The Illinois Report Card released Friday includes several new features but does not have the results from the first administration of the new statewide assessment of student academic performance.

The Illinois Report Card website provides a plethora of information about individual public schools and districts throughout the state, including test scores, the amount spent educating each student and demographic information about students.

The 2015 report card website will include information from previous versions, as well as enhancement to data on teacher and administrator characteristics.

State education officials have said local PARCC results should be released in

November.

The PARCC exam – based on Common Core standards – replaced the Illinois Standard Achievement Test for grade-school students and the Prairie State Achievement Examination for 11th graders. Preliminary state-level results were released in September showing low test scores.

“I think one of the biggest purposes for the report card is for parents who are looking to move,” said Frank Perucca, assistant superintendent for the Will County Regional Office of Education.

“If they’re coming in from out of state or from a different part of Illinois, the report card can give them a general idea of how a district performs.”

People who use the report card website can compare up to four schools under several key performance metrics.

Joliet Township officials not ready to decide on Bicentennial Park

By BOB OKON bokon@shawmedia.com JOLIET – Joliet Township officials are waiting on more information before deciding whether to make a proposal to the city to take control of Billie Limacher Bicentennial Park.

Township Supervisor Dan Vera at one point expected the township board would be able to make a decision in October after doing a due diligence review of the property.

Vera said this week not all the information is in yet, including the potential insurance costs of running the park.

“We’re not done with due diligence yet,” he said.

Vera said findings would be presented in a report to the township board at an open meeting when all the reports are in.

Vera has proposed the creation of an intergovernmental agreement that would keep the city involved in the park but give control to the township.

Joliet City Council members have had a mixed response to the idea, and it is not clear whether a majority would favor a change in management or ownership.

Mayor Bob O’Dekirk said Thursday that he believes most council members are waiting to hear a proposal from the township before making up their minds.

“I’d want to see what the proposal is,” O’Dekirk said, adding that he did not believe Vera has made it clear whether he wanted the township to own or lease the park.

There is a petition drive to block a township takeover of the park led by the St. John’s Neighborhood Association.

The park is in the St. John’s neighborhood.

Opponents point to the significance of the location in Joliet’s history and argue the park should remain under control of the city. The park was built in the original business district of Joliet and includes plaques that commemorate the city’s historic ties to the site.

Candace Johnson, co-president of the St. John’s Neighborhood Association, recently questioned the city’s spending on the park at a council meeting.

“They are not allocating all of the money allocated to Bicentennial Park for Bicentennial Park,” Johnson said Thursday.

Under student demographics, the 2015 report card shows a slight increase in statewide enrollment over the 2013-14 school year at 2.05 million students.

The percentage of Hispanic students also increased slightly at 25.1 percent statewide.

The number of low-income students statewide increased from 51.5 to 54.2 percent.

Parents should be cautious about completely relying on the report card to learn about schools where they’re interested in sending their child, said Christopher Mehochko, superintendent of the Grundy and Kendall County Regional Office of Education.

He said parents should examine the culture of a school by visiting it and talking with the staff when they are moving into a new community.

What is it about mere mortals’ fascination with the supernatural?

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Eleven years after its television premiere, Syfy’s “Ghost Hunters” – the reality TV show focused on paranormal investigation – has yet to spot an actual ghost on camera.

Yet Americans’ fascination with the supernatural remains – evidenced this Halloween season when families are estimated to have spent $6.9 billion on costumes, decorations, trickor-treating, parties and haunted house visits.

“If we look at ‘Ghost Hunters,’ they’ve been on TV for quite a while, but they’ve never really captured a ghost. At least, not one that they can sit down with and talk about lottery advice,” said Tim Weldon, a philosophy professor at the University of St. Francis in Joliet and author of the book, “Haunted Beauty: Aesthetics and Mindfulness in the Traditional Ghost Story.”

Still, Weldon admits, he can’t help but join in on the “fun of the shudder,” as he calls it.

“It’s downright fun. After all, [adults] are the ones spending the money on the Hershey’s bag, right?” Weldon said. “We like to say, ‘Oh, it’s all for the kids,’ but we’re the ones answering the door.”

There’s something about the arrival of fall, he said.

“Unexplained events” – maybe the rattling of pipes in the attic, a shadow of movement in the hallway – normally chalked up to coincidence on a bright sunny afternoon becomes a spine-tingling, eerie sensation on a cold, windy October night.

Ten graduate Will County’s drug court program

That’s how many months sober the 10 Will County Drug Court graduates shared as they walked across the stage Thursday at the Jacob Henry Mansion in Joliet, signaling a new chapter in their lives.

Shaun Matheny, 33, of Joliet, was among those graduating at Thursday’s ceremony, which included hundreds of supportive parents, family and friends in the audience.

Matheny thanked those who “fought hard” to secure him a spot in Will County’s drug court program despite a long line of criminal convictions that hung over his head for many years.

“As addicts, I know sometimes we beat ourselves up, and we don’t think we’re going to make it. But by working this program, I can honestly say I care about myself, I care about others, and I can do this. Thank you,” Matheny said.

The program clears criminal charges against offenders who successfully complete the recovery programs.

“This court has saved hundreds of young people from a felony conviction that would probably destroy their lives, and your success here is truly amazing because the human

condition is very fragile. You’re never completely free of your addiction,” Will County State’s Attorney Jim Glasgow said.

“Remember what you learned, and that we’re here to help you, and we will move heaven and earth to help you and keep you on track,” he added.

andra White said her life was “like a coma” before drug court, and before the birth of her 4-month-old daughter Saelah.

“My life was miserable before. It was like, ‘Do I even want to wake up?’ ” White, 21, of Joliet, recalled. “Having a child brought on a whole new level of responsibility. It’s a new life. I mean, if I were to relapse, what

would that mean for her? She’s my motivation.”

More than 300 people have graduated from the drug court program since 1998. Only about 7 percent of people who have gone through the program commit drug offenses again, according to the Will County State’s Attorney’s Office.

Julie McCabe-Sterr, a drug court officer with the State’s Attorney’s office, said what makes the county’s drug program successful is the resources made available. That includes cognitive therapy, 12-step program meetings, small case management sizes and constant communication.

Case manager Sue O’Halloran said Ian Berg, 27, of Joliet, continually became “stuck in the revolving door” of the habitually sick and “needing one more fix to kill the pain” before joining the drug court program.

Berg decided he’s worth more than “dying at the end of a needle,” O’Halloran said.

He celebrated 16 months sober Thursday.

“I just want to thank everyone who kept on believing in me. Without all these people, I would have never had a life,” Berg said.

Joliet Junior College holds forum on deer population management

By FELIX SARVER fsarver@shawmedia.com JOLIET – During a public forum on the need for deer population management at Joliet Junior College, several residents and faculty members raised concerns about the effects the hunting might have on campus.

JJC officials held the public forum Thursday to gather input on their plan to manage the growing deer population, which has caused more than $20,000 in crop damage to the 100-acre land lab, among other damages and safety concerns, college officials said.

Besides crop damage and vehicle accidents – of which there have been eight involving deer since 2010 – there also is the potential for the spread of a fatal neurological disease among the growing population.

Judy Mitchell, JJC vice president of administrative services, discussed several options for controlling the deer popula-

tion, including the use of sharpshooters.

Under two Illinois Department of Natural Resource permits, one would allow only two hunters on campus and allow them to take deer carcasses.

The other perJudy Mitchell mit would allow hunting in the late fall and winter season, limited hours for harvesting and require the carcasses donated to charity.

JJC officials have said an IDNR program would use sharpshooters in tree stands during off hours and weekends at the far northeast corner of

campus.

Contraception also is an option but Mitchell said she learned from the Forest Preserve of Will County that when they considered their own deer culling program they found “it only reduced population by 2 to 6 percent annually.”

“We will continue to investigate all options before any decision is made,” Mitchell said.

Tammy Perkins, a JJC speech and theater assistant professor, said she was concerned about the sound of gunfire on campus. She said the deer population needs to be controlled but she would “love there to be some way other than shooting.”

arts professor also was concerned about the idea of gunfire on campus. She said community members and students come on campus throughout the week, early in the morning and at night.

JJC Police Chief Pete Comanda said the sharpshooters would use short-range firearms and not be firing in directions toward campus buildings.

Atterberry also recommended more signage and lights around campus and wondered if the campus could be completely closed during the hunting sessions. Comanda said that would be something JJC officials can look into.

“There’s a number of things that can be looked into,” he said.

DUI driver in Peotone crash wants to take back guilty plea Teen victim was left with brain damage

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – A Peotone man wants to retract his guilty plea to driving under the influence in relation to a crash that incapacitated a teenage girl.

Fidencio “Denny” Castillo, 31, of Peotone, claims his first lawyer did not discuss his potential 12-year prison sentence before he made a blind plea last year to Judge Amy Bertani-Tomczak. Castillo, who was eligible for probation, was sentenced in March 2014 to nine years in prison.

by Castillo’s Dodge Intrepid.

Castillo, who had two prior DUI arrests, reportedly told hospital staff he’d been drinking, which was confirmed by a blood draw.

Haun was knocked 50 feet down the roadway and suffered massive brain damage.

She spent nearly a month in a coma and will require nursing home care for the rest of her life.

On Thursday, Castillo’s lawyer Neil Patel said original attorney Brian Shields should’ve challenged Haun’s friends being allowed to testify at the sentencing hearing and been aware Castillo was diagnosed with a bipolar condition after seeing a psychiatrist the night he pleaded guilty. Castillo testified

Thursday he and Shields discussed the potential sentences like a baseball game.

“Probation would’ve been a grand slam, boot camp a home run. I took it as we had a good chance ... nothing like the prison term that we received,” Castillo testified.

Shields testified he and Castillo decided to make the blind plea when the Will County State’s Attorney’s Office declined to offer a plea deal.

“Mr. Castillo admitted all along he was driving the car and was full of remorse over it,” Shields said.

Shields said Castillo had not informed him of the bipolar diagnosis or said he was taking medication when asked during his plea.

Bertani-Tomczak will decide whether to allow Castillo to take back his plea or reconsider the sentence Nov. 16.

School board approves audit, computer buy, policy language

CREST HILL – Flushing of fire hydrants in the city of Crest Hill water system will start at 10 p.m. Sunday to improve the water quality and hydrant inspection. Flushing will occur every night from 10 p.m. to 6 a.m.

MINOOKA – Minooka School District 201 approved Wednesday a fiscal 2015 audit at the board meeting.

David Meyer, CPA, of Wermer, Rogers, Doran, Ruzon LLC, performed and presented the audit. According to Superintendent Kris Monn, the audit confirmed the accuracy of the internal financial records indicating the district stayed close to the budget it adopted at the beginning of the year.

“We still have $25.3 million cash on hand, and are very healthy financially. We have a maintained and controlled deficit until the equalized assessed value or EAV of the homes in the district rise,” Monn said.

Meyer did point out a deficit in the tort fund, which Monn said the district has used for legitimate expenditures, and Meyer recommended the board work on a solution to bring that deficit down. Monn said the board and finance committee

will take a look at ways to work on the deficit, possibly using a levy. The issue will be an area of focus in November.

Aaron Souza, director of information technology for the district, proposed the district purchase 32 new Chromebooks for the junior high to use. Right now, the school has Chromebooks and also has old technology, Acer netbooks that are too slow, and the teachers would rather alter their curriculum if the Chromebooks aren’t available than use the slow and out-

“Sometimes, the older children or young adults take advantage of Halloween,” Konopek said. “It literally takes 15 to 30 seconds for someone to take items out of a car.”

Konopek also noted that sex offenders live in the village, and they have been personally advised by police on what they can or can’t do on Halloween.

“Most importantly, they cannot distribute candy,” Konopek said. “And they cannot be walking around, even with their own kids, during trick-or-treating. We made sure they know all those rules and regulations for the Halloween hours.”

With colder weather moving in and daylight saving time ending, the chiefs told residents to stay warm safely.

Konopek said residents should make sure their cars are in good working order, and to carry a survival kit in the vehicle.

Riddle said residents should check their fire alarm and carbon monoxide detector batteries for the winter.

In the last year, the food allergies of their 3-year-old son, Oliver, have gotten worse. The Morris couple learned how to accommodate his dairy and egg allergies, but when tested again this year, not only were his allergy levels higher – they learned he’s allergic to tree nuts.

“We don’t leave the house without Oliver’s EpiPen,” Sarah said.

The EpiPen, or epinephrine autoinjector, treats a severe, potentially life-threatening allergic reaction called anaphylaxis. They’ve come close to using it one time, but they’re hoping they, and other parents, never have to.

To make sure that’s the case and to raise awareness of food allergies, especially among children, the Nelsons paint their pumpkins teal in the fall. Teal is the color of food allergy awareness, according to KidsWithFoodAllergies.org.

But the Nelson household, on Dupont Avenue in Morris, is one of only two homes in Grundy County listed on the Teal Pumpkin Project map. In Will County, there are more than a dozen on the map.

The Teal Pumpkin Project encourages communities to make Halloween enjoyable for children with allergies by offering non-food treats to trick-or-treaters, according to the Food Allergy Research & Education website.

This year the Nelsons are handing out Halloween-themed pencils, stickers and more. They hope more residents join the movement, because unlike most kids who dive into a pile of candy when they get home after trick-or-treating, the Nelsons have to check labels for the presence of all

the foods Oliver is allergic to.

And even then you can’t be sure, because sometimes hard candy is made on the same equipment as candy with dairy, eggs and nuts, Tom said. There’s also the possibility that traces of the ingredients are passed from wrapper to wrapper when thrown together in a bulk bag of candy.

“I’m even afraid of wrappers,” Sarah said. “We have to avoid products made on the same equipment of the things he’s allergic to.”

Then there’s the element of trusting that traces aren’t passed from hand to wrapper or hand to hand. Tom said it can get a bit tiring at family gatherings, when the Nelsons constantly have to ask if people washed their hands when near their son.

The Nelsons hope Oliver grows out of his allergies at some point, and they hope their 15-month-old daughter Arabelle doesn’t develop allergies either.

FARE, which works on behalf of Americans with food allergies, including all those at risk for life-threatening anaphylaxis, stated one in 13 children are affected by food allergies.

Ed had the responsibility to move the repair operation to the Austin Research Blvd. site. He was also a key part of the Photodyne acquisition from Camarillo in 1988.

Ed will be missed greatly by all of those who worked with him.

Ed found peace and true joy at his second home, the Open Bar Ranch in Burnet, Texas. He was a rancher and breeder of limousine

Illinois medical marijuana sales spur excitement, worry

By CARLA K. JOHNSON The Associated Press MUNDELEIN – Patients say they will drive long distances to buy their first legal weed. Neighbors worry about loitering and crime. Police plan extra patrols in towns where dispensaries will sell, for the first time, medical marijuana in Illinois.

Public sentiments range from cautious to elated as Illinois prepares to join more than a dozen states that allow medical marijuana sales.

There is still no official start date in Illinois, but Joseph Wright, director of the state’s pilot program, said Thursday that sales should begin “within the next two weeks.”

Required ID cards are being mailed to 3,200 approved patients this week, and lab testing of marijuana has begun. Five retail shops statewide are fully licensed under a four-year pilot program that began in 2014.

closer to patients getting a chance to legally buy marijuana after several delays, including lawsuits, and a new Republican governor who has been lukewarm to the idea.

Striving for professionalism, Illinois retailers have designed their shops like medical clinics in hopes of garnering support. Some shops have waiting rooms with touch-screen tablets or employees to discuss different marijuana strains one-onone with patients.

“It’s not a head shop. There are no Bob Marley posters,” said Andy Schnack, manager at Herbal Remedies Dispensary in Quincy.

In central Illinois, patient cardholder Shamay Flaharty is saving money for when her caregiver will drive her to purchase her first legal marijuana. The 43-year-old expects to pay around $380 an ounce.

She hopes the drug, which she’s never tried, will ease her leg pain and headaches from multiple sclerosis, one

of nearly 40 qualifying health conditions in the Illinois law.

Others include AIDS, hepatitis C, Parkinson’s disease and rheumatoid arthritis.

“I told my doctor I would seriously like to try this,” she said. “I don’t want a cocktail of pills. ... I just think it will be a better way, a healthier way to replace some of medications I would take.”

But some law enforcement and neighbors are hesitant.

In the Chicago suburb of Mundelein, Police Chief Eric Guenther hopes his force of 54 sworn officers won’t be overburdened when a dispensary opens in a local industrial park.

“This is all new to me and, really, to law enforcement in Illinois,” Guenther said. “I would have liked someone else to be the guinea pig.”

Another shop wants to locate across the street from a roller-skating rink on Chicago’s South Side. Its vocal foes carry signs reading: “We Don’t Want It.”

One theater volunteer, Sharon Gawenda, swore she could feel the female performer’s presence. Gawenda and others at the theater call the woman “Vivian.”

“We think she’s a vaudeville act from the early 1930s, a dancer. We’re not too sure about singing. Whenever we mention dancing, it seems like the little [electronic voice phenomenon] machines go off. She gets really excited,” Gawenda said.

“Obviously, the appearance of the house has something to do with it. It fits our classic picture of a ‘Scooby Doo’ haunted house.”

The 1882 mansion’s history is somewhat dark, he said.

In 2006, a Joliet teenager was shot to death outside the mansion during a party. It was purchased later that year by Seth Magosky, a Joliet real estate agent, historian and John Wilkes Booth impersonator.

Magosky planned to convert it to the P. Seth Magosky Museum of Victorian Life & Joliet History. But in March 2007, Magosky, 39, was found dead in the mansion.

When the house was put up for sale in 2014, its dark history drew hundreds of visitors, Peerbolte said.

“Every place that is rumored to be haunted, 99 times out of 100, there’s a very pertinent historical story there,” he said.

“Something tragic happened there. What we do find is that a lot of times, haunted is just a code word for historical. But haunted is more flashy.”

Keeping safe on Halloween Halloween is a time to dress up, pretend and simply have fun at all kinds of Halloween-related activities, from costume parties to trick-or-treating.

We encourage everyone to do that, whether you’re a kid or you just want to act like one, but follow your community’s allotted time slot and remember to keep close watch to ensure your children are safe.

Halloween falls on a weekend this year, so chances are there will be more trick-or-treaters than usual Saturday.

Trick-or-treat hours start as early as 1 p.m. in Mokena and run as late as 7 p.m. in multiple municipalities, including Joliet, Lockport and Shorewood.

Regardless of you community’s trick-or-treat hours, follow these tips from safekids.org to keep kids safe while they are out collecting candy: • Cross the street at corners, using traffic signals and crosswalks. Look left, right and left again when crossing and keep looking as you cross.

• Put electronic devices down and keep heads up and walk, don’t run, across the street.

• Teach children to make eye contact with drivers before crossing in front of them.

• Always walk on sidewalks or paths. If there are no sidewalks, walk facing traffic as far to the left as possible. Children should walk on direct routes with the fewest street crossings.

• Take extra time to look for kids at intersections, on medians and on curbs.

• Enter and exit driveways and alleys slowly and carefully.

• Eliminate any distractions inside your car so you can concentrate on the road and your surroundings.

• Drive slowly, anticipate heavy pedestrian traffic and turn your headlights on earlier in the day to spot children from greater distances.

Halloween is fun, or at least it can be. The key to keeping it fun is keeping it safe.

To the Editor: When it comes to revitalizing downtown Joliet, they might as well go with the city’s strengths – old-fashioned, historical county seat.

Downtown Naperville has some things to emulate: gentrification, historical Disneylandesque entertainment and architecture.

A critical mass to get going certainly helps, but before that it gives an opportunity for low-cost entry. Here are some ideas: old, historical, solid construction brick and stone, old-fashioned signage, brick streets, cobblestone, old-fashioned lighting, riverwalk, parks, boat tours, architectural tours, get rid of the parking meters, an old-fashioned trolley or even streetcars.

This would require some new zoning and building regulations and perhaps a TIF. Maybe offer combination dinner and Rialto promotions, or casino, hotel and Rialto packages.

Where would the dinner boat tours go? Joliet to Starved Rock, Joliet to Chicago? Get the Rock Island Rocket train going again, a highspeed train from Chicago to Joliet, along the Illinois River, to the Quad Cities. Offer low-cost land for condos by the train station downtown with a good grocery store, antiques shops, gourmet ice cream and nightlife.

To the Editor: As a senior, I am constantly reminded and amazed at the performance and unselfishness of my senior friends.

This particular story is about two wonderful senior ladies in our “Golden Ager” club in Romeoville.

Their names are Joanne and Sue. They are always quiet and in the background. They do not want or need recognition. Every year around Christmas, they collect new clothes for infants, children, teenagers, etc. Also, white socks for the military.

The gifts go to the MorningStar Mission in Joliet.

These particular ladies (and others) come from the Carillon and Grand Haven area. They continually make life better for others. They have a sense of purpose.

Age does not matter. The example of seniors does count. Indifference, because of age, is abandoned. Seniors are proud of their age. They carry proudly their experience. They hope to be an example for children to follow.

The true stories of long ago, are the Great Depression (lack of home and food), wars fought honorably without questioning, respect for all human life, privilege to go to college, total honesty and self-sacrifice, and so much more.

I salute my senior friends. May their light always shine bright for everyone to enjoy. May senior guidance be always and forever.

“We knew that they were going to come out aggressive, so we just had to come out more aggressive,” said JCA’s Meghan Harrison, who had 11 digs. “They got the lead, but Coach Scheibe called a timeout and told us to keep our composure and not get tight and we’d have it. After the first

game, we knew that we had to play even harder in the second game.

“Coach told us before the game that we were going for our 15th regional, so we knew that we just had to play for the program, play for each other and our coaches. We love each other on the court and off the court, and that shows in those tough moments when we all come together and we play as one unit. And that’s what I love about being an Angel.”

Tinley Park took an early lead in the second set, but the Angels started pulling away after going on a 6-0 run, with Zurliene getting a kill for the first point and then serving up five points, including a pair of aces, during that stretch to give the hosts a 13-6 advantage.

“We got all of the nerves out in the first set,” said Zurliene,

Junior setter Ashley Shook answered with a stuff block and started Central on a run. Junior middle Megan Brock and Shook combined for a block, then Minooka started committing hitting errors and senior outside Erin Eulitz’s two kills tied it at 17.

At the end of the game, however, Minooka stopped Central from earning kills and forcing a third game.

“We didn’t play our best volleyball when it came down to the end,” said Eulitz who had a break-out year offensively. “They played their best volleyball the whole game and, near the end, we were making mistakes we shouldn’t have.”

“We haven’t won back-to-back conference titles since the late ’80s,” Eulitz said. “I don’t think we’ve made it to the regional finals two years in a row, either. Central is on the right track.

We [seniors] helped build a strong, hard-working program.”

“We did above and beyond what we were capable of doing,” Wildcats coach Erik Vogt said. “It was only a matter of time before we ran into somebody that was more physical than us. Minooka

is a very physical team and is playing well at the end of the year. Unfortunately, this match came down to execution. We had a really good scouting report. We just did not execute down the stretch. It’s a loss, but it’s been a great season.”

Because of Minooka’s defense, Central got offensive production only from Eulitz (10 kills), Shook (four) and senior outside Claire Hotchkin (four).

Shook added 22 assists, while Eulitz and Hotchkin had nine digs and junior

libero Annie Obradovich 13.

Perinar had a team-high 12 digs for Minooka (27-10), while senior libero Maddie Alessio totaled nine and Papesh and Bachmann six each.

Prosek, Alessio and Perinar agreed the improved serve-receive and defense are a reason the Indians fell to some opponents earlier and now look pretty unstoppable.

“Right now, we’re picking up our defense incredibly,” Alessio said. “At the beginning of the season, we played JCA, and when we played Central the first time, our defense just wasn’t there. Now, our defense is there.”

“Our passing has finally come alive, but it’s at the right time,” Prosek said.

“The last three weeks, they’ve seen it and realized that we need to work on passing more than hitting because, obviously, they know how to hit.”

Minooka will face Joliet West at 7 p.m. Tuesday in the Lincoln-Way North Sectional.

“The advantage that we have on every other team right now is that even though we have great hitters, we have girls who are going to play crazy defense, too,” Alessio said.

“Our goal this year was to go further than we did last year,” Perinar said. “We got past regionals, so we just have to get that sectional title. Hopefully, even go to state.”

JOLIET – Christine Scheibe made sure to remind her squad it was playing for its program as it went after its 15th-straight regional championship in Thursday’s Class 3A Joliet Catholic Academy Regional final against Tinley Park.

After withstanding a scare from the Titans in the opening set, the Angels made sure there was no more drama in the finale as they went on to capture a 25-23, 25-10 victory.

As a result, JCA (22-12) advances to Tuesday’s Lincoln-Way West Sectional, where it meets Manteno in a 7 p.m. semifinal. Manteno beat Illiana Christian to win its own regional.

The Angels are believed to be just the sixth program

in state history to win 15 consecutive regionals. JCA’s current streak ranks third behind Mother McAuley (36) and St. Francis (26).

“I thought winning my first regional in 2001 was exciting, and they’re just as exciting now,” Scheibe said. “I didn’t want to put the pressure on them, but I told the girls that we had to play to our tradition, and our tradition is to win regionals. And so I think they rose to that occasion and took pride in being an Angel and going out and playing Angel volleyball.

“We weren’t playing bad in the first set, but we were making a few too many mistakes.

We were able to clean up our mistakes and take the momentum into Game 2, where I thought we were firing on all cylinders. Our serving was very aggressive and took them

Stefanski serves a winner for Joliet West

BY JEFF DEGRAW Shaw Media Correspondent FLOSSMOOR – With a regional title on the line, the Joliet West and Lincoln-Way Central girls volleyball teams came to play Thursday night at the Class 4A Homewood-Flossmoor Regional.

With emotion running high on both sides, West (30-6) won, 25-23, 29-27. It was the first girls regional volleyball title for West since 1989 and the first for a Joliet Township school since 2006.

West will move on to the Lincoln-Way North Sectional on Tuesday night.

“There was so much emotion out there tonight,” longtime West coach Al Mart said.

“We talked all year about getting to this point. I’m so happy for these kids. I told them – and we have had plenty of talks this year – don’t let this opportunity slip away. They don’t come

around very often.”

The first match featured 11 ties and five lead changes.

Central (17-20) had a 1915 lead, but the Tigers scored the next four point to knot the game at 19. The first of two late Central timeouts seemed to help the Tigers as they came out an outscored the Knights, 5-1, to take a 24-20 lead. Central scored the next three points, but the Tigers put it away on a serving error to win, 25-23.

The second game started with the same back-and-forth scoring until Central went on a 8-2 run to take a 19-12 lead.

With Tigers senior Lauren Stefanski getting the serve, she served four aces in a row and got a fifth point to bring back the Tigers to within 19-18.

“There was so much pressure when I served,” Stefanski said. “But that is what I wanted. I loved it, and that was a huge momentum changer.”

West scored five of the next seven points to take a 23-21 lead.

Central, behind senior Toni Leitshuh, was not done. The Knights tied the game at 23 and took leads of 25-24, 26-25 and 27-26, but could not finish the Tigers.

Stefanski served the last two decisive points for the Tigers.

West senior setter Shannon Doran had 13 assists and three kills.

“That was so surreal,” Doran said. “This is really special to all of us. This team has been

through a lot, and we have formed a special bond. Going forward, we will always have our picture on the wall. This is a great experience.”

Leitshuh led the Knights with 17 kills and 10 digs. Kylie Kulinski added 28 assists, and Riley Recker had 16 digs.

“This is hard, especially they way we have been playing late in the season,” Central coach Jodi Frigo said. “We are a young team, and we will be back. Toni [Leitshuh] has played really well all season and was all over the court tonight.”

“We have talked all season about how important it is to have our big-time players come through,” Mart said. “Tonight, Lauren [Stefanski] had a rough night at the net, but came through with the serves.”

West, which won its 30th match of the season, was 3-27 in 2010, the first season after the split of the schools.

GIRLS REGIONAL VOLLEYBALL ROUNDUP

Morris wins, advances to sectional vs. Providence SUBMITTED REPORTS PARK FOREST – For the first time since 2011, the Morris girls volleyball team won a regional championship Thursday night.

And the Redskins did it the old-fashioned way. They earned it.

After beating Chicago Christian, 25-16, in the first game, Morris held a 23-20 lead in Game 2 and seemed poised to come home quickly with the title. But Chicago Christian had other ideas and staged a comeback, tying the game at 23 before taking a 24-23 lead.

The teams traded points after that until Chicago Christian finally came away with a 31-29 win, setting up a winner-takeall third game.

Morris was able to regroup and come back from the emotional loss in Game 2 to maintain control through Game 3 and win, 25-21.

Senior Kaylin Korte, who owns nearly every record in

the Morris girls volleyball book by now, can add regional champion to her résumé after leading the Redskins (15-17-2) with 21 kills and 13 digs.

In the pivotal third game, Morris took control after it was tied at 6 early on. The Redskins went from a 6-all tie to put together an 8-1 run on the strength of two kills by Janelle Brehm, a kill by Korte and two aces by Corrinne Day to move ahead, 14-7. Chicago Christian had a bit of a run of its own, moving to within 1614 before Morris went ahead, 17-14, on one of a team-high eight kills by Veronica Johnson. Two straight kills by Korte moments later put Morris ahead, 22-18.

Chicago Christian then scored two straight points before Brehm got the serve back with one of her 13 kills. After a service error, Brehm got the serve back for Morris again with a kill, and Day served the remaining two points, both coming on kills by Brehm.

Brehm added three blocks and four dig to her kill total, while Johnson also had three digs to go with her eight blocks. Calleen Soper had three kills, while Lanye Kief had two kills and a block, and Day had seven digs. Ashley Hood had four aces, 19 assists and six digs, while Addison Polite had one kill, two aces, 18 assists and nine digs.

Morris advances to the Lincoln-Way West Sectional, where it will take on top-seeded Providence at 6 p.m. Tuesday.

Then again, North did beat Oswego two weeks ago.

What if those Tigers show up at Maine South? Plainfield South’s victories include a 6-3 win over North. Minooka has shown the ability to win close games against any competition, so maybe the Indians have a Halloween trick up their sleeves. And Coal City, remember, took Wilmington to the wire, so why not scare Marengo?

When you’re in the playoffs, there is always a chance.

Our teams that I feel confident will advance are Lincoln-Way East in Class 7A, Lemont in Class 6A, Joliet Catholic and Lincoln-Way West in Class 5A and Wilmington in Class 3A. Let’s assume all of them do advance.

Let’s look at what may lie ahead.

If Lincoln-Way East takes down Jacobs on Friday night, the Griffins probably will face a huge battle at Libertyville (currently 9-0) in Round 2.

Then it could be Maine South in the quarterfinals. A tough road, indeed.

In Class 6A, Lemont could beat Chatham Glenwood on Saturday and oust Crete-

beaten Marian Central and Nazareth in East Suburban Catholic wars, and they are getting healthier.

In the other bracket of Class 5A, Lincoln-Way West should take care of Dunlap and then take a long trip south – maybe to Mattoon, but more likely to Troy Triad. I see the Warriors winning that one, and they will have a shot in the quarterfinals, probably against Peoria. The semifinal foe also will be good but not unbeatable.

No looking ahead is allowed for our teams, as JCA coach Dan Sharp and Lincoln-Way West coach Dave Ernst are quick to remind.

But a JCA vs. Lincoln-Way West final is a possibility.

Finally, there’s defending Class 3A champion Wilmington. The Wildcats should dispose of Peoria Heights for starters. After that, things will get interesting. Byron or Lisle will be a strong Round 2 opponent. In the quarterfinals, either Bishop McNamara or Sterling Newman probably will await.

The purpose here is twofold: We will take a look at the first-round playoff games involving area football teams, and we will do what coaches always tell their players they cannot do. We will look ahead to see where on the playoff trail the toughest games loom for our teams that should win their openers.

The biggest issue for Round 1 is that four of our 10 teams are definite underdogs and must come up with the supreme effort to advance.

That group includes Plainfield South and Minooka in Class 8A, Plainfield North in Class 7A and Coal City in Class 4A. In addition, what do we make of Bolingbrook? The Raiders were highly regarded early on, but after Week 8, they were 4-4 and still had not played No. 1-ranked Homewood-Flossmoor. Yet they traveled to Flossmoor last week and beat the Vikings, 22-21, on Gino Carcerano’s 33yard field goal in the closing seconds.

That makes you wonder – might the Raiders keep it going and knock off DuPage Valley champion Naperville Central on Friday night?

That’s a tall order, but so was beating H-F. From this vantage point, that is the toughest call of the weekend for games involving area teams.

Playoff surprises have happened through the years and are sure to happen this time around as well. But if you study the Plainfield

By SEAN LEARY Shaw Media Correspondent SHOREWOOD – Dragon Alexander is burning up the area film scene.

The Shorewood-based filmmaker and actor was recognized recently for his work at the Chicago Horror Film Festival, where he was inducted into Breaking Fate Entertainment’s Hall of Fame.

But the honor came with other benefits.

“I got see some wonderful films, meet up with wonderful filmmakers, got to compare notes and do a lot of networking,” Alexander said.

Willy Adkins, president of Breaking Fate Entertainment, said Alexander was deserving of the honor.

“His everlasting effort and willingness to work in all aspects of film production and promotion are incredible,” Adkins said. “ He’s gone above and beyond to help people without expecting anything in return. Everything he does he puts his all into.

He’s a perfectionist.”

This isn’t the first recognition Alexander has received from his peers and audience.

His film “Betrayal: The Blackwood Project” was nominated for Best Sound and Best Special Effects and won the award for Best Editing at the 2012 Chicago Horror Film Festival.

In addition, “Lost Soul,” the second short film completed by Blackwood X Productions LLC – Alexander’s production company – premiered at the Portage International Film Festival, where it was nominated for Best Editing. It also was nominated for four awards at the 2013 Prairie State Film Festival and won the awards for Best Director and Best Short Film.

“It’s always an honor to be recognized and get awards,” Alexander said, “but what’s important is doing good work I can be proud of.”

According to independent filmmaker Dragon Alexander of Shorewood, the following elements – in addition to technical skills – are important to successful filmmaking.

Networking: A large group of people is necessary for even a short film. To gather them, one needs connections.

Respect: Each person’s contribution on the set is important.

Attend film festivals: Not just for awards, but to meet industry people, see their work and talk about production.

“I love working with him; he’s arguably one of the most pleasant people I’ve ever worked with,” said North Roberts, who has acted with Alexander on a number of projects including his latest, “Sister of the Wolf.”

“He’s always one of the most organized people on any film set he’s on, always one of the bright spots on a film set,” Roberts said.

Clarise Behr, an actress who has worked on several of Alexander’s projects, said Alexander is knowledgeable, resourceful and exceptional under pressure, which Behr said is essential to filmmaking.

“All for different reasons,” Alexander said. “Ford for using environments to help tell a story, he always believed location was the ultimate actor. Henson as a leader and a positive role model, he always wanted to be a part of something great and wanted people to play along and follow him, but he did it in a collaborative way. And Kubrick because he knew the rules and knew how to break them and do it to make something wonderful.”

Alexander hasn’t limited himself to the horror genre – but that’s where he’s received the most recognition. Alexander said he’s also worked on dramas, comedies and romance. If it’s a film project that excites him, Alexander is in.

“This is what I enjoy, this is what I want to keep doing,” Alexander said. “I’m looking forward to seeing what films we can create in the future.”

Write a novel in 30 days at the Plainfield Public Library

Aspiring novelists may participate in National Novel Writing Month (NaNoWriMo) at the Plainfield Public Library in November.

From interactive write-ins to a quiet place for writing, the library is hosting a series of programs and fun writing activities for writers looking to complete the first draft of a novel in 30 days.

NaNoWriMo is a global event that begins Sunday in which participants set a goal to write a minimum of 50,000 words by the end of the month, making a commitment to finish a novel.

The HERALD–NEWS JOLIET – The Joliet West High School Marching Tigers finished their competitive season Saturday with an award-winning performance at the Western Illinois University Marching Band Classic. Twenty-four bands from around the state descended on Macomb for the 34th annual event.

The Marching Tigers finished second in Class 4A

as well as second overall among all four band classifications. Drum majors Sydney Jordan, Elise A’Hearn, and Dafina Bajrami also took home the award for Best Drum Majors, and the band took home the award for Best Winds.

• Sept. 12 – The band competed at the A.A. Stagg Marching Jamboree and finished third in Class 3A at the com-

petition, which included 21 bands from across the Chicago suburbs.

• Sept. 19 – The band, along with 14 others, competed at the Pontiac High School Marching Indian Showdown, where they finished third in Class 4A. The Marching Tigers are led by drum majors Jordan, A’Hearn and Dafina Bajrami.

A&E BRIEFS JOLIET – Marina City, with members hailing from the Joliet area, recently won the Ernie Ball Battle of the Bands.

The band was featured in The Herald-News earlier this year.

As winners, Marina City will participate in two weeks of the Warped Tour in the summer; record three songs with music producer John Feldmann; and receive an endorsement from Ernie Ball, $15,000 credit toward Guitar Center, $500 credit toward Journeys, and brand-new amps, drum set, in-ear monitors and microphones.

The band will leave soon to tour again and then write a new EP. Members will record with John Feldmann sometime in the spring and then release it early summer before embarking on two weeks of the Warped Tour. The band was featured recently in Alternative Press magazine.

Morris Hospital Auxiliary announces 47th annual gala

MORRIS – The Morris Hospital Auxiliary will host its 47th annual Charity Gala on Nov. 14 at Jennifer’s Garden, 555 Gore Road, Morris.

Proceeds will support a free cardiac screening program aimed at identifying local students who may be at risk for sudden cardiac death. The evening will be dedicated to the memory of Kaleb Justice Beck, son of Morris Hospital nurse Brenda Walsh, who died in 2011 at age 14 from sudden cardiac death.

Cocktails and a silent auction will begin at 6 p.m. and feature about 70 items and packages donated by local businesses and individuals. A live auction and dinner will take place at 7 p.m., followed by dancing.

“As We Gather” was nominated recently for a Grammy Award by the National Academy of Recording Arts and Sciences.

The nomination was made for “Outstanding Jazz Solo” on the track titled “Dr. Doo Good,” which is an original composition

by Kase.

The album was recorded at the USF Digital Audio Recording Arts studios, and was engineered, mastered and produced

Indian Trail Elementary students perform in concert, study music

FRANKFORT – The Indian Trail Trailblazer Chorus held its fall concert Oct. 13 at Lincoln-Way North High School. The students performed Simon and Garfunkel’s “59th Street Bridge Song (Feelin’ Groovy).”

In addition, second-, third- and fourthgrade students worked on “Songs of America” vocal unit, studying and performing patriotic songs, folk music and even some rhythm ’n’ blues. The students also will be studying proper vocal technique and singing strategies throughout the unit.

First-grade students have begun their “Animal Songs” unit, incorporating movement and proper vocal technique.

This week, we have been looking at the deals when a defender should, or should not, overruff declarer. The general principles are fine, but sometimes a defender will have to guess. In this deal, for example, South is in four spades. West leads the heart 10. East wins with his queen, cashes the heart ace, and continues with the heart king.

After South ruffs with the spade jack, what should West do?

South’s rebid of two spades guaranteed at least a six-card suit. With, say, 5-2-4-2 distribution and the same honor cards, South would have passed over East’s intervening two-heart bid.

North would have had another chance to continue his hand description.

Should West overruff? If South started with A-K-J-7-2 of spades and East with 10-8-6, West would have to overruff to gain the defenders two trump tricks.

However, the general principle is to overruff with tripleton queen-low-low unless partner rates to be short in the suit.

Here, South has shown at least a six-card suit in the auction. West should discard. Then the contract must fail. But note that if West overruffs and, say, shifts to a diamond, declarer wins in the dummy, plays a trump to his 10, cashes the ace, and claims.

All behavior originates in the brain. Brain scientists have learned some interesting information about the biology behind IED. Here’s what we know so far: • Close relatives of people with IED appear to have a significantly elevated risk of IED. • The disorder appears to be associated with abnormal activity in parts of the brain that regulate and inhibit aggressive behavior.

The chemical messenger involved is serotonin.

• Impulsive aggression is associated with low serotonin activity. Such aggression is also linked to damage to the prefrontal cortex. This part of the brain is a center of judgment and self-control.

Significant violence should be treated as a medical problem, like chest pain. But people who have trouble resisting their violent impulses are not very likely to seek treatment.

A number of medications can help to reduce aggression and prevent rage outbursts. These include: • Antidepressants, especially selective serotonin reuptake inhibitors (SSRIs); • Mood stabilizers (lithium and anti-seizure drugs); • Anti-psychotic drugs.

Another approach that looks promising for treating IED is cognitive behavioral therapy (CBT).

This is a form of talk therapy that helps to reframe negative thoughts and change unwanted behavior.

If your son’s pediatrician has not recommended one of these approaches, ask which of them he or she recommends.

Dear Dr. K: My son’s doctor thinks he might have intermittent explosive disorder. I know my son has a bad temper, but I was surprised to hear that it might be a “disorder.” Can you tell me more about this? What can I do to help my son?

Dear Reader: Under severe enough stress, any normally calm and collected person might become angry – and might even be provoked to the point of violence. But some people lose their temper easily and repeatedly. In these people, tension mounts until there is an explosive release.

This behavior pattern is called intermittent explosive disorder (IED).

People with IED respond with strong rage that is out of proportion to the situation. They may seriously harm people and property through violent words or actions.

A survey by the National Institute of Mental Health found that at any given time, 3 percent to 4 percent of people have the disorder. It also found that people with IED were often young; the disorder often starts in the early teens.

Most people in the survey identified with IED were male.

A quick aside: Although IED is typically diagnosed later, clearly some infants fly into a rage much more frequently than most infants. I am not aware of any study that has seen whether such infants go on to suffer from IED as adults, but I wouldn’t be surprised.

I learned recently of a famous physicist whose rages were notorious. As a baby, his screaming rages were so extraordinary that his parents were forced to move several times because of complaints by the neighbors.

It is sometimes hard to tell the difference between IED and other disorders that feature impulsive, aggressive behavior. Examples of such disorders include personality disorders, mood disorders, anxiety

October 30, 2015 County of Will 302 Chicago St Joliet, IL, 60432 815-774-7894 On or about November 9, 2015 the County of Will shall submit a request to the U.S. Department of Housing and Urban Development for the release of HOME Investment Partnerships Program funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, for the following projects: Owner Occupied Rehab Program, for the purpose of rehabbing housing units in disrepair throughout Will County. The program will assist an estimated 10 households and utilizes program year 2014 and 2015 funds that total $234,000.

Demolition and Clearance Program, for the purposes of demolishing, on a spot basis, vacant, unfit for occupancy, abandoned homes which have been causing blighting conditions throughout Will County. The program will assist an estimated 12 properties and utilizes program year 2015 funds that total $154,500.

The proposed programs are categorically excluded from the National Environmental Policy Act requirements, but subject to compliance with some of the environmental law and authorities listed at 24 CFR §58.6 and §58.5 of 24 CFR Part 58. In accordance with §58.15, a tiered review process has been structured, whereby some environmental laws and authorities have been reviewed and studied for the intended target area(s) listed above. Other applicable environmental laws and authorities will be complied with, when individual properties are identified.

Specifically, the target area has been studied and compliance with the following laws and authorities has been established in this Tier 1 review: Coastal Zone Management Act, Sole Source Aquifers, Endangered Species Act, Farmland Protection Policy Act, and Environmental Justice. In the Tiered 2 review, compliance with the following environmental laws and authorities will take place for proposed projects funded under the program(s) listed above: Historic Preservation, Floodplain Management, Wetlands Protection, Noise Abatement and Control, Explosive & Flammable Operations, toxics/hazardous materials. Copies of the compliance documentation worksheets are available at the address below.

An Environmental Review Record (ERR) that documents the environmental determinations for this program, and more fully describes the tiered review process cited above, is on file at Will County Land Use Department, Community Development Division, 58 E. Clinton, Suite 100, Joliet, IL and may be examined or copied weekdays 8:30 a.m. to 4:30 p.m.

PUBLIC COMMENTS Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to Will County Land Use Department, Community Development Division, 58 E. Clinton, Suite 100, Joliet. All comments received by November 7, 2015 will be considered by Will County Land Use Department, Community Development Division prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS Will County certifies to HUD that Lawrence M. Walsh in his official capacity as Will County Executive consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Will County to utilize federal funds and implement the Program.

OBJECTIONS TO RELEASE OF FUNDS HUD will consider objections to its release of funds and Will County certification for a period of fifteen days following either the anticipated submission date (cited above) or HUD's actual receipt of the request (whichever is later) only if the objections are on one of the following bases: (a) that the Certification was not executed by the Certifying Officer of Will County (b) Will County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) Will County has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58), and may be addressed to Mr. Ray E. Willis, Director of Community Planning and Development, U.S. Department of Housing and Urban Development, 77 West Jackson Blvd., Chicago IL 60604.
