on D-210 restraining order

fsarver@shawmedia.com JOLIET – A Will County judge will hear arguments next week on a court order from a resident group suing Lincoln-Way District 210 officials that seeks to prevent the closing of North high school.

The hearing will take place Wednesday.

A motion filed by Lincoln-Way Area Taxpayers Unite attorney Stephen Eberhardt seeks to prevent Lincoln-Way officials from closing North, the academic building the district’s board chose last August to close to resolve a financial crisis.

Eberhardt’s motion – filed March 18 – for a temporary restraining order largely argues the decision to close a school was made to quickly fix the district’s dire finances and prevent state intervention that would have discovered financial wrongdoing.

A response from Lincoln-Way’s attorneys filed Thursday opposed Eberhardt’s motion. Their attorneys argue the motion for the temporary restraining order is not an emergency – despite

the resident group’s repeated attempts at legal action – is not supported by law and should be denied.

Since late December, LWATU and District 210 have been in a legal battle over the closing of North.

On March 4, Will County Judge Roger Rickmon granted a motion from Lincoln-Way’s attorneys to dismiss LWATU’s lawsuit but dismissed two counts without prejudice, allowing for an amended complaint.

Eberhardt filed the amended complaint March 18, which elaborated on one paragraph – alleging the closure of North was done to prevent state intervention – that concerned Rickmon in his March 4 ruling. Eberhardt also filed the motion for a temporary restraining order March 18.

Eberhardt and the district’s attorney were before Rickmon once again Thursday for a hearing on the temporary restraining order motion. Lincoln-Way’s attorneys filed a response to the motion during the hearing.

After the hearing, Eberhardt said he hopes for a

judgment on the motion next week but Rickmon may take it under advisement.

Eberhardt said to a crowd of LWATU supporters at the Will County Courthouse that Lincoln-Way’s attorneys are trying to delay “as much as possible.”

In the March 18 temporary restraining order motion, Eberhardt argued the decision to close a school was done to remedy the budget without consideration of other options to prevent an appointment of a financial oversight panel by the Illinois State Board of Education. Eberhardt argued the panel would have discovered questionable and improper accounting methods, spending practice and contracts.

Lincoln-Way’s attorneys argued in the response Thursday a local school district is “encouraged and arguably required to take numerous steps” to avoid the appointment of an FOP. The attorneys’ response also argues the plaintiffs fail to demonstrate any unlawful act by the board in its action to close Lincoln-Way North High School.

D-210 board, business official in dispute over performance

fsarver@shawmedia.com NEW LENOX – The top business official for Lincoln-Way District 210 will have his last day April 30, about two years earlier than the expiration date for his performance-based employment contract.

District officials released Thursday evening a copy of the retirement agreement for Ron Sawin, assistant superintendent for business, that was approved at a special meeting Wednesday in a 6-0 vote, Christine Glatz, board vice president, confirmed via email. Board member Arvid Johnson was absent.

According to the agreement, there is a dispute between the board and Sawin about his performance and Sawin “denies that his performance has been

anything less than satisfactory and sufficient.”

When asked about the nature of the dispute, Superintendent Scott Tingley Ron Sawin declined to comment, saying that was between Sawin and the board. An email sent Thursday night to board President Dee Molinare and Glatz was not immediately returned.

When asked if Sawin’s accelerated retirement was related to the improper charging of driver education fees that district officials notified parents about last week, Tingley declined to comment.

Effective immediately, Sawin is assigned to undetermined “alternative administrative du-

ties,” not related to financial operations, Tingley said.

Steven Langert, the district’s interim business manager, who was hired in September, will be taking on some of Sawin’s duties, Tingley said.

The district paired the release of Sawin’s retirement agreement with a news release attributed to Molinare summarizing the agreement.

Sawin’s agreement states after April 30 he shall not be entitled to any other pay or benefits from the board and he expressly waives any right to compensation for the remaining two years on his contract from the board.

“The parties expressly acknowledge and agree that any retirement or pension benefits to which Sawin may be entitled shall be determined solely by [Illinois Teachers Retirement

System] and shall be subject to applicable law,” the agreement states.

Sawin’s contract was scheduled to expire June 30, 2018.

According to the 2016 district salary report, Sawin’s salary is $148,626 and $15,420 in TRS and other benefits.

Sawin came to Lincoln-Way as a math teacher in 1982 and was named district director of finance in 2003. He has been dean of students, attendance officer and coordinator of deans.

District finances have been rocky throughout Sawin’s administrative tenure.

In the past two years, the district received a financial watch rating and officials have since decided to close North high school in an effort to control deficit spending, leading to outrage and legal action from residents.

Kids take in performance just for them

Shaw Media Correspondent JOLIET – The theater went dark and the stage lit up as characters from a remote village invited more than 100 children in the audience to go with them on a literary journey into “The Jungle Book.”

The villagers left the stage and returned as animal characters – all but one family.

AlphaBet Soup Productions’ performance of “The Jungle Book” hit the stage for a one-day engagement Thursday at Bicentennial Park Theatre. The whimsical adaptation was the work of playwright Mark A. Pence, and the show was produced by Susan Holm and included eight actors playing 15 different roles during the hour-long performance.

“The company produces fractured fairy tales. We take a typical fairy tale, but add twists and turns to make it a unique AlphaBet Soup production,” AlphaBet Soup company manager Andrew Swanson said. “People come in and think they will see the same old version, but we add original songs and scripts.”

The play sees a boy separated from his human family in the jungle, taken in by a family of wolves and raised as their own son. He grows up in the jungle until he ages 10 years and begins to understand the differences between humans and animals. He struggles to fit in and tries to fly like his friend, the vulture, eat worms like a bear and act like a monkey, but realizes that he, in fact, is human, and his animal friends fear humans.

“We want to entertain and educate,” Swanson said. “Mark Pence creates a great balance with a moral message and an upbeat entertaining show for younger kids.”

The company travels to a variety of theaters and caters to audiences of 100 to 700, depending on venue and times.

Most children who attend during the weekday performances are on school field trips, and the Saturday shows tend to be families and friends, but all shows are open to the public.

“The Jungle Book” hits all the notes to keep children entertained.

There was drama, conflict, silly banter, jokes and, most important, audience involvement.

audience and have a ‘squirm alert,’ which usually happens 45 minutes into the play. We know at this time something fun has to happen, and in this show, that time is during monkey town,” Holm said. “The actors also get a sense of the audience and know when they need to pump up the energy.”

Ellie Israel, 6, of Raleigh, North Carolina, and her sister left the play and wanted to watch it again. The girls, along with parents Rachel and Matt Israel, came to the area to visit Matt’s mother, Jane Israel, in Wheaton. The girl’s grandmother treated

the family to the show.

“I liked the part when he had his school lessons. My favorite was the flying part when he tried to fly and it was silly when he fell,” Ellie said.

Jane Israel said she had never been to the theater. She found the information online, ordered tickets and was pleasantly surprised when they were personally greeted by Swanson, which was a nice touch.

Holm said in all of the years she has worked with the theater, the main goal has been to get the children started as theatergoers early in their lives.

“When the kids go to a show, they use senses in ways that are not used in school,” Swanson said. “Some may say they loved the costumes and the lights, others the characters. Each child takes something different away from the show.”

Tiffany Nemanich will do the seventh reading during the mass at St. Peter’s Basilica in Rome.

Her trip to Rome was described as “an Easter story” by the cathedral rector in part because of Nemanich’s ability to overcome the challenges posed by Prader-Willi Syndrome.

The genetic disorder prompted predictions during her infancy that Nemanich would not be able to walk or ride a bike – both of which she does, according to a story about her trip to Rome on the Cathedral of St. Raymond’s website,

Peace, music and art focus of Joliet District 86 festival at Rialto

Shaw Media Correspondent JOLIET – Fourth-grader Laylani Escobedo walked through the doors of the Rialto Square Theatre with her father, Edgar Escobedo, and rushed to find her personal artwork out of 600 on display.

The M.J. Cunningham Elementary School student smiled as she pointed out and described each element on her one-of-a-kind masterpiece, viewed by hundreds of people.

“I didn’t know what to expect because I have never been here before. I thought there would be 10 people here, but this place is packed, which shows that art is important,” Laylani said.

On Wednesday, 1,000 people came out to honor the arts programs and students of Joliet Public Schools District 86 at the 13th annual Children for Peace Fine Arts Festival.

District spokeswoman Sandra Zalewski said the event was designed to celebrate the artistic and musical talents of the students and promote the district’s Peace Pledge.

“The students recite the Peace Pledge each morning before school, and we want to promote positive behavior, kindness and giving back,” Zalewski said.

The evening opened with an art show that included 600 pieces in a multitude of mediums displayed in the lobby and rotunda of the Rialto. The district’s nine art teachers have saved pieces from their students beginning in September and created large art boards

to showcase the talent.

“This is so amazing. I’m excited for my daughter and to see all of the creativeness of the students. There are some nice pictures, it’s very inspirational,” Amanda Farmer, of Joliet, said.

Her daughter, Izzabella Farmer, a third-grade student at Taft Elementary School, usually shies away from the camera, but that night she was honored to have her mother take her photo next to her soup can picture.

“I love to paint because I can use my hands. It’s neat because probably 1,000 people can see my art,” Izzabella said.

At 7 p.m., the crowd took their seats

in the theater, where they were welcomed by fine arts coordinator Patrick M. Baker and the voices of the Children for Peace Glee Club. The kindergarten through fifth-grade group sang six songs with inflatable musical instrument props and Elvis made an appearance during the song “Hound Dog.” “Our theme was music throughout history, with different decades. We have practiced two hours a week since January, and it’s been fun to watch the kids’ excitement,” Glee Club Director Clare Gawlik said.

The evening progressed with three selections sung by The Joliet All City Vocal Ensemble, and then the front

stage lowered and The Joliet All City Band and The Joliet All City Orchestra each took a turn onstage with “Kentucky 1,800” and “Ash Grove.”

Before the grand finale, Baker brought Washington Junior High School art teacher and original Children for Peace creator Kittie Kerestes to the stage to thank her for her years of service to the district and program, as Kerestes will retire at the end of this academic year.

The lights dimmed and the combined Junior High Choirs took to the balcony while The Joliet All City Vocal Ensemble took the stage, and the two groups sang “There is Peace.”

Lockport’s ‘naked cowboy’ gets split decision from judge

bstanley@shawmedia.com JOLIET – A former Lockport man who killed a dog and fired a gun into neighboring houses while wearing only a cowboy hat got a split decision to end his bench trial Thursday.

Judge Dave Carlson found Patrick McGinnis guilty of three counts of reckless discharge of a firearm, aggravated cruelty to animals and domestic battery, but not guilty of three counts of aggravated discharge of a firearm, unauthorized

possession of a firearm and unauthorized possession of ammunition.

According to trial testimony, McGinnis ingested between four and six bottles of cough syrup over a few days – well Patrick above the recommended McGinnis dosage – before the Feb. 27, 2014, incident.

“But without Mr. McGinnis telling [witnesses about that], all we have are suppositions about what was consumed

and the amount consumed,” Carlson said. “Clearly, there’s something that affected you [at the time] ... but legally I can’t fill in the blanks.”

McGinnis and his wife had moved to a residence in the 100 block of North Jefferson Street in Lockport from out of state in January 2014. An argument ensued after he’d taken the cough syrup and he began throwing furniture into the yard, according to trial testimony.

McGinnis, naked except for a cowboy hat, fired a handgun, sending bullets into nearby houses, then shot his wife’s

German shepherd.

“I can’t find you possessed the knowledge discharging the firearm in your house [that you aimed] to another. I do believe your acts were reckless,” Carlson said.

The judge noted the way the dog was slain – being shot under its jaw – clearly showed it was killed intentionally.

McGinnis, 44, has moved to Colorado since the incident and remains free on bond. He has no prior criminal history and could receive probation when he is sentenced June 1.

Ray Robinson Jr., 23, is charged in the June 16, 2013, slaying of Adrian Resendiz in an alley between Hobbs and Baker avenues in Joliet. Robinson, Resendiz and Zeeshan Rashid, 22, are all associated with a street gang, according to police, and were together the night before Resendiz was killed.

“We’re currently under the assumption the state’s theory is [Robinson] was the principal in the death of Resendiz,” defense attorney Eric Mitchell said at a hearing Thursday. “What Ray we are fearful of is, if at Robinson Jr. some point [in trial] the prosecution’s theory may change and they may say he’s the accomplice, it would be very prejudicial.”

diz, Robinson would still face murder charges under a “theory of accountability” for aiding and abetting the actions that led to his death.

“The grand jury heard the defendant directed the victim to the area where the homicide occurred. He knew it was going to take place,” Will County Assistant State’s Attorney Chris Koch said. “[The evidence] goes to him being with another individual and walking behind a building [for the killing].”

Rashid is serving a 17-year prison sentence for aggravated battery with

a firearm, burglary and attempted armed robbery. He was not charged in the Resendiz case.

Mitchell said Rashid told detectives at different times he’d shot Resendiz first and Robinson had finished him off; Robinson hadn’t been there and he’d killed Resendiz; and Robinson had been the only shooter.

“The fact we’re having [this hearing] shows you’re aware the state could use the theory of accountability.

I don’t think [someone else] has to be charged for them to do so,” Judge Dave Carlson said.

SHOREWOOD – By spreading the word about Islam teachings this weekend in Shorewood, the Ahmadiyya Muslim Youth Association hopes to counteract religious propaganda fostered by the Islamic State terrorist group.

In the aftermath of recent ISIS terrorists attacks in Brussels, Belgium, educating the public and dispelling myths is all the more important, said Iftekhar Ahmad, assistant national outreach director of the association.

“We felt a need to provide the public with opportunities to learn Islam and what it teaches. Not what we see in the news every day. Not what ISIS says,” Ahmad said.

Anti-Islamic groups and ISIS often cite fragments of verses to justify violence or portray Islam as a violent religion, he said. But it is a very peaceful religion in which members do not agree with the actions and motivations of ISIS, he said.

AMYA’s Chicago Southwest Chapter will hold a Holy Quran exhibition from 10 a.m. to 2 p.m. Saturday at the Shorewood-Troy Public Library Central Library. The goal will be to introduce Islam teachings and “show some of the commonalities” among all religions, he said.

“The vast majority of the major religions in the world, whether it’s Islam, Christianity, Muslim, Buddhism … they are much the same,” Ahmad said.

“Nobody condones murder, stealing or adultery, and yet we focus on that 10 percent where we are different.”

Waste Management to handle Plainfield’s electronics recycling curbside pickup

PLAINFIELD – Now that Will County’s electronics recycling drop-off sites are temporarily closed, Plainfield officials have opted to contract with Waste Management for residential curbside pickup for electronics and hazardous waste.

The Village Board authorized Monday the village president to execute a contract that begins May 1 with WM Curbside LLC. Households will be charged a monthly $1.15 fee on utility bills, according to the contract, with yearly rate increases to $1.29 over the life of the contract that expires Dec. 31, 2020.

The fee applies to all Plainfield village households, President Michael Collins said Tuesday.

A clause in the contract allows the fee to be adjusted by WM “to account for increased costs due to uncontrollable circumstances, including, without limitation, changes in local, state or federal laws or regulations, imposition of taxes, fees or surcharges and acts of God such as floods, fires, etc.”

However, Collins said this is “quite the deal” for residents, noting that Vintage Tech – the Plainfield-based recycler that broke its contract with Will County – charged $25 for each pickup per household before upping the cost to $75.

In a village survey, nearly all of the

1,000 residents who participated said they were likely to use the service and would pay between $1 to $1.50 on a monthly basis, according to the village.

There’s little to no options for residents now that Will County’s electronics recycling program has been dismantled, Mike Morley, public sector representative for Waste Management of Illinois, told village trustees Monday. The expectation is that some of the county’s 13 drop-off sites will reopen eventually.

“The county had the best program in the state. And because of changes in commodities, prices, it’s really a change … you went from free pickup and 13 drop-off facilities to today where there’s really no outlet for this materi-

al,” Morley said.

Village Trustee Garrett Peck raised concerns this week about not going out for bid for contract. But he added going with the village’s current garbage pickup provider is likely the “least expensive” option.

“When the contract comes up [for renewal], I want to see if there are other vendors available to provide this service,” Peck told trustees Monday night. “I want to make sure we don’t exclude anyone from the [bidding process.]”

Village Administrator Brian Murphy said the standalone WM Curbside LLC contract coincides with WM’s main garbage pickup contract that also expires Dec. 31, 2020.

FRANKFORT – The Frankfort Village Board on Monday approved an ordinance authorizing the use of Illinois Environmental Protection Agency funding to finance the implementation of the village’s 20-year facility plan, which was adopted last fall, according to a village news release.

The plan provides for the decommissioning and removal of the antiquated West and North wastewater treatment plants to meet state and federal regulations.

The age and technology of both plants falls short of modern compliance standards issued by the Illinois and U.S. EPAs. The project, slated to begin this spring, will take nearly four years to complete.

During that time, the village will bid and finance the project in multiple phases, working with nearby residents to update them on project schedules and expectations.

Once completed, the facility plan will consolidate the two closed plants into a regional plant with enhanced efficiency, lower operating costs and regulatory compliance.

The first phase of the project is expected to cost $11 million.

Overall, the project is estimated to cost $61 million.

Shorewood OKs projects, including $486,000 for lift station upgrade

Shaw Media Correspondent SHOREWOOD – Village of Shorewood Public Works Superintendent Chris Drey stole the show at the Village Board meeting Tuesday, with seven of the eight items up for approval under his department.

Shorewood has identified and been in the process of executing several capital improvement projects around the village.

The largest ticket item approved was a design-build agreement with Burke LLC to design and build the Seil Road lift station rehabilitation in the amount of $486,000.

“We met with Burke LLC and discussed safety upgrades for the lift station. We will replace two pumps, base elbows, perform needed electrical work, replace top wet well and safety hatches to protect employees, and add a street light and communication antennae to use in case of an emergency,” Drey said.

Drey said the station should only

need to be bypassed for two weeks for the upgrades, which are needed due to the station being 25 years old.

The next big ticket item approved was the purchase of water meters and remote meters, through HD Supply Waterworks at a cost of $107,850. The village has implemented a water meter program and hopes to replace all meters within a fiveyear time frame.

Drey brought to the board the need to monitor water and sewage collections systems within the village and proposed to use the engineering services of RJN Group for the 2016 village-wide flow monitoring program. The board approved the three-month project at a cost of $79,850.

Another fix-it project approved by the board was the removal and replacement of the 15-inch Palmer-Bowlus flume on the corner of Bronk and Black roads. Drey said traffic will need to be diverted for two to three days for the project.

Last on the public works list for approval was the approved pur-

chase of a grabble bucket for the John Deere 524K end loader from West Side Tractor Supply Co. for $15,950. Drey said when he visited Coal City, their public works equipment had such grabble buckets and they proved useful for time and safety.

“These do a great job and are efficient. We used to have to go out and when we cut a tree, we would have to cut into small pieces and roll the chunks to remove. This [grapple bucket] gives us the ability to get bigger chunks of tree and save guys back from having to roll the trees,” Drey said.

At the end of the meeting, Community Development Director Karen James asked for and received the board’s approval of a resolution accepting a public utility easement to the village along the southwest corner of Route 52 and River Road.

The area was reserved for bicycle path use.

All items were approved with yes votes from all in attendance. Trustee Tony Luciano was absent.

When Lockport West (Romeoville High School) opened in 1963, he moved to the new school. He retired in 1994. Melvin is best remembered for his 45 years of being a football coach. At Lockport West/Romeoville High School he served as both Head Coach and Assistant Coach. He also served as an assistant for the Joliet Chargers, Joliet Junior College, the University of St. Francis and Joliet Catholic Academy. He spent the last 15 years in retirement in Ft. Myers Beach, Florida. He fished nearly every day of his retirement.

FRANCIS H. KURTZ Francis H. Kurtz, age 73, passed away suddenly on Wednesday, March 23, 2016 with his loving family by his side.

Francis is survived by his loving wife of 53 years, Patricia (nee Spillie); children, Alan Kurtz of Alpha, MI, Lynn Kurtz and Marla Kurtz; grandchildren, Elizabeth and Zachary Kurtz, Emily, Katy and Cody Kurtz; great-grandchildren, Colton, Hunter, Paisley and Abigail; sisters, Lucy Mainellis and Clair Posega; numerous nieces, nephews and cousins also survive.

Francis worked for the Local #150 International Union of Operating Engineers for 50 years. He was an avid outdoorsman who loved hunting, fishing and gardening. He also enjoyed taking care of his special fury companions Stormy, Star and Sasha. Francis will be dearly missed.

Bernard Dewitt Sylvia passed away peacefully from this life the morning of March 20, 2016. He was surrounded by his loving family and friends during the last days of his life.

Bernard was born on March 19, 1931 in Hattiesburg, Mississippi to Buck and Myrtle Sylvia. On November 29, 1951 Bernard enlisted into The United States Armed Forces where he served his country from 1951 to 1953 as a Private First Class. In 1951, he wed Margree Sylvia. In 1957, Bernard and his family relocated from Indio, California to Joliet, where they raised two children.

Bernard became employed by Caterpillar where he retired after 26+ years of employment. Bernard attended Joliet Junior College.

Bernard was a long time member of International Association of Machinists & Aerospace Workers (IAMAW). He was also a longtime member and Deacon of Friendship Baptist Church. Bernard’s passions were gardening and fishing.

He is preceded in death by his parents, Buck and Myrtle Sylvia; his wife, Margree Sylvia; his brothers, Grover Sylvia, O.T. Sylvia, Oliver Sylvia, Frances Sylvia; and grandson, Dwan Demetrius Terrell.

SPRINGFIELD – The Illinois Supreme Court dealt another devastating blow Thursday to the state’s impatient attempts to control ballooning public pension debt, striking down a law that would have cut into an $8 billion hole in two of Chicago’s employee retirement accounts and leaving officials searching for new options to shore up an already wobbly program.

The city had hoped that by pointing to the steep increase in taxpayer-fueled contributions the law required it would be able to sidestep a widely expected ruling that the plan violated the Illinois Constitution’s protection against reducing pension benefits.

But the court’s unanimous finding in favor of pension participants who pointed to reduced future benefits and higher contributions sends the city back to the bargaining table.

Court: AFSCME not owed pay raises without appropriation

SPRINGFIELD – The Illinois Supreme Court ruled Thursday that former Gov. Pat Quinn was correct in 2011 when he denied state workers promised pay raises because lawmakers had not appropriated the money.

The court’s 6-1 decision is another twist in a five-year-old debacle that serves as a subplot to the state’s long-running fiscal crisis.

The ruling reversed earlier conclusions that 30,000 members of the American Federation of State, County and Municipal Employees’ state council were due negotiated raises, which the union a year earlier had already agreed to delay because of the budget mess.

Elgin firefighters who shared explicit images disciplined

ELGIN – An Elgin Fire Department lieutenant has been demoted and two firefighters have been disciplined amid accusations that they exchanged explicit photos and videos of themselves while on duty.

In agreements reached Tuesday between the employees, the

billion shortfall in the Chicago Public Schools teachers’ pension account. The City Council approved a $543 million property-tax increase last fall – to deal with shortages in police and fire funds.

“We’re not advocating for any specific plan,” Msall said. “We’re supporting the need for clarity in the constitution so those ideas can be legislated.”

Chicago Mayor Rahm Emanuel, who inherited the crisis, disagreed with the ruling but pledged to re-convene negotiations on a new framework.

“My administration will continue to work with our labor partners on a shared path forward,” the Democrat said in a statement.

International Association of Firefighters Local 439 and the city of Elgin, Lt. Amanda Bruce was demoted to firefighter, while firefighters John Sardina and Eric McMahon lost their special assignments, as driver and mechanic, respectively, according to documents obtained by the Daily Herald through a Freedom of Information act request.

All three received 20-day suspensions and will be subject to termination if they display similar conduct within the next three years.

While on duty at Elgin fire stations, Bruce and Sardina took sexually oriented photos and videos of themselves, and McMahon took sexually oriented photos of himself, according to a Feb. 17 investigative report by the city’s professional standards officer, which was included in the released documents.

The photos and videos depict the firefighters alone and date back to 2009 through 2013.

Sardina and McMahon sent their own images to Bruce, and

she sent her images to Sardina and an unnamed “boyfriend,” the report said.

U.S. Census shows 1st population drop in Cook County

CHICAGO – New U.S. Census data show Illinois’ Cook County had the largest population decline among counties and its first dip since 2007.

The nation’s second most-populated county lost nearly 10,500 residents between 2014 and 2015, leaving it with 5.2 million residents.

The U.S. Census on Thursday released the information, which also shows the Chicago metropolitan area with a population drop of almost 6,300 residents.

The number of births and new residents didn’t offset the loss.

Experts suggest the reasons for decline include a drop in immigration, an aging Mexican immigrant population and dwindling numbers of black residents.

Belgian officials acknowledge warning signs were missed

BRUSSELS – Belgium’s prime minister refused to accept the resignations of his justice and interior ministers Thursday despite increasing evidence of intelligence and law enforcement failures to prevent this week’s suicide bombings by Islamic militants.

With at least one attacker at large and an unknown number of accomplices, police detained six people in raids around the Belgian capital Thursday night. In a Paris suburb, a man suspected of plotting an imminent attack also was detained Thursday, but the interior minister reported no apparent link with the Brussels airport and subway bombings or the Nov. 13 attacks on Paris.

Authorities lowered Belgium’s terror-threat level by one notch, although they said the situation remained grave and another attack is “likely and possible.”

Belgium had been on its highest alert ever since Tuesday’s bombings in the Brus-

sels airport and subway that killed 31 people and wounded 270.

“We don’t have to be proud about what happened,” Justice Minister Koen Geens said of the government’s failures to halt the attacks. “We perhaps did things we should not have done.”

Less than a mile from the bombed subway station, European justice and home ministers held an emergency meeting where they condemned the “terrorist acts” as “an attack on our open, democratic society.” They also urged the European parliament to adopt an agreement allowing authorities to exchange airport passenger data.

A manhunt continued for one of the Brussels airport attackers who was recorded on a surveillance video and had fled the scene.

Belgian prosecutors said the raids Thursday night targeted central Brussels, Jette and the Schaerbeek neighborhood, where police earlier had found a huge stash of explosives and bomb-making material in an apartment used by the Brus-

sels attackers.

Prosecutors declined to comment on reports from Belgian state broadcaster RTBF and France’s Le Monde and BFM television that a fifth attacker also may be at large: A man seen on surveillance cameras in the Brussels metro carrying a large bag alongside one of the suicide bombers. It is not clear whether that man was killed in the attack or is a fugitive.

Authorities drew a line between the Brussels bombings and the Nov. 13 attacks that left 130 dead in Paris.

Both appeared to have been carried out by the same Belgium-based Islamic State cell.

Prosecutors have said at least four people were involved in the Brussels bloodshed, including brothers Ibrahim and Khalid El Bakraoui, identified as suicide bombers.

European security officials identified another suicide bomber as Najim Laachraoui, a suspected bombmaker for the Paris attacks.

Khalid El Bakraoui blew himself up on the train, while Ibrahim El Bakraoui and Laachraoui died in the airport.

Severe weather sweeps through Midwest as Denver digs out The ASSOCIATED PRESS MADISON, Wis. – Heavy snow, hail and strong winds moved across the Midwest on Thursday as states farther west began digging out of the spring blizzard that shut down the Denver airport, closed hundreds of miles of roads and left cars stranded along highways on the Plains.

The blizzard buried parts of Iowa, South Dakota, Minnesota and Wisconsin as it crawled east, leaving up to a foot of snow in some areas and prompting officials to issue travel warnings and cancel school. In Michigan, power was knocked out because of snow, ice and wind from the early spring storm.

“It’s pretty common that we see a couple of big storms in March, certainly not unheard of in this neck of the woods, but it is a high amount,” National Weather Service meteorologist Kerry Hanko said.

Several homes were damaged or destroyed and injuries were reported in northwest Arkansas after storms swept through the area around midnight Wednesday. A tornado touched

down on the southeast side of Lake Charles in Louisiana, damaging one home, the National Weather Service confirmed Thursday.

In northern Texas, authorities said a hailstorm broke windows in homes and vehicles, while wind gusts reaching 45 mph accompanied snowfall in South Dakota, according to the weather service.

In Minnesota, the Twin Cities’ southern suburbs got around a foot of snow and several school districts canceled classes Thursday.

Transportation officials in Iowa advised against travel in the northeast portion of the state because roads were covered with snow or blocked by disabled vehicles.

Parts of western Wisconsin saw as much as 13 inches of snow, while the southern third of the state shivered beneath freezing rain.

State emergency management officials reported more than 100 crashes on interstates and state highways but no fatalities. Gov. Scott Walker called members of the National Guard to active duty to help local authorities.

DANE, Wis. – Ted Cruz branded Donald Trump a “sniveling coward” Thursday as the feud between the Republican presidential contenders over their wives took a nastier turn.

After an earlier and vague threat to “spill the beans” about Heidi Cruz, Trump stoked the spat on Twitter when he retweeted side-by-side images of Cruz’s wife, with an unflattering grimace, and his wife, Melania, in a Ted Cruz gauzyruz, glamorous pose.

“No need to spill the beans,” the caption said. “The images are worth a thousand words.”

Ted Cruz, campaigning in Wisconsin, was livid.

“Leave Heidi the hell alone,” Cruz said, speaking through reporters to Trump.

“Donald does seem to have an issue with women,” he said. “Donald doesn’t like strong women. Strong women scare

Donald.”

Trump was set off this week when a group that opposes him released an ad before the Utah presidential contest raising questions about the propriety of Melania Trump becoming first lady.

The ad showed a provocative, decade-old magazine photo of her when she was a model and before she married Trump.

Trump wrongly attributed the ad to the Cruz campaign and warned on Twitter: “Be careful, Lyin’ Ted, or I will spill the beans on your wife!”

The lurch into personal territory normally off limits in campaigns came as an anti-Trump super PAC ran an ad in primary states that features women reciting derogatory comments made by the billionaire about women. The ad was produced by Our Principles, a group founded by a former Mitt Romney campaign adviser who is trying to help the Republican Party appeal to more women.

Trump has a substantial lead in the delegate chase for the GOP nomination.

Cruz has a stiff challenge trying to catch him in remaining races and may only have a shot at the nomination if the contest spills into the summer convention.

Gloomy FOIA news from office of attorney general Attorney General Lisa Madigan last week released her office’s annual Public Access Report.

Madigan reported that the state’s Public Access Bureau received 4,770 requests in 2015 for help in gaining access to public information.

Of that number, 4,381 requests for review came from those who were denied records under the Illinois Freedom of Information Act; 84 percent of those requests came from the public, by the way. And 389 requests for review raised issues under the Illinois Open Meetings Act, again with nearly 84 percent of those requests coming from the public.

Madigan stated her office resolved 3,385 of the 4,770 requests received in 2015, or about 71 percent. That left 29 percent unresolved as the year ended.

Madigan’s report is encouraging and discouraging. We are encouraged the Public Access Bureau issued 15 binding opinions to enforce Freedom of Information and Open Meetings laws.

We are encouraged the Public Access Bureau conducted 36 training sessions across the state to further acquaint public officials with the law. We are encouraged thousands of Illinoisans are reaching out to the Public Access Bureau to further press their cases to acquire public documents or ensure public bodies conduct their business in the open.

However, we are discouraged that in thousands of cases, governmental bodies deny requests for public documents that clearly are subject to public inspection and copying as provided by law.

What are these government officials thinking?

After all, each unit of government, by law, must designate at least one FOIA officer who is trained in the law and whose responsibility is to receive and process requests from the public and news media in a timely fashion.

FOIA officers are required to take the online electronic training provided by the Public Access Bureau. In Illinois, the law speaks of the “presumption of openness.”

It’s understandable that some records should not be public. And there are common-sense exemptions, such as personal information about governmental employees, security measures at public facilities, confidential computer software and so forth.

Still, denial appears to be the default reaction by public bodies to many FOIA requests, if the 4,381 requests for review of those denials are any indication.

As Madigan stated, “It is clear we still have work to do to ensure access to government at all levels.”

To the Editor: I’m the preacher with the bike and decorated carts and little white dog named Misty.

One day, I was sitting on a bench when a car pulled up and a man abruptly walked up to me.

I could tell this wasn’t going to be good by his posture. I folded my arms and braced myself. He said he owned a $180,000 house, three cars, a boat and a motorcycle, was married with three children.

I sat quietly, smiling and nodding. He turned away a few seconds and turned back, redfaced, eyes blazing, with anger in his voice, yelling: “How can you be happy?”

It was a tense moment, so I

chose to say nothing. He stomped back to his car and was gone.

One day some time later, when I was walking, a van pulled in ahead of me. A young girl, about 14, ran up to me. Her face was shining like that of an angel.

She said she used to see me every morning when she went to school and always wanted to meet me.

That day, I had the honor of praying for that little angel. I believe she said her name was Vanessa and she had leukemia.

As I walked away, those words came in my head – how could she be happy? It’s obvious she kept her faith in God no matter what bombshells life threw at her.

When I looked into her face, I saw gratitude for all the good

things God put in her life. She wasn’t trying to see what she would take out of life. She was seeing what she could give.

I will never forget her or the lesson she taught me. She gave of herself, and I’m grateful for the time she spoke to me.

I’m sure God is smiling on her. I hope God blesses that man. God bless that young lady, and God bless all of you.

SEASON OF SUCCESSES 2015-16 Herald-News All-Area Wrestling Team

And three squads advanced to the dual team state finals and all three captured trophies.

Those were just a few of the highlights from another successful prep wrestling season locally.

While area teams had eight finalists in Champaign, they also drew

some tough matchups in title matches, which resulted in only one champion, Coal City’s Riley Kauzlaric in Class 1A. Plainfield East’s Michael McGee, Lockport’s Shayne Oster and Coal City’s Joey Rivera all made their second straight title appearance, but couldn’t repeat as champions.

Morris’ Cody Baldridge, Lemont’s Egan Berta, Lincoln-Way Central’s Bryan Ditchman and Plainfield North’s Marcus Povlick also fell in title matches, while Plainfield South’s

Eric Johnson suffered his initial loss in the semifinals to the eventual champion and took third.

They are nine of the 33 wrestlers who make up this year’s Herald-News All-Area team.

Besides the 25 all-staters, six individuals fell one win shy of a state medal, and two others overcame injuries to earn their fourth trip to Champaign.

The Herald-News All-Area Wrestling Team is not chosen by selecting the top individual at each weight

class. Instead, we consider several factors, with the first being whether an individual qualifies for state.

If a wrestler finishes in the top-six at his weight class in Champaign and receives all-state honors, he automatically makes the team.

Seventeen schools are represented on the team, with Coal City and Lockport leading the way with four selections each.

Jake Berman, Sr., Wilmington Turned in a 37-7 record and fell one win shy of placing at 138 in Class 1A. Captured two tournament titles and was a finalist in two other meets.

Warriors relying on Amanda Ruskowsky

Shaw Media correspondent NEW LENOX – It’s been quite a school year for Lincoln-Way West athletics, and the Warriors softball team is determined to make it even more memorable.

“We saw the football and basketball teams make it to the state championship games,” West senior Amanda Ruskowsky said. “We were there to watch them play, and it was so exciting. We definitely want to be that spring sport that does the same thing. Our goal is to make it to state.”

If the Warriors are able to do that, it likely will be Ruskowsky leading the way. The four-year varsity player, who has signed with Saint Xavier, is one of the top two-way players in the area.

She won 17 games as a pitcher last season and led the Warriors in batting average (.437) and RBIs (32).

“I take a lot of pride in being able to help the team on both ends,” Ruskowsky said. “Our coaches work on hitting with us year-round, and I feel like I’ve really improved as a hitter to go with my pitching. I have to give our coaches a lot of credit.”

West coach Heather Novak would rather give Ruskowsky the credit.

“Amanda’s work ethic is second to none,” she said. “She will be a major catalyst for us offensively and defensively. We’re going to depend on her a lot.”

Novak expects her team’s battery to be its biggest strength. Senior catcher Tiffany Buis, who has signed with the University of Jamestown (North Dakota), is back after missing much of last season with a hand injury.

“Amanda and Tiffany both bring a wealth of experience and leadership to our team,” Novak said. “They’re a very solid battery, and they’re great leaders.”

Novak also is counting on big things from senior Jenna Czart, who can play a number of positions in the infield or outfield. Czart had a big second half of the season last year to finish with a .378 average, 22 runs and eight doubles.

“Confidence was a really big thing for me,” Czart said. “Once I was feeling more confident and comfortable at the plate, I did a lot better. I just executed at the plate. I’m feeling really good going into this season with a lot of confidence.”

Sophomore infielders Danielle Callahan and Mac Mahy also are key players. Callahan, a corner infielder, hit three home runs in nine games last year before suffering an injury.

“We want to win [the SouthWest Suburban Red Conference], and we want to get down to East Peoria. It’s been great to see our football and basketball teams have so much success, and we want to follow in their footsteps.”

Joliet West’s DiForti named District 9 Co-Coach of Year SUBMITTED REPORTS

JOLIET – Joliet West boys basketball coach Nick DiForti has been selected as the Illinois Basketball Coaches Association District 9 Co-Coach of the Year. He will be honored April 30 at Illinois State University.

DiForti has been West’s coach since 2013. This season, the Tigers (21-10) were regional and sectional champions and were fourth at the Pontiac Holiday Tournament.

“This honor means a lot to our program,” DiForti said.

“Without a great coaching staff and hardworking players, this award doesn’t mean anything.”

In addition to pens, pencils and fountain pens, the Schumachers also make leather wallets, bags and journals.

The leather line was a bonus.

It turned out the engraving equipment the couple bought for the pens also cut leather precisely.

“So we got the idea to make some leather products to complement the pens,” Chad said.

Just four years ago, Chad said he and Jessica were working for a technology company – Chad in marketing and Jessica in project management. But when the company closed, Chad said his entrepreneurial spirit led him to notice the pens his father, Chad Schumacher of Braidwood – a retired Wilmington barber turned woodworker – was crafting and gifting.

seeing the product at work in your hand very quickly got to me,” Chad said. “And here we are a few years later.”

The wood comprising these pens is as unique as the Schumachers’ handiwork. One such wood is ancient kauri

wood. It’s from a New Zealand forest that a tsunami buried for 50,000 years and recently has resurfaced, Chad said.

Other wood includes teak from the deck of the USS North Carolina and recovered cypress logs from the days when

logs were floated down the river to the mill, Chad said. Often, logs got caught up in their journey and became stuck at the bottom of the river.

“Because these trees are hundreds and hundreds of years old, the characteristics of the grain is different than from a tree grown in the last 70 years and then harvested,” Chad said.

Not only is old wood unique in its own right, the added element of lying underwater for years further changes it, Chad said.

“It gives it some different colors and brings out different aspects of the grain,” Chad said.

Jessica said customers have asked them to create pens from the wood of their childhood

home. One customer brought wood from the tree house he built for his children so each of his kids could have pens.

Even Jessica has an Allegory pen, a reject from maple wood, unsuitable for fulfilling an order because of its large knot.

“I wasn’t sure if it would disintegrate, but it’s really a beautiful piece,” Jessica said.

Ironically, she added, the pen held up.

“It’s interesting to look at,” she said.

The Schumachers began Allegory in their home, eventually moving it to a 1,500-squarefoot production site on Joliet’s east side. It’s still the two of them, along with several parttime employees who work for them on a project-by-project basis, but that could soon change, Chad said, as the product line expands and they add more options.

“Chad is just one of those people that can watch something and just do it. I’m definitely not that type,” Jessica said. “He taught me bits and pieces over the course of this journey, but I wouldn’t say it’s hard. It’s fun, for sure.”

Jessica said one recent order of custom pens has special meaning for the person who ordered them.

“I know they are probably going to become family heirlooms and be passed down to their kids,” Jessica said.

“That’s really cool.”

Items are produced in batches, she said. She can make 10 pens in a week and 30 wallets in a day, “if I’m able to buckle down and focus on things.” Some days, 4-year-old Liam Schumacher joins his parents and works on his own craft projects, Chad said.

Chad likes the integrity of running a manufacturing business the old-fashioned way – by hand.

“There’s something interesting about making an old-world product the way it was done in the past, bringing that into today’s market and making it relevant to people,” Chad said.

NEW LENOX – Distinguished Concerts International New York has announced that Greg Day and the Lincoln-Way Area Chorale have been invited to participate in a performance Nov. 27 of “Handel’s Messiah” at Carnegie Hall, New York.

They will join other choristers to form The Distinguished Concerts Singers International and perform with full orchestra.

Founded in 1995, the adult Lincoln-Way Area Chorale is in its 21st season. The chorale will perform a spring concert “Timeless Treasures: A Salute to Rogers and Hammerstein” that will be performed May 14 at Lincoln-Way West High School. A Mother’s Day Flower and Plant Sale is in progress.

Weather affects arthritis symptoms Dear Dr. K: I swear my arthritis pain gets worse on cold, wet days. My husband is skeptical. Is it possible the weather could affect my symptoms?

Dear Reader: I hear from my patients all the time the weather affects their arthritis symptoms. But is it true? If so, how does that work? And is there any scientific evidence to explain it?

I spoke to my colleague Dr. Robert Shmerling. He is clinical chief of rheumatology at Harvard-affiliated Beth Israel Deaconess Medical Center. He noted people have been asking these questions for many years without finding good answers. Here’s what we do know.

There are many potential weather factors that could affect arthritis symptoms, including humidity, temperature, precipitation and barometric pressure. Studies have examined the effects of these weather factors, but the results have been inconclusive.

In some cases, they were contradictory.

Two recent studies have shed more light on this question. Both found the weather does indeed have an impact on arthritis symptoms.

In the first study, Dutch researchers enrolled 222 people with osteoarthritis of the hip. They compared their reported symptoms with a variety of weather variables.

They found over a two-year period, pain and stiffness were slightly worse when barometric (air) pressure and humidity were higher.

The second study included more than 800 adults with osteoarthritis of the hip, knee or hands. In this study, changes in weather did not affect symptoms, but higher humidity was linked with increasing pain and stiffness. This was especially true in colder weather.

Now what? In other words, how is it helpful to know if specific characteristics of the

ASK DOCTOR K Anthony L. Komaroff weather have a clear impact on arthritis pain and stiffness? After all, it’s not as if all patients can pick up and move to a more arthritis-friendly climate.

Information is useful even if it doesn’t immediately lead to a new treatment or prevention strategy. For example, identifying a link between a particular type of weather and joint symptoms might help us understand the causes and mechanisms of arthritis symptoms. And that might lead to better treatments or strategies.

It also might help to understand why some people feel worse in certain circumstances while others notice no change (or even feel better) in those same environments.

Those results could help us understand subtle differences between types of arthritis or the ways individuals respond to them.

Your question also reminds me of something I’ve said before in response to other questions. When studies show something is true for the average patient, it does not necessarily mean it’s true for every patient.

Their bodies might be different in some way we do not yet understand.

Even if the studies I mentioned did not find the weather affected the arthritis pain of the average patient, I’d believe a person – like you – who swears the weather affects her arthritis pain. No one can know your pain like you can, and no doctor should dismiss it.

Dear Abby: I’m DEAR ABBY 39 and have been married for nine Jeanne years. Three Phillips years into our marriage, I got sick and lost a lot of weight. I now turn heads everywhere I go. All except the head I want to turn – my husband’s.

He drives a truck, and all he does is talk to and sext larger, unattractive older women. He has gone to counseling and 12-step meetings, and I’ve told him to get out numerous times.

Nothing has helped.

I’m now getting to the point I feel I can work again. Is it wrong for me to be making an exit plan for when my son from a previous marriage turns 18? – Turns The Wrong Heads Dear Turns: If I told you it was wrong, would you stop doing it and remain in an unhappy marriage? I doubt it. If your husband is attracted to other women and acting on it, you absolutely should prepare yourself for the day you declare your independence. It’s far more sensible than being unprepared.

Dear Abby: My brother got married a year ago after dating for less than a year. His wife started calling my parents Mom and Dad from the get-go. I didn’t realize how much it would bother me, but it does and, frankly, I resent her for it.

I’m very close to my parents, and I view our bond as sacred. To me, Mom and Dad aren’t names you use lightly, to be cute or as a term of endearment. The relationship is earned and unique.

I would never think of calling my husband’s parents Mom and Dad, and I don’t feel I’m offending them by not doing so. Is there a proper way to discuss this with my brother and sisterin-law without hurting feelings or creating tension? – Annoyed Sister-In-Law Dear Annoyed: Calm down and curb the attitude, because if you say anything you will appear to be jealous and petty. What your sister-in-law is doing is very common. Regardless of what she calls your parents, you are still their daughter and she is not. If they didn’t like her calling them Mom and Dad, I’m sure they would let her know they preferred she choose something else.

Dear Abby: I have been in a relationship with a really great guy for five years. He is wonderful to my son and treats him as his own.

The problem is, I don’t think I am capable of truly being in love with anyone. I care deeply about him – as much as I am capable of loving.

My question is, would it be unfair to him if I agree to marry him knowing he loves me more than I love him? – To Marry Or Not To Marry Dear T.M. Or N.T.M.: I’m not sure many couples love each other equally. More often one loves the other more. If you think you can be a good wife to this man, then marry him. Obviously, you have a high degree of compatibility, or he wouldn’t be considering marriage to you.

Many bridge players get nervous when contemplating a slam. But often playing in one is straightforward because you cannot afford (m)any losers.

The main keys for a good slam are fit and controls. To make a grand slam with no fit, you will need most of the 40 high-card points. But with a good fit -- or, even better, a double fit -- you will win more tricks than your combined point-count would suggest. Also, you must know that the opponents cannot immediately defeat your contract.

How do you uncover a double fit? By bidding carefully. What about controls? With (Roman Key Card) Blackwood, often supplemented by control-bidding.

In today’s deal, after South’s one-spade response is raised, he immediately thinks about a slam.

But the diamond king is a big card.

He can find out if partner holds it by rebidding three diamonds. North will think this is a help-suit game-try, and if he has the diamond king, he will probably jump to four spades; but without that card, he will settle for three spades. Here, after hearing four spades, South uses RKCB to learn that North has the spade king and club ace, but not the spade queen.

Against six spades, West leads the heart queen. South wins with his ace, draws two rounds of trumps, cashes the diamond king, plays a diamond to his ace, and continues with the diamond queen, discarding dummy’s heart loser. Then he can claim, conceding one trump trick.
