ew additions are exciting to any family. On Friday afternoon, we were thrilled to welcome The Herald-News into the Shaw Media family.

The Herald-News has so much of what we look for in a publication: It’s based in a strong, vibrant community that deserves – in many ways demands – a locally focused news source.

Shaw Media owns many other Northern Illinois publications, including the Daily Chronicle in DeKalb County, the Kane County Chronicle in St. Charles, the Lake County Journal in Grayslake, the Northwest Herald in McHenry County, The Daily Gazette in Sterling, The Telegraph in Dixon, and the two dozen weekly papers in Suburban Life Media that encompass communities in Cook, DuPage, Kane, Lake and Will counties. All of our publications focus on local news – the information residents cannot find anywhere else.

Adding The Herald-News into that mix is a great fit for our company, and we believe for the greater Joliet region, as well. We already are covering Grundy County news with the Morris Daily Herald, and are excited to expand deeper into Will County.

We appreciate and respect the strong ties this publication has in the community. Going back to 1877, residents in this area have had a paper to call their own.

We know a little something about having deep roots in a community: Shaw Media’s first publication was printed in 1851, when the first issue of The Dixon Telegraph and Herald printed in Dixon. Benjamin Flower Shaw, then 20, became the owner and editor. (Shaw would later work with Abraham Lincoln to solidify the Republican Party in Illinois.)

In the 162 years since our founding, Shaw Media has grown to include dozens of daily and weekly publications in Illinois and Iowa. We are the third oldest, continuously owned and operated family newspaper in the nation.

That’s not to say we’re going to reach our pinnacle here today, or tomorrow, or even this month. There’s a transition period when a new owner comes in to any business, and changes are inevitable.

Some changes you will notice immediately. Comics and some features will change immediately. That’s because certain content is owned or produced by Sun-Times Media, previous owners of The Herald-News, and we will no longer have access to that content.

Other changes – the website has a new look, for instance – are to bring The Herald-News more in line with Shaw’s other publications.

All our websites and mobile platforms have a common look and functionality. This allows us to share relevant information across the communities we serve. For example, our company recently launched the football information site HubArkush. com. Visitors to all Shaw sites have ready access to HubArkush.com. And readers of The Herald-News’ sports section will be seeing Hub’s column on a regular basis.

We also will be adding features: Thursdays will see an A&E section, while Wednesdays we are adding a Food page and Fridays we plan to debut a Faith page to share news from local religious communities. We plan to have a daily Opinion page, and obituaries will move from the classified section up to the news section.

We are a work in progress, so please pardon our dust as we build a paper you will be proud of.

More importantly, let us know what you want this publication to be.

We are in the process of hiring employees who will be based out of an office at 2175 Oneida St. in Joliet.

Bob Wall, who previously worked at

The Herald-News from 2008 to 2011 in the advertising department and then as publisher, will serve as general manager over both The Herald-News and the Morris Daily Herald. He will oversee the daily operations of the publications.

Steve Vanisko, who also previously worked as advertising director of The Herald-News (from 1995 until May 2013), will be returning to that role effective immediately, and lead our team of sales representatives here.

Kate Schott, who has worn a variety of editors’ hats during the nearly six years she has worked for Shaw Media, will lead the news-gathering operations of The Herald-News and Morris Daily Herald as editor. Her charge is to provide locally driven news reports, both in print and online, for Will and Grundy counties.

And we are looking for employees for the advertising and editorial departments who share our dedication to producing a top-notch community newspaper, and who understand the importance we will play as community advocates.

Welcoming The Herald-News into the fold is bit of a homecoming for me.

Earlier in my career, I worked for Copley News, the then-parent company of The Herald-News. I graduated from Oswego High School and regularly competed against Joliet-area sports teams. I also played against at least one of the Thayer brothers in the Bolingbrook Park District Flag Football league (and received a concussion for my efforts).

The Plainfield tornado of 1990 formed very near my Oswego home, and I vividly recall the devastation of that tragedy.

In the days I worked for Copley, The Herald-News was, no doubt, its flagship paper in Northern Illinois.

Although much has changed in the media industry, we firmly intend to once again make The Herald-News a publication that you will be proud to call your own.

NEWFOUND FAMILY Big Brothers Big Sisters program offers rewarding relationships, good times

oliet resident Kathleen Sliter was stressed after a day at work when she was scheduled to meet with her “little sister” from the Big Brothers Big Sisters of Will and Grundy Counties United Way organization.

“I was thinking first of canceling because I didn’t want to meet her stressed,” Sliter said, talking about the importance of creating a safe and beneficial environment for 8-year-old Joliet resident Payton. “But I ended up meeting her and by the end of a couple of hours, the stress was gone.”

Sliter’s involvement with the organization gave her a rewarding relationship with Payton, which has grown to include fun times with Payton’s sisters as well, including home crafts, coloring and making paper carnation flowers.

“She has become the center of my priorities,” Sliter said.

Chief Executive Officer Lisa Morel Las and the organization needs more big brothers and sisters like Sliter to fill the demand for children in the program.

“We’re struggling to get males to be bigs for the boys,” Las said, using the short term for big brothers and sisters in the organization. “Some of these kids have been on the waiting list for a long time.”

Will County currently has the highest demand for bigs with 60 children, 57 of them boys, available for a match. Grundy County needs to match five boys and two girls. Kankakee needs five male bigs while Cook County needs just one.

The organization is an area franchise of the national outfit, Big Brothers Big Sisters, that aims to help at-risk children succeed by forming a bond between them and adult mentors early.

The match is intended to be a bond that strengthens as the child gets older, and provides the child with a unique role model.

“We get the kids at that point in the child’s life, that fork in the road where they go on a good or bad path,” Las said, explaining how a relationship with a mentor is intended to help bring balance to what can be a chaotic life of a child.

The mentors, or “bigs,” are volunteers ages 18 and older who are vetted through tight, layered background checks, including federal, criminal, state and county reports with personal reference checks and one-on-one interviews.

“Some of the best bigs are the busiest people that have activities, events and involve their littles in them,” Las said.

“Activities can involve routine things as simple as raking leaves, fixing your car. It’s whatever you can engage them in.”

DARLENE L. CALKINS Darlene L. Calkins (nee Robbins) age 65, passed away January 3, 2014 at Edward Hospital with her family at her side. She was born in 1948 in Joliet, IL to the late E.C. (Pete) Robbins and Dorothy Robbins (nee Jansky). She was raised in Lockport, IL before moving to Plainfield, then to Joliet where she resided with her husband of 22 years, Mark Calkins.

She was a wonderful mother to Kelly (Ryan) Leonard and Richard (Jennifer) Deufel. She also has two stepchildren, Kevin and Tracy Calkins. She was a cherished grandmother to Delaney and Chase Leonard, and Becky and Raeanna Calkins. REVITALIZING JOLIET Panel created to study how to transform downtown area

By JIM DALLKE jdalke@shawmedia.com JOLIET – Pam Owens sat at her desk last month with a pile of 13 proposals, each detailing plans to revitalize and transform downtown Joliet.

In November, the Joliet City Center Partnership LLC and the city of Joliet partnered to solicit proposals for the Downtown Joliet Master Plan. The plan asked for contractors to outline how they would provide a number of services to downtown, ranging from an economic analysis and urban planning to vehicle circulation and public realm design.

Owens, executive director of the Joliet City Center Partnership, said the downtown master plan focuses on three main areas: optimizing options for access between downtown Joliet and the new Joliet Gateway Transportation Center; providing an inventory and analysis of downtown Joliet businesses; and, most importantly, creating a downtown economic plan that would provide the framework for guiding economic growth and development in the downtown area.

“This is different than [any other downtown plan] that has been done in the past in the sense that this is an economic development plan,” said Owens, who was hired in May and tasked with the

downtown project. “This is about identifying what we have, what are our assets downtown, and where are our shortcomings.”

Owens, who last worked for the city of Moline, said she is well aware of downtown Joliet’s shortcomings and the area’s generally negative reputation. After taking the job, her friends cautioned her that Joliet “wasn’t a good place to be.” There are aspects of downtown that Owens hopes to change, but she said the poor perception of Joliet isn’t accurate.

“My impression since I’ve been here is that it’s a really friendly community,” she said. “I’ve really liked the people a lot.

But there are some issues downtown that everyone has learned to live with. It seems that they’ve put on their blinders. … Once I started pointing out those things to people, they’ve been open to change.”

“Downtown Joliet has a stigma of not being safe, which is totally wrong,” Joliet Mayor Tom Giarrante said. “We have lots of good things. The more people who come downtown and use the Rialto Theater, the museum, the restaurants, they find it’s a great place.”

Giarrante said with the addition of the new transportation center and the Joliet Junior College building, along with the addition of a future downtown courthouse, people will have more reasons to

“We do have a parking problem,” he said. “Once the Joliet Junior College building is finished, there will be 350 or 400 students here every day. I don’t know where they are going to park.”

Owens said she would like to get rid of parking meters and see more free parking, which would encourage people to stay downtown longer.

Continued from page 8 “If I could have things my way, there would be two-hour, free, onstreet parking,” Owens said. “It would really encourage people to come downtown to do their business, go have lunch, and not have to pay.”

Owens said she would like to see some other significant changes, such as more locally owned restaurants and shops, more service businesses like salons and massage therapy clinics, and the development of a downtown hotel. But there are smaller changes too, such as limiting storefront signage that can make a big impact on a city, she said.

“One of the things that really bugs me is the number of temporary signs that are up in windows,” she said. “A lot of downtowns have ordinances about putting that Budweiser sign or the cigarette advertisement in the window, and they can only cover a certain percentage of the storefront.

On Wednesday, a selection committee plans to narrow the contractors down to three, and on Jan. 15 the finalists will present their proposals to the public. The public will have a chance to submit written responses to the proposals, which the city will take into consideration, Owens said.

That meeting will be hosted by the Joliet Area Historical Museum, one of the several local businesses that have taken part in downtown revitalization discussions with the city.

“I would say downtown is defi-

nitely coming back into fashion with how many people want to get involved,” said Greg Peerbolte, executive director of the museum. Peerbolte said the museum has seen an uptick in traffic this year from international visitors touring Route 66, and he believes the area is ready for revitalization.

“We know it’s not one magic bullet that does it,” Peerbolte said. “It’s not an overnight process. It’s multiple years, even decades, but we’re prepared for the long haul.”

In late January, the selection committee will make a final recommendation that will be sent to City Council for approval.

“I was reading [the proposals] at home and I told my husband, ‘I know a lot of these [contractors] and they are impressive, big names in the industry,’ ” Owens said. “It would be a fantasy of mine to have all these people gather in the same room. I’m just really excited about the level of responses that we’ve gotten back.”

Bitter cold drives people to find shelter

By BOB OKON The Herald-News Sunshine Lakey may speak for a lot of people when she says the coming cold snap is “not fair.”

Unlike most people, Lakey will have no place to call home once the sub-zero cold snap hits Sunday night. Homeless, she will be walking from shelter to shelter, stopping at the Joliet Public Library downtown or a McDonald’s for a few hours in between.

“It’s not fair,” Lakey said when asked about the coming below-zero temperatures during an interview Friday at the Morningstar Mission, where she had spent the day. “They should have places for people to stay – cold houses.”

Lakey had plenty of

company at MorningStar Mission, where a daytime drop-in center offers relief from the cold for people without a place of their own. She would get a warm meal for the evening before heading out to into the cold.

Lakey said she and her fiancée, also homeless, would probably spend a few hours at a McDonald’s since the library downtown is closed on Friday evenings. They can spend time at McDonald’s “as long as you get something to eat.” Then they would be off to Catholic Charities’ Daybreak shelter, which provides a place to stay overnight during severely cold weather, MorningStar Mission’s emergency, overnight shelter is for men only.

Sunshine Lakey will be walking from shelter to shelter in Joliet looking for places to keep warm when the sub-zero cold snap hits tonight. since New Year’s Eve, said Sandi Perzee, business manager for MorningStar.

“We’ve been averaging about 17 people (this winter), and we’ve had about 22 beds filled the last three

nights,” Perzee said.

If more than 22 people show up, Perzee said, “We don’t turn them away. We put up cots as we need to.

I’m assuming tonight might be one of those nights.”

Perzee said 30 people were in Morningstar Mission’s drop-in center Friday afternoon, which is three times the normal attendance. Many of them were coming in from the cold.

For low-income people with a home but a faulty furnace, there is help.

The Will County Center for Community Concerns, which administers a federal energy assistance program, will send someone out to check on furnace problems for people who qualify based on income.

The center does not charge for the services, which could include a simple fix

on site or calling in a furnace repair contractor when needed.

“We have seen in the last month plenty of people who have had furnace issues,” said Maureen Pool, operations manager at the center. Pool is not expecting a surge of calls when the sub-zero days begin.

“It typically does not go up when we have a cold snap like this,” she said. “It goes up in October or November when people first turn on their furnaces and find they have a problem.”

Those with furnaces that cannot keep up with the cold can call the center at 815-722-0722, or visit www.wcccc.net, to find out if they qualify. A family of four, for example, with a gross, 30-day income of $2,944 or less would qualify.

The Valley View School district sent an alert Thursday to parents letting them know classes may not be held because of extreme weather conditions predicted for Monday, as temperatures are expected to drop to -14 degrees with a wind chill of -31. The district said a final decision will be made by 8 p.m. Sunday.

Plainfield-based District 202 sent out notices Friday saying that classes were expected to be held but district officials were aware of predictions of the extreme cold and would monitor the situation. The district asked parents to dress

Warming centers open for cold weather With bitterly cold temperatures predicted for today and Monday, local municipalities are reminding residents to take precautions.

The Joliet area already has reached overnight temperatures into the teens. Whenever temperatures are predicted to be at or below 15 degrees, the city of Joliet sends out a sheltering reminder to its residents.

Residents can seek shelter at the following locations in Joliet:

• The Downtown and Black Road Library branches, from 9 a.m. to 9 p.m. Monday through Thursday; 9 a.m. to 5 p.m. Friday and Saturday; and 1 to 5 p.m. Sunday.

• Louis Joliet Shopping Mall, from 10:30 a.m. to 8:30 p.m.

Loan store fights back, sues city of Joliet Lawsuit seeks a court order that would grant TitleMax a special-use permit

By BOB OKON The Herald News TitleMax and the owner of a building that formerly was a Taco Bell have sued the city of Joliet, hoping to reverse a popular decision that blocked the loan store from opening there.

The lawsuit contends that the city council and zoning board showed “malice and bias toward TitleMax” and were influenced by objectors who “false claimed that TitleMax was engaged in predatory lending.”

ber unanimously voted against the TitleMax plan after hearing objections from citizens and Unity Community Development Corp., a network of 11 neighborhood groups in Joliet. Neighborhood groups have been fighting new pawn shops, gold stores, and now loan stores, saying that too many have cropped up in Joliet and they reflect badly on the community.

City staff, however, supported the TitleMax plan. Former City Manager Thomas Thanas spoke in favor of it before the council vote, saying

the former Taco Bell at 1606 W. Jefferson St. was no longer suitable for a restaurant and that a loan store would be less disturbing for residents who live near the vacant building.

The lawsuit seeks a court order for the special-use permit that was denied by the city. The lawsuit was filed Friday in Will County Circuit Court on behalf of TitleMax of Illinois and Capri Development.

Attorneys for the plaintiffs and the city could not be reached for comment.

Lockport hopes to attract tourists with fests, events Interstate exits make city more accessible

By FELIX SARVER fsarver@shawmedia.com LOCKPORT – Steven Streit hopes to make Lockport a destination for tourists this year through several festivities that will attract visitors throughout the Chicago area.

The Lockport mayor said city officials will not only host the long-standing Old Canal Days festival but a steampunk-themed Summer Arts series of events throughout the summer. The events will begin July 26 and Old Canal Days will begin June 14.

Businessmen and women from outside of Lockport who come to these festivities with their families may be interested in growing locally, he said.

“I want to start marketing Lockport regionally,” Streit said. “Up until now, things like Old Canal Days have been marketed as local, which is good but I want to start putting Lockport on the map.”

City officials also are restructuring their budget cycle, improving communication with residents and continuing capitol improvement projects. They also expect new construction to begin along with more development in the city’s business parks.

City Administrator Ben Benson said Lockport used to be difficult to reach because of the lack of interstate exits, which now exist. He said the city is seeing a lot of economic activity.

“We’re getting calls from different companies such as hotels, restaurants, commercial, manufacturing … it’s a nice mix,” he said.

As part of the city’s plan to improve communication with residents, Benson said a new website will launch this year and may debut as early as this summer.

The current features on the city’s website will be enhanced and the website will become more customer-friendly overall.

Residents would be able to use the website for requests such as fixing potholes.

Benson said city officials also plan on completing capitol improvement projects this year, such as resurfacing roadways, adding wells and fixing water main systems. He said they would need to decide which neighborhoods and areas in the city will receive improvements first.

In March or April, construction for the Division Street bridge should begin, he said. The Illinois Department of Transportation will oversee the project.

One way city officials are extending the amount of time dedicated to construction season is by revising the city’s budget cycle, which begins on July 1 and ends June 30. Benson said in 2015 the new budget cycle will be based on calendar years and last from Jan. 1 to Dec. 31.

“With our [fiscal year] being in July right now, it is kind of hard to plan out [construction] because we’re ending one budget cycle and starting another,” he said. “If you go to a calendar year, you’ll have the full construction season planned out.”

Streit said the new budget cycle should also help city council members new to the budget process.

“It allows elected politicians a little more time to make wise decisions and not hasty ones,” he said.

More businesses may be coming to the area this year. Streit said Heritage Crossing Corporate Center, which is near I-355, received new leases. He said more manufacturing businesses may come to the area and he hopes for more retail businesses as well.

“The more retail we have, the more income we generate,” he said.

2014 should be a little different in Joliet

Here are some things slated to happen in the new year.

New places to eat. West Jefferson Street gets another dose of dining if development proceeds as scheduled for the new commercial strip at Caterpillar Drive, which will have a Panera Bread and Chipotle Mexican Grill.

And, Lockdown, a restaurant and bar with a heavy metal theme could open downtown.

New projects. Volunteers of America Illinois meets with city staff this week as the organization returns with its plan to bring affordable housing to low-income veterans. VOA Illinois has said construction could start this year if the plan proceeds smoothly.

Metra commuters, who saw some new parking in 2013, will experience more of the changes at Joliet Gateway Center in May when boarding for the Rock Island is switched to the other side of the tracks where a new train station is to be built.

Trailers will be set up for ticket sales at the new boarding platform, said Kendall Jackson, director of planning for the city.

Joliet Gateway Center will remain a work in progress in the coming year but the progress should be evident with a new bus terminal under construction and possibly the train station, too.

“The new train station will be the last construction,” Jackson said. “That will start in later 2014 or early 2015.”

VOA Illinois’ plan was rejected in early 2013 when city officials raised concerns about housing density but is coming back to the city with backing from Councilman Jim McFarland, who said he wants to see the project in Joliet. VOA Illinois said it could start construction in 2014 and open the apartments the next year.

Commercial development. The new eateries on Jefferson Street – Panera Bread and Chipotle – would be part of a commercial development planned for the old Joliet Dodge location. The developer has said construction could start and be completed by late 2014.

Both those restaurants and the Lockdown, which would

go in the old Crabigale’s spot downtown, look to be on schedule to open in 2014, said James Haller, the city’s director of community and economic development, The Joliet location would be the second for P.J. Zonis, a graduate of the University of St. Francis who opened a restaurant of the same name in Chicago’s Ukrainian Village four years ago.

New downtown. This is the year when Joliet Gateway Center, the new public transit center, begins to take shape with construction starting on a bus terminal and possibly starting on the new train station downtown in late 2014. The transit center is being built on the south and of downtown as Joliet Junior College completes its new building on the north end.

New group finding homes for abandoned, neglected dogs

By ERIC SCHELKOPF eschelkopf@shawmedia.com PLAINFIELD – Oneyear-old cairn terrier Frost received a new home Saturday.

Joseph Schuett of Joliet decided to adopt him after seeing him on display at Hopeful Tails Animal Rescue’s adoption event at the Pets Etc. store in Plainfield.

“We were talking about possibly getting a dog,” Schuett said. “We were looking for a dog that was a little bit smaller, like Frost.”

Members of the dog rescue group were also pleased to see Frost get a new home.

Hopeful Tails formed in November and Saturday’s event was the group’s second adoption event.

“We are all board members from previous humane societies,” Hopeful Tails Board President Rhonda Colon said. “We have all ages and all sizes of dogs.

We don’t just focus on one breed.”

The dogs come from highkill shelters in the Chicago area. The group’s mission is to help find homes for abandoned, abused and/or neglected dogs.

“We supply the food and

vet services for the dogs,” Colon said.

Abby Cavelle, 9, of Plainfield, was having fun playing with 10-week-old Gilligan, a Vizsla. She is a volunteer with the group and her mother, Sunny Masek, is a board member.

“It’s something good that me and my daughter can do together,” Masek said. “We have two cats that we rescued.”

Hopeful Tails is in the process of applying to become a nonprofit group, and

by March hopes to move into a building at 1609 Rock Creek Boulevard in Joliet.

The group plans to offer vaccination clinics and lowcost spay/neuter services, as well as educational programs.

Majority of workforce commutes outside Grundy

By JESSICA BOURQUE jbourque@shawmedia.com MORRIS – The Grundy County labor force has changed during the last 10 years so that more nonresidents work within Grundy than those who actually live there.

On the typical work day, more than 20,000 Grundy County residents get into their cars and drive an average of 29 minutes to go to work in Cook, DuPage, Will and other counties that aren’t Grundy.

Meanwhile, more than 10,000 residents from other counties commute to Grundy for work, according to 2011 U.S. Census data.

In all, 75 percent of working-age residents in Grundy are employed outside of the county, and this exodus of Grundy workers has increased about 10 percent in the past 10

“The increase in numbers corresponds to the residential growth and boom period that we saw in the mid-2000s,” said Nancy Norton Ammer, chief executive officer of the Grundy Economic Development Council. “You saw a lot of these communities – Coal

City, Minooka, Channahon and others – have big, big growth.”

From 2000 to 2010, Grundy County’s population grew more than 33 percent – from about 38,000 to 50,000 people – making it one of the fastest-growing counties in Illinois, according to U.S. Census data.

Ammer said residents from neighboring counties migrated to Grundy County during that population boom.

“What happened was people moved here who could get more house for their money, but they kept their jobs elsewhere,” Ammer said. “We’re also a pretty mobile area because geographically, Grundy County is small.”

According to the data, most residents are commuting to Will, Cook and DuPage counties.

The agenda said the board will vote on repealing an ordinance allowing the village to use facility revenue, sales tax, income tax and tax increment financing funds to pay for the sports complex.

The agenda also said the board “is close to presenting an option to finance the project utilizing a financing tool that has no statutory to levy property tax against the residents, and consequently would not require a referendum.”

Since the $21 million project was announced in January 2013, residents have expressed concern that the village could levy taxes on them if the proposed revenue sources are not enough to pay for the project.

Residents had collected enough petition signatures to force a referendum on whether the village could pay for the project.

Since then, the village has negotiated with potential private investors for the project.

According to the agenda, the special meeting was scheduled in order to beat a Jan. 9 deadline to put the referendum question on the March primary ballot.

B.J. Ward looks to expand Parent Volunteer Team BOLINGBROOK – While B.J. Ward has benefited from excellent volunteers in recent years, the Bolingbrook elementary school has taken volunteering to new heights with a Parent Volunteer Team program launched this school year.

“It’s important to get parents into the building,” Assistant Principal Susan Padilla said. “It’s helped change the culture in our building.”

Originally launched as Helping Hands a few years ago, the program encouraged parents

to do simple tasks like collating paperwork, listening to kids read or helping in the library.

But, with parent participation lower than they had hoped for, Padilla and Principal Ted Warpinski decided to take a parent survey to find out why more weren’t volunteering.

What they found out was many parents wanted to help but felt they needed some training first.

So Ward administrators made some changes.

“We’re more concerned about their heart than we are their skills,” Padilla said. “If you love students, you can never go wrong. Everyone has some talent. We just needed to find a way to let them shine.”

Members of Ward’s Parent Volunteer Team now must fill out paperwork that Padilla uses to determine their interests and their comfort levels.

Ward administrators are hopeful more parents will sign up to help for the remainder of this year.

Grundy workforce leaves the county for their job, but Will County is not that dissimilar,” said John Greuling, president of Will County Center for Economic Development. “The reality is we are all a part of the same labor shed.”

Greuling said this migration is normal for counties in the area, adding that Will County’s economic growth has been a draw for neighboring counties.

“We’re in a unique position where we’ve been creating more jobs than we’ve been losing over the last 10 years,” Greuling said. “We’re well diversified and that’s going to be a draw for anyone looking for a job. We have a lot of different industry sectors that have openings.”

Of the 16,915 jobs within Grundy County in 2011, 10,227 of them – or 60.5 percent – be-

longed to people living outside the county. Will County residents made up 21.4 percent of the Grundy workforce in 2011.

Only 6,688 Grundy County residents, or 24.8 percent of the county’s entire population, works within the county.

“A lot of our large industrial plants are very high-quality jobs and the labor pool they draw from is wider than just Grundy County,” Ammer said.

“Also, we’ve been fortunate to see some job growth.”

Ammer said this type of commute is especially typical for counties neighboring Chicago, although Grundy County has one of the highest commuting percentages of counties in this area.

“We always want to make sure that there are quality jobs in Grundy County that people don’t have to commute to find.”

New, familiar faces fill GOP ballot for gov.

By STEPHEN DIBENEDETTO sdibenedetto@shawmedia.com After the holidays, Illinois voters will be treated to another dizzying season – one that involves campaign ads, stump speeches and soundbites.

The March primary season has arrived. Republican voters will soon decide a challenger to Gov. Pat Quinn from a crowded field of new and familiar faces.

Elections generally favor incumbents, but many view Quinn as vulnerable since he narrowly won his first full term as governor in 2010.

With a legislature dominated by Democrats, Republicans are also eager to send their first candidate back to the Governor’s Mansion since former Gov. George Ryan left embroiled in scandal in 2003 that eventually sent him to prison.

Here’s a look at the four Republican candidates on the March 18 primary ballot vying to challenge Quinn in November.

Brady’s social conservatism, a political philosophy that doesn’t play well with some right-centered suburban voters.

Brady in this campaign has shied away from his socially conservative positions on issues such as abortion and gun control, and has focused on the state’s economy and financial health. He also helped the recent pension reform deal pass the Illinois Senate.

On his campaign website, Brady would strictly cut government spending to try and balance Illinois’ budget. He would let the 2011 temporary income tax increase expire in 2015, an issue expected to dominate the gubernatorial race.

Brady first launched a bid for governor in 2006, finishing third in the Republican primary. The 52-year-old Bloomington native also helps run the family’s real estate business that has financially struggled since the economic recession.

The downstate Republican came close to defeating Quinn in 2010, losing by roughly 32,000 votes. Brady won 98 of the state’s 102 counties but lost the most populous one – Cook County, a traditional stronghold for Democrats.

Dillard will try to right his campaign in 2014, but he already has a messaging snafu. Dillard voted against the brokered pension reform in December, while his running mate Sen. Jill Tracy, R-Quincy, voted for it.

Primary opponents have yet to seize on the inconsistency between the Dillard ticket, but the pension deal for candidates on both sides will likely be a reoccurring issue throughout the election.

Dillard, 58, brings decades of political experience as a statewide candidate, having served policy roles for both Edgar and former Gov. Jim Thompson. A Republican statehouse leader, Dillard has served 20 years in the Senate.

Dillard’s campaign focuses on economic and budget issues, according to his website. His “Destination Illinois” plan would make Illinois business friendly and shrink the scope of state government – all positions that resonate with typical Republican voters.

Quick to tout his accomplishments, Rutherford appeared to be plotting a governor run after his 2010 victory. But he encountered early problems in the Treasurer’s Office, primarily with the botched promotion of the Bright Star college savings program.

He also faced criticism when thousands of recipients from a different college savings program received mailers with their Social Security numbers printed on the front.

Rutherford has tried to make a name as a taxpayer steward, cutting equipment and supplies while in office.

his 2014 campaign on the state’s fiscal woes while highlighting his statewide executive experience.

The son of pizza shop owners, Rutherford often mentions how he worked as a child and into college, graduating without any student loan debt. He worked at ServiceMaster Company for 25 years, before retiring in 2010.

Venture capitalist Bruce Rauner The wealthy businessman from Winnetka spent big money ($1.5 million) on early TV ads this holiday season to introduce himself to Illinois voters.

As a first-time candidate with deep pockets, Rauner has branded himself a political outsider, who will challenge the Springfield status quo and public unions in the mold of Wisconsin Gov. Scott Walker.

He also launched a ballot initiative to create term limits through a constitutional amendment.

Rauner recently started a “Hammer and Shake”

website and social media campaign that emphasizes his promises to hammer out the special interests in Illinois government and shake up Springfield.

But Rauner has also avoided talking in detail about his work as a venture capitalist.

His recently disclosed federal income tax returns show that he made $53 million in 2012 from various hedge funds and business partnerships.

Rauner’s business dealings at the Chicago-based private equity firm GTCR also helped Chicago Mayor Rahm Emanuel earn millions, after Emanuel left the Clinton administration to become an investment banker. The two have remained friends.

Going forward, Rauner likely will use his large war chest to increase his recognition with suburban and downstate Republican voters, while his primary rivals hammer away at his political inexperience and ties to powerful Chicago Democrats.

Ill. concealed carry applications now open

BY SARA BURNETT The Associated Press CHICAGO – Illinois officials will begin accepting applications Sunday from people who want to carry concealed weapons, but it could be months before anyone will actually be allowed to possess the firearms.

Illinois State Police have up to 90 days to approve or deny applicants, provided applications are complete and fingerprints are submitted in an electronic format. If an applicant’s fingerprints aren’t submitted, state police will have an additional 30 days to complete a manual background check. Law enforcement agencies also have 30 days from when an application is submitted to object to a license being issued.

State Police spokeswoman Monique Bond said Saturday officials have been testing the online application system and the process has gone smoothly.

Illinois’ ban on the public possession of concealed

guns was the last in the nation until a federal judge ruled last year that it was unconstitutional and gave lawmakers a deadline to end it. Here are answers from the state police to some frequently asked questions about the new law:

Who needs an Illinois Concealed Carry License?

Anyone who wants to carry a concealed firearm on their person, except for peace officers and eligible retired officers. People who carry firearms without a license are subject to arrest.

What are the qualifications for a license?

Applicants must: • Be 21 or older.

• Have a valid Firearm Owners Identification card.

• Successfully complete 16 hours of approved firearms training.

• Not have been convicted of a misdemeanor involving the use or threat of force or violence or have two or more violations related to

driving under the influence of alcohol or drugs in the past five years.

• Not have been in residential or court-ordered drug or alcohol treatment in the past five years.

• Not have a pending arrest warrant, prosecution or proceeding for an offense that could disqualify them.

State unemployment slowly decreasing

By FELIX SARVER fsarver@shawmedia.com Jeanette Curtis considers herself old-school when it comes to job hunting.

Curtis, 49, of Mokena, has been looking for part-time work since July. Because she’s not used to hunting and applying for jobs with a computer, she visited the Will County Mobile Workforce Center bus on Friday to get help.

The mobile center is one of several job assistance services offered by the Workforce Services Division of Will County. It offers computers with Internet access and guidance from Dave Nichols, driver and facilitator.

But even that kind of help may not be enough to guarantee a successful job search.

“It’s who you know these days and a lot of finger crossing,” she said.

It may become easier to find employment this year as Illinois looks to continue adding jobs and economists forecast a continued slow decrease in unemployment.

As of November, Illinois unemployment sits at 8.7 percent, fourth-highest in the country, while the national rate is 7 percent. In the same month, the unemployment rate in Will County was at 8 percent.

The state economy is gaining about 6,000 jobs a month, compared to the 18,000 jobs Illinois was losing a month during the height of the recession, said Greg Rivara, Illinois Department of Employment Security spokesman.

“That’s a big swing,” Rivara said.

Rivara attributes falling unemployment to an improved housing market, better debt ratios and increased consumer confidence – a factor helped by Congress’ recent budget deal.

He said he sees no reason those trends won’t continue in

2014, continuing to drive down unemployment, albeit gradually, while growing the economy.

“You’d anticipate that growth is going to continue,” Rivara said.

Economist Fred Giertz, of the University of Illinois, agrees with the assessment that unemployment should continue to drop in the coming year. But he tempered his enthusiasm.

“In essence, it’s good news with where we are now but it’s not particularly good news with where we should be at this stage in an economic recovery,” Giertz said.

He anticipated that the national unemployment rate will drop below 7 percent, and that Illinois could dip below 8 percent, “if

things go well.”

Some think the figure could be affected if Congress doesn’t pass an extension to its long-term unemployment benefits program, which expired at the end of the year. Put into place in 2008, the benefits provide federal help to those unemployed for between 27 and 73 weeks.

Even if the program is extended, the final tier of benefits will be cut out in Illinois, eliminating those unemployed for more than 63 weeks from the program, Rivara said.

Some national economists have projected that unemployment rates will quickly drop should the long-term benefits disappear, as more people exit the

labor force by simply giving up on finding work.

Rivara said his department hasn’t done projections to that end in Illinois, where about 80,000 residents are receiving the benefits.

But Giertz said the drop in benefits could potentially force the unemployed to find jobs quicker.

“It’s kind of like a tough-love situation,” he said.

The number of people using the Will County Mobile Workforce Center has dropped over the years, which is linked to the decreasing unemployment rate, said Pat Fera, Workforce Investment Board manager.

The mobile center’s program period lasts from July 1 to June

30. As of June 2013, 850 people used the mobile center, which is a roughly 37 percent decrease from June 2012 and a 51 percent decrease from June 2011.

“We find more and more people going back to work,” she said.

Fera said Workforce Services Division staff also have noticed more job postings and more employers hiring.

Curtis worked several part time jobs after leaving a nearly 20-year career as a dental assistant in 2008. While she’s not optimistic about the job market overall, she finds her own prospects might turn out better.

By CARRIE SCHWAB-POMERANTZ The Herald-News Do you make the same New Year’s resolutions year after year? When it comes to financial resolutions, that’s not necessarily a bad thing. In fact, each year can present financial challenges and changes that require you to take a fresh look at your finances and make sure you’re still on target to meet your goals. So whether you feel you’re on fairly solid economic ground or you know you need to be more disciplined, here’s my top 10 list of financial resolutions.

1. Get your financial bearings. Start the new year by either creating or updating your personal “net worth” statement. Write down the value of everything you own – savings and investment accounts, car, home, business interests and personal property. Then list all your debts – mortgage, car loan, credit card balances and student loans. Subtract what you owe from what you own to get your net worth. It gives you the big picture to plan your next steps, and a baseline so you can monitor progress.

2. Develop and stick to a budget. Commit to taking a realistic look at how you spend your money. Itemize your monthly expenses and subtract them from your income. If you need to cut back, prioritize your spending. Make savings a part of your budget.

3. Get organized. First, set up either paper or electronic files for your financial and tax records, putting all important documents (birth certificates, passports, Social Security cards, loan documents, insurance policies) in

a secure place.

4. Set goals. Not hitting your financial goals? Maybe you need a fresh approach.

First, make sure your goals are concrete and achievable.

Write down all your goals and put a price tag on each.

Then prioritize and create a realistic timeline. You may have to crunch numbers and make tradeoffs, but with specific and measurable goals in front of you, it will be easier to find ways to achieve them.

5. Control debt. If you completed the first resolution, you know what you owe.

Now decide how to handle it. Not all debt is bad (for instance, a mortgage), but paying late fees and interest on credit cards can easily undermine your financial plans. Ideally, no more than 28 percent of pre-tax income should go toward home debt; no more than 36 percent should go toward all debt (home, car, credit cards, etc.). Systematically pay down credit card balances by focusing on higher-interest cards first.

6. Build an emergency fund. In case of a job loss or illness, strive to keep enough cash to cover expenses for three to six months. And don’t touch the money unless you absolutely have to.

7. Save for retirement. Pay yourself first by contributing to a 401(k) or other employer retirement plan – at least enough to capture a company match. Then keep adding to your 401(k) until you hit the max. You might also consider funding an IRA. Set a retirement goal and check your progress each year.

8. Refine your asset allocation.

Market ups and downs can throw your portfolio out of sync with your target mix of stocks, bonds and other investment classes. With

2013 having been such a good year for the stock market, you may now be overweighted in stocks. Check to see if your portfolio still reflects your goals and feelings about risk, and buy and sell investments to bring it back in line if necessary.

9. Review insurance coverage. Make sure you have essentials like health, car and homeowners or renters insurance, and that your coverage is appropriate for your needs. For example, you might consider purchasing an umbrella policy or disability insurance. Look into life insurance if you have dependents. Premiums can vary widely by company and by the terms you select, so do some comparison-shopping.

10. Create /review your estate plan. If you don’t have an estate plan, make this the year for it. At the very least, set up a will and complete an advance health care directive.

Review beneficiary designations on your retirement accounts and insurance policies – especially if you’ve had a life change, such as a new baby, marriage or divorce.

Lastly, throughout the year, resolve to take money out of the closet. Include your spouse in your plans and decisions and make sure that he or she understands the big picture. Share your financial know-how with your children or other family members. Together, you can build the financial strength to face the future with confidence.

Here’s to a happy and financially rewarding new year!

New Year’s wish list for Springfield Welcome to 2014, an election year for statewide offices, including governor, state representatives and one-third of our state senators.

Obviously, with it being an election year, it will be less likely for those seeking office to say or do anything that might lose them votes.

Which means it could be a long and unproductive 2014 in Springfield.

Wait, sounds like 2013. And 2012. Anyway, even against all odds, we have a wishlist of things we’d like to see happen in state government this year.

• Allow the “temporary” income-tax increase to expire come Jan. 1, 2015. In 2011, a lame-duck General Assembly passed personal and corporate income-tax increases to help pay off a backlog of unpaid bills. The personal-tax rate jumped to 5 percent from 3 percent.

If allowed to expire the rate will decrease to 3.75 percent in 2015.

• Squash all talk of a progressive income tax. In a progressive – or graduated – structure, higher earners pay a larger percentage of their income than lower earners. Some Democrats in Springfield are – not surprisingly – pushing for a progressive tax. However, any change from a flat tax would require amending the Illinois Constitution.

• Fix Illinois’ business climate. Business-by-business negotiated deals are bad for Illinois and are unfair to other businesses, particulalry small businesses, which represent a large part of the economy. Continuing to give some big employers major tax breaks while not doing the same for others is not a viable long-term solution for Illinois’ poor business climate.

• We have more units of government than any other state in the nation. We could use fewer. The Local Government Consolidation Commission is due soon to release its report on consolidating government. We hope the commission offers substantial and meaningful ways to eliminate needless levels of government in Illinois and that the General Assembly takes steps toward enacting consolidation.

Love of journalism rooted in local news I was one of those kids who asked why 50 times in a row on pretty much any topic.

Some things never change. I still like asking why, although, hopefully, I do it in a slightly less annoying tone than I did when I was 4.

That personality trait of being ever-curious, though, is what ultimately led me to become a journalist. It’s been a journey that has taken me from my hometown of Oak Park to Winona, Minn., for my undergraduate degree, back to Illinois for graduate work in Springfield, and then to Arkansas, Indiana, Wisconsin and finally back to Illinois, as I embarked upon my career. I’ve covered everything from education to government to state pol-

It’s an adventure I’ve loved (almost) every step of the way. The people I’ve met and places I’ve been have allowed me to share with readers some amazing stories.

And now, that adventure has led me here, to Joliet, as editor of The Her-

ald-News.

My love of journalism is rooted in the belief that every community, no matter how big or small, deserves a news operation dedicated to providing comprehensive local news, sports and business coverage, and interesting stories about the people who make our community a great place to live.

Joliet Central outlasts West

“We were having some issues adjusting to the lights and atmosphere in the fieldhouse and the surface of the floor,” Corcoran said. “Both sides committed a lot of turnovers and missed more than a few shots.

But I was proud of the boys for gutting out a victory.”

In spite of shooting just 30 percent from the field and making 22-of-45 free throws, the Steelmen were able to outrebound and outlast crosstown and Southwest Suburban Blue rival Joliet West for a 60-51 win Friday night.

After a weeklong break between the holiday tournaments and the rivalry game, Joliet Central (10-4, 2-1) senior forward Antonio Dyson said his team was prepared for a wild game.

On the surface, Friday night’s 60-51 SouthWest Suburban Blue victory at Joliet West may not be a good indicator of what Northington can bring.

The Steelmen were chilly, shooting 30 percent on 18-of-60 from the field to go with 49 percent on 22-of-45 from the free-throw line.

In the girls first game since a third place finish at the Ottawa Holiday Tournament on Dec. 23, the Warriors were noticeably rusty, knocking down just one first quarter field goal against a swarming Stagg defense, and eventually falling 4835.

Lincoln-Way West (94) went just 1-of-11 from the field in the first quarter, trailing 12-2 after eight minutes. The Warriors were marginally better from the field in the second frame, but still trailed by nine going into the locker room.

Head coach Ryan White acknowledged the unusual 11:30 a.m. tip-off and the 11-day break between games, but conceded that the team’s energy and competitive juices were not at its normal level.

“We didn’t shoot well, but we still found a way to make a small run in the fourth quarter,” White said. “But Stagg is a good, well-coached team and they pulled away at the end of the game.”

West coach Nick DiForti, whose team played in the fieldhouse for the first time this season, said it is a different atmosphere, but that’s a positive experience. “It felt more like a neutral court, and that’s what we will be playing on in the regional,” he said.

Central (10-4, 2-1), which went 2-2 in the McDipper Tournament, falling in the final two games to Marian Catholic and Bolingbrook, were 0-of-7 from three-point range when Coble swished two in succession early in the fourth quarter to turn a 38-all tie into a 44-38 advantage. DiForti’s message after the game was that the Tigers are on the verge of knocking people off.

“We know what our abilities are and what we can’t do,” he said.

“We have to play to our strengths.”

“We have to keep playing hard and believe in ourselves,” West’s D’Anthony Wright said.

Had Northington not stepped up in the second half, the Tigers might have turned that belief into a huge “W.” They are that close.

Lewis topples Truman Women’s team stays strong offensively

By DENNIS NELSON The Herald-News correspondent Basketball is a game of numbers. If your team is on the right end of most of them, you increase your chances of victory.

Lewis put up some telltale numbers during its Great Lakes Valley Conference opener Friday night against league newcomer Truman State in Romeoville.

The No. 22 Flyers turned the ball over just four times and allowed four offensive rebounds in an 82-65 triumph. The victory puts the Flyers at 9-0 overall and 1-0 in the GLVC. Truman State fell to 8-2, 0-1.

“They are 8-1 for a reason, but I thought we did a really good job tonight,” Lewis coach Scott Trost said. “I thought the second half, we played well. Jeff Jarosz was fantastic [Friday].”

Jarosz, a 6-foot-1 junior guard, scored a game- and career-high 23 points on 9-of-14 shooting and turned the ball over just once.

“They had a small team so we knew we had to attack them,” Jarosz said. “We took care of the ball and did a good job attacking them.”

Nick Valla added 17 points, Ryan Jackson scored 13 to go along with six rebounds, David Niggins scored 11 off the bench and Julian Lewis added a double-double with 10 points and a team-high 11 rebounds.

Lewis outscored Truman State 18-2 on second-chance points and 18-3 off turnovers.

“We are among the top teams in the country in turnovers so we take care of it on the offensive end,” Trost said. “I think our tempo and pace has to be better, but I thought we were our most consistent on offense this season.”

After three ties and nine lead changes, Lewis settled for a 40-36 lead at the intermission.

“We competed on the glass and did a lot of good things,” Trost said. “I thought we could exploit them on the glass and we did.”

Lewis returns to action with another GLVC contest at 3 p.m. Sunday against Quincy in Romeoville.

“We know Quincy is a good team,” Jarosz said. “We have to take things one game at a time and we’ll be fine.”

Lewis started defense of its Great Lakes Valley Conference Tournament championship by greeting league newcomer Truman State rather rudely.

The Flyers offense erupted late in the first half and throughout the second to post a 98-72 GLVC win Friday night in Romeoville. They (7-2, 1-0) improved to 6-0 at home heading into Sunday’s game vs. Quincy.

“We were more efficient [Friday], offensively, than we have been all year,” Lewis coach Lisa Carlsen said. “Not just because we made shots, but we ran our offense, got quality opportunities and made the most of them most of the time.”

Lewis hit 55 percent of its shots (39-of-71), had 22 assists and committed just nine turnovers. Truman State (6-4, 0-1) shot 38 percent and turned it over 15 times to just 11 assists.

“Honestly, a lot of it was adrenaline because this was our first conference game of the year,” Lewis forward Jess Rinehart said. “This was the best game we’ve played all season.”

Lewis rode the hot play of three-headed monster of Rinehart, Mariyah Brewer-Henley and Jamie Johnson to its 17th straight regular-season home win dating to last

season.

Henley posted another double-double of 26 points and 10 rebounds. Rinehart had 23 points to go along with eight rebounds, while Johnson had 17 points and seven assists. Henley and Rinehart combined to shoot 70 percent (23-of-33) from the floor.

“We did a good job getting the ball inside,” Rinehart said. “When Mariyah and I are clicking at the same time, is a good combination for us. We feel we can beat anybody on the court, and we have a lot of guards who can hit 3s if they get an open shot.”

The first 10 minutes of the first half featured one lead change and six ties. With the game tied at 25 with 9:11 left in the first half, the Flyers closed the first 20 minutes with a 23-6 run to take command.

Johnson had seven points and three assists during the run that helped the hosts take a 48-31 halftime lead.

Truman State was no closer than 11 points the rest of the way.

Lewis’ biggest lead was 29 on three different occasions in the second half. The last came when Lauren Mead hit two free throws to give the Flyers an 83-54 edge with 8:05 left in the game.

“I think we were better with the basketball on both ends of the floor [Friday] more than we have been all year,” Carlsen said.

Benet ‘D’ tightens after rough start

Dwight beats Newark 57-43

By MATT Le CREN The Herald-News correspondent Defensive consistency has been a problem lately for Benet, and it was again on Saturday when the Redwings gave up 19 points in the first quarter to host Lockport.

But Benet buckled down when it had to, using great defense and opportunistic offense to pull out a 59-45 victory.

“I think we need more consistency on defense and we’re working on that in practice, so we’ll get there,” Benet point guard Kathleen Doyle said. “We have it in spurts; we just need to put it together for a whole game.”

The Redwings (11-6) trailed 26-25 following a layup by Lockport’s Naomi Mayes at the 3:53 mark of the second quarter. But the Porters (6-5) mustered only eight points over the next 14 minutes, 11 sec-

onds.

Benet scored the last eight points of the first half to take a 33-26 lead at the break. The hosts opened the third quarter with an 8-3 run, only to see the Redwings retaliate with an 18-0 run over the next six minutes. That gave Benet a 54-34 cushion with 6:10 left in the fourth quarter.

“We tightened it up,” Benet coach Peter Paul said. “They had a couple people that were hurting us really, really bad and I thought we adjusted. We are very happy with the win.”

Mayes and freshman forward Laurel Kucharski got plenty of open looks in the first half but combined for just seven points after intermission.

“We took off the press for a little bit and then we just started denying [Mayes], trying to get

more pressure on them to take them out of their rhythm,” Doyle noted.

The Redwings also dominated the glass, outrebounding the Porters 38-17 and limiting them to one shot on all but two possessions in the second half.

“I was really happy with how we played,” Benet guard Emily Eshoo said. “Throughout the [holiday] break we practiced really hard and we focused on a lot on defense, mainly because that was pretty much our problem spot and that was what would help us in the future to win the really important games.

“I think it really helped because we picked it up after halftime. We realized that help defense and just being really aggressive and rebounding and all that [was important]. And once that came together it helped us win

the game.”

Eshoo scored 14 of her game-high 22 points in the first half, while Doyle had 10 of her 12 before intermission. Eshoo sank three 3-pointers and finished 9-for-12 from the free-throw line.

“I think with me driving and [drawing] all those fouls and getting the free throws, that really helped me start up my game,” Eshoo said. “And once I got my shot going, the shots started falling and it was a good game.”

Emily Schramek tallied nine of her 12 points in the second half. She and fellow forward Jenna Martin both had nine rebounds and Doyle grabbed six boards for the Redwings.

Kucharski led Lockport with 12 points while Mayes added nine points and five steals and Kianna Campbell had seven points.

“We don’t know how to rebound,” Newark coach Rick Toellefson said. “We didn’t play well [Friday].”

Dwight coach Eric Long echoed those sentiments.

“The rebounding on both ends was horrible.

I’m happy we won, but we have a long way to go to be as consistent as we need to be,” Long said.

The game tightened after the Trojans (8-6) took advantage of nine Norsemen turnovers to take an 18-9 lead after one quarter. Newark (10-6) took a 23-22 lead with 21 seconds to play in the second quarter on free throws by Will Clausel (9 points).

the third quarter, only to see Dwight answer with a 10-4 run to take a 40-34 edge into the fourth quarter.

The Trojans continued to build from that point, pushing the lead to 4636 on a Triston Dircks layup with 5:17 to go in the fourth quarter. Boma, who scored a game-high 15 points, salted the game away by sinking 7-of-8 free throws in the final 2:30. Dircks added 12 points.

Jack Clausel led the Norsemen with 11 points.

Long felt the guard play of Boma and Dircks was the key to the victory.

“When we had an opportunity to stretch the lead, our kids stepped up and hit the shots,” Long said. “Early in the game our defensive energy was good, and we turned them over a lot. Our guards stepped up and made some big 3-pointers and that was the difference.”

Dwight owned a 30-23 edge in rebounds. Newark committed 20 turnovers to Dwight’s 12.

How does Emery rate as Bears G.M.?

BEARS INSIDER Hub Arkush In the eyes of many, Phil Emery did not inherit a particularly tough act to follow as general manager of the Bears from Jerry Angelo. But history is not always fair in how it treats its subjects.

In 11 seasons as the Bears GM, Angelo won four NFC North (Central in 2001) titles and one NFC Championship (2006).

Angelo drafted eventual Pro Bowlers Lance Briggs, Charles Tillman, Tommie Harris, Nathan Vashar, Matt Forte and Devin Hester, but that’s not a lot to show for 10 drafts.

Angelo had as many misses (Adam Archuletta, Orlando Pace) as he did hits (Reuben Brown, John Tait) in veteran free agency and eventually his tenure was recognized mainly for his draft busts.

Emery arrived shortly after the 2011 season with a clear mandate to upgrade the talent in every area of the Bears roster.

How has he done so far?

It is unfair and inaccurate to try and judge a college draft class in less than two years, but reasonable to value veteran moves at the end of a full season.

Emery’s first big move was to trade two third-round draft choices to the Miami Dolphins for Brandon Marshall and he clearly knocked it out of the park.

Marshall has proven to be one of the three or four best wideouts in football and he’s brought none of the off-field baggage with him that haunted his stays in Denver and Miami.

Score the Marshall trade an A+.

Bush was strong behind Forte in 2012 but disappointed this year and Kelvin Hayden performed well at the nickel in 2012 before spending 2013 on injured reserve. Costanzo and Weems have been OK and Thomas and Wilhite failed to make the team.

That group is a C+ at best.

The 2012 draft and undrafted rookie free agent class can now be evaluated after its second season. And, if anything, it resembles an Angelo draft.

Trading up to get wide receiver Alshon Jeffery in the sec-

ond round looks great, but that’s about it and that’s a problem.

Defensive lineman Shea McClellin has disappointed, cornerback Isaiah Frey inherited the nickel from Hayden as pretty much the only choice and was OK at best most of the time, and offensive lineman James Brown made the team but failed to dress for a game this season.

A grade of C on Emery’s first draft is probably kind.

The 2013 veteran free agent class, including Jermon Bushrod, Martellus Bennett, Matt Slauson, James Anderson and D.J. Williams looks like a B+ or possibly even an A if Bushrod, Bennett and Slauson take another step forward in 2014.

The 2013 draft class yielded four starters in Kyle Long, Jordan Mills, Jon Bostic and Khaseem Greene, backups Marquess Wilson and Cornelius Washington, and free agents Michael Ford, Zach Minter and Demontre Hurst. This group shows real promise, but is a year away from being evaluated.

Emery took over an 8-8 club, improved to 10-6, fired his coach and then backslid to 8-8 this year.

All of that serves as the backdrop for this offseason, and the likelihood that the roster he takes to Bourbonnais this July will most likely define Emery as the Bears general manager.

He has an offense that is

ready to win right now with two of the most important pieces, Forte and Marshall, rapidly approaching the point in their careers where NFL backs and receivers can decline quickly.

His defense needs a complete overhaul and he has precious little time to get it done.

Emery’s off to a good start by re-signing Robbie Gould, Tim Jennings and Slauson and he’s staked his future on Jay Cutler.

With the Cutler gamble, Emery’s 2014 veteran free agent and draft classes have to hit to keep the wolves away from his door.

No, it’s not Superman, it’s Team Ninja, five teen boys who initially bonded out of friendship and evolved through a commitment to community service.

The Joliet chapter of the National Hook-Up of Black Women honored the members of Team Ninja on Nov. 30 at the organization’s Gold Star Gala.

Service, Team Ninja style, has included boxing, labeling and moving donated books to schools and community centers; yard work; resolving computer issues for senior citizens; packaging food for Feed My Starving Children in Aurora; and working the Family Fun Fest at Silver Cross Field in Joliet.

“If someone needs help, we just go help them,” Logan Ault, 17, of Morris, said. “It just seems like the natural thing to do.”

Two of the boys – Adam Crump II, 17, of Joliet and William Dixon-Walton, 16, of Morris – have been friends since early childhood while others, such as Juan Tarin, 16, of Morris didn’t meet the rest until high school.

Preston Kyles, 17, of Morris, became introduced to the group in sixth grade when he offered to help Ault with his lemonade stand and then stole Ault’s $20 profit when Ault went inside the house to prepare more lemonade.

“I came back the next day,” Kyles said, “and gave it back.”

Around that time, former member Nate Johnson (Dixon-Walton’s brother), who’s now a culinary specialist in the Navy, coined the group’s name.

having fun to fun with a purpose when Michelle Dixon, Johnson’s and Dixon-Walton’s mother and a member of the Joliet chapter of the National Hook-Up of Black Women, asked the boys if they would like to transport donated books to various reading rooms in Joliet. They readily agreed.

“It was better than sitting around the house with nothing to do,” Crump said.

Although the teens are flexible in what jobs they’ll tackle, they especially lean toward assisting seniors and children. Perhaps that’s why the boys’ top community service aspiration is to chaperone a youth basketball tournament and why none of them minded the long hours, including setting up and tearing down, involved in September’s Family Fun Fest.

“I like seeing the little kids have fun,” Crump said.

The boys agree that helping seniors who are downsizing is among the most interesting jobs because they get a peek into other people’s interests by doing so.

Mowing grass, trimming hedges and pulling weeds, any outside work in sunny weather, are among the tasks that Team Ninja most prefers.

Their upstanding example, however, is not limited to official Team Ninja projects. Ault is an honor student and member of the basketball and track teams at Morris Community High School and a volunteer for We Care of Grundy County and the Christian Youth Center of Morris.

Crump, the oldest of seven children, plays football at Joliet West High School. Dixon-Walton is a member of the football team at Morris High and has participated

in anti-drug/drinking efforts.

Kyles is a member of Morris High’s basketball team and a volunteer coach for the Morris Chiefs Youth Football League. Like Ault, Kyles helps out at We Care of Grundy County and the Christian Youth Center of Morris. Tarin also plays basketball for Morris High, where he maintains perfect attendance.

The boys expressed various reasons for their activities – from “the kindness of my heart” (Crump) to “good karma” (Dixon-Walton) to appreciation and gratitude (Kyles).

“When my family went through times of hardship,” Kyles said, “the community was there for us.”

“We’re like a family,” Dixon-Walton said, with Kyles adding that “we’re like brothers.”

“We’re just bonded,” Crump summed up, “and it’s a good bond.”

Without a clear opening lead, Chen (West) chose his lowest club. Cao Jiahao (East) correctly put in his nine, and South won with his ace.

Declarer played a diamond to dummy’s jack, then ran the heart jack. How did West defend?

West realized that declarer needed two more dummy entries, one to repeat the heart finesse and one to cash the 13th heart. Those entries had to come in spades.

West won with his heart ace and led another diamond, a key play. (A club would have given South four tricks in the suit with a good guess.

And a spade would have been won by dummy’s 10.)

South took this trick, cashed the club king to try to drop the queen, then led his spade seven.

West was ready, playing his jack to kill the second dummy entry. Now the contract had to fail. South took only three spades, two hearts, four diamonds and two clubs.

Variety of plant-based foods provide adequate protein Dear Doctor K: My teenage daughter has become a vegetarian. How can I make sure she gets enough protein?

Dear Reader: You have less to worry about than you might think.

When it comes to getting protein in your diet, there are many meat-free options.

Our bodies need protein (made of amino acids) for the health of every cell, and particularly to build strong muscles, bones and skin. Some of these amino acids are called “essential.” Our bodies cannot make essential amino acids, so we must get them from foods.

Meats have plenty of essential amino acids, but they also contain some unhealthy components, such as saturated (“bad”) fat. Vegetables, grains and nuts are lower in essential amino acids than meat-based proteins.

But combining plant-based proteins will ensure that your daughter gets enough amino acids. If your daughter eats a variety of plantbased foods, she’ll be fine.

There are many ways to get pro-

Nuts, nut butters and seeds are another protein source, and they are rich in healthy, unsaturated (“good”) fat. There are many to choose from: almonds, cashews, hazelnuts, pecans, pistachios and walnuts; almond butter and cashew butter. Pumpkin seeds, sesame seeds and sunflower seeds are also good options.

But the richest source of plantbased protein is the legume family: lentils, split peas, black-eyed peas.

And beans: black, kidney, garbanzo, lima, navy, pinto, white and kidney.

The soybean, another legume, is the source of tofu and tempeh, which are rich in protein. (Try to limit your daughter to two to four servings of

soy per week.)

Why the graphic novel belongs in the classroom

By MICHAEL CAVNA The Washington Post A young girl, a primary grade-schooler with a well-worn library card, was enthusiastically reading a riveting memoir when a stern tone descended upon her.

“What is that?” the teacher asked/accused.

“It’s a graphic novel,” came the girl’s reply.

Such works, the girl was told, were unacceptable for classroom “reading time,” let alone for a book report.

The teacher’s sharp ruling boiled down to a four-word excuse for banishment: “Graphic. Novels. Aren’t.

Books.”

Sigh.

Here we go again ... .

Two decades after Art Spiegelman’s landmark Holocaust graphic novel “Maus” won the Pulitzer Prize and helped stake a fresh claim for comics as literature – paving the way for the appreciation of such works as “Persepolis” and “Blankets” and “American Born Chinese” – do a significant number of teachers and administrators remain mired in such backward thinking?

Unfortunately, my rhetoric is rhetorical.

These curricular “worldis-flat’ers” are still thick on our school grounds. But it’s time for the culture’s tectonic plates to more rapidly force a shift in academic thought.

As we step into 2014, this lingering bias in curriculum needs to cease. We urge the least enlightened of our educators to catch up with the rest of the class.

And to make our case, let

Two decades after Art Spiegelman’s landmark Holocaust graphic novel “Maus” won the Pulitzer Prize and helped stake a fresh claim for comics as literature, a significant number of teachers and librarians still dismiss them as something less than books. And that book (ahem) in question was “Stitches: A Memoir,” acclaimed author David Small’s poignant personal story of a dysfunctional childhood home – including his adolescent battle with throat cancer, which may have been caused by his doctor-father’s early over-embrace of X-ray radiation.

In Small’s masterful prose and liquid pictures, we vividly experience the voiceless boy-patient’s raw emotions.

Even four years ago, quite a few people would have begged to differ with that grade-school teacher.

“Stitches” climbed the

bestseller list of the New York Times, which deemed the book worthy of review; was named one of the best books of the year by such outlets as Publishers Weekly; and was a finalist for the 2009 National Book Award for young people’s literature.

No less than Pulitzer Prize-winning cartoonist/author/playwright/screenwriter Jules Feiffer said aptly of Small’s masterpiece: “It left me speechless.”

Of the teacher’s wrong-headed thinking, I was left speechless. Her decision was not a mere judgment against one book, but an ignorant indictment of all graphic novels. As blanket criticism, it was unabashedly threadbare.

Consider my commentary here, then, to be a criticism of that criticism. Because what the larger academic problem calls for is not damnation, but persuasion.

A struck match. Into Plato’s cave, let us bring truer illumination.

What follows is not some broad indictment of modern American education.

I was born into a brood of teachers – the family crest might as well be a chalkboard – and I deeply value what too often is one of the nation’s more thankless and underpaid cornerstone careers.

Plus, as an artist who has spoken to thousands of impressive educators, I applaud those who thoughtfully and passionately help inform and shape young minds while keeping an open mind themselves. On this front, so many of them “get” it.

What this essay is, at heart, is an extended hand in the name of better understanding, especially as our schools are filled with so-called “reluctant readers” and other struggling learners.

We face an educational imperative: Why not use every effective teaching tool at our disposal?

Decades of studies have shown the power of visual learning as an effective scholastic technique.

We know that comics – the marriage of word and picture in a dynamic relationship that fires synapses across the brain – can be a bridge to literacy and a path to learning.

Armed with that knowledge, the last thing we need blocking that footbridge is the Reluctant Teacher.

Developer record important in housing projects

By RICHARD MONTGOMERY More Content Now A year ago, I bought a townhome in a condo project. I asked about parking and was told that each homeowner would have one additional space outside to park as well as in their garage.

The garage is built into the home. Since I moved in, the municipality painted one side of the main street in the community yellow, so people cannot park there.

New homes are going up on that side and will make a bad situation worse.

Many homeowners park two or more vehicles regardless of the rules.

At the last homeowners association (HOA) meeting, the HOA reiterated that there is/will be one parking for each homeowner outside of their garage in one statement, and in the next that they were going to put in the rules that homeowners with one car park in their garage. I can honestly say that I was deceived. What recourse do I have? -

Marcia C. Hello Marcia, and thanks for your question. There are choices involved that require research to understand the overall community before making a choice on the best course of action.

When a set percentage of unit sales occur, developers turn the HOA over to the unit owners to manage.

Determining whether or not that has happened at this point is critical in sorting out your

options. Developers who are still building product to sell and have control of the HOA have an incentive to correct design flaws.

Changes in design are always difficult once a project is underway, but are easier to correct before the unit owners gain control.

If the development has been turned over to the unit owners, how they have chosen to manage the HOA is another critical piece of information to understand.

Professionally managed HOAs are better adapted for dealing with the issues described earlier.

Next, it is important to understand how the HOA works. How many unit owner votes are required to make changes? How do meeting quorums function? How are board members elected? What does it take to call a meeting? The by-laws and the HOA operating agreement were furnished before you purchased the unit, so you do not have to go far to get these answers.

It is unclear who sold you the unit. If it was the developer and not a re-sale unit it may influence your decision. Did you buy from an employee of the developer or an independent brokerage firm?

It will be easier to decide which of your options to exercise once you have answered these questions. Seek counsel with an attorney who has experience dealing with HOAs, or some person who is familiar with your personality whose business judgment you trust before you take action.

Most, if not all states regulate condominium developments. When a set percentage of unit sales occur, developers turn the HOA over to the unit owners to manage.

5 OPTIONS TO CONSIDER 1. Accept what has happened and resolve to accept it. It will require inconvenience but it will be the least costly if you can pull it off emotionally.

2. No recourse at all. Simply sell the unit and move on. Do this with the attitude that a lot was learned about buying a condominium and you are chalking it up to experience.

Most of your other options to pursue require energy, time and possibly cash.

3. Try to reason with the HOA or the developer, to come up with a plan that satisfies your parking needs and

4. Mobilize the other unit owners, or find others who feel the same way and organize them. Develop a plan that utilizes a solution where everyone is a winner. Just make certain it is peaceful, no dirty tricks and a civilized discussion.

5. Threaten to litigate. Do not do this if you do not mean it.

Documentation regarding the one additional parking space for each unit being included

may increase your odds of succeeding. Arguing about this with someone where it is your word against his or her word is less desirable.

Is the wording in marketing materials? Was there a meeting when notes were taken? Is it in the contract of sale or the condo docs?

There is much to learn and think about here, and there is no perfect solution.

Knowing the territory will help make an informed decision.
