JOLIET – The Housing Authority of Joliet is better off now than it was just a few short years ago.

That’s according to HAJ Chief Executive Officer Michael Simelton, who updated members of the Joliet Housing Authority Liaison Committee on Thursday about HAJ’s fiscal condition.

Reports handed out Thursday showed that the local agency’s financial situation is a stark contrast from 2012 when federal regulators had placed the agency in “troubled” status for fiscal problems, low occupancy rates and other concerns.

The agency’s net profit at the end of fiscal year 2014 stood at $125,000 – up from two years ago when HAJ was nearly $900,000 in the red, Simelton said.

But to continue on this path, Simelton said, the HAJ’s plan for redevelopment of the 60-year-old Des Plaines Gardens Homes is a must.

“We’ll end up in the same situation again if we don’t redevelop,” Simelton said, noting the redevelopment of Des Plaines, and the demolition of Fairview, would make HAJ less dependent on the federal government for funding.

A minor setback Plans to redevelop the Des Plaines Garden Homes have

suffered a minor setback.

Simelton said HAJ officials heard from the Illinois Housing Development Authority last week that the agency’s application for about $16 million in low-income housing tax credits was denied for a second time.

The agency plans to reapply in December, he said. He fully expects the state to approve the application, noting it’s common for the process to take a few tries.

One concern IHDA had with the last application was that they want HAJ to help pay for remediation costs for some low-level contaminants found on adjacent property, he said.

“IHDA wants us to have some skin in the game,”

Simelton said. “They want us to foot some of that bill.”

If the project is approved, buildings containing 122 low-income residences would be razed and replaced with 76 mixed-income homes. The remaining 46 residences eventually could be transferred to HAJ’s Liberty Meadows facility, where the authority has land available for additional construction.

Money to demolish the complex and build new privatized housing would come from IHDA through private investors. Rent subsidies for the new homes would come through the U.S. Department of Housing and Urban Development’s Rental Assistance Demonstration program.

Hoffmeyer said the postal worker was driving a Grumman postal truck south on Youngs Road. Initial reports indicated the truck went slightly off the road onto the shoulder, but then came back and crossed the center line, striking the Culligan truck that was

heading north.

The crash occurred about 12:30 p.m. near the intersection of Youngs and Cavalea Drive, south of Route 6.

Hoffmeyer said the 32-yearold male driver of the water truck was not injured.

Will County sheriff’s deputies and the Channahon Fire Department responded to the accident.

Area residents decorate their homes inside and out for holiday

vshanker@shawmedia.com Chucky the murderous doll, the Grim Reaper and an army of half-man pumpkin people guard the spooky spirit of Bill Ward’s “Halloween House” in Romeoville.

As you enter the driveway of his home at 19218 Jacquie St., witches on their brooms sway in the trees, their faces lit by their cauldrons.

The “Michael Myers” movie theme plays softly, setting an eerie tone as orange lights pop in different areas of the yard, which is crowded by about 70 unique creepy looking faces with animal eyes and clothing made from rug padding. Ward has made the characters populating his front yard by hand during the past 24 years. He takes pride in putting up the display of his macabre yet mesmerizing creations.

“Everything is planned and it’s a job,” said Ward, who estimates more than 100,000 people have come since 1990 to see what they have dubbed the Halloween House.

Halloween is a $7.4 billion industry, with $2 billion spent on outdoor and indoor decorations, according to the National Retail Federation.

The average person will spend $77.52 on all things Halloween.

But for local residents who pull out all the stops to decorate their homes for Halloween, it’s about more than just the holiday.

Halloween House Ward decorates his house for the kids. He set up this year’s display in early September. It features just four masked characters. The rest are his own creations, each with unique, realistic features.

“They always like that the faces are hand-made. I think that’s what keeps them coming,” Ward said.

They take about four days to make, although the more detailed ones – such as the witches, Michael Myers and the Grim Reaper – took much longer.

The details come down to the facial features. Some of his displays have coyote and cheetah eyes and bobcat teeth he gets from a taxidermist.

“I usually make about 20 a year,” Ward said. “My favorite are the pumpkin people because they each have their own personality. They’re easy to make and the kids love them.”

His setup also includes a “Waldo” character that Ward hides in different places several times a day. A grim reaper at the back turns its head to scan the yard, and Halloween lights mix with vines on the side of the house.

Hi-tech display Instead of fake spider webs, ghoulish characters and dim lights, Jenna Urgero’s Shore-

wood home at 24745 Manor Drive features zombies and ghastly figures actively try to break through the windows of her home.

Last year, Urgero came across a company called AtmosFEARFX, which creates DVDs containing videos and audio of scary scenes that can be projected on screens.

Urgero wanted something unique for Halloween, so she bought four projectors and several of the DVDs. She props up white screens in front of her windows and projects the videos on them. The end result is a startling and realistic display that has several drivers stopping to take photos and videos.

She also has posted a YouTube video of her display.

“There are streams of people who ring the doorbell and ask how we do it, so we bring them inside and show them,” Urgero said.

Urgero sought an easier way to set up a unique display because finding the time

to decorate was becoming difficult.

“The wind sometimes knocked down the old decorations, so it was harder to maintain,” Urgero said. “I think projection is becoming more popular. It’s cheaper, too.”

While she could spend between $250 and $300 on Halloween decorations, Urgero said she just needs to buy new DVDs at $40 each for a new display.

She liked the display so much she will project videos of Santa Claus for Christmas.

Indoor decor Sometimes Joliet resident Mary Bennett’s children tell her she has too much seasonal cheer. Instead of decorating outdoors, Bennett adorns the inside of her home with Halloween items she has collected during the past 30 years.

“My family thinks I’m nuts, but I just love doing this,” she said.

“I look on Pinterest for ideas every year,” she said, adding that she developed a love for the holiday from an early age.

Bennett grew up with immigrant parents from Europe.

Instead of hearing bedtime stories, her parents read her macabre tales.

“My grandkids love it,” she said. “I do it for them. Decorating just puts me in the spirit.”

Joliet mayor opposes diocese plan for ex-felons Catholic Charities releases plan details

By BOB OKON bokon@shawmedia.com JOLIET – Mayor Tom Giarrante announced Thursday he opposes the Diocese of Joliet’s plan for an ex-convict program.

The plan, aired last week at a city council meeting, already has drawn neighborhood opposition.

Catholic Charities, a social services arm of the diocese, is looking at using the John Paul II building, 430 S. Center St., for a program aimed at helping ex-convicts become self-sufficient.

“I am totally opposed to the project at this location or elsewhere in the city of Joliet,” Giarrante said in a news release. “I believe in rehabilitation, but I also believe the residents of the St. John’s and Cunningham neighborhoods – and all residential areas of Joliet – deserve better.”

Catholic Charities, meanwhile, issued a news release after the mayor’s comments and provided some details of its plan.

The statement said the program would serve no more than eight people. Catholic Charities also said sex offenders and arsonists would not qualify.

Neighborhood groups and city council members have raised concerns about the possibility of sex offenders being housed in the building, which is in a residential area. The John Paul II building is a residence for priests. It is the last of three buildings occupied at the former diocese complex since offices were moved to

Crest Hill earlier this year.

“There’s a place for that kind of rehabilitation. It doesn’t fit in that location,” said Councilman Jim McFarland, who aired the plan at last week’s city council meeting after hearing about it from neighbors.

McFarland noted that the University of St. Francis is located nearby, as are the offices for Big Brothers Big Sisters of Will & Grundy Counties.

Georgene Williams, a member of the St. John’s and Cunningham neighborhood associations, said the area has a home for drug and alcohol rehabilitation. She noted veterans housing is being built there, too.

But neighbors do not want an ex-convict program, Williams said.

“These are criminal offenders,” she said. “We just don’t believe they belong in a residential area.”

Manhattan boy saves endangered bird

By FELIX SARVER fsarver@shawmedia.com MANHATTAN — Kimberly Sanders became nervous when a Manhattan police officer came to her home Tuesday to talk about her son.

But she had nothing to worried about. The officer said her son, Jacob, 13, was a hero for saving an osprey, also known as a fish hawk, one of 25 endangered bird species in Illinois.

The osprey became entangled in a fishing line and couldn’t free itself.

Jacob helped prevent the bird from drowning while police and fire responded to the scene.

“I’m very proud of him,” Sanders said. “The whole family are huge animal lovers. None of us want to see an animal die. Just the fact that he was able to go into the water and save the bird’s life – that was a proud moment for me.”

Jacob was fishing at a Manhattan pond when he saw an osprey – white, brown and gray in color – dive into the pond. Lakes and ponds are common habitats for ospreys, according to the Cornell Lab of Ornithology.

Sanders said her son noticed the bird was panicking and flapping.

The osprey was trying to free itself but started to drown.

“I was scared for the bird.

The line was tight around it,” he said.

He couldn’t reach the bird, but could reach the fishing line, which had its hook caught on something.

Jacob held onto the line and

used it to keep the bird above water.

His neighbor Jessica Dunn saw him in the pond and contacted the authorities. Four police and fire vehicles came to the scene, along with an animal rescue truck, Sanders said.

They put a life vest on Jacob and rescued the bird.

Ospreys are considered endangered in Illinois, but are recovering after nearly facing extinction because of the use of pesticides such as DDT, according to the Illinois Raptor Center.

Manhattan police said the osprey survived. Jacob said he was happy it lived and proud of what he did.

So was his family.

“It wasn’t a surprise,” Sanders said. “Jacob wants to become a marine biologist when he grows up. He wants to work with animals.”

The former Grundy County Home has been vacant since 2010. Friends in Christ Lutheran Church is looking to use a portion of the building for its church services.

JOLIET – If you see people passing out campaign literature or other electioneering acts inside or too close to polling places, Will County State’s Attorney James Glasgow wants to know about it.

Glasgow’s office issued a news release Thursday encouraging people to report election irregularities to his Election Fraud Hotline during the election on Tuesday.

Glasgow has assigned two-person teams, each consisting of one assistant state’s attorney and one investigator, to travel to polling places where irregularities are reported on Election Day, according to the news release.

Assistant state’s attorneys not assigned to specific teams will be available for dispatch from the Will County State’s Attorney’s Office to investigate allegations of election irregularities reported to the hotline.

He added the church has a capacity of 250 people, but typically serves between 130 and 150 members.

“They’re OK. I didn’t know that until they explained that to me at the meeting,” Hoffman said Thursday.

Friends in Christ Lutheran Church, founded in 2004, has worship services Sundays at 8:15 a.m. and 10:45 a.m. and Saturdays at 5:30 p.m.

JOLIET – The city of Joliet reminds residents to change the batteries in their smoke alarms and carbon monoxide detectors this weekend when they adjust their clocks back one hour due to the beginning of Daylight Saving Time on Sunday.

The peak time for home fire fatalities is between 10 p.m. and 6 a.m., when most families are asleep, according to a news release from the city. Maintaining a smoke alarm is an effective way to reduce home fire deaths.

The city encourages families to plan and practice their home fire escape plan. Smoke alarms should be installed on every level of a home and be kept clean, since dust can interfere with how a smoke alarm works. Batteries should be replaced when a chirping noise is heard.

MORRIS – A new sanctuary, handicapped bathrooms, a kitchen and offices are just a few of the additions Friends in Christ Lutheran Church will gain if it moves into the former Grundy County Home.

Members of the Morris Planning Commission on Wednesday unanimously approved the church’s request for a conditional use permit to use the site as a church.

The Morris City Council is scheduled to vote on the request Monday.

The Grundy County Home building, at 1338 Clay St., is a former nursing home vacated since 2010.

The former nursing home is in a residential zoned area, meaning it needs a conditional use permit from the city to allow for the church, according to city code.

Mayor Tim Baldermann and other village officials agreed to a proclamation making New Lenox a place that will foster good will among combat wounded veterans and their families, promote patriotism and never forget the sacrifices people in the military make.

For Baldermann, becoming a Purple Heart community

was a no-brainer.

“I know not only how this board feels about our veterans and those who have served and do serve, but our entire community,” he said.

The Purple Heart is awarded to people in the military who are wounded or killed in combat. The Military Order of the Purple Heart is a national organization formed to support people who have received the medal.

A few of the organization’s members were at Monday’s village board meeting, where the proclamation was announced.

Walt Willey to portray ‘Wild Bill’ on Sunday

By BOB OKON bokon@shawmedia.com JOLIET – Wild Bill Hickok is a legend of the Old West, and he’s coming to Joliet.

That would not have been too difficult for Hickok when he was alive, since he was a native of Illinois – something actor Walt Willey says many people don’t realize.

Neither did Willey, who will present “Wild Bill! An Evening with James Butler Hickok” at 2 p.m. Sunday at the Joliet Area Historical Museum, 204 N. Ottawa St. Willey, an Illinois native himself and a star of the former soap opera “All My Children,” said he was driving into Troy Grove, Hickok’s birthplace, when he got a lesson in local history.

“I saw this sign, ‘Welcome to Troy Grove, Home of Wild Bill Hickok.’ I was floored,” he said.

Floored because he had grown up not far away in Ottawa and did not know that one of the Wild West figures he was so familiar with from his youth was a fellow Illinoisan.

Hickok was a gunfighter and a gambler – also a lawman. The Walt Willey card hand he held when shot dead – aces and eights – became known as the “Dead Man’s Hand.” That’s just one of many Wild West stories that have become ingrained into American culture because of Hickok’s life, Willey said.

But what many do not know about, he said, are Wild Bill’s roots in Illinois.

Willey, best known for playing Jackson Montgomery on “All My Children” from 1987 to 2011, has done his Wild Bill Hickok performance since 2012.

The Joliet show will have excerpts from the full show, he said. But he also wanted to focus on Hickok’s time in Illinois, especially since his days here are not a big part of the legend.

“He was one of the most famous Illinoisans and one of the biggest icons of the Old West to come from here,” Willey said.

Show tickets are $14 for museum members and $18 for nonmembers.

Mike Brick, development director at the Joliet Area Historical Museum, said there has been a big reaction to Willey’s appearance and not necessarily from those with an interest in gunslingers.

Brick said he has heard from many “All My Children” fans excited that Jackson Montgomery is coming to town.

Soap opera fans, as well those interested in the history of the American West, can meet and speak with Willey after the show, Brick said. Willey has assured the museum he will stick around for questions and photographs if people are interested after the show.

CHICAGO – The yearly report card on Illinois schools released Friday contains a host of new features and benchmarks, including one showing more than 70 percent of recent graduates enrolled in college even though fewer than half of ACT test takers were deemed ready for college coursework.

Other new assessment criteria in the state board of education’s report for 2013-14 included the number of high school freshmen on track to graduate (87.4 percent) as well as rates of teacher retention (about 86 percent) and principal turnover at each school (a statewide average of about two within the past six years).

Standardized test results came in about the same as the

previous year, with 58.7 percent of students in grades 3-8 passing the Illinois Standards Achievement Test under the tougher grading scale adopted in the 2012-13 school year.

Illinois is in the midst of overhauling its standardized testing and school assessments. Schools chief Christopher Koch says that is giving parents a more accurate picture in sizing up schools. And it’s offering administrators and teachers better tools for finding and fixing problems, like the disconnect between the number of students entering college and the number (about 46 percent) who are considered ready for it based on an ACT score of 21 or higher.

“Many students do start college and do not finish,” Superintendent Koch said in a conference call with reporters

before the report’s release.

In forging on with its revamp, the board needed a waiver from the U.S. Department of Education allowing it to drop many requirements of the federal No Child Left Behind Act. It received that in April.

“I think we probably were labeling too many schools as either being successful or failing in the past using fairly crude instruments,” Koch said, referring to the federal law’s school grading standard.

Moving away from labels, schools are now judged on multiple measures and ranked on a scale showing how much “growth” they’ve had in reading and math.

And, starting in the spring, Illinois will replace its statewide exams with a more complex online test rooted in the

Common Core standards it started to adopt several years ago. It gets away from multiple choice questions and asks students to apply knowledge in solving problems.

“You’re getting a more complete picture about our schools and their performance,” Koch said.

This year’s report also tracks demographic shifts and shows that for the first time more than half of Illinois’ 2 million students are low-income, presenting a particular challenge at a time when education budgets are stretched.

“There’s a lot of lines on our budget that serve needy students that have taken significant reductions, and we have not been able to get those back to 2009 levels,” Koch said. “So it remains a concern.”

Social issues take backseat in governor’s race

By SOPHIA TAREEN The Associated Press CHICAGO – Normally hot-button social issues like gay marriage and abortion rights have remained on the backburner for much of the Illinois governor’s race, with candidates more focused on the state’s dire fiscal problems.

Republican businessman Bruce Rauner, who is challenging Democratic Gov. Pat Quinn, goes so far as to say he doesn’t have a “social issues agenda.”

But positions on those issues still sway some voters, and a new batch of political ads and an advisory referendum about birth control on the November ballot have brought some of them into the limelight.

Quinn, a Chicago Democrat, often touts his role in signing laws that legalized same-sex marriage and a medical marijuana pilot project.

He calls them a matter of fairness and tries to paint Rauner’s views as too extreme – or unclear – for Illinois.

Rauner, a venture capitalist from Winnetka, said he remains focused on economic reforms, even refusing to

state his views on same-sex marriage. On two issues, abortion rights and medical marijuana, he disagrees with his lieutenant governor running mate, Wheaton City Council member Evelyn Sanguinetti. Rauner claims Quinn highlights social issues because he doesn’t have much else to showcase.

Last week, Quinn’s campaign hosted feminist leader Gloria Steinem, who praised Quinn and running mate Paul Vallas’ support of abortion rights.

Rauner wrote in an AP questionnaire that abortion is “best decided by a woman and her doctor,” but he does support restrictions on lateterm abortions. He says he doesn’t use the term “prochoice” himself, but in a recent campaign ad targeted at women a supporter deems him “pro-choice.”

Same-sex marriages became legal statewide in Illinois this year. The measure, which Quinn signed in 2013, was opposed by religious organizations.

“I fought for marriage equality to make Illinois a state that welcomes everyone and provide equal rights to all couples,” Quinn wrote in an Associated Press campaign questionnaire.

Quinn calls it among his greatest accomplishments, but his stance has evolved.

He didn’t publicly back gay marriage until 2012 after President Barack Obama did so, saying Illinois’ 2011 legalized civil unions had worked well.

Opponents say it’s a tactic to boost Democratic votes, but proponents say voters’ support ensures protections in the wake of June’s U.S. Supreme Court decision saying employers with religious objections could opt out of a federal rule requiring insurers to cover contraceptives.

MEDICAL MARIJUANA Illinois is developing its new medical marijuana pilot program, which Quinn signed into law in 2013. Quinn said Illinois’ law, with stricter standards than other states, could help the seriously ill.

Rauner said he wouldn’t have signed it and questions the process for deciding who can grow and sell. Sanguinetti disagrees. She suffers from multiple sclerosis and said there are benefits for people in pain.

Inmate freed in landmark Illinois case

CHICAGO – A prisoner whose confession helped free a death row inmate in a case that was instrumental to ending capital punishment in Illinois was released Thursday after he recanted, and a prosecutor said there was powerful evidence that the other man was responsible.

Alstory Simon’s confession gained international attention in 1999, largely because of an investigation by a journalism professor and a team of students from Northwestern University that helped secure Anthony Porter’s release just days before he was to be executed. He had spent 16 years on death row for slayings he and his supporters maintained he did not commit.

Because of constitutional protections against double jeopardy, there is no legal way to retry Porter.

Simon, wearing a grey hoodie and jeans, told reporters outside Jacksonville Correctional Center that he was angry.

“I’m not angry at the system.

I’m angry at the people who did what they did to me,” he said, crying as he told reporters his mother had died while he was behind bars.

Chicago adds 2 electric buses with federal grant

CHICAGO – Chicago has added two electric buses to its public transportation fleet with a $2.5 million federal grant.

The Chicago Sun-Times reports the Chicago Transit Authority unveiled the buses Wednesday.

Each bus cost about $1

million, compared to roughly $400,000 that most CTA buses cost.

Each bus is expected to save $25,000 worth of fuel annually.

That’s $300,000 over a 12-year lifespan.

Officials say a decision to buy additional electric buses would depend of factors including bus performance in extreme weather.

The CTA says about 300 of the city’s 1,800 buses are hybrid and hundreds of others are being upgraded to increase fuel efficiency.

The buses started operating Wednesday and are being rotated through six city routes.

Audit: Two-thirds of Chicago elevators uninspected

CHICAGO – An audit by Chicago’s inspector general has determined two-thirds of

the city’s elevators were not inspected last year.

The audit by Joe Ferguson examined the Chicago Department of Buildings, which is responsible for insuring the city’s elevators are safe.

The audit released Wednesday indicates 62 percent of safety violations uncovered over the prior eight years went “unresolved.”

Ferguson said regulatory experts have set the standard of annual inspections to ensure elevators are safe. He said the Building Department is not meeting their own standard.

He said because of that, riders don’t know how safe some elevators are.

That’s one reason why doctors say this year it’s especially important for patients to get their flu shots: Fewer flu cases could mean fewer Ebola false alarms.

“The whole system gets bogged down, even if it’s a false alarm,” Dr. Kristi Koenig said during a break at the American College of Emergency Physicians’ annual meeting.

NATION & WORLD BRIEFS Strengthening U.S. growth crashed into a flight-training building while trying to return reflects help from Fed WASHINGTON – The U.S. economy powered its way to a solid annual growth rate of 3.5 percent from July through September, outpacing most of the developed world and appearing on track to extend its momentum through this year and beyond.

The result isn’t a fluke.

It turns out the world’s biggest economy did a lot of things right after the Great Recession that set it apart from other major nations.

In the view of many economists, those key decisions, particularly by the Federal Reserve, appear to be paying off now.

An improving economy led the Fed on Wednesday to end its stimulative bond buying program.

Launched during the 2008 financial crisis, it was an unprecedented and aggressive effort to revive a dormant economy by buying trillions in bonds to reduce longterm interest rates.

Doug Handler, chief U.S. economist at IHS Global Insight, credited the Fed and its bond purchases with helping pull the country out of the worst downturn since the 1930s.

Thursday’s government report on the gross domestic product added to evidence that the Fed’s efforts have translated into robust job growth and a recovery that appears to be solidifying.

Plane crashes at Kansas airport, killing 4 WICHITA, Kan. – A small plane lost power after takeoff and

FTC accuses Gerber of false claim on baby formula WASHINGTON – Baby-food maker Gerber is being accused by the government of claiming falsely that its Good Start Gentle formula can prevent or reduce allergies in children.

In a complaint filed Thursday in federal court, the Federal Trade Commission alleged that the company misled consumers by suggesting that its formula was the first to meet government approval for reducing the risk of allergies.

The FTC said it wants Gerber to pull its claim from labels and advertisements and left open the possibility of asking the court to require Gerber to issue refunds for the $20-plus packages sold since 2011.

Maine now in a standoff with nurse over Ebola safeguards

BUKATY The Associated Press FORT KENT, Maine – Insisting she is perfectly healthy, nurse Kaci Hickox again defied the state’s Ebola quarantine Thursday by taking a bike ride with her boyfriend, and Maine health authorities struggled to reach a compromise that would limit her contact with others.

Hickox, 33, stepped out of her home on the remote northern edge of Maine for the second day in a row, practically daring authorities Kaci to make good on Hickox their threat to go to court to have her confined against her will. On Wednesday evening, she went outside for an impromptu news conference and shook a reporter’s outstretched hand.

By evening, it was unclear whether the state had gone to court or whether there had been any progress toward ending the standoff that has become the nation’s most closely watched clash between personal freedom and fear of Ebola. The governor’s office and Hickox’s lawyers would not comment.

Hickox, who returned to the U.S. last week from treating Ebola victims in West Africa as a volunteer with Doctors Without Borders, has been under what Maine is calling a voluntary quarantine at her home in this town of 4,300 people.

She has rebelled against the restrictions, saying her rights are being violated and she is no threat to others because she has no symptoms. She tested negative last weekend for Ebola, though it can take days for the virus to reach detectable levels.

Her 21-day quarantine – the incubation period for the Ebola virus – is scheduled to end Nov. 10.

Around midday, however, LePage said the hours of negotiations had gone nowhere, and that he was prepared to use the full extent of his authority to protect the public.

“I was ready and willing – and remain ready and willing – to reasonably address the needs of health care workers meeting guidelines to assure the public health is protected,” he said.

Hickox stepped into the media glare when she returned from Sierra Leone to become subject to a mandatory quarantine in New Jersey. After an uproar, she was released and traveled more than 600 miles to the small town on the Canadian border where she lives with her boyfriend.

She said she is following the federal Centers for Disease Control and Prevention recommendation of daily monitoring for fever and other signs of the disease.

Addressing the bicycle ride, Wilbur said they purposefully rode away from town to avoid coming into contact with people. “We’re not trying to push any limits here. We’re members of this community, too, and we want to make people comfortable,” he said.

Maine law allows a judge to confine someone if health officials demonstrate “a clear and immediate public health threat.”

States have broad authority under long-established law to quarantine people to prevent the spread of disease.

But legal experts said there are differences here that could work in Hickox’s favor in court: People infected with Ebola are not contagious until they have symptoms, and the virus is not spread through casual contact.

Most health and safety organizations in Illinois have already pledged their support in the effort to get HB 5348 passed this fall. First, Illinois Attorney General Lisa Madigan has held firm in her support of HB 5348.

Prominent organizations have also pledged their support, including Sudden Infant Death Services of Illinois, Kids in Danger, the Illinois Public Interest Research Group, Safe Kids, Pathways, the Injury Prevention and Research Center at Ann and Robert H. Lurie Children’s Hospital of Chicago, Shane’s Foundation, and Cribs for Kids.

The Support is there. Now, we just need the votes.

The danger is too real and the cause is too universal to allow this bill to fail again.

Providence put up a fight.

The two teams faced one another twice during the regular season, splitting matches that went three sets. On Thursday, however, the Angels were tied at 23 late in both sets and won 25-23, 27-25.

Mary Murphy, who ended with a dominating 11 kills and eight digs, earned the match-winning point by serving an ace. Immediately after the play ended, the Angels collapsed to the ground cheering and “Hill Zone” stormed the court.

“Amazing,” Murphy said, “I haven’t felt more like an Angel in my four years of being here. It’s the best feeling ever.”

Megan Melone contributed 16 assists and libero Megan Cladis had nine digs for JCA (21-16), which advances to Tuesday’s Prairie Central Sectional semifinal against Champaign Central.

“I think we stayed pretty calm,” Cladis said. “We came together as a team, focused and said we can do this. We’re Angels, we can do this.”

ace and Nicole Witmer earned a kill off one of her hardest swings of the night.

“It was all or nothing tonight,” said Witmer who finished with five kills. “We definitely built off the Hill Zone’s energy. I can feel it when Mary is going to set me and I was determined to kill it at that time.”

“There was no doubt in my mind that we were going to

take it in two,” Murphy said.

“I never once had the feeling that it was over. I knew that we were going to come back.”

Providence’s setters, Liza Ellingson and Morgan VanderWey, spread the offense and had 11 and nine assists.

Emily Boggetto, Katie Compagno, Mary Poulos and Ellingson had five kills each.

The errors at the end of the match cost them, however.

“It was such a great match,” Providence coach Rachel Ellingson said. “I felt it was an even match. We did exceptionally well, without Rachel [Alles]. Bringing up a sophomore setter [VanderWey] at the end of the season isn’t always the easiest thing to do. I thought that she did a great job. We made too many errors at the end obviously, but it was a well-played match. I was very proud of our girls.”

Since the Celtics (22-15) are a young team largely made up of juniors, they have next year to look forward to.

“Next year, we’ll be senior heavy and we have a great group of sophomores coming up,” Ellingson said. “It looks very promising for next year.”

The Angels will have Tuesday to anticipate.

“It’s the seniors’ last year.

It’s my last year,” Murphy said. “I have waited for this ever since I was 4 years old.

I’d do anything for this team and I think everyone feels that way. Everyone played great tonight, everyone came out, we all had energy. It was amazing.”

“One of our team goals was to win regionals and we worked really hard for this all season,” Hackett said. “We did really good today. Our passers passed some really great balls and Leah (Seielstad) put up some really

good sets and our hitters were able to do their jobs at the net.

And collectively, we played one of our best defensive matches of our season.”

Things were still close midway through the second set before East started to pull away.

That assured that the squads would play another three-set match, as they did Oct. 2 when the Griffins also prevailed in three.

Also for East, Becca Lilley had 10 kills and no hitting errors, Maddie Nirchi had 16 digs and two aces and Emma Bruder added 15 digs, Lindsey Paulsen

“This was so much fun,” Lilley said. “We’ve seen Marist, McAuley and Sandburg in our regional, so we took advantage of this opportunity and ended up with the win. We played every point like it was our last one.

We’ve come out strong lately and have been doing well. We’ve been clicking, our communication is good and we mesh really well as a team.”

FRANKFORT – After winning six regional titles in her first seven years at Lincoln-Way East, girls volleyball Linda Vivona was all too happy to let her players celebrate the program’s first championship since 2007 with their family and friends.

The Griffins rallied past Joliet West, 23-25, 25-16, 25-17, Thursday in their own Class 4A regional to advance to Tuesday’s 5:30 p.m. T.F. South Sectional against Plainfield North, which upset top-seed Lincoln-Way North at Romeoville.

“We’re getting more efficient at the right time,” said Vivona, whose team has won 16 of their past 20 matches. “The fact that we take some bumps and bruises along the way prepares us for the postseason because we’ve seen good hitters, good defense and tough servers. Dick Goss My Halloween weekend wish is for Joliet West’s football first playoff endeavor to be a real treat. The issue is identifying tricks that can help make that happen.

Coach Jason Aubry’s Tigers (5-4) have drawn a difficult assignment for their Class 8A opener, traveling to Oswego (8-1) for a 7 p.m. Saturday kickoff. Oswego won its fourth straight Southwest Prairie Conference title and has not lost an SPC game in that time.

That’s one of two 8A opening-round match-ups involving area teams. The other is Bolingbrook (6-3) visiting Bloom (7-2) at 1 p.m.

Saturday.

The West-Oswego game will feature two good junior quarterbacks in the Tigers’ Alex Tibble and the Panthers’ Steven Frank. They lead offenses that can score points in bunches. Oswego may get more from its

running game than West, but Tibble, who has passed for more than 1,900 yards, also contributes chunks of yardage when he runs quarterback draws or scrambles.

If there is an advantage in playoff experience, it goes to Oswego. Home field? Again, the Panthers. Defense?

Oswego.

For a prediction, I have to go with the Panthers. I never wanted to be wrong so badly.

In the other 8A game, look for Bolingbrook to continue to get things straightened out and knock off Bloom, which has an athletic quarterback of its own in Jordan Benavides. The Trojans lost to Lincoln-Way West, 17-14, early on and to Rich East, 28-0, in Week 9.

Occasionally, a team reaches a state championship game with a 10-3 record.

Life never is easy in 8A, but don’t be surprised if Bolingbrook turns that trick this season.

The other class to discuss here is 7A, where the Joliet area is represented by Providence (8-1), Lincoln-Way East (8-1), Plainfield East (7-2),

Providence has been so impressive that the Celtics are ranked No. 2 in 7A by The Associated Press and No. 1 in Illinois by MaxPreps. Quarterback Justin Hunniford is having what arguably is the best season a quarterback in this area ever has had. There are potential stumbling blocks down the road, but the Celtics are tough.

Plainfield East might have gotten the slippery end of the stick in Round 1. The Bengals earned their first home playoff game, and the opponent is St. Rita (6-3) from the Chicago Catholic Blue. That kickoff is at 7 p.m. Friday.

East will get a good effort from its defense, and running back Jake Mayon will have some success. If quarterback Cole Kotopka can make things happen in the passing game on what is expected to be a cold, windy night, the Bengals may keep pace. St. Rita, However, probably is the favorite.

The Lincoln-Way Central (5-4) at Lincoln-Way East (8-1) game at 7 p.m. Friday is a rematch of East’s 23-15 victory in Week 2. With the way the Griffins are playing now, a trek to a semifinal clash with Providence may happen.

Our area’s other 7A team, Plainfield North (6-3), visits Normal Community (7-2) in a 5 p.m. game Saturday. Normal has won seven straight since opening with losses to Belleville East and Belleville West. But North also is playing well of late and has Quintin Hoosman, who averages 233 rushing yards a game, on its side. I like the Tigers in this one.

Given the frequency with which the Cubs’ third-year team president has gone through managers on the North Side already, he almost has to – especially as ownership writes checks to pay off a manager’s contract for the third time in four years.

But, then, Joe Maddon is universally considered the opportunity the Cubs could not refuse, from the moment he opted out of his contract with the Tampa Bay Rays a week ago.

Sources said Thursday the long-anticipated signing of Maddon to manage the Cubs was in the final stages. As the SunTimes reported Tuesday, final details were expected to be completed by today, sources said.

A news conference likely would be scheduled for early next week.

‘THE CARDS ALWAYS TURN OUT NICE’ Joliet woman teaches others the art of homemade greeting cards

OLIET – It’s creative expression, personalized greetings, ministry and a way to justify the leftover paper in her scrapbooking closet.

Whichever way Bonnie Schmitz of Joliet packages it, her twice-a-month, in-home, “CardMaking for Cuties” classes keep women coming back for more. Schmitz likens them to old-fashioned quilting bees, a time for women to bond while they’re busy creating.

For many of her students, Schmitz’s classes are their first experience hand-making cards, and the women usually are stunned by results. Some are reluctant to part with them; others will snap a photo before sending the card, she added.

“They just can’t believe they made them,” Schmitz said.

Schmitz keeps her classes small – no more than eight women – and then simplifies the process by creating kits of each project, eliminating the need for her students to invest in specialized equipment and then spend time learning how to use it.

“They can just enjoy the assembly,” Schmitz said.

At her Oct. 24 class, Schmitz discussed some previous techniques, such as matting and borders, and how men like cards with more graphics and less “prettiness.”

Next, Schmitz held up a prototype of that evening’s project, gestured to the white placemat in front of the four women in attendance and said, “I want you to do a practice stamp on your sheet first.”

Schmitz then passed the stamp to Diane Ivec of Plainfield.

“Her husband bought her a Cricut, a cutting machine,” Schmitz said as the reason why she invited Ivec to the

Despite gardening, quilting and scrapbooking, Carolyn Henderson of Joliet said she had only made simple cards until she learned about Schmitz’s class. Henderson wavered at adding another project to her overflowing schedule, until she discovered how easy and fun making cards is.

“When you receive a card someone made,” Walchshauser said, “it’s very, very special.”

Schmitz credits her interest in artistic pursuits to her sixth-grade art teacher – still living at age 96, Schmitz said – who taught everything from construction paper greeting cards to drawing caricatures.

“I did one of Gregory Peck with a big Adam’s apple,” Schmitz said.

Not only has Ivec noticed a resurgence in do-it-yourself projects, she added that in Biblical times, women gathered at the well for more than water. Ivec felt it was their opportunity to fellowship with other women, to share, discuss and advise, while working a common activity.

Unfortunately, when the activity disappears, so do the nuanced benefits, Ivec said – to women’s detriment, Schmitz added. The chance to engage in a common activity with other women fosters the type of solidarity women need from each other, Schmitz said.

“I think women depend on men for things they should depend on women for,” Schmitz said. “I think women need women and guys need guys.

Those friendships are rich and very important. We can’t be everything to our husbands and dads and they can’t be everything to us.”

Ivec and Walchshauser attended Schmitz’s Oct. 23 class, as did Jan Agazzi of Joliet, Connie Larson of Shorewood, Deb Soliman of Shorewood and Paula Waxweiler of Crest Hill.

Schmitz offers “CardMaking for Cuties” every third Thursday afternoon and every third Friday evening. Classes are limited to eight students, on a first-come, first-serve basis. Cost is $18, which covers materials. Contact Schmitz at bonnieschmitz@comcast.net.

Eleanor Roosevelt said, “One thing life has taught me: If you are interested, you never have to look for new interests. They come to you. When you are genuinely interested in one thing, it will always lead to something else.”

That applies to bridge. You always learn new things about the game, your style of play, your partnership preferences and so on. In today’s deal, what would you have done differently during the bidding, and what should West lead against two hearts?

Some pairs might have passed out this deal. But it was certainly reasonable for South to bid one heart.

(With so few points, open one heart, not one diamond.) Then some modern players sitting West would have made a takeout double, but I still think this would have been highly debatable with 4-3-3-3 distribution (especially with so few points). North’s two-heart rebid was excessively cautious. With 10 high-card points, he should have rebid two no-trump. Then South would have continued with a nonforcing three diamonds. (With game-going values, South would have to bid something other than three of a red suit.) And North probably would have passed, but might have invited game with four diamonds (although I would prefer to have the heart king and club ace).

Note that five diamonds is only slightly worse than the trump finesse and makes here.

Against two hearts, a computer program West led the spade ace.

Admittedly all leads were unpalatable, but a trump looks more normal.

Not that anything mattered with hearts 3-3 and the diamond finesse working. Declarer was destined to win 11 tricks.

She goes behind my back to rearrange furniture, buy decor “gifts” and take care of chores (often making things worse). Yesterday, I came home to find my dishes and silverware had been moved, new rugs and pillows in my living room, and my bedroom nightstand had been replaced!
