By JULIE PACE The Associated Press WASHINGTON – Seeking to energize his sluggish second term, President Barack Obama vowed Tuesday night in his State of the Union address to sidestep Congress “whenever and wherever” necessary to narrow economic disparities between America’s rich and poor.

He unveiled an array of modest executive actions to increase the minimum wage for federal contract workers and make it easier for millions of low-income people to save for retirement.

“America does not stand still and neither do I,” Obama declared in his prime-time address before a joint session of Congress and millions of Americans watching on television.

Draped in presidential grandeur, Obama’s hour-long address served as the opening salvo in a midterm election fight for control of Congress that will quickly consume Washington’s attention. Democrats, seeking to cast Republicans as uncaring about the middle class, have urged Obama to focus on economic mobility and the gap between the wealthy and poor. His emphasis on executive actions was greeted with shouts of “Do it!” from many members of his party.

Declaring 2014 a “year of action,” Obama also sought to convince an increasingly skeptical public that he still wields power in Washington even if he can’t crack through the divisions in Congress. Burned by a series of legislative failures in 2013, White House aides say they’re now redefining success not by what Obama can jam through Congress but by what actions he can take on his own.

Indeed, Obama’s proposals for action by lawmakers were slim and largely focused on old ideas that have gained little traction over the past year. He pressed Congress to revive a stalled immigration overhaul, pass an across-the-board increase in the federal minimum wage and expand access to early childhood education – all ideas that gained little traction after he proposed them last year. The president’s one new legislation proposal calls for expanding an income tax credit for workers without children.

Weather service designates city as StormReady community

StormReady, that is.

NWS officials presented the city of Joliet with StormReady certification during a city council meeting Jan. 7, meaning the city has met a list of criteria, including the establishment of local warnings, trained spotters and dispatchers, and the promotion of public awareness, among others.

Greg Seben, who’s served as the city’s emergency management director since 2008, spearheaded efforts to make the city StormReady.

Ironically, Seben said, the committee charged with certifying communities as StormReady made the decision just days before the Nov. 17 tornado outbreak ripped through the region, and the certification was made official earlier this month – just as the first of two brutal subzero streaks loosened its grip on the region.

“We wanted to assure that we had a redundant backup system, so if we lose one warning system, maybe because of a technical difficulty, we have

an option from a second location,” Seben said. “In the event one location is busy, or there’s a physical problem, we can rely on the second.”

The first location is the Joliet Police Department’s 911 Communications Center, 150 W. Washington St., where the city can both receive severe weather alerts and warn the public.

A backup location is Joliet Fire Department Station

Eight, 2293 Essington Rd. In becoming a StormReady site, applicants must promote the importance of public readiness as well and develop a formal hazardous weather plan, among other things.

StormReady is a national program that started in 1999 in Tulsa, Okla. Illinois has more than 100 designated StormReady municipalities, counties, universities and airports.

Low use of NIXLE worries emergency director LAUREN LEONE–CROSS lleonecross@shawmedia.com Just over 1,000 people have signed up for the emergency alert notification system since Joliet emergency officials began using the service, known as NIXLE, in 2010.

That’s a small number in a city with a population of about 148,000, said Greg Seben, the city’s emergency management director.

“I know it’s a frightening number, which greatly concerns us. Over the years, we’ve done different outreach programs,” Se-

ben said. “The thing is, it’s free. We give out localized, specific information. Public works is a prime example. They might come out with something that says water is going to be off [in this block]. You’re not going to get that on Google.”

Emergency officials,

including police, fire and the public works department, use the city’s NIXLE e-alert notification system to send out localized information to the public via mobile devices and email, Seben said.

“I send out alerts for life safety, like hypothermia,

and we let police address road conditions,” Seben said. “This way, we break up the workload and allow each division to be more efficient.”

It’s back to school for area

By FELIX SARVER fsarver@shawmedia.com Extreme cold weather left classes empty the past two days in Will and Grundy counties but school officials say bringing students up to speed won’t be much of a problem.

After temperatures and wind chills dropped below zero Monday and Tuesday, school districts across the county closed and for some of them, Tuesday represented their fourth snow day of the year. But it’s back to school Wednesday.

Lost time in the classroom may mean less time to study for state exams in the spring, but some school officials are not seeing a harsh rebound for classroom work outside of those exams.

Channahon School District 17 Superinten-

dent Karin Evans said the four days the district lost to inclement weather this year may cause some problems but won’t be too detrimental to student learning.

“We have bright kids and the fact that the weather hasn’t cooperated is going to cause some issues, instructionally,” she said.

School officials had even predicted a rough winter in the fall, she said, but when the students come back to classes Wednesday they will continue their instruction in English, language arts and math.

One thing teachers will have to make sure students are not struggling with are preparations for the Illinois State Achievement Test in the spring.

Fairmont School District 89 officials said they’re not feeling anxious about the classroom time lost to snow days as

they will make it up by the end of the year.

But like educators in the Channahon school district, they don’t want any more harsh weather interfering with students preparing for state exams, district Superintendent Sonya Whitaker said.

“We definitely don’t want much more time off if we can avoid it because students’ minds need to be warmed up to the idea of engaging in the standardized test process,” she said.

The district has gone through three snow days thus far. But officials are not concerned about going over the five emergency days scheduled just yet, she said. There’s still the weather in February and March to consider.

“Beyond that, it’s up to Mother Nature to decide,” she said.

Winter break as temperatures rise

By FELIX SARVER fsarver@shawmedia.com JOLIET – Meteorologists are expecting warmer temperatures this week after two days of subzero temperatures and wind chills caused schools to close and made travel difficult.

Will County should be sunny Wednesday with temperatures reaching highs between 17 and 21, according to the National Weather Service.

Wind chills temperatures, however, will still be very low in the morning – between 15 and 25 degrees below zero in the morning – with southwest winds blowing 10 to 15 miles per hour.

The rising temperatures, however, should be a relief for motorists, although it may be unwelcome news to students who stayed home from school the past two days.

Since the area was afflicted by extreme cold weather Monday, county and city officials have been warning residents to travel only when necessary and to take extra precautions when heading outside.

Schools across Will County closed Monday and Tuesday because of the cold weather but were reopening Wednesday.

Friday will be mostly cloudy again with a 30 percent chance of light snow in the afternoon, but temperatures will remain in the upper 20s.

The cloudy weather will extend throughout the weekend, and snow will be likely.

Road rage murder trial begins Witness: Victim ‘went down like a sack of potatoes’

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – The trial of a Lemont man charged with second-degree murder for a 2011 “road rage” incident in Romeoville began Tuesday at the Will County Courthouse.

The defense attorney for Christopher Yeoman said he acted in self-defense in the fight that led to the death of 63-yearold Frank Egas. One witness in early testimony said Egas “went down like a sack of potatoes” after Yeoman delivered a roundhouse punch.

Defense attorney Cliff Johnson is not disputing Yeoman, 41, struck Egas during the confrontation

at 135th Street and State Route 53. But Johnson told the eight men and six women serving as jurors and alternates that his client did so in self-defense.

Yeoman, his wife Amanda and their three children were in a minivan driving west on 135th Street while Egas was in front of them in a red Solara. Johnson said Egas stopped in front the minivan and gave the middle finger when Yeoman honked. Yeoman then tried to pass Egas, but kept getting “boxed in” when Egas sped up.

“Yeoman was defending himself, his wife and their three children ... you don’t have to wait to be hit to see the blow coming.”

Three people who also were driving at the intersection testified Tuesday. Audrey Gray, who was coming home from work in Homer Glen, saw Amanda Yeoman get out

of the van and “thought [the occupants were doing] a Chinese fire drill.”

“I started dialing 911 because I had a bad feeling already when [Yeoman] ran up to the older man’s car and punched him right in the face,” Gray said.

David Benedict of Lemont said Egas had been pointing at his chin before Yeoman raced over to him.

“He swung his arm in a big roundhouse and the old man went down like a sack of potatoes,” Benedict said.

The pipefitter told the jury he didn’t hear the

confrontation because his window was rolled up, but got out to tell Yeoman he’d be “a little fairer competition than an old man,” and he needed to stay there until the police came.

The two men pushed and shoved each other while Amanda Yeoman punched Benedict in the groin, he said. “[Yeoman] said ‘He cut me off,’ ” Benedict said.

Amanda Yeoman got into the driver’s seat of the minivan and drove across the two westbound lanes to turn north on State Route 53 while Christo-

pher Yeoman ran to get in the passenger seat, witnesses testified.

Egas was taken to the hospital and underwent several surgeries for a skull fracture and brain hemorrhage before he died at a convalescent home two months later.

The Lake County coroner’s officer ruled Egas’ death a homicide.

Christopher Yeoman has been charged with one count of second-degree murder and three counts of aggravated battery.

The trial will continue Wednesday.

Park board to examine alleged ethics violation

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – The Plainfield Township Park District board has called a special meeting for Wednesday to look at a possible ethics violation by one of its members.

The meeting comes one week after the unexpected resignation of controversial park district Executive Director Garrett Peck. It was called

by Vice President Janet Silosky, with the support of commissioners Mary Kay Ludemann and Larry Newton.

“Recent events have led to the calling of a special meeting by me and Commissioner Mary Ludemann for the purpose of discussing the performance of a board member who has allegedly acted in violation of the provisions of the Board Member Handbook,” Silosky said in a statement.

And the meeting is being held in spite of the apparent objection of board President Peter Hurtado, although it is not clear who may have committed an alleged ethics violation or what the violation

may be.

The meeting will be at 6 p.m. at the Heritage Professional Center, 24023 W. Lockport St. Silosky said the meeting was called to discuss supposed ethics violations another board member committed, but declined to discuss specifics.

The Plainfield Park District Board Manual outlines a code of conduct that binds each commissioner to “high moral and ethical character.”

Among integrity and respectfulness for their positions, the manual makes the commissioners subject to local, state and federal laws governing public office, including but not limited to the Public Officials Prohibited Activities Act, the Government Ethics Act, the Gift Ban Act, Official Misconduct, Bid Rigging Act, the Illinois Human Rights Act, and filing statements of economic interest.

Ludemann said Silosky approached her about calling a special meeting after Hurtado wouldn’t call one.

“She was pretty intent that she didn’t want

to wait until the regular meeting next week,” said Ludemann, who also was joined by Newton to form a majority vote to hold the meeting. “If she felt it was that important, we want to see what she wants to say. We’re just trying to be cooperative and work together.”

The board has been surrounded by controversy since Peck was hired in May in a divided voted.

Peck called himself a “lightning rod” in the community in his resignation letter. Under Peck’s administration, the park district let go of two senior park officials, was found to be in violation of labor laws, and had public spats with an online media outlet and a village trustee.

Silosky told The Herald-News that Peck’s hiring seemed like a good fit at the time.

“He’s a very skilled young man, well-versed in municipal law and talents that I believed could find a home at the park district and do well,” Silosky said. “It’s unfortunate what has occurred, and we’re moving on with a fluid transition.”

Plainfield reviews plans for future interchanges and bypass route

By MADHU MAYER For The Herald–News PLAINFIELD – The Plainfield Village Board reviewed road projects – one ready to go and others on the drawing board – at a workshop meeting Monday.

This summer, work will be done on ramp improvements at the U.S. 30 interchange with Interstate 55.

Meanwhile, village officials continue to plan for a future Lockport Street bypass.

The planned ramp work at the U.S. 30 interchange with Interstate 55 is scheduled to last four to five months during the construction season this year.

Bids are scheduled to be awarded next month.

The project, which has been years in the making, was outlined to Plainfield village officials by Strand Associates, an engineering and consulting firm

that has provided services on the interchange plan to the Illinois Department of Transportation.

The plan includes widening northbound and southbound exit ramps, and modernizing traffic signals on U.S. 30.

Strand also provided village officials with an update on the Lockport Street bypass project, which would be a new road connecting Lockport Street with State Route 126. The plan is to remove cut-through and truck traffic now taking Lockport Street through the downtown area, Plainfield Public Works Director Allen Persons said.

Village officials said the bypass is needed to prepare for two proposed I-55 interchanges at Lockport Street and Route 126/Essington Road. Plainfield is working with both Romeoville and Bolingbrook in planning for

the possible interchanges.

Village Trustee Margie Bonuchi said the bypass study should include construction of an overpass due to increased Canadian National train traffic at the State Route 126 crossing, which can back up cars for miles. The tracks are east of State Route 59 and west of Eastern Avenue.

The village last year paid $93,000 for a feasibility study analyzing potential routes for a new road between Lockport Street and Route 126. The project faces funding hurdles and would require the acquisition of property to build the road.

Questions also have been raised about the impact on Plainfield Park District’s Four Seasons Park on Lockport Street.

Persons said the village will provide cost updates once a bypass design is selected.

Enger to serve as financial consultant

By CHRISTINA CHAPMAN –VAN YPEREN cchapman@shawmedia.com MORRIS – Although Morris City Clerk John Enger officially retires next week, he won’t be going far.

The Finance and Administration Committee met Monday and approved an independent contractor agreement with Enger to be a financial consultant with the city for one year. Enger served as the clerk and was the city’s first-ever budget officer.

“No one knows the city budget better than John Enger,” said Alderman Bill Martin Tuesday, chairman of the finance committee.

“He is coming on as a consultant to help in the process of turning it over to the new city clerk.”

The new clerk, and Enger’s new contract, are expected to be voted on at the Feb. 3 meeting.

Enger will receive $1,800 a month for his consultant work for the city, Mayor Richard Kopczick said Tuesday.

Kopczick said the city’s budget should not have to be amended to accommodate this expense as it will fall under the city’s “other professional services” budget line item for the remaining three months in this fiscal year.

vices last year, the city spent about $22,000. The year before that it was about $11,000.

Enger has served the city for 37 years in multiple roles. He is retiring from his positions because of health issues.

In other business, the committee approved paying Morris’ three public school districts more than $1.7 million from Tax Increment Financing District funds.

Shorewood OKs Channahon school board approves contract for weekly new series of language arts books recycling pickup School fees stay the same

By VIKAAS SHANKER vshanker@shawmedia.com SHOREWOOD – The Village Board approved a waste management contract extension during its regular meeting Tuesday night that would allow for weekly recycling pickup and cut the yearly village garbage rate increase in half.

Village Administrator Roger Barrowman told the board the seven-year contract also would increase the senior discount from $1 to $3 a month and add services to the village including for special events, parks, and port-o-let outdoor toilet stalls. The latter would save $12,000 for the village.

“This came up here probably almost a year ago with conversation with residents calling in, wanting recycling every week,” Barrowman said.

Barrowman worked with Waste Management of Illinois Inc. Municipal Marketing Manager Mike Morley to address residents’ requests. Waste Management told the village picking up garbage and recycling every week is feasible.

Currently, the village picks up recycling once every two weeks. The contract extension changes the frequency to every week, starting March 1.

Residents will see the garbage rate increase by 5 percent this year, from $20.42 to $21.44 per household, on March 31. But that rate will be halved to a 2.5 percent increase

effective on March 31, 2015, when the rate will increase 54 cents instead of $1.08. The rates will increase at that rate until March 31, 2022.

The board also approved an ordinance allowing licenses for businesses wishing to conduct beer and wine tastings.

The ordinance change creates a “Class H” license that would authorize businesses to sell beer and wine to customers who want to drink on the licensed premises. Other forms of alcohol including spirits and hard liquor still are not allowed under the license.

While anyone can come in and ask for a beer in the licensed business, Mayor Rick Chapman said it shouldn’t be a problem.

“It wouldn’t be my first stop in town,” Chapman said, pointing to bars and clubs that aren’t targeted by the new license.

The board tabled two ordinance changes that would have installed an all-way stop at the T-intersection of Frontage Road and River Crossing Drive.

Currently, there is only a stop sign at River Crossing Drive.

A traffic study conducted by Rosemont-based Christopher B. Burke Engineering, LTD. concluded that the horizontal curve, limited sight distance, high approach speeds, high percentage of truck traffic and the presence of the Interstate 55 southbound on-ramp near the intersection warranted greater stop control.

The school board approved reading, English and language arts books for kindergarten through fifth grade costing $146,000.

Superintendent Karin Evans said two teachers from every grade level and additional staff members, including

reading specialists, have reviewed the series and gave very positive feedback to administrators.

“The committee started last February,” Evans said after the meeting, “and we really felt it needed to be in the hands of the teachers.”

The McGraw-Hill series, Wonders, will include hard copy books for students and teachers, as well as online books.

Teachers will begin using the books in class for the 2014-15 school year and will meet this summer to plan their use.

The district’s sixth, seventh, and eighth grade students also will have new books for English classes next year, also after teacher reviews. Their series is from Houghton Mifflin Harcourt and already has been bought for $38,000.

Board members also voted to keep school fees the same next year.

Fees for early childhood classes will be $70, kindergarten through seventh grades will be $135, eighth grade will be $170, band fee is $50 and lunch fees are $2.30 per meal.

Fees for interscholastic sports also were kept the same at $15 per sport.

Also approved was the 2014-2015 school calendar. The first day of classes is Aug. 18. Winter break is Dec. 22 through Jan. 4. Spring break is March 30 through April 6.

The board approved three new hires. Tom Stokke will coach fifth grade boys’ basketball, John Kraske will be a substitute custodian, and Chrissy Thomas will be a substitute cafeteria worker.

Allison Garcia’s resignation as head track coach was also accepted, as was teacher aide Penny Larson’s retirement for of June of this year.

Valley View Board upholds resignation of principal

By ALEX SOULIER asoulier@shawmedia.com BOLINGBROOK – Bolingbrook High School senior Robiel Barredo approached the podium at Lukancic Middle School on Monday and asked the Valley View School District Board of Education to reject the resignation of Principal Michael White.

He was one of more than 30 students, parents and residents to address the crowd during the public comments portion of the meeting.

“When Mr. White came, I was indifferent, considering him another principal that was assigned to a school with a bad reputation,” Barredo said. “But

within a week, I saw this man challenge the audacity of the student population.

He made it clear to me what my purpose was: to learn, to get a quality education and be held accountable for my actions.”

Others described White as “tough, but fair,” and an “agent of change.” A few said he overstepped boundaries with disciplinarian tactics, even labeling him a “bully.”

On Jan. 17, Valley View School District announced that White had resigned, effective at the end of the school year.

Within days, a group formed under the name “Support Mr. White!” and turned out en masse to Monday’s meeting in protest.

the school board to reject White’s resignation.

Despite two-and-a-half

hours of public testimonials Monday night, the school board voted 5-2 to approve White’s resignation.

Valley View President Steve Quigley said White made the decision on his own accord and now all parties must move forward.

“We will not go backwards,” Quigley said. “At no point was [White] ever asked to step aside – not by me, not by [Superintendent James Mitchem]. At no point has he asked us to rescind his resignation.

Those are indisputable facts.”

White spoke at the meeting, saying there was a disconnect between himself and the school board.

“My decision [to resign]

was that I felt that I was limited in my ability to do my job as a building principal,” White said. “That means when curriculum is not a part of my daily routine I’m not doing the full job that is required of me.

“I felt I had reached the limits of what I could do at Bolingbrook High School.

So, I submitted my resignation after many, many, many conversations. Don’t think this was just a onetime deal. I decided it was time for me to move on as a result of the fact I couldn’t get senior leadership to make some decisions that would help me do my job.”

The board did not address at the meeting a search process for the next principal.

OBITUARIES WILLIAM S. BOGUSZ William “Bill” S. Bogusz, age 77, of Manhattan, passed away peacefully at his home on Saturday, January 25, 2014.

He is survived by his loving wife of 50 years, Sharon (nee Eggert) Bogusz, his children, William “Bill” (Mary) Bogusz, Michael (Kelly) Bogusz, Joe (Lisa) Bogusz and Sue Bogusz, his grandsons, Sean, Tyler, and Blake Bogusz, Michael, Kameron and NicholasNorton, Christopher, Andy and Michael Jones, John Bogusz, and Joseph BoguszJr., and his great grandson, James Jones King.

Preceded in death by his parents, Stanley and Albina (nee Ciasto) Bogusz.

Bill is a veteran of the U.S. Navy, where he served as a Radioman, he later became a Fire Suppression Technician.

He had a wonderful voice and was a long time member of the St. Christopher Catholic Church in Midlothian, where he sang on the Bell Choir and was a Eucharistic Minister. Among his many interests, Bill enjoyed astronomy and Louis L'Amour Novels, he also was a Boy Scout Leader and loved going on fishing trips to Canada with his boys.

Funeral service for William will be 10:30 a.m., Thursday, January 30, 2014 from Forsythe Funeral Home in procession to St. Joseph Catholic Church, 235 W. North St., Manhattan, for 11:00 a.m. Mass of Christian Burial. Visitation will be Wednesday from 3:00 - 7:00 p.m.

Born July 12, 1952 in Joliet, IL. She attended Joliet Central H.S. and lived most of her life as a resident of Joliet, IL. On November 7, 1970, Cindy married the late Ronnie J. Pickens. They were married for 35 years. She and Ronnie were the proud parents of their only child, Tammie J. (Pickens) Shaw. Cindy worked for the Illinois State Police Crime Lab in Joliet until 1991, and she was a member of the First Church of God. In addition, she had a deep love for her family, especially her grandchildren and enjoyed spending time with them.

She was preceded in death by her husband, Ronnie J. Pickens; parents, Richard Pearson and June (Borg) Flanagan; her sisters, Sandra Kennedy and Debra (Flanagan) Dobson (January 27, 2014); and stepfather, Ernest (Cotton) Flanagan Sr. She is survived by her daughter, Tammie J. Folk singer, activist Pete Seeger dies The ASSOCIATED PRESS ALBANY, N.Y. – Unable to carry his beloved banjo, Pete Seeger used a different but equally formidable instrument, his mere presence, to instruct yet another generation of young people how to effect change through song and determination two years ago.

A surging crowd, two canes and seven decades as a history-sifting singer and rabble-rouser buoyed him as he led an Occupy Wall Street protest through Manhattan in 2011.

“Be wary of great leaders,” he told The Associated Press two days after the march. “Hope that there are many, many small leaders.”

The banjo-picking Pete Seeger troubadour who sang for migrant workers, college students and star-struck presidents in a career that introduced generations of Americans to their folk music heritage died Monday at age 94.

Seeger’s grandson, Kitama Cahill-Jackson, said his grandfather died peacefully in his sleep around 9:30 p.m. at New York-Presbyterian Hospital, where he had been for six days. Family members were with him.

“He was chopping wood 10 days ago,” Cahill-Jackson recalled.

With his lanky frame, use-worn banjo and full white beard, Seeger was an iconic figure in folk music who outlived his peers. He performed with the great minstrel Woody Guthrie in his younger days and wrote or co-wrote “If I Had a Hammer,” ‘’Turn, Turn, Turn,” ‘’Where Have All the Flowers Gone” and “Kisses Sweeter Than Wine.” He lent his voice against Hitler and nuclear power.

In 2011, he walked nearly 2 miles with hundreds of protesters swirling around him holding signs and guitars, later admitting the attention embarrassed him. But with a simple gesture, Seeger gave the protesters and even their opponents a moment of brotherhood the short-lived Occupy movement sorely needed.

More implicated in nuke cheat probe

WASHINGTON – The cheating scandal inside the Air Force’s nuclear missile corps is expanding, with the number of service members implicated by investigators now roughly double the 34 reported just a week ago, officials said Tuesday.

It wasn’t immediately clear whether the additional 30-plus airmen suspected of being involved in cheating on proficiency tests are alleged to have participated in the cheating directly or were involved indirectly.

Regardless, a doubling of the number implicated means that

approximately 14 percent of the entire Air Force cadre of nuclear missile launch control officers, which numbers about 500, has been removed at least temporarily from active missile duty.

It was not clear Tuesday how that affects the mission, beyond requiring the remaining crew members to bear a bigger share of the work.

The officials who disclosed the higher number of cheating suspects spoke on condition of anonymity because they were not authorized to disclose the information by name while the investigation is ongoing.

The Air Force announced on Jan. 15 that while it was investi-

gating possible criminal drug use by some airmen, it discovered that one missile officer at Malmstrom Air Force Base, Mont., had shared test questions with 16 other officers. It said another 17 admitted to knowing about this cheating but did not report it.

The 34 officers had their security clearances suspended and they were taken off missile launch duty.

Lt. Col. John Sheets, a spokesman for Air Force Global Strike Command, which manages the nuclear Air Force, said he could not comment on the number of additional officers implicated in the cheating investigation since last week, but he said all are launch

control officers at Malmstrom and all have been removed from performing that duty pending the outcome of the investigation.

The Air Force has 450 intercontinental ballistic missiles, or ICBMs, on alert at all times, with a contingent of about 500 launch control officers, some number of which are unavailable on any given day due to illness or other reasons. So the number temporarily unavailable for duty because of the cheating scandal, at roughly 68, is substantial.

Each day, a total of 90 officers work in pairs inside 45 underground launch control centers, with each center monitoring and controlling a group of 10 ICBMs.

They work 24-hour shifts in the missile field and then return to their base. They generally do as many as eight of these shifts per month.

The tests in question are designed to ensure proficiency by launch officers in handling “emergency war orders,” which involve the classified processing of orders received through their chain of command to launch a missile. These written tests are in addition to two other types of monthly testing on the missile system and on launch codes.

An Air Force spokesman, Lt. Col. Brett Ashworth, said the Air Force would not discuss details of the cheating investigation.

Lawyer: Pending execution ‘terrifies’ inmate

St. Louis County prosecutor Bob McCulloch said talk about the drug is a smoke screen aimed at sparing the life of a cold-blooded killer. He noted that several courts have already ruled against Smulls, including U.S. District Court in Kansas City

TAKING STOCK Malcolm Berko Dear Mr. Berko: After 29 years, we sold our business last November to family members for all cash, plus we got a 10-year note that pays us $2,100 each month.

Now we’ve retired. I will be 62 this April, and my wife will be 62 this June.

We plan to close our condo door and take our 4-year-old motor home across the country to visit family in Missouri and old friends in California and New Mexico. Our big question is when to take our Social Security income checks. Should we take our checks now and get about $1,700 a month, or should we wait until we’re 66, when we’d both get about $2,300 a month?

– BR, Erie, Pa. Dear BR: Sometimes relatives are the worst people with whom to do business. It’s good to have all cash, and I hope the 10year note turns into cash, too. A couple of times a year, I get a letter from a reader who wishes he could turn back the clock.

Therefore, I will take that into consideration when answering you.

How much longer do you both plan on living?

No, I’m not trying to be gloomy, but this question has nothing to do with buying General Mills, mutual funds, ETFs or U.S. Treasury bonds. Because we are talking about retirement benefits for the rest of your life, the

most important factor to consider is how long you expect to live. If you’ve been in the workforce for a minimum of 10 years, you’re eligible for benefits at any time after age 62.

The earlier you begin taking your benefits the less income you’ll get each year; that monthly income increases the longer you wait, up till age 70.

The normal retirement age is 66, at which time you are entitled to 100 percent of your stated normal benefits. If you begin taking Social Security benefits at age 62, the government will cut you a monthly check for 75 percent of the normal benefits. But if you can afford to wait till 70, your SS checks will increase to 132 percent of the normal benefits. Each year you wait from age 62 to 70 increases your monthly SS check by 8 percent.

And in this market, an 8 percent increase in one’s monthly income each year ain’t chopped liver.

The SS folks don’t give a hoot or a holler when you begin your monthly benefits. Folks who take their incomes at 62 get lower monthly payments for longer periods of time, whereas those who take payments at age 70 get higher monthly payments for shorter periods of time. The costs to the SS system are basically identical. But remember that your benefits increase 8 percent each year you wait from 62.

Of course, if one decides to take benefits at 62 and still is working, there are some penalties

he must pay, but because you’re retired, that’s not germane. At 66, there are no penalties, but those things can change, as you know.

If you can afford to wait, I recommend you wait until age 70 before taking your benefits, which would give you about $3,200 a month. And I suggest that your wife begin taking her benefits now ($1,700 a month), which should pay for gas for the motor home and then some. If you were to precede your wife, which husbands usually do, your wife would receive your SS, which is nearly twice as much as hers.

Remember that each year you wait increases your monthly benefits by 8 percent.

The math is simple as Simon. If you believe you’ll live to 83, then it would pay to wait and begin collecting 132 percent of your Social Security at 70 rather than collect 100 percent at age 66. The math says it would take about 13 years to make up for the four years’ worth of benefits you would have collected at age 66. So if you lived past 83, you’d hit a grand slam. Your wife would get a healthy income when you kick the bucket, and your higher SS income might be helpful if some of the relatives’ monthly note payments were to get delayed.

BUSINESS BRIEFS Stocks rise after 3 days of losses NEW YORK – Investors’ jitters over emerging markets faded on Tuesday and U.S. stocks rose for the first time in four days.

Global stock markets stabilized after three turbulent days when investors grew worried about growth in China and other developing economies. The sell-off began last Thursday, when a survey for January showed that Chinese manufacturing was set to contract, dragging down stocks in Asia, Europe and the U.S. The slide continued on Friday as currencies in countries including Argentina and Turkey slumped. On Monday, Asian markets dropped, although the selling on Wall Street eased.

By Tuesday, though, global markets regained their calm. In the U.S., earnings gains from big companies, including Pfizer, Comcast and D.R. Horton helped lift stock indexes.

The stock market has fallen 3 percent in January. In 2013 the market rose 5 percent in the first month, on its way to a 30 percent rise for the year, climbing to record levels.

While the market has not had a correction, a drop of 10 percent or more, since October 2011, many believe that the rally has yet to run its course.

COLA cut revisited for military retirees WASHINGTON – Congress is revisiting its decision to cut annual cost-of living

adjustments to pensions for most working-age military retirees after talk of the cuts drew outrage from veterans groups and others.

The budget agreement approved this month reduced those adjustments by 1 percent annually once a service member retires until that retiree reaches age 62.

Lawmakers on the Senate Armed Services Committee, back from a week-long break in their home states, said they’re interested in repealing the COLA change that is scheduled to take effect Dec. 1, 2015. But Pentagon officials asked them to hold off on making any more changes until a commission completes an extensive review of compensation and retirement benefits. That report is due in February 2015.

Hemp growing going legit after ban DENVER – The federal government is ready to let farmers grow cannabis – at least the kind that can’t get people high.

Hemp – marijuana’s non-intoxicating cousin that’s used to make everything from clothing to cooking oil – could soon be cultivated in 10 states under a federal farm bill agreement reached late Monday that allows the establishment of pilot growing programs.

The plant’s return to legitimacy could clear the way for U.S. farmers to compete in an industry currently dominated by China. Even though it hasn’t been grown

in the U.S., the country is one of the fastest-growing hemp markets.

In 2011, the U.S. imported $11.5 million worth of legal hemp products, up from $1.4 million in 2000. Most of that growth was seen in hemp seed and hemp oil, which finds its way into granola bars and other products.

“This is big,” said Eric Steenstra, president of Vote Hemp, a Washington-based group that advocates for the plant’s legal cultivation.

“We’ve been pushing for this a long time.”

Fertilizer firm: Illinois or Iowa?

SPRINGFIELD – A decision could come within months on whether Cronus Chemical LLC will build a $1.1 billion fertilizer plant in Illinois or Iowa, company officials say.

However, the Springfield bureau of Lee Enterprises newspapers reports a draft contract shows the Cronus Chemical project might not get underway until December 2015. The contract is between Cronus and the Urbana and Champaign Sanitary District.

Cronus has been debating between a location in Tuscola in eastern Illinois and a site in Mitchell County in north-central Iowa. Both states are hoping to land the plant’s 200 permanent jobs and 2,000 construction positions.

The company previously said it delayed its decision on where to locate because of engineering issues.

Forced to join a union WASHINGTON – Pam Harris is an unlikely activist.

She is just a Lake County mom looking after her disabled adult son.

Rather than place her son, Josh, in an institution she entered a program where she receives state assistance to care for him at home.

But one Sunday morning, an organizer for Service Employees International Union knocked on her door and asked her to vote to join a union.

It threw her for a loop.

You see, if a majority of REEDER REPORT home care workers voted to join a union, she would Scott have to give money to the Reeder union – whether she wanted to belong or not.

And she didn’t think she should have to give money to some union boss in order to care for her son.

So she led a push among caregivers to reject union representation – and won.

But the story doesn’t end there. SEIU can keep calling for votes.

Faced with this prospect, Harris and seven other home care workers went to court. And on Jan. 21, their case was heard by the United States Supreme Court.

I found the case intriguing, so I traveled to Washington to hear it argued.

It’s important to remember that Harris doesn’t consider herself anyone’s employee, yet alone someone ripe for union organizing.

It turns out, Gov. Pat Quinn had issued an executive order saying home care workers like Harris were state employees for the purposes of “collective bargaining.”

Just why would an “employer” try to assist “employees” in joining a union?

After all, during my more than 30 years in the private-sector workforce I’ve never had a boss come up to me and say, “Hey, guys let me help you start a union.”

But I guess Quinn is a different sort of boss. For that matter so was his predecessor, Rod Blagojevich, who also issued orders like this.

Time for new blood in state Gov. Pat Quinn is slated Wednesday to give what we hope will be his last State of the State speech.

This will be Quinn’s second speech during an election year. He also was up for election in 2010 after taking office in 2009. That year, he beat Republican state Sen. Bill Brady in the general election.

This March, Quinn, a Chicago Democrat, faces a relative unknown – Tio Hardiman – in the Democratic primary. Waiting for him in November will be one of the four Republicans seeking to win the GOP primary: Brady, state Sen. Kirk Dillard, wealthy businessman Bruce Rauner or State Treasurer Dan Rutherford.

In Quinn’s speech, you’ll likely hear him claim victory over getting pension reform passed. You won’t hear about how the reform will do next to nothing to improve Illinois’ fiscal outlook.

You’ll likely hear Quinn talk about jobs and building the middle class in Illinois, including raising the state’s minimum wage. You won’t hear about how doing so will hurt business and not create jobs.

You’ll likely hear about all that the state accomplished in the past year, including the legalization of gay marriage and medical marijuana.

What you won’t hear Quinn talk about is his failed leadership. You

won’t hear him talk about how he sat on the sidelines as pension reform kept getting pushed to the side.

You won’t hear him talking about how he wasn’t involved in crafting pension reform.

You likely won’t hear him talk about how big the state’s backlog of unpaid bills is despite him raising your income taxes by 67 percent.

Quinn has been an ineffective leader, even with Democrats controlling both chambers of the Legislature.

It’s time for new blood. We hope a worthy challenger to Quinn emerges from the Republican primary.

Illinois needs a level of leadership Quinn has failed to provide.

“I thought the situation was that Gov. Blagojevich got a huge campaign contribution from the union, and virtually as soon as he got into office he took out his pen and signed an executive order that had the effect of putting, what was it, $3.6 million into the union coffers?”

Hmmm, Sam, that’s an interesting observation.

By the way, between 2002 and 2012, Quinn received $2,971,582 in campaign contributions from government worker unions, of which $1,385,955 came from SEIU.

If Harris wins her case, it could reshape labor law for government workers across the nation.

Her attorney asked the high court to rule that government workers can’t be forced to pay union dues or “representation fees” to unions.

Please remember that’s how half of the states already operate. And why should someone be forced to give money to a union to advocate for something they don’t believe?

After all, there is that little thing called Freedom of Speech in our Constitution.

SEIU – and other government unions – could see the perils of losing a lawsuit like this.

It could result in them being dependent on dues

from folks who want to belong to a union, not people forced to give money to it.

So not surprisingly, they pulled out all the stops.

They even brought out folks in wheelchairs – in the middle of a snowstorm – to tell reporters on the front steps of the U.S. Supreme Court that they hope their home care workers are unionized.

And some home care workers who want to belong to a union told reporters why they thought organized labor was just swell.

But glancing around at all the TV cameras and microphones, one couldn’t help but wonder: Where is Pam Harris?

After all, it’s not every day one has a case argued

before the highest court in the land.

But Pam was nowhere to be found.

She didn’t see the justices in their robes enter the marble courtroom or hear the clerk call out: Oyez! Oyez! Oyez!

And Pam certainly didn’t see the TV cameras and reporters on the front steps of the high court.

Pam Harris was back home in Illinois looking after her son.

After all, she isn’t an activist – just a mom doing what’s best for her son.

Oswego (3-4 in SPC), Plainfield Central (3-5), Oswego East (2-5) and Romeoville (1-7) are in the second division of the league standings but are capable of winning on any given night.

“There’s not an opponent in the league where

you’re all that happy to be going into their gym,” Adkins said. “When you have it this tight, every Friday night you finish your game and you scurry around to find out the results of the other games, find out who upset who.

“Like last week, we were excited to learn that Minooka beat North.”

This weekend is huge for South, which plays at North at 6:30 p.m. Friday and at East at 5 p.m. Saturday.

The weekend also looms large for East, which entertains Minooka on Friday night before the Saturday showdown against South.

Defending the home court is a must. Yet the pattern Minooka runs offensively helps make the Indians a difficult task for anyone.

“They run their style and they have kids who can shoot,” Adkins said. “You have a few empty possessions in a row against them and you could be in trouble.”

‘Sassy’ performance does trick for Minooka

By T.G. SMITH tsmith@shawmedia.com One week before the IHSA Morris Competitive State Sectional, the Arrowettes, the competitive dance team from Minooka didn’t even turn in the top performance at the Southwest Prairie Conference Meet. That honor went to Plainfield Central.

How things changed in a week that was capped at the Morris Sectional.

“We lost conference to Plainfield Central and that was a disappointment but we still placed second so we knew we could come back,” Minooka captain Haley McCabe said. “We saw Plainfield Central again at sectionals along with many other talented teams, so the atmosphere was intense.”

The atmosphere was at Morris but the tone was actually set the night before, according to captain Kennedy Kunz.

“We had a great basketball halftime performance during Friday night’s game, so I think that really helped to build our confidence before sectionals,” she said. “We’ve worked hard all season as a team and were going into sectionals knowing that no matter the outcome, we did our personal best and that we were proud of ourselves and knew that our coaches, parents, and fans were proud of us also.”

Even more so the next day before the hugs after the 3A class competition ended.

“Right before we perform we have many rituals we do,” Minooka captain Kristina Sak said.

“We always build our confidence and I personally do this weird thing when I

Performing a dance choreographed by former Arrowettes Callie and Paige Gliwa, the locals were out to try and once again perfect a routine they have been working

on since November.

“We have spent many long hours cleaning and perfecting it,” Minooka coach Cathy Gliwa said.

It was a smash success as the Arrowettes finished with a team score of 92.60.

So, what was the biggest difference last Saturday?

“For the longest time they performed it without being sassy – for the

last week that is what we worked on, and when they were performing, it was the sassiest and had more emotion than they have ever had,” Cathy Gliwa said.

Minooka finished ahead of that same Plainfield Central team by 7.27 points.

“We gave it everything we could just for a chance

to step on the state floor as a team,” Sak said. “Once we finished the routine, I couldn’t help but wear a huge smile on my face.

I knew we gave the best performance of this season and for me that was all that mattered.”

It turned out to be the best score turned in by any team in Illinois on Saturday. It’s a performance

they want to repeat at state on Friday and Saturday. This despite not getting to practice because of school being closed Monday and Tuesday because of the bitter cold weather conditions.

“This week when we are able to practice, we are going to work on our formations and not losing our momentum from sectionals,” Gliwa said. “Our goal this year was to make it to sectionals, so we are going to take it one goal at a time. Friday’s goal will be to advance to Saturday and Saturday’s goal will be first place.”

The IHSA event is held in Bloomington at the U.S. Cellular Coliseum on Friday with the preliminaries and the finals on Saturday.

“We go to TDI state every year but this year is different because we have never been to IHSA state so I really don’t know what to expect,” McCabe said. “I know the teams who will be there are very hard competition, but I am confident that we will hold our own. As captains, we tell our team to stay humble, though. We don’t want to get cocky but we want to remain confident.”

Regardless, the Arrowettes are in for a wholly unique experience.

“We look forward to competing against the best of the best dance teams in the State of Illinois and making memories with our teammates and coaches as we finish our senior year and high school dance careers,” Kunz said.

“We hope to make our coaches, parents, fans, and the MCHS community proud and ultimately bring home a trophy.”

Morris transformation results in dance to state

Right now, that is how the Morris competitive dance team is feeling after winning its own Class 1A sectional to advance to state for a second straight season.

“Winning sectionals on Saturday was an amazing feeling for everyone,” senior captain Ashley Gibson said. “Being in that top spot reassures you that you must be doing something right and gives you a whole new level of confidence and drive to do even better at state where it truly matters.”

“This is honestly the most amazing win,” fellow senior Molli Aldrich said.

“I feel like we really have transformed as a team from the beginning. We’ve worked so hard and to have this experience with my team in my last year is so emotional.”

Several other Joliet area schools also will compete at state. They include Providence in 1A, Lincoln-Way West and Lemont in 2A and Minooka, Plainfield North, Plainfield Central, Lock-

“It’s going to be crazy.

We’re going to be here every night until 8 o’clock and everything the coaches say we are going to take into consideration and do everything we can to get a good score,” she said. “This year they are more into picking out dancers who are doing different moves and emphasizing differ-

ent girls doing different things. From last week to this week we made a huge transformation to doing stuff like that and we are going to keep doing that.”

However, with school being closed Monday and Tuesday because of the bitter cold conditions, it has hindered the team a little bit because they can’t practice.

“Missing two days of school before state will slightly throw the team off, but even though we can’t practice, it doesn’t mean that its not on our minds constantly,” Gibson said.

“We’ll spend our time off thinking about what we need to work on so when we are able to go back to practice on Wednesday we can push ourselves that much harder to perform even better at state.”

No matter when they get back to the practice floor, it will be the same dedication according to junior captain Peighton Shannon.

“We’re going to make everything perfect,” she said. “We’re going to make things as good as they can be.”

“I think we’ll take a look at the judges’ score sheets and see what they have to say,” she said. “After [Saturday], we’ll probably sit down and talk about what things we want to change, if anything.”

“We will be tweaking minor things here and there that the judges critiqued on,” Gibson agreed.

“We will also continue to work on endurance and energy which is a must when it comes to competing against some of the states

top teams.”

Obviously, the goal at state is to bring home a championship. However, according to Aldrich, the team goals are in reality much simpler.

“Honesty, going out there and performing our best is our main priority.

Getting whatever placement we get is a big accomplishment,” she said. “We are so happy with what we have. We’re going to gun for the top three places because you get a plaque and everything, so that is what we are hoping for. But if not, that’s OK. Obviously we want to finish higher

than we did last year.”

That will take the three best minutes of the season, according to Gibson.

“We are going to have to take that drive and passion we had on Saturday [at the sectional] with us and pretend like all those people who came out to support on Saturday are still there and perform even bigger and better,” she said. “The team know this is it, we have one shot, three minutes of our entire lives to show them we are capable of being the state champions, and with these thoughts in our heads I believe we will wow them with an amazing routine.”

Bickell: ‘I deserved to sit’

By SETH GRUEN sgruen@suntimes.com CALGARY, Alberta – Apparently, Bryan Bickell received Joel Quenneville’s message loud and clear. In fact, the Blackhawks right wing wholeheartedly agreed with Quenneville’s decision to bench him Sunday against the Jets.

Since returning from a knee injury Dec. 17, Bickell hasn’t looked like the player who had nine

goals and eight assists during the Stanley Cup playoffs last season. He has disappeared on the ice, unable to bring the physicality that his team needs.

“It’s frustrating, but as my game has been going, I feel like I deserved to sit out, and I think he wants to get me more angry and mad on the ice and bring the physical game to where I needed it,” Bickell said.

“It shows an example

to myself and the locker room that, [regardless of] how many years you have played here, you still can find your way out of the lineup. I know I haven’t deserved to be [in it]. But hopefully, I can turn it around on this road trip.”

The six-game, 11-day trip began Tuesday night in Calgary, where Bickell returned to the lineup.

The trip will take the Hawks into the Olympic break, which runs Feb. 9 to 24.

At the morning skate, Bickell said he intended to bring that anger and aggression into the game.

Although Bickell’s scoring also has been missing – he had one goal and one assist in his past 14 games before Tuesday – Quenneville is looking for him to at least throw around his 6-foot-4, 233-pound frame.

“He needs to be physically involved in the game, more direct in his play,” Quenneville said.

“He’s got to be stronger

in the puck area and be involved in the game by doing those type of things.

“If he does the right things shift in, shift out, that’s what we’re looking for. I think that he’s got some speed to his game.

He’s got some physicality and some size and just contribute in that way and he’ll be adding to our team game and he’ll feel better about himself, as well.”

A long road trip might

be the perfect place for Bickell to do those things.

He said the Hawks play a simpler game on the road, which is exactly what Bickell believes he needs to do to turn his season around.

“First couple shifts, you want to bring what you can to help the team,” Bickell said. “My strengths are my physicality and my [ability to keep it] simple, and I need to keep it more simple right now.”

College athletes take step toward unionizing The ASSOCIATED PRESS CHICAGO – Calling the NCAA a dictatorship, Northwestern’s quarterback and the United Steelworkers announced plans Tuesday to form the first labor union for college athletes – the latest salvo in the bruising fight over whether amateur players should be paid.

Quarterback Kain Colter detailed the College Athletes Players Association at a conference in Chicago, flanked by leaders of Steelworkers union that has agreed to pay legal bills for the effort. The NCAA and the Big Ten Conference both criticized the move and insisted that college athletes cannot be considered employees.

Colter said the NCAA dictates terms to its hundreds of member schools and tens of thousands of

college athletes, leaving players with little or no say about financial compensation questions or how to improve their own safety.

That college football generates hundreds of millions of dollars in revenue only bolstered the argument for a union, he said.

“How can they call this amateur athletics when our jerseys are sold in stores and the money we generate turns coaches and commissioners into multimillionaires?” Colter asked.

CAPA’s president Ramogi Huma said a union would help ensure that scholarships, at minimum, cover all living expenses as well as tuition. Currently, he said, scholarship athletes come up thousands of dollars short each year. A union would also push for full medical coverage that could carry over past college.

Chocolate ball offers plenty of HUGS

By DENISE BARAN–UNLAND dunland@shawmedia.com Wendy Carlson Carver, part of the family team at Hollingworth Candies in Lockport, can’t wait for Shorewood HUGS’ fifth annual chocolate ball on Feb. 1.

Yes, Carver is bringing the store’s signature toffee in a “Phantom of the Opera” packing to reflect the ball’s theme. Yes, she’s thrilled to be a part of this fundraiser.

Shorewood HUGS has granted more than 200 “wishes” and donated more than $100,000 to local communities since the organization’s inception in 2008, said its president, Molly Babyak of Shorewood.

However, Carver is equally excited about sampling the other menu items.

“I still have chocolate all the time,” Carver said. “I still love to eat it.”

That toffee already had a history of satisfied customers when Carver’s mother, Margaret Carlson, and a neighbor whipped up their first batch after a cousin had clipped the recipe from a newspaper.

“Some place was going out of business and they put it out there,” Carver said. “The first batch turned out great but the next five did not. They finally realized their candy thermometer was not reading correctly so they went out and bought another. And we’ve been making toffee every since.”

At the time, Carlson was a retired school nurse who desired more occupation than simply scheduling appointments for her husband, Chester Carlson, who sold life insurance.

Carlson got her wish.

“The toffee took off and she didn’t have any more time for sewing,” Carver said.

In retirement, Chester (now deceased) helped with the business after he retired as did Carver, during her college breaks. In 1993, following the birth of her second child, Carver left her General Motors executive secretary position and joined her parents.

Eventually, an Orland Park location joined the Lockport one.

Carlson has her own line, Maggie’s Creations, which Carlson molds and then hand-paints with colored chocolate. Hollingworth Candies also sells chocolate-dipped strawberries, potato chips, graham crackers and marshmallows.

That last item has a novelty name.

Asian flavors infuse flank steak, Daikon Slaw

By ALISON LADMAN The Associated Press Flank steak isn’t particularly Chinese in origin, but in honor of the Chinese New Year, we decided to pretend by dressing it up with classic Asian flavors.

We start by marinating it in five-spice powder, rice vinegar and soy sauce. While the steak is absorbing all those rich flavors, we grate a daikon radish (they resemble giant white carrots) and toss in grated fresh ginger, scallions and red bell pepper for a simple slaw with just enough assertiveness to cut through the savory heft of the steak.

Pan-Seared Flank Steak with Daikon Slaw Start to finish: 1 hour (30 minutes active)

Servings: 4 ½ teaspoon ground black pepper 1 teaspoon five-spice powder ½ teaspoon red pepper flakes 4 ½ tablespoons rice vinegar, divided 2 tablespoons low-sodium soy sauce 1 pound flank steak 1 cup shredded daikon radish, patted dry with paper towels 1 red bell pepper, cored and sliced into thin matchsticks 1 ½ teaspoons grated fresh ginger Pinch of salt 4 scallions, thinly sliced 1 tablespoon canola or vegetable oil In a large zip-close plastic bag, mix together the black pepper, five-spice powder, red pepper flakes, 3 tablespoons

of the vinegar and soy sauce.

Add the flank steak, seal the bag, then turn to coat evenly.

Refrigerate for at least 30 minutes or up to 2 hours.

Meanwhile, in a small bowl, stir together the daikon radish, bell pepper, ginger, salt, the remaining 1 ½ tablespoons of vinegar and the scallions. Set aside.

When you are ready to cook the steak, in a large skillet over medium-high, heat the oil. Add the steak and sear for 4 minutes per side, or until desired doneness. Allow the steak to rest on a cutting board for 8 minutes. Slice the steak thinly across the grain, then serve with the slaw.

Nutrition information per serving: 220 calories; 90 calories from fat (41 percent of total calories); 10 g fat (2.5 g saturated; 0 g trans fats); 40 mg cholesterol; 6 g carbohydrate; 2 g fiber; 2 g sugar; 26 g protein; 260 mg sodium.

Her voice is not to everyone’s taste, but she has written some great lyrics; “The Circle Game” is my favorite.

Outside the tournament world, many players do not know the unusual response to make with the North hand in today’s diagram. After South opens one spade and West makes a takeout double, what should North do?

If West had passed, North would have bid three spades, a game-invitational limit raise.

But when righty doubles, now a jump raise is best played as pre-emptive, showing fourcard spade support and a weak hand. This, one hopes, will make life much harder for the fourth hand.

To invite game with four or more trumps, respond two no-trump. (This should be called Truscott, after Alan the deviser, who lived in England at that time. But it is often known as Jordan, after Bobby the advertiser of the idea in the United States.)

Note that any strong, balanced hand without four spades begins with redouble, promising 10 points or more.

Here, over two no-trump, East would pass and South would jump to four spades, keeping his club suit hidden.

West leads the heart king: four, 10, ace.

South will probably draw trumps ending in his hand and play a diamond to the jack.

East wins and continues hearts. South ruffs the third round of that suit, leads a club to the queen, discards two clubs on the high diamonds, and concedes one club trick.

Husband’s plumbing services result in leaky marriage Dear Abby: I have been with my husband for 19 years. I offered his plumbing services to a married couple I work with. While he was fixing the problem, he became friendly with their adult daughter. She was lonely and I knew the family, so I wasn’t concerned. Their relationship developed into something more and we separated. He ended their friendship and we reconciled. Things were going great, but she continued to contact him. He has suddenly decided he can’t live without her friendship and has decided to divorce me in order to continue it with her. He swears it’s platonic, but something he can’t live without.

He hopes we can “still be friends.”

My question is how to move on from this. I have to see her enabling parents every day at work, and all of this happened under their roof. I feel betrayed on every level, especially by my husband, who was my best friend.

Every aspect of my life, including my job, has been affected.

Cardiac rehabilitation involves more than simply exercising Dear Doctor K: My father recently had a heart attack. His doctor recommended cardiac rehab, but he refuses to go because he “already has a gym membership.” How important is cardiac rehab?

Dear Reader: Cardiac rehabilitation is a safe, proven way to reduce risk factors for heart disease. Dr. Daniel Forman, director of the exercise testing lab at Brigham and Women’s Hospital and assistant professor at Harvard Medical School, feels strongly about the subject. He says that for reducing deaths and increasing quality of life, cardiac rehab exceeds any pill or procedure. Like your father, many of my patients push back on the idea of cardiac rehab. They too wonder why they can’t just go to the gym. But there’s a lot more to cardiac rehab than exercise.

Cardiac rehab is a structured program. It does include exercise, but it is initially done in a medical setting, under close observation. As a person ramps up the exercise, the reaction of the heart is being monitored. Exercise is heart-healthy, but it has to be started slowly and gradually increased. In

On the contrary, they are afraid to exercise again after a heart attack – and failing to exercise regularly only increases their risk of another heart attack. My patients who have had that fear are greatly reassured to learn that cardiac rehab provides the opportunity to exercise in a safe environment.

A cardiac rehab team may include a physical therapist, a nurse, a nutritionist, and a psychologist or social worker. The team assesses an individual’s risk factors for heart and blood vessel disease. Then the team members work with the patient to: • Teach and support lifestyle changes. These include weight control, a heart-healthy diet and quitting smoking.

• Develop a tailored exercise plan.

They’ll also help the patient get started, and help integrate exercise into daily routines.

• Monitor and help control blood pressure, cholesterol and blood sugar.

• Assess mental health problems related to heart disease and provide counseling.

• Improve communication with doctors and other health care providers.

If your father is worried about the cost of entering a cardiac rehab program, tell him that Medicare and many other insurance plans cover cardiac rehab programs. Patients generally qualify if they’ve had a heart attack, angina, angioplasty or stents, open-heart surgery or a heart transplant. I hope you’ll be able to convince your father to enter cardiac rehab. He will enjoy it and he will learn how to protect his heart – and it will likely give him more years of good health.

One way to manage money after wedding Dear Bruce: Before I get married, I am wondering whether we should have joint or separate checking accounts. We have been together for three years and I don’t have any reason not to trust her, but you hear stories of how things can end up.

– Reader, via email Dear reader: You ask a valid question.

The fact that you have been together and you don’t have any reason not to trust her is a consideration. If you are both employed, consider figuring out how much money you should each drop into a joint account to be used to pay the bills; the balance would go into your separate checking accounts, savings accounts, investments, etc.

There is no serious disadvantage. You will still file a joint tax return, but this way you will both have an interest in how you spend your money. It may well be that she will spend money on things that you don’t agree with, and she may have the same problem with you. But you both can contribute to the joint expenses, and the remainder of the money can be spent at your sole discretion.

Dear Bruce: This is not my problem, but it’s one that really irks me.

I have a granddaughter who is married, working and still going to school to earn a degree.

She is always complain-

What really bothers me is their style of living.

These people are being very irresponsible.

However, it’s not your obligation. If they come to you in the future, wanting help because of the burden of their obligations, then it becomes an issue where you can legitimately say, “Well, you guys squandered a great deal of money, but now it’s up to you to pay the piper.”

The monster is back in ‘I, Frankenstein’

By TIM MILLER More Content Now Frankenstein’s monster is back, and, boy, is he one sullen son of a gun.

In “I, Frankenstein,” he’s 200-plus years old, and looking pretty good for his age, scars and all. But if he thought dealing with a mad scientist and excitable villagers was tough, now he’s really in for it. There’s a war between gargoyles (think of them as unattractive angels) and demons (think of them as demons) going on, and our living-corpse protagonist is caught in the middle.

No wonder he’s grumpy.

Played by Aaron Eckhart, the monster – or, “Adam,” as he’s called by the gargoyle queen (Miranda Otto) – gets to

channel his anger as a kick-butt action hero.

He soars through the air, punching and kicking and killing gargoyles and demons like an oversized video-game ninja. That is, when he isn’t delivering pronouncements like “I am like no other,” and other cornball lines (“Descend in pain, demon!”) that provide unintentional chuckles.

In fact, it’s hard to believe Eckhart and the other actors – which include Yvonne Strahovski (formerly of TV’s “Chuck”) as the modern-day scientist who becomes Adam’s love interest and Bill Nighy as the top demon – can deliver the over-the-top dialogue with a straight face.

For that reason, “I, Frankenstein”

is best viewed as camp – though it’s not quite campy/funny enough.

It’s also not at all scary, and the story is uninvolving. And while it’s fun to watch gargoyles perched on top of a cathedral come to life, the special effects are – surprise! – excessive and ultimately boring.

Even the great Nighy can’t save this one.

• “I, Frankenstein,” the graphic novel

by Kevin Grevioux, received two out of four stars. The film stars Aaron Eckhart, Bill Nighy and Yvonne Strahovski. It is written and directed by Stuart Beattie.

The film runs 93 minutes, and is rated PG-13 for sequences of intense fantasy action and violence throughout.

bstanley@shawmedia.com JOLIET TOWNSHIP – Investigators believe electricity started the fire that damaged a house in the Ridgewood neighborhood Monday.

East Joliet Deputy Fire Chief Kirk Kelly said crews were called at 10:15 a.m. to the 1300 block of Parker Avenue where a two-story house had heavy fire and smoke showing.

“No one was injured. We had the fire under control in 30 minutes with some minor problems with the cold weather,” Kelly said.

The home suffered heavy smoke and fire damage throughout, and firefighters had to open the roof to get to the flames.

Homer, Lockport Township and Manhattan firefighters assisted East Joliet at the scene.

“The state fire marshal found a problem with electrical wiring in the downstairs bathroom which could have caused the fire,” Kelly said.

Space heater sparks fire at Joliet house

Firefighters were called at 2:08 p.m. after the heater started some curtains on fire at a home in the 200 block, according to re-

ports. No one was injured.

Firefighters remained at the scene until shortly before 4 p.m. Reports said the blaze cause minor damage to the structure.

ROMEOVILLE – A volunteer treasurer is accused of stealing more than $100,000 from a church and school over a four-year period, police said.

Deborah Suchomel, 51, volunteered to keep the books for Good Shepherd Lutheran Church Preschool on Alexander Circle several years ago, Deputy Chief Steve Lucchesi said.

Suchomel also had been secretary of the church council. A special meeting held to discuss finances in August 2011 revealed the church had a monthly deficit of $4,000 of expenses not covered by weekly offerings, according to the church’s “Rod and Staff” newsletter.

Suchomel handled finances from 2009 until April 2013 after the church received a noticed from the IRS about taxes owed, Lucchesi said. When further checking showed $24,000 was missing from church funds, an outside auditor was hired.

The Rev. Suzanne Anderson-Hurdle said Suchomel was removed from her position at that time.

A May 2013 online newsletter noted the council decided to cut or scale back several activities after another special meeting was held.

“Our financial situation continues to be a difficult one. The Church Council has taken the necessary steps to get our financial house in order but ... due to the potential costs of hiring an attorney, auditor, additional hours for our pastoral assistant ... we are finding our expenses to exceed our current income,” the newsletter noted.

“They discovered approximately $106,000 in missing money and notified the police,” Lucchesi said. Detectives reportedly confirmed Suchomel had written checks to herself for cash and obtained a warrant for her arrest on felony theft charges.

Suchomel, of Romeoville, turned herself in to police and was released after posting $7,000 bail.

She is next scheduled to appear in court Feb. 11.

Anderson-Hurdle said church staff have cooperated with the police and state’s attorney’s office, but had no comment.

“We are praying for all involved,” she said.
