Dellwood Park Lockport The Chicago & Joliet Electric Railway Company began to build Dellwood Park in 1905, to increase the number of railway riders.

For more than 30 years, Dellwood Park was one of the finest amusement, recreational and picnic areas in the region.

Located about 4 miles north of Joliet in Lockport, the nearly 70 acres of forest and lawn included a manmade lagoon, dams for the lakes, a waterfall, a boathouse, a grandstand for races, a baseball diamond with a grandstand and bleacher seating for nearly 2,000 people, a merry-go-round, open-air theater, restaurant and other attractions that made the park a popular spot for thousands of annual visitors and society clubs from all over the area.

The principal attractions at the park included the scenic railway, dancing pavilion with seating for 4,000, electric theater, laughing gallery, boats and the military band.

The buildings at that park were commodious and were constructed uniformly of steel and concrete and resembled the Mission Revival style of architecture.

As many as 10,000 people came to Dellwood Park on summer weekends, day and evening, to enjoy the popular activities such as boating and dancing. Walks along the paths led to other amusements, over bridges and along limestone bluffs. During the winter months, visitors would enjoy seasonal ice skating on the frozen lake.

The Chicago & Joliet Electric Railway Company did not charge admission to the grounds, nor was there a fee for picnic parties, lunch sheds, tables or swings at the park. Free bench seats were provided around the bandstand and other places in the park.

The electric illumination for Dellwood Park was given careful and lavish attention, as lights would illuminate the park and walkways in the evening, and the great light tower could be seen for many miles.

The two dams at Dellwood Park were designed and constructed by the Ambursen Hydraulic Construction Company of Boston. The two bridges in the park were designed by the American Railways Company’s engineers and contractors, but were built by the Ambursen Company.

The two bridges have one- and three-arch spans, respectively, and were designed to harmonize with their natural surroundings. The original plans contemplated three bridges in the park but the peculiar features of the

Ambursen dam construction enabled the third bridge to be omitted.

The then photograph shows a view of the concrete bridge (Middle Bridge) at Dellwood Park looking over the lagoon. Notice the decorative globe lights on the landing, which allowed visitors to see their way as they strolled across the ravine at night. A section of the scenic railway can be seen through the arches in the bridge.

Will County ROE hosts inaugural STEM Fair

By LAUREN LEONE–CROSS lleonecross@shawmedia.com NEW LENOX – Ten-yearold Mexico native Ian Quijano is new to the U.S., but on Saturday his love for science overpowered his limited knowledge of the English language.

A new student at Isaac Singleton Elementary School, Ian eagerly raised his hand with every question posed at the Will County Regional Office of Education’s inaugural STEM Fair, held 9 a.m. to 1 p.m. at Lincoln-Way Central High School.

Ian was among the dozen students in the audience at SciTech Hands On Museum’s exhibit about electricity and energy.

Holding a plastic tube and a two magnets in her hand, Diana Fohrman, a teacher with SciTech, asked students what would happen when she dropped them through the tube.

An aspiring scientist, Ian’s hand shot in the air as he said, “They fall to the floor.”

“Hypotheses are never right or wrong. So whatever you’re thinking is what we’re going to go with,” Fohrman said. “Let’s go with that one.”

Ian’s hypothesis was right, and he smiled.

Fohrman then experimented with metal and copper tubes – and students watched as the magnets, attracted to the tube siding, dropped through the tubes at a slower rate because the electrons from the magnet and tube counteracted each other.

It’s a demonstration of Lenz’s Law, showing the relationship between electricity and magnetism. Instructors also created lightning using a Tesla Coil, or a high-voltage transformer device, and using Lenz’s Law, explained how emergency flashlights are powered using only magnets, copper and plastic tub-

Will County ROE Superintendent Shawn Walsh said Saturday’s STEM fair – available to students grades kindergarten through 12th grade – was the first countywide event of its kind. Other STEM fairs have been hosted by individual districts, he said.

“The goal of all of this was to provide hands-on activities for the students and get them interested in science,” Walsh said.

ence and math fields, Walsh said.

The STEM Fair also featured the best student projects covering science, technology, engineering and math.

Ira Jones Middle School had an exhibit showcasing the students’ remotely operated vehicle models, which have competed in the Shedd Aquarium’s annual underwater robotics competition.

Learning how to build ROVs prepares students for technical careers in science, technology, engineering and math.

Eighth-grader Brianna Davis, 12, said she helped created one of the robots on display with fellow ROV after-school club members using PVC pipe, air compression, a water-proof camera and propellers. Shedd Aquarium in Chicago donated the kit and required tools.

Sean Jordan, 12, a seventh-grader at Ira Jones, said he is looking forward to creating another ROV for this year’s competition. This year, he said, the mission is spacethemed, so students will have to prepares the robot for elements that one would find on an ice-covered planet.

Business and trades – including Fermilab, Argonne, Commonwealth Edison, Exelon and various engineering unions – also were on site Saturday to teach students about various career paths.

The fair also included exhibits on Lego Robotics and 3-D printing.

McFarland to leave Forest Preserve District Councilman going into private communications business

By BOB OKON bokon@shawmedia.com JOLIET – City Councilman Jim McFarland said he is going into private business after handing in his two-week notice last week at the Forest Preserve District of Will County.

McFarland, community partnerships manager for the Forest Preserve District since 2006, said his experience helped him prepare for his new venture.

McFarland already has opened QuinnStrategies.com, a marketing and communications business with an office on Essington Road and a working website.

“I’m basically going into business for myself,” he said.

McFarland is one of Joliet’s most watched politicians, and he often is the subject of errant rumors. News of his resignation set off speculation in some circles that he was in line for the job as executive

director of the Joliet Park District, vacated with the recent resignation of Dominic Egizio.

McFarland dismissed the possibility, saying he is not applying for the job, adding he is not qualified for it.

The park district has just launched a national search for a new executive director, and board President Glen Marcum said the position may not be filled until early next year.

McFarland noted that the

Forest Preserve District is moving away from special events, and his role, which was to line up corporate sponsors for events, was changing.

Forest Preserve District Chief Operations Officer Ralph Schultz said he will seek to fill the position, although the job will change.

“We’re not phasing out special events,” Schultz said.

“We’re reducing the number of them.”

Joliet officials consider overweight fees for trucks

By BOB OKON bokon@shawmedia.com JOLIET – Joliet officials this week will consider new regulations for truckers.

A Joliet City Council committee is set to review a proposed fee for overweight permits and an ordinance penalizing truckers for blocking traffic.

Joliet does not charge trucks for overweight permits on city roads.

But overweight trucks have become a growing issue, with more truckers using

Laraway Road since Elwood won state approval to close off another access route to the CenterPoint Intermodal Center complex that crosses into both towns.

City Manager Jim Hock said in February that Joliet would consider fees for overweight permits after Walter Strawn Road was shut down.

Joliet maintains Laraway Road, and Hock said Friday concerns about the impact of trucks on the road is a driving factor behind the proposal for fees.

“That’s really it – con-

trolling the weight of the traffic on Laraway Road that’s going into CenterPoint,” he said.

The permit fee up for discussion is $500, City Attorney Marty Shanahan said. He noted the City Council ultimately will determine the amount of the fee or whether any should be set.

The matter is set be discussed at a meeting of the Land Use and Legislative Committee at 3 p.m. Tuesday in the planning conference room in City Hall.

police increased enforcement powers in instances where semitrailers knock down poles or create other traffic hazards that block traffic and require city personnel to clear the roads.

“There have been some issues with semis that knock a pole down and block the street,” he said. “It gives the officers another option in ticketing truck drivers.”

He noted there was one recent incident in which a semitrailer “was overloaded, and it broke in half. It blocked the road for a couple of hours.”

Will County victim advocate honored by DUI group THE HERALD–NEWS JOLIET – A Will County State’s Attorney’s staffer has been recognized for her work with victims and victims’ families of drunken driving crashes.

Nichole Pasteris, director of the Victim Witness Services Division, was honored Saturday with an award from the Alliance Against Intoxicated Motorists.

Pasteris and her team of

victim advocates provide services, information and support to help crime victims navigate the complex criminal justice system while they struggle through the most traumatic experiences in their lives, Will Nichole County State’s Pasteris Attorney James Glasgow said in a statement.

“Nichole is a dedicated

professional who brings great warmth and compassion to her work on behalf of DUI victims,” Glasgow said in the news release. “As an advocate, she always walks the extra mile to address the needs and concerns of those she serves.

Working in partnership with AAIM has enabled Nichole to broaden the support we all provide to the victims of DUI crashes. I am extraordinarily pleased that AAIM has given her this recognition.”

Pasteris, who has worked with the state’s attorney’s office for six years, has worked closely with AAIM on many DUI cases, including one involving the death of a motorcycle rider who was killed by a driver convicted of driving under the influence of illegal opiates.

She also was the advocate serving on a complicated case involving an intoxicated pedestrian who was lying in the street when he was killed by

a drunken driver. AAIM honored Will County Assistant State’s Attorney Frank Byers at a past ceremony for his work on that case.

Before working at the state’s attorney’s office, Pasteris was a counselor for at-risk children for Aunt Martha’s Youth Service Center in Joliet.

She earned her master’s degree in Social Work from Aurora University and her bachelor’s degree in Social Work from Lewis University.

MINOOKA – Before Minooka’s annual Halloween parade kicked off Saturday, there was lots of excitement, as more than 200 participants lined up and readied their costumes and floats.

Everything from groups of Minions and princesses, an air-filled sumo wrestler and a Mario brother excitedly prepared for what may be the second best holiday for kids.

Carlee McGee and Brooke Alamprese, Girl Scouts from Chanooka Service Unit 3, agreed their two favorite holidays are Christmas and Halloween.

And the parade tops the list because they get to throw candy into the crowd, McGee said.

“It’s just the best day ever,” she said.

While Halloween and the parade are really about the kids, adults got into the festivities and fun as well. As did a few dogs.

Jennifer Yost was a spooky looking Girl Scout leader with her face painted like a skeleton.

Three River’s Library, Minooka branch director Laurie Offerman dressed as a witch, and her daughter, Holly Vice, dressed as a clown.

“We wouldn’t miss this parade,” Offerman said.

Minooka Community High School marching band and the color guard warmed up with Michael Jackson’s song “Thriller.”

And while the high school group was pretty large, Mrs. Mariellen’s Preschool had the most participants with 127, including parents, siblings, alumni and 48 students.

The entire group dressed as chefs, donning white hats and aprons and curly moustaches painted on by Minooka Community High School teacher Josh Plese. They carried big bowls, kitchen utensils and bags of flour to sprinkle on the crowd.

They wore orange T-shirts under the aprons printed with: “Hey Good Lookin’ Whatcha Got Cookin.’ ”

JOLIET – The city of Joliet, in cooperation with the Will County Center for Community Concerns, have announced the commitment of more than $650,000 for the Joliet Down Payment Assistance Program.

The Illinois Department of Natural Resources Division of Wildlife Resources will host an informational meeting on chronic wasting disease in white-tailed deer Oct. 27 at the Meadowlark Lodge, 11285 Fox River Road, Newark.

The presentation will begin at 7 p.m. with a question-and-answer session after.

The goal is to present landowners and hunters with information on CWD in Illinois’ deer herd and management strategies, and to dispel misinformation related to CWD and deer management in general, according to a news release from IDNR. CWD is a fatal neurological disease threatening the long-term health of white-tailed deer in Illinois. It has become established in areas near the Fox and Illinois rivers, including parts of Will and Grundy counties.

Firearm deer hunters in Will and Grundy counties are required to check in their deer at an IDNR-operated check station. CWD sampling is voluntary, but all hunters are encouraged to have their deer sampled. Stations operate 8 a.m. to 8 p.m. during the two firearm deer seasons of Nov. 20 to 22 and Dec. 3 to 6. Local stations include Des Plaines Game Propagation Center, 30550 S. Boathouse Road in Wilmington, and Gebhard Woods SP, 402 Ottawa St. in Morris.

IDNR to hold meeting on chronic wasting

More colleges expected at annual Nov. expo

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – More colleges are set to join the growing College and Financial Aid Expo being held Nov. 2 at Plainfield Central High School.

Plainfield Township is hosting the seventh annual expo, which will showcase more than 20 colleges and universities around the state. A booth also will be set up for the Illinois Student Assistance Commission, which will provide financial aid information, including information on FAFSA. The expo is being hosted by the Plainfield Township Youth Committee in coordination with Plainfield School District 202. It will start at 6 p.m. and run until 8 p.m. at Plainfield Central, 24120 Fort Beggs Drive.

“We’ve made an effort to have info on specific scholarships to be available on handouts with links,” said Plainfield Township Trustee Matthew Starr, who started the event in 2009. “My main goal is to bring information into one place.”

Starr started the expo when he was the Plainfield Township tax collector and drew on his own experience applying to college when planning the expo.

Handouts with information on local scholarships, such as those provided by the township or the Plainfield Foundation of Excellence, will be passed out.

Starr said the expo has grown every year, with close to 700 people attending last year.

Refreshments will be provided, and the township Youth Committee will be raffling off a free iPad Mini.

Minooka man made life better for others

By DENISE M. BARAN–UNLAND dunland@shawmedia.com MINOOKA – To those who knew him, Bernard “Bernie” MacNichol of Minooka was an interesting gentleman, a giant among men and best known for his sense of humor.

“Bernie had the ability to deal with 2 year-olds and 102-year-olds,” said Dr. Michael Wood of Lansing, Bernie’s son-in-law. “He was about as good a guy as you could imagine. He did anything he could to make people’s lives better.

“He was the kind of guy that if you were fishing with him in a boat and it was raining and one of the seats was dry, he’d give it to you. He could not control everything, but when he could control something, he tried to make or break it in your favor. Bernie gave – and then some.”

Alex McKanna of Bloomingdale, Bernie’s grandson, said

Bernie raised him as his own son and was supportive of anything Alex wanted to do, whether it was playing sports during his formative years or his decision to attend medical school.

“Whenever there was a problem, he’d sit down and talk it out with you and finish that conversation with a smile,” Alex said. “It’s just how he handled things.”

For the 20 years Bernie worked as a school bus driver in Minooka – his retirement job after 35 years with ComEd – Bernie only wrote up two kids because he, again, had his own way of handling situations, as in the case of two brothers that wouldn’t stop hitting each other.

“He made them hug each other for the rest of the trip and they never fought again,” Alex said. “He had creative ways to teach you a lesson and to make you realize what is right and what is wrong,

But as Michael said, Bernie was known for his sense of humor and could spin quite the yarn, especially around kids, and he loved to feature cows in those stories.

boys’ various sporting events, Connie said.

After the boys grew up, Bernie missed that interaction with the kids and became a bus driver, Connie said. Part of his job meant transporting preschoolers with special needs, and Bernie was proud to do it.

“One of them was so tiny, she could barely get up the steps,” Connie said. “He had recently found out that she had died and that really upset him.”

Bernie was 74 when he died Oct. 6. Michael said he plans to carry on Bernie’s ideals, to do more each day to serve the people around him.

“It made me a better person to have known him,” Michael said. “Unfortunately, the world is less of a place now that he is gone.”

Overnight guests in the winter would wake in the morning to find their cars cleared of snow, and it never mattered to Bernie how many cars he had to clean or how much it snowed, Dana said.

“Even when he was out on his job, he tried to help people keep their electricity on or fix a problem they had or tell them who to call,” Dana said.

“He cared about people. He was the extreme of that. He was a great man.”

Like many couples, Bernie’s wife, Connie MacNichol, said she and her husband had their share of tough times, but they always worked through them. During the years that they raised their grandsons, Alex as well as his brother Andrew, they traveled all over the country with the

States surrounding Illinois ready for lottery business

By SOPHIA TAREEN The Associated Press CHICAGO – Even buying lottery tickets in Illinois is losing its charm.

With Illinois delaying payouts of more than $600 because of its budget mess, neighboring states are salivating at the chance to boost their own lottery sales. Businesses near borders say they’ve already noticed a difference.

The Lottery problems stemming from Illinois’ budget impasse have led to a lawsuit and come amid questions about Illinois revenues and a shake-up in lottery management.

Here’s are some things to know about the situation:

Leaving Illinois

shops and convenience stores in states bordering Illinois say they first noticed an increase in August, when the state said payouts over $25,000 would have to wait because there wasn’t authority to cut checks that big. Now those businesses are reporting a bigger flurry since Oct. 14 when the Illinois Lottery announced it had lowered that threshold to payouts over $600.

Idalia Vasquez, who manages a GoLo gas station in Hammond, Indiana, said irked Illinois residents have been streaming in to buy lottery tickets. She estimates ticket sales are up as much as 80 percent since Illinois’ second delay announcement.

The Hoosier Lottery even issued a statement welcoming Illinoisans.

Lotteries in Missouri, Indiana, Iowa and Kentucky say sales have increased since Illinois first set a cap on prize payouts. But they all caution that other factors might be in play.

In Kentucky’s McCracken County, there was a 13 percent jump in scratch-offs from July 1 through Oct. 9, compared with a 9 percent jump statewide.

One retailer with higher sales is Paducah’s Kentucky Tobacco Outlet, where most of customers are already from Illinois. According to manager Michael Coomer, those customers are now buying more and say trust in Illinois is gone.

“It’s definitely known and very vocal,” he said of Illinois’ problems. “It’s definitely going to be better for us.”

Ticket sales in the St. Louis

area were up 3.8 percent from June to Oct. 17, while Missouri saw a 3 percent jump. Iowa Lottery officials said five counties bordering Illinois are seeing recent sales that far outpace the overall 3.66 percent increase statewide this fiscal year compared to last. Hoosier Lottery officials said northwestern Indiana counties near Illinois also posted an increase. Wisconsin couldn’t provide figures.

The Illinois Lottery declined to release its ticket sales data, and spokesman Steve Rossi refused to answer questions about the impact of delaying payouts.

When will Illinois pay?

It’s hard to say. The Illinois Lottery is one casualty of the budget stalemate and there’s

no sign of when it’ll end.

First-term Republican Gov. Bruce Rauner and the Democrats who control the Legislature haven’t been able to agree on a spending plan for the fiscal year that began July 1.

An attempt in the Legislature last week to release money to lottery winners and others didn’t make it to the floor.

New manager

Illinois is seeking a new lottery manager after terminating its contract with private company, Northstar Lottery Group, over concerns about management. A legislative report showed the Lottery saw a drop in proceeds last year for the first time since 2009.

The state has put out feelers for a replacement, with responses due Wednesday.

In her 102 years of life, Sister served as an elementary school educator at many parishes throughout the United States. Her most recent service was at St. Mary Nativity in Joliet, IL. She is survived by her loving brother, Joseph and many loving nieces and nephews.

STILLWATER, Okla. – Anthea Lewis had tears in her eyes on Sunday as she placed a child’s hat with an Oklahoma State University logo at the base of a makeshift memorial where a car crashed into a homecoming parade crowd a day earlier, killing four people, including a 2-year-old boy, and injuring dozens more.

“I’ve lived here my whole life and this blows my mind,” she said. “This is something that doesn’t happen in Stillwater,” Lewis said of the college town reeling from what university President Burns Hargis called a “senseless and incomprehensible act.”

Police arrested 25-year-old Adacia Chambers of Stillwater after her car plowed into a crowd lining the route of the traditional OSU homecoming parade before the football game against the University of Kansas. She was charged with driving under the influence, and police await blood test results to determine if she was impaired by drugs or alcohol.

Poll: Republicans view Trump as most electable

WASHINGTON – Republican voters view Donald Trump as their strongest general election candidate, according to an Associated Press-GfK poll that highlights the sharp contrast between the party’s voters and its top professionals regarding the billionaire businessman’s ultimate political strength.

Seven in 10 Republican and Republican-leaning registered voters said Trump could win in November 2016 if he is nominated, and that’s the most who said so of any candidate. By comparison, 6 in 10 said the same for retired neurosurgeon Ben Carson, who, like Trump, has tapped into the powerful wave of anti-establishment anger defining the early phases of the 2016 contest.

Trump and Carson are considered among the least electable general election candidates by the Republican Party’s professionals, those who are in the business of helping candidates run campaigns and win elections.

HOUSTON – After a drawn-out showdown between Houston’s popular lesbian mayor and a coalition of conservative pastors, voters in the nation’s fourth-largest city soon will decide whether to establish nondiscrimination protections for gay and transgender people.

Nationwide, there’s interest in the Nov. 3 referendum: Confrontations over the same issue are flaring in many places, at the state and local level, now that nondiscrimination has replaced same-sex marriage as the No. 1 priority for the LGBT-rights movement.

“The vote in Houston will carry national significance,” said Sarah Warbelow, legal director of the Human Rights Campaign, a national LGBT-rights group.

EL REBALSE, Mexico – The town square in El Rebalse is now an island amid Hurricane Patricia’s floodwaters, a place for Maria Santana Vazquez and her husband to rest Sunday after wading through water, at times chest deep, trying to return home.

All around, kids swam, a dog paddled and just before noon two high-clearance army transport trucks arrived – the first outside help since Patricia, the hemisphere’s strongest hurricane on record, roared in Friday night and washed out the only paved road into town.

While Mexico for the most part was relieved that the storm caused no fatalities and only marginal damage in the resort of Puerto Vallarta and the principle port of Manzanillo, the sparsely populated zone of the Pacific coast where Patricia delivered its fury was only beginning to as-

sess the full damage Sunday.

President Enrique Pena Nieto said Saturday that 3,000 to 3,500 homes were damaged and about 8,650 acres of farmland were hurt. But that was before anyone from the government arrived in El Rebalse, a town surrounded by banana plantations that Associated Press journalists tried to reach on foot before hitching a ride on the army trucks.

Banana trees as far as the eye could see were snapped in half, and large bunches of the fruit moldered in the intense sun.

“They’re going to lose a whole year,” Santana’s husband, Artemio Sanmeron Sanchez, said of the plantations where everyone in town make their living.

Then the couple slipped back into the water and waded off. Already they had slogged from the neighboring town, Cihuatlan, where they evacuated. They assumed their home of 15 years was destroyed.

In the surrounding Cihuatlan Valley, less than 6 miles from the Pacific, between 1,800 and 2,000 people depend directly on agriculture for livelihoods, said Narciso de Jesus Ramirez Rubio, a banana grower and president of the municipal small landowners association.

That’s not counting their families.

He was annoyed that, in his mind, Pena Nieto had played down the damage. He said that only with government help could the owners of the mango and banana plantations hope to get their fields producing again in a year’s time. Work to build levees to contain the nearby Marabasco River began three years ago, but were not completed, he said.

“This is total destruction,” Ramirez said as he watched soldiers work to make a washed out section of road passable. “Agriculture along with tourism is the principle source of employment.”

EU leaders criticize each other at summit on refugees

By RAF CASERT and AMER COHADZIC The Associated Press BRUSSELS – European leaders lashed out Sunday at each other’s handling of the continent’s greatest immigration crisis since World War II, even as they came together to seek ways to ease the plight of the tens of thousands marching across the Balkans toward the European Union’s heartland.

At a hastily called emergency summit in Brussels, 11 EU and Balkan leaders especially were looking to shore up Greece’s porous border with Turkey and slow the flow of people heading north toward the European Union’s heartland.

“Extraordinary times demand extraordinary measures,” German Chancellor Angela Merkel said.

Nearly 250,000 migrants have passed through the Balkans since mid-September and the surge is not being deterred by either cold weather or colder waters off Greece. Croatia said 11,500 people crossed into the coun-

try Saturday, the highest in a single day since Hungary put up a fence and refugees started coming into Croatia in mid-September.

Slovenian Prime Minister Miro Cerar said his tiny Alpine nation was being overwhelmed by the refugees – with 60,000 arriving in the last 10 days – and was not receiving enough help from its EU partners.

He put the challenge in simple terms: if no fresh approach is forthcoming “in the next few days and weeks, I do believe that the European Union and Europe as a whole will start to fall apart.”

Serbian Prime Minister Aleksandar Vucic asked a fundamental question that the 28-nation bloc and nonEU nations like Serbia have been unable to answer since the migratory trek across the Mediterranean and through Turkey started last spring: “What we are going to do with hundreds of thousands of these people?”

Half a year later, there is no answer. Sunday’s meeting was hoping to come up with some Band-Aid solutions at

best. Greek Prime Minister Alexis Tsipras commented that having a summit on the migrant crisis was of little use if Turkey was not invited.

Many say the EU needs to get control of the refugee flow at the bloc’s external border between EU-member Greece and Turkey. Migration experts, however, say the flood of refugees won’t be halted until the world resolves the war in Syria, which is driving millions out of the country.

Vucic said he was prepared for “hard, not very pleasant” talks. He said Serbia would not “put up any walls” like Hungary’s new razor wiretopped border fences.

Croatian Prime Minister Zoran Milanovic asked of fellow EU nation Greece: “Why doesn’t Greece control its maritime half with Turkey?”

Greece, criticized for being ill-prepared as a first EU buffer against the migrants, decried the lack of EU solidarity.

“Till today, it was difficult to find a solution, because a series of countries adopt a stance ‘Not in my backyard,’ ” Tsipras said.

JERUSALEM – John Kerry’s latest Mideast mission has aimed for the modest goal of easing tensions around Jerusalem’s most sensitive holy site – the focal point of more than a month of deadly unrest.

But the steps announced by the U.S. secretary of state over the weekend did little to address the deeper issues behind the fighting, disappointing the Palestinians and raising fears that even if calm is restored, it is just a matter of time before another round of violence erupts.

During a swing through the region, Kerry announced the steps on Saturday after several days of meetings with Israeli, Palestinian and Jordanian leaders. The highlight was a Jordanian proposal to install surveillance cameras at the Jerusalem holy site that is known to Jews as the Temple Mount and to Muslims as the Noble Sanctuary.

More than a month of violence has been fueled by Palestinian allegations that Israel is trying to change the delicate status quo at the site, which allows non-Muslims to visit but not pray.

The hilltop compound, home to the biblical Jewish Temples, is the holiest site in Judaism. Today, it is home to the Al-Aqsa Mosque compound, the third-holiest site in Islam and a potent Palestinian national symbol.

While Israel has repeatedly said there are no plans to change this status quo, the Palestinian fears have been stoked by growing numbers of Jewish visitors, backed by some senior Israeli officials, who seek prayer rights and an expanded presence on the mount.

Addressing his Cabinet on Sunday, Prime Minister Benjamin Netanyahu said he “made clear” to Kerry that Israel is committed to preserving the status quo, and he welcomed the plan to install cameras.

“Israel has an interest

in stationing cameras in all parts of the Temple Mount.

First, in order to disprove the claim that Israel is changing the status quo. Second, to show where the provocations really come from and to foil them before they ever happen,” he said.

Israeli officials said the plan was for Israeli police and officials from the Waqf, the Jordanian-backed religious authority that administers the Muslim sites, to have access to footage.

Palestinian officials gave the camera plan a cool reception.

“Netanyahu wants the video cameras just to track our people and arrest them,” Palestinian official Saeb Erekat told the Voice of Palestine radio station.

Both Israeli and Jordanian officials said arrangements have not yet been discussed in detail, and it was not clear when the cameras would start operating. The officials spoke on condition of anonymity because they were not authorized to discuss the matter with the media.

The conflicting claims to the hilltop mount lie at the heart of the Israeli-Palestinian conflict and have spilled over into violence in the past.

The current round of fighting began last month with clashes between young Muslim men and Israeli security forces, and quickly spread to other parts of Jerusalem, across Israel and into the West Bank and Gaza Strip.

In five weeks, 10 Israelis have been killed in Palestinian attacks, mostly stabbings, while 50 Palestinians have been killed by Israeli fire, including 29 said by Israel to be attackers.

The violence continued Sunday. In one incident, two Palestinians stabbed an Israeli in the West Bank, wounding him moderately before fleeing, the Israeli military said.

The military initially said the attackers were disguised as ultra-Orthodox Jews but later retracted the detail after an investigation, saying it was incorrect.

TIME FOR SOME HOUSECLEANING JCA out to limit its mistakes, clean up game, as playoffs get under way When Joliet Catholic entertains Vernon Hills at 7:30 p.m.

Friday in the opening round of the Class 5A state football playoffs, there is something important to look for.

Are the Hilltoppers able to quit shooting themselves in the foot?

That’s what has been going on lately, and coach Dan Sharp is concerned.

In fact, after Friday night’s 35-28 victory over Marist, he said the depth of the team’s playoff run could depend on whether untimely penalties, with an ill-timed turnover or two sprinkled in, continue to happen.

Realistically, beating Vernon Hills (5-4) should not be an issue for the Hilltoppers (8-1), regardless of whether they play mistake free. But the way they play in Round 1 could set a tone for the rest of the playoffs. Thus, a sense of urgency.

JCA easily could see

Marian Central in Round 2 and Nazareth in Round 3. It is difficult to beat good opponents twice in a season, and Marian Central and Nazareth both lost to the Hilltoppers in East Suburban Catholic Conference match-ups.

JCA beat Marian Central, 41-3, after leading, 7-3, at halftime the week after the Hurricanes scored 34 second-half points to erase a 19-0 halftime deficit and stun Nazareth, 34-19. Later, Nazareth trailed JCA, 31-0, at halftime yet the Hilltoppers had to hold on to win, 38-35.

Assuming the Hilltoppers clean things up, they should

be well prepared to take their best shot at state title No. 14.

Four key players returned from injury and played against Marist – guard Shane Raber and wingback Harry Davis on offense and linebackers Brad Krisch and Jordan Bates on defense.

On offense, year-long fullback Josh Parenti, No. 5 on your program, wore No. 55 to provide needed depth in the offensive line. Michael Johnson ran basically from a tailback position, and Davis and Ke’Von Johnson were at wingback.

When JCA’s offense stalled somewhat in the second half

and the Hilltoppers needed to score, Parenti entered as a blocker and was instrumental in a six-play, 52-yard touchdown drive that broke a 21-21 tie and put JCA ahead to stay.

“With the injured guys coming back, we have more options [offensively],” Sharp said. “Michael Johnson is a very good downhill runner, so he’s good in a tailback type of slot.

moor last week and upset the No 1-ranked Vikings, 22-21, is the Bolingbrook that was highly regarded early in the season.

The Raiders who entered Week 9 with a 4-4 record were impostors.

Bolingbrook had to beat H-F to get into the playoffs.

Otherwise, the Raiders would have been out for the first time since 1991 and the first time in John Ivlow’s 14 years as coach.

There’s no doubt Bolingbrook belongs in the playoffs.

It’s never easy going into

the 8A bracket as a 5-4 team, but if the Raiders can solve Naperville Central’s staunch defense in Round 1, they are on a path where they might last for a while.

Then there’s Minooka. The Indians left themselves with no choice but to beat Plainfield North in Week 9 and then keep their fingers crossed that 35 playoff points would be enough to qualify. It was as all but one team statewide that was 5-4 with 35 points managed to get in.

It was Week 8, remember, when Plainfield North beat

Oswego – which in Week 9 clinched its fifth straight Southwest Prairie title – to move to 6-2 overall. Minooka lost to Oswego East, 17-8, that same day. But when coach Paul Forsythe’s Indians absolutely had their backs against the wall, they came through.

Winning a playoff opener at unbeaten Huntley will not be easy, of course, but that was Minooka’s draw with the No. 31 seed. From this vantage point, if you’re going to travel to one of unbeatens in 8A, Huntley is a preferable opponent to Edwardsville. Not

that any of them would be a picnic.

Anyway, kudos to Bolingbrook and Minooka. And for that matter, to Lincoln-Way West on falling in as the largest team in 5A. The Warriors’ potential quarterfinal foe, Peoria, is good, and there is a long way to go before we start discussing championship games.

But wouldn’t it be something if the Warriors met JCA for the 5A title? It’s not beyond the realm of possibility.

NEW LENOX – For Providence Catholic coach Mark Coglianese, winning the Class 7A championship and finishing with a 13-1 record in 2014 for the Celtics’ tenth state title was an unbelievable accomplishment. Fast forward eleven months and Coglianese’s 2015 Celtics had what most would describe as another unbelievable season, but for vastly different reasons.

“It was a tough year for us, obviously,” Coglianese said.

“We had a lot of injuries and a lot of adversity throughout the year. Our kids never quit and kept battling back. I give our seniors a lot of credit. Coming off of last year, with last year being such an outstanding team, I never questioned our effort. Our guys gave 100 percent effort and worked hard in practice.”

Every team has injuries since it’s part of the game. But to say Providence had a lot of injuries would be an understatement.

Coglianese estimated it had at least eight injuries to its starters over the first seven weeks, with none more devastating than the one to starting junior running back Richie Warfield. Warfield’s injury came in Week 3 in a 13-0 conference road loss to Mount Carmel and subsequently ruled him out for the next four games.

“Going into this season, I wanted to repeat the special

Despite their 3-6 record this year, the future looks promising for Providence’s football program, since their sophomore team went 9-1 and won conference.

“We have a lot of work to do in the offseason,” Coglianese said. “We need to get quicker and stronger. That will be our focus. We are very happy with our sophomore group, as they were conference champs.

“We feel that we have a lot of talent on the freshman level, so overall we are excited about the future. Having Richie (Warfield) back is a key cog. I have no doubt that he is going to take a lot of guys under his wing and do a great job of leading us next year.”

Warfield seemed to echo Coglianese’s thoughts on both his role on the team next year and what it takes to be successful.

“I think it is my job now it get every sophomore and junior to really invest into this offseason and do things the right way,” Warfield said. “We didn’t have the stud athletes this year like we did last year, so we have to work just that much harder.

“It is bittersweet because we have an example of what did work and what didn’t work. We just have to find what is the best thing for us moving into next year.”

The next restart, with Harvick’s stall, was just as messy, but Logano got to the green flag to make it an official victory.

The field is reset now to even, with eight drivers still in contention when the third round begins next Sunday at Martinsville Speedway.

Vikings beat Lions for first NFC North road win in three years The Associated Press DETROIT – Teddy Bridgewater threw for a season-high 316 yards and two touchdowns for Minnesota, as the Vikings beat the Lions, 28-19.

Adrian Peterson rushed for 98 yards as the Vikings (42) won an NFC North game on the road for the first time in three years.

The Lions (1-6) had an 11-point lead after Matthew Stafford threw TDs on their first two drives, but they blew it because they couldn’t protect the quarterback.

TALLADEGA, Ala. – Joey Logano used a controversial finish at Talladega Superspeedway to sweep the second round of NASCAR’s playoffs and end Dale Earnhardt Jr.’s championship chances.

The race ended under caution when reigning Sprint Cup champion Kevin Harvick stumbled on the final restart to trigger a multi-car accident in the middle of the field. Because NASCAR said this week it would make just one attempt to finish the race under the green flag, the field was frozen and Earnhardt was denied the chance to race Logano for the win.

Logano went 3 for 3 in this second round of the Chase for the Sprint Cup championship, and in doing so the Team Penske driver eliminated two of the top title threats.

Earnhardt, who led a racehigh 61 laps Sunday, finished

second but was eliminated in the second round of the playoffs for the second consecutive year.

Also knocked out of the field Sunday was Matt Kenseth, who was spun by Logano last week as the two raced for the win at Kansas. Kenseth, who has been furious with Logano for a week, left Talladega displeased with Harvick’s late-race tactics.

Harvick informed his team under caution he had a mechanical issue that was preventing him from accelerating, but he stayed in line and his inability to go on the restart triggered the race-ending accident.

“It was a pretty tough ending. (He) knew he was blowing up and told everybody he was going to stay in his lane,” Kenseth said. “It just feels like we kind of lost control of the situation.”

Hoiberg contemplates how to use Rose

By JOE COWLEY jcowley@suntimes.com CHICAGO – Derrick Rose’s immediate status for Tuesday was very much up in the air.

Bulls first-year coach Fred Hoiberg knows Rose will play in the regular-season tip-off game against the Cleveland Cavaliers, but whether he starts or how many minutes he was capable of, well, as Hoiberg is learning about Rose, so much is day-to-day.

“Yeah, hard to say,” Hoiberg said, when asked if Rose was capable of playing 20 minutes in the opener at the United Center. “I’m sure his adrenaline will get going a little bit and we’ll make that determination. I don’t know if he’s going to have a restriction on how many minutes.

We play three in four days to start this thing off, so we’ll have to be a little more careful with him just because he hasn’t had a ton of reps out there, so I don’t know exactly how many minutes he’ll play on Opening Night, but it will be good to have him out there.’’

When to overruff; when to discard

Last week, we looked at deals in which a defender had a chance to ruff in. Most of the time, it was right to ruff; but not always.

This week, we move to overruffing. Occasionally, some guesswork will be needed. However, assuming that if you do not overruff, your high honor will still be a winner later, this basic guideline works much more often than not: Overruff with any singleton, doubleton king-low, doubleton queen-low, and with tripleton queen-low-low unless partner rates to be short in the suit; otherwise, discard.

Apply that to this deal. West is defending against four hearts. He leads the diamond nine. East wins with his queen, cashes the diamond ace, and continues with the diamond king. When South ruffs with the heart 10, should West overruff or discard?

I agree with East’s one-diamond opening. With such a good suit, the hand was too strong for a weak two.

He needed little from partner to be making three no-trump. South’s overcall showed a weak hand with a decent seven-card suit, and North bid what he hoped his partner could make.

The rule says to overruff, and that works. East-West take two hearts and two diamonds. However, it must be admitted that if West does not overruff, the contract might still fail. South will play a heart to dummy’s ace, return a spade to his ace, and then have to guess whether to lead a low heart (the king is now singleton) or the queen (the jack is now alone). But why give South a chance to get it right?

Both the benefits and risks of eating fish may be higher in women who are pregnant or may become pregnant, nursing mothers and children ages 12 and younger. It is a paradox.

On one hand, babies in the womb and young children with growing brains benefit from the omega-3 fatty acids in fish. On the other hand, mercury and other toxins probably have greater negative effects in those same growing brains.

For such women and children, 12 ounces a week of fish is considered safe if they: • Generally choose fish and shellfish that are lower in mercury, like shrimp, canned light tuna, salmon, pollock and catfish.

• Eat no more than 6 ounces (one average meal) of albacore (white) tuna per week, because it has more mercury than canned light tuna.

Fish oil supplements, of course, contain the “good” omega-3 fatty acids but generally no mercury. (Caveat: Check with a reliable source such as Consumers Union about testing of fish oil supplements for mercury.

The Food and Drug Administration does not check the quality with which supplements are manufactured.) So, fish oil supplements theoretically might be a good idea for pregnant women and young children. However, I’m not aware of any solid evidence that pregnant women or young children benefit from such supplements.

Dear Dr. K: I’ve been hearing for years that eating fish is healthy. But I also hear that mercury and other poisons can be in fish. I like the taste of fish, but should I seek it or avoid it?

Dear Reader: Questions from readers so often ask about the benefits versus the risks of lifestyle practices, or medical tests and treatments. That’s because most things have both benefits and risks – and eating fish is no exception.

Fish ranks way up there on the list of healthful foods we should be eating. It’s an excellent source of protein, and its healthy oils protect against cardiovascular disease. A diet rich in seafood benefits the brain and the heart.

But depending on the species and the water it was harvested from, fish comes with a catch. Nearly all fish and shellfish do contain traces of mercury, and mercury is a toxic metal. If too much gets into your body, it can be damaging – particularly to the brain.

As small fish are eaten by larger fish up the food chain, concentrations of mercury increase.

Thus large, predatory, deep-ocean fish tend to contain the highest levels.

Examples include shark, swordfish, tilefish and king mackerel.

Please don’t misunderstand me: I’m not saying it’s unhealthy to eat a meal of these fish – I had a swordfish dinner just last week. But I’m careful about how often I eat these fish, in contrast to those with less mercury.

Most adults can safely eat about 12 ounces (two 6-ounce servings) of a variety of cooked seafood a week. This advice does not include the large, predatory ocean fish mentioned above, which should be enjoyed only occasionally.

Dear Abby: My ex-husband and I have been back together for eight months.

We were divorced for two years, during which time he remarried. We stayed in contact during his second marriage and he says he still loves me, so he left her.

He’s now back with me after living on his own for a few months. I’m frustrated because he won’t commit to me again. He says he has forgiven me for what broke up our marriage, but he will never consider remarrying me.

He says he has lost faith in all women. He says one marriage to me was enough and that he’s confused. He told me it’s fine with him if I put my rings back on. He introduces me as his wife when we’re out together, but won’t divorce his second wife.

I know I’m coming on too strong and pressuring him to be the man he used to be.

I just don’t think it’s right that he should get all the benefits of having his wife and children back with none of the commitment. Should I back off and give him time to heal, or am I trapping myself in a hopeless relationship that’s going to leave me a divorcee? – Hopeless In Missouri Dear Hopeless: I think we both know the answer to that.

Most recently, a comment was made about my 29-year-old brother. He is unmarried and isn’t dating anyone. He works two jobs and also participates in fishing tournaments. Someone commented that he “must be gay” because he “has guys sleep over at his house” and “doesn’t have a girlfriend.”

For the record, my brother is straight. His fishing teammates sleep over because they leave at 3 a.m. for their tournaments.

This really annoyed my mom and me. It’s no one’s business how he chooses to live his life, straight or gay.

Ottawa Street, Joliet, IL 60432 will receive sealed bids until 1:00 pm local time on Thursday, December 3, 2015, for the purpose of securing a contract for a video surveillance system. A Pre-bid WebEx conference for this project will be held on Tuesday, November 3, 2015 at 9:00 a.m. The meeting will be held via WebEx and will include a review of the RFB and requirements. A vendor walkthrough will be held on Thursday, November 5, 2015 at 9:30 am and will start at the Joliet Public Library, Meeting Room D, 3395 Black Road, Joliet, IL 60431. Each bid must be accompanied by a bid bond or cashier's check in the amount of 10% of the total bid, made payable to Joliet Public Library, as a guarantee that the successful Bidder will promptly execute the contract, will furnish satisfactory Performance Bond and Labor and Material Payment bond and certificate of insurance and proceed with the work.

Upon failure to do so, the Bidder shall forfeit the amount deposited as liquidated damages and no mistakes or errors on the part of the Bidder shall excuse the Bidder or entitle the Bidder to a return of the aforementioned amount.

Each bid must be clearly identified on the outside of the envelope as ”Bid for video surveillance system” and shall show the name and address of the Bidder. If the bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation”Sealed Bid Enclosed” on the face thereof.

The successful Bidder shall be required to provide a Performance Bond and a Labor and Material Payment Bond in the amount of 100% of the Contract Amount, as well as certificate of insurance that includes the coverages as required by the Bidding Requirements before commencing work. The successful Bidder shall enter into a formal contract based on the conditions and requirements in the Bidding Requirements and the Bidding Requirements shall be incorporated into the Contract. The successful Bidder will be required to comply with the provisions of all State of Illinois and federal laws concerning public works projects, including but not limited to the Illinois Human Rights Act. The Board of Library Trustees reserves the right to reject any and all bids, including without limitation the rights to reject any or all nonconforming, non-responsive, unbalanced, or conditional bids, and reserves the right to waive any technicalities and irregularities.
