JOLIET – The lawyer expected to become the city’s first inspector general has made $1,100 in campaign contributions to Mayor Bob O’Dekirk.

Christopher Regis, the only person to interview for the job that pays $120,000 and doubles as assistant corporate counsel, could be appointed to the position Tuesday at the City Council meeting.

The mayor appoints the inspector general with approval from the City Council under an ordinance unanimously approved last month to create the position. No one has expressed opposition to Regis’ appointment.

Regis said he has contributed to at least a dozen other candidates, including Councilwoman Jan Quillman and Will County State’s Attorney James Glasgow, mostly by attending fundraisers. He said he also believes he attended a fundraiser years ago for former Mayor Thomas Giar-

rante, O’Dekirk’s opponent in the last election, when Regis worked for the city as a police officer and Giarrante was a councilman.

Quillman said she does not have records of a contribution from Regis, but he might have attended a fundraiser.

The Illinois State Board of Elections lists four individual contributions by Regis to O’Dekirk. They include two contributions totalling $500 in 2014 and two contributions totalling $600 on July 29. Regis said the July contributions were made at a golf-outing fundraiser for the mayor.

“There’s nothing illegal with the campaign contributions,” O’Dekirk said. “A lot of people voted for me, and a lot of people supported me.”

O’Dekirk noted that contributions to Glasgow by Regis and other employees at the state’s attorney’s office have not been an issue.

Hock said he has not interviewed anyone besides Regis and expects to coordinate the hiring of assistant corporate council with the mayor’s office so an appointment can be made Tuesday.

The inspector general will have subpoena powers to review conduct and job performance by city employees, elected officials including the mayor, and contractors doing work for the city.

O’Dekirk noted that Regis had been a candidate for the corporation counsel job that went to Marty Shanahan, who was hired in December 2014.

“He’s been around,” O’Dekirk said of Regis. “It’s not like his name is coming out of left field.”

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – Anyone wishing to install a gazebo, fence, shed or other housing additions in Plainfield now will have to pay twice the permit fees or more, according to new village building codes.

But officials say the changes won’t stop Plainfield from continuing to be competitive with new residential and commercial lots.

As part of a new building fee structure adopted Monday night, the village board raised the rates for installing driveways from $20 to $40, fences from $20 to $40 and gazebos from $20 to $50.

Rates for patios were raised from $20 to $40, pergolas from $20 to $50, roofing from $30 to $40, sheds from $20 to $40, siding from $30 to $30 and pools from $30 to $55 for above ground pools, or $50 to $150 for in-ground pools.

The hikes were one of the many changes in the building code that make it more us-

er-friendly and Plainfield-specific, officials said at the board meeting Monday.

The rates, “will allow the [building] department to continue to provide a high level of service to residents and businesses while becoming more fiscally self-supporting,” according to a village memo.

During a public hearing for the changes, Gideon Blustein of the Three Rivers Association of Realtors was concerned about the rate increases, citing a previous discussion with former Village Planner Michael Garrigan, who told Blustein that the permit fees helped price Plainfield lots out of the market.

Village Administrator Brian Murphy reassured Blustein that although the building permit fees for new construction are affected by the changes, the village still is competitive.

“The fees that we have adjusted are the smaller projects,” Murphy said, noting that it sometimes cost the village more to issue those permits than the permit fees cost.

To set the new rates, Plainfield staff used a list of fee rates from neighboring communities Yorkville, Downers Grove, Oswego, Bolingbrook, Romeoville, Woodridge, Oak Brook, Naperville, Manhattan, Minooka, Channahon, Shorewood and Joliet.

“We’re raising our permit fees in line with other communities but still at the lower end of the range,” Interim Building Official Ken Goska said.

Blustein also was concerned about the village adopting a version of the 2015 International Building Codes, which include a provision requiring residential houses to be fitted with fire sprinkler systems.

But Murphy said the village shared Blustein’s concern that the change would be an expensive, and perhaps unnecessary, requirement.

“There are some other fire suppression improvements they can put on the house,” Murphy said, noting that most fires start in garages and drywall and door requirements help.

Homeowner pushes for safety measures at Brandon, Patterson roads

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET TOWNSHIP – Leon Bilbrew was awake earlier than usual the morning of Dec. 7, watching television in his front room, when he heard a loud crash in his kitchen.

The driver of a Silverado truck had rammed through the south end of the 66-yearold’s one-story Joliet Township home, slamming into two gas meters before stopping – just short of hitting an interior wall – in the kitchen.

The unusually heavy fog that morning caused the driver – who was driving north on Brandon Road – to miss the stop sign at the curve and mistake Bilbrew’s driveway for an extension of Brandon Road.

“It sounded like an explosion. I was sitting [in the front room], and the next thing I know, there was a strange person in here. I didn’t know he hit my house yet,” Bilbrew said.

A month later, Bilbrew said he doesn’t necessarily blame the driver, who was cited with failure to reduce speed to avoid an accident and disregarding a stop sign.

Bilbrew blames the intersection. Brandon Road – where Bilbrew believes the issue lies – is under the county’s jurisdiction, while Patterson Road – with which Brandon Road intersects near Bilbrew’s home – is under Joliet Township’s jurisdiction.

Bilbrew also blames the county for not listening to his pleas over the years to improve safety there.

Will County Highway Engineer Bruce Gould argued Monday the circumstances surrounding the Dec. 7 crash – the heavy fog and the driver, who was familiar with the area, missing the stop sign – were unfortunate but “very unique.”

The incident doesn’t necessarily warrant additional safety measures, he said, and they wouldn’t have prevented it.

“It’s very unique what happened here. For us to go out and change everything [at this intersection] because of some driver’s inability to negotiate a curve in fog … we can’t do that,” Gould said.

“This driver drives down a driveway and doesn’t realize he’s on a gravel road? Where is his responsibility in all of this?” Gould added. “And now I’ve got to do something?”

Bilbrew said he’s not asking

for much.

“I’d take anything. Anything. I’m not picky,” he said.

There is a stop sign for northbound traffic now, but Bilbrew said he’d like the county to install a stop sign with a flashing red light. Speed bumps or rumble strips also would keep drivers on alert, he said.

Gould said he sent a county highway engineer to Bilbrew’s property over the weekend to discuss the situation and to see what, if anything, should be done.

Also, Gould said, the coun-

ty Highway Department is in talks with Commonwealth Edison to replace a streetlight that was hit some time ago. Replacing that light – which was not in working condition during the Dec. 7 crash – would help with visibility.

That streetlight has been out for a year or more, Bilbrew said, adding that he is frustrated it has taken this long for any action on the county’s part. He said he believes the only reason anyone is listening now is

Barbers offer free haircuts to people with disabilities More online

By FELIX SARVER fsarver@shawmedia.com CREST HILL – A beauty and barber school in Crest Hill offers people with disabilities haircuts for free.

For the owners of Champions Beauty-Barber University, it’s a win-win service.

“Not only are we helping them, they are helping us as they give our students the chance to practice on them,” said Teresa Sims, who owns the school with her husband, Stennis Sims.

Champions Beauty-Barber University has offered free haircuts to people with disabilities from several agencies, such as Cornerstone Services, Trinity Services Inc. and Individual Advocacy Group.

All the clients from those agencies have to do is walk into the school and say what agency they’re from and the school gives a cut for free, the owners said. If clients want to tip, they can.

“When they get a nice cut, they’re looking good and they walk out of there a new person,” Teresa Sims said.

Champions Beauty-Barber University offers students not just training in barbering, but in manicures, facials and pedicures. Stennis Sims described it as several beauty colleges under one roof.

that is common courtesy and also part of learning how to budget.

Stennis Sims said Champions Beauty-Barber University regularly gives back to the community with free haircuts.

The school has given haircuts at Presence Saint Joseph Medical Center, St. Francis University and Catholic Charities of Joliet. It also gives haircuts at back-to-school events.

“That what our heart’s desire is to do, is to give back and bless the community,” Teresa Sims said.

Teresa and Stennis Sims said they’ve been appreciative of the support from the Crest Hill and Joliet communities.

“It has really been a blessing,” Stennis Sims said.

D-86 board holds special meetings for superintendent search

By FELIX SARVER fsarver@shawmedia.com JOLIET – Joliet Public School District 86 board inspectors began discussions of candidates for the superintendent position Monday.

A special meeting was held Monday in which Board President Gwendolyn Ulmer said the Board of School Inspectors would discuss some of the candidates for superintendent, following Super-

intendent Charles Coleman’s announcement of his plan to retire July 1.

“We’re looking at the bigger picture,” Ulmer said of Monday’s meeting.

The meeting was held in closed session with two representatives from Ray & Associates, the Iowa-based search firm the board picked to assist in finding the next superintendent.

At the start of the meeting, Board Vice President Tonya

Roberts, along with board inspectors Deborah Ziech, Anthony Contos and Quinn Adamowski were present. Board Inspectors Jeffrey Pritz and Christine Kim were absent.

Ulmer said there would be no interviews of candidates at Monday’s meeting or at a special meeting Thursday, which will also be held in closed session.

The application deadline for the District 86 superintendent position was Dec. 14.

Ray & Associates posted the position on its website, where it was stated that the salary for the next superintendent will be in the range of $190,000 to $210,000, including a comprehensive benefit package.

The final salary will be negotiated and determined based on proven experience, qualifications and board criteria, according to the website.

The candidate hired must reside within District 86

boundaries, as well as have or be qualified to obtain an Illinois professional educator license with a superintendent endorsement by June 30, according to a flier for the position.

Since Coleman announced his retirement in June, the board has selected Ray & Associates to assist with the search and hold open forums to gather input from residents on qualities they look for in a superintendent.

6 Report recommends voter-driven consolidation of Illinois governments

By KEVIN P. CRAVER kcraver@shawmedia.com At first glance, a 406-page report aimed at paring down Illinois’ whopping 7,000 units of local governments – and paring down its whopping property tax burden in the process – doesn’t tell homeowners and local governments anything they don’t already know.

It tells homeowners that they pay too much to far too many governments, and that the sheer number makes it impossible to keep an eye on them all. As for local governments, it tells them that the never-ending parade of unfunded state mandates – directives from state lawmakers with no funding attached – drives up those costs.

But the final report of the Task Force on Local Government Consolidation and Unfunded Mandates seeks to prod lawmakers into giving local governments and voters the power to drive down both the number of governments and their cost to taxpayers.

The report – released to the public Monday after almost a year of work by the task force led by Lt. Gov. Evelyn Sanguinetti – comes with 27 recommendations toward both goals.

Suggestions by the task force include allowing voters to dissolve local governments by referendum and imposing a minimum four-year ban on the creation of any new governments, save those created by consolidating two or more.

“A large part of the reason why taxes are so high in Illinois is the result of an extraordinarily high number of local governments coupled with financially burdensome unfunded mandates,” the report concluded.

Rauner, who highlighted property tax reform as one of his top legislative priorities during his 2014 campaign, created the task force by executive order last February, a month after taking office.

Illinois by far has the most units of government in the nation – Texas comes in second at slightly more than 5,100, according to the report. Like-

Local governments collected $25.5 billion in 2013, according to census data.

Rep. Mark Batinick, R-Plainfield, was among the handful of state lawmakers who sat on Sanguinetti’s task force.

While the report doesn’t recommend any specific units of government to consolidate, it does emphasize the need to place the decision in the hands of local voters and to make it easy for local governments to consolidate if they choose to do so, Batinick said.

Current state law doesn’t give local governments the right tools to consolidate, Batinick said. In many instances, the law makes it more difficult and inadvertently works as a deterrent in eliminating units of government. For example, a provision in state law raises taxes for the smaller of any two townships that voters consolidated.

“The report was really about ... how do we empower voters?” Batinick said. “It’s about local control ... [a process that’s] referendum-driven.”

Another recommendation from the task force includes lifting the current 126-squaremile cap on the size of a township, allowing townships larger than that to merge, he said.

The task force is recommending passage of legislation that would hold taxpayers harmless by locking in the lower tax rate of two consolidating townships, and allowing voters to eliminate a county’s townships without having to

The report also includes a number of the proposed unfunded mandates reforms that mirror the priorities of Gov. Bruce Rauner’s “Turnaround Agenda,” such as making collective bargaining optional and reforming or eliminating prevailing wage, making them non-starters in a General Assembly held by House and Senate Democratic supermajorities.

Labor unions who long opposed Rauner and his proposed reforms to wage and organization laws allege that they would eliminate worker protections and drive down workers’ wages and benefits.

Bilbrew said while the crash may have been bizarre, his life has been “turned upside down” since the incident, noting how he and his wife are living in a temporary home while repairs are completed. The gaping hole in his home is an unkind reminder that he tried unsuccessfully for years for his voice to be heard, he said.

Will County Executive Larry Walsh Sr. said Monday he has had conversations

with Bilbrew about his concerns over the years. Now, the issue has moved to the “top of his list” of things to do, he said.

“I’m not looking for excuses, but when you have dense fog, and somebody who ran the stop sign and just kept on driving, that doesn’t happen too often,” Walsh Sr. said. “It was unique.”

Bilbrew said he also has no luck with getting Joliet Township officials to acknowledge the issues at Brandon and Patterson roads. When reached by phone, Joliet Township Supervisor Dan Vera said he’s never spoken to Bilbrew or knows who Bilbrew is. Bilbrew disputed that assertion.

Batinick said it’s impossible for voters to “keep up” with so many units of government.

“People talk about voter apathy. It’s not voter apathy.

It’s voter exhaustion,” Batinick said.

Batinick said the report also points out that state lawmakers are continually piling unfunded mandates on local governments, which drives up property taxes.

Municipal governments on average face eight new unfunded mandates a year, and school districts six, according to date submitted to the task force by the Illinois Municipal League and the Illinois Association of School Boards.

Reforms aimed at schools, besides allowing voters to consolidate and limiting collective bargaining, include giving the Illinois State Board of Education better tools to incentivize consolidation, allowing driver’s education to be contracted out, and making it easier and more economical for school districts to contract for non-educational services.

10 Crest Hill man: ‘I downloaded child porn every day’

JOLIET – A Crest Hill man told investigators he downloaded child pornography every day before he and his brother were arrested just over a year ago.

Andrew J. Castro, 28, said he used “baby” and “toddler” as search terms for the online file sharing networks to find sex videos of children, according to an audio recording played in court Monday.

Castro is facing a bench trial before Judge Sarah Jones at

the Will County Courthouse in Joliet on one count of distributing child pornography and two counts of possession of Andrew J. child pornogra- Castro phy.

Andrew and Levi S. Castro, 30, were arrested Dec. 19, 2014, after police searched their home in the 500 Levi S. block of The- Castro odore Street.

Levi Castro pleaded guilty and agreed to testify against his brother. He was sentenced to three years probation and must register for life as a sex

offender.

Andrew Castro also told Richard Wistocki, a Naperville detective assigned to Will County’s Internet crimes unit, the brothers talked about kidnapping a mother and young daughter in order to kill the woman and rape the girl.

Wistocki testified investigators found three hard drives in a file cabinet in the brothers’ shared bedroom after Castro told them they contained sex videos.

Bernhard was taken into custody at the scene, examined at Silver Cross and questioned by detectives.

“It is believed that Michael Bernhard was attempting to kill his mother for insurance money to pay for his college tuition,” police said in the statement.

Bernhard was then arrested and booked into the Will County jail on charges of attempted murder, aggravated domestic battery and aggravated unlawful use of a weapon.

Castro also told investigators he’d traveled to South Africa by himself in 2013 to obtain some of the tattoos that prominently mark his face.

Castro’s bench trial is scheduled to continue Wednesday. If convicted, he faces six to 30 years in prison.

Former Field Museum worker who lives in Romeoville pleads guilty to embezzling $33,000 The ASSOCIATED PRESS CHICAGO – A former employee of Chicago’s Field Museum of Natural History has pleaded guilty to embezzling more than $33,000 from the institution.

Caryn Benson of Romeoville faces up to 37 months in prison under a plea agree-

ment she entered into Monday before U.S. District Judge James Zagel.

The Chicago Tribune reported the 38-year-old Benson admitted taking cash that museum patrons paid for memberships and for drink tickets during charity events.

Last month, museum officials said an employee stole about

$900,000 in cash over seven years.

The count Benson pleaded guilty to charged her with taking $33,000 during the first four months of 2014. She also acknowledged that she owes nearly $377,000 in restitution.

Benson worked at the museum from 2003 to 2014. She’s due to be sentenced Aug. 25.

The HERALD–NEWS JOLIET – Less than a week after the funeral of one Diocese of Joliet bishop, a former diocese auxiliary bishop has died.

The Most Rev. Daniel Ryan died Thursday in Naperville at age 85, according to a news release from the Dio- The Most Rev. cese of Spring- Daniel Ryan field, where Ryan served as bishop for 15

of St. Michael Parish in Wheaton starting in 1979, before he was named auxiliary bishop in 1981. In 1983, he was named the seventh bishop of Springfield, a position he held until his resignation in 1999.

Ryan’s resignation was abrupt, according to The State Journal-Register, and an independent investigative report in 2006 stated Ryan fostered “a culture of secrecy” that discouraged priests from coming forward about sexual misconduct. The report also stated that Ryan engaged in sexual

drug paraphernalia.

• John V. Norris, 50, of the 600 block of Patterson Road in Joliet, was arrested by Joliet police Thursday on a charge of theft.

• Demetrius M. Pinnick, 24, of the 300 block of Sherman Street in Joliet, was arrested by Joliet police Thursday on charges of weapon possession by a felon and obstructing a police officer.

• Robert Michael Ryband, 23, of the 7200 block of 147th Street in Tinley Park, was arrested by Tinley Park police Thursday on charges of delivery of drugs and possession of

misconduct with adults, which he used his authority to conceal, according to The State Journal-Register. Some Masses Ryan celebrated were picketed, but he was never charged or prosecuted.

Ryan’s death follows that of former Joliet diocese Bishop Joseph Imesch, who died Dec. 22 and faced criticism in the early 2000s for his response to reports of sex abuse of minors by clergy in the diocese.

The Survivors Network of those Abused by Priests issued a news release after Ryan’s

death.

“These two prelates [Ryan and Imesch], like nearly all of their U.S. colleagues, deserve little or no praise. They protected predators. They endangered innocent children. They kept crimes hidden from police,” the release stated.

Ryan attended the Passionist Preparatory Seminary in St. Louis. He earned a bachelor’s degree in classical languages from St. Procopius College and completed his studies for priesthood at St. Procopius Seminary in Lisle.

JOLIET – A fire got out of the fireplace and into a house early Monday. Battalion Chief Ron Schroeder said a resident of the 700 block of Cowles Avenue said she’d been using her fireplace throughout Sunday but was awakened when her smoke detector went off at 2:48 a.m.

“There was smoke in the house. Crews arrived and used a thermal imager to determine fire had gotten through some of the bricks and into the exterior framing,” Schroeder said.

Firefighters chopped into inside and outside walls to extinguish the fire quickly, Schroeder said. No one was injured.

FLOYD K. GARRETT Floyd K. Garrett Floyd was born in Joliet, and died in Elwood on Jan. 3, 2016 at the age of 86. He was the son of the late Floyd B. and Helen (nee Behrend) Garrett.

MARY ROSE SCHUMM Mary Rose Schumm, Nee Koncar, affectionately known as Mae Rose, passed away peacefully at age 90, Saturday, Jan. 2, 2016, at her home in Shorewood with her family by her side.

She is survived by her four children, Michael (Colleen) Schumm, Karen (Robert) Lescher, Steven (Cherie) Schumm, and Theodore (Christine) Schumm. Loving grandmother to 10 grandchildren, Emily (Alex) Rivera, Alexander, Polly, and Rebecca Schumm, Peter (Debbi) and Francine (Amonce) Lescher; David and Grant Schumm, and Samantha and Ryan Schumm.

Mae Rose is preceded in death by her husband, Theodore “Ted” Schumm; parents, Francis and Frances Koncar; two brothers, Edward and John Koncar; and sister, Isabelle Russ.

She was born in Joliet and was a longtime resident of Joliet before moving to Shorewood in 1979. Member of St. Joseph Catholic Church and Slovenian Union of America. She graduated from St. Joseph School of Nursing and retired from Caterpillar in Joliet after working there as a nurse for 10 years.

Mae Rose loved spending time with her children and grandchildren, and recently enjoyed her surprise 90th birthday celebration with family and friends.

Private services will be held at a later date, with interment at St. Joseph Cemetery in Joliet.

CHICAGO – A watchdog agency that investigates Chicago police officers said Monday it will implement reforms in the wake of protests over several fatal shootings of African-Americans.

The head of the Independent Police Review Authority planned to detail those reforms later in the day. They include hiring of new staff and creating a community outreach position, according to a statement.

Obama moves to require background checks for more gun sales at gun shows

By JOSH LEDERMAN The Associated Press WASHINGTON – President Barack Obama moved Monday to expand background checks to cover more guns sold at gun shows, online and anywhere else, aiming to curb a scourge of gun violence despite unyielding opposition to new gun laws in Congress.

Obama’s plan to broaden background checks forms the centerpiece of a broader package of measures the president plans to take on his own on gun control in his final year in office. Although Obama can’t unilaterally change gun laws, the president is hoping that beefing up enforcement of existing laws can prevent at least some gun deaths in a country rife with them.

“This is not going to solve every violent crime in this country,” Obama said. Still, he added, “It will potentially save lives and spare families the pain of these extraordinary losses.”

Under current law, only federally licensed gun dealers must conduct background

checks on buyers, but many who sell guns at flea markets, on websites or other informal settings don’t register as dealers. Gun control advocates said that loophole is exploited to skirt the background check requirement.

Now, the Justice Department’s Bureau of Alcohol, Tobacco, Firearms and Explosives will issue updated guidance that says the government should deem anyone “in the business” of selling guns to be a dealer, regardless of where he or she sells the guns.

To that end, the government will consider other factors, including how many guns a person sells and how frequently, and whether those guns are sold for a profit.

The executive actions on gun control fall far short of what he and like-minded lawmakers attempted to accomplish with legislation in 2013, after a massacre at a Connecticut elementary school that shook the nation’s conscience. Even still, the more modest measures were sure to spark a confrontation with Republicans and gun rights groups that oppose new im-

pediments to buying guns.

“We’re very comfortable that the president can legally take these actions now,” said Attorney General Loretta Lynch.

Far from mandating background checks for all gun sales, the new guidance still exempts collectors and gun hobbyists, and the exact definition of who must register as a dealer and conduct background checks remains exceedingly vague. The administration did not issue a number for how many guns someone must sell to be considered a dealer, instead saying it planned to remind people that courts have deemed people to be dealers in some cases even if they only sell a handful of guns.

And the background check provision rests in the murky realm of agency guidelines, which have less force than full-fledged federal regulations and easily can be rescinded. Many of the Republican presidential candidates running to succeed Obama have vowed to rip up his new gun restrictions upon taking office.

Which way does arrow point?

Regardless of which direction the national economy takes in 2016, Illinois continues to take the path of underperformance.

It does not feel like the best of times.

It certainly is not the worst of times.

If Charles Dickens were to rely today’s economy for inspiration, he would never have left the newspaper business.

With a new year here, the U.S. economy is not sending any clear signals on which way it is headed. Up, down, sideways?

Some economists see accelerating growth in 2016, the most robust growth since the end of the Great Recession in mid-2009.

Those experts point to more jobs being created, a historically low unemployment rate of 5 percent, remarkably low prices for gasoline, and greater spending on housing and autos.

Other economists, however, are less optimistic and have their own statistics to back up their case.

While the U.S. is growing, it is not putting any upward pressure on wages. Therefore, inflation remains low – too low for these experts and for the Federal Reserve, which would like to see prices rising at an annual rate of 2 percent.

The global economy, they say, is keeping a lid on the American business environment. U.S. companies can and do move overseas for lower-cost labor — one reason for stagnant wages here.

America’s trading partners, especially China, play a key role in how well the U.S. economy performs. If Chinese growth is slowing, the rest of the world tends to do the same.

Finally, the naysayers point to low unemployment, low interest rates and low gas prices and ask: With such strengths, where’s the boom?

Indeed, there has been no great expansion so far to wipe away the last recession’s damage.

Here in Illinois, we are all too familiar with the economic no-man’s land.

Illinois’ 5.7 percent unemployment rate stayed stubbornly higher than the national rate. Further, the November rate was higher than October’s, because more people returned to the workforce. While Illinois had a net increase of 400 jobs in November (seasonally adjusted), that total was

not enough to keep pace with the extra people looking for work.

In past recoveries, states expected to see more people entering the workforce; working men and women recognize when businesses are adding jobs.

And it is this balky growth in jobs that is keeping this recovery in first gear.

Illinois has its own low gear: itself.

To be more specific, the leadership the people have elected.

In the years between 2010 and 2015, Illinois lagged in growth because the rest of the country recognized the Land of Lincoln lacked fiscal discipline. Why expand business in a state that has chosen a path of unsustainable government spending? Budget deficits, unpaid bills and grossly underfunded pension funds equal a sea of red ink that can only be absorbed by higher taxes and lower spending. There are less risky states to do business in.

This year, the situation is even worse. On top of the ongoing fiscal problems, Illinois government is at a standstill as the Republican governor and the Democratic Legislature cannot even fashion a spending-and-tax plan.

A resolution in 2016 – while hoped for – is far from certain.

An action in late December only added to the pessimism.

House Speaker Michael Madigan, citing a scheduling conflict, did not attend a meeting on the stalled state budget. No explanation of what was more important.

Gov. Bruce Rauner, Senate President John Cullerton and Republican leaders Sen. Christine Radogno and Rep. Jim Durkin were there discussing term limits, redistricting and fixing the state’s $111 billion pension debt.

The governor called the meeting productive. Which may have been his way of saying it wasn’t a total waste of time.

The next meeting is expected early this month.

A lot of people have a dog in this fight: students, universities, private agencies, vendors, municipalities, courts and public employee unions.

But longer term, the fate of the state relies on a successful compromise.

Either this state finds its way back to the path of growth, or it will be setting up its citizens for the worst of times.

Joliet West No. 1 in Herald-News top-10 boys basketball listing Lincoln-Way Central finished third in the Big Dipper Tournament.

Joliet West beat Benet to reach the final four at the Pontiac Holiday Tournament, then dropped a heartbreaking 74-73 decision to No. 1 seed Peoria Manual in the semifinals.

Plainfield North fell to Joliet West, 66-63, in the opening round at Pontiac, then won three straight to claim the consolation championship.

Joliet Catholic breezed to the Romeoville Christmas Classic title.

Lincoln-Way West finished 3-1 in the Teutopolis/Effingham Tournament, losing only to eventual champion Teutopolis.

All in all, the large schools in the Joliet area fared well in Christmas tournaments.

The results support what we felt after the Thanksgiving tournaments – this will be a better season overall in this

As for developing our area rankings as the second half of the season gets underway, that is no simple task. Certainly, record comes into play, but so do other factors such as level of competition, who

you have beaten and who you have not beaten.

That being said, let’s give it a shot.

1. Joliet West (9-3): Forget the Pontiac semifinal against Simeon. The Tigers had to play that game about 90 minutes after their overtime loss to Manual. Before that, they showed they can compete in the upper echelon of teams from around the state. Trevian Bell is a special player, and Teyvion Kirk and Elijah Ward

aren’t bad, either.

2. Lincoln-Way Central (9-2):

The Knights are a pleasant surprise. Mikey Koszela and Jarret Gmazael were all-tournament at the Big Dipper, and Mitch Kwasigroch and Isaac Panfil were among others making major contributions.

Thornton followed its 52-44 semifinal win over Central with a 67-59 victory over Marian Catholic in the title game.

Oswego beats Romeoville to stay perfect in SPC

By CURT HERRON cherron@shawmedia.com ROMEOVILLE – After not performing as well as it hoped in its own Christmas Classic, Romeoville’s boys basketball team looked to kick off the 2016 portion of the schedule on a better note.

The Spartans got the opportunity to host Southwest Prairie Conference leader Oswego on Monday in the key contest and held their own throughout the opening half.

But the veteran Panthers pulled away after the break and claimed a 59-49 victory.

“We played very well in the first half, and I thought that we executed very well on the offensive side and did a great job of defending their screen roll and limiting their inside game and high-percentage shots,” Spartans coach Marc Howard said. “But they’re

the No. 1 team in the conference and is very experienced with a lot of seniors, and in the second half, they just outmuscled us, and that’s where they won the game.

“It looked good early on, but down the stretch, they did an awesome job of crashing the boards and getting second chances. Sometimes, you have to learn these types of lessons. It’s only going to do one thing for us, and that’s make us tougher, both mentally and physically. And it will make us understand what it takes to compete at a high level within this conference, and we know that the second half of the season is not going to get any easier.”

While the Panthers (112, 4-0) struggled at the freethrow line in the final half, connecting on just 11-of-22 attempts, they outrebounded the Spartans (5-8, 2-2) and

Oswego, which led, 31-30, at the break, outrebounded the Spartans by a 35-24 margin.

Oswego coach Matt Borrowman realizes every game in the SPC figures to be competitive, so he’s pleased to come away with a big road victory, which helps his squad stay perfect atop the league standings.

“Any time you win on the road in our league, which is

very well-balanced, you’ll take it,” Borrowman said.

“We played really well at times, and we didn’t play so well at times. Romeoville is young, but their kids play hard, and you can’t let a team like that hang around.

“We rebounded really well in the second half. And we talked about playing better defense, and we held them to 19 points in the second half and offensively didn’t turn the ball over. We moved the ball better, and we attacked and got layups.”

Leading the way for the Panthers were Jaylen Jones (20 points, six rebounds), Brice Robinson (18 points, 11 rebounds) and Steven Frank (six points, nine rebounds).

The Spartans were paced

by Robert Johnson (12 points), Matt Cappelletti (11 points, 10 rebounds), Dontia Johnson (eight points) and

Mike Salter (seven points).

Romeoville grabbed a 10-5 lead just past the midway mark of the first quarter, but Oswego stormed back to grab an 18-15 advantage after eight minutes.

The Panthers led throughout the second quarter and stretched their cushion to 29-21 with 4:30 left before the break, but the Spartans managed to get to within a point at halftime.

Things opened up again in the third quarter with Oswego leading by as many as eight points (42-34), and the visitors still maintained a 4842 lead with one quarter remaining.

Neither squad scored during the initial four minutes of the final quarter, and Romeoville was unable to get any closer than six points back during the rest of the contest.

Point guard deluxe Marco Pettinato scored 32 points against Charleston and 83 in the four games at the Teutopolis/Effingham Tournament.

He led the tournament in scoring and, of course, contributes in multiple other ways.

5. Joliet Central (6-6): Forget the loss to Bolingbrook in the seventh-place game at the Big Dipper. Both coaches played reserves for about half the game. The Steelmen are not where they would like to be record-wise, but they will be dangerous in the second half of the season.

6. Minooka (8-5): The Indians hope to make a run at the Southwest Prairie title.

7. Plainfield North (7-5):

The return of the big man in the middle, Kyle Speas, just before Christmas has provided a lift. Kevin Krieger is one of the best all-around players in the area. The Tigers will be among the challengers to Oswego in the Southwest Prairie.

8. Bolingbrook (4-6): The Raiders, who finished third in the state in Class 4A a year ago, figured to get off to a slow start because of their inexperience and the quality of their competition.

Still, they are not a team any opponent will take lightly.

9. Lockport (6-5): The Porters are relatively inexperienced and still in the process of maturing. Lockport went 1-2 at Pontiac, and playing those three games will be beneficial as the regular season resumes.

10. Lemont (9-4): The Indians feature one of the outstanding juniors in the area in P.J. Pipes, and senior Nick Wisz is another go-to man at crunch time.

one or two other area teams have sub-.500 records but have shown signs they are capable of putting together a run and moving into the area top 10, which we plan to present on a weekly basis the rest of the season.

Regardless, the order of the top 10 is likely to change regularly.

The forecast the rest of the way calls for plenty of tight games.

That would be fun.

WRESTLING NOTEBOOK

LOCKPORT – Prospects for Lockport’s wrestling team weren’t all that bright for coach Josh Oster’s squad when it headed to last week’s Powerade Tournament in Canonsburg, Pennsylvania, which is regarded as the state’s best and second-best in the nation.

After dealing with travel issues to the event, the Porters had to withdraw Abdullah Assaf, who was the fourth seed at his weight, because of sickness.

And their two other returning state placewinners, Shayne Oster and Trevell Timmons, weren’t at 100 percent. Oster hadn’t practiced for more than a week and this was the first action of the season for Timmons, who was a national champion during the summer at Fargo.

But despite all of the adversity, Lockport showed why it once again has one of the best teams in Illinois this season.

The Porters finished in sixth place in the rugged competition as four individuals claimed medals for top-eight showings.

Porters in the tournament was turned in by freshman heavyweight Ronald Tucker, Jr., who beat a senior in the title match to capture top honors at 285 pounds.

He was the lone freshman finalist in the entire tournament.

Shayne and Trevell have been in these situations before, too.

They showed the ability and willingness to compete at a high level when not feeling 100 percent.

“Baylor Fernandes was points away from placing against some national level kids. Yousif Salah and Anthony Molton both won three matches to help us secure a top-six finish. Nearly everyone won at least one match to contribute to the team score.”

The Porters take part in another excellent tournament, The Cheesehead Invite, in Kaukauna, Wisconsin. In addition to many tough programs from Wisconsin, Minnesota and Iowa, the competition features several other top squads from Illinois, including Sandburg, Mount Carmel and Montini.

Lockport graduated several key performers from last year’s team that took fourth at state to earn the program’s first trophy in the sport.

But with their their three placewinners back, as well as a talented group of newcomers in the fold, the Porters are hopeful that they once again might be able to be competing on the final night of the season at the dual team finals.

Time for Pace to prove himself BEARS INSIDER Hub Arkush Black Monday in the NFL – the day after the final games of the regular season – has become an uncomfortable tradition for general managers and coaches around the league.

It ended this year with five teams seeking new GMs and at least one more GM on the bubble in Indianapolis. Six teams are in search of new coaches, and the top dogs in Indianapolis, Detroit and New Orleans are on the bubble. Jason Garrett in Dallas and Jeff Fisher in St. Louis aren’t completely out of the woods yet either.

So how is it that Bears GM Ryan Pace and coach John Fox were acting like a couple of guys who just hit the $400 million Powerball after wrapping up a 6-10 season, including a 1-7 record at home, while going 1-5 in the NFC North and finishing in last place in the division for the second consecutive season?

Their Black Monday was last year with Fox getting the axe in Denver and then landing the Bears job a few days later because of Pace, who snared his first GM job.

They should feel great as the honeymoon comes to an end.

Bears to keep building offense around Cutler

By NATE ATKINS natkins@chicagofootball.com LAKE FOREST – Jay Cutler has an early vote of confidence heading into a Bears offseason for a change.

On Monday at Halas Hall, general manager Ryan Pace described that confidence as “extreme.” It’s a relatively new message for Cutler to hear in a career that has included a trade, four head coaches, four general managers and nonstop offseason discussions about whether he can be a franchise quarterback.

“We’re going to continue to build the offense around him.

I think he knows that,” Pace

said in his first media appearance since the preseason. “I think he also knows that hey, we’re always going to draft best player available too and acquire as much talent as we can.”

Of course, Pace did that with his first draft selection as a GM last spring when he picked Kevin White at No. 7.

White ended up missing the entire season with a stress fracture in his shin, but that setback enabled Cutler to make more of an impression on the organization.

“He played well this year,” Pace said. “I think you guys saw that. The turnovers were down, and he was athletic and

extended plays with his feet and did a lot with a lot of injuries at all our skill positions.”

This season, Cutler dealt with the absence of White as well as his next three top receivers – Alshon Jeffery, Eddie Royal and Marquess Wilson – for at least five games each.

He also missed Pro Bowl tight end Martellus Bennett and running back Matt Forte for at least three games each. By the end of the season, the offensive line featured a different starter in every offensive line spot from what it was in the opener.

And yet Cutler enjoyed perhaps the best season of his 10-year career. His 92.3 rating and his 7.6 yards a attempt

were both career highs, and his 11 interceptions were the lowest he’s had in any of the eight seasons in which he’s played at least 12 games.

Cutler excelled in his first year under Adam Gase, who introduced a multi-faceted running game and a high number of screen calls and rollouts to help alleviate the pressure Cutler placed on himself in the passing game.

Gase’s success has earned him three interview requests for head-coaching vacancies.

Pace said he’s not concerned that a Cutler drop-off could follow if he has to play with his sixth coordinator in eight seasons.

“When guys are leaving here, that’s going to happen when we’re doing good things.

It’s up to us to find the best replacements,” he said. “One of the benefits of John (Fox) being 100 years old is he knows a lot of coaches around the league.”

After a laugh, Fox chimed in: “Let me make this clear: Our systems are our systems.

They’re not any individual’s systems; they are our systems.

Our systems aren’t changing, offense, defense or special teams. “... One of the hard things about being a new staff is introducing those systems, and they won’t change.”

Free program at Joliet clinic teaches at-risk individuals how to prevent diabetes

By DENISE M. BARAN–UNLAND dunland@shawmedia.com JOLIET – Although Noe Velazquez, 47, of Joliet, isn’t diabetic or even prediabetic, he had one solid reason for committing to a yearlong diabetes prevention program at the Will-Grundy Medical Clinic in Joliet.

He comes from a family of diabetics.

Velazquez’s mother is diabetic, a brother and two sisters are diabetic, and his grandmother died from diabetic complications. If possible, Velazquez said, he wants to be the family exception. So far, because of the program, which stresses lifestyle management along with problem-solving and coping skills, Velazquez is hopeful.

“I learned a lot of things I didn’t know before the program,” said Velazquez, one of the program’s seven participants. “I’m making small changes in the way I eat and I’m learning to be more active.”

The Diabetes Prevention Program will be offered again this spring at the Will-Grundy Medical Clinic’s Joliet location and in February for the first time at the Morris location, said Sheri Pierce, a staff nurse at the Will-Grundy Medical Clinic and a trained facilitator of the DPP. The exact dates the program starts depend upon enrollment, she said.

The clinic also is applying for recognition as a DPP center from the Centers for Disease Control and Prevention.

Recognition from the CDC – which created the program – will take about two years to achieve, Pierce said.

The DPP – which the clinic offered for the first time in September and is free to participants – has two parts, Pierce said. The first meets weekly for six months and each week has its own theme, Pierce said.

The second part meets monthly for six months, with participants deciding as a group the topic for that month, Pierce said. If participants are serious about modifying their lifestyles, they will see results.

“I don’t think people realize how much control they have over their own lives,” Pierce said.

During the first six months, participants learn about healthy eating, such as reducing fat and calorie intake, Pierce said. Participants also are expect-

“We walk them through the appropriate activities,” Pierce said.

In a written statement, Pierce said the DPP is based on research, which showed how people with prediabetes and/or at risk for developing type 2 diabetes could reduce their risk by 58 percent after losing weight. Furthermore, in the study population older than 60, research also showed a 71 percent reduction in new cases of type 2 diabetes, Pierce said in the statement.

The key to success for delaying or preventing type 2 diabetes, Pierce said, lies in empowering the individual.

The DPP is just one effort the clinic is making to prevent disease through lifestyle management rather than sim-

ply treating it when it occurs. Such an approach is not merely cost-effective; it also saves patients plenty of agony.

“It’s much easier to learn to manage your food,” Pierce said, “than to inject insulin.”

However, Pierce stressed the DPP is not a weight-loss program. Yes, losing weight is part of the process – and participants are weighed at the start of each meeting – but the focus is only healthy eating and increased activity, Pierce said. Qualifications for the program include being at least age 18 and at-risk for diabetes. This might include a diagnosis of gestational diabetes or prediabetes, or having a family history of the disease, Pierce said.

Some of the costs associated with offering the DPP at the clinic – such as materials and leader training – are subsidized by the American Medical Association Healthy Community/Healthy America grant, which is a two-year grant, Pierce said.

Pierce said the DPP isn’t a guarantee that at-risk individuals won’t get diabetes. However, it may delay it or – if it does occur – lessen its severity, Pierce said, especially if participants take the

program seriously and invest the time it takes to apply its principles.

However, Pierce warns, taking the necessary steps to change ingrained habits can be as time-consuming as a full-time job. Yet the rewards, Pierce said, are worth it.

“If you’re able to keep it under control for five years before the scales tip,” Pierce said, “that’s five more years of good health, of high blood sugars not affecting the small blood vessels in the eyes and hands and kidneys. Even delaying is a good thing, but engaging people into realizing it is not an easy thing.”

Gradually making adjustments one can permanently keep was key for Velasquez, who said he began by walking outside for 15 to 20 minutes each day. When the weather grew cold, he switched to indoor activities: jumping jacks, the treadmill, push-ups and stretches.

Velazquez said he feels healthier and hopes more people at risk for diabetes – especially other Hispanics – will participate in the DPP. “They don’t know how to make small changes that will impact them for life,” Velazquez said.

Declarer started perfectly. He won the first trick with his heart king and led the diamond jack. After taking West’s queen with dummy’s ace, South played a diamond to his nine. West won that trick and led another heart. Now declarer ruffed the diamond five in his hand, played a spade to dummy’s king (necessary), and discarded a club on the diamond 10.

If West had ruffed low, his spade ace and partner’s queen would have crashed together on the next round of trumps. South would have lost only two spades and one diamond, ruffing his third heart in the dummy.

Anticipating that, Huang ruffed with his spade ace and exited with a club.

Now declarer won with the club ace, cashed the club king, and ruffed a club in his hand. Imagine his shock when West overruffed with his 10. A moment later, East’s spade queen took the setting trick.

That was a great falsecard, but South ought to have realized that if East did have those last two trumps, the contract was unmakable; declarer was destined to lose three spades and one diamond. He should have led another round of trumps.

Other gels and creams are available over the counter and by prescription. They haven’t been studied as thoroughly, but some people find them helpful for mild to moderate pain.

• ORAL MEDICATIONS. For more severe pain, drugs taken by mouth are typically more effective. Nonsteroidal anti-inflammatory drugs (NSAIDs), like ibuprofen (Advil, Motrin) and naproxen (Aleve), relieve pain and inflammation.

• CORTICOSTEROID SHOTS. For short-term relief, your doctor can inject corticosteroids directly into a joint to relieve pain and inflammation. Overuse of injections can increase damage within the joint.

• ALTERNATIVE THERAPIES. These therapies include yoga, acupuncture and dietary supplements. Some people find that they work well, while others experience little or no benefit. Particularly if these therapies have helped you with other types of pain, they would be worth considering for osteoarthritis of your hands.

Our hands are remarkable. Compared to other animals – particularly the various types of monkeys to which we are most closely related – we can do more with our hands. You don’t realize how important your hands are until you have a medical condition that affects how they function.

Osteoarthritis of the hands doesn’t cause major deformity of the hands like rheumatoid arthritis can.

But it can make the things you love to do – cooking, gardening, playing a musical instrument – harder to do. Fortunately, you should be able to get considerable relief.

Dear Dr. K: I have osteoarthritis of my hands. Are any treatments particularly effective for this condition?

Dear Reader: Osteoarthritis causes stiffness and pain in the joints. It develops when cartilage – the tissue that covers the ends of bones – deteriorates. In the hand, osteoarthritis usually strikes the joint at the base of the thumb and the last joints before the tip of the fingers.

Here are some of the best ways to manage pain and improve function in your hands: • SPLINTING. The first line of action is to immobilize the painful joint with a splint. This gives the joint a chance to rest so the pain can subside.

• ADAPT DAILY TASKS. Specialized products and assistive devices allow you to perform daily tasks without putting additional strain on your hands. For example, use an electric can opener or an electric toothbrush instead of the manual versions. Or wear slip-on shoes to avoid the hassle of tying shoelaces.

• HEAT OR COLD THERAPY. Taking a warm bath or shower or soaking your hands in warm water can ease pain and stiffness. After exercise or exertion, cold therapy may work better.

Place a bag of ice or frozen vegetables wrapped in a towel on the painful joint, or use a freezer gel pack.

• EXERCISE. Therapeutic exercises, especially rangeof-motion exercises for the thumb and wrist, help keep hand joints working as well as possible. (I’ve put examples of range-of-motion hand exercises on my website, www.askdoctork.com.) A hand physical therapist can recommend gentle, painfree strengthening exercises once inflammation and pain have subsided.

• TOPICAL MEDICATIONS. Topical medications are creams, ointments or gels that are applied directly on the painful joint. One prescription gel, diclofenac (Voltaren), offers modest relief for hand arthritis.
