By BOB OKON bokon@shawmedia.com JOLIET – The Illinois Association of Park Districts will find finalists for the next Joliet park director.

The Joliet Park District board earlier this month agreed to a contract with the association to conduct a national search for the next executive director. The board is replacing Dominic Egizio, who resigned earlier this month while on administration leave and under investigation after a complaint from a female employee. Egizio was a 26-year park district employee who was hired for the executive director position in 2004.

Park Board President Glen Marcum said the board has not ruled out the possibility of

hiring from within but wanted to do a broad search for candidates.

“Anybody within could apply. They’ll go through the same process as everyone else,” Marcum said. “We decided this was the best way to attempt to see who’s out there.”

The contract with the Illinois Association of Park Districts calls for the search not to exceed $10,420, according to Interim Executive Director Matt Pehle. Pehle, also the district’s finance director, has been the interim executive director since Egizio went on administrative leave in August.

Marcum said the park board hopes to hire a permanent executive director by late January.

“They will bring to us the most qualified candidates,” Marcum said. “We have not set

a number yet. Right now, we are developing a brochure.”

He said the park board still is setting qualifications for the job before it is advertised in park publications. The salary has not been determined.

Egizio’s salary was $160,000.

The Illinois Association of Park Districts is a statewide association of park district, forest preserve districts, and other recreation agencies. Director searches is one of services it provides. According to the association’s website, it has conducted more than 90 director searches in Illinois and across the nation.

The association conducted a director search for the Plainfield Park District in 2014 after Garrett Peck resigned amid controversy in that park district.

Joliet council committee OKs fees for overweight permits

By BOB OKON bokon@shawmedia.com JOLIET – A Joliet City Council committee Tuesday gave an early OK to the city’s first fees for overweight trucks.

The fee schedule, along with other proposed trucking regulations, will go to the full council for approval.

The fees were moved forward despite some concerns they should first get reviewed by trucking interests.

“I don’t know if we could run it by some trucking associations,” John Greuling, chief executive for the Will County Center for Economic Development, said to the committee.

“I’m sure they’re going to say it’s too much,” replied Councilman Terry Morris, chairman of the Land Use and Legislative Committee.

The permit fees range from $75 to $300 depending on the weight of the trucks and whether they were making single trips or round trips. Fees for trucks carrying grain are at $50 daily, $250 weekly and $500

monthly.

City Attorney Marty Shanahan noted most municipalities charge fees for overweight permits, although Joliet has not.

The permit fee schedule was among several items getting rewrites and changes in the city’s trucking ordinance after a review by Shanahan. Many of the changes were legal fine points aimed at tidying up city ordinances.

But others, including a new fine for blocking roads, reflect heightened interest in regulating truck traffic as the logistics industry in the area continues to grow.

Earlier this month, Amazon.com opened a fulfillment center in Joliet. Mars this month announced it will move into a 1.4 million-square-foot warehouse in the city. Ikea will build matching 1.4 millionsquare-foot facilities.

The companies are bringing hundreds of jobs and new tax dollars into the area. But city officials also have heard from residents frustrated with the growing numbers of trucks on local highways and streets.

Shanahan said the new ordinance against blocking traffic is in response to an increase in incidents, in which semitrailers have blocked roads by knocking down poles or hitting viaducts. In one incident, he said, an overloaded semitrailer broke in half.

“This gives the officer another option for issuing citations,” Shanahan said. “When you knock down a pole, it gives the officer a mechanism for writing a ticket.”

Councilwoman Jan Quillman instructed Shanahan to set the minimum fine for blocking traffic at $500 instead of the usual $100 minimum for an ordinance violation.

“I say a minimum of $500,” Quillman said. “We have to let these guys know they can’t keep wrecking our town.”

The maximum fine for an ordinance violation is $750, although Quillman asked if that could be raised.

The proposed trucking ordinances will not go to the council at its next meeting Tuesday.

But they could be considered at the Nov. 17 meeting.

QUICK NEWS Cloonen to hold office hours in Coal City

COAL CITY – To assist residents with state issues, state Rep. Kate Cloonen will hold satellite office hours from 10 a.m. to noon Friday at the Coal City Village Hall, 515 S. Broadway St. “Providing frequent satellite office hours in towns throughout the 79th District makes it easier for constituents to meet with me one on one and access the resources my office can provide,” Cloonen said in a news release.

Dick’s Sporting Goods opened last week, DSW opens next week

By BOB OKON bokon@shawmedia.com JOLIET – The opening of Dick’s Sporting Goods in Joliet last week marked another one of those moments when shoppers such as Tanya Prena could enjoy staying nearer to home when visiting one of their favorite stores.

“I’ve always loved this store,” said Prena, a Plainfield resident and Dick’s shopper. “I’m so happy it’s close. I’ve always had to go to the Lombard or Oswego area. I’m so happy it’s close to home.”

Comments like Prena’s were common Friday morning among Dick’s shoppers.

The Joliet area has seen many retail chains moving into town, making it a little less likely locals have to leave to visit their favorite stores.

The march of new retail into the area picked up a bit this year after being slowed down by the recession. Fresh Thyme Farmers Market opened in June with many customers raving they would no longer need to travel for organic groceries.

But it may be a short parade in Joliet. The DSW shoe store opening Nov. 5 next door to Dick’s in the Joliet Commons shopping center is the only new store on the horizon.

DSW’s arrival, however, is satisfying to Julie Ivik of Joliet, who also was at Dick’s last week.

“That’s one of my favorite places,” Ivik said.

Ivik said she doesn’t mind leaving town to go to a store.

She likes to shop. But having places closer to home is good, too, she said.

“An outlet mall here would be nice,” she said.

In the pre-recession days, an outlet mall somewhere in or near Joliet often popped up as a possibility, but it never happened.

Joliet also missed out on the Bridge Street Town Centre, a huge lifestyle shopping center that was to be built at the crossroads of Interstates 55 and 80. The plan faded when the economy collapsed.

Such a project would have appealed to Felicia Tatroe of Elwood.

“We do a lot of shopping at Oakbrook [Center],” Tatroe said. “They have all kinds of stores, and they have great restaurants.”

Tatroe also travels to the Yorktown Center in Lombard, which, she said, has “a huge Carson’s” and a Von Maur.

Von Maur, an upscale department store chain, had announced plans to come to the

Bridge Street Town Centre – if it had been built.

Maybe it will again.

The project, or a scaleddown version, has a chance of being revived since East Peoria-based Cullinan Properties acquired the site in July from O&S Holdings, who laid out plans for a lifestyle center.

The Cullinan Properties website describes the 300acre Joliet site as a potential mixed-use lifestyle center with stores, restaurants, hotels, offices and residents – sounding a lot like what O&S once proposed.

Cullinan Chief Operating Officer Christopher West, however, said there is nothing to announce.

“It’s still early on in the

process in negotiating with prospective tenants,” West said.

Cullinan still has a big hurdle to overcome, which is to develop an access route to the 300-acre site it owns. Financing an interstate ramp to the future shopping center always was a stumbling block in the O&S plan.

Even so, the Cullinan website notes the interstate crossroads gives the site exposure to 275,000 vehicles a day.

“We really view it as a gateway to Joliet,” West said.

Hints of Costco

Back at Dick’s, Ed Hodgson of Crest Hill said he was glad to have the store near home and added, “It would be nice

to have a Costco that’s close.”

Funny he should mention that, since Costco is reported to be reviving its pre-recession plan to become the anchor for a new shopping center planned for a Plainfield site at Interstate 55 and Route 30.

Also in the category of big stores, Blain’s Farm & Fleet plans to begin construction next spring on a 122,000-square-foot store at the corner of Weber and Airport roads in Romeoville.

The new stores make it easier for Hodgson to fulfill his sense of civic duty.

“I tend to stay more around the Joliet area,” he said. “I want to see my sales tax dollars stay here.”

Honors bestowed at WCCAC anniversary More online

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET–WillCountyState’s Attorney James Glasgow was looking for some way to create a local children’s advocacy center to aid child abuse victims and ease the process of prosecuting sexual predators more than two decades ago.

The advocacy center would allow children the opportunity to only sit through one interview, which helped them and prosecutors.

He sought private funds for the Will County Children’s Advocacy Center, or WCCAC, because referendums filled the election ballots at the time. So he approached Sister Coletta Hennessy, O.S.F., of Presence Saint Joseph Medical Center.

Glasgow said Saint Joseph gave a $45,000 grant, which the Illinois Department of Child and Family Services matched.

Silver Cross Hospital President and CEO Paul Pawlak donated 3,000 square feet of space for the center.

Later on, Dr. Sangita Rangala of the Care Center at Edward Hospital started working with abused kids through the center and is continuing.

Glasgow reflected on the beginnings of the center at a 20th anniversary celebration Tuesday evening at the Rialto Square Theatre in Joliet, and honored Hennessy, Pawlak and Rangala for their contributions to the center.

Glasgow also formally intro-

duced new WCCAC Executive Director Lisa Las, and a new logo at the celebration.

Honorees

A crowd of about 150 people gathered in the Rialto lobby to celebrate the 20-year mark of the center, including local, county and state officials.

Glasgow presented Hennessy, Pawlak and Rangala with trophies of recognition.

Glasgow said the center couldn’t have started without Hennessy and her work with social accountability and the community grant program at Saint Joseph.

“She had the foresight, the creativity, to realize this is something we had to move forward,” Glasgow said.

Hennessy said the recognition belongs to the hospital, its staff and the Franciscan Sisters of the Sacred Heart.

“We were very happy to do it because [Glasgow’s] philosophy and mission is the same as ours, to help the underserved,” Hennessy said.

Pawlak said the WCCAC does a great job and is an example of dedication and compassion for kids.

“In society today, you need this,” he said about the importance of the WCCAC. “Hospitals and our doctors can’t do everything.”

Rangala, who has been providing medical exams for children since 2002, is dedicated to the center, Glasgow said.

One of her biggest concerns was minimizing the trauma of the exam, Rangala said.

“What I learned very quickly was that it wasn’t a traumatic exam, it was very therapeutic for children,” she said, adding that it’s important to empower kids by giving them the choice of how involved the exam would be.

Changes

As Glasgow glimpsed into the journey of the WCCAC, he also welcomed new change.

He introduced Las as the new executive director, noting her experience leading Big Brothers Big Sisters of Will and Grundy Counties for 11 years.

“She took the agency from a ramshackle hut to a castle,” he said.

Glasgow and Las then unveiled a new logo for the WCCAC, highlighted by four multi-colored handprints.

Joliet Junior College business department strives for success

By FELIX SARVER fsarver@shawmedia.com JOLIET – The Joliet Junior College business department is changing its approach to educating students, and it’s leading to increased enrollment and the development of blended classes.

William O’Connor, business department chair, told the Board of Trustees at Tuesday’s workshop meeting that he remembered several years ago President Debra Daniels saying JJC should strive to be a “world-class institution.”

“At the business department, we took that to heart,” O’Connor said.

The business department

decided it would be the most “student-focused, the most innovative, the most influential community college business program in our district,” he said.

Department faculty and staff set out survey to students with focus groups on challenges to their education and come up with options for them beyond traditional classes with blended classes.

The business department also focused on getting students to talk to other students about JJC. Faculty and staff also encourage students to talk with advisers to ensure they’re not spending too long on their degree program.

“We’re trying to do more

intrusive advising. … It makes a difference. I think it’s part of the reason that our enrollment in the business department is up by five percent,” O’Connor said.

When it came to improving persistence, retention and completion rates among students, O’Connor said one factor stood above all else: faculty engagement.

“You can do anything else but if the faculty are not engaged, we’re not going to have good persistence rates. … If students feel the faculty are engaged, if students feel the faculty care about them – that they’re mentoring to them, that they’re talking to [them] about their career plans and

working with them – students can meet other barriers,” he said.

The business department surveyed students about barriers they’re facing at JJC using focus groups.

Many students said they came to the college because it was their only option, but they thought they were receiving a high-quality education, he said. But students also said they found it difficult to balance work, family and classes “with the traditional model of classes,” he said.

“For many of them, online education doesn’t work as well. So we decided to reach out and really develop and

become very much of an innovator on campus in our department in blended classes,” O’Connor said.

Blended classes combine traditional learning in the classroom with online education, he said. This approach allows students to reduce class time and still meet with faculty, he said.

Trustee Michael O’Connell said it was “very refreshing” to hear the business department’s innovative ideas.

“I just love getting the student input. I am big believer that students should be evaluating every professor every semester because I think professors could learn from that,” he said.

JJC to hold public forum on deer population issue

By FELIX SARVER fsarver@shawmedia.com JOLIET – Joliet Junior College officials want public input on their plans to manage the deer population around the school’s main campus.

The college will host a public presentation from 5:30 to 6:30 p.m. Thursday in the U-Building Auditorium, located within the main campus at 1215 Houbolt Road in Joliet, to share information and options on managing the population.

At the college board’s Sept.

29 meeting, when Judy Mitchell, vice president of administrative services, talked with trustees about the option of deer culling, Vice Chairman Andy Mihelich recommended gathering input to see if there were other concerns or alternatives to keep the number of deer under control.

“We appreciate the diversity of insight and experience that our residents, students, employees and partner organizations bring to the table and so that’s why we organized this opportunity,” JJC Spokeswoman Kelly Rohder said in an email.

Those who cannot attend are encouraged to share their thoughts and questions with Mitchell by emailing jmitchell@jjc.edu.

JJC officials also are encouraging questions be sent in advance of the meeting.

On Thursday, Mitchell will give a presentation on the issue and gather questions, as well as input for the board to consider.

“It’s been a concern, an ongoing concern since 2009,” Mitchell said Sept. 29.

Mitchell has said the Illinois Department of Natural

Resources confirmed there is an excess number of deer at JJC and would support deer culling.

JJC officials said, in a news release, Mitchell will present information from IDNR about a program that uses sharpshooters in tree stands during off hours and weekends at the far northeast corner of campus.

The corner is about 1,700 feet from campus buildings.

IDNR would allow the college to remove up to ten deer each month.

JJC officials said that an aerial count in 2010 showed there were 120 deer on campus. They estimated the deer population has tripled, contributing to eight car accidents involving deer since 2010 and more than $20,000 in crop damage to a 100acre lab many students use in their coursework.

Channahon District 17 board mulls lower levy

By JEANNE MILLSAP Shaw Media correspondent CHANNAHON – The Channahon School District 17 Board received information Monday evening on one of the big decisions members will have to make this year – whether to levy less than the limiting rate in the spring.

The district’s bond debt will be paid off in December, so the district likely will be able to afford it, and the action would benefit taxpayers by decreasing the district’s portion of their property taxes.

But it also would have other consequences.

“Any amount levied under the limiting rate is revenue surrendered in perpetuity,” Director of Finance Mike Schroeder said.

The board will have to weigh its responsibilities to

taxpayers of not levying more than is necessary with the unknowns of future expenses. If the board does decide to levy less than the limiting rate, it would be a first for the district.

However, District 17 has enacted several tax abatements in the past 10 years.

“The board really managed everything well during the recession,” Superintendent Nick Henkle said, “and Mike [Schroeder] did an outstanding job of making sure a burden hasn’t fallen on the taxpayers.”

This latest consideration would be more than a simple abatement, and should the board decide to levy less than the limiting rate, the decision would be irreversible, according to both Schroeder and Henkle.

On Monday, Schroeder gave the board some options to consider. If the district does not

levy below the limiting rate, the tax rate this year could be $2.80 for every $100 in equalized assessed valuation. Last year, it was $2.82.

About $3.73 million in taxpayer dollars would be saved over the next 20 years if the rate were reduced to 2.78 percent, which would be achieved by a levy reduction by the amount of an estimated consumer price index increase of $137,096.

Setting a rate of 2.75 percent, which would be achieved by reducing the levy by the amount of the estimated new property EAV of $291,195, would save taxpayers about $7.92 million over the next 20 years.

Considering both new property and the index increase and setting the tax levy at 2.73 percent could save taxpayers $11.64 million.

Channahon holds first study session of possible school closure

By JEANNE MILLSAP Shaw Media correspondent CHANNAHON – The Channahon School District 17 Board held on Monday the first of at least two work sessions to discuss the pros and cons of closing one of the district’s four schools.

Student enrollment in recent years has been dropping steadily, opening the possibility to save costs by consoli-

dating into three schools. But many factors come into play, including that this year’s enrollment numbers are higher than expected.

The projected change was for 73 fewer students, but the district only saw a decrease of 28.

“We’re decreasing at a decreasing rate,” Superintendent Nick Henkle said.

However, the district still is shrinking, and regression analyses project a decline in student enrollment of another 173 students in the next five years, going from 1,254 this year to a possible 1,081.

Henkle and Finance Director Mike Schroeder presented the board with several facts, projections and other considerations, including operational budget assumptions, costs to increase the number of students at three schools, which schools would receive which grades, and the possibility of leasing out space in the closed school.

If a school is closed, the assumption is it would be Pioneer Path, which houses third and fourth grades. One relocation option would be sending third grade students to N.B. Galloway Elementary and fourth grade students to Three Rivers School. About $100,000 first would need to be spent on a playground at Three Rivers, as would some additional dollars to redesign Three Rivers’ former industrial technology room as classrooms.

Another option is to send third- and fourth-graders to Three Rivers and move Three Rivers’ sixth-graders to Channahon Junior High.

Henkle had concerns, however, about having sixth-graders in the same building as seventh- and eighth-graders.

The district has had some interest in leasing Pioneer Path should it close, particularly from the Channahon Park District, which would pay for the space in services to the school district. Henkle said the Southern Will County Cooperative for Special Education also may be interested in leasing space.

If the district closes Pioneer Path and does not lease it out, it would save about 30 percent in utilities, and operations and maintenance. If it were to lease half of Pioneer Path’s space, it could see a 50 percent savings in utilities and a 10 percent savings in operations and maintenance.

JOLIET – Defense lawyers want more medical records before proceeding with a man’s second trial in a 10-year-old Joliet murder case.

The Will County Coroner’s Office presented autopsy reports Tuesday that Dymarion were subpoe- T. Porter naed to Judge Dave Carlson. Carlson turned the reports over to defense attorney Neil Patel, who is representing Dymarion T. Porter, 35, of Joliet. Porter is accused of strangling and beating his

girlfriend’s 18-month old son, Jordan Gentry, on Halloween 2005.

“We also issued a subpoena for records from the Joliet Fire Department and were [recently] faxed materials,” Patel told Carlson. “There were X-rays of the decedent in possession of the Joliet Police Department and they’re working to make copies of those.”

On Oct. 31, 2005, Porter was taking a shower when his then-girlfriend, Jamie Jackson, asked him to wash Jordan, according to court records. Porter put the boy down for a nap and told Jackson she didn’t need to check on the boy before she took her then5-year-old daughter to a medical appointment, court records

stated.

Porter allegedly told police the boy had begun choking on water in the shower and he had tried to perform CPR. Judge Richard Schoenstedt found Porter guilty during a bench trial and sentenced him to 34 years in prison in November 2008. In 2011, an appellate court ordered a new trial after deciding Porter’s trial attorney, Craig Katz, was ineffective.

The appellate court found Katz deprived his client of a fair trial by not calling witnesses who might have testified about Jackson’s treatment of the boy and a Department of Children and Family Services report on her fitness as a mother, according to court records.

Joliet police said the crash happened at 8:14 p.m. when Humberto Gomez, 36, of Schiller Park rode a horse across Farrell Road and was struck by a 1999 Oldsmobile Bravada driven by Juan Florian, 56, of Minooka. “[Florian] said he couldn’t see the horse or the rider

crossing the roadway,” Lt. Stephen Breen said.

Gomez suffered injuries that were not life-threatening and the horse was killed.

A towing company was called to move the animal’s remains off the roadway.

Lt. Tom Stein said the traffic unit reconstructed the crash and police reports note Gomez was wearing black clothing. Gomez was ticketed for failing to yield the right of way and Florian was ticketed for driving without a license.

LOCAL BRIEF New Lenox police: Parolee had stolen gun in car

NEW LENOX – Police said they found a stolen gun and marijuana in a car parked at a New Lenox park early Saturday.

At 1:08 a.m., an officer on patrol noticed a vehicle at Wildflower Park on Cherry Hill Road and smelled marijuana when he approached the vehicle, according to New Lenox Deputy Police Chief Robert Jeremy Pawlisz.

Turner Pawlisz said the officer searched the vehicle and found marijuana and a .45-caliber handgun in the center console. The gun had been reported stolen from Glasgow, Illinois.

Jeremy Turner, 24, of the 500 block of Elmwood in Joliet was arrested on charges of possession of a stolen firearm, unauthorized possession of a firearm, marijuana possession and violating parole conditions.

$2.4 million from state income tax, which could be cut to about $1.2 million, according to a proposal by Gov. Bruce Rauner earlier this year. A 70 percent rebate to property taxpayers would be “in excess of $1 million,” Baldermann said.

Furthermore, a state budget crisis has Illinois holding on to $148 million in tax revenues from gasoline sales, casino gambling and video gaming since July that normally go to local government.

Recently, Rauner has offered low-interest state loans to local governments suffering financially from the freeze – a move with which Baldermann disagreed.

“It will be a cold day before we pay interest on our own money,” Baldermann said.

He said the village is “frustrated” by “the party politics” in Springfield.

“There is no way we are not going to fight Springfield for all the dollars coming to our people,” he said.

NEW LENOX – New Lenox residents may – if the state budget crisis continues – receive a property tax refund that is lower than village officials want to give them.

Village trustees approved Monday night a resolution for a 70 percent refund to residents for New Lenox’s portion of the 2014 property taxes paid this year. However, a disclaimer on the forms to be mailed to residents will state the percentage may be adjusted if the state reduces New Lenox’s share of state funds.

Forms for the refund will be mailed to residents in November and must be returned to the village no later than Dec. 15. After that date, residents who did not send in the forms will no longer be eligible for a refund.

Checks are set to be mailed in March. However, the amount on those checks is contingent on the state taking ac-

tion on its budget issues. The state still has not approved a budget for the fiscal year that started July 1.

Mayor Tim Baldermann said there seems to be an “impasse with no end in sight” in Springfield and local governments and residents are “suffering.” After receiving home rule status with a successful referendum in 2008 by promising residents a refund on property taxes, the portion residents have been receiving back has been steadily increasing. In 2010, 40 percent of the property taxes were rebated and last year residents got back 65 percent of what was paid to the village.

The village wants that trend to continue but it must also face the reality of the effects that the state’s proposal to reduce by half the Local Government Distributive Fund will have on the village’s ability to provide key services to its residents, according to Baldermann.

FRANKFORT – A South Chicago Heights man was arrested Monday after authorities said he delivered heroin.

Tony L. Watts, 56, brought 10 bags of heroin to the parking lot of Walgreens at Harlem Avenue and Route 30 in Frankfort, Tony L. Watts according to a news release from the New Lenox Police Department. Watts’ arrest was the result of a narcotics investigation during “the last couple of weeks,” the news release stated.

After Watts’ arrest, police obtained a search warrant for his residence in the 3000 block of Chicago Road and found 19 grams of heroin and 31 individual baggies of the drug, according to the news release.

Watts was booked into the Will County jail on charges of delivery of drugs and possession of drug paraphernalia.

Q&A: The latest developments in the Dennis Hastert case

By MICHAEL TARM The Associated Press CHICAGO – Former House Speaker Dennis Hastert is scheduled to step before a federal judge Wednesday to change his plea to guilty in a hush-money case that alleges he agreed to pay someone $3.5 million to hide claims of past misconduct by the Illinois Republican.

The hearing in Chicago will be Hastert’s first court appearance since June, when he pleaded not guilty to violating banking law and lying to FBI investigators. His change of plea is part of a deal with prosecutors.

The Associated Press and other media, citing anonymous sources, have reported that the payments were meant to conceal claims of sexual misconduct decades ago.

An overview of the case and what happens next:

Q: WHAT HAPPENS WEDNESDAY? A: Before Hastert chang-

es his plea, prosecutors will state what he is pleading guilty to and recommend a sentence. Judge Thomas M. Durkin will also ask Hastert if he understands the consequences of pleading guilty.

Judges sometimes sentence defendants the same day, but it’s more likely that Durkin will set a sentencing date for later this year.

Q: WHAT ARE THE TERMS OF THE PLEA DEAL? A: That won’t be public

until Wednesday’s hearing.

The two counts each carry up to five years in prison.

Legal experts have said Hastert will probably serve six months to two years.

Q: WHY IS HE PLEADING GUILTY? A: Pleading guilty allows

Hastert to avoid a trial that could have divulged embarrassing secrets he presumably wanted to keep under wraps. Defendants who plead guilty also tend to receive lighter sentences than those who put the govern-

ment through a costly trial.

Q: COULD THE JUDGE REJECT THE PLEA DEAL? A: It’s possible but unlike-

ly. The judge would have reviewed the agreement days before the hearing. If he had serious concerns, the hearing would probably have been delayed.

Q: WHAT’S THE BASIC ALLEGATION?

A: The May 28 indictment said Hastert agreed in 2010 to pay $3.5 million to someone referred to only as “Individual A” to “compensate for and conceal” Hastert’s “prior misconduct” against Individual A. In all, Hastert allegedly paid more than $1.7 million to the person, sometimes in lump sums of $100,000 cash. The indictment said the payments stopped after FBI agents first questioned Hastert in December 2014.

Q: DOES THE INDICTMENT HAVE DETAILS ABOUT THE MISCONDUCT? A: No, but it offers a few

hints. It notes in the first sentence that Hastert was a high school teacher and coach from 1965 to 1981 in Yorkville, west of Chicago, strongly suggesting that the alleged payoffs are tied to that period of his life.

Q: HAS MORE BEEN LEARNED OUTSIDE THE INDICTMENT? A: Not much, aside from the media reports that the payments were meant to conceal claims of sexual misconduct. Neither prosecutors nor Hastert’s lawyers have shed any additional light on the allegations.

Q: WHAT ARE THE CHARGES? A: H a s t e r t f a c e s o n e

count of structuring large cash withdrawals to skirt federal reporting requirements, which were designed primarily to thwart money laundering by drug dealers and terrorists.

He also faces one count of lying to FBI agents about the withdrawals. In addition to the five-year maximum prison sentence, each

count also carries a $250,000 fine.

Q: HOW WERE THE WITHDRAWALS ORGANIZED? A: Hastert allegedly made

15 withdrawals of $50,000 – for a total of $750,000 – from June 2010 to April 2012, when his banks questioned him. It’s what he allegedly did next that would make his actions criminal. After learning withdrawals over $10,000 are flagged, he supposedly began withdrawing cash in smaller increments, eventually withdrawing $952,000 from 2012 to 2014.

Q: WHAT’S THE LIE HE ALLEGEDLY TOLD? A: FBI agents began in-

vestigating Hastert on suspicion of violating banking laws in 2013 and first questioned him on Dec. 8, 2014.

When they asked if he was taking out so much cash because he didn’t think it was safe in banks, Hastert allegedly answered: “Yeah, I kept the cash. That’s what I’m doing.”

Q: WAS HASTERT BEING EXTORTED? A: The indictment said one line of inquiry was whether Hastert was a victim of extortion, but it never offers details or a direct allegation. Authorities have never said whether they considered charging “Individual A” with extortion.

Q: HAVE OTHER ALLEGATIONS EMERGED? A: A Montana woman

named Jolene Burdge told the AP that Hastert came up in a discussion she once had with her brother about his sexuality. Before he died in 1995, Stephen Reinboldt told his sister that his first homosexual contact was with Hastert and that the abuse lasted through high school.

He died 15 years before Hastert’s alleged hush-money deal, so he could not be Individual A.

COLUMBIA, S.C. – A girl who refused to surrender her phone after texting in math class was flipped backward and tossed across the classroom floor by a sheriff’s deputy, prompting a federal civil rights probe Tuesday.

The sheriff said the girl “may have had a rug burn” but was not injured, and said the teacher and vice principal felt the officer acted appropriately. Still, videos of the confrontation between a white officer and black teenager stirred such outrage he called the FBI and Justice Department for help.

Richland County Sheriff Leon Lott suspended Senior Deputy Ben Fields without pay, and said what he did at Spring Valley High School in Columbia made him want to “throw up.”

Lott said at a news conference the girl can also be seen trying to strike Fields as she was being taken down, but said he is focused on the deputy’s actions as he decides whether Fields should remain on the force.

Obama to police chiefs: U.S. safer because of your efforts

By DARLENE SUPERVILLE The Associated Press CHICAGO – Defending police officers who have come under scrutiny like never before, President Barack Obama said Tuesday the men and women who risk their lives to provide security are wrongly “scapegoated” for failing to deal with broader problems that lead people to commit crimes.

Unemployment, poor education, inadequate drug treatment and lax gun laws are not the responsibility of police officers, Obama said in remarks to the International Association of Chief of Police, which held its annual meeting in the president’s Chicago hometown.

He blamed the news media’s tendency “to focus on the sensational” for helping to drive a wedge between police officers and a public they take an oath to protect and serve. He called for rebuilding the trust that once existed between them.

Obama delivered his speech amid a roiling national debate about officers’ treatment of potential criminal suspects following the deaths of unarmed black men in New York, Missouri and elsewhere by police.

“Too often, law enforcement gets scapegoated for the broader failures of our society and criminal justice system,” Obama said. “I know that you do your jobs with distinction no matter the challenges you face. That’s part of wearing a badge.”

“But we can’t expect you to contain and control problems that the rest of us aren’t willing to face or do anything about,” he said.

Obama also sought to avoid making the debate about police against communities.

“I reject any narrative that seeks to divide police and the communities that they serve – I reject the story line that

Obama argued for fairer sentencing laws as part of his push for a more effective criminal justice system. He said that while he has no sympathy for violent offenders, America every year wastes billions of dollars that could be better spent to keep nonviolent offenders behind bars.

Following this month’s deadly shooting at an Oregon community college, Obama also used to appearance to push for new steps to reduce gun violence, such as requiring national background checks for every firearms purchase. The police chiefs’ association supports such checks.

“Fewer gun safety laws don’t mean more freedom – they mean more danger, certainly, more danger to the police, more fallen officers,” Obama said. “More grieving families, more Americans terrified that they or their loved ones could be next.”

Anthony Campos, the chief of police in Newark, New Jersey, said he found the president’s comments “very comforting because at the end of the day, he gets it, he understands our job.” Obama plans to visit Newark Monday to highlight programs for formerly incarcerated people.

WASHINGTON – Striving to end a cycle of crisis, congressional leaders and the White House united Tuesday behind an ambitious budget and debt deal aimed at restoring a semblance of order to Capitol Hill and ending the threat of government shutdowns and defaults until well after a new president takes office.

The outgoing House speaker, Republican John Boehner of Ohio, prepared to push the deal through his unruly chamber Wednesday as his last act before departing Congress at the end of the week.

All but forced to resign under conservative pressure, Boehner nonetheless was going out on his own terms.

The budget deal stands as an in-your-face rebuttal to his hardline antagonists, on Capitol Hill and off, who angrily oppose spending increases and compromises with Democratic

President Barack Obama.

They seethed but acknowledged they were powerless to stop an agreement all but certain to pass with votes from Democrats and a sizable number of Republicans. Boehner brushed off their complaints, declaring he intended to make good on his promise to leave a “clean barn” for his successor, Paul Ryan of Wisconsin, who is set to get the GOP nomination for speaker Wednesday and win election the next day.

“I didn’t want him to walk into a dirty barn full of youknow-what. So I’ve done my best to try to clean it up,” a good-humored Boehner told reporters after a closed-door gathering of House Republicans, his last such weekly meeting after nearly five years as speaker and a quarter-century on Capitol Hill.

Court case could change payment of union dues SPRINGFIELD – So who is Rebecca Friedrichs?

For most, her name doesn’t ring a bell.

After all, she is an elementary school teacher in California.

Her impact during the past two decades has come one child at a time as she imparted knowledge to youngsters. And she has found influencing the path taken by those students to be rewarding.

But her influence only went so far.

The leadership of California Teachers Union, which she was a member of, didn’t like her conservative beliefs.

And she didn’t think much of the CTU’s positions on issues, either.

She tried to influence the union by being elected an officer but found those above her were far more interested in promoting job security for teachers – even ineffective ones – than in furthering the welfare of students.

Despite this, she is compelled

by California law to give the union money if she wants to teach in public schools.

So, she filed a lawsuit asking that she no longer be forced to pay dues or “fair share” payments to the union.

That is how it already is in half of the states, but California and Illinois don’t happen to be among them.

The United States Supreme Court has agreed to hear Friedrichs’ case.

If she prevails, which many observers believe she will, all state, local and federal employees might no longer be compelled to pay money to unions. Such payments would be voluntary.

In other words, this has the potential to be a landmark decision regarding labor law in the United States.

I’m always curious who the people behind these lawsuits are. So I chatted with Friedrichs earlier this month.

“I was given an opportunity to give teachers a voice when I have been voiceless for 25 years,” she said.

“It has as been really fulfilling for the last three years to have a voice and to put a voice out there for teachers

Last year, the U.S. Supreme Court ruled in Harris v. Quinn: “ ... except perhaps in the rarest of circumstances, no person in this country may be compelled to subsidize speech by a third party that he or she does not wish to support.”

Supreme Court Justice Anthony M. Kennedy pointed out when the Harris case was argued that just about everything a public-employee union does on its behalf is political.

For example, unions negotiate pension benefits, employee pay and staffing in state facilities. Those are also some of the biggest political issues facing state government.

I was sitting in the courtroom when Justice Kennedy made that observation.

Since Kennedy often is the swing vote between the four conservatives on the court and the four liberals, I knew it was all but certain some government worker somewhere would file a lawsuit challenging the status quo.

It ended up being Friedrichs.

“The union’s core values are in direct opposition to my own core values and the core values of many of its forced members,” she recently told me.

“The unions core values affect every political decision they make and every collective bargaining stance they take,” she said. “So no matter where our fees are directed, they go to promote the union’s core values and the union’s agenda, which means millions of workers like myself are paying fees to fight our own core beliefs in the workplace and society.

That’s a direct attack on our First Amendment rights.”

Everyone says the way Canadian politics works means that when a Labor Party government, for instance, replaces a Conservative Park majority, then there is little chance of replacing a Premier Tweedledum with a Premier Tweedledee. They say you and Stephen Harper are like night and day. They say your Canada and your policies won’t be the same as those of the Conservatives who have governed your nation for a decade.

Last week in Ottawa, Mr. Trudeau, you said your Canada would be more Canadian. We like that.

“I want to say this to this country’s friends around the world: Many of you have worried that Canada has lost its compassionate and constructive voice in the world over the past 10 years. Well, I have a simple mes-

sage for you on behalf of 35 million Canadians: We’re back,” he declared.

One of the things we like hearing is that you and your party are “greener” than Mr. Harper. Already, pundits on both sides of the border are writing their obituaries for the Keystone XL pipeline, even though you’ve supported it in the past. They say you’re OK with the pipeline, but not rabid about it the way Mr. Harper was.

Which brings us to our concern here in Port Huron, Michigan.

Ontario Power Generation wants to bury tons of nuclear waste at Kincardine, just a few kilometers from Lake Huron and the world’s largest supply of fresh surface water. Mr. Harper’s environment minister was expected to issue a final ruling on OPG’s application in December.

We understand that a new, Liberal Party government means a new environment minister – one who, like you, values the planet Earth and its environment more than the Conservatives did. We’re hoping, Mr. Trudeau, that you and your new environment minister see OPG’s nuclear waste storage facility as the environmental catastrophe it is and put a stop to it.

Providence uses two early goals to beat Manteno

By CURT HERRON cherron@shawmedia.com NEW LENOX – Most of the time, not a whole lot takes place during a span of 16 seconds in an important soccer match.

But that certainly wasn’t the case in the early stages of Tuesday’s Class 2A Lincoln-Way West Sectional boys soccer semifinals, and that resulted in good news for Providence Catholic.

The Celtics struck twice within 16 seconds in the 10th minute to grab the early advantage over Manteno, then responded to a challenge shortly before the break to help them capture a 3-1 victory.

As a result, Providence (119-1) advances to Saturday’s 11 a.m. championship match against Chicago’s Washington, which was a 3-1 winner over Bremen in the earlier

semifinal match.

Luke Picard connected from close range to open the scoring, then Bernie O’Donnell scored a short time later to give the Celtics the early advantage.

“Right from the start, we put a lot of pressure on them a lot,” Picard said. “And then we got a goal before half, and that was also really big. In the last part of the season, we really started peaking. We won our last three games, and that really gave us momentum going into the playoffs, since now we have six straight wins.”

Not long after the Panthers (21-5) had their first good chance as keeper Dan Porter halted a shot by Matthew Schaeffer, Providence just missed grabbing a 3-0 lead in the 21st minute.

O’Donnell again got free in front and sent a shot toward the opposite side of the net,

but it bounced off of the post and was covered up.

“Scoring those two goals really set the tone,” O’Donnell said. “We’ve been working on going inside-out and moving really fast. We used to go over the top, and we realized that wasn’t really working, so we decided to just keep the ball on the ground and work on combinations.

“At halftime, our coach told us that they were going to come out with fire since it was their last game, too. So we had to come out as hard as we could in the first five minutes, which were going to be the most important. At the beginning of the season, we started off a little bit slow, but now everything’s starting to come together at the perfect time.”

But just as the Panthers seemed to be ready to go into the break on a good note, O’Donnell placed a corner kick in front, and Silvestros Gkizas was there to put it away to make it 3-1 contest in the 38th minute.

There was much less drama in the second half with Jack Richardson getting two good chances for the Celtics

while Porter came out of the net to halt a dangerous effort from Newsom.

“Definitely those two goals got us off to a good start,” Celtics coach Dan Potempa said.

“We knew that if we could get on this team early that they might be a little awe-struck, and they were. We got the first one, and I was happy we kept the pressure on and got the second one. It kind of set the tone and allowed us to do what we wanted to do and possess the ball.

“We knew that they would be able to score on us since they’re a talented offensive team. When they got the one, I knew we had to end it there, and we withstood their pressure for a little while and got the goal late in the half, and that was key. We knew we had the potential to be in this situation, and our guys didn’t give up and kept working through the tough days.”

All the more reason to put the check next to Barrington on your playoff predictions?

Maybe, but don’t forget, games involving SPC teams are nothing if not unpredictable. Just when you feel something can’t happen, it does. So, keep an eye on the Cougars.

The surprise in the stat book for the Redskins in a 2426, 25-21, 25-20 win over the Warriors in the Class 3A Rich East Regional seminal was the nine kills by sophomore Calleen Soper. Soper gave Morris a much-needed third option after Korte and Janelle Brehm (13 kills) up front, and it proved to be the difference.

However, Lincoln-Way West’s Olivia Degroot got the serve back with a kill to make it 2423, then served two straight aces to give the Warriors a 2524 lead. Morris committed an illegal hit violation to end the first game.

Lincoln-Way West then took a 9-5 lead in Game 2 before Morris started to come back.

The Redskins got Korte to the front row, and she came up

with two straight kills, then combined with Veronica Johnson on a block to tie the game at 12.

Two more Korte kills gave Morris a 14-13 lead. A kill by Degroot tied the game before Korte got a kill, and Ashley Hood served an ace among three straight points for an 1814 Morris lead. The Redskins never trailed again, and Korte provided the final point on a kill to set up the winner-takeall third game.

“I told the girls that they had to keep playing,” Lafond said.

“Lincoln-Way wasn’t going to want to go to three games, so they were going to be fighting for every point, which they did.

They are a very good team and play good competition, so they are used to matches like this.”

“I thought Addie played much better on defense,” Lafond said. “Everyone out there contributed, and that’s what we need. I keep telling them that Kaylin or Janelle can’t do everything. When everyone’s on the same page, we are a good team.

“We did a good job tonight of celebrating, but not overdoing it. Sometimes when we get a big kill, we will be pumped up, but maybe take a point or two off after. We didn’t do that tonight. We stayed on an even keel. We have to realize that as we keep going, the defenses are going to be better, and more balls will be coming back. We have to stay ready at all times.”

Midway through this football season, when Plainfield South was sputtering along with a 2-3 record, it appeared the Cougars may not make the playoffs.

But three weeks later – after victories over Romeoville, Minooka and Plainfield Central – South was 5-3 and pretty much assured of a postseason berth.

That thought came to fruition even though the Cougars (5-4) dropped their regular-season finale, 28-7, to Oswego in a game where they could have claimed the Southwest Prairie Conference championship.

Next up is a visit to Barrington (8-1) at 4 p.m.

Saturday in the opening round of the Class 8A playoffs.

Barrington is the favorite on paper, but that’s not where games are won and lost.

“There are obvious reasons teams are seeded the way they are,” said South coach Ken Bublitz, whose team is No. 26 in the 32-team field while Barrington is No. 7. “But we also have seen where surprises could happen in the playoffs.

The playoffs present their own challenge for everyone.”

CHICAGO – Nikola Mirotic scored 19 points and Derrick Rose added 18 to lead the Bulls to a season-opening 97-95 victory over LeBron James and the Cleveland Cavaliers with President Barack Obama watching on Tuesday night.

Pau Gasol blocked a potential tying layup by James in the closing seconds. Jimmy Butler then broke up an inbounds pass intended for James as time expired.

The president sat courtside for most of the game as his beloved Bulls knocked off the defending Eastern Conference champions and gave coach Fred Hoiberg a narrow win in

his first game.

James scored 25 points and grabbed 10 rebounds for Cleveland, but the Cavaliers came up short against the team they knocked out in the conference semifinals last season.

The Bulls, playing a more open offense with Hoiberg than they did under Tom Thibodeau, did not exactly light it up. But they came away with a promising win.

Rose, playing with a mask to protect his fractured left orbital, shot just 8 of 22 after missing almost the entire preseason.

Mirotic nailed three 3-pointers and came up big down the stretch.

Butler added 17 points and

two steals to go with that deflected pass for the Bulls.

The Cavaliers got 19 points and seven assists from Mo Williams, filling in while Kyrie Irving recovers from a fractured left kneecap. Kevin Love added 18 points and eight rebounds.

The Cavaliers took an 8382 lead on a floater by James with 5:32 left in the game.

Mirotic immediately converted a three-point play after getting fouled by Tristan Thompson on a baseline floater. That started an 11-2 run that put the Bulls back on top, 93-85, with 2:42 left.

But just when it looked like the lead was safe, the Cavaliers came roaring back again.

Love nailed back-to-back

3-pointers to make it 97-95 with 33 seconds remaining.

After a miss by Rose with 10 seconds remaining, a driving James got stuffed by Gasol.

The ball bounced out along the baseline, and Butler broke up the inbounds, preserving a tight victory for the Bulls.

Obama, in his hometown to speak to the International Association of Chief of Police and attend a Democratic fundraiser, had not sat courtside to watch the Bulls since they visited the Washington Wizards in February 2009.

But with his favorite team taking on the best player on the planet in a rematch of last season’s second round, Obama decided to take in this game.

By CLIFF BRUNT The Associated Press Kobe Bryant is still a Los Angeles Laker. NBA fans are anxiously waiting to see what he has left, wondering if this is his last year.

Well, probably not wise to count him out just yet – or any of the seven former All-Stars who are at least 37 years old and expected to contribute on the court this year as the NBA tips off the 2015-16 season Tuesday night.

Bryant, the 13th pick in the 1996 draft, is back after missing much of last season with a shoulder injury. He joins Tim Duncan, Dirk Nowitzki, Kevin Garnett, Manu Ginobili and Paul Pierce – all drafted between 1995 and 1999.

That matches the most former All-Stars at least 37-years old to secure roster spots to start the season since the 2004-2005 campaign, according to STATS. Between them, they have 80 All-Star appearances, 17 NBA titles, five MVP awards and seven finals MVP awards. They enter this season with varying roles:

Kobe Bryant, Los Angeles Lakers: This could be Bryant’s final

season, depending on how it unfolds. Part of his role will be to mentor D’Angelo Russell, Julius Randle and Jordan Clarkson.

Passing the torch and passing up shots are two different things, though. Bryant is the No. 3 scorer in NBA history for a reason.

In the 35 games he played last season, his shot attempts per 48 minutes were the third-highest of his career. Lakers coach Byron Scott likely will limit his minutes at times and rest him in some back-to-backs, but when he’s on the floor, odds are Bryant will be looking to score.

Tim Duncan, San Antonio Spurs:

Duncan will turn 40 in April. Old Man River Walk is still a starter, but his minutes will likely be limited again. The Spurs added All-Star LaMarcus Aldridge and 35-year-old former All-Star David West, which should help preserve Duncan for another championship run. He still has great moments, but at this stage, he’s OK with giving up some floor time to be a significant factor in the playoffs.

Kevin Garnett, Minnesota Timberwolves: Garnett’s focus is to set the tone and help No. 1 overall draft pick Karl-Antho-

ny Towns develop. The 39-yearold Garnett can still play — his rebounds per 48 minutes last season were similar to those he posted in his prime. He started all 47 games he played last season and averaged 20 minutes a contest. He started every game this preseason, but never played more than 17 minutes.

Dirk Nowitzki, Dallas Mavericks:

Nowitzki was the Mavs’ No. 2 scorer last year. Since the top scorer from that team, Monta Ellis, now plays for the Indiana Pacers, Dirk will still carry quite a bit of the load. The Mavericks added Deron Williams and Wesley Matthews in the offseason to help with the scoring, and Chandler Parsons’ role will expand in his second year with the team.

Nowitzki, 37, averaged just under 30 minutes a game last season.

Paul Pierce, Los Angeles Clippers: Pierce, who just turned

38, brings his usual air of confidence to a team that hasn’t quite gotten over the hump. The clutch shooter who won a title with Boston in 2008 has plenty of talent around him, so he won’t be counted on to make all the big shots. He started 73 games for Washington last season.

Fox: Ratliff’s release was ‘best for the football team’

By KEVIN FISHBAIN kfishbain@chicagofootball.com LAKE FOREST – Coach John Fox met with reporters Monday for the first time since the Bears released Jeremiah Ratliff after a reportedly volatile day at Halas Hall. Fox would not get into detail, maintaining the decision was the best for the team.

“Every situation is individually different,” he said after practice. “Like all our personnel decisions, regardless of who or whose name’s on it, it’s what we feel is best for the football team, and his was no different.”

Fox said the players heard the news from him for the first time Monday morning before the first practice after the Week

7 bye. Fox did confirm that police were called, saying, “Sometimes if you think you need that, that’s what you do for the safety of your building.”

Ratliff was the team’s starting defensive lineman and had been considered one of the players to build a new 3-4 defense around before the season. Fox was asked whether he was disappointed in the four-time Pro Bowler, who remains a free agent.

“I think we’re disappointed in really anybody that we have to release and move on from,” he said.

What’s next up front: Ziggy Hood, signed to replace Ratliff, was wearing Ratliff’s No. 90 at his first practice Monday with the Bears.

“He’s performed at a high level when he’s been active and healthy, and we expect that moving forward,” Fox said of Hood. “He’s got a lot of skins on the wall. He’s played a lot in this league at a high level. I [scouted] him coming out way back when he was a rookie.

Once healthy – I think he’s pretty far along in that process – I think he’s a front-line defensive lineman.”

Hood was released last week from the Jaguars’ injured reserve list. He injured his foot in the preseason.

Ratliff’s release also increases the opportunities for rookie Eddie Goldman.

“I think Eddie’s done a good job. I think our personnel staff did a great job in selecting him.

I think our staff has done a good job coaching him up,” Fox said.

“I’ve seen steady growth for a young player, and I think he’s got a bright future.”

Rolle returns: The Bears don’t have to release an injury report until Wednesday, but starting safety Antrel Rolle practiced in the portion open to the media for the first time since injuring his ankle Oct. 3 against the Raiders.

“He’s a veteran guy that’s been in the fire for some time,” Fox said. “(Linebacker) Shea McClellin, obviously, getting him back in there at some point, as well as Antrel, from a leadership standpoint, getting guys lined up and understanding how to execute our defense is key.”

As markets fill with fruit, choose best for fall recipes

Pick the right apple to master a better pie

Deep-Dish Apple Pie Start to finish: 3 hours Servings: 8

4 pounds firm apples, (a mix of sweet and tart) peeled, cored and cut into ¼-inch-thick wedges 1 pound applesauce apples, peeled, cored and cut into ¼-inch-thick wedges ½ cup plus 1 teaspoon granulated sugar, divided ¼ cup packed dark brown sugar ¼ teaspoon table salt 1 to 2 tablespoons lemon juice 1 teaspoon lemon zest Double batch of pie dough, refrigerated 1 tablespoon heavy cream In a large Dutch oven over medium-high heat, toss together all of the apples, ½ cup of the granulated sugar, the brown sugar, salt, 1 tablespoon of the lemon juice and lemon zest. Bring the mixture to a boil, reduce to a simmer and cook until the firm apples are just tender when poked with a knife, about 15 minutes. Transfer the apples to a large colander set over a bowl and let them drain for 15 minutes, shaking the colander every so often.

After the apples have drained, add the juices from the bowl to the Dutch oven and simmer until reduced to about ½ cup.

In the bowl, combine the reduced juices with the apples.

Taste for seasoning and add additional lemon juice if necessary.

Cool to room temperature.

dough from the refrigerator and roll it out between 2 large sheets of plastic wrap into a 12-inch circle, about 1/8 inch thick. If the dough becomes soft and/or sticky, return it to the refrigerator and chill until firm. Remove the plastic wrap from one side of the dough and flip it onto a 9-inch pie plate. Remove the second layer of wrap. Ease the dough down into the plate and press it into the bottom and sides gently without stretching it. Leave the dough that overhangs the plate in place; chill until the dough is firm, about 30 minutes.

Roll the second disk of dough between 2 large sheets of plastic wrap into a 12-inch circle, about

1/8 inch thick. Chill, leaving the

dough between the plastic sheets, until firm, about 30 minutes. While the dough chills, adjust the oven rack to the lowest position, place an empty rimmed baking sheet on the rack, and heat the oven to 425 degrees F. Remove the pie plate lined with the dough from the refrigerator and spoon the apple mixture into it. Remove the plastic from one side of the remaining dough and flip the dough onto the apples. Remove the second piece of plastic.

Trim the excess dough hanging off the edge of the pie plate so it is flush with the edge. Pinch the top and bottom dough rounds firmly together and press them with the

tines of a fork.

Cut four 2-inch slits in the top of the dough. Chill the filled pie for 10 minutes. Brush the surface with the heavy cream, then sprinkle evenly with remaining 1 teaspoon of granulated sugar. Bake the pie on the heated baking sheet until the crust is dark golden brown, 40 to 45 minutes. Transfer the pie to a wire rack and let cool until ready to serve.

ny number of tasks may strike you as easy as pie, but anyone who’s ever actually made a pie can tell you it actually requires some care if you want it to turn out well.

Consider apple pie. Its ingredients are few and elemental: apples, of course, along with sugar, flavoring and pie crust. But choosing the right apples is a serious business. Likewise, you’ll want to do what you can to prevent the apples from shrinking in the pie shell as they cook, which simultaneously makes the bottom crust soggy and creates an unsightly gap between the filling and top crust.

Let’s start with the apples. Some are tart and some are sweet. Happily, autumn is apple season, which means markets should be bursting with choices. An apple’s flavor intensifies as it is cooked.

Unless you’re nuts about one particular variety, I’d advise you to pick a mix for your pie. The complexity of the flavors will make the pie that much more interesting.

Most varieties will hold their shape when they’re cooked, but McIntosh, Macoun, Cortland and Empire will fall apart and turn into applesauce. I recommend adding a few of the fall-apart varieties to your pie. Their sauciness will moisten and bind the rest of the filling.

Now, how to prevent that gap? Simple. Gently pre-cook the apples, which drains them of liquid and shrinks their bulk. They’ll shrink no more once they’re added to the pie, which means there’ll be no gap between the filling and the top crust.

That is true, but bridge thrives on exceptions. Over the last two days, we have looked at the general principle for a defender’s overruff: Do so with any singleton, doubleton king-low, doubleton queen-low, and with tripleton queen-low-low unless partner rates to be short in the suit. But do not overruff with an honor that will still score a trick later and a lower card that might have been promoted as a winner.

Does today’s deal fit the bill, or is it an exception? West is defending against four spades. He leads his singleton heart. East wins with his queen, dropping South’s jack, and returns the heart 10. After South ruffs with the spade queen, how should West defend?

In yesterday’s deal, West started with K-10-x of trumps, and by not overruffing, his 10 became a trick. In that deal, though, partner could not have an immediate entry.

Here, East has carefully led the heart 10, a suit-preference signal for diamonds. West should overruff and shift to a diamond.

East will take two tricks in that suit, then lead another heart to promote a second trump trick for West and result in down two.

Note that if West does not overruff at trick two, South will probably cash his spade ace, then turn to clubs to discard his diamonds and get home.

But, yes, he might not.

The key defensive point, though, is to overruff when your side has winners to cash in another suit.

role, too. People who suffer from depression or people who frequently become angry also are at increased risk.

To determine your risk of heart disease over the next 10 years, there are several different formulas. Your doctor (or you, online) can plug your risk factors into a formula, and back comes your heart disease risk.

(I’ve put a link to one formula on my website, www.askdoctork.com.)

The new guidelines my reader asked about, published in 2013, recommended a statin for anyone between 40 and 75 years of age who has a 7.5 percent or higher risk of having a heart attack or stroke over the next 10 years. The guideline writers proposed a new formula for calculating the risk.

Some experts worried the new guidelines could overestimate the risk of having a heart attack or stroke.

If so, lots of people would end up taking a statin, get little benefit from it and perhaps suffer side effects, such as muscle pain. A recent study led by Harvard researchers, published in the Journal of the American Medical Association, seemed to show the worry was unwarranted.

My conclusion: The new guidelines appear to be an accurate way to decide who should be taking a statin. With new information coming in all the time, I reserve the right to change my mind. If I do, I’ll let you know.

Dear Readers: In Tuesday’s column, I began to answer a reader’s question as to what I thought about the new statin guidelines. Today, I finish my necessarily long-winded answer.

Statin drugs have (at least) two powerful effects. They lower blood levels of LDL cholesterol (so-called “bad” cholesterol). They also fight inflammation.

Old guidelines said doctors should prescribe statins for people whose LDL cholesterol levels were high. New guidelines say doctors should prescribe statins to people who are at high risk for heart disease, even if their LDL cholesterol levels are not high.

These guidelines are controversial.

What are the risk factors for heart disease?

Age is a risk factor: The older a person is, the more likely he or she will have heart trouble.

Another risk factor is gender. Until they reach menopause, women are less likely to develop heart disease than men.

That probably is because a woman’s estrogen (female hormone) levels slow the development of atherosclerosis. Plaques of atherosclerosis are the cause of most heart disease in developed nations. In the United States, the average age of menopause is 51.

Yet another risk factor is other close relatives (parents, siblings) with heart disease – particularly at a young age.

Still other risk factors are high blood pressure, diabetes (including pre-diabetes) and eating lots of refined carbohydrates with a high glycemic load. If you are a smoker, or past smoker, that raises your risk.

Obesity, lack of regular exercise (even if you are not obese) and chronic kidney disease are risk factors.

Dear Abby: I’m madly in love with a man I’ve been dating for almost a year, but I don’t think he’s in love with me. He claims he’s been hurt twice from two failed marriages.

He questions me about my male friends constantly.

He shows up at my apartment without calling in hopes he will catch me with another man.

During his last driveby, he saw me in my car at midnight listening to music while surfing the Web on my phone. Of course, he thought I was on the way out to a boyfriend’s house because I had my gym bag and a grocery bag in the front seat with me.
