JOLIET – Poticas and other treats were offered up to Joliet City Council members Tuesday night – but not as a bribe, home bakers joked – when the city adopted the so-called “Cupcake Law.” “No, this is not a bribe,” Georgene Williams, a Joliet nurse and home baker, said at Tuesday’s city council meeting.

After all, the treats were passed out only after the city adopted the ordinance, allowing homebased bakery operations to sell goods for profit.

“For someone who does a real good job of eating Poticas over the holidays, I’ll vote aye,” City Councilman John Gerl said.

“I grew up with a grandmother. Every event that would come up, she would make Kolaczkis and sold them in church, in school, when I was in the Cub Scouts and I don’t want to make her roll over in her grave, so I vote aye,” joked Councilman Larry Hug. Gov. Pat Quinn signed the state legislation earlier this year amid health and safety concerns. It defined a home baking operation and prohibited people from baking and

selling home-based goods unless the municipality the baker resides in adopts the “Cupcake Law.” The bill had been introduced after a young girl’s baking operation in Troy was shut down by health officials.

John Sheridan, a member of the Cunningham Neighborhood Council, thanked Joliet City Council members for moving the ordinance forward in time for the busy holiday season. Sheridan then donned Councilman Jim McFarland with a baker’s hat and apron for leading the efforts.

28 years on the job The City Council also approved a resolution commending City Attorney Jeff Plyman for his 28 years of work with the city.

Plyman, who announced plans to retire in August, has been the city’s top attorney for nearly 15 years. He succeeded his boss, Tom Thanas, for the position in 1999.

Michael Hansen, a local attorney, and several council members, teared up as they each took a moment to congratulate Plyman on his retirement.

Gerl said he remembers when Plyman was first hired into the job. “[Back in 1999], I remem-

ber thinking to myself, ‘Wow, who is going to replace Tom Thanas?’ I mean, he was an icon down here and really did a fantastic job. He’s a great legal mind,” Gerl said. “And I remember, over the next couple of years, observing Jeff and working with Jeff, and thinking to myself, ‘Man, did they find the right guy.’ ” Councilwoman Jan Quillman said through tears that Plyman has a “big heart” and has been a “good friend.”

“He was always there to answer my phone calls, answer my questions and guide me along,” Quillman said.

Standing ovation In other news: Four recently named Joliet Deputy Police Chiefs got a standing ovation Tuesday after being recognized at the City Council meeting.

• Alan Roechner, a 23-year member of the Joliet Police Department, will step into the role of deputy police chief of investigations; • Edward Gregory, a 24-year member, will serve as deputy police chief of operations; • Tab Jenson, a 23-year member, will take over as deputy police chief of administration; • Brian Dupuis, a 24-year member, will head up technical services.

Plainfield fire board issues statement on Jon Stratton THE HERALD–NEWS PLAINFIELD – Plainfield Fire Protection District trustees on Tuesday issued a statement in support of Deputy Chief Jon Stratton, but declined to explain details about the investigation that put him on administrative leave.

The statement did, however, indicate that Stratton was being investigated for a disciplinary matter.

The board of trustees decided Monday to reinstate Stratton and said it would issue a statement later to offer information on an issue on which the board has been mostly silent.

The statement that came out Tuesday morning said Stratton

was put on leave to “investigate the allegations and determine the appropriate course of action.”

“In the past week or so this board has listened to several people who came out to support DC [Deputy Chief] Stratton during this time,” the statement read. “We heard terms like leader, mentor, always there, helpful, and several other wonderful things that described how much of an asset he is to this district and community.

“There is not one board member or chief who could dispute what was said about him.

We all know this and have witnessed it firsthand.”

The statement said it was never the board’s intention to

discredit Stratton’s reputation, and the move was made to conduct a fair and impartial investigation.

“We felt this was best to help protect sensitive information and resources, and it would also protect him from behaving disruptively during the investigation,” according to the statement.

The release also stated that the district can’t disclose the details of the allegations toward an employee.

“The board was not trying to hide anything from the residents of this district,” the statement read.

Stratton did not return phone calls requesting comment Tuesday.

LOCAL BRIEF Joliet Sleepy’s location is 1,000th store JOLIET – The new Sleepy’s in Joliet is the mattress retailer’s one thousandth store, the company announced.

“It is with great pride that we announce our thousandth-store milestone,” Sleepy’s President David Acker said in a news release.

“Sleepy’s has been around since 1957, and we are very proud of this latest accomplishment. It won’t stop here.”

The company is marking the milestone with special offers through Nov. 2, including a sweepstakes that gives shoppers a chance to win their entire purchase.

Catholic Charities gives a close-up look at Daybreak Shelter

Wiggins, 48, was living in Joliet before she left the home of a relative in August because they could not get along.

With no place to stay, she went to the Daybreak Shelter.

Since then, the shelter has helped her find a single-bedroom home and take classes at Joliet Junior College for her GED. The shelter has given her hope for a better life.

“I’m blessed to be in a place like this,” she said. “Daybreak is a good place to help you with whatever you need.”

The Daybreak Shelter, 611 E. Cass St., run by Catholic Charities, is a 24-hour shelter that operates all year. The shelter provides emergency housing and supportive services to homeless people and families.

On Tuesday, Daybreak provided an inside look at its kitchen, food pantries, housing program and family shelter. The shelter’s staff said they held the open house to give the community a closer look at what happens at Daybreak.

For many homeless and impoverished people in the area, Daybreak is their only way to get a meal, a place to stay or medical treatment.

Ambrose said. Staff and volunteers help serve between 300 and 500 meals a day, she said.

Most of Daybreak’s food comes from private donations and charitable organizations, such as the Northern Illinois Food Bank. The food pantry has been stocked with enough food recently – with increases expected during the holidays – but it suffered shortages in recent months, Ambrose said.

A place to stay

Hundreds of volunteers help with Daybreak’s food pantry and kitchen services, which can be especially busy during lunchtime. Anywhere from 120 to 200 people come to the shelter during lunch, said Stephanie Ambrose, volunteer coordinator.

“For many homeless people, this is their only meal of the day,” she said.

Daybreak’s staff consists of roughly 25 people, which makes the help from its hundreds of volunteers crucial,

Ambrose said the family shelter is restricted to 20 people, who receive beds, lockers and storage spaces. Inside the locker room, she showed a colorful blanket woven from plas-

“A lot of them have no way to get to a hospital … except through an ambulance,” Cura said.

A place for health One new shelter addition is the medical clinic, which opened in the spring, said Glenn Van Cura, Catholic Charities executive director. He said the clinic had a “dramatic effect” on the health of clients and pre-

He also would like to implement a tracking program to help those who leave the shelter remain self-sufficient.

“Once we get people the jobs, we see if we can track them so they’re not coming back,” he said.

Harry Flowers, 46, has been a client at Daybreak for several weeks and plans to move to Coal City when he’s ready to leave.

He came to the shelter unemployed and with no money.

With the shelter’s assistance, he works as a cold storage laborer. “[Daybreak] gets you on your feet, and it gets you going back to life,” Flowers said.

Joliet veterans project gets state tax credits

bokon@shawmedia.com JOLIET – Volunteers of America Illinois has taken a major step forward in its plan to build veterans housing in Joliet.

The Illinois Housing Development Authority on Friday approved tax credits to fund about 85 percent of the $15 million project, said Nancy Hughes Moyer, chief executive of VOA Illinois.

Hughes Moyer called the approval “a huge endorsement from the state,” noting Gov. Pat Quinn had urged the IHDA board to back the project just hours before the vote. Quinn on Friday attended a grand opening for another VOA Illinois veterans housing project in Chicago and commented on the Joliet project with the IHDA board present, she said.

The tax credits are an essential part of the project and make funding possible.

“We could not have gone forward without it,” Hughes Moyer said.

The tax credits basically are a financial vehicle VOA Illinois can offer an investor, who in turn provides the cash needed to build the project. Hughes Moyer said finding an investor should be a smooth process.

VOA Illinois already has a special use permit from the city of Joliet. Hughes Moyer said she expected it will be a year before construction starts and another year before Hope Manor Joliet opens.

Hope Manor Joliet will be a 67-unit housing complex for low-income and homeless veterans on Silver Cross Hospital’s former Joliet campus. The project is one of a number of new uses for the former hospital campus, including a Veterans Affairs mega-clinic that opened in

2013 to provide health care for veterans.

Councilman Jim McFarland, who led an effort to revive the Hope Manor project when it was languishing in Joliet, said the project will help rebuild the former Silver Cross site.

“I think it’s a win-win for our local veterans and for that blighted property on the East Side of the city,” McFarland said. “This has been a long, drawn-out process.

When we all work together, we’re able to see some nice projects like this come together for our community.”

Hope Manor appeared to be on a fast-track to development in early 2013 before city officials pulled back support, raising concerns about the density of apartments on the site. After that, Hughes Moyer said VOA Illinois was not

likely to look at Joliet again as a site for veterans housing.

On Tuesday, she credited McFarland and City Manager Jim Hock, saying, “They’re really the ones who helped us get back on track in Joliet.”

VOA Illinois still needs to get a Planned Unit Development plan approved by the city.

But James Haller, the city’s director of community and economic development, described the remaining questions as “technical” and said the major issue of density has been resolved.

VOA Illinois has two veterans housing projects in Chicago with more than 150 units. The group also owns a senior citizens housing development in Joliet – Marycrest Village Apartments.

PLAINFIELD – Employee Ken Marland has been selected by Plainfield Township officials to become the new highway commissioner following the death of Sam Reichert.

Township trustees voted to appoint Marland Monday night.

Marland has been a foreman for the Plainfield T o w n s h i p Ken H i g h w a y Marland Department since 2004. He has worked for the department as a seasonal and permanent employee since 1998, and has been a Plainfield Township resident since 1986.

“Ken’s knowledge of the highway department, and the experience he has gained as foreman, made him the right choice,” Plainfield Township Supervisor Tony Fremarek said in a news release. “The high standard of service established by Sam Reichert will continue under Ken’s leadership.”

The highway commissioner oversees road services for unincorporated township residents, including branch and leaves pickup, correcting road drainage issues and snow removal.

Reichert, the previous highway commissioner, died unexpectedly on Oct. 12 while he was using a

tractor to move vehicles on property he owned off West 135th Street. He collapsed and was taken to Adventist Bolingbrook Hospital, where he was pronounced dead because of medical issues.

Reichert was known for helping out people in need of vehicle assistance when he owned a towing business. He also was instrumental in the replacement of a 100-yearold, one-lane Renwick Road bridge over the DuPage River with a new two-lane bridge in 2012.

Marland said one of his first duties as highway commissioner will be to name the bridge after Reichert.

“We’d like to honor Sam,” Marland said, adding he knew Reichert for a long time, and their children grew up together. “He did the yeoman’s work and a great job making that bridge fit into the surrounding area while saving taxpayers money.”

Marland, who owned a vehicle paint touch-up business, said Reichert asked him to first start working for the township, plowing snow in the wintertime. Reichert then hired Marland to be his foreman after Reichert was appointed highway commissioner in 2003.

“I think that if you speak to any of our residents, we’re second to none in the services we offer,” Marland said. “I’m a firm believer that we’re out there to serve the people, and I’ll continue serving the public.”

Para of Naperville has practiced law since 1988. She is prosecutor and legal counsel for the state’s Department of Financial and Professional Regulation, which oversees licenses to practice in medicine and other fields.

“I have a diverse experience [from] encountering a high volume of cases. I’ve shown up everyday to work for 102 counties and now I want to

bring that work to Will County,” Para said.

Lennon-Archambeault of Joliet was a lawyer for 17 years and was appointed as an associate judge seven years ago. She has been reappointed each year to handle custody and visitation issues in family court and started the court’s “extern” program for law students to view real court proceedings.

“A judge is more than just presiding on the bench. A judge should make access to justice a priority for everyone and be involved [in the community] as a role model,” Lennon-Archambeault said.

Deputy Chief Ed Gregory said a resident was watching television at 11:41 p.m. when

he heard gunfire outside his residence in the 500 block of Florence Avenue.

“He went down to the floor as he heard several shots,” Gregory said. “Seven rounds struck the front window and one struck the front door.”

The 54-year-old man told police he could not think of

any reason why his house would be attacked. Gregory said witnesses reported two vehicles speeding down the street after the gunfire.

“In total, 11 shell casings were found outside the house, including 9-millimeter shell casings and a .380 caliber casing,” Gregory said.

Since judicial campaigns restrict nominees from addressing specific legal issues or cases that could come before the court, the candidates related their experience and legal philosophy in seven-minute speeches at the Black Road library branch.

“I’m humbled to have received bipartisan support for my campaign, but am also proud to say I’ve been recommended by my peers in the state bar association poll,” Rippy said.

Hale of Bolingbrook is an attorney in the Will County public defender’s felony division. She said she is a political outsider, but decided to run to offer voters a choice in representation.

“I think my campaign already shows progress [because] there’s never been a female nominee from the first subcircuit. I’m not afraid of hard work,” Hale said.

Plainfield approves Preserve residential development

Bill Lamb Plainfield trustee meetings, neighboring residents have said the Preserve development would sell homes at prices that would lower their property values.

They said many of the homes in those three neighborhoods are more than $500,000 in value, while the Preserve homes would start at $350,000 with upgrades taking them to more than $400,000.

However, no residents spoke during Monday’s public hearing.

The development will follow single-family home residential design standards recently adopted by the village. Trustee Bill Lamb said it was important to focus on those design standards.

“If they’re meeting those standards, I think we’ll end up something above ground, which is going to look very nice,” Lamb said. “I don’t think the extra space in the lot will

make any difference in the appearance.”

The board also approved codifying open hours for village-owned parks from dawn to dusk.

Plainfield Police Chief John Konopek said juveniles and young adults have consistently loitered in the village’s parks after dusk, despite signs saying they can’t be there.

“It’s not our intent to fine them all the time,” Konopek said. “But if we get repeat offenders, we want to have something in place for enforcement purposes.”

The parks affected by the ordinance include the riverfront property and Settler’s Park among others, but don’t include parks owned by the Plainfield Township Park District.

Rippy questioned putting a law in place when offenders can be cited for trespassing, but Konopek said the village has had issues with prosecuting people without any codified law.

PLAINFIELD – Village trustees approved plans for the Preserve of Plainfield residential development Monday after ensuring the developer will adopt a neighboring homeowners code.

Trustees directed the village attorney to draft ordinances to approve an annexation agreement and special use permit for the development, as long as the Dunmoor subdivision’s homeowners covenant is written into the annexation documents.

“I’d like to see that only because we’ve certainly had issues in other developments regarding covenants that we have no ability to enforce,” Trustee Dan Rippy said.

The small, 16-lot development spans one east-west road north of Dunmoor, close to the Dillman Estates and Shenandoah neighborhoods.

It requires a special use permit because the density of 2.13 units per acre surpasses zoning requirements for low-density residential property. The lot sizes, between 10,625 and 13,506 square feet, are smaller than those of surrounding homes.

At 1:19 a.m. officers noticed a gray 2008 Mercury Sable with no registration light in the 100 block of South Center Street and had the vehicle pull over, according to Deputy Chief Ed Gregory.

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Lt. Gov. Sheila Simon spoke to Rotary Club members Tuesday about two projects she’s working on.

Simon, a downstate Rotary chapter member, said finding the most effective ways to spend state money for education has required meetings all over Illinois.

“School consolidation sounds threatening to many, especially people [in] small towns,” Simon acknowledged.

While many districts want to keep their current positions, “virtual consolidation” has become a frequent recommendation. While they maintain separate school boards, virtually consolidated districts have bought textbooks and health coverage together, Simon said.

Virtual consolidation also allows districts that can’t separately afford a teacher for an art or music program to share one.

“I don’t think it saves money, but it allows every district to be more efficient with the money it has,” Simon said.

The lieutenant governor also is trying to replace the current economic disclosure form elected officials are required to fill out.

“It’s a 40-year-old form that really doesn’t disclose much at all,” Simon said. “Two pages and most of us can just mark ‘non-applicable’ on the questions. It doesn’t provide any useful information.”

Besides showing any current conflict of interest, the new “Statement of Economic Interest” would require information about future income an elected official anticipates.

“Surprisingly, this was not greeted with open arms in Springfield,” Simon told Rotary Club members.

Simon said the economic disclosure bill that passed the Senate and is in the House is “not the dream bill,” but it is still a significant improve-

Channahon’s Planning and Zoning Commission also heard the presentation, but gave no official recommendation, since no site plan has been presented.

Insurance switch Trustees also decided to switch the health insurance plan offered to 26 of the village’s employees, including police officers and non-union village staff, such as managers.

Village Administrator Thomas Durkin recommended a cooperative insurance plan, which he had experience with at his last position. But several Channahon police officers who attended the meeting said the new plan would cost them more money than their current traditional health insurance plan.

Participating in the Intergovernmental Personnel Benefits Cooperative health insurance pool, Durkin said, will save the village up to $50,000 annually and was necessary to decrease and stabilize rising and wildly fluctuating premiums.

Almost 85 governmental entities are pooled in the cooperative, according to Gregg Aleman, a representative from Arthur J. Gallagher and Co., including the nearby communities of Crest Hill, Homer Glen, Mokena, New Lenox, Plainfield and Shorewood.

Aleman said Shorewood has been a member since 1993 and has roughly a million dollars banked in reserves with the coop.

“That’s the difference in being an owner/partner,” Aleman said.

Each community retains the right to decide its own plan particulars. Catastrophic claims

should not affect Channahon as much as they did before, as the claims are balanced out by a large number of insured.

Inclusion in the co-op is a three-year commitment, and Durkin said he, other staff members and board members will work out specific deductibles and other details in the next couple of weeks.

CHANNAHON – The disparaged town center in Channahon may see some activity after years of stalled development.

A nonprofit sponsor partnering with Catholic Charities presented the Channahon Village Board with preliminary designs for senior apartments Monday, and trustees had no objections to the developers proceeding with the plans.

Jim Roberts, with the Buckeye Community Hope Foundation, said the property immediately southwest of St. Ann Catholic Church would feature three or four buildings of 12 senior rental apartments each that could rent from $700 to $1,000 a month.

The units would be one- and two-bedroom homes, some handicapped-accessible, with hard resilient floors, washer and dryers, window treatments, kitchen appliances, high-speed Internet, terraces and key pad entry systems.

The complex also would

have a fitness center, computer center, wellness center and on-site management and maintenance.

“We believe we can serve a vital need,” Roberts told the board.

Roberts said depending on the community’s need, the apartments would be restricted to ages of either 55 or 62 and older. The independent living homes would also have social service programs.

Building a town center from scratch in a village that has no central shopping/dining/ entertainment area has been a priority for Channahon for years – even before the current village hall and the church were built at the site.

Channahon hears proposal for town center

Public can comment on dam THE HERALD–NEWS LOCKPORT – The state seeks public comment on a proposal to remove the Texaco Dam on the Illinois & Michigan Canal.

The Chevron Environmental Management Company has applied for a permit to remove and replace the dam, located on the canal north of the West 2nd Street Bridge in Lockport.

The dam removal is part of Chevron’s plans to dismantle and demolish the former Texaco refinery, according to a notice from the Illinois Department of Natural Resources. A replacement dam has been proposed.

The public has until Oct. 31 to provide comments to the Department of Natural Resources.

People also can request a hearing on the project. The state seeks comments regarding any obstruction to the navigability of the I&M Canal, encroachments on the I&M Canal and the impairment of public interests or uses of the I&M Canal.

Comments should go to the Northeastern Illinois Regulatory Programs Section Office, 2050 W. Stearns Road, Bartlett, IL 60103.

A proposed replacement dam would be located about 2,900 feet north of the existing dam near the confluence of the I&M Canal and Big Run Creek.

The proposed dam would be 5 feet high and 60 feet long. It would stretch across the width of the I&M Canal.

The existing dam is 7 feet high and about 60 feet long.

Grundy sheriff’s dept. makes 18 heroin arrests

The Grundy County Sheriff’s Department and the Joliet Metropolitan Area Narcotics Squad jointly arrested the individuals who were mostly from Grundy County, but some were from Will and Livingston counties.

The warrants for unlawful delivery of a controlled substance were issued last week, said Sheriff Kevin Callahan on Tuesday afternoon, and all have been executed. Many bonded out. Tuesday afternoon, one of the Grundy indi-

viduals remained in the Grundy County Jail.

The arrests were made after authorities spent a year doing undercover work and building their cases against the individuals, Callahan said.

“This happens a lot. It might not be this many people, but we don’t sit on these types of cases,” he said.

The community has heard a lot about the “heroin epidemic” lately, Callahan said. Most recently, a 25-year-old Morris woman was found dead of a heroin overdose.

“The general public hears about this huge problem with heroin, but they don’t see every day in the newspaper arrests for heroin,” he said. “So they think, ‘What’s being done about this?’ Well, this is what

night. Geiger questioned the legality and liability of the cash payments.

Taxes, retirement fund payments, insurance and other deductions are not taken out of the cash, which could pose problems for the county and make bookkeeping inaccurate, Geiger said.

“That’s not really how we should be doing business within the county,” Geiger said.

Callahan said he is open to charging the county for the deputies’ overtime pay doing the extra work, if that is how the county wants its compensation handled.

According to the documents for 2013, the most cash a single deputy was paid for the details was $1,400 for working 14 shifts.

“I will gladly look into this, and if there is a better way to do it, with more accountability, I’ll do it,” Callahan said. “If it’s something that is not done right, I’m open to changing.”

Cole retired from the Grundy County Sheriff’s Department after several years of service. Cole would not say why he chose to bring the documents to public’s attention at this time.

“This is not about me. It’s about open and honest government,” Cole said.

Callahan said Cole worked similar cash-paid details during his time with the sheriff’s department.

Exelon Communications Manager Bob Osgood said the plant appreciates the officers who keep everyone safe.

Assistant State’s Attorney Perry Rudman said the payments do not pose an insurance liability to the county, but he was not clear whether the money must go through the treasurer’s office.

MORRIS – A decades-old practice at the Grundy County Sheriff’s Department came under question last week following Freedom of Information Act requests filed by retired sheriff’s deputy Jeff Cole.

Cole’s documents trace payments made to the sheriff’s department from the Exelon Dresden station – money that is never processed by the Grundy County Treasurer’s office.

The money is used to compensate sheriff’s deputies who provide traffic control for the plant during Dresden’s annual outage, when hundreds of additional employees are brought on to repair and upgrade plant machinery.

The shutdown can cause a “traffic nightmare” around the plant, so for more than 20 years, the sheriff’s department has scheduled deputies to work extra traffic control details to help move traffic, Grundy County Sheriff Kevin Callahan said.

Exelon negotiates an hourly rate of pay and writes a check to the Grundy County Sheriff’s office to cover all of the manhours worked.

But documents show that once the sheriff’s department cashes the check, the cash is dispersed among deputies, bypassing the treasurer’s office and not following typical payroll procedure.

Callahan did not deny the cash payments were made, but added that it has been the department’s common practice for more than 20 years.

Last year was Callahan’s first year facilitating the Exelon traffic control details.

Documents show that in 2013, Exelon wrote Callahan’s office a check for $6,800 to compensate the 10 deputies who worked a total of 68 two-hour details for Dresden. None of that money was reported to the treasurer’s office.

Born in Chicago on December 26, 1939, he resided in Crest Hill and was formerly of Paw Paw, IL. A Veteran of the US Air Force 1958 to 1962. Retired from Caterpillar Aurora, IL. after 35 years of service. Member of the Operating Engineers Union Local 145.

Springfield VA clinic grapples with short staffing issues

SPRINGFIELD – The overseer of federal outpatient clinics for veterans in central Illinois said sudden short staffing at the Springfield site is posing “unprecedented” challenges in meeting patient demands as the nation’s Veterans Affairs system faces questions about long wait times in delivering care.

Dr. Dexter Hazlewood, chief of the VA Illiana Health Care System’s outpatient clinics, said two doctors have left the Springfield clinic over the summer, putting that site “in a very, very challenged position” at a time when it has the same or greater patient demand.

But Hazlewood told The (Springfield) State Journal-Register he does not believe any patient conditions have worsened because of the vacancies and related delays in appointments.

Hazlewood said that while the recent staffing shortage has drawn complaints from some of the clinic’s 5,000 to 6,000 patients, most of them appear understanding of the situation.

Illinois Cub Scouts burned in chemical explosion

RAYMOND – Three Cub Scouts and their adult leader were injured when an experiment caused a chemical explosion in Montgomery County.

Raymond Mayor Dennis Held told KSDK-TV the boys were having a meeting outside a church Monday evening when they conducted an annual experiment. The explosion occurred when they mixed boric acid and antifreeze in a metal fire pit with the intention of making a green flame.

Nurses, University of Illinois Hospital reach pact

CHICAGO – Nurses and administrators of the University of Illinois Hospital in Chicago have reached a tentative agreement that ends the threat of a walkout.

Members of the Illinois Nurses Association were scheduled to walk off the job Tuesday after an impasse over a new contract. Union leaders now say a strike won’t take place.

The nurses had expressed

concern the hospital planned to cut the number of experienced nurses providing direct patient care. The nurses also opposed a proposal that would allow the hospital to change their schedules within 24 hours’ notice.

Chris Martin of the Illinois Nurses Association on Monday did not reveal the terms of the new contract, which the union is recommending the hospital’s 1,100 nurses accept.

Dermatologist is convicted of fraud in Medicare

CHICAGO – A suburban dermatologist has been found guilty of defrauding Medicare and private health insurers of $2.6 million by submitting false claims for more than 800 patients.

Dr. Robert Kolbusz was convicted Monday on wire fraud and mail fraud charges by a U.S.

District Court jury.

Prosecutors said Kolbusz falsely diagnosed patients with actinic keratosis, or sun-induced skin lesions that can become cancerous. He then billed public and private health insurers for treatments that were ineffective and falsely documented.

A patient testified she believed her freckles were being lightened. Kolbusz claimed he had destroyed about 491 pre-cancerous lesions.

Kolbusz remains free on bond pending his Feb. 13, sentencing

by U.S. District Judge John Z. Lee. He faces up to 20 years in prison on each count.

USDA: Illinois corn, soybean harvests slogging along

SPRINGFIELD – The U.S. Department of Agriculture said

corn and soybean harvests in Illinois are limping along.

The USDA said in its weekly crop progress update Monday that three weeks of wet conditions across much of Illinois have left the ground saturated.

The agency said that has limited efforts to bring in the crops from the fields.

The department said Illinois’ corn harvest is 43 percent complete. That’s down 20 percentage points from the average over the previous five years.

About 37 percent of the soybean crop has been brought in, well short of the five-year average of 66 percent.

Still, the USDA said 83 percent of the corn crop is rated as good to excellent. Slightly more than three-quarters of the soybean crop is classified in those two categories.

McDonald’s CEO outlines changes as its sales slide

By CANDICE CHOI The Associated Press NEW YORK – After posting yet another disappointing quarter, McDonald’s CEO Don Thompson said Tuesday the company hasn’t been keeping up with the times and changes are in store for its U.S. restaurants.

Thompson said that starting in January, McDonald’s will “simplify” its menu to make room for restaurants to offer options best-suited for their regions. To offer greater customization, he also said the company planned to expand its “Create Your Taste” offering that lets people pick the buns and toppings they want on burgers by tapping a touchscreen. The program is being offered in Southern California, and McDonald’s has said it will roll it out nationally in Australia.

“We haven’t been changing at the same rate as our customers’ eating-out expectations,” Thompson conceded during a conference call outlining the changes.

The remarks came after McDonald’s said sales at established locations fell 3.3 percent globally and in the U.S. division, marking the fourth straight quarter of declines in its home market.

Profits sank 30 percent.

The changes come as McDonald’s continues to struggle with myriad problems.

One of its biggest challenges in the U.S. is long-held perceptions around the freshness and quality of its ingredients. The chain has been fighting to boost sales as people gravitate toward foods they feel are more wholesome. As a result, people have been moving toward places such as Chipotle, which markets its ingredients as being of superior quality.

In fact, Chipotle’s sales at established locations surged 19.8 percent in the third quarter. Steve Ells, Chipotle’s coCEO, said the results show people are realizing “there are better alternatives to traditional fast food” and he expects the trend to continue.

Some analysts questioned whether the moves McDonald’s has in store will be enough to fix its problems.

Sara Senatore, a Bernstein restaurant analyst, said the company’s efforts seem focused on marketing around its food rather than changing recipes.

McDonald’s, meanwhile, launched a social media campaign last week inviting customers to ask questions about its food. It began with frank questions such as, “Why doesn’t your food rot?” and “Is the McRib made from real pork?” – showing just how bad some of the perceptions about McDonald’s food can be.

Over in China, an undercover TV report this summer showed one of its major suppliers repackaging expired meat. The plant stopped operations and many of McDonald’s restaurants in the country were left unable to sell burgers, chicken nuggets and other items. The chain’s reputation took a hit as well.

Gary Police spokesman Tom Decanter said the FBI is helping local police, including with forensics analysis. Officers also are reviewing some 70 missing persons reports since 2010, although they have no specific information any

of those individuals had fallen victim to Vann, Decanter said.

Vann is registered as a sex offender in Texas, where court records in Travis County show he served a five-year prison sentence, with credit for the 15 months he was in jail awaiting trial, after pleading guilty in 2009 to sexually assaulting a woman at an Austin apartment two years earlier.

Vann registered as a sex offender in Indiana in July 2013 after he moved to Gary, said Patti Van Til, a spokeswoman with the Lake County Sher-

iff’s Department.

Vann registered again in Indiana this past July, putting him in compliance with a state law that calls for sex offenders to re-register at least once each year, she said.

Detectives with the sheriff’s department last checked on Vann on Sept. 14 to make sure he was living at the Gary address listed on the registry.

“He had registered and complied with the requirements,” Van Til said. “We had the appropriate response from him. He did what he was supposed to do.”

By HOPE YEN The Associated Press Long seen as having devastated Sun Belt cities, the subprime mortgage crisis unleashed turmoil on Ohio and other rural areas. Now federal officials are pledging regulatory attention and financial help.

Subprime loans were distributed in the rural U.S. at even higher rates on average than in metropolitan counties.

Much of it was concentrated in Appalachia and other areas stretching from Ohio, West Virginia and Kentucky to Mississippi, Louisiana, Texas and the Great Plains, according to government data provided to The Associated Press by researchers at the U.S. Department of Agriculture and Middlebury College.

It’s a shift from conventional wisdom that larger metro areas were the hardest hit, due in part to gaps in federal mortgage data. But new research is helping shed light on many long-neglected rural counties with high rates of risky lending, coming as U.S. banks pledge relief to hard-hit communities as part of multibillion-dollar legal settlements for their role in selling shoddy mortgage bonds. Lawmakers want rural counties to get their fair share.

“Too many rural communities have been left behind,” said Sen. Sherrod Brown, an Ohio Democrat.

At the peak of the housing

bubble in 2006, about 35 percent of home loans across all rural counties were given to borrowers deemed a higher credit risk, whose loans typically come with higher interest rates and fees. In metropolitan counties, the figure was 29 percent.

The rural Ohio counties of Muskingum and Hardin ranked among the nation’s highest in subprime lending, with more than 40 percent of the loans being high-cost.

More than a dozen of Ohio’s other counties had subprime lending rates of 30 percent or greater. Las Vegas’ Clark County, a poster child for the subprime mortgage crisis, had a 23 percent subprime lending rate. Another, Orange County, Florida, had 26 percent.

The numbers reinforce what private groups have long said: The Buckeye State was tops in the share of home loans in foreclosure.

With a cultural emphasis on open space and owning a home, many rural residents jumped to get subprime loans at initial affordable terms during the mid-2000s, only to have fortunes disappear as housing boom turned to bust.

In rural U.S. counties, that has led to higher vacancy rates, population declines and a weak rebound in housing prices.

Economic pain still lingers.

McKirahan and his wife took out loans beginning in 1999 to help pay for a four-bedroom, 4,100-square-foot home before refinancing in 2005.

McKirahan says he later was surprised by the monthly payments. After losing his factory job in 2008, McKirahan filed for bankruptcy reorganization in 2010, which temporarily stopped foreclosure.

“We’re at the mercy of the system,” says McKirahan, describing lenders unresponsive in explaining the loan terms.

Now a truck driver, McKirahan worries he may owe a hefty sum on more than $200,000 in loans. “This is our home, we built it and raised our family in it, but we don’t know how much longer we’ll be able to stay.”

The Consumer Financial

Protection Bureau, the federal entity that keeps watch against bad lending, recently expressed concern with high numbers of rural borrowers who take out high-cost loans, especially for manufactured homes.

Subprime lending is showing signs of a return. Paul Nikodem, head strategist at Nomura Securities International, said there is slow but growing supply for less-traditional loans aimed at customers who may not qualify under the government’s newly tightened borrower rules. Recent federal mortgage data analyzed by the nonprofit group Housing Assistance Council suggest that higher rates of rural subprime lending persist.

“The bureau is continuing to carefully monitor all

aspects of the mortgage market, including rural areas,” said Samuel Gilford, a CFPB spokesman.

Brown and Sen. Rob Portman, an Ohio Republican, have been urging Bank of America and J.P. Morgan Chase to devote some of their multibillion-dollar settlements with the Justice Department to revitalize blighted Ohio neighborhoods. The two banks are distributing U.S. aid totaling more than $10 billion for consumer and community relief.

“Very often we act like this is only a problem in big cities.

It isn’t,” said Zach Schiller, research director of the nonprofit group Policy Matters Ohio, responding to the federal analysis being published in the journal Housing and Society. “It spread far and wide to smaller communities, and it wasn’t limited at all to just the Clevelands and Cincinnatis.”

Residents say aid is sorely needed.

Amy Lambdin, 32, a bankruptcy lawyer in Hardin County, describes rising debt as a norm. Foreclosed homes still dot the landscape, and residents describe families who sometimes disappear almost overnight, especially after cutbacks at a local auto plant in 2009.

While bankruptcy filings have recently leveled off, Lambdin says she’s not certain it’s because of improving family finances. “They’re just too poor to file for bankruptcy,” she said.

LETTERS TO THE EDITOR HOSPICE GIVES HOPE, AND QUALITY OF LIFE To the editor:

Medicare is informing us that hospice usage is increasing and will continue to increase in the foreseeable future. We have seen this in our own community with the number of hospices that provide service here in the Joliet area.

Despite this increase, the number of patients we treat who are on service for more than seven days is decreasing.

Almost half of the patients in our program are on service for seven days or less. Our No. 1 most commonly heard complaint is, “Why didn’t I know about you sooner?”

The hospice Medicare benefit is six months or less, if the disease takes its normal course.

When our team of professionals has the opportunity earlier in the disease process to relieve the pain and suffering from life-limiting illnesses, patients and families have more quality time together.

In the past five years, three universities have performed studies based on length of stay.

Each study compared quality of life for patients in and out of hospice care. In each study, patients on hospice lived longer than those not in hospice care.

While these results don’t surprise me, I’m sure they will surprise some. Patients are more comfortable in hospice care; both the patient’s symptoms and outlook improve while on hospice. That is due to our interdisciplinary team of professionals that deliver such care with compassion.

It is unfortunate that some people feel as if, when there is no more that can be done, it is time for hospice. Just ask any one of our staff – we offer much to the patient and family.

COUNTY TAX INCREASE MAKES NO SENSE To the editor:

In reference to your local news article Friday, “Divided County Board opts for property tax hike,” I was totally in disbelief that our county board executives raised the property taxes.

Will County has demonstrated the ability to reduce our budget: a $503 million budget in 2014 and now a $466 million budget in 2015 – a reduction of $37 million.

Now the county also says it has $100 million in reserves.

Great – better more than less.

But honestly – a reduced budget, a surplus, and they voted a property tax hike. Now it even looks better when they say it’s about $5.50 average per household. Average? My house is $42 based on a $4,000 tax bill.

We paid the 10-year tax increase to build the schools (which are all built) – and now fund capital improvement projects?

I hope every one of the 13 board members in the 13-11 vote lose their jobs this election or beyond. They may think they are, but they are not in the interest of the PEOPLE of Will County.

I admit we need structure in every level of government, but a raise in taxes when we don’t need it, and many people are now getting on their feet, is a big slap in the face to EVERY taxpaying citizen in Will County.

Why halt voting rules for one election?

SPRINGFIELD – I dropped by my local courthouse Monday and voted early.

Before stepping into the county clerk’s office, armed sheriff’s deputies had me empty my pockets and step through a metal detector.

After I entered the Sangamon County Clerk’s Office, a cheerful worker told me I didn’t need any identification to vote early this year.

Hmmm – they don’t trust the public to enter a public building unarmed, but when it comes to voting they’ll take anyone’s word at face value.

This year – for this election only – the Illinois General Assembly has suspended safeguards the state has in place to prevent voter fraud.

For example, now you can register to vote at the same time you vote. An ID is required for registration, though.

But a photo ID, such as a driver’s license, is no longer required to vote early.

REEDER REPORT Scott Reeder So as I was standing at the clerk’s desk waiting for a ballot, I couldn’t help but wonder: How do they know I’m Scott Reeder? Seriously, anyone could walk off the street, claim to be me and cast a vote on my behalf.

Or for that matter, it could happen to you.

According to the U.S. Bureau of Justice Statistics, 16.6 million Americans experienced identity theft in 2012.

Usually, identity thieves are creeps trying to steal money. But is it too big a stretch to think someone might try to steal an election?

No, it’s not a stretch, says Hans von Spakovsky, a senior legal fellow for the Heritage Foundation and a national expert in election law. “Illinois has a long and notorious

history of voter fraud, and these changes they are making make absolutely no sense given that history,” he said.

During the waning hours of the 2014 legislative session, Democratic lawmakers pushed through changes in voting procedures – for this election only.

Von Spakovsky said in the decades he’s studied elections nationally, he’s never encountered a state that changed the law for one election only.

“There is only one reason they would do that – they think it will benefit their candidates.”

Voters deserve to have confidence in elections. Without that, the legitimacy of those who govern evaporates.

And we deserve to have faith that those who govern were actually elected.

Lincoln-Way West tops JCA in 2nd half

By CURT HERRON cherron@shawmedia.com NEW LENOX – The first half of Tuesday’s Class 2A Lincoln-Way West Regional semifinal between the hosts and Joliet Catholic turned out to be a little too close for comfort for Warriors coach Jeff Theiss.

Despite seeing his squad get several good chances against the Hilltoppers, all that they had to show for their efforts during the initial 40 minutes was an early goal.

Following a little pep talk at the break, West picked up its play and finally broke things open by scoring five more goals as it captured a 6-0 victory to advance to Saturday’s 3 p.m. regional finals against Washington, which won, 3-1, over St. Rita.

“We talked about how you have to be prepared for the regional since every team has seniors who know that they could be playing their last time on the field, so there’s not going to be any easy games,” Theiss said.

“JCA did a very good job of frustrating us in the first half by keeping numbers back and staying organized. We were being a little too predictable sending balls over the top, and there was a lot of space outside that we didn’t exploit. I didn’t like the mood that I saw in a 1-0 game against a team that was starting to build some confidence. But I thought that our leaders did a good job of reinforcing what needed to be said and also by executing.”

JCA had the first good chance of the final half when Jared Olson sent a short try at keeper Domonic Leo, the converted field player who picked up his seventh shutout to tie Tony Prospero for the school record. Theiss credits volunteer coach EJ Kirn for his development.

West (13-8-1) took a 2-0 lead in the 48th minute when Tim Cucci found Conrad Bolster, who got past defenders and scored from close range.

Not long after Bolster and Cucci were thwarted and Dan Petrou was turned away on a series of corner kicks and shots, the Warriors found the net again in the 62nd minute after Bolster sent a pass to Justin Yaeger, who connected.

In the 65th minute, Petrou placed a pass in front of the net and Bolster was there to put in the short effort to make it a 4-0 match.

Petrou was at it again in the 68th minute when he launched a long free kick that deflected off a Hilltopper and went into the net.

West closed out the scoring in the 72nd minute when Petrou found Raymundo Muro, who got free in front of

Morris (4-4) also will be in 5A. The Redskins, who were 2-4 after Week 6, will qualify by beating LaSalle-Peru (0-8).

They will be on the small end of 5A but probably in 5A. Lemont (8-0) is the area representative solidly in Class 6A. Especially if Lin-

coln-Way West, Nazareth and Peoria Notre Dame stay out of 6A, you have to like the Indians’ chances to make a nice run.

Providence (7-1) is a small Class 7A team, but don’t expect to see the Celtics sliding down to 6A. Cary-Grove (8-0) is slightly smaller than Providence and will be a strong

entry to either 6A or 7A. The area teams that need to win to get in are Minooka (4-4), Plainfield South (4-4), Seneca (4-4) and Morris.

Minooka plays at Southwest Prairie rival Plainfield North (5-3) to finish the regular season. The Indians will be in Class 8A if they can win, while the Tigers will be in 7A. North has 35 playoff points, so it probably will qualify even if it loses.

However, there is not much of a buffer zone, so the Tigers would like nothing better than to win and erase any doubt.

The task for Plainfield South? The Cougars entertain Oswego (7-1), which hasn’t lost an SPC game in four years. On the other hand, South treats this as a playoff game, and the Cougars know Plainfield East and Plainfield North both have come close against Oswego in recent weeks.

Seneca’s season is more or less the opposite of Morris’.

The Irish were 4-1 at one

point and now must win at Coal City (6-2) to qualify. That will be anything but easy.

Bolingbrook (5-3, 35 playoff points) is in the same position as Plainfield North. The Raiders would like to beat Sandburg on Friday and erase any lingering doubt. If they don’t, they probably will get in, but why take the chance? Sandburg, meanwhile, will qualify if it wins.

I’m making some assumptions, but the way I see it, our playoff contingent will look like this: Wilmington in 3A; Coal City in 4A; Lincoln-Way West, JCA and Morris in 5A; Lemont in 6A; Providence, Lincoln-Way East, Plainfield East, Lincoln-Way Central and Plainfield North in 7A; Joliet West and Bolingbrook in 8A. Minooka and Plainfield South have a chance to add their names to the 8A list.

And don’t be shocked if Lincoln-Way West winds up in 6A.

Sixteen high school football teams in the Joliet area enter the final week of the regular season eying playoff berths. Ten have clinched, two others have a better than 50-50 chance to qualify even if they lose Friday, and four must win to qualify.

The questions that will be answered this weekend are how many playoff points (opponent victories) will be required to get in; and for those that are in, exactly where will the enrollment cutoffs fall.

According to Steve Soucie of the Kankakee Daily Journal, the No. 1 bracketologist in the state, the cutoff likely will fall at 38. If you finish 5-4 with 38 opponent victories, you may or may not make the 256-team field. It then will go to the second tiebreaker, the number of victories by opponents you beat.

The other question about the enrollment cutoffs is especially interesting in regard to Class 5A/6A bubble. Results this weekend from all over the state will help make that determination.

Nearly 70 teams statewide are 4-4 and some others are 5-3 and could be in trouble if they lose this weekend. Some 4-4 teams are large, some small. Many play opponents with better records, some play opponents with worse records, and a few play fellow 4-4 teams.

The way the playoffs work, all those results will have a bearing on the eventual field, and on the class enrollment breakdown.

In Class 5A, Lincoln-Way West (7-1) has been hovering near the cutoff on the high side, always appearing to be a threat to wind up in Class 6A. Slightly larger than the Warriors in enrollment and also bubble teams are Peoria Notre Dame (8-0) and Nazareth (8-0).

We know Joliet Catholic (6-2) and its nemesis, Montini (5-3), will be in Class 5A. That class becomes much more formidable if Lincoln-Way West,

A huge crowd draped in pink packed the Joliet West gymnasium Tuesday evening for something more than a routine volleyball game.

The noise-laden, cancer-fighting event to benefit the Joliet area chapter of Pink Heals pitted Joliet Central against Joliet West. Between the two schools, 1,300 pink T-shirts were sold.

Other proceeds came from admission tickets, raffles and a 50-50 drawing.

The Tigers won the SouthWest Suburban Blue match, 25-12, 25-9, but there were winners off the court as well. It was a touching night with a moment of silence and a parade of survivors.

“We sold T-shirts, too, and a lot of parents from both schools donated to the raffle,” Central coach Suzzie Bambule said. “We tried to help them, and next year when we host it, they will help us.”

“Melanie Boseo [a counselor at West] did a terrific job putting this whole night together,” West coach Al Mart said. “It was such a special event – so much emotion. The crowd, all the kids, it was our seniors’ last home game. And then to beat our rival Central – I’m happy for our kids.

“I told them beforehand that they will always remember this night, but they’ll really remember it if they come out on the winning end.”

West went on a 10-0 run while outside hitter Elexis Coleman was serving to take a 15-6 lead en route to winning the first match. The Tigers enjoyed an 8-0 run on Gemma Cronin’s serve and a 5-0 run with Amy Koerner serving to put away the second match.

“We’re serving better now,” Mart said. “We talked about being aggressive.

Elexis got on a nice roll with her serve.

That was good to see.”

“It was a great atmosphere,” Coleman said. “The ‘Wild West,’ our bench section, really helped us. We played together; and when we get on those runs, nothing can stop us. We stayed focused and played our game.”

“We have gotten on big runs this year against teams we didn’t normally see that from,” West middle hitter Lauren Stefanski said. “That’s been a big milestone for us.”

The 6-foot-1 Stefanski finished with nine kills, and Coleman added seven for the Tigers (21-13, 4-2). Coleman also had four blocks and two aces, Koerner chipped in seven digs and two aces, and Cronin totaled 14 assists.

“This was a big night,” Stefanski said. “The crowd was amazing. I love our cheering section. The ‘Wild West’

“Our setters did everything in their power to set up Elexis and me. They deserve so much credit.”

“The setters did a good job getting our hitters the ball in good situations,” Mart said. “They did a good job setting hits from the back row. We’re lucky we are able to use Elexis and Lauren in that capacity.”

Mari Moralnes had two kills, and Brenna Rande three assists for Central (6-26, 0-5).

“West has two awesome hitters,” Bambule said of Stefanski and Coleman.

“It’s hard to defend against Stefanski.

“But our girls didn’t quit. They kept playing. Everything about this night was great. We always enjoy facing Al [Mart] and his team. They’re always gracious.”

As much as the night meant to West, especially its seniors, Mart said he is looking forward to taking his team on the road Thursday to Stagg.

“Stagg is right with us in the conference standings,” he said. “It will be a good match for us. It will be good to play somewhere else.”

Bears lost up front against the Dolphins It’s been a tough couple of days, so let’s start with the good stuff. I think Kyle Long was overrated last year, not because he didn’t play well but because expectations for him as a rookie were so low because of his inexperience that when he played well, it seemed he was better than he really was.

It would be hard to overrate his play against the Dolphins. He wasn’t perfect, but if you study the tape, there is no question he was the best Bear on the field. And he already has become one of the best guards in the league.

Roberto Garza and Matt Slauson were fine, probably a grade of B or a B-, but Jermon Bushrod struggled and Jordan Mills was again badly overmatched.

In fairness to Mills, he spent most of the day with one of the best pass rushers in the league, Cameron Wake. But when you plug in him and Bushrod, the best you can give the line is a C-.

Martellus Bennett was solid after his best allaround game of the year last week against the Falcons, but Dante Rosario hurt the team badly with his second-half fumble.

Brandon Marshall and Alshon Jeffery struggled all day with Brent Grimes and Cortland Finnegan, and the Bears are getting nothing at receiver from Santonio Holmes and Josh Morgan.

Give the receivers a C. Matt Forte has to get more than 18 touches a game, especially when he’s on the field for all of the Bears’ 54 snaps – and yet he still had 109 yards of total offense and both Bear touchdowns.

Forte gets an A, and Ka’Deem Carey gets an incomplete for earning only one snap.

Contrary to what some seem to believe, Jay Cutler didn’t lose the Dolphins game by himself. He did, however, contribute too much to the loss.

Beyond another costly pick and another lost fumble, it’s really frustrating when you’ve talked to both the quarterback and the head coach after the game and you still can’t be sure whom to blame for the poor choices of plays and lack of a run game.

Cutler gets a C-.

Let’s start with a half-full glass on defense, too. Obviously, Jeremiah Ratliff had a big day and his best as a Bear. He wasn’t as effective in the second half as he was in the first, but if he continues to play the way he did against the Dolphins, good things are going to happen up front.

As much as Darryl Sharpton earned more reps at middle linebacker for his play in Atlanta, D.J. Williams played well in the Bears’ base 4-3, which was just less than half the total snaps on defense.

Sharpton came in for the nickel package and wasn’t bad but wasn’t great.

Tim Jennings got beat on the Mike Wallace touchdown, but other than that played one of his best games of the year.

The rest of the defense struggled, starting with defensive end Jared Allen, who was dominated by Branden Albert, and Willie Young had an off day, as well. Lamarr Houston wasn’t good, but he was more effective than he’s been. The defensive line was a C at best.

Shea McClellin was awful in pass coverage and below average against the run; and after a strong performance in Atlanta, Khaseem Greene really struggled, too. The linebackers earned a C-.

Kyle Fuller was having a tough day before getting injured, and both Sherick McMannis and Demontre Hurst hurt the Bears at the nickel. The secondary was also a C-.

As for the locker room issues, I have no tape to watch. But go back if you can and look at the Reshad Jones return on his interception of Cutler.

What you’ll see is Brandon Marshall racing 40 yards back upfield and selling out to make the tackle and cause a fumble.

The Associated Press CHICAGO – Antti Raanta made 32 saves to earn a shutout in his first start of the season, and Patrick Kane scored two power-play goals to lead the Blackhawks past the Philadelphia Flyers, 4-0, Tuesday night.

Chicago’s Brandon Saad and Bryan Bickell scored along with Kane in a 2:06 flurry late in the first period.

Raanta was sharp as he stepped in for Corey Crawford – the Blackhawks’ No. 1 goalie who is out day-to-day with an upper-body injury – to record his second career shutout. Among his saves were two point-blank stops on Philadelphia’s Claude Giroux and one on Matt Read late in the second period.

Besides their first goals this season, Saad and Bickell each had assists as Chicago’s third

line, centered by Brad Richards, clicked and the Blackhawks improved to 4-0-1. Richards, who signed as a free agent last summer following a contract buyout by the New York Rangers, set up Saad’s goal to earn his first point as a Blackhawk.

Philadelphia’s Steve Mason made 39 saves. He was back in net for his fifth start in six games despite being pulled after two periods in the Flyers’ comefrom-behind 6-5 overtime win at Dallas on Saturday, their only victory.

The Blackhawks came out strong for the third straight game. Chicago outshot Philadelphia 19-9 in the first and connected on three of five shots during a flurry late in the period Saad opened the scoring 11:54 in. Mason made flashy close-in saves on Saad and Richards, but then Saad outmuscled the Flyers Michael Del Zotto to the net

and tucked in a loose puck from the goal line after Richards centered it.

Kane made it 2-0 with a power-play score 32 seconds later.

He swatted in the puck from the left side of the net after Patrick Sharp’s shot from the blue line caromed off the back boards.

Set up by Saad’s cross-ice pass, Bickell extended the lead to 3-0 with 6:00 left in the period when motored down the slot and ripped a shot over Mason’s shoulder.

Raanta was most heavily tested in the second period, when he turned aside 10 shots, and late in the third during a Flyers’ power play.

Kane added his second power-play goal from a goalmouth scrum at 3:50 of the third to complete the scoring.

Raanta came up with a shoulder save on Jakub Voracek with 6:30 left to preserve the shutout.

A small, intimate space New Joliet eatery features gourmet, handmade burgers & chips

BY DAWN AULET Shaw Media Correspondent JOLIET – Having spent 20 years managing Joliet-area restaurants, Elina Triantou knew exactly what she wanted when she decided to open one of her own.

But just because Triantou is from Greece, don’t mistake Hamburgerseria for a Greek diner. Hamburgerseria is a small, intimate space where customers can enjoy handmade burgers paired with coffee and sweets.

“We did a lot of research,” said Triantou, owner and manager. “We wanted something different in the town.

Something small, something for me. The whole thing, it’s like for your lunch break.

Nothing is precooking. You can come in and sit.”

Hamburgerseria puts its original burger sauce on most of the burgers. These include the Classic Cheeseburger (American cheese, iceberg lettuce, tomato and onions) or the O’Hare Burger (Swiss cheese, portobello mushrooms and grilled onions).

Certain specialty burgers do not have the sauce, Triantou said, such as the Italiano Burger (fresh mozzarella cheese, roasted red peppers and marinara sauce) or the French Burger (Triantou’s favorite, with Brie cheese and cranberries).

Of course, if the customer requests it, the sauce always can go on the side, Triantou said. She would not reveal the ingredients of the burger sauce, but she did say it had a mayonnaise and ketchup base.

Customers also can customize their burgers. As long as Hamburgerseria has an ingredient, it will use that on a burger for a customer, Triantou said.

That is true -- unless one inherits so much money that one does not need to work.

Imagine that you are on defense at the bridge table. Declarer leads a card from the dummy, and you are next to play with a useful holding in that suit. Obviously there will be occasions when you must play low smoothly and others when you can afford to pause to work out the best defense. But knowing which way to turn is often difficult.

In today’s deal, South pushes into six hearts. West leads the club 10. South takes the trick with his ace, plays a spade to dummy’s ace (West follows suit with the eight), and calls for the heart nine. Should East play low smoothly or win with his ace? (Putting in the queen cannot be correct.)

“Second hand low” is right much more often than not. But here, if East does immediately follow suit with his heart five, South will probably also play low, the percentage play for only one heart loser. Then he will lose only one trump trick and make his slam.

East should notice that declarer cannot get back to the dummy to play hearts again. East has the spade king and diamond queen, and if South can play three rounds of clubs, East can overruff the dummy on the third round. So taking the first heart trick guarantees defeating the contract.

Dear Abby: I met a guy over the phone when he called my number by mistake. After a brief conversation, not particularly polite on my part, the call ended.

Forty-five minutes later he called me back, saying he couldn’t stop thinking about me. I thought, “Who is this goofball?”

Over time, my phone has been “pinging” with messages from him. He has sent his life story, photos and address.

He even gave me his Social Security number and told me to run a check on him to see for myself that he’s legitimate. We have been talking for eight months and are making plans to meet. He lives in another state, but he has a sister in mine.

Should I meet him in his hometown or let him come to me? I don’t believe this is a game-playing situation. I am 55 years young; he’s 64.

We converse on FaceTime daily and at night we have Bible studies together via the Internet. He makes me happy. What is your opinion, and what should I do?
