Board approves liquor ordinance change allowing sale of wine, beer in salons

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Plainfield trustees Monday demolished a plan to turn a church’s vacant property into a temporary pipeline construction yard.

by Grace Point Church on the northwest corner of 248th Avenue and 127th Street would be used for one year to store construction materials for relocation of the existing Nicor gas pipeline on the Commonwealth Edison right of way.

But no one on the village board even motioned for a vote.

“I find this entire proposal – I don’t know if I should use the word – absurd,” Trustee Jim Racich said, adding it’ll be disruptive to the traffic in the area.

“I concur with him, as well,” Trustee Brian Wojowski said, noting neighbors already are complaining about traffic on 127th Street. “I would use the word absurd.”

The items in the construction yard would include equipment for the pipeline, which is being installed along the ComEd right of way from Ogden Avenue in Naperville

The site sits between the Canterbury Woods subdivision to the north and west, Kings Crossing subdivision to the south and Creative World preschool to the east.

Ekleberry said the pipeline work was necessary. But he said his plan was to mitigate traffic as much as possible.

According to his plan, large work trucks, including semitrailer, would turn west to access Route 30 and the ComEd right of way, a few hundred yards from the Route 30 and 127th Street intersection.

Ekleberry said he wanted to be as transparent as possible in his plan.

“I’ve tried to put everything that might possibly happen [in the memo],” he said. “I tried to cover everything to be on the up and up.”

Trustees commended Ekleberry for being honest.

But in their staunch denial of the plan, they noted the close proximity to Plainfield North High School and the two subdivisions.

Trustees also said it doesn’t fit the R-1 residential zoning for a planned church that was never built in that location.

Trustee Bill Lamb suggested Ekleberry look at other open farmland in the village that would have less impact on residents and traffic.

However, Ekleberry said after the meeting advisers have looked for a long time, and other than the church property, haven’t found a suitable location for the yard that includes access to utilities.

“It’s back to the drawing board,” Ekleberry said.

A Chicago man was sentenced Monday to six years in prison for having a kilogram of cocaine in his car.

if the case had gone to trial.

Gang Suppression Unit officers pulled over the Ford SVT when it changed lanes without signaling and deputies learned Ramirez did not have a valid driver’s license.

A police canine was called to the scene and “alerted” at the

back of the truck where deputies found a wrapped kilo inside a tire, Borenstein said.

According to court records, Ramirez was living in the 4900 block of South Damen Avenue at the time of his arrest and has no prior criminal history.

“You’re aware it’s almost certain you’ll be deported to Mexico when you finish [your sentence] in the Department of Corrections?” the judge asked Ramirez before accepting his plea.

“Yes,” Ramirez answered through an interpreter.

Country Club Villas’ residents face burden of maintenance

By BOB OKON bokon@shawmedia.com JOLIET – Country Club Villas was designed to be a premier, private subdivision until the recession stunted its growth.

Some homes were to be built alongside the golf course at the Joliet Country Club. But construction never got that far.

Only seven homes were built. They are attached homes in two buildings. None are near the golf course. And, the two streets that lead to those homes were gravel for six years.

Now, those streets, which were paved last year, have become an issue, since Country Club Villas residents want the city of Joliet to take over maintenance and plowing.

With only seven homes, they say, the burden of paying someone to plow snow is too much.

“It costs a lot,” said Chris Pfluegner, treasurer of the homeowners association. “But how much would it cost if we had to maintain the street?

How much would we pay if they had to dig up the street for a sewer problem?”

Precedent or not?

Joliet city staff, however, are resisting the residents’ case for city street service.

They point to 22 other private subdivisions in Joliet and warn they all could turn to the city for street maintenance if Country Club Villas gets the service.

Staff wants the City Council to reject the request to take on Country Club Villas’ two streets when it votes on the matter Tuesday.

“It certainly seems like it would pave the way – no pun intended,” said City Manager Jim Hock. “How could we deny others if they are in the same situation? There would be additional plowing, additional street maintenance and additional exposure to liability.

Utilities dept. wants $1M tech upgrade

By BOB OKON bokon@shawmedia.com JOLIET – The Joliet City Council, already leery of likely hikes in water and sewer rates, is scheduled to vote Tuesday on a nearly $1 million technological upgrade for the utilities department.

The council has twice before delayed a vote on the system, linking it to the utilities department request for rate hikes to fund operations and future infrastructure needs.

Utilities Director James Eggen presented it again at a council workshop meeting Monday, saying the system will save money in the long run while the cost of implementation only will go up next year.

“It’s going to take a year to implement the program,” Eggen told the council. “The longer we wait, the longer it gets pushed off into the future for us to see these savings.”

The Work Order Management System implements Geographic Information System (GIS) mapping Eggen said will save $40,000 a month as the city is able to improve efficiency and better manage its work crews.

It also includes a Citizen Request System he says will allow residents to track their reports of problems and provide the city with the means of reporting to residents when problems are fixed.

The system also could be used by other city depart-

ments, including public works, roads and neighborhood services, Eggen said.

“Everyone’s going to benefit from this,” he told the council. “It improves services citywide.”

The Cityworks system provided by Trimble Navigation Ltd. and Azteca Systems Inc. would cost the city $964,000 to implement and another $129,000 a year to maintain.

There was little discussion of the proposal Monday. But council members at previous meetings have been wary of the costs in light of looming rate hikes for water and sewer.

Eggen previously sought council approval for a 9 percent rate hike Oct. 1 to be followed in coming years by hikes of 8, 6 and 5 percent. The council delayed a vote, saying it first wanted a consultant to look at the department for potential cost savings.

Walgreens liquor

The council also will vote Tuesday on liquor licenses requested by Walgreens for four stores at 1163 W. Jefferson St., 2101 W. Jefferson St., 1514 Essington Road and 4822 Caton Farm Road.

Mayor Bob O’Dekirk, also the city’s liquor commissioner, said Walgreens also had requested liquor licenses for two others stores on Cass Street and Larkin Avenue. Those licenses were rejected because the stores were too close to Joliet Central High School and Joliet Catholic Academy, he said.

The private developer went bankrupt. The property now is in the hands of the bank that foreclosed on it. The residents don’t expect to see more construction any time soon.

Unfinished but quiet

“We thought this was going to be a huge development going all the way to the golf course,” said Steve Engledow, a resident who also is fire chief at the New Lenox Fire Protection District.

Engledow was one of the first in Country Club Villas when he moved in 2008, and he had hoped to live in one of the golf course residences that never were built.

Still, Engledow and others in the small group of Country Club Villas residents like their unfinished neighborhood.

“We love it,” said Theresa

Country Club Villas is not only quiet. It didn’t even show up on Google maps until a year ago.

“We had delivery people, and they’d call us: ‘We can’t find you,’ ” Churilla said.

That changed when the streets were paved.

Built to city specs

The residents point out the city of Joliet was very involved when the streets were built a year ago, and they don’t understand why the city

should not take them over.

“They came in and managed all of it,” said resident Randy Bushen. “They managed the construction.”

Bushen told the council on Monday that Phase One of the subdivision calls for 24 more homes in five buildings.

There are two more phases in the original plan, Bushen said. “That’s farm land,” he said. “Nothing has been done.

And, according to the bank, there’s no plan to see it as anything but farm land.”

Attorney Michael Hansen, who represents Country Club Villas, emphasized that the two streets in the subdivision – Augusta Lane and Pinehurst Drive – were built to city specifications, which is not the case in most private subdivisions.

Hock pointed out that four other private subdivisions in the city also have streets built to city specifications.

But Hansen said Country Club Villas will never be a private, gated subdivision.

Country Club Villas, he said, “is a bit different than the others.”

One of them was Mike Smith, 19, who said Weeks used to play basketball with his father, be- Raul Weeks fore he died in 2008. Weeks encouraged him to come to the Boys & Girls Club, where he played basketball with Smith and mentored him.

Weeks died Wednesday after his bicycle was struck by a

pickup truck. He was 57.

“It’s hard for me because I knew him for a long time. He was always there to help me when I was down,” Smith said.

Friends and family remember Weeks, a lifelong Joliet resident, as someone who always had a smile on his face but was also a fierce basketball player despite his small size when he was young. He worked not only for the Boys & Girls Club but for Joliet Central High School as a security guard.

Kimberly Weeks, his sister, said her brother always was athletically inclined, and often played baseball and basketball. He always smiled, she said, and always tried to say something nice about every-

body.

“He was my brother. I loved him. He will be sorely missed.

We were very close, we were very close,” she said.

Weeks, along with many of his friends graduated, from Joliet Central in 1976.

R. Dale Evans grew up with Weeks, went to the same school and was in the same graduating class. He said they connected through sports and he remembered Weeks as someone who was small in his youth and always picked last in basketball.

But over time he became the guy everyone wanted on their team, said Evans, who is a Joliet Township High School District 204 board member.

Weeks would grow up to be someone who would make an impact on the lives of youths around him, too.

“He demonstrated what a small man can do in the court and in life with persistence and practice,” Evans said.

Basketball was a rite of passage for youths in Joliet growing up, said Ernest McCullum, another lifelong friend of Weeks. People had to earn their right on the basketball court, he said, and Weeks earned his – and then some.

“He was just a guy you couldn’t get mad at even when he blew you away on the basketball court,” McCullum said.

Club, said Weeks was one of the most generous people he ever met and his priority “first and foremost was the kids.”

Weeks is survived by sons, Michael and Aron, and daughter, Jessica; his mother, Alice M. Weeks; six sisters; two brothers; four grandchildren; companion Pamela Dixon; and numerous nieces, nephews and cousins.

Funeral services for Weeks will be at 11 a.m. Friday at St. Paul Missionary Baptist Church, 1404 Briggs St. in Joliet. Visitation will be from 4 to 8 p.m. Thursday at Range Funeral Home, 202 S. Eastern Ave. in, Joliet and Friday 10 to 11 a.m. at the church. The Rev. Larry V. Tyler will officiate.

Lockport Deputy Police Chief Dave Draksler retires

“You never think about it as it’s happening and then ...

28 years. That went fast,” Dave Draksler said.

When Draksler joined the department in 1987, Lockport had only 15 full- and part-time officers who shared five squad cars – one of which was always assigned to the chief. “[Being a police officer] was just something I always wanted to do,” Draksler said.

Draksler began as a patrol

officer and spent many years as a detective before he started taking over administrative duties. He was named the Lockport Exchange Club’s Police Officer of the Year three times.

Draksler served as interim chief for 2013 and sought the permanent position, but the City Council voted to hire Terry Lemming after recommendations from a paid consultant.

“You don’t realize the support you get from the public and how much it means. The number of people who did speak up for me, that was the highlight of my career,” Draksler said Friday.

Lemming said coming in as

an outsider, his deputy chief gave him a “great historical perspective of the department.”

“He’s very intelligent. A great leader. Well-respected by everybody – officers and citizens,” Lemming said.

Lemming said Draksler recently made efforts to modernize the department and address officer safety issues.

“At a shooting incident [in early 2014], we set up a perimeter where the officers could see each other but couldn’t talk to each other on analog radios. He used that to show the need for digital radios,” Lemming said.

Draksler said Friday he plans to remain in the area.

New Lenox Township residents sue highway commissioner

Lawsuit alleges 2 men harmed by McPartlin

NEW LENOX – A visit to the New Lenox Township highway garage to complain about snowplow trucks did not end well for two area men, according to a Will County lawsuit.

New Lenox Township residents Dennis Dennis B a l d a u f a n d McPartlin James Haddon are suing Dennis McPartlin, the township highway commissioner, for allegedly grabbing and pushing them in February, according to a Nov. 10 complaint.

They also are suing New Lenox Township and the township road district.

McPartlin, 65, already is facing misdemeanor battery charges filed in March for the incident involving Baldauf and Haddon, who were 63 and 81 at the time. His next court date is scheduled for Friday.

According to the lawsuit, the two men noticed Feb. 6 that their mailboxes were damaged after being hit by what they believed to be a township snowplow truck.

They called the township highway building garage to complain and were told to

appear in person to file their grievance.

When they arrived and talked to a receptionist, McPartlin appeared and shouted there was nothing wrong with the trucks, according to the lawsuit.

But the complaint stated Haddon had a few pieces of material found near the damaged mailboxes that he suspected broke off a truck.

He suggested the color of the material found matched the township’s truck color and that’s when McPartlin became angry.

McPartlin screamed at Haddon and pushed him, causing him to fall to the ground on his knee, and then picked Haddon up by “his jacket collar and dragged him towards the door,” according to the complaint.

Baldauf told McPartlin to leave Haddon alone and that’s when McPartlin grabbed him “with both hands and shoved him backwards while shouting obscenities at him,” the complaint stated.

Calls to McPartlin’s office and attorney were not returned Monday.

Michael Hickey, New Lenox Township supervisor, said Monday he could not comment on the incident as he was not a witness to it, and it is an ongoing legal matter.

He said the township has no authority over the road district that McPartlin works for, as it is a separate taxing entity that sets its own budget and levy. The township board certifies the road district levy, but McPartlin’s office is responsible for itself, he said.

Alan Bruggeman, the attorney representing Baldauf and Haddon, said the criminal charges McPartlin is facing in the incident should be felonies since it took place in a public space and was allegedly committed by an elected official against senior citizens.

The case was reviewed closely and the decision was made to make the appropriate charges, said Charles Pelkie, Will County State’s Attorney’s Office spokesman.

He said if there was any new information, his office would be glad to review it and make a determination on whether to change the charges.

McPartlin ran unopposed in 2013 as an incumbent for highway commissioner, winning 100 percent of the vote, according to the Will County Clerk’s Office.

He ran against R. Eric Lucik in 2009 and 2005 for the position, winning 66 and 61 percent of the vote, respectively.

Wilmington woman dies in crash

Rauner says Illinois won’t take in more Syrian refugees

By KEVIN P. CRAVER kcraver@shawmedia.com Illinois on Monday joined more than a dozen other states trying to block or suspend accepting Syrian refugees after Friday’s deadly terror attacks in Paris.

Gov. Bruce Rauner announced that the state temporarily will suspend accepting new refugees from the wartorn country and consider its legal options pending a full review of Department of Homeland Security procedures for accepting them.

“Our nation and our state have a shared history of providing safe haven for those displaced by conflict, but the news surrounding the Paris terror attacks reminds us of the all-too-real security threats facing America. We must find a way to balance our tradition as a state welcoming of refugees while ensuring the safety and security of our citizens,” Rauner said in a statement.

It’s a plan Republicans have urged Obama to reconsider, given the actions by the aforementioned governors ultimately have little effect.

Even if they prevent agencies from resettling them in their states – and federal law and U.S. Supreme Court precedent strongly indicate they do not have legal grounds to do so – they can’t do anything to stop refugees taken in by other states from moving to them.

Obama, who is in Turkey for the G-20 summit, called the idea of limiting refugees

un-American, and the U.S. “has to step up and do its part.”

Police: Braceville man was selling heroin

BRAIDWOOD – Police believe a Braceville man has been distributing heroin in southern Will County and northern Grundy County.

Dylan Schwartz, 26, was

arrested Friday on a charge of drug possession and booked into the Grundy County jail, according to Braidwood Police Chief Nick Ficarello.

“We’ve been investigating heroin activity and suspect Schwartz has been going up to Chicago every few days to bring back 20 baggies of heroin to sell in this area,” Ficarello said.

Ficarello said Braidwood officers, Grundy deputies and agents from the Drug Enforcement Administration and Metropolitan Area Narcotics Squad raided Schwartz’s residence in the 200 block of South Van Horn Street and recovered 40 baggies of heroin.

Will County jail records indicate Schwartz was arrested on charges of domestic battery and marijuana possession in 2013.

PLAINFIELD TOWNSHIP – Police allege they found child pornography on a Plainfield man’s computer last week.

Will County Sheriff’s spokeswoman Kathy Hoffmeyer said on Nov. 6 deputies were Timothy contacted by the Department J. Lane of Children and Family Services about illicit material at Timothy J. Lane’s residence in the 20900 block of Boulder Drive.

“They’d gotten an anonymous tip about a video of an underage girl engaged in sexual activity,” Hoffmeyer said.

Hoffmeyer said Lane, 46, an over-the-road truck driver, was

not home but police seized a laptop computer. DCFS interviewed several people who live in the residence, she said.

On Thursday, police obtained a warrant charging Lane with two counts of possession of child pornography. Lane was located in Jacksonville, Florida, and returned to Will County on Saturday, Hoffmeyer said.

Lane is being held in the Will County jail on $1 million bond.

According to jail records, Lane was arrested by sheriff’s police in January on a domestic battery charge.

Data show 48 percent of Illinois households are wireless only

SPRINGFIELD – State data show about half of Illinois households only have wireless phone service.

The Illinois Commerce Commission said 48 percent of households in the state relied on wireless-only service at the end of last year. Landline use has dropped 36 percent in Illinois from 2005 to 2014. There are about 5 million landline users in Illinois, including Internet- and cable-based lines.

The state has about 13 million wireless subscribers, the commission estimated.

Danisha Hall, the commission’s director of diversity and community affairs, said households are considered wireless-only if they include at least one wireless family member and no family members with landline telephone service.

Illinois gets its data from the Centers for Disease Control and Prevention. The federal agency said the national rate of wireless-only users is 41 percent.

Harris to enter Democratic primary for U.S. Senate

CHICAGO – Illinois state Sen. Napoleon Harris said he’s jumping into the 2016 race for U.S. Senate.

The Democrat said he’ll formally announce Tuesday he’s challeng-

ing U.S. Rep. Tammy Duckworth and former Chicago Urban League CEO Andrea Zopp in the March primary.

The winner will take on Republican U.S. Sen. Mark Kirk in what’s expected to be one of the most competitive 2016 Senate races.

Harris is a businessman and former professional football player who’s served in the Illinois Senate since 2013.

He briefly ran to replace ex-U.S. Rep. Jesse Jackson Jr. after Jackson’s 2012 resignation, but Harris dropped out of the race before Election Day. Duckworth said Monday that the more Democrats there are running, the better it is for Illinois.

SCOTT AIR FORCE BASE – Southwestern Illinois is trying to one-up Missouri by offering more than double the amount of free land it will make available as the states compete for a federal spy agency’s new regional headquarters.

Democratic U.S. Sen. Dick Durbin joined local elected leaders at a news conference Monday to tout the latest move in the bid for the National Geospatial-Intelligence Agency relocation project, which officials hope will lure more than 3,000 high-tech jobs from St. Louis.

St. Clair County officials are offering at least 200 more acres to go with the county’s earlier gift of a 182-acre tract near MidAmerica Airport. Durbin compared the presumed ease of the shovel-ready county land with a location on the north side of St. Louis that

will require city officials there to relocate some houses and invoke eminent domain against unwilling sellers.

“There’s a choice,” said Durbin, an East St. Louis native. “We can buy a lawsuit, or we can move right in. ... It’s a location that has no surprises.”

Maggie Crane, a spokeswoman for St. Louis Mayor Francis Slay, called the Illinois offer “a political move” that involves extra space that the secretive defense and intelligence agency, a combat support branch of the Department of Defense, wouldn’t need.

But she added St. Louis officials are prepared to offer more acreage to their proposal.

National Geospatial-Intelligence Agency spokesman David Berczek said the agency had not yet received the revised proposal from Illinois.

An announcement of the preferred project site is expected in March.

NGA also is eyeing two sites in south St. Louis County for a $1.6 billion relocation that remains years away. But most expect the choice to boil down to either the north St. Louis site or the one across the state line.

St. Louis estimates it would lose more than $2 million annually in earnings taxes paid by those who work in the city – regardless of where they live – should the federal agency leave town.

Illinois’ other U.S. senator, Republican Mark Kirk, also is pushing for the suburban St. Louis location in southwestern Illinois.

In a Nov. 10 letter to the federal agency’s director, Kirk highlighted the risks of stretching fiber optic cable from the base’s Defense

family.

Chicago woman in court, accused of killing baby daughter

CHICAGO – A Chicago woman accused of throwing her infant daughter to her death from an eighth-floor window appeared in court Monday where a judge allowed a scheduled bond hearing to be delayed.

Prosecutors said 19-year-old Mubashra Uddin hid her pregnancy and killed the baby because she feared her parents. They said she gave birth to a full-term baby girl last week and dropped the baby out of a bedroom window as she heard her mother approaching.

Uddin’s attorney, Adam Sheppard, said Monday he plans to argue that Uddin be released on bail at a rescheduled bond hearing Thursday, the Chicago Tribune reported.

“Her family is standing by her,” Sheppard said.

Prosecutors want Uddin held without bail.

She was ordered held without bail Saturday on a first-degree murder charge, but didn’t attend that hearing because she was hospitalized.

A man found the newborn in the grass outside a high-rise apartment building Wednesday night, said Assistant State’s Attorney Patrick Turnock. The girl still was breathing, Turnock said, and the man alerted building security to

call 911.

The baby died early Thursday at a hospital from her injuries, according to Turnock. An autopsy found the baby’s death was a homicide caused by blunt-force trauma.

Turnock said Uddin became pregnant by her boyfriend and told him and a friend after taking a pregnancy test, but didn’t tell her family because she knew her parents wouldn’t approve. Uddin wore clothes to help mask her pregnancy, Turnock said.

Uddin at first denied she had anything to do with the infant, but she made “multiple admissions” on video after investigators interviewed her, Turnock said.

Judge Peggy Chiampas said the circumstances of Uddin’s family would be considered in her case.

More of Crundwell’s belongings to be auctioned

DIXON – More items seized from the former Dixon comptroller who was convicted of stealing nearly $54 million from the northern Illinois city will be auctioned off.

The Dixon Telegraph reported the second online auction of items that once belonged to Rita Crundwell will begin Tuesday. A recent auction of an English riding saddle, spurs and other items raised nearly $47,000, and the next auction that runs through Dec. 1. will include Crundwell’s collection of belt buckles. A sealed bid auction also is underway for Crundwell’s horse show trophies.

Auction proceeds will go to the city.

LOS ANGELES – A wintry blast of air brought blizzard-like conditions Monday to parts of the West after whipping up a damaging tornado in central California and buffeting the Los Angeles area with gusts topping 70 mph, forecasters said.

Drivers in Southern California mountain areas were urged to use caution as light snow and hail fell at elevations as low as 4,000 feet. Powerful winds knocked down branches and caused scattered power outages.

Blowing snow and ice also slowed traffic on mountain highways in northern Arizona and New Mexico as the weather system moved east.

As much as 18 inches of snow was possible when Colorado got hit later Monday, the National Weather Service said. The worst conditions were expected early Tuesday in areas south and east of Denver and on the Eastern Plains.

Mayor seeks federal investigation into shooting MINNEAPOLIS – The mayor of Minneapolis said Monday that she requested a federal civil rights investigation into the weekend shooting of a black

man by a police officer during an apparent struggle.

Mayor Betsy Hodges said she sent an email to the Civil Rights Division of the Department of Justice and to the U.S. Attorney for Minnesota to ask for a civil rights investigation in the “interest of transparency and community confidence.” The state’s Bureau of Criminal Apprehension already is conducting a criminal investigation, but Hodges said the city needs “all the tools we have available to us.”

U.S. reaches $95.5M settlement in for-profit education case

By JOE MANDAK and ERIC TUCKER The Associated Press PITTSBURGH – A Pennsylvania company that enrolls more than 100,000 students at for-profit trade schools and colleges across the U.S. and Canada has agreed to pay $95.5 million to settle claims it illegally paid recruiters and exaggerated the career-placement abilities of its schools.

Under deals announced Monday by the Justice Department and state attorneys general, Education Management Corp. also agreed to forgive $102.8 million in loans it made to more than 80,000 former students.

“This case not only highlights the abuses in EDMC’s recruitment system; it also highlights the brave actions of EDMC employees who refused to go along with the institution’s deceptive practices,” U.S. Attorney General Loretta Lynch said at a news conference.

The company runs 110

schools in 32 states and Canada for chefs, artists and other trades, including The Art Institutes, Argosy University, Brown Mackie College and South University. Under the settlement, it didn’t acknowledge wrongdoing but said it has “worked with state attorneys general to develop new, more transparent recruiting and disclosure standards.”

The case began in 2007 when a recruiter and the EDMC employee who trained her filed a whistleblower lawsuit in federal court in Pittsburgh.

That lawsuit, and others like it, claimed the company signed up students it knew likely wouldn’t succeed or finish its programs. It did so by paying recruiters using illegal enrollment-based incentives in hopes of raking in government financial aid, which provided the bulk of the company’s income, the lawsuit said.

Eventually, the Justice Department, 12 states and the District of Columbia intervened and, initially, sought to

have Education Management forfeit more than $11 billion it received in federal and state student aid since 2003.

“A fundamental compact exists between the government and the public that prioritizes the funding of an education system, accessible to all and free from fraud and abuse,” said David Hickton, the U.S. attorney in Pittsburgh. The company, he said, had “turned that compact on its head by placing the pursuit ahead of profits ahead of a legitimate educational mission.”

The company said it still believes the allegations were without merit, but it wanted put “these matters behind us” and return its focus to educating students. The firm withdrew its stock from the Nasdaq index last year, saying regulatory costs outweighed the benefits of being publicly traded. The company lost $684 million last year and cut hundreds of jobs, but it still has more than 20,000 corporate and school employees.

Puerto Ricans fear for their health as federal cuts loom

By DANICA COTO The Associated Press SAN JUAN, Puerto Rico – An incurable disease has given Jose Gonzalez Ortiz the health of an old man at age 42, and the collapsing Puerto Rican health system only adds to his pain.

He was refused the $300 worth of monthly medications he needs to treat the degenerative illness known as Lou Gehrig’s disease that attacks the cells that control his muscles.

His health care plan won’t pay for the respiratory equipment that doctors say would ease his breathing. Unable to walk, he lurches about on a walker donated by his church because he was denied a wheelchair for his amyotrophic lateral sclerosis, or ALS. “I’m so angry and frustrated,” the former prison guard said at his home in the seaside town of Arecibo.

Despite the Christmas tree and lights his wife put up early to cheer up their home, this is a gloomy season for Gonzalez and 2.37 million of other Puerto Ricans who rely on a health system funded by Medicaid and Medicare.

The island is bracing for steep funding cuts to federal health care plans that serve nearly 70 percent of the U.S. territory’s 3.5 million people. Local officials have been talking with the federal government about the proposed funding loss, but believe they will be implemented neverthe-

less.

The cuts will affect the entire U.S., but Puerto Rico is expected to feel them more acutely because the island already receives lower funding levels than the mainland, it has a poverty level higher than any U.S. state, and it is already in the midst of an economic crisis and a nearly decade-long recession.

“There’s a devastating crisis coming on,” said Dr. Jose Carlo Izquierdo, a neurologist and dean of the University of Puerto Rico’s medical school.

Funding for Puerto Rico’s Medicare Advantage program, serving about 560,000 of the island’s more disadvantaged people, will be slashed by 11 percent in January, a move expected to lead to more expensive copays and the loss of some benefits. More cuts to Medicaid are anticipated over the next two years, affecting about 1.6 million Puerto Ricans such as Gonzalez who rely on the funds through Mi Salud, a local government health care plan.

“Things are becoming worse and worse and worse, and we’re not seeing the light at the end of the tunnel,” said his wife, Brenda Torres Lopez.

Puerto Rico spends about $11 billion a year on health care, while the federal government provides nearly $6 billion through Medicare and Medicaid programs and is on track to cut at least half of that through 2017.

Medical care experts said

the cuts will pressure doctors and hospitals to provide services for less money, and more physicians will likely leave Puerto Rico for better pay on the U.S. mainland.

Meanwhile, few doctors with specialties would remain on an island where about 45 percent live in poverty and the number of those 65 and older increased by 28 percent from 2000 to 2012.

“It’s a perfect storm,” said Dr. Antonio Puras Baez, a surgeon and chair of the urology department at the University of Puerto Rico. “Patients will be left without services.”

Officials say Medicaid reimbursements for Puerto Rico are already 70 percent lower than on the U.S. mainland, while Medicare reimbursements are 40 percent lower.

Medicaid provides health care for people of limited resources, while Medicare serves people 65 and older and those younger with certain disabilities. The programs reimburse hospitals and doctors providing care.

The planned cuts “will literally cause Puerto Rico’s health system to collapse,” said Ricardo Rivera, executive director of Puerto Rico’s Health Insurance Administration. “Puerto Rico is paying the same Social Security and Medicare taxes as other U.S. states but is not receiving the same benefits.”

Puerto Rico’s Medicaid plan has relied on a one-time, $6.4 million block grant expected to run out in roughly a year.

WASHINGTON – Small businesses that were affected by Superstorm Sandy and are still struggling could have another chance to apply for government assistance.

Legislation passed by the House and sent to President Barack Obama Monday would allow small businesses affected by Sandy to apply for new loans from the Small Business Administration, a response lawmakers said was needed after the agency moved too slowly in the wake of the superstorm that slammed the East Coast three years ago. Some homeowners also could be eligible for new loans.

The House passed the bill by voice vote after the Senate passed it last month.

The bill also lays out new parameters for giving emergency disaster loans to small businesses to make it easier and quicker for borrowers to receive money. A report by the Government Accountability Office last year said that the SBA took longer than expected to approve loans in the wake of Sandy, approved fewer loans than in some previous disasters and

may not be fully prepared for future disasters.

“The fact is the SBA was caught flat-footed when Sandy came ashore and small businesses seeking relief suffered because of the agency’s slow response,” said Rep. Nydia Velazquez, D-N.Y., the top Democrat on the House Small Business Committee.

Velazquez represents parts of New York City that were hard-hit by the storm.

If signed by Obama, the legislation could help business owners like Tone Johansen, an owner of Sunny’s bar in Brooklyn. Her bar had more than a foot of water in the basement after Sandy and she was denied a loan for rebuilding. She says she still hasn’t gotten a new floor, and will “try day one” after the bill is enacted “for as much money as we can possibly get.”

She says she will be much better prepared this time around, now that she knows how the process works.

Republican Steve Chabot of Ohio, the Republican chairman of the House Small Business Committee, said on the House floor it is important for the agency to be able to operate effectively after a disaster.

Six killed at Texas campsite; man is charged with murder The ASSOCIATED PRESS PALESTINE, Texas – Six people were killed at a Texas campsite and a suspect has been arrested and charged in the weekend homicides, authorities said Monday.

Anderson County Sheriff Greg Taylor said the bodies were found in rural Anderson County, southeast of Dallas.

William Hudson, 33, is charged with one murder count and is being held on $2.5 million bond. It was not immediately clear whether he had an attorney who could comment on the allegations.

Authorities have released few details about the crime.

They haven’t yet revealed a motive for the slayings or said how the people were killed. They also haven’t released the victims’ names and ages.

The bodies of a man and a woman were found Sunday in a travel trailer at a campsite next to the suspect’s residence, according to the Anderson County Sheriff’s Office. Four males initially thought missing were found dead Monday afternoon in a pond on the suspect’s property. One woman survived.

By DAN PERRY The Associated Press CAIRO – This is the fundamental contradiction, after Paris: Few in the West want to send ground troops to Syria and Iraq to battle the Islamic State group, but it may be even harder to find anyone who thinks airstrikes alone will defeat the radical extremists.

So far, policymakers and experts tend to focus on incremental steps, and indeed the initial French response was more airstrikes. President Barack Obama on Monday insisted that the current strategy “is ultimately is going to work,” and rejected any suggestion that American soldiers should be deployed.

But if IS carries through with its threats of further at-

tacks on the West, such an approach may soon be unsustainable, as public pressure would demand action more effective than the combination of airstrikes and ground advances by a mix of local allies.

An international ground operation could become conceivable, and would not necessarily rely on Americans – a constellation of nations, including Egypt, Iran, the Gulf, Europe and Russia, has become increasingly enraged at the jihadis.

That prospect doesn’t faze the extremists. In official statements and online chatter, they even taunt the West to launch another doomed crusade in the Middle East.

The narrative of a “holy war” against the infidels is strong in radical Islamic circles. While losing their terri-

torial “caliphate” in Syria and Iraq would be a setback in the short term, a costly and bloody outside intervention also fuels the group’s apocalyptic appeal and could serve to convert yet more Muslims to their cause.

And though the speedy liberation of the town of Sinjar in recent days suggests IS forces are far from invincible, a ground war against them would not be easy.

An invasion of Syria’s Raqqa and Iraq’s Mosul – IRS’ main urban strongholds in Syria and Iraq, respectively – risks incurring huge losses both among ground troops and civilians in block-by-block, door-to-door, close-quarters combat like that seen in grueling earlier U.S. battles for Ramadi and Fallujah. The militants are known to set up

booby traps and IEDs for their enemies and are likely to use civilians as human shields.

Fighting would likely involve combat along vast desert – highways — areas even the Iraqi and Syrian governments struggle to control – as well as farmland and towns that give the insurgents plenty of opportunity to hide and ambush the invading troops.

It is not unthinkable that truly crushing IS would take longer than the nearly nineyear effort to pacify Iraq after the 2003 U.S.-led invasion.

So would an invasion amount to repeating history?

There are some differences.

When the United States pulled together a coalition against Iraq in 2003, world support was wobbly. Now, there is genuine global revulsion at

the actions of Islamic State, a greater likelihood than before for a genuinely international coalition with full regional support.

Even before the recent global terrorism, there were mass killings of opposing Sunni tribal fighters, the enslaving and massacring of minorities like the Yazidis in Iraq, summary killings of gay men and captured enemies and random hostages, videotaped beheadings of Western aid workers and journalists, and the cruel subjugation of all who fall into their grasp. That revulsion is unreservedly shared by Russia, which does not often find itself in agreement with the West of late, and essentially all of the governments in the region – including, in a rarity, that of non-Arab Iran.

PARIS – France identified a 27-year-old Belgian who once boasted about killing “infidels” and fought for the Islamic State group in Syria as the mastermind of the Paris attacks, and President Francois Hollande vowed Monday to forge a united coalition capable of defeating the jihadists at home and abroad.

Addressing lawmakers after France observed a minute of silence honoring the 129 people killed and 350 wounded, Hollande said the victims came from at least 19 nations, and the international community, led by the United States and Russia, must overcome their deep-seated divisions over Syria to destroy Islamic State on its home turf.

“Friday’s acts of war were decided and planned in Syria.

They were organized in Belgium and perpetrated on our soil with French complicity with one specific goal: to sow fear and to divide us,” Hollande told Parliament in a rare joint session convened at the Palace of Versailles.

“Syria has become the biggest factory of terrorism the world has ever known, and the

attack on a passenger train that was thwarted by American passengers who overpowered the lone gunman.

French police have used emergency powers to conduct 168 searches since Sunday night that netted 127 arrests and 31 weapons.

French Interior Minister Bernard Cazeneuve said police seized a Kalashnikov assault rifle, three automatic pistols and a bulletproof vest from a suspected arms dealer with jihadist sympathies, and a rocket launcher and other military-grade gear from his parents’ home.

But police have yet to announce the capture of anyone suspected of direct involvement in Friday’s slaughter.

Seven attackers died — six after detonating suicide belts and a seventh from police gunfire — but Iraqi intelligence officials told The Associated Press that its sources indicated 19 participated in the attack and five others provided hands-on logistical support.

French police accidentally permitted the suspected driver of one group of gunmen, 26-year-old Salah Abdeslam, to avoid arrest at the border Saturday and cross to his native Belgium.

Tables turned on Madigan “He seems so done with it all,” a top Republican said early last week about House Republican Leader Jim Durkin. “He hates this,” said a close Durkin pal not long afterward.

The overtime session’s constant battles with the House Democrats and super-strict marching orders from Gov. Bruce Rauner were wearing Durkin down, said some folks who know him. “This summer was pretty nasty,” he admitted last week.

But that changed by last Tuesday. Asked to describe the progress of the previous few days on a scale of one to 10, a cheery Durkin replied “eight, nine, 10.”

Meanwhile, House Speaker Michael Madigan clearly had a very bad week.

Madigan, who long has been considered the most successful Democratic politician in Illinois history, had hoped to finally knock down the Republican Rauner’s solid GOP legislative wall on Nov. 10 and force the House Republicans to defy their governor by voting to rescind Rauner’s slashing of the state’s child care program and social services for the elderly and disabled.

But the rug was pulled out from under Madigan.

With the approval of Democratic Senate President John Cullerton, some Democratic legislators cut a deal with the governor to restore funding to those programs in exchange for killing the legislation.

Madigan’s bills went nowhere.

So, instead of a defeated leader Durkin, we saw an angry speaker Madigan.

And while the speaker obviously was upset at one of his own members, Rep. Ken Dunkin, for working

VIEWS Rich Miller with Rauner and killing the bills in the House by refusing to vote, Madigan also was said to be pretty steamed about a possible conspiracy involving Rauner, Chicago Mayor Rahm Emanuel and Cullerton.

A top Madigan ally pointed to the personal relationship between Rauner and Emanuel, the number of contributors to Emanuel’s campaign fund who also gave to Rauner’s campaign fund as well as to the allegedly “Democratic” IllinoisGO PAC, founded earlier this year to promote “pro growth” Democratic policies, but which looks to many like a Rauner front.

The source also highlighted Emanuel’s ties to IllinoisGO’s top consultant, Greg Goldner, of Resolute Consulting (whom Madigan called out by name earlier this year for using the same rhetoric as Rauner in his PAC’s mailers targeting Madigan’s members).

The Madigan people said the PAC is backing 15 candidates against House Democrats, although people who know better than I can find no actual evidence of this whatsoever. And it’s no secret Emanuel lives in Cullerton’s district and the two men are close.

The mayor’s people flatly denied they had anything to do with Madigan being triangulated by Rauner and Cullerton. Yes, Emanuel canceled a scheduled city council hearing on the funding crisis at the child care program, which was designed to put even more pressure on Rauner.

But that was done because

Rauner had asked they show a little good faith after Emanuel spent a solid week attacking Rauner in the media.

As for Goldner, they said, he’s a Mayor Daley guy and isn’t really an Emanuel guy.

And no way on God’s green Earth are they involved with Democratic primaries against any of Madigan’s members, they insisted. They know Madigan would declare all-out war on them. They ain’t suicidal.

And Cullerton probably was just doing what he always does. The man truly loves making deals.

Rauner had threatened to sit on the bill to fix the child care program for two months if it was sent to his desk and then veto it in January, which undoubtedly would’ve put hundreds of smaller child care providers out of business in the meantime. A deal with Cullerton’s blessing made sure those providers stayed afloat, and it was backed by the provider community.

The bottom line is Madigan has been thwarted at pretty much every turn

by Rauner. The overtime session has succeeded at collapsing the governor’s poll numbers, but Madigan hasn’t been able to take advantage of that in his own chamber, with his own supermajority.

The one thing Madigan hates above everything else is showing weakness.

He most definitely didn’t look strong last week. He’s simply not accustomed to that. His next move should be fascinating.

To the Editor: I was saddened reading Al Levering’s “A House Divided” (Sept. 17 edition of The Herald-News) – not by his spot-on observations but by his conclusion: “Alas, there is no house to save any more.”

Too many citizens share this sentiment.

Jesus’ words, as with so many of his teachings, weren’t inexorable terminal pronouncements. They were cautions with an alternative pathway for victory revealed.

Abraham Lincoln’s point was to define a condition in order to inspire us to recommit to the “notion of our nation.” This notion is still righteous, moral and worth preserving today.

As Balkanized as we may seem, I’m not ready to declare the patient dead or deem corrective, revivalist attempts fruitless.

Let us relearn our creed and self-governance model. It is up to each of us to oversee the “experiment.” Self-absorption and apathy are not options at this hour.

Recommit to the natural rights our creator (not a “benevolent” governing class) endowed. We diminish

them at our peril.

Erase the myriad false rights we have imagined over the last century.

Their logic yields dependency and tyranny.

Relearn the original arguments for our national existence. They produce prosperity.

Check indignation and preconceptions at the door. The conservative who is skeptical of change is as valuable to the discussion as the radical who proposes it. Listen.

Respect. Reflect. Repeat. Each one of us wishes America to thrive.

Will and Ariel Durant observed [The Story of Civilization, vol. III (Epilogue: Why Rome Fell)]: “A great civilization is not conquered from without until it has destroyed itself from within … . The essential causes of Rome’s decline lay in her people, her morals, her class struggle, her failing trade, her bureaucratic despotism, her stifling taxes, and her consuming (expansionary) wars.” The latter six are direct and deliberate results of corruptions of the former two.

We have choices.

NEW LENOX – The third time was the charm.

After falling in Class 5A quarterfinal matchups that ended its 2012 and 2013 seasons, Lincoln-Way West broke through to crush Peoria, 40-13, in the Class 5A quarterfinal Saturday. So for the first time in the school’s seven-year history, the Warriors (10-2) will play in the semifinals, where

they will battle Champaign Central (11-1) at 2 p.m. Saturday at Champaign Centennial.

“Back in August, I really felt this group could achieve what we have accomplished this season,” West coach Dave Ernst said shortly after the Warriors’ quarterfinal victory. “I knew the kids would play at a high level all season, overcoming adversity and becoming the first Warriors’ football team to make it to the Final Four. We had some

breaks along the way, and we are far from finished. We want to go to Champaign and continue to play quality football, then go to DeKalb and finish the job.”

Against Peoria, the Warriors jumped to a 17-0 lead behind two Gabe Montalvo touchdowns and a 22-yard field goal by Kevin Siemeck.

Montalvo erupted in the second half, scoring three more times and rushing for 192 of his 266 yards. He has rushed

for an area-leading 2,051 yards and 33 touchdowns. He has scored 200 points, also to lead the area.

The Warriors’ defense shut down the high-powered Peoria offense, which entered the game averaging 47 points. Defensive end Deven Reed led the defense with 10 tackles. Sophomore linebacker Jake Price put on a clinic with numerous tackles, and linebacker Trey Telez picked up another sack and harassed the Lions’ quar-

terbacks all day.

“We finally broke the curse today,” Telez said. “We are heading to the Final Four in Class 5A. I am so proud of all of my teammates who make possible all of my individual achievements.”

JCA got tough Love from Nazareth

Before Saturday’s Class 5A quarterfinal between Joliet Catholic and Nazareth, however, the general feeling was the winner would have an excellent chance to reach the state championship game Thanksgiving weekend in DeKalb.

There also was a feeling the team that made fewer mistakes would survive the quarterfinal collision. Unfortunately for JCA, which was hoping to get a shot at its 14th state title on Thanksgiving weekend, that is exactly what happened.

The Hilltoppers committed four turnovers and dropped a 35-21 decision. They also had a couple things go against them that at a minimum can be described as weird.

Yet the bottom line remains, Nazareth deserved to win.

“We did not execute the way we needed to in order to beat Nazareth,” JCA two-way lineman Ze’Veyon Furcron said.

“They’re a good team with a lot of athletes,” cornerback Riley O’Donnell said. “We did our best to limit their big plays.”

Enough of the big plays occurred, however, to keep the Roadrunners on top all afternoon. In fact, they were up, 140, less than four minutes into the game after converting a JCA fumble on the first play from scrimmage into a touchdown and scoring on a picksix.

“Our defense got the big turnover [a Luke Phelan interception] early in the third quarter, and we didn’t score off that,” he said. “We felt good about how we were moving the ball, yet we couldn’t seem to find our rhythm offensively.

And we never felt they were going to score a ton of points, even though that’s a very talented team.

“We’ve always been a team that does things to get the short field. Today, we had the long field.”

Sharp said despite the disappointment, he could not have coached a better group.

“This team is always going to be near and dear to me,” he said. “They’re going to be great citizens.”

“The bond we have on this team is so special,” Furcron said. “I love these guys. We left it all on the field. That’s the best you could ask for.”

USF’s Butkus honored: St. Francis sophomore quarterback Don Butkus has been named Mid-States Football Association Midwest League Offensive Player of the Week.

Butkus figured in five of the Saints’ six touchdowns, throwing for three and running for two, as USF defeated Olivet Nazarene, 40-0, Saturday to gain a share of the MSFA Midwest League title. He completed 17 of 30 passes for 221 yards and three touchdowns while rushing for 70 yards on 10 carries.

JOLIET – The congratulations for the Joliet Catholic girls volleyball team on their second-place finish in the Class 3A state tournament came from Tina Kinsella, the girls athletic director and master of ceremonies for the celebration.

Kudos came from President/Principal Jeff Budz and from two proud Joliet Catholic graduates, Crest Hill Mayor Ray Soliman and Joliet City Councilman Pat Mudron.

Jared Lenoir, a leader of JCA’s “Hill Zone” cheering section, was summoned and offered his congratulations.

The celebration Monday afternoon in the JCA Student Activity Center was all about how a team without a true star succeeded because the Angels put team first.

“So many stepped up in so many situations,” coach Christine Scheibe said. “That made us balanced and stron-

ger as a team. We fought through flu for two weeks, and during that time other girls stepped up and carried us through.”

JCA has three firsts, three seconds, a third and a fourth under Scheibe. This marked the second straight runner-up finish for the Angels without a 6-footer in the lineup.

Where other JCA teams had one or two superstars, this one was different.

“I do think it is satisfying to a coach that we were able to do this with a variety of girls,” Scheibe said. “We have been blessed with talent and character kids, but they still have to buy into what you’re telling them or it doesn’t work.”

JCA finished 26-13, and there was a stretch where the Angels lost five matches in succession, albeit against strong opponents.

“There are always doubts what a team can do, especially when you have a five- or sixgame losing streak,” Scheibe said. “But you have to keep ev-

Cubs’ Bryant, Astros’ Correa voted top rookies

By MIKE FITZPATRICK The Associated Press NEW YORK – Cubs third baseman Kris Bryant was a unanimous pick as NL Rookie of the Year, and Houston Astros shortstop Carlos Correa was voted the AL honor.

Bryant made his debut on April 17 and became an NL AllStar. The 23-year-old hit .275, leading big league rookies with 26 homers, 31 doubles and 99 RBIs as the Cubs returned to the playoffs for the first time since 2008 He received all 30 firstplace votes for 150 points from the Baseball Writers’ Association of America in balloting announced Monday.

San Francisco third baseman Matt Duffy was second with 70 points, and Pittsburgh infielder Jung Ho Kang third with 28 points.

Correa, the top pick in the 2012 amateur draft, made his debut June 8 and hit .279 with 22 homers, 68 RBIs and

14 steals, helping the Astros make their first postseason appearance in a decade. The youngest position player in the major leagues, he turned 21 in September.

Correa received 17 firsts and 13 seconds for 124 points.

Cleveland shortstop Francisco Lindor was second with 13 firsts, 14 seconds and two thirds for 109 points; and Minnesota designated hitter Miguel Sano was third with 20 points.

Houston’s only previous Rookie of the Year was Jeff Bagwell, who won the 1991 NL honor. Bryant is the Cubs’ sixth winner and first since catcher Geovany Soto in 2008.

Bryant and Correa each had the $507,500 minimum salary in the majors. Fox ecstatic about team’s performance against Rams

By KEVIN FISHBAIN kfishbain@chicagofootball.com LAKE FOREST – John Fox said the Bears “clicked as well as we have all season long” in Sunday’s 37-13 thrashing of the Rams, while also pointing out the challenge and significance of the win.

“In a short week, on the road, against an NFC opponent, which we hadn’t done yet – from that standpoint, it’s gratifying after the fact,” he said Monday at Halas Hall.

“You’re just trying got get W’s; whether it’s by three or 30, it doesn’t really matter. They all count the same.”

The win also came without Matt Forte and Eddie Royal, and with a clearly limited Alshon Jeffery, who had a “gutsy performance,” Fox said.

Jeffery’s presence created some “two-over-one situations to help our offensive football team,” Fox said, because the

Rams’ safeties had to respect Jeffery’s presence.

“Considering the circumstances,” said Fox, “I thought he did outstanding.”

Without Pernell McPhee, the Bears’ defensive front racked up 10 quarterback hits, as Fox credited their effort after watching the tape.

“We played with good effort,” he said. “For the most part, other than the first drive, we pretty much fit where we needed to fit. All in all, I thought we had a good plan, and our guys executed it.”

That first drive, when the Rams went 80 yards on seven plays to go up, 7-0, marked the second game in a row the Bears allowed a touchdown on the opening drive. It’s something the team needs to improve, but Fox is pleased they’re responding.

CHARLOTTE, N.C. – In this topsy-turvy second season of NASCAR’s new championship format, it was only fitting that the race to set the final four ended in an empty, unsatisfying way.

A rain delay of nearly seven hours Sunday at Phoenix International Raceway turned the final elimination race of the playoffs into a water-logged nightmare.

There was no frantic jockeying for the final three slots in the title-deciding finale, no opportunity for Joey Logano or Kurt Busch or Carl Edwards to flex any muscle in a push for the checkered flag.

Yet another burst of rain forced NASCAR to call the event 93 laps from the finish and everyone – the drivers, the fans, NASCAR itself – was denied the opportunity to see how it might have played out.

It was, with no disrespect to chairman Brian France, quintessential NASCAR. It was France who made “quintessential” the buzz word of this Chase when he deemed Logano did exactly what he should have done when he spun Matt Kenseth as the two raced for a critical playoff victory last month. But the way this Chase has

gone, Phoenix was the most perfect embodiment of NASCAR these days.

It rained all day. In Arizona. Grandstands that sold out weeks ago went halffull, and the devoted spectators wearing ponchos and garbage bags and trying so hard to stay entertained on a gray day got no reward for their dedication.

NASCAR didn’t have a ton of flexibility. It was late, fans had been tested, teams needed to get back to North Carolina to prepare for a quick turnaround this week to Miami. The rain that fell on the speedway was going to last a good while, and drying the track would take several hours.

So NASCAR finally called it a day.

Dale Earnhardt Jr. got the win because he happened to be out front during a lengthy caution right before the rain. The three drivers who earned spots alongside Jeff Gordon in the championship race were reigning Sprint Cup champ Kevin Harvick, Kyle Busch and Martin Truex Jr. One can’t help but wonder, though, what might have happened if NASCAR brought everyone back Monday morning to finish the race.

CHICAGO – Jimmy Butler scored 17 points for the Bulls and played tough defense on Paul George on Indiana’s final possession, helping the Bulls hold on for a 96-95 victory over the Pacers on Monday night.

Butler stayed right with George in the final seconds and contested his difficult fadeaway shot that was well short as time expired, giving the Bulls their third straight win and fourth in

five games.

Derrick Rose had 23 points on 9-for-18 shooting for the Bulls but departed with about six minutes remaining after he sprained his left ankle. Doug McDermott scored 11 points.

George had 26 points for Indiana, and Monta Ellis finished with 20 points. C.J. Miles made five 3-pointers on his way to 19 points, and Jordan Hill and Ian Mahinmi each grabbed 12 rebounds.

Indiana had won three

straight and six of seven.

George was 9 for 20 from the field in his seventh consecutive game with at least 26 points.

He also drew a charge on Tony Snell with 1:02 remaining and Indiana down 96-93, giving the Pacers another chance.

Ellis drove inside for a tough leaner on the other side, and Indiana got the ball back with about 24 seconds left after Butler missed for the Bulls. But the AllStar clamped down on George to help the Bulls hold on.

By JEANNE MILLSAP Shaw Media Correspondent CREST HILL – Two residents of Willow Falls Senior Living Community in Crest Hill are part of a growing trend – celebrating their 100th birthdays.

Carolyn Chaplin turned 102 on Oct. 21. Stan Mikulich celebrated his centennial Friday at Al’s Steak House in Joliet with his family.

“I feel the best,” Chaplin said. “I can’t feel any better. I’m lucky.”

Still, Mikulich wishes he was younger.

“That’s all I can say,” he said. “I enjoyed my younger life.”

The number of centenarians has doubled in the United Kingdom, according to a 2014 CNN article, and the population in the United States is seeing a similar trend as the longterm effects of advances in health care technology and vaccines, more health consciousness and other measures add up.

Chaplin said she never “exercised,” but she was always active. She said her family was a church-going one, and she still attends services today.

Chaplin attributes her longevity to her outlook on life.

“I was just a good girl,” Chaplin said. “I was always happy. I was kind to people. I never let them down. I took every day as it came.”

Mikulich said he’s healthy and feeling pretty good these days, and laughed when asked how he managed to live so many years.

“I don’t know,” Mikulich said. “I can’t figure it out. I do like to go to the casino once in a while.”

Mikulich said he lived an active life, ballroom dancing up to six nights a week in Joliet, Wilmington, Coal City, in Indiana and “all over Chicago.” His favorite dances were the waltz and the foxtrot.

He also roller-skated when he was younger. He remembers a favorite location in Chicago – The Melody Mill – where there was skating downstairs and dancing upstairs.

Mikulich does admit to having a few bad habits in the past – drinking and smoking – but he gave them up.

Today, Mikulich said he doesn’t even need any medications.

“I drive my own car, too,” Mikulich said. “It’s a good life.”

Dr. David Vermillion, an internist at Allen Medical Center in Morris, said many centennials do have some things in common.

“They’re not overweight; they

watch what they eat; and they have good genes,” Vermillion said. “You’re going to see strong family histories of living long. By far, the most important thing is good genetics.”

But good nutrition, Vermillion said, also plays an important role in living a long, healthy life, but not necessarily sticking to a rigid diet every day. Moderation, he said, is key.

A little red meat is fine, Vermillion said, as is an occasional glass of red wine. Certain tree nuts and a little dark chocolate may contribute to longevity, and basing meals on the foods and beverages of the Mediterranean diet also seems to help.

“Avoid smoking,” Vermillion said.

“That’s the important thing. Cigarette smoking and second-hand smoking.”

However, an occasional cigar or pipe does not give much smoke exposure to the lungs, he added.

“If you want to have vices,” Vermillion said, “have them in moderation.”

Staying active also is important.

Vermillion said walking and other exercise keep the circulation healthy.

Those who plan active retirements with hiking and traveling usually live longer, healthier lives.

Lowering stress levels also is important. Vermillion said the effects of stress can lead to high blood pressure, strokes, heart attacks, diabetes and a lot of vascular disease.

Mostly, Vermillion feels quality of life is the measure of a good life, not length of days. Chaplin agreed.

“Enjoy yourself,” Chaplin said.

“Enjoy it as you’re going along.

There’s no need in being grumpy.”

But in today’s deal, it is an eight that threatens to pull a contract down. South is in four spades. West leads the heart king and continues with a second heart when his partner encourages with the eight. After ruffing, how should South continue?

The auction was sensible. Although North had only 11 high-card points, that long suit made his hand strong enough for a one-club opening and too strong for a three-club pre-empt. When North rebid two clubs, he showed a minimum opening, so South bid the game he hoped he could make, keeping his diamond suit hidden up his sleeve.

The original declarer immediately drew trumps (West pitched a heart and a club), then played a diamond. West jumped in with his ace and led his heart queen. South decided to discard his club, but West accurately shifted to clubs. (If he had played another heart, declarer would have discarded the diamond king from dummy.) Now the contract was unmakable.

Dummy suggested throwing dummy’s diamond honors on South’s trumps, but that would not have worked, because West’s diamond eight would have become a trick.

Instead, South should have led a diamond at trick three. West probably would have ducked. Declarer then could have drawn trumps, discarding dummy’s second diamond, and driven out West’s diamond ace. South would have lost only one heart, one diamond and one club.

poorly on an overnight flight. If the sun is shining where I land, I get out in the sun for several hours, even if all I want to do is crash in my hotel room.

No matter which direction you travel, spend as much time outdoors as possible to let daylight reset your internal clock. Exposure to the sun probably has a more powerful effect on setting your circadian clock than taking melatonin.

It also is helpful to gradually adjust your sleep time for several days prior to traveling – in either direction.

Your goal, either way, is to start sleeping at an hour that is closer to the hour you will be going to bed on arrival. So, if you’re traveling east, start going to bed earlier for several nights before you leave. If your normal bedtime is 11 p.m., try going to sleep at 9 or 10 p.m. for several nights.

Similarly, if you’re traveling west, start going to bed later for several nights prior to travel. (I’ve put an illustration explaining this strategy on my website, askdoctork.com.)

Drink plenty of fluids, but not caffeine or alcohol, throughout your trip.

Caffeine and alcohol promote dehydration, which worsens the physical symptoms of jet lag.

They can also disturb sleep.

Over-the-counter or prescription sleep aids may help you sleep at night on your trip, but most don’t adjust your circadian rhythm.

Dear Dr. K: My wife and I are traveling to Europe in a few weeks, and we’re already dreading the jet lag. Do you think melatonin will help?

Dear Reader: Many people find that crossing several time zones makes their internal clocks go haywire. Some small studies have suggested that melatonin can help jet lag if taken a few days before and after travel.

Melatonin is a natural substance released by our brain to help coordinate our circadian (day/night) rhythm.

This rhythm is disturbed when we travel across time zones.

Melatonin is more effective in minimizing the effects on sleep of eastward travel. Dietary supplements contain about 3 to 5 milligrams (mg) of melatonin. Sleep experts here at Harvard Medical School recommend the following specific program for eastward travel: • Take the first dose on the day of travel at about 6 or 7 p.m., home time. Since you may be boarding a plane about then, keep the dose in your pocket, readily available.

• After arriving in Europe, take a dose at bedtime in Europe (about 10 or 11 p.m.) each night, for up to four nights.

Other strategies can also help. For example, try not to sleep until it’s bedtime in the new time zone.

If you’ve slept poorly on the overnight flight to Europe and feel you have to sleep, try just taking a 30-minute nap after arriving.

That may give you a boost until European bedtime comes.

Get up early in the mornings. This may be difficult the first few days, but should get easier.

Use the sun to your advantage. This really helps me. I tend to sleep
