a patrol deputy, worked on an undercover drug unit and served 20 years on the SWAT team before becoming sheriff in 2002.

Among his tenure’s accomplishments are the new jail facility, a Crete substation and implementing ranks and career paths for correctional officers assigned to the jail.

“He truly cared about all of [the sheriff’s employees] and what happened to [them],” Marty Nowak, who served as Kaupas’ undersheriff until he retired last year, said Wednesday. “He did his best to get raises and equipment.”

Kaupas was elected sheriff in 2002. perience” he offered younger deputies. “[The fact] that our [SWAT team] has updated equipment and training is a tribute to him and what he did with that unit,” Kelley said. “As sheriff he was very approachable. His door was open. You could talk to him and crack jokes. I’m going to try to echo that.”

As sheriff, Kaupas also oversaw a department that at times swirled in controversy.

Major incidents included the false arrest of Kevin Fox for the murder of his daughter in Wilmington. A highly publicized identity theft case against hotel managers broke down when it became

apparent police were being fed erroneous information by an informant. And kilos of heroin were stolen from an outdoor evidence locker,

an incident that became an issue during the recent election.

“I leave regretting those incidents occurred. But I

feel I addressed all the issues that led to them,” Kaupas said. “[A few] incidents out of 12 years. It was frustrating none of the good stuff we did every day [was publicized], but the bad stuff would always get printed.”

“It’s a priority ... to try to avoid those types of incidents,” Kelley said. “I have no concrete plans now, but once I get my team together, [accountability] will be one of the first things to address.”

Except for the constant presence of a toothpick in his mouth, Kaupas didn’t show any of the pressure he felt as sheriff. While working briefly as a skip tracer for a finance company when he returned from Vietnam gave him ulcers, his stomach shows no ill effects from four decades of police work.

“He never brought the job home,” Barb Kaupas said of her husband. “He didn’t talk about it. I think we were the last to know when something was going on.”

Kaupas said he has no plans for retirement after cleaning out his office, but he will continue living in the area.

“When I started there were no portable radios, no laptops, it took 30 minutes to check [a license plate],” Kaupas said. “I’ve seen this job come a long way. I’ve seen this department come a long way. Hopefully in the last 12 years we were able to bring it along more.

“It’s been a good run. I think I’ve had a good career, personally.”

Decision on Elwood crossing weeks away

By LAUREN LEONE–CROSS lleonecross@shawmedia.com ELWOOD – The state won’t decide until at least late January whether to temporarily shut down a controversial railroad crossing in Elwood despite opposition from CenterPoint Properties, the developer of two nearby intermodals.

A series of Illinois Commerce Commission hearings concerning safety at the Walter Strawn Drive railroad crossing wrapped up this week in Chicago.

Over the course of those hearings, officials from Union Pacific, the Illinois Department of Transportation, Elwood and the ICC all urged an administrative law judge overseeing the case to temporarily close the crossing while a long-term solution can be found.

But CenterPoint Properties, represented by attorney Michael Scotti, has objected on the grounds that the

If the crossing were to close, there needs to be a time frame established to reopen the crossing, he said.

“If it gets closed without a time frame, there’s no incentive for the parties to quickly cooperate and fix the crossing,” Scotti said Wednesday, adding that a 90-day window would be adequate.

ney for Elwood, said a 90-day time frame is unrealistic for all parties to come up with a solution.

Crossing gates were broken nearly 50 times last year, and village officials have tried for some time to steer semitrailer traffic away from the area. If the crossing were shut down, IDOT would do a two-year Phase I study on the feasibility of building an overpass to separate traffic from the crossing.

A major project like that could take several years, Scotti said. That would cre-

ate traffic hazards elsewhere and limit access to the intermodal in Elwood, he said.

But the ongoing conflicts between funeral processions heading to the nearby Abraham Lincoln National Cemetery and semitrailers can’t be resolved by proposed short-term solutions, Streicher said. Proposals have included more signage and adjustments in traffic signals.

The intersection is too dangerous to stay open, Streicher said.

“It’s a ticking time bomb waiting to happen,” he said.

Part of the problem at the crossing stems from the increase in truck traffic, which significantly has exceeded initial projections from when the crossing project was first discussed in 2001. It was opened in 2004.

Moving forward, ICC staff next month will write up a draft closure order for review. All parties involved can then either sign off or file their own draft proposal, which CenterPoint is likely to do.

The law judge will then take all responses into account and draft her own recommendation.

The order could be presented at the ICC board’s Jan. 27 meeting.

Lockdown Bar & Grill plan called off in downtown Joliet

By BOB OKON bokon@shawmedia.com JOLIET – The plan to open a Lockdown Bar & Grill in downtown Joliet has been called off.

The restaurant was to be a Joliet version of the popular Lockdown restaurant in the Ukrainian Village neighborhood of Chicago. That restaurant features gourmet hamburgers and a heavy-metal theme. It was seen as a potential boost to the downtown business district.

The news comes as the city prepares for a brainstorming session Thursday to develop a master plan for downtown development.

One City Council member pointed to the recent closings of other restaurants, and the aborted Lockdown plan, as

Councilman Jim McFarland mentioned “constant turnover” at restaurant locations and vacancies elsewhere as a sign of the need for a new action plan downtown.

“This is our tourist hub where we try to attract everybody,” McFarland said, pointing to the Rialto Square Theatre, Joliet Area Historical Museum and Silver Cross Field as being among down-

town attractions. “When you go down the street and see vacancies and closed shops, it doesn’t look good.”

City Manager Jim Hock said the city got notice this week that P.J. Zonis was not moving forward with the proposal made last year to create a Joliet version of his Lockdown restaurant in Chicago.

Hock said Wednesday the city will look for other potential users of the building at Chicago and Cass streets, which once housed the Crabi-

gale’s comedy club. The city of Joliet owns the building.

“We never did sign the agreement of commitment to them, so we can list the property,” Hock said. “We have had the [for sale] sign in the window, and over the past year there have been inquiries.”

Hock said the city was waiting for Zonis to show agreements with contractors to renovate the building before it would turn over the property, which could have

put it under the ownership of a bank.

“We would have lost control,” Hock said.

Mayor Tom Giarrante said he is “cautiously optimistic” about the future of the site, given inquires from potential restaurant users. Giarrante said he had a meeting Monday with a restaurant developer who expressed interest in the proposed Lockdown site, but that was before the city got the news that the plan was called off.

“He asked about the Lockdown,” Giarrante said, “but we did not know at the time that it was going to die.”

The City Council meets at 4 p.m. Thursday at City Hall, where the public has been invited to join in the effort to develop a master plan for future downtown development.

Electronics recycling bill introduced

By LAUREN LEONE–CROSS lleonecross@shawmedia.com SPRINGFIELD – A proposed change in state law aimed to save underfunded electronics recycling programs made its debut Wednesday in Springfield.

House Bill 4204, sponsored by state Rep. Emily McAsey, D-Lockport, was aired on the first day of the lawmakers’ November veto session during an Illinois House Environmental Committee subject matter hearing.

“If some changes are not made, I’m concerned [some programs] will cease to be able to operate,” McAsey told members Wednesday during a hearing. “There’s the possibility of widespread illegal dumping [of electronics].”

Illinois does not allow most electronic appliances, including TVs and computers, in landfills. Will County and other local governments have created recycling programs as an option.

Marta Keane, recycling specialist for Will County, was among those who testified in favor. She characterized the situation as a crisis, while representatives from the manufacturing industry argued against advancing the legislation without careful vetting.

To blame is the rising cost of recycling and the low annual recycling goals set by state law for electronics manufacturers, Keane said. Once manufacturers meet certain weight goals, they no longer have to pay recycling contractors to process items.

In turn, some recyclers – such as Vintage Tech in Will County – end up footing the bill. But how long that can last is uncertain. Others have shut down or begun charging local governments for the services.

“Hundreds of thousands are without service,” Keane told the committee. “You’re seeing this domino effect.”

The shortfall in legislation also has led to recycling ven-

dors opting out of contracts with local governments and a number of counties reporting higher levels of illegal dumping, Keane testified.

Lake County doesn’t have a vendor in line for next year because recyclers are aware they will likely end up footing the bill once manufacturers meet their goals, said Walter Willis, executive director of Solid Waste Agency of Lake County.

A recycler in DuPage County earlier this year filed for bankruptcy, Willis said. An electronics recycling program also shut down in west Cook County in September, he said.

“We’re collecting more than ever but [manufacturers’] goals are going down,” Willis said.

The result is hardly the intent of the original 2012 electronics recycling law, he said.

Changes proposed Wednesday include increasing recycling goals for manufacturers and barring recyclers from asking local governments to

foot the bill.

Mark Denzler, vice president and chief operating officer for the Illinois Manufacturers Association, urged lawmakers to hold off on a quick vote, noting the addi-

tional costs are not factored into manufacturers’ budgets for next year.

Manufacturers will need more than seven weeks notice, he said, for major changes like the ones proposed.

The Joliet Police Department will be selling pins to help support its Santa’s Cops program.

8 Plans made for National Hunger and Homelessness Awareness Week

By FELIX SARVER fsarver@shawmedia.com JOLIET – Charities in Joliet plan to increase efforts to help the less fortunate in honor of National Hunger and Homelessness Awareness Week.

MorningStar Mission and Catholic Charities have several events for November in recognition of a week that is being highlighted by the National Coalition for the Homeless as a time to share compassion with the homeless.

National Hunger and Homelessness Awareness Week began Monday and will end Sunday. Other charities and organizations nationwide are hosting events and activities the week.

On Saturday, MorningStar Mission, 350 E. Washington St., will host its Great Thanksgiving Banquet and invite several local and state officials to serve its guests.

Some of the officials expected to show include Joliet Mayor Thomas Giarrante, Will County Executive Larry Walsh and state Sen. Pat McGuire, D-Joliet.

“A lot of the time, our guests don’t know who their local representation is,” said Sandi Perzee, MorningStar Mission business manager.

The Joliet charity is extending its invitation to any other city and county officials too, she said.

“There’s no politicking going on there at all. All our local government officials are very involved with MorningStar and I feel like they have made it a point to be aware – or more aware – of their community,” Perzee said.

“People can just bring their food right into the Catholic Charities Daybreak Center and let them know it’s in honor [of the week].”

Catholic Charities, 203 N. Ottawa St., has put out four mobile food pantries this month for National Hunger and Homelessness Awareness Week, said Kathleen Langdon, development and communications director.

She said Catholic Charities also is running a food drive at the shelter’s soup kitchen called Shepherd’s Table.

“People can just bring their food right into the Catholic Charities Daybreak Center and let them know it’s in honor [of the week],” Langdon said.

While this week is meant to recognize people who are homeless or starving, it’s not the only time to do so, Perzee said. Neither are the holidays.

Perzee said during Thanksgiving and Christmas the agency gets many calls from people wanting to volunteer and MorningStar Mission tries to encourage them to continue to help throughout the year.

“Many times people do take advantage of [the volunteer work] and become volunteers,” she said.

another decrease in our EAV, but this was expected last year,” Hampton said. The 5.06 percent decrease is comparable to the average decrease of a little more than 5 percent throughout the county, he added.

Since 2009, property values within District 204 have dropped from $3.1 billion to about $2.5 billion, according to Hampton’s report.

However, according to the assessors offices’ estimates, EAV may stabilize by next year and “we will begin to see some growth,” Hampton said.

The district also will ask for an additional tax levy of $9.86 million on limited bond debt, which does not have tax caps, according to Hampton’s report.

Audit reviewed

In other news, the district

received a generally positive audit report for the last fiscal year that ended June 30. However, the district’s accountants recommended it continue minimizing deficits in the education fund.

District 204 saw a 10.6 percent increase in its net assets, to $64.8 million on June 30, 2014, up from $58.6 million last year, according to the report presented by Audit Supervisor Dave Meyer of the accounting firm Wermer, Rogers, Dorand & Ruzon.

This increase is attributed to the issuance of new bonds last year, according to the report.

The report highlighted that actual spending in the general fund’s education account exceeded its budget by 13.7 percent, from a budget of $64.82 million to actual spending of $73.71 million.

However, the district’s actual revenues of $75.79 million for last year also exceeded budgeted revenues of $64.94 million.

The auditor recommended the district review increases over budgeted amounts to adjust for additional needed funds or “begin to decrease future costs in order to avoid budget and cash flow shortfalls in the long-term.”

The district approved a final 2014-15 budget in September that projects a deficit of $137,312, with total revenues of about $100.09 million and expenses of about $100.22 million.

Hampton has said in the past that “the district’s goal is to have smaller deficits.”

In 2012 and 2013, the district faced budgeted deficits of $6.2 million and $8.9 million, respectively.

Three escape injury in Romeoville house fire

house Wednesday morning.

Assistant Fire Chief Mike Flaherty said three residents got out of the home before firefighters arrived, but two dogs died in the blaze.

The fire was reported at 6:52 a.m. in the 200 block of Karen Avenue and was extinguished in about 15 minutes, Flaherty said.

JOLIET – The Joliet Township High School District 202 annual property tax bill is expected to go up between $9 and $22, depending on the value of a home – if the school board approves a recommended tax levy.

The school district plans to ask for a slightly higher tax extension in its 2014 property tax levy.

The school board is set to vote on the tax levy at its Dec. 16 meeting. There will be no public hearing, since the expected increase in the proposed levy is less than 5 percent, Assistant Superintendent for Business Services Ilandus Hampton said.

With property values, or equalized assessed value, having decreased by 5.06 percent

and the consumer price index having increased by 1.5 percent last year, District 204 will request about $63.74 million in property taxes not subject to a tax cap. This is up about 4.9 percent from last year’s actual levy of $60.71 million.

According to Hampton’s report, the annual impact of the levy will result in a tax increase of about $9 for a home with a market value of $100,000, $16 for a $150,000 home, and $22 for a $200,000 home.

The district works with property value estimates and new construction with the help of township assessor offices, and with property values being limited by tax caps, the requested amount is higher than what the district will actually receive, Hampton said.

JTHS District 202 seeks tax increase

Minooka high school plans to issue bonds MINOOKA – In a unanimous vote, the Minooka Community High School District 111 board of education approved a resolution Tuesday declaring its intent to issue $12 million in working cash fund bonds.

A public hearing on the matter is scheduled to take place before the board’s regular Dec. 18 meeting, after which a vote could be taken on the bond issuance.

Board member and finance committee chairman Karen Buchanan said the vote could take place in December or during the board’s January meeting, and the amount of the bonds issued might be less than $12 million.

“This will be a short-term debt that we will pay off in a three-year period,” Buchan-

Buchanan added this was the first time in several years the district has had to borrow to pay day-to-day operating expenses.

Board member Mark French said the continuing decline of the equalized assessed value of property in the district is depleting the district’s funds, as it has been in most local schools, he said.

“It’s a way for us to minimize the decrease in the EAV,” French said after the meeting.

The high school district is operating with an annual deficit. This year, that deficit will be $3.5 million.

Revenues are projected to total $35 million, and expenditures are projected at $38.5 million.

The district has spent more than it has taken in for at least three years, according to Finance Director John Bryk, but

the end balance of each fund is still expected to be positive at the end of the fiscal year, which is June 30.

In a previous meeting, Bryk said if expenditure projections continue, and if the equalized assessed valuation of property doesn’t increase quickly, the surplus end balances in the funds could end in about 18 months. The EAV, he said, is expected to drop by 5 percent this year, and the district is maxed out on its tax rate.

One expense that will be reduced next summer is executive administrative salaries, which includes pay for superintendents and the administrative assistant and has risen 55 percent this year because of dual superintendent salaries.

The board this week had to approve an administrative cost waiver because administrative salary costs have increased by more than 5 percent.

By JEANNE MILLSAP CHANNAHON – Homeowners might not see much of a change in Channahon’s portion of their property taxes this year, as village trustees are leaning toward keeping the levy about the same as last year.

The estimated impact on village taxes next year will be an increase of about $5 per $100,000 of assessed valuation.

Finance Director Heather Morandi presented the Village Board on Monday with a choice of six scenarios of levies, tax rates and revenues.

The board unofficially went with the lowest levy. A vote on the levy is slated for Dec. 15.

“We always try to stay below 70 cents,” Village President Joe Cook said of the tax rate.

If approved next month, Channahon’s proposed levy would be $2.107 million, which could result in a tax levy of 0.7866. Last year’s levy was $2.106 million, with a tax levy of 0.748.

The figures are based on recent equalized assessed valuation estimates from Will and Grundy counties, which have decreased again for the fifth year in a row. Morandi said the EAV suggests a reduction in local property value of $15.7 million, or 5.55 percent.

After the meeting, Morandi said the owner of a $100,000 house likely will see less than a $5 increase next year in the village’s portion of their property taxes.

The board also addressed other matters.

• Trustees heard there were few findings on this year’s

financial audit. Ed Marso, of Wermer, Rogers, Doran and Ruzon, said the audit went well and there were no significant findings. One suggestion Marso gave was for the village to create a budget line item for contingencies.

• The board approved buying a few new street light sets.

The sets will be bought from Crescent Electric of Joliet for $21,963, which staff said would save the village about $5,500 over purchasing one at a time.

• The board also approved rebuilding the village’s waste-activated sludge pumps. For a fee of $19,680, Flow Technics will remove, inspect, replace, test and reinstall the pumps, which are in need of routine maintenance, according to Ed Dolezal, the village’s public works director.

Denae Lynne Boban, 31, of Joliet and Shorewood, IL, passed away suddenly on November 15, 2014.

KATHLEEN E. DUNNE Kathleen “Katie” E. Dunne, 71, of Joliet, passed away Monday, November 17, 2014.

Preceded in death by her parents, Lillian and John Dunne; sister, Marilyn; and nephew, Kevin.

Survived by her brother, James and his partner Jack, of Sedona, AZ; brother, John (Barbara) of Texas; nieces and nephews, Donna, Denise, Michael, Tom, and Patrick Turner; and John and Laura Dunne.

She grew up in Chicago surrounded by cousins from the Durkin and Devaney families. She loved and was loved by her adopted grandchildren, Declan, Darragh, Clodagh, and Ronan Creaney and their parents, Rob and Alisa; and their favorite aunt and uncle, Laura Kivisto and Eric Bodwell.

She taught in elementary schools for 43 years in Ohio and Illinois, including first grade at St. Jude Grade School in Joliet for 29 years. She leaves many friends with whom she shared adventures all over the world. She was a former Joliet Franciscan (Sister Peter Damian) and continued to work with the Sisters as an Associate.

Janett was known as Momma Farkas, not only to her children and their close friends, but also to those individuals she worked closely with at Trinity Services for 24 years. RAYMOND G. JOHNSON Raymond G. “Ray” Johnson, age 79, of Lockport, passed away peacefully November 17, 2014, surrounded by his family.

Born in Joliet, living in Lockport since 1956. Ray owned and operated R & A Electric Service, Inc. for 42 years, retiring in 2002. Member of St. Joseph Church, Lockport. Ray coached boys basketball at St. Joseph School, Lockport and also coached for Lockport Boys Baseball. He was an avid fan for all Chicago sports teams.

Preceded in death by a grandson, Ryan Angus; and his parents, Raymond C. and Genevieve (Kosinski) Johnson-Beck.

Born: Oct. 12, 1941; in Joliet, IL Died: Nov. 16, 2014; in Ely, MN Charlene Anne (DeToffol) Pope, age 73, of Ely, Minnesota, was called to Heaven on November 16, 2014, at the Boundary Waters Care Center, after enduring a long battle with numerous illnesses. Char was born on October 12, 1941, in Joliet.

She is preceded in death by her husband, Frank Pope; her parents, Fred and Anne DeToffol; brother, Gary DeToffol; and great-grandson, Owen Proznik.

She leaves behind a loving family she had a tremendous impact on. Her family includes, Laurie (Bill) Slaughter, Mike (Ellen) Pope; grand-daughter, Christy (Aaron) Garcia; Mary (Bill) Proznik, Kevin (Jessica) Pope, Samantha Dodd, Anthony Pope; grand-daughter, Michelle (Oliver) Cervantes, Teresa (Dave) Archer; her great grand-children are, Austin Garcia, Madalyn Pope, Naomi Archer, Olivia Proznik, Landon Pope, and Ava Proznik.

Her greatest accomplishment was the influence she had on her family.

She got the most enjoyment from the time she spent laughing and playing with grandkids and great

grandkids. Charlene had a wonderful influence on the lives of many of those around her in Illinois, and in Ely, Minnesota.

Fritz grew up in Batavia, attended Louise White Elementary School and was a graduate of Batavia High School, Class of 1962. He attended Northern Illinois University in DeKalb and later graduated from Aurora College (now Aurora University). Fritz served in the U.S. Army Reserves from 1965 to 1971, and worked as a systems analyst for many years for Illinois Bell and MCCI/EDS. He enjoyed collecting coins, gardening, fishing and spending time at his summer home in Eagle River, Wisconsin.

Fritz was a tireless volunteer for the St. Margaret Mary Catholic Church Comfort Care, Giving Tree and Day Break programs.

GAYLE R. WALKER Gayle R. Walker (Nee: Johnson), age 55, of New Lenox, passed Tuesday, November 18, 2014, at home surrounded by her family and loved ones.

Born in Joliet, living in Lockport most of her life before moving to New Lenox in 1990. She was employed as a Registered Nurse for the past 30 years.

Gayle was an avid bowler, Chicago sports fan, enjoyed cooking, gardening and camping. She also cherished her time spent in Arizona with her children, where swimming and soaking up the sun were her favorite. But mostly, her time with her children was her passion in life.

Preceded in death by her parents, Vernon and Myrtle (Hanson) Johnson; and a sister-in-law, Patricia Johnson.

Survived by her three cherished children, Dane, Caryn and Lawrence Walker; three brothers, Guy (Diane), Glenn and Greg Johnson; a sister, Gloria (Dave) Legger; former husband, Lawrence (Laurie) Walker; a special niece, Ashley Johnson; and her faithful companions, Gizmo and Roxy. Senate panel advances plan for $11 minimum wage

SPRINGFIELD – An Illinois Senate committee on Wednesday advanced a revamped proposal that would increase Illinois’ minimum wage to $11 an hour by 2017, modified to give it a better chance of passage by year’s end.

The measure’s sponsor, Sen. Kimberly Lightford, D-Maywood, pushed the effective date of the legislation from January to July, meaning lawmakers could pass it with just a simple majority and before Republican Gov.-elect Bruce Rauner takes office.

The plan would increase Illinois’ minimum wage of $8.25 in increments to $11.

In announcing her plan, Lightford cited strong state voter support behind a nonbinding referendum to raise the minimum wage to $10 an hour – an amount she called the “basic minimum.” She was joined by fellow Democrats and a homeless minimum-wage earner from Chicago.

Lightford made the announcement on the first day of the twoweek veto session, where expectations of addressing a number of substantive issues remained low.

Hours later, the Senate Executive Committee approved the proposal, sending it to the full chamber for consideration.

The proposal would raise the minimum wage to $10 an hour for workers ages 18 and older by July 1, 2015; $10.50 by July 2016; and $11 by July 2017.

Illinois House overrides veto of FOIA legislation

SPRINGFIELD – The Illinois House has voted to override Gov. Pat Quinn’s veto of legislation that allows governments to charge higher fees for large public records requests.

It now goes to the Illinois Senate, where it will require a three-fifths vote to override.

The Legislature approved the measure during the spring session. Quinn vetoed it, saying it would reduce transparency.

Rep. Barbara Flynn Currie is the bill’s sponsor. The Chicago Democrat said it gives municipalities a way to address sometimes “spiteful, harassing” Freedom of Information Act requests.

Credit score company settles FTC charges for $22M

NEW YORK – A company that promised customers free credit scores has agreed to pay $22

million to settle charges that it billed customers for monthly credit monitoring they did not sign up for.

Most of the money, about $21.9 million, will be used for customer refunds. The settlement was made with the Federal Trade Commission and attorneys general in Illinois and Ohio.

The FTC said Dallas-based One Technologies LP, and two related companies, ran at least 50 websites that advertised free credit scores, including FreeScore360. com, FreeScoreOnline.com and ScoreSense.com. The FTC said that after customers signed up for a free credit score, the company asked for credit card numbers to verify their identity. Customers would then get charged $29.95

a month for a credit monitoring program.

Mayor Emanuel launches re-election bid with TV ad

CHICAGO – Chicago Mayor Rahm Emanuel has launched his re-election bid with a television ad and new website, while two of his most well-known challengers have yet to file petitions needed for candidacy.

Emanuel is seeking a second term. His first ad airs Wednesday. In it, a neighborhood activist discusses the fight for clean air in the city. Emanuel’s website – www.chicagotogether.org – also focuses on the city’s neighborhoods with a map of areas where Emanuel claims

improvements. The site was launched Tuesday.

The municipal election is Feb. 24.

Illinois’ school chief named to national board

SPRINGFIELD – Illinois’ schools chief has been named to a national education council’s board of directors.

State Board of Education officials said Christopher Koch was selected to join the Council of Chief State School Officers’ board during the organization’s annual fall meeting last week.

Koch is in his ninth year as state superintendent and is a former special education teacher.

SPRINGFIELD – Illinois Sen. Mike Frerichs won the state treasurer’s post by about 9,600 votes after Republican opponent Tom Cross conceded the hard-fought contest Wednesday.

The Democrat from Champaign, who claimed the title as chief state investor 15 days after his initial 19,500-vote election-night deficit, told reporters he received a “good” and “gracious” concession call from Cross, the former House minority leader from Oswego.

Frerichs benefited from late-arriving mail-in and provisional votes in a year when Democrats passed a law making it easier to vote.

And he acknowledged he received support from independents who backed Republican Bruce Rauner over Gov. Pat Quinn in the gubernatorial race.

“We’ve tried to appeal to everyone, but what we’re going to try to focus on now, after the course of a long campaign where we were fighting for votes, is not we’ll be the treasurer for all 13 million people in the state of Illinois,” Frerichs said. “Partisanship falls aside.”

Frerichs, who plans to meet Thursday with governor-elect Rauner, announced his transition team would be headed by Michael Carrigan, president of the Illinois AFLCIO, and U.S. Rep. Robin Kelly, a former deputy treasurer who lost the 2010 race for the post.

The campaign to replace GOP Treasurer Dan Rutherford, who dropped out of his run for governor, dragged on for weeks after Nov. 4. The race had prompted talk of a recount, recalled past statewide nail-biters and had allusions to legends of Chicago Demo-

crat-machine politics with GOP allegations of voting irregularities, but ended with civility.

Some watching the hardfought race, Tom which both Cross campaigns agreed early this week was separated by fewer than 400 votes, thought it would be the closest contest in state history since at least the 1800s, according to an Associated Press analysis. The Election Day narrative focused almost solely on Rauner topping Quinn, giving the GOP the governor’s seat for the first time in 12 years. But Frerichs’ triumph leaves Republicans with just one other statewide constitutional officer – re-elected Comptroller Judy Baar Topinka.

That puts a damper on the post-election GOP glow, particularly combined with trends that show Democrats maintaining a veto-proof majority in the House, an advantage they hold in the Senate.

In 86 cases, mail-in ballots were unsigned, invalidating them, so election officials contacted each voter and they appeared on Election Day. Orr said he appreciates activists’ involvement in the process, but was irked that the Cross campaign publicized the concern in a news release before alerting authorities.

That “hurts democracy,” Orr said.

“I certainly know the old rumors associated with Cook County,” Orr said. “But as we move into the future, we want to be careful about unsubstantiated allegations.”

By JIM KUHNHENN and ERICA WERNER The Associated Press WASHINGTON – In a broad test of his executive powers, President Barack Obama declared Wednesday he will sidestep Congress and order his own federal action on immigration – in measures that could spare from deportation as many as 5 million people illegally in the U.S. and set up one of the most pitched partisan confrontations of his presidency.

Obama declared Washington has allowed America’s immigration problem “to fester for too long.”

The president will use an 7 p.m. address Thursday to announce his measures and will sign the executive actions during a rally Friday in Las Vegas. In doing so, Obama will be taking an aggressive stand that he had once insisted was beyond his presidential power.

As many as 5 million people in the country illegally are likely to be protected from deportation and made eligible for work permits under the plan. They would not have a path to citizenship, however, and the actions could be reversed by a new president in two years. Officials said the eligible immigrants would not be entitled to federal benefits – including health care tax credits – under Obama’s plan.

The 5 million estimate includes extending deportation protections to parents and spouses of U.S. citizens and permanent residents who have been in the country for five years.

The president also is likely to expand his 2-year-old program that protects young immigrants from deportation. The administration had considered extending the executive action to parents of young immigrants covered under the 2012 Obama direc-

House Speaker John Boehner’s spokesman criticized Obama’s planned announcement, noting that the president himself had said in the past that he was not “emperor” and was limited in his ability to act.

Remembering Munroe – a lost voice of love The skies were ominously dark as the heavens opened. It was a downpour over the island of Nassau, in the Bahamas, just hours after the Nov. 9 plane crash death of Myles Munroe, his wife and seven others. As far as anyone in Nassau was concerned, it was the only appropriate weather.

Munroe was the senior pastor of the Bahamas Faith Ministries International Fellowship; he died on his way to a Christian leadership conference he was headlining. When I arrived on Nassau only hours after the crash that tragically ended his life, the island was replete with shock, anguish and tribute.

The weather may have been a coincidence, but it was certainly poetic. Poetic, too, in a way, was that he died with his wife at his side, as men, women and marriage were topics close to the heart of his ministry.

In a recent book, “The Purpose and Power of Love and Marriage,” Munroe had asked about marriage: “Will the institution of marriage survive the onslaught of negative reports, horror stories and the proponents of radical society change who promote the idea that marriage has outlived its usefulness and value to human society?”

He contended: “It is my belief that no matter how advanced man may become in science, technology, systems and knowledge, he can never improve on the foundational precepts of marriage as the bedrock of social development.”

And even though modern society tends to look upon such claims with skepticism, Munroe concluded with confidence: “It is my conviction that marriage is such a good idea, only God could have thought of it.”

Now, while you may not agree with that, surely you do see the misery in our midst. Many people don’t know what a successful marriage looks like, never having seen one. People frequently think marriage is unattainable and even undesirable. People reject it or seek to rework it as something it is not.

and gays.” While I can’t pretend to be an expert on everything the man said, Kathryn recent quick study – Jean Lopez my having been introduced to his thought the morning after his death – primarily has been an immersion in practical ideas to help mend our ailing culture. In the most general and confident terms, Munroe saw in the human person tremendous potential for creation. And so he gave thanks to God, to a creator who knows us better than we know ourselves, and had a plan in mind when he created us as man and woman.

In a time where all too many people settle for shallow distractions or empty bromides, Munroe did his part to be a servant, to make the world a more meaningful and kinder place.

The truth is, we can’t afford to be a post-marriage culture. Talking about men, women, marriage and children can seem controversial, but it also is crucial.

As an opening video for the ecumenical Humanum conference convening in Rome this week – with a welcome from Pope Francis – puts it, “the God who created the universe created human sexuality.” Quite bluntly, as one speaker explained: Man and woman “fit.”

In an interview that has become more popular in his death than in his life, Munroe talked about emptying oneself out in sacrificial love for God and others: “Don’t die old, die empty. That’s the goal of life. Go to the cemetery and disappoint the graveyard.”

And don’t be afraid, as has been said, to pursue, protect, defend and nourish the truth about the good life, one that makes sense and helps us fruitfully flourish together.

The Rev. Myles Munroe emptied himself in loving service, spreading the word of eternal wisdom and design.

Will we do that too? Will we welcome, encourage, celebrate and protect those who do?

Now is time for action

By PAM HEAVENS After months of seemingly endless negative TV and radio campaign ads, plus countless mailings, the election is blissfully over.

For the governor’s race alone, it is estimated that $100 million was spent as the two major candidates duked it out for our votes. As the executive director of a community-based nonprofit organization that faces funding reductions annually, I think of the thousands of ways this $100 million could have been used to benefit the tremendous number of Illinoisans who face a dearth of basic human needs each day.

It is now time for those who have been elected to follow through with their campaign promises.

The countless social ills that plagued our state before Nov. 4 remain: homelessness, infant/ child/elder abuse, illiteracy, unemployment, people with disabilities stuck in nursing homes, lack of community-based mental health and substance abuse services, prenatal care, child care – and the list continues.

No one is immune from either being in one of these situations or having a friend who is. At some point in our lives, we all

need “shoulders to stand on” to assist us in achieving our unique place as productive members of society. These are the shoulders of teachers, social workers, mentors, neighborhood leaders and parents. As strong as they are, these shoulders also are in need of continuous strengthening.

All of us must do our part in making sure our elected officials remain faithful to their campaign promises, such as creating competitive jobs, improving education and restoring balance to our economy. We live in a democracy where everyone’s voice must be heard.

I urge all of us to become familiar with those who represent us on all levels: city, township, county, state and federal. The shoulders on which we stand will become stronger as long as we make our elected officials aware of what we, the voters, want.

Now is the time for action. Let us promise one another we will unite and use “people power” to ensure legislators act on behalf of those citizens they represent and not those with the biggest checkbooks.

JOLIET – Although its season is just getting started, the University of St. Francis men’s basketball team already is seeing some encouraging signs.

The Fighting Saints won two of their first three games and put up a good fight against Division I Eastern Michigan in an exhibition before kicking off their home and conference opener Wednesday against Calumet College of St. Joseph.

USF moved in front shortly before the break and managed to maintain a fairly safe advantage throughout the final half as it captured an 85-75 Chicagoland Collegiate Athletic Conference South Division victory over the Crimson Wave at the Sullivan Center.

“We knew that this game was going to be difficult since Calumet St. Joseph was playing really well late last year and it returned six key players,” USF coach Ryan Marks said. “The thing that we feel good about as a group is that this was our sixth game, and we’ve shown a good growth curve. I think that we’ve done something and more effective in each game.

“We love to play some D-I exhibition games for the experience and to test us. I thought our games against Eastern Illinois and Eastern Michigan made us better. To be able to play competitively with Eastern Michigan as long as we did was a great confidence boost.

I think that we can get pretty close to our potential since this is a really unselfish group and collectively they like one another. There’s a really good camaraderie among the guys.”

The Saints (3-1, 1-0) not only spread out the scoring against Calumet St. Joseph (4-4, 0-1) but also shot well from the floor and took good care of the basketball.

USF shot 30 of 55 (54.5 percent) from the floor during the game, which included 17-of-27 accuracy (63 percent) during the final half. It also committed just nine turnovers.

Usually, that is the case unless injuries prove too much to overcome at playoff time.

Under former coach Eric Michaelsen, Lemont through the years defied that theory and trumpeted one of its own – when you’re good, you’re good.

This season provides another prime example. The Indians (12-0), under firstyear coach Bret Kooi and an experienced staff, will travel to Peoria Stadium at 3 pm. Saturday to take on Peoria Notre Dame (12-0) in a semifinal clash of Class 6A unbeatens.

The Indians played a mere two eventual playoff teams in their nine-week regular season. The South Suburban Blue for years has not been considered a strong football conference, and Lemont has not played the strongest nonconference schedule, either.

So here the Indians are, basking in the glory of the state semifinals for the fifth time in eight years. Last year ended a streak where they had made six straight quarterfinal appearances. In two of those seasons, they played for the state championship; and in two others, they suffered heartbreaking semifinal losses.

Go figure. How much success would the Indians have enjoyed had they played the tough schedule we assume is so beneficial?

Lemont’s closest regular-season game was a 17-7 nonconference win over Plain-

field South in the season opener. In the playoffs, the Indians ripped Thornton, 28-0, and Yorkville, 35-14, in Rounds 1 and 2. Last week, they led Richards, 19-0, with a minute left before settling for a 19-13 victory.

Notre Dame played five playoff teams in the regular season and has beaten Galesburg, 42-7, Chatham Glenwood, 41-0, and East St. Louis, 49-27, in the playoffs. One regular-season victim was Peoria, which eliminated Morris, 40-28, in a Class 5A quarterfinal last week. Notre Dame beat Peoria, 60-26, in Week 4.

My gut feeling is this one probably will go Notre Dame’s way. Then again, I’m among those who probably have underestimated the Indians all season.

In the Herald-News weekly rankings, we did not have Lemont in the top 10 early on. Then after the Indians cracked the top 10, they hardly zipped up the board even though they were unbeaten throughout and thrashing everyone.

Part of that was their relatively soft schedule, and part of it was believing the Joliet area teams ranked above them would beat them on a neutral field.

We were looking forward to a Lincoln-Way West versus Lemont quarterfinal; and in the back of my mind, I thought West would win that game.

It never happened because Richards derailed West, 34-27, in Round 2.

After that game, I felt Richards was the team to beat in that bracket. Wrong!

Lemont was a minute away from beating the Bulldogs handily.

No doubt Lemont has reached the point where it deserves the utmost respect come playoff time. I just wish there was something on Notre Dame’s resumé that indicated the Irish are not that good.

OAK LAWN – One of the reasons Lemont is undefeated – 12 victories with nary a setback – is the sense in the Indians’ locker room that the outcome is only the result of the planning, effort and execution in a given week.

That was the feeling Saturday night right after Lemont’s 19-13 victory over Richards (10-2) at Korhonen Field.

A win is a win, especially in the playoffs. But the Class 6A quarterfinal encounter between the two South Suburban Conference powers almost went haywire. Lemont led, 19-0, into the

“We started really doing them last week, against the [Green] Wave,” Jurzak said.

“That started really working out, so we knew we had to incorporate that in this game.”

There had been some success using the play prior to the two-point try. Jurzak had gains of 14 and 8 yards on two such attempts during the final drive.

“That last drive, they really weren’t handling that motion well,” Mikula said. “The big thing we preach with these

kids is our conditioning and our weight-room ethic, that in the fourth quarter, we can run people over.

“We just had that inside-outside combo working.

They weren’t getting to that motion very well. They had some guys dropping. That whole drive really established the faith to go to that in the end there.”

Even so, Mikula knew that if he took the ball out of the hands of a player who had 339 touches on the season and put it in the hands of a player who

had 16 – and failed – the second-guessing might be heard for days, weeks, months or even years around Coal City.

“I told Corey before the play, ‘You do not stop running until you’re in the back of the end zone, just to be sure,’ ” Mikula said, “and after the game, I said, ‘You know, I gotta thank you, ‘cause if that didn’t work, I’m the biggest idiot on the face of the Earth.’ But you can say that so many times, and you just gotta go with your gut, and that was my gut right there.”

Dibble had no problem ceding the spotlight to his teammate and having his role reduced to a very effective decoy with the game on the line.

“I agree with everything coach says. I mean, he knows a lot more about football than I do,” Dibble said. “We came out, and I think the attitude was they’re gonna be keying on me, so give it to somebody else and see if we can’t get the end zone.

“That jet sweep play worked all game; so when we came out, when coach called it, I had full confidence in his knowledge, because I think that they thought what everybody else thought – that it’s going to 44 [Dibble]. But it ended up going to 2 [Jurzak], and 2 got in the end zone.”

Continued from page 22 “That’s disappointing that that happened,” Lemont coach Bret Kooi said of the defensive collapse in the last minute.

“It’s sad, very sad that it came down to that. What do you say?”

Until then, Kooi was delighted. The planning and effort were manifested in superior execution.

“Our defense played absolutely lights-out awesome,” he said. “Offensively, we got a little bit too conservative, or I did, in the second half. The way our defense was playing ... we had a couple of chances

to put it away, and we didn’t.

And, unfortunately, they made it interesting at the end.”

Notre Dame will be concerned with the Lemont showcase of the first 47 minutes. The way quarterback Ryan Dawson ran the offense efficiently for the most part, except for a fumble – which the Indians’ defense negated thanks to a goal-line stand in the second quarter – and an interception.

Dawson was 15 of 27 for 126 yards, throwing to a half-dozen receivers. Nagel had 120 yards combined receiving and rushing, including overhand pitches that, with his speed, had the effect of swing passes.

Their most notable collaboration was the 9-yard touchdown

pass that boosted Lemont’s lead to 14-0 midway through the second quarter, capping a 30-yard drive. The margin climbed to 19 points before the Bulldogs rallied.

“Our offense, we’ve got to clean things up,” Nagel said.

“We put the defense in tough situations early on. They responded really well. We had a solid run game. When they block up front, it’s pretty easy to run the ball behind them.

That was part of the success in the second half.

“I think we got a little over our heads.”

The Irish also will be looking closely at the Indians’ aggressive defensive front. They harassed the Bulldogs contin-

ually and allowed linebacker Hunter LaDuke to chase Muhammad-Rogers much of the night.

“Our team speed’s very good up front,” Kooi said. “It’s something that we’re very good at. I think we’re balanced.

Defensively, we play good football. Special teams-wise, I think we’re pretty solid. Offensively, we have our moments of being very explosive.”

Lemont’s defense held the Bulldogs – a team that piled up 407 points in the first 11 games – to 164 yards, 160 through the air. And 90 of the passing yards came on the two frantic scoring drives in the final minute.

“You’ve seen a side of us you haven’t seen before,”

LaDuke said. “We’re going on, faster, faster, harder, harder.

We’ve got nothing to lose and so much to gain. Defensively, this was by far our best game.”

This is the fifth time in eight years Lemont has reached the semifinals and the third time the Indians have barged into the semifinals with a 12-0 record. They also were undefeated in 2008 and 2011, both times under Eric Michaelsen.

The 2008 edition advanced to the Class 6A championship game by rolling over Antioch, while the 2011 team was stopped by Peoria Richwoods, 34-31, in double-overtime at Fred Enders Field in the semifinals. The Indians had led that game, 28-14.

COAL CITY – It could go down in Coal City football lore as “The Comeback,” and its most critical moment was “The Call” – or “The Calls.”

The decision to go for a twopoint conversion and the win rather than kick and play for overtime at home was not the only pivotal one made by the Coal City coaching staff late in last Saturday’s Class 4A state quarterfinal game against Manteno. The play dialed up

by Coalers offensive coordinator Jim Mikula, a handoff to Corey Jurzak on an endaround, was every bit as interesting.

Thirty-nine of the Coalers’ 55 offensive plays during the game had been Jack Dibble runs; and of their 273 net offensive yards, Dibble had 268.

The ball appeared to be going to Dibble again when the Coalers initially snapped the ball on the play after Dibble’s fourth touchdown run of the day, although whistles blew as he was receiving the handoff from Nick Micetich because Manteno had called timeout.

At that point, coach Lenny Onsen said, the Coalers’ coaching staff convened, and Mikula led their collective decision to try to take advan-

tage of Manteno’s expectation that Dibble would get the ball again. Micetich faked a handoff to Dibble on the retry before giving the ball instead to Corey Jurzak on an end-around. Jurzak was able to break into the end zone for the tying and go-ahead points in what would soon be a 29-28 Coalers victory.

“You hope not to out-think the situation,” Mikula said.

“I just told coach O, ‘Let’s go with that sweep. If we see them jump the motion, we’ll try to hit a quick timeout and change it up.’

“I know our team might seem one-dimensional, but it is a big group of unselfish guys. There was no second-guessing that or anything.

They have all the faith in the world in each other. There are several hard-nosed kids that I could have handed that ball off to, and Corey Jurzak was a great selection to get in there and get it done.”

Before last Saturday, Jurzak had carried the ball 11 times all season. He said jet sweeps to him only really became a part of the Coalers’ offense in their 25-20 Round 2 win at St. Edward of Elgin.

Perhaps they will be in the mix in Saturday’s semifinal as the Coalers challenge powerful Chicago Phillips (11-1) at

USF women roll over Calumet SUBMITTED REPORTS JOLIET – Led by senior Katie Gonnering’s game-high 18 points, the University of St. Francis women’s basketball team tipped off its Chicagoland Collegiate Athletic Conference slate with an 80-43 victory Wednesday over Calumet College of St. Joseph at the Sullivan Center.

Gonnering tallied 14 points in the first half as the Saints (2-4, 1-0 CCAC) opened a 39-18 lead at the break. St. Francis remained in control throughout the second half, leading by at least 23 points the rest of the night. The final score represented the Saints’ largest margin.

All 12 Saints who took the floor scored. Junior Alexis Brown and freshman Christina Ekhomu (Joliet Catholic) each handed out four assists; Brown also had three steals.

Notre Dame cruises past Coppin State THE ASSOCIATED PRESS SOUTH BEND – Zach Auguste had 21 points and grabbed seven rebounds, and V.J. Beachem scored 19 to help Notre Dame beat Coppin State, 104-67, on Wednesday night.

Auguste was perfect from the field, hitting 9 of 9 shots, and 3 of 3 from the line. Beachem came off the bench to hit five 3-pointers.

Jerian Grant added 15 points, Martinas Geben had 12, and Demetrius Jackson finished with 10 for Notre Dame (3-0).

Arnold Fripp led Coppin State (0-3) with 14 points. Sterling Smith added 12 and Taariq Cephas had 11.

The Irish jumped out to a 19-2 lead over the first 3:47, including

two 3’s by Steve Vasturia.

Auguste hit the game’s first bucket underneath off a feed from Grant, then converted a three-point play on the next possession. After a Grant steal and layup, Auguste flushed a dunk off a steal from Vasturia. The lead was quickly 9-0.

Things only worsened for Coppin State, a Baltimore school out of the Mid-Eastern Athletic Conference in its first-ever meeting with Notre Dame. The Eagles shot just 38 percent from the field and were out-rebounded, 44-25.

Coppin State shot 35 percent from the field for the game and struggled from 3-point range early, hitting just one of their first 18 attempts. The Eagles trailed, 53-23, at the half.

Coppin State allowed 100 or more points in three straight games for the first time in program history. They lost their first two games on the road to Oregon (107-65) and Illinois (11456).

It is almost impossible to think about the Bears meeting Sunday with the Tampa Bay Buccaneers without focusing on the return of Lovie Smith and Josh McCown to Chicago.

Smith was the head coach of the Bears for nine seasons, almost 10 percent of the entire history of the franchise.

In the 48-year history of the Super Bowl, the Bears have been there only twice, once under Smith. His Bears won three NFC North titles and played in two NFC Championship games, both at Soldier Field.

But Smith actually is remembered more for the six seasons in which his clubs didn’t make the playoffs and his failure to build a competitive NFL offense with four different coordinators including Terry Shea, Ron Turner, Mike Martz and Mike Tice.

And, of course, there was the decision to fire Ron Rivera after the 2006 Super Bowl appearance in spite of his defenses had been nothing short of outstanding.

The last straw for Smith in Chicago was, in spite of going 10-6 in 2012, first-year general manager Phil Emery fired him for failing to make the playoffs in five of his last six seasons.

“Oh, I’m proud of every-

“As far as what I understood last year, I felt like he was consistent with his message as well and didn’t waver from that,” McCown said. “I don’t know if that’s changed or not. I believe again, like I said about Lovie, that’s a hard thing to do is to stick to your guns and to stick to what you believe in right in the midst of turmoil or things that aren’t going your way. I appreciate that from Marc, and I felt it last year, and I think it was one of the main things that helped me play at the level I played at.”

Are Smith and McCown focused on revenge Sunday?

“As I come in Sunday, I’m coming in as an opposing coach,” Smith said. “That’s how I’m looking at it. The year I had off and just being in Chicago for nine years, I don’t need anything validated this week. Fans were great to me and my family while we were there, [and the] administration was. I have lifetime friends on the Chicago Bears football team. I think I have all those things right now. I’m an opposing coach on the other side of the field coming in this week.”

“Lovie should be remembered as one of the great coaches in Chicago,” Briggs said after practice. “George Halas, you have Mike Ditka, and Lovie Smith comes next.”

Smith will return Sunday to Soldier Field as coach of the Tampa Bay Buccaneers.

No one on the 53-man roster was affected more by playing for Smith than Briggs, and he told reporters the ways Smith got the most out of Briggs, challenging him and helping develop one of the game’s better linebackers over the past decade.

“Back in ’04, he just challenged me all the time,” he said. “You know, it was always, ‘Lance, you’re not going to make that play, he’ll never make that play.’ And he’s always talking to like Brian [Urlacher] or some of the other guys, and he’d be like, ‘Lance can’t make that play, Derrick Brooks can make that play, the real 55 can make that play.’

“As I started making more and more of the plays and the years kind of went on, his tune really changed and it was always, ‘I know where

Lance will be, I know where Lance is going to make that play, so that’s not a worry for me.’ And that was earned.

That amount of respect from him to me was earned and that goes for all the guys that were in that room.”

Eben Britton (illness), Jordan Mills (ribs) and Josh Morgan (shoulder) all were limited. For the Buccaneers, Doug Martin (ankle) was limited.

Improvement on defense:

Mel Tucker mentioned David Bass, Demontre Hurst and Shea McClellin as players who played well in Sunday’s win over the Vikings.

“We were really excited to see some of our guys improve in the game. We asked some guys that had been getting better, and it really showed in the game,” he said.

As for using Brock Vereen on some third-down passing situations, Tucker mentioned Vereen’s quickness, open-field tackling and smarts as to why he has earned a role in those plays.

thing we were able to do,” Smith said. “I loved my time there. I loved the organization that I worked for and the opportunity that they gave me and, as much as anything, the players that I got a chance to lead and to coach. The lifetime memories, the lifetime relationships that I was able to form from being there, of course that’s what will stay with me forever.”

Smith refuses to be angry about the way things ended here. He still feels getting the job was “a dream come true.

Everything that you thought was kind of how it turned out being for me. To come to a storied franchise with a great fan base and to just help to bring that fan base and what was expected back. The things you dream about are how it really turned out for me. I enjoyed every day I came to work and the people I had a chance to work with – not only the players, of course, but the staff and the administration, too.”

Part of the perception of Lovie’s time in Chicago by Bears fans is colored by what was a deteriorating relationship with the local media and fan base in his later years.

“The media had a job – you guys had a job to do. That just had very little to do with what I was doing. I knew you guys had a job, but it just didn’t affect an awful lot about what I was doing. I was kind of focused in a different area.”

Illinois Environmental Protection Agency Notice of Public Comment Period Proposed Issuance of a Revised Construction Permit/PSD Approval Dynegy Kendall Energy, LLC in Minooka Dynegy Kendall Energy, LLC has applied to the Illinois EPA Bureau of Air for revisions to the original Construction Permit/PSD Approval for its electric generation facility located at 1401 County Line Road in Minooka. The facility is a natural gas fired “intermediate load” power plant and operates four combined cycle combustion turbines.

The permit is being revised to clarify when short term limits for specific pollutants would apply during operation of the facility. The requested changes to the permit do not involve the case-by-case determinations of Best Available Control Technology (BACT) for the generating units made in the permit pursuant to the PSD rules, 40 CFR 52.21. The requested changes also do not involve the permitted annual emissions of the generating units as originally established when this permit was initially issued.

Based on its review of the application, the Illinois EPA has made a preliminary determination that the requested revisions will comply with the applicable air pollution control regulations and has prepared a draft of a revised permit for public review.

The Illinois EPA is accepting comments prior to making a final decision on this application. Comments must be postmarked by midnight December 21, 2014. If sufficient interest is expressed in this matter, a hearing or other informational meeting may be held. Volunteers make and bring desserts, decorate the hall, buy 40 gifts and raffle items, purchase nonperishables, make reminder calls, transport guests, portray Santa, box up carry-outs, deliver meals and even happily clean up, Rumbaugh said.

With the exception of the large donation for the main portion of the Thanksgiving meal, expenses do not come from the volunteers’ wallets.

“Our church budgets for this,” Rumbaugh said.

The nonperishable care packages include little canned hams, cans of beans, boxes of stuffing that can be prepared on top of a stove and corn muffin mixes – everything to easily prepare a Thanksgiving dinner at home, Rumbaugh said.

In case of a bigger-than-anticipated crowd, the church keeps canned hams in stock, so no one will leave without a feast.

Guests even take home leftovers.

Any remaining food is donated to MorningStar Mission in Joliet.

“Absolutely nothing goes to waste,” Rumbaugh said.

“It all goes to someone that needs it at the end of the day.”

Wahl is the son Andrew Wahl and Ada Paolucci of Plainfield and a member of the Cathedral of St. Raymond. He enjoys playing the piano, basketball, volleyball, golf and tennis.

After high school, Wahl plans to attend Brown University. He would like to study neurobiology as a pre-med student and do research.

After completing his academic studies, Wahl would like to pursue a career as an ophthalmologist.

Changes made at JCA’s Learning Resource Program THE HERALD-NEWS JOLIET – Joliet Catholic Academy’s Learning Resource Program was established during the 1996-97 school year under the direction of Amy Douglas. Its mission was to foster positive learning attitudes and personal responsibility for self and environment through academic success.

JCA’s Learning Resource Program complemented the school’s curriculum by offering support to those students diagnosed with specific learning disabilities and/or attention deficit disorder. Students entering the program received supplemental instruction with specific emphasis on the academic content of the individual student’s college preparatory classes.

While Joliet Catholic Academy continually strives to offer its students the best academic experience available, changes to the Learning Resource Program were implemented beginning with the 2014-15 school year.

The most visible change is to the name of the program.

LRP has been replaced by Academic Resource Center.

The staff – which includes Amy Douglas (director), Suzi Arnett and Jackie Cherwin (instructors), has developed a collaboration with students, parents, faculty, staff and members of

the JCA community to ensure every student reaches full potential.

ARC’s main focus is to move the program forward as a center for assistance and curriculum. The Academic Resource Center will begin to include students who require assistance but may not have had a history of needing assistance or an individualized educational plan in the past. In addition, ARC will offer support to parents, guidance counselors and teachers.

A donation to the school’s ARC program over the summer allowed the center to upgrade the classroom environment. During the 2011-12 school year, LRP lost one of its students, Matt Mammosser, to primary nervous system metastatic melanoma.

MammosCorner, a foundation founded to honor Matt, provided JCA’s Academic Resource Center with a fresh coat of paint, new doors and a drop ceiling.

Adorning the Academic Resource Center is a plaque in Matt’s memory. He will forever be a Hilltopper and part of the ARC and JCA family.

If you have an interest in the history of bridge and its forerunners, buy “Bumblepuppy Days” by Julian Laderman (Master Point Press). You will find it fascinating as you are led from whist to bridge whist to auction bridge to contract bridge.

The word bumblepuppy was used to mean whist being played poorly or without regard for rules, or a poor whist player. The term was popular in particular after the publication of “Whist; or Bumblepuppy?” in 1880.

Here is one of the few deals in the book. In the days of whist, there was no bidding. South named hearts as trumps, and West made the unfortunate opening lead of the club ace.

Could South have now won all 13 tricks?

Well, he did in Robert Foster’s book, “Foster’s Encyclopedia of Games,” which was published in 1897.

Declarer ruffed the opening lead in the dummy and ran the diamond queen. When that won, South played a diamond to his jack, ruffed a club in the dummy, led a heart to his 10, played a spade to dummy’s ace, led a heart to his queen, cashed the heart ace, and took the club king.

When that established declarer’s club nine and eight, he claimed. South took one spade, four hearts, three diamonds, three clubs and two club ruffs in the dummy.

No doubt you noticed the defense’s two errors. West’s opening lead was not best.

Any other card – even a low club – would have left South unable to win all 13 tricks. And East should have covered dummy’s diamond queen with his king.

Maybe in a reprint the author switched the diamond 10 and seven.

Dear Doctor K: I have allergies, and my eyes are affected the most. They’re puffy, red and itchy. What can I do?

Dear Reader: Pollens, animal dander, dust mites and mold: The same allergens that cause sneezing and an itchy nose and throat can trigger allergy symptoms that affect your eyes, too. If your eyes are red and itchy, you may also have tearing, mucous discharge and swelling of your conjunctiva (the inside of your eyelid). This constellation of symptoms is known as allergic conjunctivitis. It can be uncomfortable, but it is not a threat to vision.

To help improve your symptoms, try to avoid whatever triggers your allergies. If you are allergic to cats, avoid them, or at least don’t touch your eyes when near one. If pollen is your nemesis, keep your windows closed. And keep an air purifier or air conditioner going in pollen season.

A simple but effective remedy is to place a cool, wet washcloth over your eyes. Also, use artificial tears (available without prescription) frequently.

They’ll give you some relief and help wash away allergens.

Try not to rub your eyes. Doing so causes mast cells, which play a key role in allergic reactions, to release inflammation-causing chemicals into the eye. This makes symptoms worse.

If your symptoms appear occasionally, try one of the newer generation of antihistamines you can take by mouth. Antihistamines block the action of histamine, a major cause of itchy eyes.

Over-the-counter options include loratadine (Claritin), cetirizine (Zyrtec) and fexofenadine (Allegra). Others are available by prescription.

Another option is eye drops that contain mast cell stabilizers, which limit release of the inflamma-

During an allergy attack, eye drops work faster than pills taken by mouth.

Eye drops that contain antihistamines and decongestants (medicines that cause small blood vessels to narrow) are available over the counter. They can provide quick relief, particularly of the redness in the eye. But don’t use these medications for more than a week or two, as they can cause excessive narrowing of the blood vessels in your eye. And be prepared for a little redness to return after you’ve stopped using them.

If your symptoms persist, try eye drops that combine a mast cell stabilizer and an antihistamine. These drugs are available over the counter and by prescription.

If you use multiple types of eye drops, such as drops containing an antihistamine and artificial tears, don’t put both drops in your eye at the same time. Wait about five minutes between putting the two types of drops in your eye.

Otherwise, the second type you put in your eye may wash away the effects of the first type.

If your symptoms are severe and don’t improve with other medications, ask your doctor about prescription eye drops that contain corticosteroids.

These medications help control inflammation, but they should only be used under the guidance of an eye specialist (ophthalmologist).

Without proper monitoring, corticosteroid eye drops can cause glaucoma, cataracts or other serious complications.

Dear Wants It Gone: It would be neither appropriate nor kind to do anything to Ron’s ex-girlfriend’s belongings without warning.

Ron should contact her, inform her that he wants to use his garage for the purpose it is intended, and ask if she wants the items she left to be disposed of or put into storage at her expense.

He should allow a reasonable time for her to respond before doing anything, and you should distance yourself from the process.

Dear Abby: I have a friend with one annoying habit. Whenever we have a party, she’ll invite friends without asking first, or by saying, “I told them it was OK to come.” It creates a problem because we plan our parties for a certain number of guests, and now there are two, three, sometimes even four more – often on short notice.

Dear Abby: My boyfriend, “Ron,” and I have been together for more than a year, and we now live together. His garage is full to overflowing with his ex-girlfriend’s belongings.

She apparently left him and all her stuff – including her four cats – to marry some guy she met online.

She no longer lives in this country.

I’m fine with taking care of the cats; they are innocent and I love them.

However, I want her stuff out of the garage. Ron thinks it’s “the right thing to do” to keep it until she can arrange for it to be moved to her new place.

Abby, it has been a year and a half! She’s not going to move this stuff. I want to donate it or trash it as appropriate, and I don’t think legally we have any responsibility to tell her or ask her before we do. What do you think? – Wants It
