Father of 4 joins Plainfield School District 202 board

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – The Plainfield School District 202 board appointed a new member to an unexpired two-year term Monday.

David Koch took the seat recently vacated by William Dargan, who resigned last month to pursue a job in Florida.

Koch, 54, is a 24-year resident of Plainfield who has experience working in management and operational logistics with Leica Biosystems and Wilton industries.

But for the last 18 years, Koch has been a stay-at-home dad while also working as a substitute and teacher’s aide for the district.

“I have some classroom experience and also with my work background. ... I decided to throw my hat in and I thought I could be a positive force on the board,” Koch said.

Koch has four children, two daughters who graduated from Plainfield East High

School, and twin son and daughter in their junior year at Plainfield East.

He said dropping his kids off for sports and raising them in District 202 gave him a unique perspective and experience he hopes to bring to the board.

Dargan’s resignation was effective Dec. 17.

He was elected David to the board in Koch the spring 2013 elections to a four-year term. The seat is up for re-election in spring 2017.

But the board had 45 days to appoint someone, according to state law.

The district immediately started accepting applications for the position. It received 39 applications, although many candidates didn’t provide enough information for the board to consider them.

The list included Heather Drake and Sharlyne P. Williams, who are each also run-

ning for one of three four-year terms on the board against incumbents Gregory Nichols and Kevin Kirberg.

Koch said he will have to learn more about some of the issues facing the district, but he said he has a labor relations background that could help him in issues like the ongoing teachers contract negotiations.

Association of Plainfield Teachers union President Dawn Bullock said teachers are meeting on Wednesday to discuss a tentative contract agreed upon by negotiating members of both sides, and they are expected to vote on the contract Thursday.

Also at the meeting, 20 high school students were honored for their work displayed at the Joliet Junior College High School Arts Exhibition.

Kirberg also announced that plans are in way to expand the kindergarten day and introduce foreign language to middle schools beginning 2016.

Man pleads guilty to arson in 2013 Joliet Township fire

By BRIAN STANLEY bstanley@shawmedia.com JOLIET – James Borg pleaded guilty Monday to one count of residential arson for the July 2013 fire that leveled the house he was renting in Joliet Township.

“I’m sorry this happened,” Borg, 46, told Judge Amy Bertani-Tomczak in court Monday, his voice hanging momentarily as he said “guilty.”

On July 14, 2013, the house in the 100 block of Southeast Circle Drive in Joliet Township that Borg had shared with Anne Gay, 52, exploded while he was alone inside.

The state fire marshal determined the gas line to the clothes dryer was “cut intentionally” before the blast, according to Will County Sher-

iff’s police.

The house next door was heavily damaged by the explosion, but the four people inside were not injured.

Borg, who witnesses described to police as “despondent” in the hours before the explosion, suffered burns James J. on more than Borg 70 percent of his body.

“He was ejected from the house and found in the front yard. [At the hospital] a lighter was found in his pocket,” Assistant Will County State’s Attorney Fred Harvey said Monday.

Before the explosion, police had publicly identified

Borg as “the main suspect” in Gay’s disappearance, but he has not been charged in connection with it.

Gay, a waitress at Louis’ Restaurant in Joliet, hasn’t been seen since June 10, 2013 – hours after sheriff’s deputies responded to a domestic disturbance involving the couple at their home. Police reports indicate deputies were called to the residence 13 times in the six months the couple lived together.

Sheriff’s police said Gay’s disappearance remains an open investigation.

In exchange for the guilty plea, three counts of aggravated arson were dismissed.

Borg will have to register as an arsonist with authorities for 10 years after he is released from prison.

QUICK NEWS Joliet Noon Lions Club announces challenge

JOLIET – The Joliet Noon Lions Club has announced a community challenge: if the community donates $2,000, the club will match it.

The challenge is based on Lions International’s Foundation to do its part to spare children from measles and, in many cases, death.

According to the World Health Organization, 330 children younger than age 5 die every day. A measles vaccine can cost about $1 a child.

The Lions Foundation has enlisted the cooperation of the GAVI Foundation (formerly the Global Alliance for Vaccines and Immunizations) to match every dollar raised by the end of February.

Donations can be made out to Joliet Noon Lions Club and mailed to: Joliet Noon Lions, P.O. Box 771, Joliet, IL 60434, no later than Feb. 25.

Stockpiles need boost after the holidays

January is blood donation month, and before the month is out, emergency services, medical suppliers and hospital personnel are urging everyone to consider giving to save lives.

This month has been celebrated since 1970, according to the American Red Cross, raising awareness of the need for blood during the winter and throughout the year.

Silver Cross Hospital spokeswoman Tracy Simons said holiday schedules, winter weather and flu season reduce donations in the early part of the year. The hospital, supplied by Heartland Blood Centers, performs 350 to 400 transfusions weekly.

New Lenox Fire Department Public Education Coordinator Marisa Schrieber said their blood-drive collections “have gone right to the hospital as soon as they’ve been ‘cleaned.’ ” “There’s not a big stockpile, so the donations we’ve had are critical, especially Type O [negative] – universal donors,” Schrieber said. About 20 people donated at a fire district blood drive earlier this month.

January is the highest transfusion month of the year as patients who can delay their nonemergency surgeries and treatments do so until after the holidays, according to a news release from Heartland Blood Centers.

“Help us celebrate National Blood Donor Month in January by taking just an hour of time this month to donate blood,” Dennis Mestrich, president and CEO of Heartland Blood Centers, said in a news release.

“The biggest reward from donating blood is knowing that your gift of life is helping someone spend more time with family, friends and loved ones.”

Blood has a limited shelflife so donors are continuously needed to ensure that inventories do not drop below anticipated transfusion levels, according to Heartland.

“Our hope is healthy community members will make a commitment to becoming a regular blood donor and help us keep the local blood supply

at adequate levels throughout the year,” Mestrich said in the news release.

Donors can offer blood every eight weeks. According to

You CANNOT donate blood if you:

• Are taking antibiotics • Have had a blood clot in the past six months • Have received a transfusion in the past six months • Have certain blood diseases or cancers, such as hepatitis • Had a heart attack or heart surgery within the past year • Are pregnant or have delivered a baby in the past six weeks Anyone who spent five or more years in Europe since 1980 cannot donate blood because of the risk of mad cow disease. The same is true for anyone who spent more than three months in the United Kingdom from 1980 to 1996.

Anyone who has traveled to an area with malaria activity in the past 12 months should refrain from donating blood.

Joliet applicant topped list for regional marijuana recommendations

By LAUREN LEONE–CROSS lleonecross@shawmedia.com Before leaving office, former Gov. Pat Quinn received recommendations from his administration on which businesses should receive medical marijuana licenses – but he decided not to act.

That’s according to documents released this week by Gov. Bruce Rauner’s administration to The Herald-News and other media outlets.

Cresco Labs LLC, eyeing a Joliet site for its growing operation, was among the businesses ranked by the state and ranked No. 1 in Illinois State Police District 5 – comprised of Will, Grundy and Kendall counties. Fourteen companies had applied in District 5.

In all, the state scored 56 retailers and 18 businesses to sell and grow marijuana.

seeking licenses to open dispensaries in the region include Midwest Compassion Center Inc. and 3C Compassionate Care Center, which have targeted sites in Shorewood and Naperville, respectively.

Just one cultivation center will receive a permit in Illinois State Police District 5, while three dispensaries will be awarded in Will County.

There will be one dispensary in Grundy and Kendall counties.

Emails and other documents show Quinn was ready to award many of the licenses before he left office.

It’s unclear whether any of these rankings will change, now that Quinn decided to leave the decision to Rauner’s administration. Rauner once called the selection process “rigged,” and subject to cronyism.

An emailed statement

Monday from Rauner’s office said officials would conduct “a thorough legal review” of the process used by Quinn’s administration and “refer our findings” to the Attorney General’s office.

“No licenses will be granted until this process is thoroughly reviewed,” the statement read.

But the fact that a company eyeing Joliet found itself on top of the state’s rankings is good news, said Jim Haller, the city’s community and economic development director.

“It doesn’t hurt to be top on the list,” said Haller, who noted Cresco Labs was “one of the first” businesses to approach city officials about the prospects of having a site in Joliet.

If approved, Cresco Labs LLC is planning to build a 37,600-square-foot facility at 23224 CenterPoint Way. The 11.2 acre site would include

Forest Preserve District puts up fight against emerald ash borer beetle

By LAUREN LEONE–CROSS lleonecross@shawmedia.com FRANKFORT – One by one, ash trees spray-painted with orange dots came crashing down Monday along a twomile stretch of the Old Plank Road Trail in Frankfort, destined for the woodchipper.

A small crew from Homer Tree Care Inc. removed the trees Monday as part of the Forest Preserve District of Will County’s continued battle against the emerald ash borer beetle – a shiny, green Asian insect responsible for the death of ash trees in the last decade across the U.S. “There’s no getting ahead of it,” Dave Robson, the district’s natural resources management supervisor, said Monday. “It’s definitely a lost

battle. That’s essentially why we’re taking this response strategy that we are. I can’t imagine there’s an agency in the county with the resources that could get ahead of this thing.”

District officials budgeted an additional $250,000 this year to remove infested trees deemed dead, or clearly dying, and thus a safety hazard for trail users, Robson said.

Cracking and falling trees pose a threat to preserve users.

The emerald ash borer beetle kills the trees, Robson said, when adult beetles lay eggs on the bark. The larvae then bore in the bark, starving trees of nutrients and water, he said.

“It’s unlikely it’s going to

stop until there’s no host to reside on,” he said. “At some point, the number of ash trees available to them will really start to be difficult to find and that will finally hit the brakes.”

About 3,800 trees have been targeted for removal this year across the district’s various preserves. That’s up from the 2,207 in 2014 and 750 in 2013.

The district plans to spend $250,000 this year, and again in 2016 and possibly in 2017 until staff can get ahead of the infestation.

Tree removal will continue this week along a stretch of trail between Pfeiffer Road and Harlem Avenue in Frankfort. Throughout the year, other trails will need to be closed to public access during the removal process.

Officials excited for new retail development

By FELIX SARVER fsarver@shawmedia.com LOCKPORT – The long-dormant Lockport Square shopping center is showing signs of life, with new stores that may open this fall.

Last week, Lockport city officials heard from owners of the 80-acre site near Interstate 355 and 159th Street. They presented plans for bringing new tenants to one of the lots at the site.

The lot has four units and would have a “retail and restaurant” component, City Administrator Ben Benson said.

“The owners didn’t want to say anything until they formally announce, but they do have some [tenants] that are already planned,” he said.

The owners of Lockport Square include Purinton Development, GMX Real Estate Group and Janko Group. They have hired Mid America Bank and Metro Commercial Real Estate to market the property.

in one major anchor they say will attract other companies to set up shop at Lockport Square. Officials hope that anchor might be Meijer, J.C. Penney, The Home Depot and Target.

Target already owns a 12acre pad at Lockport Square,

though a store has yet to open, Benson said. When the development was approved before the recession hit, Target and Home Depot were slated to open in 2009.

“We would love to have [Target] here as a major tenant and anchor,” Benson said.

Lockport Square has emerged from foreclosure and switched to new owners, who have refurbished the site to make it more marketable, Mayor Steven Streit said. But dealing with Target has been a challenge, he said.

“Either trying to get them to sell [the pad] or build has been our biggest challenge,” he said. “Once that happens, I think the whole site will just build quickly.”

Lockport Square owners said once they find an anchor, they can attract “junior anchors,” such as Sports Au-

thority, T.J. Maxx, Petco and Office Depot. The next step would be developing outlets with businesses such as Wendy’s, Potbelly, Panera and Buffalo Wild Wings.

Streit said he’s excited to see momentum at Lockport Square, hoping it will bring more retail, which has been one of his goals for the city.

“Retail is the toughest nut to crack,” he said. “We’ve moved on housing, industrial and infrastructure. It all sort of leads to retail, and [those businesses] want to make sure they make money.”

Benson said it’s important to balance retail, housing and commercial developments.

“We want to continue to grow, but we don’t want to become too heavy on either commercial or residential. It seems to be working out well,” he said.

Joliet cancels special meeting on Rialto donor

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET – A special Joliet City Council meeting scheduled for Wednesday night to discuss the Rialto Square Theatre’s response to Joliet businessman Jay Bergman’s potential donation for a new marquee has been canceled.

A news release sent Monday afternoon stated the meeting was not necessary due to the Rialto’s governing board meeting earlier in the day; the Will County Metropolitan Exposition and Auditorium Authority’s regular board meeting already was scheduled for Wednesday.

But the agenda for the 4 p.m. meeting at the Rialto’s lower promenade at 15 E. Van Buren St. doesn’t include discussion of the donation.

“At this point in time, there is no item on the agenda related to marquee discussion or Mr. Bergman,” Rialto Director Randy Green said, noting that the only item related to the marquee is “Marquee Review Committee Appointments.”

Green couldn’t confirm Monday whether Bergman’s donation would be discussed among board members.

The city’s decision to cancel the meeting was based on information City Manager Jim Hock said he received Saturday. At that time, Green said Bergman and his donation would be on the agenda, Hock said.

“I’m just going by the information I have,” said Hock, who thought the marquee issue would be near the top of the agenda.

Green couldn’t be immediately reached Monday afternoon to respond to the infor-

mation Hock referenced.

In its announcement canceling Wednesday’s meeting, the city said Mayor Tom Giarrante and the City Council were encouraged to attend the Rialto’s board meeting.

“Since the Rialto has responded to the new donor that the Rialto board [WCMEAA] is concerned about public input regarding any new marquee and scheduled a Rialto board meeting the same day at 4 p.m., the City Council meeting would be redundant,” the release stated.

donation and the marquee if it isn’t discussed at the Rialto board meeting.

Bergman said Friday that he offered the Rialto $350,000 to complete a new marquee sign at the theater. But after Rialto management and board members said they needed to go through a public review process over a redesign of its proposed marquee, he pulled the offer.

That followed Joliet businessman Ed Czerkies, who pulled his donation for the marquee following controversy over the sign’s design and a memorial honoring Czerkies’ parents.

Bergman said he would replace the memorial with the words “The Jewel of Joliet,” but he talked to Rialto management about using the same proposed design.

Attorneys battle over venue for Caesars bankruptcy case

By RANDALL CHASE The Associated Press WILMINGTON, Del. – A court battle over whether the bankruptcy case of casino giant Caesars Entertainment Corp. should proceed in Delaware or in Illinois was postponed Monday because of the East Coast snowstorm.

U.S. Bankruptcy Judge Kevin Gross, the judge presiding over Monday’s hearing in Wilmington, Delaware, said he was concerned about the safety of attorneys, many of whom live and work in New York, where forecasters were calling for blizzard conditions. The hearing is set to resume Tuesday by telephone.

The hearing pits Caesars, the parent company of Harrah’s Joliet Hotel and Casino, against major creditor groups who want the case in Delaware. That’s where the creditors filed an involuntary bankruptcy petition just days before Caesars’ operating unit filed its own Chapter 11 case in Chicago.

“They defaulted on their debt and bet that none of their creditors would force them into

bankruptcy involuntarily,” said Thomas Lauria, an attorney for the trustee representing certain noteholders. “They lost the bet.”

Creditor attorneys allege that one reason Caesars filed in Illinois is because it will be easier there to shield company officials from lawsuits over their pre-bankruptcy conduct, which creditors say included improper transfers to shield the operating unit’s assets from creditors.

Caesars notes that it owns several Midwest properties and says Illinois is the best place to try to fashion a consensual restructuring that maximizes value for all stakeholders.

Paul Basta, an attorney for Caesars Entertainment Operating Co., said the court should defer to the company’s choice of venue, notwithstanding creditor allegations trying to portray CEOC in a negative light.

But Gross noted that much of Caesar’s argument centers around a restructuring agreement with certain senior creditors that the judge suggested still leaves lots of unanswered questions.

LOCAL BRIEF More than $350,000 raised for USF scholarships JOLIET – For the third consecutive year, the University of St. Francis Caritas Scholarship Ball reached a record level of raising funds for student scholarships.

The 58th Caritas Scholarship Ball was held Saturday and raised more than $350,000 for student scholarships, according to a news release from USF. About 96 percent of USF students receive some form of financial assistance, according to the university, and 62 percent of USF freshmen this fall were the first in their families to attend college.

By BRIAN STANLEY bstanley@shawmedia.com WILMINGTON TOWNSHIP – A Manhattan man whose body was found in a field Sunday afternoon suffered head injuries consistent with a car crash, according to the Will County Coroner’s Office.

Will County sheriff’s spokeswoman Kathy Hoffmeyer said Terence W. Mulcahy, 55, spoke to his daughter on the phone about 6 p.m. Friday to say he was going to Anson’s Pub in Symerton.

“His daughter came back Saturday afternoon. He wasn’t home, and his cellphone went straight to voice mail,” Hoffmeyer said. “He had gone to the bar, but it was unusual for him to be gone that long.”

Before Mulcahy’s daughter contacted police Sunday to file a missing persons report, Mulcahy’s damaged car was found on Arsenal Road and towed from the scene, Hoffmeyer said.

After he was reported missing, police went back to search the area where the vehicle was found. About 2 p.m., Mulcahy’s body was found by Wilmington Emergency Management workers in a field a quarter-mile north and 500 feet east of South Arsenal and South Martin Long roads – close to where his car was found.

Will County Coroner Patrick K. O’Neil said an autopsy performed Monday showed Mulcahy sustained head injuries consistent with a car crash “and showed signs of cold exposure.”

JOLIET – A lawyer will defend himself on charges he tried to hire another jail inmate to kill his estranged wife.

Robert W. Gold-Smith, 52, referred to assistant Will County Public Defender Stephen Whitmore as a “saboteur, conspirator [and] prevaricator” while asking Judge Daniel Rozak on Monday to proceed without representation in his solicitation for murder case.

The assistant public defender is the fourth attorney to represent Gold-Smith, whose trial has been delayed while his sanity and mental fitness are evaluated.

In November 2010, GoldSmith’s then-wife sought an order of protection after he allegedly grabbed her by the hair and began punching her in the face as they walked out of a courtroom, investigators said.

Gold-Smith was jailed in March 2011 afRobert W. ter violating Gold-Smith the order of protection and allegedly approaching two inmates on separate occasions to kill her.

After the public defender was removed, Gold-Smith sought expanded access to the law library, but Rozak refused to sign that order.

Library clarifies contract with firm in potential bid

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – The Plainfield Public Library board cleaned up some language in its contract with an owner’s representative firm to make sure the company is providing regular updates on a pre-referendum process and to clarify the goals to be met.

During a meeting Wednesday, board Vice President Patricia Lynn Miller brought up some points she wanted to clarify in a contract with Oakbrook Terrace-based CCS International Inc. The board hired the firm Jan. 14 after a lengthy interview process to become the board’s hands-on representative firm, handling prepara-

tions for a potential referendum in November 2016.

“I just want to verify,” Miller said, as she went over language in the contract, adding she wanted to make sure “gentlemen’s agreements” with the firm were in the contract.

The contract’s language was amended to open up possibilities of a new library or expansion of the existing one at 15025 S. Illinois St. in Plainfield.

It also was amended to ensure a monthly progress report at the board’s regular meetings and a final report would be conducted by the firm, not the library.

CCS representative Graham Harwood said he will be providing constant updates to the board and library staff.

The library also appointed

Plainfield resident Jason Puetz to take over the unexpired twoyear term of Gretchen Fritz, who left when elected to the Will County Board.

The board is in the beginning stages of determining if a referendum is needed to expand the library amid growing space concerns.

Library Director Julie Milavec said the space has been a need since before 2009, when the library board issued a referendum that didn’t pass.

While the plan has been to prepare for a potential referendum in November 2016 along with the presidential election, Milavec said the library also could aim for the spring primary 2016 election.

PLAINFIELD – Police are searching for a gunman who robbed a gas station Monday.

Police Chief John Konopek said the holdup occurred at the Shell Gas, 16141 Route 30. The robbery took place about 5:45 p.m., Sgt. Mike Fisher said.

“A single suspect came in on foot [while covering his face] and displayed a handgun to the clerk,” Konopek said.

“After taking cash, he ran from the scene. It appears he then got a ride, but no witnesses were able to describe the vehicle,” Konopek added.

ANDREW G. VOLLMER Born: May 18, 1921 Died: Jan. 24, 2015

Andrew G. Vollmer, age 93, a lifelong resident of Joliet, passed away Saturday, January 24, 2015, at the home of his son, with his family at his side.

Born May 18, 1921 in Joliet, he was the son of Joseph Michael and Emilie (nee Zeman) Vollmer. He was a decorated United States Marine Corp veteran of World War II, whose service included the Battle of Iwo Jima. Andy retired from Caterpillar, Inc., where he worked over 20 years as a machinist, and was a proud member and past President of Local #851, Machinists and Aerospace Workers Union.

He was a life member of the U.S. Marine Corps League and a founding member of its Joliet Detachment. He was also a life member of Cantigny Post #367, V.F.W. A lifelong member of St. John the Baptist Catholic Church, he was an active volunteer with the church food pantry. Andy was also a lifelong Cub fan and an avid fisherman.

Surviving are his five children, Leann (late David) Bianchi, Paul (Marilyn) Vollmer, and Michael (Debbie) Vollmer, all of Joliet, Bruce (Lou Ann) Vollmer of Columbia, MD, and Christopher (Connie) Vollmer of Shorewood; ten grandchildren; eleven great-grandchildren; and two great-great-grandchildren.

Preceded by his beloved wife, Leota (nee Rhodes) Vollmer (Jan. 17, 1991); his parents; one daughter, Theresa, in infancy; and his dear friend, Fr. Tom Shaughnessy, OFM. Memorial Services for Andrew Vollmer will be held Thursday, January 29, 2015, at 10:00 a.m. at the Fred C. Dames Funeral Home, 3200 Black at Essington Rds., Joliet. Leonard weighed only one pound at birth and went on to achieve many things. He served in the United States Army and National Guard for six years. He retired as a Battalion Chief from Argonne National Laboratory Fire Department after 35 years of service. Member of Romeoville Volunteer Fire Department, served as Police and Fire Commissioner for the Village of Romeoville. Leonard organized the first Romeoville Junior Fire Department. He also was a Boy Scout Leader of Troop 20 in Romeoville, Served as Chairman of the Romeoville Chapter of the American Cancer Society. He also very proudly served as Secretary of the Illinois Fire and Police Commissioners Association.

Many people will remember him as their CPR Instructor, he touched and inspired many people and will be deeply missed by all who knew and loved him.

Ex-Johannesburg police chief dies, was jailed for corruption

By LYNSEY CHUTEL The Associated Press JOHANNESBURG – The legacy of former apartheid activist and member of parliament, Jackie Selebi, who died Friday, may be overshadowed by his disgrace as national police commissioner.

The former top police official, who also was president of Interpol from 2004 to 2008, was convicted of corruption in 2010, and was accused of accepting bribes from a drug smuggler in exchange for tipoffs into investigations.

During his sentencing, Judge Meyer Joffe described Selebi as “an embarrass-

ment” and quoted the former commissioner’s own words to him, in which Selebi promised to stop police corruption and “fight crime with clean hands.”

Selebi, a senior member of the ruling African National Congress, maintained his innocence, describing an alleged political conspiracy.

The judge dismissed Selebi’s argument that he was targeted by political enemies who wanted to punish him for his criticism of an elite crime-fighting unit. After losing an appeal, Selebi was sentenced to 15 years in prison, but was released on medical parole after eight months.

Illinois Environmental Protection Agency Public Notice Proposed Issuance of a Construction Permit ExxonMobil Oil Corporation in Channahon ExxonMobil Oil Corporation has applied to the Illinois Environmental Protection Agency for an air pollution control construction permit for equipment that would remove water from certain feeds prior to processing in the existing Fluidized Catalytic Cracking (FCC) Unit at its Joliet Refinery. The site is located at I-55 and Arsenal Road in Channahon. The proposed project involves the installation of a pump and piping to a new in-line settling drum. This new drum would allow the refinery to sustain a higher production rate at the FCC Unit with corresponding increases in emissions. Other downstream units would not be physically modified but would experience an increase in emissions, which have also been addressed for this project.

The project is subject to the state rules for Major Stationary Sources Construction and Modification (MSSCAM), 35 IAC Part 203 for emissions of nitrogen oxides (NOx); however, as the new units associated with this project do not have the potential to emit NOx and the existing units associated with this project that contribute to increases in NOx emissions do not undergo a physical change or change in the method of operation, this project does not trigger a requirement for Lowest Achievable Emission Rate (LAER) for these units. As a requirement of MSSCAM, ExxonMobil shall maintain 441 tons of NOx emission offsets generated by other sources in the Chicago nonattainment area, which is equal to 1.10 times the NOx emissions increase allowed for this project.

The project is not considered a major modification under the federal rules for Prevention of Significant Deterioration (PSD), 40 CFR 52.21.

The Illinois EPA has reviewed the application and made a preliminary determination that the application meets the standards for issuance, including applicable requirements of MSSCAM, and has prepared a draft permit for public review and comment.

The Illinois EPA is accepting written comments on the draft permit. Comments must be postmarked by midnight February 26, 2015. If sufficient interest is expressed in the draft permit, a hearing or other informational meeting may be held. Illinois pays millions to keep inmates who can’t find homes

CHICAGO – Illinois spends as much as $25 million a year to keep inmates in prison because they can’t find suitable places to live that meet the terms of their parole.

Nearly 1,250 inmates are held beyond their release dates each year, the Chicago Tribune reported. The issue mostly affects sex offenders, who face housing restrictions, as well as those subject to electronic monitoring as part of parole.

Corrections officials say the practice began about a decade ago. They’re frustrated by delays, but say they’re tied by restrictions on how close sex offenders can live to schools, parks and other places there are likely to be children. Just nine beds in Illinois halfway houses are reserved for sex offenders, none of them in Cook County, according to officials.

Prisoners must be released by the time their parole ends, which can be as long as three years. If held for the duration of their parole, they don’t receive any parole services when they do get out.

“We believe it’s better to go back to society in a supervised fashion,” Illinois Department of Corrections spokesman Tom Shaer said. “We believe in the parole mission.”

Shaer said it costs nearly $22,000 a year to keep an inmate in prison, while parole costs about $2,000.

studying potential rail service between Danville and the Quad Cities.

The News-Gazette reported the service was listed among Amtrak’s expansion planning projects in the railway’s 2014 fiscal-year report. The service would include stops in Champaign-Urbana, Bloomington-Normal, Peoria and Galesburg.

Brian Williamsen is a spokesman for the Illinois Department of Transportation. He says the department will review the results after the feasibility study is expected to be completed within the next few months.

The report says the route potentially could be extended to Indianapolis. It also says connecting bus service between the Quad Cities and Danville is being considered in the interim.

The Illinois House last April approved a nonbinding resolution about the Danville-to-Quad Cities route proposal.

Illinois State student critically injured in hit-and-run

NORMAL – Illinois State University officials say a student has been critically injured after a hit-and-run accident.

ISU President Larry Dietz said student Benjamin Allison of Crystal Lake was hurt in the accident. The Bloomington Pantagraph reported that officials say Allison was struck by a vehicle and found in a Normal intersection Saturday morning.

Dietz said Allison is a communication major and student staff member at WZND. Police have arrested a suspect in the case.

WASHINGTON – A two-footlong drone apparently flown by a hobbyist crashed on the White House grounds Monday in an extraordinary, if unintended, breach that raised fresh questions about the president’s security – and a growing threat from the sky.

A man later came forward to say he was responsible for the mishap in the middle of the night and hadn’t meant to fly the drone over the complex, officials said.

“Initial indications are that this incident occurred as a result of recreational use of the device,” said Secret Service spokesman Brian Leary.

President Barack Obama and his wife, Michelle, were overseas when the quadcopter struck the southeast side of the grounds at about 3 a.m. Daughters Sasha and Malia stayed behind in Washington; it was not known whether they were at the mansion.

Officials believed the intrusion to be the first of its kind on the White House grounds, although not the first in the vicinity.

Ex-CIA officer convicted of leaking secrets

ALEXANDRIA, Va. – A former CIA officer was convicted Monday of leaking classified details of an operation to thwart Iran’s nuclear ambitions to a New York Times reporter.

Jurors convicted 47-year-old Jeffrey Sterling, of O’Fallon, Missouri, of all nine counts he faced in federal court. On the third day of deliberations, the jurors had

told the judge that they could not reach a unanimous verdict. But they delivered guilty verdicts later in the afternoon after the judge urged them to keep talking.

At issue in the two-week trial: Who told journalist James Risen about the secret mission, one that former Secretary of State Condoleezza Rice testified was one of the government’s most closely held secrets as well as one of its best chances to thwart Iran’s nuclear-weapons ambitions?

The case was delayed for years as prosecutors fought to force Risen to divulge his sources, though they ultimately decided not to call him to testify once it became clear he would not reveal those sources even if jailed for contempt of court.

Deficit to shrink to lowest level of Obama presidency

WASHINGTON – Solid economic growth will help the federal budget deficit shrink this year to its lowest level since President Barack Obama took office, according to congressional estimates released Monday.

The Congressional Budget Office also projects a 14 percent drop in the number of U.S. residents without health insurance, largely because of Obama’s health law.

In a report released Monday, CBO says the deficit will be $468 billion for the budget year that ends in September. That’s slightly less than last year’s $483 billion deficit.

Snowstorm threatens to paralyze the Northeast

By MEGHAN BARR The Associated Press NEW YORK – Tens of millions of people along the Philadelphia-to-Boston corridor rushed to get home and settle in Monday as a fearsome storm swirled in with the potential for hurricane-force winds and 1 to 3 feet of snow that could paralyze the Northeast for days.

Snow was coating cars and building up on sidewalks and roadways in New York City by evening, and light snow was falling in Boston. Forecasters said the storm would build into a blizzard, and the brunt of it would hit late Monday and into Tuesday.

As the snow got heavier, much of the region rushed to shut down.

More than 7,700 flights in and out of the Northeast were canceled, and many of them may not take off again until Wednesday. Schools and businesses let out early. Government offices closed. Shoppers

stocking up on food jammed supermarkets and elbowed one another for what was left.

Broadway stages went dark.

“It’s going to be ridiculous out there, frightening,” said postal deliveryman Peter Hovey, standing on a snowy commuter train platform in White Plains, New York.

All too aware that big snowstorms can make or break politicians, governors and mayors moved quickly to declare emergencies and order the shutdown of streets and highways to prevent travelers from getting stranded and to enable plows and emergency vehicles to get through.

“This will most likely be one of the largest blizzards in the history of New York City,” New York Mayor Bill de Blasio warned.

He urged New Yorkers to go home and stay there.

Up to now, this has been a largely snow-free winter in the urban Northeast. But this storm threatened to make up

the difference in a single blow.

Boston was expected to get 2 to 3 feet of snow, New York 1½ to 2 feet and Philadelphia more than a foot.

The National Weather Service issued a blizzard warning for a 250-mile swath of the region, meaning heavy, blowing snow and potential whiteout conditions. Forecasters warned that the wind could gust to 75 mph or more along the Massachusetts coast and up 50 mph farther inland.

New York City’s subways and buses planned to shut down by 11 p.m. In Massachusetts, ferry service to Martha’s Vineyard was greatly curtailed and to Nantucket was suspended. Commuter railroads across the Northeast announced plans to stop running overnight, and most flights out of the region’s major airports were canceled.

Authorities banned travel on all streets and highways in New York City and on Long Island and warned that violators could be fined $300.

By VANESSA GERA The Associated Press OSWIECIM, Poland – A decade ago, 1,500 Holocaust survivors traveled to Auschwitz to mark the 60th anniversary of the death camp’s liberation.

On Tuesday, for the 70th anniversary, organizers are expecting 300, the youngest in their 70s.

“In 10 years there might be just one,” said Zygmunt Shipper, an 85-year-old survivor who will attend the event in southern Poland to pay homage to the millions killed by the Third Reich. In recent years, Shipper has been traveling around Britain to share his story with school groups, hoping to reach as many people as he can while he has the strength.

“The children cry, and I tell them to talk to their parents and brothers and sisters and ask them, ‘Why do we do it, and why do we hate?’ ” he said. “We mustn’t forget what happened.”

But as the world moves inevitably closer to a post-survivor era, some Jewish leaders fear that people already are starting to forget. And they warn that the anti-Semitic hatred and violence that are on the rise, particularly in Europe, partly could be linked to fading memories of the Holocaust.

Ronald Lauder, president of the World Jewish Congress, said the recent massacres in

Paris, which targeted Jews and newspaper satirists, are proof of growing hatred and extremism. It’s a message he plans to stress in a speech Tuesday at the former site of Auschwitz-Birkenau, where the Nazis killed more than 1.1 million people, most of them Jews.

“Shortly after World War II, after we saw the reality of Auschwitz and the other death camps, no normal person wanted to be associated with the anti-Semitism of the Nazis,” Lauder said. “But as the Holocaust grows more distant and survivors disappear, extremists grow more bold in targeting Jews. Stoked by a false narrative that blames Israel for a litany of the world’s problems, anti-Semitism is resurgent and deadly.”

Distance from the Holocaust is only one factor behind the rising anti-Semitism, and experts also fault the ease with which hateful propaganda is spread on the Internet and the growing presence of radical Islam in Europe. In Hungary and Greece, far-right movements have grown stronger amid economic decline.

“Fading memories are one reason for the rise in anti-Semitism, but anti-Semitism was always there,” said Abraham Foxman, national director of the U.S.-based Anti-Defamation League and a survivor himself. “We have hidden it, made it unacceptable, made it un-PC, but we

never really eliminated it.

The consciousness of what anti-Semitism was, of Auschwitz, was prevalent; it kept the lid on it. It wasn’t acceptable to be anti-Semitic.”

Despite the troubling trend, there also are reasons for hope. Mainstream society has become more vigilant, and Holocaust educators say interest in the Holocaust keeps growing. Also, anti-Semitism remains a huge taboo for most politicians and mainstream societies in the West. Political opposition to anti-Semitism will be underlined by the presence Tuesday of the presidents of Germany, France and Poland, along with many other European leaders and royalty.

In Germany, which has stressed Holocaust education for years, leaders, media and most citizens show little tolerance for anti-Semitism. A recent example came just days ago, when a photo surfaced of an anti-immigrant leader, Lutz Bachmann, sporting an Adolf Hitler moustache and his hair combed over like the Fuehrer. Comments also emerged in which he called refugees “cattle” and “filthy.”

Although he called the photo a joke, German leaders and the media found nothing funny. Their condemnation was swift and resolute, and Bachmann immediately resigned from his role as a head of the anti-immigrant group he helped found, PEGIDA.

MOSCOW – A defiant President Vladimir Putin on Monday called Ukraine’s army a “NATO foreign legion,” reflecting his readiness to stand up to the West despite rising economic costs, as Standard & Poor’s rating agency downgraded Russia’s credit rating to junk.

While the Russian ruble tumbled further on the news of the downgrade, Putin’s spokesman shrugged off the Western threat of more sanctions as “short-sighted.”

The Kremlin’s uncompromising stance is rooted in its desire to prevent Ukraine from ever joining NATO.

Dwindling group of survivors to visit Auschwitz 70 years later

BEIRUT – Jubilant Kurdish fighters ousted Islamic State militants from the key Syrian border town of Kobani on Monday after a four-month battle – a significant victory for both the Kurds and the U.S.-led coalition.

The failure to capture Kobani was a major blow to extremists whose hopes for an easy victory dissolved into a costly siege under withering airstrikes by coalition forces and an assault by Kurdish militia.

Several U.S. officials said they couldn’t confirm Kurdish fighters gained full control of Kobani but added they have no reason to disbelieve it.

Congress must not give up its authority GUEST VIEW U.S. REP. DAN LIPINSKI In his State of the Union Address, President Barack Obama requested that Congress grant him Trade Promotion Authority – also known as fast-track authority – so Congress only would be allowed an up-or-down vote on any trade agreement with no amendments.

Unfortunately, Republicans seem ready, if not eager, to give the president this authority. But Congress already has ceded too much power to the executive and judicial branches, and Americans deserve more transparency and an opportunity for input, not less.

It would be especially problematic for the American people – especially the middle class – if Congress gave up its authority when it comes to trade agreements, considering how harmful many of these deals have been to American workers over the past 20 years.

Since NAFTA was signed, Illinois alone has lost 293,000 manufacturing jobs. These were quality jobs with high wages and good benefits that supported middle-class families. Since that time, we’ve seen Democratic and Republican presidents continue to negotiate trade agreements with policies that have led to a soaring trade deficit, stagnant wages and continued outsourcing.

President Obama lobbied Congress to pass the Korea-U.S. Free Trade Agreement a few years ago. We were promised 70,000 new jobs and soaring exports, but the cold reality is a loss of 60,000 in jobs in the past two years and a 25 percent increase in the manufactured goods trade deficit with Korea. Right now, the president is negotiating the Trans-Pacific Partnership with 11 major Asian countries that comprise 40 per-

cent of the United States’ goods trade. The United States already has a more than $40 billion manufacturing trade deficit with these countries, and past experience with trade deals indicates this could get much worse, costing more American jobs. Making matters worse, U.S. manufacturers, such as automakers and the steel industry, have serious concerns about currency manipulation by Japan and others, which directly undercuts American jobs and export opportunities, and there’s no assurance the president’s trade negotiators will fight to prevent this type of economic deceit in the trade pact.

I’ve always said that American manufacturers are the best and most innovative globally, but they can’t compete if we keep ramming through free trade agreements with countries that aren’t being held to a high standard and a level playing field. The passage of my bipartisan manufacturing strategy legislation last Congress was an important step forward for reinvigorating this sector; but even the passage of legislation like that doesn’t change the reality that America’s workers and businesses cannot prosper if our trade policies force them to compete with one hand tied behind their backs.

That’s why Congress needs to consider any trade agreement through regular order procedures that include real debate and the ability to offer amendments, not just one up-or-down vote on an agreement that was negotiated without transparency. Otherwise, we’re just passing an agreement that repeats the mistakes of the past, putting Americans out of work, threatening our environment, weakening food standards and lowering workers’ rights globally.

Obama’s vision for America’s future to be tested by Congress In his State of the Union address, the U.S. president – who excels in his rhetoric skills – said it’s time to focus more on values than policies.

Proudly declaring recession is an issue of yesteryears, Barack Obama promised policies that will benefit America across the board, to what he termed “middle-class economics.”

Apparently acting in the footprints of his predecessor, President Franklin D. Roosevelt, Obama wants to usher in a New Deal wherein families can help plan for the foreseeable future, as their concerns on social welfare are taken care of by the state.

Urging Americans to turn a new page after the worst recession since the Depression of 1933-38, he said it’s time to commit to an economy that generates rising incomes and chances for everyone.

Obama’s outlook will be judged closely in the light of his performance in terms of health care, immigra-

tion and taxing the rich. The salient features of his vision were to raise minimum wages, help millions of students pay for college fees, stringent consumer protection laws and, last but not the least, to shut down the notorious prison in Guantanamo. Iran, Cuba and involvement in the Middle East are other issues that are likely to widen the gap between the White House and Congress.

The million-dollar question, however, is will the Republican-dominated Congress allow him to tread the path of opportunities for all or obstruct his executive decisions by legislating to the contrary?

Some veterans on Capitol Hill already have dismissed Obama’s landmark speech on America’s future as one based on class warfare. The president has to walk the talk to leave behind a legacy that is futuristic in essence.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

@shawmedia.com FRANKFORT – Lincoln-Way West girls basketball coach Ryan White knew his team’s season-long 19-game winning streak was in jeopardy if his squad didn’t go out and earn the victory in their showdown Monday at Lincoln-Way North.

After all, the Phoenix were riding a 15-game win streak of their own since their last defeat, Dec. 9 to the Warriors.

While West managed to grab a 21-19 halftime advantage, North took control after the break and led by as many as 10 points before settling for a 50-41 victory in a clash between the top teams in the SouthWest Suburban Conference Red Division.

The squads are tied for first place in the league with 8-1 marks, with each having five games left on their conference schedule.

“Pace has been our big thing, getting up and down; and to their credit, they were able to limit that and make it more of a half-court game, where we’ve struggled at times,” White said. “It’s hard to get turnovers against good teams, and we’ve kind of lived on that with our press to kind of get us into transition. But their guards handled it, and they did a good job.

“We tried to tell them before the game that they were going to have to earn the victory since North was not going to give us anything. And I felt like we played like we deserved to win the game and not played as if we needed to earn it. Dani Morgan never seemed to get going; and we live and die a lot with perimeter shots, and they weren’t falling tonight.”

The momentum began to swing toward North (19-3) during the third quarter when it turned a 23-21 deficit into a 36-28 advantage, thanks to five points from Lanie Hicks (16 points) and four points from Millie Savic (10 points, six rebounds).

But after the Phoenix went up by 10 after a layup by Lauren Hunter (six points, nine rebounds) early in the final quarter, West (19-1) responded with a 6-0 run with Deven Bax

Spend time at a high school bowling tournament, and you develop a new appreciation for coaches.

Examples fresh in my mind come from Saturday’s SouthWest Suburban Blue tournament at Strike and Spare II in Lockport.

When I struck up a post-tournament conversation with Joliet West coach Jeff Bailey, he began with this: “My anchor girl [Gracie Plese] is really strong. She got down on herself.”

She felt she had let her team down. So Bailey, whose team won the conference title and sported the first-, second- and fourth-place finishers, was called on to do some consoling on this happy occasion.

The thing that runner-up Lockport coach Art Cwudzinski and I talked discussed

was how deep his team is.

The regional is coming up Feb. 7, and eight girls maximum can be on the state series team.

Cwudzinski’s issue is he has nine girls averaging above 190. He called having to decide which one of the nine will not be on the state team “the tough part of being a coach.” It is tearing him apart. As he said, “Somebody is going to be very disappointed.”

On top of that, the Porters are so balanced that other than junior Nikki Mendez, Cwudzinski said he has “no idea” who is starting five will be in the regional. That’s another decision that could keep him awake nights.

Remember, Joliet West and Lockport finished 1-2 in the SWS Blue tournament.

The Tigers won with a 6,264 total; and the Porters finished at 6,046, more than 1,000 pins better than third-place Bolingbrook in the six-team field.

By JEFF DEGRAW Shaw Media Correspondent This weekend, the 13th boys state bowling tournament will take place at St Clair Lanes in O’Fallon.

A rich tradition has been established among Will County high schools with two team state titles and four individual champions. For the second consecutive year and fifth time in six years, three teams will represent the area – Minooka, Plainfield North and Lockport.

Five individuals also represent local programs including David Eggert (Lincoln-Way West, regional and sectional champion), Cody Surges (Romeoville) and Matt Strzechowski and Steve Stropkovic (Bolingbrook). Patrick Lopez (Plainfield East) received one of two individual at-large bids.

Minooka won regional and sectional titles for the second straight year and will be in its fifth state meet, all under coach Derrick Rapsky. The Indians finished fifth last year and fourth in 2013.

“This has that same feel – we have a chance, we want to get a trophy,” Rapsky said.

“We know what this is all about, with all of the bells and whistles that go on at the state

finals. None of that will be a surprise to anyone. Everyone has done a great job this year; and our subs, a big part of our team, will really be important this weekend.

“You have to average around 6,500 each day to have a shot. We have done that this year. We just need to bowl like we are capable.”

Seniors Jack Russell and Chris Dombrowski will make their third trip to state; senior Alex Gugliemucci, junior Dylan Pickett and sophomore Kai Devine their second; and senior Kris Koesema and sophomores Ryan Koesema and Austin Schomig their first.

Plainfield North qualified for state for the first time with a third-place sectional finish.

“This has been a long time coming,” North coach Brian Dunn said. “We have no idea what this will be like; but, as always, we will look to carry each other as a team.”

The Tigers’ lineup will include seniors Matt Gurgel, Dillon McGuire, Eric Maybach and Steven Sussenbach, juniors Ryan Carlson and AJ Auriemma, and sophomore Jack Baggs.

“Matt (Gurgel) and Dillon (McGuire) are our captains,” Dunn said. “They have come so far in their careers. When they came out as freshmen, I

cut Matt, and Dillon was the last one I kept.”

Lockport qualified for the third consecutive year and eighth overall with a fifthplace sectional finish.

The Porters won the title in 2013 and had a second place in 2009. Lockport has had three individual champions in Shane Matejcek (2013) and Kyle Anderson twice (2010 and 2011). He is the only two-time champion in state history.

This time, the Porters will head to O’Fallon under coach Ron Davis, who took over for longtime coach Jeff Wyatt.

“This team always finds a way to get the job done. They really understand what it’s like to be part of a team,” Davis said. “They know all about the tradition Lockport has, and they have all been to state, either as a competitor or to watch.”

Lockport will have a mixed group with seniors Brian Baer and Brandon McDowell, juniors Mike Pruchnik, Noah Zwit and Philip Jackinoski, sophomore Andy Sims and freshman Alec Buchaas.

“We have so much potential, but potential doesn’t mean anything unless you use it,” Baer said. “We have a few tiny things to fix; and if we take all our experiences from throughout the year and put it togeth-

er, you never know.”

The other area state team champion was Plainfield South in 2010.

Area individuals are also excited about the opportunity.

Eggert, a junior, has some big shoes to fill. His teammate from last year, Josh Glover, won the title with the best 12game score (2,967) in state history, a 247.3 average.

“My goal all season has been to get to state. I saw Josh recently and we talked,” Eggert said. “I’m trying to relax more and let the ball work for me. I was overthrowing early in the season. With this new ball I just got, it seems to be working. It would be great to medal.”

Surges, who led Romeoville this season, had a 236 final sectional game to secure a qualifying spot.

“I just have to stay calm, make good shots and pick up my spares. This will be fun,” he said.

“Matt was there last year and really wanted to get back, Steve bowled five consecutive strikes in the last game to make it,” Bolingbrook coach Brian Wayne said of his two qualifiers.

Plainfield East’s Lopez had the highest six-game series (1,297) from nonqualifiers to earn his bid.

By DRAKE SKLEBA Shaw Media Correspondent FRANKFORT – The Bolingbrook boys basketball team, behind McDonald’s All-America candidate and Colorado Statebound guard Prentiss Nixon, whipped SouthWest Suburban Blue foe Lincoln-Way East, 6940, Monday night.

The Raiders (11-5, 5-1) moved into a first-place tie with Homewood-Flossmoor in the SWSC Blue. Nixon scored 18 points to go with two assists, six rebounds and four steals.

“It’s all about coming out with energy here at East,”

Nixon said. “I took some ill-advised shots, and we fell behind early. We turned on the energy and began to play well and got this big win. I played well, but I owe it all to my teammates for playing together.”

Bolingbrook’s 6-foot-4 Dimitri Akenten scored 14 points and hauled down 16 rebounds, six offensive.

“This was personal tonight for us,” Akenten said. “We all came out and played hard, played well and came away with a big win. It was personal tonight for me. I played well, but all of us played well, and that is why we continue to

win.”

Jackson Bax (eight points) hit a 3-pointer to help East take a 7-2 lead. Bolingbrook then went on a 14-0 run. Nixon scored the last nine points of the run for a 16-7 lead with a minute to go in the first quarter.

Akenten took over in the second quarter. His put-back gave the Raiders a 34-16 lead with a minute to go in the half.

Akenten scored seven points and had four boards in the quarter. Bolingbrook led, 3618, at the break.

Akenten continued to rebound in the third quarter,

hauling down seven – four offensive – and scored six points.

Nixon’s second 3-pointer of the game closed the quarter with the Raiders up, 56-31.

Lincoln-Way East (6-9, 1-5) was led by Bax, and juniors Andrew Garcia and Justin Siorek, who scored eight. Julian Torres added eight points and hauled down six rebounds for Bolingbrook.

“We played very well,” Bolingbrook coach Rob Brost said. “Prentiss and Dimitri are fine players and playing very well right now. The entire team is playing very good basketball.”

JOLIET – The Joliet Slammers baseball team will host an open house Feb. 21 at Silver Cross Field for current and prospective host families to visit with manager Jeff Isom, who will be returning for the 2015 season along with hitting coach Matt Kennedy and pitching coach Pascual Santiago.

The 2015 season will mark Isom’s second with the Slammers and fourth in Joliet, having managed the JackHammers in 2005 and 2006.

The open house will be in the Joliet Area Sports Hall of Fame room on the Jefferson Street side of the ballpark.

Appetizers and beverages will be served at no charge, and special one-day-only discounts on merchandise will be available.

The mascot Spikes will join the coaches for a little “chalk talk” to provide current and prospective host families the inside scoop on the workings of the 2015 roster.

The Slammers always are looking for new local families interested in hosting players from April through September each summer. The open house will be an opportunity for those interested to learn more about the program and the Slammers.

Kaminsky, who was inducted into the Lewis Athletics Hall of Fame in 1992, played from 1974 to 1977. In three seasons, he scored 1,521 points and had a 19.3 average. He is eighth overall in school history for career scoring.

Miller played from 1977 to 1980. In all three seasons, he averaged double figures with a high mark of 15.7 as a sophomore.

Robson, who was inducted into the Lewis Athletics Hall of Fame in 1992, competed from 1970 to 1974. He was a fouryear starter and a unanimous All-Midlands selection in 1970 and 1974.

Williams, who was inducted into the Lewis Athletics Hall of Fame in 1987, played from 1973 to 1975. He owns Lewis’ season record for points scored (776 in 1973-74), season scoring average (27.7 in 1973-74) and career scoring average (22.9).

So why are we talking about deflated footballs?

BEARS INSIDER Hub Arkush It’s Monday afternoon in Phoenix, and things are still fairly quiet – but that won’t last for long.

The Seahawks arrived Sunday evening a few hours before the Pro Bowl, and the Patriots were due in town about 3:45 local time Monday after getting out of Boston just in front of the crippling storm that threatened New England.

I wonder what that will do to all the footballs the Pats left behind in Foxborough?

I have avoided any discussion of “Deflategate” or “Inflateaball” until now, and my hope is this is the only time I have to discuss it this week.

My huge issues with this story are it’s another black mark and red face for the league, and a bit of an embarrassment to media and fans who must have thought McCarthyism was a great thing, too.

Bill Belichick was found guilty of cheating in “Spygate,” and he and the Patriots each suffered the most serious penalties ever for rules violations.

And I get it if you want to assume Belichick is capable of cheating again, although I suspect he’d really prefer to avoid any more half-million-dollar fines or the loss of any more first-round draft picks.

But the facts here are Belichick hasn’t even been accused of cheating by the NFL yet, there is absolutely no evidence that’s been made public that anyone cheated; even the reports of the number of footballs that were underinflated or how much pressure they lost has not been confirmed officially.

And I’d bet my life there are no communists coaching or playing for the Patriots.

The great thing about being at the Super Bowl right now is that the place is swimming with league and team sources, along with hundreds of media members who are really good at rooting these things out.

I’ve spoken to dozens of them, and no one is aware of any actual facts to support the allegations that the Patriots cheated.

Beyond that, even though Patriots and Belichick haters will never accept it, there are all kinds of scientific facts that explain how the balls might have – and I emphasize MIGHT HAVE – lost air pressure while the Colts; footballs didn’t.

What is truly disturbing is a number of my sources believe this whole thing could have been a sting operation by the league – that someone was tipped off to the possibility the Pats were deflating their footballs. I’m really sorry and even a bit embarrassed, but that’s just funny to me, guys. Rather than take steps to stop it, the league tried to catch them in the act without ever thinking the whole thing through?

A number of the conspiracy theorists believe this all began with members of the Ravens tipping off the Colts or the league, or that possibly it came from folks in the league office with connections to the Jets.

I don’t know if I buy that either, but that’s what I’m hearing from people I respect.

What I do believe is there is no way Belichick was worrying about messing with the game balls or instructing someone else to just hours before a conference title game. The only thing he’s guilty of is making himself too easy a target.

I do think Tom Brady may be lying through his teeth – and while he obviously didn’t mess with the balls, either, he may know someone who did, possibly even at his instruction.

I’ve seen Brady own too many news conferences to have bumbled through the one on this subject the way he did.

Most of all, I know this: Deflated balls and cheating by one of the participants shouldn’t be the story, or a story anywhere near the Super Bowl. And the commissioner and folks who work for him should have at least thought that through before breathing life into this whole thing.

I can’t wait to hear how the commish tries to spin this one on Friday. Talk about a guy having a bad year.

“With everything he has to go through,” Marcy said, “he has the most positive attitude.”

For his part, Ryan is simply riding out this life detour.

The days of extreme fatigue and nausea appear to have passed (“I think my body is adjusting,” Ryan said), but he doesn’t naively believe they are gone.

Rather, Ryan – whose twin siblings, Matt and Kellen, are away at college – chooses to appreciate the good days while realizing he might face another struggle or two.

“I’ve had a lot of support,” Ryan said, “so I lean on my parents, family and friends.”

His fellowship was deferred to fall 2015, when Ryan plans to be in school and working toward his degree. After that, Ryan believes his career options, whether he chooses a hospital setting or retail, are wide open.

“I’ve always loved the sciences in general,” Ryan said, “so I continued to take the courses that excited me.”

At the bridge table, defenders should do a lot of high and low to win style and scorecard points. When defenders use normal signals and discards, an unnecessarily high card is encouraging and the lowest card is discouraging.

But when leading a suit, the opposite applies. A low card from length guarantees at least one honor in the suit and announces a desire to try to win tricks in that suit. But with a weak suit, one leads high.

How do those agreements apply in this deal? South is in three notrump, and West is on lead.

A reliable rule is never to play in two no-trump with a long suit opposite some fit. Either get into the suit at the three-level (if possible) or go for three no-trump.

West leads the spade five.

Declarer takes East’s 10 with his king and plays a club. What should West do now?

South is marked with the spade queen, and almost certainly East would have raised spades with four-card support. So West needs to get East on lead for a spade return through declarer.

The only hope, despite South’s bid in the suit, is the diamond ace.

West should shift to that suit and must lead the nine, his highest card denying interest in that suit. (See tomorrow’s column for the antithesis of this.)

Control and Prevention (CDC) reports that the average person consumes 3,436 milligrams of sodium each day. In contrast, the CDC recommends that no one consume more than 2,300 milligrams (about a teaspoon of salt) per day.

However, if you are 51 years of age or older, or if you are an African-American of any age, or if you have high blood pressure or diabetes or kidney disease, you should consume no more than 1,500 milligrams of sodium per day.

That covers the majority of adults in the U.S. Start by paying attention to how much sodium is in the foods you eat.

You can find this information on food labels.

(I’ve put a table showing the top 10 food sources of sodium in the American diet on my website, AskDoctorK.com. Avoid these foods, or at least go light on them.)

Watch out for hidden sodium, too. Some foods that are high in sodium may not taste especially salty.

Examples include breakfast cereals, bakery muffins, energy and sports drinks.

Also pay attention to potassium. In contrast to sodium, more potassium in your diet helps keep blood pressure in check.

Many fruits and vegetables, like bananas, oranges and grapefruit, are naturally low in sodium and are good sources of potassium. The CDC recommends that people consume 4,700 milligrams of potassium each day from food (not supplements).

Dear Doctor K: I have high blood pressure, and my doctor advised me to cut back on salt. Can you explain how salt affects blood pressure?

Dear Reader: Blood pressure is the force of blood pushing against the walls of the arteries as the heart pumps blood. High blood pressure, also known as hypertension, is blood pressure greater than 140/90 mm Hg. High blood pressure increases your risk of stroke, heart attack, kidney damage, loss of vision and other health problems. Many studies show that blood pressure rises with higher levels of sodium in the diet.

Salt – sodium chloride – is essential for survival. But when you take in more sodium than your body needs, your body holds on to water to dilute the sodium. As a result, the amount of fluid in your blood vessels increases. That raises the pressure inside your blood vessels, and it makes the heart work harder.

Research has shown that higher salt intake is linked to increased risk of strokes and heart disease. And the landmark DASH-Sodium trial showed that cutting back on salt lowers blood pressure. (The DASH diet was developed by nutritionists to lower blood pressure.

Key features include plenty of fruits, vegetables and whole grains; several servings daily of low-fat dairy products; some fish, poultry, dried beans, nuts and seeds; and minimal red meat, sweets and sugar-laden beverages.)

But does cutting back on salt save lives? Yes, it does. Several studies have shown that lowering dietary sodium leads to fewer deaths from heart attacks, strokes and other cardiovascular events.

So what should you do?

If you’re the “average person” in the United States, you should reduce your daily sodium intake. The U.S. Centers for Disease

Without knowing the whole story, without having seen her very recently, it seems everyone has an opinion on what we “should” do. How do we tell these people that, while we appreciate their concern, this is her decision without hurting their feelings and our relationships?
