Rauner wants to review all new highway projects

By LAUREN LEONE–CROSS lleonecross@shawmedia.com The controversial Illiana Expressway project is among transportation projects being put on hold by Gov. Bruce Rauner, according to a spokesman for the governor.

Key local supporters of the controversial Illiana Expressway said Tuesday they did not want to give the announcement too much weight, adding that Rauner seems to be taking a step back and reviewing all major projects – not just the Illiana.

“I don’t want to read too far into this,” Nick Palmer, chief of staff for County Executive Larry Walsh, said Tuesday.

“It’s his second day on the job.”

In Rauner’s first act after taking office Monday, the Republican governor issued an executive order aimed at cutting spending. The move sus-

pended planning and development of any major interstate construction projects pending a “careful review” of costs and benefits.

Rauner spokesman Lance Trover confirmed Tuesday that includes the Illiana Expressway, a planned 47-mile east-west link between Interstate 65 in Indiana and Interstate 55 in Illinois.

The news came as no surprise to John Greuling, president and CEO of the Will County Center for Economic Development. He looked on the bright side.

“I guess the good news is that it’s on hold. It’s not over,” Greuling said.

Peotone farmer Virginia Hamann, an outspoken critic of the project with land in the proposed pathway, said she’s being “cautiously optimistic.”

An active member of the anti-Illiana “No Illiana 4 Us” group, Hamann said the group

will continue fighting against the project.

“Until he pulls the plug, we have to keep fighting,” Hamann said.

Supporters say the tollway, which would link Interstate 55 in Wilmington with Interstate 65 in Indiana, would relieve traffic congestion on Interstate 80 south of Chicago and create much-needed jobs. But critics – including Rauner’s pick to lead the Illinois Department of Transportation – have said it’s financially risky.

On Sunday, Rauner announced Randy Blankenhorn as his pick to head the state agency. For the past eight years, Blankenhorn has served as executive director of the Chicago Metropolitan Agency for Planning – a key regional planning agency that opposed the Illiana project.

Shorewood closer to home rule status

By VIKAAS SHANKER vshanker@shawmedia.com SHOREWOOD – Village trustees took the first step Tuesday to grant Shorewood home rule status, and to pay for a possible pipeline to bring Lake Michigan water to residents’ faucets.

The village board with a 4-0 vote approved a resolution to put the referendum question of if the village should be a home rule municipality on the April 7 election ballot.

According to the state constitution, a municipality automatically attains home rule status when its population reaches 25,000. But a village like Shorewood, with its Census 2010 population of 15,615, can put a binding referendum question on the ballot.

With home rule status the village will have additional taxing authority. Mayor Rick Chapman said that could pay for a pipeline bringing Lake Michigan water to the village.

“It allows us to have different abilities to raise more funds,” said Chapman, who

has previously said the village will have to get a new water source. “We’re in the process of putting together resident info packets on what we think the plan should be.”

That plan involves the home rule status allowing the village to increase the sales tax 0.75 percent, Village Administrator Roger Barrowman said.

The additional tax would raise about $29 million that could be used to help fund construction of the pipeline.

The current sales tax rate is at 8 percent. Broken down, 5.25 percent is the state rate, the Regional Transportation Authority receives 0.75 percent, and the village has a 1 percent share and 1 percent non-home rule share.

Barrowman said the tax targets residents of other municipalities because they account for more commercial activity than Joliet residents.

Village Clerk Tracy Ragusa will certify the question to the Will County Clerk’s office, which is expected to put it on the ballot for the spring elections.

Route 52 development

Trustees also approved a planned unit development for two buildings on the Crossroads Plaza lot at the northwestern corner of the Route 52 and Route 59 intersection.

That intersection is part of the Route 52 corridor, which Chapman identified as a major economic zone the village will focus on developing in 2015.

The development plan would change plans for a new corner building into a one-story structure, construct an addition and drive-thru to the north building, reface the north and west buildings, and improve signage, parking water detention and trash locations.

Trustees also discussed the possibility of a raised median along Route 59 to prevent northbound travelers from attempting a left turn onto the property right after the intersection “I’m really happy this is moving forward,” Chapman said, adding that the intersection was a hard project but very vital for the village.

USF Incubator Program provides space for new businesses to grow Know more

By VIKAAS SHANKER vshanker@shawmedia.com JOLIET – Laura Munoz and Princess Clemente were just starting their business when the University of St. Francis started accepting applications for its incubator program.

When Munoz, a junior at USF, heard about the incubator program during an entrepreneurship course, she thought their business, Student Speakers LLC, could use the help.

“For us as a business, now we have a place to meet that’s not at home or in school,” Munoz said. “It really helps us out.”

She and Clemente use the incubator space several times a week to develop a business aimed at helping students develop public speaking skills.

“For me to say ‘I’m a business owner’ is kind of scary,” said Clemente, a graduate student. “I’m just trying to acquire as much knowledge as possible.”

The Business Incubator is a program under the University of St. Francis College of Business and Health Administration that helps entrepreneurs grow through the start-up process. It’s in the Robert W. Plaster Free Enterprise Center in downtown Joliet.

The program itself is young, with the college completing a soft opening last year.

Christopher Clott, dean of the college of business, said he’s hoping a grand opening of the incubator in March or April will show people its value to Joliet-area business.

“We saw this as a catalyst for business growth and development,” Clott said.

“Hopefully within the next year we have eight to 10 businesses that have gone through the incubator, with at least two to three taking off,” Clott said.

Clott said the university is working with the Joliet Junior College Small Business Development Center to identify businesses and ideas that have potential to succeed.

The center is where Gallegos and his wife, Portia Gallegos, found out about the incubator.

“It has helped us focus,” Portia Gallegos said. A mentor showed how they were charging too little and losing out on an opportunity to make money, she said.

university faculty, business professionals and other entrepreneurs in the incubator.

Businesses do have to pay a negotiable monthly fee of $150, according to Bonnie Covelli, a director of the program.

Clott said that another goal of the incubator program is to increase the economic profile of downtown Joliet.

While the city tries to figure out what downtown Joliet should look like in the future, Clott said the incubator could become a “hub of business.”

“The identity of downtown Joliet isn’t as strong as what it could be,” Clott said. “It’s not probably going to be a place of the next Google. But I think one day it will grow into its own part of the city.”

Scaling back on electronics recycling

By LAUREN LEONE–CROSS lleonecross@shawmedia.com JOLIET – Will County government will scale back its electronics recycling collection events this year to stave off possible increased costs, said Dean Olson, who heads up the county’s Resource Recovery and Energy Division.

Residents should expect two collection events, instead of the usual six, Olson said Tuesday.

The move is precautionary, as county leaders urge lawmakers to review a 2012 law that sets annual recycling goals for electronics manufacturers – a key funder of programs statewide.

Nearly all electronics manufacturers met pre-established quotas for pounds of electronics to recycle before the end of 2014. At that point, they stopped paying for recycling for the year, and the costs shifted to local government or recyclers.

Last year, Vintage Tech Recycling, the county’s vendor, absorbed those costs and suffered a financial hit. But the county’s latest agreement with Vintage Tech requires the county to pick up the tab once a certain goal is met.

Olson said he isn’t sure how much the county could wind up paying if those goals are met before the year’s end. But he did say Lake County, hav-

Other local governments are trying to stitch together temporary solutions to avoid shutdowns, Brent Hassert, lobbyist for the county, said Tuesday during a County Board Legislative Committee meeting. But the issue should be tackled at the state level, he said.

“As people find out they can’t get rid of [electronics], they’re going to start realizing this is a higher priority than most people realize,” Hassert said. “Right now, it hasn’t been that big of an issue. It’s been insulated. It’s going to become a bigger issue.”

Beth Rice, D-Bolingbrook, said the shutdown of programs affects everyone.

“It’s one of the few things that actually affects every house because everyone’s got electronics,” Rice said.

After the meeting, Hassert said the legislation would be tough to pass in Springfield because of manufacturers’ opposition. But he said the intent of the bill was never to put the financial burden on local governments. County officials, including Olson, hope to reintroduce legislation that would increase state-mandated goals amid fears that local governments will be burdened by added costs.

By MICHAEL TARM The Associated Press CHICAGO – The Bolingbrook mother of a 19-year-old American facing a terrorist charge for trying to join the Islamic State militants accused the group on Tuesday of brainwashing youths into joining their ranks via social media. And she declared, “Leave our children alone.”

Mohammed Hamzah Khan’s mother cried softly as she read her statement in a lobby at a Chicago federal courthouse. Minutes earlier, her son had pleaded not guilty to attempting to provide material support to a foreign terrorist group. It carries a maximum 15-year prison term.

parents in Bolingbrook, was arrested in October at O’Hare International Airport as he headed to a flight bound for Turkey. In a notebook found later in his bedroom, Khan had drawn an armed fighter with an Islamic State flag and the words “Come to Jihad,” court documents allege.

Adept Islamic State propagandists managed to woo Mohammed Khan into falsely believing they had established a legitimate Islamic government in parts of Syria and Iraq, Khan’s lawyer, Thomas Durkin, told reporters Tuesday.

“He’s a very devout, committed, thoughtful kid who bought into some very slick advertising,” Durkin said.

Khan’s mother ended her statement before a dozen reporters and TV cameras by directly addressing the Islamic State group, which she referred to as ISIS, and its leader, Abu Bakr al-Baghdadi.

“We have a message for ISIS, Mr. Baghdadi and his fellow social media recruiters,” she said, raising her voice.

“Leave our children alone.”

Joliet man injured in car chase in ‘good’ condition

BY CHRISTI WARREN Shaw Media ROCKFORD – A 19-yearold Joliet man was upgraded to good condition at a Rockford-area hospital Monday after being seriously injured in a car chase with Rock Falls police early Saturday morning.

Rock Falls Police Chief Mike Kuelper said no citations have yet been filed – a standard practice among police agencies while a suspect is hospitalized.

The Joliet Police Department contacted Rock Falls at about 12:50 a.m. Saturday with information about Brett Hodorowicz, saying he was in the Rock Falls area and seemed to be having medical issues, police said.

Rock Falls police located Hodorowicz minutes later at a McDonald’s and started talking to him about how he was feeling, at which point he took off in his car, almost pinning an officer between his car and another in the process.

Police pursued him until, at 1:03 a.m., Hodorowicz crashed into a power pole near Buell Road and the Hennepin Canal, and fled.

Officers found him about 30 minutes later in a building on Knief Road, and had him taken to CGH Medical Center before he was flown to Rockford Memorial Hospital. At the time, police described him as being “badly injured” following his crash, which also caused a power outage in the area.

JOLIET – The description of Erick Maya’s “smirk” was brought up in court Tuesday during arguments over the severity of his 122-year prison sentence.

His attorney argued that a judge showed personal feelings when sentencing Maya for murder and other charges.

Maya, at one point in the hearing, declined his lawyer’s advice and spoke on his own behalf.

On Feb. 13, 2014, Maya, 24, ambushed his ex-girlfriend, Briana Valle, 15, and her mother, Alicia Guerrero, shooting them in the driveway of their Romeoville home. Valle died while Guerrero survived.

After Maya was found guilty of murder, attempted murder and unlawful use of a weapon by a jury, Judge Robert Livas sentenced him. Livas retired in October.

Maya faced a minimum of 79 years behind bars. Defense attorney George Lenard told Judge Daniel Rozak on Tuesday that Livas’ comments showed his personal dislike of the defendant.

he was proud of something he did,” Livas said while sentencing Maya.

“It may not be a smirk. It may just be how the person looks,” Lenard said.

Lenard did not appear happy when Maya told Rozak he had filed motions on his own to have his sentence reduced.

“Something that jumps out at me [in the motions] is you say you were denied your right to a speedy trial, but Erick Maya two pages later, you say your defense attorney pressured you into having a speedy trial,” Rozak noted.

Maya said he’s been “reading the law” since being sentenced and his convictions should have been merged into a single count. But Assistant Will County State’s Attorney Chris Koch noted the crimes against Valle and Guerrero are separate acts with separate victims.

“The state is right. It’s not one act. You are wrong on that,” Rozak told Maya. “I don’t see anything else here that would apply on sentencing, so I’m not going to address it.”

Rozak said he would take two weeks to decide if any sentence reduction is warranted.

Gompers-Lewis LLC wants to develop the 40-acre site near Silver Cross Hospital. But village officials want more control over potential commercial or residential development, Baldermann said.

“We want to market it, obviously … but we don’t want to lose control over what they want to put up there,” he said.

Baldermann said the plan was tabled because Gompers-Lewis LLC couldn’t give specifics on what would be in the area.

Will County makes plans to fight voter registration law

“Time is of the essence.

We can’t drag our feet. [Let’s bring lawmakers] up to speed on our concerns,” Hassert told members of the County

Board’s Legislative and Policy Committee on Tuesday.

Senate Bill 172, signed into law Monday by now-former Gov. Pat Quinn, requires Illinois counties with a population of at least 100,000 to offer same-day voter registration at every polling place by the March 2016 election.

Will County Clerk Nancy Schultz Voots last week said the mandate would mean nearly $1 million in start-up costs to buy electronic poll books – or computer tablets

with voting capabilities – and for training election judges about the new systems.

Will County Board Speaker Jim Moustis suggested the county reach out to nearby counties faced with the same issue.

County officials also plan to reach out to lawmakers to see if the state can delay implementation, identify a funding source and keep same-day registration ballots provisional to deter voter fraud.

NEW LENOX – Fleckenstein’s Bakery will be part of a redevelopment plan in New Lenox.

Mayor Tim Baldermann announced at Monday’s Village Board meeting that Fleckenstein’s Bakery, which has a location in Mokena, will be one of the tenants of the roughly 8,000-square-foot building on the eastern portion of a downtown development.

He said the business has been around a long time and has a market in New Lenox.

“They are very well-known and a high-end bakery,” Baldermann said.

Last year, village officials moved forward with plans to purchase and demolish several buildings in the vicinity of

the train station.

They then will bring in two developers to redevelop the western and eastern portions of those properties. The development will revitalize the downtown area and generate sales taxes needed for a new train station, according to officials.

Village officials bought the former House of Hughes building. By Friday, the village expects to own the Pit Stop bar and a dry cleaners.

“We are getting very close to demolishing the cleaners, the House of Hughes and Pit Stop to make way for that eight- or 9,000-[square-foot] building that will be under construction this spring,” Baldermann said.

At the next board meeting, Baldermann said he hopes to announce two more businesses for the downtown area.

“The ex-parte letter filed by the IDOT traffic engineer is not part of the record in this case, nor is it consistent with IDOT’s legal position that the crossing should be closed without further study,” Streicher said. “And the ICC, as [the letter] is not part of the official record, should not consider it.”

CHICAGO – A final decision is expected Wednesday by the Illinois Commerce Commission on whether to temporarily shut down a controversial railroad crossing in Elwood.

The Walter Strawn Drive railroad crossing has been a point of contention for months, having pinned Elwood village officials against CenterPoint Properties, the developer of two nearby trucking intermodals, in a series of hearings on how to best address safety concerns there.

The Illinois Department of Transportation has supported closing the crossing, but a letter filed just before the holidays by an IDOT attorney of-

fering a different opinion has drawn the attention of CenterPoint’s attorney, Michael Scotti. CenterPoint wants the crossing to stay open.

The letter, written by John Fortmann, IDOT’s Region One Engineer, states alternatives to the closure are worth considering and that, “at a minimum, an impact study should be completed” prior to the temporary closure.

“In any event, I have no idea what’s going on inside of IDOT except what was filed,” Scotti said Tuesday. “But the judge should take this into account because IDOT is a governmental agency charged with ensuring public safety of motorists on Illinois highways.”

Rick is survived by his uncle, Bill (Sharon) Rehling formerly of Mount Prospect; cousins, Bill (Laura) and Jim (Kim) Rehling, Patrick (Jennifer) and Darren Whitman. Rick was like an uncle to their children, Ashley, Will, Payton, Owen, Jake and Chloe.

LAWRENCE E. MORRISSEY Born: July 19, 1936, Died: Jan. 8, 2015

Lawrence E. Morrissey, age 78, passed away at home on the morning of January 8, 2015, after a brief, but courageous, battle with an aggressive cancer discovered last fall. He was a loving husband to his wife of 48 years, Kathleen (nee Landreman).

The devoted father of Dr. Lawrence (Tamara), Charles (Susan) and William (Aleksandra); he cherished his twelve grandchildren, Elizabeth, Sarah, Colin, Charlie, Madeleine, Allie, Teresa, Elliott, Klara, Joshua, Benjamin and Brigita. He is also survived by his sister, Rosemary (David) Ahmann; and many very special nieces and nephews.

Preceded in death by his parents, Margaret (2005) and Charles (1944); and beloved nephew, Mark Ahmann (2005).

Born July 19, 1936, in Joliet, Illinois, he was raised by his mother after the sudden loss of his father just days before Christmas in 1944.

A graduate of St. Raymond Elementary School, Joliet Catholic High School, the University of Illinois and The John Marshall Law School, he worked jobs to pay his tuition the entire way. He served in the Marine Corps. He began his legal career in 1964 as an Assistant United States Attorney in the Northern District of Illinois and, in 1967, was appointed Chief of the Organized Crime and Racketeering section for the Northern District of Illinois.

In 1969, he received a meritorious service award from United States Attorney General, Ramsey Clark, who credited him with helping disband the Chicago crime syndicate.

In 1974, he opened his own practice in downtown Chicago while at the same time working at O`Brien, Garrison, Berard & Kusta, a Joliet law firm that he credited for the

development of his civil litigation skills. Although he represented defendants in numerous high profile government probes and scandals, his real passion was providing representation to the less fortunate, often on a pro bono basis. He took great pleasure in helping people from all walks of life.

He will be lying in state at St. Joseph’s Church, 1107 N. Orleans Street, Chicago, Illinois from 4:00 until 8:30 p.m. on Friday January 16, 2015. Morning visitation, Saturday January 17, 2015 from 10:00 until 11:30 a.m. at Blackburn - Giegerich Sonntag Funeral Home, 1500 Black Road, Joliet, Illinois followed by Funeral from Blackburn - Giegerich - Sonntag to the Cathedral of St. Raymond for a Mass of Christian Burial at noon. Rauner must tackle own agenda, predecessor’s

SPRINGFIELD – Gov. Bruce Rauner spent his first full day in office Tuesday dealing with two agendas: his own, imposing tougher ethics rules; and a second involving the last-minute machinations of his vanquished predecessor, which posed out-of-the-gate political dilemmas for the newly minted chief executive.

The Republican put his pen to tighter rules on the “revolving door” through which lawmakers and policymakers pass directly into lobbying jobs, on public officials accepting gifts and on greater personal financial disclosure.

Officials no longer may negotiate for a lobbying job while still in office and may not start work as a lobbyist before completing a yearlong “cooling off” period.

Gifts from “prohibited sources” such as those doing business with the state are banned not only to public officials but also spouses and immediate family members.

Rauner reverses Quinn board appointments

SPRINGFIELD – Gov. Bruce Rauner has reversed nearly 200 appointments made by his predecessor – including posts that Pat Quinn presented to ex-staff members on his way out of office.

The Republican withdrew Quinn’s nominations of 178 people to boards and commissions just hours after he was sworn in on Monday. Officials released paperwork documenting the actions Tuesday morning.

was an assistant labor director under Quinn. Also withdrawn was the Democrat’s Monday appointment of Human Services secretary Michelle Saddler to a teacher pension board.

The appointments date to October 2013 and require the advice and consent of the Senate. But Rauner can eject them from the posts because the Senate never acted on them.

Illinois AG: State can use ‘police powers’ to cut pensions

SPRINGFIELD – Attorney General Lisa Madigan is arguing that a landmark Illinois pension overhaul should be upheld because the state has “police powers” that allow it to change a contract in extraordinary circumstances.

Madigan is appealing a lower court ruling that found the 2013

law unconstitutional. She filed an opening brief to the Illinois Supreme Court on Monday.

Several groups filed briefs supporting the state’s arguments.

They include the city of Chicago, the Illinois Municipal League and Chicago Public Schools.

Lawmakers approved the overhaul to address what’s become a $111 billion pension shortfall. The law reduces benefits for retirees.

Labor unions and retirees sued, saying the Illinois Constitution prohibits pension benefits from being diminished.

Madigan argues that without the law, the state’s annual pension payment could take up one-fourth of its revenue.

USDA: Record corn, soybean crops in 2014

SPRINGFIELD – The federal

government said Illinois corn and soybean growers had a record year in 2014.

The U.S. Department of Agriculture estimates that farmers statewide produced 2.35 billion bushels of corn last year. That tops the 2007 record of 2.28 billion bushels.

Yields of that commodity were a record 200 bushels an acre, up 22 bushels from 2013.

That’s despite a 1 percent decline in corn acreage planted, to 11.9 million acres.

The 9.8 million acres of soybean acres harvested last year were up 3 percent from 2013, and farmers got the most out of them. The USDA says a record 548 million bushels were produced, with an average yield an acre also set a new milestone at 56 bushels.

Nationwide, corn and soybean production also set records.

Illinois fracking registration off to slow start

SPRINGFIELD – Two months since Illinois enacted rules for high-volume oil and gas drilling, no company has applied for a state permit to put hydraulic fracturing to use.

The Springfield State Journal-Register reported Denver-based Strata-X Energy registered Nov. 14 with the Illinois Department of Natural Resources. But the company hasn’t formally applied to begin so-called fracking.

The Illinois Oil and Gas Association’s Brad Richards believes the slow response may be because of the state’s delay in adopting regulatory rules, as well as low oil prices that may have discouraged energy companies.

NATION & WORLD BRIEFS GOP pressing attacks on Obama agenda

WASHINGTON – Defiant congressional Republicans attacked President Barack Obama’s agenda from all sides Tuesday, ignoring veto threats and pushing bills to uproot his policies on immigration and Wall Street, force approval of energy pipeline legislation he opposes and make him justify any new federal rules before he makes them.

Obama invited his antagonists to the White House for their first face-to-face meeting since the new GOP-controlled Congress convened. But their show of cordiality did little to mask the partisan hostilities between Capitol Hill and the White House.

Back at the Capitol, the Senate debated legislation to force the administration to allow construction of the Canada-to-Texas Keystone XL oil pipeline. That was to be followed by votes Wednesday on two bills: to alter a key section of the 2010 Dodd-Frank financial overhaul in a way that would help banks, and to block Obama’s executive actions on immigration.

Key U.S. military sites back online after hacking

WASHINGTON – The Twitter and YouTube sites for the U.S. military’s Central Command are back online after being taken over by hackers claiming to support the Islamic State militant group, and Pentagon officials are reviewing some security protocols in the

wake of the breach.

Col. Steve Warren, a Pentagon spokesman, said Tuesday it is too soon to tell who the hackers were and where they got some of the official documents they placed on Central Command’s Twitter feed Monday. The documents included some personal phone numbers and email addresses and a few slides that were prepared by an independent research group.

Defense Secretary Chuck Hagel, visiting Whiteman Air Force Base, Missouri, said Tuesday the hack “was a violation, it wasn’t a big deal. But it shows you, it reminds you, once again, of how dangerous these different groups are and how capable they are.”

Divers retrieve 2nd black box from AirAsia crash

PANGKALAN BUN, Indonesia – Divers retrieved the crashed AirAsia plane’s second black box from the bottom of the Java Sea on Tuesday, giving experts essential tools to piece together what brought Flight 8501 down.

The cockpit voice recorder was freed from beneath heavy wreckage about 100 feet deep, a day after the flight data recorder was recovered, said Tonny Budiono, sea navigation director at the Transportation Ministry.

The device will be analyzed with the other black box, which could take up to two weeks. It records in a two-hour loop, so all discussions between the captain and co-pilot should be available.

France: Terror funds, attack weapons came from abroad

By LORI HINNANT and ANGELA CHARLTON The Associated Press PARIS – France’s prime minister demanded tougher anti-terrorism measures Tuesday after deadly attacks that some call this country’s Sept. 11 – and that already may be leading to a crackdown on liberties in exchange for greater security.

Police told The Associated Press the weapons used came from abroad, as authorities in several countries searched for possible accomplices and the sources of financing for last week’s attacks on the satirical newspaper Charlie Hebdo, a kosher market and police. A new suspect was identified in Bulgaria.

“We must not lower our guard, at any time,” Prime Minister Manuel Valls told Parliament, adding that “serious and very high risks remain.”

Lawmakers in the often argumentative chamber lined up overwhelmingly behind the government, giving repeated standing ovations to Valls’ rousing, indignant address – and then voted 4881 to extend French airstrikes against Islamic State extremists in Iraq.

“France is at war against terrorism, jihadism and radical Islamism,” Valls declared. “France is not at war against Islam.”

He called for increased surveillance of imprisoned radicals and told the interior minister to come up quickly with new security proposals.

French police said as many as six members of the terrorist cell that carried out the Paris attacks still may be at large, including a man seen driving a car registered to the widow of one of the gunmen. The country has deployed 10,000 troops to protect sensitive sites, including Jewish schools and synagogues, mosques and travel hubs.

Several people are being sought in connection with the “substantial” financing of the three gunmen behind the terror campaign, said Christophe Crepin, a French police union official. The gunmen’s weapons stockpile came from abroad, and the size of it, plus the military sophistication of the attacks, indicated an organized terror network, he added.

“This cell did not include just those three. We think with all seriousness that they had accomplices, because of the weaponry, the logistics and the costs of it,” Crepin said. “These are heavy weapons. When I talk about things like a rocket launcher – it’s not like buying a baguette on the corner. It’s for targeted acts.”

Speaking to legislators in London, the head of the European police agency Europol, Rob Wainwright, said that 3,000 to 5,000 European nationals have gone to fight in the Mideast, calling it a “startling figure” and “the most serious threat Europe has faced since 9/11.”

He urged better intel sharing, saying later to the BBC: “The way they network is diffuse in nature, not homogeneous, not centralized, but a gathering of thousands of independent and semi-independent actors makes it very, very difficult for the security agencies to monitor it wholesale.”

In a sign that French judicial authorities were using laws against defending terrorism to their fullest extent, a man who had praised the terror attacks while resisting arrest on a drunken driving violation was swiftly sentenced to four years in prison.

While the attacks have left France in jitters, some warned against going as far as a French version of the U.S. Patriot Act passed after Sept. 11.

“This must not lead to the renouncing of fundamental freedoms, otherwise we prove right those who come to fight on our soil,” former Prime Minister Francois Fillon said on France-Inter radio.

Ohio man accused of threatening to kill Boehner WASHINGTON – An Ohio bartender with a history of psychiatric illness was indicted last week on a charge of threatening to murder House Speaker John Boehner, possibly by poisoning his drink, according to records made available Tuesday.

A grand jury indictment filed in U.S. District Court in Ohio on Jan. 7 identified the accused man as Michael R. Hoyt, a resident of Cincinnati.

A separate criminal complaint said Hoyt was fired last fall from his job at a country club in West Chester, Ohio, where he served drinks to Boehner, who is a member.

By CHRISTOPHER TORCHIA The Associated Press JOHANNESBURG – Nigeria’s president was among leaders who condemned last week’s attack by Islamic extremists on the French satirical weekly Charlie Hebdo, yet his response to the slaughter of civilians by militants in his own country has been muted.

Some commentators criticized President Goodluck Jonathan’s reticence about the violence in Nigeria’s Baga town, and the lack of a broader international outcry on par with the reaction to the attacks in France. The slogan “I am Baga” – a play on “I am Charlie,” the expression of solidarity with the targeted French weekly – is now circulating on social media.

The global sympathy and the defiant rally in Paris that drew foreign leaders after the assaults that killed 17 people overshadowed the killing of hundreds and perhaps as many as 2,000 people in Baga, a northeastern town near Chad.

Jonathan, who has been touting his domestic record ahead of a re-election bid next month, was quick to express solidarity with France.

“The President believes that the cowardly and ignoble attack by violent extremists is a monstrous assault on the right to freedom of expression,” said a statement by his office the day after the attacks in France.

It did not release a similarly forceful statement about Baga. The attack there started Jan. 3 and was another bloody marker in a murky, grinding conflict in which information is often scarce, the insurgency is seen by many as a local problem and violence is routine.

The United Nations, the United States and other countries have condemned the violence by Islamic extremist group Boko Haram, and international aid groups are mobilizing to help survivors.

WASHINGTON – The Obama administration wants to provide greater access to fast Internet broadband service in towns and cities across the country by encouraging the Federal Communications Commission to remove legal barriers to competition by Internet service providers. It also wants to help local communities improve their service with government loans and grants.

The modest proposals do not require congressional approval and are part of a series of measures President Barack Obama is rolling out before his State of the Union address next week.

Obama will detail his broadband plans Wednesday in Cedar Falls, Iowa, a community that has taken steps to provide highspeed Internet to its residents.

In a White House video before the announcement, Obama says: “You know what it feels like when you don’t have a good Internet connection.

Rauner inauguration speech was blunt – but necessary As inauguration speeches go, Bruce Rauner’s was a bit of a downer.

After being sworn in as Illinois’ 42nd governor, Rauner bluntly detailed the state’s many problems.

State government has suffered from decades of corruption and cronyism.

It taxes too much.

It spends too much.

Its policies are driving business – and jobs – to other states.

Sacrifices will be needed by all Illinoisans to right the state’s dire fiscal situation.

That might not be a message people want to hear from their new leader.

But Rauner needed to say it, and Illinoisans need to hear it.

The state’s five public pension systems are underfunded by $110 billion

and growing. It’s currently facing a $2 billion budget deficit in fiscal 2015. Of course, sacrifices will be necessary.

Rauner, however, was mostly short on what specific sacrifices he will propose.

In his first action as governor, Rauner said he asked every state agency to freeze nonessential spending. What that will mean in terms of state services, we don’t know yet. But we should expect to see significant cutbacks. There need to be, given the state’s fiscal situation.

Rauner didn’t say Monday whether he would seek any form of tax increases – whether it be a temporary increase in the state’s income tax, which was scaled back Jan. 1; or whether he’d seek new

taxes on certain services, or any other hikes.

He struck the right tone with this comment – “Taxpayers’ money belongs to them; not the government. We have a moral obligation to minimize how much we take and to ensure what we do take is spent efficiently and effectively” – but we expect some sort of tax increase proposal from him.

Decades of fiscal mismanagement, unfortunately, can’t be fixed with the snap of the thumb or the election of a new governor.

It’s going to take a lot of work and some short-term pain. But it’s necessary.

“Business as usual is over,” Rauner said. “It stops now.”

We’ve heard that before.

We just hope this governor is the one to deliver.

GIRLS BASKETBALL: JOLIET CENTRAL 53, JOLIET WEST 50

Central tops rival West in final seconds

By KAITLYN JASNICA kjasnica@shawmedia.com JOLIET – Joliet Central’s girls basketball team walked into crosstown rival Joliet West’s gym missing five players. But that didn’t stop the Steelmen from getting their first SouthWest Suburban Blue win.

After battling point for point throughout, Central took three-point lead with 6.4 seconds remaining on two free throws from Ashley Hare. In the final moments, the defense was able to stop the Tigers, and the Steelmen (5-10, 1-4) secured a 53-50 win.

“This was a big win because they played together as a team,” Steelmen coach Brian Reed said. “This is the proudest moment this year as a coach because they stuck together, and that’s phenomenal.”

Junior Monica Barefield was a key component to Central’s victory. The 5-foot guard led all players with 18 points and went 9 of 11 from the free throw line. With 1.6 seconds left in the first half, Barefield was fouled taking a 3-point shot. She stepped up to the line, sank all three and tied the game, 25-25.

“I wasn’t nervous at all,” Barefield said. “We have to shoot 50 free throws every day at practice, and all I had to think about how I do my routine at practice and knock them down.”

Junior forward Morgan Jones was another huge asset for the Steelmen. Jones played an aggressive game and attacked the rim the entire night.

The forward also tallied 15 points. Also contributing was Gerhyrah Grant (eight points), Hare (seven), Talia Franchini (three) and Montgomery Armstrong (two).

“We went out hard, played as a team and stepped our defense up,” Barefield said. “We had five players who were out because they’re hurt, but everyone went out and did their thing. I’m proud of my team today.

“We’re trying to go on a winning streak now. This is the start of our winning streak, and we’re going to try and get

Even though West (2-15) lost the game, the young Tigers had a strong start and strong individual performances. Sophomore guard Madi Mulder scored six of her 13 points in

the first quarter. Mulder’s classmate, Raven Reed, ended the night with nine points and 12 rebounds.

While senior guard Monique Williams didn’t have huge numbers in any particular quarter, she stayed consis-

tent throughout and scored 11 points. The same can be said about senior guard Kierra Tyler (eight points), who had a great play going from endline to endline, outsprinting two Central players and making a layup to make the score 18-15.

“I thought we really played well. We competed,” Tigers coach John Placher said. “We got in a little foul trouble with McKenna Carson getting into

foul trouble. That hurt us a little bit, but Kelly [Plyer] came in and played really nice.

“We were right there. In the fourth quarter, if we had done a few things right to win a basketball game, we maybe would’ve gotten that game.

“I’m excited about going forward. I wouldn’t want to play us in the state tournament being 2-15. It’s hard to believe that we’re 2-15 after watching that.”

Reed also believes both programs are going in a positive direction.

“They finally played together. We lost our heads a little bit, but that’s to be expected against West,” Reed said.

“I like what he [Placher] has done with Joliet West’s team.

They’re playing hard. The girls are scrappy. It was a great game all around. I’m very proud of my girls, and West did a phenomenal job.”

Nate Fox personality really was infectious. He allowed everyone around him to relax. When he played on your team, it was like being on the ball field as a little kid. He played a game because it was fun and for no other reason, and everyone else fed off that.”

Fox played for Plainfield when the district had one high school. He played in an era when the Joliet area boasted significant individual talent.

But I remember thinking back then, in covering games around the area, that Fox was as talented and effective as anyone.

“When Nate came out of Indian Trail, he was 5-10, 5-11 and he had all the ball skills already,” Stephens said. “He was a late bloomer in terms of height.”

He also had the skills to play football. And just because he kept growing, he felt that was no reason to quit being a quarterback.

“He grew up around the [quarterback] position,” Stephens said. “A lot of schools, like Ball State, told our football coach, Wayne DeSutter, and me that they would take him and let him try to play both sports. They didn’t tell him, of course, but we told him if he played football, they would make him a tight end.”

All along, basketball was Fox’s No. 1 game, and he was recruited heavily.

“Whether it was [former Illinois coach] Lou Henson or whoever that was coming to his house when they had the period where coaches’ visits were allowed, Nate’s family always included me,” Stephens said. “I really appreciated that.”

During Fox’s senior year at Maine, Stephens flew out to

see him play in the conference tournament. “Hofstra upset them when we were there,” Stephens said. “But it was exciting to him play, and to watch his entire career.”

Fox’s coach at Maine was current LaSalle coach John Giannini. He emailed Stephens after Fox’s death, an indication of the effect Fox had on people.

“A lot of times, we value someone who has had 83 years on this Earth, and we should,” Stephens said. “But I believe Nate’s 37 years were special.

The impression he made on so many people ... he was able to show me there’s more to this than the basketball part.

“With his personality, he was always somebody you rooted for. He always said he wanted to put off real life as long as he could – and he did it pretty well, playing basketball professionally for 13 years.”

We see 37 years as far too few for Fox. However, the memories Stephens and many others have of the big goofball will last forever.

BOYS BASKETBALL: MINOOKA 55, PLAINFIELD CENTRAL 41

“Why did we go all the way to Park Ridge [on Monday night] to play Maine South?”

Minooka boys basketball coach Scott Tanaka said. “We went to see what we have to do to become a good program like they have.”

The Indians fell, 40-26, but Tanaka noted they played very well. And, he added, there was a carryover effect Tuesday night against Plainfield Central – when Minooka jumped to an 11-0 lead and never trailed by fewer than 10 points en route to a 55-41 Southwest Prairie victory.

The Indians (9-8, 3-3) were strong defensively all night, but especially early. They

limited the Wildcats (4-12, 1-4) to 26 percent shooting in the first half on 6 of 23 as Minooka grabbed a 28-13 lead.

“It was a good start defensively and a good first half,” Tanaka said. “The disappointing thing was the third quarter. We stressed we had to keep it up in the third quarter, and we didn’t.

“But overall, I have to give the kids the benefit of the doubt. We went to Park Ridge to get better, and the kids worked just as hard tonight as they did there.”

From the viewpoint of Central coach Steve Lamberti, the Wildcats missed opportunities early on, and that changed their approach.

“The thing is, our first four possessions we had great looks and the ball didn’t fall,” he said.

“Then we’re down 11-0. We

Butler finished with 19 points and 13 rebounds. He hit 6 of 8 shots and all six free throw attempts.

“Joe is amazing with what he gets done,” Tanaka said.

“He played well defensively, and our whole team did a great job defensively.”

Blake Parzych was Butler’s inside support, finishing with six rebounds and four points to go with strong defense from the get-go. Guard Jon Butler

scored 11 points, including 5 of 6 free throws.

“When we get Blake involved, that really helps,” Tanaka said.

“What happened is when you get down 11-0 like we did, it takes a lot of energy to get back in it,” Lamberti said. “We tried to get back in the second half, but against a good team like they are, it’s very hard to do that.”

Robbie Brooks, who drew Jon Butler’s defensive attention most of the night, scored 10 points to lead the Wildcats, including eight in the second half. Logan Ivy had all of his nine in the second half, and Johnny Kostelz chipped in all of his seven after halftime. No Wildcat had more than three points in the first half.

Minooka’s sophomores won, 47-43.

Twenty years ago, Nate Fox was averaging more than 20 points and 10 rebounds for Plainfield.

Not surprisingly, his basketball coach, Dave Stephens, watched the Wildcats’ football games “with my rosary beads” in hand.

Fox – rare in that he was a 6-foot-9 quarterback, albeit a very good one, but more than that a big-time basketball player – was shot to death Dec. 22 as he exited his car in the driveway of his Bloomingdale home. He was 37.

After graduating from Plainfield, Fox moved on to Boston College, but his career took off when he transferred to Maine. He averaged 17.9 points and 7.8 rebounds in leading the Black Bears to a 43-16 record in his two seasons there. Then he embarked on an excellent 13-year career overseas. He played in Portugal, Germany, Israel, Belgium, the Netherlands and France.

All that time, Stephens, who in the meantime left the coaching ranks and became Plainfield Central’s athletic director, remained close to Fox. Stephens has the sort of personality that made him a teacher students wanted to have in class and a coach they wanted to play for. He saw something special in every kid.

With Fox, however, their relationship was on a different level. An article in the Bangor (Maine) Daily News affectionately quoted former Maine women’s basketball star Kristen McCormick Marchese saying that Fox “was a big goofball. He was a lot of fun.”

“Certain people can shape your life,” Stephens said.

“You don’t even realize it when it’s happening. You know how up-tight I could get during a game? If any other player had told me to ‘relax, Coach,’ I probably would have punched him in the head or something. But Nate did it, and it was good. He had an effect on me.

“He was one of the few people you come across whose

Lockport uses fast start to defeat LWE

By CURT HERRON cherron@shawmedia.com LOCKPORT – Gehrig Hollatz couldn’t seem to miss during the opening half of Lockport’s boys basketball game with Lincoln-Way East on Tuesday.

However, the Griffins had a tough time finding the basket, going nearly 12 minutes before they connected on their second field goal.

That combination helped the Porters to jump out to a 19-3 advantage in the second quarter, and East never got within eight points after that as Lockport captured a 53-37 SouthWest Suburban Conference Blue victory.

Hollatz tossed in 18 of his season-high 20 points during the first 16 minutes. That helped the Porters (5-8, 3-2) grab a 29-14 halftime lead over the Griffins (5-7, 1-3) as they went on to post consecutive wins for the first time since the initial week of the season.

“We started out really hot, and I was shooting real well;

but I definitely couldn’t have done it without my teammates, since they were giving me good passes, right on the spot when I wanted it,” Hollatz said. “I was just hitting the shots and feeling it today. It felt good.

“Everyone contributed; and if someone came in off the bench, they were fired up and ready to play since it was their time to shine. East definitely played hard the whole game, and they were guarding us well. We let up a few times on the defensive end, but most of the time we played really well.

We keep the score closer so we can beat anyone.”

Porters coach Lawrence Thompson Jr. was encouraged by how his team executed at the outset when they built up the commanding lead. But he also liked how his squad performed once East managed to close the gap to 39-31 late in the third quarter.

By DRAKE SKLEBA Shaw Media Correspondent ROMEOVILLE – A 36-18 overall rebounding edge and a clutch fourth quarter from Bengal Wilyam Wright led the defending Southwest Prairie Conference boys basketball champion Plainfield East (9-5, 4-1) to a thrilling 40-37 victory over Romeoville on Tuesday night.

The Bengals played without their 6-foot-5, University of Illinois-bound senior Aaron Jordan. The future Fighting Illini sat out another game recovering from an undisclosed injury.

“I won’t go into the extent of Aaron’s injury, but I will just say he is just not ready yet,” Plainfield East coach Branden

Adkins said.

Wright (nine points, seven rebounds), who grabbed five offensive rebounds in the second quarter alone, scored seven points in the fourth quarter. Two steals, two buckets and then a 20-foot dagger from the corner gave the Bengals a 37-25 lead with 4:24 left in the game.

“I received a great pass and was fortunate to bury the big 3-pointer to give us a commanding lead,” Wright said. “This was a good win and showed us how well we can compete without Aaron on the court.”

Today, we break down the linebackers.

What worked: W e s a w

enough down the stretch to believe the Bears may have found something in Christian Jones, who finished his rookie season showing he can be developed into a starter in this league.

Similarly, Jon Bostic – albeit inconsistent throughout the year – still flashes the skills to be a productive linebacker. If anything, he and Jones got a ton of reps in the final few games to keep improving at the position.

The run defense was better this season, especially up the middle; and Bostic and D.J. Williams deserve some credit for that, along with Lance Briggs – when he was healthy.

Wins over the 49ers and Jets probably were the best outings for the Bears’ linebacking corps.

With tons of question marks still at the position, at least new GM Ryan Pace can look at Bostic and Jones and see something he and the new head coach, defensive coordinator and linebackers coach can continue to work with.

What didn’t: Confidence in the two youngsters shouldn’t go through the roof, however.

Lapses in coverage happened way too often for the entire group, one of the big reasons

especially Sharpton, who showed off his physicality all over the field.

The previously mentioned 47-yard run by Anthony Dixon in Week 1 still stands out, because it showed that despite all the issues with the run defense in 2013, this group still was going to have its issues against any misdirection, zone-read plays. Here’s a reminder of what that play looked like.

Other lowlights included Bostic’s dropped interception against the Jets and Jones not being in the right coverage or on the same page with Ryan Mundy on identical Saints touchdowns; and the Ryan Tannehill run on fourth-andone wasn’t a good look for the linebackers.

What’s to come: Tons of question marks. Is Jones your strong-side linebacker of the future? And if so, what does that mean for McClellin, who is entering the final year of his contract? Where is Bostic best suited? He’s played all three positions, and Phil Emery said he projected Bostic best on the weak side. Who will be this team’s middle linebacker? Will a new head coach and defensive coordinator bring in a 3-4 scheme?

All we really know right now is Bostic and Jones will be back next season and should factor in the starting competition, but this position will be a big priority in the draft and free agency and is due for a big shake-up. There is some young talent here, but there needs to be a huge uptick in impact plays and improvement in pass defense.

tossed in 19 points while Shane Ritter had 17 and Nick Welter had 12 points and eight rebounds for South (59, 4-2), which won its third straight, all in the Southwest Prairie Conference.

Lemont 47, Richards 37 : PJ Pipes had 17 points and three steals, and Nick Wisz added 13 points and seven rebounds for the Indians (12-4, 5-1) in the South Suburban Blue win.

Morris 74, Pontiac 69: Evan Bjelland led Morris (11-4) with 33 points. He hit 7 of 10 from 3-point range. Austin Patterson added 15 and Jake Walker chipped in 12. Morris was 14 of 22 on 3-pointers.

Gardner-South Wilmington 76, Tri-Point 74: Kyle Robison

led the way for Gardner with 26 points and 11 rebounds.

the Bears struggled all season to cover tight ends or running backs in the flat.

The Shea McClellin experiment finally may be coming to an end. The Bears pumped him up at his new position with a new body, someone who could wreak havoc; but he finished the season with one sack and one QB hit, although he did have six tackles for loss.

Briggs’ injury put a somber end to his Bears career. He was the Briggs of old in San Francisco, but admitted he missed his gap in the opening loss to the Bills on a long run.

His inability to stay healthy – not to mention his restaurant opening that kept him away from practice – and comments about nodding off in the meeting room marred his final season of what has been a spectacular career.

Williams also could not shed the reputation of an injury-plagued player. And while he had some good plays against the run, he was far from an impact player, totaling only one tackle behind the line of scrimmage and zeroes across the board in making plays on the ball.

Khaseem Greene appears to be either a career special-teamer or a fourth-round bust. He clearly fell out of favor with the staff to start the year, and then again at the end of the season.

Moments that mattered: One great memory for 2014 Bears linebackers should be the win over the Falcons, when three reserves – Greene, Jones and Darryl Sharpton – stepped up in a stellar defensive effort,

The Flyers (15-0) earned 798 points and 30 of a possible 32 first-place votes.

Ohio St. could fuel impending Big Ten renaissance

By LUKE MEREDITH The Associated Press Ohio State’s thrashing of Oregon in the title game was more than just an ego boost for the Big Ten. It may have also signaled an impending renaissance for a league that looked finished four months ago.

The Big Ten was the only league in the country to beat three ranked teams in bowl games – and that was before Ohio State’s victory over the Ducks. The conference also was the only one with two teams in the top five of the final poll released Tuesday.

The Buckeyes were a unanimous No. 1, and Michigan State was tied for fifth after stunning Baylor in the Cotton Bowl.

And the recent influx of high-profile coaches such as Ohio State’s Urban Meyer and Michigan’s Jim Harbaugh could have the Big Ten poised for big things in the years to come.

“I do think there’s a little bit of a reset. With the strength

of the coaches, that’s a factor,” Big Ten commissioner Jim Delany said.

The argument over whether the conference finally has caught up to the SEC, the Big 12 and the Pac-12 will continue all offseason.

In September, it wasn’t much of an argument. On one weekend, Virginia Tech stunned the Buckeyes, Oregon throttled the Spartans and Notre Dame embarrassed Michigan. Many experts declared that the conference was out of the running for a playoff spot.

What a difference a few months make.

• Michigan just committed roughly $35 million to Jim Harbaugh.

• Michigan State has won the Big Ten title game, the Rose Bowl and the Cotton in the past 13 months. New coaches at Wisconsin (Paul Chryst) and Nebraska (Mike Riley) could push those perennial league contenders over the hump, and Jerry Kill has things looking up at Minnesota.

• Don’t forget Penn State.

The sanctions are ending, and the Nittany Lions look ready to rebound under James Franklin.

In the near future, all those programs probably will be chasing the Buckeyes.

Ohio State is set to bring back the majority of its starters and could have three proven

starting quarterbacks; Cardale Jones, J.T. Barrett and Braxton Miller.

Harbaugh’s track record suggests that Michigan could be back in the national spotlight sooner than later.

Stanford was in way worse shape than the Wolverines are

when Harbaugh took over in 2007. But he led the Cardinal to a 12-1 record and the Orange Bowl title in his fourth season before a successful stint with the San Francisco 49ers.

Still, Michigan has to reclaim its own state first.

Michigan State has won at least 11 games in four of the past five seasons. Its 21-point comeback against Baylor further silenced whispers that its success was largely a product of a weak league.

In the West division, Kill has led once-mediocre Minnesota to back-to-back eight-win seasons.

Wisconsin beat Auburn in the Outback Bowl, hired a seemingly perfect fit to replace Gary Andersen in former offensive coordinator Paul Chryst and finished 13th in the final poll.

Nebraska’s decision to fire Bo Pelini also was something of a good sign for the league.

It was proof the Huskers don’t plan on settling for anything less than national title contention in the years to come.

FOR BUSY SCHEDULES Braised bird becomes fast weeknight dinner

By J.M. HIRSCH The Associated Press We don’t often think of braising as a weeknight-friendly approach to dinner. After all, anything that cooks low and slow would seem to be no go for a workday.

But I’ve found just the opposite. Turns out a hands-off braise is perfect for those evenings when I can’t be in the kitchen because I’m too busy shuttling my son back and forth to karate or watching him at a cross-country meet or – on those especially fun evenings – both.

My ideal meal works something like this: I spend 10 or so minutes prepping some sort of meaty something-or-oth-

er in a large Dutch oven. This usually involves browning it for a few minutes. Then I dump in an ample amount of flavorful liquid (wine or broth), cover the pan and pop it in a low-heat oven for a couple hours. By the time we get home, it’s ready to eat.

So here’s a recipe for braised chicken that gets a ton of flavor by cooking in Madeira, a fortified wine from Portugal.

As written, this recipe can be on the table with about 1½ hours of cooking time. Need it to go longer than that?

Reduce the oven temperature to 250 degrees F. and add a cup of water to the braising liquid. You should be good for an extra hour.

Start to finish: 1 hour 45 minutes (15 minutes active) Servings: 4

1 tablespoon canola or vegetable oil 1 teaspoon whole peppercorns 4 split chicken breast halves (3½ pounds total), bone in and skin on 8 ounces button mushrooms 1 large yellow onion, diced 2 cloves garlic, chopped 2 cups Madeira wine 2 tablespoons cornstarch 1 tablespoon water Salt and ground black pepper Heat the oven to 300 degrees F. In a large Dutch oven over medium-high, heat the oil. Add the peppercorns and cook, stirring, for 1 minute. Add the chicken, skin-side down, and cook until nicely browned, 3 to 5 minutes. If necessary, brown the chicken in batches. Transfer the browned chicken to a plate and set aside.

Add the mushrooms, onion and garlic to the pot and cook, stirring occasionally, until the mushrooms begin to brown and release their liquid. Return the chicken to the pot, add the Madeira and bring to a boil. Cover the pot, place in the oven and let cook for 1 hour and 15 minutes.

When the chicken is cooked, remove the pot from the oven and transfer the chicken to a plate. Cover with foil and several kitchen towels. Ladle the remaining braising liquid and any solids in the pot into a blender.

In a small glass, stir together the cornstarch and water, then add to the blender. Purée until smooth.

Return the gravy to the pot and set over medium-high heat. Cook, stirring constantly, for 1 minute, or until thickened. Season with salt and pepper. Serve each piece of chicken drizzled with gravy.

Nutrition information per serving: 810 calories; 300 calories from fat (37 percent of total calories); 33 g fat (9 g saturated; 0 g trans fats); 205 mg cholesterol; 27 g carbohydrate; 1 g fiber; 12 g sugar; 68 g protein; 700 mg sodium.

Roberto Azevedo, a Brazilian diplomat and the current director-general of the World Trade Organization, said, “Each blockage is a blockage. Each impasse is an impasse. You have to find a solution; there is no recipe that fits each one of them.”

Blockages can be dangerous in bridge. If it is, say, declarer’s singleton ace opposite dummy’s king-queenjack, usually declarer should cash his ace as quickly as possible, then work out how to reach the dummy to cash those winners.

Other blockages are less easy to anticipate. In this deal, how should South play in three no-trump after West leads the spade king?

Declarer seems to have nine tricks: one spade, one heart, two diamonds and five clubs. In clubs, the textbooks say that a 3-2 split happens 67.8 percent of the time. What can possibly go wrong?

The original declarer took the third trick with his spade ace, cashed his club ace and led his club three to dummy’s king. When East discarded a diamond, South crossed to his hand with a diamond and led the club nine, but when West did not cover with his jack, the suit was irreparably blocked.

It is true that East might have played the club 10 from, say, J-10-x.

They’re concerned that a hearing aid will make them look old.

They also have heard that hearing aids don’t improve the most common problem they have: hearing conversations in noisy places. They’ve heard that hearing aids may make the voice of someone speaking to them louder, but that they also make the noise louder. So it’s not easier to hear conversations.

Today’s hearing aids are tiny and often invisible. They also are a lot better at amplifying a voice nearby without similarly increasing the noise.

Dear Doctor K: After years of living with hearing loss, I am soon going to get my first hearing aid. Anything I should know ahead of time to be prepared?

Dear Reader: The first thing many new users of hearing aids notice is that sounds seem strange. Think of how different your own voice sounds when you listen to a tape recording of yourself.

You may also be more aware than ever before of your footsteps, your car’s motor, the sounds you make as you chew your food, and just about any other environmental noise. Many hearing aids can be adjusted to lower the volume of unwanted noise. But more important, with time, your brain will get better at tuning it out.

You may also find that the hearing aid doesn’t do one of the things you’d most hoped that it would: understand every word in a conversation. Remember that hearing every word isn’t necessary. The goal is to follow conversations easily in different environments. Continue to rely on the visual cues that you’ve been using to understand words, like lip movements, facial expressions and hand gestures.

Getting used to a hearing aid takes time, usually at least a month to six weeks. But it may take as long as several months. If you don’t notice a marked improvement by the end of the first month, however, your hearing aid may not be right for you.

While you’re adjusting to your hearing aid, remember these tips: • Start off with one-onone conversations, which are the easiest ones to understand. Gradually work up to conversations with two or more people.
