Grant’s customer and lender sue in Will County

By FELIX SARVER fsarver@shawmedia.com JOLIET – Marion Fuller is yet another customer of Grant’s Appliances looking for answers after its stores mysteriously shut down in early October.

The Joliet resident drove to the store at 321 N. Republic Ave. on Oct. 9 to pick up a washing machine that wasn’t delivered.

Unable to reach anyone and with no idea if he would receive the purchase, Fuller filed a small claims lawsuit Oct. 14 against Grant’s.

According his complaint, Grant’s owes Fuller $568.18 for failing to deliver the washing machine he bought Oct. 8.

“I don’t know whether I’m going to get [the washing machine] or not. … I have to have a washing machine. Do I have to go out and buy another one?”

Fuller said.

Customers, such as Fuller, have been complaining about not getting what they paid for from the store, which had legal problems with other customers in the past. As of Tuesday, the Illinois Attorney General’s Office had received 20 complaints from customers about purchases not received from Grant’s.

Grant’s representatives have been unsuccessful.

Recently, a complaint was filed in Will County by Summitbridge Credit Investments IV LLC against owners of Grant’s and its Joliet properties.

The Oct. 10 complaint is seeking mortgage foreclosure of Grant’s Joliet properties.

The lawsuit alleges Bassgar-Illinois Inc., which runs under the trade name Grant’s Appliances, and WYOL LLC, which owns property on the 300 block of Republic Avenue in Joliet, failed to make payments on loans.

The loans were obtained from First Midwest Bank, which then assigned and conveyed them to Summitbridge Credit Investments IV LLC in 2012, according to the complaint.

The complaint alleges each company owes $7.7 million and $2.9 million respectively.

Michael Mulcahy, an attorney representing Summitbridge Credit Investments IV LLC declined to comment on the lawsuit. He also declined to comment on whether the lawsuit was related to the closing of Grant’s stores.

Named in the lawsuit are Robert W. Wysocki, Sandra

Wysocki, George Olsen, Sandra Jean Olsen and others who were not identified. Their addresses were listed as Naples, Florida. Bosan-Illinois Inc., which also owns property on Republic Avenue, also was named.

Robert Wysocki has been noted as a Naperville owner of Grant’s. George Olsen is the president and chief executive officer of the company.

The lawsuit alleges Wysocki and Olsen are members of WYOL LLC. In 2012, Grant’s agreed to pay $600,000 in a settlement with customers who filed a lawsuit against the business in 2010.

The lawsuit alleged Grant’s promised customers who registered for their promotional rebate program and spent more than $399 at their stores would receive a $500 rebate for gas and groceries.

The customers said they didn’t receive the rebates as promised. Grant’s agreed to a settlement, but denied allegations of wrongdoing.

Grant’s began in Joliet more than 90 years ago and grew into a regional chain with stores in Downers Grove, Aurora, Orland Park and Merrillville, Indiana.

Lawyers say Will County Sheriff’s Department suit could take a year

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Lawyers said Tuesday it could take a year before the case of a former deputy suing the Will County Sheriff’s department is resolved.

The former deputy accuses Ken Kaupas Deputy Chief Ken Kaupas, a candidate in next week’s sheriff’s election, of having tried to compel him to investigate a personal matter.

John Partelow, who is

representing the county and Kaupas, and Michael Booher, who is representing Josh Fazio, believe the exchange of documents and deposition of witnesses are unlikely to be completed before next fall.

By that time, Kaupas could be running the sheriff’s department. He is the Republican candidate against Democrat Mike Kelley, a sheriff’s deputy.

Fazio and Kaupas did not attend Tuesday’s court appearance before Judge Theodore Jarz. The case was continued after Partelow told Jarz an electronic copy of the sheriff’s employee handbook is being prepared so Booher can file an

amended complaint.

Fazio filed suit last year claiming Kaupas brought in an iPad in September 2012 and told the computer forensic investigator to “crack the pass code to investigate whether [Kaupas’ wife] was cheating on him.”

When Fazio complained to a supervisor about the orders, he said he was reassigned to another division at less pay and benefits. Fazio later resigned and claims in the lawsuit that circumstances effectively forced him to do so.

Kaupas has said he will not comment on the lawsuit until it is resolved.

LOCAL BRIEF Lemont man accused of kicking woman SYCAMORE – A DeKalb County judge drastically reduced bond Tuesday for a Lemont man accused of kicking his pregnant girlfriend in the stomach in Cortland.

Presiding Judge Robbin Stuckert lowered bond from $100,000 to $9,000 Tuesday for Patrick M. Eby, 21, of the 16100 block of New Avenue. Eby, the father of the unborn baby, was charged with aggravated battery and domestic battery after police said he kicked his girlfriend when her roommate tried to separate the two about 1:30 a.m. Friday, court records show.

DeKalb County Sheriff’s deputies responded Friday to Kishwaukee Hospital in DeKalb, where the woman was treated and released, according to court records.

Eby is not allowed to have contact with the woman or any complaining witness, and he is required to seek employment if the victim’s father does not allow Eby back to work with him, Stuckert said.

If Eby is convicted of aggravated battery, the more serious charge, he could face probation or up to five years in prison. He is next due in court Nov. 25.

Supporters say Joliet parks improvements needed

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Voters on Tuesday will tell the Joliet Park District if they support a tax hike to pay for park repairs and improvements.

Residents who live in the Joliet Park District are being asked on the Nov. 4 ballot whether they want to approve a $19.5 million referendum that would be used for capital improvements throughout the district.

Terry D’Arcy said some facilities have suffered because the park district has been subject to a tax cap for more than two decades. D’Arcy, a Joliet automobile dealer, is leading the “Vote Yes Protect Our Parks” initiative that is advocating for the referendum’s approval.

“A lot of the parks and playgrounds are terribly outdated, especially in the older neighborhoods,” D’Arcy said.

Matt Pehle, the park district’s finance director, said if approved, the average taxpayer would pay $20 to $21 more per year, per $100,000 of assessed value of property, on top of what they are paying now to the park district.

“It is a tax increase. But it will have a great [positive] effect on property values,” D’Arcy said. “Like [quality] schools, a new park in the neighborhood will increase appeal.”

But community activist Bob Hernandez believes the park district should make do with what it has.

“I go door-to-door very often and many residents have told me they can’t afford that [increase] right now,” Hernandez said.

“Taxes are too high as it is,” Hernandez said. “People vote with their pocketbooks.”

Under the proposed referendum, $5.5 million would be used to construct a facility at Nowell Park – with some similarities to the Inwood Athletic complex on the city’s west side.

“Fitness programs will definitely be a part of that recreational facility along with something else [as an anchor] that would be determined by those residents,” Egizio said.

Since he works for the park district, Egizio referred comment about the ballot measure to D’Arcy, as park district employees cannot legally advocate for a referendum. Employees can, however, provide information about the facilities and the district’s plans.

When the referendum was first proposed, it was for $20.9 million and included plans for an additional ice rink at Inwood to accommodate larger hockey tournaments. But that was removed from the proposal after Egizio said 1,500 responses

Using $6.2 million of the proposed funding to refurbish 22 of the district’s 74 parks and facilities would allow improvements at more than one or two parks a year.

Parks such as Heggie Field, Mayor Art Schultz Park, Osgood Park, Ferris Park, Barr Park and Manningdale Playground have not received new equipment for almost 25 years,

Egizio said. The capital improvement funds would include equipment compliant with the Americans With Disabilities Act, and replace mulch with rubberized surfaces.

“Being only able to afford one or sometimes two per year, we can never catch up,” Egizio noted.

About $3.5 million would be designated for an indoor training facility at Inwood, with another $2 million used to resurface roads and repair other infrastructure at Pilcher Park.

About $500,000 would be used for tree restoration, with another $500,000 used for security improvements, and $300,000 designated for lighting improvements at Memorial Stadium. The remaining $1 million would be used for contingency purposes.

Egizio noted none of that money can be used toward the proposal to remove the Depression-era Pilcher Park dam, a controversial project that faces opposition from neighbors of the park.

Joliet City Hall closed for Election Day Uncommon practice a long-standing tradition in city

If “What is Joliet?” was your answer, you’re right.

It’s an uncommon practice for municipalities to shut down on Election Day. All other major Will County cities and villages remain open for business this coming Tuesday.

But in Joliet, shutting down for Election Day in general election years is a tradition that well precedes some of the longest-tenured city employees.

“I don’t really know the history behind it,” said Ken Mihelich, director of human resources and administrative services who has worked 22 years with the city. “It’s more a tradition now than anything.”

building and community development director for Joliet, said he doesn’t quite know when the practice began.

But it started “several decades ago,” he said, when city employees often took the day off to volunteer with the election. They’d drive elderly people to the polling places or serve as election judges, Haller said.

“Many people would just take the day off anyway,” Haller said. “So they ended up memorializing it in the union contracts during labor negotiations.”

Will County Clerk Nancy Schultz Voots said her office will be open for business Tuesday but will have limited services because of the hectic, busy nature of the election.

“We’ll offer all our services, but in the genealogy de-

Schultz Voots said if people have questions about which polling place they need to go to, they can refer to the county clerk’s website or call her office at 815-740-4615.

Representatives from Cook County, along with several municipalities in and around Will County, said they stay open for Election Day. “We get a lot of calls, a lot of questions from residents about where they need to go to vote,” Elgin City Clerk Kim Dewis said. “It’s more of a service to our residents to remain

open.”

According to a news release from the city of Joliet, garbage, recycling and yard waste pick-up will not be affected by the City Hall shutdown on Tuesday.

Parking decks will be free of charge and there will be no enforcement of the parking meters that day.

Republican tries to unseat House assistant majority leader

By FELIX SARVER fsarver@shawmedia.com FRANKFORT – Anthony Granata wants to buckle down on spending in Illinois while state Rep. Al Riley, D-Olympia Fields, wants enough funding for projects and services.

Both are running for the District 38 seat for the Illinois House of Representatives, which covers Frankfort and University Park in Will County and a large part of south suburban Cook County.

Riley, 61, is the incumbent, having served District 38 for seven years. Granata,

23, is a young Republican challenger who said he’s not intimidated by established politicians, such Anthony as Riley.

Granata Granata, who lives in the Frankfort Square community, wants to give people a new choice and new voice for Al Riley District 38. He said he’s heard from some that the District 38 race will be an uphill battle

for him.

However, he cites his past experience in local politics and his strong connection to people from less fortunate means as his strengths.

“The message I put out when I walk from door to door is a message people can relate to,” he said.

At the age of 18, he was first elected as a Frankfort Township Republican precinct committeeman. Then at 19, he beat out a 57-year-old incumbent for the seat on the Frankfort Square Park District Board.

Granata said he doesn’t support the income tax in-

crease because Illinois has a “spending problem, not an income problem.” He also advocates elimination of pensions for people serving in government.

“I feel like the government needs to live within its means and relate itself to the economy everyone is living,” he said.

Riley, who also serves as the House assistant majority leader, said his continued election to the District 38 seat means he is the representative residents from the area want. He counts his background in urban planning, statistics and public policy as

his strengths.

“That’s the person they want to send down to Springfield,” he said.

One of the most important issues for Riley is keeping the current tax rates in the state, especially for education and social services. If the rates are not kept at the level now, the state would be looking at a $2.5 billion deficit in the next fiscal year, he said.

State funding for schools also is important.

“You can’t talk about education funding reform unless you talk about an adequate level of money going to the schools,” he said.

Shorewood board OKs archery ordinance Groups required to follow protocol

By VIKAAS SHANKER vshanker@shawmedia.com SHOREWOOD – Residents who saw archery students practicing their aim in Cene’s Four Seasons Park won’t be able to shoot arrows of their own, unless they follow a strict and stringent protocol.

The village board approved an ordinance clarifying the shooting of arrows in village parks Tuesday after several residents called the village to ask if they can practice their bow and arrow skills.

Strictly Archery LLC conducted four one-hour target practice sessions over the sum-

mer at the base of the sledding hill in the main park to prepare for the Junior Olympic qualifying. Those practices were conducted with permits, several safety measures and the knowledge of police and village officials.

“Their safety protocols were spectacular,” said Denise Schmidt, the village’s parks, business and recreation planner. She recounted how the group used several precautionary measures to ensure no one using the park got hurt.

The new ordinance allows groups to conduct target practice in parks if they have approval by the village. But all ar-

chers will have to sign releases, provide proof of insurance and the group needs to sign a waiver of liability, Schmidt said.

“This basically just says, we really prefer you not come to the parks and fire arrows,” she said.

According to Shorewood’s code, bows and arrows aren’t specifically listed under the unlawful use of weapons statute.

“This goes one step further and allows it with restrictions,” village attorney David Silverman said.

Development fees The board tabled ordinances that would have reduced the library impact fees and extended the sewer tap-on fee. The ordinances were introduced as a

first read.

The library fee automatically increases 5 percent on April 1. The current fee is $409.67 per residential unit.

However, Community Development Director Karen James said the consumer price index has only risen at an average of less than 2 percent over the past five years. So the annual increase with the ordinance would make each residential unit require $417.86 instead of $430.15.

The sewer tap-on fee is currently reduced to $2,940. The ordinance would continue that rate until it defaults back to $3,834 on April 1, 2017, along with all other development fees except for the water fee. The water fee would default next

year.

Truck restrictions The board also heard plans on restricting truck traffic on several roads leading to industrial areas in the village. A vote was tabled until the next meeting.

“We’ve had a lot of complaints about semis going to [Heartland Corporate Center],” Village Administrator Roger Barrowman said.

The ordinance would restrict trucks weighing more than 20,000 pounds from traveling on Seil Road from Frontage Road to the western village limits, Mound Road from Frontage to the western limits, and River Road from Route 52 to the southern limits.

Kinzinger seeks re-election in heavily Republican district

“I’m trying to present myself to the voters,” Olsen said.

If elected, Olsen plans to work on job creation.

“That is a top concern of mine,” he said. “Job creation and unemployment is a major concern for a majority of people. We need to bring outsourced jobs back to American soil, and we need to put Americans back to work.”

There is a jobs bill in Congress the Republican majority will not let come to a vote, he said.

“That jobs bill will help all Americans and the economy as well. We need to start creating jobs, and once they are created, it will improve the economy.

We are in control of this and we can take care of this.”

American economy, creating seven out of every 10 jobs,” he said. “We need to get the government out of the way and let businesses do what they do best, which is innovate and create jobs.”

One problem he sees: “We are losing jobs to Indiana,” he said. “We need a new government in Springfield that will help change that.”

Joining the Air Force and serving in Iraq and Afghanistan gave him a new perspective on issues facing the country, Kinzinger said.

“It was during a tour of duty that I realized Washington needs more representatives who are willing to cast the tough votes to ensure a better future for America and its future generations,” Kinzinger said. “For this reason, I decided to serve our country in a different capacity by running for Congress.”

During his time in the district, Kinzinger said he has worked with members of both parties to help move the country forward.

“That includes introducing bipartisan legislation to rein in run-away government spending, while also working on ways to make the government more efficient in order to empower individuals,” he said.

He also wants to see the Affordable Care Act repealed.

“Most people’s premiums have gone up and deductibles have skyrocketed, which is a massive tax increase,” he said.

“We need to have a plan put forth and passed to show American people what we stand for.

We need to make sure health care is accessible and affordable for everyone.”

If he is re-elected, Kinzinger said he wants to bring government back to the people of the district.

“I want to restore American value to the district again, and that’s why I’m running for re-election.”

resources director resigns

MORRIS – In addition to searching for a new administrator, Grundy County is now looking for a new human resources director.

Debra Johnson, former human resources director, resigned during a closed executive session of a special Grundy County Board meeting held Monday night.

“I just wanted to read my resignation letter when they were gathered so they could hear it from me,” Johnson said Tuesday.

The board was meeting to discuss Land Use Director Heidi Miller’s position. Miller, who previously was both the land use director and county administrator, resigned as administrator in September over a question of whether she followed hiring protocol.

Johnson said her resignation has nothing to do with the board’s action Monday, which

was to put letters on file for Johnson and Miller regarding Miller’s breach of protocol.

The resignation, which is effective at the end of November, came because the personnel committee insisted it wanted a full-time human resources director instead of a part-time employee, Johnson said.

Grundy County Board Chairman Ron Severson said Tuesday Johnson made it clear when she first got hired that she could only work part time, four days a week.

“She saw no other option but to resign,” he said. “I’ve got a good relationship with her and I know she was doing a good job.”

Johnson plans to return to her previous employer and work part time. Severson said he recommends hiring a replacement as quickly as possible before Johnson leaves.

“Debra said if they got someone in here in the next few weeks, she would train that person,” Severson said.

Channahon school board sets criteria for new superintendent

By JEANNE MILLSAP Shaw Media Correspondent CHANNAHON – The Channahon District 17 school board is now clear on what it wants from a new superintendent.

The requirements were reviewed Monday by the district’s search firm representative. A strong leader who is visible, approachable and accessible is of major importance, said Tom Madden, of SchoolExecConnect.

Madden said he got his information from conversations with teachers and the community, both in person and online.

Other desired characteristics include continuing high expectations for staff and students; flexibility, compassion and treating everyone with equal respect; relating to the daily challenges teachers have; building on existing good practices; engaging parents in their children’s education; and confronting issues without being confrontational.

Madden said superintendent candidates will be told the district’s strengths include a great staff, low staff turnover and financial stability. Challenges include articulation between district schools, a declining enrollment and great economic diversity among student families.

Candidates have until Nov. 15 to apply for the position, and a superintendent is expected to be named in early January, with a start date of July 1. Superintendent Karin Evans is retiring at the end of the school year.

Galloway construction update The board Monday also heard an update on construction plans for N.B. Galloway School. The architect working on the project visited the school prior to the meeting to observe the lunchroom and talk to staff.

To gain physical education space and a multipurpose room, the school’s lunchroom will be turned into a gymnasium, and a new space will be constructed for a lunchroom/ multipurpose room.

New hires The board also approved

hiring Janice Sartori as a substitute custodian; Jennifer Macikas as a substitute para-professional; Mindy Carver as a cafeteria substitute; Dan Nyalka as sixth grade boys’ assistant basketball coach; and Holly Psinas as a cafeteria substitute.

Reading specialist Joanna Larson was approved for family medical leave on or about April 18.

The school board Monday also:

• Approved a $1.2 million tax abatement for its 2014 levy.

• Recognized girls and boys cross-country members who went to state.

• Approved a three-year bus lease with Sovereign Santander Bank for a 2015 18-passenger Chevrolet Collins lift bus at a cost of $7,706 a year for the 2015-16 school year.

• Heard that the district’s annual safety inspection report showed no violations.

He was born June 6, 1945, in Joliet, IL, to William and Arlene (Holt) Blaser. He married Lorraine Rule on November 22, 1969, in Peoria, IL. She survives.

She enjoyed making music for the Lord, listening to gospel music and brought joy to all the people in her company. She was good for giving advice, praying for other people, protecting, giving and enjoyed bringing a smile to the face of others. She expressed that we should help one another, and love one other.

Stephen was born on December 9, 1953 in Joliet, and was raised in Momence. He graduated from Momence High School in 1972. He then moved to the New Lenox area in the early 80’s and became a Metlife Insurance Agent for the next 28 years before retiring. During his career at Metlife, Stephen was a Life Underwriters Board Member going through all of the chairs becoming president twice.

Stephen was also active in the New Lenox Lions Club for many years. When Stephen retired he became president of the Metlife Veterans for two years. Stephen was an active parishioner at St. Jude Catholic Church in New Lenox serving as an usher, a Eucharistic Minister and a 4th degree Knight of Columbus. When Stephen moved to Joliet, he continued his Catholic Devotion to the St. Mary Nativity Parish.

Stephen enjoyed bowling in various leagues and was very proud of his 299 game and high series of 789. He also enjoyed golfing on Mondays at the Green Garden Country Club, where he served as president of the league for 6 years.

He was a member of the Joliet Moose, American Legion Post 1080, and the Croatian Cultural Club where he enjoyed playing euchre with fellow members.

The biggest joy of his life was his loving son, Stephen Jr., whom during Stephen’s illness, was close by his father’s side.

Jeanne E. (Albrecht) Batis (nee Siegel), age 76, of Joliet, passed away Saturday, October 25, 2014, at Joliet Area Community Hospice Home surrounded by her loving family.

Born September 16, 1938, in Joliet, she grew up on the family farm on Weber Road in Lockport Township. She attended Wilson and St. Raymond Grade Schools, and was a graduate of St. Francis Academy.

In addition to raising her family, she worked as an executive secretary for over 30 years in the steel industry.

She was a member of the Cathedral of St. Raymond and their Seniors group.

She was blessed to meet her husband, Edward J. Batis, Sr., through church following the deaths of their spouses. Although their time together was short, they enjoyed a very special relationship.

Surviving are her loving husband, Edward J. Batis, Sr., of Joliet; one son, Jeff Dezelan of Chicago; one daughter, Leigh Dezelan of Ithaca, NY; two grandchildren, Ian and Eden; a stepson, John (Pat) Albrecht of Joliet; three sisters, Anita (Tim) Drendel, Mary (Ken) Wheaton and Beth (Bob) Nelson; four brothers, Judge Richard (Christine), Arthur (Joan), Paul (Susan) and Bishop Joseph Siegel; her husband’s children; and numerous nieces, nephews, grand-nieces, grand-nephews, and cousins.

She was married for 26 years to Edgar C. Albrecht, Jr., and he preceded her in death in 2011. She was also preceded by her mother, Veronica (nee Sohan) Siegel (1939); her father, Francis L. Siegel Sr. (1998); stepmother, Marie (nee Wallace) Siegel (1989); one brother, Francis “Larry” Siegel, Jr. (2012); and an infant brother, Joseph Francis (1937).

WALTER LEE JAMES Walter Lee James, 74, of rural Lockport, died unexpectedly Sunday, October 26, 2014, at his home.

Lee was born in Gladstone, IL to the late Lester R. “Bill” and Vera M. (nee Milligan) James. Loving husband of 52 years of Darlene (nee DePra); beloved father of Randy (Nanette) James and Susan (Dan) Starcevich; adored grandfather of Benjamin “BJ”, Max, Teddy and Mitchell Starcevich and Jonah, Noah, Elijah and Hannah James; a brother-like cousin, Tom (Diana) Doran; numerous nieces, nephews and cousins also survive.

He was preceded in death by his parents; and his brother, Gary.

Lee retired from Caterpillar in Montgomery after 34 years of service. He was a member of Homer Congregational Church, Lockport Moose Lodge, and Sons of the American Legion, Lockport. Lee enjoyed darts, pool, tennis and golf as well as fishing, horseshoes and cooking. Travel, time with family, and wintering in Florida brought him great joy. He cherished his eight grandchildren. He was a four year member of the varsity track and basketball teams in high school.

He was a pipefitter for Local 597.

Gov. Quinn touts job news ahead of governor election

CHAMPAIGN – Announcements that hundreds of jobs will be coming to Illinois at a new fertilizer plant and for online retailer Amazon highlighted the starkly different prescriptions for reviving the Illinois economy from Gov. Pat Quinn and Republican challenger Bruce Rauner.

Quinn joined Amazon Vice President for Global Policy Paul Misener in Chicago Tuesday to hail Amazon’s plans for 1,000 new jobs in the state by 2017, new distribution centers and potentially other facilities. The appearance followed a Monday announcement that Chicago technology company Coyote Logistics plans to add 500 jobs.

State officials also said Cronus Chemicals LLC had chosen Illinois over Iowa to locate a $1.4 billion fertilizer plant that will employ 175 in eastern Illinois, plus a Chicago headquarters with another 25 employees.

But Quinn’s challenger, GOP businessman Bruce Rauner, said while the jobs announcements are nice, the state would do better if it depended less on “special deals” to lure companies.

ST. LOUIS – An Illinois Supreme Court justice seeking retention again is embroiled in a big-money campaign, this time with a group of plaintiffs’ attorneys contributing more than $1 million in hopes of ousting the Republican they accuse of being partial to corporate interests.

Voters in Illinois’ 37 southernmost counties will decide Nov. 4 whether Lloyd Karmeier of Okawville keeps the Illinois Supreme Court seat he won in 2004 after a tight race that cost the two candidates more than $9 million, shattering state and national spending records for a judicial seat. On

15, could play a spoiler role in his race against incumbent Democratic Gov. Pat Quinn and Republican businessman Bruce Rauner. Grimm has received financial help from one of the unions campaigning against Rauner because of the Winnetka businessman’s views on organized labor. Grimm, a fiscal conservative who believes in minimal government, received a $30,000 boost from the International Union of Operating Engineers Local 150 even though it endorsed Quinn.

Tuesday, he must get at least 60 percent of the vote to win.

Now hoping to unseat Karmeier, several attorneys and law firms have formed an anti-Karmeier “Campaign for 2016” that has collected more than $1 million since being launched Oct. 16, state campaign finance records show.

The name of the group is Campaign for 2016 even though it is campaigning against Karmeier in 2014. Those funds have helped fund television commercials, robocalls and mailings that label the justice as too tight with big business.

Ex-comptroller gets more time to make court filing

DIXON – Former Dixon comptroller Rita Crundwell, who was convicted of stealing nearly $54 million from the northern Illinois city, will get an extra month to make a court filing regarding her retirement funds.

Crundwell’s deadline from Nov. 5 to Dec. 5. Crundwell is preparing her response to prosecutors’ request that she forfeit the retirement money.

She asked the judge for more time. The retirement funds total about $90,500.

Illinois harvesting catches a break with weather

SPRINGFIELD – Warmer, drier weather has given state farmers a big boost to catch up on their corn and soybean harvests.

The U.S. Department of Agriculture said last week’s corn harvest jumped 16 percent over the previous work, bringing to 59 percent the amount of the crop that’s been brought in from the fields. That’s still down from the average of 72 percent over the previous five years.

The USDA said nearly twothirds of the state’s soybean crop has been harvested, up 26 percentage points from the earlier week but still down a bit from the norm over the past

half of a decade.

Above-normal temperatures and below-normal rainfall are credited with allowing farmers to make up ground on harvests that had been slogging along because of nagging precipitation.

Public hearings set about railroad improvements

DEARBORN, Mich. – Three public hearings were scheduled on an environmental impact review of proposed passenger rail improvements aimed at speeding traffic through parts of Michigan, Illinois and Indiana.

One hearing was Tuesday in Michigan on the Chicago-Detroit/Pontiac rail corridor.

Hearings in Illinois at Chicago Union Station and in Indiana at the Genesis Convention Center in Gary are scheduled for later in the week. The hearings are being held by the Federal Railroad Administration the three states’ transportation departments.

Where’s czar? Ebola raising questions about management

By JIM KUHNHENN The Associated Press WASHINGTON – President Barack Obama’s commander in the fight against Ebola was expected to operate below the public radar.

But did that mean invisible?

Ron Klain barely has been seen; and a week before midterm elections, Obama is pressing to dispel criticism that the government can’t manage the Ebola crisis.

The White House’s behind-the-scenes coordination of the Ebola response is being severely tested, while the Pentagon and states such as New York and New Jersey take public steps that are far firmer than federal guidelines. That’s creating the appearance of a crazy quilt of Ebola measures.

“The CDC is behind on this,” New Jersey Gov. Chris Christie said Tuesday. “Governors ultimately have responsibility to protect the public health of people within their borders.”

Some public health law experts said the government

could have anticipated differences in approaches and acted sooner to establish federal guidelines for states to follow.

“What happened is the case showed up in New York and New Jersey, those two governors respond, knee jerk reaction, ... then you see the federal government catch up to that a little bit,” said James G. Hodge Jr., a professor of public health law at the Sandra Day O’Connor College of Law at Arizona State University. “It would have been more beneficial if CDC’s guidance had come out, gosh, maybe a week or so ago.”

White House officials said Klain was brought in for his management skills and ability to coordinate the work of agencies that range from the Pentagon to the Department of Health and Human Services, leaving most of the talking to the public health doctors at the Centers for Disease Control and Prevention and National Institutes of Health.

White House spokesman Josh Earnest said Klain, who has been in the job since last Wednesday, has been dealing

with the various agencies of the government to streamline the federal response. He has met virtually daily with Obama, including a lengthy Sunday meeting with the administration’s Ebola team.

“The impact of his work is already being felt both here at the White House but across the government,” Earnest said Tuesday.

Obama has tried to place his own imprint on the government’s response, making sure photographers captured images of him meeting with the Ebola team and embracing Nina Pham, one of the Dallas nurses who recovered after contracting the disease.

On Tuesday, he called U.S. workers in West Africa and delivered a statement from the South Lawn before leaving on a campaign trip to Wisconsin.

“It’s also important for the American people to remind themselves that only two people so far have contracted Ebola on American soil: the two Dallas nurses who treated a patient who contracted it in West Africa,” Obama said.

By BRAM JANSSEN and ZEINA KARAM The Associated Press IRBIL, Iraq – Thousands of cheering, flag-waving people gave a noisy send-off to a group of Iraqi Kurdish peshmerga troops who left Tuesday for Turkey – the first step on their way to help their Syrian brethren fight Islamic extremists in the embattled border town of Kobani.

The unprecedented mission by the 150 fighters to help fellow Kurds in their battle with the Islamic State group came after Ankara agreed to allow the peshmer-

ga cross into Syria via Turkey – although the Turkish prime minister reiterated his country would not send any ground forces of its own to Kobani.

A U.S. State Department official confirmed that peshmerga fighters are on their way to Kobani but did not know when they were expected to arrive.

Prime Minister Ahmet Davutoglu told the BBC that sending the peshmerga was “the only way to help Kobani, since other countries don’t want to use ground troops.”

The Islamic State group launched its offensive on

Kobani and nearby Syrian villages in mid-September, killing more than 800 people, according to activists. The Sunni extremists captured dozens of Kurdish villages around Kobani and control parts of the town.

The U.S. is leading a coalition that has carried out dozens of airstrikes targeting the militants in and near Kobani.

The deployment of the 150 peshmerga fighters, authorized by the Iraqi Kurdish government to go to Kobani, underscores the sensitive political tensions in the region.

Turkey’s government views the Syrian Kurds de-

fending Kobani as loyal to what Ankara regards as an extension of the Kurdistan Workers’ Party, or PKK. That group has waged a 30-year insurgency in Turkey and is designated a terrorist group by the U.S. and NATO. Under pressure to take greater action against the IS militants – from the West as well as from Kurds inside Turkey and Syria – the Turkish government agreed to let the fighters cross through its territory. But it is only allowing the peshmerga forces from Iraq, with whom it has a good relationship, and not those from the PKK.

Video: Islamic State hostage ‘reports’ for captors

In the video, made public Monday, John Cantlie calmly stands before a camera in what he identifies as the embattled Syrian town of Kobani. He asserts in the video Islamic State group fighters have pushed deep into the

town despite airstrikes by a U.S.-led coalition and they are winning the battle against KurdJohn Cantlie ish forces.

The strange spectacle of a prisoner who has admitted to being afraid for his life being used as a spokesman is the latest of example of the IS’s attention-getting approach to propagating its message and its threats.

The Associated Press could not independently ver-

ify the video as authentic, although some of the images – including footage the Islamic State group says was shot by a drone – appear to be Kobani, a town near the Turkish border. Sporadic gunfire can be heard in the background.

At one point in the 5½-minute report, a Turkish flag can be seen flying atop a grain silo; Cantlie is not in that shot.

Although it was unclear exactly when the video was recorded, Cantlie mentions specific news reports and statements by Western of-

ficials from as recently as last week.

“Without any safe access, there are no journalists here in the city,” Cantlie intones in the video. He wears black clothes and is bearded. In previous videos, he wore an orange jumpsuit – as did the hostages beheaded by the extremists.

IS militants launched an offensive on Kobani in mid-September, capturing dozens of Kurdish villages and entering parts of the town. The attack has displaced more than 200,000 people.

CAPE CANAVERAL, Fla. – An unmanned commercial supply ship bound for the International Space Station exploded moments after liftoff Tuesday evening, with debris falling in flames over the launch site.

No injuries were reported following the first catastrophic launch in NASA’s commercial spaceflight effort.

Orbital Sciences Corp.’s Antares rocket blew up over the launch complex at Wallops Island, Virginia, just six seconds after liftoff. The company said everyone at the launch site had been accounted for, and the damage appeared to be limited to the facilities.

Flames could be seen shooting into the sky as the sun set.

“Maintain your consoles,” Orbital Sciences’ Mission Control informed the roomful of engineers and technicians.

All data were being collected to use in the ensuing investigation.

The Cygnus cargo ship was loaded with 5,000 pounds of experiments and equipment for the six people living on the space station. It was the fourth Cygnus bound for the orbiting lab; the first flew just over a year ago.

NASA spokesman Rob Navias said there was nothing urgently needed by the space station crew on that flight. In fact, the Russian Space Agency was proceeding with its own supply run on Wednesday.

NASA is paying the Virginia-based Orbital Sciences and the California-based SpaceX company to keep the space station stocked in the post-shuttle era.

Until Tuesday, all of the companies’ missions had been near-flawless and the accident was sure to draw criticism in Washington. The commercial spaceflight program has been championed by President Barack Obama.

NASA said the six residents of the orbiting lab were informed of the accident.

To the Editor: It is true what my friend from Plainfield writes in his recent “Letter to the Editor (“Let’s examine two recent U.S. Senate votes,” Oct. 17 edition of The Herald-News): There are differences between the Democrats and Republicans in Congress.

Everything the Dems seem to do these days is pro-politics. It is interesting that the Congress has been virtually deadlocked for years; and yet at a time of a critical election, the Senate brings up two very political bills. Doesn’t take a genius to see through this one.

Anybody happen to notice the cartoon above the letter to the editor? Why doesn’t the Senate vote on “term limits” and “changes to the tax code”?

To the Editor: When my sister, her husband and their unborn baby were brutally murdered, my world fell apart. On April 8, 1990, Robert and Nancy Bishop-Langert were shot to death in their Winnetka home. She was three months’ pregnant. Their killer was just 16 years old. I’m still rattled that this murderer came to my sister’s funeral with his parents.

As my sister lay dying, she traced a heart and the letter “U” in blood. I take that as an important message: Love is the most important thing in the world. My love for my sister, brother-in-law and would-have-been niece or nephew encourages me to lead the fight to make this world a better place.

That’s why I’m fighting to amend the Illinois Constitution.

When their murderer’s sentencing day came, I wasn’t allowed to make a victim impact statement. Having the opportunity to address the court in this manner wouldn’t have provided complete closure, but it would’ve forced the murderer to hear how he’s affected me as it went into the record.

If the Crime Victims’ Bill of Rights – also known as Marsy’s Law – gets approval from voters Nov. 4, victims and their families finally will have a way to correct violations of their rights.

By voting yes, you’ll help strengthen victims’ rights in court proceedings against their offenders, allow them the right to speak in court if their rights are violated, and ensure those rights are enforceable.

Please vote YES for the Crime Victims’ Bill of Rights.

My dad, Lewis G. Mottice, worked for the Morris and Joliet Herald-News as a circulation manager for many years. He fought melanoma breast cancer. For a man, it is very hard as well. It is not as common as for women.

My grandmother on my mother’s side also fought breast cancer.

My mother worked at the Morris Herald-News and St. Joseph Hospital as a receptionist, Twill Feddersen Mottice. I grew up with family members fighting cancer, and they were very brave.

Illinois is worth fighting for SPRINGFIELD – Someone asked me the other day if I hated Illinois.

I was more than a bit taken aback. Illinois is my home.

During my long newspaper career, I lived a number of places: Texas, Iowa and Nevada. But in each of those states I felt like a visitor.

But in Illinois, I know I belong.

I grew up on a grain and livestock farm south of Galesburg. I obtained a master’s degree from one of this state’s fine universities.

I lived in Rock Island and neighboring communities for 10 years and have resided in the Springfield area for 15.

This is where I met my wife.

This where we’re raising our three beautiful daughters.

I’m staying, and I hope you do, too.

Unfortunately, the Land of Lincoln is experiencing an exodus of jobs and people.

Lower-tax states such as Indiana, Texas and Florida

Illinoisans want a state that works, a place where we can earn a living and raise our families.

But, friends, many of us recognize things are not good here. Illinois has recovered from the national economic recession slower than any other state, and our state’s finances are in shambles.

But don’t just take my word for it. Wall Street has given the state of Illinois the worst credit rating of any state.

Our income taxes were “temporarily” jacked up 67 percent in 2011. I was standing in the statehouse rotunda when a happy Gov. Pat Quinn told gathered reporters the tax hike was just

temporary.

The impact of that tax hike has been devastating.

At a time when the state household incomes were dropping, tax burdens were going up.

People had less money to spend, and the economy just slowed down.

Now, those who pushed for the temporary tax hike want to make it permanent.

The bottom line is the state is taxing too much and spending too much.

And Illinois is suffering for it.

When I offer criticism, it’s because I love this state.

I want things to get better here. After all, Illinois is worth fighting for.

Lockport edges Stagg to reach first sectional finals

By CURT HERRON cherron@shawmedia.com ORLAND PARK – After watching his squad pull out several wins in the late going of matches this season, Lockport soccer coach Chris Beal was optimistic it could do so again in Tuesday’s Class 3A Sandburg Sectional semifinals against Stagg.

So when Vince Smithwick got free for a good chance in the 71st minute, he wasn’t surprised to see the senior fire in a liner from about 25 yards out to lift the Porters to a 1-0 win over the Chargers and advance Lockport to its first sectional finals appearance.

Lockport (17-3-2) – which has won 13 in a row and gone 15-1 in its last 16 matches while recording 10 shutouts – will play in Saturday’s noon championship match against Thornton Co-op, which won, 1-0, over Andrew in Tuesday’s second semifinal.

“We always think that we’re going to have at least one or two chances in the last five or six minutes,” Beal said.

“Vinny has done [it] so many times this season where he takes a play and smashes it in the back of the net. He’s a game-changer, and I’m proud of him.

“Stagg played very direct and physical, and stretched us out and pressed us hard and made it difficult for us to play our usual game of possessing and moving the ball. I think our guys know what it takes to win, and they’ll fight and scrap and do whatever to win a game.”

This match differed from the squads’ first meeting Oct. 9 when the Chargers took a 2-1 halftime lead before the Porters rallied for a 3-2 win. Topseed Lockport couldn’t take anything for granted against 12th-seed Stagg (8-12-3), which beat fifth-seed Lincoln-Way North and fourth-seed Bloom Township to win its regional.

“It’s great to have a team like this that just keeps working and can pull out a win like this,” Magallanes said. “We always fight to the end; and if we’re down on the scoreboard, we keep fighting until we get the victory. “JCA kept a nice fast pace,” Murphy said. “That’s the way it goes, especially when you’re young – you learn. You win or you learn.”

After losing two players to mononucleosis, the Warriors

(17-21) were no match for the Angels’ offense. Similarly, Peotone (19-17) did not stand a chance against Providence, but for a different reason. The Celtics’ consistent and picturesque ball-control is hard to overcome.

Libero Cory Griffith (14 digs) helps lead the backrow players, who always seem to get a touch on the ball. More importantly, they anticipate where the hitters are going and get their feet to the ball first.

Aside from the defensive aspect of being a ball-control team, the Celtics have good shot-placing hitters. Liza Ellingson led the team offensively with 13 assists, while Anna Smagala contributed with five kills and Katie Compagno had three kills and two blocks.

Providence (22-14) also shares something with Joliet Catholic – they want to beat their rival in the regional final and make it to the state tournament.

“It’s really exciting to win the first one,” Griffith said, “and now we are really focused and mentally prepared for the next one. It was good to get a game under our belt and put ourselves in the regional mindset. Now we are really excited to come back Thursday and play JCA. We played them twice, and it’s a battle. We won one, we lost one. It’ll be a good game for sure.”

NEW LENOX – With its 25-5, 25-11 victory over Lincoln-Way West at Tuesday’s Class 3A Providence Regional semifinal, Joliet Catholic’s volleyball team now owns a streak of 14 consecutive 20-win seasons.

While the Angels are happy to keep the streak alive, they are more excited to play their longtime rival in the finals, as Providence advanced after beating Peotone, 25-14, 25-16.

“We’re definitely excited to see Providence for a third time,” JCA setter Mary Murphy said. “We’ve been training really hard, and we came out this game with a fire that we need to carry to the next game.”

Starting off the match against the Warriors with fire is an understatement. With the score, 5-3, in favor of the Angels (20-16), Taylor Zurliene stepped up to serve – and when she stopped, the score was 194. During the run, Madeline Grimm had three big kills and Maddie Naal (three kills, one block) added a kill of her own.

The biggest part of the serving run was Zurliene’s four aces.

“Last year I played with the team,” said Zurliene, who also had four kills. “This year, I’m ready to play. I’m ready to start showing that I can be out there. I wanted to beat them [West]. We’ve been pushing for the goal to go to state. We’re really excited for Providence on Thursday.”

West struggled during Zurliene’s 14-point service run because libero Meredith Buldak (three digs) got injured at the beginning of the run and had to walk it off on the sideline until the second game.

“Our libero rolled her ankle, and it popped,” West coach Dawn Murphy said. “She is the backbone of our serve-receive, so it was a little bit of a challenge. Our right-side, who was out for the season, also is in serve-receive for three rotations. We replaced her in serve-receive; but once our libero went down, we were struggling.”

Mendota has been decent offensively, but Coal City allows only 10.8 points a game. Look for that defense, and running back Jack Dibble, to be the keys as the Coalers move into Round 2.

St. Edward (9-0). St. Ed has not played the schedule Coal City has played. Alleman has not had its usual results but never can be overlooked at playoff time after facing larger competition during the season.

A rematch with Manteno could happen in the quarterfinals for Coal City, and Rockford Lutheran (9-0) – which many consider the best team in 4A – would come up in the quarterfinals. So stumbling blocks are there. Then again,

opponents are not thrilled to see the Coalers, either. They turned in perhaps their most complete game last week when they ousted Seneca from playoff contention, 48-0.

Next, we will look at Class 5A, where Joliet Catholic and Morris have qualified, and Class 6A, where Lincoln-Way West and Lemont are our teams.

Joliet West gets past Lockport in volleyball semifinal SUBMITTED REPORTS It was a mixed bag of results Tuesday in regional girls volleyball semifinals involving Joliet area teams.

Joliet West scored a thrilling 25-16, 21-25, 25-19 victory over Lockport to advance to the 6 p.m. Thursday championship game against Lincoln-Way East at the Class 4A East Sectional. The Griffins advanced

with a 25-13, 25-10 win over Homewood-Flossmoor.

All regional finals are scheduled for 6 p.m. Thursday.

Plainfield Central had to sweat it out but escaped Andrew, 24-26, 25-14, 25-13, at the Class 4A Joliet Central Regional. Marian Catholic will be the Wildcats’ Thursday opponent.

Marian got past Plainfield East, 25-23, 25-22, in the other semifinal.

Plainfield North and Plainfield South also advanced in Class 4A. North beat Oak Forest, 25-14, 25-16, at Romeoville, where Lincoln-Way North downed Romeoville, 25-16, 25-11, in the other semifinal.

South took the measure of Lincoln-Way Central, 25-21, 25-17, at Crete-Monee. Next up for the Cougars is a date with T.F. South.

Lemont’s season ended in a

When your school qualifies for the high school football playoffs year after year, and consistently plays in the same class, you get a feel for how good potential opponents are likely to be.

With the seeds done as they are, strictly by record and then by opponent victories within each record, the parings can be misleading. A 9-0 team may not necessarily be as good as the records suggest, and a 5-4 or 6-3 team may be capable of going on a strong playoff run.

With the opening round of the playoffs on tap this weekend, we will take a look this week at the brackets as they apply to our 13 qualifiers and attempt to project what we may be able to expect.

The teams and coaches, of course, don’t have that luxury.

Their entire concentration is on this week’s opponents. As fans, however, we enjoy attempting to plot which games our teams should win and where the stumbling blocks may be.

We will begin here with Class 3A and Class 4A. In Class 3A, Wilmington (9-0) is the No. 1 seed in its quadrant and will entertain Paxton-Buckley-Loda at 7 p.m.

Friday. The visiting Panthers, who are averaging 16.6 points and allowing 15, have lost to St. Joseph-Ogden, Gibson City, Clifton Central and Momence, a respectable group. Among

Paxton’s victories was a 16-13 escape against Dwight.

Wilmington is solid. The Wildcats, whose running attack features Nick McWilliams and Nick Hawkins, have averaged 34.7 points and allowed 12.6. They closed the regular season with a 21-7 victory over previously unbeaten Mendota, which is good indication coach Jeff Reents’ team is ready to hit the playoff ground running.

Things will get more complicated beginning next week.

According to seeds, Monticello (6-3) is an underdog this week against Elmwood-Brimfield (72). If Elmwood wins, it would come to Wilmington next week.

However, from what I am able to gather, Monticello is the better team. The Sages, who historically have enjoyed more playoff success than Elmwood, handed Tolono Unity its only loss, 58-55, in a game of the year where quarterback Brandon Wildman threw for 597 yards and Noah Freemon totaled 337 receiving yards.

Monticello’s other stumbles also were quality losses.

If Monticello does win, Wilmington will be making the long trip there next weekend.

We’re thinking Tolono Unity or perhaps St. Joseph-Ogden will be the quarterfinal foe for Wilmington and Sterling Newman may be the semifinal opponent, but beware of Round 2.

In Class 4A, Coal City (7-2) has the opportunity to get things rolling at home with a victory over Mendota (6-3). The visiting Trojans have lost decisively to Johnsburg and Rock-

Gibson leads Ducks past Blackhawks, Darling 1-0 THE ASSOCIATED PRESS CHICAGO – John Gibson made 37 saves and Devante Smith-Pelly scored on a short-handed breakaway, leading the surging Anaheim Ducks to a 1-0 victory over the Blackhawks on Tuesday night.

Smith-Pelly grabbed a loose puck when Hawks defenseman Brent Seabrook fell while retrieving a pass at the Anaheim blue line, and he beat rookie goaltender Scott Darling between the legs on a backhand after skating the length of the ice.

Smith-Pelly’s third goal came with 8:28 left in regulation, and with 2 seconds remaining on the Hawks’ power play.

Gibson got his first shutout of the season as Anaheim won for the eighth time in nine games.

It was the first regulation home loss for the Hawks, which have dropped three of four

overall.

Gibson and Darling dominated the first two periods. The Hawks had better opportunities against Gibson, who made a pair of big saves midway through the second on Brandon Saad, who roared in on a breakaway, and a follow-up shot by Andrew Shaw seconds later.

Gibson also made a sprawling save on Jonathan Toews early in the third period.

The 25-year-old Darling, who made his second start since being called up from the minors because of an injury to starter Corey Crawford, made a big body save on Jakob Silfverberg 5:16 into the third period. Otherwise, Darling’s poise and positioning made every save look routine until Smith-Pelly scored on the 23rd of 25 Anaheim shots.

So Jen McClellan of Plainfield – whose 8-year-old daughter, Riley, has a severe peanut allergy – wants people to know about the Teal Pumpkin Project. This new tradition of painting a regular pumpkin teal and making it visible to trick-or-treaters helps food-sensitive children and their parents know which houses offer non-food treats.

McClellan always has offered two bowls of treat selections, one filled with candy and the other with trinkets.

“It’s just a way to include all children,” McClellan said.

Although Riley goes doorto-door with her 5-year-old brother, Nathan, and collects her fair share of candy, participating comes with a few caveats.

“I’m always with her,” McClellan said. “She doesn’t touch anything. She doesn’t eat anything.”

Once home, McClellan switches out the collected candy for candy that is safe for Riley to eat. It’s no use checking the individual labels for safety: Riley is so sensitive to peanuts that if another child touched candy containing peanuts and then touched the wrappers of safe candy, Riley still could react, McClellan said.

And that’s a risk neither McClellan nor Riley wants to take. In fact, the thought of accidentally ingesting any traces of peanuts makes Riley somewhat anxious.

“She’s happy with her safe candy,” she said. “If anything, she’s a little embarrassed because it makes her different.”

That way, they’ll be at hand when we check our smoke alarms to ensure they are working properly.

Home fires happen more frequently during the cold winter months, so protecting yourselves and your families at this time of year is particularly important.

Dear Abby: I have a T-shirt I bought when I was younger and wilder. It has a filthy message on it, so I can’t donate it to charity, and I’m even embarrassed to throw it out. I’d hate to, because I have worn it only once. It seems wasteful to throw out something in such good shape.

What should I do? –

Dear Abby: Smoke alarms are one of the greatest fire safety success stories of our time. Since they were introduced in 1975, home fire deaths have been cut in half, even as the nation’s population has increased by half. But far too many people let the batteries in their smoke alarms wear out, or even remove them to avoid occasional nuisance alarms. And too many people – and their families – pay for their neglect or poor judgment with their lives.

About 2,500 people a year die in structural – mostly residential – fires.

According to the National Fire Protection Association, more than 60 percent of them – more than 1,500 people – are dying in homes that had either no smoke alarms or no working ones. That’s more than three people a day.

This fall marks the 27th consecutive year the International Association of Fire Chiefs (IAFC) will partner with Energizer, the manufacturer of batteries, flashlights and lanterns, in the Change Your Clock Change Your Battery program. Together, we’re asking people to test their existing batteries or install fresh ones in their smoke alarms in conjunction with the end of daylight saving time on Sunday, Nov. 2. It takes only a few minutes.

This will not only give families critical early warning time to escape a fire, but also helps to protect our firefighters by reducing the likelihood they’ll have to enter a burning home to rescue someone still inside.
