Joliet officials prepare for state money grab

By BOB OKON bokon@shawmedia.com JOLIET – Joliet officials are preparing for the possibility they will never see millions of tax dollars that belong to the city but are being held by the state.

Mayor Bob O’Dekirk told the City Council and staff on Tuesday that he wants the city to make contingency plans to avert a Joliet fiscal crisis in case the state never hands over gambling and gasoline taxes that amount to about $1.8 million a month.

Joliet and other cities have not seen any of the money since July, when Gov. Bruce Rauner declared the state did not have the authority to distribute the money without a budget.

“I hope it doesn’t come to this, but I think we should look at contingencies,” O’Dekirk said. “I’d hate to see a situation where we can’t make payroll.”

Finance Director James Ghedotte said the city staff already has stopped taking bids on street projects that rely on Motor Fuel Tax Funds, which come from the city’s share of state gasoline taxes.

“I hope it doesn’t come to this, but I think we should look at contingencies.”

Ghedotte said municipal finance directors speculate the state is holding onto money owed to cities to cover its own financial shortfall.

“The finance directors think they want to keep that money in case they run out of money to pay the bills, and then they’ll use our money,” Ghedotte said.

“We’re just guessing.”

He said the speculation is that the state will run out of money to pay its bills in January.

O’Dekirk said he became increasingly concerned after seeing a video of a member of the governor’s financial team discussing reserve funds held by municipalities.

Comments made in the video, O’Dekirk said, suggest “they’re going to call on the cities to eat their reserve funds to allow the state to balance its budget.”

Reserve funds amount to savings available to pay for emergencies, unforeseen expenses and special needs. Joliet and most municipalities carry reserve funds to avoid getting into the situation the state is in.

“All the communities work their tails off and try to balance their budgets. Now they’re trying to take it away,” Councilman Larry Hug said.

Joliet had a $53 million reserve fund at the end of 2014, Ghedotte said. Of that amount, $8 million was used to balance the budget in 2015 and another $15 million was used to buy Evergreen Terrace, the low-income housing project that Joliet seized in court through eminent domain.

Ghedotte said the potential loss of gambling and fuel taxes, along with the governor’s threat to keep state income tax money that now comes to municipalities – about $7 million a year for Joliet – would lead to cuts in city services.

“We still have $30 million,” Ghedotte told the council. “We can handle the cash flow. However, if the state decides to keep our money, we are going to have to amend our budget.”

Joliet police: Woman crashed car, bit older woman’s hands

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – Police said a drunken woman crashed her car into a house and bit a senior’s hands.

Joliet Deputy Police Chief Ed Gregory said the confrontation occurred at 10:37 a.m.

Saturday after a 2005 Mercury Marquis struck an attached garage in the 1200 block of Connecticut Avenue.

“Lisa G. Holmquist, 56, then went into the residence saying she was looking for her son,” Gregory said. “Witnesses in the residence said she began strug-

gling with a 77-year-old woman and bit the woman in both hands during the fight.”

Other occupants ejected Holmquist from the house and called 911. Gregory said police Lisa G. arrived to find Holmquist the 77-year-old “bleeding heavily from both hands.”

Holmquist was “visibly intoxicated” and had to be held by an officer to keep from falling, Gregory said.

“But as officers were talking

to everyone, she did try and go after the [77-year-old] woman again,” he said.

The victim was taken to Presence St. Joseph Medical Center. Police reports stated the garage did not suffer structural damage from the crash.

Holmquist, of the 1100 block of Alann Drive, was arrested and booked into the Will County Jail on charges of aggravated battery, criminal trespassing, aggravated driving under the influence and driving with a suspended license. She was released Monday evening after posting a $75,000 bond.

Plainfield Central band comes together for ‘Sounds of the Stadium’ concert

By LAUREN LEONE–CROSS lleonecross@shawmedia.com PLAINFIELD – Tuesday night’s band performance at Plainfield Central High School marked a milestone for freshman trumpet player Caleb Nelson.

It signaled the 14-yearold’s survival of his first year as a Wildcat Marching Band member – a feat that, not too long ago as an eighth-grader, seemed out of reach.

“I was so close to quitting,” Nelson said, recalling how wisdom teeth surgery forced him to sit out of much of band camp, putting him at a disadvantage against other musicians.

Before the high school band’s annual “Sounds of the Stadium” performance Tuesday, Nelson relayed his story to some of the eighth-grade band members from Timber Ridge and Indian Trail middle schools who played as special guests.

“I’m proud of how far I’ve come,” Nelson said, adding he hopes that message reaches younger students on the fence about joining band next year – when the stakes are higher and practices are more trying. “[High school] is nothing like eighth-grade band,” he said.

And he’s right, said Dan Valkema, band director at Plainfield Central.

Valkema said the annual “Sounds of the Stadium” concert – the high school band’s last performance outside of a final football game later this week – gives eighth-graders the opportunity to play alongside older students and see if it’s something they would be interested in continuing in high school.

“We very much encourage them to continue with the high school band, regardless of skill level,” Valkema said.

D-204 partners with treatment provider Nonprofit organization will offer on-campus services for students

By FELIX SARVER fsarver@shawmedia.com JOLIET – Joliet Township High School District 204 board members approved a partnership with a Bloomington-based nonprofit organization that provides addiction treatment services.

At Tuesday’s meeting, board members unanimously approved a memorandum of understanding between Chestnut Health Systems and District 204. The school district plans to work with the organization to provide substance abuse assessment and addiction counseling services for

students.

“We think Chestnut will be a perfect partnership,” said Superintendent Cheryl McCarthy.

Under the memorandum of understanding, Chestnut Health Systems services will be billed according to regulations set by the Division of Alcoholism and Substance Abuse and will not be the responsibility of District 204.

Chestnut Health Systems reached out to District 204 officials in May to form the partnership, district officials said.

Under the partnership, students will be able access Chestnut Health Systems services at its Houboult Road location, as well as West and Central campuses.

Jo Wooten, West high school assistant principal, wrote in a memo to McCarthy adolescents in need of addiction treatment services without transportation are not able to receive addiction services.

Adolescents placed for residential treatment are “not afforded accessible aftercare upon returning to the home en-

vironment,” she wrote.

“This partnership is going to be able to provide on-campus support for our families in the area,” Wooten said at the meeting.

District officials said Chestnut Health Systems use an evidence-based program called Adolescent Community Reinforcement.

This approach seeks to replace external causes of alcohol or drug use among adolescents with “prosocial activities and behaviors that support recovery,” according to the Substance Abuse and Mental Health Services Administration.

JJC committee members named Reedwood meeting on Thursday about cellphone monopole

JOLIET – Membership for each Joliet Junior College Board of Trustees committee has been established after the appointment of new members.

The board committees cover everything from capital projects to legislative impact on the college to environmental initiatives. At least two JJC board members sit on each of the committees, and committee meetings are open to the public.

In the past month, board trustees have appointed two members – Alicia Morales and Patricia Deiters – to fill seats vacated by former Chairwoman Tina Markley and trustee Barb Adams, who both resigned unexpectedly at an August meeting.

The board committees now active at JJC include those for the following topics: buildings and grounds; Illinois Community College Trustees Association and Association of Community College Trustees; legislative oversight and gov-

ernment officials recognition; J.D. Ross Extraordinary Service Award; president evaluation; and sustainability.

Board Chairman Robert Wunderlich decided to bring the sustainability committee back into action as part of the college’s overall effort to pursue environmentally friendly initiatives.

“I wanted to bring it back because I think it’s good we have something like that so the people of [JJC District 525] know we got a conscience about sustainability,” Wunderlich said.

The JJC district covers several counties, including Grundy, Will and Livingston.

Wunderlich said the building and grounds committee, which addresses bid statuses and capital projects, will be chaired by trustee Michael O’Connell and include trustee Dan O’Connell, who was appointed Sept. 8 after former Chairman Jeff May’s resignation because of a health issue in July.

JOLIET – The Reedwood Neighborhood Association will meet and vote Thursday on a proposal for a 100foot cellphone monopole in the neighborhood.

The meeting will be at 6:30 p.m. at the Center for Disability Services building, 311 S. Reed St. in Joliet.

The monopole would be built at the Center for Disability Services if the Joliet City Council approves a variation of use permit. The council earlier this month delayed a vote on the monopole until the community meeting could be held.

All members of the

public will be allowed to speak at the meeting, said Jan Nahorski, president of the Reedwood Neighborhood Association. But only dues-paying members of the association will be allowed to vote.

The vote would serve as a gauge of neighborhood opinion for the council, which ultimately will approve or deny the permit for the monopole. The council was to vote on the permit on Oct. 5 but tabled the matter.

The Center for Disability Services would collect revenue from the monopole, which would be built, owned and operated by National Wireless Ventures and used by T-Mobile.

The legislative oversight and government officials committee will be chaired by Vice Chairman Andy Mihelich and include trustee Alicia Morales. Wunderlich said the committee studies the effect of state and federal legislation on JJC as well as recognizes local government officials who make decisions that benefit the college.

Mihelich and Deiters will be on the J.D. Ross Extraordinary Service Award committee. The committee searches for candidates for an award that was established in honor of President Emeritus J.D. Ross.

The president evaluation committee will be chaired by Michael O’Connell and will include Deiters, Wunderlich said. He said trustees evaluate the president every year and give her goals to fulfill. The president also does a self-evaluation for trustees, he said.

Museum, Lockport Gallery on probation John Lustig, gallery manager for the Lockport Gallery, said Tuesday the museum’s credibility and ability to attract federal and state grant dollars will be at risk if the probation leads to a loss of accreditation.

He added that the unanimous vote is a “significant finger-wagging” at Illinois for shutting the systems’ doors due to the budget impasse.

The Illinois State Museum system has been accredited since 1972 and has been re-accredited four times.

State Rep. Emily McAsey, D-Lockport, said Tuesday the vote is “very, very unfortunate.”

“One of the requirements for accreditation that is you are open to the public,” McAsey said. “Given the actions of the administration, clearly that ... is not being met.”

American Alliance of Museums Accreditation Commission Chairman Burt Logan said in a news release the commission has “grave concerns” about the affect of the closure on the long-term viability of the museum system.

“The actions by the Illinois state government that forced the Illinois State Museum system to close to the public left us no choice but to place this museum on probation pending further information from the museum system,” Logan said in the news release.

PLAINFIELD – More than 150 Community Christian Church parishioners filled the Plainfield Village Board meeting room Monday to show their support and numbers.

A: We hope not. Although done under a Democratic Governor and Democratic house and senate, there were significant changes in 2011 which favored the employers, and, unlike most legislation, had no benefit to the employees. Significant was the imposition of something called AMA Impairment Ratings, which are artificially low numbers assigned to injuries, which are clearly designed to lower awards. By statute Illinois uses the AMA Sixth Edition, whereas other States which have used previous Editions, such as Iowa, have rejected this Sixth Edition because it was not bipartisan and not done in consultation with representatives of labor, but only business.

As an example of how ridiculous they are, if a person as a horrible crushing knee injury where he tears his ACL, MCL, his lateral and medial meniscus, fractures the knee cap, and suffers a condition resulting in softening of the underside of the knee cap, only one of those conditions can get an impairment rating, and the others get no rating at all – zero!

Fortunately, in Illinois these AMA Impairment Ratings are only a consideration, although the latest legislation offered by the employer side of things is to allow Arbitrators to decide cases solely on these AMA Impairment Ratings. This would be grossly unfair.

One change that is implemented is that downstate Arbitrators have to change assignments every two years, and that will come up January 1, 2016. We will get three new Arbitrators, for the Will County Area, and their names have already been announced. While we will miss our three current sitting Arbitrators who have all done a great job, the new ones are likewise excellent, with many years of experience in the workers’ compensation field. The only problem with switching Arbitrators every two years is that the new ones have to learn the players, both as to lawyers and doctors. One reason I believe we do so well in our cases is that the Arbitrators we appear before know that they can trust what we tell them. While many of the other workers’ compensation lawyers are equally trustworthy, unfortunately some are not. More important to the Claimant, however, are the doctors. Some doctors are more believable simply because they are more qualified and more thorough than others. Other doctors, especially ones doing defense medical exams, may not be credible, as they make over $300,000 a year on these exams and almost always side with who hires them. There are a few defense medical examiners that are very credible. The good news is it won’t take long for the new Arbitrators to learn who is who, and two of three new ones have significant past experience in Will County.

Q. Tort reform is good for me, the taxpayer, right?

A. If you believe in PEOPLE before PROFIT, then no. The simple truth is that most of the propaganda regarding frivolous lawsuits is funded by the insurance industry and big business. Think about that. What is their motive in trying to destroy the current judicial system? Is it some sense of righteousness and protectiveness for the individual, or is it to protect their profits and their businesses?

The truth is that the judicial system does weed out a majority of “frivolous lawsuits” without any reform needed. A good lawyer/law firm will look at a potential case to determine this long before filing anything in court. Additionally, recent statistics supplied through ITLA show that more than 70% of the cases in our court system today are not related to injuries at all, but rather are ones filed by businesses suing other businesses or individuals! In fact, the number of filed civil cases has dropped 26% since 2007.

So why all the hoopla about a “need” for tort reform? If corporations and insurance companies can shift the burden of their negligence away from them, then they don’t pay for it. This certainly

helps earn bigger profits for the companies and their shareholders.

But, what happens to the injured person? Or how about the taxpayer? Strangely enough, the injured person still has bills to pay after the injury. If insurance from the negligent party doesn’t pay for it, who does? Well, frequently, the injured party’s health insurance refuses to pay because the injury was the fault of a third party! So that leaves, you guessed it, THE INNOCENT INJURED PARTY!! And what happens if the person has been so injured that he/she can’t work anymore? Once again, the negligent party gets off free, but now the taxpayer is paying through the taxes he or she pays for programs that assist the disabled.

So why should you care about tort reform? Because it is the systematic shifting of the cost for damages away from the person or entity that caused it, to us, you & me, the people who work and pay into our system as responsible citizens. So next time someone claims the need for tort reform, please consider this question: What is wrong with holding the negligent person responsible and accountable for the results of their actions? The Answer: Nothing.

Let the responsible party (Business or individual) BE responsible and pay for the consequences of their actions! adno=0365740

ANSWER: You are not going to like this answer: Your friend’s children will most probably get everything including the home at his death.

Under Illinois law, if your friend dies without a Will and the home is in his name only and most of the personal things are also in his name, then his children will inherit everything.

Section 2-1(b) of the Probate Act of 1975 says the following about your situation: Since there is no surviving spouse but there are children of your friend who died, then your friend’s entire estate goes to his children. Period. Illinois does

not recognize “common law” marriages as some states do.

Also, Illinois does not recognize “palimony”; that is, support for one member of a couple who never married after they have separated.

If your friend’s children get really nasty following his death, then you may have to prove to a Court that those personal items of yours and your furniture that you brought into your friend’s home are really yours.

To avoid this situation, urge your friend to contact his attorney to prepare a Will and possibly an inter-vivos or “living” trust.

Your friend should also have his attorney prepare a durable Power-of-Attorney for Property to state who will handle his business affairs if he becomes disabled. Lastly, he should also make a Health Care Power of Attorney to appoint someone to make decisions regarding lifesupport and do-not-resuscitate orders if he is not able to do so himself.

QUESTION: I have a friend with whom I have been living for more then five years. We are both over 65 and we were both married before. Our spouses are both deceased. Because of certain financial concerns we have not gotten married. He has children from his marriage; I have none. I sold my house.

Body found in river identified

By BRIAN STANLEY bstanley@shawmedia.com SHOREWOOD – An autopsy showed a man whose body was found Monday in the DuPage River drowned.

William Klem, 44, was identified through tattoo comparison and a hospital identification bracelet, Will County Coroner Patrick K. O’Neil said.

Klem was homeless but had most recently been living in Shorewood, he said.

About 1 p.m. Monday, a fish-

erman spotted the body floating face up in the water 100 yards west of the Route 59 bridge, according to Shorewood police.

Troy firefighters and Department of Natural Resources police removed the body from the water.

Shorewood Police Chief Aaron Klima said Tuesday there are no obvious signs of foul play.

“Determination of the final cause and manner of death will await toxicology results and police reports,” O’Neil said.

SPRINGFIELD – Illinois Democrats attempted another flanking maneuver Tuesday around holdout Gov. Bruce Rauner on the nearly four-monthlong budget impasse, moving legislation to free up money already collected by the government that is owed to city governments, lottery winners, emergency service providers and more.

But after a daylong session in the capital, like many before it since the General Assembly’s official May 31 adjournment, there was nothing much to show. A stalemate between the Democratic-controlled General Assembly and the Republican governor has left the state without a budget that was supposed to take effect July 1.

Even the spending plan didn’t make it to the floor.

The Executive Committee advanced the measure to release $1.9 billion in money collected as motor fuel tax

His spokeswoman, Catherine Kelly, said the legislation is “another attempt by the Democratic majority to piecemeal together a budget that will force a tax hike on Rep. Frank h a r d w o r k i n g Mautino families.”

Lawmakers also voted overwhelmingly to appoint longtime state Rep. Frank Mautino to be Illinois’ next auditor general. The Spring Valley Democrat will replace William Holland, who announced earlier this year he will retire at year’s end.

Mautino has served in the Legislature since he was chosen to fill his father’s seat after the elder’s unexpected death in 1991. The Senate voted unanimously to appoint him to the job overseeing audits of state agencies. The House approved the appointment 102-10.

A graduate of Providence High School. Prior to her marriage, she was employed by the Joliet Herald News and wrote a column, “Shopping Flashes noted by Marie”. She was a soloist for many years at the Church of St. Anthony and a vocal student of the famous opera star, Rosa Riesa. She had great pride and love for her family who in turn treasured her many paintings needleworks and her Italian cooking.

Later in life, she became a co-owner of Gallo and Ward Imports. After a trip to Medjugorie, she organized a Rosary of Reparation Service which is held once a year at several parishes in Joliet.

Kimberly A. Lake, age 59, passed away Monday, October 12, 2015, after struggling with several health issues.

Born in Joliet on June 11, 1956, Kim remained a lifelong Joliet resident.

A loving sister, aunt, and great aunt, Kim enjoyed spending time with family, watching the Bears and Cubs play, and going for long rides.

Preceded in death by her parents, George and Ruth (Marge) Lake; and one brother, Scott Tatroe.

Born: June 27, 1934; in Joliet, IL Died: Oct. 17, 2015; in Joliet, IL In the waking light of this past Saturday morning, our devoted mother and grandmother departed this life in the peaceful calm of her surroundings at the Joliet Area Community Hospice Home.

After a year-long battle with lung cancer and several other ailments, this remarkably resilient woman’s journey had concluded; or perhaps had just begun.

We trust in our faith that her beautiful soul has been reunited with those of her family and friends,

including her husband of 60 years, James “Jim” Neilis (2013); daughter, Terri Rys (2012); son, James “Chip” Neilis, Jr. (2004); as well as her mother, Mary Gusich Kane; father, Lester Schwab; sister, Jackie French; and brother-in-law, William “Bill” Neilis.

She will be deeply missed by her surviving family, two daughters, Debbie (Cliff) Spencer and Nancy Neilis; four grandchildren, Brooke (Josh) Spencer, J.R. Neilis, Jennifer Neilis and Nicole Semplinski; four great-grandchildren. Several nieces and nephews also survive.

Marilyn was born in Joliet and a lifelong resident. She was a graduate of St. Francis Academy, Class of 1952.

She and Jim were married in 1954 and as they started their family, she became immersed in supporting her husband’s and children’s endeavors.

As her children became adults, she began working for Joliet Township High Schools, initially at the East campus and then the Central campus and ultimately the West campus until she retired after nearly 35 years of service.

We will always admire and remember her strength, courage and devotion to her family and friends.

She was a member of the Joliet Junior College Community Band for 20 years, and the Lewis University Symphony Orchestra Bicentennial Band for several years. Carol loved spending time with her grandchildren, cousin Sandy and several of her close friends and neighbors.

She was an avid Chicago Cubs fan.

Carol also enjoyed music, knitting, reading and crafts.

Survivors include her daughters, Sara (Mark) O’Dwyer of Lombard, IL, and Carrie (Doug) Arnold of Beloit, WI; grandchildren, Will, Whitney and Waylon Arnold; brother, James (Joan) O’Hare of Peoria, IL; niece and nephew, Emily (Nick) Cramer and Tom (fiancée, Sandra) O’Hare; other relatives and friends.

She was predeceased by her parents.

CHARLES SIANO JR. Charles Siano Jr., 91, passed away peacefully Oct. 17th at home surrounded by friends and family in West Union, SC. Charles was a WWII Vet and proudly served in the 9th Division of the U.S. Army. He fought in the Battle of the Bulge with the 47th Infantry, which successfully took the Bridgehead at Remagen in tact. Grace was born February 27, 1917, to the late Istvan (Stevan) and Vilma (nee Gyorgy) Gergely. A lifelong Joliet resident, Grace was active in the PTA while raising her family. She was a talented seamstress in her younger years and enjoyed making clothes and costumes for her children. Grace made the vestments for the priests at St. John’s Catholic Church and worked for a short time as a seamstress for the WPA (Work Progress Administration) sewing for the less fortunate. She also worked as a seamstress at Hart, Schafner & Marxx as well. Grace was gifted musically and enjoyed playing the organ for family and friends.

CHICAGO – The American Cancer Society now says women should start mammograms later in life and get fewer of them, a stance that puts the trusted group closer to an influential government task force’s advice.

In new guidelines out Tuesday, the cancer society recommends that most women should begin annual screening for breast cancer at age 45 instead of 40, and switch to every other year at 55. The task force advises screening every other year starting at age 50.

It’s not a one-size-fits-all recommendation; both groups say women’s preferences for when to be scanned should be considered.

The advice is for women at average risk for breast cancer.

By ROB GILLIES The Associated Press TORONTO – The stunning victory of Justin Trudeau will reverberate beyond Canada’s borders after the Liberal Party leader emphatically ended a decade of rule by the most conservative leadership in the country’s history.

Among the areas in which Trudeau differs from his predecessor, Conservative Stephen Harper: airstrikes against the Islamic State group, climate change, immigration and whether relations with the U.S. should hinge on the future of the Keystone XL oil pipeline.

Speaking Tuesday at a rally in Ottawa, Trudeau, 43, – son of one of the country’s most dynamic politicians – underlined the sea change.

“I want to say this to this

country’s friends around the world: Many of you have worried that Canada has lost its compassionate and constructive voice in the world over the past 10 years. Well, I have a simple message for you on behalf of 35 million Canadians.

We’re back,” he declared.

With Trudeau’s decisive victory Monday, Canadian voters reclaimed their country’s liberal identity, giving the new prime minister a commanding majority in parliament that will allow him to govern without relying on other parties.

Illinois’ woes a result of Jim Edgar kicking the can down the road SPRINGFIELD – The Unindicted One has spoken.

Former Gov. Jim Edgar is none too happy with the current occupant of the Executive Mansion.

He thinks it’s time for fellow Republican Gov. Bruce Rauner to capitulate to Mike Madigan and quit holding out for fundamental reforms in exchange for a budget deal.

First, let me say, I like Jim Edgar.

He managed to serve eight years as the state’s chief executive and not get indicted. That, in Illinois, is a miracle.

And, like me, he’s a downstater and a teetotaler.

I like this guy.

I’d love to sit down with him at Springfield’s MCL Cafeteria eat lima beans and Swiss steak and talk politics. After all, he’s an interesting fellow.

But during his time in office, Edgar was far too willing to compromise.

And Madigan played him for a fool.

The crowning achievement of Edgar’s time in office was the so-called Edgar Ramp, which was touted as a cure-all for the state’s pension woes.

It wasn’t. It isn’t. And it never will be. It simply delayed the state’s day of reckoning.

In fact, it made things worse.

Back in the 1990s, the state’s finances were a mess. Pensions were underfunded, in part, because annual payments had been skipped and the money spent on other things.

For months, Edgar, legislative leaders and union bosses hashed out how to “solve” this predicament.

And they gave birth to a rat.

In a nutshell, the grand compromise Edgar championed called for having low annual

REEDER REPORT Scott Reeder pension payments while he was in office and higher ones when future governors were in office.

He kicked the can down the road. He made his problem that of future governors.

The ramp also failed to fundamentally reform the pension system.

So future lawmakers – and governors – were able to skip payments when they were faced with those extra-high amounts Edgar dumped on them.

So, when Rauner entered office this year, the state had the worst-funded pensions in the nation.

This massive pension debt precipitated a crisis that has many Democrats in the Legislature squawking for a tax hike.

Rauner has said he won’t agree to a tax hike unless fundamental reforms are first put in place to make lawmakers more accountable to voters, diminish the power of longtime legislative leaders and improve the state’s business climate.

Madigan and company have dug in their heels and refused to compromise.

Rauner isn’t budging, either, and the state has gone four months without a budget.

Now Edgar wants Rauner to give in.

But, gee, Jim, how well did your compromises work out?

Haven’t they contributed to the mess the state now finds itself in now?

A very special congrats to this outstanding career-focused Joliet student, Kassandra Caceres, who will enthusiastically represent Joliet Township High School District 204 and the state of Illinois as a delegate at the Congress of Future Medical Leaders in Boston next summer.

This incredibly very well-deserved honor received by this fantastic young lady is another clear example of the multitude of career-focused students that attend our local public and private schools. These success-driven students continue to positively contribute to our local community by inspiring their fellow classmates to achieve similar academic successes.

This humble young lady deserves to be recognized as a role model – and, hopefully, many other students strive to emulate her career aspirations.

Pride of a parade in Romeoville

To the Editor: In September, Romeoville holds its Founders Day Parade. I walked down Dalhart and stopped in front of R.C. Hill School to watch our parade with gratitude and pride.

I continually think about our pioneer front-runners (forefathers). These people of old had strength and determination to succeed and push ahead. They persevered every day to give

us a start.

As a grateful member of the Romeoville Area Historical Society, I have the privilege to be exposed to some of the beginning of our pioneers.

They survived for us residents to follow. Our book that we published in 2013 has many true tales of their family life, one-room schoolhouses and more. Another book following Hampton Park is in progress. We always appreciate any historical information given to us for our upcoming book.

Mayor John Noak took the lead at the front of the parade, his family behind him in a pickup truck. Also, walking were our trustees. Our pioneer residents would applaud these people, because they care just as our forefathers did. They continually reach out and improve Romeoville for the good of all residents.

Next came marching bands from Romeoville and other villages. There were clowns, candy, fire trucks, police cars and more.

As an old saying goes, “We have come a long way.” Progress does continue.

Parades always bring out our respect for our community and the “good growth” we all enjoy.

I also remember, 55 years ago, President John F. Kennedy said at his inauguration, “Ask not what your country can do for you, ask what you can do for your country.”

As a Romeoville resident for 53 years, I ask myself what can I as a community servant do for my village to improve and make it better.

We all need respect for our village and its residents, because it’s the right thing to do.

The Angels talked about playing with more energy – then went out and did just that when they hosted Carmel in Tuesday’s Dig Pink Breast Cancer Awareness Night.

In addition to the event raising more than $2,000 for an important cause, JCA got a boost heading into the postseason as it captured a 25-14, 25-16 East Suburban Catholic Conference win.

“We talked to the team yesterday and let them have their say about where we think we are and where we need to move forward to heading into the playoffs,” Scheibe said. “We talked about what it felt like last year and why it didn’t feel

like that this year and what can we change. And I think that we started to change a little bit tonight.

“I’m trying to push the girls out of their comfort zone, and they’re trying to push me out of my comfort zone a little bit.

I was standing tonight, and I never stand, but they asked if I would maybe help bring a little bit more of the energy. I think that we’re on the right path, and we played a very solid game. I felt that we were

in control from point No. 1 to point 50.”

The Angels (19-12, 4-3), who wrap up regular season play Thursday against Seton Academy, jumped out to early leads in both sets and never allowed the Corsairs to get within six points of them down the stretch.

JCA has had its ups and downs this season as it tries to recapture the magic it had last year when it got hot and advanced all the way to the Class 3A championship match.

Six players are back from that runner-up team, and they’ve had a pair of 8-2 streaks, but a lengthy injury to Megan Cladis has disrupted the squad’s progress.

They hope to have everything working together again when they compete in their own regional and then take part in the Lincoln-Way West Sectional, where they are seeded second behind Providence

Central got solid statistics from junior setter Ashley Shook (18 assists, two aces), junior libero Annie Obradovich (six digs, two aces) and senior outsides Erin Eulitz (seven kills, eight digs) and Claire Hotchkin (six digs, three kills).

All other Wildcats were held to three kills or fewer. That wasn’t the case for Minooka.

Ginger Perinar led with 11 kills, while sophomore outside Allie Papesh had seven and senior middle Emily Hise four.

Three others – Holly Bonde (two), Taylor Baranski (two), Kamryn Johnson (one) – registered at least one kill.

Minooka’s strong offense shined.

With the Indians trailing, 13-10, in Game 1, Perinar wisely tipped the ball over the block for a should-be kill.

Shook dove seemingly out of nowhere to save the ball. Setter Brooklyn Bachmann (27 assists) gave the ball back to Perinar, who bounced the ball off Hotchkin’s shoulder. The ball went back over. Hise then ran a slide and bounced the ball cross court.

Minooka (20-9, 11-2) had to pass well and defend well to win, and they did.

Baranski led the defense with six digs while senior right side Sydney Arlis had four and senior libero Maddie Alessio had three. At the net, Hise led with four blocks, while Papesh and Perinar recorded three apiece.

Strong ball control has led to some big wins for the Indians, but so has a strong bench.

“We beat Joliet West this weekend, and it was all ball control,” Minooka coach Carrie Prosek said. “What was

nice tonight was that we didn’t have Rocky, but I’ve said all season that we have players that can come in and step up.

We’re progressing just the way I wanted them to this season.”

For the Indians to share the SPC title with Central, they would have to beat Romeoville, and the Wildcats must lose Thursday to Plainfield East.

The two also most likely will face off in the regional championship.

“Last time, it was us that was up, 17-9, and they came back and beat us,” Prosek said. “It can go either way if we meet up with them in postseason, which I’m assuming we will.”

“If it ended up being both of us, it would be an awesome game just to play in,” Perinar said. “I love to play this team.

Some teams get nervous, but I think that it’s so much fun, and it’s better than playing a less successful team. You know it could be so much pressure; but when you play to have fun, it’s so much more enjoyable.”

Interstate 8 heavyweights ready for another battle

In one corner, the challenger, undefeated Interstate Eight Large champion Manteno.

In the opposite corner, undefeated defending Class 3A state champion and perennial Interstate Eight Small champion Wilmington.

Are you ready to rumble?

The unofficial conference championship game will be played Friday night in Wilmington. Manteno (8-0) will square off with Wilmington (8-0) in a case of deja vu all over again. A year ago, the two entered the game with identical 8-0 marks. Wilmington defeated the Panthers in Manteno, 21-7, to jumpstart its run through the

playoffs.

This season, the Panthers will travel to Wilmington for “The Wilmington Experience.” The greeting committee will include Harley-Davidson motorcycles, a Civil War cannon, skies ablaze with fireworks, the Wilmington marching band, cheerleaders and the pompom squad as the Wildcats burst onto the field from the woods.

The defending state champion Wildcats are led by all-state running back Nick Hawkins, who has rushed for 1,196 yards and scored 19 touchdowns. Junior Owen Weaver has burst onto the scene to complement Hawkins in the backfield. After scorching Herscher for 208 yards in Week 6, Weaver has rushed for 555 yards and six touchdowns. Weaver also has a pair of defensive touchdowns on his résumé.

Gavin Zimbelman has thrown for 1,739 yards and 23 touchdowns. He leads an offense averaging 44 points. Receiver Brian Steele has hauled in 40 passes for more than 700 yards and 11 touchdowns.

Zach McCorkle is another favorite target.

Up front, Connor Grogan, Max Aicher, Steven McShane, Brian Souligne and Jake Coons are personal bodyguards for Zimbelman. The line’s main goal is to make sure Zimbelman has the cleanest uniform after the game.

Wilmington is ranked No.1 in Class 3A, and Manteno is No. 5 in 4A. Wilmington is shooting for its 23rd consecutive victory. Friday night’s forecast is for the upper 50s and dry. The likelihood is for the stadium to be packed by halftime of the sophomore game.

MINOOKA – The Minooka girls volleyball team needed to beat Plainfield Central on Tuesday to get back into the Southwest Prairie race.

Not only did the Indians accomplish that feat, they swept SPC rival Central, 27-25, 2522, before a large senior night crowd.

Even though the match didn’t go to three, it felt as if it did. Minooka trailed, 5-1, at the beginning of the first game, then 24-23, but came back to win.

To pick up the win, the Indians took advantage of every mistake Central made while playing to their strengths of hitting and blocking. Minooka also stopped the Wildcats from playing their game.

“Minooka did a great job of getting us out of system with serving,” Central coach Erik Vogt said. “They were chasing us the whole time in the first game. I was really impressed with how they played at the

end of the set. Both of their outsides played extremely well. They had a great fan base here. Our team has to get used to this type of environment now if they want to win regionals.”

Had Central won, the Wildcats would have been the sole SPC champions. Now, Thursday’s games will determine if the crown goes to Plainfield Central or both teams.

“It feels really good, and it’s definitely reassuring that we have a chance at sharing the conference title with Central,” senior outside Ginger Perinar said. “I think that they played really well and that we were competitive the entire time.

Obviously, the crowd made it that much more special. I think it was a really good way for us seniors to have our last game to remember.

“No matter how it would’ve ended, we would’ve been satisfied and ready for playoffs.”

By ANDREW SELIGMAN The Associated Press CHICAGO – With their bats and their arms, the New York Mets are overpowering the Cubs. Now, they’re one win from their first World Series in 15 years.

Daniel Murphy homered in his record-tying fifth consecutive game in the postseason and Jacob deGrom pitched seven strong innings to lead the Mets over the Cubs, 5-2, Tuesday night for a 3-0 lead in the NL Championship Series.

A cluster of New York fans gathered in the rain behind their team’s dugout after the final out and chanted “Let’s go, Mets!” And with a victory Wednesday night at Wrigley Field, the Mets will be playing for baseball’s ultimate prize.

Yoenis Cespedes and David Wright each had three hits for the Mets. Cespedes scored the go-ahead run on a two-out wild pitch by Trevor Cahill on a strikeout of Michael Conforto in the sixth inning.

DeGrom followed up dominant starts by Matt Harvey and Noah Syndergaard in New York with one of his own. The NL Rookie of the Year held the Cubs’ big bats to just two runs and four hits. He struck out seven, walked one and retired his final 11 batters.

The righty with the flowing hair improved to 3-0 in his first postseason, with all of the wins coming on the road.

By HOWIE RUMBERG The Associated Press TORONTO – Ben Zobrist and the relentless Kansas City Royals showed they can play home run derby, too. And with one more win, they’ll have a chance to show off their power in a return trip to the World Series.

Zobrist hit a two-run homer on knuckleballer R.A. Dickey’s fourth pitch of the game, Alex Rios connected an inning later and the Royals romped past the Toronto Blue Jays, 14-2, Tuesday for a 3-1 lead in the American League Championship Series.

Lorenzo Cain scored on a passed ball, and Mike Moustakas had a sacrifice fly in an LCS-record four-run top of the first.

Alcides Escobar had four RBIs and Cain drove in three runs as the Royals bounced

back from an 11-8 loss Monday.

Kansas City led 5-2 in the seventh before breaking away.

Blue Jays infielder Cliff Pennington relieved in the ninth inning, becoming the first primarily position player to pitch in the postseason, STATS said.

Greeted by cheers, he allowed two hits and got one out.

Kansas City can win the pennant Wednesday, when Edinson Volquez starts against Toronto’s Marco Estrada in a Game 1 rematch.

After flashing power to build a 5-0 lead on the long ball, the Royals returned to their pesky ways late in the game against the Blue Jays’ struggling bullpen. They scored nine runs with three more sacrifice flies, a barrage of slashing hits and heads-up baserunning.

Blue Jays fans had seen enough after Cain’s two-run single in the eighth, turning

But just like his counterpart’s effort in Game 4 of the Division Series against Texas, the 6-foot-10 Young was lifted one out shy of qualifying for a victory when Ned Yost went to his bullpen with a runner on first with two outs in the fifth.

Yost wasn’t willing to take any chances against Josh Donaldson, who already had a groundrule double that cut Toronto’s deficit to 5-2.

Dickey never had a chance to get that first playoff victory in a 13-year big league career.

Brooks gets 22 points, Bulls beat Pacers The ASSOCIATED PRESS CHICAGO – Aaron Brooks scored 22 points to lead the Bulls to a 103-94 win over the Indiana Pacers in a preseason game Tuesday night. Paul George had 26 and 13 rebounds for the Pacers.

Monta Ellis and Ian Mahinmi added 14 points for the Pacers. Fifteen of George’s points

were in the first quarter. Indiana shot 3 for 24 in the second quarter.

George gave the Pacers a 16-8 lead with 6:10 left in the first on his thunderous one-handed dunk after he rebounded his missed 3-pointer.

SPORTS ROUNDUP Blackhawks’ Keith to miss 4-6 weeks with knee injury CHICAGO – Blackhawks defenseman Duncan Keith will be sidelined for four to six weeks after he had right knee surgery Tuesday.

Keith, a two-time Norris Trophy winner, has two assists in six games this season. The team said he had a meniscal tear repaired.

The loss of Keith, who won

the Conn Smythe Trophy last season for playoff MVP, is a huge blow for the Stanley Cup champions. They play in one of the NHL’s toughest divisions, and every point could make a difference at the end of the year.

Keith likely is headed for longterm injured reserve, giving the Blackhawks some cap relief.

Lubomir Visnovsky, a veteran defenseman who was with the team during training camp,

could be brought back, or they could promote someone from the minors.

Illini guard Nunn out 8 weeks with thumb injury

CHAMPAIGN – Illinois junior guard Kendrick Nunn will be out for about eight weeks because he needs surgery to repair a ligament in his left thumb.

The Illini said Tuesday that Nunn will have the surgery

Wednesday. He suffered the injury during practice Oct. 13.

Nunn has been a starter for close to two full seasons. Coach John Groce had said he was looking to Nunn this season to help lead a team heavy with freshmen.

Nunn struggled to be consistent last season after some summer injuries, but he still averaged 11.1 points.

Last Of The Tomatoes Tart Start to finish: 2 hours 55 minutes (30 minutes active) Servings: 8

All-purpose flour, for rolling out the dough 1 pie dough or 12 ounces store-bought pie dough 1½ pounds large tomatoes Kosher salt ¼ cup plus 2 tablespoons Dijon mustard 1½ cups coarsely grated Gruyere cheese 3 tablespoons extra-virgin olive oil 1 garlic clove, finely minced ¼ cup chopped fresh herbs, such as mint, basil, thyme, chives, tarragon or a mix On a lightly floured surface, roll out the pie dough until 1/8 inch thick. Transfer the dough to a 10-inch tart pan with a removable bottom, easing the dough into the pan and pressing it into the corners. Trim off

If your tomatoes aren’t quite ripe, put them in a brown paper bag with a banana. The ethylene gas given off by both the tomatoes and the banana will do the trick. any excess dough hanging over the edge.

Prick the dough all over with a fork, then chill it for 1 hour.

Heat the oven to 375 degrees F. Line the pie shell with foil and fill it with pie weights, dried beans or rice. Bake in the lower third of the oven until it is opaque throughout, about 25 minutes. Carefully remove the weights and foil. Return the shell to the oven and bake until light golden, about another 8 minutes. Transfer the tart shell to a rack and let it cool 15 minutes.

While the tart shell is baking, slice the tomatoes 1/3 inch thick, sprinkle them

liberally with salt, then arrange them on a wire rack to drain over the sink or a rimmed baking sheet.

Increase the oven temperature to 400 degrees F. Spread the mustard evenly over the bottom of the tart shell, then sprinkle the cheese over it. Pat the tomatoes dry and arrange them over the cheese in one overlapping layer. Bake on the oven’s middle shelf until the pastry is golden brown and the tomatoes are very soft, 35 to 40 minutes.

In a small bowl, stir together the olive oil, garlic and herbs. Sprinkle the pie with this mixture while it is still hot, spreading the mixture gently with the back of a spoon.

Serve the pie hot or at room temperature.

fresh, ripe tomato is one of the best things about summer, and there’s just enough time left to get the last of summer’s crop in stores. This tart is an ode to the tomato in season – and a lesson about how to make the most of it.

Let’s start with how to choose the best tomatoes. First, pick up your candidate, smell the stem and confirm that it smells strongly like a tomato. Next, figure out if it is juicy by hefting it.

You want a heavy tomato; if it’s heavy, it’s juicy.

On the chance you buy more tomatoes than you plan to eat right away, store the extras on a counter away from the sunlight.

Do not put them on a sunny windowsill, which can make them rot. Likewise, don’t put them in the refrigerator, which can kill their flavor if they’re not already ripe and make them mealy after a few days.

Do not seed the tomatoes.

Once upon a time, we routinely seeded them, a nod to the French ideal of finesse, which decreed seeds were crude. Years later, I read a story in Cook’s Illustrated magazine that persuaded me that discarding the seeds is a mistake.

Apparently, the seeds and the jelly surrounding them are the most flavorful parts of the tomato.

One of the main reasons we love tomatoes in season is because they’re so juicy. That’s great when we eat them raw, not so great when we’re making a tomato pie. How to keep juicy tomatoes from turning that pie into a watery mess? By slicing and salting them ahead of time.

The salt delivers a one-two punch, draining the tomato of its excess liquid and concentrating its natural flavors.

Although tomatoes are terrific all by themselves, they also get along famously with a cornucopia of other ingredients, starting with virtually every herb under the sun and moving on to just about any cheese you care to name.

This recipe calls for Gruyere, but you’re welcome to swap in sharp cheddar, mozzarella or even feta. Point is, feel free to experiment with different herbs and cheeses that melt. Make this recipe your own.

Yesterday, we learned that if a defender has a chance to ruff one of declarer’s winners, he normally should do it. Even if it costs a trump trick, perhaps the defenders will break even.

Is today’s deal related to that one or from a different family? South is in four spades. West leads the club ace: three, nine, seven. West cashes the club king: four, two, eight. What should happen after that?

In the bidding, North is right to open one club, not one diamond. Open one diamond on a three-card suit only with 4-4-3-2 distribution: two four-card majors. Note also West’s two-club overcall. Nowadays, top pairs use a two-level overcall in a minor bid by an opponent or in responder’s major as natural. With 5-5 in the unbid suits, they jump to two no-trump. Also, North was right to raise to two spades with four-card support.

West should check out the highcard points. (Doing this on every deal would significantly improve your results.) He has 13, dummy has 13, and South had enough to jump to game.

East surely does not have a high heart honor.

And if East does not, West can see only three tricks: one spade and two clubs.

Rather than worry too much about where the fourth trick might come from, West should immediately lead a third club so that East can ruff away dummy’s queen.

Here, this works better than West could have hoped, because East ruffs with his spade queen. This effects an uppercut that gives the defenders two trump tricks.

diseases like osteoporosis, also should take vitamin D. Large studies are underway to see if other people could benefit from daily vitamin D pills, as well. I’m betting that the studies will show such a benefit, but I could be wrong. That’s why we do studies: Facts matter a lot more than opinions.

There are risks to taking vitamin pills in high doses. For example, high doses of vitamin A can increase the risk for osteoporosis. Beta carotene pills, a form of vitamin A, can increase the risk of lung cancer in people at high risk, such as smokers. High-dose vitamin C can cause kidney stones.

Some people in the United States and other developed nations are at risk for vitamin deficiency diseases. This includes alcoholics, poor people with poor nutrition, people with diseases that impair their digestion (like Crohn’s disease) or vegans who are at risk for vitamin B12 deficiency.

What about taking a multivitamin pill each day? There is little evidence that it either helps you or hurts you. They’re not very expensive, and they’re an easy way to fill any nutritional gaps.

If you do decide to take a multivitamin, look for a brand that contains enough vitamin D. Finally, because you are a young woman, don’t forget my advice about the daily folic acid pill.

It’s very important, even if you don’t intend to become pregnant: Sometimes pregnancy is an unintended surprise.

Dear Dr. K: I’m a 35-year-old woman who has taken vitamin pills since I was a girl. Some people tell me they don’t help, and may even hurt me. What’s the truth?

Dear Reader: I’ll never pretend to tell you the “truth” in this column, because I don’t always know what it is. And I’ve seen what people considered to be the truth change. But I will give you my best current assessment of what scientific studies show.

First of all, there’s no question that you need vitamins. In fact, they are substances all of us need to live. In developing nations, many people are made very sick and even die because of severe vitamin deficiencies.

Most of us in developed nations, however, get most of the vitamins we need in our diet – even if we’re not always eating a perfectly balanced diet.

Many of today’s foods are fortified with vitamins.

Let me begin by listing the two vitamins that I think many people need to take. First, women like you who are of childbearing age should take a folic acid (or folate) pill (400 micrograms daily) to protect against birth defects in their babies, should they get pregnant.

Large scientific studies have proven the value of taking this vitamin.

The other vitamin to consider is vitamin D. Based on current evidence from scientific studies, many experts recommend that older adults take a vitamin D pill every day. Opinions vary as to the amount, but I would recommend 1,000 International Units of vitamin D3 every day to people age 60 and over. People of any age with low blood levels of vitamin D, or with bone

Dear Abby : I work for a court, and while I was at work the bailiff informed me he had civil papers to serve on my husband.

When I called my husband to tell him, he sounded scared that I knew about it.

When I dug a little deeper, I found out they were child support papers from a woman he’d had an affair with.

He has been wiring her money behind my back for two years.

Abby, I have been with this man for 12 years.

I had suspected affairs before, but he always came up with convincing answers and fooled me into thinking it was nothing. I guess I’m naive – or him being a cop has taught him how to lie and cleverly manipulate.

I have two children, and of course I left him. I haven’t told my son why I divorced his dad because I don’t want him to have a bad opinion of him.

I need advice. I’m now struggling and barely making ends meet. My son is mad at me because I can’t fix my relationship with his father.

We are having a hard time, but my ex isn’t. He’s living it up while staying with relatives.

He cancels visits with his son at the last minute to spend time with other women.

I try not to get angry, because no matter how I’m hurting I know I’m better off without him.
