Board approves suspending staff member, appointing new dean

By FELIX SARVER fsarver@shawmedia.com JOLIET – The new Joliet Junior College vice president of academic affairs received a warm welcome at Tuesday’s Board of Trustees meeting.

JJC President Debra Daniels presented to board trustees and audience members Randall Fletcher, the new vice president of academic affairs who was appointed at a Dec. 8 board meeting.

Fletcher will serve as the permanent replacement for Donna Stewart, who resigned from JJC last May after serving in the position in less than a year. Margaret Boudreau served as the interim vice president of academic affairs from mid-August to Dec. 11.

Fletcher was previously the dean of career and transfer programs for Parkland College in Champaign. He also held several positions at Danville Area Community College.

Other board matters

The board approved a recommendation for the unpaid suspension of one administrator for 10 days. When asked what department the administrator worked in, Daniels said it was a personnel issue.

The board also approved the appointment of Roxanne Munch to the position of interim dean of arts and sciences.

Last year, the board approved

the retirement for Bette Conkin, the previous dean.

According to the Spring 2015 JJC Connections magazine, Munch came to JJC in 1976 as an English and speech adjunct instructor. She became a full-time instructor in 1988 and department chairman in 2000. In spring 2014, she served as the interim dean of arts and sciences.

Board Chairman Robert Wunderlich, Board Vice Chair Andrew Mihelich; and Trustees Michael O’Connell, Patricia Deiters, Alicia Morales, Daniel O’Connell and Student Trustee Saleh Ruman voted in favor of both recommendations.

Board Trustee Maureen Broderick was absent for the vote.

Library PAC holds first organization meeting Referendum

By VIKAAS SHANKER vshanker@shawmedia.com PLAINFIELD – The new political action committee in favor of approving Plainfield library referendum questions enlisted supporters to work the phone banks and canvass Plainfield residents at its first organizational meeting Tuesday night.

Citizens for a 21st Century Library organizers met with about 15 residents who braved the single-digit temperatures at Aurelio’s in Plainfield and discussed the campaign over cheese pizza and soda.

“Obviously, there’s power in numbers,” co-chairman Heather Kazmark told attendees, emphasizing the importance of volunteers to the effort required to help adopt a referendum.

Faculty Union President Robert Marcink said he spoke with faculty and they responded well to Fletcher and he looks forward to working with him over the next several years.

“As you indicated, you want to be here and we want you here. Congratulations on the new assignment and welcome to JJC,” Marcink said.

In his adjunct faculty union report, Al Kennedy said he was on the search committee for the next vice president and he thought Fletcher did a fantastic job in interviews. He said he was thrilled Fletcher plans to stay at JJC for a long time.

On their March 15 ballot, voters will be asked two referendum questions about raising taxes to help fund re-construction of the Plainfield Public Library.

The first question will ask voters for permission to issue a total bond amount of $39 million. The second question will ask to remove the tax cap for a year, raising the limiting rate and accounting for the funds to operate a larger library.

If approved, the referendum will give the library district the funds to tear down the current 27,000-square-foot library and build a three-story 72,000-square-foot library.

The political action committee hopes to avoid that result this year by dedicated campaigning.

“People see a referendum and see an increase in taxes, but they don’t really understand how it’s going to benefit them,” co-chairman Linda Hanley said.

Hanley said the goal of the organizational meeting was to sign volunteers up for phone banking and canvassing, as well as handing out signs, literature and find other unique ways to spread the message.

“Once you talk with people about [the need for a larger library], they start to understand,” Hanley said, comparing the library’s referendum to Plainfield School District 202’s

referendum in the late 1990s.

Hanley said library employees can’t campaign during normal work hours, but they can do it during their free time.

Board members are allowed to participate in volunteering only in their capacity as citizens.

Library board member Vicki Knight attended the meeting as a citizen Tuesday night.

She said she will help pass out signs, but won’t be canvassing or placing calls, noting that she supports the referendum as a citizen.

The committee seems to be off to a decent start. Treasurer Vicky Polito said Tuesday night the campaign has raised $4,175 and is shooting for $5,500.

Kazmark also told supporters Tuesday that the committee may also have a central location for the campaign meetings.

Obama warns against giving in to election-year cynicism

By JULIE PACE The Associated Press WASHINGTON – Eyeing the end of his presidency, Barack Obama urged Americans Tuesday night to rekindle their belief in the promise of change that first carried him to the White House, declaring that the country must not allow election-year fear and division to put economic and security progress at risk.

“All the talk of America’s economic decline is political hot air,” Obama said in his final State of the Union address. “So is all the rhetoric you hear about our enemies getting stronger and America getting weaker.”

“The United States of America is the most powerful nation on Earth. Period. It’s not even close,” he said.

The president’s address to lawmakers and a primetime television audience was meant to both shape his legacy and put his imprint squarely on the race to succeed him.

He defended his record – and implicitly urged the public to elect another Democratic president to build on it – but acknowledged the persistent anxieties of Americans who feel shut out of a changing economy or at risk from an evolving terror threat.

While Obama did not directly call out Republicans, he

Local congressmen react to State of the Union speech

U.S. Rep. Bill Foster, D-Naperville, said he was impressed “by the positive outlook from the speech. He spent a lot of time contrasting where our na-

tion was seven years ago and where it is today.”

bracing of the future.

“A lot of it was future-oriented,” Foster said.

Foster also said he was heartened that the president mentioned prescription drug abuse early in the speech.

He had brought with him as his guest for the State of the Union address Tim Ryan, an anti-heroin advocate from Naperville.

“We were very grateful that in the opening paragraphs he mentioned prescription drug abuse and heroin addiction,” Foster said.

Ryan called the speech “phenomenal.” “I thought there was a very good tone to it and a lot about unity and bringing our country together,” he said.

Dan Lipinski

U.S. Rep. Dan Lipinski, D-Western Springs, offered a more measured analysis of the speech.

“President Obama is in a very tough spot after seven years in office. I think most people’s opinion of him is pretty well set,” Lipinski said.

“I think for the president to take credit for the economy is difficult when so many people are still suffering in the economy,” he said.

Lipinski also said, “Most people don’t feel safe right now, so they’re not happy with his foreign policy.”

U.S. Rep. Adam Kinzinger, R-Channahon, criticized the president, saying he “failed to mention what he will do to destroy the deadly threat of ISIS.” Kinzinger also criticized Obama for not U.S. Rep. m e n t i o n i n g Adam one of the main Kinzinger news events of the day, the capture of 10 American sailors by Iran on Tuesday.

“It was deeply disappointing for the president to address Congress and the entire nation without a single mention of the 10 sailors held captive in Iran,” he said. “Frankly, that is unacceptable, and our country deserves better.”

Kinzinger said he agrees with “the president’s call for a more united, cooperative government.” But, like Hultgren, he said Obama is trying to bypass Congress and “would effectively be tossing out the Constitution” to push forward his agenda.

GOP front-runner Donald Trump in particular has unnerved some Republican leaders, Haley called on Americans to resist the temptation “to follow the siren call of the angriest voices.”

“No one who is willing to work hard, abide by our laws and love our traditions should ever feel unwelcome,” Haley said in excerpts released ahead of her remarks.

Focused on his own legacy, Obama ticked off a retrospective of his domestic and foreign policy actions in office, including helping lead the economy back from the brink of depression, taking aggressive action on climate change and ending a Cold War freeze with Cuba.

He touted implementation of the landmark nuclear deal with Iran, but made no mention of the 10 American sailors picked up by Iran Tuesday.

The Pentagon said the sailors had drifted into Iranian waters after encountering mechanical problems and would be returned safely and promptly.

Tackling one of the most vexing foreign policy challenges of his presidency, Obama vowed a robust campaign to “take out” the Islamic State group, but chastised Republicans for “over the top

claims” about the extremist group’s power.

“Masses of fighters on the back of pickup trucks and twisted souls plotting in apartments or garages pose an enormous danger and must be stopped,” he said. “But they do not threaten our national security.”

The president’s words were unlikely to satisfy Republicans, as well as some Democrats, who say he underestimates the Islamic State’s power and is leaving the U.S. vulnerable to attacks at home.

Obama was frank about one of his biggest regrets: failing to ease the persistently deep divisions between Democrats and Republicans.

“The rancor and suspicion between the parties has gotten worse instead of better,” he conceded. “There’s no doubt a president with the gifts of Lincoln or Roosevelt might have better bridged the divide, and I guarantee I’ll keep trying to be better so long as I hold this office.”

He specifically called for ending the gerrymandering of some congressional districts that gives parties an iron grip on House seats. He also urged steps to make voting easier and reduce the influence of money in politics.

Mindful of the scant prospect for major legislative action in an election year, Obama avoided the traditional litany of policy proposals.

He did reiterate his call for working with Republicans on criminal justice reform and finalizing an Asia-Pacific trade pact, and he also vowed to keep pushing for action on politically fraught issues such as curbing gun violence and fixing the nation’s fractured immigration laws.

Yet Obama was eager to look beyond his own presidency, casting the actions he’s taken as a springboard for future economic progress and national security. His optimism was meant to draw a contrast with what the White House sees as doom-andgloom scenarios peddled by the GOP. Republicans were largely dismissive of the president’s address. House Speaker Paul Ryan, assuming the speaker’s traditional seat behind the president for the first time, say Obama’s “lofty platitudes and nostalgic rhetoric may make for nice soundbites, but they don’t explain how to” solve problems.

Tuesday’s address was one of Obama’s last opportunities to claim a large television audience as president. However, the State of the Union has suffered a major drop-off in viewers in recent years. Last year, Obama’s speech reached 31.7 million viewers, according to Nielson, down from 52 million for his first State of the Union and 62 million for George W. Bush in 2003.

JOLIET – Pending the full Will County Board’s approval, housing chickens on residential properties in unincorporated Will County just got a little easier.

The County Board’s Land Use and Development Committee on Tuesday signed off on

changes to the county’s ordinance that governs the keeping of chickens in residential zoning districts.

Currently, prospective chicken owners have to “jump through a lot of hoops” to own chickens through Will County, said committee member Bob Howard, D-Beecher.

Fees are as high as $1,500, he said.

LOCKPORT – Having a nursing home as a new neighbor has upset nearly a dozen residents in an unincorporated section of Will County near Lockport who say they don’t want their quiet, dead-end street to change.

Miscommunication and a missing sign-in sheet at the Will County Board’s Land Use and Development Committee meeting Tuesday resulted in the group being unable to speak before adjournment.

But that didn’t stop some residents from airing opposition to lot owner Romualda Thomas’ plan to construct a multi-level six-unit home care facility at 138th Street and Smith Road. Thomas is the owner of Roma Home Care in Lemont.

“You can visit my place and see it’s very quiet.”

Romualda Thomas Lot owner Ed Marcellis told committee members he’s concerned about an open drainage ditch that crosses the entire property. If that is blocked off during construction, Marcellis said he fears his home and others will be subject to flooding.

He said he also is concerned about the nursing home’s 24-7 operation – which he believes isn’t fit for the area.

Thomas encouraged people to check out her other fourunit residential care home.

“You can visit my place and see it’s very quiet,” said Thomas, who was not present at the meeting.

Thomas is in the process of seeking building permits from Will County. Last month, the county’s Zoning and Planning Commission approved two lot variances for her proposal. The variances allow her business to be housed on a half-acre lot without the usually-required 150-foot lot frontage.

One resident, Glenn Freiboth, has started a Change. org online petition opposing the business. So far, it’s garnered 33 signatures, though only 11 people live along the small stretch of 138th Street near Smith Road. The section of road is maintained by the Homer Township Highway Department.

No action was taken by the committee Tuesday. The property in question was not on the agenda for consideration.

A flawed state law

Under a state program, manufacturers that sell products in Illinois must recycle a certain weight of what is sold and pay to have those items collected and recycled. But once manufacturers meet the state-mandated annual goals, as was the case last year, they

no longer have to pay recycling companies.

When issues arose last year, a change to state law increased manufacturers’ weight obligations from 36.2 million to 49.6 million pounds to meet consumer demand. “[You’re probably wondering] ‘Well, why didn’t the law fix anything?’ We gained more pounds, didn’t we?” Olson said.

Olson said it’s a matter of enforcement, among other things. While state law requires the Illinois Environmental Protection Agency to assign weight goals to manufacturers, there’s no deadline to secure contracts with recyclers.

With no deadline, big-name electronics manufacturers and Vintage Tech were at an impasse over price negotiations, Keane said. Another issue is that manufacturers are flocking to serve underserved counties, where they receive double credit for collection.

“If I were a manufacturer, of course it makes great sense for business,” Keane said.

taking on those added responsibilities, though others may reconsider, said Marta Keane, the county’s recycling specialist.

Recyclers under consideration are either out of state or out of county, Keane said.

With restricted funds, the local program may strictly limit collection events to Will County residents to avoid poundage spilling in from elsewhere in the region.

Several local governments, including Will County, are falling victim to what Brent Hassert, lobbyist for Will County, called a flawed state law.

“It needs to be fixed. This law is a pretty screwed-up law,” Hassert said Tuesday.

JOLIET – Will County’s popular electronics recycling program will be cut from 12 dropoff sites to as few as three in the coming weeks as local officials fear backlash of a hastily pared-down program that could cause consumers to dump old TVs and other electronics at shuttered sites, in roadside ditches or elsewhere.

Dean Olson, who heads Will County’s Resource Recovery and Energy Division, told members of the Will County Board’s Legislative and Policy Committee on Tuesday that his department is searching for a new vendor.

The county’s longtime electronics recycler – Plainfield-based Vintage Tech Recyclers – recently broke its contract in light of its inability to secure contracts with manufacturers, which are key funders in the state’s e-recycling program.

“I’m sorry I even have to tell you this,” Olson said, noting the prospects of added costs and responsibilities for the county.

The consequences of having fewer sites did not go unnoted by committee members.

Electronics have been banned from landfills in Illinois since 2012, so the act of tossing old TVs in the garbage is out of the question.

“The minute we eliminate these [sites], these TVs aren’t going to just vaporize,” said committee member Bob Howard, D-Beecher. “They’re going to end up in areas they’re not supposed to be.”

All dropoff site services – some of which are already inundated with illegal, after-hours dumping – will discontinue Feb. 29 unless a new vendor is found.

Even then, Olson said, more responsibility will fall on the county and area partners. Staff at sites will likely be required to pack and load the electronics into the trailers before the recycler will haul it off.

Just three sites – in Troy Township, Lockport and Mokena – have committed to

Son of Joliet councilwoman Gavin dies in Tinley Park crash

Johnson, 44, died Saturday night after his semitrailer struck a center median on Interstate 80 in Tinley Park.

His mother, Joliet Councilwoman Bettye Gavin, said she has been overwhelmed by the phone calls, Facebook postings and other messages she has received about the good things Jesse had done. Gavin also is director of the Forest Park Community Center.

“From everything I’m hearing from people, I had no idea my son had that kind of impact on people,” Gavin said Tuesday. “Whatever they needed, he did that for him.

He was a very reliable guy.”

Gavin told a story about how she was approached some time ago by a woman who asked if she was Jesse’s mother.

“She said, ‘You don’t know me, but you have a good son.

I was going through a rough time, and your son paid my groceries and paid my rent,’” Gavin said.

She has been hearing during the past few days the same kind of sentiments about Jesse.

Gavin said Jesse turned his life around after serving 12 years in federal prison on charges related to drug dealing. Her son got caught up in gangs and drugs in his younger days but changed in prison, Gavin said.

“In 12 years that he spent there, he came out a man – a man with a new focus, a man with a new purpose,” she said.

Jesse came out of federal prison in 2010 declaring he was going to find work.

“He came out on a Monday and on Tuesday he got a job at one of the intermodals,” Gavin said. “Someone there gave him a chance, and he never turned around.”

Three years later, Jesse started his own trucking company, Jase Transport Inc. The company had three trucks

and two other drivers, Gavin said.

State police said he was driving without a trailer westbound on I-80 about 8:45 p.m.

Friday when the truck hit the median about a mile west of Harlem Avenue.

He was taken to Advocate Christ Hospital in Oak Lawn, where he was pronounced dead. According to the Cook County Medical Examiner’s Office, Jesse died from multiple injuries suffered in the crash.

Funeral arrangements are pending with the Minor-Morris Funeral Home.

Gavin said Jesse was the father of three daughters, the oldest of whom is attending Indiana State University.

“Everything he had gone through in life – the good times and the bad times – he was a family person,” she said. “He loved his kids. He loved me.”

Q: Why is it that I can hear people talking but I don’t always understand what they are saying?

A: Many hearing losses, especially those due to noise exposure and general aging, are greatest for high pitched sounds. Sounds such as microwave beeps, watch alarms and birds may not be audible anymore. Many of the sounds of speech that bring clarity to words are high pitched consonants (such as f, s, th, and p for example). Words like fin, pin and thin can sound the same causing you to misinterpret what was said.

The HERALD–NEWS PLAINFIELD – A Plainfield man reportedly made meth in his downtown apartment before his arrest last week.

On Friday, Plainfield and state police and Drug Enforcement Administration officers searched an apartment in the 24100 block of West Lockport Street, according to a Plain-

field police news release.

PLAINFIELD – Two men began fighting Monday afternoon inside a Plainfield gas station while one of them had a loaded gun in his bag, police said.

Sgt. Mike Fisher said Marcus A. Lopez, 18, and another man arrived together about 4:50 p.m. at Thorntons Gas, 15800 S. Route 59, after they’d been to a house in the Spanglers Farm subdivision. Fisher said the men had planned

OBITUARIES THOMAS F. ALLEN Born: June 28, 1950 Died: Jan. 11, 2016

Thomas F. Allen, age 65, of Minooka, passed away peacefully Monday, Jan. 11, 2016, at Edward Hospital, Naperville, surrounded by his loving family.

Born June 28, 1950, in Joliet, to Ambrose L. and Mary Ann (nee DeNardo) Allen, he married Victoria L. Daulton on Dec. 3, 1993, at St. Mary’s Catholic Church in Minooka.

Dr. Allen was a 1968 graduate of Joliet Township High School, Marquette University (1973), Sangamon State University (1974), and Iowa State University, where he received his Doctoral degree in educational administration in 1986. He dedicated his life to education, serving as a teacher, counselor, principal and school superintendent in the states of Iowa and Illinois, retiring as Superintendent of the Minooka Community Consolidated School District #201.

Dr. Allen was active in many professional organizations, including the American Association of School Administrators, Illinois and Iowa Association of School Administrators, Association of Supervision and Curriculum Development, and the Center for the Application of Type, in addition to serving on many local, state and national committees and delegate assemblies.

He authored numerous articles and papers, including the cover feature article for School Administrator Magazine in October 1989.

His special interests included human resource development and technology development, and his educational philosophies were greatly influenced by J. Krishnamurti, Alan Watts, Carl Jung, Paul Tillich, and Alfred North Whitehead. In 1993, Dr. Allen was the recipient of a kidney and pancreas transplant and became an active supporter of organ donation and a member of the Organ Transplant Support Group.

Surviving are his loving and devoted wife, Victoria L. Allen; stepchildren, Shannon (Joe) Doti and Nathan Pucel; grandchildren, Gavin and Bradley; one sister, Kathleen Bleich of Mundelein, IL; and two brothers, Larry J. (Chris) Allen of Alpharetta, GA, and Bruce A. (Nancy)

Allen of Colorado Springs, CO. He was preceded by his parents, one infant sibling, and a brother-inlaw, Ray Bleich.

A Memorial Visitation for Thomas Allen will be held Sunday, Jan. 17, 2016, from 1 to 4 p.m. at Fred C. Dames Funeral Home, 3200 Black at Essington Roads, Joliet. A Memorial Service will be conducted at 4 p.m.

Interment in Woodlawn Memorial Park will be private.

Edmund F. Blaszczak “Ed,” age 86, was called to God Sunday, Jan. 10, 2016. He was surrounded with the love of his family. Edmund succumbed to Alzheimer’s and congestive heart failure.

Born in Chicago on May 27, 1929, to the late Anthony and Katherine (nee Mika) Blaszczak. Graduate of Lane Tech High School, Class of 1947. He owned and managed an apartment building after many years as an auto mechanic. His greatest joy was finding a problem and solving it, be it automotive or building related. He was capable of fixing the unfixable. Ed was blessed with a wonderful sense of humor.

Many people have hobbies and Ed’s greatest passion was his family.

He was a wonderful husband and loving father and grandfather.

Former Butler star Andrew Smith dies after battling cancer 17 The Associated Press INDIANAPOLIS – Andrew Smith’s basketball skills made him a fan favorite at Butler.

Teammates, coaches, family and friends always knew there was a lot more to Smith than that.

On Tuesday the former Bulldogs star, who played in two national championship games died, at the age of 25 after a twoyear battle with cancer. Athletic director Barry Collier spoke with Smith’s family before

After he was diagnosed with an aggressive form of non-Hodgkin lymphoma early in 2014, Smith’s wife, Samantha, started documenting her husband’s battle by providing updates and inspirational messages on a blog called “Kicking Cancer with the Smiths.” She continued writing even as Smith’s condition worsened recently.

In mid-November, she announced Smith was having a bone marrow transplant.

About three weeks later, she delivered the somber news that his body had rejected the trans-

plant.

On Dec. 19, Smith attended Butler’s game against Purdue in the Crossroads Classic and was cheered when he was shown on the big screen above the Indiana Pacers’ home court. Last week, Smith’s wife, parents and former college teammates began pleading for more prayers on social media and Boston Celtics coach Brad Stevens, who coached and recruited Smith at Butler, skipped the Celtics’ game in Chicago to visit the Smiths.

As a high school senior at Covenant Christian, Smith led the state of Indiana in rebounding. When the 6-foot-11 center arrived at Butler, he was considered a talented prospect who needed to fine-tune his game.

He finished his career with 1,147 points, 648 rebounds and two national championship appearances and played with some of Butler’s best-known players before starting his own brief pro career in Europe.

Laws, contracts can give police buffer after fatal shootings

CHICAGO – After fatally shooting a black teenager 16 times, white Chicago police officer Jason Van Dyke had the option of taking a day or two before internal investigators could interview him. Many cities stipulate a 48-hour wait. Officers in Baltimore get more – 10 days.

The waiting periods are among the shields specially tailored for officers under union contracts, state laws and departmental directives. Unions defend them, citing uniquely dangerous jobs requiring split-second decisions. Critics said they can give officers time to craft narratives favorable to themselves and must be scaled back if officers are to be held truly accountable when there’s wrongdoing.

That authorities charged Van Dyke with murder only after 13 months had passed since he shot Laquan McDonald, and with compelling video evidence available earlier to investigators, has emphasized how powerful police unions lobbied to get and keep police protections that are little-known to the public and usually unavailable to the civilians police deal with.

Other protections include the mandated destruction of complaints against officers in some cities and bans on launching inquiries on the basis of anonymous complaints.

Attorney Robert Berlin said Le Anna Kelty pleaded guilty to one count of theft Friday before Judge Robert Miller.

Officials said Kelty worked in the law firm’s accounting department.

From November 2006 to February 2013, she forged her employers’ signatures several times and deposited unauthorized checks from the firm to her personal bank accounts.

A year after Kelty left the firm an audit confirmed discrepancies in the books that employees had discovered.

Wilmington woman Kelty faces a prison term of pleads guilty to stealing from law firm four to 15 years. She is scheduled to be sentenced Feb. 16.

lawsuit filed against the Chicago Police Department over a cellphone tracking system.

The department responded to a Freedom of Information lawsuit last year by disclosing the purchase of cell-site simulators, which can scan cellphones for call logs and text messages.

However, the city balked at providing records describing how they’re used.

Judge Kathleen Kennedy on Monday rejected most of the police department’s arguments asking her to withhold additional records, including search warrants for their use, documents that show when, where, how and why they have been used and policies governing their use.

Kennedy ordered the police department to turn over those documents by Jan. 25. She will review them to decide whether they should be withheld.

Boy, 11, fatally shot outside Alton housing complex

ALTON – An 11-year-old boy is dead after being shot at a housing complex in Alton. Police were dispatched to the apartment complex when the shooting occurred around 5:15 p.m. Monday.

Madison County Sheriff’s Department Maj. Jeff Connor said the boy was shot in the parking lot area of the recreation center in the middle of the housing complex. He was taken to a hospital, where he died.

Police believe the bullet came from a passing car. Connor said someone fired several rounds toward several people near the recreation center.

Southern Illinois school reopens after flooding closure

WOLF LAKE– Students are back

in class at a southern Illinois high school after it was closed for a week because of flooding, taking time to discuss the effect of flooding on their families.

Although waters have started to subside, Illinois in recent weeks saw flooding along rivers including the Mississippi, Sangamon and Illinois. Illinois Gov. Bruce Rauner issued state disaster declarations for 23 counties, largely in central and southern Illinois. Damage assessments are ongoing to see where any areas are eligible for federal assistance.

Students returned to Shawnee High School on Monday for the first time since flooding closed the Wolf Lake school, The Southern Illinoisan reported.

The school district runs along the Mississippi River, and most students live on a flood plain.

By LOLITA C. BALDOR and MATTHEW LEE The Associated Press WASHINGTON – Iran was holding 10 U.S. Navy sailors and their two small boats that drifted into Iranian waters after experiencing mechanical problems.

Iran accused the sailors of trespassing, but American officials said Tehran has assured them that the crew and vessels would be returned safely and promptly.

The sailors, nine men and one woman, were being held overnight at an Iranian base on Farsi Island in the Persian Gulf, and were expected to be transferred to a U.S. ship in the region on Wednesday morning local time. Officials said they believe the U.S. had spoken to one of the crew, and all 10 were fine and uninjured.

Pentagon spokesman Peter Cook told The Associated Press that the Riverine boats were moving between Kuwait and Bahrain when the U.S. lost contact with them.

U.S. officials said the incident happened near Farsi Island in the middle of the Gulf. They said some type of mechanical trouble with one of the boats caused them to drift into Iranian territorial waters near the island, and they were picked up by Iran.

The semi-official Iranian news agency, FARS, said the Iranian Revolutionary Guard’s navy has detained 10 foreign forces, believed to be Americans, and said the sailors were trespassing in Iranian waters.

“We have been in contact with Iran and have received assurances that the crew and the vessels will be returned promptly,” Cook said.

The incident came amid heightened tensions with Iran, and only hours before President Barack Obama was set to deliver his final State of the Union address to Congress and the public. It set off a dramatic series of calls and meetings as U.S. officials tried to determine the exact status of the crew and reach

out to Iranian leaders.

Secretary of State John Kerry, who forged a personal relationship with Iranian Foreign Minister Mohammed Javad Zarif through three years of nuclear negotiations, called Zarif immediately on learning of the incident, senior U.S. official said. Kerry “personally engaged with Zarif on this issue to try to get to this outcome,” the official said.

Kerry learned of the incident around 11:30 a.m. as he and Defense Secretary Ash Carter were meeting their Filipino counterparts at the State Department, the official said.

Officials said the sailors were part of Riverine Squadron 1 based in San Diego and were deployed to the U.S. Navy’s 5th Fleet in Bahrain.

When the U.S. lost contact with the boats, ships attached to the USS Harry S Truman aircraft carrier strike group began searching the area, along with aircraft flying off the Truman.

Reward those doing risk SPRINGFIELD – Some days I’m flummoxed by how the most common-sense proposals in Springfield are blocked by entrenched special interests.

Take, for example, Gov. Bruce Rauner’s latest proposal that calls for rewarding state workers who show up for work and excel.

The largest union that represents state government workers is squealing about that one louder than a pig caught in a gate.

You’d think the apocalypse is upon us rather than a chance for workers to earn more.

But the proposal is threatening to one of the most powerful players in Springfield: the American Federation of State, County and Municipal Employees.

For decades governors – Republican and Democrat alike – have kowtowed to this union, which has more than 30,000 members working in state government.

The union has stuffed politicians’ campaign coffers with cash. And the politicians in turn have stuffed our tax dollars into costly benefits for the AFSCME workers.

The union bosses’ clout has grown while the authority of leaders in state government has atrophied.

Rank-and-file state workers have taken to looking to their union, not their managers, if they want a pay raise.

Workplace performance is secondary to union fidelity, and union bosses liked it that way.

Rauner’s merit pay proposal is modest, but it gives frontline managers a tool to reward workers who do a good job.

That’s how it works for most of us already.

But AFSCME has said this isn’t “merit pay” but is “political pay” that allows “cronies” to get paid more.

Baloney.

Other unions representing state workers have already agreed to the merit-pay proposal. And we are talking about

They are hardly wusses at the bargaining table.

But not the AFSCME bosses.

They’ve stomped their feet, held their breath and said nothing doing.

One can almost hear the organized labor bigwigs whisper: “Raises should come from union’s efforts – not the workers’.”

AFSCME honchos took an even dimmer view of a Rauner proposal to give bonuses to state workers who use fewer than seven sick days a year.

“The Rauner Administration plan’s new twist is downright discriminatory toward working parents and anyone who gets sick or injured,” AFSCME spokesman Anders Lindall said in a published account in a political blog.

Of course it’s discriminatory. The idea is that those who actually show up for work ought to earn more than those who don’t.

And the Rauner administration says scheduled time off for surgeries, major illnesses and caring for family members wouldn’t count toward those seven days.

It would just be unscheduled time off.

Anyone who has ever worked in any workplace knows some people abuse sick time, leaving co-workers doing their own jobs and somebody else’s.

Why not reward those doing the work?

To quote Woody Allen, “80 percent of success is showing up.”

West beats Central in 1st ‘Singlets on the Stage’

But the Lincoln-Way West wrestling coach and his counterpart from Lincoln-Way Central were right on the mark with their decision to stage a dual meet in an unusual setting.

The first ‘Singlets on the

Stage’ was well received by those who braved the cold to see the rivals battle it out at West’s auditorium with the Lincoln-Way Cup at stake.

West won seven straight matches at one point, and 10 overall, as it captured a 48-20 victory over Central to win the district cup for the first time since 2010.

“It turned out the way that I envisioned it,” Glynn said. “Being the first year, I was a little worried and there’s a couple of things I’d do different, but over-

all, I thought it was awesome.

I thought the crowd was good and the fans were into it and the matches were entertaining and competitive. And I thought the extra events that we had were a good touch.

“These are two really good programs, so it was good to get our kids noticed. We know that we’re behind sports like basketball and football, so this was kind of a reward for the kids. I hope that this is something that we can continue each year and maybe go back-and-forth and

try to outdo each other, especially with the schools combining and changing.”

Grahm McClure, who was the first recipient of the Mike Ducharme award for the Warriors’ program, was excited about the special evening.

“This definitely means a lot to me, and it’s great to have my name associated with Mike, who was a great guy,” McClure said of winning the award named in honor of the Central athlete and West coach. “We haven’t had any-

thing like this in my history at West and hopefully it will continue for everybody. It was a great experience and just great being a part of it.”

Amier Khamis showed his comic side by doing a video before the meet where he was conducting interviews around school. Later, he was all business as he started the run of seven-straight wins for his team, which is ranked third in Class 2A this season.

Mulder scores 27; Joliet West tops Lockport

By DICK GOSS dgoss@shawmedia.com JOLIET – Junior forward Madi Mulder scored 11 of her 27 points in the fourth quarter Tuesday to lead the Joliet West girls basketball team to a wacky 52-48 SouthWest Suburban Blue girls basketball victory over Lockport.

Mulder scored seven straight points midway through the first quarter to jump-start a 19-0 run that lifted the Tigers (6-10, 2-3) into a 25-5 lead with 5:51 left in the second quarter.

The game appeared as if it might be over early, but it wasn’t the case as Lockport (7-10, 2-3) scored the final seven points of the first half, five

“That’s my team,” West coach John Placher said. “We were very, very good in the first quarter. Our big girls caught the ball on the block and scored. In the second quarter, they got nervous or something and didn’t want to shoot, and we wound up giving them an opportunity for their run.”

And yet, when a team loses

a 20-point lead, that usually is a death knell. For West on this occasion, it was not.

“It’s a real credit to our girls that they came back and won,” Placher said. “The smaller lineup we went with in the fourth quarter helped.”

“We didn’t play very well in the second and third quarters,” Mulder said. “It kind of helped in the fourth quarter with the smaller lineup. We had better shooting, and it helped that we made our free throws.”

Mulder made 5 of 7 free throws in the fourth quarter and 8 of 10 in the game to go with 9-of-21 shooting from the floor.

“Madi had a really good game,” Placher said. “She a really good player when she plays within the system like she did down the stretch.

“I’m just proud of all our girls that we actually won this game. We can shine and we can struggle. Hopefully the younger kids will be around us for a while and get the message that hard work pays off. I think this game kind of makes a statement to some other teams that we will see.”

Raven Reed chipped in eight points and seven rebounds for West. Nicole Gal added six points and seven boards. Tyler scored five points and Sarah Gersch four.

For Lockport, which forced 38 turnovers while committing 28, Isom finished with 19 points, including 10 in the third quarter and 14 in the second half to lift the Porters back into the game. She also had six rebounds.

points.

“We talked to our girls at halftime about how we will get back in the game if we just started hitting our shots,” Lockport coach Dan Kelly said. “We missed a lot of gimmes in the first half. To our girls’ credit, they didn’t quit.”

After connecting on 4 of 25 shots in the first half, Lockport went 8 of 11 in the third quarter and 13 of 23 in the second half.

“You have to give Joliet West credit,” Kelly said.

“Their 1-3-1 zone, with the length they have, frustrated us for a while.

“I was proud of the girls in that they didn’t care about the score, they just got after it and got back in it. We have a lot of quickness, and we were able to start using it in the second half.”

The audience was into every match, and in every match it felt like the dual was on the line. This was a competitive atmosphere and I think it will help us down the line.”

With a mat situated on the stage in the auditorium, both wrestlers were announced and entered through the crowd while accompanied by music. Not surprisingly, that set up some good matches between two teams that usually don’t need much incentive.

“It was a cool atmosphere,” said Kyle Ruettiger, who grew up watching the Knights but has since shifted loyalties to the Warriors.

“Especially when you have Central versus West, it was different than when we normally wrestled the Lincoln-Way Cup. Now it’s on a bigger stage and it’s in front of the whole community and

JOLIET – Memories were rekindled Tuesday night at Joliet West.

Through the decades of high-level high school basketball in the Joliet area, how often has a Joliet-Thornton matchup been a must-see?

The Wildcats, champions of the Big Dipper Christmas tournament, came calling Tuesday, and the large crowd got what it came to see – a battle between two athletic, quality teams.

The only thing missing was a Joliet West victory. Thornton scored the final five points in the final minute to secure a 56-50 nonconference victory.

And yet, it was a positive night in many ways for the Tigers (10-5), who dropped a 70-47 decision at Homewood-Flossmoor on Friday in a game where they did not play especially well. They needed a

good showing against Thornton (11-1).

“We kind of stumbled in the H-F game, and we bounced back from a tough loss tonight,” West coach Nick DiForti said. “I’m proud of the kids for that.

“We emphasized that we had to do the little things to win this game. One of those little things is free-throw shooting, and we shot poorly at the line. I don’t know what it is because we definitely work on our foul shooting.”

West finished 8 of 16 from the line, including 3 of 7 in the second half.

Thornton, coached by former NFL receiver Tai Streets, led by no more than five points and West by no more than four in the first half, which closed with the Tigers on top, 26-22.

West scored the final five points of the third quarter on Tabyous Casterberry’s layup off a feed from Eddie Creal and Trevian Bell’s tradition-

al three-point play in the final second to lift the Tigers into a 42-36 lead entering the final eight minutes.

Thornton got right back in it with 3-pointers from Curtis Dilworth and Samuel Taylor III in the first 37 seconds of the fourth quarter, and the Wildcats pushed ahead, 51-46, with 2:24 to go.

Teyvion Kirk hit a 10-footer and one of two free throws and Bell made one of two free throws to make it 51-50 with 1:10 remaining. However, Thornton’s Orlando Allen Jr. broke free for a layup, Dilworth made three free throws and West misfired on a couple of 3-point attempts and an offensive rebound.

“We did not execute down the stretch,” DiForti said.

“When we were down three points, we reverted to running a play we have been running all year and took a three. Execution with young kids is hit or miss.”

Gorman led the Knights (88, 3-2) with nine points in the SouthWest Suburban Red road loss.

Raquel Mirabella rolled a 260 high series (127-133) and Paige Reiter rolled a 148 high game for the Porters at Strike & Spare II.

The Tigers connected on 20 of 51 shots, a modest 39.2 percent. Kirk finished with 17 points, Bell 13 and Creal came off the bench to contribute seven, all in the second quarter.

However, Kirk and his teammates took the ball to the basket with regularity and were called for a number of charging fouls.

“There were about seven charges called on us,” DiForti said. “It’s a 50-50 call that they got 100 percent of the time.”

An area where the Tigers did more than hold their own was on the boards. They outrebounded Thornton, 19-9, in the first half and 37-26 overall.

Bell had 12 boards, eight in the second half, and Elijah Ward and Darnell Smith grabbed five each.

“We made a concentrated effort on the boards and to get after loose balls,” DiForti said.

“We did a good job in those areas.”

MORRIS – A big part of a fourth-quarter comeback in basketball is playing stingy defense and forcing turnovers when your team is on defense.

To that end, the Morris boys basketball team did that Tuesday in a 54-39 nonconference loss to Pontiac.

Unfortunately for the Redskins, they were unable to convert that into the other important part of a comeback, that of scoring points. Morris misfired on 11 of its 13 shots in the fourth quarter, a number that resulted in only eight points in the fourth.

Morris, which falls to 8-9 on the season, got a team-leading 17 points from sophomore Tyler Spiezio, while senior point guard Tommy Balentine chipped in with 10. The Redskins, though, were colder than the weather from threepoint land, missing on all of their 11 3-point attempts. Actually, one 3-point attempt went in the basket, but it was

a ¾-court heave at the end of the third quarter by Spiezio that was ruled to have been released after the buzzer and did not count.

Meanwhile, Pontiac’s Cam Brown was a one-man wrecking crew from beyond the arc, sinking eight 3-pointers on his own en route to a game-high 27 points. His outside game complemented the inside attack of teammate Kye Comincioli, who finished with 19 points and nine rebounds.

Pontiac scored the first four points of the game, but Morris answered with a 6-0 run on buckets by Balentine and Jordan Miracle, followed by a steal and layup by Aurelius Lennon-Rios. Brown answered with his first three-pointer, giving the Indians the lead for good.

Pontiac took a 13-12 lead into the second quarter and Brown hit three three-pointers plus an old-fashioned threepoint play to help the Indians to a 27-15 halftime lead. Morris went just 1 of 9 from the floor in

Saban adapts to the times, keeps on winning

By JOHN ZENOR The Associated Press SCOTTSDALE, Ariz. – Nick Saban is a creature of habit, waking at dawn like usual the morning after corralling his latest national championship.

That love of routine hasn’t kept the Alabama coach from adapting and evolving with the game, from the trend toward spread offenses to a longer, tougher path than ever before to a national title.

The fourth title in seven seasons was the toughest for Saban and the Crimson Tide.

Yet they endured in a 45-40 shootout win over Clemson on Monday night at University of Phoenix Stadium. And that should tell you everything you need to know about Saban’s ability to adapt.

Now, as the latest group of Tide players prepares for an annual exodus to the NFL, he will try to do it again.

“What he’s doing is unheard of,” Tide offensive coordinator Lane Kiffin said after the game. “It’s just the process.

The players change, the coaches change. He’s the one guy that stays the same.”

Not exactly the same. And that’s the point. Saban has made plenty of changes while clinging to habit. Take his urging Kiffin to spread out and speed up the offense at times.

The defense has veered away from the 340-pound space hoggers in the middle, relying on swifter, smaller defenders to better deal with fast-paced offenses like Clemson, and dual-threat quarterbacks like Deshaun Watson.

There was speedy linebacker Rashaan Evans sacking Watson twice and safety Geno Matias-Smith, a converted cornerback, racking up 11 tackles. Watson piled up plenty of yards, but Alabama made stops when it counted, too – plus Saban’s gutsy fourth-quarter onside kick call that led to a tie-breaking touchdown.

Saban tied Frank Leahy for the second-most Associated Press coaching titles, plus a BCS crown at LSU. He had to face his toughest national title game yet at Alabama. The Tide had rolled over Texas, shut out LSU and routed Notre Dame.

This one went down to the wire.

Former UCLA and Colorado coach Rick Neuheisel said it’s harder to win titles nowadays because of factors ranging from managing social media to scholarship limits and early departures.

Also, Saban’s success has helped spur competitors such as Mississippi and Mississippi State to raise their game, he said.

“I think it’s remarkable what he has done,” said Neuheisel, now an analyst with CBS. Saban said the players need some downtime after 15 games and 14 wins. That doesn’t mean he’ll take much himself.

He was up by 6:15 a.m. Tuesday as always – even though he didn’t arrive back at the hotel until a few hours earlier. He’ll head back to the office for Wednesday meetings with players, including the latest group of underclassmen considering turning pro.

That could include

Heisman Trophy winner Derrick Henry and defensive lineman A’Shawn Robinson. Then he’ll try to wrap up another top recruiting class.

“The bus doesn’t stop,” Saban said. “You’ve got to keep rolling.”

Ask him to opine on the historical significance of Alabama’s current reign, and Saban said he’s focused on moving forward, not looking back.

Maybe he’ll truly savor the accomplishments when he retires from coaching – whenever that day comes. The 64-yearold coach certainly didn’t

sound like he was ready to move on anytime soon.

“The one thing I have always said is I’ve been a part of a team since I was 9 years old,” Saban said. “It scares me to ever think of the day when I wouldn’t be a part of the team.

The feeling that you get being associated with a group like this makes you want to do it more.

“That’s kind of how I feel about it. I know you can’t do this forever, but I certainly enjoy the moment and certainly look forward to the future challenges that we have and really

have no timetable for ever not being a part of a team.”

He’s already hired Jeremy Pruitt to replace defensive coordinator Kirby Smart, Georgia’s new head coach.

No move was bolder than hiring Kiffin, the brash former Southern California, Tennessee and Oakland Raiders coach.

That pairing has flourished the past two seasons, with two very different quarterbacks and styles. The result has been 26 wins, two SEC titles and two Heisman Trophy finalists.

Kiffin passes the credit to Saban for being willing to change with the times.

“He’s telling me to go to TCU in the offseason, he’s telling me to go see Tom Herman,” Kiffin said. “It’s a credit to him not being stubborn, saying, ‘I’m going to win the old-school way and show everybody I can be in the I formation and play slow.’ Instead of being stubborn, you see him changing, evolving.

“You see the same thing on defense. You see smaller, faster players playing in this game than you saw in that Ohio State game a year ago.”

In the end, you also see more of the same. Double-digit wins. Titles.

Greg Monroe added 17 points and 12 rebounds for Milwaukee.

Jimmy Butler scored 30 points and Nikola Mirotic and Tony Snell added 17 apiece for the Bulls, who used a 25-9 run late in the third quarter and early into the fourth to seemingly gain control of the game.

The Bulls, who have lost three straight, have scored 100 or more points for 12 consecutive games. But the Bulls have allowed at least 100 points in eight of those games.

The Bucks used an 8-0 run to tie the game at 91 in the fourth.

Monroe’s three-point play with 2:58 remaining gave the Bucks a 96-95 lead. Khris Middleton hit a 3-pointer from the corner to extend the lead to four.

CHIPOTLES Find comfort in smoky heat of slow-cooker chicken chili

By KATIE WORKMAN – The Associated Press One of the greatest secret weapon ingredients I know is chipotles in adobo sauce. These are smoked jalapeño peppers that have been stewed in a sauce of tomatoes, garlic, vinegar, salt and various spices, such as cumin, oregano and paprika.

The whole thing – peppers and sauce – is sold in tiny cans at just about every grocer.

The easiest way to use these peppers and sauce is to purée the whole thing. I just dump the contents of the can right into the food processor or blender.

Then I store the purée in a sealed container in the fridge.

Whenever a soup, stew or a chili (or anything that calls for a little touch of smoky heat) needs a little something extra, in goes a tablespoon or two of the purée.

Speaking of secret weapons, one of the best appliances to earn that description is the slow cooker. For many of us, this handy kitchen cooker takes up permanent residence on the counter during the colder months. The unparalleled pleasure of walking into your home at the end of a long day to be greeted by the scent of a cooked meal is hard to overstate.

In this chili, these two secrete weapons join together to turn juicy and moist boneless, skinless chicken thighs into a somewhat spicy and couldn’t-be-easier chili. I often make chili with ground chicken

or turkey, which we all love, but it was nice to change it up with real cubes of chicken. This one is a definite weeknight keeper.

Slow Cooker Chicken Chili

Start to finish: 4 to 6 hours on high, 6 to 8 hours on low (15 minutes active) Servings: 8 1 cup chopped yellow onion 2 medium carrots, peeled and sliced 4 cloves garlic, minced 2 tablespoons puréed chipotles in adobo

sauce 28-ounce can diced tomatoes, with juices 2 tablespoons chili powder 2 teaspoons ground cumin 2 15½-ounce cans black beans, drained 3 pounds boneless, skinless chicken thighs, trimmed of fat and cut into 1-inch pieces 2 scallions, trimmed and chopped Juice of 1 lime Kosher salt Shredded cheddar cheese or Mexican cheese blend Sour cream In a large slow cooker, combine the onion,

Taste, then season with salt. Serve with shredded cheese and sour cream on the side.

(If you play tournament bridge, in a pair event, pass out one no-trump because it does not pay to push for thin games.

As you have no doubt spotted, West missed his moment. He should have thrown his club queen under South’s ace, to stop the endplay. Then East would have taken a club trick and could have led the spade jack to give the defenders one club, three spades and, later, a red-suit trick.

Strategies such as simplifying the environment and establishing a routine can help. But if behavior problems continue, a doctor may prescribe psychiatric medications.

Three classes of drugs may be used to treat emotional and behavioral problems. They are antidepressants, mood stabilizers and antipsychotics. Try not to expect immediate results.

Doctors usually begin with a low dose and increase it gradually.

Research is ongoing to find new, effective treatments. The goal of future therapies is to prevent the loss of neurons in the areas of the brain involved in memory and cognition.

Only then can scientists slow or stop the worsening of the disease.

When I attended medical school, medicine knew what the brain of a person with Alzheimer’s disease looked like under the microscope. But we didn’t know why it looked that way, or what was causing the brain to malfunction.

In the past 30 years, medical research has identified several molecules that clearly are involved in producing the brain damage of the disease. I’m optimistic targeting these molecules with conventional (pharmaceutical) and unconventional treatments (even types of immunization) someday will prove to be effective. When will that day come? I’d guess within 25 years.

Dear Dr. K: My mother has been diagnosed with Alzheimer’s disease. Can you tell me about medications that are available to treat this disease? What can and can’t they do?

Dear Reader: Alzheimer’s disease is a form of dementia.

It often affects shortterm memory early on.

It then progresses to impair other cognitive functions such as thinking and judgment. As the disease advances, it can affect a person’s mood and behavior. Eventually, most people lose their ability to do normal daily activities.

Currently, no treatment prevents or stops the cognitive decline from Alzheimer’s disease. Medications can improve symptoms only temporarily.

Four drugs are FDA-approved in the U.S. to treat Alzheimer’s: donepezil (Aricept), rivastigmine (Exelon), galantamine (Razadyne) and memantine (Namenda). (I’ve put a table with more details about these medications on my website, www.askdoctork. com.) These drugs make modest improvements in memory and cognitive function in some people with the disease.

The first three of these drugs are in a class called cholinesterase inhibitors.

Only about 30 to 50 percent of the people who take them show benefits. Even then, the effects last only an average of six months.

Memantine is an NMDA antagonist. It is most effective for people with moderate to severe Alzheimer’s disease. Again, it usually provides only a modest benefit that might be apparent for six months or less. It’s not clear whether taking memantine with a cholinesterase inhibitor provides more benefit than taking each alone.

Medications also can help with behavior problems, such as agitation or outbursts of anger. Brain damage influences the way people act and react.

Dear Abby: I am the mother of four. My children are wonderful, but they really don’t listen.

Instead of sitting down and talking to them, I scream and call them names. Then, after they go to sleep, I feel extremely guilty.

My 12-year-old girl struggles in school. I have tried to be calm and help her.

As you already might know, not all people absorb information the same way.

Dear Abby: My husband and I have been married for 35 years.

Every year, he takes a week off to go to another state and play golf.

When he returns, he compiles all the photos he has taken onto a disk.

He would let me see the photos on the computer after the first couple of golf trips, but on this last one, he refused to show me any.

This is a big red flag for me he’s doing something more than just golfing. I might add there is a lot of alcohol consumed, along with hot tub parties at the motel where he stays.
