SHOREWOOD – A man’s body was found Monday in the DuPage River in Shorewood.

About 12:54 p.m., a fisher-

man spotted the man floating face up in the water 100 yards west of the Route 59 bridge, Police Chief Aaron Klima said. Troy Firefighters and the Department of Natural Resources police removed the body from the water.

“The victim is a white male in his mid-40s [who] was found fully clothed and partially submerged,” Klima said.

Will County Coroner Patrick K. O’Neil said Monday night investigators had tenta-

tively identified the man, but had not been able to contact family members to inform them of his death.

O’Neil said the man’s death will be listed as “suspicious” until an autopsy is performed Tuesday.

Joliet city notification system starts in November

By BOB OKON bokon@shawmedia.com JOLIET – Joliet residents will soon be able to receive electronic messages from City Hall about news ranging from public safety emergencies to sewer repairs to downtown parades starting in November.

That’s when the city of Joliet starts its Smart Message– Community Alert Network.

The system provides up-tothe-minute emergency alerts from the police and fire departments about threats to public safety or property when immediate notification is necessary, according to a news release from the city.

Enroll To sign up for Smart Message–Community Alert Network, visit the city of Joliet’s website at www.cityofjoliet.info and click onto “Click here to receive emergency alerts.” Then, click onto “Click here to enroll.” Finally, click onto “Sign Up” and provide the required information.

The network also can be used to get notices and non-emergency information by phone, text or email from 6 a.m. to 9 p.m.

“This is something we’ve seen the school districts utilize,” Fire Chief Joe Formhals said. “We’ve been looking at this for the last few years. The price has come down substantially from when we first start-

ed looking at it. We thought this was the time to jump in.”

The system is costing the city $32,000 a year.

Joliet committee mulls privatized parking

By ANNA SCHIER aschier@shawmedia.com JOLIET – Some members of the public asked Joliet officials Monday to charge them more for parking.

“We should’ve raised the rates. We should raise the rates,” said AFSCME Local 440 representative John Dillon, who received a smattering of applause.

This followed the Public Service Committee’s decision to table entering contract negotiations for Laz Parking to manage Joliet parking operations.

According to city documents, hiring Laz would be financially beneficial to Joliet because of an anticipated revenue increase, lower operational costs and the removal of indirect expenses.

Contracting the company for five years would cost the city a $33,000 first-year fee with a 2.5 percent annual increase, plus incentives. Joliet also would pay an estimated

$345,600 to automate its parking decks on Scott and Ottawa streets, which city project manager Steve Jones said are 38 years old.

Even if Laz is hired, increased rates will be necessary to avoid parking fund deficits in the near future, documents stated.

Should Laz be contracted, a fund deficit of $139,689 is projected for 2017, compared to a $193,664 deficit if no change is made.

“The key here is, [a] rate increase is necessary. A greater rate increase is necessary if we stick with the status quo,” Jones said in an interview after the meeting.

Joliet’s parking team recommended entering into a contract with Laz in which the company would be responsible for parking collections, enforcement, marketing and routine maintenance, according to documents. Laz also would provide a web-based customer payment portal, technology upgrade expertise and recommen-

dations on best practices.

The city’s surface parking lots have updated technology, Jones said, but its street parking is operated via coin meters.

Despite the proposed upgrades and savings, committee members were hesitant.

“The Chicago transition to privatized parking didn’t go well,” member Larry Hug said.

Jim McFarland, however, said he had heard resident complaints about cash-only parking.

Hug requested projections for what it would look like if the city were to conduct the proposed technology upgrades in-house.

Should Laz be contracted, fewer parking personnel would be required, documents stated. City employees who transitioned to Laz would become members of the Teamsters Union. Joliet would absorb remaining full-time personnel into other city departments.

The topic is expected to be revisited in the coming weeks.

Public safety alerts include evacuation notices, boil orders, water main breaks and crime alerts.

Area farmers use cutting edge instrumentation to stay efficient

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET – Joliet area farmer Dave Kestel set up Monday all the instrumentation in his farming combine with the intent to harvest about 50 acres of corn before the day was done.

As Kestel lowered the harvester claw, he set off on a 4 mph journey translating corn stalks into corn kernels with the simple switch of a joystick.

Kestel’s combine harvests eight rows of corn at a time; depending on yield, the machine can harvest about 10,000 bushels of corn a day.

“You just keep the cornhead on the rows,” Kestel said. “It looks maybe a little difficult at first. But everything is difficult at first and it gets easy in a while.”

Actually, there is little steering involved while on a combine. GPS tracking and steering during the seeding process ensures straight lines.

And the joystick used to move the combine forward rests at your target speed.

After that, the only issue is how to most efficiently handle the corners of the farm along with fallen stalks.

On warm days during the summer and early fall, such as Monday, a constant air-conditioned cabin keeps the sweat and humidity from building up. And a hydraulic seat cushion keeps the bumps on the field from reaching the driver.

“It can be pretty comfortable in here,” Kestel said.

Harvesting crops still is an intensive process. But new technology is making farming easier.

has allowed farmers to identify where to specifically apply seeds, water, fertilizer and pesticides to get the most efficient yield.

Specifically, it’s leading to higher crop productivity, lower costs on water and chemicals, reduced ecological impact, lower chemical runoff into water sources, increased worker safety, safer growing conditions and lower prices.

One of the biggest advance-

ments is the use of GPS tracking to map, plan and monitor crops and equipment to farm more efficiently.

Kestel doesn’t use GPS technology when driving the combine for harvest. But he does use it for strip tillage, a conservation practice of tilling farms that reduces soil erosion.

Before corn is planted, a fertilizer company uses GPS steering in their tractors to automatically treat the soil in 30-inch strips. Then, Kestel uses his own machines and GPS steering to plant the corn on top of the strips.

Joliet Junior College hosts astronomy events Day event invites viewers to see sun through special telescopes

JOLIET – With the help of telescope with a built-in hydrogen filter, Pat Padden was able to stare at the sun without harming her eyes.

As the Shorewood resident knelt Monday on the ground at Joliet Junior College and peered into the lens of the telescope, Padden was able to view the sun’s chromosphere, which is one of the layers of the its atmosphere.

Instead of appearing brightly, it was instead almost dim and red in color.

“Pretty cool,” Padden said.

She was one of several visitors who came to JJC to enjoy a daytime viewing event that’s part of the college’s recognition of White House Astronomy Night. The national event, which started in 2009, encourages scientists and astronomers to host events at their schools or observatories.

“The discoveries are constantly in the news and people seem to be quite interested in them,” said Noella D’Cruz, an astronomy professor at JJC. “It’s good to have such events

Besides the daytime viewing event, JJC also hosted a nighttime viewing session to recognize the viewing event.

JJC officials said in a news

release visitors could use telescopes at the night event to see the Ring Nebula in the constellation of Lyra, Hercules Globular Cluster, the moon, double star Albireo in Cygnus, double star cluster in Perseus,

Andromeda Galaxy and other objects.

D’Cruz had three telescopes out for viewing the sun Monday. The one Padden viewed had a hydrogen filter that allowed her to see promi-

nences – or gas plumes – at the edge of the sun.

“Normally, you see these prominences only in photographs,” D’Cruz said.

Another telescope – called a Sunspotter – was made of wood and showed sunspots on a white surface.

Another telescope, a spectroscope, allowed the viewer to see the sun in a variety of colors. D’Cruz said the telescope can be used to identify chemicals in the sun, as it is done in the field of spectroscopy.

“It’s a really very powerful technique,” she said.

A person looking through the spectroscope can use the lever to adjust the color of the sun they see and also can view dark lines that indicate chemicals in the sun such as hydrogen.

Padden, along with her husband, Paul Padden, found out about the astronomy event from D’Cruz, whose events they regularly attend.

“These are neat,” Paul Padden said about the telescopes.

“Obviously, I don’t have these at home. I enjoy looking at the sky and the sun.”

Mars gets $1M abatement in move to Joliet, will create 700 jobs

By ANNA SCHIER aschier@shawmedia.com JOLIET – Joliet welcomed confectionery Mars Inc. to town earlier this month with a more than $1 million tax break.

City Manager Jim Hock said Monday although the city hasn’t been formally notified

by Mars, he is confident speculating the candy giant is the company that operated under the name “Project Osprey” when requesting a property tax abatement in the beginning of October.

Mars plans to build a 1.4 million-square-foot distribution

warehouse at the northeast corner of Baseline Road and CenterPoint Way in the Joliet portion of the CenterPoint Intermodal Center, according to city documents on the project.

The $132 million undertaking will employee nearly 700 full- and part-time workers at peak season, documents stated, with full-time employees averaging a wage of $15.28 an hour and receiving health insurance and retirement benefits. Parttime workers also will get retirement assistance.

“It’s certainly a significant number [of jobs],” Hock said, adding the development would contribute to the economic vi-

tality of Will County and Illinois.

Mars will receive a 50 percent tax abatement estimated at $208,095 a year for five years – the highest tax break Joliet offers – after the City Council unanimously approved the resolution Oct. 6, according to Hock.

Documents indicate Mars also intends to seek abatements from the county and school districts Laraway 70C and Joliet Township High School 204.

If the company gets all desired tax breaks, it will generate $1.7 million annually in local property taxes, as opposed to the nearly $3 million it would

generate without abatements.

CenterPoint will build and lease the 96-acre distribution center to Mars, according to documents, and Exel Logistics has been contracted to operate the warehouse.

Hock said the company chose Joliet for the development because of its central location to train lines and interstate roadways and its proximity to ancillary businesses.

“Everything they need is closer to them,” he said.

Hock said no project plans have been approved by the city and there is no estimated timeline for completion.

“It’s still preliminary,” he

said.

A Mars spokesman stated Saturday in an email to The Herald-News the company uses third-party distribution services in Romeoville and Manteno, but will transition to Joliet in 2017.

Mars is one of several major companies to announce similar plans this year to come to Joliet. Both Amazon and Ikea intend to establish distribution centers in the city’s Laraway Crossings Business Park at Route 53 and Laraway Road.

Representatives of CenterPoint Properties did not immediately respond Monday to a request for comment.

Business owners buy, will turn old Baci’s building into family pizzeria

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – A locally owned family pizza restaurant will occupy the old Universalist and St. Mary’s church in downtown Plainfield.

But salivating residents will need to wait at least a year after village trustees on Monday approved $185,000 sale of the long-vacant building at 24018 W. Lockport St. to Hopscotch and Vine owners Michael and Casey Vaughn, and dentist Rhiannon Holcombe and Vince Congine from The Loose Tooth Pediatric Dentistry.

Michael Vaughn, who owns several other downtown businesses, said it was late in the construction season this year to start work on the new pizzeria. So work will begin in the spring.

“We knew it was up for sale,” he said. “We’re putting in a new business. We know it’s going to be a family pizza [place].”

Long history

The old church has been a staple of the downtown area for more than a century.

It was constructed by the Universalist Church in 1868.

It was purchased for $2,050, expanded and renamed St. Mary’s Immaculate Conception in 1912, according to the church’s history webpage.

When Baci’s closed in 2010, the building started to quickly deteriorate. Two years later, in fear of losing the historic structure, the village bought the building for $108,000 after credits, according to a village memo about the sale.

Over the years, the village spent about $82,000 in renovations in addition to regular maintenance, Murphy said Monday, including mold mitigation, a new roof and restoration to the 1970s appearance.

“I truly believe that the village took the proper steps in purchasing it before it just fell apart,” Mayor Michael Collins said after trustees voted 5-1 in favor of the deal. “I think selling the building and having it properly restored to the original state ... is admirable for this board and the village of Plainfield.”

Some religious organizations expressed interest, but were turned away because the village wanted the property on the tax rolls.

The village almost struck a deal with a Chicago-based restaurateur in 2013, but the deal fell through on the restaurateur’s end, Garrigan said in an interview last year.

Murphy said having local buyers seems good for the future of the building.

“Probably having a local touch will help with the timeline of the work, and make it hometown,” Murphy said.

Michael Vaughn said that he and the new owners will try to preserve as much of the historic structure as possible.

“We already know that the stained glass windows are staying,” he said.

While stating support for the sale of the building, Trustee Edward O’Rourke voted against the sale because he felt there could have been more done to ensure the best price, including putting it on the village’s transparency website page.

However, several trustees said it was public knowledge that the building had been on sale for the past five years.

Joliet murder trial delayed to next year

On March 30, 2013, Antonio P. Tyler, 31, was fatally shot at a friend’s apartment in the 100 block of Nicholson Street. Prosecutors believe Tyler was killed by Washington, 35, in a dispute over money. Both Washington and Tyler were arrested by Joliet police previously on narcotics charges.

Manhattan Fire Chief Dan Forsythe said the fire was reported about 12:30 p.m. in a field near Kennedy and Tulley roads.

“Because of the high winds [the fire] jumped the road and has traveled about a mile-and-a-half northeast to Wilmington-Peotone Road,”

Forsythe said shortly before 2 p.m. “The fire’s going through fields where the corn is already down and the stubble is burning.”

No injuries had been reported, but heavy smoke led to a minor accident on Wilmington-Peotone Road, Forsythe said. The road was expected to be closed for several hours.

“There are a couple farms [in the area] to protect and the wind could cause the fires to pick back up so it will take a few hours before it’s under control,” Forsythe said.

ROMEOVILLE – U.S. Rep. Bill Foster, D-Naperville, called Illinois’ payer state problem “death by a thousand cuts.”

Foster appeared Monday with several state lawmakers and local social service agency provid- U.S. Rep. ers to discuss Bill Foster what he says is a critical issue. Large “payer” states like Illinois lose more on federal funding compared to smaller “taker” states like Virginia. It’s funding that could resolve Illinois’ financial issues, he said.

“There isn’t one single magic bullet here. This is death by a thousand cuts,” Foster said to an audience at Romeoville Village Hall.

“There are just an enormous number of little spending programs that steer money systematically out of Illinois to other states.”

Foster has been working with other state and national lawmakers to resolve the payer state issue with legislation and public awareness.

He introduced the Payer State Transparency Act of 2015 to study the causes and find the solutions to the problem.

State Sen. Pat McGuire, D-Joliet, called attention to an Illinois volatility study that states that because federal funding for the state “bounces State Sen. up and down,” Pat McGuire it affects its fiscal health more than other sources of revenue such as income and sales tax.

LOCAL BRIEFS New Lenox Police: Man slashed woman’s tire, took her money

NEW LENOX – Police are asking for the public’s help in finding a man who slashed a woman’s tire in New Lenox to steal her bank withdrawal Saturday.

According to a news release from the New Lenox Police Department, about 11 a.m. the victim went inside BMO Harris Bank while the man punctured her car tire.

“As the victim pulled out of the bank parking lot she noticed something was wrong with her tire and pulled over. The suspect approached her and offered to assist her in changing the tire,” police said in the news release.

The man then distracted the woman, went into her car to remove the cash she’d just taken out and left in a gray minivan, police said.

The suspect was described as a man in his 40s who was about 5-foot 9-inches tall. Anyone with information is asked to call police at 815-485-2500 or leave an anonymous tip at 815-4626111.

JOLIET – Will County 9-1-1 services are now able to accept text messages.

“9-1-1: Call if you can, Text if you can’t” is the message being announced as the Will County 9-1-1 System introduces Textto 9-1-1 Service, Caryn DeMarco, Public Education manager for Will County 9-1-1, said in a news release.

There are about 6,100 emergency call centers in the United States, and only about 360 of them provide the text-to-911 service, according to county officials.

“That puts Will County in the very enviable position of being one of the 5 percent of 911 centers in the United States that are providing this service to its citizens – those who live, work, and visit Will County,”

Steve Figved, chief administrator of the Will County 9-1-1 Emergency Telephone Service, said in the news release.

“The Will County 9-1-1 Emergency Telephone System Board is pleased to offer this service for those who are deaf, hard-of-hearing or speech impaired so they can communicate with emergency services in their main form of communication,” he added.

Voice Calls to 9-1-1 are still the best and fastest way to contact 9-1-1, according to the news release. Verizon, Sprint, AT&T and T-Mobile customers can text their exact location and nature of their emergency, and a dispatcher will respond.

about 160 bushels an acre, and soybean yield is 49 to 50 bushels an acre.

“Hopefully, the soybeans will be up a little bit more

once they replant in drowned out spots,” Schneidewind said, noting the effect heavy seasonal rains had on soybean crops.

According to a July report by the USDA, agricultural output across the nation more than doubled since 1948, with less land. Agricultural input – the amount of materials put into growing crops – grew at 0.07 percent a year. Agricultural output grew at 1.49 percent a year.

The report also found the price of farm machines and crop ingredients fell relative to the cost of farm labor.

Agricultural growth has slowed recently, but one of the main drivers for agricultural development has been research and development into farm technologies and processes.

Born in Chillocothe, Iowa, and a longtime resident of Joliet.

Irwin retired after enjoying life as a truck driver. He was an avid bowler, camper and carpenter. Thanks to his job at C & C Trucking, he met his wife Shirlee and were married for 48 years.

Irwin was preceded in death by his parents, Ralph and Hazel Bowen; a brother, Gifford; a son-in-law, Doug; and a daughter, Sandra.

Irwin is survived by his loving wife, Shirlee (nee, Carhart); his brother, Phil (Karen); sons, Rick (Juanita) and Marcus (Lori); and a daughter, Charlene. MARIE GALLO Marie Gallo, age 89. Passed away Sunday, October 18, 2015, at Our Lady of Angels Retirement Home with her loving family by her side.

A graduate of Providence High School. Prior to her marriage, she was employed by the Joliet Herald News and wrote a column, “Shopping Flashes noted by Marie”.

She was a soloist for many years at the Church of St. Anthony and a vocal student of the famous opera star, Rosa Riesa. She had great pride and love for her family who in turn treasured her many paintings needleworks and her Italian cooking.

Later in life, she became a co-owner of Gallo and Ward Imports. After a trip to Medjugorie, she organized a Rosary of Reparation Service which is held once a year at several parishes in Joliet.

Preceded in death by her husband, Victor (2007); sister, Dolores Hoerrmann (2015); her parents, Nicholas and Zelmira (nee Michelotti) Novielli; and son-in-law, Robert Cox (2014).

Roy retired from Mobil Oil in 1995, following 25 years of employment.

He also built and remodeled many homes in the area. He was a detailed craftsman that was proud of his work. Roy was implanted with a left ventricular assist device (LVAD) that basically supported his heart. He was part of a study that is going to drive the field of heart failure forward. The device gave him a quality of life and

additional time with his family that he might not have had.

SPRINGFIELD – State records show Illinois is spending at least $2.3 million to fix a water system linked to a Legionnaires’ disease outbreak that has killed 12 residents at a Quincy veterans home.

Contracts show the state has hired companies to monitor the veterans home’s water supply and build a secondary water treatment facility there, the Springfield bureau of Lee Enterprises newspapers reported.

Affairs spokesman Ryan Yantis said a temporary treatment system is being built, and construction of a permanent system will follow.

The 129-year-old facility is the state’s oldest and largest home for veterans and their spouses, with 400 residents living on 210 acres with more than 40 buildings. Yantis said the home’s age and size of the facility make for “unique challenges.”

All but one of the 13 Quincy residents who died from Legionnaires’ disease since August lived at the veterans home, and more than 40 other people at the facility were diagnosed with the disease. The elderly facility residents who died had underlying health conditions making them more susceptible.

Winfrey will use the Weight Watchers mobile app and work with a personal coach, the company said. She has also agreed to let Weight Watchers use her name, image and likeness for its products and services. Additionally, she will make appearances on the company’s behalf.

Family charged after ex-caseworker accused of theft

CHICAGO – Illinois prosecutors said they’ve charged several family members of a former Illinois Department of Human Services caseworker who has pleaded not guilty to misappropriating more than $700,000.

Illinois Attorney General Lisa Madigan’s office said Monday that five family members of 63-year-old Debra Moore of Baytown, Texas, and formerly of Chicago, were charged. Two of Moore’s relatives have pleaded not guilty to felony charges of continuing financial crimes enterprise. Madigan spokeswoman Annie Thompson said all five have been arraigned.

Moore is accused of selling Link cards and adding unauthorized benefits to accounts of family and friends in exchange for cash payments. She’s suspected of adding the unauthorized benefits to ineligible recipients of the Supplemental Nutrition Assistance Program between 2004 and 2013.

The case is in Cook County court.

CHICAGO – The former Illinois education superintendent left the position earlier this year with nearly $207,000 in severance and unused vacation payments, according to state records.

Christopher Koch received $89,000 in severance and $118,000 for 138.5 unused vacation days, the Chicago Tribune found in a public records request.

Records also show that several dozen other Illinois State Board of Education staffers who left the agency also received cash bonuses and unused vacation, sick and personal day payments, which total $500,000 including Koch’s payments.

Koch had the job for more than eight years under Democratic administrations. He left the position in May after GOP Gov. Bruce Rauner started his term and recommended new superintendent Tony Smith for the job.

Fitch Ratings on Monday downgraded Illinois’ rating on $26 billion in outstanding bonds because of the crisis, and Moody’s Investors Service warned that the state’s inability to make its November pension payment could further hurt its already dismal credit rating. The United Way of Illinois said a survey of human service agencies shows more than three-quarters have cut services and almost one-third expect to run out of money within a month. Last week, Munger said Illinois won’t be able to make a scheduled $560 million payment to its pension funds because of cash flow problems.

While Moody’s statement doesn’t indicate a change in Illinois’ rating, the agency said the missed payment could be a factor in future action.

Illinois currently has the worst-funded pension systems and lowest credit rating of any state.

Asked about the moves

by Fitch and Moody’s, Rauner spokeswoman Catherine Kelly pointed to comments the governor made earlier this year, when he said he works for Illinois taxpayers, not the ratings agencies. She said Rauner is trying to improve Illinois’ finances but Democrats are standing in his way.

Munger and Edgar also have suggested Rauner alter his approach. Speaking in Moline on Friday, Munger said the governor’s attacks on unions aren’t productive.

On Monday, she stressed that other Rauner-backed re-

forms – such as reducing the cost of workers’ compensation insurance – must be part of any budget deal.

“There are ways that won’t impact unions at all,” she said.

Edgar, who served as governor in the 1990s, said last week Rauner shouldn’t hold the budget “hostage” to get the reforms he wants. He told The State Journal-Register that Illinois is in the worst shape he’s seen in decades.

Rauner’s office said Edgar is entitled to his opinion, but noted Illinois’ challenges have been decades in the making and require serious action to fix.

Edgar was governor when lawmakers approved a pension payment plan that allowed them to pay minimal amounts to the funds, contributing to the massive payments Illinois must make now and Illinois’ more than $100 billion unfunded liability.

Illinois GOP Chairman Tim Schneider said Rauner has compromised, and pinned the blame for the stalemate on House Speaker Michael Madigan and Senate President John Cullerton. The Chicago Democrats have said Rauner’s priorities would hurt the middle class.

Thompson Center is a sad symbol of state government Gov. Bruce Rauner said last week he had spoken with both Senate President John Cullerton and House Speaker Michael Madigan about his proposed sale of the state’s Thompson Center building in Chicago and both men were “forward leaning and positive” about the plan.

So, I checked in with the legislative leaders, and that’s not exactly what I heard.

“The governor and President Cullerton spoke,” said Senate president’s spokeswoman, Rikeesha Phelon.

OK, so far so good. At least these weren’t “phantom” phone conversations like the ones governor-elect Rauner claimed he had with those two on election night in November, but didn’t.

“We will take a look at the specifics of the plan in light of state statutes regarding property control and facility closures,” Phelon continued.

Um, wait. That doesn’t sound all too “forward leaning and positive.” Is Cullerton positive about this at all?

I asked Phelon.

“I would say the word is ‘open’ but under review,” she replied.

Madigan spokesman Steve Brown said afterward he would let Phelon’s comments to stand for his guy.

So, what’s going on? I’m not totally sure, but the governor now has yet another new “ask” for the Democratic leaders; and as we’ve seen during this excruciatingly long state government impasse, they’re not in much of a giving mood – and he isn’t, either.

The Thompson Center has become a symbol for much that has gone wrong with this state. The skyscraper was a grandiose design with numerous flaws.

Despite its architect’s claim last week that it was designed to represent the “openness and transparency” of state government, it was harshly criticized from the start for including a “private elevator” for the governor’s personal use. Like seemingly everything else in this state, the building then was allowed to deteriorate over the years. It’s infested with cockroaches and had to be sprayed for bed bugs not long ago.

Architecture often involves clashes over ideals, and this proposed Thompson Center sale feels like one more attempt at a dramatic break with the past.

The building’s legendary namesake, 14-year Gov. James R. Thompson, actively sought organized labor’s political support, including from the state government union AFSCME, and was the most memorable purveyor of this state’s “Republicrat” politics that our current anti-union governor is now attempting to demolish, along with his building.

It’s also fitting that Rauner’s move would get caught up in the current gridlock.

Check out the joint statement released last week by the House and Senate Republican leaders regarding the proposed sale.

Notice anything missing?

How about a pledge to work cooperatively with others in the General Assembly to achieve the governor’s goal?

Rauner also stopped in Quincy last week and claimed he was “negotiating” with the speaker and the Senate president and making some progress on ending the months-long stalemate.

But I’m told he met personally with the Senate president a couple weeks earlier, and it apparently went nowhere. Rauner reportedly brushed off legal questions about the Thompson Center sale during a subsequent phone call with Cullerton as a pesky matter for the lawyers to figure out.

Then, of course, Rauner had two bills introduced without asking for assistance.

Thompson had his faults, and he didn’t always get his way. But he never would’ve let a political stalemate hurt this state like we’re seeing now.

I never much cared for the Thompson Center, but in my mind it’s become a sad, dilapidated symbol of a government that, like the man the building was named after, used to work.

To the Editor: In the course of delivering public safety services to a diverse community, we encounter many families struggling with poverty, substance abuse and mental illness. Even when families deal with these challenges admirably (and most do), these circumstances can create a chaotic environment for children that are born into them. Unfortunately, too many disadvantaged children start life behind their peers and never catch up.

As a result, we see far too many crimes occur that might not have happened if the offender had grown up with a strong, stable family structure around them.

Home visiting programs provide support for new, at-risk families.

They pair young, often first-time mothers with a trained home visitor who works with that family from pregnancy through the early years of the child’s life. The mother is connected to services she needs to address housing, health and education needs – but she also is given coaching and guidance on her baby’s development and health.

The Will County Health De-

partment runs a highly regarded and longstanding home visiting program called Healthy Families.

This program is an important component of overall public safety, as are many after-school programs, some that already have been forced to close their doors because of funding constraints.

Research shows that high-quality voluntary home visiting programs can reduce child abuse and neglect dramatically and even reduce child deaths.

I was disappointed to read an article in the Oct. 7 edition of The Herald-News that identified this program – and other drug addiction and psychiatric services – for targeted funding cuts effective Dec. 1. We owe it to our communities and our children to make sure these programs don’t have to close because our state leaders cannot resolve their disagreements.

I join with hundreds of other Illinois law enforcement leaders to urge Gov. Bruce Rauner and legislative leaders to consider the impact the continued budget impasse has on community safety, and to reach an agreement that allows these critical programs to keep their doors open.

Four-time qualifiers Bertino, Davis lead state tennis contingent

But a small number of competitors perform at such a high level that they not only make multiple trips, but advance to state during each of their four years.

Joliet Catholic girls tennis player Nina Bertino is a member of that exclusive club after earning her third straight

appearance in singles and her fourth overall.

The Angels senior joins Providence’s Hannah Davis as the lone four-time qualifiers among this year’s nine singles players and eight doubles squads who advanced to the IHSA finals, which runs Thursday to Saturday at several schools in the northwest suburbs.

JCA juniors Maddie Bauer and McCoy Hutchison qualified for doubles for the third straight year, while Morris junior Megan Davy is headed to state for a third time in sin-

Bertino, who went to state as a freshman on a doubles team along with Maddie Bauer’s sister, Alexis, won her

first two matches at state a year ago and finished with a 3-2 record. She hopes to add to the history she’s made this season by becoming the Angels’ first singles champion at the East Suburban Catholic Conference tournament.

“I’m really excited to go back and make some noise,” Bertino said. “I’m hoping to do better than I did last year when I made the top 32. I just really hope that I get a good draw. Our sectional was really tough, and I wish the best of

North’s win over Oswego provides playoff lift Several factors go into attempting to determine which area football teams have a chance to do significant damage in the playoffs.

How good is the team to begin with? How healthy is it?

How does its talent level match up with the talent level of potential opponents in that class?

Will the team get a good draw, or quite the opposite, when the pairings are announced?

Taking all of that into consideration before the Week 8 games, I had a half-dozen area schools on a list that I felt were threats to go deep into the playoffs – Wilmington in Class 3A, Joliet Catholic in 5A, Lincoln-Way West in either 6A or 5A, Lemont in 6A, Lincoln-Way East in 7A and Plainfield North in 7A. Plainfield North was the one I wasn’t sure about. If the Tigers had lost Friday to Southwest Prairie heavyweight Oswego, the best they could have done was finish 6-3.

That could have led to a difficult first-round matchup.

Now, after North’s 37-25 victory that ended the Panthers’ 33-game conference win streak, the Tigers are looking at a 7-2 season – if they can win Friday at Minooka – and a

But more than that, Friday’s victory was huge for other reasons. It threw the Southwest Prairie race into a three-way tie entering Week 9, with North, Oswego and Plainfield South all 5-1. South will visit Oswego on Friday, so North would share the title with the winner if it wins at Minooka.

Friday’s result also reinforced in the Tigers’ collective mind they are capable of competing with top teams in the state. Oswego always is a threat to enjoy success in the playoffs, especially with a quarterback the caliber of Steven Frank. Without a doubt, beating the Panthers spoke volumes.

“I hope this win gets us to where our program continues to get better,” North coach Tim Kane said. “This was certainly big.”

The Tigers have an outstanding passing game led by quarterback JD Ekowa and wide receiver Zach Jarosz.

Niko Capezio and TJ Kane are other targets who can get downfield and get open. What the Tigers are missing is 6-foot6, 220-pound tight end Kyle Speas, who broke his collarbone a couple of weeks ago in the Plainfield Central game.

Speas also is a key on the basketball team. He is expected to be out until mid-December, perhaps a bit longer.

“We miss Kyle Speas,” Jarosz said. “I am out there playing every game for him.”

The Tigers also sport a defense that is solid, capable of helping carry them in the playoffs. Defensive ends

Zach Shelton and Tim Donnahue, tackles Ari Ekowa, Shawn Bruns and Leo Santos, linebackers Will Stoll and JJ Frey and defensive backs Johnny Goodson, Dillon McCarthy, Alec Lopez, Kevin Block and Anthony Fumagalli were among the contributors against Oswego. The 25 points the Panthers scored are the most North has allowed in any game.

Meanwhile, kudos to Plainfield South for the season it has had after opening 0-2. If the Cougars – who, remember, beat North, 6-3, a month ago – finish 5-4, they likely will

draw a difficult first-round playoff opponent. However, if they can beat Oswego and reach 6-3, they should get a somewhat more favorable draw.

Who knows? Maybe South will make it two straight for playoff-bound Plainfield schools over Oswego. And perhaps that can help fuel a Cougars’ playoff run.

North’s victory over Oswego has made the Tigers much more formidable foe for Minooka as the Indians make last ditch-effort to reach the playoffs. The 17-8 loss at Oswego East last week left Minooka 4-4, and the Indians have only 30 playoff points (opponent victories).

If Stagg beats Joliet Central on Friday, Lockport beats Joliet West and Minooka knocks off Plainfield North, the Indians would finish 5-4 with 35 points. The points needed to get in with a 5-4 record usually does not drop below 36, but that’s not to say it can’t happen.

As usual, interesting story lines have developed among our Southwest Prairie teams.

“I had two really tough matches (at the ESCC) and went three sets in both of them. It was really exciting to win when it mattered. I got second last year, so I was real excited since this was the first time that I had won conference. I’m really excited to go back with our doubles team, I love them so much. It’s kind of surreal knowing this is my last state tournament.”

Joining Bertino with 3-2 marks last year at state were JCA’s Bauer and Hutchison and JT’s Carney, all of whom repeated as sectional champions this season.

Two individuals who hope to improve upon 2-2 efforts last year at state are Davis, who is completing her successful career, and Ochalik, who is only midway through her playing days at North.

The pair both placed second in the sectional for a second straight year.

“Eileen was very tough competition, but it was also a wake-up call for me, and I have to try harder,” Ochalik said. “I need to stay calm and not overthink it and just play my game and not get too nervous. I felt great during the sectional semifinals (against Bertino). I was headstrong and making my shots – and if I play like that at state, good things will happen.

“Last year at state, I had four matches in one day, so I learned how to prepare myself. It’s also important to just go out and have fun.”

Stefanski’s ability to earn kills in any spot caught Loyola’s attention early.

Everything from the team, the coaches to the location of the campus and the majors the school offered was a perfect fit – and in the summer before her junior year, Stefanski committed.

There’s also one area that must have appealed to Stefanski. Loyola recently repeated as the men’s volleyball national champion.

The reason it was appealing to her is because she genuinely loves the sport.

When the Joliet West boys made an impressive postseason run, Stefanski was on the sideline, cheering on her school. After each win, she’d be on the court celebrating with the guys.

Like the boys, she wants to make a name for West this season. She thinks it’s that passion that drives her.

“I have a lot of respect for the sport,

obligated to put everything out on the court so I can make a good name for my school and our volleyball team.”

And even though Stefanski is a huge part of making a name for West, she doesn’t want anyone to think she’s the only part.

Everyone on the team has played her part, but two other seniors have stepped up in big ways.

Shannon Doran ranks second in assists with 580 overall and an 18.1 average. The setter also is in the top 10 for aces (42), a list libero Ochs tops with 60, a 1.9 average. Doran also has 348 digs to rank in the top 10.

With the three seniors leading, West has the conference and regional titles on its mind. Accomplishing those goals might surprise a few, but surprising people isn’t something foreign to the Tigers. It’s just something they keep planning to do.

“This year, everyone was just blown away,” Stefanski said. “It was totally unexpected, and that’s all I asked for for my senior year. We needed to make a statement, and so far, we’ve been making that statement pretty loudly.

“We’re going to make the most out of this season.”

JOLIET – After Joliet West graduated seven girls, including star middle Elexis Coleman, many might have thought this year would be less successful than last year’s 22-15 season.

That’s not the case, however.

The Tigers started the season with seven wins before losing their first match, and they now boast a 28-4 record, with a 5-0 record in the SouthWest Suburban Blue. West has only Lockport and Sandburg standing in its way of being undefeated in the conference.

So how is the team that lost so much doing it all?

Early in the season, Tigers coach Al Mart said this was the year when 6-foot-4 middle Lauren Stefanski would learn how to dominate, and she has lived up to his expectation.

They also have something else that goes in their favor, however.

“Let’s say I get blocked – I know that my libero [Nicole Ochs] is going to swoop in and pick it up so I can take another swing and slam it back in their faces,” Stefanski said. “I trust everybody on my team. We all trust each other, work together and are super comfortable with each other, and that’s what we didn’t have last year.”

The Loyola-bound senior leads all middles in kills with 293, a 9.2 average a match. She also ranks in the top 10 in blocks (2.3 a match) and aces (1.6).

Stefanski is in the group of excellent area players, but she started playing competitive ball late. That’s part of the reason why she is so good.

“Lauren has had to work hard to get where she’s at,” Mart said. “Most kids with her ability started playing club volleyball at an early age. Lauren didn’t start until partway through her eighth-grade year. I think she appreciates and understands how hard it is to play this game. She remembers what it was like when she was just learning the game.”

Another part of her being such a dominating middle is where she went to school.

Nine of 10 players on this week’s top-10 list of kill leaders are outside hitters. On most teams, the outside hitter is the go-to position.

That hasn’t been the go-to position for West for years.

Stefanski, a four-year varsity starter, learned how to dominate in large part because of her coach. Mart knew his dominant hitters were middles.

Fox not worried about timing of a bye after loss

Fox credits Lions’ offense in reflecting on Sunday’s loss

By KEVIN FISHBAIN kfishbain@chicagofootball.com LAKE FOREST – The Bears entered Sunday’s game in Detroit third in the league, allowing 185.8 passing yards a game. Of course, that stat is slightly skewed, because the Packers, Cardinals and Seahawks didn’t have to throw it much in those losses.

Matthew Stafford and the Lions exposed the secondary, throwing for 405 yards and four touchdowns in the 3734 win. On Monday at Halas Hall, John Fox chose to credit the Lions more than criticize his players.

“I remind everybody that that’s a pretty good offensive football team. They’ve got good players in all spots and got a little healthier on the offensive line with their right guard back,” Fox said when asked to assess the secondary.

The Bears had yet to allow a play go for more than 34 yards this season, but Stafford completed passes for 57, 43, 42, 39 and 34 yards in the game.

“I saw a big guy go up and get the ball. He’s done it for a little bit,” Fox said of Johnson’s catch over Harold Jones-Quartey. “I think he broke some guy named Jerry Rice’s record yesterday, and he wasn’t bad.”

Fox was more specific about Kyle Fuller, who was in coverage for Stafford’s first touchdown throw to Tim Wright.

“That late in the down, I think some times guys get caught where they’re not really having vision,” he said.

“It’s not really the fault of anybody, so you know he didn’t have vision on the ball in that instance, and the guy made a heck of a throw, and the receiver did a good job of finding it.”

Timing off in red area: The offense had three touchdowns in seven “real” trips to the red zone – one technical red zone drive came at the end of regulation, when the Bears only had time for a field goal.

Inside the 10-yard line, Jay Cutler completed only 1-of-6 passes. Fox said timing was a trend spotted in the red zone

difficulties.

“I think it’s an area that I wished we could have executed better. I think there’s some reasons – some of it’s availability – and I think it’s an area we’ll look at and work to improve on,” Fox said.

Rules questions: Fox made it clear Sunday he’s not going to talk about the officiating, but he did say the team will turn in the roughing-the-passer penalty on Pernell McPhee that occurred on the Lions’ final drive of regulation – Fox did add he didn’t think McPhee “could’ve done much.”

The Bears will also turn in the holding penalty from Marc Mariani’s 56-yard kickoff return, which was not called on a specific player.

As for the interception that was overturned and called a touchdown, Fox was asked about the confusion over what is a “catch.”

“Yeah, I’ve been doing this for a minute, and it’s still a little gray for me,” he said.

“We’ll I’m sure get another video that we’ll be able to look at and educate our players, and we’ll take it from there.”

LAKE FOREST — After the Bears missed an opportunity Sunday in Detroit to get back to .500 before the bye week, Matt Forte said he would rather prepare for another team this week than take most of it off.

The loss likely still stung Forte and the Bears on Monday.

But coach John Fox – who routinely tells his players to avoid looking backward – isn’t worried about any lingering effects for his club, whose confidence was gaining steam before the loss.

In fact, his message for the team as it heads into the bye isn’t any different from usual.

“It’s always a tough pill to swallow because so much time and effort goes into every one of these – you only have 16 of them,” Fox said Monday. “Tough losses, those are tough losses.

Whether you lose by three or 33, they still count the same. I expect everybody to look at it, look in the mirror – how can we get better?

That’s what we do.”

Self-scouting, Fox said, already is underway. The staff is working on identifying the areas in which it expects players to improve in all three phases.

He wouldn’t indicate what they are, but judging by Sunday’s performance, defensive backs playing tighter coverage and the offense solving the red zone riddle figure to head the list.

“I think there’s some reasons – some of it’s availability – and I think it’s an area we’ll look at and work to improve on,” Fox said of the Bears’ 25th-ranked red zone offense.

at the right time for a club with nine players on injured reserve, plus three starters inactive Sunday and a fourth – Jeremiah Ratliff – unable to finish the game because of a neck injury.

The week won’t be all about rest, however.

“With the new CBA (collective bargaining agreement), they have to have off Thursday through Sunday. So we gave them today off, and then we’ll practice in some different things, you know, Tuesday and Wednesday, and then we’re off until Monday.”

Fox is in his 14th bye week as a head coach. His clubs have combined to go 10-3 after the open date. In his first year in Carolina and first year in Denver, Fox’s teams combined for an 11-8 record after the bye.

Does Fox see signs the Bears are on a similar trajectory?

“Well, in my mind, there’s no doubt we’re going to get there. It’s hard for me to put an exact time frame on it,” he said.

“I’ve been pleased with the way our guys have gone about it. I think we’ve been in most of the contests to this point, and now it’s just figuring out how to win consistently. And we’re not there yet by any stretch, but I think we’re moving in the right direction.”

Down, 2-0, to the New York Mets in the NL Championship Series, the Cubs are sticking with what worked for them during a breakthrough season.

“We’ll come out tomorrow, we’ll be ready to play,” Maddon said. “Our guys are always ready to play.”

It might not matter if the Mets continue to pitch as well as they did in New York. Matt Harvey and Noah Syndergaard shut down the Cubs’ powerful lineup in the first two games of the series, putting New York in an ideal position to make it to the World Series for the first time in 15 years – a quaint little drought compared to the Cubs’ seven mostly empty decades since they last played in the Fall Classic.

According to STATS, the winner of the first two games of a best-of-seven series in the baseball playoffs has advanced 83 percent (63 of 76) of the time, and the Mets have Jacob deGrom heading to the mound for Game 3 on Tuesday night.

“We have a lot of confidence,” manager Terry Collins said.

“Any night that he pitches, we’ve got a good chance to win.”

DeGrom is coming off a pair of impressive victories in the NL Division Series, albeit for different reasons.

The 27-year-old was dominant in Game 1 at Los Angeles, striking out 13 while pitching seven scoreless innings in New York’s 3-1 win. Then he came back for Game 5 and worked six effective innings despite not having his best stuff.

The reigning NL Rookie of the Year matched Bartolo Colon for the team lead with 14 wins this year, but it was the gutsy start against the Dodgers that really cemented his place among the best young pitchers in the game.

Plainfield man invents, markets new medical product Bolingbrook hospital administrator offers insight into product selection, use

By DENISE M. BARAN–UNLAND dunland@shawmedia.com PLAINFIELD – Matt Reavill of Plainfield invented what he feels is a lifesaving medical device.

In June, Reavill participated in Premier Inc.’s “Breakthroughs Conference and Exhibition” in National Harbor, Maryland, and saw plenty of interest in his product, the ReavillMED’s One Needle Hospital Stay.

“We literally had 250 people come through our booth in less than two hours – hospital administrators, hospital presidents, chief medical officers and chiefs of nursing,” Reavill said.

But except for Adventist Bolingbrook Hospital – which did purchase a case – no one is buying it, and Reavill can’t understand why.

Reavill likened his invention to a scene in the movie “Pulp Fiction,” where John Travolta delivers a shot of epinephrine directly into another character’s heart to save her life.

What is it?

According to a news release from Premier Inc., Reavill’s new product “infuses a long catheter [called a PICC line] through the initially placed IV line to make it a long-term, multiple therapy central line catheter.”

PICC is short for “peripherally inserted central catheter.”

Reavill said his product eliminates the need for a central venous catheter – also known as a central line – which is inserted near the heart to give fast intravenous access in an emergency. PICC lines are inserted in the arm.

The ReavillMED One Needle Hospital Stay is basically a PICC that does the job of a central venous catheter, Reavill said. He cited two advantages to his product.

One, it can be inserted in 30 seconds, he said.

Now that Reavill’s product is FDA-approved, Mace said, safety is not a concern, but cost and availability are. With Reavill being a “one-man show,” Mace said Reavill is not set up for manufacturing or distributing the product in bulk, which also makes it expensive to purchase.

While that is true, Reavill said, he added that every insurance company, as well as Medicare and Medicaid, does cover it.

Dear Dr. K: I have a minor surgical procedure coming up. Will I have any say in the type of anesthesia the doctor uses?

Dear Reader: For some surgical procedures, more than one type of anesthesia may be appropriate. The doctor who will administer the anesthesia (the anesthesiologist) will talk to you about the options.

I spoke to Dr. Kristin Schreiber, an anesthesiologist at Harvard-affiliated Brigham and Women’s Hospital. She explained anesthesia has four goals.

The first is to make sure you have no pain. The second is to make you drowsy or unconscious.

The third is to keep your body still during the procedure – you don’t want your surgeon to have to deal with a moving target.

And finally, the fourth is to prevent bad memories of the procedure.

There are four basic kinds of anesthesia. The type used depends on the procedure you’re having and your state of health.

Sometimes, but not always, the doctor will be able to take your preferences into account.

• Local anesthetics are injected near the area to be treated, to numb it.

Their effects are limited to a fairly small area.

They are used when you’re having dental work done, or if you require stitches. When a local anesthetic is first injected, you feel a very brief sting. Then the area becomes numb, and more local anesthetic can be injected. Although you won’t feel pain from dental work or stitches with a local anesthetic, you might feel pressure.

• In regional anesthesia, local anesthetics are injected near clusters of nerves. By numbing the nerves, the doctor is numbing all parts of the body to which those nerves travel. That is a larger area than local anesthetics injected

I was happy to help.

Now, less than three weeks later, I’m seeing pictures of my friend on vacation. I don’t plan to say anything to this person, but I have learned a valuable lesson. From now on, I will donate my hard-earned money only to organizations I believe in and have researched.

Is this a new trend, people asking others to fund their family problems so they can go on with life as usual? I recently saw a GoFundMe page for a funeral, and I know the family is well-off.

Dear Abby: My wife and I have been married 16 years. We have three boys, ages 12, 6 and 2. My 6-yearold doesn’t sleep in his bed.

He sleeps on the couch. My wife sleeps in a recliner in the den. The 2-year-old usually sleeps with her.

Sometimes he sleeps in a crib in our room. I sleep by myself in a king-size bed.

There is no possibility for romance. The only time there can be is when my wife comes to bed. If this happens, I know something is going to take place, but I have no chance to initiate.

Our sex life is totally up to her. Once a month or so is fine with her, but not for me.

I have told her how I feel about our “sleeping arrangements,” but nothing has changed. I know I snore, but she has not complained about it keeping her awake or used it as an excuse.

Our 6-year-old will not sleep in his bed as long as his mother sleeps in the recliner. The longer this goes on, the harder it will be to get him in his bed.
