JOLIET – Residents who have faced attacks by vicious dogs demanded on Monday that the city toughen up ordinances they said now leave neighbors vulnerable to attacks.

They included Greg Hidlebaugh, who shot one of two pit bulls who were attacking him, his wife and their dog Jan. 15 in the Timbers Edge Villas subdivision.

Hidlebaugh and other residents from the subdivision said the same two dogs have repeatedly attacked or chased people in the subdivision, and nothing has been done to stop them.

“The city police come out.

Animal Control is called.

Nothing gets done,” Hidlebaugh said. “This is an ongoing thing, and nothing gets done.”

The residents’ comments added some urgency to the Joliet City Council Legislative and Land Use Committee’s review of the city’s vicious dog ordinance Monday, which started out as a matter of clarifying language in the ordinance without making major changes.

Seven different residents spoke out about personal experiences dealing with vicious dogs.

“We live in a nice community, and everyone’s walking around with sticks in their

hands,” said Tina Magro, another Timbers Edge Villas resident.

Hidlebaugh pointed out one of his neighbors in the audience, a 70-year-old man who was chased into his house by the two pit bulls one day when he went to get his newspaper.

“Now he carries a baseball bat with him because of those dogs,” Hidlebaugh said.

Bob and Doreen Swanson told of their experience with Rottweilers that were allowed to run loose in their neighborhood on North Reed Street in 2014. Bob Swanson said there were attacks in September, November and December before the city held a hearing in January to address the issue.

Catholic Charities in Joliet holding own as state budget impasse drags on

JOLIET – Staff at Catholic Charities in Joliet said they are holding their own during Illinois’ budget crisis but “will have to re-evaluate” if state revenue doesn’t soon make it into their coffers.

“At this time, we’re fully holding our own, but there are some programs and services that may be affected [in the future],” said Kathleen Langdon, spokeswoman for Catholic Charities in Joliet. “We’re running a very mean, lean organization. We’re really focused on current programs, cutting costs wherever we can, and not expanding programs.”

Catholic Charities is owed $329,271 from the state as of Monday, the majority of which funds emergency housing needs, homelessness prevention and family transition programs, according to Langdon. The state – which also cut the nonprofit’s funding by $73,325 this year – is late in paying $73,000 in reimbursements for child care expenses.

The nonprofit is pulling from a line of credit to maintain its programs – including emergency shelter, adult protection services and senior home care assistance.

Some nonprofits are reaching the breaking point sooner than others.

Last week, the largest statewide provider of social services, Lutheran Social Services of Illinois, announced it was being forced to drastically cut staff and close programs as a result of the state budget impasse.

Despite the lack of budget, the state continues to pay about 90 percent of its bills –

such as state employee salaries and pension obligations – because of consent decrees and court orders. Langdon said social service agencies fall into the remaining 10 percent, which is “more than frustrating.”

“It’s scary because we’re cutting services to the most vulnerable and the most marginalized group of people in the state who really don’t have a voice. So they look to us for a voice,” Langdon said. “It’s very frustrating, but it’s also something that can make you angry.”

Catholic Charities employees 266 staff members, most of whom work in early childhood education, community services and the aging and disability division. The nonprofit in Joliet offers housing and emergency shelter, early childhood education, in-home services for seniors, adult protective services and many other critical programs.

“Seniors are having to choose between groceries and prescriptions. It’s terrifying,” Langdon said.

Langdon said as other nonprofits shutter or reduce services, Catholic Charities is seeing an influx in the number of clients, putting pressure on the organization to do more with less.

“There’s a huge gap in time,” Swanson said.

Among ideas discussed at the meeting were:

• Increasing fees and fines charged to owners of vicious dogs; • Setting up procedures to ensure that dogs that attack people are seized; • Creating a vicious dog registry that would list the addresses where they live on the city’s website.

Committee Chairman Terry Morris said the vicious dog ordinance would become “a top priority,” and the committee would meet again at a date to be determined in February to consider what should be done next.

Wednesday. The $28 million construction project, which broke ground June 9, 2014, is down to its finishing touches this week as district officials plan for students to regularly

McCarthy said the center will provide students with the tools to work harder, learn more and give back to the community.

Besides a new cafeteria and kitchen, the students will have access to a bookstore, collaboration spaces, a technology help desk, presentation rooms and a student-run office for Abri Credit Union – a longtime district partner –

D-202 board OKS capital improvement plan

fsarver@shawmedia.com PLAINFIELD – The Plainfield School District 202 Board approved a $7.3 million operational capital improvement plan.

The plan was approved at Monday’s board meeting.

The 2016-17 operational capital improvement plan will cover maintenance and improvement projects for 28 buildings in District 202. Under the plan, a school such as Grand Prairie Elementary School will receive a gym upgrade while Heritage

Grove Middle School will have a fire system upgrade.

The plan will be paid for by construction funds in the district’s budget.

At the Jan. 11 board meeting, the board approved a qualified school construction bond designation application to the Illinois State Board of Education for federal funding maintenance and improvement building projects.

School fees

The board approved new fees for the 2016-17 school year.

Whereas the school fees for

sixth, seventh and eighth grade were $160 for the 2015-16 school year, they will now be $165 for next year.

A $17 Spanish workbook fee was added for middle schools.

The band and chorus fee decreased to $75 and $50 respectively.

At the high school level, textbook and registration fees increased by $2 at $210 for next school year. Driver’s education in and out of the district increased by $50 to $300 and $400 respectively.

Fees for athletics, poms, cheer, Special Olympics, band,

choir, speech team, spring musical, fall play and clubs had increases ranging from $1 to $4. A $10 WILCO transportation fee was added.

Alternative academy textbook fees had increases as well ranging from $2 to $5.

Fund transfers

The board approved the permanent transfer of about $3 million to the debt service from several other funds to meet loan payment obligations.

About $2 million, $69,292, and $795,591 were transferred from the education, transporta-

tion and site funds respectively.

According to the resolution for the transfers, the state mandates payments for debt service should be made from the debt service fund and the amount in the fund currently is insufficient.

John Markley, interim assistant superintendent of business and operations, said the debt service fund, which covers long-term debt, has about $23 million.

Board President Michelle Smith was absent from the meeting.

Plainfield trustees laud library plans; testimony heard

Trustees asked about why the library decided on that specific size, and if it can be energy efficient LEED certified.

Milavec said that the ideal space for a library was one square foot per person in the district, and the 72,000 square feet would be enough as a population rise of 1 to 2 percent per year would offset with a 1 to 2 percent drop in space requirements because of the increasingly tech-oriented nature of the library.

Penney said energy saving measures would be considered for the new library.

vshanker@shawmedia.com PLAINFIELD – Village trustees Monday were impressed with the presentation and amount of detail that Plainfield Public Library officials and architects explained about plans for a new library funded through a referendum.

The Village Board dedicated its Committee of the Whole meeting Monday evening to hear testimony on the library district’s plans, and give it a forum on TV. “This was a very informative presentation, very well thought and very beautiful,” Trustee Margie Bonuchi said about the library designs.

The library board is asking voters this year through a referendum to give the district permission to take out $39 million in bonds, and to increase the limiting tax rate on property taxes for construction and operation of a new 72,000-square-foot library in place of the current building.

The two questions, if passed, will give the library authority to increase property taxes at the rate of $14.91 a month for a $300,000 home, a total of $178.92

Library officials and patrons have pined for more space for the past decade. Library Director Julie Milavec told village trustees that tremendous growth in the district’s population has led to overcrowding of the library and limits on ser-

vices the library can offer.

When the current library broke ground in 1990, Milavec said the district serviced 14,000 people and five schools.

Today, that number is more than 75,000 people and 30 schools.

Pinnacle Drive extension possible with new Romeoville development

vshanker@shawmedia.com ROMEOVILLE – Romeoville trustees last week approved another industrial development that will convert 80 acres of farmland into a 723,200-square-foot warehouse.

The village annexed the 80.34 acres of land, rezoned it to Planned Business and approved a special use permit with some variances for the development.

The move didn’t just add another industrial warehouse to the list of those approved by the village in the past several years, but allowed for the extension of an important road.

“It really opens up the extension of Pinnacle Drive ...

which is so critically important to create a north-south connection through our community,” Mayor John Noak said Wednesday.

Pinnacle Drive currently runs from Key Largo Drive to the industrial park north of Airport Road.

Noak said the road, with the extension, would act as a local alternative for trucks traveling to industrial sites, freeing up traffic on Weber Road and Route 53. He hopes for Pinnacle Drive to eventually connect south with Renwick Road.

Panattoni Development Co., a national real estate corporation that has built other warehouses in Romeoville, will develop the site at Airport Road and Midway Drive,

which also includes plans for a future 400,000-square-foot warehouse south of the development.

The plan has gone to the Village Board many times for discussion, Village Manager Steve Gulden said.

Among the various restrictions on the site was the future extension of Pinnacle Drive. Noak said Panattoni purchased the properties at the northeast corner of the site, which were in the path of the future Pinnacle Drive extension.

“The plans before you are probably the best way to make it work with all those moving parts,” Gulden said.

Several roadway and watershed variances also were approved with the plan.

Open house to be held for groundwater survey

bokon@shawmedia.com JOLIET TOWNSHIP – One more home is being hooked up to a public water supply after a high level of sulfates – linked to the former Cytec Industries plant on McKinley Avenue – was found in groundwater.

A project team monitoring the groundwater will hold an open house from noon to 7 p.m. Thursday at Mount Zion Baptist Church, 402 Singleton Place in Joliet, for those interested in information about the groundwater monitoring project, which began in 2003.

The church is in the area being monitored for high levels of sulfates linked to a chemical plant that operated in the area for more than 80 years.

About 20 homes have been

taken off private wells and hooked up with public water supplies since monitoring began, said Ken Milo, project manager for Cytec.

Milo said the area of contamination has been stable, and it’s not clear why sulfates were detected in another well. Where groundwater sulfates exceed levels set by the Environmental Protection Agency, Cytec pays to have the property connected to a public water supply and pays water bills while the current owner has the property, Milo said.

The plant, which is no longer in operation, was an American Cyanamid plant for most of its life. It opened in 1921 as Superior Chemical, which sold the plant in 1931 to American Cyanamid.

Cytec acquired the plant in 1993 and sold it in 2003 to C&S Chemical Inc.

Former Rockdale mayor providence CATHOLIC HIGH SCHOOL and village clerk die

bokon@shawmedia.com ROCKDALE – Rockdale lost two prominent former village officials last week.

J a m e s Jimenez, mayor from 1993 to 1997 and a village trustee for 12 prior years, James died Friday at Jimenez the age of 81.

T h o m a s Fitzgerald, who was village clerk for 27 years before retiring two years ago, died

Jan. 19 at the age of 75.

“It’s been quite a shock,” Mayor Sam Wyke said of losing both Fitzgerald and Jimenez in the same week.

He described them as “outstanding persons.”

“We’re going to miss both of them,” Wyke said.

Wyke served with both men, having joined the Village Board in the last two years of Jimenez’s term as mayor.

Jimenez also was a businessman, who owned Cardinal Electric and later the Mansard Room, a banquet facility in Rockdale, Wyke

said.

According to his obituary, Jimenez also served on the Pace bus service Board of Directors. He was a staff sergeant with the Marines in the Korean War. Visitation for Jimenez will be 2 to 8 p.m. Tuesday at the Fred C. Dames Funeral Home, 3200 Black Road, Joliet. Funeral services will begin 9 a.m. Wednesday at the funeral home with a Mass at 10 a.m. at St. Paul the Apostle Catholic Church, 18 Woodlawn Ave., Joliet.

A private service was held for Fitzgerald.

O’Dekirk to make first State of the City address JOLIET – Mayor Bob O’Dekirk will make his first State of the City address Wednesday at a luncheon meeting of the Joliet Region Chamber of Commerce

& Industry.

The chamber announced Monday that seating still is available for the meeting, which will be from 11:30 a.m. to 1 p.m. at the Joliet Country Club, 1009 Spencer Road, Joliet.

“The update will focus on economic development since taking office last year, changes that have occurred within city government, and what he foresees going forth in 2016,” the chamber stated in a news release.

JOLIET – The Will County circuit clerk announced Monday the office has a new website.

Will County Circuit Clerk Pam McGuire in a news release said she has rolled out an improved, more mobile-friendly website.

The website – www.willcountycircuitcourt.com – provides information on traffic, criminal and civil cases.

Users should find it easier to access court form packets, file cases and find general court information, including courtroom assignments, according to the release. The new site also includes a list of frequently asked questions and answers and links to assist self-represented litigants.

The redesigned site is more mobile-friendly, too, so users can easily navigate the site

from their cellphones, according to the release. A new social media component will post relevant information, including emergency closures and administrative orders.

The website will continue to provide online case information, e-filing, e-notification and e-copy services; access to court forms, costs and fee information; access to court schedules and the ability to pay court fines, according to the release.

Site users are encouraged to use the website’s contact form to make suggestions for additional improvements.

Former coach faces prison for sex with student

bstanley@shawmedia.com JOLIET – A former Lincoln-Way bowling coach and the student he had a sexual relationship with spoke Monday at his sentencing hearing.

Edward R. Cetwinski, 46, of New Lenox faces at least four years in prison after a jury found him guilty last month of criminal sexual assault, aggravated criminal sexual abuse and criminal

sexual abuse. He also will have to register as a sex offender for the rest of his life.

“I was foolish. I was too trusting,” the victim, who was 15 years old when she and Cetwinski started having sexual conversations via text message in 2009, told Judge Amy Bertani-Tomczak.

“I want to ask him, would you do it all over again?

Would you allow a man the same age to do this to your own daughter?” she said.

The victim told the judge

she was ostracized and bullied on a daily basis for the rest of her high school career and left halfway through her senior year.

“I lived with dread [of going to school]. My self-esteem and self-worth were non-existent,” she said.

Cetwinski was a volunteer coach at Lincoln-Way Central for the 2009-10 school year and gave her a ride home from a January 2010 bowling tournament.

According to trial testimo-

ny, he performed oral sex on her. The victim’s parent learned of the incident several months later and contacted Manhattan police “I disagree with the jury’s decision, but I respect it,” Cetwinski said Monday.

The defendant referenced his own family and asked for leniency, but did not mention the victim or the incident.

Cetwinski faces four to 15 years in prison on the sexual assault charge. Will Coun-

ty assistant state’s attorney Frank Byers said the sexual abuse sentences must be consecutive, although since Cetwinski has no criminal record he would be eligible for probation on those. Defense attorney Raymond Wigell argued the counts stem from the same criminal action and can be served at the same time.

Bertani-Tomczak said she would review case law and issue Cetwinski’s sentence Tuesday.

Judge: Vehicle connected to Joliet drive-by shooting can be returned

bstanley@shawmedia.com JOLIET – A judge decided Monday the car police believe was used in a fatal drive-by shooting in Joliet should not be subject to additional towing fees while being tested for evidence.

“If the vehicle was towed on more than one occasion because the Joliet Police Department wanted testing performed, the defendant’s [family] is paying for his pros-

ecution,” Judge Dave Carlson said. “This vehicle isn’t subject to forfeiture. This isn’t where fines and costs are Davia A. imposed after Mayes a conviction.

This is just a matter of storing evidence.”

On Dec. 14, 2014, Terion D. Steward, 21, and his 15-yearold brother were walking near Joliet and McDonough streets

when they were ambushed by the occupants of a silver Mercedes. Steward was killed. His brother was struck in the foot, but survived. Police have said the confrontation was gang-related. Davia A. Mayes, 22, and Demond Fuqua, 17, have been charged with murder. Police said witnesses identified Fuqua as the gunman, while Mayes was driving the car.

Defense attorney Chuck Bretz said the vehicle is owned

by Mayes’ mother. Police have had the Mercedes for 13

months and prosecutors asked Carlson in September to order DNA samples be taken from Mayes and Fuqua to compare to items found inside.

Carlson ordered Mayes’ mother will pay Joliet’s $150 towing fee to reclaim the vehicle, as defendants do when other criminal cases, such as those for driving under the influence, are pending. She will not have to pay the additional $260 on the city’s invoice, according to a document Bretz presented Monday to Carlson.

“I assume the seizure of the vehicle was done pursuant to the investigation ... does it become appropriate for a fee to be placed on evidence collection?,” Carlson asked.

“There’s nothing being presented to me [that] additional towing or administrative fees are related to that.”

Carlson said the city or towing company will use its own counsel, not the Will County State’s Attorney’s Office, to follow up on the fee issue, should it choose to do so.

Joe Lopez, district building and grounds director, said restoration work was done to some areas and entrances of Central, which connects to the student center.

The architecture of the center is consistent with the Central building, which is more than 100 years old and was placed on the National Register of Historic Places on Aug. 12, 1982.

“We really wanted to capture the historic elements of the building and bring it into the new building,” Lopez said.

He said the stone on the walls of the student center is not real but came close in look to the limestone on the Central building.

At the main entrance of the new cafeteria is the same quote from Diogenes that is in the Central auditorium: “The foundation of every state is the education of its youth.”

The cafeteria is decorated with banners representing character attributes and featuring District 204 students.

Supreme Court ruling could affect 100 Illinois inmates

SPRINGFIELD – About 100 convicted Illinois murderers sentenced as teenagers to life without parole are assured of a review after a U.S. Supreme Court ruling Monday.

The high court found its 2012 decree barring automatic life terms for young offenders also applies to past crimes, bolstering the same finding by the Illinois Supreme Court two years ago.

The case involves Henry Montgomery, imprisoned for more than half a century for the fatal shooting of a Louisiana sheriff’s deputy in 1963 when he was 17.

It solidifies the Illinois position on retroactivity, Heidi Lambros, an assistant defender with the Office of the State Appellate Defender, said. She said Illinois resentencing hearings will proceed.

Lambros said the ruling even further restricts consideration of life sentences in such cases, proclaiming that allowing no chance of parole is unconstitutional if “transient immaturity” played a role.

“Now there’s nothing to be said as far as these kids all deserve to be resentenced,” Lambros said.

“And to read the opinion, they all deserve to be resentenced to a period of time that would let them get out.”

Jury selection began Monday in Quincy.

Lovelace, 47, has pleaded not guilty to the charge, which came 8½ years after Cory Lovelace’s death at home. An initial autopsy on the 38-year-old’s body was inconclusive, but subsequent pathology tests of the cremated body and photographic evidence determined that the mother of four died from suffocation.

“Delayed justice is just as important as timely justice,” said Quincy Police Chief Rob Copley, who acknowledged his department “dropped the ball” after the earlier autopsy and a coroner’s jury failed to pinpoint how she died. A Quincy detective took a fresh look at the case in 2014.

A special state prosecutor will argue the case, because Curtis Lovelace spent seven years as an assistant state’s attorney in Ad-

ams County. The trial is expected to continue into the first week of February.

Curtis Lovelace had told authorities that he found his wife – whom he claimed had flu-like symptoms for several days – dead in bed after dropping off three of their children at school. An investigator later said Lovelace never called 911 or tried to resuscitate his wife of 13 years.

Cullerton wants school funding formula fix

CHICAGO – A top Democrat said inequity in Illinois’ school funding formula is the “defining crisis of our time” and an overhaul is a top priority.

Senate President John Cullerton told the City Club of Chicago on Monday the current calculation is unfair for penalizing high poverty districts.

He said there’s little disagreement Illinois’ roughly 20-year-old formula needs an overhaul.

However, timing is an issue, especially with a months-long budget gridlock.

Republican legislators have said they want to shelve the issue for now. But Cullerton said it’s part of a “turnaround” Illinois needs.

Currently, schools receive state aid to offset basic education costs through a formula factoring in poverty. However, districts also get grants based on the number of students in certain programs.

CHICAGO – A civil case brought by two panhandlers who say the Cook County Sheriff’s Office stopped them from begging at a popular Chicago square has begun.

Kim Pindak said he never dreamed he’d be pitted at trial against one of the nation’s largest sheriff’s departments. The 63-year-old panhandler spoke outside a federal courtroom be-

He said he begs because he only has $30 a month in disposable income. Nearly all his $750-a-month disability assistance goes to rent and food.

Rauner consolidates Illinois IT systems into new agency

SPRINGFIELD – Gov. Bruce Rauner is consolidating all Illinois agencies’ information technology functions into one department in a move he said will save money and make operations more efficient.

The Republican governor on Monday signed an executive order to make the consolidation. He said that the state currently has a patchwork of systems with some running software as old as 1974.

Rauner said the current structure makes the state vulnerable to cyberattacks.

The state spends $800 million a year on its IT systems.

WASHINGTON – The nation’s capital and its largest city both got walloped by the same near-record blizzard this weekend. But while Washington struggled to recover, New York City was mostly up and running on Monday.

In the District of Columbia, schools and government offices, monuments and memorials and museums were all shut down Monday. The Metro had an extremely reduced schedule, providing free rides as a goodwill gesture. Digging out remained such a huge challenge that Mayor Muriel Bowser sought federal disaster aid.

In New York, the subway and schools were open, just a day and a half after the last flakes fell, and leaders praised themselves for getting this one right.

A look at the numbers helps explain the outcomes:

Snowfall: Washington gets eight days of snowfall, accumulating 14.5 inches a year on average. New York gets 11 snowy days, accumulating 25.1 inches, according to federal climate data. In the “Snowmageddon” winter of 2009-10, Washington got 56 inches and New York City got 51.4. But the capital got just 2 and 3 inches the next two winters, while New Yorkers can always count on at least some heavy snow 230 miles northeast.

Money: Each spends about $9 per capita on snow removal: The District of Columbia government sets aside $6.2 million a year for its 658,000 people, while New York’s snow budget is $77.5 million for its population of 8.4 million. The Big Apple’s snow budget and population are each about 12 times bigger.

Size: The capital covers 68 square miles, a fourth of New York’s 302 square miles. The District has 4,400 lane miles to clear, budgeting $1,400 a mile. New York has to clear

19,000 lane miles and budgets $4,000 a mile, almost three times as much.

Snowforce: District officials deployed 1,200 employees and 727 pieces of equipment to clear streets. New York sent out 4,600 workers and more than 2,000 pieces of equipment, keeping its crews on 12-hour shifts so that half were on the streets at a time.

Consequences: According to an analysis by Moody’s, the Washington Metro area lost $570 million because of the storm through Monday, about a quarter of the total economic activity for that three-day stretch. By contrast, the New York metro area lost $460 million – roughly 7 percent of its economic activity.

“I know other cities struggled,” New York City Mayor Bill de Blasio said. “We are so blessed to have the personnel, the training, the equipment that allows to this city to turn on a dime. Things are not entirely normal, today but most of the city is operating well.”

Who’s Obama for? Clinton has reason to smile

WASHINGTON – President Barack Obama hasn’t endorsed a Democratic successor, but he’s now revealed some personal pros and cons in the fight between Hillary Clinton and Bernie Sanders.

Clinton has reason to smile.

In an interview published Monday, Obama casts his former secretary of state as a “wicked smart,” progressive pragmatist and Sanders as a “bright, shiny object” fueled by Democrats’ long-standing frustrations. He defends Clinton as burdened by her perceived front-runner status while Sanders benefits from “the luxury of being a complete long shot.”

“Her strengths can be her weaknesses,” Obama said in

the interview with Politico’s “Off Message” podcast. “Her strengths, which are the fact that she’s extraordinarily experienced – and, you know, wicked smart and knows every policy inside and out – sometimes could make her more cautious and her campaign more prose than poetry. But those are also her strengths. It means that she can govern and she can start here, day one, more experienced than any non-vice president has ever been who aspires to this office.”

The comments, coming a week before the Iowa caucuses, were Obama’s most detailed yet on the unexpectedly tight contest to replace him. After months of keeping to his promise not to interfere, Obama’s analysis showed he’s been watching closely and thinking deeply about which candidate

is best positioned win – and carry on his policies.

In framing the debate, Obama was notably on board with the Clinton campaign, which promotes her as battle-tested and experienced.

He was less in sync with Sanders’ camp. Obama suggested he is a one-issue candidate, who will have to broaden his scope.

“The one thing everybody understands is that with this job right here, you don’t have the luxury of just focusing on one thing,” he said.

When asked whether he sees Sanders’ campaign as comparable to his own 2008 battle against Clinton, a comparison Sanders’ supporters have embraced, Obama wasn’t buying it.

“No, I don’t think that’s true,” he replied.

PARIS – Europe’s top police agency issued a stark warning Monday that Islamic State extremists will keep attempting lethal attacks on soft targets in Europe as the militant group increasingly goes global.

Some 2½ months after suicide bombers and gunmen killed 130 people in Paris, the Europol agency said, “there is every reason to expect that IS, IS-inspired terrorists or another religiously inspired terrorist group will undertake a terrorist attack somewhere in Europe again, but particularly in France, intended to cause mass casualties among the civilian population.”

The sobering conclusions reached by experts from the European Union’s chief agency for law enforcement cooperation and EU member states make clear that many, perhaps virtually all in Europe, may be at risk.

“Without reliable intelligence on the intentions, activities and contacts and travels of known terrorists it is nearly impossible to ex-

Turning point reached in budget impasse?

Gov. Bruce Rauner blew a perfect opportunity last week to finally drive a public wedge between Senate President John Cullerton and House Speaker Michael Madigan, clearly put Madigan on the defensive and maybe finally make progress on an important issue which might save the state a billion dollars a year.

But he badly bungled the rollout of a deal with Cullerton on pension reform. Instead of describing the agreement for what it really was, Rauner greatly exaggerated its scope and portrayed it as a big defeat for AFSCME and other unions.

In reality, the deal with Cullerton (and there still is a deal with Cullerton, despite what you might be reading elsewhere) is narrow in scope and elegantly designed to put Madigan in a truly tough position.

The plan, negotiated over months, is to use most of Cullerton’s bill to offer employees a choice. If they want to keep their compounded 3 percent annual cost of living increase, then their pay hikes going forward won’t be pensionable. If they want their raises to be pensionable going forward, then those raises would be subjected to the “Tier 2” pension law – annual simple interest pension increases which are either half the Consumer Price Index or 3 percent, whichever is less.

Cullerton has long maintained that if employees are offered a legitimate choice then the state’s constitutional pension contract language would be satisfied. Others note that the constitution also declares that pension benefits cannot be diminished or impaired.

To maybe make this work, however, the law would have to be changed to forbid public employee unions from negotiating on this particular, narrow topic.

Rich Miller Pension rights are individual legal rights, so only individuals can make the choice about whether to apply their pay raises to their pensions or not.

And in a brilliant move, the Cullerton and Rauner negotiators deliberately included some important language from Speaker Madigan’s own pension proposal on this very topic: “Employers shall not be required to bargain over matters affected by the changes, the impact of changes, and the implementation of changes” made to state pension law.

So, Rauner had Cullerton on board and Madigan in a tight box. Not a bad day’s work.

But when he explained it to reporters, Rauner went way over his skis. To be constitutional, he said, “salary increases have to be taken out of collective bargaining.”

“This is a key point,” Rauner wrongly continued. “Salary increases come out of collective bargaining. So the union has nothing to do with it in the future.”

That’s just not even close to being true. Under this proposal, the unions can still negotiate salary increases, they just can’t negotiate over what part of those salary increases are pensionable.

And Rauner just couldn’t resist taking another shot. “What we’d like to do in the future is to take other things out of collective bargaining at the state and at the city levels.”

As if things aren’t already on edge during this aggravating months-long impasse, Rauner let his longtime hatred of unions get in the way of what

could’ve been a triumphant day.

Everything quickly blew up, with Speaker Madigan shooting down the whole idea and a confused Cullerton (who had prepared a supportive, bipartisan press release in advance) claiming “It’s not my plan.”

The problem here is that trust is almost nonexistent. Nobody at the top trusts anybody else. So, Cullerton immediately assumed that Rauner had double-crossed him.

Later, staff members from the governor’s office explained what the governor actually meant, and Cullerton’s people said they were still backing the deal they had made with Rauner – but only that deal.

If the governor had quickly corrected his obvious error, this whole thing would’ve been easily cleared up. But no way would Rauner’s people even consider admitting a problem with what the boss said, instead blaming it all on Cullerton and claiming the press coverage was clearly going their way. And then late in the evening, with the media coverage going against them, Rauner’s office finally, grudgingly admitted that “Perhaps the governor was not as precise in his word selection as the Democrats would have liked.”

Even so, last week marked an important turning point.

Rauner finally got Cullerton to triangulate Madigan. Once the craziness dies down a bit, Madigan will be forced to take sides. Will he back language his own staff wrote for another bill, or will he just say “No” and begin fighting with Cullerton?

Forget the temporary blowup. That’s the real thing to watch here.

LETTERS TO THE EDITOR Balance budgets by replacing America’s federal tax law

To the Editor: The American Taxpayers have big problems, consumers are paying all the taxes and governments and businesses don’t pay their share. It’s not fair. How about each government balancing their own budget?

Replace a 70,000-page tax law which few understand, with one simple paragraph that everyone will pay without a wink: “The only source of revenue each government has is an adjustable consumption sales tax on all products and services created for profit.”

Eliminate entitlement programs that take away people’s self-esteem and thousands of special district governments, leaving federal, state, county and local governments as the only “notfor-profit” businesses.

Everyone works and pays their fair share. As businesses consume products and services, they pay the same taxes as everyone else. The constitution says taxes shall be uniform throughout the United States.

Voters are in charge. Local

governments issue business licenses with regulations to collect taxes, pay workers their minimum wage, use local banks to deposit all revenue before spending, issue a receipt for each sale and follow their state’s environmental laws. Banks will forward all taxes, unless someone has a problem concerning higher governments not providing benefits fairly. The City Council can hold back their share of taxes until the issue is resolved. Money talks!

People who can’t find a job will move where there is work.

Schools are run by private citizens and higher governments provide the buildings and equipment from their taxes.

Governments will never do the work the free market does; instead, contract it out and pay taxes.

Taxes are cut in half, budgets are balanced, free market is stronger and a smaller government is doing a better job. Our differences are being utilized while our guaranteed freedoms are now shared equally. Why not?

Minooka moves up two spots to No. 3; JCA remains No. 1 despite loss

After an impressive second half Friday night, when Minooka’s boys basketball team outscored Southwest Prairie Conference rival Plainfield North, 32-17, en route to a 48-33 victory, Indians coach Scott Tanaka talked of the team effort that was involved.

“Everybody contributed,” Tanaka said. “Our two football players (Blake Parzych and John Carnagio) got us offensive rebounds. Jon Butler played well, and in my eyes, Nick Clemmons was the MVP of this game. It was a team effort.”

And, of course, Joe Butler contributed, as always.

“When we needed a couple buckets, the MVP of this conference got them for us,” Tanaka said.

Minooka was coming off the Galesburg MLK Tournament, where the Indians went 3-2, with one of the losses to state-ranked Galesburg in a game where Minooka led by 10 points midway through the third quarter.

“We were playing against some of the best teams in Illinois at Galesburg and we competed,” Tanaka said.

With its enhanced résumé, Minooka last week moved into the top five in The Herald-News area large-school rankings, and this week, the

VIEWS Dick Goss Indians are jumping up two more spots to No. 3.

At the top, Joliet Catholic is hanging on to the No. 1 perch by a thread. Joliet West, which had been No. 1 until last week, looked good in beating Sandburg Friday, while JCA was losing to a good Marian Catholic team.

This week might be telling as well, as Joliet West visits Joliet Central on Friday night and JCA entertains powerful Notre Dame on Saturday

night.

Joliet Central is up in the rankings from No. 6 last week to No. 5. Lincoln-Way Central slips two spots to No. 4. The Knights lost to Bradley after falling to JCA earlier last week. Lincoln-Way West dropped from No. 4 to No. 6 after losing to Lincoln-Way North in overtime.

A season in flux is likely to continue along that path.

The following is a rundown on The Herald-News top 10 for this week: 1. Joliet Catholic (14-3): The Hilltoppers have an opportunity to get back on track Tuesday night against IMSA. Looming is that Saturday

showdown against East Suburban Catholic heavyweight Notre Dame.

2. Joliet West (12-6): The Tigers easily could wind up the season as the area’s No. 1 team, and they are moving back up. Depth is a plus, and West boasts one of the area’s best all-around talents in Trevian Bell.

3. Minooka (16-7): The Indians are looking more and more like a team that will deserve a top-four seed in the Class 4A Lockport Sectional.

They have a two-game lead over Plainfield North in the Southwest Prairie.

Fejedelem played safety for the West, which beat the East, 29-9. He intercepted a third-quarter pass and also made a tackle.

Ferguson, a running back, was the leading rusher for the East with 33 yards in eight carries.

He also caught four passes for a net of 11 yards and re-

turned a kickoff 25 yards.

JOLIET – If a squad is going to be ranked among the best in the nation, it’s a good bet it will have to overcome a lot of challenging obstacles along the way.

A great example of that is this season’s University of St. Francis men’s basketball team, which has been adept at overcoming adversity in order to move to second in the NAIA Division II rankings.

Whether it’s involved rallying from large deficits, having others step in for injured or struggling starters or just prevailing under difficult circumstances, the Fighting Saints have definitely displayed a knack for finding ways to win during their 19-2 campaign.

“I think this group has a reservoir of desire that came along with making it to the national tournament last year,” USF coach Ryan Marks said.

“They’ve worked in the offseason and again this fall with a good passion and when you’ve put in that work, it’s something that you draw back on when you get into difficult situations and this is a group that has that.

“One thing that we talk about as a group is that if you really want to be an elite-type of team, you have to win all different types of games.

Collectively, there’s a unique amount of selflessness across the board and there’s also a social component to it.

“This is a group of guys who really enjoy being with one another on and off of the court. As a coach, these are the types of teams that you try to put together but you also know that if you are fortunate, you’re only going to be able to coach a team like this every so often.”

In its Chicagoland Collegiate Athletic Conference opener Nov. 18 with Purdue North Central, USF overcame an early double-digit deficit.

It overcame a 17-point deficit in the final half to win on the road against a ranked Mount Mercy squad later that month.

Late in December, the Saints bounced back from their first loss to Cardinal Stritch by again defeating Mount Mercy, despite losing Jens Kennedy to injury in the contest.

With Kennedy still out nine days later against fifth-ranked and defending national champion Cornerstone, USF again prevailed, which gave it plenty of momentum heading into its 20-point win Jan. 2 over Lewis, the Saints first victory in the series since 1998.

Two days after falling at Calumet College of St. Joseph, USF had a fight on its hands against rival Saint Xavier. With leading scorer Ilya Ilyayev held scoreless for 35 minutes, the Saints got 26 points from Edvinas Presniakovas, including a late 3-pointer, to pull out an 82-81 victory.

The Saints faced more adversity after Jake Raspopovich went down with an injury in a victory over a ranked Olivet Nazarene squad.

On Jan. 16, the Saints overcame an eight-point halftime deficit to beat St. Ambrose. And then last week, the Saints rallied from 17 points down to beat Indiana South Bend and then stopped a Trinity International team that was coming off of victories over two ranked squads.

Marks has been able to rely on plenty of different guys during the key stretch of victories. Players like Landus Anderson, Jo Jo Ballestero, Jean Pietrzak, Iain Morison, Breshion Tucker and Logan Timmons typify

the type of depth that the Saints have this season.

“I want to say it as humbly as possible, we’re a great team, but that’s because of all of the hard work that we’ve put in in the preseason and it’s good to see that coming to light,” Anderson said. “We’re together on and off of the court and are just one big family and we have each others backs. We’re focused on the goal of winning a national championship.

“Each and every one of us hold each other accountable and we’re not in the business of making excuses, because you won’t get anywhere doing that. So we’re trying to get it done any way that we can. I’ve been on a lot of basketball teams and I can honestly say that this is one of the most closely-knit teams that I’ve ever been on.

We’re brothers.”

The Saints have eight more regular-season games left as they try to remain atop the CCAC South standings along with Olivet. They hope to keep

playing like they have been to set the table for a successful trip to the NAIA National Tournament.

“We preach that once one man goes down, the next man steps up,” Pietrzak said. “The thing that’s undervalued is that we have a ton of guys on our team who are really skilled players and if we weren’t here, we’d be starting on other teams. It all stems from practice. We have a lot of guys who don’t play much, but they work us in practice and we always work on what other teams will bring us and they give us a good look at what we should expect.

Wade, Bosh spark Heat’s comeback win

The Associated Press CHICAGO – Dwyane Wade had 28 points, Chris Bosh added 18 and the Miami Heat rallied from an eight-point deficit early in the fourth quarter for an 89-84 victory over the Bulls on Monday, snapping a fourgame losing streak.

Wade scored 10 points in the fourth period. He and Bosh combined for the last five points in the final 1:02 as Miami snapped an 84-all tie.

Pau Gasol had 19 points and 17 rebounds to lead the Bulls. Jimmy Butler scored 13 on 5-for-15 shooting.

The Bulls, coming off a win Saturday at Cleveland, havedropped three straight home games.

Bulls guard Derrick Rose didn’t play in the second half because of lower back and right hamstring injuries. Aaron Brooks took Rose’s place with the starting unit.

Joliet woman with rare condition needs one of world’s most expensive medicines

Shaw Media Correspondent JOLIET – Tonya Vining, of Joliet, always assumed her insurance covered most of her health care costs.

That is, until she developed a rare condition and was prescribed medication that is one of the most expensive in the world.

Dr. Sucha Nand, a hematologist and professor at Loyola University Medical Center in Maywood – one of the hospitals where Vining was treated – said at one time, Soliris was “the most expensive drug on the earth.”

The costs of Soliris could run a half-million dollars a year, and that’s if Vining’s dose is on the low side.

“It’s $450,000 to $700,000 a year,” Vining said, “depending on the dosage ... My insurance is in the process of reapproving it.”

Soliris is the brand name of eculizumab, which inhibits a part of the immune system called “complement.”

“It’s literally horrible,” Vining said of the cost and the difficulty in getting approval.

“And if I don’t take it, I’m going to die. How can somebody have that much control over whether you live or die?”

Vining just wants to get well without breaking the bank. She was diagnosed with atypical hemolytic uremic syndrome when she was admitted to the hospital for dangerously low platelet counts.

Nand said aHUS is a rare condition caused by a problem with the complement system that causes blood cells to break apart. Products from those broken cells then block tiny arteries throughout the body.

“Canada is about 60 percent of the cost. Asian countries are about a third or less,” Nand said. “They are extremely high here and unjustifiably so.”

The skyrocketing costs of prescription medications recently have made headlines.

The most well-known is when ex-chief executive of Turing Pharmaceuticals, Martin Shkreli, increased the price of the life-saving drug Daraprim from $13.50 to $750 a tablet overnight.

The Washington Post reported that the overall costs of prescription drugs rose an average of 10 percent during 2015.

It was the day before Thanksgiving 2015. Vining, then 46, said she had noticed some bruising, but she dismissed it. She also had some difficulty breathing.

“I couldn’t walk to the car without shortness of breath,” Vining said.

A subsequent visit to the hospital for a herniated disc in her back showed the presence of an E. coli infection in her system.

The bruising worsened, so Vining scheduled an appointment with her doctor. That’s when her platelet count was discovered to be 10,000 a microliter of blood.

“It’s supposed to be at least 150,000,” Vining said.

Vining was admitted to the hospital, where she went

through plasmapheresis, which is the mechanical process whereby a patient’s blood is removed and the plasma is replaced with new plasma.

This did increase her platelet numbers, Vining said, but not enough. Vining said a hematologist diagnosed her with aHUS. Vining said her faith, family and coworkers – Vining was working full-time until she became sick – are helping her get through it.

According to the National Kidney Foundation, kidney failure can result because of the vessel damage caused by aHUS, and the brain and the heart might also be affected.

More than 85 percent of people recover from the most common form of HUS, the foundation’s website said, but even then, the chance of high blood pressure or other kidney problems is higher for those who have had the condition.

26 Former Plainfield resident named president of Illinois State Dental Society The HERALD-NEWS PLAINFIELD – Dr. Bradley W. Barnes of Normal, a graduate of Plainfield High School, and son of Bill and Barb Barnes of Plainfield, recently was named president of the Illinois State Dental Society, a professional association of more than 7,000 members.

He was installed into office at the Society’s annual session at the Westin, Chicago North

Shore, in Wheeling.

As president, Barnes’ responsibilities include serving as an official representative of ISDS in its contacts with government, civic, business Dr. Bradley and professionW. Barnes al organizations. Barnes, a general dentist in Normal, graduated from the

University of Iowa College of Dentistry in 1985.

He has been active in organized dentistry since graduation, from the local level, where he is a past president of the McLean County Dental Society, to the state level where he actively participated in several committees, including the Prevent Abuse and Neglect through Dental Awareness, the public relations committee and general chair of ISDS annual session

in 2006.

In 2010 and 2014, Barnes also co-chaired the Illinois State Dental Society’s Mission of Mercy events, where nearly $1 million of free dental work was performed on 2,000 needy patients at each event.

SPRINGFIELD – The Illinois Department of Public Health is alerting the public of the potential of contracting Zika virus while traveling abroad.

Zika virus is spread to people through mosquito bites, similar to West Nile virus or dengue fever.

Two pregnant Illinois residents who recently traveled to countries where Zika virus is found have tested positive for the virus. There is a possible link between the virus and birth defects.

The Centers for Disease Control and Prevention issued a travel alert – Level 2-Practice Enhanced Precautions – for people traveling to regions and certain countries where Zika virus transmission is ongoing.

Until more is known, the CDC recommends that pregnant women in any trimester should consider postponing travel to the areas where Zika virus transmission is ongoing.

The most common symptoms of Zika are fever, rash, joint pain and conjunctivitis (red eyes).

Symptoms can last from several days to weeks. There is no vaccine to prevent or medicine to treat Zika virus infection. For information, visit www.cdc. gov/zika.

Check smoke alarms for water

PLAINFIELD – The Plainfield Fire Protection District has seen an increase in calls for assistance because of activated residential smoke alarms with no smoke causing the activation.

In many of these calls, water was found in the smoke alarms.

To prevent this problem, ensure the conduit inside attics is covered with insulation to keep it from getting cold enough to develop condensation.

Typically the conduit in an attic is covered with insulation when a home is built, but the insulation may get moved because of work in the attic.

To prevent this from happening in your home, make sure the conduit in your attic is covered by insulation after any work in the attic that disturbs the insulation.

Remember to ensure smoke alarms are working by testing them each month. In addition, change the batteries every six months.

Some bridge players, when faced with a guess or two, rely on their card reading or human frailty. Others prefer to stick to mathematics.

In today’s deal, South pushed into seven hearts.

After West led a trump, and East discarded a diamond, how should declarer have planned the play?

North’s two-no-trump response was the Jacoby Forcing Raise, promising four or more hearts and at least game-going values. South twice used Roman Key Card Blackwood to learn that his partner had one key card (the diamond ace), the heart queen and the club king -- nice!

South seems to have to find the club queen, since he can ruff his two low spades in the dummy and dummy’s diamond seven in his hand. So the original declarer drew trumps ending in his hand, then led the club jack.

He assumed that if West had the club queen, he would cover or would think about it.

However, when West played low smoothly, South won with dummy’s king and returned a club to his 10 ... and went down one. Well-defended, West.

The mathematician sees that he can also get home with four spades, five hearts, one diamond, two clubs and a club ruff in the dummy after discarding two clubs on the third and fourth spade winners.

When there are two suits missing the queen, the best play is to cash the ace and king in the suit with the greater number of cards (here, clubs), and if the queen does not fall, to finesse in the other suit (spades).

Since West had a doubleton club queen, that would have worked.

• EATING DISORDERS: In early studies, tDCS has reduced episodes of binge eating and bulimia in women with those eating disorders.

• MEMORY AND LEARNING: Many recent studies have evaluated the effect of tDCS on people’s ability to perform mental tasks.

Studies have focused on tasks that involve recognizing visual patterns, recalling lists of unrelated words or doing math problems. Overall, the results indicate the technique is most likely to improve mental function when used together with other types of training, such as learning new systems for remembering names.

Some manufacturers are selling tDCS devices directly to consumers.

But these devices aren’t regulated by the FDA, and there is no guarantee they are safe or effective. I would avoid them.

I also would avoid going to a doctor who uses tDCS without studying its effects. It is an unproven treatment, though adverse effects seem to be few (temporary nausea, headache, irritation of the skin under the electrode).

More important, tDCS is of unproven value. For that reason, the thing to do, if you’re interested in trying tDCS, is to enroll in one of the many clinical trials seeking volunteers.

Dear Dr. K: I saw an ad for something called a “tDCS brain-stimulating device.” It supposedly helps improve memory and thinking. Is it worth a try?

Dear Reader: Transcranial direct current stimulation (tDCS) transmits a current into the brain through electrodes (little metal plates) on the forehead or scalp. The current is weak; it comes from a 9-volt battery (the size used in a smoke detector). People who undergo tDCS may feel their scalp tingle and hear a humming noise. Doctors can control whether the current activates – or suppresses – the neurons in your brain that lie beneath the electrodes.

The technique of tDCS has been tried on and off for more than 100 years.

The technique is different from another increasingly used technique called transcranial magnetic stimulation.

I spoke to Dr. Daniel Press, a neurologist with the Berenson-Allen Center for Noninvasive Brain Stimulation at Harvard-affiliated Beth Israel Deaconess Medical Center.

He says that brain stimulation, if used carefully, looks promising. That’s especially true if combined with other therapies. Several studies are underway to see if, and how, tDCS can be used to sharpen mental skills and treat symptoms of mind-body disorders.

For now, tDCS is only FDA-approved to speed the absorption of certain medications through the skin. But it is being used “off label” to treat many other conditions. These include: • CHRONIC PAIN: tDCS may be effective for treating nerve pain. This includes back and leg pain, pain and numbness in hands and feet caused by diabetes, and fibromyalgia.

• DAMAGE FROM STROKE: Early research suggests that tDCS may improve a person’s ability to move

My own mother announced she was pregnant with my baby brother when she was 42 and my sister and I were in college. Now, 46 years later, I can say he is one of the best things that ever happened to our family. He took great care of both my parents as they grew older and was with them when each passed away. My sister and I are very close to him, even though we nicknamed him “the crown prince” and teased him because that’s how my parents treated him.

My sisters were 15 and 16. The older one was not happy; the younger one loved having a baby sister.

As fate would have it, my mother died when I was 7 years old. My father was too old to care for a child, so my older sister, the one who hadn’t been thrilled with my arrival, and her husband became my “parents.” Not every day was perfect, but my life was very blessed.

My sister, whom I called Momma, became ill in her 60s, and my brother-in-law, whom I called Daddy for the rest of his life, also had health problems.

As I reflect back on it, I’m mortified that I could be so cruel. After giving it more thought, I realized I was annoyed to think my parents were sexual beings.

Teenagers that age are just coming to terms with their own sexuality. They can also be somewhat selfish and self-absorbed. While it may be a family matter to some extent, it really is between the mother and father.

My little brother is very close to me now and, more important, close to my children, who are nearer in age to him.
