JOLIET – Both the Will County Board and the Joliet City Council have signed off on a long-sought intergovernmental agreement in which the city will contribute $10 million to the county’s courthouse project as an incentive to keep it downtown.

The County Board unanimously approved the agreement Thursday, with board members Gretchen Fritz, R-Plainfield, and Steve Balich, R-Homer Glen, absent.

The Joliet council agreed earlier this week to chip in $500,000 annually for 20 years

to help the county pay back bonds associated with the multimillion construction project, estimated to cost about $160 million.

The new courthouse would be built just west of the existing courthouse on the former First Midwest Bank property.

County Board Democratic Caucus Chairman Herbert Brooks, D-Joliet, said the agreement “paves the way” for an exciting time for both the city and the county.

It sets in motion the city’s plans to revitalize the downtown area, he said. Brooks said the County Board’s Capital Improvements Committee will begin discussions next

month about Joliet’s desire to open up Chicago Street – the city’s main street downtown that was cut in two sections decades ago by the county’s judicial complex.

A deal could take place this spring so city officials can begin design and engineering work on the project.

The County Board on Thursday also authorized the Will County executive’s office to competitively bid out the demolition of the three-story Eagle Building at 20 W. Washington St. in Joliet.

The antiquated building could be torn down as ear-

ly as this spring, and will be followed by the creation of additional surface parking this summer, said Dave Tkac, deputy chief of staff for Will County Executive Larry Walsh Sr. The building, which has long housed county sheriff’s offices, is no longer needed, and the county has plans to construct a new sheriff’s facility on Laraway Road.

Asbestos removal will be required before demolition of the building. Previous base-level estimates from the county executive’s office ranged between $250,000 and $450,000, but other factors unique to the building may increase overall costs.

mmallory@shawmedia.com MORRIS – The Grundy County Sheriff’s Office is seeking a second suspect – a man who recently lived in Plainfield and Braidwood – in a string of burglaries after the arrest last week of Gretchen L. Jonathon P. Franc, 39, of Ballard Manteno.

Sheriff Kevin Callahan said Wednesday an arrest warrant for residential burglary was issued for Jonathon P. Ballard, 26. His last known addresses are 175 E. Cermak Road, Braidwood, and 24921 W. Mathews Court, Plainfield.

“We are concerned with Ballard’s whereabouts,” Callahan said.

Callahan said Thursday that in interviews with Grundy County detectives, Franc impli-

cated Ballard in at least three Grundy burglaries she admitted being a part of. According to Grundy County court records, Ballard was convicted of theft on a January 2013 charge. He is believed to be armed and dangerous, authorities said.

Crime Stoppers of Grundy County issued a notice Thursday that a reward of up to $5,000 may be given for information that leads to Ballard’s arrest and the filing of criminal charges related to incidents in Grundy County. Callers providing information to the Crime Stoppers Line at 815-9429667 can remain anonymous.

So far, Franc has been charged by Grundy County police with one burglary, Callahan said.

Channahon Police Deputy Chief Adam Bogart said Thursday the department had interviewed Franc and is seeking a warrant for her arrest in connection with a residential burglary that took place Jan. 7.

JOLIET – The Will County Sheriff’s Office has announced a $5,000 reward for information leading to the capture of a Lewis University student wanted in the shooting death of a Romeoville man.

Tariq J. Pinnick, 19, of Tariq J. the 100 block of Pinnick Riverview Avenue in Lockport Township, is wanted on a $1 million warrant for first-degree murder, according to a sheriff’s office news release.

Sheriff’s detectives believe Pinnick shot Dylan J. Somma, 22, outside a home in the 200 block of Barry Avenue in Lockport Township.

Somma suffered one gunshot wound to the chest and was transported to Silver Cross Hospital in New Lenox,

Local veteran: Work dispute spotlights disconnect with disability rights

JOLIET – Service dogs have for years helped people with physical disabilities, but increasingly they are being trained to help people cope with mental illnesses such as post-traumatic stress disorder.

Among those people are veterans such as Kevin Leverence, a U.S. Marine Corps veteran from Joliet who earned a Purple Heart for injuries received during his nine-month deployment to Iraq in 2004.

Leverence is two months into his relationship with America, a 2-year-old yellow Labrador retriever service dog from Puppies Behind Bars, an organization in which inmates train service dogs exclusively for veterans.

America knows 92 commands – 12 of which were designed for PTSD. She can comfort Leverence on the job, wake him during night terrors, sense heightened stress and serve as a second set of eyes for Leverence in public settings.

Leverence said that despite pleas from his wife, it took nearly a decade for him to get help for depression and anger issues, and his phobia of crowded settings such as in church or at the grocery store, he said.

Leverence – a firefighter and paramedic with the Aurora Fire Department and member of Aurora Firefighters Local 99 – said unchecked PTSD symptoms not only were getting in the way of his relationship with his wife and three daughters, but also were creating problems on the job.

“At work, all of the sudden, I would hyperventilate and have these anxiety attacks that are really incapacitating. And I’d have to come home. There was a period of time where I couldn’t work a full day,” Leverence said.

Joliet to do special census, eyes more revenue

bokon@shawmedia.com JOLIET – The city of Joliet will spend nearly $100,000 on a special census, as officials expect to get more than $900,000 in return.

The census will be done this summer on the far West Side and in one subdivision on the East Side.

The city is limiting the census count to the area where most new homes have been built since the last regular census in 2010.

“These are areas that pretty much did not have housing in them,” Deputy City Manager Steve Jones told the City Council this week. “If our numbers are right, we will spend $99,000 and collect between $893,000 and $967,000.”

The cost estimate for the census is $99,705.

Municipalities do special censuses with the expectation that they will get more population-based tax revenue, which is based on census counts.

City staff has counted 566 occupancy permits for new houses since the 2010 census. Of those, 456 were issued in seven census tracks to be counted.

The Census Bureau estimates there are 3.2 residents a household.

Using that number, city staff estimates Joliet could get another $223,000 a year from state distributions of income, use and motor fuel taxes.

Staff estimates that the special census will be certified at least 48 months before the 2020 census is completed, giving Joliet the additional revenue for that period.

Foreclosure impact

The City Council voted, 7-1, Tuesday for the special census, with Larry Hug dissenting.

Hug said he was concerned that the number of new houses will be offset by those houses in foreclosure and vacated since the 2010 census.

Empty houses would offset

new ones with people in them, Jones acknowledged. But he noted that the census will not take in all vacant homes in Joliet, since the count is limited to the seven tracks.

Hug, however, said he does not believe the city has a firm grasp on the number of foreclosures in Joliet.

“I don’t think that was looked at closely enough,” Hug said Thursday. “I still see a lot of foreclosures when I drive through my district.”

Hug said he believes the highest concentration of foreclosures also is in the far West Side, “where the new homes were built in the early 2000s.”

Joliet begins to clear way for Union Station brewpub

bokon@shawmedia.com JOLIET – The city took another step Thursday toward bringing a brewpub to Union Station.

The Joliet Plan Commission recommended approval of a change in the zoning ordinance to allow brewpubs in the downtown business district.

The zoning amendment along with a change in the liquor ordinance is expected to go to the City Council for a vote Feb. 2.

The city is negotiating with an unnamed entrepreneur interested in starting the brewpub on the first floor of Union Station, which is owned by the city and Metra. The old station was closed to commuters in 2014. The city has moved commuter boarding to the other side of the tracks, where a new train station will be built.

A lease agreement with the brewpub owner could be ready for the City Council’s consideration by the second meeting of February or early March, said Steve Jones, the

city’s deputy city manager and economic development director.

Jones said the city and owner are working on a second draft of the lease, and there do not appear to be any major stumbling blocks.

“I think we’re all working out of the same playbook,” he said.

The zoning amendment was approved unanimously by the Plan Commission with some questions about past brewpub proposals and potential retail sales from the Union Station microbrewery.

James Haller, the city’s director of community and economic development, said the city has not considered a brewpub proposal before, although at one time a brewer was interested in a warehouse site close to Joliet Central High School for a microbrewery.

“He was going to be a production brewery. That would have been totally different,” Haller said.

The Union Station brewpub operator also plans to can or bottle the beer for retail sales.

Checkers restaurant

Earlier Thursday, the Zoning Board of Appeals tabled zoning variations being sought for a Checkers restaurant planned for 457 E. Cass St. Haller said the local owner wanted the matter tabled because building design still was being worked out with the Checkers restaurant chain.

The restaurant would be built in the parking lot of a strip center currently under redevelopment. The center contains Mimi’s Liquors and an empty space formerly occupied by a grocery.

In the months leading up to Leverence’s first day at work with his service dog, Lehman and Leverence discussed how to best acclimate the dog, according to the city’s email.

It was only after Leverence began working with America that he expressed concern about the tour schedule.

“In Mr. Leverence’s case, it is the city’s hope that through this process, the parties will be able to agree upon a suitable acclimation process for the service dog moving forward,” the email stated.

Leverence filed a discrimination complaint this week with the U.S. Equal Employment Opportunity Commission, a federal agency that enforces workplace-related civil rights laws.

That investigation will focus on a department-wide email Lehman sent in August stating Leverence was granted a reasonable accommodation under the Americans with Disabilities Act and Lehman’s order to tour the stations. Employers are obligated to keep medical information confidential under ADA law.

JOLIET – Sen. Jennifer Bertino-Tarrant, D-Shorewood, didn’t have the greatest news about the state government for residents at a town hall meeting Thursday night.

But she gave residents attending the meeting, at the Joliet Public Library Black Road branch, her take on a number of recent news coming out of Springfield.

“Unfortunately, last year we have not been seeing as much compromise,” Bertino-Tarrant said about the political climate in Springfield.

“I think ... it’s becoming a very partisan situation.”

CPS, education

The hot news out of Springfield is that Gov. Bruce Rauner and state Republicans want to take control of the Chicago Public School system, a move they claim to be a “lifeline” for CPS, which currently faces a nearly $1 billion deficit and could face layoffs and a strike.

But Bertino-Tarrant said she didn’t support having the State Board of Education take over CPS. “The state taking on [CPS’] $5 billion budget is not the thing to do,” she said.

Pension reform

Although Bertino-Tarrant didn’t see much talk about pension reform last year, it may become a much larger issue this year, she said.

“I think everyone knows we need pension reform,” she said.

Bertino-Tarrant told residents the range of beliefs and experiences varied even in the supermajority Democratic Party, making it tough to get consensus on key issues.

She also downplayed rhetoric that state workers are getting rich and doing less for the pensions they’re receiving.

“Most of the state workers aren’t getting rich,” she said. “The only ones you hear about are the ones that are wealthy, and those are the things we have to address.

But people think good pensions are coming from minimal work. That’s not right.”

Bertino-Tarrant said she knew that Rauner would come in last year with fresh ideas and big hopes, but it didn’t turn out well.

“I’m disappointed,” she said, adding that he needs to show more willingness to compromise.

Bertino-Tarrant said one of the issues she has with Rauner is that he hasn’t engaged with legislators such as her enough to try to find common ground.

As far as a budget goes, Bertino-Tarrant said there might not be one during Rauner’s term.

Bertino-Tarrant also commented on several other topics: • She is looking into filing legislation to alleviate the shortage in substitute teachers at the end of school years by allowing student teachers to sub.

• She supports two-term limits for legislative leadership positions.

• She thinks legislation will come this year to expand the approved condition list for medical marijuana purchasing.

• She is “taking [Rauner] at his word” that his goal isn’t for AFSCME workers to go on strike, and that some type of negotiation will be worked out.

Joliet police: Pit bull euthanized after being shot during attack on off-duty officer, wife

bstanley@shawmedia.com JOLIET – An off-duty police officer shot one of two pit bulls that attacked his dog and wife last week, according to Joliet police.

Joliet Deputy Chief Ed Gregory said officers were called at 7:55 a.m. Jan. 15 to the Timbers Edge subdivision when a man reported his neighbor had been bitten.

“When the responding officers arrived, they heard gunfire and had called other police to the scene when further shots were heard,” Gregory said.

Police then encountered a man walking with a handgun and ordered him to drop the weapon. After he complied with their commands, police learned the 59-year-old is employed as a Forest Preserve District of Will County police officer, Gregory said.

The off-duty officer said his

wife had been walking their medium-size dog, Hannah, on Timber Edge Circle when they were set on by two pit bulls, Mocha and Nala, who came from a nearby yard, according to Gregory.

The woman called her husband, who arrived to find one pit bull had Hannah by the throat and the other had her by the hindquarters. The husband, wife and the pit bulls’ owner, Barbara Szczurowski, 60, struggled to separate the dogs, Gregory said.

“The wife was wearing gloves that one of the pit bulls tore through and bit her hard enough to break her wrist,” Gregory said. “We later found a 4-inch tooth on the street.”

As the respective owners tried to regain control of their dogs, the off-duty officer encountered Mocha and “shot the dog three or four times as it charged at him,” Gregory said. Mocha went back inside Szczurowski’s residence.

Meanwhile, the female victim found Hannah on her front porch, but was followed

by Nala, who began to attack again. Gregory said another neighbor saw what was happening and struck the pit bull with a baseball bat.

Police found both pit bulls with Szczurowski, Gregory said. Mocha was taken to a veterinarian and euthanize because of the gunshot wounds.

Animal Control was notified but refused to take custody of Nala, according to Gregory. On Wednesday, the city attorney notified Szczurowski to take the pit bull to Animal Control to be held until it is determined whether she is a “vicious dog.”

Hannah was treated for about 50 puncture wounds, but was alive, according to police reports available Thursday. Her owner was treated for her broken wrist, and Szczurowski sustained lac-

erations separating the dogs, Gregory said.

Szczurowski was cited with keeping dangerous dogs and letting her dogs run loose.

“According to neighbors, the dogs are running loose regularly,” Gregory said.

According to Will County Court records, she was cited with possessing a dangerous animal in December 2013, but the case was dismissed two months later. In December 2014, Szczurowski was sued by the Timbers Edge residents association after the pit bulls bit another resident, according to court filings. That case still is pending.

The board approved the bill under the consent agenda at the meeting. Board member Jeremy Burns was absent, as was Robert Loewe, who recently resigned.

Board minute controversy

During consent agenda discussion, Ulmer said she did not want the minutes for the Dec. 16 regular and closed session meetings approved because there were paragraphs added to the minutes that were not mentioned in the meeting.

Ulmer said the added information pertained to the tax levy.

“You don’t do that. That’s not ethical,” she said Wednesday.

Board member Joseph Dalpiaz made a motion to approve four items under the consent agenda, but to remove the Dec. 16 minutes. The board approved those four items; no action was taken on the minutes.

Ulmer said nobody is supposed to type the minutes but the recording secretary. She said Thursday the recording secretary, Kimberly Munch, was told to add more to the minutes, but declined to name who gave that directive. Whitaker said Ulmer’s allegations about the recording secretary were inaccurate.

Munch was recommended for dismissal from the district at Wednesday’s meeting, but the board did not pass the recommendation.

LOCKPORT – Two Fairmont School District 89 Board members were in dispute at a meeting Wednesday over the use of the board’s former attorneys.

Board Vice President Joseph Ryan took issue with Board President Katie Ulmer using Canna and Canna – which resigned from the board Monday – to review the validity of Superintendent Sonya Whitaker’s 2014 contract without discussing it with the board first.

“You acted as one, and you do not have the right to do that,” he said Wednesday.

Ryan alleged Thursday that Ulmer was trying to see if Whitaker’s contract was void because Ulmer wants to get rid of Whitaker.

Ulmer denied that allegation and said she was wanted the attorneys to see if the contract was valid because when it was presented to the board, there was missing information under items such as term of contract and salary.

The board voted on the contract April 10, 2014.

“Nobody is trying to get rid of the superintendent,” Ulmer said.

She said the contract was found by the attorneys to be valid and a memo of the attorneys’ conclusions was given to board members at a Dec. 30 special meeting.

She said the new board is

trying to conduct board matters more properly than in the past. Last April, the board gained new members, and Ulmer became president, while Ryan, the previous president, became vice president.

At Wednesday’s meeting, Ryan brought up the bill for the review from Canna and Canna, which he said was $2,365, because he wanted the taxpayers to know “this is what you get when you don’t get people to communicate with other board members.”

Ulmer said in response the taxpayers should know $6,105 was spent in legal fees between last July and October that she said Whitaker incurred.

“I have invoices here to prove it’s not something I’m making up,” she said at the meeting. “Now if the taxpayers are to be concerned about $2,300 we spent with the lawyers, they should also be concerned with $6,105.”

Whitaker said that during those months, she was meeting with attorneys on standard operating procedures, such as personnel and policy matters.

She said she hasn’t seen the bill but she would take Ulmer’s word for it on the amount.

Ryan said Ulmer was not in violation of board policy, but that her actions were a breach of the board members’ mutual trust.

According to the board policy manual, the superintendent, his or her designee and the board president are each authorized to consult or seek

fsarver@shawmedia.com NEW LENOX – The Lincoln-Way School District 210 Board of Education is looking for a new board member to replace Christopher McFadden.

The seat on the board became vacant when McFadden resigned Jan. 14. McFadden did not indicate why he chose to resign but said in an email to the district he thanked Lincoln-Way for its support.

Applications for the seat can be downloaded from the District 210 website at lw210. org.

The deadline for submission is 4 p.m. Jan. 29.

The online application asks those interested to list a detailed history of their civic activities, elected offices held and why they want to join the board.

Superintendent Scott Tingley said the board will need to seat another member within 45 days of McFadden’s resignation, in compliance with state law.

Board President Kevin Molloy has said board members could fill the seat either by appointing an individual or interviewing multiple candidates and then making an appointment, and that he prefers the latter option.

McFadden, who was once a member of the Frankfort School District 157-C board,

was elected to the Lincoln-Way board last April.

During his time on the board, district officials considered several options to resolve the district’s financial crisis before settling on closing a school.

McFadden was one of five members of the board who voted in August to shutter North high school in Frankfort.

He was named with the rest of the board in a lawsuit filed against its members by local resident group Lincoln-Way Area Taxpayers Unite to prevent the closing of any school.

District 210 attorneys have said they planned to file a motion to dismiss the complaint Friday and a hearing on the dismissal has been scheduled for Feb. 29.

CHICAGO – Republican Gov. Bruce Rauner said Thursday that he would support a top Democrat’s proposal to tackle Illinois’ pension crisis, as long as it includes a union-weakening provision aimed at collective bargaining.

The governor told reporters at his downtown Chicago office that he had spoken to Senate President John Cullerton and agreed to move forward with a plan that offers state workers a choice on reduced benefits. However, both sides quickly disputed the specifics of the proposal they discussed.

Illinois has the worst-funded pension system of any U.S. state and is roughly $111 billion in debt. There’s been little progress since the state high court’s decision because of budget gridlock.

WASHINGTON – The forecast for a historic blizzard has been there for days, looming over the nation’s capital like the UFO from the movie “Independence Day.” Projected snowfall totals have ticked steadily upward, to the point where the National Weather Service – known for its conservative predictions – says more than 2 feet of snow could land on Washington.

Residents and elected officials throughout the Eastern United States are heeding the warning.

States of emergency have been declared in five states and the District of Columbia. Schools and government offices are being closed pre-emptively. Thousands of flights have been canceled.

Food and supplies are disappearing from grocery and hardware stores. College basketball games and concerts will have to wait.

“It’s going to be dangerous out there,” said Tonya Woods,

42, a Washington Metro station manager who lives in suburban Clinton, Maryland.

“I say they should shut things down.”

Late Thursday, she got her wish. The federal government announced that its offices would be closing at noon Friday. The capital’s subway system announced earlier in the day that it will shut down entirely late Friday night and remain closed through Sunday for the sake of employee and rider safety.

Underground stations usually stay open during major snowstorms.

The director of the National Weather Service said all the ingredients have come together to create blizzards with brutally high winds, dangerous inland flooding, white-out conditions and even the possibility of thunder snow, when lightning strikes through a snowstorm.

The snowfall, expected to continue from late Friday into Sunday, could easily cause more than $1 billion in damage and paralyze the Eastern third of the nation,

“It does have the potential to be an extremely dangerous storm that can affect more than 50 million people,” Uccellini said at the service’s Weather Prediction Center in College Park, Maryland.

Washington looks like the bull’s-eye of the blizzard, and New York City is just inside the slow-moving storm’s sharp northern edge, which means it is likely to see heavy accumulations, Uccellini said. Boston will probably get off easy this time, forecasters said.

Weather Prediction Center meteorologist Paul Kocin, who with Uccellini wrote a two-volume textbook on northeast snowstorms, estimated more than 2 feet for Washington, a foot to 18 inches for Philadelphia and eight inches to a foot in New York.

The snowfall could be as heavy as 1 to 3 inches per hour, and continue for 24 hours or more, Kocin said.

That could put this snowstorm near the top 10 to hit the East, Kocin said.

FLINT, Mich. – Ever since the full extent of the Flint water crisis emerged, one question has persisted: Would this have happened in a wealthier, whiter community?

Residents in the former auto -making hub – a poor, largely minority city – feel their complaints about lead-tainted water flowing through their taps have been slighted by the government or ignored altogether.

For many, it echoes the lackluster federal response to New Orleans during Hurricane Katrina in 2005.

“Our voices were not heard, and that’s part of the problem,” Flint Mayor Karen Weaver said this week at the U.S. Conference of Mayors meeting in Washington, D.C., where she also met with President Barack Obama to make her case for federal help for her city.

The frustration has mostly been directed at Michigan Gov. Rick Snyder, who appointed an emergency manager to run Flint. That manager approved a plan in 2013 to begin drawing drinking water from the Flint River, and the city began doing so the next year. But officials failed to treat the corrosive water properly to prevent metal leaching from old pipes.

But most economists said a huge increase in the supply of oil, rather than a falloff in demand, is the main culprit for tumbling energy prices. That makes it more likely, they said, that developed economies will benefit from energy savings and remain healthy.

Along the way I discovered what God does when we tell Him our plans. He laughs. He doesn’t laugh at us, but at the idea that we really know how our life will unfold.

Let me offer a few thoughts about what the dying have taught me.

First, we finish life the way we lived life. A family member of one our patients recently said, “We live until we die.” I have discovered that we are true to ourselves up until that last breath.

Second, death does not discriminate. Young, old, male, female, white, black, brown all are touched by death. There are no exceptions.

Third, we all have today.

Tomorrow is guaranteed to no

one. I have witnessed young, healthy family members of our patients die unexpectedly.

I have also witnessed who is with us in our final days. Most bedsides include a spouse, children, grandchildren, and only the dearest of friends. So why do we spend so much of our life’s energy attempting to please others outside our closest circle?

Finally, I have discovered how near God is to the dying.

Time and again I have watched, with humility, the events of a person’s final days come together. Without explanation, people, events, and circumstance seem to collate at just the right time. The only answer that satisfies my curiosity is that God truly is the Shepherd who, “Leads us through the valley of the shadow…”

WASHINGTON – Sinking oil prices have cratered the stock market. But a silver lining could appear eventually.

Cheaper gasoline and heating oil are giving consumers worldwide more money they can use to step up spending later – and perhaps energize economies in the United States, Europe and much of Asia.

The question is, will they – and when?

“It’s definitely a plus for consumers,” Sara Johnson, an economist at forecasting firm IHS Global Insight, said of the deep savings being accumulated from sharply lower energy prices. “We should see a pickup in spending in the first quar-

ter.”

The price of oil reached a 12-year low of $28.15 a barrel by the end of trading Wednesday before poking above $29 on Thursday. As recently as June, the price was about $60.

Retail gasoline prices have sunk to a national average of $1.86 a gallon, the lowest since 2009, according to AAA. The timing and size of the economic benefit many analysts expect to result from cheaper oil and gas isn’t clear.

Oil prices began falling in mid-2014 but have so far failed to deliver the kind of boost to U.S. growth that economists had expected. One factor is that widespread layoffs and spending cuts by oil drillers have offset some of the boost from steady consumer spending.

March of victims of stalemate grows longer

Now we’ve lost General Electric.

This should surprise nobody. What business wants to move to a state so dysfunctional it can’t even agree on a budget?

But when GE announced last week the company would move its headquarters from a Connecticut suburb to Boston, there was no doubt why the company blew off a bid by Chicago – nobody builds a house on quicksand.

“It seemed too big of a risk,” a GE source told the Chicago Tribune, referring to Illinois’ political gridlock and $111 billion in pension debt. “That played into the decision to take Chicago off the short list.”

And so it goes: Illinois gets hammered again, with permanent damage, while big egos in Springfield play chicken. This is not governing.

For one year now, since Gov. Bruce Rauner took his oath of office, both sides in this unnecessary standoff in Springfield have claimed the high ground.

Rauner said short-term pain is the price Illinois must pay for long-term gain. He promises an improved business climate will solve all problems once the state Legislature acquiesces to his essentially anti-union reforms. And the governor’s equally obstinate counterpart in the Legislature, House Speaker Mike Madigan, said he will have nothing to do with Rauner’s “extreme” efforts to eviscerate unions and the middle class. So he does an imitation of a statute.

There is nothing short-term about this pain. Real people are getting hurt for good. Real jobs are being lost for good. Real opportunities, such as bringing a manufacturing giant like GE to Illinois, are being missed for good. Consider: • Tourism in Chicago is taking a hit, in part for reasons beyond Springfield’s control.

THE FIRST

AMENDMENT

Police-involved shootings and a movie named “Chi-Raq” make Chicago a tougher sell for the city’s main tourism agency, Choose Chicago. But it has not helped that the agency’s state funding – 40 percent of its budget – was frozen for six months.

• Funding for the state’s main college grant program, the Monetary Award Program, is being held hostage, throwing overboard some 125,000 young people who come from lower-income families.

• State universities are struggling to hold down tuition and attract and retain the best faculty. Eastern Illinois University has laid off staff, and Western Illinois University is close to laying off 50 of its 632 full-time faculty.

• Economic growth in Illinois after the recession lags well behind the national average, and business people – most recently GE – pointedly blame uncertainty in state taxes and other public policies. Businesses don’t like taxes, but they hate uncertainty.

Reboot Illinois, the online state watchdog site, lists plenty of other ways ordinary people are being hit hard, and often permanently, by this political standoff: • Local health departments across the state are cutting back on staff, hours and services.

• Police training classes across the state have been canceled. The state recently notified employees that it soon may not be able to pay medical providers for 150,000 state employees, retirees and families.

• Real people are being hurt – permanently. They are babies and children, college students and the disabled, sick people and old people.

They are not, like Rauner and Madigan, wealthy, powerful and untouchable.

To the Editor: My wife and I just returned from a wonderful trip around the Hawaiian Islands. The highlight for me was visiting the Arizona Memorial and the Battleship Missouri.

Before you went out to the Arizona Memorial, they show you about a 20-minute film, which was heart-wrenching. It showed how FDR’s governing tried desperately to avoid a war with Japan and film of the Japanese surprise attack on Pearl Harbor.

I could only think about what is currently taking place in Washington, D.C., and the treaty with Iran. I could only feel sorrow over the depletion of funding for our military and the constant attack on our Second Amendment rights.

A Japanese commander from the war was asked why they did not continue their attack by invading the U.S. mainland.

He said it was because the American public was too heavily armed and the Japanese military felt it would face heavy losses to its soldiers.

Lewis jumped out to a quick start and led by 13 points at halftime against Southern Indiana. The Flyers’ advantage kept growing in the final half as they captured a 76-47 Great

Lakes Valley Conference victory at Neil Carey Arena.

The win was the 12th straight for the No. 9 Flyers, who improved to 17-1 overall and remain in first place in the GLVC East with an 8-0 record.

Lewis’ 29-point victory was the largest of the current successful run, surpassing an 81-54 triumph over Ferris State that kicked off the 12-game winning streak Nov. 29.

Mariyah Brawner-Henley led all scorers with 20 points while adding six rebounds,

and Jessica Kelliher added 18 points and five boards for the Flyers.

“I didn’t think that we played well last weekend, so we really challenged our team to come out tonight with a refreshed sense of energy and to play with passion. And I think that we saw that from the start to the finish,” Gillespie said.

“And it’s always nice when we can rest some of our starters, like Mariyah and Jessica, so that they don’t have to play 30plus minutes.

“Every team in our league is a great opponent, and we’re always going to get everyone’s best shot and be their big game.

So we don’t really look at records and we just want to play our game and try to get better.

I know that Southern Indiana is in a tough spot right now, but they’re a really well-coached team and they’re going to turn it around.”

The Screaming Eagles (106, 3-5) came in averaging 68.6 points a game, but they struggled from the floor throughout

“Whether we’re up or we’re down, we’re always going to band together as a team. We always have each others’ backs and want to do the best that we can for each other. I like our team’s ability to go through adversity. We find a way to step up and win our games. We talk about being a better team than we are now so we can be the best team out there in March.”

The Flyers jumped out to a 22-11 lead after one quarter but watched USI close to within 3024 with 1:51 left in the opening half. But Lewis closed the second quarter with a 7-0 run, as Alyssa Siwek (10 points, five rebounds), Kelliher and Brawner-Henley all scored baskets to go up 37-24. St. Francis’ Kennedy named CCAC Player of the Week SUBMITTED REPORTS JOLIET – Turning in backto-back 20-point performances in a pair of conference wins, University of St. Francis senior Jens Kennedy has garnered his second Chicagoland Collegiate Athletic Conference Men’s Basketball Player of the Week award for the season.

Kennedy shot 58.1 percent from the field (18 of 31), 60 percent from beyond the arc (3 of 5) and was 10 of 10 from the free-throw line en route to averaging 24.5 points in an 80-71 win over No. 14-ranked Olivet Nazarene and an 80-68 victory against St. Ambrose. He also averaged five rebounds and

two steals in the two games.

Kennedy scored 21 points and grabbed five rebounds Jan. 1 against Olivet Nazarene before tallying a career-high 28 points Saturday at St. Ambrose. Against St. Ambrose, he was 10 of 17 from the field with two 3-pointers and six free throws.

Through games of Jan. 16, Kennedy ranked sixth in the league at 17.6 points a game.

Cook cited: The Great Lakes Valley Conference announced Wednesday that Lewis senior Amber Cook has been selected the GLVC Women’s Indoor Field Athlete Of The Week.

This is Cook’s second career GLVC Indoor honor as she took

home the award nearly one year ago.

Cook won the high jump to help the host Flyers to the Illiana Invitational title last Friday. She registered a personal-best and NCAA Provisional leap of 5-feet-7.25-inches. That jump is the best in the GLVC this season and tied for fifth overall in the nation.

Rankings: USF still has both basketball teams ranked in the top five in the latest NAIA Division II rankings. The Fighting Saints’ men moved up a spot to second. They have been ranked in the top five in five straight polls. USF’s women dropped three spots to fifth after dropping two games last week.

The Lewis women’s basketball team dropped one spot from eighth to ninth in the latest NCAA Division II rankings.

JOLIET – Hall of Fame manager Whitey Herzog arrived at the Clarion Hotel at 3 p.m. Thursday in preparation for his appearance that night as guest speaker for the 67th annual Old Timers Baseball Association of Will County banquet.

“There are two things you can’t hide,” Herzog said. “One is a bad defensive player and the other is a bad umpire. The ball finds him either way. You know a good umpiring crew because they never have any trouble. They don’t put up with anything, but they’d let me have my say.

“I never had much of an argument with Bill, except one time there was a play at third where I thought he was wrong.

I came out and said something I shouldn’t have. I said, ‘I’m sorry, I shouldn’t have said that.’ And Bill said, ‘You’re said it, you’re gone.’ So I said, ‘OK, see you tomorrow.’ ” Herzog recalled the game where Haller worked home plate and his brother Tom was

“I had a deal in place for the Royals to get Ron Guidry for Frank Healy, but the Yankees wanted to see more of Guidry. He pitched two great games and they backed off. We couldn’t get him. Then the deal to get Larry for Healy came up, and we got him.

“He wasn’t in our rotation that year, in 1976, except he pitched the biggest game in Royals history. We were coming off a 15-inning game the night before, and I started Larry and had John Wathan, who was our third-string catcher, catch him.

“Harry Caray was broadcasting White Sox games then and when he saw the battery come across, he said on the air that Whitey must have had a mental breakdown. But Larry pitched a 4-0 shutout and knocked Oakland out of the race. Then he started for me in the playoffs. When Billy Martin heard that, he said he would send a cab to make sure Larry got to the park. He didn’t like him. But I have nothing but good to say about him.”

Gura wound up 28-9 over those three seasons with a 2.76 ERA. He and Paul Splittorff were a potent 1-2 punch from the left side. As Herzog said, they knew how to pitch.

NASCAR IN JOLIET

NASCAR will make only one visit to Chicagoland Speedway this year as the summer Xfinity weekend is not on the schedule that was announced earlier this week.

However, the NASCAR weekend in mid-September will be as good as it gets. It begins with an ARCA race Thursday night, Sept 15, followed by a NASCAR trucks race Friday night, an Xfinity race Saturday and the Sprint Cup race Sunday that will kick off the Chase.

The format of the Chase will be employed in the truck and Xfinity Series this season for the first time, and the races here in those series will be last-chance races to qualify for the playoffs. Against that backdrop, it will be interesting to see how well the entire four-day weekend in Joliet is received.

Regional champ Minooka eyes rebound in sectional

dgoss@shawmedia.com If there is one thing the game of boys high school bowling has taught, it’s that what you score one week has no bearing on what you will score the following week at a different house.

In the postseason, the whole idea is to advance and start fresh at the next level.

Still, eyebrows likely were raised around the state Saturday when regional scores were posted.

Minooka’s 5,618 total for six games was enough to win the regional the Indians hosted at Channahon Lanes.

Lincoln-Way West, led by regional champion David Eggert’s 1,330, shot 5,539 for second place. Joliet West ended at 5,371 and Lincoln-Way

Central at 5,355 to earn the regional’s final two qualifying spots for Saturday’s Sandburg Sectional at Orland Bowl. The top 10 individuals not on advancing teams also move on.

Contrast those team scores with what went on in the Plainfield South Regional at Town & Country Lanes. Plainfield North, led by regional champion Paul Conrad’s 1,452, won with a whopping 6,599 total. Lockport was second at 6,351, followed by Bolingbrook at 6,091 and Plainfield Central at 6,066. Oswego and Plainfield South topped 6,000 and did not advance.

What happened at Channahon Lanes probably was a combination of difficult lane conditions and many of the bowlers feeling as if they did not live up to their potential.

But with Minooka the shin-

ing example, you never know what may happen on another day. The Indians won their third straight SouthWest Prairie title this season, and Plainfield North, Plainfield Central, Oswego and Plainfield South all are members of that conference.

Minooka also won its third straight regional title last week and will pursue a third straight sectional crown Saturday. The top six teams and top seven individuals not on those teams will earn berths in the state tournament the following weekend at St. Clair Bowl in O’Fallon.

“This is the third straight year we’ve won conference and regional, and we have taken sectional the last two years,” Indians coach Derrick Rapsky noted. “It’s different this year, though. There are

lots of teams that are close now. Last year, there weren’t as many.

“We could win the sectional or we could go there and not qualify at all. We’re winning so far, but we haven’t peaked yet. We have a talented group of kids, but we’re not clicking on all cylinders. Once we do, watch out. But the kids have to do it.”

Minooka junior Kai Devine, the regional runnerup with a 1,204 score, said, “I hope we can fight through the sectional and make state. We have a lot of talent at Minooka. It’s been that way since I’ve been here.”

Lincoln-Way West’s Eggert said his hope is that his teammates join him at state.

“I want us to bowl on Day 2 at state,” he said. “Last year, we finished ninth or 10th in the sectional and they took the

top six. I got to Day 2 at state as an individual and did OK, but I wish our team was with me.”

Four teams also advanced to Orland Bowl from the Chicago Brooks Regional (Morgan Park, St. Laurence, Brother Rice and Evergreen Park) and four advanced from Andrew (Sandburg, Andrew, Oak Forest and Shepard), meaning 16 teams will vie for six state berths.

Scores of corresponding finishers also were considerably higher at Brooks and at Andrew than they were at Channahon Lanes. But again, that will not matter when the firing begins Saturday morning.

“I guarantee the scores of the teams coming out of this regional will be higher at Orland Bowl,” Joliet West coach Scott Gentile said.

Lightning end Hawks’ 12-game streak

TAMPA, Fla. – Nikita Kucherov snapped a second-period tie with his 20th goal and the streaking Tampa Bay Lightning ended the Blackhawks’ franchise-record 12-game winning streak with a 2-1 win victory over the defending Stanley Cup champions Thursday.

The win was the seventh straight for the Lightning – one shy of a team record – and gave the defending Eastern Conference champs a split of the season series with the Hawks, who won last year’s Stanley Cup final against Tampa Bay in six games.

Ben Bishop had 17 saves as the Blackhawks were held to a season-low 18 shots. Corey Crawford stopped 31 shots to keep the Hawks in the game, but it wasn’t enough to extend a career-best nine-game winning streak.

Independent studio used locations, actors from Joliet to shoot film about leaving gangs

JOLIET – The 95-minute experimental film “Adios Vaya Con Dios” – which became available Jan. 19 through On Demand and some rental outlets – just might be the little film that could.

Filmed by indie studio Ave Fenix in Joliet and Aurora, this movie about a young man trying to leave a Chicago Latino gang already has more than 41,000 likes on Facebook.

In an email, Monica Leon of Aurora, co-owner of Ave Fenix, said the film – called “Goodbye and Go With God” in English – premiered in West Hollywood and “was an official selection and up for nominations at the Bel-Air Film Festival in California.”

“It’s like a movement,” Leon said. “We never thought it would get this crazy.”

“Adios Vaya Con Dios” – which is in English with Spanish subtitles – has a cast of about 100 people, a mix of professional actors and community members, most of whom were unpaid, said former Joliet resident Zachary Laoutides of Chicago – co-owner of Ave Fenix, as well as the screenplay’s writer and the film’s star.

As part of the experiment, the movie was directed in the style of “La Raza” or “The People,” Laoutides said. This means no one person served as director, although some of the more accomplished actors, as well as Leon, coached the cast and provided informal direction.

“We gave the locals the opportunity to make it come alive,” Laoutides said. “We said, ‘Here’s the script. Let’s see what you can do with it.’”

MENTORING THROUGH ART

The entire project, Laoutides and Leon said, had two goals: to inspire young people and to give Laoutides, an aspiring actor and screenwriter, an artistic outlet.

Several years ago, a mutual friend introduced Laoutides and Leon because they both engaged in grassroots outreach to young people on the streets.

Laoutides and Leon discussed the possibility of starting a nonprofit where mentors would work one-on-one with kids and help them leave gangs – until they realized the effort required in running and fundraising for a nonprofit.

In the meantime, Laoutides had written a script based on events that happen on the streets. He and Leon shared ideas, formed Ave Fenix in 2013, and then approached members of the Latino community who lived and worked

near the location sites about taking part in the project.

In addition to actors, this also included community musicians and other artists, Leon said. For instance, the makeup artist for the film is actually a street artist.

“I just feel like artists live in the shadows. No one pays attention to them,” Leon said.

“I wanted to show not just the violence, but that there is actually art, and that they’re very hungry and passionate about what they do.”

Laoutides said Joliet locations included areas around Collins and Columbia streets, as they both reflect Hispanic culture.

“There’s a lot of cool graffiti art by Columbia Street that has a nice urban look, so we shot down there,” Laoutides said.

Supporting the project in a small role and as a location consultant was Angel Guzman of Joliet, an actor. Guzman,

who previously ran for Joliet City Council in District 4, said he spent two days in film production.

One day was in Joliet, where Guzman watched filming outside the former Joliet Correctional Center and then showed other exterior filming options to Laoutides. The second was in Aurora, where Guzman played a member of the antagonist’s family, even getting pistol-whipped at one point.

“Our dream is to get it screened at the Rialto,” Guzman said.

POST-PRODUCTION PROJECTS

Filming began in 2013 and continued into early 2014, Laoutides said. After the film festival, Indican Pictures purchased international rights, he said. “Adios Vaya Con Dios” should be available on DVD this summer.

A sequel called “And May God Forgive Us” is being

planned, Leon said.

In the meantime, Laoutides said he has completed two more movies, both written by and starring himself. One is “When My Eyes Go Dark,” about bruja psychics; this film is ready to enter film festivals, Laoutides said. The other, “Love You to the Moon and Back,” is about jazz musicians.

And the outreach?

Leon said that goal was already in motion even before “Adios Vaya Con Dios” was released, as the actors are excited about their roles in the film.

They are encouraging others to see it and have asked about additional acting opportunities.

She hopes these young people will continue to seek out other opportunities and experiences that may lead them to success.

“I want them to know all their hard work was not in vain and that they can do whatever they want to do,” Leon said.

JOLIET – The University of St. Francis Art Gallery presents “Telluris Corda, Hearts of the Earth,” a solo exhibition featuring the work of artist and former Joliet-area resident Jaime Foster.

Foster’s work explores the spiritual connection humans have with the natural world.

Through her love of ecopsychology, conservation and biodiversity, her paintings si-

multaneously resemble vast glacial landscapes and intricate microscopic patterns, acting as complimentary and contradictory to each other in an encircling game.

Foster’s exhibit is available for viewing from Feb. 1 to Feb. 26 at the USF Art Gallery at 25 E. Van Buren St., Joliet. A public reception will be at the gallery from 6:30 to 9 p.m. Feb. 4.

In my Christmas Competition, you had to plan the play in four hearts after West led the diamond 10.

You win with the ace, draw trumps, and lead your remaining diamond.

If West plays low, put in dummy’s seven.

Then you cannot go down! Suppose East returns a diamond. You discard a spade from hand, cash the spade ace, ruff a spade, return to dummy with a trump, ruff the last spade, and play a club to the jack. You must either get a club trick or benefit from a ruff-andsluff.

If West puts up the diamond eight or nine at trick four, win with dummy’s king and lead the diamond seven.

If East covers, discard a spade.

Here, again, you make the contract by eliminating spades and endplaying East in clubs.

Or, if East plays a low diamond, you ruff and continue with the spade jack.

If West does not cover, you play low from dummy and once more will get home.

Or, if West covers with the spade queen or king, you win with the ace and lead back a spade. If East wins that trick, you are safe.

At the worst, West takes this trick and shifts to a club.

Then you must hope that West has one of the high clubs (as you must if hearts are 3-0).

For the second question, giving a bidding sequence after East opens one diamond, please refer to the diagram (but I accepted anything sensible). In my auction, North’s two-diamond cuebid shows heart support and at least game-invitational values.

out xylitol doesn’t seem to cut down on bacteria, but it can help increase the flow of saliva, which protects teeth.

Carbohydrate-containing foods, including bread, cereal, rice, other grains, beans, fruits and vegetables, contain sugars and starches that feed the bacteria that live in your mouth. However, these foods are part of a healthy, balanced diet.

But there are other types of starches and sugars that promote cavities and are not part of a healthy diet. For many reasons, not just preventing dental problems, it’s best to minimize them in your diet: • Sticky sweets such as honey, molasses, chewy candy or raisins.

• Slowly dissolving sugars, such as those from slow-melting hard candies.

• Starch and sugar combinations, such as those found in cookies, cakes and other sweet baked goods.

Finally, if you eat sweets before bedtime, be sure to brush before heading to bed. Otherwise, the sugar will stay in your mouth and on your teeth overnight.

If you have had many cavities, or gum disease, you might talk to your dentist about using sugar-free gum with xylitol after every meal. Also ask your dentist about the value of these practices: • Brushing your teeth after every meal; • The best toothpaste for you; • Whether the tap water in your community is fluoridated.

Dear Dr. K: Why do dentists recommend chewing gum? Doesn’t gum cause cavities?

Dear Reader: Dentists don’t recommend just any chewing gum. They recommend sugar-free gum, specifically gum that contains xylitol, a sugar-free, no-calorie sweetener made from the bark of birch trees. It may actually lower your risk of tooth decay and cavities by interfering with the growth of harmful mouth bacteria.

Bacteria in your mouth eat sugar or starch that is found in the foods and beverages you consume.

Fueled by this energy, they grow, multiply and form plaque. That’s the bacteria-laden film that covers your teeth between brushings. Bacteria eating sugar and starch give off acidic waste that attacks tooth enamel. This acid in the plaque sets the stage for tooth decay, cavities and gum disease.

But bacteria in the mouth can’t digest xylitol.

That’s why this sweetener inhibits the growth of mouth bacteria and reduces the production of plaque and destructive acids. Xylitol may also prevent the production of a substance that helps plaque bacteria stick to teeth.

University of Minnesota researchers studied the effects of chewing gum on mouth bacteria.

They asked one group of volunteers to chew gum sweetened with xylitol for five minutes after each meal. Another group chewed a gum with sorbitol, another sugar-free sweetener.

A third group didn’t chew gum at all. After three months, the number of bacteria in the saliva of xylitol-gum chewers was lower than in the other two groups.

To reap these benefits, chew a piece of xylitol gum three or four times a day for at least five minutes. Sugarless gum with-

Dear Abby: We recently lost our dog, a 13-year-old springer spaniel, to old age.

His passing has left a huge hole in our hearts and lives.

We miss his companionship, his personality and the structure that caring for him brought to our lives. We’re 51 and 60, own our home and are financially secure.

Some of our friends are discouraging us from adopting another dog. They say we travel too much. Last year we spent 12 weeks away from home. When we travel, we hire a trusted pet sitter to move into the house and attend to all our dog’s needs.

Our pet always seemed happy and healthy when we returned.

I anticipate that we will continue to travel a similar amount in the future, but I’m not sure we will enjoy coming home to a house that has no dog to welcome us back.
