By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Village trustees generally supported the addition of full-time economic development specialist and two sworn officer positions Monday during a Plainfield board workshop meeting.

Village Administrator Brian Murphy said staff has recognized they can take on three additional positions as the village continues to grow out of the recession and more events take place.

“Those three seem to be the lowest hanging fruit, and more importantly, very much a priority,” Murphy said.

The positions were brought up as part of a larger discussion on the 2016-17 draft fiscal year budget.

Services Traci Pleckham gave an overview of the village’s financial position and goals for the next fiscal year budget.

The economic development specialist position would take some of the burden off of Murphy and Village Planner Michael Garrigan, both of whom have been working business recruitment with other staff.

Murphy suggested the new hire also could work with data gathered by Buxton Group, a contractor that provided the village with commercial and industrial information specific to Plainfield.

“We haven’t been giving [economic development] a single priority,” Murphy said, noting the improvement in the economy. The specialist also could manage other responsi-

bilities such as historic preservation and tax-increment financing districts.

Trustee Jim Racich, who often applauds the planning department’s efforts, said there was a tremendous need for help.

“They are overworked, overburdened and out-resourced,” he said, supporting the prospect of a new specialist.

“It would certainly be beneficial to accomplish as many things as you want to,” Trustee Bill Lamb said to Garrigan.

Murphy said police staff have been handled well by Chief John Konopek. But an increasing number of community events have put a strain on the police force’s hours. “[Konopek’s] overtime budget has been rather high this past summer,” Murphy said.

Will County schools to rise to plastic bag recycle challenge

By FELIX SARVER fsarver@shawmedia.com JOLIET – Will County schools will participate in a nationwide plastic film recycling challenge to teach students the best environmental practices and bring communities together.

So far 11 school districts in the Will County area will participate in the Trex Plastic Film Recycling Challenge, coordinated by Trex Co., a manufacturer of decking and railing with 6,700 retail locations worldwide.

The annual challenge – kicking off Nov. 15 – encourages elementary, middle and high school students to collect plastic bags and other types of polyethylene, a common form of plastic. The challenge ends April 15.

“We think it’s a great way to teach kids about environmentally friendly practices,” said Lindsey Lucenta, Trex spokeswoman. “We also think it’s a great way to bring the commu-

nity together.”

Last year, more than 20 elementary and middle schools in Will County participated, among 430 schools nationwide.

Together, the schools gathered a total of 167,000 pounds of plastic film.

St. Mary Nativity School in Joliet was the champion of the challenge in Will County, with a total of 960 pounds of plastic recycled, according to Trex.

With 135 students, the school is one of the smallest that participated.

“That’s impressive,” said Stephanie Hicks, Trex material resource coordinator, who also said the challenge educates students on the correct way to recycle plastic film.

R.C. Hill Elementary School in Romeoville placed second with 644 pounds of plastic collected and Pioneer Path School in Channahon placed third with 477 pounds.

Lucenta said the recycle challenge is important to Trex because it is one of the largest recyclers of plastic in the U.S.

The company uses more than 1.5 billion plastic bags and keeps 450 million pounds of plastic and wood scrap out of landfills.

The company also salvages 400 million pounds of recycled plastic and wood scrap, along with 250 million pounds of sawdust, according to Trex.

The list of materials students are qualified to recycle include: grocery and retail bags, bread bags, case over wraps, dry cleaning bags, newspaper sleeves, ice bags, wood pellet bags, Ziploc and other recloseable bags, produce bags, bubble wrap, salt bags and cereal bags.

The participants weigh and report collection totals to Trex on a monthly basis before delivering the recyclables plastic to designated Trex drop-off points in Will County. The material is then shipped to Trex for processing.

Regional finalists and a national winner will be announced on Earth Day, April 22.

Murphy also said police have had to pull back on traffic enforcement.

“I’m concerned about the people being overworked,” said Trustee Brian Wojowski, who is a New Lenox police officer.

“These guys work around the clock, sometimes 16 hours a day when it’s not very safe out there.”

Several trustees supported the idea of two more police officers, but asked Konopek to provide more details on the overtime hours when the police budget comes up for discussion in a month.

No official vote was taken Monday night.

Shorewood salon thrives with liquor license; Plainfield salon looks to emulate success

By VIKAAS SHANKER vshanker@shawmedia.com SHOREWOOD – About 10 women gathered Saturday in a nail salon for a bachelorette party at Star Nails.

But along with a couple gifts and blessings for the tobe bride, Braidwood resident Kristina Picco, her bridal party brought along some liquid entertainment.

Each lady held a glass of wine or mixed spirit as they rested their feet in a bath, ready to be pampered while catching up.

“It’s fun to be able to relax and have a drink,” said Nichole Bethard, a member of the party who had her bachelorette party at the same salon.

That type of service is what Plainfield-based Evan Michaels Nails and Spa owner Colleen Almodovar wants to offer. She worked with Plainfield village officials on a liquor code amendment, which was passed Sept. 21, a new Class “W” liquor license allowing the sale of wine or beer at salons.

“A lot of women come in to get a pedicure to relax,” Almodovar said. “And some of them want to get a glass of wine along with that.”

Plainfield adopted its liquor license for salons off Shorewood’s model.

The only places in Will County that allows patrons to bring their own liquor or buy from the salon are two salons in Shorewood, Le Petite Nails and Star Nails.

Star Nails, at 857 Center Court, was the first salon to legally serve alcohol by obtaining a liquor license. Star Nails owners Kaitlyn Le and husband Tommy Tran said the additional service is worth it for their customers.

“We’re either breaking even or losing money,” Le said. “But as long as it keeps [the customers] happy.”

Shorewood’s Class “J” liquor license only allows the sale of beer or wine for consum-

ing in the salon. The beverages can only be served as a complement to the salon’s regular

services.

No person is allowed more than three drinks within 24 hours. The liquor class includes establishments that “offers services, such as cosmetic advice and application, pedicures, manicures and related services.” But it doesn’t

include salons that provide fullbody massages or services in private rooms.

The annual fee for the liquor license class is $1,125. That, along with the cost of the state liquor license and insurance, makes the service unappealing from a financial standpoint.

“In a day, sometimes I sell $10,” Tran said. “Every month, probably $600 to $700 in sales.”

Le said most of her clientele who use the liquor service are returning customers. But she said it’s another incentive for customers to visit.

Saturday fatal shooting under investigation Ackerson: Investigators sorting through ‘conflicting statements’

By LAUREN LEONE–CROSS lleonecross@shawmedia.com LOCKPORT TOWNSHIP – Police have little to go off in determining who pulled the trigger during Saturday’s fatal shooting of a 22-year-old Joliet man in Lockport Township.

“We’re sorting through conflicting stories from witnesses right now,” Will County Sheriff’s Investigations Deputy Chief Rick Ackerson said Monday.

Witnesses say Russell L. Mitchell Jr. was shot in the head Saturday night while he and a friend were standing in the middle of the street in the 100 block of Fairmont Avenue in Lockport Township. The circumstances surrounding the incident remain unclear, with witnesses offering conflicting statements about where the shooter was or what sparked the incident, Ackerson said.

Ackerson said authorities are still investigating but authorities are not aware of any criminal history or arrest record for Mitchell. He did say

It’s unclear whether Mitchell or someone else was the target, he said.

“We don’t know who the target was. The surviving witness said he doesn’t know who did it,” Ackerson said.

“Unfortunately, we don’t have a whole lot going on at this point.”

Multiple shell casings were recovered from the scene, he said.

Mitchell died at 7:56 p.m. in the emergency room at Silver Cross Hospital in New Lenox, according to the Will County Coroner’s office. His friend was not injured.

Ackerson said the Will County sheriff’s deputies typically have two or three patrol cars in the high-crime area.

Saturday night’s shooting follows a recent string of shootings in the area. Two fatal Fairview shootings also occurred Aug. 23 and Sept. 13.

A 15-year-old boy was shot in the shoulder during a drive-by shooting in the 1500 block of Fairmont Avenue on Aug. 31.

GoFundMe account set up for Lone Star employees

By LAUREN LEONE–CROSS lleonecross@shawmedia.com CHANNAHON – After last week’s fire that damaged the Lone Star restaurant in Channahon, the local fire department has started a fundraiser for the 30 employees now without a job.

As of Monday afternoon, $400 had been raised toward a $15,000 goal for the “Lone Star Family Fund” on the online fundraiser page GoFundMe. Channahon Mayor Missy Schumacher said the funds raised will go directly to the employees who will be without a job with the ongoing rebuilding efforts.

“I spoke with [owner Themis Sparagis] Friday morning. He specifically wanted to make sure people know this account is for his employees.

Schumacher said interested people can donate to the GoFundMe account online or through another fund account established at M&M Bank, 25140 W. Channon Drive. The bank is accepting donations

of any size for the Lone Star Family Fund.

The Sparagis family said Thursday they plan to reopen Lone Star, but did not know how soon. Schumacher said Monday she hopes the donations can ease any concerns for the 30 or so employees without a job, and the Sparagis family, in the meantime.

“I know they are determined to rebuild and reopen just as soon as they can,” Schumacher said.

The fire that started Wednesday night left the roof’s southeast corner partially collapsed and smoke, heat and water damage throughout the building. Almost 600 people had come by the next morning to see the damage and offer condolences after the fire.

The cause of the fire appears to be accidental.

DCFS investigating death of 1-year-old baby from Joliet

death of a 1-year-old girl from Joliet.

Melanie Massey, of the 500 block of Bellarmine Drive in Joliet, was pronounced dead at 9:03 p.m. Friday at Advocate Christ Medical Center in

Oak Lawn, according to Cook County Medical Examiner’s Office.

DCFS spokeswoman Veronica Resa said Monday the agency is investigating allegations of abuse and neglect

against the girl’s biological father and a caretaker. DCFS has had no prior contact with the girl’s family, Resa said.

Cause and manner of death is pending. The autopsy performed Saturday was

inconclusive pending further investigation, according to Frank Shuftan, spokesman for the Cook County Medical Examiner.

Next of kin has been notified, Shuftan said.

Farmers blame Joliet for flooding of fields

By BOB OKON bokon@shawmedia.com JOLIET – A few Troy Township farmers said they lose crops and money each year to flooding they blame on the city of Joliet.

Farmer William Kobe said up to a quarter of the 160 acres he farms can be flooded at times since the construction of the Kearney Glen subdivision at Black and County Line roads.

“All I’m looking for is to get rid of the water,” Kobe said at a recent meeting of the Joliet City Council’s Public Works Committee where council members and staff discussed the situation. “Every year I’m losing money. You guys caused it. You need to correct it.”

The city actually paid Kobe $25,000 at one point.

But Utilities Director James Eggen said the payment was considered “a cost of doing

business” when the city needed to get an easement agreement with Kobe to build a sewer line along Black Road.

Eggen and other staff members at Monday’s meeting of the Public Works Committee did not agree with Kobe that the city was to blame for the flooding problems.

But they did acknowledge the complaint goes back to the construction of the Kearney Glen subdivision about 10 years ago.

Kobe was joined at the meeting by farmer Bob Fitzer, who said, “I’ve had flooding every year since they put Kearney Glen in.”

Also at the meeting was attorney Richard Kavanagh, representing Kobe. He said at least three farmers are affected by the flooding problem.

The construction of the subdivision did affect field tile used by farmers in the area for drainage, Eggen said.

But Eggen did not agree with Kobe’s argument that a detention pond built with the subdivision holds water that seeps into the farm fields after a rain.

“If there was a quick solution, it would have been fixed,” Eggen said.

He proposed adding top soil to low areas of the farm fields that flood. Eggen and Kobe disagreed whether adding top soil in the past has done any good.

Kobe said a drainage line going into the detention pond is built in such a way that the water flows back into the fields.

Public Works Committee Chairman Jim McFarland told the two sides to work on the matter before the next committee meeting, which is Monday.

“The water’s standing there,” he said at Monday’s meeting. “It’s affecting your crops and livelihood. We have to do something.”

Joliet Catholic schools will raise awareness about empty classrooms

By FELIX SARVER fsarver@shawmedia.com JOLIET – Catholic school students, teachers and parents will march this week to raise awareness of the open seats in schools and availability of financial scholarships.

Between noon and 3 p.m.

Friday, students within the Diocese of Joliet Catholic Schools will walk a loop around their schools at the same time or engage in a similar promotional activity.

Friday will be the third year of the “Move Your Feet to Give a Child a Seat,” to show 54 diocesan schools have more than 5,000 empty classroom seats and raise scholarship funds to help fill them.

Joe Langenderfer, Catholic Education Foundation executive director, said enrollment has been declining for Catholic school systems nationwide.

CEF raises resources to allow

children with financial needs attend elementary and secondary diocesan schools.

“It’s always a struggle,” Langenderfer said.

He anticipates 21,000 students – along with families and neighbors – will walk in a united effort to demonstrate their Catholic faith and raise awareness of empty classrooms. In the past two years, 61 students received scholarships and were able to attend a Catholic school from proceeds raised from the campaign, according to CEF. Eileen Healy, CEF member, came up with the idea for the campaign after noticing the Catholic schools were not at capacity.

Schools within the Joliet diocese face decreasing enrollment. Last year, Langenderfer said total diocesan school enrollment was at 19,500 but the schools have a capacity for 24,000.

Catholic school officials have said families have struggled financially in the past several years which affects their ability to pay for tuition.

“I don’t think people realize what a big crisis it is,” said Ann Brundage, CEF board member.

She said the cost of tuition has “gone up drastically” to pay for teachers, classroom supplies and technology needs.

CEF is trying to raise scholarship money to help more students afford a Catholic education, she said.

She said a Catholic education is rigorous as well as creates a sense of belonging and community for students.

“We know our kids are going to school daily and being taught what we teach at home and can live out their lives in faith going to a Catholic school,” Brundage said.

“The standards are higher in terms of grades. It’s pretty disciplined.”

ELWOOD – A military transport vehicle is back in Elwood after authorities said a soldier drove it off the Army base without permission.

Elwood Police Chief Fred Hayes said the department received a call at 11:34 a.m. Sunday from the Army Reserve Center in Elwood at 2610 W. Arsenal Road. Army personnel reported that a soldier had left the base driving a 2.5 ton 2013

Joliet anti-bullying org to address District 86

By FELIX SARVER fsarver@shawmedia.com JOLIET – An anti-bullying organization plans to attend the next Joliet Public Schools District 86 board meeting to discuss the issue with district officials.

Members of Learners For Justice, a Joliet nonprofit focused on school bullying, plans to emphasize the need to address bullying in District 86 as well as bring several students to testify about being bullied.

The meeting is scheduled for 7 p.m. Wednesday at Sator Sanchez Elementary School, 1101 Harrison Ave. in Joliet.

Oscar Cuevas, the organization’s executive officer, said he started Learners For Justice in November 2014 after he noticed many students talking about incidents of bullying. He said he’s spoken with six students who go to District 86 schools and three graduates who were either bullied or witnessed bullying; six of them told Cuevas they did not believe their concerns were reaching administrators.

Cannon said the hotline was implemented in February and was not in response to concerns raised by Learners For Justice but a proactive effort by district officials after they updated board policy.

She said if students have a bullying issue, they can use the hotline or reach out to a teacher, principal or other district staff. The principal conducts an investigation and reports the outcome, she said.

Nicholas Sakellariou, district chief legal officer, said incidents that are not considered bullying under school code are not documented. Teachers and administrators take corrective actions on students if they en-

gage in conduct that doesn’t rise to the level of a disciplinary case, as bullying would. If student conduct – not just bullying – rises to that level, it would be documented, he said.

Cannon also noted that District 86 has increased its social worker staff at each of the buildings to address not just bullying, but social and emotional needs, she said. Cannon wrote in an email that since the 2012-13 school year, District 86 added five social workers as well as four behavior intervention specialists and 10 school psychologists.

But for Cuevas, bullying is a widespread problem at the district, specifically at the middle school level. Learners For Justice has started an anonymous survey on its website for District 86 students and graduates. The survey is gathering information on harassment incidents to help implement new policies and programs in schools.

He said Learners For Justice has recommended a system to track bullying incidents and staff training on handling them. He said his organization has met with district officials several times this year to talk about cases of bullying that he says were not being addressed.

she was thinking when she told Plainfield village officials her salon, at 14200 Route 30, may be losing business to Shorewood salons.

“I have had other bridal parties calling around trying to find a place they can turn into a party,” Almodovar said. “One bridal party – she is a loyal customer – asked if they can bring some mimosas with them. I said I can’t allow it.”

The Plainfield liquor license resembles Shorewood’s, and village officials have said they used Shorewood’s regulations as a guide.

Under Plainfield’s Class “W” liquor license, customers can only consume two glasses of wine or beer a patron within 24 hours. Serving size for wine is no more than 6 ounces, double for beer. The annual fee for the license is $1,500.

She said some salons in Plainfield had been knowingly or unknowingly serving liquor to customers illegally, a practice Plainfield Mayor Michael Collins said has been addressed with the salon owners.

Almodovar said she hopes other salons go through the permit process if they want to offer liquor services.

Almodovar is waiting on the police department to call back and get a background check and fingerprints for the liquor license in Plainfield.

“All the employees need to go through [server] training,” she said. “We have to make sure insurance is in place. We have to go in front of the Village Board again and get it approved. Then we have to get the state license.”

Almodovar’s goal is to start serving alcohol by the end of this year.

Born in Packard, KY on March 13, 1938, he resided in the Joliet area for many years. He was a veteran of the US Army. Retired from Triple A Galvanizing. He was an active member and Deacon of the Cherry Hill Church of Christ. Bobby was an avid fisherman and gardener.

Survived by his loving wife of 49 years, Judith A. Judge: Class-action status allowed in deaf inmates’ lawsuit

CHICAGO – Attorneys who brought a 2011 complaint alleging the Illinois Department of Corrections violated the constitutional rights of deaf inmates said Monday that the case is proceeding after a federal judge granted class-action status to the lawsuit.

The complaint alleges deaf and partially deaf prisoners have limited access to sign language interpreters, hearing aids and other accommodations at Illinois prisons. The result, attorneys say, is exclusion and isolation because the prisoners can’t communicate, effectively leaving them to miss religious services, hearings, court-mandated classes, doctors’ visits and, sometimes, emergency evacuations.

Both sides were negotiating a settlement, but attorney Alan Mills said talks broke down. Last week, Judge Marvin E. Aspen in Chicago granted class-action status – which extends any relief to current and future deaf and partially deaf inmates– and determined there was evidence to support most claims the state challenged, according to a 110-page ruling. The lawsuit seeks injunctive relief, asking for systemwide changes including requiring hearing tests during medical screenings when inmates are first incarcerated.

“Just imagine being locked away in a cell completely depending on your jailers or cell mates to bring you anything you need to survive and you can’t communicate with them,” said Mills from the Uptown People’s Law Center, one of the groups bringing the lawsuit.

Corrections spokeswoman Nicole Wilson declined to comment, citing pending litigation.

Similar cases have been brought in Kentucky and Virginia, which settled a lawsuit in 2010 by agreeing to provide videophones, interpreters and visual notification of meals.

Illinois updates tire rules after 2013 Hoopeston fire

CHICAGO – The Illinois Pollution Control Board has issued new rules about how to handle used tires.

State officials said the rules will apply to operators of tire disposal and storage sites and facilities that retread, stamp and die-cut tires. The rules are meant to protect from tire fires and breeding of disease-carrying mosquitoes from standing water in tires.

The rules will require operators to change the way they store used tires both indoors and outdoors. The rules also will give emergency responders easier access to tire piles in case there’s a fire or other emergency.

Carrie Zalewski is a board member who helped develop the rules.

She said a June 2013 tire fire near Hoopeston “focused everyone’s attention on the need for stronger regulations.”

Actor Dick Van Dyke steps in to save his childhood home

DANVILLE – Actor Dick Van Dyke is taking steps to save his childhood home in central Illinois, which was slated for demolition.

News stories about the threat to the two-story home in Danville, condemned because of its tumbledown condition, reached the 89-year-old actor during the summer. He announced over the weekend that the house will be restored as headquarters for a new foundation to provide scholarships to accomplished young performers.

Organizers of the Dick Van Dyke Foundation hope to establish a museum in the home where Van Dyke and brother Jerry lived during high school after the family relocated from Missouri.

After learning of the house’s dilapidated state, the star of “Mary Poppins” and “The Dick Van Dyke Show” recalled the “happy memories drifting around in there” in a tweet to his tens of thousands of followers.

When the city condemned the home in December, officials didn’t

know the Van Dyke connection, Danville Mayor Scott Eisenhauer said in July. The property’s last owner died in 2011.

Lance Kirkland, Dick Van Dyke Foundation board president, said in a news release that the organization is working with Todd Regan, executive director of the Walt Disney Birthplace, to launch the new foundation, which will seek nonprofit status.

Tentative Mitsubishi, union agreement to be discussed

BLOOMINGTON – United Auto Workers will hold a meeting to talk about a tentative agreement between the union that represents workers at the Mitsubishi plant in Normal and Mitsubishi Motors North America.

The Bloomington Pantagraph reported the meeting will be held at U.S. Cellular Coliseum in downtown Bloomington on Monday.

The meeting follows last week’s agreement on a tentative deal between the company and the union’s negotiating committee.

The current contract expired in August, but it was extended after Mitsubishi announced it was ceasing production at the plant in Normal in November and closing the plant where about 1,200 people work next May. The company said it is closing the plant because of diminishing sales.

Illinois delegate candidates for 2016 emerge

SPRINGFIELD – Nominating conventions for the 2016 presidential race are nearly a year away, but names of potential Illinois delegates to both the Republican and Democratic meetings are popping up.

Leaders of both parties, which will gather in July and name their nominees to face off against each other in the November 2016 election, must gather scores of representatives to do the voting.

The Springfield State Journal-Register reported Democrats from Illinois will send 190 delegates and 13 alternates to their Philadelphia festivities; while Republicans will draft 69 delegates and 66 alternates and see them off to Cleveland.

He was a Real Estate Instructor at Joliet Junior College for 14 years and also owned Offerman & Associates Real Estate and Offerman Enterprises which are currently operating. Bill enjoyed singing country music in Joliet and surrounding areas and recorded several songs for distribution.

He also had a strong passion for gardening. Bill will be truly missed by his family and friends.

By BRIAN MELLEY The Associated Press LOS ANGELES – Evidence is mounting that the El Niño ocean-warming phenomenon in the Pacific will spawn a rainy winter in California, potentially easing the state’s punishing drought but also bringing the risk of chaotic storms like those that battered the region in the late 1990s.

In the clearest warning yet that Southern California could be due for a deluge, meteorologists said in a report last week the already strong El Niño has a 95 percent chance of lasting through the winter before weakening in the spring.

“This is as close as you’re going to get to a sure thing,” said Bill Patzert, a climatologist at NASA’s Jet Propulsion Laboratory, calling this El Niño “too big to fail.”

“In the abstract,” he said, “El Niño seems like our savior.” But if floods and mudslides develop, it’s “not going

to look like the great wet hope charging across the landscape on a white horse.”

A strong El Niño arrives about once every 20 years.

Ocean temperatures show this one to be the second-strongest since such record keeping began in 1950, said Eric Boldt, a meteorologist with the National Weather Service. That would make it weaker than the El Niño of 1997 and 98 but stronger than the El Niño of 1982 and 83.

Both of those winters were known in California for relentless rain, strong winds and heavy snow.

Waves pounded the coast, mudslides rolled down mountainsides and floods swamped homes and claimed lives.

Storms blamed on El Niño in 1997 and 98 killed at least 17 people, wiped out strawberry and artichoke crops, pushed houses off hillside foundations and washed out highways. Damage was estimated at more than $500 million.

The 1982 and 83 tempests

left 36 people dead, damaged or destroyed more than 7,900 homes and businesses, and caused $1.2 billion in losses, according to the weather service.

The NASA lab has been observing El Niño and other ocean trends for decades. In 1992, JPL, in collaboration with France, launched the first in a series of satellites capable of observing the phenomena on a global basis.

Still, El Niños can be unpredictable. Some have produced little rain, and some of the most damaging storms have come in non-El Niño years.

In the past 65 years, there have been just six strong El Ninos and only two produced major precipitation statewide, according to the California Department of Water Resources.

Weather models this year show a 60 percent chance of above-average rainfall in Southern California, but that figure declines farther north, Boldt said.

WASHINGTON – U.S. cargo planes dropped small arms ammunition to Arab groups fighting the Islamic State group in northern Syria, a U.S. military spokesman said Monday.

Col. Steve Warren, a spokesman in Baghdad for the U.S. military command in charge of the anti-IS campaign in Syria and Iraq, said by email that the airdrop was conducted Sunday by Air Force C-17 cargo planes. He did not identify the Arab groups that received the supplies but said their leaders had been vetted and have been fighting to remove IS from northern Syria.

The airdrop is in line with a revamped U.S. approach in Syria. The Obama administration announced last week that instead of trying to build a new Syrian rebel force, it will provide equipment, including ammunition, to existing Syria rebel groups who share the U.S. goal of defeating IS. Separately, a local Kurdish official in the northern Syrian city of Kobani said the U.S. had provided 120 tons of weapons and ammunition to the main Kurdish militia fighting the Islamic State in that area, the People’s Protection Units, or YPG. The official, Mustafa Bali, said he did not know whether the supplies had been provided by air or over land.

The U.S. military headquarters in charge of the coalition campaign against IS said in an email to The Associated Press that it had made no delivery of weapons or ammunition directly to the Syrian Kurds in the last week.

Spokesmen for the YPG did not return calls to the AP. Bali and the Britain-based Syrian Observatory for Human Rights, which relies on a network of activists across Syria, said the YPG and other factions have formed a “Forces of Democratic Syria” coalition whose main aim will be to fight IS. Illinois a mess no matter where you look Last year, gubernatorial candidate Bruce Rauner pledged to “crack down on waste” in government in order to save taxpayers over $140 million. He also vowed to cut $500 million from the Illinois Department of Central Management Services and find another $250 million in Medicaid savings.

Very little of that has happened to date, as the governor himself inadvertently admitted during a speech last week in the southern Cook County suburbs.

Instead of saving $500 million at CMS, for example, Rauner touted just $15 million in savings, mainly from grounding the state’s fleet of airplanes – although that doesn’t take into consideration the cost of paying mileage reimbursements for all those folks who can no longer fly.

The governor identified a grand total of $107 million in what he said are savings he’s found this year, but most came from cuts at the Department of Healthcare and Family Services and people I’ve talked to aren’t buying those numbers because some major state cost

To the Editor: The serious problems of socialism have been forgotten as it becomes more popular in America. Bernie Sanders, a Democrat candidate for president, is an avowed democratic socialist.

Actually, almost all Democrat politicians are socialists. Democratic National Committee Chairwoman, Debbie Wasserman-Schultz appearing on Hardball with Chris Matthews was unwilling and unable to explain how a Democrat was different from a socialist.

Socialism replaces equal opportunity with equal outcome which kills incentive to work leading to lower productivity, less wealth, and more poverty. Socialism means government ownership or effective control of the means of production.

controls have been allowed to expire. He also failed to mention that he vetoed a bill that the Democrats said would’ve resulted in $400 million in DHFS savings – far more than his own stated campaign goal and lots more than the $70 million he claimed to have actually saved.

Rauner also bemoaned the lack of a budget and the myriad of court orders which are forcing state spending at last fiscal year’s levels. “I can’t control” the court orders, the governor said. That’s true, but the governor could try negotiating with the stakeholders and the courts to come up with more affordable orders. He’s not a complete victim.

And, of course, he repeatedly complained that the Democratic General Assembly hasn’t allowed votes on a single one of his Turnaround Agenda items.

He has a right to complain, but he’s not a legislator and he needs to eventually realize that he can’t pass bills on his own.

For crying out loud, man, what about an infrastructure projects plan? How about finding anything that could help grease a victory instead of this unseemly whining about how the other side won’t cave?

And the Democrats, for their part, have got to get it into their heads that they have a Republican governor.

“I’ve stated all year that I will work with the governor cooperatively and professionally, but we will not devastate Illinois’ middle class and struggling families by furthering an agenda aimed at driving down their wages and their standard of living,” said House Speaker Michael Madigan shortly after the gov-

ernor’s speech last week.

OK, well, first of all, comparing Rauner to Rod Blagojevich earlier this year was definitely neither cooperative nor professional on Madigan’s part, and his press secretary claimed the governor was acting like “a scared second grader” when he skipped out of that south suburban speech without taking reporters’ questions.

Apart from that, Madigan’s two pension reform laws most definitely were designed to reduce the standard of living of retirees. And Rauner was absolutely right last week to point out the various labor law exemptions that Madigan has passed for Chicago. Even so, that doesn’t mean the Democrats would ever accede to Rauner’s demand that teachers and local government employees should be stripped of their right to bargain over wages, benefits, overtime and working conditions. Ain’t gonna happen, man.

Eventually, because the governor is so anti-union and won’t talk about a budget until he gets some wins on that front,

Madigan and the Democrats are going to have to do something that unions don’t love or this impasse will never end.

The problem for the Democrats is intensely political.

Rauner’s horrible idea to spend the first four months of his administration touring the state demanding a so-called “right to work” law united unions like never before. Some major trade unions actively backed cuts in pension benefits for public employees, believing it would free up money for other state spending (a position encouraged by Madigan, by the way).

Now, thanks to Rauner, they’re all one big happy family.

The Democrats are so frozen in position that they can’t or won’t budge until things get so bad that they will have no other choice but to ding the unions at least a little bit, which may be the ultimate plan here.

It’s just a mess everywhere you look.

By CURT HERRON cherron@shawmedia.com PLAINFIELD – Alyssa Gromala didn’t have to sweat out if she was going to earn her third straight state appearance but things went right down to the wire for both Brianne Bolden and Maggie Micetich in their hopes to advance to state as freshmen.

Lincoln-Way Central’s Bolden and Lemont’s Micetich shot a 77 at Monday’s Class AA Neuqua Valley Sectional at Naperbrook Golf Course and then had to join Benet Academy’s Abby Bitto

and TF South’s Maggie Sloan to determine which three would move on.

Sloan had advanced to state in each of the last three years but had a rough hole, which resulted in the other three players earning their initial state trips.

Providence Catholic junior Gromala put together nines of 37 and 38 to finish with a 75.

There also was a playoff for medalist between Benet freshman Lauren Beaudreau and Neuqua Valley’s Jessica Yuen, the two-time defending state champion, who lives in Bolingbrook. After the pair

tied with totals of 69, Beaudreau got a birdie to win the title.

After winning medalist honors at last week’s Plainfield Central Regional, Bolden had to play an extra hole in order to advance to this weekend’s finals at Decatur’s Hickory Point Golf Course.

Although she became the first Knight to qualify for state since 1999, it was a bittersweet day for the talented freshman since her best friend, Knights freshman Grace Curran, shot an 80 and failed to advance and her brother, senior Anthony, was unable to get back

to state.

“Just going out there (for the playoff), I looked behind me and I saw everybody and I’ve never been in that situation with so much pressure,” Bolden said. “My coach was trying to lighten things up.

I’m also like a super fast player and then I got chosen fourth, which I thought would slow me down more. After a girl lost her drive and had to take a drop, I was in a good position so I decided to go for it and got a shot on the green and a two-putt birdie.

“This is the first time that anybody from Central has

gone to state but I wish that I wasn’t going alone. Grace just finished badly, otherwise she would have been in the playoff with me. I also feel really bad since Anthony didn’t make it, so it will be pretty quiet when we get back home. I’ll have bragging rights later on, but not tonight.”

While Bolden had expected to qualify, Micetich was surprised to earn a spot considering the quality of the field, which saw a cut-off just five strokes over the course’s par of 72.

BOYS GOLF: IHSA CLASS 2A NAZARETH SECTIONAL

Lemont, McPherson, Pluth heading to state

By DICK GOSS dgoss@shawmedia.com LOCKPORT – Before Monday’s Class 2A Nazareth Boys Golf Sectional at Broken Arrow, Lemont coach Mark Hollatz told other coaches that 320 would be good enough to win the team title, given the windy conditions and the difficulty of the Indians’ home course.

Hollatz was on the money.

Fenwick won with the 320 Hollatz forecast. Nazareth was the near-miss runner-up with 321 and Lemont was the third and last state qualifier with a 324.

Lemont has been in Class 2A seven years under Hollatz, and this is the Indians’ seventh trip to the 2A state tournament, which will be played this weekend at the D.A. Weibring course, the Illinois State University track in Normal.

“We have placed every-

where but first, second and fourth downstate, and we have not duplicated a place finish,” said Hollatz, whose 2012 team finished third.

“Go back two months, and I definitely would say we would take where we are now. This is a totally separate group from what we had last year.”

Senior Matt Retzke led Lemont with a 78 and sophomore Raymond Sullivan, the Indians’ No. 1 man, shot 79.

The other counters were the 83 of sophomore Matt Grasman and the 84 of senior Charlie Cannon.

“Charlie was big for us,” Hollatz said. “We substituted him into the lineup, and he shot 84. That was with 38 on the back, which was huge for us. We really needed that. It was a nice job when he didn’t play in the regional.

“We’re the type of team where our 1-2-3 guys are set, and 4-9, you can flip a coin.”

Twelve teams and 40 individuals not members of those qualifying teams were in the sectional field.

In addition to the top three teams, the top 10 individuals not on those teams advance to state.

Morris finished seventh with a 340 score while Joliet Catholic was ninth with 346.

However, Morris senior Nick McPherson and JCA sophomore Jake Pluth will be at state. McPherson shot 5-overpar 77 to tie for second behind the 75 of medalist Casey Domke of Marian Catholic. Pluth shot 80. Three players who shot 82 were involved in the playoff for the final individual qualifying spot.

Lincoln-Way West and Coal City had 11 individual qualifiers between them but none of the 11 was close to cracking the top 10 individual qualifiers. Peotone’s Jake Nietfeldt shot 88, the best score among

area individual qualifiers.

“I’ve played in a lot of wind, and you just have to trust it,” said McPherson, who will make his second straight trip to state. “I shot what I thought I would on the front [40] and turned it around on the back [37] and fought my way through.”

Morris’ other counting scores were Jake Hulbert 86, Jared Lines 87 and Jack Galloway 88.

“For our team to get out, we needed four really good scores,” McPherson said. “It wasn’t what we wanted it to be.”

“We have four solid players, but it takes everyone to shoot their best and you don’t always get that,” Morris coach Matt Lafond said.

The other counters behind Pluth for JCA were Brendon Wills and Bryce Kurtz at 87 and Tim Byczek at 92.

“I thought we might strug-

gle as a team with the wind and the caliber of competition here,” Hilltoppers coach Mark Hansen said. “But Jake [Pluth] has the kind of game where he keeps the ball low.

He played well.

“He’s the kind of kid where the hard part for him is over.

He has the kind of game where he could go to state and do some damage.”

Pluth, who won last week’s regional at Broken Arrow with a 72, was 6-over through five holes Monday, 3-under over the next 10 holes and finished with double-bogey, double-bogey, bogey – a wild ride to his 80.

“My driver broke [Sunday],” Pluth said. “I had to grab one out of the garage, and I had trouble putting it in play. I think I hit one fairway all day. It wasn’t really a good day. Usually, I’m more consistent. But at least I am going to state.”

Gromala continued her streak of qualifying for state. Now the Celtics standout hopes that she can turn in a better performance than her previous efforts there.

“During the round, I got off to a bad start, so I was like, ‘I’ve got to get it together,’ ” said Gromala, who was fourover through six. “I made a couple of birdies back-to-back, which was good.

After I got a double on 16, I tried to keep it steady for the last two holes. On the last hole, I put it to within six feet and almost had a birdie, which was a good way to end it.

“There were a ton of great people and scores here, so it’s good to be in a sectional with great competition in order to get through. I know the potential that I have now after some good rounds this season

By KAITLYN JASNICA PLAINFIELD – Every volleyball foundation starts with a group of players, and building a strong program doesn’t happen in just one season.

It’s been happening the past couple of years for Plainfield East.

When Emily Tonon started coaching the Bengals, her first two seasons each netted 12 wins. There’s still four more games to play in regular season and East has a 15-7-1 overall record and a 6-4 mark in the Southwest Prairie conference.

East has had a strong season, and even its losses overall have been close.

“Each year, we’ve progressed to a different level,” senior setter MacKenzi Welsh said. “My freshman year, we started with a really talented team and we had to work our way up. Successively, it’s gotten better.

Moving forward has really helped the program a lot and I think that every player that’s played here has contributed.”

Even though she won’t talk about it, Welsh has been an integral part of her team’s success for the past four years.

Welsh was all-area and all-conference her first three years, Top 100 Freshmen and Top Sophomore honoree, and was ranked the No. 40 recruit by PrepVolleyball.

“It’s been amazing to see her grow in the past four years because every year she’s come back even stronger and more aggressive,” Tonon said.

“She really has been one of the building blocks for the program.”

So far this season, Welsh has 365 assists, 173 digs, 100 kills and 40 aces.

More impressive than her statistics is the impact she will leave with East.

Since the Bengals run a 5-1 offense, next year there will be one or two different setters stepping in to take over. To prepare them, Tonon has Welsh set with the younger players to help train them.

When she’s not teaching the younger setters how to run an offense, she’s helping her hitters grow as players. In particular, her skills have helped impact the two young outside hitters.

“I think training with her this early has helped us become better hitters and to be able to help us hit any set that we’re given,” Malia Gamen said. “She’s helped us become the good hitters that we are.”

Toni Leitshuh earned Volleyball Player of the Week honors after totalling 96 kills, 56 digs and four aces for Lincoln-Way Central last week.

The senior outside hitter broke onto the IHSA Top 50 record list for most kills when she tallied 26 and led the Knights to a 25-23, 26-25, 25-27 victory over rival Lincoln-Way East.

In last week’s seven matches, Leitshuh averaged 13.7 kills and eight digs.

Returning the two top outsides is never bad for a team. The two improved their skill sets and had good leadership examples from the upperclassmen – Welsh, Jade Blakney, Paige Guerrero and Jessica Wernig.

“The upperclassmen helped us progress. They push us to be better players,” Duggan said.

“They’ve set the foundation of the volleyball player that I’ve started to become,” Gamen added. “I wouldn’t have been able to be anywhere as good without any of them last year and this year.”

Even though Welsh is the quarterback on the court, she cannot help her outsides get kills if the defense and passers don’t get her the ball.

Libero Blakney is ranked third in third in the area in digs with 267, an 11.6 digs-a-game average. Blakney not only delivers consistent passes so that Welsh can run the offense, she is the heart of the defense that has been scrappy and played lights-out the entire season.

Blakney will be another key contributor that is greatly missed, but junior defensive specialist Paris Pinkney has played great defense and will look to step into Blakney’s role next year.

Since East is graduating only four players, Tonon believes that the Bengals will continue building onto their foundation, even though they’ll miss the four seniors.

Right now, however, they’re looking to keep adding wins and surprising some Southwest Prairie opponents along the way.

“It’s taking everyone by surprise because we’ve come out so strong,” Gamen said. “I think we finally have solid players in positions in every spot of the court at all times.”

“This year has been really great,” Duggan said. “I think we can keep moving forward, because this year, we have been doing really well.”

Arrieta gets a little help from friends VIEWS Rick Morrissey This is how good Jake Arrieta is: When he’s missing the strike zone, it takes a while to figure out if he’s having an off night or if he’s being purposely off. Wild or wildly effective?

It’s like an actor stumbling over his lines and the audience thinking it’s part of the play. Until a stage light falls on his head.

Arrieta was not on top of his game Monday night, which is to say he displayed qualities often seen in humans, a species to which he does not belong. He was average instead of his usual ridiculous.

And the craziest part of it is that it didn’t matter. The Cubs went off script to beat the Cardinals, 8-6, and it’s possible they’ll be better off because of it. If their bats are as hot in Game 4 on Tuesday as they were Monday, then this National League Division Series very well could be over by evening.

Minooka volleyball hosts charity match MINOOKA – Minooka volleyball will be have its annual “Hits for Hugs” game Tuesday against Oswego. The money raised at this fundraiser will go to the Shorewood “HUGS and wishes” program so they can continue to help grant wishes to people in the Shorewood area.

This year, HUGS will be granting a wish for Nate and Amy Braun, who are adopting a baby girl from China named Faith, who has special needs.

Tuesday happens to be Faith’s birthday, and the family wants to celebrate with a “ birthday party” to capture memories for Faith as she grows up. The second part of the wish is to help the Braun family financially when they go to China this year to bring Faith home to Minooka.

The family also is doing a shoe drive to help bring Faith to her new home, so anyone who brings in an old pair of shoes will have free entry to the game.

ALTON – Providence Catholic’s boys golf team assured itself of a second straight state trip after claiming second place in Monday’s Class 3A Alton Sectional at Spencer Olin Course.

The Celtics beat Homewood-Flossmoor, 314-318, for second place while Edwardsville won the title with a 308 total.

Minooka (331) was fourth and Lincoln-Way Central (348) took ninth.

Leading Providence were third-place Michael Cascino (74), Ricky Costello (78), Jack Walsh (80) and Tyler Roat (82).

Ryan Miller (84) and Gino Sanfilipo (86) also competed for coach John Platt’s team, which will be making its fifth state appearance in seven years.

“The course played tough

and the greens were very tricky,” Platt said. “We were in great shape after nine holes but then a couple of holes on the back didn’t treat us too well and that kind of was the difference.

But we got out as a team and get a chance to improve upon last year’s fourth-place finish.

We’ll be paired with some good teams and it’s just a matter if we can can play a little better on the first day.”

The only other individual qualifier was Minooka’s Dan Anfield, who fired a 77 and tied for eighth.

The cutoff for individual qualifiers was 80 and Minooka’s Ryan Johnson shot that score but failed to advance following a three-man playoff to determine the final spot.

Smoking still biggest lung cancer risk Morris, Joliet residents share their experiences with disease If you go

ORRIS – In 2012, according to the Centers for Disease Control and Prevention, 210,828 people were diagnosed with lung cancer in the United States and 157,423 died from it.

But one area oncologist is optimistic.

“We are finding newer ways to treat it,” said Dr. Nafisa Burhani, oncologist with Joliet Oncology-Hematology Associates.

“As we discover new mutations, we can develop targeted therapy, and many drugs have come out recently that target these specific mutations. Chemotherapy treatment is becoming more personalized. It’s very exciting, and I think in the next few years, it will get better.”

Morris resident Gina Lombardi is grappling with it now.

Her daughter’s employers – Aurelio’s Pizza in Morris – are holding a fundraiser for her Friday, and it’s a good thing.

Her cancer was diagnosed at Stage 4 last summer, and the treatments are expensive.

“She had a chest cold, and she had a horrible cough. She thought it was bronchitis,” said her daughter, Jordan Bellos Lombardi. “She couldn’t breathe, so she went to the hospital.”

A chest X-ray showed a 6-inch tumor in her lungs.

“She said she knew right away it was cancer,” Jordan said.

Cancer symptoms were present two years before the diagnosis, Jordan said, but they were attributed to other conditions. Lombardi’s back pain was because of the many tumors that had metastasized to her back. Gina said Lombardi also has tumors on her ribs, right airway and lymph nodes. And that’s not all.

“She lost like 60 pounds in three months,” Jordan said.

Nevertheless, Jordan said Lombardi is in good spirits.

Jordan Bellos Lombardi of Morris had worked at Aurelio’s Pizza in Morris just two weeks when her mother, Gina Lombardi, was diagnosed with Stage 4 lung cancer. The restaurant is hosting a fundraiser Friday for Gina.

Jordan is taking a semester off college as a history major to help care for her mother, and her sister, Jade Staskl Lombardi, is helping, too.

Jordan said her mother has been a smoker all her life, and that, according to Burhani, is the main cause of lung cancer.

“Smoking is the biggest risk,” Burhani said. “We’ve seen a rise in the amount of lung cancer in nonsmokers recently, as well. We don’t know why. Exposure to smoking, especially to a child, does increase the risk of lung cancer, and so does radon and environmental pollution. ... Lung disease can also increase the risk of cancer from scarring in the lung tissue.”

According to the American

Cancer Society, lung cancer is categorized into small cell cancer and nonsmall cell cancer.

Each grows differently and is treated differently. Small cell cancer is less common, but it is an aggressive one.

It is, however, more responsive to chemotherapy and radiation therapy, according to the CDC. A cure is difficult to achieve because it’s likely to have spread by the time of diagnosis. Current treatments do not cure nonsmall cancer, although they can shrink its size to help with surgical removal.

Twila Shafer of Joliet was lucky. She caught her small cell lung cancer at an early stage last summer.

“I got really sick at the beginning of July,” Shafer said.

“It was so hard to breathe. I thought I had pleurisy.”

Shafer also was extremely fatigued and sleeping more than usual – and blamed working two jobs as a vision and hearing technician, as well as house-sitting. When doctors found the cancer, Shafer couldn’t believe it.

“I was floored,” Shafer said.

“I didn’t know what to think.”

Shafer said she recently completed her last round of chemotherapy at JOHA and that she may need radiation. But Shafer added that her outlook is good; she feels good; and she is thankful for all help from family and friends the past few months.

“My family and I are closer now,” Shafer said, “so something good has come out of it.”

According to the American Cancer Society, the following symptoms might suggest lung cancer • A persistent or worsening cough • Chest pain that worsens with deep breathing, coughing or laughing • Hoarseness • Weight loss and poor appetite • Coughing up blood or rust-colored sputum • Shortness of breath • Fatigue or weakness • Repeated or persistent infections, such as bronchitis and pneumonia • New onset of wheezing

That was quite some claim, but in today’s deal East has a chance to dangle a carrot that might cause a “revolution” between North and South.

First, though, this week we are wondering when declarer should ruff and when he should discard. This is another straightforward example. South is in four hearts. West leads the club jack, and the defenders keep playing the suit. What should declarer do?

Note North’s raise to two hearts.

With a weak hand, tell partner as quickly as possible. Yes, if South is 4-5 in the majors, spades could be the better trump suit.

Then North hopes his partner has enough to bid higher, when South would rebid two spades.

Should declarer discard his inevitable diamond loser at trick three?

Certainly not! That would put his contract on the spade finesse, when he has 10 top tricks: three spades, five hearts and two diamonds.

Well, in theory 10 top tricks. After ruffing at trick three and drawing trumps ending in his hand, South runs the spade nine (the lowest card that can win the trick if the finesse is working). Now an East with steely nerves can dangle a tasty-looking carrot. He ducks smoothly.

Then when South runs the spade queen, East ducks again! If declarer greedily assumes the finesse is winning, he will take a third finesse, but East will produce the king out of his back pocket, and the contract will go down one.

some people, mental illness is a character flaw, a personal weakness.

They don’t see it as I and many doctors see it, as a physical illness caused by disordered brain chemistry. Influenced by life events, surely, but at root a physical illness like the atherosclerosis that causes a heart attack.

• Ease guilt. It may help to remind your friend that even mental health professionals cannot predict when such a death might occur – not to mention that we have very little control over someone else’s behavior.

Encourage your friend to consider therapy. Cognitive behavioral therapy, interpersonal therapy and support groups all can help sort through the barrage of emotions she is experiencing.

• Support openness.

Encourage your friend to talk about her son. Let her know you are there to listen to any details about him, and about his death, that she is comfortable sharing.

• Plan ahead. Assist your friend in finding ways to mark (or simply get through) her son’s birthday, family holidays or other milestones.

The American Foundation for Suicide Prevention recommends against using the verb “commit” when talking about suicide. That’s because this word is often used to connote criminal or sinful behavior. I’ve purposely used phrases such as “die by suicide” to avoid further stigmatizing this type of death.

What can I do to support her during this awful time?

Dear Reader: More than 30,000 Americans die by suicide each year, leaving behind devastated family and friends.

That’s about one out of every 10,000 people in the United States.

To some extent, someone who loses a family member to suicide suffers a loss similar to if the person had suffered another type of unexpected or violent death, such as a heart attack, car accident or drowning.

But people who lose a family member to suicide have additional challenges. These may include shame, which is reinforced by society’s attitude about suicide.

They also may struggle with guilt over whether they could have prevented the death, if only they had done something different.

One of the most important things you can do is to offer your support and compassion.

Because suicide carries a stigma, some friends and family may back away, unsure what to do or say.

Your simply being there will help.

Here are some more specific suggestions for supporting survivors of suicide loss: • Normalize the grief.

Encourage your friend to engage in the same rituals she would use to grieve any death. For example, she might hold a memorial service.

Remind her that suicide is a tragic outcome of depression or another mental illness. In that way, it is similar to death by heart attack, which may result from cardiovascular disease.

The stigma of suicide may come from the blame that some attach to the mental illness that leads to suicide. For

Dear Abby: I’m writing regarding the letter from “She’s Killing Them in Indiana” (July 8) and your response to the writer, whose friend is HIV-positive and doesn’t tell her partners her diagnosis. I am a disease intervention specialist (DIS) in Indiana and work specifically with STDs like HIV. In Indiana there is a duty to warn law that requires anyone who is HIV-positive to inform any past or present sexual or needle-sharing partners of her/his HIV status. At the time of diagnosis, all providers inform the patient of this, and a DIS like me is required to get a signed copy of this law from HIV-positive individuals.

This year there was a large outbreak of HIV in a rural southern area of Indiana. More than 100 new infections occurred within just three short months.

If individuals like this woman do not inform partners, then the risk is high for another outbreak.

The person who wrote you should contact the Indiana State Department of Health’s Recalcitrant Program and inform them of this situation. All information is kept confidential. Counseling could be provided, and then if she continues not informing, legal action could be taken against her. – Melissa Mu-
