JOLIET – The Joliet City Council approved a pay raise for the city manager, as well as filling 16 vacancies that include patrol officers.

The City Council also received answers on a few questions asked to the Will County Metropolitan Exposition and Auditorium Authority during a discussion of the Rialto Square Theater’s new marquee on Monday.

At Tuesday’s meeting, City Council members unanimously approved a 2 percent raise for City Manager Jim Hock, increasing his salary from $185,000 to $188,700. The salary increase would apply next year and would be retroactive to Nov. 12, following his one-year anniversary with the city.

Council members also approved filling 16 vacancies on city staff. Those vacancies include six patrol officers, two sergeants, one captain, a firefighter and paramedic, a building safety inspector, a utilities superintendent and four maintenance workers.

Liquor license changes

After approving an ordinance amending the Joliet Liquor Code, nonprofit organizations will now be able to apply for a Class J liquor license, which will be less costly for them.

Previously, nonprofits could only apply for Class A, B or E liquor licenses. They could also apply for a temporary license on an event-byevent basis.

Gregory Peerbolte, Joliet Historical Museum executive director, had said the liquor license system before was too costly and complicated.

New ambulance and potential surplus property

The City Council also unanimously approved authorizing the purchase of a new Horton ambulance for $248,979 to replace a 2006 model.

The Joliet Fire Department will now be able to participate in the State of Illinois Federal Surplus Property Program to receive surplus property from the state, such as equipment or vehicles after unanimous council approval Tuesday.

They must register with Illinois Central Management Services Department to participate.

Rialto marquee

WCMEAA Chairman Jim Smith visited the City Council Tuesday to answer questions addressed to him by Councilman Jim McFarland, who was absent at the meeting.

One the questions regarded Landmark Sign, the company behind the design of the marquee. Smith said Landmark Sign is a union company.

He also said four companies responded to the request from the WCMEAA to generate marquee design plans, costs for the marquee and provide consultation services. Only Landmark Sign met the criteria, he said.

Smith also mentioned the WCMEAA will have a special meeting Thursday to discuss the marquee, litigation issues and appoint an ethics officer.

“This is not going to be anything that’s covert or clandestine. The public is welcome and we will accommodate them,” he said.

Joliet releases potential price of Evergreen Terrace takeover

By BOB OKON bokon@shawmedia.com JOLIET – The city of Joliet could pay anywhere from $13.7 to $23.5 million for the Evergreen Terrace housing complex, according to appraisals filed in federal court.

The city in September won a condemnation lawsuit to take over the privately owned and federally subsidized housing complex for low-income residents. The city is preparing to negotiate the price it will pay to the current owners.

That final price may determine whether the city can pay for Evergreen Terrace with revenue from the property or if it will have to dip into other funds.

“No,” City Manager Jim Hock said when asked if he knew now if there is enough

revenue from Evergreen Terrace to pay off the bonds the city would issue to acquire the property.

Evergreen Terrace generates $4.5 million a year in revenue, Hock said. But, he added, “I don’t know what the cost of the property is going to be. I don’t know what the operational costs are going to be. I don’t know what the bonded indebtedness is going to be.”

Joliet submitted Friday to federal court two appraisals: One at $13.76 million and the other $14.3 million, according to a city of Joliet news release issued Tuesday. Evergreen Terrace owners submitted an appraisal of $23.52 million.

Hock said the city will approach the owners to begin negotiating a possible settlement to avoid going to trial – scheduled for March 10 – where a

jury would set the price.

There is division on the City Council as to whether Joliet should proceed with the takeover, which was targeted for condemnation in 2005 because of crime and conditions at Evergreen Terrace.

Councilman Bob O’Dekirk, who is running for mayor in the April 7 election, said a final price is likely to be somewhere in the middle of the appraisals. But, he added, “There is no plan. There is nothing firm in place that says, ‘If we’re going to spend $18 million, this is what we’re going to do.’ ” Mayor Tom Giarrante, who was on the council when it voted to pursue condemnation and continues to support the takeover, said the city has hired Holsten Real Estate Development Corp. to prepare for the acquisition.

LOCAL BRIEF Stateville inmate found dead Saturday

CREST HILL – An autopsy is being done on a Stateville inmate whom prison officials say committed suicide.

Shawn Craig, 40, who was serving a six-year sentence for possession of cocaine out of Lake County, was found at 3:25 a.m. Saturday in a kneeling position in his cell with a line made from a torn sheet around his neck, according to the Illinois Department of Corrections.

He was pronounced dead onsite by a deputy coroner from Will County. The coroner’s office is conducting the autopsy.

Craig was housed in a single-inmate cell in a segregation unit and no one else had been in the cell, according to a statement from DOC. He entered the prison system June 3 after having been in Lake County Jail for about six months.

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET – An objection to Joliet City Councilwoman Bettye Gavin’s candidacy petition by opposing candidate James Foster failed at an election hearing Tuesday afternoon after four of the five exhibits Foster attempted to introduce were thrown out, and a fifth was retracted.

But Gavin said the damage had been done.

Gavin, who is running for the District 4 council seat in the April 7 election against Foster, Angel Guzman and Phillip A. Petrakos, said allegations that Foster raised at the hearing damaged the image of the Forest Park Community Center, where she is the executive director.

“It has definitely put a negative spin on the center,” Gavin said, after an election panel comprised of council members Jan Hallums Quillman, Michael Turk and City Clerk Christa Desiderio denied the objection.

Foster alleged that Gavin’s petition circulators collected signatures at the center, a registered 501(c)(3) organization; federal law prohibits that type of political activity at a nonprofit.

He also said residents weren’t properly informed of the rules at the center, and claimed signatures were circulated at Birth into New Life Church of God in Christ next door to the center.

Gavin, who was appointed to the City Council in April to fill the seat vacated

by Susie Barber, denied all of Foster’s accusations.

The center’s mission is to serve and enrich the Forest Park community through education, empowerment and a safer environment. It offers an early-learning program for children ages 3 to 5, a computer-training program that includes GED classes

Foster said he didn’t “think it dragged the center down. I believe in what the center stands for,” adding he was “not upset at all” about the ruling and doesn’t plan on appealing it.

Forest Park reputation

Objection denied

Foster filed the objection Dec. 29. The election panel Tuesday turned down the objection after hearing testimony from both sides.

After Joliet Mayor Tom Giarrante recused himself from the hearing because he appointed Gavin, and let Quillman take his place, Foster questioned Quillman’s connections to Gavin.

Legal counsel said it was fine with Quillman on the board, then Gavin’s attorney,

Gavin’s petition. None of the letters were notarized.

“The burden of proof was on the objector,” Quillman said, adding that Foster didn’t provide the proof. “I wanted to give everyone, [Gavin] and her attorney, [Foster] and the people, the right to speak,” she said.

Foster said he regretted not having the authors of the letters present at the hearing, but “I think I got my point across.”

Eric Mitchell, said the objection should be dismissed because it was too vague. The dismissal failed.

Foster then attempted to present five exhibits, including letters from residents claiming petitions were collected at the center. But the panel threw out four of the exhibits, claiming they weren’t relevant to the objection and raised an issue that wasn’t addressed in the original ob-

jection. Foster retracted his fifth piece.

Panel members stated some of the letters regarding the alleged campaigning at the center contained testimony from people who didn’t even sign Gavin’s petition. And the board found another letter was from a person who was said to have signed Gavin’s petition – but the signature on the letter didn’t match the signature on

During Foster’s final rebuttal, he claimed “there were petitions kept in an office, brought out to the front desk and signed and returned back into that office.”

Roy Smith, the community center’s board president and son of founder Louise Ray, tried to hold back tears as he recounted how the center has impacted the community.

“All I want is for the center not be slandered,” Smith said. “I went from seeing the center almost sink.”

Foster said he had no intention of putting down the center’s reputation.

“I didn’t come down here to put on a show,” Foster said. “I came here to show illegal activity.”

Foster said he will continue campaigning.

“We’re getting prepared for more of this because we know that [the election race] can get crazy,” Gavin said.

Sleeping Same-day voter registration will cost $1M woman shot in Joliet WILL COUNTY

WILL COUNTY – A new state law making permanent same-day voter registration – first piloted in the November election – is sure to be a $1-million headache for the county, Will County Clerk Nancy Schultz Voots told members of the county board’s Finance Committee on Tuesday.

That’s about how much it’s going to cost to comply with Senate Bill 172, passed last month, that requires Illinois counties with a population of at least 100,000 to offer sameday voter registration at every polling place beginning with the March 2016 election.

In the county’s case, that’s 303 polling places – a substan-

tial increase from the five locations that offered sameday registration in the Nov. 4 election.

Schultz Voots said the county will have to find money to equip each location with electronic poll books – or computer tablets with voting capabilities – as part of the state’s contracting with the Electronic Registration Information Center, a multistate data-sharing system that streamlines voter data records. Those devices alone will cost about $528,000, according to estimates.

Only 628 people registered and voted on Election Day in Will County, according to the county clerk’s office, leading some county board members, including County

Board Speaker Jim Moustis, R-Frankfort, to believe the $1 million in start-up costs might not be worth it. That’s equates to about $1,600 a vote.

“This involves so few voters. How do you justify the expense to let a handful of people vote?” Moustis said.

People have several months leading up to Election Day to register, and have the options of voting absentee or early.

Schultz Voots said allowing same-day registration in every election precinct is worrisome, noting the county don’t have the technological means to prevent someone who registers and votes in one precinct and one county to do the same later in another.

Unlike in the November election pilot program, sameday registration votes will also be fed directly into the system as valid without question, Schultz Voots said. In the last election, those votes were considered provisional and set aside until their validity could be confirmed.

Court fee advances

In other news, the county board’s judicial committee voted to push forward a $25 court user-fee to help pay for construction of a new courthouse. The county’s board Executive Committee will vote on the proposed fee at its Thursday meeting. No one spoke in objection to the fee at a public hearing held Tuesday.

Will County bank accounts under scrutiny

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – A deputy auditor said Tuesday a county system that puts money into 65 different bank accounts creates too many opportunities for fraud.

The accounts totaling roughly $40 million are being put under the microscope, members of the Will County Board’s Finance Committee were told.

Deputy Auditor Cathy Pleasant said the Will County State’s Attorney Office is compiling a list of each account and reasons why each was created.

She also will determine which accounts are mandated by state law or county ordinance to be separated from the county treasurer’s office.

Some of the accounts are controlled by departments, or elected officials, rather than being part of the county treasurer’s office.

It was unclear at Tuesday’s meeting why the accounts are

being scrutinized now. But Pleasant said the county having 65 separate bank accounts “is huge” and that there’s a “larger ability to have fraud in that kind of environment.”

“Right now, if you have a separately held account and you’re purchasing whatever, we don’t know about it.

It doesn’t come through the [county treasurer’s] accounts payable process. It goes through the accounts payable process in that department,” she added.

While there’s no proof of

any wrongdoing, Pleasant said there’s not enough safeguards in place to prevent fraud.

“You can actually ... [set up an account] with the county’s FEIN number at a local bank.

The treasurer’s office can’t even do that without getting signatures from the treasurer and [County Executive] Larry Walsh combined. To be able to do that, I find it tremendously incorrect.”

from the county treasurer’s office, such as schools and circuit clerks, said Karen Hennessy, the county’s finance director.

Determining the reasons for some of the accounts has proven difficult.

Some of the accounts were given to the state’s attorney’s office with simply a bank name and account number, making the process “no small task by any means,” said Mary Tatroe, who is chief of the civil division of the Will County State’s Attorney’s Office.

Deputy Chief Ed Gregory said the incident was reported about 2:56 a.m. in the 1000 block of Sherman Street.

“The 44-year-old victim was sleeping in her bedroom when an unknown subject walked up and fired multiple shots through the window,” Gregory said.

The woman was struck once in her left shoulder.

She was taken to the hospital, but police reports indicate her wound is not life-threatening.

Gregory said officers found shell casings outside the house and followed footprints in the snow to the corner of Sherman Street and Doris Avenue, where it appears the assailant left in a vehicle.

“The victim told officers she has no complaints or ongoing problems with anyone and does not know why she was attacked,” Gregory said.

Troy teachers, support staff reject contract offer

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Troy school district teachers and support staff rejected a bargained contract just before winter break.

Troy Educators Association President Sarah Wells said more than 350 teachers and support staff met Dec. 18.

A majority voted against a contract brought to them by the negotiating team.

“At this time we are not clear as to why the contract was not accepted,” Wells said in an email response sent Monday to The Herald-News.

“We will be meeting as a bargaining team within the next week and figure out where we go from here.”

The school district’s fouryear contract with the Troy Education Association, the teachers union, expired over the summer. But School Board President Mark Gri-

glione said discussion on a new contract was delayed until late July because of a change in district leadership.

Superintendent Don White resigned weeks before the spring 2014 semester ended. His successor, Superintendent Todd Koehl, was hired at the June 18 School Board meeting and started work July 14.

“It’s taken a little longer, but it’s really not,” Griglione

said. “[Negotiations are] going very well. The superintendent is well versed at that and has done a great job at the table so far.”

Wells said the bargaining process has worked well, and union leadership plans on meeting with the district soon to set up more meetings.

“We recognize this is part of the process,” Griglione said. “We’re looking forward to getting back to the table.”

JOLIET – A judge’s illness will delay a murder trial until next week at the earliest.

Larry Hinton, 60, was scheduled to stand trial this week for the September 2012 slaying of his younger brother, George Hinton. Judge Daniel Rozak was expected to begin jury selection Monday, but has been out sick.

On Tuesday, Judge Dave Carlson, who is acting as the presiding felony judge, scheduled a hearing next week so Rozak and the attorneys can pick another date.

The Hinton brothers lived together but frequently fought, police said. On Sept. 15, 2012, Larry allegedly shot George, 55, with a rifle in the basement of their Lockport Township home.

Larry Hinton came upstairs and told other relatives his brother had shot himself during the argument, police said.

Will County Sheriff’s investigators said at the time it was “unlikely” George Hinton’s wound could’ve been self-inflicted.

Out-of-state witness sought

JOLIET – A trucker from South Carolina will have to answer a subpoena by next week for another trial to be held.

The trucker reportedly witnessed the July 30, 2012, confrontation between James A. Pacheco, 38, and two Joliet police officers.

When she first came to the village, Hoehn made sure businesses wouldn’t be overwhelmed by construction on Route 30 and made sure they stayed open, Carroll said.

Hoehn also received praise from Mayor Tim Baldermann for helping to bring Portillo’s to New Lenox. Carroll also said she was instrumental in the planned redevelopment of the downtown area.

With Hoehn gone, officials want to examine how the position of the economic development director could benefit the village more. One example would be the director helping with events.

“Someone who will help coordination with public events. We’ve been looking at that as a possibility with the position,” he said.

NEW LENOX – New Lenox’s economic development director has left her position to be closer to her family, village officials say.

Nancy Hoehn left the last week of December to be in Texas, Village Administrator Kurt Carroll said. Every month, Hoehn would commute to New Lenox from Texas, he said.

The position for economic development director is now open, but village officials want to reevaluate its duties.

“Any time you have someone from your staff that leaves, it’s an opportunity to take a look and see what we would like to see from that position,” Carroll said.

Hoehn worked for the village since 2011, and her hiring raised eyebrows since she would be working from

Texas. Before coming to New Lenox, she worked with Carroll in Shorewood as the economic Nancy Hoehn d e v e l o p m e n t director.

At the time of her hiring, she earned $60,000 – about $26,000 fewer than the previous director – in base pay, as well as up to $1,000 a month in travel expenses. Carroll said she was in New Lenox more than Texas and she had a home in Shorewood.

CRETE – The Forest Preserve District of Will County said Tuesday it has received a $400,000 state grant that will help pay for a dog park and other facilities in Crete.

The district plans to put the off-leash dog park, a picnic shelter and a trail in the Plum Valley Preserve access on Burville Road, east of Route 394.

Construction would begin in fall 2015 or spring 2016, the district said in a news release.

The grant through the Open Space Land Acquisition and Development program will help

MORRIS – A permanent Disaster Fund has been established to prepare Grundy County for the worst.

The fund is with the Foundation of Grundy County and has $20,000 in it – $10,000 donated apiece by the foundation and Operation St. Nick. The money will grow in the fund and will be available immediately, according to the foundation.

“We donated $10,000 each to kick off the Disaster Relief Fund,” said Joe Schmitz, St. Nick president.

“We would like to build it up to $100,000 and hopefully never need it,” he said.

St. Nick has made a onetime donation and the foundation is planning on making annual donations, foundation Executive Director Julie Buck said Friday.

United Way of Grundy County and We Care of Grundy County also team up with the foundation and St. Nick when a disaster strikes, such

as the November 2013 EF2 tornado that damaged more than 200 homes and businesses in Diamond and Coal City, providing money through their resources, Buck said.

The Disaster Fund is open to donations from the public.

After the area was hit by a flood and later a tornado in 2013, the foundation, St. Nick, United Way and We Care came together to raise money to help those affected.

The organizations and their volunteers teamed up to help with immediate needs for people affected while they waited on help from state and federal organizations such as FEMA. Families received mini grants formed from the funds raised. The organizations gave out more than $400,000 to area families and businesses recovering from the tornado that hit the Coal City and Diamond area.

Schmitz said the Disaster Fund will assist with clothing, food, prescriptions and other immediate needs victims have.

Village board delays abatement vote

By JEANNE MILLSAP Shaw Media correspondent CHANNAHON – The Channahon Village Board declined Monday to vote on an intergovernmental agreement that would provide funding for a large construction project at Interstate 55 and Bluff Road.

The board opted to wait until decisions come in from at least two other major taxing bodies in the village.

The agreement is scheduled for the Channahon School District 17 school board’s agenda Jan. 26 and the Minooka Community High School District 111’s agenda Jan. 15. The two districts combined receive 60 percent of Channahon’s property taxes.

Other taxing bodies being asked to participate are the Forest Preserve District of Will County, Channahon Township, Channahon Fire Protection District, Joliet Junior College, Channahon Park District, Three Rivers Library District and Will County.

The agreement asks the districts to rebate a portion of their property taxes to the village for the next 15 years to cover expenses that will be used to improve the interchange area.

The improvements will be used to expand interstate ramps, add turn lanes to Bluff Road, install traffic signals, put a water line under the interstate and make other improvements at the interchange, all in preparation for a 118-acre logistics/ industrial center planned for the northeast area of the intersection.

The land is zoned as agricultural and brings in minimal tax dollars.

Developer Industrial Development International has proposed to construct the Channahon Corporate Cen-

ter with up to four buildings of about 500,000 square feet during a 10-year period if improvements are made to the site, including village water service being brought in.

Cost estimates for the improvements total $4.2 million, and the village plans on issuing 15-year general obligation bonds to fund them. Annual debt would be an estimated $375,000, which would come from the tax abatements from the taxing bodies.

The agreement has been altered a few times during the past year, with requests by the school districts to change certain specifications. Lawyers and village staff have appeared before several of the taxing bodies’ boards.

There is no hurry on the village’s part, Channahon Village President Joe Cook said at Monday’s meeting.

“It’s an incredible amount of money we’re talking about,” Trustee Missey Schumacher said, “and, personally, I’d prefer to wait to see how the school districts feel about it.”

The Channahon Village Board also heard Monday an update on the senior rental units being planned for the Town Center area. Things are on track, with the developer negotiating with the Catholic Diocese of Joliet, which owns the property. The goal is construction of one- and two-bedroom homes on the property immediately southwest of St. Ann Catholic Church.

Also at the meeting, Channahon police Chief Jeff Wold announced the department is screening for two new police officers to replace ones who recently resigned from the department. Forty-one applications have been submitted, Wold said, and 100 taken out.

Testing will begin Feb. 14.

Alleged shoplifter nabbed in Homer Glen

HOMER GLEN – Police say a shoplifter was nabbed on his fifth time at the same store Monday.

NEW LENOX – The Silver Cross Health Community Commission recently announced awards to three area organizations.

The foundation will provide $27,000 to Senior Services of Will County to help fund quality of life programs for senior citizens, the commission said in a news release.

Another $14,000 will be provided to Bounce Back Social Services of Joliet. The agency provides veterans and their families with services aimed at preventing homelessness, preparing for jobs and careers and other goals.

The commission also provided $15,000 to the Warren-Sharpe Community Center of Joliet, which provides a number of services, including after-school programs and a food pantry.

Robert V. Mabbott, 47, of the 9500 block of South Avenue N in Chicago, was first suspected of Robert V. removing items Mabbott from Meijer, 14169 S. Bell Road, on Dec. 22, according to Will County Sheriff’s spokeswoman Kathy Hoffmeyer.

Investigators said Mabbott took Go-Pro cameras, bottles of alcohol and several bottles of cologne during subsequent visits without paying for the items.

At 7:42 p.m. Monday, store security called deputies who found Mabbott in an aisle with a cart that contained three Go-Pro cameras that had their security tags removed, as well as three bottles of liquor, Hoffmeyer said.

After being questioned, Mabbott was arrested and booked into the Will County jail on charges of shoplifting and vandalism. He is being held on $50,000 bond.

Romeoville looks to build on ’14 boom

By VIKAAS SHANKER vshanker@shawmedia.com ROMEOVILLE – Romeoville officials hope to build on a busy year of retail and industrial development to continue a booming economic phase for the village.

In addition to development along the Route 53 corridor, plans continue in 2015 for a new train station, increased train service for residents and construction on an Interstate 55 interchange at Weber Road.

In addition to the 76,792-square-foot Romeoville Athletic and Events Center, the village welcomed several new businesses in 2014, including a Sherwin Williams, Goodwill and T.J. Maxx.

“We expect to have another fantastic year for industrial development,” Mayor John Noak said. “We’ve had a very strong year with big job generators.”

Route 53 corridor

The Route 53 corridor is anchored by the Romeoville Athletic and Events Center, which has hosted multiple regional and national tournaments in the Uptown Square development since it opened in March.

A McDonald’s is expected to open on the other side of Route 53, adding to several other businesses that have opened or will open in 2015.

Most recently, a Dunkin Donuts and PT Solutions opened in the village.

“The staff and I have had the busiest December for development in a number of years,” Noak said. “It’s a sign of what’s to come in 2015.”

Noak said several more announcements related to Route 53 economic development are coming in the next couple of months.

“Ashley Furniture is opening up this year, we have Value Place Extended Stay hotel under construction, and there are a long list of things happening,” Noak said. “We continue to see a lot of existing

Train service

While construction for a new train station on the Heritage Corridor line is expected to begin in 2016, Romeoville commuters may benefit from expanded train service along the line at other stations in the meantime.

“We’re working with Lemont, Lockport and Joliet on increased service from Metra,” Noak said.

Final architecture and engineering designs for the train station are expected to be finished in 2015.

“Communities on the rail system maintain higher property values,” Noak said, adding that officials hopes a new train station will attract more commercial development.

Weber Road interchange

Traffic is backed up on a daily basis at the I-55 Weber Road interchange.

Plans in the works for the past decade have attempted to get multiple jurisdictions on the same page, but construction is expected to ramp up during 2015.

“It’s important for the Weber Road corridor not only at the interchange, but for northsouth travel throughout the county and DuPage County as well,” Noak said.

“The work that occurred and was completed this fall installed the embankment, which will be needed for the new ramps for the interchange,” Illinois Department of Transportation spokeswoman Carson Quinn said in an email. “Next steps are being developed and the department staff will continue to work with local and county staff.”

Tomczak said the witness and his father are cross-country truckers who pulled over to stop for the night near the tracks on Washington Street and the young man saw the incident.

The judge noted while state laws vary when someone is ordered to appear in another court, leaving the schedule as is may give South Carolina process servers more authority than if there was no pending trial.

Roy, and beloved daughter-in-law, Cheri Fraser Lorraine is survived by her dearest sister, Dorothy and her lifelong friend, Phyl Flach. Eric F. Prestegaard, age 65, of Minooka, IL, passed peacefully, with his family at his side, Sunday, January 4, 2015.

He was born May 4, 1949, to the late Josephine (nee Maple) and Harold Prestegaard in Sandwich, IL where he was raised and educated, graduating with the class of 1967 from Sandwich High School. He also attended Waubonsee Community College.

A U.S. Army Veteran, he served during the Vietnam war and was awarded the Bronze Star.

Beloved husband of 32 years to Maureen (nee Brannick) Prestegaard; loving father of Sharon Kavadas, Erica (Rocky) Garvey, Joseph and Matthew Prestegaard; proud grandpa of Nora and Amelia; dear brother of the late Ed Prestegaard, Pam Rud and Aaron Prestegaard. Eric retired from Burlington Northern Railroad after over 20 years of dedicated service as a Conductor. He was an avid Cubs and Bears fan. Dr. William Carl Limacher, age 98, passed away in his home, Sunday, January 4, 2015.

His last hours, like his entire life, were spent with his family and Billie, his beloved wife of 70 years.

Bill was born August 29, 1916, in Joliet where he lived his entire life.

He was the third of four sons of Dr. John and Lillian Limacher. He was a graduate of St. Raymond Catholic School, attended De La Salle High School and was the Valedictorian of the first graduating class of Joliet Catholic High School. He graduated from Loyola dental school in 1939 with a DDS degree and was awarded the coveted Blue Key Award for Academic Excellence, the Omicron Kappa Epsilon National Honor Society for excellence in Dentistry and Scholastic grades.

He played on the golf teams at De La Salle, Joliet Catholic and Loyola.

Following graduation, he began his Dental Residency at the United State Marine Hospital on Staten Island, NY. After Pearl Harbor, he applied for a dental commission in the Dental Corp of the United States Navy and received the Commission of Lt. JG. Before serving In Okinawa, he was stationed at the Naval Air Technical Training Base in Norman, OK where he married the love of his life, Billie Louise Ratliff.

After the war, he returned home to Joliet, raised his family, practiced Dentistry for 75 years, 24 of them with his father, Dr. John A. Limacher and played golf. He was President of the Aescalapian Society, President of the St. Raymond Holy Name Society, a founding Member of St. Paul the Apostle Parish, President of the Joliet

Catholic Parents Association and President of the Joliet Country Club, where he was a member since 1946.

He supported many charitable causes with his time, his money and his dentistry. In 2005, he was awarded the De La Salle Award

by Lewis University. He taught his entire family, children, grandchildren, in-laws and great-grandchildren to play golf.

He is survived by his loving wife, Billie Louise (nee Ratliff); four children, William Patrick (Sandra) of Winnetka, James Thomas (Agnes) of Joliet, Mary Therese (Ronald) Dell of Wheaton and Susan Louise (Douglas) Parrett of Champaign; grandchildren, Eli (Jodi) Limacher of Shorewood, Kirk (Hillary) Limacher of Winnetka, Meghan (Brian) Grienenberger of Chicago, Zachary Limacher of Seattle, Catherine Limacher of Joliet, Jacob (Caroline) Dell of Downers Grove, Adam (Lisa) Dell, Mariah Dell, Elizabeth Dell, John (Crystal) Parrett, all of Chicago and Anne Parrett of Milwaukee; great-grandchildren, Andrew, George, Henry, Ava, Audrey and Amelia Limacher.

Disease list for medical marijuana could grow

CHICAGO – Dozens of conditions and diseases can qualify a patient to use medical marijuana in Illinois’ new pilot program, but the list doesn’t include post-traumatic stress disorder, arthritis or migraines – conditions some other states allow.

This week, Illinois began accepting petitions from people who want to expand the list. Michael Montel, 30, of the southern Illinois village of Crainville, wants his disabling condition added: a liver disease called nonalcoholic steatohepatitis. Cannabis eases his joint pain and increases his appetite, he said.

He doesn’t like the side effects of the opiate painkillers he’s been prescribed. They are “short-lasting, if they’re effective at all, and they’re expensive. You don’t have as much control over the dose,” Montel said. With marijuana, “you can have half a puff, or a puff, and self-administer in relation to your pain level.”

Medical marijuana is legal in 23 states and the District of Columbia. California allows doctors to recommend it for a broad range of conditions, including arthritis, migraines and “any other illness for which marijuana provides relief,” according to the language of the 1996 ballot initiative that made the state the first to allow medical marijuana.

Illinois is far more restrictive and is “one of the most heavily regulated medical marijuana states,” said Chris Lindsey, legislative analyst for the Marijuana Policy Project, a national group that supports legally regulated marijuana. The Illinois law lists dozens of conditions

Illinois senators promote legislation combining offices

SPRINGFIELD – Two Illinois lawmakers are calling for legislation to be considered during a special session this week that would combine the offices of the state comptroller and treasurer.

Republican Sen. Matt Murphy and Democratic Sen. Kwame Raoul filed legislation merging the two offices in 2013. The bill has been stuck in committee ever since. Murphy says Thursday’s special session is the perfect time to consider advancing the bill. Outgoing Gov.

Pat Quinn had called lawmakers to Springfield to vote on holding a special election in 2016 to replace the late Comptroller Judy Baar Topinka.

The idea of a merger has been around for decades. Opponents say separate offices maintain checks and balances over the state’s fiscal matters.

The comptroller is in charge of writing state checks. The treasurer invests state funds.

Frerichs, who is from Champaign, will take office as Illinois Treasurer on Monday. He still has two years remaining on his Senate term.

Party chairmen in Champaign and Vermilion counties will choose someone later this month to fill the vacancy.

WASHINGTON – On the new Congress’ first day, the House unanimously approved Republican legislation Tuesday making it easier for smaller companies to avoid providing health care coverage to their workers by hiring veterans.

The measure was approved 412-0 and is the first of many expected GOP bills aimed at President Barack Obama’s health care overhaul, which was enacted over Republican opposition.

That 2010 law is phasing in a requirement that companies with more than 50 full-time workers provide medical coverage for their workers. The House bill, sponsored by Rep. Gov. Quinn takes look back The ASSOCIATED PRESS CHICAGO – Gov. Pat Quinn is characterizing his tenure as one of fairness – trying to create jobs by inking a capital construction plan, legalizing same-sex marriage and ending Illinois’ death penalty – and hinted Tuesday that he’ll stay focused on that principle by returning to his activist roots after leaving office.

With just days until Republican Gov.-elect Bruce Rauner takes over Illinois, the Chicago Democrat offered a snapshot of how he would like to frame his legacy during an emotional goodbye speech to the City Club of Chicago.

Focusing on achievements, like doubling the earned income tax credit and the state’s falling unemployment rate, Quinn painted a self-portrait of a leader tasked with hard choices at a difficult time in Illinois history. Unaddressed were parts of his record that political experts see as a mixed bag, such as his struggle to connect with lawmakers and leaving behind voluminous financial problems.

Quinn – tapped as lieutenant governor to run the state after two predecessors as governor were engulfed in scandal – didn’t stick to a chronology during his address. He oscillated between his political philosophy to benefit “the common good,”

It was a glimpse of vintage

Quinn, who became a political organizer in the 1970s. He advocated term limits and helped push through a constitutional amendment cutting the number of lawmakers in the legislature before he was elected treasurer and lieutenant governor. He took over as governor in 2009, after now-imprisoned ex-Gov. Rod Blagojevich was indicted on corruption charges.

“Illinois was a laughingstock,” Quinn said, describing a “crisis of corruption,” the recession and fiscal problems. “I inherited all that.”

Few disagree with Quinn’s characterization of that time and experts credit some of his initial moves with helping change the state’s reputation,

including signing campaign finance regulations, legislation abolishing the death penalty and a $31 billion capital plan.

“He may not rank among the absolute top governors of Illinois,” said John Jackson at Southern Illinois University’s Paul Simon Public Policy Institute, “but he was not a failure across the board and had some successes that are certainly worth noting and being remembered for.”

Still, Quinn wasn’t able to fully capitalize on relationships with lawmakers or always successfully negotiate with legislative leaders. He especially irritated lawmakers by withholding their paychecks over the pension crisis.

“He picked fights that were unnecessary and that hurt him with the General Assembly and his effectiveness,” said Kent Redfield, a professor emeritus at the University of Illinois at Springfield. “Quinn just falls short in terms of really having made a mark on the governor’s office. There’s a lot of unfinished business there.”

That includes a lingering backlog of billions in unpaid bills, a massive revenue drop from the expiring income tax increase Quinn couldn’t get lawmakers to make permanent and an uncertain outcome of the pension overhaul, a law Quinn signed but is undergoing legal challenges.

Two more bodies were retrieved Tuesday, bringing the total to 39. But there are concerns that it will become harder to find the remaining corpses from Flight 8501, which crashed Dec. 28 with 162 passengers and crew aboard.

The crash has put a spotlight on Indonesia, where dozens of new airlines have popped up in recent years to meet booming demand, but a string of deadly accidents has raised concerns about safety.

Experts say poor maintenance, rule-bending and a shortage of trained personnel

are largely to blame. Infrastructure has also failed to keep pace with exploding demand.

The country’s transportation ministry said it was cracking down after it was discovered that Flight 8501 did not have a permit to fly between Surabaya, Indonesia, and Singapore on the day of the crash.

It suspended two ministry officials and five workers at Surabaya’s main airport Tuesday for allowing the flight. Others are still under investigation.

All AirAsia flights on that route also have been canceled for the time being.

Clashes with ISIS in Iraq kill 23 people The ASSOCIATED PRESS BAGHDAD – A suicide blast targeting Iraqi security forces and subsequent clashes with Islamic State extremists on Tuesday killed at least 23 troops and pro-government Sunni fighters in the country’s embattled western province of Anbar, officials said.

The day’s heavy toll for the Iraqi forces came as they struggle in battles against the Islamic State group and try to claw back territory lost to the extremists during the militants’ blitz last year.

Iraq’s prime minister vowed on Tuesday to dislodge Islamic State militants from all areas under their control.

Police officials said a suicide bomber first struck a gathering of pro-government Sunni fighters near the town of al-Baghdadi, about 110 miles northwest of Baghdad, in the morning hours.

Soon after, ISIS militants attacked nearby army and police positions, setting off hours-long clashes. Police and hospital officials said 23 were killed and 28 were wounded in all on the government side.

They did not give the death toll on the militants’ side, saying only that the attackers “sustained some casualties” and declining to provide further details.

All officials spoke on the condition of anonymity because they were not authorized to speak to the media.

In Baghdad, Prime Minister Haider al-Abadi pledged that Iraq’s forces would retake all areas that fell to Islamic State during last summer’s stunning blitz.

“We will emerge as victorious and the day our lands are liberated is nearing,” al-Abadi told a group of newly graduated army officers, speaking at the Military Academy as Iraq marked Army Day. “Our goal ... is that peace and prosperity prevail in Iraq and end this dark period in Iraqi history.”

NEW YORK – The U.S. economy ended last year on a tear, but financial markets are saying the outlook for this year is less bright.

Stocks continued to retreat from their recent record highs on Tuesday, weighed down by an ongoing plunge in the price of oil. Bonds rallied as investors bought the safest assets, pushing the yield on the benchmark 10-year Treasury note back below 2 percent for the first time in three months.

The moves suggest that investors have little confidence the U.S. economy will continue to grow at the 5 percent annual pace reached in the third quarter of last year. As a consequence, company earnings will suffer. The reason for the gloomy prognosis is a slowdown in growth elsewhere in world, particularly Europe.

The slump in the price of oil, which dropped well below $50 a barrel Tuesday from $107 in June, has also prompted a sharp shift in the mood of investors.

“Oil prices falling is a good thing for the economy overall,” said Randy Frederick, managing director of trading and derivatives at the Schwab Center for Financial Research.

“But there is a point when they fall far enough that it could potentially be a problem.”

The Standard & Poor’s 500 index dropped 17.97 points, or 0.9 percent, to 2,002.61. The index fell as much as 28 points earlier. The Dow Jones industrial average closed down 130.01 points, or 0.7 percent, at 17,371.64. The Nasdaq composite dropped 59.84 points, or 1.3 percent, to 4,592.74.

While drivers filling up at gas stations are welcoming lower oil prices, investors are getting worried about the consequences of the slump, which has pushed the oil down by more than half in six months.

On Tuesday, the price of oil fell $2.11 to $47.93, its lowest level since April 2009.

If prices stay low, some companies in the energy industry will go out of business because the cost of extracting oil will exceed its price.

Challenges for Rauner Governor-elect Bruce Rauner says he likes a challenge, and he certainly will get many when he takes charge of Illinois on Jan. 12.

Some positive news for taxpayers will make his job that much harder short term. The state’s temporary income tax rate ended on Jan. 1 as promised, which will mean on average an extra $1,000 in state residents’ pockets this year. But because of poor planning by the legislature and Gov. Pat Quinn, the state’s budget is expected to be about $1.4 billion short.

Rauner no doubt will have to make some harsh choices to handle that shortfall. But if programs and services aren’t cut, lawmakers probably will try to push more costs onto local property taxpayers as they have with education.

Just remember that Rauner inherited this mess from Quinn and the Democrats who have controlled the state for years.

They failed to spend wisely in good times, and failed to figure out how to significantly improve the state’s finances despite $25 billion in extra revenue from that temporary tax.

Quinn’s administration continues to compound Illinois’ problems on its way out the door. On Tuesday the state said it wouldn’t meet its self-imposed deadline to issue medical marijuana cultivation licenses

by Wednesday. Applicants paid a $25,000 nonrefundable fee just to apply, but they are not getting even the courtesy of an explanation for the delay, or when the decisions will be made.

Quinn’s people have had time to do other things: get his campaign manager a cushy $160,000-a-year job on a public payroll, and pardon 102 people on New Year’s Eve, including three abolitionists from 1843. But a program intended to help sick people? No rush on that.

Jan. 12 can’t get here quickly enough.

Minimum wage hike would hurt least able to bear it SPRINGFIELD – Many years ago, I was a minimum-wage worker making $3.35 an hour writing obituaries for the Galesburg Register-Mail.

More than a few times during that college summer break, I had an editor holler at me, “There is no “a” in cemetery!”

But I learned how to meet deadlines, deal with the public and spell a bit better. Most people I know have had similar first-job experiences.

They didn’t earn a whole lot, but they learned enough to help them a get a better job down the road.

Back in the days before email and fax machines, several reporters would take dictation over the phone from funeral directors. Like so many low-skill jobs, technology has reduced the need for such positions.

Newspapers, like all businesses, are always looking for ways to perform the same tasks for less money.

We could spend a lot of time bemoaning the loss of low-paying positions to innovation or we can simply accept that businesses will seek the most cost-effective solutions.

That’s why talk of raising the

While it will result in pay raises for some lucky individuals, it will result in fewer jobs for the state’s low-skill workers. As the cost of labor goes up, the demand will go down.

When I mentioned this economic principle to a friend, he asked: “Then who will do the work, if positions are eliminated?

Look no further than McDonalds for the answer. According to a recent Malcolm Berko column, the fast food chain anticipates adding touch screens in 2,000 of its 15,000 restaurants in 2015. Customers rather than employees will be the ones pecking at the touch screens and sending their orders directly to the kitchen.

According to the Berko analysis, this will result in the elimination of four to six employees per location, reducing labor costs by $110,000 per location. Many of these fast food work-

ers who would see their jobs eliminated earn the minimum wage. Raising the minimum wage will accelerate the loss of these and other jobs.

Most folks earning minimum wage are either under 25 or working part time, a 2012 study conducted by the Cato Institute found.

This runs contrary to the narrative of Gov. Pat Quinn and others.

In November, Quinn said, “Our minimum wage is $8.25. It is not enough for a Mom, a Dad or anyone to raise a family on.”

He’ll get no argument from me on that. But the Cato study found that less than 5 percent of those earning minimum wage are heads of households. So raising the minimum wage will do little to help those trying to raise families and will do much to hurt young people trying to enter the workforce. And, in this economy, that’s the last thing we want to do.

Ritter, Plainfield South stun East Cougars throw SPC race into tighter scramble

The point was driven home Tuesday night when Plainfield South stunned Southwest Prairie Conference leader Plainfield East, 65-55, throwing an already balanced league into a genuine tizzy.

The Cougars are a mere 3-9 overall, but they improved to 2-2 in the SPC and are one game out of the lead. East (8-5, 3-1) began the night as the only unbeaten in the eight-team conference. Plainfield North and Oswego were 2-1, and everyone else was 1-2.

“When you’re having a season like we have had, it can be tough coming to practice every day,” South coach Tim Boe said. “But these kids have practiced hard. You don’t beat a team like East without practicing hard. I’m so happy for our seniors. We won that game in practice.”

In fairness to the Bengals, University of Illinois-bound Aaron Jordan, coming off an MVP effort in the Pekin Holiday Tournament, was hobbled and sat out the first three quarters. He entered to start the fourth quarter and East went on an immediate 5-0 run to chop South’s lead to 44-39.

But on this night, the Cougars were not folding. Jordan did score seven points while playing most of the fourth quarter with the limited movement, but after the Bengals clawed back within five, South went about the business of putting the game away.

“That kid [Jordan] is a great player,” said Cougars senior forward Shane Ritter, who scored 15 of his game-high 20 points in the second half, 10 in the fourth quarter. “I wish he was out there, but we played against who was out there, and we got the ‘W.’ ” “That’s still a good team

with Jordan out,” Boe said.

“I’m proud of how our guys handled their runs. They’re the big dogs in the conference. This is as well as we have played.”

After East got within 44-39 early in the fourth quarter, South’s Nick Welter converted a bank shot and free throw for

a traditional three-point play, Ritter and Welter hit 3-pointers, Jacob Buchner scored on a spin move to the bucket and Walter dropped in a rebound as the Cougars extended the lead to 57-46 with 2:15 left. They led by as much as 64-50 in the final minute.

Buchner closed with 18 points, nine in the third quarter, and Welter scored eight of his 10 in the fourth quarter.

South hit 5 of 9 from 3-point range in the second half. Ritter, Welter and Dexter Oyewo all grabbed six rebounds on the night.

“This is a big confidence booster for us,” Ritter said.

“We really felt it all going our way there in the second half.

It’s a great feeling when it feels everything you throw up there is going in.

“This is the best team we’ve played, and it’s our best game overall.”

East used its superior size to earn a 47-33 rebounding advantage. However, the Bengals shot only 30.2 percent on 19 of 63, including 1 of 14 from beyond the arc.

Elyjah Goss finished with 13 points and 11 rebounds and Wynston Wright chipped in 13 points six boards for the Bengals.

“Aaron [Jordan] was banged up a bit. He couldn’t go,” East coach Branden Adkins said. “But we have other guys who can score. Tonight, they didn’t show it.

“We had to take care for the ball and we didn’t do a good job of that [19 turnovers]. We didn’t finish at the rim and we didn’t rotate defensively, didn’t rotate to their shooters. We did not establish ourselves.”

The Tigers (9-3, 3-1) saw their lead cut to 43-35 going into the final quarter and the Wildcats (4-11, 1-3) twice pulled to within five points before Chris Bowitz (six points) hit a jumper with 4:40 left to make it a 48-44 contest.

It nearly became a onepoint game, but Johnny Kostelz saw his 3-point attempt spin out of the hoop and North went on an 11-0 run to finally end the drama.

“They’re a good basketball team and we had them on their heels a little bit during the second half and it all started when we stuck with it and won the last four minutes of the first half,” Central coach Steve Lamberti said. “Our guys fought back and put us in a position where we were a

ball rolling out from it being a one-point game.

“We feel like we won 17 or 18 minutes of that game, but our problem is that the 14 minutes that we lost, we’d lost badly. We’re going to keep talking about the things that we can do, like win more minutes and more possessions.

We played without our leading scorer [Robbie Brooks] tonight and a lot of guys stepped up and made some plays for us.”

Trevor Stumpe (26 points, seven rebounds) scored 19 points in the first half to help North jump out to a decisive advantage.

But Central began to chip away by closing out the opening half with an 11-3 run, which was sparked by five

straight points from Logan Ivy (nine points, eight rebounds).

Nick Thomaston (14 points), a 6-foot-10 senior, tossed in three of his four 3-pointers in the final half and Justin Windt added a basket and three free throws to aid the Wildcat cause.

But just as Central looked like it might overcome the big lead, the Tigers responded to the threat as Cameron Bragg (six points) hit a 3-pointer and then Stumpe hit two layups around a similar effort from Jake Nowak (seven points) to make it a 59-44 game.

North also received 10 points from Kevin Krieger and seven points from Cody Conway while Scott Gustafson chipped in with seven points for Central.

By ROB OESTERLE roesterle@shawmedia.com MORRIS – Coming off of a third-place finish at the Plano Christmas Classic and before jumping back into Northern Illinois Big 12 play Friday at Geneseo, the Morris boys basketball team had a chance to tune things up Tuesday night against Coal City.

They made quick work of the Coalers in their 61-39 win, and were able to get significant minutes on the floor for plenty of players. It was the second win of the year for Morris (9-4) over Coal City – the Redskins won, 48-36, in the Coal City Turkey Tournament.

Morris, and guard Jake Walker in particular, got off to a quick start. Walker made his first three 3-point attempts, then hit a shot in the lane to give Morris an 11-4 lead.

After Christian Johnson scored for Coal City, Griffin Sobol hit a pair of baskets for Morris for a 15-6 advantage.

Cody Niewinski followed with a 3-pointer from the corner before Bjelland hit a trey from the right wing. He followed that with a steal and a layup to give Morris its biggest lead yet at 38-22.

Shannon then extended the lead to 40-22 with a pair of free throws before Austin Patterson made his first basket of the game with 2:01 left in the third for a 42-22 lead.

Coal City answered by scoring the last basket of the third quarter, then the first seven points of the fourth to pull to within 42-31 with 6:23 to play, Segal Arias scored the last basket of the third quarter, and hit a 3-pointer to make it, 42-31.

In between, the Coalers got a free throw by Johnson and a 3-pointer by Cody Krug.

PLAINFIELD – There didn’t look like there would be much drama when Plainfield North’s boys basketball team jumped out to a 22-point second quarter lead over Plainfield Central.

Although things didn’t look good for the visiting Wildcats, they refused to toss in the towel and got to within 12 at halftime of Tuesday’s Southwest Prairie Conference game.

Central kept up the pressure after the break and closed to within four points before missing a trey that would have made it a onepoint deficit before the Tigers settled for a 63-48 win.

“In the first half, the guys

pressured the ball, and like we’ve worked on, they ran the offense like we asked them to,” North coach Bob Krahulik said. “But in the last four minutes our defense slipped and we started playing defense with our hands instead of our feet and allowed them to get back into it, which gave them confidence going into the second half.

“Then in the second half, we went back to our old ways of running no offense at all.

Instead of moving the ball via the pass, we started moving it via the dribble and there was more one-on-one and creating for yourself instead of looking for others, which we did in the first quarter. When we do that, it looks like we’re a pickup team and we struggle.”

Stretching the limits: 4 join Hall of Fame lineup

By RONALD BLUM The Associated Press NEW YORK – Randy Johnson, Pedro Martinez and John Smoltz dominated in an era of offense, each in their own way.

The 6-foot-10 Big Unit became the tallest of 215 players elected to baseball’s Hall of Fame and the 5-foot-11 Martinez the shortest pitcher picked for Cooperstown since Whitey Ford in 1974.

Smoltz, who found unusual success both as a starting pitcher and a reliever, also was voted in Tuesday along with Craig Biggio, the first time since 1955 writers picked a quartet of players in one year.

For many, the election of Johnson and Martinez was the long and short of it.

“You’re talking about freakish talent,” Smoltz said.

A five-time Cy Young Award winner with 303 victories and 4,875 strikeouts, Johnson was selected on 534 of 549 ballots by BBWAA members who have been with the organization for 10 consecutive years at any point.

The left-hander appeared on 97.3 percent of the ballots, the eighth-highest mark in the history of voting.

Outfielder Dave Winfield (6-foot-6), elected in 2001, had previously been the tallest Hall of Famer, according to STATS.

Ready to give up on healthier eating?

Flavorful tofu may change your mind

By SARA MOULTON The Associated Press My mom started traveling abroad when I was in high school. And after each of her trips, we cooked a meal from the country she’d just visited.

It was after her trip to Italy that I became a huge fan of veal. Veal, of course, is notoriously bland, so what’s the appeal?

I love it because it functions mostly as a firm landing strip for the delicious sauce of your choice, and I’m a nut for sauces. Recently, I figured out that tofu plays the same role for vegetarians as veal does for carnivores.

Made from soybeans, water and a coagulant, tofu is notably healthy – low in calories, devoid of saturated fat and a great source of protein, calcium and iron. But there’s the little matter of tofu’s flabby texture and its flavor (or lack thereof), which is why I’ve always shied away from the stuff.

It turns out, though, that properly prepared tofu is a great sponge for flavor, a natural fact exploited to good effect in this light entree for the new year.

The first step is to lose the excess water in tofu, which will water down your dish.

So you force out the excess water by putting a weighted plate on top of the tofu and let

it press and drain for about 30 minutes. The tofu becomes firmer and less watery the longer you press it. This also ensures that when you cook it, the tofu will have a springy texture and a crispy exterior.

The crispy slices of tofu are a wonderful foil for this recipe’s intense chili-orange sauce. The sauce is complemented with broccoli and red pepper. Serve it on brown rice and you’re looking at a one-dish meal, light but filling. My husband, a die-hard carnivore, had no idea that this was a healthy vegetarian dish. He just scarfed it down and said thank you.

Sautéed Tofu With Broccoli and Red Peppers in Chili-Orange Sauce Start to finish: 1 hour 15 minutes Servings: 4

14-ounce package extra-firm water-packed tofu ¼ cup fresh orange juice ¼ cup water 2 tablespoons hoisin 1 tablespoon soy sauce 2 tablespoons chili-garlic sauce 1 tablespoon cornstarch ½ teaspoon sesame oil 4 tablespoons vegetable oil, divided 1 red bell pepper, cored and cut into thin strips 6 cups medium broccoli florets, blanched until crisp-tender,

Wrap each slab in a clean kitchen towel and place on a plate. Place a second plate on top of the tofu, then weigh it down with several heavy cans. Press in this manner for 30 minutes to drain water from the tofu and firm it up. Unwrap the tofu and cut each slab into ½-inch pieces. Set aside.

In a medium bowl, whisk together the orange juice, water, hoisin, soy sauce, chili-garlic sauce, cornstarch and sesame oil. Set aside.

In a large nonstick or stick-resis-

tant skillet over medium-high, heat 1½ tablespoons of the vegetable oil. Add half of the tofu pieces, sprinkle with salt, then cook, stirring occasionally, until golden brown on all sides, 8 to 10 minutes.

Use a slotted spoon to transfer the tofu to a medium bowl. Repeat with another 1½ tablespoons of oil and the remaining tofu.

Return the skillet to the heat and add the remaining 1 tablespoon of oil. Add the red pepper and cook, stirring, until it is almost tender, about 3 minutes. Add the broccoli and cook for 2 minutes. Add the ginger and garlic and cook, stirring, for 1 minute. Whisk the sauce in the bowl to make certain the cornstarch is dissolved, then add to the skillet, whisking. Bring to a boil to thicken, then add the tofu and cook

just until heated through.

Arrange a mound of rice on each of four serving plates, then top with the tofu mixture and cashews.

Nutrition information per serving: 490 calories; 230 calories from fat (47 percent of total calories); 26 g fat (3 g saturated; 0 g trans fats); 0 mg cholesterol; 49 g carbohydrate; 8 g fiber; 8 g sugar; 18 g protein; 580 mg sodium.

Yesterday we saw a deal in which a good trump fit increased the value of a hand. If one fit is good, just imagine what a double fit will do.

How would you and your partner bid today’s North-South hands? South opens one heart, and North raises to two hearts. (Yes, North has a maximum and the Losing Trick Count says that he is worth a game-invitational raise, but unless that diamond suit is useful, the hand will prove disappointing to partner. Starting with two hearts seems right to me.) What should happen after that?

South might jump to four hearts, but that is overly hasty. It is much better to rebid three diamonds. Yes, North will think that is a help-suit game-try, which might be made with a weaker suit, but South is interested in his partner’s diamond holding.

Here, North’s hand could not be better. Typically, he would either sign off in three hearts or jump to four hearts.

Now, though, he should raise to four diamonds. This announces the delicious double fit. And South should see the expediency of bidding six diamonds, not six hearts, because the club ruff(s) will be in the shorter trump hand.

In six diamonds, South takes one spade, five hearts, five diamonds and a club ruff in his hand.

Note, though, that there are only 11 tricks with hearts as trumps.

• Practice driving with your son. Help him learn to handle difficult situations like night driving and heavy traffic by practicing with him.

• Insist seat belts be worn at all times. Make it a family rule that everyone must wear a seat belt when driving or riding in any car.

• Do not allow drinking and driving. Urge your son NEVER to drink if he is driving and NEVER to accept a ride from someone who has been drinking.

• Plan for emergencies.

Make sure your son knows what to do in case he (or a friend) has been drinking and was supposed to drive home. Let him know that he can call you and you will pick him up, no questions asked. • Choose cars carefully.

Base your decision on safety and not image. Investigate the crash-test performance of different vehicles. Spend money to have certain safety features installed. It is well worth it.

Dear Doctor K: My son is going to get his driver’s license in a few months. How can I help him get ready for this new responsibility?

Dear Reader: Taking the test to get my first driver’s license was one of the most emotionally charged moments of my teenage years. Being able to drive oneself around is an important step toward independence. Boy, did I want that independence.

I aced the written test of driving rules.

But there also was the test of my driving skill.

More on that later.

When your kids get their driver’s licenses, it’s liberating for all of you: You no longer have to drive them everywhere, and they no longer have to depend on you for rides. But it also means more worries for you. Motor-vehicle accidents are the No. 1 cause of death for adolescents.

Here are some steps you can take to help your son drive safely: • Don’t rely solely on driver’s education programs.

These courses can be helpful, but you are still your child’s key role model. Make sure your son always sees you wearing your seat belt, driving within the speed limit, driving defensively and taking responsibility for your vehicle.

• Limit night driving.

Driving at night is more difficult, especially for less-experienced drivers. In addition, it is at night that kids are more likely to be driving with more passengers, more distractions and a greater likelihood of alcohol use.

• Do not allow passengers. Passengers, especially other teens, are a major risk factor for accidents involving teen drivers. They cause distractions that new drivers cannot handle well.

Dear Abby: My sister has been seeing a married man for two years. He has told her the only reason he is staying in this loveless marriage is for his daughter (standard lie of a cheating husband).

His wife found out midway through this “relationship,” but forgave him when he swore he would stop, which of course he didn’t.

When I told my sister how wrong this relationship is and that she deserves better, I ended up alienating her.
