JJC to consider tuition increase

fsarver@shawmedia.com JOLIET – The Joliet Junior College Board of Trustees will be weighing options to increase student tuition.

The college administration presented two options to the board for fiscal 2017 to cover projected deficits in the budget, depending on which initiatives the trustees want to fund.

JJC President Debra Daniels said declining enrollment, the Consumer Price Index – which is factored into the tax levy – and state funding have contributed to the budget deficit. Close to $11 million in state funding currently is owed to JJC. In a presentation at Tuesday’s board workshop meeting, Judy Mitchell, adminis-

trative services vice president, showed the board two options for fiscal 2017 to cover a projected $1.15 million deficit in the operating budget through a tuition increase. The deficit would increase under four initiatives the college would need to fund.

If the board chose to forgo funding priorities under a Title III federal grant, operating and staffing costs for the new City Center building and marketing expenses, it could cover the deficit with a tuition increase of $4.44 a credit hour.

The cost of all four initiatives is an additional $1.4 million added to the projected fiscal 2017 budget.

But under one of two options presented, if the board chose to sacrifice the marketing expenses and stick with

The capital assessment fee funds debt service on bonds related to construction and capital projects, according to JJC. According to a timeline presented to the board, a proposed tuition increase would be presented at a Feb. 23 meeting, and the college would act upon a recommendation on March 8.

Board Vice Chairman Andrew Mihelich asked Mitchell if, at the Feb. 23 meeting, college officials would be hearing from students on what kind of tuition increase they would support.

“That would be my intent, yes,” Mitchell said.

“I finally walked away from here and said, ‘Thank God, I can’t wait for first grade,’ ” Boburka told Troy School District 30-C officials Tuesday.

But when Boburka heard about plans to redistrict Troy’s five elementary schools, moving her son and her two younger children to Crossroads Elementary, she was worried about the potential impact.

“I don’t want to have to go through this again, or have him go through this again,” she said.

funding Title III, and City Center operating and staffing costs, the tuition increase would be $8.82 a credit hour.

For funding all four initiatives under the second option, the tuition increase would be $9.98 a credit hour.

Daniels said the administration supports the latter option.

“We want to fund these initiatives,” she said.

The fiscal 2016 tuition and fee rate is $115 at JJC, which college officials said is the third lowest among 16 other community colleges, with Morton College and McHenry County College ranking lower.

The last time tuition was raised was for the fall 2014 semester at $4 a credit hour.

Parents had questions about bus routes and student safety. They also made suggestions that school officials thought were valuable and said they would look at.

The plan is to set redistricting for school board approval Feb. 17, after gathering input from the parent meetings. If approved, the redistricting would be in effect for the next school year.

In particular, parents weren’t happy that redistricting had been on the table for two years, according to Superintendent Todd Koehl, yet they were informed of the plan in the last couple of weeks.

Koehl said that the redistricting plan started to be worked on in October, and that approving the plan in February would allow the district to start a transition phase for school registration in March.

“That’s what frightens me,”

Eric Schnitz said.

Schnitz, whose kids will stay at Hofer Elementary under the new plan, said he was uneasy about the short window for the school board to process parents’ comments.

Koehl and school board President Mark Griglione acknowledged the parents’ concerns during the meeting, telling them that the plan wasn’t set in stone and their feedback would be heard by the board.

Koehl also said delaying the plan could put the district back in the same position next year.

Koehl told parents that the plan, available at Troy’s website, would alleviate the lack of classrooms at the elementary schools. An emphasis was placed on keeping class sizes low and making schools geographically central for students.

According to the plan, 6 percent of district students would be affected by redistricting.

Unions, companies help out at Cantigny VFW Post 367

bokon@shawmedia.com JOLIET – Cantigny VFW Post 367, one of the city’s landmark gathering places since 1941, is in a little better shape after some needed renovations were done with volunteer labor from local unions and supplies from area stores.

The Cantigny post is one of Joliet’s familiar spots for weddings, anniversary parties, community meetings and even one of the mayoral debates in the 2015 election.

“I meet people all the time who say, ‘Oh yeah, I got married there,’ or, ‘My mom and dad got married there.’ It’s a Joliet landmark,” post Cmdr.

Lou Smith said.

But building maintenance has become a growing challenge as membership declines with the passing of the World War II generation that built the hall.

Even the flagpole that holds Old Glory was showing its age – its silver paint was rusting away – before the union volunteers arrived to do battle with some of the wear-and-tear that had taken a toll on the building and grounds.

“When you drove up here, one of the worst-looking things was the flagpole,” Smith said.

Now, the flagpole has a new coat of white paint, and the ball on top is painted gold.

Even the familiar American eagle statue next to the pole was repainted.

Replacing ceiling tiles in the basement bar and restaurant area where fish fries are held on Fridays made another big difference, Smith said. The old ceiling was tobacco-stained from decades of smoking before it was prohibited in the building.

JOLIET – Opening lines can be key to winning over a crowd.

So, a day before Gov. Bruce Rauner’s State of the State address, area lawmakers were asked to consider how they would open their own State of the State speech in light of Illinois government’s unprecedented seven-month budget impasse.

They also were asked what expectations they had of the rookie Republican governor after his first year as Illinois’ top exec. Here’s what they had to say.

A senior administrative official in the Rauner administration said the governor will stress in his speech that he is taking action to turn around the state’s economy while restoring trust in government.

The official said Rauner also will discuss his commitment to a more-effective and efficient state government that delivers better outcomes for all residents.

Judge allows videos, defendant’s history in murder trial

bstanley@shawmedia.com JOLIET – A Joliet man will take the stand and claim self-defense when he faces trial next month on charges he fatally stabbed a woman in a laundry room at Evergreen Terrace.

Will County Assistant Public Defender Timothy Specht told Judge Carla Alessio Policandriotes on Tuesday that Drumaine S. McKinley, 36, will use a self-defense case in the slaying of Joslyn Woods, 20, on Sept. 3, 2014.

Neither Woods nor McKinley resided at Evergreen Terrace. But on Sept. 3 Woods was discovered in the laundry room of the building at 363 N. Broadway St., with multiple stab wounds, according to prosecutors.

McKinley Drumaine S. told police he McKinley had answered an online advertisement and arranged to pay a woman for sex early that morning, according to allegations that have

been made in court. McKinley claimed that after the encounter began in the laundry room, Woods asked for more money and pulled out a knife when he refused.

Police said surveillance video led to the identification of McKinley as a suspect. Alessio Policandriotes said Tuesday that surveillance video and a version of the video that has been enlarged and slowed down are admissible as evidence because the detective who made the enhancements can be cross-examined.

“You see the defendant

pushing and throwing the victim against the wall,” Will County Assistant State’s Attorney Mark Fleszewski said.

“Also, the knife the defendant has in his hand is depicted in the [modified] video.”

“The altered video would mislead the jury,” Specht argued. “You’re only getting what can be seen through the window of a door.”

Alessio Policandriotes also ruled that video police made at the crime scene and autopsy photos can be used for McKinley’s trial without prejudicing the jury against him.

Fleszewski said a portion of McKinley’s interview with police where he admits to shooting someone in another incident initially will be removed from the copy shown to jurors. But the judge agreed it could be played later depending on what McKinley testifies to.

“His theft and drug convictions can be used to show his character if he testifies,” Alessio Policandriotes said. “The unlawful use of a weapon case will come in only if there’s testimony [regarding] a peaceful nature.”

Lincoln-Way coach sentenced to 6 years for sex with student JOLIET – A former Lincoln-Way bowling coach was sentenced Tuesday to six years in prison for having sex with a student.

Edward R. Cetwinski, 46, of New Lenox, showed little Edward R. emotion when Cetwinski Judge Amy Bertani-Tomczak sentenced him, answering only “yes” and “OK” when the judge asked if he understood his appellate rights.

Cetwinski addressed the court when his sentencing hearing began Monday, asking the judge for leniency, but making no reference to the victim, who was 15 at the time. The victim attended both days of the hearing and testified Monday, saying

she was foolish and trusting, while Cetwinski used her.

Cetwinski was a volunteer coach at Lincoln-Way Central for the 2009-10 school year and gave the girl a ride home from a January 2010 bowling tournament. According to trial testimony, he performed oral sex on her. The victim’s parent learned of the incident several months later and contacted Manhattan police. A jury last month found Cetwinski guilty of criminal sexual assault,

JOLIET – A judge decided Tuesday that a Monee man was legally arrested on drunken-driving charges in connection with a 2013 crash that killed an elderly Mokena couple.

John L. Wiesch, 42, faces up to 28 years in prison if convicted of aggravated driving under the influence.

At 7:36 p.m. Sept. 26, 2013, Wiesch was driving his 2008 Ford F250 pickup truck east on Pauling Road when he ran the stop sign at LaGrange Road near Frankfort, state police said. The pickup struck the passenger side of a 2013 Toyota Avalon occupied by William Slager, 84, and Harriet Slager, 82.

Wiesch was taken to Silver Cross Hospital in New Lenox, where he was questioned by Trooper Dan Kenshaw. Wiesch said he had been sleeping in the pickup’s back seat, but would not say who was driving, Kenshaw testified Tuesday.

“I smelled the odor of alcohol, and his eyes were bloodshot,” Kenshaw said.

Will County Assistant State’s Attorney Dan Walsh noted that witnesses to the crash told Kenshaw no one else was in the pickup.

“He said he buckles his seat belt behind his back so he doesn’t have to listen to the warning tone,” Kenshaw said. “[Hospital staff] informed me his blood-alcohol content was 0.219.”

The legal limit to drive is 0.08.

Defense attorney Glenn Jazwiec argued that Kenshaw could not recall who informed him of Wiesch’s blood-alcohol test, but Judge Sarah Jones felt the evidence supported the arrest.

“Based on [Kenshaw’s] observations at the scene, information from witnesses, his observations at the hospital and the blood test, there was probable cause for the arrest,” she said.

McGroarty said there have been “zero accusations” of impropriety on his part. He believes he should have obtained more signatures to ensure he had enough valid ones.

McGroarty accused the state Republican Party’s general counsel of targeting challengers such as himself. Online records show that John Fogarty, attorney for the Illinois GOP, pulled McGroarty’s petition for review Nov. 30.

McGroarty said he believes that shows the Republican “political machine” had something to do with him being kicked off the ballot.

Joliet negotiates parking privatization with union

bokon@shawmedia.com JOLIET – City management is negotiating with one of its unions about a plan to privatize downtown parking, a signal that officials likely are to bring back the proposal.

A privatization proposal was presented at an October City Council committee meeting but never was put up for a vote.

But city management has been discussing the impact with Local 440 of the American Federation of State, County and Municipal Employees – which represents about 12 parking employees, most of whom are part time.

Local 440 President John Dillon told union members last week that the city is interested in implementing the plan in May. “That’s what I heard,” Dillon said. “We’re still talking to the city about what the impact of all that will be. But the city believes Laz [Parking] will be more beneficial to them.”

Laz Parking, which manages parking in Chicago, is the company Joliet was considering in October when the matter was brought to the Public Service Committee. The proposal got a mixed response from the committee, with some questions being raised about the impact of privatization in Chicago, where Laz increased rates significantly.

“I’m not in favor of Laz,” Dillon said. “I never was. But the city has a right to change the way things are run. We have the right to bargain over the impact [on union members].”

Deputy City Manager Steve Jones said he does not know of any timetable to implement privatized parking by May. He noted that he is not involved with the union negotiations.

But the city recently hired two temporary employees to fill vacancies in its parking crews, rather than regular employees, because of the possibility of changing parking management.

“Anytime we hire [parking] employees now, we hire

a temporary worker until we know what direction we’re going,” Jones said.

The city also has stopped issuing new monthly parking passes.

If parking is privatized, the management company would take over staffing for all downtown parking, Jones said. The city would retain ownership of parking decks and lots.

Jones said parking rates would not be determined by a private management company. But rates will have to increase at some point, he said, because they do not cover expenses now.

Jones said city administration believes that parking revenues could be increased and costs reduced by a management company. A company such as Laz Parking also would be in a better position to modernize the city’s parking lots and would get better prices on new technology because of its size, he said.

Laz has 2,300 parking facilities in 300 cities, according to its website.

Fogarty did not respond Tuesday to a call seeking comment.

The five-day deadline has passed for McGroarty to file an appeal for judicial review; but Jim Tenuto, assistant executive director with the State

Board of Elections, said McGroarty has the option of running as a write-in candidate or filing as a candidate of another party.

McGroarty said he will consider his removal from the ballot “a learning experience.”

SPRINGFIELD – U.S. Rep. Adam Kinzinger, R-Channahon, will run unopposed in the March 15 primary after his challenger, Colin McGroarty, a Rockford businessman, was kicked off the ballot, the Illinois State Board of Elections con- Adam firmed.

Kinzinger David Welter, chairman for the Grundy County Board, is listed as one of two people who filed objections against McGroarty. Welter did not respond Tuesday to a call seeking comment.

McGroarty – who was vying to represent of the 16th Congressional District – needed 804 valid signatures to remain

on the ballot, but nearly 300 of his 893 signatures were stricken during an examination of records Dec. 21, according to documents from the state Election Board.

Many were stricken because signatures were duplicated or not genuine, or because the signer resided outside the district, previously signed Colin a petition of McGroarty another established party or was not registered at the address shown.

The state board issued a formal ruling Jan. 20.

Kinzinger’s D.C. office declined to comment Tuesday.

Seal lifted on man’s charges in 2015 drug death of Joliet woman

bstanley@shawmedia.com JOLIET – The seal was lifted Thursday on a Rockdale man’s drug charges in the death of a Joliet woman last year.

Shawn A. Eikey, 21, of the 500 block of Moen Avenue, was indicted Dec. 30 on charges of delivery of drugs and drug-induced homicide. The charges had been filed under seal that day, but the seal was lifted Thursday at prosecutors’ request.

According to court reShawn A. cords, Eikey brought hydroEikey morphone, a prescription painkiller, to a man Aug. 26, but the fatal dose was taken by Emily C. Buckley, 22.

A warrant carrying a $500,000 bond was issued for Eikey’s arrest.

Eikey was arrested Nov. 3 by the Will County Cooperative Police Assistance Team on another narcotics case. After 46 days in jail, he pleaded guilty to one count of drug possession and was sentenced to four years of probation, according to court records.

NEW LENOX – The Silver Cross Healthy Community Commission awarded the Harvey Brook Foundation of Joliet with a $10,000 grant to help fund its “Quality of Life” programs.

The grant will help the Harvey Brooks Foundation continue to provide the neighborhood with a wealth of programs and services, including a life-skills program, health and wellness nutrition program, preschool and after-school programs, a dress for success program, and the summer reading camp, among other programs, according to a news release from the commission.

“The Harvey Brooks Foundation is grateful to the Silver Cross Healthy Community Commission for the grant,” Tempe Bates, executive director of the Harvey Brooks Foundation, said in the news release. “This grant allows area residents to enhance their lives through the programs offered, which empowers them to eventually give back to the community.”

CHANNAHON – For the second year, students at Channahon School District 17’s four schools will receive their education fee-free, because the school board this week approved continuing the district’s policy of not charging registration fees.

Some parents still will have to pay a few dollars at the beginning of the 2016-17 school year. Eighth-graders will continue to pay $35 for graduation fees, and band members will owe $15, as will students in interscholastic sports. Those fees will remain unchanged next year.

The board voted a year ago to eliminate the fees for in-district students, drastically reducing what parents pay during enrollment. Previously, they paid $70 for early childhood, $135 for kindergarten through seventh grade and $170 for eighth-grade

fees. Band fees previously were $50.

The idea was broached last year by board member Derek Breen. The finances of the district were stable, he said, and could accommodate such a change. The board agreed, and members approved nixing the fees.

Board member Dee Foreman – who cast the sole vote against the measure Monday – said she thought it was time to raise the fees.

“It feels very penny wise and dollar foolish to let that amount of money go out the door again,” Foreman said.

Breen said the finances of the district are healthy and stable, and will not suffer by keeping fees at zero dollars.

“Financially, we’re really at a place where we’re comfortable,” Superintendent Nick Henkle said.

Jay Kolder, an instructor with the Painters District Council 14, which includes Local 33 in Joliet, particularly wanted to paint the flagpole.

“I think that flagpole is a nice statement,” Kolder said.

“It just needed attention.”

One of the Painters apprentices painted the eagle.

At 57, Kolder considers himself part of the “luckiest generation.” He was the son of a World War II veteran, too young to fight in Vietnam and too old for the Persian Gulf War. Veterans, he said, “deserve more than we can give them. I think the government turned its back on them. When they need help, we should give it.”

A VFW hall was a big part of his dad’s life, Kolder said.

Mike Serena, vice president of Laborers Local 75 in Crest Hill, said his mother and father ran the VFW hall in South Wilmington, where he grew up and now is mayor.

“My dad was a post commander,” Serena said. “It just sticks in your mind.”

The unions involved in the work at Cantigny all do volunteer work for nonprofit agencies. But Serena said it felt good to help out the Cantigny VFW, especially because Smith was so appreciative of their efforts.

Charles, also affectionately known as “Ski”, was a caretaker for the Plainfield Township Cemetery for many years. The FBI on Tuesday arrested the leaders of an armed group that has occupied a national wildlife refuge in Oregon for the past three weeks, conducting a traffic stop that prompted gunfire – and one death – along a highway through the frozen high country.

Militant leader Ammon Bundy and his followers were reportedly heading to a community meeting at the senior center in John Day, a Grant County town about 70 miles north of Burns, to address local residents to discuss their views on federal management of public lands.

CHICAGO – Bruce Rauner takes pride in not being like any of Illinois’ previous governors, either on matters of style or substance.

A multimillionaire in his first public office, the former private equity investor drops by watering holes in the state capital of Springfield to have a lowbrow Stag beer, despite having belonged to a six-figure wine club.

He eschews backroom steak dinners and doesn’t drink caffeine, instead subsisting on so many salads and vegetable juices that some in the press corps have speculated about the carrot-orange tint to his skin.

It’s not unusual for him to be the worst-dressed man in a room, sporting plaid shirts that look like they came from the sale rack at a discount store.

Mostly, though, it’s his politics. Unlike even his Republican predecessors, who often cut deals with Democrats and their labor union allies in the Legislature, Rauner boasts about being the first to stand up to them, even as it’s led to a record-breaking stalemate.

Seven months after Illinois’ last budget expired, the state still doesn’t have a new one, and money is running out for many programs.

Now, after the most unusual first year of any new governor in the country, Rauner is starting 2016 with signs that the strangest may be yet to come. As he prepares for his second State of the State speech this week, he is talking tougher than ever about his adversaries, particularly the “union bosses” he has already called “corrupt,” and is raising the specter of growing chaos, including public employee strikes, layoffs and shutdowns in state services.

Rauner is one of a handful of GOP governors elected in recent years to lead mostly Democratic states, such as Wisconsin and Michigan, which has produced some big collisions. The tactics on both sides are those now common in Washington – using showdowns and shutdowns rather than compromises to achieve political goals.

But the Illinois struggle is especially bitter and prolonged because the opposition party in the state is so strong, holding supermajorities in the Legislature.

Rauner, who spent more than $27 million from his own bank account to unseat the Democratic incumbent, says he’s on a mission to reform a state that wastes public money, has $9 billion in unpaid bills and wants to solve problems with tax increases.

He has promised to “deliver value for taxpayers” in part by ending the “self-dealing” by longtime politicians that has led to Illinois’ worst-inthe-nation credit rating.

“The key to success in ev-

erything in life is persistence, and I am an extraordinarily persistent person,” Rauner said Monday. “We need fundamental, dramatic change in Illinois ... We’re not going to back down on it.”

Rauner is demanding changes he says will attract more jobs to the state, such as weakened unions and lower workers’ compensation costs, before he will approve a tax hike that Democrats want to help close a roughly $5 billion budget gap.

Democrats, including Rauner’s top rival House Speaker Michael Madigan, have accused him of holding the budget hostage until he gets some of his priorities.

They say his changes will lead to lower wages and hurt the middle class. And they believe he will eventually have to back down.

Rauner, Madigan said last week, is “more interested in driving down the wages and standard of living of middle-class families than working together to solve our state’s problems.”

Rauner’s supporters, however, see him as a kind of hero.

During stops in GOP-friendly southern Illinois late last year people lined up to take selfies with the long-armed governor, shake his hand and say thank you.

cherron@shawmedia.com JOLIET – Lockport’s girls basketball team defeated Joliet Central by 33 points when the squads first played in mid-December, but no one was anticipating a similar outcome when the two squared off again Tuesday.

Although both sides entered with identical overall

and conference records, the Steelwomen seemed to have been playing better of late compared with the Porters.

But Lockport used strong starts in each half and battled throughout while Central was a bit flat, and that proved to be the difference as the Porters captured a 52-46 SouthWest Suburban Conference Blue victory.

“We have a lot of respect

for Joliet Central since they play hard, have some great players and are well-coached, and they gave us all that we could handle,” Porters coach Dan Kelly said. “I told our girls that we needed to fight today, and that’s been our message to them the past couple of weeks.

We need to fight on every single possession and we did that.

“We’ve been working on being more physical on the of-

fensive end, and we saw some of that and it led to some easy baskets for us. Coming here is never easy, and we knew that they were not going to let the same thing happen as before on their floor. We told our girls that they were out for a little revenge, so we needed to come out with our own energy.”

The Porters (9-12, 4-5) rallied from a 27-25 halftime deficit by outscoring the Steelwom-

en 16-8 in the third quarter to take a 41-35 advantage into the final eight minutes. Central (8-13, 3-6) pulled to within 4140 early in the fourth period, but Lockport responded with a 10-2 spurt to build up its biggest lead at 51-42.

Lockport was paced by Laurel Kucharski, who scored 22 points and had 10 rebounds.

“It’s a rivalry game and we get that. But we have to focus on the team and not outside distractions. We’ve been playing well, but this game we were really flat. Not to take any credit away from Lockport, since they played a great game, but we beat ourselves.

We weren’t mentally tough and Lockport was more mentally tough and that’s why they deserved to win.

JOLIET – Plainfield South has been playing good basketball of late.

Joliet Central had to avoid looking ahead to Friday night’s showdown against Joliet West.

This had trap game written all over it for the Steelmen. However, senior guard Taquan Sims refused to let any sort of stumble happen.

Sims scored 11 of his gamehigh 20 points in the fourth quarter Tuesday night to guide Joliet Central to a 47-38 nonconference victory over visiting Plainfield South.

“We knew they would give us their best punch,” Sims said of South (7-14). “They were here trying to win the game.”

Sims finished 8-of-12 shooting and made all seven of his attempts from 2-point range.

He also was 3 of 3 from the freethrow line. The Cougars were as close as 41-35 with three minutes left, but Sims scored on an athletic move to the basket, and Jose Grubbs and Sims both made two free throws to sew it up for the Steelmen (10-7).

“We put the ball in Taquan’s hands,” Central coach Jeff Corcoran said.

“He’s a senior. He knows what to do, what we want. He distributed the ball to our other guys tonight, they’ve just got to finish better than they did.”

Sims said his game does not involve looking for his own shot first.

“I don’t really look for my shot, but in the flow of the game in the fourth quarter, it opened up and I took ’em,” Sims said. “If our guys miss some shots, I’m going to keep getting them the ball. They aren’t going to miss ’em all.”

South coach Tim Boe noted his team played good defense in the third quarter, which the Cougars finished with a 7-0 run to get within 30-28.

“Then No. 22 [Sims] took it

upon himself, and he hit the shots,” Boe said.

The game was scoreless for nearly three minutes, after which South caught fire.

Nick Welter hit two 3-pointers, Ryan Kelly one and the Cougars grabbed a 13-5 lead.

But Central battled back to within 15-12 at the first-quarter break, and the lid was on the basket for South the rest of the half.

The Cougars missed all nine field-goal attempts in the second quarter, including five from 3-point range, and scored two points in falling behind, 23-17, at halftime.

Before South could get its offense back on track midway through the third quarter, the Cougars had connected on 1 of 15 shots in nearly a two-quarter span.

“Everything is magnified when you aren’t making shots, just like everything looks great when you are making shots,” Boe said. “The percentages are always better when you’re getting shots from inside the paint. They got better shots than we did.”

Jacob Buchner, South’s top scorer, suffered an uncharacteristic off night. He hit a layup in the closing seconds to finish 2 of 15 and scored four points.

“Jacob was not taking bad shots,” Boe said. “He was getting to the basket. I was hoping a couple of those layups would fall and get him going, but it didn’t happen. If you play this game long enough, you will have a night like this.

But you have to credit the Central defense, too.”

Corcoran said he was not happy the Steelmen allowed 15 points in the first quarter, but he was pleased with the 23 points allowed over the final three quarters.

“We talked about coming out and playing well defensively right off the bat,” Corcoran said. “Come Friday night [against West], we can’t

MLB studying raising strike zone

The Associated Press NEW YORK – Baseball’s strike zone could be getting a slight lift.

Major League Baseball is studying whether to raise the bottom of the strike zone from the hollow beneath the kneecap back to the top of the kneecap.

“I’m not in a position to predict whether it’s going to happen or not,” Rob Manfred said during an interview with The Associated Press on Monday on his first anniversary as base-

ball commissioner. “I think that the interest in the topic is really driven by the fact that if you look over time there has been a movement down of the strike zone, largely as a result of the way we evaluate the strike zone with umpires.”

Strike zone data were included in a presentation given to owners last week at their meeting in Coral Gables, Florida. An agreement with the players’ association would be necessary to make a change for this year, and baseball officials said the matter is likely to be discussed during col-

lective bargaining, which would delay any change until 2017.

The strike zone extended to the top of the kneecap through the 1995 season, then was dropped to its current level.

“The umpires have done a great job calling the strike zone as we want it called,” Manfred said. “The question is whether we ought to make an adjustment.”

Consideration of an alteration comes after a decade-anda-half decline in offense. There was an uptick during the second half last season.

RALEIGH, N.C. – The Carolina Hurricanes showed off their impressive turnaround against the reigning Stanley Cup champions in their final game before the All-Star break.

Riley Nash scored two goals, Jeff Skinner had a goal and an assist and the Hurricanes routed the Blackhawks, 5-0, on Tuesday night.

Carolina improved to 15-7-4 since a listless 5-1 home loss to New Jersey on Dec. 3. Nash said the Hurricanes haven’t dwelled on that Devils loss, but it might have been a turning point.

“That game, we didn’t play hard, we gave up too much, and we weren’t strong on the puck,” Nash said. “So that was kind of a kick in the butt to say, ‘We better get in gear, or we’re going to be on the outside looking in again.’”

Carolina (23-20-8) outshot the Western Conference-leading Hawks 16-5 in the first period, taking a 3-0 lead and chasing goalie Corey Crawford.

Eddie Lack made 26 saves to improve to 4-1 in his career against the Blackhawks. Crawford, replaced by Scott Darling, made 13 stops.

The Hawks (33-16-4) have lost three of four after winning 12 in a row. The Hurricanes improved to 7-2-1 in their past 10 games and completed a season sweep of the Hawks.

“It was pretty evident right from the beginning that we were in trouble tonight,” Hawks coach Joel Quenneville said. “We lost every single puck battle, every single race.”

A look at how civil forfeiture laws are abused SPRINGFIELD – “It’s not the job of a police department to make money – it’s our job to enforce the law.”

I occasionally heard those words grumbled by cops when I was a young police reporter years ago, when the War on Drugs was just beginning.

That’s when state legislatures across the country began arming police with something called civil forfeiture laws.

Civil forfeiture is basically a money grab by government.

Under these laws, cops can seize property that they say is being used to commit a crime or was purchased with money they say came from doing something illegal.

The problem: The person doesn’t even have to be convicted of a crime in order for the government to confiscate

Instead of seizing the yachts of drug kingpins, too often cops are nabbing the cars from little old ladies.

Don’t think so? Ask Judy Wiese of Moline. She is a 70-year-old woman who lives on $730 a month.

As first reported by the The Dispatch and Rock Island Argus, she lent her 2009 Jeep Compass to a grandson so he could drive to work.

The car was seized by police because the grandson’s driver’s license was revoked.

She told the newspaper that her grandson had told her otherwise.

Regardless, Judy hadn’t broken any laws. She was just a grandma helping out a grandson.

That was back in August.

And this month she was still fighting to get the car back.

It seems that even though she did not commit a crime, she had to go to court and prove that her car was not connected to a crime nor was it the proceeds of crime.

She couldn’t afford a lawyer, struggled to write legal motions and was scolded by a judge for not having something notarized.

When her case ended up in the newspaper, a lawyer volunteered his services and her car was returned after being held for months.

Most people aren’t so fortunate or so persistent. Unable to afford an attorney, they

often just walk away from what is theirs.

Abuses of forfeiture laws have been reported throughout the United States.

The Washington Post recently wrote about a college student who had spent years saving $11,000 for tuition only to have it confiscated in a Cincinnati airport because the cops thought it was suspicious that he was traveling with that much cash.

It may not be particularly smart to travel with that much dough, but it isn’t criminal.

Cops and prosecutors have a profit motive because their departments often get to keep the cash and property they seize. And anyone who has ever seen a speed trap in a small town knows revenue can be a powerful incentive

for police departments.

Government has an insatiable appetite for money, and civil forfeiture is just one symptom of this pervasive appetite.

Cops need to be enforcing laws, not seizing money and property from law-abiding citizens.

Folks ought to be able to keep what they own unless they are convicted of a crime.

That’s not just common sense. It’s basic decency.

And it’s an issue the Illinois General Assembly needs to address.

Chinese serve entire fish to symbolize abundance, togetherness

T

he Chinese like to feature whole steamed fish on the menu of their New Year’s feasts. Said to signify togetherness, abundance and long life, it’s a dish with symbolism that is as important as taste. Indeed, you’re supposed to leave the bones, head and tail intact, a way to help ensure the new year will be a winner from beginning to end.

When buying fish, many of us tend to opt for the ease of fillets. The prospect of buying, prepping and deboning a whole fish might seem not just novel, but daunting. Ditto for the prospect of steaming a whole fish, a precarious project for even experienced cooks.

So here I propose baking your whole fish rather than steaming it, and wrapping it in foil to keep it moist. It’s much easier to cook it this way. It also has the added benefit of creating an instant sauce.

But let’s start at the beginning. You’re at the store checking out the fish on display. How can you tell if a whole fish is fresh? Its eyes should be clear, not cloudy, and its gills should be bright-

Start to finish: 1 hour (30 minutes active) Servings: 4 Two 1- to 1½-pound whole striped bass, branzino or trout, gutted, scaled and gills removed 4 cloves garlic, thinly sliced 2-inch chunk fresh ginger, peeled and cut into matchsticks 3 tablespoons low-sodium soy sauce 2 tablespoons unseasoned rice vinegar 1½ tablespoons sesame oil 2 to 4 tablespoons serrano or jalapeño chilies, with

You begin prepping your fish by scoring it, slicing deeply into the flesh. This will allow the marinade to

penetrate to the core and for the fish to cook evenly. I’ve called for traditional Chinese flavorings here, but you’re welcome to adjust them to your tastes. If, for example, you’re not a fan of chilies, leave them out. If you hate cilantro, swap in another fresh herb. The soy sauce is

seeds and ribs 4 scallions, white and green parts, cut into thin strips 1 cup chopped fresh cilantro, leaves and stems Heat the oven to 400 degrees F. Line a shallow baking dish large enough to hold both fish with foil.

Lay both fish on the counter. Working in 1- to2-inch intervals, use a sharp knife to slash both sides of each fish perpendicular to the backbone (a 20-degree angle down the rib cage). Transfer the fish to the prepared baking dish.

In a small bowl, combine the garlic, ginger, soy sauce, vinegar, sesame oil, chilies, scallions and cilantro. Stuff some of the mixture into each slash on both fish, as well as into the cavity (most of the seasoning should go in the

key because it contributes salt as well as flavor, which helps to season the bland-ish fish. Then after just 20 minutes in the marinade, the fish is ready for the oven.

How will you know when it is done? Pull the pan out of the oven, open up the foil carefully (it will be steamy inside) and poke the fish with a small, sharp knife. If the knife slides in easily all the way to the bone, the fish is done. If there’s some resistance, cook it a little longer.

When the fish has indeed finished cooking, you’ll be rewarded not only with beautifully fragrant flesh, but with a store of savory liquid on the bottom of the pan.

Carving the fish isn’t a big deal. Begin by gently scraping off the skin from the top of the fish with a knife and discard it. Then, using a spoon and, starting at the backbone edge, lift the flesh off in chunks and transfer it to plates. After you have removed the top fillet, you can lift off the bone easily in one piece to expose the bottom fillet. Once cooked, the fillets will come off the bone without a struggle.

After you have filleted the fish, ladle some of the cooking liquid over each portion and dig in. It’s a treat any day of the year.

• Women age 55-74. Both guidelines recommend mammograms every two years (with one exception, mentioned next).

• Life expectancy less than 10 years. The ACS no longer recommends regular screening mammograms if a woman has an illness or condition that gives her a life expectancy of less than 10 years.

• Breast examination by doctor. The ACS previously recommended doctors perform regular physical examinations of a woman’s breasts to feel for suspicious lumps. Based on a lack of evidence this finds cancer at an early and curable stage, it no longer recommends this practice.

Why do the experts have different opinions on these questions? For example, why does the ACS recommend a mammogram every year for women aged 50-54, whereas the USPSTF recommends it every two years?

Because of new evidence.

The ACS commissioned a large study involving more than 15,000 women. They found in premenopausal (but not postmenopausal) women, the tumors that were discovered during an every two-year mammogram program were larger and more advanced than those tumors discovered during an every-year program.

Indeed, if mammograms and examination of the breasts by the doctor might catch a cancer at an early, curable stage, why not simply do them? I’ll give you my answer to that question – and to the question you asked me – in tomorrow’s column.

Dear Dr. K: I’m a 47-yearold woman who never has had a mammogram. Some experts recommend I get one, but others do not. I understand the American Cancer Society recently updated its recommendations about breast cancer screening.

Does it say I should have a mammogram? If so, which experts should I believe?

Dear Reader: I’m surprised when people are bothered by medical experts having different opinions.

Expert politicians, expert lawyers, expert architects – experts of all kinds disagree with each other all the time.

Why? Because it is rare for the “truth” of any question to be clear beyond dispute.

The American Cancer Society (ACS) previously recommended women begin getting mammograms at age 40. On the other hand, another expert group – the U.S. Preventive Services Task Force (USPSTF) – recommends mammograms begin at age 50. That difference has confused many women. The good news is the ACS recommendations published in October 2015 bring its advice closer to the advice given by the USPSTF. So it’s a bit less confusing.

Before I summarize where the two expert committees agree and where they differ, please understand we’re talking about recommendations only for the average woman – not a woman at higher risk for breast cancer. Also, I’m talking about only these two expert committees, although there are several other expert committees with slightly different recommendations.

• Women age 40-44.

Neither the ACS nor the USPSTF now recommends regular mammography in this age range.

• Women age 45-49. The ACS, but not the USPSTF, now recommends mammograms every year.

• Women age 50-54. The ACS recommends mammograms every year, but the USPSTF recommends mammograms every two

And if you prefer she not meddle in your relationship with her son, I hope you made it clear to her when she “scolded” you. Of course, it wouldn’t have happened if her son hadn’t tattled to her – which should be a glimpse of what marriage to him may be like if you don’t get this straightened out now.

Dear Abby: I have been married for 10 years. Four years ago, while waiting for our divorce to be finalized, I decided I’d start dating online and suggested my wife do the same. We were still friends, so I didn’t think it was crossing any boundaries.

My online dating efforts were met with peculiar results. All of the six women I connected with either stood me up or made excuses why they couldn’t or wouldn’t meet me in person. Out of frustration I began dating my wife again, and we canceled the divorce proceedings.

About a year after we got back together, my wife confessed the women I had reached out to online were all fictitious personae she had constructed with the intent of exhausting my search efforts. It worked.

We now are filing for divorce again, and I’m worried she may do the same thing.
